Iran's FM: Nuclear Weapons Are a Threat to Security

Iran’s Foreign Minister claimed on Friday that the possession of a nuclear bomb would threaten his country’s security.

At the same time, said Minister Mohammad Javad Zarif, the Islamic Republic will not give up its rights.

“We consider [that] the possession of nuclear arms doesn’t conform with the interests of the country and threatens the security of Iran,” Zarif said, according to the AFP news agency.He added, however that Iranians “will not give up their rights.”“But we will show the world that there is no threat from Iran. The only threat... is from the Zionist regime,” said Zarif, in reference to Israel.Israel and Western governments suspect Iran is using its nuclear program as cover to develop a weapons capability. Iran insists it is for peaceful purposes only.The United States and European Union have slapped the Islamic republic with a raft of economic sanctions in a bid to halt its nuclear drive, and Zarif called for these to be lifted through “rational negotiations”.“I think Western leaders have not understood the message of the presidential election. A preliminary assessment made by U.S. and allied intelligence agencies concludes that chemical weapons were indeed used by Syrian forces in an attack near Damascus this week.

It is believed the attack was carried out with high-level approval from the government of President Bashar Al-Assad.American and European security sources, speaking on condition of anonymity to the Reuters news agency, cautioned that the assessment was preliminary and, at this stage, they were still seeking conclusive proof, which could take days, weeks or even longer to gather.Meanwhile, senior U.S. officials are weighing choices for a response to the events in Syria, ranging from increased international sanctions to the use of force, including possible air strikes on Assad's forces, administration sources said.A high-level meeting of members of Obama's National Security Council, the Pentagon, State Department and intelligence agencies was held at the White House late on Thursday but made no decisions on what to recommend, officials said, and further discussions were planned.While the preliminary U.S. assessment was that Assad loyalists carried out Wednesday's chemical attack with high level authorization, one U.S. source closely monitoring events in the region said it was also possible that a local commander decided on his own to use gas in advance of a ground assault.Pressure has increased on President Barack Obama to act in response to the chemical attacks in Syria, particularly since he has in the past said that use of chemical weapons by Assad would be a “red line and a game-changer”.Obama told CNN on Friday that the time is nearing for a potentially definitive U.S. response to the alleged Syrian government atrocities.At the same time he said, "If the U.S. goes in and attacks another country without a UN mandate and without clear evidence that can be presented, then there are questions in terms of whether international law supports it.”France's foreign minister, Laurent Fabius, said in a television interview Thursday that the use of chemical weapons by Bashar al-Assad, if proven, should lead to the use of force by other countries against Syria – but he ruled out a ground invasion.“If it is proven, France's position is that there must be a reaction, a reaction that could take the form of a reaction with force,” Fabius told BFM-TV.“There are possibilities for responding,” he said without elaborating.

WASHINGTON — US naval forces are moving closer to Syria as President Barack Obama considers military options for responding to the alleged use of chemical weapons by the Assad government. The president emphasized that a quick intervention in the Syrian civil war was problematic, given the international considerations that should precede a military strike.Defense Secretary Chuck Hagel declined to discuss any specific force movements while saying that Obama had asked the Pentagon to prepare military options for Syria. US defense officials told The Associated Press that the Navy had sent a fourth warship armed with ballistic missiles into the eastern Mediterranean Sea but without immediate orders for any missile launch into Syria.US Navy ships are capable of a variety of military action, including launching Tomahawk cruise missiles, as they did against Libya in 2011 as part of an international action that led to the overthrow of the Libyan government.“The Defense Department has a responsibility to provide the president with options for contingencies, and that requires positioning our forces, positioning our assets, to be able to carry out different options — whatever options the president might choose,” Hagel told reporters traveling with him to Asia.

