Over 10 years ago, many months before the target date set for Israel’s disengagement from the Gaza Strip, a dozen Israeli and Palestinian experts convened secretly in a European resort. They were there in an effort to work out a joint plan to transform what was devised by late prime minister Ariel Sharon as a purely unilateral move — evacuating the settlements there and pulling out the IDF — into a well-coordinated initiative which would allow the parties to re-engage in the stalled peace process.Unfortunately, I am still not allowed to disclose the names of the participants — except those of my late colleague Ze’ev Schiff and myself — or the identity of the European prime minister who hosted the meetings. But among those attending were some of Yasser Arafat’s top advisers, including from Gaza, as well as several Israelis who previously held high-ranking positions in different branches of the government.The sessions were focused on drafting a document offering a new approach to the withdrawal from Gaza. Three days of lively — sometimes heated — discussions ended with an agreed 10-page paper titled: “Disengagement towards Re-engagement: A policy of unilateral disengagement and mutual responsibilities.”The Palestinian participants were in frequent contact with their leadership in Ramallah. The Israelis — none of them close to the government — planned to present the proposals to Sharon once back home.Here are some of the highlights, published here for the first time.The preamble read:Opportunity or Calamity-The Israelis and Palestinians stand today on the threshold of either opportunity or disaster. The disengagement initiative of the Israeli government can become either an unprecedented breakthrough leading to the renewal of the peace process or it can lead to a catastrophic series of events that will doom progress for a generation.‘We had grave doubts whether Arafat would abide by the clauses… Yet we felt it was worth trying to obtain Palestinian commitments in exchange for the territories they were about to receive’-What is Success?-Success of the initiative must be defined as a complete Israeli disengagement from Gaza and the region between Nablus and Jenin – a larger geographic area than Gaza, hereafter referred to as the Northern West Bank (NWB) – in accordance with Prime Minister Sharon’s plan. The ultimate goal must be a peace treaty consistent with the roadmap.-Action Now-Only a policy based on specific and certifiable actions by both sides, as we have outlined below, will enable such success. Only then will both Israeli and Palestinian constituencies and the international community insist to the political leaders of both sides that the precedent be repeated on the West Bank. Furthermore, if the policy is to be workable, both sides must confront their internal opponents.Then the paper suggested an Action Plan:If planning for implementation does not happen now, the necessary preparations will not be in place on the day of withdrawal. It is therefore imperative that the following steps be enacted immediately. There is no time to waste.On the Palestinian side:1) Law and order must be reinstated on the Palestinian streets.2) To do so will require reorganization and reform of the Palestinian security structure, based on the creation of three distinct branches, each with a clearly defined mandate, explicitly defined functional jurisdiction, and full accountability. Their missions are:To combat subversion and terrorism and keep law and order.Gendarmerie-Gathering and assessment of information on external developments.The heads of the security services should be professional security experts with no political involvement. Specific information about imminent terror activities as well as long-term plans should be promptly relayed to the Palestinian ISS (Internal Security Services).3) All Palestinian militias and military groups must be fully disarmed, and all unauthorized weapons must be confiscated. Cessation of all hostile activities against Israel is required. 4) The manufacturing of weapons must end completely, along with the smuggling of weapons and ammunition into Palestinian territory. 5) The Palestinian Authority will assume responsibility for the handover of Gaza and the NWB after the Israeli departure. A single party must have the ultimate responsibility for developments inside these territories. 6) The entire process of Palestinian reform must be accelerated before reaching the final deadline for Israel’s withdrawal.On the Israeli side: 1) It is essential that Israel implement the undertakings it assumed in writing in its April 2004 agreements with the US. Israel will compromise the credibility of its unilateral disengagement strategy if it does not carry out these promised actions. As stated in the exchange of letters, these agreements include a commitment to the following:Establishing restrictions on settlement growth, in conjunction with the US. Removal of unauthorized settlement outposts. Lifting mobility restrictions in the West Bank and Gaza (including roadblocks and barriers). 