Quake hits near Papua New Guinea

A magnitude 6.3 earthquake struck near the coast of Papua New Guinea early on Wednesday, but no Pacific-wide tsunami warning was issued.

The temblor struck at 3:38 am local time (2308 IST Tuesday), around 276 km southwest of Rabaul on Papua New Guinea's island of New Britain, and 10 km under the Earth's crust.The Pacific Tsunami Warning Centre at Ewa Beach, Hawaii said there was no risk of a Pacific-wide tsunami based on historical earthquake and tsunami data.However, the centre warned that, Earthquakes of this size sometimes generate local tsunamis that can be destructive along coasts located within 100 km.There were no immediate reports of injuries or damage, said a seismologist at the nation's Geophysical Obervatory in the capital, Port Moresby.

The archipelago nation is part of the Pacific Ocean's Ring of Fire' where earthquakes of this magnitude are common and rarely cause serious damage. (AP)

CHILLIWACK /The floodwaters have receded, leaving behind mud and anger for the residents along the Chilliwack River.The flow of the river surged to as much as 20 times its usual rate in mere hours Monday from 50 cubic metres a second to 1,000 cubic metres causing the worst flooding in the area in nearly two decades. Homeowners returned to their riverbank houses yesterday to find walls washed in grit and carpeted floors a mushy ruin.That kind of occurrence happens once every 50 years, said Allan Chapman, head of the River Forecast Centre for the provincial Environment Ministry.

Jim Robson, whose family has owned a cabin in the area since 1946, spent yesterday salvaging what he could of six decades of memories.

In the past 60 years, he said, there have been many floods and little action by the province to protect homeowners. Now, he and other residents of Chilliwack Lake Road and Wilson Road are stepping up their demands that the government improve the dikes, and prevent yet another catastrophic flood.We are right in the weak spot and too much money has been spent on studying the problem instead of fixing it, the clearly weary Mr. Robson said. In desperation, before 200 households were evacuated with a few hours notice on Monday, owners piled belongings upstairs, on tables and high on cupboards. When residents returned to begin the cleanup and assess the damage, there was a mess.

Even the fish were in the wrong place.

Robert Ulm could only stare in bewilderment at his fish pond: His koi have disappeared, swept away by the waters. However, a 13-pound salmon was rescued from his yard and taken back to the Chilliwack River, which despite a steady rain that continued to fall in the Fraser Valley yesterday, did not overflow again. It's just water and mud. It's going to be okay after a while, but it's the now that's overwhelming, said Mr. Ulm, who raced home Monday after hearing reports of the river rising. He arrived in time to get the evacuation notice. Inside his log and now sodden home, construction workers he had hired to put up a staircase to the loft level hurried to gather their tools before the waters rushed in.Mr. Ulm and his neighbours were frustrated by the mud, but kept their harshest criticisms for the government for failing to bolster a 75-centimetre-high dike that was erected in 2003 during the previous flood.

The B.C. New Democratic Party echoed that criticism yesterday, accusing the governing Liberals of scrimping on cash for municipalities to strengthen dikes and levees.The Fraser Valley Regional District declared a local state of emergency yesterday.

While most residents were allowed to return, an evacuation order was still in place for 30 families who were offered another night of accommodation in local hotels.Pat McKay, who lives down the road from Mr. Ulm and whose house was flooded in 2003, said consultants have studied bolstering the dike, but no one in government has taken any action that would have prevented the latest disaster.They called it an orphan dike because no one took responsibility for it, she said yesterday.

The waters just ate that whole dike.

