Israel Air Force (IAF) aircraft targeted 15 terror sites in Gaza on Wednesday night.According to the IDF Spokesperson’s Unit, the airstrikes targeted concealed rocket launchers, training compounds and weapons storage sites, all of which belong to the Hamas terrorist group.The statement said that the airstrikes were in retaliation for the latest escalation in rocket attacks on southern Israel."The IDF is prepared to defend the citizens of Israel from any threat and will continue to act decisively and as long as necessary until peace is restored,” said the IDF, noting that Hamas is directly responsible for the ongoing rocket fire.A barrage of at least 20 rockets  were fired at southern Israel on Wednesday, and three more were fired on Wednesday night.In the last attack, shortly before 1:00 a.m., one rocket exploded near a home in the city of Sderot and caused it minor damages.The rocket hit a local power line and caused blackouts in parts of the city, but there were no reports of physical injuries.Two other rockets exploded in open areas in the Shaar Hanegev region. While there is speculation that he was murdered by Jews as a possible act of revenge after the kidnapping murder of three Jewish teens, there are also reports that the abduction was carried out by Arabs and that the murder was an "honor killing" or another kind of criminal murder.Earlier on Wednesday, Hamas vowed that Israel "will pay" for the murder of the Arab teen."We send our message to the Zionist entity and its leaders, which hold direct responsibility (for the murder), that our people will not let this crime pass, nor all the killings and destruction by your settlers," the Islamist movement said. "Netanyahu must dismiss Tzipi Livni and lead the Israeli government in a determined struggle against the real aggressor, Hamas," Danon declared. "Tzipi Livni, who still suffers from illusions of negotiations, directs the Cabinet with a defeatist attitude rather than a nationalist spirit determined to lead the fight against terrorism and their collaborators."Earlier Wednesday, MK Shaul Mofaz (Kadima) also criticized Netanyahu over the way he has handled the past several weeks."[Due to] Netanyahu's policy in recent years, Israel's deterrence has eroded," Mofaz fired. "The fact that the ISA [Shin Bet] foiled 44 kidnapping attempts in the past 18 months is very alarming." Both comments surface after a tense day in Israel, which has seen eleven rockets fired into its borders in a 12-hour span and violent clashes with enraged Israeli Arabs in Jerusalem. Earlier this week, the bodies of abducted teens Naftali Frenkel (16), Gilad Sha'ar (16), and Eyal Yifrah (19) were found in a shallow grave near Halhul.The revelation ended Operation Brothers' Keeper, which saw over 400 Hamas terrorists deemed to be connected to the abduction arrested and several incitement-laced broadcasting stations closed - but many Israeli leaders have called for a significant act of deterrence to follow the murders. He came from Germany to lift the image of the IOR, the Vatican Institute for the Works of Religion, which has been president-less for nine months following the ousting of Ettore Gotti Tedeschi right in the midst of the Vatileaks scandal in 2012. But now his position is looking increasingly precarious. Ernst Von Freyberg, the German lawyer-entrepreneur at the helm of the “Vatican bank”, could be leaving his post in the next few weeks.Given the precedents that have been occurred within the IOR, what immediately comes to one’s mind are power struggles and groups contesting the much coveted control of the “Vatican bank”. Recent episodes such as the gift of 15 million Euros, which Ettore Bernabei gave to Lux Vide, demonstrate that the IOR’s financial resources have been used to fund all sorts of different operations. In actual fact, the explanation is at once simpler and more complex: Simpler because by now, everyone in the Holy See is talking about the need for a full time president for the IOR instead of a part time one. Von Freyberg is in Rome on average three days a week and has not moved his family over from Germany; he has a business to run. More complex, because misunderstandings over the internal management of the IOR are allegedly at the root of the president’s potential exit.Readers will recall that thanks to the Institute’s dedicated, professional press office after Von Freyberg took up his post, to a media campaign was launched to promote transparency. In his first interview, he spoke about the excellent team he was forming, together with director general Paolo Cipriani and his deputy, Massimo Tulli. Not long after this, the two were forced to leave the IOR. This happened exactly one year ago, in light of the developments in the inquiry into Mgr. Nunzio Scarano. But the minor media incident did not call into question the Vatican leaders’ trust in Freyberg. Freyberg had set the ball rolling for a series of important consultations and tasks assigned to external firms.Mgr. Battista Ricca played a key role in the whole affair. Pope Francis nominated him interim prelate of the IOR and according to the statute, he was in charge of maintaining the link between the IOR and the commission of cardinals in charge of overseeing the Institute. It was Ricca who wrote a letter to Von Freyberg