2) In addition to the above commitments, Israel should take the following types of steps to encourage and facilitate positive Palestinian behavior as actions are taken by the Palestinians to change conditions on the ground in Gaza and the West Bank. These possible steps include:Subject to implementation of all Palestinian commitments Israel should end all targeted assassinations and other military incursions into Gaza and the West Bank. This will be especially important with the presence of Egyptian, US, and/or other international officials assisting in Gaza and the NWB.‘Upon returning to Israel, three of us went to present our ideas to Sharon. As far as I remember, we spent 2-3 hours debating the pros and cons of the document’Israel should re-open the safe passage from Gaza to the West Bank. If the disengagement continues to succeed, then the plan to construct a railway passage between the West Bank and Gaza should be implemented subject to the successful conclusion of a feasibility study and financial arrangements.The airport should be re-opened subject to mutually agreed security arrangements. The reconstruction of a seaport in Gaza must commence consistent with signed agreements and mutually agreed security arrangements. As long as this seaport is not fully operational, an alternative option should be considered, most likely in Ashdod.A special role was allocated to third-party actors:There should be an American-led team to coordinate and assist with security reforms. It should include the participation of several countries, especially Arab and European, in a variety of training and supervisory roles.A limited team of international monitors, as called for in the roadmap, should be appointed to verify Palestinian performance and Israeli withdrawals. It should be restricted to verification, but it should not play any military role, “peace keeping” role, or any form of an imposed solution. The monitors should be appointed by the Quartet to whom they should report. Although the Quartet will write their rules of engagement, they should be deployed only with the acceptance of both the Israelis and the Palestinians.It must be made clear by Israel, the Quartet and the World Bank to the people of Gaza what will happen immediately upon Israeli withdrawals, including the dispersal of agricultural land, new housing plans and the dispersal of settler assets. The monitors should also supervise Palestinian compliance with any commitments they may have made to the international community, regarding destructive behavior both during and after the Israeli withdrawals.Given the critical importance of economic improvement in Palestinian society, the international community through the AHLC (the Ad Hoc Liaison Committee of the Donors) must develop a plan for rehabilitation of the Palestinian economy (please see the economic section below). Only donors through the World Bank should handle all non-security and political issues, including joint teams to handle handover and development issues.Then the document went into details of an economic plan based on close Israeli-Palestinian cooperation with Western and Arab assistance.It concluded with a statement:“Obviously, the economic and security challenges to disengagement are enormous, but the potential benefits are of equal magnitude. If concerted Israeli, Palestinian and international planning begins immediately, the prospects of success will be enhanced though even then by no means assured. Success itself will occur only after constant vigilance, determined effort, and prolonged engagement by all sides. There is no time to lose.”In addition to the document itself one of the Palestinian participants, a top official of the PA security services, presented a detailed plan to stop weapon smuggling through the tunnels along the Gaza-Egypt border..-Of course we had grave doubts whether Arafat would abide by the clauses of the proposed coordination effort. The text was translated in full into Arabic for his review.Yet we felt it was worth trying to obtain Palestinian commitments in exchange for the territories they were about to receive.There was an obvious advantage to at least offering such coordination with a set of mutual obligations.Upon returning to Israel, three of us went to present our ideas to Sharon. As far as I remember, we spent 2-3 hours debating the pros and cons of the document.At the end, Sharon — always attentive and polite — informed us that he preferred unilateralism. He did not change his mind when Mahmoud Abbas succeeded Arafat.Within two years Hamas had taken over the Gaza Strip.

