Portugal's mid-Atlantic Azores brace for another severe storm Sun Sep 24, 2:55 PM ET

LISBON (AFP) - Hurricane Helene was expected to pass north of Portugal's Azores archipelago overnight having weakened to an extra-tropical storm but bringing strong winds and tidal surges, forecasters said. Flores and Corvo, the two westernmost islands in the nine-island mid-Atlantic chain, are expected to bear the brunt of the storm with wind gusts of up to 110 kilometres (68 miles) an hour and waves of up to eight metres (26 feet) forecast, the national weather office said.Residents were asked to lock windows and doors but the archipelago's civil protection service said it planned no special precautions due to the storm.These are situations that are frequent in those islands, the service's vice-chairman Ricardo Barros told state-run television RTP.

On Wednesday Hurricane Gordon was also downgraded to an extra-tropical storm before it passed over the Azores, located about 1,200 kilometres (746 miles) west of mainland Portugal, but still had enough force to topple trees and down power lines.

LOUISVILLE, Ky. - Stormy weather blamed for 12 deaths in the Midwest and South subsided on Sunday, though residents in some states remained shut out of their homes due to high waters. Flood warnings remained in effect for parts of Arkansas, Kentucky and Missouri. Many Kentucky roads were still submerged on Sunday, but waters in many areas began to recede.It looks like everything's kind of quieting down, and things are being handled on the local level right now,said Buddy Rogers, a spokesman for the Kentucky Division of Emergency Management in Frankfort.

The storms that hit parts of Arkansas, Illinois, Indiana, Kentucky, Missouri and Tennessee Friday and Saturday stranded people in cars, forced others from their homes and left thousands without power.The death toll in Kentucky reached eight, including a father and his 1-year-old daughter in a truck that skidded in floodwaters. Two deaths were reported in Arkansas, and in Illinois, authorities
say lightning was the apparent cause of a house fire that killed elderly two women.The National Weather Service reported that areas of Kentucky received at least 5 inches of rain, with isolated regions getting close to 10 inches. Over 24 hours, parts of northeast Arkansas and southeast Missouri received more than 10 inches of rain, the weather service reported.

In Kentucky, about 200 people at Terrapin Hill Harvest Festival were evacuated by boats and school buses to transport after rising waters forced an evacuation, said Ruthann Phillips of the Red Cross.It was almost Katrina-like pretty much,said Chester Craig, a lieutenant with the Mercer Central Volunteer Fire Department. There were vehicles underwater and people were walking around in a daze.Arkansas rivers swelled up to 8 feet above flood levels, officials said. Campers at River Bend Park in Hardy, Ark., were asked to evacuate when the Spring River began rising.I didn't think we were going to make it out of there,said Charles Lenderman, who awoke Saturday morning to find knee-high water in his camper's kitchen. SYDNEY, Australia (AP) -- Six houses were destroyed, one man was killed and several hundred firefighters battled blazes into the night as swirling winds and scorching temperatures on Sunday gave Australia an early start to its wildfire season.

Anxious authorities greeted a cool change that swept southeastern New South Wales state late Sunday, calming gale force winds and cooling unusually hot autumn conditions that drove dozens of fires in parks and farmland around Australia's largest city.One man was killed when a wind gust toppled a tree branch that struck him as he rode his motorcycle in Kangaroo Valley, south of Sydney, police said.

State Rural Fire Service Commissioner Phil Koperberg said about 50 fires erupted in various locations on Sunday. Four houses were razed near Thirlmere southwest of Sydney, and two more near Cattai, to the northwest of the city.Television networks showed footage of the skeletons of two houses still afire, as well as panicking kangaroos, horses and other animals fleeing the flames and smoke.Water-bombing planes and hundreds of firefighters dumped thousands of liters (gallons) trying to douse the flames, which chewed through tinder-dry forests and were whipped up by winds gusting to about 100 kph (60 mph) as temperatures hit 35 C (95 F).We've not had a day like this in September in history,Koperberg told the Australian Broadcasting Corporation It was a very, very difficult day for firefighters.

The strong winds caused other kinds of havoc, knocking down power lines and causing blackouts to thousands of homes in Sydney's northern and western suburbs, said a spokesman for power company Integral.

At the height of the blazes, authorities declared a fire emergency allowing them to call on thousands of volunteer firefighters, if needed. Every fire station in Sydney and its surrounds was put on alert, authorities said.The causes of the fires were not immediately known. Discarded cigarettes butts and lightning strikes are more often the cause of such fires in Australia rather than arson.

Bad season predicted

Authorities imposed a total fire ban in New South Wales on Sunday forbidding the state's 6 million people from doing farm and backyard burn-offs, lighting wood-fired barbecues or any other fires after forecasters predicted conditions that would be ideal for dangerous blazes.The cool change swept gradually across the state Sunday evening, easing the sweltering conditions. But forecasters said there was also a chance of thunderstorms, raising the chances of lightning strikes that could start new fires.

Conditions throughout the night will be far more favorable and then tomorrow things will be better again,Koperberg said. But there's a lot of containment to be done.

