NABLUS — Wednesday seemed like just another day in the new security situation in the territories and in Israel. A 17-year-old Palestinian grabbed a gun from a soldier in Kiryat Gat and holed up in an apartment until he was shot to death. A Palestinian woman stabbed an Israeli man in the Old City of Jerusalem. Stones were thrown at a bus in Jaffa. There was an attempted stabbing in Petah Tikva, an attempted vehicular attack near Ma’ale Adumim, a woman was ambushed with a barrage of stones near Jerusalem’s Har Homa neighborhood and hundreds of Palestinians clashed with Israeli troops near the IDF’s Judea and Samaria headquarters at the northern entrance to Ramallah. Business as usual. The violence and the casualties have become a daily occurrence.But traffic was moving at the southern entrance to Nablus from the direction of the Hawara checkpoint, and there was no evidence of the clashes as I passed through. Only bits of the tires that had been set ablaze here in recent days remained as mute testimony that Nablus, too, has been participating in the “war effort.” That, too, is business as usual — albeit a pattern of action that was unknown until now.These are not mass demonstrations attended by tens of thousands of people, in the style of the First or Second Intifada, nor are they suicide attacks typical of the Second intifada. What has been unfolding, rather, is a combination that includes Palestinian terror attacks of limited lethality committed by lone perpetrators (mainly armed with knives), deadlier and more sophisticated attacks in the style of the Hamas cell that killed Naama and Eitam Henkin near Itamar and a popular protest of limited scope.These attacks have no guiding hand or set of rules. At the same time that Nablus was so quiet, hundreds of Palestinians north of Ramallah came out to clash with Israeli troops. Bethlehem was also quiet at noon on Wednesday, but in the days preceding it more than a thousand people came out to demonstrate against Israel near the security barrier.Currently, the territories look like a series of small blazes ignited and extinguished one after another. The fact that Nablus or Bethlehem was calm at noon on Wednesday did not mean that they would stay that way. The same goes for the other cities. The protest breaks out from time to time and is extinguished once again immediately afterward. A sort of intifada.What next?-No one knows where things will go from here. The Israeli defense establishment plainly wants to calm things down. Palestinian Authority President Mahmoud Abbas (Abu Mazen) tried to tell the Palestinian and Israeli populations, in various interviews Tuesday, that he had no desire for an intifada or for violence. The previous day, he issued an order to the heads of his security agencies to work for the restoration of calm.Whether or not he really wants to, it is not certain that Abbas — accused by Prime Minister Benjamin Netanyahu of inciting Palestinian violence — can stop the violence at this point. One example of that is Bethlehem, adjacent to southern Jerusalem. Bethlehem has never been known as particularly radical or more violent than the other Palestinian cities. But it was there that the largest clashes took place last week, with casualties including a 13-year-old boy who was killed by Israeli troops.The Palestinian Authority has only limited ability to stop such incidents in the city. A large public protest against the PA and its agencies took place after videos were posted online showing Palestinian police officers behaving violently toward citizens who were protesting “the damage to the al-Aqsa Mosque.”PA security chiefs in Bethlehem have announced that they have no intention of dispersing demonstrations near Rachel’s Tomb, and Palestinian crowds will be able to reach that flashpoint unhindered. In some other areas, it is evident that the Palestinian security agencies have more impressive means at their disposal, which is why fewer people have been demonstrating in the northern West Bank. Thus far.The possibility of a major escalation is ever-present, potentially sparked by any major incident, on either side. Netanyahu will come under increasing pressure to revoke the permits allowing tens of thousands of Palestinians to work in Israel — pressure he was resisting as of Friday — which would embitter and free-up vast numbers of potential protesters.As for Abbas, he speaks about a nonviolent struggle on the one hand, but calls for the defense of the al-Aqsa Mosque on the other, and his Fatah faction centrally participates in incitement against Israel. While the security agencies and their commanders are formally maintaining security coordination with Israel, their members were ordered to lie by saying that they did not meet with their Israeli counterparts this week even though they did, and they have been conspicuous by their absence at several hotspots in recent days.Even if relative calm is restored over the next few days — an increasingly big “if” — Abbas has no diplomatic “horizon” to work towards. No talks with Israel are taking place, nor is there any possibility of reconciliation with Hamas. The majority of the Palestinian public wants him out; the inhabitants of the refugee camps speak openly against him. Even the seemingly simple things he tried to do, such as convening the PLO National Council and resigning from the Executive Committee in order to reshape it, failed. His speech at the UN was no bombshell, no