BENNETTSVILLE, S.C. - A minor earthquake shook homes and broke windows around this community Friday morning, but no injuries or serious damage was reported. The shaking was felt in Marlboro and Chesterfield counties, adjacent counties on North Carolina state line. The U.S. Geological Survey reported the 3.5-magnitude quake struck at 7:22 a.m. about 6 miles north-northwest of Bennettsville.We had some folks saying the whole house shook,including some who fled outdoors, said Roy Allison, emergency manager for Marlboro County.Generally magnitude 3.5 quakes cannot be felt.

This one is a little small for having those sorts of things houses shaking or cracking windows. What it tells you is the house may be on ground that is a little more susceptible to shaking, said Norm Levine, an assistant professor of geology at the College of Charleston.He said the quake occurred in an area with two existing faults.Earthquakes are not unknown in South Carolina. One with magnitude between 3 and 4 occurs about every 18 months, and 10 to 15 lesser quakes happen each year on average.The most devastating S.C. earthquake on record was a magnitude 7.3 near Charleston in 1886 in which more than 100 people died.

Moderate quake jolts Indonesia's Yogyakarta province

Jakarta - A moderate earthquake struck the ancient Indonesian city of Yogyakarta Friday, four months after nearly 6,000 people died there in another tremblor. There were no reports of damage or casualties in the latest quake, which measured 5.7 on the Richter scale and struck off Yogyakarta province in Central Java at 1:54 a.m. (1854 GMT Thursday), according to a statement from the Jakarta-based Meteorology and Geophysics Agency.

The quake's epicentre was in the Indian Ocean about 33 kilometres beneath the seabed and 150 kilometres south-west of Yogyakarta province.

The tremblor was the latest in a series of earthquakes to rattle the main Indonesian island of Java in recent months. On May 27, a magnitude-6.3 quake struck Yogyakarta and Central Java provinces, killing thousands and causing hundreds of millions of dollars in damage. On July 17, a magnitude-7.7 earthquake triggered a tsunami that battered the southern coast of Java, killing more than 600 people and leaving thousands homeless. Helene weakens to a tropical storm 1 hour, 44 minutes ago

MIAMI - Hurricane Helene weakened Friday into a tropical storm, but would still likely create hazardous surf conditions for Bermuda, forecasters said. Helene's top sustained winds dropped to about 70 mph, below the 74 mph threshold to be classified as a hurricane, and it was expected to gradually lose tropical characteristics, according to the National Hurricane Center.Tropical storm force winds extended up to 345 miles from Helene's center.Although the hurricane would not make landfall, Bermuda was expected to feel the effects through hazardous surf conditions until Saturday night, said Stacy Stewart, a senior hurricane specialist.

At 11 p.m. EDT, Helene was centered about 850 miles east-northeast of Bermuda and 1,305 miles west of the Azores. It was moving east-northeast near 23 mph.The Atlantic hurricane season began June 1 and ends Nov. 30. September is traditionally one of the busiest months of the season.

KOLKATA (AFP) - Three people were electrocuted and more than 2,000 evacuated after the heaviest rains in 23 years left large parts of the eastern Indian city of Kolkata under water. Residents blamed the city's poor drainage system for failing to carry away the rainwater that had turned the city into a swamp.But Mayor Bikash Bhattacharya said there was little the capital city of West Bengal state could do.It's hard to fight nature's fury,he said Saturday. If it rains beyond our capacity, we can merely watch the city going under water and wait for it to limp back to normal.Some of the city's roads were waist-deep in water and the rainwater had invaded homes and swanky shopping malls alike.

Life has virtually grounded to a halt as vast tracts of the city are under water for a second day with transport off the roads, said deputy police commissioner P. K. Chattopadhyay.Three people were electrocuted in the southern fringe of the city after their house was flooded,he said. Rubber boats have been deployed in the worst-affected areas of the city and more than 2,000 people evacuated from different parts.The regional weather office said 221.9 millimeters (8.9 inches) of rain had fallen on the city in a 24-hour period, the heaviest deluge since 1978.Weather officials said more rain was on the way.