Wild fires are a regular feature of Australian summer months, burning thousands of hectares (acres) of forests and sometimes blasting into towns and cities with often deadly results.In 2003, hundreds of houses were destroyed and four people killed when a huge blaze tore into the national capital, Canberra. Last January, nine people died in fires on South Australia state's Eyre Peninsula.Meteorologists and other experts have predicted conditions that could make this year's fire season in Australia's highly populated and heavily wooded southeast among the worst.

Authorities have been working for months clearing underbrush and creating fire breaks in national parks and in forest land that abuts some Sydney suburbs in expectation of a bad season, which usually starts in November and runs until about February.2006 The Associated Press.

Navy ship salvaged: 6 more bodies found

Six more bodies of the fishermen missing since hundreds of fishing boats
capsized in the Bay in storms on September 19 were recovered on Sunday, raising
the death toll to 97.

UNB Bagerhat correspondent said the six bodies were recovered from various
canals and rivers along the Bay and the Sunderbans.Navy ship ‘BNS Shaheed Farid’ which ran aground near Trikon island at Akram Point, 74 kms away from Mongla port, with 45 navy personnel on board, was salvaged at 11 am on Sunday.Two planes, one
helicopter and 11 naval ships took part in the salvage operation.The salvaged ship was intact and the naval personnel were found in good condition.But search for the ship’s Commanding Officer Lt. Commander Firoz Kabir, missing since the ship ran aground during storm, proved futile till on Sunday morning.

A tug boat of the navy is towing the salvaged ship to Mongla.Some of the bodies, disfigured beyond recognition, were buried in the char areas while others were handed over to local police. Survivors apprehended that some 1,500 ill-fated fishermen might have had watery burial following the sudden sea storms as they said they saw hundreds of bodies floating in the Bay. Coast Guard west-zone commander Badruddoza Chowdhury said rescue operation has been strengthened with the sea becoming slightly calm. Officials and local sources said at least 25 boats, some 630 trawlers and the navy ship tossed violently in the Bay during the storms, throwing about 3,500 fishermen and the naval commander into the seawaters.Navy, Coast Guards and forest department officials have been searching hard for those missing since Wednesday. But the rescue operation in deep sea was being hampered for lack of sufficient vessels.

Sources said confusion has been created over the death toll due to absence of coordination between rescuers and the local administration. Trawler owners apprehend that over 800 trawlers had capsized during the storms. The low-lying areas of Bagerhat coast have been flooded and over 500 fish enclosures washed away due to incessant rain over the last few days.by The New Nation

Foreign Ministry spokesman Mohammad-Ali Hosseini here Sunday regretted the disapproval of the International Atomic Energy Agency (IAEA) resolution on the Zionist regime's nuclear threats. According to a report released by Hosseini's office, he expressed deep concern over the Western states' opposition to the resolution proposed by Arab states, Iran and Indonesia, in a clear contravention of NPT and the need for membership of Zionist regime in the treaty. Thus the move encouraged disregard for the principles and regulations of nuclear Non-Proliferation Treaty,he added.

Concerning the consequence of the Western states' double standards on the content of NPT, he said that their unjust views and making an exception in case of the Zionist regime by exempting it from accepting the items of the treaty has undermined the regional peace as well as security and increased the anxiety of all Middle East countries. In principle, such a view is against establishment of justice and preparing the ground for the Middle East development. Possession of nuclear weapons by the Zionist regime without international supervision has been threatening security and peace in the region. Besides, it paves the way for this regime to pursue its strategies of threat and expansionism at its own will,added the Foreign Ministry spokesman.

Hosseini welcomed the call by some members of the Persian Gulf Cooperation Council and Arab League on other countries to use nuclear energy for peaceful purposes. A senior Palestinian official condemned on Sunday the current Israeli policy of expanding Jewish settlements in the West Bank.

Tayssir Khaled, member of Palestine Liberation Organization (PLO) executive committee, considered Israel's decision to build more houses into the Israeli settlements in the West Bank settlements as a new escalation and aggression against the Palestinians and their land. Khaled clarified that Israeli Ministry of Housing launched bid to build 164 houses in Israeli settlements near the West Bank city of Nablus and Qalqeelya, noting that this is the second bid in three weeks after an earlier invitation for bid to build 690 houses in settlements in Jerusalem.

He explained that the expansion was an attempt by the Israeli government to conciliate the radical right wing and settlers after the big failure in the war on Lebanon. He also called on the international community, especially the U. S. and the European Union (EU), to exert pressure on Israel, as the settlements expansion policy contradicts with the U.S.supported roadmap plan. TEL AVIV, Sept 25 (Reuters) - In October 1973, with its forces battling to repel invasions by Egypt and Syria, Israel did what had previously been unthinkable: It briefly wheeled its nuclear-capable Jericho-1 missiles out of their secret silos.That, historians believe, was picked up by U.S. spy satellites and stirred up fears in Washington of a catastrophic flare-up between the Jewish state and the
Soviet-backed Arabs. Message received, an urgent American shipment of conventional arms to Israel was quick to follow, and helped turn the war.With Israel's current arch-foe Iran seen gaining the ability to produce nuclear weapons within a few years, and preventive military options limited, some experts now anticipate another lifting of the veil on the assumed Israeli atomic arsenal.

