Livni 'Undermining Israel's Interests' in Talks

differences of opinion and approach between the two heads of Israel's
negotiating team in talks with the Palestinian Authority (PA) - Justice
Minister Tzipi Livni, and
Attorney Yitzhak Molcho, who represents
Prime Minister Binyamin Netanyahu.While Livni wants large negotiation teams and a signing of a
permanent status deal at the end of the nine months allotted to the
“peace process”
negotiations,
Molcho is opposed to this approach and at this point is interested only
in reaching an agreement on principles regarding the core issues.However, the differences between the two run even deeper, according to
Maariv's Eli Berdenstein.“According to information that has been brought to the attention of the prime minister,”
he writes, “while it is true that in the formal meetings with the
Palestinians that Livni conducts alongside Molcho she is careful to
stick to the official line set by Netanyahu, outside of these meetings,
in the conversations Livni holds with American elements or in side
conversations with the Palestinians, Netanyahu and Molcho have been
hearing that she has been departing from the official line and making
statements from which it appears that Israel is ready to give up on its
principles even at this stage.”
According to these reports, Livni has said in various conversations
that Israel is willing to compromise in Jerusalem, to withdraw from
Judea and Samaria and to uproot communities. Netanyahu thinks that
Israel should not give up its best cards in the early stages of negotiations, when it is not clear what the PA is willing to cede in terms of security arrangments.“In Netanyahu's vicinity,” the reporter explains, “there is a feeling
that the Americans, whom Israel is making every effort not to bring
into the negotiations room, are eagerly using Livni's statements in
their conversations with the Palestinians and thus weakening Israel's
position in the talks."Livni's bureau told

mount, a top Syrian official said Monday that if attacked, his country
would react – against Israel.
Speaking to an Arabic-language
radio station
operated by the United States, Syria's Deputy Information Minister
Halaf Al-Maftah said that Israel would face not only Syria in the event
that the US, Britain and France attempted to unseat Bashar al-Assad. A
coalition consisting of Iran, Iraq, Lebanon, and Syria would respond to
any attack against Assad with a response against Israel. In addition,
terrorist groups in Syria and Lebanon would attack Israel with full
force.Al-Maftah added that Syria has “strategic weapons” that it would use
in its attack on Israel. He did not specify what those weapons were.“Syria is ready to deal with all scenarios,” said Al-Maftah. “We
consider these declarations of a possible attack as a form of
psychological warfare and pressure on Syria. We are not worried about
them. We hope that those threatening us will listen closely to what we
are saying. We believe that the only
solution for the Syrian issue is a political one,” he added.In recent days, the U.S. has sent warships off Syria's coast, with
the assumption being that they were waiting for word from the White
House
to attack Syria and remove Assad from power. Over the weekend, the U.S.
Navy expanded its presence in the Mediterranean Sea with a fourth
cruise-missile-armed warship.

Prior
to the session, called to discuss the implications for Israel of a
possible strike, a top Israeli minister said it would be inconceivable
for the international community to allow President Bashar Assad’s regime
to continue killing children with chemical weapons.Naftali Bennett, the minister of economics who
sits on the security cabinet, issued what amounted to a demand for
military intervention against Assad. “It cannot be that less than 100
kilometers from Israel, children are being gassed to death and we let
the world remain silent and ignore it,” Bennett said.
While Israel
would almost certainly take no direct part in a military strike, Israeli
intelligence information is widely believed to have played a central
role in enabling the US’s adamant conviction that Assad’s regime fired
chemical weapons at civilians outside Damascus last Wednesday, killing
at least hundreds of people and wounding over a thousand, according to
Syrian rebel groups.A large delegation of senior Israeli security
officials is currently in Washington holding talks with top
administration officials led by
US National Security Adviser Susan Rice. The
Israeli team, headed by Netanyahu’s outgoing National Security Adviser
Yaakov Amidror, also includes senior Defense Ministry official Maj.-Gen.