in recent weeks, criticizing him for not always sending all information requested by the cardinals’ commission on time, for example in the case of the consultation service provided by Promontory Financial Group (hired to review the “Vatican bank’s” finances) and the progress made in bringing the IOR in line with anti-money laundering standards.According to a number of Vatican sources, the new Secretary for the Economy led by Australian cardinal George Pell would also tend for a replacement and would aim to keep the IOR even more in check, taking a more managerial and modern approach to the Institute’s reform and simplifying its structure. This reform process could involve the partial or total replacement of the “Vatican bank’s” heads.The coming days are going to be crucial in terms of what will finally happen: the Council of Cardinals (the C8) tasked with the reform of the Roman Curia is holding a meeting that will run until Friday. The commission of cardinals overseeing the IOR and the Council for the Economy are also expected to meet. Von Freyberg’s mandate is almost at an end, as are those of the entire board. Von Freyberg was only called in to complete the five-year term begun by Gotti Tedeschi in September 2009.

vatican city-In a meeting that runs from today to Friday, Francis and the Council of Cardinals expressed their esteem for the current president of the Institute for the Works of Religion (IOR), Ernst Von Freyberg, and announced that change is just around the corner for the IOR. This change will be revealed next week. The Council of Cardinals in charge of reforming the Roman Curia and the government of the universal Church (C8) is now referred to as the “C9” because of the Secretary of State Pietro Parolin’s steady participation.In a press briefing, the Vatican spokesman, Fr. Federico Lombardi, said the focus of the Council’s fifth meeting since the start of Francis’ pontificate was threefold: a presentation was given on the situation in the Governorate and the Secretariat of State, an in-depth look at the reshuffle of the Vatican dicasteries and the IOR. Regarding the news stories and questions that have been circulating in the press in recent days – particularly those concerning the possibility of the president of the IOR giving up his position soon – Fr. Lombardi stated that “the IOR is going through a natural and peaceful transition and development process. President Ernst Von Freyberg’s contribution is still deeply appreciated and greatly valued. It is possible and in fact likely that further clarifications will be given next week, after the Council for the Economy meets Saturday.”This meeting, which will take place while the Pope is visiting the southern Italian region of Molise, will deal with the statutes and the future work schedule” and the Council of Cardinals “will be informed of developments regarding the IOR and the Prefecture for Economic Affairs will provide information on the 2013 budget and the budget forecast for 2014. Fr. Lombardi also announced that “Next week – probably on Wednesday - there is likely going to be a press conference on various issues relating to the work of the Council and of the Secretariat for the Economy, including the IOR.” This week’s C9 meeting was also attended “on two occasions” by cardinals from the Supervisory Commission on the IOR (president Santos Abril y Castelló, Vatican Secretary of State, Pietro Parolin, Jean-Louis Tauran, Thomas Christopher Collins and Christopher Schönborn who was absent) , the Vatican spokesman said. “They examined the transition process and the work done in greater depth, also based on the findings of the commissions,” the Commissions for Reference on the IOR and on the Organization of the Economic- Administrative Structure of the Holy See (COSEA), which recently concluded their mission and the IOR’s “current presidency and its development prospects.”Fr. Lombardi stressed that as of today, the C8 officially becomes the C9: “While before it was referred to as the C8 plus one, I can now confirm it has now become the C9 because the cardinal Secretary of State Pietro Parolin is “systematically taking part” in the discussions held by the Council of Cardinals and is a full member. A papal chirography has not yet been issued to make the decision official, Fr. Marcello Semeraro, gathered all the material and the members of the Council split the various tasks among them so as to examine each question separately. Now that the first round is complete, there has been a bit more integration between the Governorate and the Secretariat of State but the situation remains relatively open” and it is still “premature to talk about document drafts.”  At the C8’s previous meeting it emerged that a new apostolic constitution that would replace the current “Pastor Bonus” is not expected before 2015. The Pope is always present at the C9 meetings and unlike the other meetings, which he had to miss because of the Wednesday General Audience, this Wednesday he did not have to miss anything as the General Audiences have stopped for the summer break. The Commission for the Protection of Minors led by Sean O’Malley - a member of the C9 – will meet on Sunday and on Monday, a group of paedophilia victims will attend the Pope’s morning mass in St. Martha’s House.

