Mossad chief: Iran ‘closer than ever before’ to Israel’s borders-At event honoring espionage service, top spy Yossi Cohen says agents conduct 'thousands of operations,' some deep in enemy countries-By Judah Ari Gross-October 2, 2017, 6:56 pm-toi

The head of the Mossad intelligence service warned on Monday that Iran, through its proxies, is operating closer “than ever before” to Israel’s borders with Lebanon and Syria, though he also said Israel was operating deep in enemy territory.Spy chief Yossi Cohen said that in addition to arming the terrorist groups Hezbollah and Hamas, the Islamic Republic was working to develop its own nuclear capabilities with the goal of weaponizing them.Cohen made his remarks at a ceremony in which six teams from the espionage service received a special commendation from Prime Minister Benjamin Netanyahu. Due to the sensitivity of the operations, the details of the teams’ activities were kept secret. However, the spymaster said that the ones chosen were representative of the type of missions the service is capable of carrying out.According to Cohen, the intelligence service “carries out hundreds, thousands of activities every year — some of them complicated and deep within the heart of enemy countries.”The comments were something of a rarity, as Cohen does not often speak in public forums. He said his intelligence service is “focused only on the top national, security and political priorities.”First on that list is Iran, according to Cohen.Tehran “continues with its vision of [obtaining] a significant nuclear capability, which is meant to lead it to a military nuclear capability,” he said.Under the 2015 Iran deal, the Islamic Republic is permitted to continue with civilian nuclear research, which uses radioactive material that has been enriched to a much lower degree than that used for military purposes. In his speech, Cohen did not allege that Iran was violating the 2015 deal, known as the Joint Comprehensive Plan of Action. However, the spy chief said Tehran was fostering unrest in the region.“Iran continues to work with increasing military aggression in the Middle East, closer to our borders than ever before,” Cohen said, as Netanyahu looked on with apparent approval.“Iran continues to support terrorist groups, Hezbollah and recently Hamas. Iran continues to work to transfer advanced — and accurate — weaponry to terror groups within our region,” he said.Cohen’s comments appeared to confirm recent military assessments that Tehran was outfitting Hezbollah with precise missiles that are meant to be used in a future war with Israel.Jerusalem has also long been concerned that Iran-backed Shiite militias were entrenching themselves along the Syrian border with the Golan Heights. Israel’s attempts to convince Russia and the United States to make their removal a requirement in a ceasefire in Syria have reportedly not yet succeeded. In addition to Iran, the Mossad chief also pointed to the Islamic State terrorist group as an ongoing threat to not only Israel, but the entire world.“Islamic State is continuing to challenge us,” Cohen said.He noted that the terrorist group, which is also known by its Arabic nickname, Daesh, was trying to “harm us and, no less importantly, our friends in the world.”To handle those threats, Cohen said, the intelligence service was improving itself.“The Mossad is getting stronger, with new capabilities in order to advance the future appearance of the world, with new technologies, with intelligence systems, with new forces, with human resources — all of this in order to be prepared for the challenges before us,” he said.“The winners of the prime minister’s prize display the best within us and show to what lengths the Mossad, its people and its fighters can reach,” Cohen said.

Several Israelis unaccounted for in Las Vegas after mass shooting-LA consul heads to Nevada to aid in search effort; Israeli president, others send condolences to US over attack at concert-By Stuart Winer and Raphael Ahren-October 2, 2017, 5:36 pm toi

The Foreign Ministry said on Monday that it was trying to reach eight Israelis in Las Vegas who remain unaccounted for, after a deadly shooting at a country music festival in the city in which more than 50 people were killed and over 400 injured. An Israeli official estimated there were some 7,000 Israelis in the desert gambling mecca.Deputy Foreign Minister Tzipi Hotovely said Israel’s consul general in Los Angeles had traveled to Las Vegas to aid in efforts to locate the missing Israelis.“Israel is shocked at the mass murder that happened in Las Vegas. I am full of hope that contact with the incommunicado Israelis in Las Vegas will be renewed quickly,” Hotovely said.“Avner Saban has landed at the moment in Las Vegas and will start to locate the missing Israeli with local authorities,” she added.Country music star Jason Aldean was performing Sunday night at the end of the three-day Route 91 Harvest Festival when a gunman opened fire across the street from inside the Mandalay Bay Hotel and Casino. SWAT teams quickly descended on the concert and the casino, and officers used explosives to get into the hotel room where the suspect was, authorities said.Las Vegas Metro Police Sheriff Joseph Lombardo confirmed the casualty toll in a press conference. It was the deadliest mass shooting in US history. The shooter, later identified as Stephen Paddock, 64, opened fire on the concert from a window on the 32nd floor of the Mandalay Bay Hotel and Casino across Las Vegas Boulevard, Lombardo said.Saban earlier told the Hebrew-language Walla website that he did not believe any Israelis were among the wounded.“According to the information that I have at the moment, there are no Israelis among the injured, and I hope that it will remain that way until the end of the incident,” Saban said. “There are at the moment 7,000 Israelis in Las Vegas.”A local Jewish community representative said he did not know of any Israelis or community members hurt in the shooting attack, but a Chabad Twitter account said one Jewish woman had been injured.President Reuven Rivlin sent a message to US President Donald Trump offering his condolences over the shooting.“The people of Israel join me in sending our deepest sympathy to you, to the participants in the festival, the people of Las Vegas and to all the people of the United States following this shocking attack which took the lives of so many innocent people and injured so very many more,” he wrote, according to his office. “We stand with you as you mourn the terrible loss of life and injury following this senseless attack on people who had merely gathered together to listen to music.”Israeli politicians lined up on Twitter to condemn the Las Vegas shooting and offer well-wishes to the injured and condolences to the families of the victims.Addressing his US counterpart Paul Ryan, Knesset Speaker Yuli Edelstein offered his “deepest condolences on the Las Vegas tragedy. We stand with you and the American people at this difficult hour.”Education Minister Naftali Bennett tweeted, “The hearts of all Israelis are with the American people on this day of profound tragedy. We pray for the wounded. God bless you.”Opposition MK Yair Lapid, who leads the Yesh Atid party, wrote, “Thoughts & prayers with the United States. We send wishes for a speedy recovery to the injured, hearts are with the families of the victims.”Lombardo said Paddock, a resident of Mesquite, Nevada, killed himself before police officers entered his hotel room and that despite eyewitness accounts to the contrary, there were no additional shooters.Agencies and Times of Israel staff contributed to this report.

In Gaza for first time in 2 years, Palestinian PM says disunity serves Israel-Rami Hamdallah arrives at the head of large delegation amid Egypt-led push for Hamas-Fatah reconciliation after decade of estrangement-By Dov Lieber-October 2, 2017, 2:40 pm-toi

Palestinian Authority Prime Minister Rami Hamdallah arrived in Gaza Monday for his first visit in two years, as rival factions seek to overcome a decade of crippling divisions.Hamdallah, along with dozens of ministers and officials from the West Bank-based PA, began crossing the border into the coastal enclave around noon, ahead of meetings with leaders of the rival Islamic faction Hamas. The event is meant to be the first significant step in a transfer of powers from Hamas to the PA.Hamas politicians and members of the premier’s Fatah faction greeted Hamdallah on the Gazan side of the crossing, as some 2,000 people gathered ahead of an expected speech.Afterward, speaking from a stage in Beit Hanoun, Hamdallah said that there could be no Palestinian state without Gaza, and that his government would work to alleviate the suffering of the enclave’s residents. He took the crowded stage surrounded by worried-looking security personnel and officials. As he spoke, there was audible talking in the background, and he quickly read his speech off pages in his hand.“Alleviating the suffering of our people in the Gaza Strip is a priority of the government,” he said. “We declare to the world from the heart of Gaza that the Palestinian state will only come with the unification of the West Bank and Gaza.”Gaza today is mired in poverty, with unemployment approaching 50 percent and receiving just a few hours of electricity each day. Essential medicine is growing more scarce in the Strip, and clean water has become harder to access and more expensive.Hamdallah praised Hamas’s offer to turn over all governing responsibilities to his government but warned that there would be more work ahead before reconciliation would be complete.Key sticking points, primarily the terror group’s refusal to disarm its powerful military wing, are likely to complicate or even derail the reconciliation efforts in the coming weeks.“The government began to exercise its roles in Gaza from today,” Hamdallah said. “We return to Gaza again to end the division and achieve unity.”He also praised the Egyptian efforts in helping to facilitate the reconciliation process.Images of Egyptian President Abdel Fattah el-Sissi were held aloft by some of those who welcomed Hamdallah to Gaza. A billboard near the ceremony thanked el-Sissi for his efforts in helping to improve the Palestinian people’s situation.A delegation of Egyptian intelligence officials is currently in the Strip to help facilitate talks, while chief of Egyptian Intelligence Khaled Fawzi is expected to arrive Tuesday.Hamas, which Israel and most Western countries consider a terror group, won legislative elections in 2006 and the following year seized control of Gaza by overrunning Fatah forces loyal of PA President Mahmoud Abbas. Since then, the PA has governed only in autonomous enclaves of the West Bank, while repeated attempts to reconcile with Hamas have failed. Hamas has not held elections since. In previous deals, including one brokered by Egypt in 2011, both sides professed willingness to reconcile, but ultimately balked at sharing power in their respective territories.Hamdallah stressed a number of times during his speech that the political division among Palestinians served only Israel’s interests.“It is time to stand and work, as the only beneficiary of this division is the occupation,” he said.Hamdallah called on the international community to pressure Israel into lifting its blockade of the Gaza Strip.Since seizing control of Gaza in 2007, Hamas, which seeks Israel’s elimination, has fought three wars with Israel. The Strip is under Egyptian and Israeli blockade — aimed by Israel to prevent Hamas from importing weaponry.Hamdallah is expected to meet Hamas leader Ismail Haniyeh and the group’s Gaza chief, Yahya Sinwar, later Monday, and chair a cabinet meeting on Tuesday. The logistics of the visit are themselves an indication of Palestinian divisions and challenges.Arriving by road from Ramallah, about 70 kilometers (44 miles) away in the West Bank, Hamdallah’s convoy crossed Israel and then transited the fortress-like Erez crossing into Gaza before passing a Hamas checkpoint. The delegation’s visit is seen to be largely symbolic and preparing the ground for further talks, probably in Cairo. The outcome will determine the Palestinians’ acceptance on the international stage. The PA recognizes Israel, but that appears to remain out of the question for Hamas.Agencies contributed to this report.