With a pump not working and a basement swimming pool where bedrooms had been 24 hours earlier, Bentley Steegster had barely enough time for anger.There's no point at this time to let that sink in. I've got enough troubles with other things sinking and floating, he said. In five hours, your whole world can change and the things that you were thinking about yesterday don't matter much when you have all this water in your house.Twenty-four hours before the river came in through her door, Elaine Fry was cleaning up cabin No. 5, one of a group of rental cabins at the river's edge.I guess I didn't have to worry about doing that, Ms. Fry said as she studied the muddy floors and damaged furniture at the riverfront accommodation where she works. Major storms hit south-east Queensland

Repair crews in south-east Queensland are battling to restore power to thousands of homes and businesses following a wild storm.

Up to 52,000 homes and businesses were blacked out as hail storms, accompanied by wind gusts of almost 100kph and about 4,000 lightning strikes, swept the area early on Wednesday afternoon.Severe thunderstorms first hit Esk, west of Brisbane, with hailstones the size of golf balls tearing holes in roofs and skylights of at least five homes.The Esk police station also received minor damage.Storms hit the Gold Coast and as far north as the Sunshine Coast, with hail damaging several homes and heavy rainfall causing localised flooding along the way.Caboolture and Redcliffe, north of Brisbane, were also among the hardest hit areas.

In some welcome good news, the Wivenhoe Dam catchment area recorded falls of up to 50mm.About 7,500 homes and businesses were on Wednesday night still without electricity, but a spokeswoman for Energex said repair crews would work throughout the night to restore power by Thursday morning.The Energex spokeswoman said the most lightning strikes were recorded in the south-east, most notably at Ashmore, Benowa and Bundall on the Gold Coast.A Bureau of Meteorology spokesman said more thunderstorms were expected on Thursday but predicted much needed rain for south-east dam catchment areas.

Helicopters and hovercraft were pressed into service for rescues.In addition, tens of thousands of children were given the day off from school yesterday.Mount Rainier National Park measured more than 10 inches of rain in 24 hours. Stampede Pass reported a record 8.22 inches on Monday.About 200 to 225 elk hunters fled Monday from hunting camps near the Cowlitz River in southwestern Washington, said the Lewis County sheriff, Steve Mansfield. A 29-year-old elk hunter was killed when his pickup truck was swept into the river, authorities said.

The rainstorms that soaked Washington and parts of Oregon and British Columbia were propelled by air currents from Hawaii, the National Weather Service reported.The weather service reported record flood crests yesterday on Washington's Skykomish, Carbon, Snoqualmie, Stillaguamish, Cowlitz, and Nisqually rivers.Voters in several Washington counties had trouble reaching polling places yesterday, although most of the state's counties now vote entirely by mail, and election officials said a majority of ballots were mailed before the flooding began.Officials in Oregon's Clatsop County arranged to have a dump truck pick up ballots last night on roads with high water.More than 100 students were evacuated from an environmental camp in southwestern Washington because of fear that rising water would cut access to the camp. More than 80 people were rescued in Snohomish County, north of Seattle.

More than a dozen Guard members were sent Monday to Skagit County, near the Canadian border, to rescue an unknown number of people, said a county spokesman, Don McKeehen. An additional 150 troops were sent yesterday.The Skagit River did not go as high as it did during the last big flood, in 2003, but officials said the total impact, which will not be known for days, could be comparable to that year, when flooding caused $17 million in property damage in Concrete.A large mudslide near Skykomish, northeast of Seattle, blocked eastbound lanes of US Highway 2, a major route across Washington, and a mudslide Monday near Tacoma delayed an Amtrak train.Across the border, in southwestern British Columbia, about 200 people were rescued in the Fraser River valley, near Chilliwack, about 60 miles east of Vancouver, Canadian officials said.

TOKYO (AFP) - Japanese authorities are investigating the damage from a tornado that tore through a town killing nine construction workers and leaving seven other people seriously injured.The tornado, a rare sight in Japan, ripped apart the prefabricated homes of workers who were digging a road through a mountain near the northern town of Saroma.Twenty-six people remained in hospital, with seven of them suffering serious injuries, police said. Nine people were killed, all of them construction workers who were meeting in a makeshift two-storey office building.Television footage Wednesday showed small homes and buildings torn to pieces and cars overturned as the twister ripped through the town.