In his greeting to the Ecumenical Patriarch, Francis said: “I have vivid and moving memories of my recent meetings with my beloved brother Bartholomaios.” “During our common pilgrimage to the Land of Jesus, we were able to relive the gift of that embrace between our venerable predecessors, Athenagoras I and Paul VI, which took place fifty years ago in the holy city of Jerusalem. Prairie flooding prompts evacuations in western Manitoba

Widespread overland flooding in Saskatchewan and Manitoba prompted the evacuation of some homes in western Manitoba on Tuesday night.The Rural Municipality of Wallace issued a mandatory evacuation order for an area almost five kilometres south of the Trans-Canada Highway from Kirkella, Man., a community near the Saskatchewan border, east to Road 161W.Residents in the affected area were urged to leave by 9 p.m. CT, as an influx of water was coming quickly. Evacuees were asked to report to a reception centre in nearby Virden, Man.It wasn't immediately clear how many people were affected by the municipality's evacuation order.Earlier in the evening, emergency officials in Virden put out an evacuation order for homes on the south side of Kenderdine Street, south of Highway 257 and east of Scallion Creek.Town officials also warned residents in the trailer court on Queen Street East and within town limits along Scallion Creek to be on high alert.About 10 to 12 homes have been affected by the mandatory evacuation, while people in another 40 homes are on high alert, the CBC's Caroline Barghout reported from Virden.Water coming from the west is pushing toward the town and raising existing flood levels."We, the RM of Wallace and the Town of Virden, believe strongly that a very strong surge of water has the potential to come our way in the very near future based on compromised infrastructure retaining large amounts of water," emergency officials stated in a news release.To ease the potential impact of further overland flooding, the municipality will cut Rural Road 157 to allow water to escape, according to officials.Some blue skies returned on Tuesday, but people in eastern Saskatchewan and western Manitoba were sandbagging, building dikes, pumping out water and protecting homes from the flooding that has damaged roads, filled basements and covered thousands of hectares of cropland in water."It's crazy," Scott Wilson, a resident of Virden, said earlier in the day. "It's so disheartening when you just see it rising and rising."Manitoba Premier Greg Selinger toured the flood-affected areas on Tuesday and said the flooding is more severe than it was in the same area last year."This is very serious. The Manitoba government said as of Tuesday afternoon, approximately 200 people have had to leave their homes because of the flooding.Across the border in Saskatchewan, another evacuation was taking place Tuesday.Amid rising water levels, the hospital and care home in Melville were evacuated. Some 157 patients from both facilities were moved to the hockey rink.Melville Mayor Walter Streelasky said he regretted having to move patients, but there's no choice. "We've got water that's creeping in around our hospital, so we're taking no chances and a full scale evacuation is on," he said. "We've got a tremendous amount of volunteers sandbagging and doing all these things."CBC Regina said the Red Cross is on its way, but the mayor said in the meantime, more volunteers are needed.The evacuations come even as the Trans-Canada Highway reopened from Virden to the Saskatchewan border, and clearer skies are in the forecast for flood-affected areas of western Manitoba and southeastern Saskatchewan.The stretch of the Trans-Canada had been closed due to water over the road. Chairman of the Knesset Committee for Foreign Affairs and Defense, MK Ze'ev Elkin (Likud) called for the death penalty for the murderers of Naftali Frenkel (16), Gilad Sha'ar (16), and Eyal Yifrah (19) Tuesday, as part of efforts to increase deterrence against Palestinian Arab terrorism.Speaking with Voice of Israel public radio Tuesday, Elkin called for the total demolition of the homes of the kidnapping suspects, who were named as Marwan Kawasmeh and Amar Abu-Eisha and whose homes were partially destroyed Monday night. Elkin reiterated that the home demolitions have been proven to deter future Hamas terrorists. The MK also called for death penalty for the murderers, adding that the official response to the abduction must deepen Israel's foothold in Judea and Samaria. Elkin similarly called for sovereignty over Judea and Samaria Monday night, in a heated speech at the Institute of National Security Studies think-tank in Tel Aviv.