The Jordan Valley will be the
eastern border of the future Palestinian state, with Palestinian rather
than Israeli forces guarding it, PA President Mahmoud Abbas said Sunday
in a statement that diverges sharply from Prime Minister Benjamin
Netanyahu’s past comments on the contours of a future Palestinian state.Speaking
to the first graduating class of Al-Istiqlal University, a new
Palestinian security academy located in Jericho, Abbas said that
securing a Palestinian state’s borders “is primarily the responsibility
of Palestinian security [forces],” the official WAFA news agency
reported. However, he added, international forces agreed upon between
the sides would oversee the implementation of final status arrangements
on security between Israel and the Palestinian state.“The eastern borders of the Palestinian state,
stretching from the Dead Sea, through the Jordan Valley and the central
highlands, to the borders of Bisan [the Arab name for the Israeli city
of Beit She'an] are Palestinian-Jordanian borders and will remain so.
There is no other side between us; honestly, Israel is not between us,”
Abbas told the graduates.The presence of Israeli soldiers in the Jordan valley in a final status agreement
is a point of contention between Netanyahu and his chief negotiator,
Tzipi Livni, the website of Israeli daily Maariv reported on Monday.According to the report, Livni supports the
introduction of international forces to the Jordan Valley, similar to
the expanded role UNIFIL received in southern Lebanon under Security
Council resolution 1701, which ended the Second Lebanon War in 2006, and
which Livni was appointed by the government to oversee. Netanyahu,
however, adamantly opposes international forces, insisting on an Israeli
presence in the Jordan Valley even within the framework of a

Daoud Kuttab, a Palestinian political

Palestinian negotiator Saeb Erekat.“Abbas is speaking for the entire Palestinian
population by asserting the Palestinian right over the Jordan Valley,”
Kuttab told The Times of Israel.In his speech, Abbas also addressed the new EU
guidelines barring cooperation with Israeli settlements. He said the
Palestinian leadership maintained ongoing contact with the Europeans in a bid to implement the settlement boycott set to go into effect on January 1, 2014.
“I take this opportunity to call on European
and international companies working in the settlements to desist from
doing so because it contravenes international law,” Abbas said.

Israel’s problems stem from a guilt complex. The Jewish people are, I
believe, the chosen people, but are subjected to brainwashing by a
small group of guilt-ridden personalities, including most of the
politicians and almost all of the news media which try relentlessly to portray the Jews as a Goliath and the Arabs as a pitiful David.While
Fatah and the PLO have not yet got to the point Adolf Hitler reached in
using the Jews as partners in their own destruction, the Arabs have
been incredibly successful in cultivating cooperative Jewish groups,
both in Israel and in the Diaspora.That is the meaning of the
new “peace talks”. A Palestinian state, they contend, is a moral
imperative, a necessity and the only “solution” to the conflict. But
peace treaties are temporary, not eternal. Only culture counts. And the
Arabs, based on their religious and cultural perceptions, cannot sign a
deal that would turn an Islamic state into a Jewish one. They can't give
up Haifa and Jaffa!
Little by little, their propaganda had its
effect. People, expecially in Europe, began to believe that Jews really
shouldn’t be in Israel. They believe that there is a Jewish conspiracy

Holocaust in Israel.You have to understand the Arab standpoint
too. They are thinking as Arabs should think. They are thinking that the
holy land belongs to them. They are thinking that the Jews who came - a
Jew from Romania, a Jew from South Africa and a Jew from New York - are
interlopers who all of a sudden came and said “Israel is our country”.How
can the Arabs feel a part of that? How can an Arab see the Jewish flag,
the Magen David, and feel it is his state? How can an Arab feel equal
when the Law of Return allows the return of Jews but not of Arabs? Or an
army composed of Jews? An Arab cannot feel equal. This is a zero-sum
game.So the Arabs have become much more subtle than the Nazis were. They have learned how to adapt to the image and semantics
deemed essential for respectability among the Western democracies. Like
many Jews, the hearts of many Americans go pitter-patter every time
they hear words like “freedom”, “democracy”, “peace process”,
“self-determination”.When Jews came back to Judea and Samaria
in 1967, the Arabs living there were walking around dressed in pajamas,
they had nothing. They were starving, they were barefoot. Israel came
and educated them and taught them Arabic culture. Jews brought
civilization and built schools and hospitals in the hope that they would
become their allies, a plan which was very naive.Then the
Israelis for years tried to give Arabs economic benefits by raising
their standard of living in the hope that the Arabs would come to be
loyal to Israel. But they were fools. The Arabs can’t be bought off.
Here we have a country that two different groups are claiming as their
own. Two narratives are at war on the same, slim and holy piece of land.The
Arabs are the Nazis of today. The same thing Hitler wanted to do in
Germany they want to do here in Israel and any talk about territories is
just covering up the main purpose: they don’t accept Israel. They have
tremendous hatred for the Jewish people, and they would do here what the
Nazis did there. They feel the Jews formed a bandit state.If
somebody breaks into your house and takes over all the rooms and agrees
as part of a treaty to give you everything except for the kitchen, you’ll want to drive him out of the kitchen as well. That’s the way the Arabs feel.That’s
why there’s no chance of coexistence between Jews and Arabs, but just
conflict management. In life, not everything is resolvable. But a
mistake can kill you. The choices Israel faces at this historic moment
may determine the Jewish destiny for centuries to come: survival or
liquidation.

