(Reuters) - A white gunman was still at large after killing nine people during a prayer service at an historic African-American church in Charleston, South Carolina, the city's police chief said on Thursday, describing the attack as a hate crime.Officers with dogs searched the streets for the suspect, whom police described as a 21-year-old white man with sandy blond hair, after gunfire erupted inside Emanuel African Methodist Episcopal Church in downtown Charleston on Wednesday night, Police Chief Gregory Mullen said.The gunman had yet to be caught hours later and was considered extremely dangerous, he said."To have an awful person come in and shoot them is inexplicable, obviously the most intolerable and unbelievable act possible," Charleston Mayor Joe Riley told reporters. "The only reason someone could walk into a church to shoot people praying is out of hate."The shooting recalled the 1963 bombing of an African-American church in Birmingham, Alabama, that killed four girls and galvanized the civil rights movement of the 1960s.The Charleston church is one of the largest and oldest black congregations in the South, its website says. It has its roots in the early 19th century, and was founded in part by a freed slave who was later executed for organizing a revolt, according to the U.S. National Park Service.The attack follows the April shooting of an unarmed black man in neighboring North Charleston by a white police officer. Washington (AFP) - A white gunman was on the run Thursday after fatally shooting at least nine worshippers in a historic black church in a southern US city in what police called a hate crime.Churchgoers had gathered for a prayer meeting in the Emanuel African Methodist Episcopal Church on Wednesday evening in Charleston, South Carolina when the shooter walked in, sat in the congregation for about an hour, then opened fire, Charleston Police Chief Gregory Mullen said.America's latest mass shooting comes at a time of heightened racial tensions in the country, after several high-profile killings of unarmed black men at the hands of white police in recent months led to riots and a national debate on race.In Wednesday's attack, three men and six women were killed and several other people were wounded."At this point, we have nine victims in this hideous crime that has been committed," Mullen told journalists."I do believe it was a hate crime."Among the dead was the church's pastor Clementa Pinckney, who was also a South Carolina state senator, fellow politician Marlon Kimpson told US media.Police said the suspect was a clean-shaven white man in his early 20s. As of 7:00 am Thursday (1100 GMT), he remained at large and officers swarmed the city with the help of helicopters and tracking dogs to try to find him.Police released security camera images of the suspected gunman -- a slender young white man with dark blond or brown hair in a distinctive bowl-type haircut, and wearing a grey sweater."He obviously is extremely dangerous," Mullen said.

"This is really completely out of the blue... SEATTLE (Reuters) - Civil rights activist Rachel Dolezal, who drew national attention over her racial identity, was ousted on Thursday from a municipal police oversight commission in Washington state over conduct violations, a city spokesman said.The decision by the Spokane City Council comes after investigators hired by the city to probe allegations of misconduct found Dolezal had publicly named citizens who made complaints against police officers, in violation of confidentiality rules.The lawyers, in investigating an April 16 whistleblower complaint, also found that the city employee who filed the complaint had faced intimidating and offensive behavior from Dolezal, who headed the Office of Police Ombudsman Commission, and two other commission members.Six members of the Spokane City Council voted unanimously to remove Dolezal after about 45 minutes of deliberation at a special session on Thursday, city spokesman Brian Coddington said."We've never had a situation like this. It's been a huge issue in this community," Council President Ben Stuckart said. "I am hoping with the removal of Ms. Dolezal we can move forward quickly, get new commissioners in place, and also continue our recent successes on police reform."Stuckart had joined Spokane Mayor David Condon on Wednesday in calling for Dolezal's resignation.Dolezal, 37, resigned this week as president of the Spokane chapter of the National Association for the Advancement of Colored People, a leading civil rights organization, amid reports she was falsely claiming to be African-American. The Greek PM, Alexis Tsipras, is to meet Russian president Vladimir Putin at a business forum in St. Petersburg on Friday.Tsipras has, in the past, criticised the EU sanctions regime, while Russia has said it might dip into its $350 billion reserve fund if Greece requests help.The timing of Friday’s meeting has given EU and US diplomats sleepless nights on whether Tsipras will threaten to sell his EU veto in order to gain leverage in the bailout talks.But one EU source said Tsipras has given EU Council president Donald Tusk a face-to-face pledge that he won’t.Another source said Greece, and other sanctions critics, such as the Czech Republic, Cyprus, Hungary, Italy, and Slovakia, didn’t put up a fight at the ambassadors’ meeting on Wednesday.A third source said EU states want to get the sanctions out of the way so that leaders can devote time to Greece and to the migrant crisis at next week’s summit.“We don’t want the summit to be dominated by a debate on Russia”, he told EUobserver.“It’s also a good idea to take the sanctions decision at a low, technical level in order to minimise the political reaction by Russia”.