“We delayed our demand [for annexation] for the last 20 years, thinking it will bring us closer to an agreement, but that did not happen,” he said. “The Palestinians have only hardened their positions, and today there are those among us who try to convince us that a Palestinian state is in Israel's interest. When this is the position that the heads of the INSS present together with the left, it only pushes the Palestinians further from reaching an agreement”Elkin emphasized, "There is no escape from gradually annexing parts of Judea and Samaria so that everyone knows it will remain a part of Israel."Elkin is not the first MK to advocate for sovereignty over Judea and Samaria. The bodies of Eyal Yifrah, 19, from Elad; Gilad Sha'ar, 16, from Talmon; and Naftali Frenkel, also 16, from Nof Ayalon - who were murdered nearly three weeks ago by terrorists after being abducted on their way home from school - were laid to rest this afternoon in Modi'in cemetery.The roads in the area are packed with buses and private vehicles bringing reportedly hundreds of thousands hoping to pay their respects, to the point that the entrance to the city was partially blocked, with heavy traffic on Highway 443.Thousands upon thousands parked their cars on the side of the highway due to the blocked traffic, with people abandoning their cars and making their way by foot to the location of the funeral, a distance of well over half an hour in many cases.The great number of participants sat waiting for the funeral to begin, singing songs appropriate to the somber mood including words from the Psalms and other Jewish texts, and the prayer for the redemption of captives which includes a call for national redemption.The funeral ceremony began at roughly 6:40 p.m., with slightly over an hour delay apparently due to Prime Minister Binyamin Netanyahu's late arrival amid the complicated arrangements of coordinating the hundreds of thousands of participants.The three bodies, wrapped in Israeli flags, were laid beside the podium.At the start of the ceremony, the fathers of the three murdered teens recited kaddish (the prayer for the dead) together, facing the flag-draped bodies of their sons.Then spoke Rabbi Dov Zinger, Dean of Yeshiva Makor Chaim in Kfar Etzion where Naftali and Gilad studied, and from where they were returning from when they were abducted and murdered."You were abducted at the start, the very start of your lives," said the rabbi, describing the boys and their personalities. Addressing the families, the rabbi commented "you opened your hearts and your doors to us in recent days," noting how through bringing all of Israel together in sorrow - from across the religious and political spectrum - they succeeded in unifying the nation."Let us remember that saying 'two Jews, three opinions' - but one heart," remarked Rabbi Zinger. Ashkenazic Chief Rabbi David Lau in his passionate speech described how "you see the nation with so much empathy...we saw what a strong nation there is here...no one could ever harm this nation...because it's one nation with one heart.""Even if you cut off these three flowers you never will succeed, because there's a continuation. There's Gilad, Naftali and Eyal in all the people of Israel and the whole world," added Rabbi Lau. Addressing G-d, he added "No one can defeat this people, even in hard moments they stand before You in prayer. ...They don't give up on an eternal tradition."" Rest in peace, our holy brothers, rest in peace on the the land...whose many children accompany you today with a promise that we are continuing," concluded the rabbi. "The sons continues in the land that is an inheritance of their fathers, which became an inheritance of the sons."

