Gulf Arabs oppose Russia role in Syria, still bent on Assad's ouster-Reuters By William Maclean-sept 22,15-yahoonews
DUBAI (Reuters) - Russia's military intervention in support of President Bashar al-Assad has dismayed Gulf Arab enemies of the Syrian leader who say it will prolong the war and keep Syria firmly in the orbit of their arch regional rival Iran.Russia says it is providing arms to the Syrian leader, a longtime ally, and has sent servicemen to advise on their use in the fight against Islamic State (IS) and other jihadist groups. Moscow has also staged naval exercises off Syria.Washington, which opposes both IS and Assad, says Moscow has also sent fighter jets, tanks and other heavy equipment to Syria. On Monday U.S. officials said Russia had started flying drone aircraft on surveillance missions in Syria. Moscow has not confirmed those reports.Saudi Arabia and the other Sunni Muslim Gulf states have this month reaffirmed their opposition to Assad, whom they see as a stooge of Shi'ite Iran, but have not said publicly how they intend to deal with the arrival of the Russian forces."We don't have full details on the extent of the (Russian) involvement and role (in Syria). But such issues on the ground complicate the matter and make it more difficult to find a solution," an official source in the United Arab Emirates (UAE) told Reuters, speaking on condition of anonymity.Saudi Foreign Minister Adel al-Jubeir described the Russian military moves as an "escalation" and reiterated at a recent meeting of the Gulf Cooperation Council (GCC) that Syria can have no future while Assad remains in power. In a statement the GCC foreign ministers urged a political solution to the Syrian crisis "without any foreign intervention" - a clear swipe at Russia and Iran. The GCC comprises the UAE, Saudi Arabia, Kuwait, Bahrain, Oman and Qatar. It remains unclear whether Gulf Arab states would want the Syrian rebels they fund to engage Russian forces in battle - a prospect that would further upset the regional balance of power.By contrast, U.S. and Russian officials have discussed ways to prevent their forces accidentally coming to blows in Syria, where Washington is conducting air strikes against IS targets.Publicly at least, the Gulf Arabs are sticking to their line that Assad cannot survive despite Russia's military support.MILITARY SOLUTION?-While Riyadh prefers a political solution, its foreign minister al-Jubeir said, "the military choice is still available, as the Syrian opposition is still fighting the regime with more efficiency with the passing of time".The Syrian conflict began in 2011 with protests against four decades of Assad family rule. In the ensuing civil war a quarter of a million people have been killed and 11 million - half the total population - driven from their homes. Tens of thousands of Syrian refugees have fled to Europe in the past month alone.Russia says the U.S.-led air strikes against IS positions in Syria are unlikely to be successful and it has called for an international dialogue with Assad."In Russia's estimation, Assad's days are not numbered," said Ebtisam Al Ketbi, head of Emirates Policy Center in the UAE. "It wants to obstruct any Arab effort to bring Assad down."Syria is of vital strategic importance for Moscow. Its naval base at Tartous is its sole installation in the Mediterranean and underpins its regional influence. The Assad family has also historically been one of Russia's best clients for arms sales. For many Gulf Arabs, Russia's entry into Syria's war brings echoes of older strains surrounding the Saudi-backed resistance to Soviet occupation troops in Afghanistan in the 1980s.Some find it ironic that Russia, once a fierce critic of outside intervention in Syria, is now doing just that."Has Russia jumped feet first into the meat-grinder that is Syria?" tweeted Mohammed al-Rashed, a Saudi commentator."Did it not learn its lesson from Afghanistan, which ripped apart the Soviet Union? Or Chechnya, which crushed Russian arrogance? Did Putin learn a thing?"LACK OF U.S. ENGAGEMENT- Some Gulf Arab officials say the Russian intervention was made possible only by what they see as a lack of U.S. engagement on Syria. There is also grudging recognition of Putin's consistent loyalty to his ally, a quality Gulf Arabs say their U.S. friend lacks.Sami Al-Faraj, a Kuwaiti security adviser to the GCC, told Reuters the Russian intervention in effect meant Syria would now be partitioned between a coastal strip held by Assad - who is from the Alawite minority, an offshoot of Shi'ite Islam - and a Sunni Muslim majority hinterland, with Iran a major beneficiary."The GCC understands that a new Syrian entity carved out under Assad means preserving Iranian interests, which is to have a front in the Mediterranean," he said. "The Iranians have chosen the right great power to be with - the Russians."He said he expected the GCC to emulate the U.S. example and seek to ensure that the armed opposition groups it backs in Syria did not engage the Russian troops in combat. The Gulf Arab states will continue to funnel weapons to the opposition groups, he added, but would "not give them with the objective of fighting Russian forces in Syria".Russia's move looks likely to chill a tentative detente begun this year between Russia and Saudi Arabia despite their backing for opposing sides in Syria's conflict and their differences