Thousands of Israelis affected as Monarch Airlines collapses-Britain arranging to fly back 110,000 of its nationals, hundreds of Israelis said stuck in the UK, after company enters administration-By AFP and TOI staff-October 2, 2017, 3:56 pm

LONDON — British short-haul carrier Monarch Airlines ceased trading suddenly Monday following a financial collapse, the biggest failure of its kind in Britain, prompting the government into emergency action in returning home 110,000 stranded passengers. While Britain was making arrangements to fly back its nationals from countries including Israel, hundreds of Israelis were said to be stranded in the UK, and thousands more Israelis had their holiday plans placed in doubt.According to a report on the Marker website, thousands of Israelis who bought tickets on Monarch for vacations over the Sukkot holiday were not being told definitively on Monday what would become of these reservations — whether their money would be refunded, alternative flights offered, or other arrangements made.Furthermore, the report said, hundreds of Israelis who were scheduled to fly home from the UK via Luton Airport on Monday afternoon were scrambling to find alternative arrangements after that flight was canceled. Monarch traditionally operates six flights a week from Israel to the UK at this time of year.Monarch and its vacation business entered administration, a form of bankruptcy, with KPMG appointed to oversee the financial chaos that has left about 2,100 staff likely having to find new employment. The airline had been struggling financially for a while and won a cash injection a year ago that allowed it to continue flying holidaymakers and fund growth plans, as the sector faced turbulence from Brexit and terrorism. The UK’s Civil Aviation Authority described Monday’s events as “the biggest ever UK airline failure,” adding that “all future holidays and flights provided by these companies have been cancelled and are no longer operating.”It added in a statement that “the government has asked the CAA to support Monarch customers currently abroad to get back to the UK at the end of their holiday at no extra cost to them.”Passengers are being flown back from numerous countries, including Israel, France, Greece, and Turkey on aircraft leased by the CAA.In total, about 410,000 customers are affected by Monarch going into administration, including 300,000 with future bookings, the CAA said.Qatar Airways had sent A320 aircraft on request by the CAA to repatriate holidaymakers, according to online flight-tracker Flightradar24.-‘Biggest peacetime repatriation’-The government said that it was overseeing what it said was the biggest repatriation since the end of World War II.“This is a hugely distressing situation for British holidaymakers abroad and my first priority is to help them get back to the UK,” Transport Secretary Chris Grayling said in a statement.“That is why I have immediately ordered the country’s biggest ever peacetime repatriation to fly about 110,000 passengers who could otherwise have been left stranded abroad.”He added: “This is an unprecedented response to an unprecedented situation.”But the Unite union hit back, saying ministers rebuffed requests by Monarch — Britain’s tenth largest airline according to Euromonitor International — to provide a bridging loan.“Monarch’s workforce has worked tirelessly and loyally, with great sacrifice, to try and turn the airline around in the last year,” said senior Unite official Oliver Richardson.“Their hard work has been undone by a government seemingly content to sit on its hands and allow one of the UK’s oldest airlines go into administration.”-‘Ryanair’s gain’-The first plane to arrive back in the UK carried 165 passengers from Ibiza.Affected parties used social media to get their messages across, mirroring a situation a week ago when Ryanair canceled thousands of flights as it battled to overcome a shortage of pilots.“Monarch customers in the UK: don’t go to the airport. There will be no more Monarch flights,” the budget carrier said on Twitter.Meanwhile customer Holly-Rae Copeland‏ tweeted: “Just when you think you’ve avoided ryanair’s flight cancellations, #monarchairlines go into administration on the day of your flight.”KPMG partner and joint administrator, Blair Nimmo, said “mounting cost pressures and increasingly competitive market conditions in the European short-haul market have contributed to the Monarch Group experiencing a sustained period of trading losses.”Monarch’s collapse meanwhile boosted the share prices of bigger rivals.“Usually what’s bad for one airline — higher fuel costs, terror attacks, air traffic control strikes — are bad for the sector,” noted Neil Wilson, senior market analyst at ETX Capital.“But the failure of Monarch is good news for rivals. Shares in Ryanair and EasyJet both rose about three percent in early trading as the market reacted to the news of the demise of Monarch after 50 years in business.”Times of Israel staff contributed to this story.

Brother of Las Vegas shooter says family ‘completely dumbfounded’-Eric Paddock says 'absolutely no indication' Stephen Paddock intended to carry out shooting, says he was 'just a guy' who liked to gamble-By TOI staff and Agencies-October 2, 2017, 5:55 pm

The brother of the man who killed at least 50 people at an outdoor music festival on the Las Vegas Strip said he’s “completely dumbfounded” by the shooting, which is the deadliest in modern US history.Speaking with NBC News, Eric Hudson Paddock, who lives in Orlando, Florida, said he had “no idea” why his brother Stephen Paddock carried out the mass shooting.“Mars just fell into the earth,” he said. “We’re completely dumbfounded.”“We are completely at a loss,” he added, saying his brother was “just a guy” who liked to gamble at hotels in Las Vegas.Vegas Shooter's Brother: "We're lost. I don't understand this." https://t.co/rszdpxtLVu pic.twitter.com/tbB5fAjxXR— Fox News (@FoxNews) October 2, 2017-Little is known about Stephen Paddock or his possible motives for the attack.Eric Paddock told The Daily Mail that his brother was not associated with any religious or political groups. He said there was “absolutely no indication [Stephen Paddock] could do something like this.”“Something happened, he snapped or something,” he told the Daily Mail.“We have absolutely no idea. Our condolences go to the victims and all their families,” he added.Eric Paddock said his mother was “in shock” and is having a hard time comprehending the news.“Our family is OK, we’re sitting in here in our house hoping that everyone doesn’t attack us,” he said.”My mother is 90 years old, lives down the street from me, we’re just completely dumbfounded.”Police said Monday they believe Paddock killed himself before officers used explosives to break into his hotel room, where he had a large cache of weapons.“We believe the individual killed himself prior to our entry,” Las Vegas Sheriff Joseph Lombardo told a news conference. He said officers found “in excess of 10 rifles” upon entering the 32nd floor hotel room from which gunman Stephen Paddock opened fire at concertgoers below, killing at least 50 and injuring hundreds. There was no immediate word on the motive for the attack. The US Homeland Security Department said there was no “specific credible threat” involving other public venues in the US.Country music star Jason Aldean was performing Sunday night at the end of the three-day Route 91 Harvest Festival in front of a crowd of 22,000 when Paddock opened fire from inside the Mandalay Bay Hotel and Casino.Video of the shooting showed Aldean stopping and the crowd getting quiet as if unsure of what had just happened.Paddock paused and then fired another volley, the muzzle flashes visible from the casino, as more victims fell to the ground while others fled in panic. Some hid behind concession stands, while others crawled under parked cars.SWAT teams quickly descended on the concert and the casino, and officers used explosives to get into the hotel room where the suspect was inside, authorities said.“What we are going to try to do as best we can is to get our first responders back on their feet and responding and conducting a proper investigation to ensure that we have the safety of this community at heart,” Lombardo said.Heavily armed police early Monday morning searched the Nevada retirement-community home of the gunman.Mesquite Police Chief Troy Tanner said police surrounded and entered the single-family home where Paddock, 64, lived with 62-year-old Marilou Danley. He said Danley was not at the house and police saw “no movement” inside before serving a search warrant at the one-story, three-bedroom home in the Sun City Mesquite retirement community, about 80 miles from Las Vegas.Police said Danley was no longer a person of interest and had been located in the Philippines.Tanner said detectives from Las Vegas and North Las Vegas were at the scene in the resort community of Mesquite, located near the Arizona state line. The shooting at the country music festival was the deadliest mass shooting in modern US history. At least 50 people were killed and more than 400 victims were taken to the hospital, authorities said. Lombardo said they believe this was a “lone wolf” attack.“It’s a devastating time,” Lombardo said.Police shut down the usually busy Las Vegas Boulevard and authorities across the state and federal ranks converged on the scene as dozens of ambulances ferried those struck by gunfire. Nearby Interstate 15 and McCarran International Airport were briefly closed. Before Sunday, the deadliest mass shooting in modern US history took place in June 2016, when a gunman opened fire at a gay nightclub in Orlando, Florida, killing 49 people.

