Quake hits near Papua New Guinea
Wednesday, November 8, 2006 (Sydney):
A magnitude 6.3 earthquake struck near the coast of Papua New Guinea early on Wednesday, but no Pacific-wide tsunami warning was issued.
The temblor struck at 3:38 am local time (2308 IST Tuesday), around 276 km southwest of Rabaul on Papua New Guinea's island of New Britain, and 10 km under the Earth's crust. The Pacific Tsunami Warning Centre at Ewa Beach, Hawaii said there was no risk of a Pacific-wide tsunami based on historical earthquake and tsunami data. However, the centre warned that, Earthquakes of this size sometimes generate local tsunamis that can be destructive along coasts located within 100 km.There were no immediate reports of injuries or damage, said a seismologist at the nation's Geophysical Obervatory in the capital, Port Moresby.
The archipelago nation is part of the Pacific Ocean's Ring of Fire' where earthquakes of this magnitude are common and rarely cause serious damage. (AP)

Rage, ruin remain as river retreats (in B.C)
PETTI FONG , Nov 8,06
CHILLIWACK /The floodwaters have receded, leaving behind mud and anger for the residents along the Chilliwack River. The flow of the river surged to as much as 20 times its usual rate in mere hours Monday from 50 cubic metres a second to 1,000 cubic metres causing the worst flooding in the area in nearly two decades. Homeowners returned to their riverbank houses yesterday to find walls washed in grit and carpeted floors a mushy ruin. That kind of occurrence happens once every 50 years, said Allan Chapman, head of the River Forecast Centre for the provincial Environment Ministry.
Jim Robson, whose family has owned a cabin in the area since 1946, spent yesterday salvaging what he could of six decades of memories.
In the past 60 years, he said, there have been many floods and little action by the province to protect homeowners. Now, he and other residents of Chilliwack Lake Road and Wilson Road are stepping up their demands that the government improve the dikes, and prevent yet another catastrophic flood. We are right in the weak spot and too much money has been spent on studying the problem instead of fixing it, the clearly weary Mr. Robson said. In desperation, before 200 households were evacuated with a few hours notice on Monday, owners piled belongings upstairs, on tables and high on cupboards. When residents returned to begin the cleanup and assess the damage, there was a mess.
Even the fish were in the wrong place.
Robert Ulm could only stare in bewilderment at his fish pond: His koi have disappeared, swept away by the waters. However, a 13-pound salmon was rescued from his yard and taken back to the Chilliwack River, which despite a steady rain that continued to fall in the Fraser Valley yesterday, did not overflow again. It's just water and mud. It's going to be okay after a while, but it's the now that's overwhelming, said Mr. Ulm, who raced home Monday after hearing reports of the river rising. He arrived in time to get the evacuation notice. Inside his log and now sodden home, construction workers he had hired to put up a staircase to the loft level hurried to gather their tools before the waters rushed in.Mr. Ulm and his neighbours were frustrated by the mud, but kept their harshest criticisms for the government for failing to bolster a 75-centimetre-high dike that was erected in 2003 during the previous flood.
The B.C. New Democratic Party echoed that criticism yesterday, accusing the governing Liberals of scrimping on cash for municipalities to strengthen dikes and levees. The Fraser Valley Regional District declared a local state of emergency yesterday.
While most residents were allowed to return, an evacuation order was still in place for 30 families who were offered another night of accommodation in local hotels.Pat McKay, who lives down the road from Mr. Ulm and whose house was flooded in 2003, said consultants have studied bolstering the dike, but no one in government has taken any action that would have prevented the latest disaster. They called it an orphan dike because no one took responsibility for it, she said yesterday.
The waters just ate that whole dike.
With a pump not working and a basement swimming pool where bedrooms had been 24 hours earlier, Bentley Steegster had barely enough time for anger. There's no point at this time to let that sink in. I've got enough troubles with other things sinking and floating, he said. In five hours, your whole world can change and the things that you were thinking about yesterday don't matter much when you have all this water in your house.Twenty-four hours before the river came in through her door, Elaine Fry was cleaning up cabin No. 5, one of a group of rental cabins at the river's edge.I guess I didn't have to worry about doing that, Ms. Fry said as she studied the muddy floors and damaged furniture at the riverfront accommodation where she works. All that cleaning and this happens and now more cleaning.
Major storms hit south-east Queensland
November 8, 2006 - 10:14PM (AAP)
Repair crews in south-east Queensland are battling to restore power to thousands of homes and businesses following a wild storm.
Up to 52,000 homes and businesses were blacked out as hail storms, accompanied by wind gusts of almost 100kph and about 4,000 lightning strikes, swept the area early on Wednesday afternoon.Severe thunderstorms first hit Esk, west of Brisbane, with hailstones the size of golf balls tearing holes in roofs and skylights of at least five homes. The Esk police station also received minor damage.Storms hit the Gold Coast and as far north as the Sunshine Coast, with hail damaging several homes and heavy rainfall causing localised flooding along the way.Caboolture and Redcliffe, north of Brisbane, were also among the hardest hit areas.
In some welcome good news, the Wivenhoe Dam catchment area recorded falls of up to 50mm.About 7,500 homes and businesses were on Wednesday night still without electricity, but a spokeswoman for Energex said repair crews would work throughout the night to restore power by Thursday morning. The Energex spokeswoman said the most lightning strikes were recorded in the south-east, most notably at Ashmore, Benowa and Bundall on the Gold Coast.A Bureau of Meteorology spokesman said more thunderstorms were expected on Thursday but predicted much needed rain for south-east dam catchment areas.
Rain lets up after floods in Northwest
At least 1 killed; Wash. declares emergency
By Donna G. Blankinship, Associated Press | November 8, 2006
SEATTLE -- Heavy rain tapered off yesterday in western Washington after causing severe flooding that killed at least one person and stranded others, who had to be rescued by police and members of the National Guard.Governor Chris Gregoire declared a state of emergency for 18 counties, authorizing the National Guard and the state Emergency Management Division to offer assistance.
Helicopters and hovercraft were pressed into service for rescues. In addition, tens of thousands of children were given the day off from school yesterday.Mount Rainier National Park measured more than 10 inches of rain in 24 hours. Stampede Pass reported a record 8.22 inches on Monday.About 200 to 225 elk hunters fled Monday from hunting camps near the Cowlitz River in southwestern Washington, said the Lewis County sheriff, Steve Mansfield. A 29-year-old elk hunter was killed when his pickup truck was swept into the river, authorities said.
The rainstorms that soaked Washington and parts of Oregon and British Columbia were propelled by air currents from Hawaii, the National Weather Service reported. The weather service reported record flood crests yesterday on Washington's Skykomish, Carbon, Snoqualmie, Stillaguamish, Cowlitz, and Nisqually rivers.Voters in several Washington counties had trouble reaching polling places yesterday, although most of the state's counties now vote entirely by mail, and election officials said a majority of ballots were mailed before the flooding began.Officials in Oregon's Clatsop County arranged to have a dump truck pick up ballots last night on roads with high water.More than 100 students were evacuated from an environmental camp in southwestern Washington because of fear that rising water would cut access to the camp. More than 80 people were rescued in Snohomish County, north of Seattle.
More than a dozen Guard members were sent Monday to Skagit County, near the Canadian border, to rescue an unknown number of people, said a county spokesman, Don McKeehen. An additional 150 troops were sent yesterday. The Skagit River did not go as high as it did during the last big flood, in 2003, but officials said the total impact, which will not be known for days, could be comparable to that year, when flooding caused $17 million in property damage in Concrete.A large mudslide near Skykomish, northeast of Seattle, blocked eastbound lanes of US Highway 2, a major route across Washington, and a mudslide Monday near Tacoma delayed an Amtrak train.Across the border, in southwestern British Columbia, about 200 people were rescued in the Fraser River valley, near Chilliwack, about 60 miles east of Vancouver, Canadian officials said.
Flooding also drove some people from their homes and closed roads in northwestern Oregon. Up to 9 inches of rain were possible in the area through tomorrow, and Portland had already recorded more than 2 inches.Globe Newspaper Company.
Japan probes damage from killer twister Wed Nov 8, 12:22 AM ET
TOKYO (AFP) - Japanese authorities are investigating the damage from a tornado that tore through a town killing nine construction workers and leaving seven other people seriously injured. The tornado, a rare sight in Japan, ripped apart the prefabricated homes of workers who were digging a road through a mountain near the northern town of Saroma.Twenty-six people remained in hospital, with seven of them suffering serious injuries, police said. Nine people were killed, all of them construction workers who were meeting in a makeshift two-storey office building.Television footage Wednesday showed small homes and buildings torn to pieces and cars overturned as the twister ripped through the town.
I was working at my desk when the incident occurred. It took me about 20 minutes to crawl out of the debris, said Masaru Mito, whose office at a timber company collapsed completely. Some 20 government officials headed by federal disaster chief Kensei Mizote were visiting the site to see the extent of damage and the conditions of survivors, an internal affairs ministry official said.
They were accompanied by meteorological experts and would later be joined by Land, Infrastructure and Transport Minister Tetsuzo Fuyushiba. Our staff members began this morning to investigate details of the damage at the site and to collect scientific data, said Satoru Iino, a spokesman for the Japan Meteorological Agency.Fifty-six people whose homes were damaged spent the night at a public gymnasium, a police spokesman said.Today we will continue investigating the details of damage, together with the fire department and possibly the self-defense forces, he said, referring to the officially pacifist country's military.
Tornados known in Japanese as tatsumaki or spiralling dragons are relatively rare in the island nation, which is routinely hit by typhoons and earthquakes.Saroma, a town of 6,200 people whose main industries are dairy farming and scallop fishing, is known to Japanese mostly for the nearby top-security Abashiri prison which holds some of the country's top gangsters.

Russian water-bomber attacks Indonesian fires
08 Nov 2006 ,Source: Reuters
JAKARTA, Nov 8 (Reuters) - A Russian water-bombing plane started battling forest fires in Indonesia's part of Borneo island on Wednesday after months of thick smoke blanketing neighbouring countries. The haze coming from fires in Borneo and Indonesia's Sumatra island has been particularly bad during this year's dry season, spreading pollution across large areas of Southeast Asia, including Singapore and Malaysia. The fires, often deliberately lit by farmers or by timber and palm oil plantation companies, have been largely extinguished in Sumatra after recent rain and weeks of water bombing.
However, conditions in southern and central Borneo, where a major airport has been closed for weeks, remain bad. Indonesia's annual six-month rainy season usually starts in October but the rain frequency in the provinces of Central and South Kalimantan on Borneo has been sporadic. The Russian plane, one of two leased to douse the fires, has been sent to South Kalimantan province after helping combat fires in southern Sumatra. The plane has flown to one fire zone today and poured water there. We are also conducting cloud-seeding attempts to create artificial rain, research ministry official Asep Tarsidi told Reuters by telephone from the provincial capital of Banjarmasin, 950 km (590 miles) northeast of Jakarta.
The spread of haze in Kalimantan is a lot worse than that in Sumatra. In the morning, visibility can only reach 700 metres (2,300 ft), said Tarsidi, who is involved in cloud-seeding operations. The aircraft, operated by Russian pilots, were brought into action in late October.
NUCLEAR WEAPONS WILL BE USED.