Yom Kippur, the holiest day of the Jewish year, nearly ended in
tragedy for the Fairman family of Jerusalem. In the middle of the night,
the family was targeted with firebombs in an attack that destroyed many
of their children’s things, and nearly burned the entire house.The Fairman family lives in a predominantly Arab area of the mixed
Jewish-Arab neighborhood of Abu Tor. While life is quiet just a five
minute walk away, the Fairmans and the other Jewish families in their
building have grown used to frequent attacks.Bat-Ami Fairman was in the house with her two young sisters, ages 7
and 9, and her baby. “The children had already gone to sleep. We were in
our rooms when suddenly we heard that they were throwing rocks and
metal at us from outside,” she told Arutz Sheva.“We’re already used to it, so we didn’t get up,” she continued. “But
when we heard a bottle explode, we realized we needed to run.”Bat-Ami grabbed her sisters and baby and ran to her mother’s
apartment nearby. One firebomb had missed its target, but a second one
hit the family’s sukkah, a temporary hut built for the Sukkot holiday,
and set it on fire.“I heard the sound of little explosions as it burned… the flames were
two meters high,” she recalled. A security guard tried to put out the
fire, but with no success. Bat-Ami realized that the flames could reach
the second floor and enter the rooms.
The family later saw that the first firebomb had been aimed at the
living room window. Bat-Ami believes that the attackers saw her sister,
who was clearly visible through the window, and were aiming for her.
By the time firefighters arrived, the flames had reached the entrance
to the home. The firefighters were able to save the house, but were
unable to save the children’s toys, which had been near the entrance. A
wading pool, see-saw, and many other games were destroyed.For children who are sometimes unable to leave their homes due to
Arab attacks, the toys for at-home use are crucial, Bat-Ami explained.
The children also have their ideals to keep them going, she added, “The
families that live here are families that teach the value of the land of
Israel from age zero.”The fire at the Fairman home was put out, and the family was allowed
to return to the building. They found the rooms where the smell of
burning was weakest, and went to sleep.Bat-Ami Fairman said she believes police will eventually catch the
attackers, because of the attack’s severity. She noted that when an Arab
gang hurled cement blocks at Jews in the same area one week earlier, police managed to track down two of the attackers, and anticipate more arrests.Jews in Abu Tor have been the target of firebomb attacks in the past.
An attack in February nearly set an entire building on fire when a
firebomb narrowly missed a gas pipe.

Pro-Israel groups suspend lobby for Syria strike

WASHINGTON (JTA) — Pro-Israel
groups suspended their high-profile lobbying effort for a strike on
Syria now that the United States and Russia have struck a deal to strip
the Assad regime of its chemical weapons.A
spokesman for the American Israel Public Affairs Committee, which
organized a Capitol Hill blitz last week aimed at persuading Congress to
back a strike, confirmed Monday that lobbying has been suspended for
now.The American Jewish Committee and the Jewish
Council for Public Affairs, which also had been involved in the
lobbying, said they would suspend lobbying, too.“We sent many messages over the last week and a
half; we are not formulating new letters to the Hill,” Jason Isaacson,
the AJC’s director of international affairs, told JTA. “Our message is
out there should it be required.”Jewish groups had hesitated at first to sign
on to the lobbying effort, fearful that their support would be construed
as a pro-Israel initiative. But they dove in after President Obama
called for a strike last month and senior administration officials
solicited their help in persuading Congress to sign off on the military
action. AIPAC sent 250 of its members for personal meetings with Capitol
Hill lawmakers, a show of strength the lobby reserves for major
initiatives.
Jewish groups maintained their support for a
strike even after President Obama called last week for Congress to delay
a vote wile he explored the Russian proposal, which calls for Syria’s
chemical weapons stockpiles to be eliminated by 2014. The AJC in a
letter Sept. 12 to Congress members said the threat of credible military
action must be maintained even as the United States looked at the
Russian plan.
Leading pro-Israel figures echoed the view.“Every day that goes by without congressional
authorization, it undermines the vitality of the threat,” Abraham
Foxman, the Anti-Defamation League’s national director, said in an
interview Friday.
By Monday, however, the groups had changed their tune, suspended their
lobbying and endorsed the putative deal brokered in Geneva over the
weekend by US Secretary of State John Kerry and his Russian counterpart,
Sergei Lavrov.Under the terms of the agreement, Syria would
be stripped of its chemical weapons by the middle of 2014. If it refuses
to comply, the situation would be referred to the UN Security Council.Syrian President Bashar Assad’s regime has yet
to formally give its assent to the deal, though government officials
have indicated a willingness to approve it.“While we remain cautious about President
Assad’s true commitment to disarmament, we welcome this agreement as an
ambitious but hopeful first step to eliminate chemical weapons in
Syria,” the ADL said in a statement Monday.Martin Raffel, the senior vice president of
the Jewish Council for Public Affairs, which had advocated for a strike,
said his group would now “take its lead from the administration.”“We hope military force won’t be necessary,”
Raffel said. “The point of the military force was not just to engage in
the military operation, it was to try and prevent Assad from using
chemical weapons. We’re cautiously optimistic this thing will all work
out.”The flurry of activity followed an attack on
Aug. 21 in which a rebel stronghold near Damascus was hit with chemical
weapons that are believed to have killed more than 1,400 people,
including hundreds of children.
Russian President Vladimir Putin has said the
attack was likely perpetrated by opposition forces, but the United
States maintains it was almost certainly launched by Assad.After sealing the deal with Lavrov in Geneva,
Kerry flew to Israel, where he appeared at a joint news conference
Sunday with Israeli Prime Minister Benjamin Netanyahu.“We have been closely following — and support —
your ongoing efforts to rid Syria of its chemical weapons,” Netanyahu
said. “The Syrian regime must be stripped of all its chemical weapons,
and that would make our entire region a lot safer.”Netanyahu cast Israel’s investment in the deal
in the same terms that pro-Israel groups had framed their support last
week for strike authorization: as a message to Iran.“What the past few days have shown is
something that I have been saying for quite some time — that if
diplomacy has any chance to work, it must be coupled with a credible