(Res) Amos Gilad, the head of the IDF’s Planning Directorate Nimrod
Sheffer, and the head of the IDF’s Military Intelligence Research Branch
Gen. Itai Brun. It was Brun, the IDF’s top intelligence analyst, who in
April shocked the international community by
declaring that the army was quite certain that Assad had used chemical weapons against rebel forces in Syria in March.This time, too, Israeli military intelligence
has reportedly played a key role in providing evidence of Assad’s
chemical weapons use.
On Friday, Israel’s Channel 2 reported
that the weapons were fired by the 155th Brigade of the 4th Armored
Division of the Syrian Army, a division under the command of the Syrian
president’s brother, Maher Assad. The nerve gas shells were fired from a
military base in a mountain range to the west of Damascus, the TV
report said.
The report did not state the source of its
information. But subsequently, Germany’s Focus magazine reported that an
IDF intelligence unit was listening in on senior Syrian officials when
they discussed the chemical attack.
According
to the Focus report Saturday, a squad specializing in wire-tapping
within the IDF’s prestigious 8200 intelligence unit intercepted a
conversation between high-ranking regime officials regarding the use of
chemical agents at the time of the attack. The report, which cited an
ex-Mossad official who insisted on remaining anonymous, said the
intercepted conversation proved that Assad’s regime was responsible for
the use of nonconventional weapons.The
New York Times quoted
an Israeli official who suggested that the planner of the chemical
rocket attack did not intend to inflict such high casualties.“It’s quite likely that there was kind of an
operational mistake here,” the official was quoted as saying. “I don’t
think they wanted to kill so many people, especially so many children.
Maybe they were trying to hit one place or to get one effect and they
got a much greater effect than they thought.”
In his speech Monday,
portending US-led military intervention and excoriating Assad’s regime
for its “inexcusable” chemical strike, Secretary of State John Kerry
stated flatly that “chemical weapons were used in Syria” and indicated
that the US had received “additional information about this attack, and
that information is being compiled and reviewed together with our
partners.”A statement issued by the White House Monday
noted that the Israeli team in Washington also discussed Iran and other
regional issues with their American counterparts, and that the meeting
was part of a series of regular discussions within the framework of the
good relations between the two countries.A senior Syrian official on Monday issued a
first direct warning that if attacked, his country would retaliate
against Israel. Khalaf Muftah, a senior Baath Party official who used to
serve as Syria’s assistant information minister, said in a radio
interview that Damascus would consider Israel “behind the [Western]
aggression and [it] will therefore come under fire.”“We have strategic weapons and we’re capable of responding,” he said. “Normally the strategic weapons are aimed at Israel.”
His words
were echoed by Iranian officials, who on Monday shrugged off the threat
of a US attack on its close ally Syria, but said that if such a strike
were to take place, Israel would suffer.“[The Americans] are incapable of starting a
new war in the region, because of their lacking economic capabilities
and their lack of morale,” said Mohammad Reza Naqdi, the commander of
the Republican Guards’ elite Basij force.“No military attack will be waged against
Syria,” said Hossein Sheikholeslam, a member of Iran’s Islamic
Consultative Assembly. “Yet, if such an incident takes place, which is
impossible, the Zionist regime will be the first victim of a military
attack on Syria.”Israeli military officials have indicated they
believe it unlikely that Syria would target Israel if the US or others
intervened, because an Israeli response could bring down the Assad
regime, but Israel has reportedly been taking security precautions just
in case.

Moallem says Western accusations of chemical weapons use are ‘categorically false’

would fight back in case a US strike, he added.“We have the means to defend ourselves and we
will surprise everyone,” he told reporters at a press conference in
Damascus. “We will defend ourselves using all means available. I don’t
want to say more than that,” he added.He declined to elaborate or say to what specific means he was referring.He also said rebels in the capital’s suburbs
known as eastern Ghouta have postponed the UN team’s visit by one day
because gunmen could not reach agreement about guaranteeing their
safety. He did not elaborate.The UN team traveled Monday to the western
Damascus suburb Moadamiyeh, one of the areas affected by purported
chemical attack, where they collected samples and testimony after a
treacherous journey through government and rebel-held territory. Their
convoy was hit by snipers but members of the team were unharmed.UN Secretary-General Ban Ki-moon said he had
instructed UN disarmament chief Angela Kane in Damascus “to register a
strong complaint” with both the Syrian government and opposition
representatives for the convoy attack.UN spokesman Farhan Haq said the team plans to
go out again Tuesday to do more sampling, and activists said the team
was expected in the eastern suburbs of Zamalka and Ein Tarma.An Associated Press photographer outside the
team’s hotel in Damascus, however, said that while he saw Kane and
Swedish chemical weapons expert Ake Sellstrom leave the hotel heading to
an undisclosed location, the remaining inspectors stayed behind.