6 Howl ye; for the day of the LORD is at hand; it shall come as a destruction from the Almighty.
7 Therefore shall all hands be faint, and every man's heart shall melt:(FROM FRIGHT)
8 And they shall be afraid: pangs and sorrows shall take hold of them; they shall be in pain as a woman that travaileth: they shall be amazed one at another; their faces shall be as flames.
9 Behold, the day of the LORD cometh, cruel both with wrath and fierce anger, to lay the land desolate: and he shall destroy the sinners thereof out of it.
10 For the stars of heaven and the constellations thereof shall not give their light: the sun shall be darkened in his going forth, and the moon shall not cause her light to shine.
11 And I will punish the world for their evil, and the wicked for their iniquity; and I will cause the arrogancy of the proud to cease, and will lay low the haughtiness of the terrible.
12 I will make a man more precious than fine gold; even a man than the golden wedge of Ophir.
13 Therefore I will shake the heavens, and the earth shall remove out of her place, in the wrath of the LORD of hosts, and in the day of his fierce anger.
ISAIAH 24:17-23 KJV
17 Fear, and the pit, and the snare, are upon thee, O inhabitant of the earth.
18 And it shall come to pass, that he who fleeth from the noise of the fear shall fall into the pit; and he that cometh up out of the midst of the pit shall be taken in the snare: for the windows from on high are open, and the foundations of the earth do shake.
19 The earth is utterly broken down, the earth is clean dissolved, the earth is moved exceedingly.
20 The earth shall reel to and fro like a drunkard, and shall be removed like a cottage; and the transgression thereof shall be heavy upon it; and it shall fall, and not rise again.
21 And it shall come to pass in that day, that the LORD shall punish the host of the high ones that are on high, and the kings of the earth upon the earth.
22 And they shall be gathered together, as prisoners are gathered in the pit, and shall be shut up in the prison, and after many days shall they be visited.

MATTHEW 24:37-51
37 But as the days of Noe were, so shall also the coming of the Son of man be.
38 For as in the days that were before the flood they were eating and drinking, marrying and giving in marriage, until the day that Noe entered into the ark,
39 And knew not until the flood came, and took them all away; so shall also the coming of the Son of man be.
40 Then shall two be in the field; the one shall be taken, and the other left.
41 Two women shall be grinding at the mill; the one shall be taken, and the other left.
42 Watch therefore: for ye know not what hour your Lord doth come.
43 But know this, that if the goodman of the house had known in what watch the thief would come, he would have watched, and would not have suffered his house to be broken up.
44 Therefore be ye also ready: for in such an hour as ye think not the Son of man cometh.
45 Who then is a faithful and wise servant, whom his lord hath made ruler over his household, to give them meat in due season?
46 Blessed is that servant, whom his lord when he cometh shall find so doing.
47 Verily I say unto you, That he shall make him ruler over all his goods.
48 But and if that evil servant shall say in his heart, My lord delayeth his coming;
49 And shall begin to smite his fellowservants, and to eat and drink with the drunken;
50 The lord of that servant shall come in a day when he looketh not for him, and in an hour that he is not aware of,
51 And shall cut him asunder, and appoint him his portion with the hypocrites: there shall be weeping and gnashing of teeth.
AMERICAN HIROSHIMA
Al-Qaida able to build nuke weapon inside U.S.
Determined terrorists with less than $10 million could murder 100,000 Americans within months November 2, 2006,1:00 a.m. Eastern,WorldNetDaily.com
WASHINGTON – Terrorists could assemble a small group of fewer than 20 to construct a Hiroshima-size nuclear bomb, purchase the fissionable uranium needed and transport it to the U.S. city of their choice for less than $10 million, says a new report published in the November-December issue of Foreign Policy. The Bomb in the Backyard was the result of the investigative work of Peter D. Zimmerman and Jeffrey G. Lewis. Zimmerman is professor of science and security in the Department of War Studies at King's College in London and previously served as chief scientist of the U.S. Senate Foreign Relations Committee and chief scientist of the U.S. Arms Control and Disarmament Agency. Lewis is executive director of the Managing the Atom Project at the Belfer Center for Science and International Affairs at the John F. Kennedy School of Government at Harvard. To put it in strictly commercial terms, terrorists would likely find a nuclear attack cost effective, they write in the article. The simple appeal of nuclear terrorism can be illustrated with a hypothetical situation. A failed nuclear detonation, one that produced only a few tens of tons in yield, could kill 10,000 people in just a few hours if the device exploded in a crowded financial center. Not only would 10,000 persons represent the upward limit of a conventional terrorist attack, but that figure would exceed the combined casualties in all of al-Qaida's attacks over the entire history of the organization.
And that's the worst-case scenario for the terrorists, the authors point out. If successful, the nuclear detonation would kill 10 times more people 100,000. Without giving away any information about the assembling of such a device that cannot already be found easily on the Internet, Zimmerman and Lewis construct a scenario for building a nuclear bomb within the U.S. for a budget of less than $10 million finding it can done with a small team of about 19, the same number of people involved in the Sept. 11 attacks. It is certainly possible that a terrorist group might not want to risk detection within U.S. borders and would prefer to make the bomb overseas, they write. But, for purposes of this hypothetical situation, we chose a scenario that would be far less uncertain for the terrorists by eliminating the risks of moving the bomb across a border.
In fact, the backyard bomb project came in under budget at $5.433 million. The authors said the project from start to finish would take no more than a few months. Once complete, the nuclear device itself is likely to be less than 9 feet long, said the report.
Although it would not fit easily in a sedan, it could be transported in a van or small panel truck with, say, a couple drivers and a couple more people to keep an eye on the device. The plotters could target any number of metropolitan areas and would be free to choose based entirely on their desire to travel unobtrusively and undetected, presumably across a large fraction of the United States. The authors warn that nuclear terrorism is still very much on the minds of al-Qaida, which began plans more than a decade ago for what it dubbed American Hiroshima, a nuclear attack on the U.S. As recently as September, they say, al-Qaida put out a call urging nuclear scientists to join its war against the West. Also in September, the new al-Qaida field commander in Afghanistan called for Muslims to leave theU.S.particularly Washington and New York in anticipation of a major terror attack to rival Sept. 11, according to an interview by another Pakistani journalist. Abu Dawood told Hamid Mir, a reporter who has covered al-Qaida and met with Osama bin Laden, the attack is being coordinated by Adnan el-Shukrijumah and suggests it may involve some form of weapon of mass destruction smuggled across the Mexican border.
Our brothers are ready to attack inside America. We will breach their security again, he is quoted as saying. There is no timeframe for our attack inside America; we can do it any time. As WND has previously reported, el-Shukrijumah is a trained nuclear technician and accomplished pilot who has been singled out by bin Laden and Ayman al-Zawahiri to serve as the field commander for the next terrorist attack on U.S. soil.
The terrorist was last seen in Mexico, where, on Nov. 1, 2004, he allegedly hijacked a Piper PA Pawnee cropduster from Ejido Queretaro near Mexicali to transport a nuclear weapon and nuclear equipment into the U.S., according to Paul Williams, a former FBI consultant and author of The Dunces of Doomsday.
He is an American and a friend of Muhammad Atta, who led 9/11 attacks five years ago, said Dawood. We call him Jaffer al Tayyar (Jafer the Pilot); he is very brave and intelligent. (President) Bush is aware that brother Adnan has smuggled deadly materials inside America from the Mexican border. Bush is silent about him, because he doesn’t want to panic his people. Sheikh Osama bin Laden has completed his cycle of warnings. You know, he is man of his words, he is not a politician; he always does what he says. If he said it many times that Americans will see new attacks, they will definitely see new attacks. He is a real mujahid. Americans will not win this war, which they have started against Muslims. Americans are the biggest supporters of the biggest terrorist in the world, which is Israel.
Mir reportedly interviewed Dawood Sept. 12 at the tomb of Sultan Mehmud Ghaznawi on the outskirts of Kabul. Dawood and the al-Qaida leaders who accompanied him were clean-shaven and dressed as Western reporters. The al-Qaida commander had contacted Mir by cell phone to arrange the meeting.El-Shukrijumah was born in Guyana Aug. 4, 1975 the firstborn of Gulshair el-Shukrijumah, a 44-year-old radical Muslim cleric, and his 16-year-old wife. In 1985, Gulshair migrated to the United States, where he assumed duties as the imam of the Farouq Mosque in Brooklyn. The mosque, located at 554 Atlantic Avenue in Brooklyn, has served as a hive for terrorist activities. It has raised millions for the jihad and has served as a recruiting station for al-Qaida. Many of the planners of the 1993 attack on the World Trade Center, including blind Sheikh Omar Abdel Rahman, were prominent members of this notorious house of worship. In 1995, the Shukrijumah family relocated to Miramar, Fla., where Gulshair became the spiritual leader of the radical Masjid al-Hijah Mosque, and where Adnan became friends with Jose Padilla, who planned to detonate a radiological bomb in midtown Manhattan; Mandhai Jokhan, who was convicted of attempting to blow up nuclear power plants in southern Florida; and a group of other homegrown terrorists.
Adnan Shukrijumah attended flight schools in Florida and Norman, Oklahoma, along with Mohammad Atta and the other 9/11 operatives, and he became a highly skilled commercial jet pilot, although he, like Atta and the other terrorists, never applied for a license with the Federal Aviation Commission. In April 2001, Shukrijumah spent 10 days in Panama, where he reportedly met with al-Qaida officials to assist in the planning of 9/11. He also traveled to Trinidad and Guyana, where virulent al-Qaida cells have been established. The following month, he obtained an associate's degree in computer engineering from Broward Community College.
During this time, he managed to get passports from Guyana, Trinidad, Saudi Arabia, Canada and the United States, according to Williams. He also began to adopt a number of aliases, including Abu Arifi, Jafar al-Tayyar, Jaafar At Yayyar, Ja'far al-Tayar, and Mohammed Sher Mohammed Khan (the name that appeared on his official FBI file). He traveled to Saudi Arabia and Pakistan, where he met with Ramzi Binalshibh, Khalid Sheikh Mohammed, and other members of the al-Qaida high command.
He also spent considerable time within al-Qaida camps in Afghanistan, where he received training in explosives and special operations. Following 9/11, el-Shukrijumah was reportedly singled out by bin Laden and al-Zawahiri to spearhead the next great attack on America. One plan was for a nuclear attack that would take place simultaneously in seven U.S. cities, leaving millions dead and the richest and most powerful nation on earth in ashes.
Muslims should leave America, said Dawood.
We cannot stop our attack just because of the American Muslims; they must realize that American forces are killing innocent Muslims in Afghanistan and Iraq; we have the right to respond back, in the same manner, in the enemy's homeland. The American Muslims are like a human shield for our enemy; they must leave New York and Washington.Mir, the journalist, has reported previously that al-Qaida has smuggled nuclear weapons and uranium into the U.S. I am saying that Muslims must leave America, but we can attack America anytime, he said. Our cycle of warnings has been completed, now we have fresh edicts from some prominent Muslim scholars to destroy our enemy, this is our defending of Jihad; the enemy has entered in our homes and we have the right to enter in their homes, they are killing us, we will kill them.
The next war is imminent