milestone.He does not want to do, but he may yet choose to step down. Quite a few consultations took place in the Israeli defense establishment anticipating “Black September” and the possibility that Abbas would announce his resignation. Now the talk is of December, when the Palestinian National Council will convene, Abbas may really resign from the PLO’s Executive Committee, and there may be another attempt to push a resolution through the UN Security Council seeking recognition of a Palestinian state.Even if the current wave of violence should ebb, we could see the next outbreak at the end of this calendar year — along the lines of what happened in 2000, when Nakba Day violence in May constituted a large-scale rehearsal for what became the al-Aqsa Intifada. The events of this period would then be remembered as the little storm before the bigger one, “Black December.” And then there is Hamas-The terror attack near Itamar in which Eitam and Naama Henkin were murdered stood out as unusual among the “spontaneous” attacks. I visited the site of the shooting on Wednesday. Israeli soldiers were deployed, and police officers performed random inspections of Palestinian vehicles at the entrance to Nablus from the Beit Furik checkpoint.Hamas was behind the attack. Like the kidnapping and murder of the three teenage boys last June, IDF intelligence officials say that this time, too, the perpetrators were not members of a cell that took orders from abroad or from Gaza, but were “home-grown.” Several of my fellow reporters and commentators believe that the intelligence assessment is wrong, since several members of the five-man cell now in custody had participated in attempted terror attacks in recent months.But a visit to the homes of the families of two of the cell members shows how complicated, indeed, almost impossible, the Shin Bet’s job is. One of them, Ghareb Aliwi, is a cleric and a muezzin at the mosque. He is also a former inmate of an Israeli prison, though he has kept a low profile over the past six years. His family, including his wife Da’a, told me during my visit to their home in a southern neighborhood of Nablus that Aliwi, 37, has worked for years in the neighborhood mosque and avoids any “problematic” activity. She said that on the day of the attack, Aliwi was in the mosque at morning prayers, and attended evening prayers that day as well.“He was even at the mosque for the nighttime prayer, during which we saw the lights of the Jews after the ‘operation,’” she said. “The accusation is false. He could not have been part of the terror attack at all.” There are signs of adherence to Islam in their home, but no signs of support for Hamas.The second member of the cell whose home I visited is far from a typical Hamas member. He is the Palestinian man who was kidnapped from a hospital in Nablus by Israeli undercover agents after it was claimed that he had been wounded by accidental gunfire from his fellow cell members in the course of the terror attack. His name is Karam Rizk. His uncle Ashraf and his wife Hanadi say that he is a “fine young man.” He worked in the family construction business together with Ashraf, who says that he poured concrete several times on the day of the attack.According to his nephew, he was hospitalized with a broken arm that resulted from the penetration of a sharp object, “but it wasn’t a bullet,” Ashraf said. “I tell you that they are wrong. They said that he had used a fictitious name, Al-Masri, which is our actual family name. They said he had fled to the hospital after being wounded by the gunfire. So I ask you: If he had gotten into that kind of trouble, would we have let him go to the hospital? I would have brought him home and had a physician come in special, so that nobody would know that he had been wounded.”On Thursday evening, IDF troops went to the family home in the Jabal Shamali neighborhood. They measured the rooms and the windows, evidently in preparation for demolishing the house. Dozens of young Palestinian men clashed with them there. The house contained no religious symbol or sign of Hamas.Karam Rizk was not known as a “security risk,” his family said. They claimed that he has visited Israel more than once with the authorities’ permission.Hence the question arises as to whether Hamas might have set up “sleeper cells” in various places throughout the West Bank, with operatives whom no one knows are members of the group, but who go out at zero hour to perpetrate terror attacks and bring about a general deterioration in relations between Israel and the Palestinian Authority. The answer seems to be yes. Such cells, whose purpose is both to damage the status of the Palestinian Authority and to strike at Israelis, have been uncovered in the past.Resolutely opposed to the very fact of Israel’s existence, Hamas is trying to encourage more terror attacks and more escalation in every possible way. Its mission is to spread security-related chaos in the West Bank in order to get rid of the Palestinian Authority as well. Its Gaza leader Ismail Haniyeh called to “strengthen and increase the intifada” Friday; hours later, at least six Gazans — Hamas and Islamic Jihad members, according to Palestinian media — were shot dead by the IDF at the border.If the “spontaneous” terror attacks are not sufficient, we can guess that the Hamas military wing will intensify its attempts to carry out more organized attacks like the murderous attack on the Henkins.

