Mideast quartet seeks Israeli, Palestinian action by 2014

Members urge parties to take ‘every possible step’ to ensure success of US-mediated peace efforts within the agreed goal of 9 months

UNITED NATIONS — The quartet of Middle East peacemakers is calling on the Israelis and Palestinians to demonstrate their seriousness in reaching a settlement in the next year.Meeting on the sidelines of the UN General Assembly on Friday, top diplomats from the United Nations, United States, Russia and the European Union said in a statement that both sides should take “every possible step” to make ongoing US-mediated negotiations a success.“The quartet reaffirmed its determination to lend effective support to the efforts of the parties and their shared commitment to reach a permanent status agreement within the agreed goal of nine months,” the group said in a statement released Friday.

The quartet also called on the parties to refrain from any action that would undermine trust or prejudge the outcome of the talks, and commended the leaderships of Prime Minister Benjamin Netanyahu and Palestinian Authority President Mahmoud Abbas “and their commitment to remaining engaged in sustained and continuous negotiations to address all of the core issues.”The quartet added that positive messages from Israeli and Palestinian leaders are important to enhancing the prospects for reaching a deal.During the meeting, the group received an update from US Secretary of State John Kerry on the progress since the talks resumed in July, as well as a joint briefing on the negotiations by the chief negotiators from both sides, Justice Minister Tzipi Livni and Chief Negotiator Saeb Erekat.UN peace mediator Tony Blair said the Israeli and Palestinian sides spoke constructively about their resumed negotiations. He said Friday’s meeting heard a report on the economic initiative that is accompanying the peace talks.“We have to make sure that we start to get the changes within the Palestinian economy which are not just about private-sector investment but are about easing restrictions, about Palestinian capacity, so that the economy isn’t simply going in very small steps forward but is moving forward fast,” Blair told The Associated Press in an interview following the meeting.The Palestinian Authority is suffering from an estimated $350 million gap in its current budget, which it is seeking to fill with donor help.The UN convened a Palestinian donor meeting earlier this week on the sidelines of the meeting of world leaders.Blair said he believes the donors will come through with their pledges to plug the budget gap.

NEW YORK – With attention shifting from Iranian President Hassan Rouhani’s plenary speech to the plenary speech Thursday by Palestinian Authority President Mahmoud Abbas, the Iranian leader no longer had exclusive rights to the UN charm offensive.Diplomatic affability was the order of the day when Strategic Affairs and Intelligence Minister Yuval Steinitz and newly minted Palestinian Authority Finance Minister Shukri Bishara gave side-by-side statements Wednesday at the end of a closed-door meeting to discuss economic assistance for the Palestinian Authority.The Ad-Hoc Liaison Committee, an outgrowth of the 1993 Oslo Accords, met Wednesday afternoon to discuss Palestinian economic development. Economic development was meant to progress alongside the political track of negotiations, but has largely proven to be a more comfortable field of discussion for PA and Israeli representatives alike.Recently, Israeli officials have indicated that their Palestinian counterparts may be less enthusiastic about economic development than they have been in the past — but none of that was evident during the Wednesday press conference following the meeting.Bishara and Steinitz maintained an upbeat, optimistic and congenial tone.Bishara noted that he was personally grateful for extended opening hours agreed by Israel at the Allenby Bridge Border Crossing, and for recently eased import restrictions for Gaza, enabling more building materials to flow into the Strip.