June 24 was the roughest day for Member of Knesset Aida Touma-Sliman since being elected to the Israeli parliament.As a debate on the 2003 Citizenship Law preventing family unification for Palestinians living in the West Bank with their Israeli relatives heated up, Deputy Interior Minister Yaron Mazuz turned to the Arab parliamentarians present and accused them of supporting Palestinian terrorism. “You’re the first one who should hand in your ID card,” he lashed out at MK Hanin Zoabi, who in May 2010 participated in a flotilla aimed at breaking the Israeli naval blockade imposed on Gaza. “We’re doing you a favor by letting you even sit here,” he told Arab MK Issawi Frej of Meretz.As disheartening as Mazuz’s words were for Touma-Sliman, who called the meeting, it was the next speaker on the podium who really upset her. Not only did Prime Minister Benjamin Netanyahu not condemn his minister’s words of incitement, she said, he seemed to agree with them.“I haven’t heard the ladies and gentlemen here condemn the real war crimes taking place in Syria and Yemen,” Netanyahu said, referring to the Arab MKs. “It is that hypocrisy which we oppose.”To 51-year-old Touma Sliman — number two in the Communist Hadash party and fifth on the Joint (Arab) List’s Knesset slate — Netanyahu’s speech proved he had learned nothing from the brouhaha that followed his panicked televised election day appeal, in which he warned Likud supporters that Arab voters were “coming out in droves to the polls.”“You’d think that realizing what [damage] his election day statements did, the prime minister would react differently in the Knesset, even if only for the cameras,” Touma-Sliman told The Times of Israel at her Knesset office. “Apparently, for him it wasn’t a slip of the tongue but a deep-seated belief.”“You can’t help but see the general direction in which this government is going,” she added.In fact, she opined, things are only getting worse. When Yisrael Beytenu party leader Avigdor Liberman launched his 2006 election campaign using the slogan “no citizenship without loyalty,” he was publicly lambasted as a racist. Today, this type of rhetoric has become “almost mainstream,” she noted sadly.Two weeks before Mazuz’s speech, Likud MK Oren Hazan, who served as deputy Knesset Speaker, told members of her party that in order to address the house on his watch, Arab MK’s will need to jib al-hawiyeh, a colloquial Arabic phrase used by Israeli soldiers in the West Bank meaning “give me your ID.”“The campaign led by the right, calling our citizenship into question, is constantly accelerating and hasn’t been appropriately blocked,” she said. “I can’t accept this attitude gradually becoming accepted. We are constantly asked to prove our loyalty, to prove that we don’t support terror … we’re guilty until proven innocent,” she said, citing a bill submitted last month by MK Sharon Gal of Yisrael Beytenu (and voted down) that would have obligated parliamentary candidates to prove they do not “explicitly or implicitly” support terror.-‘Education is the best weapon’In March, Touma-Sliman, a seasoned women’s rights activist from Acre, made it into the Knesset after five failed attempts to win a seat through Hadash since the elections of 1992. Last month, she made history when she was elected the first female member of an Arab party to head a permanent Knesset committee, the Committee on the Status of Women and Gender Equality. Addressing Mazuz and Netanyahu from the Knesset podium in an impassioned impromptu speech that went viral on social media, Touma-Sliman evoked her father, who “was born in this land before the existence of the state which gave me my ID card.”“It [Israeli citizenship] is small compensation for what has happened and what is still happening today,” she said. “Nobody should think they’re doing me a favor by giving me an ID card.”There was no need for Touma-Sliman to spell out what she meant by “what has happened.” The Arab defeat in the 1948 War of Independence remains the most significant trauma in the collective memory of Israeli Arabs, who comprise 20 percent of the country’s population. A native of Nazareth, Touma-Sliman read about the Nakba, or catastrophe, in history books, but her parents never told her about their personal experiences during the war.A few years ago, Touma-Sliman sat her elderly mother down in the presence of her two daughters and made her recount the family history during the war. When her mother was done, Touma-Sliman asked her why she had never shared the story before.“She said: ‘How could this story have helped you in life?’ to which I said: ‘At least it would have placed me within history.’ She responded that for her generation it was important to carry on, to stand on their feet. These stories would have probably left them stuck.”Touma-Sliman’s ignorance of that historic episode, she said, is typical of an entire generation of Israeli-Arabs born in the Jewish state after the “catastrophe” of 1948. While her Israeli-Arab peers often know little of what their parents lived through at the time, members of her generation living in the Palestinian diaspora cannot stop retelling the events.“I first met these people during a visit to Russia in 1995,” she said. “It was a shock for me.”Touma-Sliman’s father, a Christian orphan educated at the German Schneller Orphanage in Jerusalem, sublimated his childhood trauma through an insistence on giving his seven daughters a well-rounded humanist education.