Israel says close to forging new ties across Arab world

JERUSALEM (Reuters) - Israel is holding secret talks with some Arab states that do not recognize it, looking to establish diplomatic ties based on a common fear of Iran, Israeli Foreign Minister Avigdor Lieberman said on Monday.Amongst the countries he was in contact with were Saudi Arabia and Kuwait, Lieberman told newspaper Yedioth Ahronoth - the first such disclosure by a senior Israeli official.The two nations swiftly denied the existence of any talks with Israel.Both these states, along with most other Arab nations, have traditionally been highly hostile towards Israel, which has only signed peace deals with two neighbors - Egypt and Jordan.However, anti-Israeli sentiment was being superseded by a growing concern over Iran's nuclear program, Tehran's regional allies, and the menace of Islamist militancy, Lieberman said."For the first time there is an understanding there that the real threat is not Israel, the Jews or Zionism. It is Iran, global jihad, (Lebanese Shi'ite guerrilla group) Hezbollah and al Qaeda," the foreign minister said."There are contacts, there are talks, but we are very close to the stage in which within a year or 18 months it will no longer be secret, it will be conducted openly," added Lieberman, who is a far rightist in the coalition government.Lieberman said he was in touch with "moderate" Arabs - a term Israelis often use for Sunni states in the Gulf and elsewhere in the Middle East that align with U.S. interests. Nuclear export group debates ties with Israel: document

VIENNA (Reuters) - The United States and three European allies want a global body controlling nuclear exports to consider whether to establish closer ties with non-members including Israel, despite its assumed atomic arsenal, a confidential document showed.The issue is sensitive as Israel is outside a 1970 international pact designed to prevent the spread of nuclear weapons and the Jewish state is widely believed to be the only country with such arms in the volatile Middle East.Arab states and Iran often criticize Israel for not signing up to the nuclear Non-Proliferation Treaty. Israel and Washington say it is Iran, which is in the 189-nation NPT, that poses the region's most urgent proliferation threat, although Tehran says its program is for peaceful uses only.With the spread of nuclear technology, and the fears of it falling into the hands of militants or states the West fears could illicitly work on a weapons program, trade transparency and cooperation are seen as becoming more important.In view of this, the United States, Britain and the Czech Republic sponsored a Dutch paper submitted ahead of a meeting last week of the Nuclear Suppliers Group (NSG), set up in 1975 to ensure that civilian nuclear exports are not diverted for military purposes. All members have signed the NPT."With technology progressing at an ever increasing rate, globalised supply chains, and more and more countries developing nuclear and dual use capabilities, the possibility of trade in nuclear related goods between governments not participating in the NSG is becoming more and more likely," the paper said."In order to stay ahead of the curve, the NSG's goals - to control the export of nuclear sensitive goods - might be best served by an open-minded approach aimed at cooperation with non-NSG members and promoting transparency of the NSG guidelines."The discussion paper, seen by Reuters, outlined different types of "possible benefits the NSG could consider granting" a country that is adhering to its trade guidelines even though it is not in the secretive 48-nation grouping.These could include sharing of information, access to NSG meetings and "facilitated export arrangements", suggesting possible access to some nuclear trade with NSG countries, for example related to safety.