Israeli news media reported this week that the next war between Israel and the Arabs is expected to break out in summer 2007, and that the IDF is doing everything to ensure it will be ready when the time comes. But foreign journalists, also this past week, have estimated that Israel could clash with the Syrian army and Lebanon's Hizb'allah before the end of 2006.In that event, given that this time-window closes in less than eight weeks's time, it is unclear how ready Israel's defense forces will be.Ha'aretz said Monday that Syria and Hizb'allah the former an Iranian ally, the latter an Iranian proxy force are likely to start a war against Israel next summer.
This is the assessment of Israel’s senior military echelon that, according to that paper is making all preparations to ensure maximum preparedness in advance of summer 2007.
Reporting for London’s The Daily Telegraph on November 3, John Keegan said Israel would soon have to strike Hizb’allah hard. The Lebanese terrorist organization had reconstructed its fortified zone in southern Lebanon and was racing to replenish its depleted missile supplies.Hiz’ballah is also creating a fortified zone in the Gaza Strip and building up its stocks of missiles there. The outcome of all this arms buildup would soon see Israel once more facing a missile attack on two fronts. Keegan’s deduction: The conflict is inevitable and unavoidable.
What is certain is that probably before the year is out Israel will have struck at Hizb’allah in southern Lebanon,he wrote. One reason the IDF believes in an inevitable attack is the Arab sense that Hizb'allah came out on top of the war last July. The IDF's inability to stop the Katyusha and other missile fire from Lebanon into the north of Israel, and its ongoing powerlessness to put an end to Kassam rocket fire from the Gaza Strip, have badly eroded its deterrence.
Following the July war in which Israel failed to achieve any of the goals it announced when it decided to attack southern Lebanon Jordan's King Abd'allah told Time Magazine that, in the Arab mind, Israel was no longer considered an invincible force.

NATO chief tells EU not to replicate army tasks
06.11.2006 - 16:15 CET | By Mark Beunderman
EUOBSERVER / BRUSSELS - The EU should not replicate NATO's military tasks and do more instead to help the alliance with civilian work like policing in Afghanistan, NATO secretary-general Jaap de Hoop Scheffer has urged.
We need to break the deadlock between the EU and NATO, the NATO chief said on Monday (6 November), while sketching a far-from-perfect picture of global security co-operation between the two organisations. Speaking at a meeting of the Security and Defence Agenda, a Brussels think-tank, Mr De Hoop Scheffer stated that it is remarkable how narrow the common agenda of the two institutions remains.
The two Brussels-based organisations - both engaged in security and peacekeeping operations around the globe - too often try to do the same thing rather than complement each other, according to the Dutchman. We should get away from replicating each other's initiatives, he said pointing to recent irritation between EU and NATO on help to the Sudanese region of Darfur as one example.
The two bodies last year clashed on who should co-ordinate an airlift for African Union peacekeepers to the war-struck region, a discussion which Mr De Hoop Scheffer said was very unhealthy as it was clear this was a NATO, not an EU task. The NATO chief said he is in favour of the EU developing its own defence identity, but added that much of the added value of the union lies in civilian tasks. The training of police in Afghanistan, for example, is typically something the EU could do but which is not enough on the EU's radar screen, he said, with Germany already making efforts in this area.
Formal co-operation stagnating
Mr De Hoop Scheffer's call on the EU to better complement NATO fits into his vision of transforming NATO itself which he also outlined on Monday. He said the alliance, which currently has 50,000 soldiers deployed in missions in three continents, should work closer together with international organisations which specialise in reconstruction and development of conflict areas. Again pointing to the example of Afghanistan where NATO operates under a UN mandate he said this country needs a civilian answer but added we are neither a relief organisation nor a reconstruction agency. He called upon European NATO ministers to also take the alliance's concerns into account when meeting in an EU or other multilateral capacity. I need their support even more when they meet in an EU framework...or in international donor conferences, he said.
EU-NATO co-operation is currently formalised under the so-called Berlin-plus arrangements which include EU access to NATO planning capabilities in crisis operations as well as the exchange of classified information. But Mr De Hoop Scheffer suggested these official channels are stagnating, proposing informal meetings of EU and NATO defence ministers to break the deadlock.
If it can't be done in a formal way, let's then find any formula, he said.
Poland moots EU army
The NATO chief's proposals follow more ambitious plans by Polish president Lech Kaczynski, who suggested a 100,000-strong EU army, tied to NATO.
The Polish leader told the Financial Times on Monday that at the moment we have the situation where the EU needs about 8,000 troops in Lebanon and there is a problem where to find them. The EU should be prepared for situations when not just 8,000 but as many as 25,000 to 30,000 soldiers are needed, he said. Mr De Hoop Scheffer also referred to the Lebanon troop shortages, pointing to the fact that there is an increased competition for troops with several multilateral operations going on at the same time across the globe. The UN force in Lebanon is comprised of exactly the same forces used in Afghanistan, he said. Last week saw clear indications of military overstretch among EU states with Germany and the UK considering pulling out troops from Bosnia and Herzegovina due to engagements elsewhere in the world. The EU is currently running a 7,000 strong military force in the Balkan country having taken over the task from NATO in 2004.
FALSE TEACHERS,PROPHETS,DECIEVERS
MATTHEW 24:4-5,11,24-25
4 And Jesus answered and said unto them, Take heed that no man deceive you.
5 For many shall come in my name, saying, I am Christ; and shall deceive many.
11 And many false prophets shall rise, and shall deceive many.
24 For there shall arise false Christs, and false prophets, and shall shew great signs and wonders; insomuch that, if it were possible, they shall deceive the very elect.
25 Behold, I have told you before.
1 TIMOTHY 4:1-2
1 Now the Spirit speaketh expressly, that in the latter times some shall depart from the faith, giving heed to seducing spirits, and doctrines of devils;
2 Speaking lies in hypocrisy; having their conscience seared with a hot iron;
MARK 13:22-23
22 For false Christs and false prophets shall rise, and shall shew signs and wonders, to seduce, if it were possible, even the elect.
23 But take ye heed: behold, I have foretold you all things.
2 TIMOTHY 3:13
13 But evil men and seducers shall wax worse and worse, deceiving, and being deceived.
ECUSA's Incoming Leader: Homosexuality Not a Choice, Jesus Not the Only Way Comments by Jefferts-Schori During Interview Appear to Contradict Scripture By Jody Brown and Allie Martin,November 2, 2006
As we all know this Lukewarm False Preacher is now the leader of the church now........BOOOOOOOOOOOOOOO
(AgapePress) - She says she doesn't consider Jesus Christ to be the only way to God. She says she believes God makes some people gay.And she's soon to be the leader of a mainline Protestant denomination in America.
In his letter to the Colossians, the Apostle Paul writes that in Christ all the fullness of the Deity lives in bodily form (Col. 2:9, NIV). But in an interview this week with Associated Press, Bishop Katharine Jefferts-Schori who is to be installed on Saturday as the first female presiding bishop of the Episcopal Church USA stated that Christians should not say that Jesus is the only way to God. If we insist we know the one way to God, she said, we've put God in a very small box.
In John 14:6, Jesus in responding to a question posed by the disciple Thomas said: I am the Way and the Truth and the Life. No one comes to the Father except through me. But Jefferts-Schori says she disagrees with the idea that salvation comes only through trusting in Jesus Christ. It's this sense that one person can have the fullness of truth in him or herself, rather than understanding that truth is like God more than any one person can encompass, stated the soon-to-be ECUSA leader.Jefferts-Schori says she views salvation as the healing of all Creation through holy living. I understand salvation as being about the healing of the whole creation.
Your part and my part in that is about holy living, she offered. As Christians we understand [salvation] as relationship with God in Jesus, but that does not mean that we're expected to judge other people's own commitments.
Where does she stand on the issue of homosexuality? The Episcopal Church has been embroiled for years in a debate over the ordination of homosexual clergy and blessing ceremonies for same-sex couples. Jefferts-Schori supports both and in fact, she voted in 2003 to confirm her denomination's first openly homosexual bishop, V. Gene Robinson. She told AP that she does not believe the Bible condemns committed homosexual relationships. God, she says, made some people gay.Sexual orientation is pretty clearly defined at a very early age, before the age of reason. It's not a choice, she said. In that case, a person of faith would need to say that it's a piece of how one is created. Consequently, she says, the Church should offer what she calls a sacramental container to help homosexuals find holy ways of living in relationship.
Scriptures in the Bible about homosexual acts being sinful, she says, are misunderstood. They're not about what today we see as mature human beings entering into committed relationships with each other on a full and equal basis, says Jefferts-Schori, who believes such committed relationships can be blessed. The religious community's job, really, is to help all human beings find healthy and whole and holy ways of living in relationship.
Run, Don't Walk
Canon David Anderson is president of the American Anglican Council, a group of conservative clergy and lay people from the Episcopal Church.
Anderson says he's not surprised at the recent comments by Jefferts-Schori, and offers what he sees as the only option for those still in churches aligned with ECUSA.I think they need to run, not walk, to the exit and find an orthodox Episcopal church, suggests Anderson.
According to Anderson, the Episcopal Church cast off biblical beliefs long ago in favor of postmodernism. Jefferts-Schori's comments, he claims, is merely in harmony with that. Her remarks with regard to the plurality of ways to God are consistent both with what she has said before and with what the top level of leadership in the Episcopal Church has been saying now for probably a decade, says Anderson.Associated Press reports that eight Episcopal dioceses have asked Archbishop of Canterbury Rowan Williams, who heads the world Anglican Communion, to put them under a leader other than Bishop Jefferts-Schori. But the Episcopal Diocese of Dallas says it is not one of those dioceses asking Williams to appoint a conservative national leader to oversee them.Dallas Bishop James Stanton said in a statement earlier this week that he still disagrees with the direction of the Episcopal Church, but that the language in the request from the other dioceses rejecting incoming Jefferts-Schori and seeking an alternate leader had caused confusion and some anxiety in his diocese. Digital Angel Corporation Awarded Patent for Breakthrough Glucose-Sensing RFID Microchip Wednesday October 25, 10:00 am ET Implantable Microchip Allows Diabetics to Accurately and Conveniently Monitor Glucose Concentration Levels
SOUTH ST. PAUL, Minn.(BUSINESS WIRE)The U.S. Patent and Trademark Office has granted Digital Angel Corporation (AMEX: DOC - News) a patent for its syringe-implantable glucose-sensing RFID microchip, Digital Angel announced today. The RFID microchip measures the glucose concentration levels of diabetic patients and will be marketed and distributed by Digital Angel's sister company, VeriChip, as an extension to the company's products benefiting people.A glucose-sensing microchip could profoundly impact the 230 million people worldwide living with diabetes, said Digital Angel CEO and President, Kevin McGrath.
Patent approval for this RFID microchip is a major step in bringing this life-altering technology to market. It also underscores Digital Angel's commitment to innovation, product development and rapid growth.
Checking blood glucose levels regularly is critical to properly managing diabetes. The conventional method a finger prick is invasive, painful and often inaccurate. The implantable bio-sensor chip has a passive transponder, glucose sensor and integrated circuitry that allow anyone implanted with the microchip to painlessly scan it to determine their level of glucose concentration. The RFID microchip quickly and accurately transmits the glucose data back to a wireless scanner that displays the glucose level. The RFID microchip is powered by the scanner signal, avoiding the need for a battery in the microchip. This is a landmark development in the world of diabetes management, said Dr. Joseph Feldman, Chairman of the Emergency/Trauma Department of Hackensack University Medical Center. The current process for monitoring blood sugar levels is painful, cumbersome and discouraging, and especially burdensome for the young and the elderly. By having this technology, the process becomes effortless. This glucose-sensing RFID microchip is the next great step in implantable microchip technology.
Digital Angel, a leading producer of electronic tags for livestock, pets, fish and humans, foresees expansion beyond the human market for the glucose-sensing RFID microchip. According to the company, diabetes is a major disease issue in animal livestock today.
As a result, the glucose-sensing RFID microchip could have an equally significant impact in monitoring the glucose levels in livestock animals. We recognize that extensive work is required to commercialize this product, including the time and investment required for development, clinical trials and FDA approval, said McGrath. Still, we view this as an incredibly important advancement in the world of diabetes management.Digital Angel is seeking international patent protection covering the same glucose-sensor RFID technology. The company, in conjunction with VeriChip Corporation, its exclusive licensee in the area of human implantable identification products, is in the process of naming this product. The patent, No. 7,125,382 was granted on October 24, 2006 and is titled Embedded Bio-Sensor System.