LOUISVILLE, Ky. High winds, heavy rain and tornadoes pounded parts of the Midwest and the South, killing five people and stranding others in trees and shelters while forecasters warned Saturday that the stormy weather was expected to continue.
Officials were trying to find and rescue anyone else we might have missed throughout the night,said Tamara Roberts of the Sharp County, Ark., Sheriff's Office.

Areas in northeast Arkansas and southeast Missouri received more than 10 inches of rain within 24 hours, said David Blanchard, a National Weather Service forecaster in Paducah, Ky.Stormy weather and possibly tornadoes were forecast for the region Saturday.

In Kentucky, flooding forced more than 100 people out of a Louisville apartment complex, according to Mayor Jerry Abramson.Portions of Interstate 64 just east of Louisville were closed in both directions due to standing water. Dozens of cars were stranded, Abramson said. Wilburn, 42, said he ran to let the dogs in from outside.I opened the door and saw the barbecue grill flying across the yard, Wilburn said, whose house lost a window and some siding.Southard estimated between 100 and 125 homes were damaged. Storms wreak havoc in N.Ireland


Tens of thousands of homes in Northern Ireland were left without electricity and roads were blocked by fallen trees after a night of storms. By:Press Association
Winds which reached hurricane force battered the country for several hours, uprooting trees and bringing down power lines.The wind was recorded at up to 74mph in places and Northern Ireland Electricity said supplies to more than 100,000 customers were hit.

More than 500 NIE staff, including engineering teams, worked through the night and managed to restore power to 50,000 homes.

NIE say that less than 10,000 homes are now without electricity and they hope to have their power restored by this evening, however some customers in Mid-Ulster, Ballymena and Newry may still be off overnight.

Robin Greer said: Damage has been widespread. We know of some 800 instances of damage to the network right across Northern Ireland. At its worst over 100,000 people were cut off, though around 50,000 have been re-connected.

We have a massive restoration programme just coming into play at the moment.The worst affected areas were Mid Ulster, Craigavon and Newry with parts of south Belfast also hit.Police urged motorists to take care and be on the alert for fallen trees.Earlier, a spokesman said roads were blocked from Enniskillen, County Fermanagh, in the west to Newry, County Down, in the south-east.

At Warrenpoint in Co Down the coast road was flooded.

Spain sends engineers to help build installations for peacekeepers

About 170 Spanish military engineers were due to leave for Lebanon by ship on Friday to help build installations for Spanish peacekeeping troops, the Defense Ministry announced.The engineers will return to Spain once their work is done, the ministry said on Thursday, adding that another ship transporting equipment and vehicles and a plane carrying 100 soldiers would both leave next week.Some 560 Spanish troops landed in Lebanon last week to join the expanded United Nation Interim Force in Lebanon (UNIFIL), which is enforcing a cease-fire between Israel and Hizbullah militants in Southern Lebanon.Spain has committed 1,100 soldiers to the force, the third biggest ground force contingent from a European Union country after Italy and France.

The Dutch government will also send a frigate to join the ring of ships off Lebanon's coast to block illegal arms from reaching Hizbullah, a defense official said Friday.The Dutch government drafted a letter to Parliament outlining its plan to dispatch the ship and to assign a logistical support ship to rotate with it in several months, Defense Ministry spokesman Joop Veen said.The Dutch will contribute about 150 sailors to the 2,450-person UN maritime task force.

The Dutch contribution will continue until August 2007, Veen said, and an extension could be considered if asked.The timing of the ship's departure would be determined in talks with the UN and Lebanon.The German-led naval force also includes vessels from Turkey, Greece, Norway, Denmark and Sweden.

Meanwhile, Israeli forces, originally due to be out of South Lebanon by Friday, withdrew from two more border points and should have pulled out completely by the end of the month, the head of the UN peacekeeping force in Lebanon said on Friday.

EU wants quick military victories in southern Afghanistan

The European Union (EU) has asked for quick military victories in southern Afghanistan coupled with improvement of governance at the local level and reconstruction assistance. It is not politically a good idea to have a long fighting season, not only now, but in the next year or two,EU's special representative in Afghanistan, Francesc Vendrell told reporters in Brussels. Civilian casualties, which are largely unavoidable in military operations, bear a political price, he explained. Even the killing of Taliban fighters in these operations may draw sympathies from the Pashtun population in the south, he said. He said Operation Medusa, which was aimed to establish government control over an area of Kandahar Province centered on the town of Panjwayi, had ended satisfactorily with full control of the region.