And the Palestinian minister steered away from making strong political statements — even when pressed — by insisting that he was more of a businessman than a diplomat.He said he was “really encouraged by some of the initiatives” announced by Israel. ”Opening the bridge for extended hours, is immense,” he said. And ”enlarging the list of imports into Gaza is of immense help,” he added.“I hope we can build on these preliminary moves and multiply them. It’s in our best interests to be prosperous,” he said, and turning to Steinitz added, and in “your best interests to see us prosperous.”Steinitz too, a member of Prime Minister Benjamin Netanyahu’s own Likud party, was affable to the point of jovial. He began by noting how rare it was that he could say that he agreed with the statements of his Palestinian counterpart, but that Wednesday’s discussion was one such occasion.He spoke to Bishara personally, wishing him well as a former finance minister to a newly appointed one, acknowledging that it was a difficult job.Steinitz picked up the line about the bridge crossing, saying that Israel was extending crossing hours facilitate the movement of “commuters, businesses and ministers.” He ended the sentence with a chuckle, and a glance along the dais toward Bishara.For much of his comments, Steinitz sounded more like the member of Peace Now he once was than the relative hard-liner he has become on security issues.“I hope that with all the turmoil, we will succeed to achieve peace and security for Israelis and Palestinians, for Arabs and Jews in the Middle East,” the cabinet minister enthused.International interlocutors EU High Representative Catherine Ashton and outgoing Norwegian Foreign Minister Espen Barth Eide smiled and nodded like proud parents as the two ministers played up their shared aspirations for a rising Palestinian GDP and standard of living.The affability became almost competitive — Steinitz agreed emphatically with Bishara’s calls for Palestinian economic parity with Israel, and raised the ante by hoping that “the rest of the region will share the same standard of living and the same GDP.”Had the optimism continued any further, Steinitz might next have been proposing the establishment of a Middle East Common Market.But Steinitz’s cheerful comments did not come without an edge, unsurprisingly given the killings of two Israeli soldiers by Palestinians in the West Bank at the end of last week. The cabinet minister called for an end to “any kind of incitement and hatred in the educational system” because it “might create a huge obstacle to the security and confidence that is needed for the peace talks to succeed and for economic cooperation to develop.”The proud parents visibly tensed when Steinitz also noted that “we will have to make difficult concessions and the Palestinians will have to recognize the right of Israel to exist as a Jewish state and to meet Israel’s security concerns.”Steinitz, however, returned to the statement embraced by all sides that peace “will need courageous leadership” and argued that “most of the people of Israel will support such an agreement even if it includes difficult concessions — on one condition — that the people are convinced that they are getting real peace, a real end to the conflict and real security.”The few minutes of tension were not sufficient to defuse the congeniality that had settled on the room. Reluctant to let the moment go, the two ministers remained on the dais even after Ashton and Barth Eide left, posing for joint photographs until their handlers’ promptings reminded them that the day was far from done.

Rocket fired from Gaza lands near Ashkelon port

No injuries or damage reported; security forces searching area of landing site

A rocket fired from the Gaza Strip overnight Friday-Saturday landed near the south Ashkelon port. No injuries or damage were reported in the attack.Security forces were searching the area for the landing site, Israel Radio reported.Last month, several rockets were fired from Gaza but warning sirens failed to sound in the Eshkol region of southern Israel. Rocket fire from the Strip has been sporadic since an eight-day Israeli campaign against Gaza terrorists last November.On Friday, violent demonstrations flared up Friday in several locations throughout Jerusalem, the West Bank and the Gaza Strip, resulting in multiple Israeli injuries. This came hours after Hamas and Islamic Jihad called for a Third Intifada.Friday marked the 13th anniversary of the outbreak of the second Palestinian Intifada against Israel’s rule in the West Bank and Gaza.