Hagel said the US is coordinating with the international community to determine “what exactly did happen” near Damascus earlier this week. According to reports, a chemical attack in a suburb of the capital killed at least 100 people. It would be the most heinous use of chemical weapons since Iraqi leader Saddam Hussein gassed thousands of Kurds in the town of Halabja in 1988.According to CBS News, Joint Chiefs of Staff Chairman Martin Dempsey is expected to present President Obama with options for a Syria strike during a meeting at the White House Saturday morning.Meanwhile, the French newspaper Le Figaro reported Saturday that a possible reason Syrian President Bashar Assad may have deployed chemical weapons earlier this week was because Syrian rebel units, also comprising “Israeli, Jordanian, and CIA commandos,” had been training for a week near Daraa in southern Syria and were approaching Damascus. There was no independent confirmation of the claim.The newspaper mentioned the fact that US-Jordanian military exercises have been ongoing in the Hashemite Kingdom. American special ops teams have also been training the Jordanian army to handle possible chemical threats from Syria, Jordanian Prime Minister Abdullah Ensour told reporters earlier this week.Top military officials, including general Dempsey, will come to Jordan next week to discuss recent developments in Syria, the Hashemite Kingdom’s semi-official news agency, Petra, reported Saturday. Army leaders from Saudi Arabia, Qatar, Turkey, France, Britain, Canada, Germany, and Italy were also set to attend.Obama remained cautious about getting involved in a war that has killed more than 100,000 people and now includes Hezbollah and al-Qaeda. DAMASCUS, Syria — The United Nations disarmament chief arrived in the Syrian capital on Saturday to press President Bashar Assad’s regime to allow UN experts to investigate an alleged chemical weapons attack this week that reportedly killed more than 130 people.Angela Kane, who was dispatched by the UN secretary-general to push for a speedy investigation into Wednesday’s purported attack outside the Syrian capital, did not speak to reporters upon her arrival in Damascus.The US, Britain, France and Russia have all urged the Assad regime and the rebels fighting to overthrow him to cooperate with the United Nations and allow UN experts already in Syria to look into the latest purported use of chemical agents.Anti-government activists accuse the Syrian government of carrying out a toxic gas attack on the eastern suburbs of Damascus on Wednesday and have reported death tolls ranging from 136 to 1,300. Even the most conservative tally would make it the deadliest alleged chemical attack in Syria’s civil war, now in its third year.The Assad regime has denied the claims that it was behind the chemical attack, calling them “absolutely baseless” and suggesting they are an attempt to discredit the government.The UN experts already in Syria are tasked with investigating three earlier purported chemical attacks in the country: one in the village of Khan al-Assal outside the northern city of Aleppo in March, as well as two other locations that have been kept secret for security reasons.It took months of negotiations between the UN and Damascus before an agreement was struck to allow the 20-member team into Syria to investigate. Its mandate is limited to those three sites, however, and it is only charged with determining whether chemical weapons were used, not who used them.

Syria’s Deputy Prime Minister Qadri Jamil told The Associated Press on Thursday that he was personally in favor of a fair, transparent international delegation to investigate the latest incident. But he said that would require a new agreement between the government and the United Nations, and that the conditions for such a delegation would need to be studied.

Israeli ‘web prophet’ maps the past to predict the future

Dr. Kira Radinsky, 26, who started studying at the Technion at 15, wins recognition from MIT for pioneering software that finds historical patterns to point the way ahead

Prophecy may still be restricted to those qualified to appear in the Bible, but modern technology has given us the next best thing – the ability to make a very accurate educated guess about what may happen in the future. Work in that area is being led by Dr. Kira Radinsky, an Israeli web technology researcher, and for her accomplishments, Radinsky has been added to a prestigious list of top technology figures under 35 years of age, recently published by an official publication of MIT.And at 26, Radinsky, who was educated at the Technion and did her research work at Microsoft, is one of the younger people on the list – meaning that she is likely to achieve a lot more before she’s done.The “35 Under 35” list has been published by the MIT Technology Review Magazine since 1999, and it showcases the people expected to have an important impact on the future based on their work. A panel of judges reviews researchers’ work – hundreds apply for the list each year – and determines which researchers are doing work that will most significantly affect the world in the coming decades. Among previous winners have been Facebook founder Mark Zuckerberg, Google co-founders Sergey Brin and Larry Page, and chief Apple designer Jonathan Ive.Radinsky, along with her partner Eric Horvitz, co-director at Microsoft Research in Redmond, Washington, developed software that parses the web, seeking patterns — in news and historical archive sites for hints on patterns that have led to outbreaks of disease, deaths, and riots in the past – and comparing those patterns to current conditions. It’s a very sophisticated form of data mining, enabling deep analysis of disparate events and seeing how they repeat themselves time after time.A paper published by Radinksy and Horvitz provides a good example: In 2012, Cuba suffered a major outbreak of cholera, its first in 130 years. Authorities there were totally unprepared to deal with the situation; according to news reports, doctors had declared states of emergency in numerous areas (although there was little official comment from the Cuban government).

But the software designed by Radinsky and Horovitz, their paper said, specifically pointed to the likelihood of a major cholera outbreak in the country. 2011 was a dry year for Cuba, but by mid-2012, rain returned to the country, with the above-average rainy season culminating with Hurricane Sandy in October of that year. The summer rains, and especially Sandy, caused major flooding in some parts of the country, and as the flooding increased, the cholera infection rates rose, the paper said.While the events – drought, flooding, and cholera – seemed random, the software determined that it should have been expected. Searching 150 years of news reports and historical archives, the software determined a specific correlation between a drought state followed by major flooding, and a subsequent cholera outbreak, especially prominent in poor countries, where flood control was often substandard or non-existent. Weather researchers had long suspected a correlation between flooding and cholera, but it took the “prophecy software” designed by Radinsky and Horovitz to figure it out.In another cholera example, the system would have predicted a major outbreak of cholera in Bangladesh in 1991, giving medical officials several days to prepare for it, the paper said. Not that the system is foolproof, the paper noted – but it has shown an accuracy rate of between 70% and 80%. That would be better than the 50/50 rate most of us can boast, and could help determine trends and events in many spheres. In fact, Radinksy has started her own business, called SalesPredict, which combines big data and predictive analytics to help businesses better qualify their leads.Radinsky began studying at the Technion at age 15, and completed three degrees at the Faculty of Computer Science under the supervision of Prof. Shaul Markovitch. “Kira is a brilliant researcher gifted with unique skills which support her inclusion on this list,” said Markovitch. “Kira possesses intense intellect, creativity and curiosity – a rare combination typical of outstanding inventors. In her doctoral study, she tackled a problem that seemed to be unsolvable with the tools currently available – the development of algorithms capable of accurately predicting global events through the use of vast reservoirs of web-based information sources. Her boldness for taking on such a problem and scientific competence that demonstrated her successful solution is what brought her to be included on this list.”Commenting on her selection, Jason Pontin, editor-in-chief and publisher of Technology Review, said “Over the years, we have had success in choosing women and men whose innovations and companies have been profoundly influential on the direction of human affairs. Wildfire near Yosemite surges, prompts evacuations