I was working at my desk when the incident occurred. It took me about 20 minutes to crawl out of the debris, said Masaru Mito, whose office at a timber company collapsed completely.Some 20 government officials headed by federal disaster chief Kensei Mizote were visiting the site to see the extent of damage and the conditions of survivors, an internal affairs ministry official said.

They were accompanied by meteorological experts and would later be joined by Land, Infrastructure and Transport Minister Tetsuzo Fuyushiba.Our staff members began this morning to investigate details of the damage at the site and to collect scientific data, said Satoru Iino, a spokesman for the Japan Meteorological Agency.Fifty-six people whose homes were damaged spent the night at a public gymnasium, a police spokesman said.Today we will continue investigating the details of damage, together with the fire department and possibly the self-defense forces, he said, referring to the officially pacifist country's military.

JAKARTA, Nov 8 (Reuters) - A Russian water-bombing plane started battling forest fires in Indonesia's part of Borneo island on Wednesday after months of thick smoke blanketing neighbouring countries.The haze coming from fires in Borneo and Indonesia's Sumatra island has been particularly bad during this year's dry season, spreading pollution across large areas of Southeast Asia, including Singapore and Malaysia.The fires, often deliberately lit by farmers or by timber and palm oil plantation companies, have been largely extinguished in Sumatra after recent rain and weeks of water bombing.

However, conditions in southern and central Borneo, where a major airport has been closed for weeks, remain bad. Indonesia's annual six-month rainy season usually starts in October but the rain frequency in the provinces of Central and South Kalimantan on Borneo has been sporadic.The Russian plane, one of two leased to douse the fires, has been sent to South Kalimantan province after helping combat fires in southern Sumatra.The plane has flown to one fire zone today and poured water there. We are also conducting cloud-seeding attempts to create artificial rain, research ministry official Asep Tarsidi told Reuters by telephone from the provincial capital of Banjarmasin, 950 km (590 miles) northeast of Jakarta.

The spread of haze in Kalimantan is a lot worse than that in Sumatra. In the morning, visibility can only reach 700 metres (2,300 ft), said Tarsidi, who is involved in cloud-seeding operations.The aircraft, operated by Russian pilots, were brought into action in late October.

WASHINGTON – Terrorists could assemble a small group of fewer than 20 to construct a Hiroshima-size nuclear bomb, purchase the fissionable uranium needed and transport it to the U.S. city of their choice for less than $10 million, says a new report published in the November-December issue of Foreign Policy. The Bomb in the Backyard was the result of the investigative work of Peter D. Zimmerman and Jeffrey G. Lewis. Zimmerman is professor of science and security in the Department of War Studies at King's College in London and previously served as chief scientist of the U.S. Senate Foreign Relations Committee and chief scientist of the U.S. Arms Control and Disarmament Agency. Lewis is executive director of the Managing the Atom Project at the Belfer Center for Science and International Affairs at the John F. Kennedy School of Government at Harvard. To put it in strictly commercial terms, terrorists would likely find a nuclear attack cost effective, they write in the article. The simple appeal of nuclear terrorism can be illustrated with a hypothetical situation. A failed nuclear detonation, one that produced only a few tens of tons in yield, could kill 10,000 people in just a few hours if the device exploded in a crowded financial center. Not only would 10,000 persons represent the upward limit of a conventional terrorist attack, but that figure would exceed the combined casualties in all of al-Qaida's attacks over the entire history of the organization.

And that's the worst-case scenario for the terrorists, the authors point out. If successful, the nuclear detonation would kill 10 times more people 100,000. Without giving away any information about the assembling of such a device that cannot already be found easily on the Internet, Zimmerman and Lewis construct a scenario for building a nuclear bomb within the U.S. for a budget of less than $10 million finding it can done with a small team of about 19, the same number of people involved in the Sept. 11 attacks. It is certainly possible that a terrorist group might not want to risk detection within U.S. borders and would prefer to make the bomb overseas, they write. But, for purposes of this hypothetical situation, we chose a scenario that would be far less uncertain for the terrorists by eliminating the risks of moving the bomb across a border.

