Eleven months after the security cabinet, in a rare decision, approved granting 700 building permits to Palestinians in Israeli-controlled Area C of the West Bank, an examination by The Times of Israel found that only a handful of such approvals have been issued.The top ministerial body’s debate on the matter last July — under the former interim government — was highly charged, with several of its more hardline members opposing what they called a “reward” for illegal construction carried out by Palestinians in the most sensitive area of the West Bank.Palestinians say they have little choice but to build illegally in Area C, which makes up 60 percent of the West Bank because as opposed to settlers, Israeli authorities rarely grant them permits. The non-residential plans advanced in the year since the security cabinet approval included ones for a glass-making factory, a concrete-making factory, a medical clinic, an industrial park and a water treatment plant.The Civil Administration and Prime Minister’s Office both declined to expound on the limited number of plans for Palestinians that were advanced over the past year. Given Smotrich’s claims, and the fact that most of the building approvals from the past year have not been retroactive, it was possible that none of the 700 permits have been issued at all.At the same time, dozens of applications for building permits and plans were rejected by the Planning and Licensing Subcommittee.In addition to the Planning and Licensing Subcommittee, the Civil Administration’s Supervisory Subcommittee also has authority to grant building permits, but unlike the first body, the latter does not publish the protocols from its sessions. Israeli weapons manufacturer Rafael Advanced Defense Systems this week unveiled a new anti-tank missile, the Spike NLOS.The fifth-generation missile was touted by the Israeli arms manufacturer as having a range of 32 kilometers (20 miles), with a low-signature launch and “pinpoint accuracy.”It can target sites both within and out of sight using digital coordinates and can withstand adverse weather conditions, the manufacturer said.The company is currently producing the missile for the Polish military, with the weapon unveiled as part of a contract with Warsaw.Spike anti-tank missiles are already in use by the Israel Defense Forces, where they are renamed “Tammuz” missiles.Israel is among the world’s top arms exporters. Prosecutors on Wednesday filed charges against a Gazan electrician accused of firing missiles at Israel and supplying the power for the Hamas terror group’s cross-border tunnels into the Jewish state.
According to the indictment filed at the Beersheba District Court, Fadi Qadas, 32, was in the service of the terrorist group for 15 years, supplying it with electronic parts and guidance, including during the 2014 and 2012 wars against Israel.Qadas was arrested by Israeli forces last month, but details of his detention are barred from publication.The charges attributed to Qadas include nine counts of various terror charges, including membership in a terror group, service for a terror group and arms dealing.He is accused of firing hundreds of missiles and mortar shells at Israel on behalf of Hamas, including 107 missiles in rapid succession during a 2017 flare-up that sought to overwhelm the Iron Dome anti-missile system.Qadas was also responsible for powering the Hamas tunnels dug underneath the border with Israel, according to the charge sheet, and supplied gas balloons for airborne arson attacks on Israel in recent years.The indictment said the Gazan man was paid for his services by Hamas. It also said he had received financial compensation from the Palestinian Authority after incurring an injury in Israeli strikes.Since its violent takeover of the Gaza Strip in 2007 from the Palestinian Authority, Hamas has fired thousands of missiles at Israel and fought three wars with the Jewish state. Egypt initiated the meeting to discuss the crisis in Libya.Such an illegitimate step will obligate Israel to bear the responsibilities in occupied land as an occupying power according to the Fourth Geneva Convention,” Abbas said.The Geneva Conventions lay out the responsibilities of an occupying power and are often used as the legal basis for declaring Israeli settlement building illegal. They also stipulate, among other requirements, that an occupying power must provide “medical and hospital establishments and services” and take charge of providing for the education of children of those living in the occupied zone.Such a statement could mean the end of the Palestinian Authority as it is currently constituted. But Abbas’s remarks correspond to what other high-ranking PA officials have told journalists in recent weeks. Eleven months after the security cabinet, in a rare decision, approved granting 700 building permits to Palestinians in Israeli-controlled Area C of the West Bank, an examination by The Times of Israel found that only a handful of such approvals have been issued.The top ministerial body’s debate on the matter last July — under the former interim government — was highly charged, with several of its more hardline members opposing what they called a “reward” for illegal construction carried out by Palestinians in the most sensitive area of the West Bank.Palestinians say they have little choice but to build illegally in Area C, which makes up 60 percent of the West Bank because as opposed to settlers, Israeli authorities rarely grant them permits. Prosecutors on Wednesday filed charges against a Gazan electrician accused of firing missiles at Israel and supplying the power for the Hamas terror group’s cross-border tunnels into the Jewish state.
According to the indictment filed at the Beersheba District Court, Fadi Qadas, 32, was in the service of the terrorist group for 15 years, supplying it with electronic parts and guidance, including during the 2014 and 2012 wars against Israel.Qadas was arrested by Israeli forces last month, but details of his detention are barred from publication.The charges attributed to Qadas include nine counts of various terror charges, including membership in a terror group, service for a terror group and arms dealing.He is accused of firing hundreds of missiles and mortar shells at Israel on behalf of Hamas, including 107 missiles in rapid succession during a 2017 flare-up that sought to overwhelm the Iron Dome anti-missile system.Qadas was also responsible for powering the Hamas tunnels dug underneath the border with Israel, according to the charge sheet, and supplied gas balloons for airborne arson attacks on Israel in recent years.The indictment said the Gazan man was paid for his services by Hamas. If Israel annexes “even one centimeter” of the West Bank, it will be obligated to bear the responsibilities of an occupier in the area, Palestinian President Mahmoud Abbas told the Arab Parliament on Wednesday.The Arab Parliament constitutes the legislative branch of the Arab League, which held an emergency meeting Wednesday. Egypt initiated the meeting to discuss the crisis in Libya.Such an illegitimate step will obligate Israel to bear the responsibilities in occupied land as an occupying power according to the Fourth Geneva Convention,” Abbas said.The Geneva Conventions lay out the responsibilities of an occupying power and are often used as the legal basis for declaring Israeli settlement building illegal. They also stipulate, among other requirements, that an occupying power must provide “medical and hospital establishments and services” and take charge of providing for the education of children of those living in the occupied zone.Such a statement could mean the end of the Palestinian Authority as it is currently constituted. Energy Minister Yuval Steinitz announced Wednesday that the portion of electricity generated by coal will decline from 30 percent last year to no more than 24.9% by the end of this year.In a statement, he said the move would reduce power station-related air pollution by 20% and save lives.Some 2,500 Israelis are estimated to die each year from illnesses linked to pollution.The ministry has already announced its intention to temporarily shut four coal-fired towers out of six at the Orot Rabin power station in coastal Hadera later this year, with the aim of permanently closing them by 2022.