(AP) — A wildfire outside Yosemite National Park nearly quadrupled in size Thursday, prompting officers to warn residents in a gated community to evacuate their homes and leading scores of tourists to leave the area during peak season.California Gov. Jerry Brown declared a state of emergency due to the huge fire, one of several blazes burning in or near the nation's national parks and one of 50 major uncontained fires burning across the western U.S.As flames approached an area of Pine Mountain Lake with 268 homes in the afternoon, deputies went door-to-door to deliver the news and to urge people to leave, Tuolumne County Sheriff's Department Sgt. Scott Johnson said.The evacuations are not mandatory, although Johnson stressed that the fire, smoke and the potential for power outages pose imminent threats."We aren't going to drag you out of our house, but when we are standing in front of you telling you it's an advisory, it's time to go," he said.Fire officials said the blaze, which started Saturday, had grown to more than 99 square miles and was only 1 percent contained Thursday, down from 5 percent a day earlier. Two homes and seven outbuildings have been destroyed.While the park remains open, the blaze has caused the closure of a 4-mile stretch of State Route 120, one of three entrances into Yosemite on the west side, devastating areas that live off of park-fueled tourism.Officials also have advised voluntary evacuations of more than a thousand other homes, several organized camps and at least two campgrounds. More homes, businesses and hotels are threatened in nearby Groveland, a community of 600 about 5 miles from the fire and 25 miles from the entrance of Yosemite.

"Usually during summer, it's swamped with tourists, you can't find parking downtown," said Christina Wilkinson, who runs Groveland's social media pages and lives in Pine Mountain Lake. "Now, the streets are empty. All we see is firefighters, emergency personnel and fire trucks."Though Wilkinson said she and her husband are staying put — for now — many area businesses have closed and people who had vacation rental homes are cancelling plans, local business owners said."This fire, it's killing our financial picture," said Corinna Loh, whose family owns the still-open Iron Door Saloon and Grill in Groveland. "This is our high season and it has gone to nothing, we're really hurting."Loh said most of her employees have left town. And the family's Spinning Wheel Ranch, where they rent cabins to tourists, has also been evacuated because it's directly in the line of fire. Two outbuildings have burned at the ranch, Loh said, and she still has no word whether the house and cabins survived."We're all just standing on eggshells, waiting," Loh said.The governor's emergency declaration finding "conditions of extreme peril to the safety of persons and property" frees up funds and firefighting resources and helps Tuolumne County in seeking federal disaster relief.Park officials said the fire has not impacted the park itself, which can still be accessed via state Routes 140 and 41 from the west, as well as State Route 120 from the east side.Yosemite Valley is clear of smoke, all accommodations and attractions are open, and campgrounds are full, said park spokesman Scott Gediman. Tons of dead fish discovered in Rio lake

RIO DE JANEIRO (AP) - About 10 tons of dead fish have been discovered in a Rio de Janeiro lake that sits next to the city's future Olympic park.Environmental officials are investigating the fish kill. Biologists say it was likely caused by raw sewage making its way into the water, as has happened before.Rio has many problems with water pollution. Many of the waterways near where Olympic events are to be held have been found to be polluted.Rio's Cedae sewage company says in a Thursday statement that all of its treatment plants are operating normally in the region where the dead fish were found. But it says it's sending out teams to see if any pipes are leaking.

