Baikonur (Kazakhstan) (AFP) - Russian investigators have launched a probe into why a Soyuz rocket failed shortly after blast-off, in a major setback for Russia's beleaguered space industry.US astronaut Nick Hague and Russian cosmonaut Aleksey Ovchinin were forced to make an emergency landing after the incident on Thursday, but were rescued without injury in Kazakhstan.Russian officials said they were launching a criminal investigation into the accident, the first such incident on a manned flight in the country's post-Soviet history.The Russian space industry has suffered a series of problems in recent years, including the loss of a number of satellites and spacecraft. Officials said they would suspend manned launches in light of the latest accident."The emergency rescue system worked, the vessel was able to land in Kazakhstan... the crew are alive," the Russian space agency Roscosmos said in a tweet."An accident with the booster, two minutes, 45 seconds," the voice of Ovchinin could be heard saying calmly in live-streamed footage of the launch from Kazakhstan's Baikonur cosmodrome.The incident came as the rocket was travelling about 4,700 miles (7,500 kilometres) per hour, just 119 seconds into the voyage, according to NASA."Shortly after launch, there was an anomaly with the booster and the launch ascent was aborted, resulting in a ballistic landing of the spacecraft," the US space agency said in a statement.The descent was sharper than usual, meaning the crew were subjected to a greater G-force, but they were prepared for this scenario in training, according to a commentator on NASA's video livestream of the launch."We're tightening our seatbelts," Ovchinin said in the video."That was a short flight."- Documents seized in probe -Rescue workers reached the site of the emergency landing and evacuated Ovchinin and Hague.Photos released by Russian government and NASA Twitter accounts later showed the men embracing their families and enjoying a hearty Russian meal back on the ground.Russia is currently the only country taking crew to and from the ISS.The European Space Agency, whose astronaut Alexander Gerst is on the ISS, said in a statement that "the aborted launch will have influence on the planning for the near future".Stefan Beransky, editor of the specialist Aerospatium magazine and author of a book on the Soyuz rocket, said now "the main problem is that there are two fewer people at the station"."As we wait for the conclusions of a Russian probe, the Soyuz will perhaps be grounded for some time," he told AFP.Russia's Investigative Committee said a criminal probe would seek to determine whether safety regulations had been violated during construction, causing major damage."Officials are currently examining the launch site, documents are being seized," it said in a statement."Thank God the cosmonauts are alive," Russian President Vladimir Putin's spokesman Dmitry Peskov told journalists.Kenny Todd, operations integration manager at the International Space Station said he "had every confidence that our Russian colleagues will figure out what's going on".There have been two similar Soviet-era accidents involving the Soyuz spacecraft, which are still used to ferry crews to and from the ISS.In 1975, Oleg Makarov and Vasily Lazarev made a successful emergency landing in Siberia's Altai mountains following problems during booster separation.Vladimir Titov and Gennady Strekalov survived a fire during launch in Kazakhstan in 1983.Former military pilots Ovchinin and Hague had been set to join the ESA's Gerst, NASA's Serena Aunon-Chancellor and Sergey Prokopyev of Roscosmos following a six-hour flight.- Hole on the ISS -The International Space Station -- a rare point of cooperation between Moscow and Washington -- has been orbiting the Earth since 1998.But even the space station has proved a source of controversy in recent weeks.Russian space officials have said they are investigating whether a hole that caused an oxygen leak on the ISS was drilled deliberately by astronauts.The hole was detected in August and quickly sealed up, but Russian newspapers said Roscosmos was probing the possibility that US crewmates had sabotaged the space station to get a sick colleague sent back home.