Lone gunman kills 58, injures hundreds, in Las Vegas concert attack-[Reuters]-By Devika Krishna Kumar and Alexandria Sage-YAHOONEWS-October 2, 2017

LAS VEGAS (Reuters) - A 64-year-old man holed up in a 32nd-floor hotel room with multiple machine guns rained down gunfire on a Las Vegas country music festival on Sunday, slaughtering at least 58 people in the largest mass shooting in U.S. history before killing himself. The barrage of bullets from the Mandalay Bay hotel into a crowd of 22,000 people lasted several minutes, causing panic. At least 515 people were injured as some fleeing fans trampled each other while police scrambled to locate the shooter.Police on Monday identified the gunman as Stephen Paddock, who lived in a retirement community in Mesquite, Nevada. They said they believed he acted alone and did not know why he attacked the crowd. The Islamic State militant group claimed responsibility for the massacre, but U.S. officials said there was no evidence of that. The preliminary death toll, which officials said could rise, eclipsed last year's massacre of 49 people at an Orlando, Florida, nightclub by a gunman who pledged allegiance to Islamic State militants.Shocked concertgoers, some with blood on their clothing, wandered streets, where the flashing lights of the city's gaudy casinos blended with those of emergency vehicles.Police said Paddock had no criminal record. The gunman killed himself before police entered the hotel room he was firing from, Clark County Sheriff Joseph Lombardo told reporters."We have no idea what his belief system was," Lombardo said. "I can't get into the mind of a psychopath."Federal officials said there was no evidence to link Paddock to militant organizations."We have determined to this point no connection with an international terrorist group," Federal Bureau of Investigation Special Agent in Charge Aaron Rouse told reporters.U.S. officials discounted the claim of responsibility for the attack made by Islamic State through its Amaq news agency."The Intelligence Community is aware of the claim of responsibility by a foreign terrorist organization for the shooting in Las Vegas," CIA spokesman Jonathan Liu said in an email. "We advise caution on jumping to conclusions before the facts are in."-MULTIPLE MACHINE GUNS-Lombardo said there were more than 10 rifles in the room where Paddock killed himself. His arsenal included multiple machine guns, according to a law enforcement official.U.S. law largely bans machine guns.Police found several more weapons at Paddock's home in Mesquite, about 90 miles (145 km) northeast of Las Vegas, Mesquite police spokesman Quinn Averett told reporters. The shooting, just the latest in a string that have played out across the United States over recent years, sparked an outcry from some lawmakers about the pervasiveness of guns in the United States, but was unlikely to prompt action in Congress.Efforts to pass federal laws on guns failed following mass shootings from the 2012 massacre of 26 young children and educators in Newtown, Connecticut, to the June attack on Republican lawmakers practicing for a charity baseball game.Nevada has some of the most permissive gun laws in the United States. It does not require firearm owners to obtain licenses or register their guns.House of Representatives Minority Leader Nancy Pelosi, a Democrat, on Monday called on House Speaker Paul Ryan to create a select committee on gun violence."Congress has a moral duty to address this horrific and heartbreaking epidemic," Pelosi wrote. The Second Amendment of the U.S. Constitution protects the right to bear arms, and gun-rights advocates staunchly defend that provision. U.S. President Donald Trump, a Republican, has been outspoken about his support of the Second Amendment."To all those political opportunists who are seizing on the tragedy in Las Vegas to call for more gun regs. ... You can't regulate evil," Kentucky's Republican Governor, Matt Bevin, said on Twitter. The dead in Las Vegas included a nurse, a government employee and an off-duty police officer.Trump said he would travel to Las Vegas on Wednesday to meet with first responders."It was an act of pure evil," Trump said in a White House address. The suspected shooter's brother, Eric Paddock, said the family was stunned by the news."We have no idea. We're horrified. We're bewildered, and our condolences go out to the victims," Eric Paddock said in a phone interview, his voice trembling. "We have no idea in the world."-'JUST KEPT GOING ON'-Video of the attack showed panicked crowds fleeing as sustained rapid gunfire ripped through the area."People were just dropping to the ground. It just kept going on," said Steve Smith, a 45-year-old visitor from Phoenix, Arizona. He said the gunfire went on for an extended period of time."Probably 100 shots at a time," Smith said. "It would sound like it was reloading and then it would go again."Las Vegas's casinos, nightclubs and shopping draw some 3.5 million visitors from around the world each year and the area was packed with visitors when the shooting broke out shortly after 10 p.m. local time (0400 GMT).Shares of MGM Resorts International, which owns the Mandalay Bay, fell almost 5 percent on Monday to $30.98 a share.Mike McGarry, a financial adviser from Philadelphia, was at the concert when he heard hundreds of shots ring out."It was crazy - I laid on top of the kids. They're 20. I'm 53. I lived a good life," McGarry said. The back of his shirt bore footmarks, after people ran over him in the panicked crowd.(Additional reporting by Jonathan Allen, Chris Michaud and Frank McGurty in New York, Susan Cornwell and Mark Hosenball in Washington, Bernie Woodall in Fort Lauderdale, Florida, Ali Abdelaty in Cairo and Brendan O'Brien in Milwaukee; Writing by Scott Malone; Editing by Alison Williams, Bernadette Baum, Grant McCool and Jonathan Oatis)

Las Vegas shooter was retired, had no criminal record-October 2, 2017-YAHOONEWS

MESQUITE, Nev. — The man who killed 58 people and injured at least 515 others at a Las Vegas concert was a retiree with no criminal history in the Nevada county where he lived, police said Monday. The brother of Stephen Paddock, 64, said he's "completely dumbfounded" by the shooting at a country music concert Sunday night, the deadliest in modern U.S. history. Eric Paddock told the Orlando Sentinel newspaper that he can't understand what happened.Stephen Paddock had no connection to an international terrorist group, the FBI said Monday. The announcement from Aaron Rouse, special agent in charge in Las Vegas, comes after the Islamic State group claimed responsibility for the attack without providing evidence.Nevada authorities say they believe Paddock acted alone and no motive was yet known.Paddock owned a single-family home in Sun City Mesquite, a retirement community along the Nevada-Arizona border, Mesquite Police Chief Troy Tanner said.He lived there with a 62-year-old woman, police said. Authorities said they don't believe she was involved and was out of the country at the time of the shooting but they wanted to speak to her when she returned.Heavily armed police searched the home early Monday, hours after Paddock killed himself in a room at Mandalay Bay Hotel and Casino where police believe he opened fire on a crowd of 22,000 people.Paddock bought the one-story, three-bedroom home about 80 miles north of Las Vegas in 2015 for about $370,000, according to property records that list him as a single man.Authorities in Texas say he lived in a Dallas suburb from 2009 to 2012. Public records indicate Paddock may have lived in Mesquite, Texas, for longer, but police Lt. Brian Parrish said his department's review shows the approximately three-year period.A preliminary review of police records don't indicate that authorities had any contact with him but police are still investigating, Parrish said.Ken Ritter, The Associated Press.