Three Arab rioters were arrested for throwing rocks Friday, following disorders at the Damascus Gate (Shaar Shechem in Hebrew) to Jerusalem's Old City.  Another youth was arrested following a disorder next to the Church of All Nations on the Mount of Olives.At the same time, additional disorders broke out in the area of the Rockefeller antiquities museum, across the street from the Flower Gate (Shaar Haperahim in Hebrew). Jerusalem District police, deployed with reinforcements since the early-morning hours in anticipation of pre-planned violent disorder, dispersed the rioters.About 100 Arabs rioted next to Rachel's Tomb, between the Israeli capital and Bethlehem. They threw rocks at Israeli security forces.Other disorders were reported in the Judean localities of Hevron and Kadum, the Samarian (Shomron) Arab village of Bituniya, near Ramallah, the Prigat Junction near the Shechem-area village of Huwara and near the Binyamin-region Jewish community of Neve Tzuf.The violence came against the backdrop of a call by Hamas and Islamic Jihad for the launch of a third intifada uprising against Israel while Palestinian Authority Chairman, Mahmoud Abbas, told the United Nations General Assembly on Thursday evening that his goal is to achieve permanent peace with Israel. 
Abu Obaida, a spokesman for Hamas’ armed wing Izaddin Kassam brigades, has urged PA Arabs to wage a third intifada against Israel in response to Israeli efforts to “judaize Jerusalem," especially the Temple Mount. He told reporters in Gaza that Hamas has not abandoned the option of suicide bombings.He accused Israel of exploiting the current “futile” peace talks with the PA to “liquidate the Palestinian cause and create new facts on the ground.”Meanwhile, a senior Islamic Jihad leader Ahmed Al Mudallal said during a rally in the Gaza Strip that "the intifada must break in all areas of conflict. Resistance is the best response against the crimes of the occupation in the Al Aqsa Mosque." “A new intifada should erupt against the Zionist enemy and we believe that our people have the will and ability to liberate Palestine from the river to the sea,” Mudallal said. The Islamic Jihad leader continued to accuse Israel of attempting to replace the Al Aqsa Mosque with a Jewish Temple and urged the Palestinian Authority to pull out of negotiations with Israel. “The enemy is using these talks to pursue its crimes against the Aqsa Mosque,” Mudallal firmly stated. Masked gunmen belonging to Fatah’s armed wing, Al Aqsa Martyrs Brigade, held a press conference in Gaza City during which they threatened to launch attacks against Israel. “The enemy will soon pay a heavy price for its crimes in Jerusalem,” a spokesman for the group said.Following a fear of violent civil unrest after Friday's prayers, Jerusalem Police officials limited the Muslim worshipers at The Temple Mount to men over 50 with blue identity cards and women with no age limit.The Temple Mount is Judaism's holiest site, being the location of the two Holy Temples of Jerusalem. Despite that fact Jews are banned from praying there by the Israeli police and Islamic Waqf trust (which administers the Islamic complex currently located on the site), in the face of threats of violence by Islamist groups. Numerous Israeli court rulings calling for the ban to be lifted in the name of freedom of religion have been circumvented by the police, who cite unspecified "security threats" to arrest Jewish visitors who worship there, and sometimes bar Jews from entering altogether.
Jewish groups have repeatedly challenged the restrictions on Jewish visits, and recent years have seen a marked increase in Jews ascending the Mount, much to the alarm of Islamist groups, who have upped a campaign of incitement against the Jewish presence there in response.

Archaeologists discover 5,000-year-old leopard trap in Negev

New study suggests ancient enclosure technology used by the first regional sheep and goat herders around 6,000 years ago

Archaelogists working in the Negev desert have uncovered a 5,000-year-old leopard trap alongside one that is estimated to be 1,600 years old.According to a report in Live Science this week based on a study published in the September issue of the journal Antiquity, the traps were found to be similar to those used by Bedouins in the area in the last century.“The most exciting thing is the antiquity of these carnivore traps, which is totally unexpected,” said Naomi Porat, a geochronologist (a scientist who determines the age of rocks, fossils and such) with the Geological Survey of Israel, who is a co-author of the study.The findings suggested that this technology was used to trap carnivores since sheep and goats were first domesticated in the region about 6,000 years ago.

Several dozen traps mark the landscape of the desert but ”they look like a pile of stones, like a cairn, and you need a good eye and also some digging around to realize what it is,” said Porat.The traps are believed to have lured mainly leopards, but also other animals such as wolves, foxes and long-eared felines common in the Mideast, by attaching a piece of meat to the end of a rope.“When the carnivore pulls at the bait the rope is attached to a slab door and it just closes, so the animal is trapped inside this carnivore box trap,” Porat described.She suggests they were probably used by herders to keep their flocks safe from predators.

Nowadays, leopards are extinct in the Negev, with the last one being spotted in the desert about 10 years ago, according to Live Science.