The victory in the battle does not mean victory in the war, he said. But through the operation, the Taliban have seen the capacity of the NATO-led International Security Assistance Force. Military victories should be followed up immediately by reconstruction assistance, he said.There has to be tangible and visible reconstruction efforts to provide more employment to the people. The Taliban are able to recruit people not mainly due to ideological grounds, but to their promises of higher pay than the police and the army, he said. Vendrell said he is concerned about the increase in suicide attacks, which were rare until a year ago. Afghans were thought to be too proud to carry out suicide attacks. But now it can no longer be assumed to be the case, he said. There has been an increase in suicide attacks because there is an element of copycat from Iraq.

The suicide attacks caused numerous problems on the ground, particularly for the NGOs, he said. In the past weeks, there have been killings and kidnappings of NGO staff, both foreign and national. He also expressed concern over narcotics in Afghanistan, which he described as not a particularly optimistic chapter. He said the idea of eliminating poppy crops is not a good one as narcotics provides employment for 2.9 million people in the country. It is imperative to find alternative livelihood and to discipline officials who are involved, he said. Vendrell asked Pakistan to assume more responsibility on the Afghan-Pakistani border.

Pakistani President Pervez Musharraf admitted in his recent visit to Afghanistan that the Taliban are crossing the border into Afghanistan from Pakistan. Vendrell acknowledged that even with the best effort of the Pakistani army, Taliban infiltration would be unavoidable. However, he appealed for every effort from the Pakistani army to ensure a minimal amount of infiltration. We also feel that the Pakistani government ought to ensure that the Taliban leadership is not able to use Pakistani territory to engage in political activities. Hamas will not recognize Israel By Diaa Hadid,Associated Press


GAZA CITY, Gaza Strip - Palestinian Authority President Mahmoud Abbas' bumpy efforts to set up a government acceptable to the West suffered a new setback yesterday when the prime minister from Hamas said he would not lead a coalition that recognized
Israel.

Hamas has ruled alone since March but this month agreed to share power with Abbas' moderate Fatah party in hopes of ending a crippling international aid boycott of the Palestinian Authority.The Hamas-Fatah coalition deal sidestepped recognition of Israel. Instead, it said the government would seek to establish a Palestinian state alongside Israel, which implies recognition. But the United States and Israel demanded a clear commitment from Hamas, and Abbas was forced to revisit the issue.

At the United Nations on Thursday, Abbas said a national-unity government would recognize the Jewish state. It was unclear whether Abbas promised more than he could deliver in hopes of soliciting international support, or whether he was trying to pressure Hamas.Abbas and his aides were en route from New York to Cairo, Egypt, yesterday and could not be reached for comment.

Hamas leaders reacted swiftly. Prime Minister Ismail Haniyeh said in Gaza that recognition of Israel was out of the question. I personally will not head any government that recognizes Israel,said Haniyeh, considered a leader of Hamas' more pragmatic wing.

He reiterated that Hamas was ready to establish a Palestinian state in the West Bank, Gaza and East Jerusalem, areas Israel captured in the 1967 Mideast War, and to honor a long-term truce with Israel.We support establishing a Palestinian state in the land of 1967 at this stage, but in return for a cease-fire, not recognition, Haniyeh said.Hamas officials left open the possibility of more negotiations, saying they wanted to hear from Abbas when he returns. We don't want to build on statements or positions we heard in the media,Hamas spokesman Sami Abu Zuhri said.Palestinians appeared conflicted about what they wanted their leaders to do.

Recent polls suggest an overwhelming majority wants Hamas to stick to its refusal to recognize Israel, even at the price of economic hardship caused by the aid boycott. Hamas would lose much of its popularity if it were to issue a statement of recognition, the polls suggest. But two-thirds of Palestinians also want Abbas to negotiate a peace deal with Israel.Caught between contradictory expectations, Abbas has been banking on a vague agreement.An Abbas aide, Nabil Amr, said yesterday that Hamas would not be expected to issue a statement of recognition but would be asked to recognize agreements signed by the PLO, including the 1993 mutual recognition agreement with Israel. Abbas heads the PLO.The United States and Israel might not settle for such fuzzy language.An Israeli government spokeswoman, Miri Eisin, reiterated that any Palestinian government must yield to the demands of the international community: recognition of Israel, renunciation of violence, and acceptance of previous peace agreements.