Edmonton attack suspect had 'genocidal beliefs,' says former co-worker who reported him to police-October 2, 2017-YAHOONEWS

A former co-worker of the Somali refugee CBC News has identified as the man arrested in a weekend attack in Edmonton says Abdulahi Hasan Sharif was an ISIS sympathizer years before Saturday's violent events, and that he had reported him to police.Terrorism charges are pending against the suspect, who is in custody. Police haven't released Sharif's name, but multiple sources have identified him to CBC.Sharif's former co-worker, who didn't want to be identified out of concern for his safety, said:  "He would rant."It was very incoherent. He would just bounce from idea to idea, tangent to tangent, just about what he believed in and he definitely had genocidal beliefs, you could say."He had major issues with polytheists. He said they need to die. That sort of thing. I only had a handful of conversations with him about it; those only occurred when there were just two of us in the work room."Around 8:15 p.m. local time Saturday near Commonwealth Stadium, an Edmonton officer was struck by a Chevrolet Malibu while working crowd control for a CFL game.Const. Mike Chernyk, standing behind a barricade when he was hit, was sent flying into the air. A man got out of the Malibu and attacked Chernyk with a knife before fleeing on foot.More than three hours later, a white U-Haul van was pulled over at a checkstop on the city's north side. A police officer recognized the driver's name as similar to the name of the registered owner of the car that had struck the officer earlier. The U-Haul then sped off toward downtown Edmonton, where streets were filled with Saturday night bar crowds and football fans. Pursued by police, the van struck and injured four pedestrians. The van tipped over on its side and a suspect was arrested at the scene. The officer, who sufffered stab wounds to his head and face, has been released from hospital. One person who was listed in critical condition has been upgraded to stable. Two others have been released from hospital. The fourth victim suffered a fractured skull but has regained consciousness, police said.Edmonton police Chief Rod Knecht confirmed a black ISIS flag was seized from a car where the police officer was attacked.RCMP said Sunday a 30-year-old Somali refugee was interviewed by the Integrated National Security Enforcement Team (INSET) in 2015.But there was "insufficient evidence" to make an arrest and the suspect was deemed "not a threat."-Suspect 'strange,' says former co-worker-The former co-worker said he immediately recognized Sharif's name when it began to circulate in the news media. He worked with a "very strange" Sharif at a construction site in the summer of 2015, he said. The co-worker said Sharif would play broadcasts in Arabic while they worked at the construction site. When Sharif started talking to him about his hatred of Shia Muslims and support for well-known leaders of the Islamic State in Iraq and Syria, the co-worker decided he needed to do something, he said.He said he reported Sharif to Edmonton police, who passed him onto the RCMP. He was later interviewed by RCMP at K Division headquarters near downtown Edmonton, he said."They definitely didn't laugh it off … they took it very seriously and very professionally," he said.Sharif kept a low profile in the city's Somali community.CBC News conducted numerous interviews with members of Edmonton's Somali and broader Muslim communities, but no one appeared to know Sharif. The 30-year-old's name triggered no recognition, but Saturday's violence was unanimously condemned."This individual has no place in our community," Ahmed (Knowmadic) Ali wrote in a statement Sunday on behalf of the Edmonton Somali community."We are your neighbours, co-workers and police officers and we stand strongly beside you in condemning this violence and mourning its effect on the community."-Tactical officers check suspect's apartment-While religious and cultural organizations on Sunday condemned the actions of a man they didn't know, a dozen heavily armed tactical-unit officers used battering rams to enter the rear of an apartment building at 113th Avenue and 117th Street. It's believed Sharif lived in one of the building's suites.A resident told CBC News that police showed him a picture of a man and that he recognized him as someone he had seen around the building. He didn't know if it was a picture of Sharif. The officers left about 45 minutes later. Police did not evacuate the building while conducting the search.Police are expected to provide another update on the case on Monday.

Marseille suspect released from custody day before attack-YAHOONEWS-October 2, 2017

PARIS — A man who fatally stabbed two women outside Marseille's main train station had been detained for shoplifting and released the day before the attack, and used seven fake identities in previous encounters with police, officials said Monday.French authorities are studying the suspect's cellphone and working to determine his true identity and whether he had direct links to the Islamic State group, which claimed responsibility for Sunday's stabbing. The assailant was killed by soldiers immediately after the attack, the latest of several targeting France. The suspect was identified by his fingerprints, which matched those taken during seven previous incidents registered by police since 2005, Paris Prosecutor Francois Molins told reporters. The attacker didn't have any past convictions in France, Molins said. The man's most recent arrest occurred in the Lyon area Friday — just two days before the train station stabbing. The man was held overnight for shoplifting, then released Saturday and the charges dropped, Molins said. He added that local authorities had no reason to hold him further based on the ID he gave them — a Tunisian passport.French Interior Minister Gerard Collomb, apparently not satisfied with the explanation, on Monday ordered a probe of the circumstances that led police to free the man, who attacked and killed the young women a day later. The report is due by week's end, a ministry statement said. While being held in Lyon, the man told police that he did odd jobs, used hard drugs and was divorced, according to Molins, the prosecutor. It's not clear if the attacker had any connection to the victims — two cousins who had met for a birthday celebration. Some witnesses reported hearing the assailant shout "Allahu akbar!" — Arabic for "God is great" — and Molins said that's one of the reasons prosecutors opened a terrorism investigation. But no firm evidence has surfaced linking the man to Islamic extremism.Molins said video surveillance of the site showed the man sitting for a few minutes on a bench outside the station, before jumping up and stabbing one woman several times. He then ran away and returned to attack the second woman.A woman passer-by tried to intervene, Molins said. The man then tried to attack soldiers patrolling the site, but they shot him dead with two bullets. The suspect was found with two knives and a telephone, but no identity papers, according to Molins. The man's multiple pseudonyms made it difficult to even find a house to search for more clues, said Yves Lefebvre of the Unite SGP Police union."While it could shock the public, unfortunately it doesn't shock us, the police" that the suspect was released the day before carrying out a deadly attack, he said. He said shoplifting usually results in a quick police report and a court summons, and the suspect is released."Nothing allowed us to suspect there was a threat of radicalization during the (Lyon) arrest," Lefebvre told The Associated Press. He said that while the man didn't provide a residency permit, jails and migrant retention centres are often overflowing, so authorities do not routinely lock up illegal immigrants suspected of minor crimes. However, the interior minister demanded a report to "shed full light" on the man, procedures followed and the decision not to expel him, the ministry statement said. The IS-linked Aamaq news agency said that the assailant was acting in response to the extremist group's calls to target countries in the U.S.-led coalition fighting militants in Syria and Iraq. France has been part of the anti-IS coalition since 2014. The Aamaq statement didn't provide details, and it's unclear if the claim is merely opportunistic. The small town of Eguilles in southern France was holding a memorial gathering for the victims Monday evening. The mayor said the victims were a medical student from Eguilles and her cousin.Marseille's Saint Charles station reopened Monday under heavy security. Last month, four American college students were attacked with acid at the same station by a woman authorities said was suffering from mental illness.___Sylvie Corbet contributed to this report.Angela Charlton, The Associated Press.

Palestinian leader launches reconciliation push in Gaza-YAHOONEWS-October 2, 2017