“He would say to us: ‘Education is something you carry with you and which can never be taken away. They can take your land, your house, your money, but education is the best weapon. Wherever they drop you, you can stand up and carry on.'”No one has the guts to invite us to join the government’-Situated on the left flank of her parliamentary bloc, Touma-Sliman often finds herself caught in the middle, forced to argue with critics on the Jewish left and the Arab right. Nevertheless, she continues to believe in the Joint (Arab) List, which has placed her on the same slate with Islamist polygamist Bedouins and Arab nationalists, far from her ideological world.‘I used to tell people: ‘Don’t forget that at the end of the day we’re headed for the opposition.’ They didn’t like to hear that’-“Do you think I’d ever make it to committee chairperson were it not for the Joint List?” she asked rhetorically. “We are looked at differently now that we’re united, both by our own public and by the Knesset.” Competitiveness between the three Arab parties in previous Knesset sittings had consumed significant energy and harmed public trust in Arab national politics, she said. “There was a sense that we’re wasting our time on infighting while we should be combating the grave dangers facing us, dangers which our public senses very well. These dangers are the result both of this government, but also of regional developments.”The Arab upheavals, she explained, have had a detrimental effect on Arab society in Israel, increasing sectarianism, religious fundamentalism, and nationalist chauvinism.“We’re in a kind of pressure cooker,” she said. “On the one hand, the Israeli government and on the other — regional changes. There’s a growing sense of disillusionment from an Arab world crumbling around us.”Every Monday, the Joint List meets to discuss policy and hash out ideological differences.“We make an effort to act as a unified faction. It doesn’t mean there aren’t challenges or that we agree 100% on everything, but we do agree on the significant, acute political issues.”It was actually her public’s over-optimism, which she tried to subdue ahead of the March elections, that made her Joint List the third-largest faction in the Knesset, with 13 seats.“Our society thinks that by forming the Joint List we’ve formed the next government and now all we need to do is make the right decisions and start implementing them,” she said with the gentle sarcasm characteristic of so many Arab MKs.“I used to tell people: ‘Don’t forget that at the end of the day we’re headed for the opposition.’ They didn’t like to hear that.”During the election season, Touma-Sliman would get angry with journalists who would ask her whether her party intended to join the government.“I would always answer: ‘Is there something I’ve missed? Have they offered us to join the government and my friends didn’t tell me? Is there anyone in this country who has the guts to offer us to be part of the government? No one does. Our public should have been told this so it would have realistic expectations.”Nevertheless, despite the “most right-wing government in Israeli history,” Arabs can wrench small achievements from a prime minister desperate to prove that he’s not anti-Arab.“But I don’t think there’ll be a fundamental change,” she said.-‘Secularism is not a political program’-Even within her own liberal camp, more and more Arab voices are beginning to question the viability of a two-state solution — a solution she remains wholeheartedly committed to.“There is a general backtracking on the idea of the two-state solution and we can thank Netanyahu for that,” she said. “The current government is doing everything in its power to sabotage the possibility of a Palestinian state, causing both Arab Israelis and Palestinians to wonder whether such an outcome is still viable.”Many young Israeli-Arabs are now advocating a unitary, secular, democratic state from the Jordan River to the Mediterranean Sea, in which Jews and Arabs will receive equal rights.Touma-Sliman scoffed at the idea as a naive pipe dream.“How many will there be of us [secularists], both Jews and Arabs? Five percent? How many secular forces are there? Excuse me, but secularism is not a political program. You can be secular and right-wing at the same time,” she said.“This government’s policy erodes the possibility of two states, but I still believe that it is much more practical and likely than one secular, democratic state for all.”A unitary state, she explained, will surely resemble the vision of the extreme Jewish right much more than her social vision of total egalitarianism. “The balance of power between the Palestinian people and Israel is not favorable to a one-state solution.”“In effect, one state exists on the ground today,” she admitted, “but it’s neither democratic nor secular, but an apartheid state,” she said. “One state controls the entire territory, depriving the other half of population the right to vote … even with regard to the small Arab population in Israel, you can either be a ‘good Arab’ and remain a citizen or join the other half.”Her support for the two-state option is not the result of an ideological choice but of her understanding of realpolitik.“As a communist, my ideal would be to support one state. But I believe that the Palestinian people still want to realize their self-determination in the form of two states, a Palestinian state alongside Israel … I have my own ideas, but I realize I’m in the minority.”