and, by the way, vice versa.”

the table, some say it’s Israel’s turn to come clean
JERUSALEM (AP) — The US-Russian
plan to dismantle Syria’s chemical weapons is drawing attention to
Israel’s own suspected chemical stockpile and could raise pressure on
the Jewish state to come clean about its capabilities.Israel
signed the landmark international treaty banning the production or use
of chemical weapons two decades ago, but it is among a handful of
nations that have never ratified the deal. While foreign experts widely
believe that Israel likely possesses a stockpile of chemical and
biological weapons, Israeli officials refuse to confirm or deny the
existence of any such arsenal.They say the key issue right now is Syria, not Israel.In a radio interview Monday, former Defense
Minister Amir Peretz declined to discuss the country’s chemical weapons
capabilities but said the international community’s attitude toward
Israel is “different” from Syria.“It’s clear to everyone that (Israel) is a
democratic, responsible regime,” he told Israel Radio. “I very much hope
and am certain that the international community will not make this a
central question and we will maintain the status quo.”Israel has been similarly vague about foreign
reports of a nuclear arsenal, a policy of ambiguity aimed at deterring
its enemies. But following the weekend deal between the US and Russia to
eliminate Syria’s chemical weapons by mid-2014, voices have emerged
calling on the government to take similar steps.“I do believe that the Israeli government
should be open about this issue, should say what arsenal, if any, it
does have and should strive for an international agreement to keep all
these kinds of weapons outside of the Middle East,” said opposition
lawmaker Dov Khenin.
The liberal daily Haaretz wrote in an
editorial Monday that the chemical disarmament of Syria gives Israel an
opportunity to finally ratify the Chemical Weapons Convention.“It would be a pity if in the future Israel
finds itself in the position of Syria — forced to sign the convention
under international pressure,” the newspaper said.Paul Hirschson, a spokesman for the Israeli
Foreign Ministry, said Israel could not ratify the treaty in such an
uncertain environment. “These things are regional and we’re not going to
go out there on our own,” he said.There seems to be a consensus among foreign
experts that Israel has likely developed an arsenal of chemical and
biological weapons over the years.“Israel’s lack of transparency has led to a
continued suspicion that a chemical weapons program is in place,
although we are unable to confirm this or provide any further details,”
Emily Chorley, a chemical weapons analyst at IHS Jane’s, said in an
email.In a report this month, Foreign Policy
magazine published what it said was a secret 1983 CIA document outlining
evidence that Israel possessed a chemical weapons stockpile of unknown
size, likely developed in the 1970s out of fear its neighbors were
acquiring such weapons.“Several indicators lead us to believe that
they have available to them at least persistent and nonpersistent nerve
agents, a mustard agent, and several riot-control agents, matched with
suitable delivery systems,” the document says.The article’s author, military historian
Matthew M. Aid, said the nonpersistent agent was almost certainly sarin,
the same chemical that the Syrian army is suspected of using in an Aug.
21 attack that allegedly killed more than 1,400 civilians and triggered
the international response. It was unclear what the persistent nerve
agent might be.Chemicals are labeled persistent and nonpersistent depending on how long they last.The document said Israel had possessed special
testing equipment since the early 1970s and “possible tests were
detected in January 1976.” It also said a “probable CW nerve agent
production facility and a storage facility” were identified in 1982 in
the southern Israeli town of Dimona, home to Israel’s secretive nuclear
program. It said other weapons production capability was believed to
exist in Israel’s chemical industry.If Israel does have an active chemical weapons
program, it likely involves the Israel Institute for Biological
Research, a secretive facility in the Tel Aviv suburb of Nes Ziona that
is under the jurisdiction of the prime minister’s office. The facility’s
website describes itself as a “governmental, applied research institute
specializing in the fields of biology, medicinal chemistry and
environmental sciences.” Prime Minister Benjamin Netanyahu’s office
declined comment.
Israel says it has never used chemical weapons
on the battlefield, though in one famous incident, Israeli agents
attempted to assassinate Hamas leader Khaled Mashaal by poisoning him in
neighboring Jordan. The agents were captured, however, and Israel was
forced to turn over the antidote.Israel has also drawn war crimes accusations
for its use of white phosphorous during an offensive in the Gaza Strip
in early 2009. White phosphorous can be used legally as an illuminating
agent, but is forbidden from use as a weapon. The substance can be
dangerous if used in civilian areas because it can cause severe burns.
Earlier this year, the Israeli military said it was halting its use of
the material.The use of chemical weapons is an emotional
topic in Israel, where memories remain fresh of the Holocaust, when
countless numbers of Jews were killed in Nazi gas chambers.Since the outbreak of the civil war in
neighboring Syria two and a half years ago, Israel has repeatedly warned
of the dangers of Syria’s chemical arsenal. Israeli leaders fear that
Syrian nonconventional weapons could either be fired into Israel, or
slip into the hands of Hezbollah and other hostile groups battling
inside Syria.Hirschson said attempts by Syria or any other
country to link Israeli compliance with Syria’s were disingenuous
efforts to divert attention away from the real issue.“I don’t think Syria is in any position to
tell anyone what to do,” he said. “We have never threatened anybody with