over the issue of Iran's nuclear program.Riyadh is still smarting over a Russian-Chinese veto in February 2012 of a U.N. Security Resolution drafted by the Saudis and backed by the West that Assad should step down. And in March, Jubeir's predecessor Prince Saud al-Faisal accused Putin of hypocrisy, angrily telling an Arab summit Russia could not talk of wanting peace in the Middle East while simultaneously backing Assad in Syria. In June, the atmosphere appeared to improve when Deputy Crown Prince Mohammed bin Salman led a delegation of Saudi officials to Moscow and signed military and energy agreements. The trip raised speculation about closer bilateral ties between two countries but that prospect has dimmed for now.Abdulkhaleq Abdulla, a UAE political scientist, said Assad would not last "one day" without external support, adding: "All things considered, it's a safer bet that he will fall than that he can be propped up. But Russia hasn't realized this."(Additional reporting by Noah Browning, Sami Aboudi, Angus McDowall, Marwa alMalik; Editing by Gareth Jones)
EU refugee plan attacked on eve of crisis summit-Reuters By Francesco Guarascio and Alastair Macdonald-sept 22,15-yahoonews
BRUSSELS (Reuters) - A plan to share out refugees across the European Union was rejected outright by the Czech Republic on Tuesday and criticized by a United Nations agency for not going far enough.Nearly half a million people fleeing war and poverty, two-fifths of them from Syria, have crossed the Mediterranean this year to reach Europe, overwhelming the EU's southern states and plunging them into furious rows over border controls.Hours before a meeting of EU interior ministers to discuss the plan to redistribute 120,000 refugees across the 28-nation bloc, Czech Prime Minister Bohuslav Sobotka said his country would reject any quota system. He said any attempt to impose such a scheme could end in "big ridicule" for the European Commission, the EU's executive arm, and for governments that supported the idea. The U.N. refugee agency, the UNHCR, said the 120,000 people the bloc is seeking to share out were equivalent to just 20 days' worth of arrivals at the current rate."A relocation program alone, at this stage in the crisis, will not be enough to stabilize the situation," UNHCR spokeswoman Melissa Fleming said, calling on the EU to set up reception facilities for tens of thousands of refugees at any one time.Refugees and migrants arriving in Greece and Italy have been streaming north across the continent to reach more affluent nations like Germany, triggering disputes between governments in central and eastern Europe as they alternately try to block the flow or to shunt the burden on to their neighbors.Serbia threatened to retaliate on Tuesday after EU member Croatia halted all cargo traffic from its eastern neighbor.Norway became the latest member of Europe's 26-nation Schengen area, where people can normally travel across frontiers without showing a passport, to say it would intensify border controls. The Organization for Economic Co-operation and Development said Europe could expect a record one million people to request asylum this year, and almost half would probably qualify to be taken in.PREY FOR ISLAMISTS-In Germany, by far the most popular destination, the head of domestic intelligence said there was a big worry that radical Islamists living in the country could try to recruit young refugees "who could be easy prey".Amid the recriminations, EU leaders want to focus at an emergency summit on Wednesday on ramping up aid for Syrian refugees in Turkey and the rest of the Middle East and tightening control on the bloc's frontiers.Officials hope some compromise on the relocation scheme can be found at a meeting of interior ministers on Tuesday, to prevent the summit being consumed by the same thorny issue. But despite seeking consensus for weeks on the quota plan, diplomats said it was unclear whether a deal could be reached.Senior officials have voiced growing exasperation with the feuding -- notably between Germany, which wants governments to accept mandatory national quotas for housing the newcomers, and ex-Communist eastern states vehemently opposed to such demands. The European Commission backs the quota scheme, but opponents call it a distraction, irrelevant to the problem of targeting aid to the neediest and reducing the numbers risking dangerous sea crossings. After a failed interior ministers meeting last week, it is clear that the dissenters, notably Hungary, Slovakia and the Czech Republic, can be out-voted. But diplomats said they were working to find consensus to avoid such an outcome, arguing that on such a sensitive issue it could further poison relations in the bloc."This is the worst I've ever known things in more than 20 years dealing with European affairs," one senior diplomat said.(Writing by Mark Trevelyan; Editing by Janet Lawrence)
Ukraine presses NATO chief for defensive weapons-Reuters By Robin Emmott-sept 22,15-yahoonews