“Every politician needs to know what’s practical and what can be implemented. This is what’s possible now. In a one state-scenario, what will we do with the settlements? How will we compensate the Palestinians who lost their lands to settlements? What will we do with the right of return?”But what about her brethren in the West Bank, left to their devices under a nondemocratic Palestinian government? her critics would ask.“Who said the regime will be nondemocratic?” she lashed back. “It’s the right of every people to determine their own regime. Saint-Denis, Reunion Island (CNN)Boeing investigators are confident debris found on a remote island in the Indian Ocean comes from a 777 aircraft, according to a source close to the investigation.Malaysia Airlines flight 370, which went missing in March 2014 with 239 people on board, was a Boeing 777. It's the only Boeing 777 that disappeared over water and is unaccounted for, according to the Aviation Safety Network, an online database of flight incidents.People cleaning a beach found the debris Wednesday on Reunion, a French overseas territory in the western Indian Ocean.The source said investigators feel confident the piece comes from a 777 because of photos that have been analyzed and a number that corresponds to a 777 component.Additionally, images of the debris appear to match schematic drawings for the right wing flaperon from a Boeing 777. A flaperon helps the pilot control the aircraft.Despite this confidence, investigators from the United States want to see the debris up close to make a final determination, the source said. A component number is not the same as a part number, which is generally much longer.Finding the debris is "a very significant development" in the search for MH370, Australian Deputy Prime Minister Warren Truss said Thursday.The flight vanished en route to Beijing. This is on the fast side of the range of possibilities, but is still perfectly possible.The Indian Ocean has two dominant currents – one to the south of the suspected crash zone, which travels west to east, and one to the north, which travels east to west. If the piece of suspected wreckage found on Réunion did come from MH370, it is possible that it could have initially floated north from the crash zone, before being caught in the strong current close the equator travelling west.On its own, this piece of debris will not do much to narrow down the search area by very much. Put bluntly, over a 16 months period, the debris could have travelled from nearly anywhere in the Indian Ocean to Réunion. That said, some points of origin are more likely than others, and the debris found on Réunion could at least provide evidence that the search operation is in the right kind of area. Combined with other evidence, this may allow investigators to focus on a narrower patch of the ocean floor as they continue their search for more wreckage.

Woe to the court that has such judges/destroyers,” he added."The president of the Supreme Court insists on forcibly tearing the thin thread between the court an dthe political system and forcing the Knesset to place the court in its proper place through legislation,” he warned.Before the demolition, Smotrich called on the prime minister not to carry out the order, which he said was illegal."A democratic state cannot accept a situation in which the prime minister and the entire political system seeks to advance a certain policy, which is 100% within its authority, and the court prevents it from doing so because of considerations of honor, ego or control. This verdict has nothing to do with justice and law. Once the structures have been approved, there is no legal problem in not destroying them.”Smotrich predicted that the day will be remembered as one on which “a healthy process began, of bringing back the power to the nation and its elected officials and of freeing the state from the radical dictatorship of the High Court.”

Prime Minister Benjamin Netanyahu’s fragile coalition looked to be in trouble Tuesday morning hours after police forcibly removed residents from a newly constructed neighborhood in the Jewish town of Beit El north of Jerusalem.Israel’s Supreme Court recently ordered the houses in the new Dreinoff neighborhood of Beit El be demolished following a left-wing petition claiming the structures were built on “Palestinian” land.On Monday, so-called Jewish “settlers” barricaded themselves in the houses to prevent the order being carried out. In the early morning hours of Tuesday, hundreds of riot police showed up to evacuate the neighborhood. Some 50 demonstrators were arrested during the ensuing confrontation.The entire episode enraged right-wing members of Netanyahu’s coalition, who wondered why the police had been given a green light for the evacuation when both the prime minister and his defense minister, Moshe Yaalon, claimed to be against the demolition of the Dreinoff neighborhood.For his part, Netanyahu maintained that he was working to strengthen the Jewish communities of Judea and Samaria, but that it must be done in accordance with the law and the approval of the courts.Education Minister Naftali Bennett, whose Jewish Home faction is the champion of the “settler” cause, hinted that his party would stop cooperating with Netanyahu and might leave the government altogether if the prime minister did not make right this situation.