US to present evidence Tuesday ahead of Syria strike
Washington will pursue limited assault against military targets in response to regime’s use of chemical weapons, officials say
The
Obama administration will seek to provide concrete evidence that
President Bashar Assad’s forces have used chemical weapons, thereby
justifying American military intervention and avoiding a debacle similar to the one that ensued when the 2003 US-led invasion of Iraq failed to produce a “smoking gun.”That
war was launched by the George W. Bush administration under the
pretense that Iraq’s then-ruler, Saddam Hussein, had stockpiled weapons
of mass destruction, an allegation which was never substantiated.Unlike the invasion of Iraq, however, US-led
military action in Syria will likely be brief and limited in scope, a
punishment for chemical attacks and a deterrent against future use of
nonconventional weapons, administration officials told
the Washington Post on Monday, stressing that the United States had no desire to become embroiled in the civil war there.
Two
administration officials said the US was expected to make public a more
formal determination of chemical weapons use on Tuesday, with an
announcement of Obama’s response likely to follow quickly. The officials
insisted on anonymity because they were not authorized to publicly
discuss the internal deliberations.US action will last only one or two days and
originate from American vessels already stationed in the eastern
Mediterranean, the Washington Post report said, but won’t take place
before the completion of a detailed intelligence assessment and an
analysis of the legality of such a move, and before US allies and
Congress are consulted.
Secretary
of State John Kerry said Monday there was “undeniable” evidence of a
large-scale chemical weapons attack in Syria, with intelligence strongly
pointing to Assad’s government, and that “this international norm
cannot be violated without consequences.” He said the administration
would be presenting evidence supporting its allegations against Assad.On Saturday, a leading German news magazine reported that
Israeli intelligence had intercepted Syrian officials discussing the chemical strike and that the communications proved that the Assad government was behind the use of nonconventional weapons.An Israeli team, headed by outgoing National
Security Adviser Yaakov Amidror, was in Washington Monday for security
consultations, with
a special emphasis placed on Syria and the consequences and details of a potential US strike.
Both Syrian and Iranian officials threatened Monday that if such a strike were to take place, Israel would be targeted in response.
Speaking to reporters at the State Department on Monday, Kerry was harshly critical of chemical warfare, his tough language marking the clearest justification yet for US military action in Syria.“By any standard, it is inexcusable and —
despite the excuses and equivocations that some have manufactured — it
is undeniable,” said Kerry, the highest-ranking US official to confirm
the attack in the Damascus suburbs that activists say killed hundreds of
people.
The White House said last year that type of
warfare would cross a “red line,” and this week the US, along with
allies in Europe, appeared to be laying the groundwork for the most
aggressive response since Syria’s civil war began more than two years
ago.
The
international community appeared to be considering action that would
punish Assad for deploying deadly gases; not sweeping measures aimed at
ousting the Syrian leader or strengthening rebel forces. The focus of
the internal debate underscores the scant international appetite for a
large-scale deployment of forces in Syria and the limited number of
other options that could significantly change the trajectory of the
conflict.“We continue to believe that there’s no
military solution here that’s good for the Syrian people, and that the
best path forward is a political solution,” State Department spokeswoman
Marie Harf said. “This is about the violation of an international norm
against the use of chemical weapons and how we should respond to that.”The Obama administration was moving ahead even as a United Nations team already on the ground in Syria
collected evidence from
last week’s attack. The US said Syria’s delay in giving the inspectors
access rendered their investigation meaningless, while officials said
the administration had its own intelligence confirming chemical weapons
use. UN officials disagreed that it was too late.