GAZA, Palestinian Territory — The Palestinian prime minister travelled Monday to the Gaza Strip to launch an ambitious reconciliation effort with the rival Hamas militant group, receiving a hero's welcome from thousands of people as the sides moved to end a bitter 10-year rift.Prime Minister Rami Hamdallah, representing Palestinian President Mahmoud Abbas' Fatah party, was joined by dozens of top officials, aides and security men on the trip from the West Bank through Israel and into Gaza to meet with the Hamas officials. It is by far the most ambitious attempt at reconciliation since Hamas seized power of the coastal strip in 2007.The sides exchanged smiles, handshakes and pleasantries — a reflection of the changed climate that has ripened conditions for reconciliation after other failed attempts. But difficult negotiations lie ahead, and key sticking points, particularly who will control Hamas' vast weapons arsenal, could easily derail the effort. On Monday, at least, the two sides put aside their differences.Well-wishers surrounded Hamdallah's car as it entered Gaza through the Israeli-controlled Erez border crossing, and dozens of Palestinian youths gathered alongside a barbed-wire fence to glimpse the welcoming ceremony. Some waved Palestinian or yellow Fatah flags, and many chanted Hamdallah's name."The only way to statehood is through unity," Hamdallah told the crowd of about 2,000. "We are coming to Gaza again to deepen the reconciliation and end the split."Conditions in Gaza have deteriorated greatly in a decade of Hamas rule, and the feeling of hope by desperate residents was palpable Monday.Thousands lined the streets to watch Hamdallah's 30-vehicle convoy. The crowd forced the delegation to delay its first meeting at the home of the top Fatah official in Gaza and instead take a break at a beachside hotel.Dozens of vehicles later returned to the Shejayeh neighbourhood for the lunch. Hamas' top leaders, Ismail Haniyeh and Yehiyeh Sinwar, said next to Hamdallah and West Bank security chief Majed Faraj."This is a day of joy," said Shaima Ahmed, 28, a women's rights activist who covered her shoulders with a Palestinian kaffiyeh. "Yes it's difficult and not easy to go forward, but we only have to be optimistic this time."Hamas ousted the Fatah-led forces of the internationally recognized Palestinian Authority in the summer of 2007, leaving the Palestinians torn between rival governments on opposite sides of Israel. Hamas has ruled Gaza, while Abbas' party has controlled autonomous enclaves in the Israeli-occupied West Bank.Abbas seeks both territories, along with east Jerusalem, for a Palestinian state, and the division is a major obstacle to any possible peace deal. Israel captured all three areas in the 1967 Mideast war, although it withdrew from Gaza in 2005.While previous reconciliation attempts have failed, years of international isolation and steadily worsening conditions in Gaza have pushed Hamas toward compromise. In a significant concession, Hamas has offered to turn over all governing responsibilities to Hamdallah. His ministers are expected to begin taking over government ministries Tuesday, with negotiations in Cairo on more difficult issues in the coming weeks.Hamdallah said the reconstruction of Gaza, which is still recovering from a 2014 war with Israel, would be a priority."We realize that the road is still long and hard. We will be faced with obstacles and challenges, but our people are able to rise again from among destruction and suffering," he said.Several factors appear to be working in favour of reconciliation.Under Hamas' watch, Gaza has fallen deeper into poverty, battered by a joint Israeli-Egyptian blockade and three devastating wars with Israel. Unemployment is estimated at over 40 per cent , Gaza's 2 million residents are virtually barred from travelling abroad, and residents have electricity for only a few hours a day.Sinwar, Hamas' newly elected leader, has expressed willingness to yield most power to Abbas, preferring to return to his group's roots as an armed "resistance" movement battling Israel. The group's leadership is based entirely in Gaza, meaning they no longer have to consult with exiled leaders spread across the Arab world to make difficult decisions. And perhaps most critically, Hamas has improved relations with Egyptian President Abdel-Fattah el-Sissi. The former general took office after the military ousted then-President Mohammed Morsi in 2013.Morsi, a member of the Muslim Brotherhood, had close ties with Hamas, and el-Sissi has previously accused Hamas of co-operating with Islamic extremists in Egypt's neighbouring Sinai peninsula. But the sides have grown closer in recent months, with Hamas now providing security co-operation with Egypt and el-Sissi promising to ease the blockade.Reflecting these improved ties, Egyptian envoys attended Monday's ceremony, and posters of the Egyptian flag and el-Sissi were hoisted at major intersections.Egypt also maintains good ties with Israel and could potentially play an important role in selling a reconciliation deal to Israel, which considers Hamas a terrorist group.Abbas also has much to gain. The 82-year-old Palestinian leader has said the rift with Gaza is his greatest regret. Regaining control of Gaza would help him burnish his legacy, especially after years of failure in peace efforts with Israel.Still, many obstacles lie ahead. While Hamas is eager to give up its governing responsibilities, officials say the group will not give up its arsenal of thousands of rockets and mortars aimed at Israel.Officials close to Abbas say he will not agree to allow Hamas to become like Hezbollah, the Lebanese militant group that dominates its country's politics. The sides will have to find a formula that not only is acceptable to them but which Israel would be willing to tolerate.Israel has demanded that Hamas renounce violence and recognize its right to exist as part of any reconciliation deal.It also remains unclear what will happen to Hamas' 40,000 civil servants, who were hired after Abbas forced his employees in Gaza to resign after the Hamas takeover. In an area with few jobs, both sides will likely want their loyalists to receive salaries.Fatah spokesman Osama Qawasmi said the sides are up to the task."We believe these issues are difficult, but with our will and patience, we can resolve them," he said.In signs of good spirits, a family named their child born in Gaza Monday after the visiting Palestinian prime minister and the official TV station of Abbas' government broadcast its main news bulletin from Gaza for the first time in a decade since the Hamas takeover.Fares Akram, The Associated Press.

Iran sends tanks to border with Iraq's Kurdish region, Kurdish official says-YAHOONEWS-October 2, 2017-By Raya Jalabi

ERBIL, Iraq (Reuters) - Iran deployed a dozen tanks supported by artillery at its border with Iraq's autonomous Kurdish region on Monday, a Kurdish official said, adding that the move was a dangerous escalation in the crisis triggered by Iraqi Kurdistan's independence vote."The tanks can be seen from the Kurdish side," an official from the Kurdistan Regional Government (KRG) security council told Reuters, adding that the move was a "dangerous escalation."Iraq’s Kurds overwhelmingly voted for independence in a referendum held one week ago, defying the central government in Baghdad as well as neighboring Turkey and Iran, which fear Kurdish separatism within their own borders. The deployment at the Parviz Khan border point on Monday was part of joint military drills conducted by the Iranian and the Iraqi armed forces in response to the referendum, state media in Tehran said. The exercises began last Sunday, according to Iran's Mehr news agency. The KRG says it plans to use the referendum's result as a mandate to negotiate the peaceful secession of the Kurdish region through talks with Baghdad.KRG President Masoud Barzani said on Monday it was legitimate to hold the vote in the Kurdish areas, including in the multi-ethnic oil city of Kirkuk, also claimed by Baghdad."Kirkuk is a Kurdistani city which should become an example for the coexistence of nations and religions," he said during a visit to Kirkuk. But Baghdad has rejected any talks with the KRG over independence. It demanded that the KRG relinquish control over its external border crossings with Turkey, Iran and Syria. It also demanded the KRG hand over its airports to federal control. When the KRG turned down those demands, Iraq's central government imposed a ban on international flights to and from the region's two international airports on Friday. The interior ministry said on Monday foreigners stranded in the Kurdish region by the ban would be allowed to exit through Baghdad's airport without having to wait for an Iraqi visa. Many nationalities, especially westerners, were allowed into the KRG without a visa.Baghdad gained the support of Cairo's al-Azhar, the highest seat of Sunni Muslim learning, on Monday. It issued a statement "rejecting invitations to divide Iraq."Al-Azhar's position could help Iraqi Prime Minister Haider al-Abadi, a Shi'ite, rally some support among Iraq's large Sunni minority against the Kurds, who are also largely Sunni. In another effort to present the government as inclusive for all Iraqis, including Kurds, state TV announced on Monday that it will be broadcasting a daily news bulletin in Kurdish.Iraq's defense ministry said on Friday the Iraqi authorities planned to take control of the borders of its autonomous Kurdistan region "in coordination" with Iran and Turkey. The statement did not give details. Nor did it indicate whether Iraqi forces would move toward the border posts controlled by the KRG from the Iranian and Turkish side, or set up checkpoints in the vicinity of these posts in order to control the crossings.Iranian state television on Saturday quoted a military spokesman as saying Iran and Iraq "agreed on measures to establish border security and receive Iraqi forces that are to be stationed at border posts"."We have always respected our borders with our neighbors and any (military) move will be in coordination with Baghdad and our allies," a senior Iranian official told Reuters on condition of anonymity.Iran has vowed to stand alongside Baghdad in the fallout following the referendum. Allowing Iraq to seize border posts from Kurdish control would further cement Iran's stance to renounce dealings with the Kurdistan region in favor of the central government in Baghdad.Backed by Ankara and Tehran, the Iraqi government has demanded that the Kurdish leadership cancel the result of the referendum or face the prospect of sanctions, international isolation and possibly a military intervention.A small Iraqi force is also deployed on the Turkish side of the border as part of joint drills with the Turkish army.Iran's military chief, General Mohammad Baqeri, met Turkish Chief of Staff Hulusi Akar in Tehran on Monday."Iran and Turkey share the same stance on the referendum in Iraqi Kurdistan and both insist on the sovereignty of Iraq," Baqeri was quoted as saying by state news agency IRNA after his meeting with Akar."The armed forces of both countries will increase cooperation in training and war games," he was quoted as saying by Tasnim news agency.(Reporting by Maher Chmaytelli, Bozorgmehr Sharafeddin and Parisa Hafezi. Opinion-Macron's EU vision doesn't fit Europe By Sander Loones-EUOBSERVER

