A massive 62.3 foot wave in the North Atlantic measured by a buoy just broke a world record as the largest ever recorded, the World Meteorological Organization (WMO) announced Tuesday.The wave was recorded by the buoy on Feb. 4, 2013 between Iceland and the UK. Scientists say the enormous wave was linked to a very strong cold front which produced winds of up to 50 miles per hour.This wave shattered the previous record of 59.96 feet measured on Dec. 8, 2007, which also took place in the North Atlantic. The highest waves usually occur there, rather than the Southern Ocean, because wind circulation patterns and atmospheric pressure in the North Atlantic in winter causes intense extra-tropical storms.The WMO Commission for Climatology’s Extremes Evaluation Committee, which is made up of researchers from the U.S., UK, Canada and Spain, classified it as “the highest significant wave height as measured by a buoy.”“This is the first time we have ever measured a wave of 19 meters. It is a remarkable record,” said WMO Assistant Secretary-General Wenjian Zhang. “It highlights the importance of meteorological and ocean observations and forecasts to ensure the safety of the global maritime industry and to protect the lives of crew and passengers on busy shipping lanes.”The wave's record will be added to the official WMO archive of weather and climate extremes, the organization said. A wave’s height is defined as the distance from the crest of one wave to the trough of the next, the WMO said.

The sustained period of cold weather in Metro Vancouver is causing a strain even for those used to being outside.And with the below-freezing overnight temperatures expected to last until Saturday or even Sunday evening, the chill will continue to make life difficult for many.-Higher risk of fires-Vancouver firefighters, already stretched because of the overdose crisis in the Downtown Eastside, have been tending to more fire calls than usual this month.In an average month, Vancouver Fire & Rescue Services (VFRS) receives 1,198 calls — but they've already faced more than 1,650 so far in December."It could be because this is one of the more prolonged cold stretches we've had in a few years ... it might mean people are using more space heaters," said Jonathan Gormick, public information officer with VFRS.He's warning the public not to overload their electrical systems by plugging in too many device on the same circuit, and to make sure any space heaters being used are CSA or ULC-approved.Homeless at risk The largest fire in the Metro Vancouver region on Tuesday was at a homeless camp in Chilliwack, near Yale Road and Alexander Avenue.Officials say it started in or around a tent, and there was significant damage. However, nobody was injured, and shelter arrangements have been offered to those affected.Close to 200 extra shelter spaces have been opened up in Vancouver alone, but Judy Graves, the retired City of Vancouver advocate for the homeless, says there will always be some people who choose to stay on the streets even on bitterly cold nights."People who remain on the streets, even when we have the extra shelters open, often have social anxiety disorders. They're not able to handle the noise and the number of people in a shelter," she said."This is the time, you know, where people are in your neighbourhood, to go out and make sure they have hot coffee, soup, that they can get a bit of respite. A staff event held off school premises could be the source of a gastrointestinal illness that closed École Dickinsfield Wednesday, says Fort McMurray Public Schools."There was a staff gathering off site and that may be the cause," said superintendent Doug Nicholls. "It is not a definitive determination."Nicholls wouldn't provide anymore details about the event because he said he didn't want to speculate further.On Wednesday, the school of 680 students closed because a large number of staff members fell sick.The district said many of the school's 60 staff members did not show up Tuesday.Several classes were merged as not enough substitute teachers could be called in."We had a significant issue on Tuesday with several staff members out and more calling in sick by the hour," Nicholls said."I have never seen a particular situation like this where there had been such a high percentage of staff ill."The district anticipates one third of school staff still won't show up Thursday and it will also need to combine smaller classes to make sure students are supervised.Alberta Health Services (AHS) said in an email it's aware that 30 gastrointestinal cases associated with the school were reported Monday morning.It also said it hasn't "lab-confirmed" the cases nor has it identified the source of the illness.But it said if stool samples were available, it could do the testing.AHS said it has provided the school with advice on infection prevention and control and is reminding staff to wash their hands frequently.The health authority is also unaware of any student-related illnesses.The district said it has taken the necessary precautions and has sanitized the school.Follow David Thurton, CBC's Fort McMurray correspondent, on Facebook, Twitter and via email.

