World-Germany takes EU reins to steer towards green COVID-19 recovery-[Reuters]-By Kate Abnett-June 23, 2020
June 23 (Reuters) - Germany will use its upcoming stint as leader of European Union talks to steer the bloc towards a climate-friendly economic recovery from the COVID-19 pandemic, the country's environment minister said on Tuesday."We always have to keep the big picture in mind. Europe wants to become the first greenhouse gas-neutral continent by 2050. This is the most crucial thing that we can do for future generations," Svenja Schulze said on Tuesday ahead of a meeting of EU environment ministers.Germany takes over the rotating EU presidency on July 1 and will chair meetings of EU ministers until the end of the year. The climate apex of Germany's EU presidency was intended to be an EU-China summit in Leipzig in September, where the EU hoped to coax the world's biggest emitter into raising its emissions-cutting ambitions ahead of a crucial U.N. climate summit in November. But the pandemic meant the Leipzig summit is being rescheduled and the U.N. talks have been delayed until November 2021. Meanwhile, the EU faces the challenge of rebuilding its virus-battered economy without compromising its climate commitments. The European Commission has said spending from its proposed 750 billion euro ($846.38 billion) coronavirus recovery fund must "do no harm" to the bloc's green goals. It has earmarked funding for electric vehicles and low-carbon hydrogen fuel - areas also in line for support from Germany's national stimulus package.Schulze called the Commission proposal a "good basis" for the EU's economic recovery, which she said must be "socially fair and ecologically sound".Schulze said she will prioritise striking a deal to increase the EU's 2030 climate target to a 50% or 55% emissions reduction against 1990 levels.Tough talks lie ahead. Bulgaria said on Tuesday it could not achieve a higher 2030 national climate goal. The Czech Republic said the Commission should assess the individual impact of a new 2030 target on each EU country. Countries including Germany, Denmark, France and the Netherlands all back a 55% target. ($1 = 0.8861 euros) (Reporting by Kate Abnett; editing by Barbara Lewis)
Virus numbers surge globally as many nations ease lockdowns-The Times of Israel-India considers new measures; cases increase in south and west of US; resurgence in Australia, China and South Korea despite earlier success-By Nick Perry-june 23,20-Today, 11:56 am
WELLINGTON, New Zealand (AP) — The number of global coronavirus cases continued to surge Tuesday in many large countries that have been lifting lockdowns, including the US, even as new infections stabilized or dropped in parts of Western Europe.India has been recording about 15,000 new infections each day, and some states Tuesday were considering fresh lockdown measures to try to halt the spread of the virus in the nation of more than 1.3 billion. The government earlier lifted a nationwide lockdown in a bid to restart the ailing economy, which has shed millions of jobs.Hospitals in Pakistan are turning away patients, but with the economy there teetering, the government remains determined to reopen the country.New cases have also been rising steeply in Mexico, Colombia and Indonesia.A man prepares to wear his mask as fish vendors chat on a rainy day in Kochi, Kerala state, India, June 22 2020. (AP Photo/R S Iyer)Brazil, with more than 1.1 million cases and 51,000 deaths, has been affected more than anywhere but the US, which has reported more than 2.3 million cases and 120,000 deaths, according to a tally kept by Johns Hopkins University. In the US, surges in cases across the South and West are raising fears that progress against the virus is slipping away, as states reopen and many Americans resist wearing masks and keeping their distance from others.Dr. Anthony Fauci, left, director of the National Institute of Allergy and Infectious Diseases, and US President Donald Trump at the White House, April 17, 2020. (AP/Alex Brandon)-On Tuesday, Dr. Anthony Fauci will return to Capitol Hill at a fraught moment in the nation’s response. The government’s top infectious disease expert will testify before a House committee. His testimony comes after US President Donald Trump said at a weekend rally in Oklahoma that he had asked administration officials to slow down testing, because too many positive cases are turning up.Many rally goers did not wear masks, and for some that was an act of defiance against what they see as government intrusion. White House officials later tried to walk back Trump’s comment on testing, suggesting it wasn’t meant to be taken literally.Dr. Michael Ryan, the World Health Organization’s emergencies chief, said the record number of new cases couldn’t be explained by increased testing alone, noting many countries have seen large increases in hospital admissions and deaths.“The epidemic is now peaking or moving towards a peak in a number of large countries,” he said.A man carries his mother as they arrive at a bank to receive cash under the government Ehsaas Emergency Cash program for families in need, affected during a nationwide lockdown to try to contain the outbreak of the coronavirus, in Peshawar, Pakistan, June 22, 2020. (AP Photo/Muhammad Sajjad)-WHO Director-General Tedros Adhanom Ghebreyesus said it took more than three months for the world to see 1 million confirmed infections, but just eight days to see the most recent 1 million cases.