BRUSSELS, 29. Sep, 17:35-It is admirable that French president Emmanuel Macron laid out his vision for the Europe of 2024 in his speech on Tuesday (26 September). He didn't behind abbreviations and jargon understood only by the Eurocrats at Schuman Square in Brussels. In doing so, he is furthering an ancient tradition in which France attempts to set the European debate. It's also striking that Macron is not letting himself be slowed down one iota by the German election result of 24 September.Nevertheless, with his speech, he even seems to be muscling in - wittingly or unwittingly - on the coalition talks in Berlin.A "sovereign, democratic and unified Europe", is how Macron sees the EU - with a much bigger budget, harmonised corporate taxes, a unified social policy, and a unified asylum policy.A European industrial policy, a European minister for finance, the relaunch of the European Financial Transaction Tax, new European environmental taxes, a European public prosecutor, European universities, much more European solidarity, and the list goes on.-Challenges ahead-Not seeing the wood for the trees is the first challenge. What Macron proposes is revolutionary: no longer are member states sovereign, let alone the people - but "Europe" is.His reasoning: to be able to face up to the US and China, the EU must become a strong economic and industrial power, which he believes is only possible by shifting all these new powers to Europe. And the member states? They become the de facto provinces of that unified block.Well, Macron's vision for the EU doesn't fit Europe. There is no support among the population for further centralisation and there is no enthusiasm for being governed by a far-off bureaucracy.People themselves want to be able to choose who comes to live in their country, which economic policies are pursued, how they guarantee their social security. And they certainly won't entertain the thought of paying a ton of taxes for citizens from other countries.Macron's claim that a top-down centralised Europe would produce an economic global player also doesn't ring true. While a politically unified Europe would indeed conjure up the illusion of economies of scale, in practice it often results in large-scale squandering.Outlining the same economic policy from Brussels - for Malta and Ireland, for Slovenia and Flanders - is absurd. What is needed is tailor-made policy for all those very different local economies, and that's not something you get by regulating, harmonising and coordinating everything at EU level.-Typically French-An industrial policy at European level is also a typical French request. When Macron advocated for a more innovative Europe in his speech, he proposed creating a European Innovation Agency. However, innovation comes from the bottom up - often from small businesses, start-ups and scale-ups, or from universities - not from the top down, and not from bureaucrats.Macron also wants a much bigger budget for the EU. A eurozone budget with its own parliament with the "sovereignty" to levy new European taxes - taxes that will mostly be paid in the North and spent in the South. A Union in which money never stops flowing from North to South: like in Belgium. It's the cause of great political frustration and not much in the way of economic results. So are these proposals good for Europe? No.They are first and foremost good for France, with Brussels as an extension of Paris. That's always been the mindset in the French presidential palace. The French want to make Europe into a dam that protects Europe against the rest of the world. But it's primarily France that the dam protects. Or more accurately, it shields France. The French don't like the free market, don't like trading. The French look to the state, l'Etat. They want the EU to reinstate their vanishing political grip on the economy. The French want a government to be a dirigeant, not a service provider.-Clear alternative-The alternative is clear. The EU must not become a state. We will not become stronger by all doing the same things, but we will by playing to the strengths of each member state. The EU must therefore only intervene where absolutely necessary, with regard to security and the closure of borders, for example. At the same time, the EU must become more flexible in many areas and give the member states more freedom. It's precisely decentralisation and political diversity that form the strength of Europe.Competition between cities, regions and countries is pushing us onward. Let there be differences. No "ever closer union" in every domain. Cooperation - yes. Total unification - no.Only in this way will we obtain an EU that serves all member states, including the smaller ones, and not solely the heavyweights in the form of France and Germany. And one that serves all European citizens, not just the southern Europeans. It's clear that Macron's vision fits the French. It just doesn't fit Europe.Sander Loones is an MEP in the European Conservatives and Reformists (ECR) group in the European Parliament.

EU Commission calls for dialogue in Catalan crisis By Eszter Zalan-OCT 2,17-EUOBSERVER

BRUSSELS, Today, 14:24-The European Commission said Monday (2 October) that Sunday's referendum in Catalonia was illegal and called on parties to begin dialogue following a violent crackdown on the vote by the Spanish authorities.Over 800 people were injured on Sunday, according to Catalan authorities, as Spanish national police raided polling stations where votes were being cast. The independence referendum has been ruled unconstitutional by the Spanish constitutional court."We call on all relevant players to now move very swiftly from confrontation to dialogue. Violence can never be an instrument in politics," the EU commission's spokesman, Margaritis Schinas, said."These are times for unity and stability, not divisiveness and fragmentation," he added. However, the European Commission sees no role for itself as a mediator between Spanish and Catalan authorities after Sunday's violence, and failed to clearly condemn the police brutality."This is an internal matter for Spain that has to be dealt with in line with the constitutional order of Spain," Schinas said.He added that the EU executive continues to "trust the leadership of prime minister Mariano Rajoy to manage this difficult process in full respect of the Spanish constitution and of the fundamental rights of citizens enshrined therein."EU commission president Jean-Claude Juncker is to hold a phone conversation with Rajoy later on Monday.A debate on the situation could be held in the European Parliament this week. The EU commission also restated that if Catalonia were to secede legally - in agreement with Madrid - it would end up outside the EU and would have to apply separately to join the bloc.Preliminary results, according to Catalan authorities, showed that about 90 percent of the total votes cast were in favour of a split from Spain.Less than 43 percent of the region's 5.3 million eligible voters took part in the disputed referendum.

EU lawyers give Russia pipeline a free pass By Andrew Rettman-OCT 2,17-EUOBSERVER

BRUSSELS, Today, 12:14-EU lawyers have shot holes in the European Commission's bid to regulate a new Russia-Germany gas pipeline - Nord Stream 2 (NS2).The opinion, by the legal service of the EU Council, where member states meet, said the Commission's legal arguments were flawed and that it had no competence to muscle in on the project. The opinion, leaked by Politico, an news website, was "ammo for [pro-Nord Stream 2] lobbyists", one expert said.It also showed how powerful member states, such as Germany, "manipulated" EU decisions, another expert said. The Council opinion, dated 27 September, took aim at an earlier Commission document, seen by EUobserver. That Commission paper had said Nord Stream 2 could distort EU energy markets in Russia's favour by making Ukraine's gas transit network obsolete. It said the pipeline's offshore section, under the Baltic Sea, ought to be regulated by a new EU-Russia agreement negotiated by the Commission in order not to have a "legal void" or "contradictory" laws (the EU and Russia's).It also said the offshore section should be covered by EU laws forcing Russian firm Gazprom to give up its monopoly on use of the pipe. But the Council's lawyers said Nord Stream 2 would "increase the ability of the union to be unaffected by … disputes" such as the Russia-Ukraine gas wars of past years. They said there was no risk of a legal void because Nord Stream 2's offshore section "would in any event be subject to the relevant rules of international law, including the law of the sea."They said there was no risk of "contradictory" legal regimes because EU energy laws, which prohibited Gazprom's Nord Stream 2 monopoly, did not apply to the offshore pipe."The directive does not apply to the Nord Stream 2 gas pipeline", the Council legal service said, referring to the EU's so-called third energy package on market access. It added that the lack of legal reasons for the Commission to get involved made it a "political choice" whether member states would give it a mandate to do so anyway. But it also said that under the EU treaty, Germany would have a right to veto even such as political mandate because the EU had no right to interfere in a member states' choice of energy suppliers."Such affectation of a member state's energy mix could not be obtained without the consent of the member state concerned," it said.-Lobbyists-For Sijbren de Jong, an analyst at The Hague Centre for Strategic Studies, a think tank in The Hague, the Council's analysis will be used as "ammo" by pro-NS2 lobbyists. He said the Council lawyers "forget to mention that NS2 is designed to ensure the closure of other routes", referring to Ukraine. He also questioned the Council lawyers' views on the applicability of EU anti-monopoly laws."If the third package is applied where the pipeline reaches EU territory, it de facto will apply to the whole pipeline essentially," he said. The pipeline's lobbyists include former German leader Gerhard Schroeder, who works for Gazprom."I think that the federal government [of Germany] still supports the Nord Stream 2 project due to its own well-calculated interests. I think that the new government will demonstrate that Germany is interested in implementation of the Nord Stream 2", he said on Sunday.Jens Mueller, who works for the Nord Stream 2 consortium, a Gazprom vehicle in Switzerland, told EUobserver the Council paper was "self-explanatory"."Project developers have to rely on the rule of law," he said.-South Stream-The Commission, three years ago, did force Russia and Bulgaria to apply the EU's third energy package to a similar pipeline - South Stream - under the Black Sea.That led Russia to bin the project, causing financial losses for Bulgaria and would-be transit states, such as Hungary. For Stefan Meister, a scholar of Russian affairs at the German Council on Foreign Relations, a think tank in Berlin, the main difference between Nord Stream 2 and South Stream was German power."The German government and [German chancellor] Merkel were involved in stopping South Stream. This is not the case with NS2, where the critical member states are too weak", Meister said. The EU countries critical of NS2 are the Nordic states, the Baltic countries, the Czech Republic, Hungary, Slovakia, and Poland."It shows again, that the whole EU process is very non-transparent, open to manipulation, and not independent from the influence of member states, which undermines the credibility of the Commission and of those processes," he said.