"A spontaneous day of national mourning"

A visibly emotional Prime Minister Binyamin Netanyahu then took to the podium."In the last 18 days the figures of Eyal, Gilad and Naftali were carved on our hearts. ...This day spontaneously became a national day of mourning."The whole nation prayed for the return of the boys, and the whole nation saw the nobility of spirit, and inner strength of you, the parents," added the prime minister."The nation understood immediately the depth of the roots and the strength of spirit you possess," continued Netanyahu, turning to the parents. "We learned a lesson that will not be forgotten, of faith and firmness, of unity and sensitivity, of Judaism and humanity."Netanyahu continued "a whole nation stood together and received a reminder: who are we? why are we here?"Addressing the mothers Racheli, Bat-Galim and Iris, Netanyahu remarked "you gave the whole world a lesson about the cry of a mother," likely referencing their speech at the UN."These are despicable murderers of children, whose brothers rejoice over the spilled blood of the innocent. A deep moral abyss separates between us and our enemies. They sanctify death, we sanctify life. They sanctify cruelty, and we sanctify mercy. That's the secret to our strength, and also the basis for our unity," noted Netanyahu.
"Life has it's own strength, like a river that drags us forward, and gives us hope," concluded the Prime Minister. We prayed that that we will seem them return in peace to the families, to their homes and to us all. Sadly we were hit by the tragedy of their murder and a deep grief enveloped our people."But he said that despite the pain felt by the entire nation, the murderers' objectives would ultimately backfire."Terror is a boomerang," he declared. "It is aimed at us but it will harm those who send it."The President also echoed sentiments shared by previous speakers, praising the strength of the grieving parents amid all the tragedy."A nation blessed with mothers like Rachel, Bat Galim and Iris - dear mothers, your voices united a nation and educated a generation."You, the mothers and fathers, raised children that Israel can be proud of.  You inspired in them a love of their people. "From those snapshots a beautiful picture developed of confident young boys, sure of their way, in service of their people.""Youngsters with radiant faces, who stood tall. With a thirst for knowledge and a knowledge of prayers. Sure of their purpose and fulfilling the commandments. You showed the face of our people with a bright and painful light, our unity and its morality."Gilad, Naftali, Eyal. Wonderful boys, sons of the whole nation. Rest in peace. We will bow our heads but our spirit will not break."Before the funeral ceremony began, MK Eli Yishai (Shas) spoke to Walla!, noting that the Jewish people must maintain the unity that was established in the public outcry over the abduction.When asked what Israel intends to do in response, Yishai emphasized the need to capture the murderers, and to act against the terror infrastructure in Judea and Samaria so as to reduce their ability to harm Israel.The MK concluded by praising the bereaved families, remarking on their strong faith in G-d "that we all need to learn from."