Were that to happen, experts say, the objective would be to establish a more open military deterrence vis-a-vis Iran and perhaps win Israel's nuclear option formal legitimacy abroad.No one should simply assume that Israel would stay where it is now with its ambiguous capability if Iran becomes a nuclear power,said Professor Gerald Steinberg, head of the Conflict Management Programme at Bar-Ilan University near Tel Aviv.Israeli policy is likely to change, in order to demonstrate that the country has continued strategic superiority,he said.Israel neither confirms nor denies it has the Middle East's only nuclear weapons, under an ambiguity policy billed as warding off enemy states while avoiding a regional arms race.

Steinberg said this might be abandoned only as a last resort to persuade a nuclear-armed Iran that it stood to suffer far greater devastation in any full-blown future conflict.It's not desirable, but this is about survival,he said.Iran, the world's fourth largest oil exporter, says its nuclear programme is for energy needs alone. But calls by its President Mahmoud Ahmadinejad for Israel to be wiped off the map have fuelled Western calls for the programme to be curbed.

MUTUALLY ASSURED DESTRUCTION?

Talk of a nuclear stand-off between Israel and Iran has sparked comparisons with the mutually assured destruction formula that reigned during the Cold War and, more recently, between India and Pakistan.But those precedents assume a parity that may not exist with Israel and Iran. Militarily advanced Israel is geographically small and vulnerable. Iran's atomic ambitions are at fledgling stage but its large size could help it survive a major strike.The use of a nuclear bomb against Israel would completely destroy Israel, while (the same) against the Islamic world would only cause damage. Such a scenario is not inconceivable,former Iranian President Akbar Hashemi Rafsanjani said in a 2001 speech.

There is also speculation that Ahmadinejad might welcome an apocalyptic confrontation, meaning the idea of a deterrent would not work. Yet he answers to Iranian clerics who work by committee and thus provide a rational set of safeguards.

Reuven Pedatzur, defence analyst for the respected Israeli daily Haaretz, proposed that the country, under U.S. guidance, go public with its nuclear capability in the hope of building back-channel ties with Iran and establishing mutual deterrence.

Israel cannot continue to rely on it (ambiguity policy) if Iran has nuclear weapons. This is because ambiguity leaves too many grey areas. The enemy cannot know with certainty what the red lines are and when he is risking an Israeli nuclear response,he wrote.

There must be a deterrent policy that will leave no room for misunderstandings, he added.Thus, for example, we would make it clear that the identification of any missile launched from Iran in a westerly direction means, as far as we are concerned, the launch of an Iranian nuclear missile at us.Declaring capabilities is one way for a nation to becomes an official nuclear power. The other is a controlled atomic blast.If the Israelis really have any doubt about the credibility of their deterrence, they could conduct a nuclear test, say, in the Negev desert,said Gary Samore, a former adviser on nuclear non-proliferation in the U.S. National Security Council under President Bill Clinton.But he said the diplomatic fall-out of such a move would draw scrutiny away from Tehran and further alienate those Arab nations willing to endorse Western pressure on the Iranians.It would be a godsend for Iran,Samore said.

NPT IN QUESTION

Israel did not sign the 1970 nuclear Non-Proliferation Treaty. It thus kept its main nuclear facility, outside the desert town of Dimona, exempt from inspection. It has received billions of dollars in aid from Washington, whose laws ban funding states with unregulated non-conventional arsenals.A nuclear weapons test by Israel would effectively blow away that U.S. blind eye. Iran, in turn, could withdraw from the NPT and argue that it should not be subjected to sanctions. After that, other Middle East states would likely seek atomic arms.Avner Cohen, author of the seminal study Israel and the Bomb, has suggested that Israel seek to form a new nuclear pact along with India and Pakistan, which refuse to join the NPT.

Such a protocol might permit them to retain their atomic programmes, but inhibit further development. It could also require cooperation with international nuclear export controls, prohibit explosive testing of nuclear devices, and call for the phased elimination of fissile material production,Cohen said.Iran would not be able to join such a pact, he added, as it has violated the NPT by pursuing unauthorised nuclear projects.Cohen poured cold water on the idea of Israel seeking mutual deterrence with a nuclear-armed Iran, noting that during the Cold War parity was achieved only after Washington and Moscow scraped through two crises over the 1948 Western airlift to Berlin and the 1962 deployment of Soviet missiles in Cuba.The sense of stability associated with mutually assured destruction grew out of a learning curve,he said.

Mount Desert Island residents awake to quake

BAR HARBOR, Maine --Mount Desert Island residents awoke to the earth moving Friday, and the shaking didn't stop until several hours later.Sign up for: Globe Headlines e-mail | Breaking News Alerts Monitors recorded five hours of earthquake activity with the biggest being a Magnitude 3.5 quake at 6:39 a.m. about one mile southwest of the middle of Bar Harbor, said John Ebel, director of Massachusetts' Weston Observatory.There were roughly nine additional temblors starting at 5:21 a.m. before the main quake and continuing through 10:20 a.m., Ebel said.The biggest quake was of a magnitude that could be felt miles away, he said. There were no reports of injuries or property damage.New England averages about one or two earthquakes that are above 3.5 Magnitude each year, Ebel said. Maine already recorded a 3.8-Magnitude earthquake in the northern part of the state on July 14, he said.