“What is before us today is real and it is
compelling,” Kerry said. “Our understanding of what has already happened
in Syria is grounded in facts.”The US assessment is based in part on the
number of reported victims, the symptoms of those injured or killed and
witness accounts. Assad has denied launching a chemical attack. It’s unclear whether Obama would seek
authority from the UN or Congress before using force. The president has
spoken frequently about his preference for taking military action only
with international backing, but it is likely Russia and China would
block US efforts to authorize action through the UN Security Council.
Last week’s
attack in the Damascus suburbs is a challenge to Obama’s credibility. He
took little action after Assad used chemical weapons on a small scale
earlier this year and risks signaling to countries like Iran that his
administration does not follow through on its warnings.Syrian activists say the August 21 attack killed hundreds; the group Doctors Without Borders put the death toll at 355 people.The US Navy last week moved a fourth destroyer into the eastern Mediterranean. Each ship can launch ballistic missiles.Officials said it was likely the targets of
any cruise-missile attacks would be tied to the regime’s ability to
launch chemical weapons attacks. Possible targets would include weapons
arsenals, command and control centers, radar and communications
facilities, and other military headquarters. Less likely was a strike on
a chemical weapons site because of the risk of releasing toxic gases.Military experts and US officials on Monday
said that the precision strikes would probably come during the night and
target key military sites.The president has ruled out putting American
troops on the ground in Syria and officials say they also are not
considering setting up a unilateral no-fly zone.It’s unlikely that the US would launch a
strike against Syria while the United Nations team is still in the
country. The administration may also try to time any strike around
Obama’s travel schedule — he’s due to hold meetings in Sweden and Russia
next week — in order to avoid having the commander in chief abroad when
the US launches military action.

Syrian Foreign Minister Walid Muallem vowed on Tuesday that his
country will defend itself in case of any Western military strikes
against it. "We have two options: either to surrender, or to defend ourselves
with the means at our disposal. The second choice is the best: we will
defend ourselves," Muallem said in a televised news conference.Muallem said that his country had defenses that would "surprise" the
world, and that any such action against it would serve the interests of
Israel and Al-Qaeda."Syria is not an easy case. We have defenses which will surprise others," he said. "The war effort lead by the United States and their allies will serve
the interests of Israel and secondly Al-Nusra Front," an
Al-Qaeda-linked jihadist group in Syria, said Muallem. He challenged Western states to present evidence that the regime of
Syrian President Bashar al-Assad had used chemical weapons. "We are hearing war drums around us. If they want to launch an attack
against Syria, I think using the excuse of chemical weapons is not true
at all. I challenge them to show what proof they have," Muallem said. The foreign minister was speaking as the United States and its allies
edged closer to launching strikes against the Syrian regime amid accusations it used chemical weapons against its own people. The moves came after a team of UN arms experts collected evidence
from the site of the alleged chemical weapons attacks on the outskirts
of Damascus August 21, which reportedly killed more than 300 people. The inspectors had been due to visit the sites again on Tuesday, but
Muallem said their trip had been postponed until Wednesday because
rebels failed to guarantee their security. "Today, we were surprised by the fact that they were not able to get
there because the rebels did not agree to guarantee the mission's
security. So the mission has been delayed until tomorrow," said Muallem.
The group was originally due to leave Syria on Sunday, but their stay
could be extended as they investigate allegations of chemical weapons
use in the brutal 29-month conflict.Muallem's warning follows a threat by a top Syrian official if his
country was attacked by western states it would react by
attacking Israel.Speaking to an Arabic-language radio station, Syria's Deputy
Information Minister Halaf Al-Maftah said that Israel would face a
coalition consisting of Iran, Iraq, Lebanon, and Syria in the event
of any attack against Assad. In addition, terrorist groups in Syria and
Lebanon would attack Israel with full force, he warned.Al-Maftah added that Syria has “strategic weapons” that it would use
in its attack on Israel. He did not specify what those weapons were.Amid the heightened rhetoric, Knesset Foreign Affairs and Security
Committee Chairman MK Avigdor Lieberman (Likud / Yisrael Beytenu)
acknowledged Tuesday
that, whilst Israel does not want to become embroiled in the Syrian
conflict, it may be forced to do so in the event it is attacked.