"Ask G-d to give us strength"

Earlier, the families conducted separate services and eulogies in their respective hometowns.Eyal's tearful father Uri spoke in Elad, noting that his son "had a special love for all people."Addressing his murdered son, Uri said "you mother said you'd whisper in G-d's ear, ask him to give us strength. It will be hard without you, we need strength, ask him to give us strength. You are holy, you were holy in your life; you gave strength to so many people, now give us strength here at home."Uri noted the reports of the teens putting up a brave struggle against the armed terrorists roughly twice their age who abducted them, related that "they said that he fought them.""Our tears are just because we're human, we have hearts of flesh and blood, we love people and we have love, we have love and it will win," said Uri. Addressing the terrorist murderers, the bereaved father added "you scoundrels, your day will come."Meanwhile in Talmon, where over 1,000 were present, Gilad's sister Shirel recalled "the arguments when I tried to wake you up, but even when you got upset you did it respectfully.""May you be the last on the list. Gilad I'll always remember you," concluded the young sister tearfully.Gilad's father Ofir then spoke, movingly relating how "I sit in your room, I look at your bar mitzvah photo album, and refuse to digest it.""How can your life be concentrated into a few words," remarked the bereaved father, adding "great strength was required from me and your mother, which we drew on from the nation of Israel." Ofir spoke about how he used to hold his tallit (prayer shawl) over himself and Gilad during birkat hakohanim (the priestly blessing) in the prayer services, as is customary, at which point he choked up and was joined by his wife.Gathering strength, Ofir went on to praise his son, as well as Eyal and Naftali, over how amid the tragedy they succeeded in unifying the nation, hailing him as "a hero of Israel while still in your youth."

"You will always be our son"

In Sha'alvim, the hometown of the Frenkel family located near Modi'in, Naftali's father Avraham spoke, praising his son and the other two terror victims for "paving the way for us to learn to be better people". Remarking on Naftali's late grandfather Ya'akov, with whom Naftali shares his middle name, Avraham recalled how he told his grandson at his own bar mitzvah to be a good person and a good Jew. He honored his son for having lived up to his grandfather's words."Mom and me and the rest of the family, we don't forget not even for a moment, you're our child, and you always will be, rest in peace my dear son," concluded the bereaved father.Naftali's mother Racheli then spoke up, condemning the terrorists who murdered her son as being out on a "hunting drive."She praised her son and the other two teens as being "poster children" to show the heights of human nature in complete opposition to their depraved murderers."From the first day, we told ourselves that even if it ends badly, G-d has rewarded us," said Racheli, noting their strong and caring family, and wonderful community."Rest in peace my child. We'll learn to sing without you. Your voice will also be heard in our souls," she concluded.Aviezri Frenkel, Naftali's grandfather, addressed the government in his eulogy, calling on it to take a strategic and not a tactical move in responding to terrorism with a strong hand."We need to let our neighbors and enemies know we are here to stay," declared Aviezri.

On May 5, Nanaimo's city council voted 8 to 1 to ban a Christian-themed leadership conference that was scheduled for their city's convention centre just four days later.City councilors condemned the event as “hateful”, compared it to the Nigerian terrorist group Boko Haram, and said the decision to ban the event from public property was no different than if they had voted to ban an organized crime ring, too.It was vicious. But nothing came close to the vile bigotry spewed at that meaning by Nanaimo councilor Jim Kipp. He didn't beat around the bush – he was against Christians, especially “strong Christians”. He's the one who compared them to terrorists and criminals.

The spread of the Islamic State of Iraq and the Levant (ISIS) through Iraq has not eluded the Jewish state's notice, Foreign Minister Avigdor Liberman (Yisrael Beytenu) said Monday.According to Liberman, regional stability is important enough to prompt financial help from Israel to Jordan, if necessary, to prevent ISIS from reaching the Jewish state."Jordan's stability is a vital interest of the State of Israel," Liberman stated, in a meeting with German Foreign Minister Frank-Walter Steinmeier. "Without going into details, we will do everything to maintain the stability of Jordan."

Steinmeier agreed.