DALLAS — Pregnant women should consider postponing travel to Brownsville, Texas, because of concerns about mosquitoes there spreading the Zika virus, federal health officials said Wednesday.The warning from the Centers for Disease Control and Prevention advises doctors to tell pregnant women and their sex partners to take precautions and to consider putting off travel to the city while the advisory is in place. It comes after five cases of Zika virus infection spread locally were recently diagnosed in people living near each other in the city located on the state's border with Mexico."We're recommending pregnant women not travel to Brownsville, and if they do travel to that area, to ensure that they avoid mosquito bites and they avoid the risk of sexual transmission," the CDC's Dr. Denise Jamieson said. "And that when they return from the area, that they undergo testing for Zika virus infection."Florida is the only other state in the U.S. that has had homegrown Zika cases. The CDC has issued a similar warning there in Miami-Dade County.The CDC notes that temperatures in the Brownsville area are still conducive to mosquito breeding, so the risk of more cases can't be ruled out.Zika is primarily transmitted to humans by mosquitoes that have previously bitten an infected person, though sexual transmission can also occur. Most infected people don't have symptoms, but for those who do, it's usually a mild illness with fever, rash and joint pain.But the disease is especially dangerous to pregnant women because it can cause severe birth defects, including babies born with unusually small heads. None of the people with homegrown Zika cases in Texas is pregnant, officials said.Texas Department of State Health Services officials on Wednesday recommended that all pregnant Brownsville residents and those who have travelled there on or after Oct. 29 be tested for Zika."The recommendation is now to test pregnant women more broadly in that area," department spokesman Chris Van Deusen said.The CDC says that people living in the Brownsville area should be counselled on the possible risk of Zika before getting pregnant.The locally transmitted Florida cases were detected over the summer. A Canadian chain of recreational marijuana dispensaries is set to open eight illegal shops Thursday on the island of Montreal.Cannabis Culture, which is co-owned by activists Jodie and Marc Emery, already has stores in British Columbia and Ontario.The chain plans to open a total of 10 shops in Montreal by the end of the month, and eight of them are opening on Thursday. Many people are underestimating marijuana's effects on motorists, the Canadian Automobile Association is warning.CAA Atlantic spokesman Gary Howard told CBC News Wednesday there are many misconceptions about how marijuana affects driving.Some people "believe that they can drive the same or better on the road if they're under the influence of marijuana," he said. "This is simply not true."-Education is key-The CAA says it has met extensively with the federal government in hopes the Liberals will put aside money for public education campaigns about marijuana. The government has said it will introduce legalization legislation next spring."Public education is critical here," Howard said. "We have to get ahead of this before it hits the street, so to speak."The CAA also hopes there will be "clear and meaningful" laws to discourage Canadians from driving while under the influence of marijuana.The group warns that public education and provincial drugged-driving policies will both take time, and that training police officers about drugged driving will have "substantial" costs.-Double the risk-The Canadian Centre on Substance Abuse says using marijuana before driving doubles the risk of being involved in a crash.Doug Beirness, a senior research associate with the centre, specializing in impaired driving, told CBC Radio's Maritime Noon that making it clear marijuana and driving don't mix is the priority."The use of cannabis is inconsistent with a safe operation of a motor vehicle and the sooner that we accept that universally the better off we'll be," he said.He said that doesn't necessarily mean zero tolerance, but he believes the legal limit should be quite low."Whether you issue criminal sanctions at that point or whether you do roadside suspensions as we do with alcohol and leave criminal sanctions for more egregious behaviour, that's up to Parliament," he said.-No marijuana breathalyzer yet-Beirness said part of the difficulty is that marijuana is less consistent in its effects on individuals than alcohol, making setting a limit trickier.He said marijuana tends to impair users cognitively as opposed to physically, but that it's similar to alcohol in how it affects the driver's ability to stay in their lane.He also says the technology isn't in place yet to have a "magic box" that would work for marijuana use the way a breathalyzer works for alcohol."At best, what we'll be able to do is use some kind of a screening device, probably based on oral fluid, that will tell us whether or not a person has recently used cannabis."Then the police officer would have several options, he said, including a field sobriety test, a more formal evaluation "downtown" by a drug recognition expert or a roadside suspension.