HOUSTON (Reuters) - U.S. Gulf of Mexico oil and gas production is returning to near normal levels three days after Hurricane Michael made landfall on the Florida Panhandle, data from an offshore regulator showed on Saturday, with oil output off 19 percent and natural gas production down less than 10 percent.The Bureau of Safety and Environmental Enforcement (BSEE) also said in an midday update that only one evacuated production platform was still unoccupied, down from 89 platforms on Wednesday. It can take several days after a storm passes to inspect platforms for damages, fully return crews and restore production after wells are shut-in ahead of a storm.Michael entered the Gulf as a tropical storm and quickly spun into a major hurricane, producing rough seas and winds of up to 155 miles per hour (250 kph) when it made landfall near Panama City, Florida, on Wednesday.As of midday on Saturday, the storm had left at least 18 dead in four Southeast U.S. states and damages to communities in its path were estimated in the billions of dollars. It was one of the most powerful storms recorded in U.S. history.The Gulf production still offline on Saturday morning represented 330,394 barrels per day of oil production and 247 million cubic feet per day of natural gas output, BSEE reported from a survey of 17 oil and gas producers. Hurricane Michael's death toll climbed to 17 on Friday as search-and-rescue crews continue to sift through the wreckage of once-bustling oceanside cities, like Mexico Beach and Panama City Beach, four days after the storm came ashore.Mexico Beach was largely decimated when Michael made landfall there Wednesday as a Category 4 storm with maximum sustained winds of 155 mph."There are individuals who are deceased. We do not have a count, but we are working to identify them," Miami Fire Chief Joseph Zahralban, leader of a search-and-rescue team in Mexico Beach, told The Associated Press.One body was found in the wreckage of a home in the town on Friday, but teams planned to be back out to comb through the debris on Saturday.Of the 17 killed in the storm, eight were located in Florida. Four people died in Gadsden County and three died in Jackson County, in addition to one recovered so far in Mexico Beach, located in Bay County. Jackson County Emergency Management Agency Director Rodney Andreasen said one of the fatalities in Jackson County occurred when a man was struck by a tree in Alford.FEMA Administrator Brock Long warned on Friday that the death toll will likely climb."I hope we don’t see that climb dramatically, but ... we still haven’t gotten into some of the hardest-hit areas," he said.Ray Jadallah, from the Miami-Dade County Florida Task Force 1, has spent the last two days -- 20 hours a day -- digging through debris in Mexico Beach. He said they are ignoring intact structures and painstakingly going door to door at collapsed buildings, first making noise to alert anyone who could be inside that they are not looters, and then sending in a cadaver dog to search for any bodies.So far, they have located just one dead body, a relative relief for Jadallah, who did the same work following Hurricane Katrina when they found "numerous victims." The destruction in Bay County has largely been from wind damage, as opposed to the flooding during Katrina."We were just surprised by the sheer damage," Jadallah said of arriving in Mexico Beach after Hurricane Michael. "Literally overnight it went from a Category 1 or 2 to a Category 4, almost borderline 5. This type of destruction we haven't seen since I was a kid and that was Hurricane Andrew. This is pretty extensive, the damage. It's going to take some time for them to get back on their feet."Hurricane Andrew killed 44 people in South Florida when it made landfall near Homestead on Aug. 24, 1992.About 285 people defied mandatory evacuation orders in Mexico Beach. Police made two sweeps of the town Wednesday morning and recorded names of everyone who planned to stay, though officials said it is impossible to know who might have left during or immediately after the storm."We don't have a building -- from my understanding the water surge moved it off its foundation," Mexico Beach Police Chief Anthony Kelly told ABC News Friday. "The officers, I finally made accountability of them all today, two days after the fact. ... They're not just my officers, the people that I work with, they're my family."Neighboring Panama City was hit just as hard as Mexico Beach. Many survivors told of hunkering down in their homes as they were torn apart by the 150 mph winds."I decided to stay because my family decided to evacuate, but the pets had to stay here," Panama City resident John Pandullo said. "They didn’t have a place to go. So I wanted to protect them or be there for them in case something like this happened -- and it did."Pandullo rode out the storm in a closet with his dog, Rosie, as the house literally collapsed around him. The roof caved in and the living room and garage of his parents' home no longer exist."It was just so crazy and it’s just so bad," he said. "The dog was right here and she would not leave my side and she would not move. She was shaking extremely bad. And the winds were coming in and the rain was all pouring down on us and basically I waited for over an hour."I managed to make a phone call actually at the peak of the storm, and I was actually able to talk with my parents at the time," Pandullo continued. "And my mom was praying with Jesus on the phone about it the whole time you know -- 'Please let him be alive.'"Five people, including a firefighter, died in Virginia as flooding