Gunman kills at least 59 people in Las Vegas concert attack--October 2, 2017-By Devika Krishna Kumar-YAHOONEWS

LAS VEGAS (Reuters) - A 64-year-old man armed with more than 10 rifles rained down gunfire on a Las Vegas country music festival on Sunday, slaughtering at least 58 people in the largest mass shooting in U.S. history before killing himself. The barrage from a 32nd-floor window in the Mandalay Bay hotel into a crowd of 22,000 people lasted several minutes, causing panic. Some fleeing fans trampled each other as police scrambled to find the gunman. More than 500 people were injured. On Monday, police identified the gunman as Stephen Paddock, who lived in a retirement community in Mesquite, Nevada, and said they had no sense of what prompted his attack. The Islamic State militant group claimed responsibility for the massacre, but U.S. officials expressed skepticism of that claim. The preliminary death toll, which officials said could rise, eclipsed last year's massacre of 49 people at an Orlando night club by a gunman who pledged allegiance to Islamic State militants.Shocked concert goers, some with blood on their clothing, wandered streets, where the flashing lights of the city's gaudy casinos blended with those of emergency vehicles.Police said they had no information about Paddock's motive, that he had no criminal record and was not believed to be connected to any militant group. Paddock killed himself before police entered the hotel room he was firing from, Clark County Sheriff Joseph Lombardo told reporters."We have no idea what his belief system was," Lombardo said. "I can't get into the mind of a psychopath."Federal officials said there was no evidence to link Paddock to international militant groups."We have determined to this point no connection with an international terrorist group," FBI special agent in charge Aaron Rouse told reporters.U.S. officials discounted a claim of responsibility for the attack made by the Islamic State, through its Amaq news agency."The Intelligence Community is aware of the claim of responsibility by a foreign terrorist organization for the shooting in Las Vegas," CIA spokesman Jonathan Liu said in an email. "We advise caution on jumping to conclusions before the facts are in."One U.S. official said there was reason to believe that Paddock had a history of psychological problems.-SEVERAL WEAPONS-Lombardo said there were more than 10 rifles in the room where Paddock killed himself. He had checked into the hotel on Thursday.Police found several more weapons at Paddock's home in Mesquite, about 90 miles (145 km) northeast of Las Vegas, Mesquite police spokesman Quinn Averett told reporters.Nevada has some of the most permissive gun laws in the United States. It does not require firearm owners to obtain licenses or register their guns. The dead included one off-duty police officer, Lombardo said."He brutally murdered more than 50 people and wounded hundreds more. It was an act of pure evil," U.S. President Donald Trump said in a White House address. He ordered flags lowered to half-staff in a national gesture of mourning and said he would visit Las Vegas on Wednesday.Leaders from around the world expressed shock and sadness at the news.-'JUST KEPT GOING ON'-Video of the attack showed panicked crowds fleeing as sustained rapid gunfire ripped through the area."People were just dropping to the ground. It just kept going on," said Steve Smith, a 45-year-old visitor from Phoenix, Arizona. He said the gunfire went on for an extended period of time."Probably 100 shots at a time," Smith said. "It would sound like it was reloading and then it would go again."Las Vegas's casinos, nightclubs and shopping draw some 3.5 million visitors from around the world each year and the area was packed with visitors when the shooting broke out shortly after 10 p.m. local time (0400 GMT).Shares of U.S. casino operators fell in morning trading on Wall Street, with MGM Resorts International, which owns the Mandalay Bay, down 3.5 percent. Melco Resorts & Entertainment Ltd, Wynn Resorts Ltd and Las Vegas Sands Corp were little changed.Mike McGarry, a financial adviser from Philadelphia, was at the concert when he heard hundreds of shots ring out."It was crazy - I laid on top of the kids. They're 20. I'm 53. I lived a good life," McGarry said. The back of his shirt bore footmarks, after people ran over him in the panicked crowd. The shooting broke out on the final night of the three-day Route 91 Harvest festival, a sold-out event featuring top acts such as Eric Church, Sam Hunt and Jason Aldean.-'WE'RE HORRIFIED'-The suspected shooter's brother, Eric Paddock, said the family was stunned."We have no idea. We're horrified. We're bewildered and our condolences go out to the victims," Eric Paddock said in a phone interview, his voice trembling. "We have no idea in the world."As with previous U.S. mass shootings, the incident sparked anger among advocates for gun control. The Second Amendment of the U.S. Constitution protects the right to bear arms, and gun-rights advocates staunchly defend that provision."It's time for Congress to get off its ass and do something," said U.S. Senator Chris Murphy of Connecticut, where 26 young children and educators were killed in an attack on a school in 2012.Efforts to pass federal legislation after that attack failed. Gun rights advocates argued that restrictions on legal gun sales would leave law-abiding citizens more vulnerable to attacks by criminals.(Additional reporting by Jonathan Allen, Chris Michaud and Frank McGurty in New York, Susan Cornwell and Mark Hosenball in Washington, Bernie Woodall in Fort Lauderdale, Florida, Ali Abdelaty in Cairo and Brendan O'Brien in Milwaukee; Writing by Scott Malone; Editing by Alison Williams, Bernadette Baum, Grant McCool)

At least 20 killed at shooting rampage at Las Vegas concert-YAHOONEWS-October 2, 2017-By Devika Krishna Kumar

LAS VEGAS, Nevada (Reuters) - A gunman opened fire at a country music festival on the Las Vegas Strip on Sunday, killing at least 20 people and wounding more than 100 others before the suspect was killed by police.Police described the suspect as being a local Las Vegas man who acted alone, Sheriff Joseph Lombardo of the Las Vegas Metropolitan Police Department said at a briefing. But authorities were seeking an Asian female who police described as a companion of the suspect, he said. They said that rumours of other shootings in the area were false. Off-duty police were believe to be among the victims.Witnesses on social media said the shooting broke out on the last night of the three-day Route 91 Harvest festival, a sold-out event attended by thousands and featuring top acts such as Eric Church, Sam Hunt and Jason Aldean.U.S. media, including Fox News, reported that Aldean was performing around 10:45 p.m. local time on Sunday when the rampage began but that he had been bundled safely off stage at the event outside the Mandalay Bay Resort and Casino in the Nevada gambling mecca. CNN reported all the artists were safe.Las Vegas is an internationally renowned major resort city, known primarily for its gambling, shopping and entertainment.Police have disclosed no information that would suggest a motive for the shooting or revealed the identify of the suspect.Even so, the rampage was reminiscent of a mass shooting at a Paris rock concert in November 2015 that killed 89 people, part of a coordinated attack by Islamist militants that left 130 dead.(Editing by Chris Michaud and Frank McGurty in New York; writing by Alison Williams; Editing by John Stonestreet and Frank McGurty)

Two killed, 24 wounded in Las Vegas shooting: hospital--YAHOONEWS-October 2, 2017

(Reuters) - At least two people were killed and 24 were hospitalised after a shooting at a country music festival in Las Vegas, a local hospital spokeswoman said, and police said one suspect was down. The spokeswoman for the University Medical Center hospital said 14 of the wounded were in a critical condition. All had suffered gunshot wounds, she said.Las Vegas Metropolitan Police Department said on Twitter: "Confirming that one suspect is down. This is an active investigation. Again, please do not head down to the Strip at this time."It was not immediately clear whether the suspect was killed or injured. Officers were due to give more information shortly.Police had earlier said they were investigating reports of an active shooter near the Mandalay Bay Casino. The New York Times reported that the shooting appeared to be at a country music festival and that police were investigating reports of shooting at other venues on the city's famous strip.Police made no immediate comment about that on social media. One Twitter user posted that the casino hotel was on lockdown, while another, citing police scanners, said two gunmen who had shot at a bodyguard and police were on the 32nd floor.Video clips posted online showed what sounded like automatic weapons as panicked concertgoers fled, dropped to the ground screaming.Witnesses heard numerous gunshots at the hotel, where police tactical teams were searching for the attacker, according to reports on CNN and in the New York Times.Flights at Mccarran International Airport were temporarily halted after the reported shooting, the airport said on Twitter.(Editing by Chris Michaud and Frank McGurty in New York; writing by Alison Williams; Editing by John Stonestreet)

Multiple victims hospitalized after shooting in Las Vegas--YAHOONEWS-October 2, 2017

LAS VEGAS — Multiple victims were being transported to hospitals after a shooting late Sunday at a music festival on the Las Vegas Strip.Dozens of patrol vehicles descended on the Strip after authorities received reports of an active shooter near the Route 91 Harvest Festival.Concert-goers reported seeing muzzle flashes from the upper floors of the Mandalay Bay Hotel and Casino across Las Vegas Boulevard from the country music festival and the sound of what they described as automatic gun fire.Witnesses said they saw multiple victims as they fled the gunfire raining down on the concert venue. Some later huddled in the basement of the nearby Tropicana hotel-casino.Some officers took cover behind their vehicles while others carrying assault rifles ran into the Mandalay Bay Hotel and Casino.University Medical Center spokeswoman Danita Cohen said the Las Vegas hospital is taking in "several" people with gunshot wounds. She didn't have any other immediate information.Authorities shut down part of the Las Vegas Strip and Interstate 15.Some flights destined for the McCarran International Airport were diverted due to the shooting.Witnesses say country singer Jason Aldean was playing near the end of the concert when gunfire rang out.No further information was immediately known. The Associated Press

Suspect facing terrorism charges in Edmonton truck attack investigated in 2015-October 1, 2017