TORONTO — Medically sanctioned opioid use has dropped by almost 14 per cent since national guidelines for prescribing the drugs were introduced in 2010, yet the rate of overdose-related hospital visits continued to rise, an Ontario study has found.The study found opioid-related hospitalizations in the province rose 13 per cent between May 2010 and the end of 2013, possibly because people who continue to take these addictive narcotics for chronic non-cancer pain were often prescribed them in high doses, placing them at greater risk for overdose.To conduct the study, researchers examined health data for people who were eligible for the Ontario Drug Benefit program between 2003 and 2014, identifying almost 770,000 who were dispensed at least one opioid prescription during that period."We looked specifically at hospital visits for opioid overdoses and found that the rates of those visits had continued to climb over that same period and don't appear to have been impacted by the guidelines," said Tara Gomes, a scientist at St. Michael's Hospital in Toronto, who led the research.Those guidelines suggest clinicians exercise extreme caution when prescribing an opioid at a dose that exceeds 200 milligrams per day of morphine or an equivalent, such as oxycodone or fentanyl.Yet the study, published Wednesday in the journal PLOS ONE, found a large number of patients were being prescribed at that 200-milligram level and some were taking double that potency.Despite falling rates of opioid prescribing, the proportion of high-dose use among the remaining users more than doubled over the study period — from 4.2 per cent in 2003 to 8.7 per cent in 2014.Researchers found 41 per cent of recipients of long-acting opioids exceeded daily doses of 200 mg of morphine, or an equivalent, and almost 19 per cent were treated with very high doses exceeding 400 mg."What's incredible to me is we're seeing about 75 per cent of fentanyl users getting over 200 milligrams of morphine equivalent," said Gomes, referring to the prescribed fentanyl patch, not the pills sold illicitly on the street that have caused so many overdose deaths in Canada this year.Because opioids affect the central nervous system, taking too high a dose can severely depress a person's respiration, leading to unconsciousness and death."So what you often hear when people die of an opioid overdose is that they fall asleep because they've been sedated by these drugs, and then their breathing becomes very shallow and they just stop breathing and die," said Gomes.So why do doctors keep prescribing these drugs? And why in such high doses? Gomes believes that once a patient becomes reliant one of the narcotics and needs increasingly higher doses to maintain its effect, it's difficult for a physician to taper down their dose or have them stop taking it altogether."What we've seen over the last decade or so is more and more people getting access to these drugs, escalating doses, and now in the last couple of years we've really started to get the message out that there are serious risks around high-dose opioid use," she said."But it's clearly not having an impact on the dose prescribed, which might just be because prescribers are having a very hard time getting their patients off these drugs."Gomes said policy makers and health practitioners need to do more to turn the tide of opioid overprescribing and the epidemic of overdoses, including making sure patients have access to addiction services.- Follow @SherylUbelacker on Twitter.Sheryl Ubelacker, The Canadian Press.