caused massive damage in an area already hard hit by Hurricane Florence last month. UNITED NATIONS (AP) — Banned charcoal exports from Somalia are thriving, generating millions of dollars a year for al-Qaeda-linked al-Shabab — and often passing through Iran to have their origins obscured, according to UN sanctions monitors.Six years after the UN Security Council prohibited exports of prized Somali charcoal to try to choke off a money stream to al-Shabab, an estimated three million bags of the commodity are making their way out of the Horn of Africa country each year, the monitors say in excerpts of a yet-unpublished report seen by The Associated Press.The main destinations are ports in Iran, where the charcoal — already falsely labeled as coming from Comoros, Ghana, or Ivory Coast — is transferred from blue-green bags into white bags labeled “product of Iran,” the report says. The bags are then loaded on Iranian-flagged ships and sent to Dubai, United Arab Emirates, with certificates claiming Iran as the charcoal’s country of origin.Iran “has been a weak link in implementation” of the charcoal ban, the monitors said, adding that Tehran largely didn’t cooperate with their investigation.The spokesman for Iran’s mission to the UN, Alireza Miryousefi, told the AP that “Iran fully implements the Security Council-imposed sanctions on Somalia, and accordingly precautionary measures have been taken to prevent their violations. Iran will continue its constructive cooperation with the relevant UN bodies in this regard.”There was no immediate response to inquiries made with the UAE’s UN mission. The group controls parts of southern and central Somalia and continues to target high-profile areas of the capital with suicide bombings.The report says some of the fake origin certificates for the exported charcoal are outright forgeries, made without any official involvement from the relevant nations. ISTANBUL (AP) — Turkish officials have an audio recording of the alleged killing of journalist Jamal Khashoggi from the Apple Watch he wore when he walked into the Saudi Consulate in Istanbul over a week ago, a pro-government Turkish newspaper reported Saturday.The new claim published by the Sabah newspaper, through which Turkish security officials have leaked much information about the case, didn’t immediately explain how officials there also reportedly have video of Khashoggi’s alleged slaying.However, it put more pressure on Saudi Arabia to explain what happened to Khashoggi, who has written critically about Saudi Crown Prince Mohammed bin Salman, after he walked into the consulate October 2. The kingdom has maintained the allegations against it are “baseless,” though an official early Saturday acknowledged for the first time some believe Khashoggi was killed by the kingdom.Authorities recovered the audio from Khashoggi’s iPhone and his iCloud account, the newspaper said. The journalist had given his phones to his fiancée before entering the consulate.The newspaper also alleged Saudi officials tried to delete the recordings first by incorrectly guessing Khashoggi’s PIN on the watch, then later using the journalist’s finger. However, Apple Watches do not have a fingerprint ID unlock function like iPhones. (Reuters) - "Saint" the mountain lion was pacing nervously in his pen and crying days before Hurricane Michael cut a path of destruction through the Bear Creek Feline Center, a refuge for 23 wild cats near Florida's Panama City."They were very agitated," said Bertie Broaddus, who runs the center with her husband Jim Broaddus, as she inspected the damage from the powerful storm that killed at least 17 people and tore up Florida's Panhandle coastline."If they'd been in the wild they instinctively would have moved on,” said Jim. "But when they're in captivity they don't have that option. So they hunker down, and then after it's over, they're agitated and traumatized just like the people."The endangered animals at the refuge -- rescued African servals, jaguarundi, bobcats, Siberian lynx, mountain lions and panthers -- were unharmed. The center sustained considerable damage and its main access road was blocked by fallen trees.Bertie, a retired special education teacher, opened the center, about 15 miles north of downtown Panama City, with her husband in 2000. They live there and run the nonprofit with the help of a dozen volunteers.As they inspected downed trees, a torn roof, collapsed garage and flattened fence around the perimeter, the couple's main concern was how to care for the animals, whose daily food and medical costs are about $600.The center is a TripAdvisor Panama City top attraction and tours help cover its costs, but the hurricane has driven away visitors and access to the butcher shop that supplies meat for the animals has been impeded.