In a discussion of how he expects the Israel-Arab conflict to
finally be resolved, Deputy Defense Minister Danny Danon said that
ideally Israel, Jordan, Egypt, and the Palestinian Authority would
cooperate on regional issues, thus resolving generations of enmity.“I am looking for true
cooperation with these partners on matters of state and security,”
including resolving the Israel-Arab conflict for once and for all, Danon
said in an interview on the Knesset Channel Monday.“Our interest is to retain as much territory in Judea and Samaria as
possible, placing it under Israeli sovereignty. The status of the rest of the land, as well as that of most of the Palestinian population, will be decided with input from Egypt and Jordan.”Cooperation on this level, Danon said, would ensure that all
outstanding issues would be definitively resolved, ensuring a bright and
secure future for both Israel and the PA.In Danon's vision, Israel
would not provide citizenship to PA Arabs. “We want their citizenship
status to be decided jointly with Egypt and Jordan,” he said.In lieu of such an agreement, Danon added, it was better to leave the
political situation alone, given Israel's bitter experience in
peacemaking efforts with a recalcitrant and uncooperative Palestinian
Authority.“The current situation, where we are in conflict with the
Palestinians, is better than the results of mistakes we are liable to
make in a future agreement, as we already did in the Oslo Accords or the
Disengagement,” he said.

to the region this week to attempt to facilitate negotiations between
Israel and that Palestinian Authority, has postponed his visit.According to Israel HaYom, Kerry had been due to arrive on
Tuesday, but put off the visit "to give (Palestinian president Mahmud
Abbas) more time" to decide whether to drop his insistence on a freeze
on Jewish building before returning to negotiations.Kerry, who last week warned that time was running out for a possible
peace deal, was likely to reschedule his visit for the following week,
it said.Israeli and American officials both refused to comment on the report.Although the US State Department had not formally announced the trip, a tentative schedule from the office of Israeli President Shimon Peres said the two men would be meeting on Tuesday.
Palestinian Authority officials had announced he would be meeting Abbas on Thursday.The trip would have been Kerry's fifth visit since he took office in February.On Sunday, Netanyahu said he and Kerry would try and make progress towards "opening for negotiations with the Palestinians" in another indicator he had been due to visit.The PA has maintained that it will resume negotiations only if Israel stops building on land it wants for a future state and if the Jewish state agrees to negotiate on the basis of the pre-1967 lines.Israel has pushed for an immediate return to talks "without preconditions" and said that it will not while publicly freeze building on Jewish lands.

Iran and Lebanon's Hezbollah.There are increasing concerns that Assad may be gaining the upper

UK's Cameron defends spy agencies over PRISM cyber-snooping

LONDON (Reuters) - Prime Minister David Cameron said on Monday Britain's spies acted within the law following revelations the intelligence agencies had received data collected secretly by the United States from the world's biggest internet companies.British lawmakers have demanded answers from the government after the Guardian newspaper suggested the United States might have handed over phone and internet data about Britons, potentially allowing spies to circumvent current legislation.The information was gathered under a top secret U.S. program codenamed PRISM
which collected emails, internet chat and files directly from the
servers of companies such as Google, Facebook, Twitter and Skype."I'm satisfied that we have intelligence agencies that do a
fantastically important job for this country to keep us safe, and they
operate within the law," Cameron told reporters after a speech on
Monday.He said it was vital that the intelligence agencies worked within a
proper legal framework but said he was happy that that was the case."I am satisfied from the questions I ask and always will continue to
ask that they operate in a way that is proper and that is fitting," he
said. "They also operate within a framework that they (are) open to
proper scrutiny by the intelligence and security committee."Foreign Secretary William Hague, who is due to address parliament on Monday about the reports, has also said Britain's eavesdropping agency, known as GCHQ, had broken no laws, though he refused to confirm or deny that Britain had received the secretly-collected data.Lawmakers have asked whether British spies might have circumvented a
law that demands senior-level approval for intercepting emails and
internet data about people in the United Kingdom, by simply asking for
it from the United States."One of the big questions that's being asked is: if British intelligence agencies
want to seek to know the content of emails, can they get round the