head of the chemical weapons watchdog said the organization will move
swiftly to help eliminate Syria’s chemical weapon stockpile.Director-General
of the Organization for the Prohibition of Chemical Weapons Ahmet
Uzumcu made the pledge Monday after UN inspectors reported finding
“clear and convincing evidence” chemical weapons were used in an attack
last month in Syria that killed hundreds of people.“It is envisaged… That the program to eliminate chemical weapons in Syria will be initiated in a matter of days,” the Hague-based OPCW said in a statement.The watchdog said its experts “are already at
work preparing a roadmap that anticipates the various challenges
involved in verifying Syria’s declared stockpiles.”Syria agreed to join the organization last week in a deal brokered by the United States and Russia.Uzumcu said
Monday that the Chemical Weapons Convention goes into force in Syria on
October 14, and Damascus will quickly provide the OPCW with “a complete
inventory of its chemical weapons” and production facilities.The organization will inspect production and storage sites and help secure them ahead of the weapons’ destruction.
UN report cites ‘convincing’ evidence sarin used in Syria
But inspectors don’t say who launched attack; US and Russia spar over military threat in case Assad doesn’t honor deal
UNITED NATIONS (AP) — UN
inspectors said Monday there is “clear and convincing evidence” that
chemical weapons were used on a relatively large scale in an attack last
month in Syria that killed hundreds of people.The findings (click here to read the full report)
represent the first official confirmation by scientific experts that
chemical weapons were used in Syria’s civil war, but the report left the
key question of who launched the attack unanswered.The rebels and their US and Western supporters
have said the regime of President Bashar Assad was behind the Aug. 21
attack, while the Syrian government and its closest ally, Russia, blame
the rebels.US, British and French diplomats said the
findings of the UN inspectors supported their conclusion that Assad
regime was to blame. Russia disagreed.Secretary of State John Kerry briefed US
allies on a broad agreement reached over the weekend with Russia to end
Syria’s chemical weapons program, pressing for broad support for the
plan that averted US military strikes. Kerry met in Paris with his
counterparts from France, Britain, Turkey and Saudi Arabia before
seeking a UN resolution that would detail how the international
community can secure and destroy Syria’s stockpile and precursor
chemicals.
As a sign of possible difficulties ahead,
Kerry and Russian Foreign Minister Sergey Lavrov sparred Monday over
possible military action if Syria doesn’t abandon its chemical weapons.And in Geneva, the chairman of a UN war crimes
panel said it is investigating 14 suspected chemical attacks in Syria,
dramatically escalating the stakes. Paulo Sergio Pinheiro said the panel
had not pinpointed the chemical used or who is responsible.
Secretary-General Ban Ki-moon presented the UN
inspectors’ report to a closed meeting of the UN Security Council
before its release.“This is a war crime and a grave violation of …
international law,” Ban told the council in remarks distributed to the
press. “The results are overwhelming and indisputable. The facts speak
for themselves. … The international community has a responsibility to
hold the perpetrators accountable and to ensure that chemical weapons
never re-emerge as an instrument of warfare.”The inspectors’ report said “the
environmental, chemical and medical samples we have collected provide
clear and convincing evidence that surface-to-surface rockets containing
the nerve agent sarin were used … in the Ghouta area of Damascus” on
Aug. 21.“The conclusion is that chemical weapons have
been used in the ongoing conflict between the parties in the Syrian Arab
Republic, also against civilians, including children, on a relatively
large scale,” the inspectors said in their report to Ban.“This result leaves us with the deepest concern,” they added.Syria initially called for a UN investigation
of an alleged chemical attack on Khan Al-Assal near Aleppo on March 19,
which it blamed on the rebels. But when the US, Britain and France
reported other alleged attacks, the secretary-general insisted on
broadening the investigation, which the Syrians opposed.After months of negotiations, an agreement was
reached in August for UN inspectors to go to the sites of Khan Al-Assal
and two other alleged attacks. But its mandate was limited, reportedly
at Syria’s insistence, to report on whether chemical weapons were used
and if so which ones — not on who was responsible.The rebels and their Western and Arab
supporters blame President Bashar Assad’s regime for the attack in the
rebel-controlled area of Ghouta. The Assad regime insists that the
attack was carried out by rebels. The UN report mentions the Ghouta
areas of Ein Tarma, Moadamiyeh and Zamalka, all of which were featured
in the videos of victims that emerged shortly after the attack.The report cited a number of facts supporting its conclusion:
— Rocket fragments were found to contain sarin.
— Close to the impact sites, in the area were
people were affected, inspectors collected 30 soil and environmental
samples — far more than any previous UN investigation — and “the
environment was found to be contaminated by sarin.”
— Blood, urine and hair samples from 34
patients who had signs of poisoning by a chemical compound provided
“definitive evidence of exposure to sarin by almost all of the survivors
assessed.”
— More than 50 interviews with survivors and
health care workers “provided ample corroboration of the medical and
scientific results.”
The inspectors described the rockets used to
disperse the sarin as a variant of an M14 artillery rocket, with either
an original or an improvised warhead. The report said the rockets that
hit two of the suburbs, Zamalka and Ein Tarma, were fired from the
northwest but didn’t identify the perpetrator.The inspectors did not provide an exact
location on the rockets’ launch site, but Qassioun Mountain, where the
Syrian military is known to have bases, is roughly northwest of both
suburbs.The US, Britain and France said the findings point to the Assad government as the perpetrator of the attack.“When you look at the findings carefully, the
quantities of toxic gas used, the complexity of the mixes, the nature,
and the trajectory of the (gas) carriers, it leaves absolutely no doubt
as to the origin of the attack,” French Foreign Minister Laurent Fabius
told RTL radio Monday evening. “It reinforces the position of those that
have said the regime is guilty.”US Ambassador Samantha Power said “only the
regime could have carried out this large-scale attack.” She said the
quality of the sarin was higher than that used by Iraq’s Saddam Hussein
against Iran and there is no evidence the rebels possess the nerve
agent.