-CAT WATCH-On Wednesday night, as Hurricane Michael raged through the area, Bertie said that she and her husband repeatedly checked on the cats outside."If I could have I would have evacuated, but I couldn’t leave the animals," she said. There’s a lot of kids in this neighborhood," said Jonathon Roeder, 33, who lives with his family in Cedar Wood Estates, about two miles from the Center.Neighbors and agents from the Florida Fish and Wildlife Conservation Commission checked on the center after the storm."These cats can hurt people. You don’t know what they would do if they were out," Bertie said, explaining that the mountain lions are large enough to be dangerous and have no fear of people because they never lived in the wild.On Friday, the Center was without electricity, running water and telephone reception. (Reuters) - Mexico Beach, the seafront Florida resort town shattered by Hurricane Michael, will be rebuilt "100 percent", its mayor said on Friday.But the community, void of condominium high rises and hotel chains, is bound to be built differently to limit future damage, Mayor Al Cathey said."We're going to lose some of the quaintness that we had, in the old cottage style houses," he told Reuters as he surveyed the damage in his truck. "But we'll be newer and improved."Nearly entire blocks of small two-story houses were swept away during the hurricane, presumably by storm surges that reached up to nine feet (2.7 meters). Some larger bungalows and multi-story buildings survived.Those that withstood the storm were likely built or raised after Florida overhauled its building codes in 2001, Brock Long, administrator of the Federal Emergency Management Agency, told CNN on Friday. Local and state officials must be proactive in passing the necessary regulations, he said."It's OK if you want to live on the coast or on top of a mountain that sees wildfires or whatever, but you have to build to a higher standard ... Hundreds of people on Saturday attended the West Bank funeral of Aisha Muhammad Talal Rabi, killed Friday night in a stone-throwing attack that caused her car to crash, and which has been blamed on Jewish settlers.According to Yesh Din, which documents alleged Israeli rights abuses in the West Bank, the stone-throwing at the Tapuah Junction caused 47-year-old Rabi’s husband Aykube to lose control of the car. AP reported that she was killed by a rock that hit her in the head. There was no official word on the exact cause of death.Rabi was laid to rest Saturday in the village of Biddya, southwest of Nablus.Aykube told Reuters the couple was driving near a settlement when the attack occurred. “The stones came from the side where the settlement is. I could hear the people speak Hebrew, but I didn’t see them.”A spokesman for the Shin Bet confirmed Saturday that the security agency opened a probe into the incident, suggesting that it was indeed an act of terror carried out by area settlers. Dressed in traditional white sabbath garb, the settlers could be seen gathering the olives that the farmers were in the middle of cultivating before they fled to safety.Friday’s incident in the northern West Bank came amid high tensions after a pair of terror attacks against Israelis in the area earlier in the week.On Sunday, two Israelis were killed by a Palestinian coworker in a terror shooting at the Barkan Industrial Park and on Thursday an IDF reservist was moderately hurt in a stabbing attack outside an army base.The Shin Bet security service announced the arrest of the suspected assailant hours after Thursday’s stabbing, though Ashraf Na’alow, the suspect in the shooting attack, remains on the run.Following the stabbing, more than a dozen settler youths were filmed hurling stones at Palestinian cars stopped at an IDF checkpoint that was erected after the attack.Footage documented by a field worker for the Yesh Din rights group shows some 15 young Israelis fleeing a hilltop adjacent to the Yitzhar settlement and piling into a pair of vehicles after a police van arrives at the scene.The two Israeli vehicles seen in the video clip manage to speed away without being stopped by authorities.According to Yesh Din, the settlers later returned to a nearby hilltop, from which they continued throwing rocks at Palestinians. The rights group claimed IDF troops at the scene did not act to stop the settlers. Norway is planning to bury the remains of a sunken Nazi submarine under layers of sand, rubble, and concrete, in order to prevent the spillage of its toxic cargo.The rusting wreckage of the U-864, sunk in February 1945 during a desperate mission to supply Japan with advanced weapons technology, now poses a major environmental threat due to its poisonous cargo: over 60 tons of mercury.Local residents have called for the sub to be removed, but authorities fear a salvage operation could result in a catastrophic spill. Instead, the wreckage will be buried under a “sarcophagus” similar to the one erected at Chernobyl to contain the nuclear disaster there.The project will start next year and conclude by 2020. It is expected to cost over $32 million, The Times of London reported on Thursday.The U-864 tried to skirt allied navy patrols on a last-ditch secret mission code-named “Caesar,” to bring jet engine parts, missile guidance systems and mercury for weapons production to Germany’s ally, Japan. British experts discovered the mission by breaking a German code.In a rare underwater duel, the British submarine HMS Venturer stalked the U-864 for three hours before it finally sank it on Feb. 9, 1945, about two miles off Fedje.The German submarine was only 14 months old when it went down with a crew of 73 in 500 feet of water.The wreck lay undisturbed for almost 60 years until Norway’s Royal Navy discovered it in March 2003. Oslo’s newspaper Dagbladet has called it “Hitler’s secret poison bomb.”The mercury containers are rusting, and some are leaking. While only four kilograms of mercury are estimated to have leaked so far, even this has caused elevated mercury levels in the silt around the wreck, as well as in fish in the area. Fishing is not allowed in the waters nearby.When released into the ocean, metallic mercury, the silver fluid once used in thermometers, can become more dangerous than organic mercury. Through fish, organic mercury can be passed on to humans in food. Mercury poisoning can be fatal.Even small amounts can damage the nervous system, as well as cause heart and kidney problems.