Panama wins new UN council seat
Panama will succeed Argentina on the council.Panama has been elected as a non-permanent of the United Security Council ending weeks of deadlock. Its candidacy received 164 votes in the 192-member UN General Assembly. It takes the two-year seat on 1 January. The expected endorsement came after 47 rounds of voting failed to produce a winner between US-backed Guatemala and its Latin American opponent, Venezuela. The US had opposed Venezuela's candidacy because of its strained relations with President Hugo Chavez.Panama will now succeed Argentina on the 15-member Security Council. Guatemala gathered more support in nearly all the previous rounds, but neither side was able to achieve the two-thirds majority needed. Five permanent members.Ten elected to serve two-year terms. Each year five elected members change, within regional blocs.Arab state always represented in Africa or Asia bloc
UN image hindered by row
Diplomats said that Mr Chavez's now infamous speech to the UN General Assembly in September, during which he compared US President George W Bush to the devil, had damaged his country's standing.
Five of the 15 UN Security Council seats are held permanently by China, the US, Russia, the UK and France. The others are held by regional blocs from Africa, Latin America, Asia, Western Europe and Eastern Europe. Other regional seats, which are rotated every two years, went to Indonesia, South Africa, Italy and Belgium in the first round of voting last month.

Serbian FM: Arabs blocking peace talks
By HILARY LEILA KRIEGER AND TOVAH LAZAROFF
The main obstacle to peace in the Middle East is the stubborn refusal of certain Arab countries and organizations to recognize Israel's right to exist, Serbian Foreign Minister Vuk Draskovic declared Sunday while on a visit to Jerusalem, which he called the capital of Israel.
I fully understand the fear of the Jewish people, because refusal to recognize the existence of Israel must remind Jews of the Holocaust and seem a demand for a new annihilation, and this couldn't be a basis for negotiations, Draskovic told The Jerusalem Post.Draskovic said he could well understand the importance of recognition for Israel since the lack of recognition of Serbia's territorial claims to Kosovo form the central cause of the conflict there between the province's Albanian Muslim majority and its tiny Serbian minority.
Others have asserted that Serbia is at fault for not recognizing the right to self-determination of Albanians in the region. One of Draskovic's chief goals in coming to Israel was to garner support for Serbia in its bid to retain control of the strife-ridden province, which he described as the Serbian Jerusalem because of its central place in Serbian history and religious tradition. Draskovic said the parallels between the experiences and treatment of Israel and Serbia by the international community should draw the two countries together. He alluded to criticism in the UN and media. Many newspapers are writing that Israel is terrorist No. 1 in the Middle East [and] that Serbia is terrorist No. 1 in the Balkans. We're not. This is the wrong perception of us both of us, he said. We have to support each other.
To that end, Israel and Serbia signed two memoranda Sunday, one easing certain visa restrictions and another pledging bilateral cooperation. Draskovic also met with Prime Minister Ehud Olmert, Foreign Minister Tzipi Livni and opposition leader Binyamin Netanyahu.Draskovic said he was fully satisfied with Israel's response to his requests concerning Kosovo. At a joint press conference, Livni said, I believe in an agreed solution and in compromise and bilateral discussions, and not in forcing both sides to accept something that is being enforced from the outside. Kosovo, while nominally under Serbian jurisdiction, is currently being run by the United Nations Mission in Kosovo in anticipation of a final-status resolution. Draskovic stressed the centrality of Jerusalem, referring to it as the capital of Israel. But the Serbian ambassador to Israel, Miodrag Isakov, indicated that the country has no immediate plans to move the embassy to Tel Aviv.
Jerusalem is the capital of Israel, he said. Where the administrative capital is [located] is less important. More important is that we do recognize and admit Jerusalem as a capital. Those efforts are being led by the same quartet the US, EU, UN and Russia that spearheaded the road map and is working to find accommodation between Israelis and Palestinians.
If there is any question about Israel's right to exist, the Serbian foreign minister said, then the quartet states also have no right to exist, because the historical roots of all of them are here. Draskovic, a devout Christian, will be visiting Jerusalem's Old City, Nazareth and Galilee during his three-day stay. He will meet with representatives of the Orthodox Church but not Palestinian officials. Those comments reflected Serbia's position on the issue, according to Draskovic.

US official: Israel won't bomb Iran,By TOVAH LAZAROFF
Iran's nuclear facilities are too vast to be destroyed by a single air attack so Israel is unlikely to bomb it to forestall Iran from developing a nuclear bomb, a senior United States official said on Tuesday. We do not have enough information about the Iranian nuclear program to be confident that you could destroy it in a single attack. The worst thing you could do is try and not succeed, the official said. He spoke in advance of Prime Minister Ehud Olmert's visit to Washington next Sunday. In considering Israel's military options regarding the Iranian nuclear threat, the official said one should not be swayed by the ease with which Israel
destroyed Iraq's nuclear program in 1981 with a single raid against the Osirak nuclear reactor. This is a much more difficult problem militarily than taking on Saddam Hussein's [nuclear] program, he said. In Iran there are as many as 200 sites that are part of their nuclear program, although some are more important than others, he noted.
As a result, he said, I do not see that Israel is going to do something like that. ... In all our conversations, thus far, Israel has stressed that this is an international problem. Israel does not want to make it an Israeli problem. Israel is committed to the political approach that the international community it taking, added the official. Foreign Minister Tzipi Livni concurred in speaking to The Jerusalem Post. Livni said that control of the nuclear game was in the hands of the great powers. She added, I expect that the [key international players] will go for sanctions - and severe sanctions, not soft ones for their own sake. The US official said the text of UN sanctions against Iran would be discussed with Olmert when the Israeli leader met with the US President George Bush in Washington next Monday. The hope, he said, is to prevent an arms race in the region by changing the policies of the regime. Still, he said, the fear that Iran would soon have the capacity of producing nuclear weapons has had some positive effects on the Israeli-Palestinian conflict. It is pushing moderate Arab states to work to resolve the problem.
They want to reduce to the greatest extent possible the friction created by the Israeli-Palestinian dispute, he remarked. Regarding Iraq, he said, I do not see the United States withdrawing from Iraq in the next two years. He did not believe such a withdrawal would promote stability. He spoke of the close ties between Israel and the United States, but noted that there were some disagreements.
The US is asking Israel to stop its surveillance flights over Lebanon and to find the intelligence information they provide from other sources. The US, he said, shares Israel's concern that Syria and Iran may not be abiding by the arms embargo imposed on Hizbullah and said the embargo needed to be monitored. We strongly support Israel's right to defend itself and we recognize the value of some of these flights, said the official. The risk, he said, is that the overflights provide a pretext for Hizbullah to accuse Israel of not abiding by UN resolution 1701, which calls for Israel to withdraw from Lebanon.
In the absence of the over-flights, he declined to explain how Israel would acquire surveillance information. Equally in Gaza the US respects Israel right to defend itself against Hamas rockets launched into Israel, but at the same time it should minimize operations in Gaza. At this time we think a military strategy alone is not sufficient, there has be a political component, he asserted.According to the official, the United States is not directly involved in talks on the release of the two IDF soldiers Ehud Goldwasser and Eldad Regev that were kidnapped by Hizbullah in July 2006. I believe that the process has moved forward but until it reaches results, we can not talk about progress, he said. David Horovitz contributed to this report.
One Jerusalem Needs Your Help!
Western Wall at Night
Dear Friend of Jerusalem,
The fundamental question comes down to this:Is Jerusalem the capital of the Jewish people or is it the Arab capital of Palestine? One Jerusalem was born when supporters of Israel felt helpless, as they watched an Israeli Prime Minister and an American President offer Yasser Arafat the opportunity to make Jerusalem the Palestinian capital of a terrorist state.
OneJerusalem.org became the driving force of a movement to insure that Jerusalem remains the heart and soul of the Jewish people. Within months of our establishment, we launched an Internet petition and organized the largest rally in Israel’s history. Four hundred thousand men, women, and children celebrated Jerusalem as the capital of the Jewish nation. Even the New York Times ran a picture of the historic event.Today, One Jerusalem continues its educational and advocacy efforts on behalf of Jerusalem and the State of Israel.
In June of this year, One Jerusalem began a unique program to create a dynamic pro-Israel, pro-American Internet community to help circulate our ideas around the globe. The experiment turned into an ongoing success story. Our News-maker interviews have broadened the circulation of the ideas of Natan Sharansky, Dore Gold, Generals Yaalon and Amidror, Senator Rick Santorum, Mark Steyn, and many others.
The success of this project has paid off in several ways, in addition to spreading the important ideas of our guests. For example, when Reuters instigated a story that Israel had targeted civilians in Lebanon, One Jerusalem alerted many of the biggest bloggers in the United States, and directed them to a British blogger who exposed Reuter’s charade. One Jerusalem’s networks in Europe and the United States quickly pointed out that the Reuters photos were doctored and inaccurate. In less than a week, Reuter’s pulled down the photographs and admitted that the Arab photographer doctored this, and many other images, over the course of years of anti-Israel reporting.
We continue to expand our efforts every day and you can help. While we work on a very modest budget, we can be even more effective in spreading our message if you would make a generous contribution today. We would like triple the size of our in-house list, expand our coverage of events that the Mainstream media ignores, and continue growing our Internet community -- these efforts will cost us about $250,000. We hope you will help us reach our goals. No organization delivers as much bang for the donor's buck. I think you will agree.
Sincerely,
Allen Roth and David Goder

Intense rainfall causes flooding, evacuations in southern British Columbia Stephanie Levitz, Canadian Press