"ISIS in Iraq constitutes a serious threat to the territorial integrity of Iraq and the entire region," he said. He urged that the entire international community must work so that "ISIS cannot tighten its grip [on the Middle East] and the caliphate it declared does not turn into a center for terror and violence." "We have seen from clashes in the Golan Heights how events in the region can affect the security of Israel," Steinmeier continued. "We must ensure that a solution is found for the internal problems in Iraq, and establish a government that will represent proportionally all communities and factions to detract support for ISIS from the Sunni population." On Sunday, former National Security Council director Yaakov Amidror warned against ISIS moving in on Jordan and posing a threat to Israel, adding that if Jordan requested Israeli assistance in preventing its border with Iraq from being overrun by ISIS, Israel would have little choice but to help.ISIS on Sunday declared it had established a "caliphate", or Islamist state, straddling Iraq and Syria.The jihadists said the state would spread from Aleppo in northern Syria to Diyala in eastern Iraq, and ordered Muslims in those areas to pay allegiance to the group.In Syria, ISIS fighters already control large swathes of territory in Deir Ezzor near the Iraq border, in Raqa in the north, as well as parts of neighboring Aleppo province.In Iraq, they have spearheaded a lightning offensive, capturing sizable territories in the north and west of the conflict-torn country.Prime Minister Binyamin Netanyahu also voiced concern over "the powerful wave triggered by ISIS, which could reach Jordan in a very short time" Sunday, in a speech calling for independence for Kurdish Pashmerga forces fighting the terrorist group. "We must be able to stop the terrorism and fundamentalism that can reach us from the east at the Jordan line and not in the suburbs of Tel Aviv," he added.

On Sunday night, at a high-profile conference, Benjamin Netanyahu delivered what was essentially his “Bar-Ilan 3″ speech – a foreign policy address that outlined his government’s policy regarding the conflict with the Palestinians. But while other speakers at the conference put forth new ideas on how to break the impasse in the peace process, the prime minister, despite stating his commitment to a two-state solution, announced a set of policies that would make such a solution even harder to achieve.The conference, held by the Institute for National Security Studies and titled “In the Absence of Progress toward a Final Status Agreement: Options for Israel,” was the ideal venue for Netanyahu to lay down a new vision for the future now that the US-brokered peace talks have collapsed and a Palestinian unity government has been established. He utilized it to announce the construction of a security fence on Israel’s border with Jordan, and to insist that the IDF must maintain overall security responsibility for the entire West Bank in the foreseeable future. Rather than explaining how he intends to implement his first Bar-Ilan speech of 2009, in which he envisaged the creation of a Palestinian state, he fueled the right wing’s hopes that there will never be a Palestinian state between the river and the sea.Before Netanyahu took the podium at the prestigious think thank in Tel Aviv, its director, retired general Amos Yadlin, a former military intelligence chief, laid out his Plan B, to be implemented in the likely scenario that Israeli and Palestinian leaders fail to bridge their gaps and sign a peace agreement. He called for Israeli “redeployment” — in other words, a unilateral withdrawal from most of the West Bank that could facilitate, if not the end of the conflict, at least a two-state reality that would forestall the binational state scenario.If Jerusalem finds that it has no Palestinian partner with which to sign an accord, “Israel will initiate a long-term program to independently draw Israel’s borders in coordination with its allies,” Yadlin suggested. “This program will signal the state’s willingness to relinquish sovereignty over 80 to 90 percent of the West Bank, a willingness that will be also be exercised on the ground.” Israel’s new borders would be based on the security fence in the West Bank, but the Jordan Valley and the entire city of Jerusalem should remain under Israeli sovereignty, Yadlin recommended.“Israel needs to have an alternative plan, because we don’t want to remain with the status quo,” Yadlin continued. He didn’t fear the current state of affairs in Israel and the West Bank as much as others in the international community did, he clarified. But, he cautioned, “if managed unwisely,” the status quo will harm Israel in the long run, causing delegitimization, boycotts, economic woes and eventually a one-state solution that would spell the end to Israel’s Jewish and democratic character.