KIEV (Reuters) - Ukraine pressed NATO on Tuesday for Western weaponry to help defend itself against pro-Russian separatists but the head of the alliance resisted for fear of threatening a fragile ceasefire with Russian-backed rebels. In Kiev's imposing Soviet-era government buildings, Ukraine's political leadership told NATO Secretary-General Jens Stoltenberg that their armed forces were no match for Russia, and needed help."Our heroes, our warriors belong to an army that was neglected for decades...they face aggression and need defensive weaponry," the speaker of the parliament, Volodymyr Groysman, told Stoltenberg making his first visit to Ukraine as head of NATO, 18 months after Russia seized Ukraine's Crimean peninsula.Prime Minister Arseny Yatseniuk, sitting alongside Stoltenberg at a national security council meeting, was equally blunt in depicting a threat from Russia which, however, denies it has provided weapons to the rebels in the east."Defense capabilities are essential to us in the face of a nuclear country, which has spent tens of billions of dollars on modernizing its army," Yatseniuk said.Diplomats said the issue of weaponry was raised at the security council, but the tone was less strident than in public. Initially, defensive equipment, for the Ukrainians, could include more communication equipment, they said.Hours earlier, Stoltenberg had signed agreements to help modernize the Ukrainian armed forces. But Stoltenberg said that was as far as NATO would go, telling Reuters in an interview that "NATO does not provide or supply weapons.""The main focus now is the implementation of the Minsk agreement," Stoltenberg said, adding that Monday was the first day since the peace deal was signed in February in which no violations of the ceasefire had been registered.-EUROPE'S OUTPOST-The ebb in violence in Ukraine's east, where the West say Russia is supporting and arming separatists and has positioned its own heavy weapons, was an opportunity for new momentum for diplomacy, Stoltenberg said.Ukrainian President Petro Poroshenko, while accepting that non-NATO Ukraine could not expect direct military aid, portrayed his country as a bulwark against Russian aggression that could one day threaten other parts of the continent."De jure we are not allies, but de facto we are much more than partners. Ukraine is the most eastern outpost of the Euro-Atlantic area," Poroshenko said.Stoltenberg sees Ukraine as the most complex of Europe's many crises and backs the 11-step Minsk peace deal signed in February that set an end-year deadline for implementation. He sees the alliance's role mainly limited to helping rebuild the Ukrainian army after years of mismanagement that was reflected in defeats by the pro-Russian rebels.Former president Viktor Yanukovich dropped a bid to join NATO in 2010 to please Moscow. When he moved last year to decline an EU partnership deal and draw closer to Moscow, he was toppled by protests dubbed by Russia a Western-backed coup. The current pro-Western leadership under Poroshenko now sees NATO membership as the only way to protect its territory. NATO, however, wants to avoid provoking Moscow.Russia opposes any potential expansion of NATO to former communist areas of eastern and southeastern Europe, part of a battle for influence that lies at the heart of the conflict in Ukraine.(Reporting by Robin Emmott; Additional reporting by Pavel Polityuk and Alessandra Prentice; Editing by Richard Balmforth and Ralph Boulton)

More than 2 million Muslims in Saudi start hajj pilgrimage-Associated Press By AYA BATRAWY-SEPT 22,15-YAHOONEWS
MECCA, Saudi Arabia (AP) — More than 2 million Muslims on Tuesday started the first rites of the annual hajj in Saudi Arabia, one of the world's largest religious pilgrimages that draws people from different countries to the holy city of Mecca to perform a series of rituals and prayers aimed at erasing past sins.Newly-arrived pilgrims circled the Kaaba, the black cube-shaped structure in Mecca's Grand Mosque toward which all Muslims pray. In a sign of humility and equality before God, the pilgrims shed symbols of worldly materialism, entering a state known as "ihram" — women forgo makeup and perfume for loose fitted clothing and a head-covering while men wear seamless terry cloth white garments.Islam requires all able-bodied Muslims to perform the hajj once in a lifetime. The pilgrimage is among the five main pillars of Islam, which also include belief in the oneness of God and the Prophet Muhammad as his final messenger, five daily prayers facing toward the Kaaba, annual charity and fasting during the month of Ramadan.Muslims believe the hajj traces the paths of the Prophets Abraham, Ishmael and Muhammad. Pilgrims start the hajj in Mecca, before heading to the nearby tent city of Mina, five kilometers (three miles) away.In Mecca, they circle the Kaaba counterclockwise seven times, and also re-enact the path of Hagar, the wife of the patriarch Abraham, who Muslims believe ran between two hills searching for water for her dying young son. Tradition holds that God then brought forth a spring of water that runs until this day and which Muslims drink from during the hajj.Since arriving to Mecca over the past several weeks, hundreds of thousands have chanted, "Labayk Allahuma Labayk," or "Here I am, God, answering your call. Here I am."Many prayed for their deceased kin. Sadi Zawya, who lost his wife earlier year and is now raising his five children on his own was among the sea of people.Arriving from Egypt, 62-year-old Hoda Darahim said her 35 year-old daughter died this year, and that she is now raising her two grandchildren, relying on financial help from her older sons and the small government pension she receives."Her dream was to perform the hajj," Darahim said of her