CHILLIWACK, B.C. (CP) - Water levels began falling in the eastern Fraser Valley late Monday but residents of 200 homes were still being kept out of their homes. It looks like the river has stopped rising and we anticipate a quiet overnight, said Jane Sowik of the Fraser Valley Regional District. Heavy rains that pelted the region Sunday and Monday ended, allowing river levels to drop by about one metre, Sowik said. But officials did not rescind the evacuation order that forced residents in threatened neighbourhoods of out of their homes earlier. It was not clear how many homes were flooded. Crews packed up for the night and would evaluate conditions in
the morning, Sowik said.
Besides Chilliwack, 100 kilometres east of Vancouver, rain-swollen rivers threatened several parts of southwestern B.C., forcing evacuation alerts in Maple Ridge, near Vancouver, and Hope, at the eastern end of the Fraser Valley. A mudslide near Hope also closed Highway 3 in both directions near the junction with Highway 5. An intense frontal system slammed the area shortly after nightfall Sunday, swelling coastal rivers already brimming after several days of heavy rain. Environment Minister Barry Penner was in the Chilliwack River Valley and reported some flooding in the area. In one moment it's dry. I even saw some blue sky. And then literally a minute later it's a downpour, Penner said as he watched people from one house carry their belongings out while water seeped into their living room. About 150 homes were put on evacuation alert near Hope, about 150 kilometres east of Vancouver as work crews watched the rising Coquihalla River and Silver Hope Creek overnight. A flood warning also was in effect along the Tulameen River near Princeton.
Residents of 130 homes in the Vancouver suburb of Maple Ridge were put on evacuation alert as the Alouette River escaped its banks.
But it was in Chilliwack where a local state of emergency forced people from their homes. With the rain continuing and the darkness upon us . we decided that it was time to get more folks out of there, said Mayor Clint Hames. They came by around 8 p.m. and told us we had an hour to leave, Gilles Bouvier, 62, said while registering at one of the local evacuation centres. Since the river was already going down I wasn't sure why we had to go, but I guess it can always turn. Bouvier and his wife were sent to a nearby hotel. Workers said many people were staying with family and friends in the area. In 16 years this has never happened to me, said Lori Nash, 42. It all happened so fast. One minute we're home, the next they are telling us to get out. In Langley, about 40 kilometres southeast of Vancouver, some construction workers had to rescue four 12-year-old boys almost swept into the raging Nicomekl River as they tried to cross a footbridge.
The boys were returning to school after lunch but misjudged the current over the flooded bridge. The construction workers retrieved the boys, using a safety line cobbled together from rope and a compressed-air hose to rescue one who was stranded in the current.
The boys were not hurt although one suffered minor hypothermia. Allan Chapman, the head of the Environment Ministry's river forecast centre, said the storm brought some of the highest rates of rainfall ever measured at a number of sites throughout the south coast. The rain was blamed on the Pineapple Express, a subtropical jet stream that brings warm, moist air from the south Pacific Ocean to the West Coast. The term has also come to be used to describe the intense rainstorms that sweep in from the ocean in the early fall and winter. Such storms can pose a two-pronged threat to coastal British Columbia since precipitation falls as rain instead of snow in the mountains.
That increases the runoff into the local rivers, while it also melts the snow lying at lower altitudes, adding even more water to swollen stream and river beds. Some areas saw 200 to 350 millimetres of rain since Thursday afternoon, Chapman said from the headquarters of the Provincial Emergency Program. Showers were forecast for southwestern B.C. on Tuesday. On Vancouver Island, Chapman said, officials were seeing high flows on the Cowichan, Chemainus and Englishman rivers. Across the border in Washington state, an elk hunter from Seattle died when his pickup truck was swept into the Cowlitz River in southwest Washington, authorities said. Gov. Chris Gregoire declared a state of emergency for 18 counties, authorizing the National Guard to activate and the state Emergency Management Division to co-ordinate assistance. National Guard troops were sent to rescue a unknown number of people in eastern Skagit County near the Canadian border who had not headed a recommendation to evacuate. The Canadian Press 2006
Tornado kills at least nine in northern Japan
Tue Nov 7, 2006 2:30am ET
TOKYO (Reuters) - At least nine people were killed, at least 20 injured and others trapped under rubble when a tornado hit northern Japan on Tuesday, local officials said.Officials said the tornado demolished two prefabricated buildings at a construction site, about eight private houses and a factory. Two people were still missing, said an official at the fire department in Engaru, on the northeastern part of Japan's northern island of Hokkaido. He added that rescue efforts were being hampered by rain and a power blackout. The official said 15 people had been taken to hospital by ambulance and others had gone by themselves. About 40 workers had been employed at the construction site, he said.Television footage from the town of Saroma showed workers trying to rescue those still trapped in the collapsed prefabricated buildings, which a town official said were being used as temporary dormitories for construction workers.Fire engines and ambulances were at the site, where crushed cars could be seen along with lumber and other scattered debris.TV showed several houses reduced to rubble and at least one home with its roof torn off.

Washington state hit by flooding
By DONNA GORDON BLANKINSHIP Associated Press Writer
SEATTLE — Heavy rain brought mudslides and warnings of record flooding to western Washington, killing at least one person and forcing rescues by the National Guard.Gov. Chris Gregoire declared a state of emergency for 18 counties, authorizing the National Guard to activate and the state Emergency Management Division to coordinate assistance. More than six inches of rain fell in 24 hours in some areas, the National Weather Service reported.About 200 to 225 elk hunters were evacuated Monday from hunting camps near the Cowlitz River, said Lewis County Sheriff Steve Mansfield. Twenty-year-old elk hunter Andy McDonald of Seattle died when his pickup truck was swept into the Cowlitz River in southwest Washington, authorities said. His body was recovered late Monday.
A sheriff's helicopter in Snohomish County, just north of Seattle, rescued several transients stranded on a sandbar where they had been camping. More than 100 students at an environmental camp in southwest Washington were evacuated, for fear that high water would cut access to the camp.More than a dozen Guardsmen were sent late Monday to eastern Skagit County near the Canadian border, with the Skagit River expected to reach record levels, to rescue an unknown number of people, said county spokesman Don McKeehen. Another 150 troops were expected Tuesday. Those rescued had not heeded a recommendation to evacuate before waters blocked their escape route from several small towns near Concrete, McKeehen said.In the King County town of North Bend,
about 30 miles east of Seattle, the Snoqualmie River slopped over a levee, prompting emergency officials to urge residents of two neighborhoods to evacuate, county spokesman David Tushin said Monday night. He could not estimate how many people might be affected.
A large mudslide near Skykomish, northeast of Seattle, blocked eastbound lanes of U.S. Highway 2, a major east-west route across Washington, while a mudslide earlier Monday near Tacoma delayed an Amtrak passenger train.Mayor Bud Norris of the Skagit County city of Mount Vernon declared a civil emergency late Monday, pleading for volunteers to help in a round-the-clock sandbagging operation in the downtown business area. The Skagit River was expected to crest early Wednesday in Mount Vernon.
Officials at Mount Rainier National Park, which had more than 10 inches of rain in the 24 hours ending Monday afternoon, closed the main park road, turned visitors away and sent employees home early via the only exit road open.We want to prevent visitors getting trapped inside the park. The road is vulnerable to washouts in several key places, and there is only one way out, superintendent Dave Uberagua said.
The National Weather Service warned officials in Skagit County where the Guard performed its rescues to expect worse conditions than in 2003, when flooding caused $17 million in property damage in Concrete and 3,400 households were evacuated, he said. The warm-weather rainstorms, propelled by air currents from Hawaii in a pattern called the Pineapple Express, could cause flooding of record proportions, the weather service said. Several rivers had already jumped their banks. As of early Monday afternoon, Stampede Pass on the Cascade crest east of Seattle had more than 8 inches of rain in the previous 24 hours, while Seattle-Tacoma International Airport recorded nearly 4 inches. Most rivers were expected to crest Tuesday.
Flash floods kill 18, injure 20 in Iraq Mon Nov 6, 2:49 PM ET
KIRKUK, Iraq - Flash floods caused by heavy rain killed 18 people and injured 20 in northern Iraq, a provincial governor said Monday. The heavy rains began late Sunday, mainly in five villages in the Khalifan district in the Irbil province, Gov. Nawzat Hadi said. The floods destroyed nine bridge and several houses, he said. Nine of the dead were members of one family. Three of them were children.Heavy rain and thunderstorms hit different parts of Iraq in the past two days.

Wildfire Backs Away From Homes
300-acre Calif. wildfire backs away from homes as crews work to contain it
RIALTO, Calif., Nov. 6, 2006,By JACOB ADELMAN Associated Press Writer
(AP) A wind-driven wildfire scorched more than 300 acres of brush on Monday, torched an industrial yard and forced the evacuation of two schools, officials said. The blaze 60 miles east of Los Angeles had threatened 100 homes earlier in the day, but firefighters corralled the fire enough to call off firefighting aircraft within several hours, fire officials said. The fire was 30 percent contained by the afternoon, but firefighters remained on edge because the erratic wind, which was gusting to 40 mph, could bring the blaze back to life. There is a danger of sparks and embers blowing downwind that could restart things, said Steve Hansen, a spokesman for the San Bernardino County Fire Department. No injuries were reported. The cause was under investigation.
The fire began Monday morning and burned fiercely for a time on vacant land across a street from a neighborhood, prompting officials to urge several businesses to evacuate. The fire burned stacks of pallets in an adjacent industrial area, causing an estimated $1 million in damage. An elementary school and a middle school were evacuated because of the smoke, which was carried by the wind all the way to the coast, about 80 miles away. More than 50 children were evacuated from both schools, a school official said.
The fire was at the foot of notoriously windy Cajon Pass near the junction of Interstates 215 and 15. I-15 is the main road from Southern California to Las Vegas.Associated Press writer Solvej Schou in Los Angeles contributed to this report.