“As we’ve always done in the history of Zionism, we need to take the initiative, to move on to a proactive policy, to stop buying time and to start enacting a policy that will benefit us,” Yadlin said. An Israeli “redeployment” would be no gift to the Palestinians, the veteran military analyst asserted, but would ultimately serve Israel’s interest.To be sure, the idea that Israelis need to take their destiny in their own hands and unilaterally withdraw from large parts of the West Bank has been gaining traction for months now. It has many supporters, including former close advisers to Netanyahu such as Yoaz Hendel and Michael Oren.Yadlin himself has spoken about his Plan B several times in the past, yet never in quite so prominent a venue: a half-day conference keynoted by the prime minister. In between Yadlin’s presentation and Netanyahu’s speech, a panel comprising prominent Israeli lawmakers from various parties discussed a possible Israeli withdrawal, and alternatives to it, wondering whether the prime minister would pick up the gauntlet and offer something new on the future of Israeli-Palestinian relations.But Yadlin and others who hoped that Netanyahu would agree that Israel needs to proactively shape its own borders were disappointed. The prime minister spoke for 25 minutes, and delivered headlines by calling for an independent Kurdistan, but there was nary a word about how Israel could draw closer to implementing the two-state solution he himself has in the past endorsed as a key policy point.Declaring that “the forces of fanatical Islam” — in the form of Sunni ISIL militants in Iraq and Syria, as well as Iran — “are already knocking on our door,” the prime minister called for the construction of “a security fence on our eastern border, and to build it gradually all the way from Eilat to merge with the security fence that we’ve been building over the last two years in the Golan Heights.”Such a plan implicitly suggests that the Jordan River would become Israel’s eastern border, and it leaves little room for an independent Palestine, a senior Israeli official acknowledged in a private conversation. Whether intended or not, erecting a border fence always signals a state’s intention to draw a final border, the official said. It certainly won’t bring Israel closer to a negotiated two-state solution, since the Palestinians have insisted that even if short-term security arrangements keep the Jordan Valley out of their hands for a limited time, they eventually expect to be granted control of the border with Jordan.Another senior government official, however, rejected this assessment. “The political border between us and the Palestinians will be determined in the negotiating room. But what the prime minister made clear last night is that Israel’s will have a security presence on the Jordan River,” the official said. Jerusalem’s plans to construct the fence along Israel’s border with the Hashemite kingdom are nothing new and were discussed with the Americans during the recently halted peace talks, the official added.During his speech Sunday, Netanyahu interpreted his seminal first Bar Ilan speech, in which he agreed, in principle, to a demilitarized Palestinian state that recognized Israel as the nation-state of the Jewish people. (He gave a second Bar Ilan speech last October.) ‘Netanyahu does not believe in the creation of a Palestinian state under the current circumstances’“What does ‘demilitarized’ mean?” he asked Sunday. Answering his own question, he said that “in light of what’s happening in our surroundings,” only Israel can be responsible for security in the entire West Bank, to make sure terrorism is intercepted at the Jordan River and not on the outskirts of Tel Aviv. “It must be clear that in every future agreement with the Palestinians, Israel will need to retain military control in the territory up to the Jordan River for a very long time.”Israeli media didn’t pay much attention to that part of Netanyahu’s speech, as his statement on the Kurds appeared far more piquant. But Israeli right wingers who read between the lines found reason to rejoice over the prime minister’s words.“Two of Netanyahu’s assertions yesterday, when combined, are very significant,” said Dani Dayan, the chief foreign envoy of the settler movement’s Yesha Council and an advocate for a single-state solution. First, when speaking about the need for a fence, the prime minister referred to the Jordan River as Israel’s “eastern border.” Second, Dayan pointed out, Netanyahu claimed that only the Israeli army can provide security in the West Bank, and that only Israel’s presence there prevents the Palestinian Authority from collapsing.“The two combined,” Dayan asserted, “show Netanyahu does not believe the creation of a Palestinian state is possible under the current circumstances, falling just a few steps short of retracting his Bar Ilan speech.”