The inspectors cautioned that the five sites
they investigated had been “well traveled by other individuals prior to
the arrival of the mission.”“During the time spent at these locations,
individuals arrived carrying other suspected munitions indicating that
such potential evidence is being moved and possibly manipulated,” the
report said. The areas were under rebel control, but the report did not
elaborate on who the individuals were.Russia’s UN Ambassador Vitaly Churkin called
the investigators’ conclusion “deeply disturbing” but stressed that it
was too early to jump to conclusions.“Allegations that in fact it was the
opposition who used chemical weapons cannot be simply shrugged off,” he
said. “Those allegations also need to be very seriously investigated.”Churkin wondered why there were no reports of
casualties among opposition fighters if government forces fired rockets
filled with sarin to try to oust opposition groups from the area. “Is it
theoretically possible to fire five or six rockets and miss your
opponent?” he asked.The Aug. 21 chemical attack unfolded as the UN
inspection team was in Syria to investigate earlier reported attacks.
After days of delays, the inspectors were allowed access to victims,
doctors and others in the Damascus suburbs.In the report, chief weapons inspector Ake
Sellstrom said the team was issuing the findings on the Ghouta attacks
“without prejudice” to its continuing investigation and final report on
the alleged use of chemical weapons in three other areas. The letter
said it hoped to produce that report as soon as possible.Under an Aug. 13 agreement between the UN and
the Syrian government, Sellstrom’s team was scheduled to investigate an
alleged chemical weapons attack on March 19 on the village of Khan al
Assal outside Aleppo and alleged attacks on two other sites which were
kept secret for security reasons.The report also thanked the four laboratories
designated by the Office for the Prohibition of Chemical Weapons (OPCW)
to examine the samples from Syria, disclosing their locations for the
first time — in Finland, Germany, Sweden and Switzerland.Kerry and his French and British counterparts
worked on a two-pronged approach to Syria. They called for enforceable
UN benchmarks for eradicating the chemical weapons program and an
international conference bolstering the moderate opposition.An ambitious agreement reached with the
Russians calls for an inventory of Syria’s chemical weapons program
within one week, with all components of the program out of the country
or destroyed by mid-2014.France and the US insisted that a military
response to the Aug. 21 attack remained on the table, and were pressing
for a UN resolution reflecting that in coming days.“It has to be strong, it has to be forceful,
it has to be real, it has to be accountable, it has to be transparent,
it has to be timely. All of those things are critical. And it has to be
enforced,” Kerry said. “We will not tolerate avoidance or anything less
than full compliance by the Assad regime.”Kerry said the agreement “fully commits the
United States and Russia to impose measures under Chapter 7 of the UN
Charter in the event of non-compliance.” Chapter 7 resolutions allow for
military enforcement.Russia’s Lavrov said Chapter 7 was the subject
of “fierce debate” during the US-Russia talks but stressed that “the
final document … doesn’t mention it” and that the Security Council
resolution being negotiated will not be under Chapter 7. He said if
Syria fails to cooperate, the Security Council can pass an entirely
different resolution “which may employ Chapter 7.”Lavrov stressed that ongoing attempts to
threaten the use of force against Syria would provoke the opposition and
disrupt a chance for peace negotiations in Geneva that the US and
Russia have been trying to organize.Ban urged the Security Council — which has
been paralyzed over Syria — to unite and ensure enforcement and
compliance with the US-Russia plan.In London, Syrian Information Minister Omran
al-Zoubi said Syria will comply with all Security Council resolutions
and will facilitate the mission of the UN inspectors in line with the
Russian-US agreement. The comments were carried by state-run SANA news
agency, which said al-Zoubi made the comments in an interview with
Britain-based ITN TV on Sunday.Meanwhile, invitations were going out Monday
to top members of the Syrian National Coalition — the main umbrella
opposition group — for an international conference in New York timed to
coincide with next week’s UN General Assembly meeting, French officials
said.