daughter. "So I am fulfilling her wish."Moussa bin Abdullah Butu, a 38-year-old artist from Nigeria, said this will be his third hajj but an especially challenging one since he lost his two-year old son, Abdullah, to a long illness earlier this year. "In the white ihram, the rich man and the poor, we are all together," he said. The hajj requires physical perseverance, finances and a coveted hajj visa, which is limited to country-by-country quotas to manage crowd safety. Butu said he was very grateful for his visa and the opportunity to once again perform the hajj."I know that I am one of the people that Allah chose ... I am one of the people Allah called this year," Butu said. The main day of hajj this year falls on Wednesday, when between 2 to 3 million pilgrims gather in a valley called Arafat, packed shoulder to shoulder in prayer and supplication. It is at Arafat where the Prophet Muhammad delivered his final sermon some 1,400 years ago, calling for equality and unity among Muslims.
Abbas warns of intifada risk after Jerusalem clashes-AFP By Sarah Benhaida-sept 22,15-yahoonews
Jerusalem (AFP) - Palestinian president Mahmud Abbas warned Tuesday of the risk of a new intifada after clashes last week at the Al-Aqsa mosque compound and with tensions rising as Jews and Muslims celebrate major religious holidays.Abbas's comments after meeting French President Francois Hollande in Paris came with peace efforts at a standstill for more than a year and a recent poll showing a majority of Palestinians support a return to an armed uprising."What is happening is very dangerous," Abbas said, while warning against "an intifada (uprising) which we don't want".The Palestinian leader, whose recent moves have stirred speculation over whether he intends to step down soon, plans to travel to Russia after Paris as he seeks to rally support before his upcoming speech at the UN General Assembly.Jerusalem was calm on Tuesday but under tight security, with thousands of police officers deployed and authorities closing off the city to residents of the occupied West Bank.Unrest however hit the flashpoint Hebron area in the southern West Bank, with Israeli forces shooting a Palestinian woman who allegedly tried to stab a soldier. The 18-year-old later died from her wounds, her father said.Overnight in the village of Dura near Hebron, another Palestinian was killed by an explosive device he intended to toss at a military vehicle, an Israeli military spokeswoman said. Residents provided a similar account.Palestinian security officials however said he was shot dead by Israeli troops and named him as Dia al-Talahmeh, 21.- Tight security in Jerusalem -Hundreds later gathered for his funeral in the village while declaring him a "martyr," with his body wrapped in a flag for militant group Islamic Jihad."I am very proud of my son. I hope out of every Palestinian house, a martyr will emerge," said his mother, who declined to provide her name. The army spokeswoman said a patrol had been deployed to clear stones blocking a road outside Hebron when the incident occurred."The soldiers heard an explosion and during a search of the sector they found the body of a Palestinian killed by the explosive device he intended to throw at one of our vehicles," she said.Tensions have been running high ahead of the Jewish Yom Kippur holiday which begins at sundown on Tuesday. The Muslim Eid al-Adha holiday begins on Wednesday evening and continues until Sunday.Israel has deployed thousands of police in Jerusalem and shut it off from the West Bank, with checkpoints closed for the holiday as in previous years. There were also age restrictions on Muslims entering the Al-Aqsa compound in Jerusalem's Old City, with men under 40 prohibited. Israeli authorities implement such age restrictions when tensions are high in a bid to avoid violence.Last week's clashes occurred as Jews celebrated their New Year, or Rosh Hashanah.Police said they raided the Al-Aqsa compound to stop youths who had barricaded themselves inside the mosque from disrupting visits by Jews and tourists.Clashes broke out during the raids, with protesters throwing fireworks, stones and other objects at police, who fired stun grenades.- Support rises for new intifada -Al-Aqsa, the third holiest site in Islam, is also venerated by Jews as the Temple Mount and is considered the most sacred place in Judaism.Muslims have been alarmed by an increase in visits by Jews to the site and fear rules governing the compound will be changed. Jews are allowed to visit but not to pray to avoid provoking tensions.Israeli Prime Minister Benjamin Netanyahu has said repeatedly he is committed to the status quo at the site.Israel seized east Jerusalem, where Al-Aqsa is located, in the Six-Day War of 1967 and later annexed it in a move never recognised by the international community.Hollande, after meeting Abbas on Tuesday, called for "peace, calm and the respect of principles" at the Al-Aqsa compound.A poll out this week showed 57 percent of Palestinians support a return to an armed intifada in the absence of peace negotiations, up from 49 percent three months ago.Poll organisers said the figure was similar to numbers seen ahead of the second Palestinian intifada in 2000.Meanwhile, two-thirds of Palestinians believe that Abbas, 80, should resign, according to the poll by the respected Palestinian Centre for Policy and Survey Research.