In fact, the backyard bomb project came in under budget at $5.433 million. The authors said the project from start to finish would take no more than a few months. Once complete, the nuclear device itself is likely to be less than 9 feet long, said the report.

Although it would not fit easily in a sedan, it could be transported in a van or small panel truck with, say, a couple drivers and a couple more people to keep an eye on the device. The plotters could target any number of metropolitan areas and would be free to choose based entirely on their desire to travel unobtrusively and undetected, presumably across a large fraction of the United States.The authors warn that nuclear terrorism is still very much on the minds of al-Qaida, which began plans more than a decade ago for what it dubbed American Hiroshima, a nuclear attack on the U.S. As recently as September, they say, al-Qaida put out a call urging nuclear scientists to join its war against the West. Also in September, the new al-Qaida field commander in Afghanistan called for Muslims to leave theU.S.particularly Washington and New York in anticipation of a major terror attack to rival Sept. 11, according to an interview by another Pakistani journalist. Abu Dawood told Hamid Mir, a reporter who has covered al-Qaida and met with Osama bin Laden, the attack is being coordinated by Adnan el-Shukrijumah and suggests it may involve some form of weapon of mass destruction smuggled across the Mexican border.

Our brothers are ready to attack inside America. We will breach their security again, he is quoted as saying. There is no timeframe for our attack inside America; we can do it any time. As WND has previously reported, el-Shukrijumah is a trained nuclear technician and accomplished pilot who has been singled out by bin Laden and Ayman al-Zawahiri to serve as the field commander for the next terrorist attack on U.S. soil.

The terrorist was last seen in Mexico, where, on Nov. 1, 2004, he allegedly hijacked a Piper PA Pawnee cropduster from Ejido Queretaro near Mexicali to transport a nuclear weapon and nuclear equipment into the U.S., according to Paul Williams, a former FBI consultant and author of The Dunces of Doomsday.

Mir reportedly interviewed Dawood Sept. 12 at the tomb of Sultan Mehmud Ghaznawi on the outskirts of Kabul. Dawood and the al-Qaida leaders who accompanied him were clean-shaven and dressed as Western reporters. The al-Qaida commander had contacted Mir by cell phone to arrange the meeting.El-Shukrijumah was born in Guyana Aug. 4, 1975 the firstborn of Gulshair el-Shukrijumah, a 44-year-old radical Muslim cleric, and his 16-year-old wife. In 1985, Gulshair migrated to the United States, where he assumed duties as the imam of the Farouq Mosque in Brooklyn. The mosque, located at 554 Atlantic Avenue in Brooklyn, has served as a hive for terrorist activities. It has raised millions for the jihad and has served as a recruiting station for al-Qaida. Many of the planners of the 1993 attack on the World Trade Center, including blind Sheikh Omar Abdel Rahman, were prominent members of this notorious house of worship.In 1995, the Shukrijumah family relocated to Miramar, Fla., where Gulshair became the spiritual leader of the radical Masjid al-Hijah Mosque, and where Adnan became friends with Jose Padilla, who planned to detonate a radiological bomb in midtown Manhattan; Mandhai Jokhan, who was convicted of attempting to blow up nuclear power plants in southern Florida; and a group of other homegrown terrorists.

Adnan Shukrijumah attended flight schools in Florida and Norman, Oklahoma, along with Mohammad Atta and the other 9/11 operatives, and he became a highly skilled commercial jet pilot, although he, like Atta and the other terrorists, never applied for a license with the Federal Aviation Commission. In April 2001, Shukrijumah spent 10 days in Panama, where he reportedly met with al-Qaida officials to assist in the planning of 9/11. He also traveled to Trinidad and Guyana, where virulent al-Qaida cells have been established. The following month, he obtained an associate's degree in computer engineering from Broward Community College.