LITTLE ROCK (AP) - A stretch of northern Arkansas faces severe flooding Saturday after a series of strong storms dumped up to ten inches of rain in some areas. In Sharp County, officials worked to evacuate and rescue residents in low-lying areas, including several who were stranded in trees after camping out at River Bend Park, the sheriff's office said. As northern Arkansas dealt with flooding, much of western Arkansas saw severe thunderstorms, lightning and tornado warnings.

Steve Bays, a hydrologist with the National Weather Service says the counties facing the worst flooding are Clay, Fulton, Lawrence, Randolph and Sharp. There are no confirmed deaths yet because of the flooding, though a woman in northwest Arkansas was struck by lightning and killed Friday night. No tornadoes have been confirmed yet from Friday or Saturday's storms.

The president of the European Commission has expressed disappointment that European leaders failed to defend Pope Benedict XVI over his recent remarks about Islam.Jose Manuel Barroso said that while Europe must take the threat of Islamic extremists very seriously, it must not confuse tolerance with a form of political correctness that puts others' values above its own.I was disappointed that there weren't more European leaders who said, Of course the Pope has the right to express his point of view', Barroso was quoted as saying in Germany's Welt am Sonntag weekly on Sunday.We must defend our values.Barroso also urged Europeans to encourage moderate Islamic leaders to take a stronger stance against the extremists.The problem is not the comments of the Pope, but the reaction of the extremists,Barroso said.In a September 12 address at the University of Regensburg in Germany, Benedict cited the words of a Byzantine emperor who characterised some of the teachings of the Prophet Mohammed as evil and inhuman, particularly his command to spread by the sword the faith.

Lebanese Christian clergyman tells Al-Biyan newspaper that Israel has agreed to transfer Lebanese prisoners, bodies of Hizbullah fighters in return for freeing Israeli hostages. According to Abboud, all that is necessary to complete process is appointment of UN representative Negotiations regarding the exchange of prisoners betweenIsrael and Hizbullah are taking place through indirect channels and a deal may be finalized within days, Lebanese Christian clergyman Jean Abboud told the Arab newspaper Al-Biyan.

In an interview published Saturday in the United Arab Emirates newspaper, Abboud said that the mediators had achieved important results and that Israel had agreed to transfer the dead bodies of Hizbullah operatives as well as the Lebanese prisoners. Abboud has been recognized lately as involved in the mediated negotiations. The process has ripened, he told interviewers. What is necessary to complete it is the appointment of a UN representative in the matter, and I don’t know why one hasn’t been appointed yet.

Across three capitals

Regarding the negotiations between Israel and Hizbullah, Abboud said, The talks are being held between three capitals – Beirut, Brussels and Tel Aviv.In Beirut, with Jubran Basil representing Lebanese parliament member General Michel Aoun and Hizbullah representative Wafik Safa; in Brussels with a European Union representative and the Belgian prime minister who are in touch with Israeli Prime Minister Ehud Olmert, Abboud detailed. Abboud currently resides in Europe.

On his own involvement in the affair, he said, I know how Israel thinks, as I lived in Beit Jala for a number of years. I speak Hebrew, which helped me succeed in the indirect negotiations in a way that will contribute to Lebanese and Israeli interests.

Abboud: Hostage' means alive

As for the fate of the two IDF soldiers being held hostage by Hizbullah, Eldad Regev and Ehud Goldwasser, Abboud said: When Nasrallah announced the hostage operation on July 12, he said the resistance killed eight Israeli soldiers and took two hostages.

Hostage means alive in the Arabic language, which Nasrallah commands indisputably, and in every other language as well and in the language of international law too.The upcoming days will bear news to the prisoners’ families on both sides,he promised. This is not the first time that Abboud’s name has been tied up in news of the negotiations between Israel and Hizbullah. Just two weeks ago, Kuwaiti newspaper Al-Rai al-Aam reported that Lebanese member of parliament retired General Michel Aoun flew to Belgium for a hasty visit in attempt to orchestrate negotiations on the prisoner exchange deal.However, in the present interview, Abboud said the reports on General Aoun’s talks with the Israelis were completely false. He rebuffed the report in the Kuwaiti newspaper as well as other parallel reports. His very denials, however, make apparent the stickiness of any reports on the top-secret prisoner-swap

Egypt, which has played a key role in helping to smuggle advanced weaponry to Palestinian terrorist groups from Gaza that continue to conduct missile attacks into Israel, now plans to revive its nuclear energy project. While there is concern in Israel over the prospect of an Egypt with nuclear capability, no one in Israeli officialdom is ready to express that concern on the record.

However, the authoritative Middle East News Line has confirmed that the regime of President Hosni Mubarak is now ready to acquire nuclear reactors. Indeed, the Egyptian Energy Ministry intends to discuss nuclear energy facilities and technology from a range of countries, including China and Russia.