Half a million rally in support of Hezbollah

AdvertisementHEZBOLLAH leader Sayyed Hassan Nasrallah rejected international calls to disarm his Lebanese guerillas and told 500,000 supporters at a victory rally they still had more than 20,000 rockets after a month of war with Israel.Speaking to a sea of followers at a divine victory rally in south Beirut on Friday, Nasrallah said Hezbollah had emerged stronger from a conflict in which Israel declared it had destroyed most of the Shiite Muslim group's arsenal.In his first public appearance since the war broke out in July, Nasrallah told hundreds of thousands of cheering supporters that Hezbollah had more than 20,000 rockets and that it had recovered all its organisational and military capabilities . . . it is stronger than it was before July 12.

Nasrallah's estimate of Hezbollah's retained arsenal is five times greater than the total number it fired into Israel during the war, and higher than any previous figure he has given.

He also warned the United Nations peacekeepers not to seek confrontation with Hezbollah.Your mission is not to spy on Hezbollah or to disarm the resistance,he told a crowd packed into the Shiite Muslim suburbs which were heavily bombed in the 34-day war.

He said measures to stop Hezbollah rearming, including international forces patrolling the Lebanese coast and tighter security on the border with Lebanon, would have little impact.The huge turnout in a country of 4 million was a gesture of defiance to Israel but also marked a challenge to the US-backed Lebanese Government of Prime Minister Fouad Siniora.Nasrallah called for a change of government in Lebanon and slammed Arab leaders for failing to defend the Lebanese people.The building of an able, just and strong state starts first with the establishment of a national unity government. This is our new project that we will work for with all our force in the coming stage.

The rally had been expected to coincide with the final withdrawal of Israeli troops from the south, but Israel's army chief said on Wednesday the pullout might take a few more days.Israeli forces have been gradually leaving territory they captured in fighting that began after Hezbollah guerillas seized two Israeli soldiers in a cross-border raid.

Israel and Hezbollah have both declared themselves victors in the war which killed nearly 1200 people in Lebanon, mostly civilians, and 157 Israelis, mainly soldiers.Thousands had walked to the rally from Shiite villages in south Lebanon battered by Israel's bombardment and invasion.The Beirut crowds carried pictures of Nasrallah and yellow Hezbollah flags bearing the message Here we are Nasrallah.Many wore yellow T-shirts and chanted pro-Hezbollah slogans. Some said they were there not only to celebrate but also simply to see the charismatic Nasrallah.

Bin Laden's Health Status Unknown

(CBS News) KARACHI, Pakistan Osama bin Laden's health has deteriorated in the past year, forcing him to curtail his movements, according to Arab diplomats in Pakistan who routinely track reports of his movements. While Pakistani officials and diplomats stationed in the country on Saturday did not confirm a report in a French regional newspaper that claimed the world's most wanted terrorist had died of typhoid earlier this month, some spoke of reports in the past year suggesting that bin Laden's health had rapidly deteriorated, prompting speculation over his remaining life expectancy. One Arab diplomat who spoke to CBS News on the condition that his identity would not be revealed said there were fewer reports in 2006 of bin Laden's possible sightings around the border region between Pakistan and Afghanistan.

In the past, sometimes with a delay of two to three days, you would see reports which suggested he may be on the move somewhere, there have been fewer such reports this year, he said. Does this mean, he is acutely ill, dying or has in fact died?

There is no credible answer to that question. Unless there is a body, how can anyone say for sure that bin Laden is dead, added the diplomat. The same diplomat said, bin Laden has had a history of illnesses that were first reported while the Taliban regime still ruled Afghanistan in 2000. One such report seen by the diplomat a year before the Sept. 11, 2001 terrorist attacks, reported that bin Laden had to be hospitalized briefly in Kabul before he was brought to Pakistan for medical treatment, then believed to be a kidney-related ailment.

If it is true that bin Laden had to have dialysis for his kidneys then which is six years ago his health must be far worse now. Especially the conditions that he lived in, being on the run from U.S. forces must also take its toll on him. I wouldn't be surprised if he is dead. Nobody is immortal, concluded the diplomat.