During this time, he managed to get passports from Guyana, Trinidad, Saudi Arabia, Canada and the United States, according to Williams. He also began to adopt a number of aliases, including Abu Arifi, Jafar al-Tayyar, Jaafar At Yayyar, Ja'far al-Tayar, and Mohammed Sher Mohammed Khan (the name that appeared on his official FBI file). He traveled to Saudi Arabia and Pakistan, where he met with Ramzi Binalshibh, Khalid Sheikh Mohammed, and other members of the al-Qaida high command.

He also spent considerable time within al-Qaida camps in Afghanistan, where he received training in explosives and special operations. Following 9/11, el-Shukrijumah was reportedly singled out by bin Laden and al-Zawahiri to spearhead the next great attack on America. One plan was for a nuclear attack that would take place simultaneously in seven U.S. cities, leaving millions dead and the richest and most powerful nation on earth in ashes.

Muslims should leave America, said Dawood.

We cannot stop our attack just because of the American Muslims; they must realize that American forces are killing innocent Muslims in Afghanistan and Iraq; we have the right to respond back, in the same manner, in the enemy's homeland. The American Muslims are like a human shield for our enemy; they must leave New York and Washington.Mir, the journalist, has reported previously that al-Qaida has smuggled nuclear weapons and uranium into the U.S. I am saying that Muslims must leave America, but we can attack America anytime, he said. Israeli news media reported this week that the next war between Israel and the Arabs is expected to break out in summer 2007, and that the IDF is doing everything to ensure it will be ready when the time comes.But foreign journalists, also this past week, have estimated that Israel could clash with the Syrian army and Lebanon's Hizb'allah before the end of 2006.In that event, given that this time-window closes in less than eight weeks's time, it is unclear how ready Israel's defense forces will be.Ha'aretz said Monday that Syria and Hizb'allah the former an Iranian ally, the latter an Iranian proxy force are likely to start a war against Israel next summer.

This is the assessment of Israel’s senior military echelon that, according to that paper is making all preparations to ensure maximum preparedness in advance of summer 2007.

Reporting for London’s The Daily Telegraph on November 3, John Keegan said Israel would soon have to strike Hizb’allah hard.The Lebanese terrorist organization had reconstructed its fortified zone in southern Lebanon and was racing to replenish its depleted missile supplies.Hiz’ballah is also creating a fortified zone in the Gaza Strip and building up its stocks of missiles there.The outcome of all this arms buildup would soon see Israel once more facing a missile attack on two fronts. Keegan’s deduction: The conflict is inevitable and unavoidable.

What is certain is that probably before the year is out Israel will have struck at Hizb’allah in southern Lebanon,he wrote.One reason the IDF believes in an inevitable attack is the Arab sense that Hizb'allah came out on top of the war last July.The IDF's inability to stop the Katyusha and other missile fire from Lebanon into the north of Israel, and its ongoing powerlessness to put an end to Kassam rocket fire from the Gaza Strip, have badly eroded its deterrence.

NATO chief tells EU not to replicate army tasks

EUOBSERVER / BRUSSELS - The EU should not replicate NATO's military tasks and do more instead to help the alliance with civilian work like policing in Afghanistan, NATO secretary-general Jaap de Hoop Scheffer has urged.

We need to break the deadlock between the EU and NATO, the NATO chief said on Monday (6 November), while sketching a far-from-perfect picture of global security co-operation between the two organisations. Speaking at a meeting of the Security and Defence Agenda, a Brussels think-tank, Mr De Hoop Scheffer stated that it is remarkable how narrow the common agenda of the two institutions remains.