(Trevor Dunn/CBC)The company behind the headline-making cronut burger at the Canadian National Exhibition in Toronto is standing by its record even as officials investigate nearly 100 cases of food poisoning.Epic Burgers and Waffles posted a statement on its Facebook page Thursday, defending its product and promising co-operation with an ongoing investigation by Toronto Public Health."In the time that we've been operating at the CNE, we have had a clean bill of health and all our staff have been fully trained in food safety," the statement reads in part. "We buy our products from only the top suppliers and we've never had any issues in the past, nor do we wish to have any in the future. We take health and safety very seriously. It's very important to us that our food is not only enjoyed, but also trusted."Thirty-four people initially reported symptoms of food-borne illness after eating at the annual fair on Tuesday. Paramedics treated 12 people and recommended that five be taken to hospital. A cronut burger stand at the annual fair remains closed while health officials investigate to determine whether the food played a role in the illnesses."Based on information to date, Toronto Public Health has concentrated our investigation around one food premise located at the CNE. However, all possible sources of illness are being investigated," said Dr. Lisa Berger, associate medical officer of health. "Overall risk to the general public is low."Some of those who became sick told health officials they had eaten the trendy cronut hamburger, which features a croissant-doughnut mix for a bun.
The food outlet, which was subject to a three-hour inspection Wednesday morning, was closed by the CNE, not Toronto Public Health, as a precaution, although health officials have yet to confirm the source of the illnesses.The result of Toronto Public Health tests on food samples from the Epic Burgers and Waffles stand won't be available until Friday at the earliest.

Health expert suspects toxin in food

Based on news reports of patients' symptoms, Tim Sly, a professor at Ryerson University’s school of occupational and public health, said he suspects the illnesses were caused by a toxin in the food due to the short time between when it was eaten and when patients reported feeling sick."With short onset times, you're looking at something that may have grown in the food and survived the cooking," he said in an interview Thursday on CBC Radio's Metro Morning."I'd put my money on a poison or toxin that has grown in the food, and then it doesn't matter if the food is cooked. It's still going to be there."While Sly said most of these types of food contamination are not fatal, they cause discomfort for patients."You're not sure which end to put over the toilet," he said.The CNE, commonly called the Ex, opened last Friday and runs through Sept. 2. It typically draws more than a million visitors each year.In recent years, the Ex has offered a number of unusual food items, including deep-fried butter and bacon milkshakes.

MANILA (AFP) –  An estimated 600,000 people in the Philippines remained at temporary shelters or with relatives on Friday after days of heavy rain that killed 20, officials said.A day after floods ebbed in the capital Manila, stagnant pools of water and high tides in coastal areas prolonged the misery in the central Luzon plains to the north, civil defence official Josefina Timoteo told AFP."These are mainly farmers and fisher folk who still cannot return to their homes or resume work. We are still supplying their needs," said Timoteo, the civil defence chief for the region."These are low-lying regions and this happens every year. It is a way of life for many of them and the local governments are well-organised to provide relief."Seasonal monsoons dumped more than a month's rain in Manila and surrounding provinces between Sunday and Wednesday, the state weather service said, submerging about half the capital in floodwaters.The rains were worsened by Tropical Storm Trami, which hit China on Thursday after hovering off the northern Philippines earlier in the week.The government's National Disaster Risk Reduction and Management Council said 200,000 people were still in government-run shelters Friday, with 400,000 others staying with friends or relatives and likewise receiving food rations and other emergency aid.The council raised the death toll to 20 as receding floodwaters led to the discovery of two bodies in Cavite province, south of Manila.Most of those who have yet to return home are from the central Luzon region, where 481 villages remain under floodwaters up to a metre (3.3 feet) deep, Timoteo said.The weather is improving but the evacuation centres, mostly schoolbuildings, are expected to start emptying only next week, she added.As a result, classes are still suspended in those areas, she said.The health department has stocked up medicines at evacuation camps to prevent the spread of epidemics, she said, adding there had been no reports of widespread diseases.
The floods wreaked 97.3 billion pesos' ($2.2 billion) worth of damage to infrastructure and crops, the government says.The Philippines endures about 20 major storms or typhoons annually, generally in the second half of the year and many of them deadly.

NEW DELHI (AP) — A young photojournalist was gang raped while her male colleague was tied up and beaten in an isolated, overgrown corner of India's business hub of Mumbai, police said Friday. The case was reminiscent of the December gang rape and death of a young university student in the Indian capital that shocked the country.The latest attack took place Thursday evening in Lower Parel, a onetime textile-manufacturing neighborhood of south Mumbai that over the past decade has changed dramatically. Today, upscale malls, trendy restaurants and super-luxury condominiums sit side-by-side with abandoned textile mills and sprawling slums.Police said the 22-year-old woman was on assignment to take pictures of the neighborhood when five men confronted her and her colleague at about 7 p.m. After initially offering to help her get permission to shoot inside a crumbling, isolated building, the men became aggressive and accused the male colleague of being involved in a local crime.When he denied involvement in the crime, they tied his hands with a belt and took the woman to another part of the compound and took turns raping her, Mumbai's police commissioner, Satyapal Singh, told reporters.Police on Friday arrested a suspect in the attack who named and identified the other four men, Singh said. While police have released sketches of the four men, Singh would not give their names or other details, saying authorities did not want to give them any warning that they were being sought. Singh said the men may have been local drug dealers.The woman was in stable condition in a hospital. Police declined to say who she was working for at the time of the attack.The assault comes amid heightened concerns about sexual violence in India. The gang rape and death of the student on a bus in New Delhi in December had shaken a country long inured to violence against women and sparked protests demanding better protection for women.In response, the government passed a stringent law increasing prison terms for rape and making voyeurism, stalking, acid attacks and the trafficking of women punishable under criminal law.About 1,000 people, including members of several local journalists' associations, gathered Friday evening in south Mumbai to stage a silent protest. Some wore black armbands, while others carried placards reading "Stop rape" and "City of shame."The attack was also discussed in India's Parliament, where junior Home Minister R.P.N. Singh told lawmakers that the government had asked the state of Maharashtra, of which Mumbai is the capital, for a detailed report on the attack.He said the federal government had recommended that the "harshest" punishment be handed down to anyone found guilty in the case.