A senior source with an intelligence service friendly to the United States told CBS News that Saudi Intelligence has collected what it considers to be very credible information that bin Laden has been very seriously ill, and that the Saudi services are now suggesting, though not confirming, that they have a pretty high certainty that he is dead. The source added that if he has died as a result of typhoid fever, which comes from exposure to contaminated water and food, it would confirm reports that he has been hiding in a remote area, under very harsh conditions with limited access to medical care.

Over the past 12 months, according to security and diplomatic sources in Pakistan and elsewhere, the Saudi services have greatly improved their intelligence gathering capacity, especially in southern Afghanistan, and the Pakistan border region. The intelligence service source told CBS News that over the past weeks, a number of al Qaeda-linked figures left the Pakistan-Afghanistan region and returned to countries in the Arabian Gulf. Some of the returnees have been interrogated and provided important intelligence.

Another Arab diplomat said reports of bin Laden's death would have to be either confirmed if his body was found or through an official statement for there to be confirmation. But if you look at just the history of the man, the probability of his survival for long is not that great,the second Arab diplomat said on similar condition of anonymity.

CBS News has been told the Saudis themselves have been very careful to say that while they believe the intelligence they have is credible, it will be impossible to confirm bin Laden's death without either recovery of a body, or the arrests of al Qaeda figures and others who are known to have been with him.

Pakistani officials expressed complete ignorance of the classified memo published by the French newspaper, l'Est Republicain, circulated to the French President and other senior figures. Written on Sept. 21 by the DGSE, the French exterior intelligence service, the memo reports intelligence gathered by the Saudi services, under the headline Saudis Moving Towards Conclusion Bin Laden is Dead.

The French government has declined to comment on the contents of the document, but the Minister of Defense has ordered an investigation into the leaking of classified documents. One former Pakistani official with prior responsibility for security affairs said there was speculation among Pakistani intelligence officials that al Qaeda had already undergone a leadership transition which has seen Ayman Al-Zawahiri, the group's second highest ranking leader, emerge as the key decision maker. If you just track the number of al Qaeda videos which have come out in the public, you see Ayman Al-Zawahiri in there mostly. Netanyahu Tops List of Preferred PMs in Israel


September 22, 2006 - Israelis place a former prime minister as the most suitable person for the country’s top political job, according to a poll by the Dahaf Institute published in Yediot Ahronot. 27 per cent of respondents would like Likud leader Benjamin Netanyahu to head the government.Israel Our Home leader Avigdor Lieberman is second with 15 per cent, followed by current foreign minister Tzipi Livni with 14 per cent, and former prime minister Shimon Peres with 12 per cent.Support is lower for current head of government Ehud Olmert of the Kadima party, current transport minister Shaul Mofaz, former prime minister and Labour leader Ehud Barak, and current Labour leader and defence minister Amir Peretz.

In March, Israeli voters renewed the Knesset. Kadima, founded by former prime minister Ariel Sharon and led by Olmert, secured 29 seats.

Labour, the Retired People’s Party (Gil) and the International Organization of
Torah-observant Sephardic Jews (Shas) joined Kadima in a coalition.On Jul. 12, Hezbollah militants based in Lebanon killed eight Israeli soldiers and captured two more in a cross-border attack.

The Israeli armed forces launched air strikes inside Lebanese territory to fight Hezbollah, targeting the country’s infrastructure and its airport. Hezbollah retaliated by firing rockets into several Israeli towns.A ceasefire brokered by the
United Nations (UN) came into effect on Aug. 14. Security Council Resolution 1701 calls for a full cessation of hostilities from both sides and allows Lebanese government troops and a 15,000-member peacekeeping force to enter into southern Lebanon during the withdrawal of Israeli forces, but sets no timetable for the disarmament of Hezbollah or the return of the two abducted Israeli soldiers.

On Sept. 17, Netanyahu expressed confidence in an eventual return to power, saying, The Likud is on the right path. It is just a matter of short time until the country is on the right path.Netanyahu served as prime minister from June 1996 to July 1999, and resigned from the previous cabinet after opposing Sharon’s Disengagement Plan.