The economic sanctions are to be extended from their expiry date, in July, until the end of the year.They were adopted last July after flight MH17 was shot down over the conflict zone in east Ukraine and after the regular Russian army crossed the border.They ban Russian banks, arms firms, and energy firms from buying long-term debt on international markets.They also ban Russian arms and energy firms from buying high-end technology.The Crimea sanctions, which ban almost all forms of business activity, are to be extended by one year.The EU ambassadors, on Tuesday, also got a first look at the EU foreign service’s “action plan” on how to counter Russian propaganda.

'Strong signal'

The text calls on the European Commission to present by the end of the year an “ambitious proposal” on circular economy, and to propose a binding target to make the use of resources more efficient by 30 percent in 2030, compared to 2014.The report is non-binding, but praised nonetheless by environmental NGOs as sending a “strong signal” to the commission, which indicated shortly after taking office it would scrap a legislative proposal on recycling and waste.Will the commission, which has promised to publish its circular economy strategy before the end of the year, deliver? It depends on who the commission listens to? Will it listen to businesses that think they will benefit from the circular economy, or to “those unprofitable coal mines”, who argue that new legislation is “destroying my business and the European economy”, said Pietikainen.“Businesses need to change sooner or later. The longer you wait, the harder it is.”The current way resources are being used in the economy is unsustainable, Pietikainen wrote in her report.

Paradigm shift

What is needed, is “a true paradigm shift like with Copernicus or Galileo Galilei”, said Pietikainen, referring to Polish and Italian astronomers whose ideas changed how the world is viewed.“We are not in a neutral regulatory environment … Our regulation is always a reflection of our world view. If our world view has been 'abundant, without limits', our regulation is accordingly. It disincentivises these kind of resource-efficient ways”, she noted.To counter that, the EU should “abolish all environmentally harmful subsidies” and make sure that EU funding is provided to the most 'resource efficient' projects.Citizens also have a role to play.
We should eat less meat, buy more locally produced food and reduce food waste. Jun, 15:52-Far-right leaders Marine Le Pen and Geert Wilders unveiled their newly formed group, Europe of Nations and Freedoms (ENF), at the European Parliament in Brussels on Tuesday (16 June).Le Pen will be co-president along with Marcel de Graaff, from Wilders' PVV party.Wilders himself is not an MEP.But he told press: “Today is D-Day, today is the beginning of our liberation … We are the voice of the European resistance."Le Pen said the group is "strong, convinced, coherent, and ambitious" and will "fight with all its strength to defend our peoples”.She added that Europe has "nothing to offer" to migrants and that "a concerted dissolution of the euro is the most sensible solution for Europe".The bulk of the ENF is comprised of MEPs from Le Pen's National Front in France, Wilders' Dutch PVV party, Austria's Freedom Party, Belgium's Vlaams Belang, and Italy's Lega Nord.Under parliament rules, a group must have at least 25 MEPs from seven different states.ENF passed the threshold thanks to Janice Atkinson, a British eurosceptic formerly with Ukip, and two MEPs from Poland's Congress of the New Right: Michal Marusik and Stanislaw Zoltek.With 37 members, it’ll be smaller than the existing eurosceptic group, the 46-strong Europe of Freedom and Direct Democracy (EFDD), led by Britain's Ukip and Italy's 5-Star Movement.

National Front founder Jean-Marie Le Pen, Marine Le Pen’s father, who was suspended from his party in May over revisionist remarks, isn’t part of ENF.Marine Le Pen, who leads the biggest French delegation in the EU assembly after her party's victory in last year's European election, had struggled to cobble together a group over the past year.On Tuesday, she ironically thanked parliament president Martin Schulz for his help."By treating us as second-class MEPs and administratively persecuting us, he gave us a new energy”, she said.The creation of ENF was possible because Marusik and Zoltek were deemed more acceptable after they severed ties with Janusz Korwin-Mikke, their Polish KNP colleague, who had made racist, revisionist, and sexist remarks.It was also possible because Atkinson, who was expelled from Ukip in March over false expenses claims, accepted to join because Jean-Marie Le Pen was excluded."I'm happy that he was expelled from the party, my decision [to join] was easier”, she told press.

Influence

Having a group will give Le Pen and her allies more influence in the EU parliament.The new group will also receive €1.09 million a year in EU funds to do its work.As group leaders, Le Pen and De Graaff will be able to attend the parliament's conference of presidents, which decides the EU parliaments’ agenda.The ENF will also be able to name shadow rapporteurs, the MEPs who monitor the legislative process, and will participate in trilogues, the negotiations between parliament, the European Commission, and member states which finalise new laws.It means that ENF deputies will have more access to information and more leverage on decisions than if they had remained non-attached MEPs.