Abbas: A Peace Agreement Would End the Conflict

Palestinian Authority (PA) Chairman Mahmoud Abbas is claiming that if a peace agreement is reached with Israel, it would bring an end to his people’s demands of the Jewish state.
Abbas made the comments during a meeting in Ramallah with members of the leftist Meretz party, and they were reported by Channel 2 News."I know your concerns, but guarantee that at the conclusion of successful negotiations, we undertake to end all the demands. We will not ask to return to Yafo, Akko and Tzfat,” he said.Members of Meretz said that Abbas told them a “fair agreement” will end the conflict with Israel and that a “peace agreement with Israel will be final and binding." He did not, however, specify what is meant by a fair peace agreement and did not commit to the fact that PA would give up its demand for the “right of return”.He added that he believes all obstacles to peace could be overcome and resolved within six months, though he said that at this point there was little progress in the talks. Abbas made it clear, however, that he would not agree to temporary borders and would only sign an agreement that would allow the establishment of a sovereign Palestinian state alongside Israel.The PA chairman criticized Israel’s behavior around the resumption of negotiations, saying, according to Channel 2, "I wanted there to be daily meetings or at most every two days, because our time is limited, but Israel refused." He also claimed that Israel had refused to allow active American involvement in the discussions.Abbas expressed disappointment at the fact that Prime Minister Binyamin Netanyahu has not met with him and told the Meretz members that he sent Netanyahu a message several times, indicating his readiness to meet with him face to face, as he had done with former Prime Minister Ehud Olmert (who offered Abbas an unprecedented offer to which Abbas has yet to respond).The meeting between Abbas and the Meretz members comes several days after the latest meeting between Israeli and PA negotiators, as part of the current round of peace talks.So far, details of the discussions between the sides have not been revealed, apparently consistent with a request from Washington last week for a strict news blackout.At the same time, the PA’s chief negotiator Saeb Erekat  revealed, in an interview with the Nazareth-based Arabic language A-Shams radio station on Tuesday, that the PA would not have returned to the negotiating table with Israel had it not received a letter of assurances from the United States, guaranteeing its main negotiating preconditions.Erekat said in the interview that the U.S. had assured the PA in writing that talks would recognize the indefensible pre-1967 borders as the basis of a Palestinian state, would deal with all core issues (Jerusalem, refugees, borders, security and water), would take place within six  to nine months and would not allow for any interim solutions before a final status agreement is signed.

The al-Taqwa mosque in Tripoli was bombed this Friday after prayers concluded, according to BBC reports. Only five minutes later, a second explosion hit the city's al-Salam mosque.
The Red Cross has revealed that 20 have been killed in the two explosions, and 35 severely wounded.
Tripoli, Lebanon's second largest city of nearly 200,000 people, is one of the country's most volatile sectarian faultiness, with a small Alawite community living among Sunni majority.War in neighboring Syria has raised tensions in Tripoli between the city's Sunni Muslim and Alawite communities.Sheikh Salem Rafii is one of the most prominent Sunni leaders in Lebanon and opposes Lebanon's militant Shia Hezbollah group. Israeli fighter jets bombed targets south of Beirut early Friday morning in what the IDF spokesperson said was retaliation for rocket attacks against northern Israel the day before. There were no immediate reports of casualties in the attack.According to the Israeli military, the pilots reported a pinpoint strike on terrorist targets near the coastal town of al-Naameh. The IDF reiterated that it holds the Lebanese government responsible for Thursday’s rocket fire into northern Israel.IDF Spokesperson Brig. Gen. Yoav Mordechai announced on Facebook just before 5 a.m. Friday morning that “In response to rocket fire at the north [on Thursday] afternoon, IAF aircraft struck a terrorist target south of Beirut overnight.“At this hour, in which our planes returned safely, I wish a good and quiet morning to all residents of Israel and especially residents of the north and those traveling there,” Mordechai wrote.Residents of Beirut took to Twitter and reported explosions and what they believed were Israeli aircraft flying over al-Naameh, approximately 15 kilometers south of the Lebanese capital. According to several users, the target was the headquarters of the Popular Front for the Liberation of Palestine-General Command (PFLP-GC).Ramez Mustafa, a Lebanon-based official with the PFLP-GC, said the raid occurred at 4 a.m. and caused no casualties or damage.The IDF spokesperson would not confirm whether the PFLP-GC’s headquarters were the target of Friday’s strike.