Brussels, Today, 12:03-National governments agreed to European Commission plans to free up bandwidth to be dedicated to mobile internet by 2020, in a compromise deal on Wednesday (14 December).Under the plan, states have committed to freeing up the 700 megahertz (MHz) band, meaning most of them will have to move digital television to a lower band.EU countries agreed, in a deal with the EU parliament on Wednesday, to a 30 June 2020 deadline by which the migration should be finished.However, the 2020 deadline is not completely binding.“If they are unable to do this, a delay of up to two years is possible in duly justified cases,” said a press release by the Council of the EU, where national governments meet.What constitutes a “justified case” is not defined in the press release.It did say that “the coordinated use of a key frequency band ... will allow for higher speeds and better access to mobile internet across Europe”.“This means better connectivity everywhere,” said Arpad Ersek, Slovak transport minister in the press release.EU countries also agreed to create national plans for organising the frequency reassignment.While the commission had originally proposed that these plans should be ready by 30 June 2017, the compromise deal gives them until 30 June 2018.Still, EU digital single market commissioner Andrus Ansip welcomed the deal on coordinating radio frequencies, referred to as radio spectrum in EU circles.“Better spectrum coordination is vital to provide higher quality internet to all Europeans,” said Ansip."It paves the way for 5G, the next generation of communication networks, and the internet of things."The spectrum rules were proposed by the commission in February, but were expected to face opposition because states see auctioning of bandwidth as a valuable resource, and they were wary that the commission would want that income.Ansip's predecessor Neelie Kroes failed in a previous attempt to set EU-wide spectrum rules.

The number of asylum-seekers entering Quebec illegally from the United States has more than quadrupled in the last three years, according to an exclusive report by Radio-Canada.According to the Canada Border Services Agency, 823 refugee claimants were taken into custody by the RCMP between April 1 and Nov. 30, 2016, after illegally crossing into Quebec.By comparison, the RCMP detained 166 asylum-seekers for entering Quebec illegally in the year between April 1, 2014, and March 31, 2015, and another 315 between April 1, 2015, and March 31, 2016.Last month alone, 273 asylum-seekers entered Quebec illegally — by far the highest one-month total for the three years."They come regularly every week," said retired police officer Francois Doré, who lives near the Roxham Road crossing near Hemmingford, about 70 kilometres south of Montreal.Doré said the migrants cross the Canadian border easily enough, passing under yellow tape that divides the two countries."Sometimes you see whole families with babies and suitcases," Doré said, adding that many arrive by taxi."One suitcase still had the tag from the airport in Plattsburgh [N.Y.]," he said.Intercepting them is up to the RCMP, which monitors the crossings via patrols and surveillance cameras.The migrants are then taken to one of the main Quebec border crossings at Saint-Bernard-de-Lacolle, Saint-Armand/Philipsburg and Stanstead, where they are turned over to the CBSA and their refugee claims are processed.Reasons for spike unclear-The reasons for the jump are unclear, but Mitchell Goldberg, a refugee lawyers in Montreal, said applying for asylum from inside Canada can be easier."If you come inland, you can do all the forms — take your time, do it with your lawyer, and then submit it when you're ready, so there's an advantage in that sense to making the application inside Canada," he said.