normal law in the UK by simply asking an American agency to provide that
information?" Malcolm Rifkind, the chairman of parliament's Intelligence and Security Committee, told BBC Radio 4."The law's actually quite clear: if the British intelligence
agencies are seeking to know the content of emails about people living
in the UK then they actually have to get lawful authority," he said."Normally, that means ministerial authority, and that applies
equally, whether they're going to do the intercept themselves or whether
they're going to ask somebody else to do it on their behalf."U.S. law puts limits on the government's authority to snoop at home
but virtually no restrictions on U.S. spies eavesdropping on the
communications of foreigners, including in allied countries, such as
Britain, with which Washington shares intelligence.The Guardian said it had obtained documents which showed GCHQ had generated 197 intelligence
reports from PRISM last year. GCHQ, the Government Communications
Headquarters, is the responsibility of Foreign Secretary Hague."As the minister responsible for GCHQ he does need to seek to give
assurances to parliament about the laws and procedures that are in
place," Douglas Alexander, foreign affairs spokesman for the opposition
Labour party, told the BBC."We need clarity in terms of what are the procedures, what are the protocols and what are the laws."The Guardian reported that GCHQ had been secretly gathering
intelligence from PRISM and had had access to the system since at least
June 2010.GCHQ said in an emailed statement to Reuters last week: "Our work is
carried out in accordance with a strict legal and policy framework
which ensures that our activities are authorized, necessary and

BRUSSELS - The US National Security Agency (NSA) snoops on all EU member states and on Germany the most, new data reveals.A colour-coded map of secret surveillance activities by the NSA ranks
countries according to how much they are surveilled - green for the
least and red for the most watched.All EU member states have variant shades of green except for Germany, which is colour-coded orange.The NSA tool, called Boundless Informant, is among the documents
disclosed by 29-year-old Edward Snowden who has since sought refuge in
Hong Kong.Snowden, who has worked at the NSA for the past four years on a
number of outside contracts, said some NSA analysts have blanket power
to spy on anyone for any reason.“I, sitting at my desk, certainly had the authority to wire-tap
anyone … even if you are not doing anything wrong, you are being watched
and recorded,” he told The Guardian newspaper.Boundless Informant reveals that some 3 billion pieces of metadata
intelligence was gathered over a 30-day period, says The Guardian.
Metadata includes calls made, location of the phone, time of the call
and duration.The tool comes with an operational handbook and says it uses “big
data technology to query SIGINT [signals intelligence] collection in the
cloud to produce near real-time business intelligence describing the
agency’s available SIGINT infrastructure and coverage.”It notes that the tool is “hosted entirely on corporate services” and
is designed to, without any human intervention, to graphically display
collected data in map view, bar chart, or simple table.The tool is able to create a “near real-time snapshot” of collection ability at any given moment.“The tool allows users to select a country on a map and view the
metadata volume and select the details about the collection against that
country,” notes the handbook.Boundless Informant, along with the revelation of the secret-Prism
programme and the extent of the US Foreign Intelligence Surveillance Act
(FISA) Amendments Act, has confirmed what a handful of EU privacy
experts have long suspected.The amended FISA grants the US government powers to collect foreign
intelligence on information stored in US Cloud computing providers like
Google or Amazon.Caspar Bowden, a former chief privacy adviser to Microsoft, told this
website in January that the amended FISA intentionally targets non-US
persons who are engaged in any sort of activity that relates to the
conduct of foreign affairs of the United States.But US justice department spokesperson Dan Boyd said his country's data laws give high protection.“We believe the US standards are at least as strong as those
governing intelligence collection in European Union Member States,” Boyd
told EUobserver in an email in January.Boyd said the FISA Amendments Act is not used indiscriminately or for political purposes.He said the law has a judicial branch oversight through the so-called Foreign Intelligence Surveillance Court (FISC).“A careful and unbiased examination of US law demonstrates how our
strongly we carry out this commitment to protecting privacy,” said Boyd.Meanwhile, the FISC found the NSA activities unconstitutional in a 2011 opinion whose details have never been fully disclosed.The US justice department, in a rare public ruling on Friday (7 June), urged that the FISC opinion remain out of sight.