Scientists to mix cells of humans and cows
By Nic Fleming, Science Correspondent
Last Updated: 3:10am GMT 07/11/2006
British scientists have applied for permission to create embryos that are part-human, part-animal.
Two teams of researchers yesterday submitted applications to the Human Fertilisation and Embryology Authority to carry out experiments in which human cells will be fused with rabbit, cow and goat eggs.A microscope revealing human embryonic stem cells. They want to create early-stage chimeric embryos that would be 99.9 per cent human and 0.1 per cent animal in order to produce embryonic stem cells the body's basic building blocks that can grow into all other types of cells.
Opponents called the plans abhorrent yesterday and claimed that scientists were undermining the whole distinction between animals and humans.Chinese scientists have previously shown it is possible to harvest stem cells from embryos created by fusing human cells with rabbit or cow eggs. If licences to remove the nuclei from animal eggs, replace them with human cells and then grow stem cells are granted, the resulting embryos would be destroyed at 14 days when they are no bigger than a pinhead.
Until now therapeutic cloning has been carried out using human eggs from consenting IVF patients, but these are in short supply.Prof Robin Lovell-Badge, of the National Institute for Medical Research, said: This is a very rational step: to learn what you can using animal eggs, which are readily obtainable, before moving on to valuable human eggs when or if this becomes necessary.Dr Stephen Minger's group at King's College, London, want to use the cloned hybrid embryos to create embryonic stem cells carrying the defects responsible for conditions such as spinal muscular dystrophy, Parkinson's and Alzheimer's.Dr Minger said: We are concerned that the current state of the technology means that hundreds of eggs from young women will be required to generate a single human embryonic stem cell line. Therefore we consider it more appropriate to use non-human eggs from livestock as a surrogate to generate these disease-specific cell lines until the efficiency of this procedure is improved.
The Human Fertilisation and Embryology Act 1990 makes it illegal to mix human and animal eggs and sperm.
But there is an established exception in the so-called hamster test, by which fertility doctors test the quality of human sperm by fertilising a hamster egg and then destroying it no later than the two-cell stage. The HFEA is known to have consulted lawyers on whether it has the power to approve yesterday's applications. Their legal advice was that it did fall within their remit because the vast majority of the tissue involved would be human. But opponents will point out that, however small, the quantity of non-human material involved should mean that it falls outside their powers.Dr Minger said that when it came to implanting human cells into animal eggs there was a regulatory void. He added: Part of the reason we are doing this is to get some sort of clarification.
Dr Lyle Armstrong and five colleagues at the North East England Stem Cell Institute in Newcastle want to insert human skin cells into cow eggs to study how eggs can reprogramme adult tissues into more primitive cells.Their eventual aim is to develop a way of creating stem cells that could be used to grow new tissue such as liver, heart and muscle cells that genetically matches individual patients. This could then be transplanted without the risk of it being rejected by the immune system.Josephine Quintavalle, the director of Comment on Reproductive Ethics, said: This is abhorrent. It sounds like the craziest kind of science imaginable.
There is a basic human feeling that animals and humans do not mix in these areas. I think the public will be very upset by this because it makes people feel uncomfortable.Calum MacKellar, from the Scottish Council on Human Bioethics, said: In the history of humankind, animals and human species have been separated.
In this kind of procedure you are mixing at a very intimate level animal eggs and human chromosomes, and you may begin to undermine the whole distinction between animals and humans.
The HFEA, which would undertake regular audits of the laboratory work, is expected to reach decisions on the licence applications in around three months. But critics believe it will find in favour because, they claim, the regulator is trying to push the boundaries of reproductive medicine.

Israeli Sheikh: Temple Mount is Entirely Islamic
By Hillel Fendel(INN)
Responding to a plan to build a synagogue on Judaism's most sacred site, Sheikh Raad Salah warns that the entire complex is Moslem. Islam was founded 550 years after the Jewish Temple was destroyed. Sheikh Raad Salah head of the Islamic Movement in Israel, a Hamas supporter, and an outspoken enemy of Israel warns that Israeli plans to build a synagogue on the Temple Mount could lead to violence and bloodshed. The day will never come when a Moslem or an Arab will have the right to cede even one foot of the Al-Aqsa Mosque or of Jerusalem, the Sheikh's Al-Aqsa movement announced. The Temple Mount in Jerusalem was the site of the two Jewish Holy Temples, the first of which was built by King Solomon in the year 832 BCE, close to 1,500 years before Islam was founded. For most of the next 1,000 years, Holy Temples stood on the site, until the Romans conquered the entire land and destroyed the Second Temple. Though the area came under the control of the Romans, Byzantines, Moslems, Christians, Turks, British and others over the coming centuries, Jerusalem and the Temple Mount were always the focus of Jewish religious and national yearnings and continued to be the Jews' capital in exile. In the Six Day War of 1967, the modern state of Israel liberated the Temple Mount area, placing all of Jerusalem under Jewish control once again after a hiatus of 1,900 years.
Israel, however, never actualized its sovereignty over the holy Temple Mount site, but rather granted the Moslem Waqf nearly total control. Jews, in fact, have not been allowed to pray there ever since then-Chief IDF Rabbi Shlomo Goren led a prayer service there on the first Tisha B'Av after the liberation. As Arutz-7 reported nearly two months ago, MK Uri Ariel (National Union) is preparing a plan for the construction of a synagogue on the southeastern corner of the Temple Mount. The plan must be approved by the Jerusalem municipality's planning committee an unlikely eventuality and Ariel is set to meet with rabbis and public figures on the issue later this week. MK Ariel notes that such a building would rectify a historic injustice, and that every Supreme Court ruling on the issue has recognized the right of every Jew to pray on the Temple Mount. The synagogue will not interfere with believing Moslems who wish to pray at the Al-Aksa Mosque, Ariel said. On the contrary, this is an opportunity for the Moslem world to demonstrate and prove that it is tolerant enough.
The Moslem world is not jumping at said opportunity. The announcement by Sheikh Salah's organization states, We hereby warn aloud about the existence of a Jewish national consensus that is trying to build the Holy Temple at the expense of the Al-Aqsa Mosque. We warn that similar plans were submitted to Ariel Sharon and Ehud Barak and their publication led to violence, the ramifications of which have not ended to this day.The timing of the publication [of this plan] is not coincidental, the Islamic Movement states, and it jibes with the increased calls for expulsion [of Arabs], the implementation of the policy of religious persecution and national discrimination, and the giving of a green light to the construction of the Third Temple. We remind, for the 1,000th time, that the entire Al-Aqsa mosque, including all of its area and alleys above the ground and under it, is exclusive and absolute Moslem property, and no one else has any rights to even one grain of earth in it.We remind the Israeli establishment, which stands behind these plans, that the problem of Al-Aqsa and Jerusalem is not just a Palestinian problem, but a Palestinian, Arab and Islamic problem. The day the Al-Aqsa Mosque is harmed, Heaven forbid, all the Arab and Islamic nations will call to prevent this damage. Watch out! Beware of merely the thought of hurting or desecrating the mosque.

ROMANS 1:18-32
18 For the wrath of God is revealed from heaven against all ungodliness and unrighteousness of men, who hold the truth in unrighteousness;
19 Because that which may be known of God is manifest in them; for God hath shewed it unto them.
20 For the invisible things of him from the creation of the world are clearly seen, being understood by the things that are made, even his eternal power and Godhead; so that they are without excuse:
21 Because that, when they knew God, they glorified him not as God, neither were thankful; but became vain in their imaginations, and their foolish heart was darkened.
22 Professing themselves to be wise, they became fools,
23 And changed the glory of the uncorruptible God into an image made like to corruptible man, and to birds, and fourfooted beasts, and creeping things.
24 Wherefore God also gave them up to uncleanness through the lusts of their own hearts, to dishonour their own bodies between themselves:(HOMOSEXUALITY,AND ALL SEX SINS)
25 Who changed the truth of God into a lie, and worshipped and served the creature more than the Creator, who is blessed for ever. Amen.
26 For this cause God gave them up unto vile affections: for even their women did change the natural use into that which is against nature:(LESBIENS)
27 And likewise also the men, leaving the natural use of the woman, burned in their lust one toward another; men with men working that which is unseemly,(SODOMITES) and receiving in themselves that recompence of their error which was meet.(AIDS ETC)
28 And even as they did not like to retain God in their knowledge, God gave them over to a reprobate mind, to do those things which are not convenient;
29 Being filled with all unrighteousness, fornication, wickedness, covetousness, maliciousness; full of envy, murder, debate, deceit, malignity; whisperers,
30 Backbiters, haters of God, despiteful, proud, boasters, inventors of evil things, disobedient to parents,
31 Without understanding, covenantbreakers, without natural affection, implacable, unmerciful:
32 Who knowing the judgment of God, that they which commit such things are worthy of death, not only do the same, but have pleasure in them that do them.
AG Approves Gay Parade; Violent Protests in Jerusalem
By INN Staff (INN)
Att. Gen. Menachem Mazuz ordered Jerusalem Police Commander Ilan Franco on Sunday to issue a permit to allow the homosexhibitionist parade to march through the streets of the holy city of Jerusalem. Senior police officials met earlier Sunday to decide whether to issue a permit allowing gay marchers to parade through the capital. Fearing life-threatening violence at the event by protestors, the police recommended to cancel the parade. Hareidi religious Jews have been holding violent demonstrations against the parade every night for the past week.Mazuz [pictured above] rejected the police recommendation to ban the parade. We have to make a decision, he told police. Either we give in to threats or we deal with them. We have to exert efforts to find an equation so that it can be secured, he said. Mazuz ordered the police to work together with representatives of the Open House gay pride organization to find a way to hold the event with a modest character.
Police Chief Moshe Karadi estimates that securing the parade will require a massive enlistment of 12,000 policemen this Friday. He says that it will weaken the polices ability to carry out its duties in other parts of the country. The attorney general maintained the right of free expression and the right to demonstrate took precedence over the danger of violent protests at the event. He offered as a solution to the impasse a change in the parade route, out of the areas occupied by Orthodox Jewish and Muslim residents.
The matter will now go to the High Court of Justice for a final ruling on whether the city will indeed be forced to allow the event. Two petitions demanding that the parade be cancelled have been filed with the court.
Demonstrations against the parade were held every night last week, and once again Sunday evening thousands of hareidi religious men blocked the streets in the capital, hurling rocks, setting trash cans on fire and attacking police officers. Four officers and a photographer for Haaretz news service were lightly wounded in the clashes. Some 25 rioters were arrested. Police dispersed the crowds with mounted forces and water hoses. In the Tel Aviv suburb of Bnei Brak, hareidi religious protestors tried to block traffic, but were prevented from doing so by a strong showing of the police.