A 34-year-old gunman opened fire at
the U.S. Navy Yard in Washington on Monday in a shooting that left 13
people dead at the busy military installation not far from the U.S.
Capitol and the White House, officials said.The suspect, identified by the FBI as Aaron Alexis of Fort Worth,
Texas, was among the dead and authorities said they were searching for
another possible gunman wearing military-style clothing.Earlier, officials said they were looking for two men, but then said
police had established one of them was not a suspect in the shooting,
which began at about 8.30 a.m. Investigators said they had not
established a motive for the shooting rampage, which unfolded less than
seven kilometres from the White House. As for whether it may have been a
terrorist attack, Mayor Vincent Gray said: "We don't have any reason to
think that at this stage."The FBI took charge of the investigation.U.S. President Barack Obama mourned yet another mass shooting in the
U.S. that he said took the lives of American patriots. Obama promised to
make sure "whoever carried out this cowardly act is held responsible."Officials said as many as a dozen others were wounded — three
critically — in the rampage at the Washington Navy Yard, including a law
enforcement officer.
The shooting led to tightened security at the Capitol and White House
nearby. The U.S. Senate was being shut down as a precaution and the
Washington Nationals baseball club cancelled Monday night's game with
the Atlanta Braves.D.C. Police Chief Cathy Lanier said people were being told to stay in their homes and out of the area.Witnesses described a gunman opening fire from the fourth floor,
aiming down on people in the first-floor cafeteria. Others said a gunman
fired at them in a third-floor hallway.
Schools were on lockdown, and airplanes at nearby Reagan National Airport were briefly grounded.
About 3,000 people work at the Naval Sea Systems Command
headquarters, which builds, buys and maintains the navy's ships and
submarines and combat systems.Todd Brundidge, an executive assistant with Navy Sea Systems Command,
said he and other co-workers encountered a gunman in a hallway of their
building on the third floor. The gunman was wearing all blue, he said."He just turned and started firing," Brundidge said.Terrie Durham, an executive assistant, said she also saw the gunman firing toward her and Brundridge."He aimed high and missed," she said. "He said nothing. As soon as I
realized he was shooting, we just said, 'Get out of the building."''Everybody just panicked at first. It was just people running, running, running'- Patricia Ward, witness.Rick Mason, a program management analyst who is a civilian with the
U.S. navy, said a gunman was shooting from a fourth-floor overlook in
the hallway outside his office. He said the gunman was aiming down at
people in the building's cafeteria on the first floor. Mason said he
could hear the shots but could not see a gunman.Patricia Ward, a logistics management specialist, said she was in the
cafeteria and heard shots. They sounded like "pop, pop, pop," she said.
After a few seconds, there were more shots.

The gunman, Mason said, was targeting people who walked into the cafeteria.A "shelter in place" order was issued for Navy Yard personnel, the Navy said in a news release.Approximately 3,000 people work in the building where the shots were heard, though it's unclear how many people were inside at the time of the shooting.A heavy SWAT and police presence could be seen around the Navy Yard, and a helicopter was circling overhead.Employees could be seen huddled outside the base crying and holding each other. EU officials and politicians have urged the Union not to bow to Israeli
and US requests to alter new rules on settler funding.They said in a letter, sent on Monday

Indonesian volcano erupts forcing 6,000 to flee
Nearly six thousand people have fled their homes on
Indonesia's Sumatra island after a huge volcanic eruption at the
weekend, officials said, as the volcano belched out more smoke Monday.Mount
Sinabung in the Karo district of North Sumatra province erupted before
dawn on Sunday, spewing rocks and red-hot ash onto nearby villages."The
number of evacuees has risen to 5,956 people," said national disaster
agency spokesman Sutopo Purwo Nugroho, adding they were mostly from six
villages in a three-kilometre (1.9-mile) zone around the volcano.The
head of the North Sumatra disaster agency, Asren Nasution, said they
had taken shelter in churches, mosques and government offices.An
AFP journalist at the scene said that some men who had fled ventured
back to their villages to feed livestock but later returned to

Gunawan, a volcanologist at a local monitoring post, said the volcano
was still spewing columns of smoke Monday but the activity was lower

Clearing weather offers relief in flood-hit Colorado

after historic floods triggered by seven straight days of rain held out
hope for relief in Colorado, where hundreds of people were still
stranded or displaced on Monday.At least five people were
confirmed dead in the floods that hit an area nearly the size of
Delaware, wiping out roads and bridges and destroying about 1,500 homes,
according to Colorado Office of Emergency Management officials.Micki Trost, a spokeswoman for the emergency office, said the death toll
may still rise, but the number of people unaccounted for had dropped
below 1,000 on Monday because of ongoing search-and-rescue efforts.Teams of rescue workers were fanning across flood-hit portions of the state."They'll take advantage of the weather today and help out everyone they
can," Trost said. "We hope that those weather forecasts stay in our
favor."The weather began to clear overnight, and only a light
drizzle and patchy fog were left to hamper helicopter rescue missions
early on Monday, according to Byron Louis of the National Weather
Service office in Boulder.The air rescue operations are the
biggest in the United States since Hurricane Katrina devastated New