The two Brussels-based organisations - both engaged in security and peacekeeping operations around the globe - too often try to do the same thing rather than complement each other, according to the Dutchman. We should get away from replicating each other's initiatives, he said pointing to recent irritation between EU and NATO on help to the Sudanese region of Darfur as one example.

The two bodies last year clashed on who should co-ordinate an airlift for African Union peacekeepers to the war-struck region, a discussion which Mr De Hoop Scheffer said was very unhealthy as it was clear this was a NATO, not an EU task.The NATO chief said he is in favour of the EU developing its own defence identity, but added that much of the added value of the union lies in civilian tasks. The training of police in Afghanistan, for example, is typically something the EU could do but which is not enough on the EU's radar screen, he said, with Germany already making efforts in this area.

Formal co-operation stagnating

Mr De Hoop Scheffer's call on the EU to better complement NATO fits into his vision of transforming NATO itself which he also outlined on Monday. He said the alliance, which currently has 50,000 soldiers deployed in missions in three continents, should work closer together with international organisations which specialise in reconstruction and development of conflict areas. Again pointing to the example of Afghanistan where NATO operates under a UN mandate he said this country needs a civilian answer but added we are neither a relief organisation nor a reconstruction agency.He called upon European NATO ministers to also take the alliance's concerns into account when meeting in an EU or other multilateral capacity. I need their support even more when they meet in an EU framework...or in international donor conferences, he said.

EU-NATO co-operation is currently formalised under the so-called Berlin-plus arrangements which include EU access to NATO planning capabilities in crisis operations as well as the exchange of classified information. But Mr De Hoop Scheffer suggested these official channels are stagnating, proposing informal meetings of EU and NATO defence ministers to break the deadlock.

If it can't be done in a formal way, let's then find any formula, he said.

Poland moots EU army

The NATO chief's proposals follow more ambitious plans by Polish president Lech Kaczynski, who suggested a 100,000-strong EU army, tied to NATO.

The Polish leader told the Financial Times on Monday that at the moment we have the situation where the EU needs about 8,000 troops in Lebanon and there is a problem where to find them. The EU should be prepared for situations when not just 8,000 but as many as 25,000 to 30,000 soldiers are needed, he said. Mr De Hoop Scheffer also referred to the Lebanon troop shortages, pointing to the fact that there is an increased competition for troops with several multilateral operations going on at the same time across the globe.The UN force in Lebanon is comprised of exactly the same forces used in Afghanistan, he said. Last week saw clear indications of military overstretch among EU states with Germany and the UK considering pulling out troops from Bosnia and Herzegovina due to engagements elsewhere in the world. The EU is currently running a 7,000 strong military force in the Balkan country having taken over the task from NATO in 2004.

In his letter to the Colossians, the Apostle Paul writes that in Christ all the fullness of the Deity lives in bodily form (Col. 2:9, NIV). But in an interview this week with Associated Press, Bishop Katharine Jefferts-Schori who is to be installed on Saturday as the first female presiding bishop of the Episcopal Church USA stated that Christians should not say that Jesus is the only way to God. If we insist we know the one way to God, she said, we've put God in a very small box.

In John 14:6, Jesus in responding to a question posed by the disciple Thomas said: I am the Way and the Truth and the Life. No one comes to the Father except through me. But Jefferts-Schori says she disagrees with the idea that salvation comes only through trusting in Jesus Christ. It's this sense that one person can have the fullness of truth in him or herself, rather than understanding that truth is like God more than any one person can encompass, stated the soon-to-be ECUSA leader.Jefferts-Schori says she views salvation as the healing of all Creation through holy living. I understand salvation as being about the healing of the whole creation.

Your part and my part in that is about holy living, she offered. As Christians we understand [salvation] as relationship with God in Jesus, but that does not mean that we're expected to judge other people's own commitments.