So we are seeing sustained progress in Niger," said an EU official.The EU is fearful that Niger's diminished transit flows will instead shift to neighbouring Mali.Plans are now under way to expand the IOM's repatriation programme to other countries but with an emphasis on Libya, Mali and Niger.Libya migrant returns-IOM chief William Lacy Swing, along with the EU's foreign policy chief Federica Mogherini, are set to announce a new €100 million allocation programme for the effort.The plan, driven by both Germany and Italy, foresees assisting some 24,000 stranded migrants to be returned home on a voluntary basis. It also intends to provide temporary shelter for around 60,000 along migration routes.But stopping people from crossing the Mediterranean and sending rejected nationals back from the EU to the Mali, Nigeria, Niger, Senegal, and Ethiopia still remain outstanding issues.Out of the 173,000 people who crossed the Mediterranean to reach the EU this year, some 59,000 came from these five countries alone.The vast majority hailed from Nigeria but only 2,000 have been returned in 2016. Another 435 were sent back to Senegal, 119 to Mali, and 172 to Ethiopia. No figures were given for Niger.Returning rejected migrants is proving difficult given political and administrative bottlenecks. A massive 62.3 foot wave in the North Atlantic measured by a buoy just broke a world record as the largest ever recorded, the World Meteorological Organization (WMO) announced Tuesday.The wave was recorded by the buoy on Feb. 4, 2013 between Iceland and the UK. Scientists say the enormous wave was linked to a very strong cold front which produced winds of up to 50 miles per hour.This wave shattered the previous record of 59.96 feet measured on Dec. 8, 2007, which also took place in the North Atlantic. The highest waves usually occur there, rather than the Southern Ocean, because wind circulation patterns and atmospheric pressure in the North Atlantic in winter causes intense extra-tropical storms.The WMO Commission for Climatology’s Extremes Evaluation Committee, which is made up of researchers from the U.S., UK, Canada and Spain, classified it as “the highest significant wave height as measured by a buoy.”“This is the first time we have ever measured a wave of 19 meters. It is a remarkable record,” said WMO Assistant Secretary-General Wenjian Zhang. “It highlights the importance of meteorological and ocean observations and forecasts to ensure the safety of the global maritime industry and to protect the lives of crew and passengers on busy shipping lanes.”The wave's record will be added to the official WMO archive of weather and climate extremes, the organization said. The sustained period of cold weather in Metro Vancouver is causing a strain even for those used to being outside.And with the below-freezing overnight temperatures expected to last until Saturday or even Sunday evening, the chill will continue to make life difficult for many.-Higher risk of fires-Vancouver firefighters, already stretched because of the overdose crisis in the Downtown Eastside, have been tending to more fire calls than usual this month.In an average month, Vancouver Fire & Rescue Services (VFRS) receives 1,198 calls — but they've already faced more than 1,650 so far in December."It could be because this is one of the more prolonged cold stretches we've had in a few years ... it might mean people are using more space heaters," said Jonathan Gormick, public information officer with VFRS.He's warning the public not to overload their electrical systems by plugging in too many device on the same circuit, and to make sure any space heaters being used are CSA or ULC-approved.Homeless at risk The largest fire in the Metro Vancouver region on Tuesday was at a homeless camp in Chilliwack, near Yale Road and Alexander Avenue.Officials say it started in or around a tent, and there was significant damage. However, nobody was injured, and shelter arrangements have been offered to those affected.Close to 200 extra shelter spaces have been opened up in Vancouver alone, but Judy Graves, the retired City of Vancouver advocate for the homeless, says there will always be some people who choose to stay on the streets even on bitterly cold nights."People who remain on the streets, even when we have the extra shelters open, often have social anxiety disorders. A staff event held off school premises could be the source of a gastrointestinal illness that closed École Dickinsfield Wednesday, says Fort McMurray Public Schools."There was a staff gathering off site and that may be the cause," said superintendent Doug Nicholls. "It is not a definitive determination."Nicholls wouldn't provide anymore details about the event because he said he didn't want to speculate further.On Wednesday, the school of 680 students closed because a large number of staff members fell sick.The district said many of the school's 60 staff members did not show up Tuesday.Several classes were merged as not enough substitute teachers could be called in."We had a significant issue on Tuesday with several staff members out and more calling in sick by the hour," Nicholls said."I have never seen a particular situation like this where there had been such a high percentage of staff ill."The district anticipates one third of school staff still won't show up Thursday and it will also need to combine smaller classes to make sure students are supervised.Alberta Health Services (AHS) said in an email it's aware that 30 gastrointestinal cases associated with the school were reported Monday morning.It also said it hasn't "lab-confirmed" the cases nor has it identified the source of the illness.But it said if stool samples were available, it could do the testing.AHS said it has provided the school with advice on infection prevention and control and is reminding staff to wash their hands frequently.The health authority is also unaware of any student-related illnesses.The district said it has taken the necessary precautions and has sanitized the school.Follow David Thurton, CBC's Fort McMurray correspondent, on Facebook, Twitter and via email.