“The greatest threat we face now is not the virus itself; it’s the lack of global solidarity and global leadership,” he said during a video conference for the Dubai-based World Government Summit.Even some countries that have had initial success in stamping out the virus are finding pockets of resurgence. In Australia, Victoria state on Tuesday reported 17 new cases, resulting in the closing of two primary schools in Melbourne. State Premier Daniel Andrews said there would be significant community transmission among the new cases.China reported 22 new cases, including 13 in Beijing, a day after a city government spokesperson said containment measures had slowed the momentum of a new outbreak in the capital that has infected more than 200 people. And South Korea reported 46 new cases, including 30 linked to international arrivals. The country has been struggling to stem a resurgence of the virus in the Seoul metropolitan area, where hundreds of infections have been linked to entertainment and leisure activities, church gatherings and low-income workers such as door-to-door salespeople and warehouse workers who couldn’t afford to stay home.A visitor wearing a face mask walks near a screen displaying precautions against the coronavirus in Seoul, South Korea, June 23, 2020. (AP Photo/Lee Jin-man)South Korea also said it was testing 176 workers at the southern port of Busan following a virus outbreak among crew members of a Russian cargo ship that has so far sickened 16.Saudi Arabia said this year’s pilgrimage, or hajj, to Islam’s holy sites will not be canceled, but only “very limited numbers” of people will be allowed to take part. The hajj traditionally draws around 2 million Muslims from around the world for five intense days of worship and rituals in Mecca.Worldwide, more than 9 million people have been confirmed infected by the virus and more than 472,000 have died, according to the Johns Hopkins University tally. Experts say the true numbers are much higher because of limited testing and cases in which patients had no symptoms.

Clashes reported as 2,500 Israelis pray at Nablus holy site ahead of annexation-The Times of Israel-Settler leader tells worshipers at Joseph’s Tomb, in area of West Bank under PA control, that ‘history will not forgive those who abandon the holy places at this time’By TOI staff-june 23,20-Today, 10:23 am
A settler group said Tuesday morning that some 2,500 Israelis visited Joseph’s Tomb, a holy site located inside an area of the West Bank under full Palestinian control, the night before.According to Palestinian reports, an unspecified number of Palestinians were injured in clashes with Israel Defense Forces troops at the time of the visit. There was no statement from the military on the visit or reported violence, which came a week ahead of the date on which Israel says it plans to begin unilaterally annexing parts of the West Bank.Samaria Regional Council head Yossi Dagan said in a statement that worshipers prayed for a full and successful annexation of the West Bank by Israel.“We are here to send a clear message: People of Israel, the State of Israel will not give up the holy places,” he said. “History will not forgive those who abandon the holy places at this time. We will not accept symbolic sovereignty.”Last month, Dagan started a campaign against the establishment of a Palestinian state and the creation of isolated settlement “enclaves” in the West Bank as part of US President Donald Trump’s plan.Thousands of religious Jews visit the Joseph’s Tomb holy site in the West Bank city of Nablus on September 17, 2018. (Israel Defense Forces)-Near-monthly visits by Israelis to Joseph’s Tomb are permitted by the Israel Defense Forces and are carried out under heavy armed guard.Joseph’s Tomb is located inside Area A of the West Bank, which is officially under complete Palestinian Authority control, though the Israeli military conducts activities there. The IDF bars Israeli citizens from entering Area A without prior authorization. The site is venerated by Jews, Christians and Muslims, and has often been a flashpoint for sectarian violence. During these visits by Jewish pilgrims, Palestinians routinely throw rocks at the troops, and sometimes attack them with Molotov cocktails and gunfire.Screenshot from the fire started by Palestinian rioters at Joseph’s Tomb in Nablus, in the West Bank, on October 16, 2015.In 2015 a large group of Palestinians set fire to the compound containing Joseph’s Tomb. Palestinian Authority security forces dispersed the hundred-strong crowd and managed to douse the fire at the tomb, which tradition says contains the remains of the biblical patriarch Joseph. There have been other incidents of arson and vandalism at the site, including major damage by Palestinian rioters in 2000.Last month, an Israeli court convicted a former Palestinian police officer for opening fire in 2011 on a group of Israelis who had visited the site without coordination. One man was killed. The latest overnight visit came despite the announcement by Palestinian Authority President Mahmoud Abbas last month that he was ending security cooperation with Israel, though questions have arisen over the extent to which coordination has actually been frozen.