Agree to disagree

But previous attempts by far-right deputies to form groups have fallen foul of internal divisions."We will disagree, but we have more in common than what we disagree about," Atkinson said, comparing the new group to the EFDD, where she was previously seated."We have more in common in this group than in EFDD”, she noted, adding that the 5-Star Movement and Ukip tend to vote against each other 80 percent of the time.Wilders also said that the ENF "will try to find consensus as much as possible”.“If not," he added, “we will choose according to our national interests".

NY escape highlights relationships between inmates, prison employees-By Katie Reilly-Reuters-June 16, 2015-yahoonews

NEW YORK (Reuters) - Reports that a sexual relationship had developed between two escaped New York inmates and a prison employee who has been charged with helping them break out 11 days ago illustrates the difficulties of policing relationships within prisons.The problem of sex between prisoners and staff is well documented and enough of a concern that New York set up a special statewide office in 1996 to investigate and prevent it.Joyce Mitchell, 51, was charged this week with providing chisels and hacksaws to convicted murderers Richard Matt and David Sweat, who were found missing from the Clinton Correctional Facility in Dannemora, New York, near the Canadian border on June 6.State officials have declined to confirm or deny media reports, based on unnamed law enforcement sources, that Mitchell had sexual relationships with Sweat and Matt. The reports do not make clear whether the inmates or Mitchell initiated the alleged relationships, though in either case the law would have viewed Mitchell as at fault in a willing sexual encounter.But such relationships are far from uncommon and present a management problem for prison administrators, researchers say. A survey of 367 inmates in Texas state prisons by Robert Worley of Lamar University found that about one in seven had admitted to having some type of physical relationship with a staff member.It is a problem seen at prisons across the country, Worley said."You really are scratching your head as to why the business of corrections has not yet professionalized itself," Worley said. "Inappropriate relationships are happening everywhere."According to a 2013 report by the Bureau of Justice Statistics, about 4 percent of state and federal prison inmates said they had had sexual contact with other inmates or facility staff over the past year."For female staff members, the majority of incidents involve apparently willing activity between the inmates and the staff," said Allen Beck, lead author of the report. "Obviously it can't be consensual because of the power relationship. Inmates are not in a position to consent, so it's subject to legal consequence."That would leave Mitchell subject to possible prosecution for a sexual relationship with inmates. Clinton County District Attorney Andrew Wylie declined to comment on whether other charges might be filed against Mitchell. She has already pleaded not guilty to charges of promoting prison contraband and criminal facilitation.Increased training and oversight led to heightened awareness in prisons across the country and a slight decrease in the frequency of sexual relationships between inmates and staff members in recent years, Beck said.He said facilities that house more violent inmates, as Clinton Correctional does, have higher rates of staff sexual misconduct.New York in 1996 became one of the first U.S. states to devote a department to the investigation of sex crimes in prisons, establishing the Sex Crimes Unit within the Office of the Inspector General.Linda Foglia, a spokeswoman for the Department of Corrections and Community Supervision, said the unit was created to combat rape in prison.Worley described inmate-staff relationships as a slippery slope that might begin with a friendship and progress to something more inappropriate.(Reporting by Katie Reilly)

NEW YORK (Reuters) - A female prison worker's agreement to drive a getaway car for two escaped inmates was "Plan B" and the convicted killers had another plot that allowed them to flee, Clinton County Sheriff David Favro said.Richard Matt, 48, and David Sweat, 35, both convicted of murder, remained at large for an 11th day on Tuesday after busting out of Clinton Correctional Facility in Dannemora, New York, about 20 miles (32 km) south of the Canadian border.A manhunt staged by more than 800 law enforcement officers combing dense woodlands near the prison appeared to be winding down on Tuesday. Schools in the surrounding area were open but outdoor activities remained suspended, said a spokeswoman for the Saranac Central School District.Authorities said Joyce Mitchell, an industrial training supervisor in the prison tailor shop who has been criminally charged in the escape, had agreed to drive the getaway car but got cold feet and never showed up. Instead, she checked herself into a hospital on Saturday, June 6, with symptoms of a panic attack."I honestly don't think she was 'Plan A,'" Favro said in an interview on CNN. "I think she was 'Plan B.'"After hatching their elaborate escape plan - which involved cutting through steel walls, slipping through pipes and out through a manhole beyond the prison's fortress-like walls - the pair must have had a more fool-proof means of fleeing the area than depending on Mitchell, Favro said."Multiple people" were likely involved in the brazen escape that was discovered at 5:30 a.m. on June 6, after guards found the men's beds in their neighboring cells stuffed with cloth dummies, Favro said.Mitchell, 51, who is married to another prison worker and has an adult son who has denied his mother was involved, is charged with providing hacksaw blades, glasses and a screwdriver bit to Matt and Sweat, both convicted murderers.She has pleaded not guilty to promoting prison contraband and criminal facilitation.