According to University of Maryland researcher Phillip Smyth, the PFLP-GC is an ally of Hezbollah, and also serves as a proxy to Iran and Syrian President Bashar Assad in Lebanon.Friday’s foray into Lebanon came less than a day after four rockets fired from Lebanon struck Israel’s north. There were no reports of casualties, but damage was caused to several homes in the Nahariya and Acre areas. The red-alert siren sounded in the cities of Nahariya, Acre, Kiryat Shmona and Karmiel.Lebanese media reported that the IDF promptly retaliated, attacking targets in south Lebanon, but the army had previously denied those reports.

Syrian child refugees top 1 million

The number of registered child refugees fleeing Syria's violence has topped the 1 million mark in another grim milestone of the deepening conflict, two UN agencies said Friday.Roughly half of all the nearly 2 million registered refugees from Syria are children, and some 740,000 of those are under the age of 11, according to the UN refugee and children's agencies."This one millionth child refugee is not just another number," said Anthony Lake, the head of UNICEF, the UN children's agency. "This is a real child ripped from home, maybe even from a family, facing horrors we can only begin to comprehend."The children's ordeals are not over once they escape Syria, said Antonio Guterres, the head of the Office for the UN High Commissioner for Refugees, known as UNHCR."Even after they have crossed a border to safety, they are traumatized, depressed and in need of a reason for hope," he said.

His agency said it tries to ensure that babies born in exile are provided with birth certificates, preventing them from becoming stateless, and that all refugee families and children live in some form of safe shelter.

More than 3,500 children separated from families

But the threats to refugee children are rising, the agencies say, including child labour, early marriage and the potential for sexual exploitation and trafficking. More than 3,500 children in Jordan, Lebanon and Iraq have crossed Syria's borders unaccompanied or separated from their families, according to the UN figures.
The agencies say some 7,000 children are among the more than 100,000 killed in the unrest in Syria, which began in March 2011 and later exploded into a civil war.Most of the refugees fleeing Syria have arrived in Lebanon, Jordan, Turkey, Iraq and Egypt. However, UN officials say that increasingly Syrians are fleeing to North Africa and Europe.The two UN agencies estimate that more than 2 million children also have been displaced within Syria.UN Secretary General Ban Ki-moon said Friday the real number of Syrian refugees is "well over 2 million" if unregistered refugees are counted."The situation in Syria continues to worsen. UN ignores EU calls for Syria inspections

BRUSSELS - A late night meeting of the UN Security Council on Wednesday (21 August) failed to say weapons inspectors should get access to investigate claims of a mass-scale chemical attack in Syria.
The council's statement, read out by the acting chairman, Argentinian diplomat Maria Cristina Perceval, said only: "There is a strong concern among council members about the allegations and a general sense that there must be clarity on what happened, and that the situation has to be followed carefully."British foreign minister William Hague and France's Laurent Fabius had earlier called for direct UN access to the site of the alleged war crime after meeting Ahmed al-Jarba, the head of the Syrian National Coalition, a leading rebel group, in Paris.Fabius said al-Jarba claimed that 1,200 people were killed in the assault earlier on Wednesday in a Damascus suburb."I told him we have asked the security council to require the mission of Dr. Ake Sellstrom, which is currently present in Damascus, to be granted immediate access in order to establish the facts," the French minister said.An earlier EU statement, issued by foreign policy chief Catherine Ashton, also noted: "Such accusations should be immediately and thoroughly investigated by the United Nations expert mission, which arrived recently in Syria."For their part, US diplomats circulated a text of a draft UN statement which, they said, was watered down by Syria's allies in the UN body, China and Russia.The draft text had called for the UN to "urgently take the steps necessary for today's attack to be investigated by the UN mission on the ground."The Sellstrom mission arrived in Syria on Sunday.But, following five months of negotiations on its mandate with the Syrian authorities, its actions will be limited to looking at three locations linked to 13 earlier allegations of chemical weapons use.Meanwhile, Israel and Turkey have given credence to the rebels' new claims.But Russia, as well as Syria's other main ally, Iran, have said the latest incident is a "provocation" staged by rebels in order to prompt Western military intervention.The allegations were supported by videos posted by rebel groups on YouTube.The videos show scores of dead bodies wrapped in shrouds in makeshift clinics, as well as men and children suffering from convulsions and disorientation.The alleged attack took place one year - almost to the day - after US President Barack Obama said that large scale use of chemical arms is a "red line" for US action.A White House statement on Wednesday made no mention of the red line, however."If the Syrian government has nothing to hide and is truly committed to an impartial and credible investigation of chemical weapons use in Syria, it will facilitate the UN team’s immediate and unfettered access to this site," White House spokesman Josh Earnest said instead."I’m not talking about red lines. I’m not having a debate or conversation about red lines or I’m not setting red lines. Let's talk, not talk, about red today," state department spokeswoman Jen Psaki told press.The US also leaked a letter to the Associated Press news agency sent by its military chief, Martin Dempsey, to a US congressman, Eliot Engel, on 19 August, which spells out why it does not want to get involved.Dempsey said that if the US destroyed Syria's air force it would "would not be militarily decisive, but it would commit us decisively to the conflict."
He noted: "The use of US military force can change the military balance … but it cannot resolve the underlying and historic ethnic, religious and tribal issues that are fueling this conflict."He added: "It is my belief that the side we choose must be ready to promote their interests and ours when the balance shifts in their favour. Today, they are not."