The whole world I don't want to say all, but many developing countries have proposed and started to execute the issue of alternative energy,Gamal Mubarak, the president's son, said. It is time for Egypt to put forth, and the party will put forth, this proposal for discussion about its future energy policies, the issue of alternative energy, including nuclear energy, as one of the alternatives.In an address to the ruling National Democratic Party on Tuesday, the 42-year-old Gamal urged his father to examine a proposal to develop nuclear energy. In 2004, Egypt was said to have abandoned its nuclear energy project and shelved plans to construct up to eight reactors. Under the plan, each reactor would have a capacity of 1,800 megawatts.We will continue using our natural energy resources, but we should conserve these resources for our future generations,Gamal said.

In Vienna, the International Atomic Energy Agency has been examining a proposal to restrict the supply of nuclear reactor fuel. Under the proposal offered by Germany, Russia and the United States, the IAEA would establish nuclear fuel centers that would be the sole suppliers for civilian reactors, such as those planned by Iran.In March, however, the International Atomic Energy Agency determined that Egypt conducted secret nuclear activities at a facility about 40 kilometers north of Cairo. An IAEA report said Egypt carried out nuclear research from 1960 to 2000, but probably did not conduct uranium enrichment.We will not accept initiatives made abroad,Gamal said. Egypt is a big country and plays a leading role and will continue to do that.

Officials said the NDP has been discussing the renewal of Egypt's nuclear program since May 2006. They said Gamal, the party's deputy secretary-general, and his colleagues have been discussing the option of producing nuclear fuel to avoid dependency on foreign suppliers. Virtually all Cabinet ministers are NDP members.On Sept. 11, an Egyptian strategist urged Arab League members to invest in a regional civilian nuclear program. During a two-day nuclear conference in the Bahraini capital of Manama, the strategist pointed to Iran's uranium enrichment program, which he said could not be ignored by Arab neighbors. The conference adopted the Egyptian recommendation.We can't just sit and look from the outside as these developments take place,Mohammed Al Said Idris, a consultant at the Egyptian state-owned Al Ahram Center for Strategic Studies, said.

Officials said China could be a leading supplier of nuclear technology to Egypt. Over the last two years, they said, Beijing has expanded trade links and plans to invest in Egypt's energy sector. BENNETTSVILLE, S.C. - A minor earthquake shook homes and broke windows around this community Friday morning, but no injuries or serious damage was reported. The shaking was felt in Marlboro and Chesterfield counties, adjacent counties on North Carolina state line. The U.S. Geological Survey reported the 3.5-magnitude quake struck at 7:22 a.m. about 6 miles north-northwest of Bennettsville.We had some folks saying the whole house shook,including some who fled outdoors, said Roy Allison, emergency manager for Marlboro County.Generally magnitude 3.5 quakes cannot be felt.

This one is a little small for having those sorts of things houses shaking or cracking windows. What it tells you is the house may be on ground that is a little more susceptible to shaking, said Norm Levine, an assistant professor of geology at the College of Charleston.He said the quake occurred in an area with two existing faults.Earthquakes are not unknown in South Carolina. One with magnitude between 3 and 4 occurs about every 18 months, and 10 to 15 lesser quakes happen each year on average.The most devastating S.C. earthquake on record was a magnitude 7.3 near Charleston in 1886 in which more than 100 people died.

Moderate quake jolts Indonesia's Yogyakarta province

Jakarta - A moderate earthquake struck the ancient Indonesian city of Yogyakarta Friday, four months after nearly 6,000 people died there in another tremblor. There were no reports of damage or casualties in the latest quake, which measured 5.7 on the Richter scale and struck off Yogyakarta province in Central Java at 1:54 a.m. (1854 GMT Thursday), according to a statement from the Jakarta-based Meteorology and Geophysics Agency.

The quake's epicentre was in the Indian Ocean about 33 kilometres beneath the seabed and 150 kilometres south-west of Yogyakarta province.

The tremblor was the latest in a series of earthquakes to rattle the main Indonesian island of Java in recent months. On May 27, a magnitude-6.3 quake struck Yogyakarta and Central Java provinces, killing thousands and causing hundreds of millions of dollars in damage. On July 17, a magnitude-7.7 earthquake triggered a tsunami that battered the southern coast of Java, killing more than 600 people and leaving thousands homeless. Helene weakens to a tropical storm 1 hour, 44 minutes ago

MIAMI - Hurricane Helene weakened Friday into a tropical storm, but would still likely create hazardous surf conditions for Bermuda, forecasters said. Helene's top sustained winds dropped to about 70 mph, below the 74 mph threshold to be classified as a hurricane, and it was expected to gradually lose tropical characteristics, according to the National Hurricane Center.Tropical storm force winds extended up to 345 miles from Helene's center.Although the hurricane would not make landfall, Bermuda was expected to feel the effects through hazardous surf conditions until Saturday night, said Stacy Stewart, a senior hurricane specialist.

At 11 p.m. EDT, Helene was centered about 850 miles east-northeast of Bermuda and 1,305 miles west of the Azores. It was moving east-northeast near 23 mph.The Atlantic hurricane season began June 1 and ends Nov. 30. September is traditionally one of the busiest months of the season.