Several Border Policemen refused to take orders to demolish a series of homes destroyed in Beit El on Wednesday, a source at the scene stated to Arutz Sheva, and will now likely face jail time for their loyalty to the residents. "We met here many religious Border Police troops and policemen [...] religious people for whom it's very hard to do this job," the Director of Religious Services in Beit El, David Nazri, stated Wednesday. Nazri has spent the past three days at the site of the Draynoff Houses, which have been a focal point for clashes between Beit El residents and security forces. "I personally met a border policeman who refused [orders], there are many who refused and I know were sent to serve a 30-day prison sentence," he said. "The border policeman told me they sent a psychologist to convince [the soldiers to take orders], but many [refused and] went to jail [anyway]."Hundreds of Border Police and Israel Police officers are currently still in Beit El, Nazri reported from the scene. And while the people of Beit El still have a unique spirit, he said, many members of the community do not believe Prime Minister Binyamin Netanyahu's renewed assurance that he will fulfill a promise to build 300 housing units. The 300 units were promised by the Israeli government three years ago after the relocation of the Ulpana houses in Beit El, but Netanyahu publicly denied intending to fulfill that promise two weeks ago. "As long as we do not see it play out live - the Prime Minister submitting the documents to the council head [for the apartments] - we do not believe in him," he said. "We are fed up with broken promises."The Border Police, meanwhile, has denied sending soldiers to jail for refusing orders, as well as scattered reports of police brutality at the site."Most of the tasks assigned to the Border Guard officers were carried out as requested with sensitivity," they insisted to Arutz Sheva Wednesday.

Hundreds of people have been gathering since Tuesday morning adjacent to the Draynoff compound in Beit El, which was stormed overnight by security forces despite the ongoing legalization process to save the buildings from demolition.In the late afternoon residents made renewed attempts to break back into the buildings, a development that has led to clashes with the security officers trying to prevent them from returning to the homes.Police have detained several activists as a result of the clashes.Meanwhile steps are being taken to avoid the standoff. The MD Yonatan Construction and Development Ltd. filed a last-gasp petition to the High Court on Tuesday morning asking to prevent the demolition of the two buildings in western Beit El.Following the petition, the Supreme Court has ordered the state, Beit El regional council and the claimant of ownership over the land to respond to the petition by 6 p.m. on Tuesday.The construction company argued in its petition that the Civil Administration's decision to clear the land for building last week is a material change necessitating the reappraisal of the High Court's demolition order against the compound.However, Supreme Court Justice Anat Baron on Sunday issued a temporary order preventing new approvals from being processed by the High Court, meaning that for the moment the demolition order still stands.During the nighttime storming and expulsion of Jews from the buildings, at least 50 people were arrested in clashes with security forces and video and photographic evidence reveals incidents of police brutality being used against Beit El residents, Israeli media has reported.