DALLAS — Pregnant women should consider postponing travel to Brownsville, Texas, because of concerns about mosquitoes there spreading the Zika virus, federal health officials said Wednesday.The warning from the Centers for Disease Control and Prevention advises doctors to tell pregnant women and their sex partners to take precautions and to consider putting off travel to the city while the advisory is in place. It comes after five cases of Zika virus infection spread locally were recently diagnosed in people living near each other in the city located on the state's border with Mexico."We're recommending pregnant women not travel to Brownsville, and if they do travel to that area, to ensure that they avoid mosquito bites and they avoid the risk of sexual transmission," the CDC's Dr. Denise Jamieson said. "And that when they return from the area, that they undergo testing for Zika virus infection."Florida is the only other state in the U.S. that has had homegrown Zika cases. The CDC has issued a similar warning there in Miami-Dade County.The CDC notes that temperatures in the Brownsville area are still conducive to mosquito breeding, so the risk of more cases can't be ruled out.Zika is primarily transmitted to humans by mosquitoes that have previously bitten an infected person, though sexual transmission can also occur. Most infected people don't have symptoms, but for those who do, it's usually a mild illness with fever, rash and joint pain.But the disease is especially dangerous to pregnant women because it can cause severe birth defects, including babies born with unusually small heads. None of the people with homegrown Zika cases in Texas is pregnant, officials said.Texas Department of State Health Services officials on Wednesday recommended that all pregnant Brownsville residents and those who have travelled there on or after Oct. 29 be tested for Zika."The recommendation is now to test pregnant women more broadly in that area," department spokesman Chris Van Deusen said.The CDC says that people living in the Brownsville area should be counselled on the possible risk of Zika before getting pregnant.The locally transmitted Florida cases were detected over the summer. A Canadian chain of recreational marijuana dispensaries is set to open eight illegal shops Thursday on the island of Montreal.Cannabis Culture, which is co-owned by activists Jodie and Marc Emery, already has stores in British Columbia and Ontario.The chain plans to open a total of 10 shops in Montreal by the end of the month, and eight of them are opening on Thursday. Many people are underestimating marijuana's effects on motorists, the Canadian Automobile Association is warning.CAA Atlantic spokesman Gary Howard told CBC News Wednesday there are many misconceptions about how marijuana affects driving.Some people "believe that they can drive the same or better on the road if they're under the influence of marijuana," he said. "This is simply not true."-Education is key-The CAA says it has met extensively with the federal government in hopes the Liberals will put aside money for public education campaigns about marijuana. The government has said it will introduce legalization legislation next spring."Public education is critical here," Howard said. "We have to get ahead of this before it hits the street, so to speak."The CAA also hopes there will be "clear and meaningful" laws to discourage Canadians from driving while under the influence of marijuana.The group warns that public education and provincial drugged-driving policies will both take time, and that training police officers about drugged driving will have "substantial" costs.-Double the risk-The Canadian Centre on Substance Abuse says using marijuana before driving doubles the risk of being involved in a crash.Doug Beirness, a senior research associate with the centre, specializing in impaired driving, told CBC Radio's Maritime Noon that making it clear marijuana and driving don't mix is the priority."The use of cannabis is inconsistent with a safe operation of a motor vehicle and the sooner that we accept that universally the better off we'll be," he said.He said that doesn't necessarily mean zero tolerance, but he believes the legal limit should be quite low."Whether you issue criminal sanctions at that point or whether you do roadside suspensions as we do with alcohol and leave criminal sanctions for more egregious behaviour, that's up to Parliament," he said.-No marijuana breathalyzer yet-Beirness said part of the difficulty is that marijuana is less consistent in its effects on individuals than alcohol, making setting a limit trickier.He said marijuana tends to impair users cognitively as opposed to physically, but that it's similar to alcohol in how it affects the driver's ability to stay in their lane.He also says the technology isn't in place yet to have a "magic box" that would work for marijuana use the way a breathalyzer works for alcohol."At best, what we'll be able to do is use some kind of a screening device, probably based on oral fluid, that will tell us whether or not a person has recently used cannabis."Then the police officer would have several options, he said, including a field sobriety test, a more formal evaluation "downtown" by a drug recognition expert or a roadside suspension.