PA President Mahmoud Abbas heads a leadership meeting at his headquarters, in the West Bank city Ramallah, May 19, 2020. (Alaa Badarneh/Pool via AP)-On May 21, Abbas declared that the PA was “absolved” of all agreements and understandings with Israel and the US. Abbas said his statement was in response to repeated Israeli violations of those agreements, including its planned unilateral annexation of parts of the West Bank, and that his security forces were cutting ties with the Israeli military. The claim has since proven to be overstated, as some degree of coordination has continued despite the dramatic announcement, though to a lesser extent than normal.Prime Minister Benjamin Netanyahu has insisted he will go ahead with plans to extend Israeli sovereignty to settlements and the Jordan Valley — some 30 percent of the West Bank — from July 1.

US mulling phased annexation, starting with areas close to Jerusalem – report-Senior Trump administration official says meeting this week in Washington will look at how extending sovereignty may advance peace in face of concerns of rupturing regional ties-By TOI staff-june 23,20-Today, 11:50 am
Concerned about the collateral damage that could follow from allowing Israel to move ahead with its planned annexation of areas of the West Bank, Washington is reportedly considering backing the annexation of only of a handful of settlements close to Jerusalem.Officials in the Trump administration are set to hold a decisive meeting this week on whether to approve Prime Minister Benjamin Netanyahu’s declared plan to start annexing the 132 West Bank settlements and the Jordan Valley — the 30 percent of the territory allocated to Israel under the administration’s Israeli-Palestinian peace plan.Netanyahu has vowed to begin the process as early as July 1. However, US enthusiasm for such a move appeared to cool amid vociferous opposition from American allies in the Middle East.“Ultimately, as the team approaches this thought of annexation, the main thing going through our heads is, ‘Does this in fact help advance the cause of peace?’ And therefore that is what will help drive a lot of the discussion,” a senior Trump administration official told Reuters in a report Monday evening.Rather than back Netanyahu’s broad annexation plan, the administration is looking at other options, including a staged process in which Israel would start by declaring sovereignty only over several settlements in the Jerusalem area, the report said, citing an unnamed source.US President Donald Trump (C) with Prime Minister Benjamin Netanyahu alongside US Vice President Mike Pence, US Secretary of State Mike Pompeo (2nd R) and White House adviser Jared Kushner (R) in the Oval Office of the White House in Washington, January 27, 2020. (Saul Loeb/AFP)The official noted that Washington has not ruled out Netanyahu’s larger annexation vision but is concerned that a large-scale, rapid, unilateral move by Israel could seal off any chance that the Palestinians may agree to discuss Trump’s peace plan, unveiled in January. The administration is also worried about increasing opposition to annexation coming from Jordan and US-allied Gulf States that have been unobtrusively building ties with Israel, the source explained.US Ambassador to Israel David Friedman, US Secretary of State Mike Pompeo, senior White House adviser Jared Kushner and Middle East envoy Avi Berkowitz are all expected to be at the Washington meeting. US President Donald Trump may also take part, Reuters said.A central issue in the White House meeting is likely to be the internal disagreement in the Israeli coalition over annexation: While Netanyahu is vigorously championing the move, Defense Minister Benny Gantz and Foreign Minister Gabi Ashkenazi say the Trump plan should be implemented in coordination with Jordan and the Palestinians.Last week, Channel 13 news reported that Netanyahu presented Gantz and Ashkenazi with four scenarios for annexing West Bank lands, one of which was said to be a symbolic move rather than the full 30%. The report did not provide further details on the different scenarios. A subsequent Channel 12 report claimed, by contrast, that all four of Netanyahu’s maps provided for annexing all 132 settlements, and that the overall territory to be annexed in these four scenarios ranged from 12% to 30%.As of last weekend, the Israel Defense Forces had not yet seen maps of the territories proposed for annexation, but reports Friday said Israeli security officials would be shown the maps this week.Prime Minister Benjamin Netanyahu, left, US Ambassador to Israel David Friedman, center, and then-Tourism Minister Yariv Levin during a meeting to discuss mapping extension of Israeli sovereignty to areas of the West Bank, held in the Ariel settlement, February 24, 2020. (David Azagury/US Embassy Jerusalem)-Under the coalition deal between Netanyahu’s Likud party and Gantz’s Blue and White, Netanyahu can begin annexing settlements and the Jordan Valley from July 1. The Trump administration initially indicated it would not oppose Netanyahu’s declared plans to do so, providing Israel accepts its peace plan, which conditionally provides for a Palestinian state on the remaining 70% of the territory. So far the Palestinians have rejected the entire plan.Netanyahu’s vows to push ahead with unilateral annexation have been condemned internationally, with European and Arab states, as well as senior members of the US Democratic Party, warning the Israeli government against doing so.Meanwhile, top Republicans spearheaded a letter backing Israel’s right to determine its borders.“We write to reaffirm the unshakeable alliance between the United States and Israel, to emphasize that Israel has the right to make sovereign decisions independent of outside pressure, and to express our support for you as you make such decisions in your capacity as Israel’s democratically-elected prime minister,” said the letter sent to Netanyahu on Monday.JTA contributed to this report.