Storms wreak havoc in N.Ireland


Tens of thousands of homes in Northern Ireland were left without electricity and roads were blocked by fallen trees after a night of storms. By:Press Association
Winds which reached hurricane force battered the country for several hours, uprooting trees and bringing down power lines.The wind was recorded at up to 74mph in places and Northern Ireland Electricity said supplies to more than 100,000 customers were hit.

More than 500 NIE staff, including engineering teams, worked through the night and managed to restore power to 50,000 homes.

NIE say that less than 10,000 homes are now without electricity and they hope to have their power restored by this evening, however some customers in Mid-Ulster, Ballymena and Newry may still be off overnight.

Robin Greer said: Damage has been widespread. We know of some 800 instances of damage to the network right across Northern Ireland. At its worst over 100,000 people were cut off, though around 50,000 have been re-connected.

We have a massive restoration programme just coming into play at the moment.The worst affected areas were Mid Ulster, Craigavon and Newry with parts of south Belfast also hit.Police urged motorists to take care and be on the alert for fallen trees.Earlier, a spokesman said roads were blocked from Enniskillen, County Fermanagh, in the west to Newry, County Down, in the south-east.

At Warrenpoint in Co Down the coast road was flooded.

Spain sends engineers to help build installations for peacekeepers

About 170 Spanish military engineers were due to leave for Lebanon by ship on Friday to help build installations for Spanish peacekeeping troops, the Defense Ministry announced.The engineers will return to Spain once their work is done, the ministry said on Thursday, adding that another ship transporting equipment and vehicles and a plane carrying 100 soldiers would both leave next week.Some 560 Spanish troops landed in Lebanon last week to join the expanded United Nation Interim Force in Lebanon (UNIFIL), which is enforcing a cease-fire between Israel and Hizbullah militants in Southern Lebanon.Spain has committed 1,100 soldiers to the force, the third biggest ground force contingent from a European Union country after Italy and France.

The Dutch government will also send a frigate to join the ring of ships off Lebanon's coast to block illegal arms from reaching Hizbullah, a defense official said Friday.The Dutch government drafted a letter to Parliament outlining its plan to dispatch the ship and to assign a logistical support ship to rotate with it in several months, Defense Ministry spokesman Joop Veen said.The Dutch will contribute about 150 sailors to the 2,450-person UN maritime task force.

The Dutch contribution will continue until August 2007, Veen said, and an extension could be considered if asked.The timing of the ship's departure would be determined in talks with the UN and Lebanon.The German-led naval force also includes vessels from Turkey, Greece, Norway, Denmark and Sweden.

EU wants quick military victories in southern Afghanistan

The European Union (EU) has asked for quick military victories in southern Afghanistan coupled with improvement of governance at the local level and reconstruction assistance. It is not politically a good idea to have a long fighting season, not only now, but in the next year or two,EU's special representative in Afghanistan, Francesc Vendrell told reporters in Brussels. Civilian casualties, which are largely unavoidable in military operations, bear a political price, he explained. Even the killing of Taliban fighters in these operations may draw sympathies from the Pashtun population in the south, he said. He said Operation Medusa, which was aimed to establish government control over an area of Kandahar Province centered on the town of Panjwayi, had ended satisfactorily with full control of the region.

The victory in the battle does not mean victory in the war, he said. But through the operation, the Taliban have seen the capacity of the NATO-led International Security Assistance Force. Military victories should be followed up immediately by reconstruction assistance, he said.There has to be tangible and visible reconstruction efforts to provide more employment to the people. The Taliban are able to recruit people not mainly due to ideological grounds, but to their promises of higher pay than the police and the army, he said. Vendrell said he is concerned about the increase in suicide attacks, which were rare until a year ago. Afghans were thought to be too proud to carry out suicide attacks. But now it can no longer be assumed to be the case, he said. There has been an increase in suicide attacks because there is an element of copycat from Iraq.

The suicide attacks caused numerous problems on the ground, particularly for the NGOs, he said. In the past weeks, there have been killings and kidnappings of NGO staff, both foreign and national. He also expressed concern over narcotics in Afghanistan, which he described as not a particularly optimistic chapter. He said the idea of eliminating poppy crops is not a good one as narcotics provides employment for 2.9 million people in the country. It is imperative to find alternative livelihood and to discipline officials who are involved, he said. Vendrell asked Pakistan to assume more responsibility on the Afghan-Pakistani border.

Pakistani President Pervez Musharraf admitted in his recent visit to Afghanistan that the Taliban are crossing the border into Afghanistan from Pakistan. Vendrell acknowledged that even with the best effort of the Pakistani army, Taliban infiltration would be unavoidable. However, he appealed for every effort from the Pakistani army to ensure a minimal amount of infiltration. We also feel that the Pakistani government ought to ensure that the Taliban leadership is not able to use Pakistani territory to engage in political activities. GAZA CITY, Gaza Strip - Palestinian Authority President Mahmoud Abbas' bumpy efforts to set up a government acceptable to the West suffered a new setback yesterday when the prime minister from Hamas said he would not lead a coalition that recognized
Israel.

Hamas has ruled alone since March but this month agreed to share power with Abbas' moderate Fatah party in hopes of ending a crippling international aid boycott of the Palestinian Authority.The Hamas-Fatah coalition deal sidestepped recognition of Israel. Instead, it said the government would seek to establish a Palestinian state alongside Israel, which implies recognition. But the United States and Israel demanded a clear commitment from Hamas, and Abbas was forced to revisit the issue.