EU diplomat: Both sides guilty in Egypt

BRUSSELS - The EU's envoy to north Africa, Bernardino Leon, has said events in Egypt are "more complex" than a simple story of the army killing Muslim protesters.He told press in Brussels on Monday (19 August) the military has a "special responsibility."He also said media reports it has done the vast bulk of the killing - at least 800 people in the past few days, including some burned alive in tents or shot by snipers - are fair.But he added: "There are two sides. There is violence coming from all sides … We have seen attacks on Coptic churches and on public buildings. We've been saying very clearly that violence from both sides, from all sides, has to stop."He noted that EU ambassadors on Monday decided to call a snap meeting of foreign ministers on Wednesday.He said nobody has spoken of EU "sanctions" against the military regime so far.
But he indicated that an options paper to be drafted by the EU's foreign service is likely to contain a potential arms embargo and a block on EU pro-democracy funds.Leon underlined the importance of Egypt in terms of regional stability."Egypt is a key partner [for the EU], probably the most important partner in the Mediterranean," he said."We are convinced that a political solution is possible … We still think there are democratic forces and we will try to address them and keep working with them constructively," he added.
His words echoed British foreign minister William Hague on BBC radio earlier in the day.Hague said the UK will suspend some security projects with the Egyptian military and stop some arms exports.He noted: "What is happening now in the Middle East is the most important event so far of the 21st century … I think it will take years, maybe decades, to play out, and through that we have to keep our nerve in clearly supporting democracy."He added "our influence may be limited," however.For its part, Saudi Arabia, which, like the Egyptian armed forces, considers the Muslim Brotherhood movement as a threat, said also on Monday it is ready to compensate Egypt for lost EU aid."To those who have announced they are cutting their aid to Egypt, or threatening to do that, [we say] Arab and Muslim nations are rich ... and will not hesitate to help Egypt," its foreign minister, Saud al-Faisal, said in a statement.Egypt's ambassador to the UK, Ashraf ElKholy, told The Telegraph newspaper that: "Europe is the conscience of the world."He added: "I think we are beginning to see recognition that the Muslim Brotherhood is involved in the violence from Europe's governments."Meanwhile, in another new twist, an Egyptian court on Wednesday acquitted former Egyptian president Hosni Mubarak on a charge of corruption.The decision means he could be freed from prison this week, aggravating tension.

36  And upon Elam will I bring the four winds from the four quarters of heaven,(IRANIANS SCATTERED OR MASS IMIGARATION) and will scatter them toward all those winds; and there shall be no nation whither the outcasts of Elam shall not come.(WORLD IMMIGRATION)

4  I will lay thy cities waste, and thou shalt be desolate, and thou shalt know that I am the LORD.
5  Because thou hast had a perpetual hatred,(AGAINST ISRAEL) and hast shed the blood of the children of Israel by the force of the sword in the time of their calamity, in the time that their iniquity had an end:
6  Therefore, as I live, saith the Lord GOD, I will prepare thee unto blood, and blood shall pursue thee: sith thou hast not hated blood, even blood shall pursue thee.
11  Therefore, as I live, saith the Lord GOD, I will even do according to thine anger, and according to thine envy which thou hast used out of thy hatred against them; and I will make myself known among them, when I have judged thee.
12  And thou shalt know that I am the LORD, and that I have heard all thy blasphemies which thou hast spoken against the mountains of Israel, saying, They are laid desolate, they are given us to consume.
13  Thus with your mouth ye have boasted against me, and have multiplied your words against me: I have heard them.