Sudanese jobless in Lebanon risk life on Israel border-The Times of Israel-Local economic crisis is pushing some to attempt perilous crossing over heavily guarded frontier in the hope of finding employment and a better lifeBy Bachir El Khoury and Rosie SCAMMELL-june 23,20-Today, 12:03pm
BEIRUT, Lebanon (AFP) — Cowering in a pipe after fleeing Lebanon, a man desperate for work became the latest Sudanese national to risk his life in a perilous trek across the Israeli border. With Lebanon facing its worst economic crisis in decades, soaring unemployment has sparked a new trend at the country’s southern frontier.Since the start of May, around 16 Sudanese men have been caught trying to sneak across the heavily militarized border under the cover of night. The latest was found last week in a pipe and interrogated by the Israel Defense Forces before being sent back across the border. While Israel remains on high alert for border breaches by Lebanese terror group Hezbollah, against which it fought a devastating war in 2006, both sides say the Sudanese are economic migrants.“According to the initial investigation, the attempted infiltrations into Israel are not motivated by security or spying, but are solely tied to the economic and monetary crisis in Lebanon,” a Lebanese security source told AFP.Lebanon’s currency plunged to record lows earlier this month, causing food prices to skyrocket in a country where more than 45 percent of the population were already living below the poverty line.People exchange Lebanese pound and US dollar notes on the black market in Lebanon’s capital Beirut on June 18, 2020. (JOSEPH EID / AFP)-At their embassy in Beirut, many Sudanese have been calling on their government to take them home.“I want to go back to Sudan because life has become so expensive here and my salary is worth nothing. I can barely get enough to eat,” said 27-year-old Issa. His monthly wage of 500,000 Lebanese pounds from working at a supermarket has dropped from $333 to just under $100 due to the currency devaluation.More than 1,000 Sudanese have registered at the embassy hoping to be repatriated, out of at least 4,000 living in Lebanon, according to Abdallah Malek from the Association of Young Sudanese in Lebanon.
Slim chances-Some of those trying to cross the southern frontier may have contacts among the Sudanese community in Israel, but the journey still comes with serious risks.Lebanese soldiers found the bullet-ridden body of a Sudanese man on their side of the border who they believe was headed south, although the precise circumstances of his death remain unclear.Another was arrested in the same area.Five other Sudanese were arrested last month for trying to slip illegally into Israel, the Lebanese army said.Sudanese migrants demonstrate in support of their people in South Tel Aviv, June 30, 2019. (Tomer Neuberg/Flash90)-While it is impossible to say how many people may have evaded border patrols and made it into Israel, just one is known to have been picked up by Israeli authorities this year and remains in the country.Muhammad Abshar Abakar was stopped in January by the Israeli military, before being handed to the police and detained.Hotline for Refugees and Migrants worked to have him released from detention in late April, but due to coronavirus restrictions staff from the Israeli organization have been unable to meet him in person.“He told us that he does want to apply for asylum. When we meet him we’ll discuss that,” said Hotline spokeswoman Shira Abbo. But his chances are slim, with Israel granting refugee status to just one Sudanese person in recent years out of a 6,000-strong community. The majority have had asylum applications pending for years, allowing them to work in the interim, while around 1,000 Sudanese have been granted humanitarian protection.‘Such great risks’Most Sudanese migrants began arriving in Israel in 2007 through the border with Egypt’s Sinai Peninsula. The porous frontier has since been largely sealed off by Israel, putting an end to arrivals.Anwar Suliman made it through Sinai to Israel in 2008, following a friend’s advice that he would be safe because the country has no formal ties with Khartoum. Now living in Herzliya, north of Tel Aviv, the 40-year-old restaurant worker was not aware of Sudanese abroad contacting compatriots in Israel.Abbo deplored the forced return of Sudanese intercepted by the Israeli army.“If someone says they want to seek asylum, they have to give this person a chance to meet people who are trained in dealing with these kinds of people,” she said.An Israeli Merkava tank and Lebanese soldiers face off along the Israel-Lebanon border, near Kibbutz Misgav Am, June 2, 2020. (Screen capture: Twitter)-With Israel and Lebanon technically still at war, there is no coordination between the two countries on economic migrants.According to details pieced together by soldiers, unemployed waiters and dishwashers used social media to plan their journey.Despite Israel’s determination to prevent border breaches, the dire situation in Lebanon could push more Sudanese to try their luck.“The living conditions and the feeling of despair have pushed them to take such great risks,” Malek said of his compatriots seeking to leave Lebanon.