VATICAN CITY (Reuters) - The archbishop of Washington D.C. stepped down over the handling of sex abuse cases but received fulsome praise from the pope, drawing criticism from campaigners who said it showed the Catholic Church cared more for its leaders than abuse victims. Cardinal Donald Wuerl, a loyal ally of Pope Francis, was criticized in a U.S. grand jury report in August for failing to halt abuse in his previous role as archbishop of Pittsburgh.He becomes one of the highest ranking Catholic leaders to step aside over global accusations that the Church harbored sex abusers. His resignation also further exposes a rift between Francis and members of the Church's conservative wing, some of whom say the pope himself should quit over the sex abuse crisis.In a glowing letter of support, Francis made clear that he accepted Wuerl's resignation reluctantly, at Wuerl's insistence, and believed he was not guilty of trying to conceal abuse."You have sufficient elements to 'justify' your actions and distinguish between what it means to cover up crimes or not to deal with problems, and to commit some mistakes. However, your nobility has led you not to choose this way of defense. Of this, I am proud and thank you," the pope wrote.Victims advocacy groups were outraged."The pope’s letter to Cardinal Wuerl sends a clear message that for Pope Francis, Cardinal Wuerl is more important than the children he put in harm’s way," said Terence McKiernan, president of BishopAccountability.org."Until Pope Francis reverses this emphasis on coddling the hierarchy at the expense of children, the Catholic Church will never emerge from this crisis," he said in a statement.Wuerl has come under fire since the release in August of a U.S. Grand Jury report on sexual abuse which found evidence that at least 1,000 people, mostly children, had been sexually abused by some 300 clergymen over the course of 70 years.The report covered six diocese in Pennsylvania, including Pittsburgh, where Wuerl served as archbishop from 1998-2006. The report mentioned Wuerl's name more than 200 times. Wuerl has defended his overall record in Pittsburgh.In a highly unusual move, Francis asked Wuerl, who keeps the title of cardinal, to stay on as administrator of the Washington diocese until another archbishop could be appointed. Francis has said the devil is ultimately behind sex abuse of children by priests and current divisions in the Church.Wuerl has also been accused of knowing that his predecessor in Washington, ex-cardinal Theodore McCarrick, had forced male adult seminarians to have sex with him years ago. (Reuters) - The U.S. Supreme Court with new Justice Brett Kavanaugh issued two decisions on Thursday that helped clear the way for Tennessee to execute an inmate convicted of murdering two men in 1983.Edmund Zagorski, 63, had been set to be executed on Thursday but a few hours before the Supreme Court's decision Tennessee Governor Bill Haslam granted a 10-day reprieve to allow the case to wind itself through the courts and to consider the inmate's request to be put to death by electrocution.Kavanaugh's name was not on the Supreme Court's two decisions that were offered without elaboration, so it was not clear how the conservative justice voted in what was likely his first ruling in his new post. Liberal justices Stephen Breyer and Sonia Sotomayor dissented in both decisions.In its first decision, the court denied a request to hear a case brought by Zagorski and other Tennessee death row inmates over the state's lethal injection drug protocol.