No injuries or damage were reported. A woman shot by security forces in the northern city of Afula on Friday morning after trying to stab a security guard was identified as a resident of the predominantly Arab Israeli city of Nazareth.The woman, named by the Shin Bet security service as 30-year-old Asraa Zidan Tawfik Abed, was shot after she brandished a knife and attempted to stab a security guard, police said.Footage captured at the scene shows Abed holding a knife in one hand, while surrounded by IDF soldiers and security guards. In Hebrew and English, they instructed her to put down her weapon. Channel 2 said she was also holding a mobile phone, and had a bag over her shoulder.Israel Police arrived at the scene and again told Abed to drop the knife. When she refused again, soldiers and police officers shot her in the lower body. She was taken to Poriya Hospital in Tiberias, where she underwent surgery for her injuries, the Hebrew-language Maariv website reported.Paramedics on the scene also treated two people for anxiety following the incident.Abed’s family said Friday evening that she suffers from mental problems. Her father, a local imam, and her brother were among several family members arrested by security forces in the wake of the incident, Maariv said, adding that Shin Bet and police forces raided the family home and removed items from inside.The thwarted attempt was the fourth stabbing attack of the day in Israel and the West Bank. DUBAI, United Arab Emirates - One survivor of last month's crush and stampede at the hajj in Saudi Arabia recalled seeing so many bodies that he couldn't tell how many there were.The Associated Press sought to answer that question, arriving at a death toll of at least 1,470. That made the Sept. 24 disaster the deadliest accident ever at the annual pilgrimage. And hundreds remain missing.The AP count is 701 higher than Saudi Arabia's official tally of 769 killed and 934 injured in the Sept. 24 disaster in Mina, a few miles from the holy city of Mecca.Saudi officials, who could not be immediately reached for comment Friday, previously have said their tally remains accurate, although an investigation into the causes of the tragedy is ongoing. Authorities have not updated their casualty toll since Sept. 26.The hesitancy to acknowledge a higher toll may reflect the leadership's reflex to clamp down on information as it struggles with multiple pressures. The kingdom is dealing with a war in Yemen, Russia's entry into the Syrian conflict and low oil prices that are straining the budget — and the hajj tragedy is already opening it up to sharp criticism from opponents, particularly Iran.The previous deadliest-ever incident at the annual hajj happened in 1990, when a stampede killed 1,426 people. Thousands of students vote at MUN polling station-CBC – OCT 10,15-YAHOONEWS

Election day is still more than a week away, but thousands of students in Newfoundland and Labrador have already cast their ballots.The Canadian Federation of Students says that more than 2,500 students voted in the advance polling station at Memorial University."It was really exciting to hear that students were really engaged and connected and excited to cast a ballot for the first time," said Travis Perry, chairperson with the Canadian Federation of Students.This is the first time Elections Canada has set up pop-up returning offices on campus. MUN was one of 29 college and university campuses across Canada participating in the pilot project.From Monday to Thursday, students queued up in droves, with lineups often stretching far out the polling station door.Miles Alexander, an 18-year-old student from St. George's, said he was excited to vote for the first time."I think it's important for students to vote in general. It's good to have that young population getting involved in politics early," he said."The resources are available, clearly. If you can, do it, why not?"More than 42,000 students voting across Canada-According to the Canada's chief electoral officer, more than 42,000 students across Canada voted in the first three days the poll stations were on campuses. Nick Baldwin from Carbonear said he hasn't voted in the past few elections, but recently realized it was time for him to get engaged."I haven't voted in the past couple and realized I had started complaining about it. The S&P 500 posted its best weekly gain of 2015, while the Dow Jones Industrial Average notched its best week since early February, as U.S. stocks closed a rocky session on Friday with modest gains.Friday’s up-and-down trading follows days of global equity-market rallies, in part fueled by a sharp rebound in commodity prices.Frank Cappelleri, executive director of institutional equities at Instinet LLC, noted that the last upswing between Aug. 26 to Sept. 17 included three separate days where the market gained at least 2%.