At the United Nations on Thursday, Abbas said a national-unity government would recognize the Jewish state. It was unclear whether Abbas promised more than he could deliver in hopes of soliciting international support, or whether he was trying to pressure Hamas.Abbas and his aides were en route from New York to Cairo, Egypt, yesterday and could not be reached for comment.

Hamas leaders reacted swiftly. Prime Minister Ismail Haniyeh said in Gaza that recognition of Israel was out of the question. I personally will not head any government that recognizes Israel,said Haniyeh, considered a leader of Hamas' more pragmatic wing.

He reiterated that Hamas was ready to establish a Palestinian state in the West Bank, Gaza and East Jerusalem, areas Israel captured in the 1967 Mideast War, and to honor a long-term truce with Israel.We support establishing a Palestinian state in the land of 1967 at this stage, but in return for a cease-fire, not recognition, Haniyeh said.Hamas officials left open the possibility of more negotiations, saying they wanted to hear from Abbas when he returns. We don't want to build on statements or positions we heard in the media,Hamas spokesman Sami Abu Zuhri said.Palestinians appeared conflicted about what they wanted their leaders to do.

Recent polls suggest an overwhelming majority wants Hamas to stick to its refusal to recognize Israel, even at the price of economic hardship caused by the aid boycott. Hamas would lose much of its popularity if it were to issue a statement of recognition, the polls suggest. But two-thirds of Palestinians also want Abbas to negotiate a peace deal with Israel.Caught between contradictory expectations, Abbas has been banking on a vague agreement.An Abbas aide, Nabil Amr, said yesterday that Hamas would not be expected to issue a statement of recognition but would be asked to recognize agreements signed by the PLO, including the 1993 mutual recognition agreement with Israel. Abbas heads the PLO.The United States and Israel might not settle for such fuzzy language.An Israeli government spokeswoman, Miri Eisin, reiterated that any Palestinian government must yield to the demands of the international community: recognition of Israel, renunciation of violence, and acceptance of previous peace agreements.

Half a million rally in support of Hezbollah

AdvertisementHEZBOLLAH leader Sayyed Hassan Nasrallah rejected international calls to disarm his Lebanese guerillas and told 500,000 supporters at a victory rally they still had more than 20,000 rockets after a month of war with Israel.Speaking to a sea of followers at a divine victory rally in south Beirut on Friday, Nasrallah said Hezbollah had emerged stronger from a conflict in which Israel declared it had destroyed most of the Shiite Muslim group's arsenal.In his first public appearance since the war broke out in July, Nasrallah told hundreds of thousands of cheering supporters that Hezbollah had more than 20,000 rockets and that it had recovered all its organisational and military capabilities . . . it is stronger than it was before July 12.

Nasrallah's estimate of Hezbollah's retained arsenal is five times greater than the total number it fired into Israel during the war, and higher than any previous figure he has given.

He also warned the United Nations peacekeepers not to seek confrontation with Hezbollah.Your mission is not to spy on Hezbollah or to disarm the resistance,he told a crowd packed into the Shiite Muslim suburbs which were heavily bombed in the 34-day war.

He said measures to stop Hezbollah rearming, including international forces patrolling the Lebanese coast and tighter security on the border with Lebanon, would have little impact.The huge turnout in a country of 4 million was a gesture of defiance to Israel but also marked a challenge to the US-backed Lebanese Government of Prime Minister Fouad Siniora.Nasrallah called for a change of government in Lebanon and slammed Arab leaders for failing to defend the Lebanese people.The building of an able, just and strong state starts first with the establishment of a national unity government. This is our new project that we will work for with all our force in the coming stage.

The rally had been expected to coincide with the final withdrawal of Israeli troops from the south, but Israel's army chief said on Wednesday the pullout might take a few more days.Israeli forces have been gradually leaving territory they captured in fighting that began after Hezbollah guerillas seized two Israeli soldiers in a cross-border raid.

Israel and Hezbollah have both declared themselves victors in the war which killed nearly 1200 people in Lebanon, mostly civilians, and 157 Israelis, mainly soldiers.Thousands had walked to the rally from Shiite villages in south Lebanon battered by Israel's bombardment and invasion.The Beirut crowds carried pictures of Nasrallah and yellow Hezbollah flags bearing the message Here we are Nasrallah.Many wore yellow T-shirts and chanted pro-Hezbollah slogans. Some said they were there not only to celebrate but also simply to see the charismatic Nasrallah.

Bin Laden's Health Status Unknown

(CBS News) KARACHI, Pakistan Osama bin Laden's health has deteriorated in the past year, forcing him to curtail his movements, according to Arab diplomats in Pakistan who routinely track reports of his movements. While Pakistani officials and diplomats stationed in the country on Saturday did not confirm a report in a French regional newspaper that claimed the world's most wanted terrorist had died of typhoid earlier this month, some spoke of reports in the past year suggesting that bin Laden's health had rapidly deteriorated, prompting speculation over his remaining life expectancy. One Arab diplomat who spoke to CBS News on the condition that his identity would not be revealed said there were fewer reports in 2006 of bin Laden's possible sightings around the border region between Pakistan and Afghanistan.