A powerful typhoon lashed Japan with torrential rain Monday,
leaving two dead as it damaged homes and flooded parts of the country's
popular tourist destination of Kyoto, where 260,000 people were ordered
sent to shelters.Typhoon Man-yi, packing wind speeds of 162 kilometres per hour Monday
night, was centred off the northern coast and heading to the northern
main island of Hokkaido, dumping more heavy rain.Trains in Tokyo and its vicinity were largely suspended and hundreds
of flights were grounded. At Tokyo's Yasukuni war shrine, a janitor was
hit by a fallen tree and seriously injured. Most transportation resumed
in the area by Monday evening.Powerful

Dozens of people were injured. Police and disaster management
officials said the body of a 72-year-old woman was dug out of the debris
of her home, which was smashed by a mudslide the night before in Shiga
prefecture, east of Kyoto. A 77-year-old woman was found dead in a
mudslide in Fukui prefecture.
The Meteorological Agency said the storm dumped an "unprecedented"
amount of rainfall in Kyoto and two neighbouring prefectures it passed
overnight, dumping as much as eight centimetres per hour. It lifted a
"special warning" for the area Monday but urged residents to stay alert.In Kyoto, where the city's major Katsura River flooded, some 260,000
people in the prefectural capital alone were told to evacuate. Hundreds
of thousands of others were also ordered to evacuate across Japan.Tourists in Kyoto were taken to safety on boats towed by rescue
workers on a flooded riverside street near the normally scenic
Arashiyama area.Water gushed into a nearby hotel, flooding the lobby and the kitchen, where it knocked down a big refrigerator.
Swallowing the town
"The water in the lobby was up to the waist. I just didn't know what
to do when I saw that," hotel manager Makoto Hasegawa told public
broadcaster NHK as he rinsed the hotel entrance with fresh water.
In the nearby town of Fukuchiyama, an aerial view showed a vast area
of muddy water swallowing the town, with houses, fields or other
structures half-submerged. The town's entire population of more than
81,000 was ordered to evacuate.The government set up an emergency task force to assess damage and
support rescue efforts, said Prime Minister's Office official Hikariko
Ono. Kyoto and Shiga prefecture asked the Defence Ministry to mobilize
relief teams.More than 100 people were injured across the country by Monday

to check fish traps in a river in Fukushima prefecture. A 41-year-old
woman and her daughter, a fifth-grader, were missing in Mie, central
Japan, apparently swept away by a swollen river.
Precautions at nuclear plant
Thousands of homes were flooded across Japan, according to NHK, and
about 80,000 houses in the region were without electricity earlier
Monday.As a preventive step, workers at the crippled Fukushima Dai-ichi
nuclear power plant, about 250 kilometres northeast of Tokyo, were
pumping away rainwater that was pooling around hundreds of storage tanks
containing radioactive water.Plant operator Tokyo Electric Power Co. said the rainwater was being
released to the ocean and was believed to be untainted. TEPCO said it
was pumping away the water to reduce the risk of flooding and potential
tank leaks mixing with rainwater, then seeping into the soil or flowing
into the sea.The government's Nuclear Regulation Authority, however, said the
pumping and release of the rainwater into the ocean was possibly "an
event" subject to reporting under nuclear safety rules. TEPCO said the
radioactivity in the released water was within allowed discharge limits,
but duty regulators at the plant were checking.Recent acknowledgements by officials that contaminated water is leaking from the plant have triggered safety concerns.

Radiation fears push pancakes off the Korean holiday menu

Korean housewife, will not be preparing traditional pollack pancakes for
Thanksgiving celebrations this week due to worries the fish may be
contaminated by radiation from Japan's leaking Fukushima nuclear
reactor.Japan has sought to reassure the international community
that the facility is under control but South Korea has banned fishery
imports from the affected region.Even though the vast majority
of frozen pollack comes to South Korea from Russian waters, sales of
fish have plunged before South Koreans mark the main annual holiday this
week.Japanese officials have been lobbying - without success - to have the ban lifted."I watched the news and will not put frozen pollack pancakes on the
table this year, although they have always been there," Lee said at a
fish market in central Seoul. "Maybe I will prepare mung bean or beef
pancakes instead."Pancakes are one of the dishes traditionally
placed on the table to honor ancestors and then shared by the family
once the ritual is complete."Sales are more than 60 percent down
and stocks are all piled up," said Park Sun-young, who sells frozen
pollack. "We keep telling people that these are not Japanese fish but
people don't believe it."Kim Heon-tae, an official at the Korea
Overseas Fisheries Association, told Reuters that 98 percent of imported
frozen pollack comes from Russian waters.Even so, Hansung
Enterprise, a South Korean fisheries company, said sales of frozen
pollack fell 42.5 percent between January and August from a year