(CBC)"Because you don't know or you don't want to say?" a reporter inquired."I'm not aware of what data we were offered," Shea responded.The CRA declined to answer questions about the leak again last week, saying in an email that it "cannot comment on leads."Its director general of criminal investigations did confirm, however,
that until the most recent federal budget, the tax agency would not
reward whistleblowers. The budget ushered in a plan to pay tipsters up
to 15 per cent where the CRA recovers more than $100,000 from someone
using offshore accounts to dodge their tax obligations."Previous to this measure that's been introduced, the agency did not
pay for information," Claude St-Pierre said in an interview last week.Asked specifically whether that prevented the agency from acquiring
the latest offshore leak, St-Pierre said, "I can't answer that."
CBC News has learned that the agency was approached by the whistleblower behind the 2007 data leak at Liechtenstein's LGT Bank, but rejected his offer to turn over a list of 106 Canadians who had stashed their money in the European tax haven.Heinrich Kieber, the source of that leak, wanted money as well but the agency wouldn't pay. In the end, he got $5.5 million from Germany and unspecified sums from Britain and the U.S. to supply DVDs full of records on his former employer's clients.The Canada Revenue Agency eventually obtained the information from its partner tax agencies, and used it to launch dozens of audits, finding $22.4 million in unpaid taxes and so far recouping $8 million of that. Germany says it has collected hundreds of millions of dollars.A third major disclosure of offshore banking records, in 2008, saw the U.S. obtain the account information of 4,500 Americans with money stashed in Switzerland. The Canada Revenue Agency had an early chance to gain access to what is believed to be the largest-ever leak of tax-haven data, containing financial information on hundreds of Canadians involved in secretive offshore accounts, but missed out because of a policy of not paying for information, sources have told CBC News.The 2.5 million files include financial and personal details on more than 550 Canadian taxpayers linked to companies and trusts based in the Caribbean and South Pacific.Revelations in the leaked documents have rattled countries around the world since early April, when a global group of media outlets, including CBC News, teamed up to report on them.Well before that, though, the federal government had a chance to get its hands on the data, according to sources.The sources said the Canada Revenue Agency was offered access to the records some time before last December.The sticking point was the agency's policy of not providing rewards for information — even as countries including the U.S. and Germany have ponied up millions to whistleblowers in other cases.Instead, after the leak became public, Revenue Minister Gail Shea authorized the CRA to pursue "all means available" to get the files from the CBC and the Washington-based International Consortium of Investigative Journalists, which had obtained the data without paying and shared it with news outlets."The CRA does not have this list, as those who have it have not turned it over to us," Shea said in early April.Revenue Canada won't comment
CBC News has asked the Canada Revenue Agency and the minister multiple times whether the agency turned down an offer of the leaked information."I can't answer that," was Shea's reply during a May 10 scrum outside the House of Commons.Revenue Minister Gail Shea said in May that she was 'not aware' of what data was offered to the Canada Revenue Agency. (CBC)"Because you don't know or you don't want to say?" a reporter inquired."I'm not aware of what data we were offered," Shea responded.The CRA declined to answer questions about the leak again last week, saying in an email that it "cannot comment on leads."Its director general of criminal investigations did confirm, however,
that until the most recent federal budget, the tax agency would not
reward whistleblowers. The budget ushered in a plan to pay tipsters up
to 15 per cent where the CRA recovers more than $100,000 from someone
using offshore accounts to dodge their tax obligations."Previous to this measure that's been introduced, the agency did not
pay for information," Claude St-Pierre said in an interview last week.Asked specifically whether that prevented the agency from acquiring
the latest offshore leak, St-Pierre said, "I can't answer that." Rejected 2007 leak