Where does she stand on the issue of homosexuality? The Episcopal Church has been embroiled for years in a debate over the ordination of homosexual clergy and blessing ceremonies for same-sex couples. Jefferts-Schori supports both and in fact, she voted in 2003 to confirm her denomination's first openly homosexual bishop, V. Gene Robinson. She told AP that she does not believe the Bible condemns committed homosexual relationships. God, she says, made some people gay.Sexual orientation is pretty clearly defined at a very early age, before the age of reason. It's not a choice, she said. In that case, a person of faith would need to say that it's a piece of how one is created. Consequently, she says, the Church should offer what she calls a sacramental container to help homosexuals find holy ways of living in relationship.

Scriptures in the Bible about homosexual acts being sinful, she says, are misunderstood. They're not about what today we see as mature human beings entering into committed relationships with each other on a full and equal basis, says Jefferts-Schori, who believes such committed relationships can be blessed. The religious community's job, really, is to help all human beings find healthy and whole and holy ways of living in relationship.

Run, Don't Walk

Canon David Anderson is president of the American Anglican Council, a group of conservative clergy and lay people from the Episcopal Church.

Anderson says he's not surprised at the recent comments by Jefferts-Schori, and offers what he sees as the only option for those still in churches aligned with ECUSA.I think they need to run, not walk, to the exit and find an orthodox Episcopal church,suggests Anderson.

According to Anderson, the Episcopal Church cast off biblical beliefs long ago in favor of postmodernism. Jefferts-Schori's comments, he claims, is merely in harmony with that. Her remarks with regard to the plurality of ways to God are consistent both with what she has said before and with what the top level of leadership in the Episcopal Church has been saying now for probably a decade, says Anderson.Associated Press reports that eight Episcopal dioceses have asked Archbishop of Canterbury Rowan Williams, who heads the world Anglican Communion, to put them under a leader other than Bishop Jefferts-Schori. The main obstacle to peace in the Middle East is the stubborn refusal of certain Arab countries and organizations to recognize Israel's right to exist, Serbian Foreign Minister Vuk Draskovic declared Sunday while on a visit to Jerusalem, which he called the capital of Israel.

I fully understand the fear of the Jewish people, because refusal to recognize the existence of Israel must remind Jews of the Holocaust and seem a demand for a new annihilation, and this couldn't be a basis for negotiations, Draskovic told The Jerusalem Post.Draskovic said he could well understand the importance of recognition for Israel since the lack of recognition of Serbia's territorial claims to Kosovo form the central cause of the conflict there between the province's Albanian Muslim majority and its tiny Serbian minority.

Others have asserted that Serbia is at fault for not recognizing the right to self-determination of Albanians in the region. One of Draskovic's chief goals in coming to Israel was to garner support for Serbia in its bid to retain control of the strife-ridden province, which he described as the Serbian Jerusalem because of its central place in Serbian history and religious tradition. Draskovic said the parallels between the experiences and treatment of Israel and Serbia by the international community should draw the two countries together. He alluded to criticism in the UN and media. Many newspapers are writing that Israel is terrorist No. 1 in the Middle East [and] that Serbia is terrorist No. 1 in the Balkans. We're not. This is the wrong perception of us both of us, he said. We have to support each other.

To that end, Israel and Serbia signed two memoranda Sunday, one easing certain visa restrictions and another pledging bilateral cooperation. Draskovic also met with Prime Minister Ehud Olmert, Foreign Minister Tzipi Livni and opposition leader Binyamin Netanyahu.Draskovic said he was fully satisfied with Israel's response to his requests concerning Kosovo. At a joint press conference, Livni said, I believe in an agreed solution and in compromise and bilateral discussions, and not in forcing both sides to accept something that is being enforced from the outside. Kosovo, while nominally under Serbian jurisdiction, is currently being run by the United Nations Mission in Kosovo in anticipation of a final-status resolution. Draskovic stressed the centrality of Jerusalem, referring to it as the capital of Israel.But the Serbian ambassador to Israel, Miodrag Isakov, indicated that the country has no immediate plans to move the embassy to Tel Aviv.