Watch out for Putin, say peril mappers
By Tosin Sulaiman
Businesses operating in Russia are expected to confront increasing hostility in the next year as President Putin tries to force through a renationalisation programme before he steps down, global security experts have predicted. The warning by the Control Risks Group in its RiskMap for 2007 comes amid the dispute over foreign licences in the Sakhalin oil and gas project and question marks over exploration licences in the Shtokman gasfield. We are likely to see increased state intervention in the economy, Adam Strang-feld, the deputy research director, said. President Putin will redouble his efforts to ensure state control of the strategic sectors. Foreign businesses operating in Russia may be forced to renegotiate contracts or to sell shares in specific projects. They could even come under pressure in terms of alleged breaches of environmental regulations, with the aim of revoking licences.
Elsewhere in the world, companies face threats ranging from cybercrime and corruption to kidnappings and violence, according to Control Risks. The group says that half the countries in the world do not provide a stable environment for business, with the Middle East and many parts of Africa posing significant risks. Only a handful of countries posed insignificant threat. These included Greenland, Finland and Liechtenstein. Of the 198 countries surveyed for the RiskMap, 96, or 49 per cent, had a medium, high or extreme political risk, which refers to the likelihood of political actors affecting business operations. The RiskMap also ranked 40 per cent of countries as having a medium to extreme security risk, where companies could be affected by criminals or corrupt officials.
Despite the July 7 bombings last year, the security risk in London was downgraded from medium to low for 2007, while the United Kingdom as a whole remains in the low-risk category.
When we looked at the London bombings, one of the key findings in the aftermath was that businesses actually proved extremely resilient to terrorist attacks, particularly larger businesses with adequate contingency plans in place, Mr Strangfeld said. He added that Control Risks believes that the terrorist threat facing Britain remains unchanged. Predictably, the countries labelled as posing extreme security risk are Afghanistan, Iraq, Somalia, Burundi, the Democratic Republic of Congo, Ivory Coast, Pakistan and Sri Lanka. Neil Quilliam, a senior analyst, said there was a real possibility of the United States or Israel carrying out surgical airstrikes against Iran’s nuclear facilities. He said that the Middle East continued to pose dangers, mainly because of the insurgency in Iraq and the conflict between Israel and Palestine. He said that there would be problems for the foreseeable future as the insurgents in Iraq were likely to move elsewhere.
Premier urges to solve Mideast issue through talks
7/11/2006 10:16
The Middle East issue including the Palestine-Israel conflict should be settled through political negotiations, Chinese Premier Wen Jiabao told visiting Egyptian President Hosni Mubarak in Beijing yesterday. The international community should urge all the parties concerned to implement relevant United Nations resolutions and reach a comprehensive and fair settlement under the principle of land for peace, Wen said during a meeting with Mubarak. China and Egypt have become closely cooperative partners over the past half century since Egypt, leading other African and Arabian countries, forged diplomatic ties with China 50 years ago, Wen said.
The premier said the two countries should actively strive for the goals set in the outline the two countries signed for deepening strategic and cooperative relations when he visited Egypt earlier this year.
The two countries should coordinate to promote South-South cooperation and South-North dialogue, and push forward multilateralism and democracy of international relations, Wen said. Mubarak said his nation appreciates China's support in the justice cause of the Arabian people and its active role in pushing forward the peaceful process of the Middle East. The president arrived in Beijing on Friday to pay a state visit to China and to attend the Beijing Summit of the Forum on China-Africa Cooperation, which concluded on Sunday. Chinese President Hu Jintao and Premier Wen Jiabao visited Egypt in January 2004 and in June 2006 respectively. Bilateral trade hit 2.145 billion U.S. dollars in 2005.xinhua
Hamas Announces Unity Coalition Deal
12:42 Nov 06, '06 / 15 Cheshvan 5767
by Yechiel Spira(INN)
Senior Hamas official Yechiye Moussa released a statement that an agreement has been reached between Hamas and Fatah permitting the establishment of a unity government in the PA.
Contradicting earlier statements, it is now being reported that while Hamas will still head the Palestinian Authority (PA), the current prime minister, Ismail Haniyah, will step aside and appoint a replacement.Since Haniyah was elected to office, the western community did not recognize the legitimacy of a Hamas government, resulting in an economic boycott against the PA and its institutions.
Despite formidable pressure on the current Hamas-led administration, Prime Minister Ismail Haniyah refused to comply with American dictates, stating his party will never recognize Israel’s right to exist. Haniyah scoffed at the American-led monetary sanctions, and tried to raise funds among Arab nations. His attempts were not sufficient, and many employees of PA institutions stopped receiving their regular monthly salaries. The lack of funds led to widespread discontent and violent demonstrations against the elected government.
Following the reported coalition deal, Hamas leaders are signaling that they will remain the ruling party and that Haniyah has already selected a new prime minister. The candidate must be approved by PA Chairman Mahmoud Abbas (Abu Mazen), who also
serves as head of the rival Fatah Party.
It was also reported that Haniyah and Abu Mazen were scheduled to meet in Gaza on Monday for a joint press conference, but the event has been postponed, due to technical reasons. In order to lift the American-led monetary embargo against the PA, analysts say that Hamas will have to exhibit a modicum of flexibility. They will have to show willingness to comply with the demands of the Quartet forum, which include recognition of Israel's right to exist, compliance with previously signed agreements, disarming terror organizations, and halting terror attacks.
But analysts in Israel warn that if and when Hamas does express such flexibility in its statements, it will be nothing more than meaningless verbiage.
Palestinian Media Watch was quick to point out recently that even PA Chairman Mahmoud Abbas, who openly calls for recognition of Israel in his English-language statements, has a far different message when addressing his constituents in Arabic. On October 4, Abbas told US Secretary of State Condoleezza Rice that he will fire the Hamas-led government before the end of the month unless they accepted Israel's right to exist. In return, Secretary Rice expressed Washington's full support for the PA Chairman and for his Fatah party in their confrontation with Hamas. But the day before, on October 3, Abbas told the Arab world that not only doesn't Hamas have to recognize Israel but even Fatah, which he heads, is not required to recognize Israel.
In an interview broadcast on Al-Arabiya [based in Dubai] and Palestinian Authority television, Abbas said, Hamas is not required, Hamas is not required to recognize Israel... It is not required of Hamas, nor of Fatah, nor of the Popular Front to recognize Israel.
Abbas went on to say that government officials must recognize their counterparts in order to solve people’s problems.PMW's Itamar Marcus and Barbara Crook noted that this does not constitute an inherent recognition of Israel, just a functional recognition that allows the PA to get what it needs. Abbas reiterated:I do not demand of Hamas nor any other to recognize Israel. But from the government that works with Israelis in day to day life, yes.Other Israeli observers have noted even if the PA commits itself to discontinue terror attacks and disarm terror groups, a specific definition of what constitutes a terror organization or a terror attack
was not imposed by the Quartet. The Hamas views its attacks against Israeli civilians as legitimate freedom operations, and it would never disarm its own militia.
Israeli government officials continue to embrace Abbas as a moderate voice in the PA, viewing him as a partner with whom an agreement can be reached. Since Haniyah’s election to office, Prime Minister Ehud Olmert has refused to recognize the Hamas-led government and all diplomatic channels between the Prime Minister’s Office and Haniyah have been closed. Limited contacts were held on a ministerial level toward a meeting between Olmert and Abu Mazen, but these efforts fell through following the kidnapping of Corporal Shalit.Baruch Gordon contributed to this article.

Intense rainfall causes flooding, evacuations in southern British Columbia Stephanie Levitz, Canadian Press
Published: Tuesday, November 07, 2006 Article tools

27 And likewise also the men, leaving the natural use of the woman, burned in their lust one toward another; men with men working that which is unseemly,(SODOMITES) and receiving in themselves that recompence of their error which was meet.(AIDS ETC)
28 And even as they did not like to retain God in their knowledge, God gave them over to a reprobate mind, to do those things which are not convenient;

12 To take a spoil, and to take a prey; to turn thine hand upon the desolate places that are now inhabited, and upon the people that are gathered out of the nations, which have gotten cattle and goods, that dwell in the midst of the land.

Heavy rains cause floods in Portugal, disrupt rail and road travel 2 hours, 39 minutes ago
LISBON (AFP) - Heavy rains have caused localized flooding in central and southern Portugal that damaged several homes, killed livestock, cut roads and disrupted rail travel. There were no reports of injuries but nine people had to be removed from their homes near the southern town of Odemira when the Mira River overflowed, Odemira firefighting commander Nazario Viana told the Lusa news agency on Monday. An undetermined number of sheep and other farm animals drowned in the floodwaters which also submerged the railway station in the nearby town of Saboia, he added.Rail travel between Lisbon and Faro, the capital of Portugal's southernmost province of Algarve, was interrupted because parts of the track were flooded, said railway management firm Refer spokesman Rui Reis.
The rail line linking Lisbon to the north of the country, which closed on Sunday near the central town of Caxarias due to flooding, reopened on Monday but trains could only travel in the area at speeds of 10 kilometres (six miles) an hour, he added.Several roads were cut in the Algarve, one of Europe's top tourist destinations, and the province of Alentejo, local officials said. The national
weather office predicts the heavy rains will continue to fall until Tuesday. Two of Portugal's 18 districts were placed on orange alert, the second-highest in a scale that goes from green, the lowest, to red, the highest, while 11 others were put on yellow alert, the third-highest alert.

Germany's power cut marches across Europe
David Crossland, Berlin .November 07, 2006
A FAULT in the German power grid plunged millions of people into darkness across Western Europe and provided areminder of the fragility of the continent's energy supply as it heads into winter. The power cut was believed to have been caused by technical problems with German power lines, which led to achain reaction of energy shortfalls across Europe. The failure occurred just after 10pm on Saturday, local time, and lasted for up to 90 minutes in some areas, halting trains and affecting households from northern Germany to Morocco.German company E.ON, one of the biggest utility groups in Europe, said the problem may have arisen when it switched off a power line over the river Ems, in the north of the country, to allow a large ship to pass underneath safely.
A 380,000-volt line was turned off to let the Norwegian Pearl, a newly built cruise ship, pass on its way from the Meyer shipyard in Papenburg to the North Sea. The loss of power may have overstretched other power lines. Such switch-offs have been undertaken repeatedly in the past without any problems, E.ON said in a statement. It is still unclear where and how the acute fault occurred half an hour after the switch-off. E.ON is working flat out to obtain a detailed analysis.
Germany Environment Minister Sigmar Gabriel said the blackout showed that power companies urgently needed to expand their network capacity and replace old lines. They need to invest their profits in the electricity network, he said. We need effective networks in the European power market.
Italian Prime Minister Romano Prodi said the blackout indicated that Europe needed its own electricity supervisory authority. My first impression is that there is a contradiction between having European (power) links and not having one European (power) authority, Mr Prodi said. We depend on each other with being able to help each other, without a central authority.
The power cut swept through large parts of western Germany, France, Belgium, Italy, Spain, Austria, The Netherlands and Croatia. About 100 trains in Germany were brought to a standstill, causing nationwide delays. In France, five million people were affected in the country's biggest blackout in 30 years, according to a spokesman for the CGT trade union. Regions in the north of the country were affected, as were districts of Paris and Lyon. Firefighters in Paris responded to nearly 40 calls from people stuck in lifts.
More than 100,000 people were affected in Italy, mainly in Turin.
We have a combined European grid, so a power failure can indeed have far-reaching consequences in several countries, said Theo Horstmann, a spokesman for RWE Rhein-Ruhr, the German regional energy provider. Pierre Bornard, a management board member of French power supplier RTE, said the sudden loss of power in Germany had thrown the power grid in Europe out of balance and caused computer systems to switch off power for some customers to prevent a complete blackout. He described it as a house of cards phenomenon. The Times
DANIEL 9:26-27
26 And after threescore and two weeks(62X7=434 YEARS+7X7=49 YEARS=TOTAL OF 69 WEEKS OR 483 YRS) shall Messiah be cut off, but not for himself: and the people of the prince that shall come shall destroy the city and the sanctuary;(ROMAN LEADERS DESTROYED THE 2ND TEMPLE) and the end thereof shall be with a flood, and unto the end of the war desolations are determined.(THERE HAS TO BE 70 WEEKS OR 490 YRS TO FUFILL THE VISION AND PROPHECY OF DAN 9:24).(THE NEXT VERSE IS THAT 7 YR WEEK OR (70TH FINAL WEEK).
27 And he( THE ROMAN,EU PRESIDENT) shall confirm the covenant with many for one week:(1X7=7 YEARS) and in the midst of the week he shall cause the sacrifice and the oblation to cease,(3 1/2 yrs in TEMPLE SACRIFICES STOPPED) and for the overspreading of abominations he shall make it desolate, even until the consummation, and that determined shall be poured upon the desolate.
A 10 year hudna — or a 10-year cease-fire is what arabs or muslims make with an enemy when the enemy has the upper hand, but as soon as the muslims or Arabs can take advantage of the situation, they instantly break the contract and try to totally destroy the enemy. So a Hudna is a temporary peace because the Enemy is to strong at the time. Oh I forgot the Muslims can lie also if the enemy has the upper hand, so don't ever make a 10 yr contract with the Muslim world.
Maybe this is why the future contract is 7 years, the Muslims will still break it in the future, being 7 or 10 years, but the one that counts has to be a 7 yr contract of Peace between Arabs - Jews and many to fulfill Daniel 9:27. If its a 10 yr contract it will not fulfill Prophecy.