Andrew Long, the Little Rock Army recruiter murdered by terrorist Abdulhakim Muhammad.Arkansas, Louisiana and Kansas have also passed the anti-terror law, and North Carolina is on the verge of doing so. WASHINGTON (AP) — Air safety investigators have a "high degree of confidence" that a photo of aircraft debris found in the Indian Ocean is of a wing component unique to the Boeing 777, the same model as the Malaysia Airlines plane that disappeared last year, a U.S. official said Wednesday.Air safety investigators — one of them a Boeing investigator — have identified the component as a "flaperon" from the trailing edge of a 777 wing, the U.S. official said.A French official close to an investigation of the debris confirmed Wednesday that French law enforcement is on site to examine a piece of airplane wing found on the French island of Reunion, in the western Indian Ocean. A French television network was airing video from its Reunion affiliate of the debris.The U.S. and French officials spoke on condition that they not be named because they aren't authorized to speak publicly.At the United Nations, Malaysian Transport Minister Liow Tiong Lai told reporters that he has sent a team to verify the identity of the plane wreckage."Whatever wreckage found needs to be further verified before we can ever confirm that it is belonged to MH370," he said.If the debris turns out to be from Malaysia Airlines flight 370, it will be the first major break in the effort to discover what happened to the plane after it vanished on March 8, 2014, with 239 people on board while traveling from Kuala Lumpur in Malaysia to Beijing. A massive multinational search effort of the South Indian Ocean, the China Sea and the Gulf of Thailand came up dry.A comprehensive report earlier this year into the plane's disappearance revealed that the battery of the locator beacon for the plane's flight data recorder had expired more than a year before the jet vanished. However, the report said the battery in the locator beacon of the cockpit voice recorder was working.Investigators hope that if they can locate the two recorders they can get to the bottom of what has become one of aviation's biggest mysteries. The unsuccessful search for Flight 370 has raised concern worldwide about whether airliners should be required to transmit their locations continually via satellite, especially when flying long distances over the ocean.Apart from the anomaly of the expired battery, the detailed report devoted page after page to describing a flight that started off completely normal.The 584-page report by a 19-member independent investigation group went into minute details about the crew's lives, including their medical and financial records and training. It also detailed the aircraft's service record, as well as the weather, communications systems and other aspects of the flight. Nothing unusual was revealed.The 777, first introduced into service in 1995, had had an enviable safety record up until Flight 370. The only prior fatal crash was of an Asiana Airlines flight while landing in San Francisco in 2013 that was later attributed by the U.S. National Transportation Safety Board to mistakes by the flight's pilots. Russia vetoes bid to set up tribunal for downed flight MH17-Reuters By Michelle Nichols-JULY 29,15-YAHOONEWS

UNITED NATIONS (Reuters) - Russia vetoed a United Nations Security Council draft resolution on Wednesday that would have set up an international tribunal to prosecute those suspected of downing a Malaysia Airlines passenger airliner last year in eastern Ukraine.Eleven countries on the 15-member council voted in favor of the proposal by Malaysia, Australia, the Netherlands, Belgium and Ukraine, while three countries abstained: China, Angola and Venezuela. A resolution needs nine votes in favor to pass and no veto by Russia, the United States, China, Britain or France.Flight MH17 was shot down in July 2014 with 298 passengers on board, two-thirds of them Dutch. It crashed in Ukrainian territory held by Russian-backed separatists."Those responsible may believe that they can now hide behind the Russian Federation's veto. They will not be allowed to evade justice," Australian Foreign Minister Julie Bishop told the council. There were 39 Australians on board flight MH17.She said Australia, the Netherlands, Malaysia, Belgium and Ukraine would now seek an alternative prosecution mechanism.Ukraine and Western countries accuse the rebels in eastern Ukraine of shooting down the plane with a Russian-made missile. But Moscow has rejected accusations it supplied the rebels with SA-11 Buk anti-aircraft missile systems.The U.S. ambassador to the United Nations, Samantha Power, told the council that "no veto will stand in the way of this heinous crime being investigated and prosecuted.""Efforts to deny justice only intensify the pain of the victims' families, who have already endured more than any of us can fathom," she said "It is the effect of Russia's veto today."Russia had proposed its own rival draft resolution, which pushed for a greater U.N. role in an investigation into what caused the downing of the aircraft and demanded justice, but it would not have set up a tribunal.Russian U.N. Ambassador Vitaly Churkin said it was premature to set up an international tribunal. He said the draft resolution was submitted for a vote by Malaysia and its co-sponsors with the knowledge that it would be vetoed."This in our view indicates the fact that political purposes were more important for them than practical objectives. This of course is regrettable," Churkin said. "Russia stands ready to cooperate in the conduct of a full, independent and objective investigation of the reasons and circumstances of the crash."Dutch Foreign Minister Bert Koenders said the case had been made for a prosecution mechanism that transcended politics."I find it incomprehensible that a member of the Security Council obstructs justice in a tragedy that has affected so many. Impunity will give a very dangerous signal," he said.Malaysia, Australia, the Netherlands, Belgium and Ukraine are conducting a criminal inquiry in the downing of MH17.