EDMONTON — Mounties say the man accused of attacking a police officer and running down four pedestrians with a rental truck in a dramatic late-night downtown chase is a Somali refugee once investigated for espousing extremism.RCMP assistant commissioner Marlin Degrand said the suspect, 30, was checked thoroughly in 2015 and deemed at that time to not pose a threat."There was insufficient evidence to pursue terrorism charges or a peace bond," Degrand said Sunday. "The suspect was actually not deemed at that time to pose a threat to the security of Canada."Degrand said files on the suspect were kept and shared with other intelligence and police agencies after 2015, but said that was as much as the law would allow."We didn't have sufficient evidence to warrant continued investigation of that individual following the 2015 (check)," he said.Police did not name the suspect, who they said was arrested with an Islamic state flag in one of his vehicles.Degrand initially said was the suspect was the process of making a refugee claim in Canada, but a spokesman with the federal Public Safety Department later clarified that he had already been found to be a refugee by the Immigration and Refugee Board. He is facing a number of charges, including five counts of attempted murder, dangerous driving and participation in a terrorist activity.Edmonton Police Chief Rod Knecht said, so far, it appears the suspect does not have any co-conspirators."From all indications it appears that this was a single individual acting alone," said Knecht. "We have no reason to believe that there is any threat to our city."The attacks began around 8:15 Saturday night near Commonwealth Stadium, just north of downtown, during a game between the CFL's Edmonton Eskimos and Winnipeg Blue Bombers. It was military appreciation night. Canada's chief of defence staff, Gen. Jonathan Vance, conducted the pregame coin flip and two CF-18 fighter jets did a fly-past before kickoff.Outside the stadium, Edmonton police Const. Mike Chernyk, with his marked, flashing cruiser was handling crowd control and security when a speeding white Chevy Malibu rammed through a barrier and hit his car, sending him flying five metres through the air.The driver then got out, pulled out a large knife and began stabbing him. Knecht said Chernyk, a 10-year-veteran, fought back, forcing the suspect to flee on foot."He was in a struggle for his life, holding onto his gun with one hand and blocking the knife with his other," said Knecht. "It's a testament to his experience and training that he survived."Knecht said Chernyk has since been released from hospital and is expected to make a full recovery."He has stab wounds on his face and head from the knife and significant abrasions on his arms as a result of being hit by the car."Chernyk managed to radio in what had happened and the manhunt was on.Police set up checkpoints and began stopping cars, leading to a second encounter hours later with the suspect, now driving a U-haul cube van, east of the stadium just after midnight.Knecht said when the U-haul pulled over for the checkpoint, the driver produced identification linking him to the registered owner of the Malibu. He became suspicious when police held him up, and decided to flee. The U-Haul then sped off toward Jasper Avenue, downtown Edmonton's main east-west thoroughfare, with multiple police cars in pursuit.Knecht said the suspect drove in the opposite lane, almost T-boned a vehicle and purposely drove into pedestrians, injuring four.He said the call was made to keep the high-speed pursuit through the downtown, busy with late night bar and night-club goers, because of the threat posed by the suspect.Of the four pedestrians, two suffered head injuries including a skull fracture. Two have been released from hospital."Their injuries range from broken bones to brain bleeds," said Knecht. He said officers used a "tactical manoeuvre" to force the truck to crash onto its side just south of Jasper Avenue. Officers smashed through the windshield and tossed in a stun grenade to distract the driver. When he resisted, they used a stun gun to make the arrest."No shots were fired. In fact, no shots were fired anywhere in this entire incident," said Knecht.Austin Elgie, manager of The Pint bar, saw the van zoom by with police giving chase. The van "peeled" into an alley where people were smoking, he said."There were like 10 cop cars following him ... It was crazy. It just came around the corner, ripping. I thought at first he was pulling over for the cops coming by, but he was clearly the one they were chasing."Alberta Premier Rachel Notley called the attacks horrific."Hatred has no place in Alberta. It's not who we are," Notley said Sunday.Prime Minister Justin Trudeau also condemned the violent events as a "terrorist attack" and a "senseless act of violence.""We cannot — and will not — let violent extremism take root in our communities," he said.In the United States, President Donald Trump's press secretary issued a statement saying "Law enforcement authorities from the United States are in touch with their Canadian counterparts to offer assistance with the ongoing investigation."Edmonton Mayor Don Iveson urged calm and compassion."It is vital now that we not succumb to hatred, that we not be intimidated by violence," said Iveson. "Terrorism is about creating panic and about sowing divide and about disrupting people's lives."We can succumb to that or we can rise above it."— With files from Jennifer Graham in Regina and Andy Blatchford in Ottawa-Dean Bennett, John Cotter, Rob Drinkwater and Chris Purdy , The Canadian Press.

THE FIRST JUDGEMENT OF THE EARTH STARTED WITH WATER-IT ONLY MAKES SENSE THE LAST GENERATION WILL BE HAVING FLOODING
GENESIS 7:6-12
6 And Noah was six hundred years old when the flood of waters was upon the earth.
7 And Noah went in, and his sons, and his wife, and his sons’ wives with him, into the ark, because of the waters of the flood.
8 Of clean beasts, and of beasts that are not clean, and of fowls, and of every thing that creepeth upon the earth,
9 There went in two and two unto Noah into the ark, the male and the female, as God had commanded Noah.
10 And it came to pass after seven days, that the waters of the flood were upon the earth.
11 In the six hundredth year of Noah’s life, in the second month, the seventeenth day of the month, the same day were all the fountains of the great deep broken up, and the windows of heaven were opened.
12 And the rain was upon the earth forty days and forty nights.
GOD PROMISED BY A RAINBOW-THE EARTH WOULD NEVER BE DESTROYED TOTALLY WITH A FLOOD AGAIN.BUT FLOODIING IS A SIGN OF JUDGEMENT.

Puerto Rico governor says relief arriving to storm-ravaged rural areas-YAHOONEWS-October 1, 2017-By Nick Brown and Robin Respaut

SAN JUAN, Puerto Rico (Reuters) - Puerto Rico’s governor says efforts to restore cell service, gas and other basic needs to the island’s rural residents are progressing, even as many in those towns report feeling forgotten.“I recognize that right now, whether it’s the gas line or the ATM line, we’re limited,” Governor Ricardo Rossello told Reuters in an interview on Saturday at the Puerto Rico Convention Center, the government’s temporary headquarters.“But if you see the numbers,” he said, “you see there is a steady path to improvement.”More than half of Puerto Rico’s 3.4 million people lack access to drinking water 11 days after Hurricane Maria hit the U.S. territory, and 95 percent remain without power, according to the U.S. Defense Department. Some are expected to be without power for months. But on Saturday, Federal Emergency Management Administration (FEMA) officials reported that a third of the island’s telecommunications network had been restored, and some 765 gas stations - well over half - had fuel, though it was not clear how much.Maria, the most powerful storm to strike Puerto Rico in nearly 90 years, has destroyed roads, making it difficult to get food, water and fuel around the island. In the rural towns of Salinas and Fajardo, the vast majority of locals reported having no cell service on Friday and Saturday, and said they had not seen local or federal officials in the area. In Fajardo, some 400 people waited on line to enter a Wal-Mart store Saturday morning, while gas lines stretched more than a mile in some parts of town.“We haven’t seen a government official or anything, no FEMA, no military, no local government,” said Daniel Santiago, 51, of Fajardo, as he waited in line to get into a food store.Rossello, though, challenged the idea that the government is failing to reach rural towns - a perception he says might be fueled by a “severe limitation with communication.”“I personally went to Salinas with seven National Guard trucks full of food and water,” he said, conceding that “you can always find somebody that hasn’t received resources, and I recognize that.”Government response to the disaster has become a focal point in recent days, with U.S. President Donald Trump facing harsh criticism from many Puerto Ricans and leaders, including San Juan Mayor Carmen Yulin Cruz, for failing to deploy U.S. military resources more quickly.Trump fired back at Cruz in a tweet, accusing her of “poor leadership” and saying some Puerto Ricans “want everything to be done for them when it should be a community effort.”The tweet offended some Puerto Ricans, but Rossello refused to criticize the president.“My only focus right now is to make sure the people of Puerto Rico are well,” Rossello said. “I’m not paying attention to social media.”Pressed on the tweet, the governor said the president's words were not aimed at Puerto Rican citizens. “When I read that tweet … I didn’t see it as assigned to the people of Puerto Rico, I saw it as a personal difference with the mayor of San Juan.”With his island still in desperate need of financial and infrastructure aid, the governor faces a balancing act in remaining on good terms with Trump, even as many of his constituents oppose him. Trump will visit the island on Tuesday. The governor has had his hands full since the storm, saying he slept just three hours - combined - in five days after Maria hit.(Editing by Mary Milliken)