Russia slams calls to use force in Syria

Russia hit out Friday at calls for force to be used after Syria's opposition and European states accused the war-torn country's regime of killing hundreds in chemical weapons attacks.As the regime's international allies and foes traded barbs over the reported atrocity, US President Barack Obama said the alleged use of chemical weapons was "clearly a big event of grave concern".The UN children's agency UNICEF said, meanwhile, that one million Syrian children now live as refugees abroad as a result of the relentless fighting between rebels and forces loyal to President Bashar al-Assad.The opposition said the regime of Assad, an ally of Moscow, used chemical weapons east and southwest of Damascus in attacks Wednesday that killed hundreds of people.The regime denies it unleashed any chemical attacks.Harrowing footage distributed by activists showing unconscious children, people foaming around the mouth and doctors apparently giving them oxygen to help them breathe has triggered revulsion around the world.A day after French Foreign Minister Laurent Fabius urged a reaction "with force" if a massacre involving chemical weapons is confirmed, his British counterpart said his government believed Assad's regime was behind the attacks."We do believe this is a chemical attack by the Assad regime on a large scale, but we would like the United Nations to be able to assess that," said Britain's William Hague.His televised statement came after Russia's foreign ministry branded as "unacceptable" calls for use of force against the Damascus regime."Against the background of another anti-Syrian wave of propaganda, we believe calls from some European countries to apply pressure on the UN Security Council and already now take a decision on the use of force are unacceptable," the ministry said.It said evidence was mounting that the attack was "clearly provocative in nature" and that Internet footage said to implicate the regime had been posted before it took place. It also accused the rebels of "directly impeding an objective investigation" of the incident.Russia's Foreign Minister Sergei Lavrov, in a statement issued after he held a telephone conversation with his US counterpart John Kerry, said Moscow "called on the Syrian government to cooperate with the UN chemical experts".Lavrov also appealed for rebels to allow the UN inspectors on the ground in Syria probing three other suspected chemical attack sites safe access to areas where the latest alleged attacks occurred.Both Lavrov and Kerry agreed on the need for an "objective investigation," the Russian ministry said.UN chief Ban Ki-moon said there was "no time to lose" in probing the alleged attacks, and urged Damascus to allow the UN team in Syria to begin an investigation without delay.Obama said the latest opposition allegations of chemical weapons use were more serious than previous ones against Assad's regime."We are right now gathering information about this particular event," he said, while warning against the United States intervening hastily and getting "mired in very difficult situations".One year ago, Obama warned the use of chemical weapons in Syria would cross a "red line" and have "enormous consequences".Damascus has denied it unleashed chemical weapons, while playing down the likelihood of the UN team going to the area of the latest alleged attacks."On the international level, there is increasing conviction that if there was a chemical weapons attack, it was perpetrated by terrorists, but it may be that this is a great charade," a security official told AFP.
The UN inspectors on the ground "are working on a programme that has been set in advance," said the official.The opposition National Coalition says more than 1,300 people were killed in gas attacks southwest and east of the capital.An activist speaking to AFP from Moadamiyet al-Sham, the rebel-held town southwest of Damascus where the deadliest attack allegedly took place, said he helped bury dozens of civilians who died of "suffocation".Videos posted online by the activists have provoked shock and condemnation around the globe.None could be verified but AFP analysed one of the most striking images showing the bodies of children using specialised software.It showed the picture was not manipulated and was taken, as presented, on August 21.Experts said convulsions, pinpoint pupils and laboured breathing seen in the footage could be symptoms of nerve gas. But they insisted only blood and urine samples could provide definitive proof.The United Nations says more than 100,000 people have been killed in Syria since its uprising flared in March 2011. Millions more have been forced to flee their homes.UNICEF said on Friday that one million Syrian children now live as refugees abroad, and two million more have been internally displaced."This one millionth child refugee is not just another number. This is a real child ripped from home, maybe even from a family, facing horrors we can only begin to comprehend," agency chief Anthony Lake said.UN-Arab League envoy Lakhdar Brahimi warned the conflict is "the biggest threat to peace and security in the world".

Putin warns Ukraine against EU pact

BRUSSELS - Russian President Vladimir Putin has warned Ukraine he will take "protective measures" if it signs an EU free trade pact.Speaking on Thursday (22 August) at an economic forum in Rostov-on-Don, near Ukraine's eastern border with Russia, he said: "If our neighbours opt to significantly liberalise customs rules with the European Union, the Ukrainian market will inevitably be flooded with high quality goods … and Ukrainian goods will be forced out of the Ukrainian market."He added: "Then, member states of the Customs Union will have to think about protective measures. Such a possibility exists."The Customs Union includes Belarus, Kazakhstan and Russia.But Moscow wants to pull in Armenia, Azerbaijan, Georgia, Kyrgyzstan, Moldova, Tajikistan, Turkmenistan, Ukraine and Uzbekistan as well and to transform it into an EU-type "Eurasian Union" in the coming years.On the other side, the EU has offered to sign a political association and free trade pact with Ukraine in November if it improves rule of law.Ukrainian Prime Minister Mykola Azarov is due in Russia for talks on trade on Monday.Putin's comments come in the wake of severe customs restrictions by Russian authorities between 14 and 20 August which caused a near standstill in Ukrainian road and rail imports.Russia in July also banned Ukraine's top chocolate brand, Roshen, saying it caused cancer, while Kazakhstan on 20 August banned Ukrainian eggs.An EU spokesman earlier this week said: "Any economic threat from Russia directed against Ukraine and linked with a possible signature of the association agreement with the EU is unacceptable."But another risk is that Russia will interrupt gas supplies to Ukraine when its autumn/winter heating season begins in October, as it did in 2009, in a move which also hit eastern EU countries which depend on Ukrainian gas transit.Meanwhile, Ukrainian leader Viktor Yanukovych is in a tricky spot.If he goes against Putin, he risks losing the next elections due to pro-EU democratic reforms and Russian-inflicted economic pain.But if he joins the Customs Union, he risks undermining Ukrainian sovereignty and giving Russian oligarchs a free hand in his country.