TORONTO — Medically sanctioned opioid use has dropped by almost 14 per cent since national guidelines for prescribing the drugs were introduced in 2010, yet the rate of overdose-related hospital visits continued to rise, an Ontario study has found.The study found opioid-related hospitalizations in the province rose 13 per cent between May 2010 and the end of 2013, possibly because people who continue to take these addictive narcotics for chronic non-cancer pain were often prescribed them in high doses, placing them at greater risk for overdose.To conduct the study, researchers examined health data for people who were eligible for the Ontario Drug Benefit program between 2003 and 2014, identifying almost 770,000 who were dispensed at least one opioid prescription during that period."We looked specifically at hospital visits for opioid overdoses and found that the rates of those visits had continued to climb over that same period and don't appear to have been impacted by the guidelines," said Tara Gomes, a scientist at St. Michael's Hospital in Toronto, who led the research.Those guidelines suggest clinicians exercise extreme caution when prescribing an opioid at a dose that exceeds 200 milligrams per day of morphine or an equivalent, such as oxycodone or fentanyl.Yet the study, published Wednesday in the journal PLOS ONE, found a large number of patients were being prescribed at that 200-milligram level and some were taking double that potency.Despite falling rates of opioid prescribing, the proportion of high-dose use among the remaining users more than doubled over the study period — from 4.2 per cent in 2003 to 8.7 per cent in 2014.Researchers found 41 per cent of recipients of long-acting opioids exceeded daily doses of 200 mg of morphine, or an equivalent, and almost 19 per cent were treated with very high doses exceeding 400 mg."What's incredible to me is we're seeing about 75 per cent of fentanyl users getting over 200 milligrams of morphine equivalent," said Gomes, referring to the prescribed fentanyl patch, not the pills sold illicitly on the street that have caused so many overdose deaths in Canada this year.Because opioids affect the central nervous system, taking too high a dose can severely depress a person's respiration, leading to unconsciousness and death."So what you often hear when people die of an opioid overdose is that they fall asleep because they've been sedated by these drugs, and then their breathing becomes very shallow and they just stop breathing and die," said Gomes.So why do doctors keep prescribing these drugs? And why in such high doses? Gomes believes that once a patient becomes reliant one of the narcotics and needs increasingly higher doses to maintain its effect, it's difficult for a physician to taper down their dose or have them stop taking it altogether."What we've seen over the last decade or so is more and more people getting access to these drugs, escalating doses, and now in the last couple of years we've really started to get the message out that there are serious risks around high-dose opioid use," she said."But it's clearly not having an impact on the dose prescribed, which might just be because prescribers are having a very hard time getting their patients off these drugs."Gomes said policy makers and health practitioners need to do more to turn the tide of opioid overprescribing and the epidemic of overdoses, including making sure patients have access to addiction services.- Follow @SherylUbelacker on Twitter.Sheryl Ubelacker, The Canadian Press.