Arab columnists urge the West to strike Assad before it’s too late

“The
beginnings of an international coalition against Assad, and Russia
‘will never fight,’” reads the headline of London-based daily Al-Hayat, featuring a photo of a UN chemical weapons expert collecting samples in the Damascus suburb of Ma’adhamiyat A-Sham.“Washington: We will retaliate against Assad,
and the opposition warns of a ‘strike that will not topple him,’” reads
the headline of the Saudi-owned daily A-Sharq Al-Awsat, which also features photos of UN experts on mission.The paper quotes “knowledgeable Turkish
sources” as saying that highly important meetings are taking place at
the Izmir base, which will likely serve as the headquarters of the
expected strike.A-Sharq Al-Awsat also quotes Russian Foreign
Minister Sergey Lavrov warning the West against an attack, but adding
that Russia would not intervene, on either side.
But the editorial of London-based daily Al-Quds Al-Arabi on Tuesday asserts that Russia is unlikely to sit idly by while its regional ally is attacked.“It is certain that Russia will not remain on
the sidelines amid a strike on the Assad regime. Although the Russian
options for responding are unclear, it is unlikely that it will respond
militarily. Moscow is likely to react by breaking the campaign against
Iran and removing itself from the economic sanctions imposed on Iran due
to its nuclear program,” reads the editorial.“The question
today is, do President Assad and his allies in Tehran, Moscow, and the
Dahiyeh in Beirut still hope to end the Syrian revolution? Do they
expect the people to forget this death, destruction and
displacement? The definite answer is that there is no hope of that. But
the solution remains in Assad’s hands, through negotiating a solution
that will lead to him stepping down and stopping the chain of death and
destruction.”Foreign intervention, claims Al-Hayat columnist Hazem Saghieh, remains the only viable way to end the bloodshed in Syria.“Despite all reservations, intervention is
today the only means of ending the accelerated implosion of the region,
not the implosion of Syria alone. Given the inability of both sides to
reach a decisive outcome… there are no alternatives left but foreign
intervention,” writes Saghieh. “Nothing is worse than the current state
of affairs and what it may lead to in Syria, but also in Lebanon, Iraq,
Jordan and possibly Turkey as well.
“Intervention, paving the way to deposing the
Assad regime, will allow — even if only in principle — for the beginning
of a historic reconciliation between the Arab Levant and the West in
general.”Did Assad back down by letting UN observers
into the affected areas? Certainly not, writes A-Sharq Al-Awsat
columnist Tareq Homayed.“Assad’s acquiescence to the entry of
international observers is nothing but a new maneuver and lie, designed
to ease the international pressure and allow Russia to procrastinate in
the hope of thwarting the expected international intervention. The West
must realize that Assad understands only the language of force, which
demands not limited military intervention but military intervention that
will leave Syria different than it was before, and the entire region as
well.”Israel, writes columnist Hilmi Moussa in the Lebanese daily A-Safeer, seems to have donned military uniform since the American change of tone on Syria.
“Today, Israel is more interested than at any
time in the past in American military action,” he writes. “It would like
this action not to be limited to Syria, but… to reach Iran.”
U.S. Has 150 Targets in Syria – Report

Lebanese security sources told the London-based
Asharq al Awsat newspaper Tuesday that the U.S. has a list of about 150 targets that it would strike in a possible attack on Syria.The list is largely made up of military installations that include
air force and aerial defense bases, missile bases, command and control
sites and communications centers."The target bank is in Washington's hands, and it may bring allies to
take part in the attacks if need be,” the security sources told the
newspaper.The sources estimated that the targets would not be limited to the
mountainous regions of Syria. “Targets near Damascus and air fields –
where jets that stymie the Opposition's advance in the fight against the
government are based – are being taken into account by the Americans.