“We have yet to get a 2% daily advance this time. But that’s not necessarily a bad thing. A bigger collection of advances, even smaller ones, is more representative of a healthy uptrend, as opposed to one or two extremely large trading sessions,” Cappelleri said.All three indexes posted two straight weeks of gains with the S&P 500 SPX, +0.07%  edging up 1.46 points to close at 2,014.89 for a weekly rally of 3.3%. If the deadline’s pushed back by a year, that won't be a tragedy".Medvedev voiced a similar warning in mid-September.For his part, Russian energy minister Alexander Novak, last Friday, blamed the delays on Turkish politics."I think it’s unlikely they'll be able to do this [sign the IGA] before the election [on 1 November] and the formation of a new government", he said.Gazprom CEO, Alexei Miller, also said on Tuesday the pipeline's original capacity, of 63 billion cubic metres (bcm) of gas a year, is no longer "realistic"."Speaking about designed capacity ... we can say that it’ll be created at volumes of up to 32 bcm", he noted.He said the lower capacity is due to Gazprom's plan to double the size of its Germany pipeline, Nord Stream.But TurkStream’s future could also be affected by Russia’s actions in Syria.Moscow has angered Ankara by bombing Turkey-friendly rebels in northern Syria. The resulting floods caused 14 dam failures and at least $300 million in crop losses, officials said on Thursday.Haley called the damage "tragic," with roads destroyed, homes deluged and farms left unrecognizable by the huge volume of water. Guatemala City (AFP) - Rescuers have recovered 237 bodies from the remains of a village near the Guatemalan capital that was buried under a landslide one week ago, an official said Thursday.About 150 other people are still missing in Santa Catarina Pinula, where houses were covered last Thursday by a mountain of mud and debris following heavy rains.Julia Barrera, a spokeswoman for the public prosecutor's office, said 237 bodies had been recovered, revising an earlier toll of 221.Julio Sanchez of the volunteer fire brigade told AFP at the scene that rescue work would continue, aided by specially trained dogs.But crews said it would be nothing short of a miracle if anyone were found alive.The stench of decomposing bodies forced rescue crews to wear respirators, Sanchez said, adding that those working at the site had received hepatitis and tetanus shots to protect against the spread of disease.The public prosecutor has opened an investigation into the disaster.Leading up to the tragedy, municipal authorities had urged the community to relocate several times, most recently in November last year.

NEW YORK/MIAMI (Reuters) - The ill-fated U.S.-flagged El Faro cargo ship sunk by Hurricane Joaquin was sailing at near full speed into the center of the storm before it lost propulsion amid mountainous waves and brutal winds, according to ship tracking data.The data on Thomson Reuters Eikon raises questions about the ship owner's assertion that the vessel's captain had chosen a "sound plan" to pass around Joaquin "with a margin of comfort" but was then thwarted by engineering problems. It shows that even before the ship lost power it was in stormy waters that many mariners interviewed said they would never have entered.After reviewing the data, Klaus Luhta, a former ship's officer and chief of staff at the International Organization of Masters, Mates, and Pilots, went silent for a moment as he contemplated what has been called the worst cargo shipping disaster involving a U.S.-flagged vessel in more than 30 years."I don't know what he was thinking – I can’t even speculate," said Luhta in a telephone interview. "He headed right into the track."While the decision-making may appear inexplicable from a distance, Captain Michael Davidson was an experienced mariner and it is not clear what factors he would have been weighing as he sought to save his ship from calamity. El Faro stopped communicating after reporting early on Oct. 1 that it had lost propulsion, was taking on water and listing. No reason was given for the loss of power.A spokesman for ship owner Tote Inc, Michael Hanson, declined comment, saying the National Transportation Safety Board, which is investigating the sinking, had asked the company to refer all questions related to the investigation to them.The ship tracking data, which may provide the most complete track yet of the El Faro in the 24 hours before disaster struck, also shows that contrary to some reports the ship did not follow its normal course.At 6.16 a.m. Eastern Time on Sept. 30, 10 hours after heading out of Jacksonville, Florida, the ship began deviating from its usual straight-line route to San Juan, Puerto Rico, hugging nearer to the Bahamas but still on course to meet the storm's