In the past, sometimes with a delay of two to three days, you would see reports which suggested he may be on the move somewhere, there have been fewer such reports this year, he said. Does this mean, he is acutely ill, dying or has in fact died?

There is no credible answer to that question. Unless there is a body, how can anyone say for sure that bin Laden is dead, added the diplomat. The same diplomat said, bin Laden has had a history of illnesses that were first reported while the Taliban regime still ruled Afghanistan in 2000. One such report seen by the diplomat a year before the Sept. 11, 2001 terrorist attacks, reported that bin Laden had to be hospitalized briefly in Kabul before he was brought to Pakistan for medical treatment, then believed to be a kidney-related ailment.

If it is true that bin Laden had to have dialysis for his kidneys then which is six years ago his health must be far worse now. Especially the conditions that he lived in, being on the run from U.S. forces must also take its toll on him. I wouldn't be surprised if he is dead. Nobody is immortal, concluded the diplomat.

A senior source with an intelligence service friendly to the United States told CBS News that Saudi Intelligence has collected what it considers to be very credible information that bin Laden has been very seriously ill, and that the Saudi services are now suggesting, though not confirming, that they have a pretty high certainty that he is dead. The source added that if he has died as a result of typhoid fever, which comes from exposure to contaminated water and food, it would confirm reports that he has been hiding in a remote area, under very harsh conditions with limited access to medical care.

Over the past 12 months, according to security and diplomatic sources in Pakistan and elsewhere, the Saudi services have greatly improved their intelligence gathering capacity, especially in southern Afghanistan, and the Pakistan border region. The intelligence service source told CBS News that over the past weeks, a number of al Qaeda-linked figures left the Pakistan-Afghanistan region and returned to countries in the Arabian Gulf. Some of the returnees have been interrogated and provided important intelligence.

Another Arab diplomat said reports of bin Laden's death would have to be either confirmed if his body was found or through an official statement for there to be confirmation. But if you look at just the history of the man, the probability of his survival for long is not that great,the second Arab diplomat said on similar condition of anonymity.

CBS News has been told the Saudis themselves have been very careful to say that while they believe the intelligence they have is credible, it will be impossible to confirm bin Laden's death without either recovery of a body, or the arrests of al Qaeda figures and others who are known to have been with him.

Pakistani officials expressed complete ignorance of the classified memo published by the French newspaper, l'Est Republicain, circulated to the French President and other senior figures. Written on Sept. 21 by the DGSE, the French exterior intelligence service, the memo reports intelligence gathered by the Saudi services, under the headline Saudis Moving Towards Conclusion Bin Laden is Dead.

The French government has declined to comment on the contents of the document, but the Minister of Defense has ordered an investigation into the leaking of classified documents. One former Pakistani official with prior responsibility for security affairs said there was speculation among Pakistani intelligence officials that al Qaeda had already undergone a leadership transition which has seen Ayman Al-Zawahiri, the group's second highest ranking leader, emerge as the key decision maker. If you just track the number of al Qaeda videos which have come out in the public, you see Ayman Al-Zawahiri in there mostly. Netanyahu Tops List of Preferred PMs in Israel


September 22, 2006 - Israelis place a former prime minister as the most suitable person for the country’s top political job, according to a poll by the Dahaf Institute published in Yediot Ahronot. 27 per cent of respondents would like Likud leader Benjamin Netanyahu to head the government.Israel Our Home leader Avigdor Lieberman is second with 15 per cent, followed by current foreign minister Tzipi Livni with 14 per cent, and former prime minister Shimon Peres with 12 per cent.Support is lower for current head of government Ehud Olmert of the Kadima party, current transport minister Shaul Mofaz, former prime minister and Labour leader Ehud Barak, and current Labour leader and defence minister Amir Peretz.

In March, Israeli voters renewed the Knesset. Kadima, founded by former prime minister Ariel Sharon and led by Olmert, secured 29 seats.

Labour, the Retired People’s Party (Gil) and the International Organization of
Torah-observant Sephardic Jews (Shas) joined Kadima in a coalition.On Jul. 12, Hezbollah militants based in Lebanon killed eight Israeli soldiers and captured two more in a cross-border attack.

The Israeli armed forces launched air strikes inside Lebanese territory to fight Hezbollah, targeting the country’s infrastructure and its airport. Hezbollah retaliated by firing rockets into several Israeli towns.A ceasefire brokered by the
United Nations (UN) came into effect on Aug. 14. Security Council Resolution 1701 calls for a full cessation of hostilities from both sides and allows Lebanese government troops and a 15,000-member peacekeeping force to enter into southern Lebanon during the withdrawal of Israeli forces, but sets no timetable for the disarmament of Hezbollah or the return of the two abducted Israeli soldiers.

On Sept. 17, Netanyahu expressed confidence in an eventual return to power, saying, The Likud is on the right path. It is just a matter of short time until the country is on the right path.Netanyahu served as prime minister from June 1996 to July 1999, and resigned from the previous cabinet after opposing Sharon’s Disengagement Plan.