So are launch sites of short range missiles, surface missiles and mobile
launchers,” they said.
US President Barack Obama
has ordered his legal advisers to draw up a document outlining the legal justifications for military intervention in Syria.According to a
CBS News report there is unanimous support
for such military action within the Obama administration, following an
apparent chemical weapons attack by the Assad regime on a suburb of
Damascus which killed hundreds, mostly civilians.
Syria, Iran issue first explicit warning to Israel if US attacks
‘We
have strategic weapons and we’re capable of responding,’ says official
in Damscus; Russia: West has no proof of chemical attack
A senior Syrian official on
Monday issued a first direct warning that if attacked, his country would
retaliate against Israel. Khalaf Muftah, a senior Baath Party official
who used to serve as Syria’s assistant information minister, said in a
radio interview that Damascus would consider Israel “behind the
[Western] aggression and [it] will therefore come under fire.”“We have strategic weapons and we’re capable of responding,” he said. “Normally the strategic weapons are aimed at Israel.”Muftah concluded with a warning that “If the
US or Israel make the mistake of taking advantage of the chemical issue…
the region will go up in flames… that will affect security not only in
the region but across the world.”His words were echoed by Iranian officials,
who on Monday shrugged off the threat of a US attack on its close ally
Syria, but said that if such a strike were to take place, Israel would
suffer.“[The Americans] are incapable of starting a
new war in the region, because of their lacking economic capabilities
and their lack of morale,” said Mohammad Reza Naqdi, the commander of
the Republican Guards’ elite Basij force.“No military attack will be waged against
Syria,” said Hossein Sheikholeslam, a member of Iran’s Islamic
Consultative Assembly. “Yet, if such an incident takes place, which is
impossible, the Zionist regime will be the first victim of a military
attack on Syria.”Israeli military officials have indicated
they believe it unlikely that Syria would target Israel if the US or others intervened, but Israel has reportedly been taking security precautions just in case.“Our hand is always on the pulse,”
Prime Minister Benjamin Netanyahu said Sunday.
“Our finger is a responsible one and if needed, is on the trigger. We
will always know how to protect our citizens and our country against
those who come to injure us or try to attack us.”
The Syrian
and Iranian statements Monday came as Britain reportedly pushed for US
action on Syria in the wake of a horrific alleged chemical weapons
attack on civilians outside Damascus. According to a report from
the Times of London, British Prime Minister David Cameron wants a
strike in the coming days while outrage over the alleged attack is still
fresh. British Foreign Minister William Hague said in an interview with the BBC on Monday that action could be taken even without the full support of the UN Security Council.Meanwhile,
Russian Foreign Minister Sergei Lavrov said that Western
nations calling for military action against Syria have no proof the
Syrian government is behind the alleged chemical weapons attack.France, Britain, Israel and some US
congressmen have said military action against Syrian President Bashar
Assad’s regime should be an option if it has used such weapons. A UN
team is on the ground investigating the August 21 attack that left
hundreds dead.Lavrov said in a news conference that the
countries calling for action have assumed the role of “both
investigators and the UN Security Council” in probing the incident.“They cannot produce evidence, but keep on
saying that the ‘red line’ has been crossed and they cannot wait any
longer,” he said.Lavrov likened the situation in Syria to the
run-up before the 2003 military operation in Iraq. He warned against
military intervention in Syria, saying “the use of force without a
sanction of the UN Security Council is a crude violation of the
international law.”Russia’s foreign policy chief also blamed the
Syrian opposition for manipulating reports of the attack in order to
derail a peace conference on Syria. Lavrov said Russian and US experts
were days away from meeting up to arrange a peace conference in Geneva
on Syria.“This hysteria will definitely work against this meeting,” he said.In Syria, a UN vehicle belonging to a team
investigating the alleged use of chemical weapons in Damascus was shot
at by snipers Monday as experts were moving to investigate the incident,
which left hundreds dead.“I don’t have any doubts that it will be said
that the firing came from the other side. But all this is moving in one
direction and doesn’t inspire optimism,” Lavrov said.