path, according to the data, which uses a ship's satellite transmissions to track its location and speed.By that night, squeezed against the chain of islands to the west, El Faro was trapped as the storm track shifted further southwest, putting the hurricane on a collision course with the 790-foot (241 m) cargo ship with 28 U.S. citizens and five Polish nationals aboard. At that point the ship was still sailing at near full speed.ESCAPE ROUTE-Ship captains who reviewed the data said that on the morning of Sept. 30, still north of the Bahamas and hundreds of miles from the storm, Davidson still had three good options: slow down to assess the weather; turn around; or change course, heading west and hugging the Florida coast.He would have had access to weather forecasts every few hours from the National Hurricane Center (NHC) giving the likely speed, strength and direction of the storm.The El Faro took the Florida coast route on Aug. 25, when tropical storm Erika was heading toward the Caribbean. The decision not to use that route on Sept. 30 is unclear. The captain could have been worried about skirting the Florida coast and then threading between Cuba and the Bahamas in nasty weather, maritime experts said.As El Faro plowed on, its options dwindled.At about 5 p.m. ET on Sept. 30 - nine hours after Joaquin was first declared a hurricane - the ship sailed on past "Hole in the Wall," a gap in the Bahamas archipelago used by seafarers for centuries to slip westwards through the islands toward Cuba. Escaping via that route would have lengthened the ship's voyage and consumed more fuel, possible factors in the captain's decision not to take it.At that point, with the NHC forecasting the hurricane would sweep close to the Bahamas, before heading back north, Davidson ran out of feasible options, maritime experts said. The ship was committed to a southern route, straight into the storm."You should always have an emergency escape route," said Captain Scott Futcher, a master mariner with 20 years of experience at sea. "He should have gone further south. We are taught that you have to have an out, even if you have to make a huge loop around."The tracking data shows that the ship did in fact go further south, deviating nearly 100 miles off its usual course, but it was not enough to escape Joaquin.There wasn't "much room for maneuvering," said John Konrad, master mariner and founder of GCaptain, a maritime news website. "He has the whole ocean to his left in the hurricane. Once you go west there are islands there and you are boxed in on all sides. "The only option" he had was to turn back.At 9.09 p.m. ET on Sept. 30, about 200 miles northwest of the storm, the ship was sailing at 20 knots (23 mph), very close to its full speed. El Faro was heading straight into the NHC'S projected track of the hurricane, which was then packing 105 MPH winds and whipping up 50-foot waves.At 2:09 a.m. ET, Oct. 1, El Faro was only 50 miles from the eye of Joaquin. At that point the ship was still moving at nearly 17 knots, according to the ship tracking data.Facing fierce winds and high seas, the ship had made little progress by 3:56 a.m. ET. In its last logged location, the ship was less than 50 miles from the eye and had slowed down to 10.7 knots.WIDE BERTH-The company has said there are a number of different navigational trade routes used for the voyage to Puerto Rico that vary according to conditions. The course was charted by Davidson without head office involvement, it said.In contrast to El Faro, at least one other ship in the area of Joaquin gave it a wide berth.The Azure Bay, a tanker owned by Singapore-based Pioneer Marine, was heading north past Cuba toward the Bahamas in the early hours of Sept. 30, when its captain warned that its intended course could bring it within 150 nautical miles of Joaquin. The captain, liaising with Pioneer, decided to circle back south of Cuba, to "ride out the storm" according to Charan Singh, a senior vice president at Pioneer."We try to avoid large storms," Singh told Reuters.What happened in the early hours of Oct. 1 after contact was lost with the El Faro is not known. SANTIAGO (Reuters) - After eight years of drought which left fields parched and ski resorts dry, a burst of wet weather, likely triggered by the El Niño phenomenon, has been welcomed in central Chile.August and September in Chile have both seen higher amounts of rain than average for the Southern Hemisphere spring, with capital Santiago's normally blue skies replaced with a grey pall and brown lawns turning a vibrant green.There is growing consensus among global weather forecasters that this year is seeing a strong El Niño, a warming of sea-surface temperatures in the Pacific that can lead to hot, dry weather in Asia and rains in South America.While heavy downpours can trigger destructive