Russia in Syria: Did Putin just clip Israel's wings?-Netanyahu says he and Putin agreed on ways to avoid conflict between their forces in Syria. For years Israel has had a free hand to attack arms transfers to Hezbollah.Christian Science Monitor By Joshua Mitnick-sept 22,15-yahoonews
But all the pleasantries Monday couldn’t hide the awkwardness of the new wrinkle in Russian-Israeli relations. Moscow’s decision to boost its military presence in northern Syria in support of President Bashar al-Assad has posed a potential challenge to Mr. Netanyahu, who for years has had a relatively free hand to carry out strikes against arms shipments that Israel says goes from Iran, through Syria, to the Shiite militia Hezbollah in Lebanon. If Israeli intelligence gets tipped off that Syrian forces are shipping advanced missiles to Hezbollah near where Russian troops are stationed, Netanyahu is liable to face a dilemma: should Israel attack the weapons convoy preemptively and risk injuring Russians? The coordination mechanism announced by Israel is supposed to avoid tactical “misunderstandings,” but potentially crimps Israel’s maneuvers.“It complicates reality. It potentially limits Israel’s freedom of action,” said Ehud Eiran, a political science professor at Haifa University who focuses on national security. “The fascinating question is whether it will constrain Israel or not. Israel has been looking at Lebanon and Syria as areas where it could fly freely.”Not since the collapse of the Soviet Union has Israel faced a potentially unfriendly superpower so close to its borders. Though Russia is no longer supporting a coalition of Arab states in direct conflict with the Jewish state as it did during the cold war, the fallout from the Russian intervention could boost the Iranian-led alliance of Shiite forces supporting Mr. Assad.Speaking to Israeli reporters after the Kremlin meeting, Netanyahu said Israel would continue to act to block weapons transfers from Syria to Lebanon and against the establishment of an Iranian-backed military front on the Golan Heights.-ISRAEL HAS INTERVENED IN SYRIA FOR YEARS-Israel’s policy of intervening against perceived threats from Syria goes back to 2006, when it bombed a nuclear reactor there. While acknowledging Israeli concerns about spillover from the war, Mr. Putin played down Israeli fears of a new front in Syria, saying Russia’s actions would be “responsible.”But that’s not the same as assuring Israel it can continue to operate freely in Syrian airspace, analysts say.“In effect, Russia is dictating by saying, ‘Our soldiers, rockets, and aircraft are there. Don’t mess with us,’” says Moshe Maoz, an expert on Syria at Hebrew University. He sees the new dialogue with Russia as a strategic mistake for Israel“It’s going to advance the expansion of Iran. Israel can’t do very much about it, but Israel is shooting itself in the foot by agreeing” to the coordination with Moscow, he says. “Israel is undermining its relations with the Sunni Muslim majority” in Syria and the region by cooperating with an ally of Assad.-RUSSIA FILLING A VACUUM-Indeed, over the years of the Syrian civil war, Israeli policymakers have disagreed over whether they prefer the chaos that would come with the collapse of the Assad regime and the consequent strategic blow to Israel’s chief enemy in Iran, or the relative stability if the so-called “devil that it knows” remains in power.Even though the Russians are filling a vacuum in Syria left by Israel’s chief ally, the United States, some security analysts in Israel wonder if Russia might help to tamp down arms shipments to Hezbollah.Eyal Zisser, a Syria expert at Tel Aviv University, says such assistance is unlikely, but he does believe the coordination will have a tactical benefit by avoiding a flare-up with Israel’s enemies active in Syria.“The Russians are the only ones that speak with all the powers,” he says. “It’s important to keep the channels open, and avoid escalation.”