It's not the first time the Canada Revenue Agency was approached with confidential tax-haven financial files.CBC News has learned that the agency was approached by the whistleblower behind the 2007 data leak at Liechtenstein's LGT Bank, but rejected his offer to turn over a list of 106 Canadians who had stashed their money in the European tax haven.Heinrich Kieber, the source of that leak, wanted money as well but the agency wouldn't pay. In the end, he got $5.5 million from Germany and unspecified sums from Britain and the U.S. to supply DVDs full of records on his former employer's clients.The Canada Revenue Agency eventually obtained the information from its partner tax agencies, and used it to launch dozens of audits, finding $22.4 million in unpaid taxes and so far recouping $8 million of that. Germany says it has collected hundreds of millions of dollars.A third major disclosure of offshore banking records, in 2008, saw the U.S. obtain the account information of 4,500 Americans with money stashed in Switzerland. MEPs lukewarm on special powers for eurozone deputies

BRUSSELS - An idea to create special
arrangements within the European Parliament for deputies from eurozone
countries is gaining traction but there is confusion over whether it can
work in practice.The aim is for eurozone MEPs alone to be able to discuss issues
affecting the single currency area - reflecting wider moves to
strengthen the economic and political integration of the soon-to-be-18
member region.A Franco-German paper published last week was the latest to mention
the concept. It spoke of "dedicated structures specific to the euro area
to be set up within the European Parliament" after the 2014 elections.But the idea is highly complex both legally and politically. It is
similar to the UK's so-called 'West Lothian' question - first raised 25
years ago and an increasingly hot topic today. That concerns the extent
to which Scottish, Welsh and Northern Irish deputies should be able to
vote on issues only affecting England.The European Parliament's own West Lothian question was raised about
two years ago about the time when EU leaders started to earnestly think
about the institutional future of the single currency, including
eurozone bailout funds and eventually a eurozone budget.Political leaders in the parliament suggested setting up
sub-committees to deal with eurozone issues. But since then discussions
have stalled."The problem is that when you look at the rules of the treaty, it is
immensely difficult to put such a concept in place," said centre-right
Polish MEP Rafal Trzaskowski."Because we have all equal rights. We represent citizens not member
states. It would be quite difficult to organize it in a way that would
not breach the treaty."According to Trzaskowski, who has been involved in discussions on the
issue, one idea would be to have some sort of gentleman’s agreement
under which the political parties concerned would agree amongst
themselves to send only euro and would-be euro member deputies to a sub
committee.Another option, said Trzaskowski, could be to have the three biggest
parties give key posts and reports only to euro member states.There is also the broader question of what is purely a eurozone issue."It's one union and one financial market. The problems of the banks
are not just issues of the eurozone," said Jacek Saryusz-Wolski, also a
Polish MEP.UK liberal MEP Andrew Duff points to the financial transaction tax
(FTT), supported by 11 eurozone states but potentially affecting all 27
member states."The discussion over the FTT is a very good example of this. All
member states are seriously involved in that concept. They all have a
stake."He also raises a purely organisational objection. "If you decide to
divide the present responsibilities of the economic and monetary
committee then you’re risking incoherence and inconsistency. And we’ve
got quite enough of that already."In addition to blurred boundaries between euro and non-euro issues,
Polish and other MEPs reject the idea on principle. Of the all the
eurozone outs, only the UK and Denmark have an opt-out from joining the
single currency. It was part of EU membership negotiations for the rest.
So why, goes the argument, should they be excluded from discussions on
issues that will eventually affect them.Saryusz-Wolski said he and other eventual eurozone member MEPs will
oppose creating "two tiers of MEPs" within the parliament and, if
necessary, before the European court of justice.