flooding, El Niño can also be a positive phenomenon for top copper exporter Chile, bringing relief from usually dry conditions in much of the country."What is clear is that the central zone responds in a positive manner to a strong El Niño, with more rain in the spring, and that is exactly what has happened," Claudia Villarroel, a national weather service meteorologist, told Reuters.That could give the country's economic growth a boost, as long as it remained a relatively moderate event, analysts at Credicorp said in a report."In Chile's case, El Niño has normally had a positive connotation, as greater rains and a warmer climate tend to benefit agriculture and energy generation," they said.More snow in the Andes created a "natural reservoir" that was reassuring for farmers, said Juan Carlos Sepulveda, the head of fruit producer industry group Fedefruta. But he warned that if the rains continue beyond November, they may cause blooms on flowering fruit or affect harvests."In winter, the rain is welcome ... it is coming a little late," he said.The bumper snowfalls have provided a late-season boon to ski resorts near Santiago, which suffered a delayed start due to scarce precipitation in June and July, but are seen operating well into October.Further north, Chile's tourism sector could also benefit from the "flowering desert" phenomenon, with rains turning the normally arid Atacama into a carpet of colorful flowers - set to attract visitors into November.Weather experts warn, however, the recent rains do not signal the end of Chile's drought. (Reuters) - A massive California wildfire that left four people dead and four firefighters injured was fully contained late on Wednesday, officials said, nearly a month after the destructive blaze broke out north of San Francisco.The so-called Valley Fire destroyed nearly 2,000 homes and buildings as it ripped through drought-parched timber across Lake, Napa and Sonoma counties, some of California's famed wine-making regions, about 70 miles (110 km) north of San Francisco, the California Department of Forestry and Fire Protection (Cal Fire) said.The Valley Fire broke out Sept. 12 and intensified, becoming one of the two most destructive blazes in the state this year and among the most calamitous in California history.The current fire season has been especially intense, as California struggles through its fourth year of a crippling drought that has left forestland exceedingly dry and easy kindling for a blaze.Four people were killed in the Valley Fire, including an elderly disabled woman who was trapped in her home, Cal Fire said. Four firefighters were injured in the early days of the blaze.The fire, along with another conflagration nearby, the Butte Fire, together blackened more than 145,000 acres (58,000 hectares) while laying waste to thousands of homes and outbuildings and forcing the evacuation of some 20,000 people. Indonesia asks for foreign help to extinguish forest fires-Associated Press-OCT 8,15-YAHOO NEWS

JAKARTA, Indonesia (AP) — Indonesian President Joko "Jokowi" Widodo said Thursday the government has asked other countries for help in extinguishing forest fires that have caused widespread haze in Southeast Asia.The country has been unable to put out the rugged forest and land fires in Sumatra and Kalimantan on the Indonesian part of Borneo island where fires have been worse this year due to intentional burning, especially on peat land, and the absence of rain because of the El Nino effect."We have asked for help yesterday and have been assisted by Singapore," Jokowi told reporters. He added that assistance from Russia, Malaysia and Japan are in progress. He said three planes were expected to arrive Thursday."We hope the assistance will accelerate the efforts to put out the forest fires on the peat land, which need very different treatment than regular forest fires," he said. "We need aircraft that are able to carry12 to 15 tons of waters, not only up to three tons."Indonesia has already deployed some 25,840 soldiers, police and fire personnel in six provinces, to fight the fires with 25 aircraft conducting water-bombing and cloud-seeding operations.More than 200,000 people have suffered acute respiratory infections in at least seven provinces, while media reports said at least 6 people have died and 18 babies are in intensive care.Jokowi tried to visit affected provinces in Sumatra but the plane was unable to land Thursday for the third time in recent weeks due to lack of visibility at Sultan Taha airport in Jambi. The president and his entourage reportedly landed in West Sumatra province and would be transported to Jambi either by helicopter or road.According to the Indonesian National Institute of Aeronautics and Space, 1,303 fires are burning across the country, mostly on Sumatra, Kalimantan and Sulawesi islands.