PLO head in Boulder to discuss Mideast
By Katherine Michalske ,The Daily Times-Call
BOULDER — While tailgate parties for the University of Colorado at Boulder football game were in full swing Saturday morning, a group of people gathered to learn about a much graver topic than the Buffaloes losing streak.Afif Safieh, head of the Palestine Liberation Organization (PLO) mission to the United States, spoke about the conflict between Israel and Palestine in the Glenn Miller Ballroom on the Boulder campus. Our cry for freedom out of captivity and bondage should be heard in America, Safieh said.
The Christian Palestinian has worked as ambassador to the U.K. and the Vatican. Although the U.S. does not officially recognize Palestine, Safieh acts as the equivalent of an ambassador. Safieh spoke at four locations in Boulder and Denver over the weekend, spreading his message on behalf of the Palestinian people.I believe from Israel, we will not have a proposal that is minimally acceptable to us. We need that third party intervention, Safieh said, invoking America to step in and begin an externally engineered peace process.I’m not inviting America to sacrifice its traditional friend Israel. We’re offering you an additional one Palestine, Safieh said.
Although Safieh didn’t have time to discuss the complete history of the conflict during his 40 minutes at the podium, he touched on Hamas’ rise to power.I do not belong to the theoretical consensus that the election of Hamas was a blow to the peace process. What peace process? Safieh said.Hamas’ election should have served as a wake-up call to the rest of the world that the current system is not working, he said.Although Ahmed Yousef, a senior Hamas adviser to P.A. Prime Minister Ismail Haniyeh, recently offered Israelis a hudna or a 10-year cease-fire, Hamas is still considered a terrorist organization by many in the international community for condoning violence. We have two courses of action. We either trigger a credible peace process and try to engage the majority from Hamas to join in, or we rob them of their victory, Safieh said.
Safieh received nods of approval from the audience when he advocated a collective non-violent strategy to work with the key players in the conflict. While the audience was full of supporters and people with direct ties to Palestine, members of the Jewish community also came to hear what Safieh had to say.We hear from our parents and our friends about the conflict, but we’ve never heard the Palestinian side, said Preston Alexander, a member of the Boulder chapter of the Jewish fraternity Sigma Alpha Mu.Although he came for another perspective, Alexander said he left the speech somewhat unsatisfied. He didn’t speak about how much Israel has to sacrifice to make Palestine happy and feel like they’ve been treated justly, Alexander said.
The topics Safieh did speak on moved other audience members deeply. He is what modern Palestinians are represented by. He is a voice of soberness, he is a voice of moderation, and he is a voice of peace, said Ziad Mughrabi, a Palestinian-born research consultant in Boulder.Whether the public agreed or disagreed with him, the point of his visit was to open a dialogue and spread awareness, said Carolyn Brinski of the Rocky Mountain Peace and Justice Center.I think there’s a lack of dialogue on the issue.
We’re trying to increase people’s awareness on what can be done, said Julia Blechar, also with the Rocky Mountain Peace and Justice Center. The center collaborated with the Colorado Arab Network, Colorado Jews for a Just Peace and KGNU radio to organize and sponsor the event. In order for something to change, people have to be inspired to contact their elected representatives, said Blechar.Safieh will speak today at 3 p.m. at the University of Denver and at 5:30 p.m. at the Brown Palace Hotel in Denver.

European Union shows strain at the seams
By Andrew Borowiec,THE WASHINGTON TIMES,November 5, 2006
NICOSIA, Cyprus Confusion and disappointment are rising across the European Union amid the Continent's lack of a common foreign policy and a growing clash of national ambitions.
The planned admission of Bulgaria and Romania in January to the present 25-member union apparently has stretched the EU's ability to integrate. In addition to the chasm between rich and poor members and unfettered emigration from post-communist Eastern Europe, there is a significant challenge to Turkey's pending membership application. We now have to say who is a European and who is not, said Nicolas Sarkozy, the leading French presidential hopeful.
Leaving this question unanswered is no longer possible.
We need to draft a new text to put things in order, added Poland's President Lech Kaczynski, considered by many to be a euroskeptic despite the millions of dollars his county has received from the European Union. The emergence of potentially
destabilizing problems has shaken the EU leadership, which so far lacks answers. Incongruously, the political class in the old member countries is frequently out of sync with the feelings of their electorates.
Euro awareness
A typical example is Turkey's EU membership application, generally supported by most governments but, according to opinion polls, opposed by its electorate. Such a situation affects particularly the eastern Mediterranean island of Cyprus, an EU member since 2004.This is a time of a euro awareness on the divided island before Cyprus converts its currency to the euro, a decision many residents fear will increase the cost of living. The equivalent of Cyprus pounds in euros has already appeared on telephone and supermarket bills. Although Cyprus is 500 miles from the European continent, compared to 150 miles from Syria and 60 miles from Turkey, it is now officially a part of Europe. It counts on Europe for help with its main problem: the split between the Greek Cypriot and Turkish Cypriot communities, and the presence of the Turkish army in the north of the island.
This Cyprus problem is compounding the European Union's difficulties, with the bloc likely to freeze its accession negotiations with Turkey because it refuses to recognize the Greek Cypriot government and bars Greek Cypriot ships and aircraft from Turkish harbors and airports. Some eurocrats in Brussels, the EU capital, now feel that admitting a divided country such as Cyprus was a serious mistake. The Cyprus problem is the last thing Europe needs, they say.Turkey warned Turkey's opposition to Cyprus and the slow and inadequate pace of Turkish reforms prompted Jose Manuel Barroso, president of the European Commission, to warn of a possible traumatic stop in current accession talks.
Things are going badly, Mr. Barroso said. The reforms in Turkey are proceeding very slowly and today I don't see the progress I had hoped for.Turkey's candidacy is only one of the divisive problems faced by the European Union, where eight of the latest 10 members are still recovering from years of communist mismanagement and political oppression. At the same time, the European Union's largest former communist countries are plagued by political difficulties blamed variously on transition fatigue and lack of concrete economic guidelines, or on a revival of obstructive nationalism. Bowing to opponents of further expansion, Mr. Barroso has announced that the accession of two Balkan countries Bulgaria and Romania will be the last stage of enlargement. We are not in a position to integrate Europe without further institutional reform. There are limits to our absorption capacity. He did not say how this would affect Turkey's long-standing membership application.
Inner blocs emerge
Meanwhile, the emergence of inner blocs within the EU has created concern in both its eastern and western parts, confirming the bloc's divisions, which some of its founders now consider to be unwieldy.
The periodic summit meetings between France and Germany, and particularly their efforts to forge a special relationship with Russia, are regarded in Britain as undermining the Continent's hoped for common foreign policy. East of the former Iron Curtain, Poland and the Czech Republic see the specter of an unholy alliance, possibly at their expense. By this autumn it was generally felt in Europe that Russian President Vladimir Putin was playing Europe off against the United States, using Germany as a strategic partner. German Chancellor Angela Merkel appeared to be receptive, despite her electoral campaign promise that Germany would not deal over Poland's head.
Officialdom in Brussels and in several Western governments had feared a strong and united stand from the east against the European Union's comfortable relationship with Moscow.
Little has happened as the eight former communist countries seem incapable of consensus and found it easier to concentrate on internal problems and regional quarrels. Even the so-called Vishegrad group consisting of Poland, Hungary, the Czech Republic and Slovakia, has turned out to be somnolent despite a promising start.
Focus on local woes
Remarked Peter Balazsan, an analyst at the Central European University in Hungary: The governments have no capacity to deal with foreign policy issues. They are obsessed with their domestic problems. And these domestic problems are becoming less and less comfortable to deal with after the achievement of such great goals as membership in the North Atlantic Treaty Organization (NATO) and the European Union.Political disarray has set in, particularly affecting the most populous eastern members. In Slovakia, ruled by a coalition that includes ultranationalists, pressure is growing to limit the rights of the Hungarian minority of about 600,000.
Hungary was recently shaken by riots after the disclosure of lies on the economic situation by Socialist Prime Minister Ferenc Gyurcsany, during which police were accused of unprecedented brutality.
The Czech Republic has been struggling for several months without an effective government, although the country's democratic basis does not appear to have been damaged. Still, according to one assessment from Prague: The romance appears to be over.
Now politics is more professional, and that means corruption and the dirty side of politics too. In Poland, with 39 million inhabitants the most populous of the new members, problems have increased since the creation of a ruling coalition that includes the extreme nationalist Self-Defense League, led by Andrzej Lepper, a former communist.
Poles may alienate
Some analysts feel that with Jaroslaw Kaczynski, twin brother of President Lech Kaczynski, as prime minister, and with Mr. Lepper's strong nationalism, Poland is likely to alienate its European partners.
Poland will become a more extreme, a more anti-European and a more xenophobic country, said Bronislaw Komorowski of the opposition Civic Platform party. Indeed, observers note signs such as the resignation from the Solidarity union of Lech Walesa, its founder and former champion, because of its support for the regime, and the refusal of the Israeli government to cooperate with Poland's Education Ministry. Disregarding its tarnished international reputation, the Kaczynski government is pursuing a sweeping purge of former communist officials, requiring special certificates from thousands of Poles, including diplomats, judges, journalists and police officers, stipulating that they did not collaborate with the communist regime. The extent of any such collaboration is judged by special commissions.Regarding Poland's economy, the picture is mixed. Although some Western analysts feel that Poland's transition to free enterprise was carried out with a minimum of friction, the Poles themselves tend to be critical.
High unemployment
Poland's unemployment stands at 18 percent of the work force, the highest in the European Union and the main factor responsible for the departure over the past two years of 1.12 million people ,3 percent of the population ,mainly from the ranks of skilled workers. Most of them ended up in Britain, where the presence of an estimated 600,000 Poles, while apparently helping the economy, has put added strain on housing, education and other social services. In addition to the Poles, recent immigrants include Czechs, Slovaks and citizens of the Baltic states.Sociologists worry about the future links of the emigrants with their home countries and the future of their children. For the time being, such considerations have been dwarfed by the economic transition from communist orthodoxy, prompting the Warsaw weekly Polityka to headline: The end of capitalism. The weekly pointed out that although there are 3.5 million private firms (not counting farms) registered in Poland, half of them have not shown any activity, and 60 percent employ only one person.Concluding that the average Pole prefers a government job with guaranteed pay rather than the risks of free enterprise, the weekly declared: The steam has gone out of our capitalist revolution.
Britain limits immigrants
Faced with the approaching EU membership of Bulgaria and Romania, Britain has reacted by imposing quotas on immigrants from the two countries, causing outcries in Sofia and Bucharest. Initially, only three EU countries Britain, Ireland and Sweden opened their doors to unrestricted immigration, while other members favored skilled foreign workers with short contracts. Last week in Stratford-upon-Avon, England, the interior ministers of the six most populous EU countries pledged to cooperate against various forms of crime, including terrorism, human trafficking and illegal migration. The decision by the six, representing 75 percent of the EU population, was seen as setting a rare common agenda for the bloc.