Treaty change
When it comes to the practicalities, the parliament is entitled to set up a sub-committee on eurozone issues. But separate legislating and voting in plenary is a different matter."That is completely different," said Duff. It would require a treaty change.Anand Menon, professor of European politics at King's College London, suggested that the "very last thing (French President) Francois Hollande could possible want is a treaty change. Because he will come under such pressure to have a referendum."He also believes that there will be no concrete change within the European Parliament until eurozone integration is greatly increased, something that could still be far down the road."I suspect the policy will precede the institution. If they ever manage to agree a eurozone budget, then the case for different structures within the parliament for eurozone countries becomes immeasurably stronger."ISAIAH 17:1,11-14

Though the assessment was quickly disavowed by others in Prime Minister Benjamin Netanyahu's coalition government, it reflected the difficulties facing Israel and Western countries in predicting Syria's destiny and weighing intervention.Yuval Steinitz,
minister for international affairs, strategy and intelligence, was
asked at a briefing with foreign journalists whether recent successes by
Assad's forces against outgunned rebels might herald victory for the Syrian leader."I always thought that it might be the case that at the end of the
day Assad, with a very strong Iranian and Hezbollah backing, might gain
the upper hand," Steinitz said."And I think that this is possible and I thought that this is possible already a long time ago."Steinitz, who is not a member of Israel's security cabinet but does have access to intelligence
updates as well as Netanyahu's ear, said Assad's government "might not
just survive but even regain territories" from the rebels.He declined to comment further on a possible Assad victory, citing Israel's policy of not meddling publicly in Syria."MISINFORMED"
The defense and foreign ministries received Steinitz's remarks coolly."This is Steinitz's personal informed - or rather, misinformed - position," said one Israeli diplomat who asked not to be named.A senior Israeli official added: "Steinitz was giving his own assessment of the situation. BERLIN (AP) — The swollen Elbe River breached another levee
early Monday on its relentless march toward the North Sea, forcing
German authorities to evacuate 10 villages and shut down one of the
country's main railway routes.As the surge from the Elbe pushed into rural eastern Germany, there was some relief further upstream as the river slipped back from record levels in Magdeburg, the capital of Saxony-Anhalt state.To the south, the Danube hit a record high Sunday evening in the Hungarian capital, Budapest, then began to ease back Monday. Officials said the city escaped significant damage, and Prime Minister Viktor Orban said soldiers and rescue workers would shift their focus further south.Weeks of heavy rain this spring have sent the Elbe, the Danube and
other rivers such as the Vltava and the Saale overflowing their banks,
causing extensive damage in central and southern Germany, the Czech Republic, Austria, Slovakia and Hungary. At least 22 flood-related deaths have been reported.The German city of Magdeburg grappled over the weekend with water
levels more than 16 feet (5 meters) above normal, but the Elbe retreated
by about a foot (30 centimeters) on Monday. More than 23,000 residents
had to leave their homes on Sunday. Officials said an electricity
substation in the city was no longer in danger of flooding — which would
have made the situation worse by cutting off power to the drainage
pumps.Further downstream, a levee at Fischbeck, west of Berlin, was
breached overnight, prompting officials to evacuate 10 villages in the
area.Germany's
national railway said it had to close a bridge near Fischbeck that is
used by trains linking Berlin to Cologne, Frankfurt and Amsterdam. Some
trains were being diverted via other bridges to the north and south,
causing significant delays, and others were canceled.Soldiers and volunteers have worked frantically over the past week to
fill sandbags and reinforce flood defenses across central Europe.Even with all those efforts, "we should accept that we humans should
be humble, that even in the 21st century we don't completely control
nature — that is one lesson from this situation," Saxony-Anhalt's
interior minister, Holger Stahlknecht, told ZDF television.
He said it was too early to analyze what, if anything, might have been done to prepare better for flooding.
In Budapest, the Danube peaked late Sunday about a foot (31 centimeters) above the previous record, set in 2006."The capital city has pulled through the crest of the flood," Orban said while inspecting areas close to the Danube in northern Budapest.The Danube widens noticeably below Budapest, reducing the threat of flooding, although Orban said flood walls and other defenses were being strengthened in several locations downriver.River levels across the Czech Republic were falling Monday, although thunderstorms during the night caused some local flash floods.