Jerusalem is the capital of Israel, he said. Where the administrative capital is [located] is less important. More important is that we do recognize and admit Jerusalem as a capital. Those efforts are being led by the same quartet the US, EU, UN and Russia that spearheaded the road map and is working to find accommodation between Israelis and Palestinians.

If there is any question about Israel's right to exist, the Serbian foreign minister said, then the quartet states also have no right to exist, because the historical roots of all of them are here. Draskovic, a devout Christian, will be visiting Jerusalem's Old City, Nazareth and Galilee during his three-day stay. He will meet with representatives of the Orthodox Church but not Palestinian officials. Those comments reflected Serbia's position on the issue, according to Draskovic.

US official: Israel won't bomb Iran,By TOVAH LAZAROFF


Iran's nuclear facilities are too vast to be destroyed by a single air attack so Israel is unlikely to bomb it to forestall Iran from developing a nuclear bomb, a senior United States official said on Tuesday. We do not have enough information about the Iranian nuclear program to be confident that you could destroy it in a single attack. The worst thing you could do is try and not succeed, the official said. He spoke in advance of Prime Minister Ehud Olmert's visit to Washington next Sunday. In considering Israel's military options regarding the Iranian nuclear threat, the official said one should not be swayed by the ease with which Israel
destroyed Iraq's nuclear program in 1981 with a single raid against the Osirak nuclear reactor. This is a much more difficult problem militarily than taking on Saddam Hussein's [nuclear] program, he said. In Iran there are as many as 200 sites that are part of their nuclear program, although some are more important than others, he noted.

As a result, he said, I do not see that Israel is going to do something like that. ... In all our conversations, thus far, Israel has stressed that this is an international problem. Israel does not want to make it an Israeli problem. Israel is committed to the political approach that the international community it taking, added the official. Foreign Minister Tzipi Livni concurred in speaking to The Jerusalem Post. Livni said that control of the nuclear game was in the hands of the great powers. She added, I expect that the [key international players] will go for sanctions - and severe sanctions, not soft ones for their own sake. The US official said the text of UN sanctions against Iran would be discussed with Olmert when the Israeli leader met with the US President George Bush in Washington next Monday. The hope, he said, is to prevent an arms race in the region by changing the policies of the regime. Still, he said, the fear that Iran would soon have the capacity of producing nuclear weapons has had some positive effects on the Israeli-Palestinian conflict. It is pushing moderate Arab states to work to resolve the problem.

They want to reduce to the greatest extent possible the friction created by the Israeli-Palestinian dispute, he remarked. Regarding Iraq, he said, I do not see the United States withdrawing from Iraq in the next two years. He did not believe such a withdrawal would promote stability. He spoke of the close ties between Israel and the United States, but noted that there were some disagreements.

The US is asking Israel to stop its surveillance flights over Lebanon and to find the intelligence information they provide from other sources. The US, he said, shares Israel's concern that Syria and Iran may not be abiding by the arms embargo imposed on Hizbullah and said the embargo needed to be monitored. We strongly support Israel's right to defend itself and we recognize the value of some of these flights, said the official. The risk, he said, is that the overflights provide a pretext for Hizbullah to accuse Israel of not abiding by UN resolution 1701, which calls for Israel to withdraw from Lebanon.

In the absence of the over-flights, he declined to explain how Israel would acquire surveillance information. Equally in Gaza the US respects Israel right to defend itself against Hamas rockets launched into Israel, but at the same time it should minimize operations in Gaza. At this time we think a military strategy alone is not sufficient, there has be a political component, he asserted.According to the official, the United States is not directly involved in talks on the release of the two IDF soldiers Ehud Goldwasser and Eldad Regev that were kidnapped by Hizbullah in July 2006. I believe that the process has moved forward but until it reaches results, we can not talk about progress, he said. David Horovitz contributed to this report.