Brussels, Today, 12:03-National governments agreed to European Commission plans to free up bandwidth to be dedicated to mobile internet by 2020, in a compromise deal on Wednesday (14 December).Under the plan, states have committed to freeing up the 700 megahertz (MHz) band, meaning most of them will have to move digital television to a lower band.EU countries agreed, in a deal with the EU parliament on Wednesday, to a 30 June 2020 deadline by which the migration should be finished.However, the 2020 deadline is not completely binding.“If they are unable to do this, a delay of up to two years is possible in duly justified cases,” said a press release by the Council of the EU, where national governments meet.What constitutes a “justified case” is not defined in the press release.It did say that “the coordinated use of a key frequency band ... will allow for higher speeds and better access to mobile internet across Europe”.“This means better connectivity everywhere,” said Arpad Ersek, Slovak transport minister in the press release.EU countries also agreed to create national plans for organising the frequency reassignment.While the commission had originally proposed that these plans should be ready by 30 June 2017, the compromise deal gives them until 30 June 2018.Still, EU digital single market commissioner Andrus Ansip welcomed the deal on coordinating radio frequencies, referred to as radio spectrum in EU circles.“Better spectrum coordination is vital to provide higher quality internet to all Europeans,” said Ansip."It paves the way for 5G, the next generation of communication networks, and the internet of things."The spectrum rules were proposed by the commission in February, but were expected to face opposition because states see auctioning of bandwidth as a valuable resource, and they were wary that the commission would want that income.Ansip's predecessor Neelie Kroes failed in a previous attempt to set EU-wide spectrum rules.

The number of asylum-seekers entering Quebec illegally from the United States has more than quadrupled in the last three years, according to an exclusive report by Radio-Canada.According to the Canada Border Services Agency, 823 refugee claimants were taken into custody by the RCMP between April 1 and Nov. 30, 2016, after illegally crossing into Quebec.By comparison, the RCMP detained 166 asylum-seekers for entering Quebec illegally in the year between April 1, 2014, and March 31, 2015, and another 315 between April 1, 2015, and March 31, 2016.Last month alone, 273 asylum-seekers entered Quebec illegally — by far the highest one-month total for the three years."They come regularly every week," said retired police officer Francois Doré, who lives near the Roxham Road crossing near Hemmingford, about 70 kilometres south of Montreal.Doré said the migrants cross the Canadian border easily enough, passing under yellow tape that divides the two countries."Sometimes you see whole families with babies and suitcases," Doré said, adding that many arrive by taxi."One suitcase still had the tag from the airport in Plattsburgh [N.Y.]," he said.Intercepting them is up to the RCMP, which monitors the crossings via patrols and surveillance cameras.The migrants are then taken to one of the main Quebec border crossings at Saint-Bernard-de-Lacolle, Saint-Armand/Philipsburg and Stanstead, where they are turned over to the CBSA and their refugee claims are processed.Reasons for spike unclear-The reasons for the jump are unclear, but Mitchell Goldberg, a refugee lawyers in Montreal, said applying for asylum from inside Canada can be easier."If you come inland, you can do all the forms — take your time, do it with your lawyer, and then submit it when you're ready, so there's an advantage in that sense to making the application inside Canada," he said.

So we are seeing sustained progress in Niger," said an EU official.The EU is fearful that Niger's diminished transit flows will instead shift to neighbouring Mali.Plans are now under way to expand the IOM's repatriation programme to other countries but with an emphasis on Libya, Mali and Niger.Libya migrant returns-IOM chief William Lacy Swing, along with the EU's foreign policy chief Federica Mogherini, are set to announce a new €100 million allocation programme for the effort.The plan, driven by both Germany and Italy, foresees assisting some 24,000 stranded migrants to be returned home on a voluntary basis. It also intends to provide temporary shelter for around 60,000 along migration routes.But stopping people from crossing the Mediterranean and sending rejected nationals back from the EU to the Mali, Nigeria, Niger, Senegal, and Ethiopia still remain outstanding issues.Out of the 173,000 people who crossed the Mediterranean to reach the EU this year, some 59,000 came from these five countries alone.The vast majority hailed from Nigeria but only 2,000 have been returned in 2016. Another 435 were sent back to Senegal, 119 to Mali, and 172 to Ethiopia. No figures were given for Niger.Returning rejected migrants is proving difficult given political and administrative bottlenecks.