Married priests: Ratzinger makes an exception

It was Benedict XVI who opened up the possibility for
Anglo-Catholic Ordinariates to admit married men to the priesthood in
the future
Andrea Torniellivatican cityThe issue of “married priests” comes to the fore
regularly in the media and is often mixed in with topics that have no
bearing on this, such as the ordination of women priests. The subject
comes up in light of some petition presented by a group of priests or
when some important prelate slightly softens their position in an
interview.
The latest such case was when the newly appointed
Vatican Secretary of State, Archbishop Pietro Parolin - who still has a
few days to go before he gives up his role as Apostolic Nuncio to
Venezuela – answered a question put to him by El Universal
newspaper by stating: priestly celibacy “is not part of Church dogma and
the issue is open to discussion because it is an ecclesiastical
tradition” but “one cannot simply say that it belongs to the past.”“These issues do not define faith and are open to
discussion, reflection and examination. Modifications can be made, but
these must always favour unity and God’s will… God speaks to us in many
different ways. We need to pay attention to this voice which points us
towards causes and solutions, for example the clergy shortage. These
kinds of criteria (God’s will, the history of the Church) as well as the
idea of adapting the Church’s positions to modern times need to be
taken into consideration when taking decisions.”The new Secretary of State’s statements
echo what was decided at the Third Lateran Council of 1179. Fr. Filippo
Di Giacomo recalls that during this Council which took place eight
hundred years ago, the Church established that ecclesiastical celibacy
is not by nature divine but canonical. It is a tradition of the Latin
Church and as such is modifiable. “In sum, the Third Lateran Council
left the so-called “apostolic discipline”, decreed by the first seven
ecumenical councils of the undivided Church, in tact. These ecumenical
councils are the only ones recognised by both the Catholic and the
Orthodox Church. This “apostolic discipline” states that the presbyteral
ordination of married men is allowed (if they are celibate at the
moment of their priestly ordination. Even Orthodox priests can no longer
marry after they are ordained, not even if they become widowed) but
that only celibate men can be ordained priests in the Latin Church.Here it is worth pointing out that Eastern
Churches – meaning the Orthodox Churches and those in communion with
Rome – have never considered the question of allowing priests to marry
either. They have only ever discussed the possibility of admitting
already married men to the priesthood (but never to the episcopacy),
hindering men who have already been ordained from marrying. There are
married priests in the Catholic Church. The Eastern Catholic Churches
have some married priests among their clergy. When John Paul II visited
Kiev in 2001 for example, he was greeted in front of a parish by an
Eastern Rite Catholic priest who was accompanied by his wife and
children.The picture’s different in the Latin Church. Until
2009 there had been some exceptional cases in which married Anglican
priests or bishops asking to enter into communion with Rome were
re-ordained priests according to the Catholic Rite. But recent Popes and
the Synods have always stressed celibacy for the Latin clergy. it may
not be dogma but it is a principle and there are deep reasons for it.
These reasons are not only of a practical and administrative nature.
This is why the Church has always discarded the idea of solving the
problem of the clergy shortage by allowing the ordination of viri probati, that is, married men of proven faith who are qualified to administer the sacraments in clergyless communities.In his discussion with Rabbi Abraham Skorka in the book “On Heaven and Earth”,
the then cardinal Bergoglio said this is a subject which is debated in
Western Catholicism upon the request of certain organisations. Some pragmatists say we are losing Manpower. Bergoglio
said that if Western Catholicism decided to reconsider the celibacy
question, it would – in his opinion – be for cultural reasons (as in the
Eastern Churches), it would not be a universal option.“For the moment, I am in favour of maintaining
celibacy, with all its pros and cons, because we have ten centuries of
good experiences rather than failures. What happens is that the scandals
have an immediate impact. Tradition has weight and validity. Catholic
ministers chose celibacy little by little. Up until 1100, some chose it
and some did not. After, the East followed the tradition of non-celibacy
as personal choice, while the West went the opposite way. It is a
matter of discipline, not of faith. It can change. Personally, it never
crossed my mind to marry,” Bergoglio says in the book.In November 2009, Benedict XVI opened a new window
of possibility, although it was limited to Anglican communities which
had decided to enter into communion with the Catholic Church. He did so
without changing the traditional position expressed by his predecessors
and the Synods of Bishops. Ratzinger established the Anglo-Catholic
Ordinariates with the Apostolic Constitution Anglicanorum Coetibus.
In paragraph 2 of Article 6 of the Constitution, after a bit which
emphasises the celibacy rule for the future, Ratzinger wrote that the
Ordinary “may also petition the Roman Pontiff … for the admission of
married men to the order of presbyter on a case by case basis, according
to objective criteria approved by the Holy See.”The complementary norms attached to the Apostolic
Constitution and prepared by the Congregation for the Doctrine of the
Faith with the Pope’s approval, reiterate that “in consideration of
Anglican ecclesial tradition and practice, the Ordinary may present to
the Holy Father a request for the admission of married men to the
presbyterate in the Ordinariate, after a process of discernment based on
objective criteria and the needs of the Ordinariate.” This clearly
leaves open the possibility for the admission of married men in the
future too. This exception is made in light of the needs of the
Anglo-Catholic Ordinariate.Ratzinger’s Anglicanorum Coetibus was the
first and most authoritative opening to the possibility of admitting
married men in a Latin Church Rite, put down in writing in an Apostolic
Constitution. This was the first official document of its kind prepared
for a Latin community, since the days of the Council of Trent. And there
was something else that was new about it. The personal Anglo-Catholic
ordinaries the document mentions can be married priests and are equated
to bishops (in reality they are not but they can use bishops’ insignia).
As such they are full members of their respective Episcopal
Conferences.