Currently, Israel is the only non-NSG country that fulfils the criteria regarding "adherence" to its guidelines although India and Pakistan have informally indicated that they also follow them, the Dutch Foreign Ministry document said.The NSG groups Western countries with nuclear energy programs as well as Russia, China, some South American nations and others but it has no members from the Middle East.A former Israeli nuclear official who declined to be named said Israel for years had tried to get the NSG to recognize it as a so-called adherent country "on the strength of the justified truth that Israel is a responsible state". But some members, including South Africa, "won't even give us an inch".Nuclear expert Mark Hibbs said such an acknowledgement by the NSG would be important for Israel. "It would be a recognition from a very important nuclear non-proliferation related body that Israel is a responsible nuclear state," Hibbs, of the Carnegie Endowment think-tank, said.Like Israel, Pakistan and India have both refused to sign the NPT, which would oblige them to scrap their nuclear weapons.Washington, London and others say India should be allowed to join the NSG, arguing that it qualifies because of the size of its civilian atomic industry and its commitment to stopping the spread of military material. His questions - which started with “Am I like…” - obviously moved the crowd; there is no other way to explain the silence that accompanied the Pope’s brief but intense reflection. Some tried to play down Francis’ homily as “similar to those pronounced in many parishes this Sunday”. But this is coming from individuals who never lose a chance to talk down the Argentinian Pope’s words, probably because they are incapable of understanding that it is possible to be profound and simple at the same time.“It would do us good to ask ourselves one question: Who am I before the Lord, who am I before Jesus who enters a Jerusalem during a time of celebration? Am I able to express my joy and shout it to the world or do I take my distance? Who am I before the suffering Jesus? We have heard so many names. The group of leaders, the Pharisees, experts in the law who decided to kill him and were waiting for the opportune moment to get him. His seriousness was mistaken for tiredness or a bad mood by those who are not able to understand that for those who have faith, reliving Jesus’ Passion is no walk in the park and that the liturgy is not a show. At the end of the mass Francis spent a long while in St. Peter’s Square socializing and joking with the many young people present. Indeed, the Pope did not look serious because he was tired or in a bad mood. He was simply in deep concentration as he always is when celebrating one of the mysteries. This is something some Vatican observers fail to grasp, but simple faithful understand fully and they made this clear with their silence and presence.

MAALOULA, Syria (Reuters) - Syrian soldiers backed by Hezbollah fighters recaptured the town of Maaloula, north of Damascus, on Monday, military sources and state television said, further squeezing rebels' supply routes through the Qalamoun mountains into Lebanon.Islamist fighters, some from the al Qaeda-linked Nusra Front, had taken over part of the ancient Christian town in December and held several nuns captive until releasing them in March in a prisoner-exchange deal.Government forces have recaptured several rebel-held areas and border towns in recent months, closing off supply routes from Lebanon and securing the main highway leading north from Damascus toward central Syria, Homs and the Mediterranean."They are inside Maaloula now. It is under their complete control, including the monastery of Mar Thecla," said a military source in contact with government fighters on the ground.At another ancient Christian site, Mar Sarkis - a Greek Orthodox monastery dating back to the fourth century and located on a hilltop above Maaloula - a Reuters witness saw crosses and pictures of saints smashed and covered with dust on the floor."God willing, the army will be able to free all of the Qalamoun area within days," a Syrian army officer in Maaloula told Reuters. "Most of the terrorists have been killed and others fled to nearby villages."We can say that 80 percent of Qalamoun is under the control of the Syrian army."Syrian state television aired pictures of bodies it said were Nusra fighters killed during the offensive.Maaloula, 5 km (3 miles) from the main road linking Damascus to Homs, has changed hands at least four times in attacks and counter-assaults by rebels and government forces.Control of the road would help secure President Bashar al-Assad's grip over central Syria, and would also enable safe passage for hundreds of metric tons of chemical agents that are due to be shipped out of the country this year to be destroyed.Assad, who appeared on the verge of defeat last year, said on Sunday that the conflict was at a "turning point" in his favor.In Washington, State Department spokeswoman Jen Psaki rejected his view."Our analysis remains what it has been, that this is a war of attrition, and neither side has been able to deliver or hold onto significant gains," she told reporters.In the last few weeks, Assad's forces have recaptured strategic towns along the Lebanese border, including Yabroud and Rankous near Maaloula.Maaloula's churches and monasteries attracted both Christian and Muslim pilgrims before the conflict. Obama blasts Russia in tense call with Putin over Ukraine

WASHINGTON (Reuters) - U.S. President Barack Obama told Russian President Vladimir Putin on Monday that Russia's actions in Ukraine were not conducive to a diplomatic solution of the crisis in that country, and the White House warned that Moscow would suffer further costs for its behavior.
Obama spoke to Putin at the Russians' request, a senior administration official said, describing the call as "frank and direct," a diplomatic construction that usually means tense."The president made clear that the diplomatic path was open and our preferred way ahead, but that Russia's actions are neither consistent with or conducive to that," the official said.Obama told Putin that Kiev had made "real offers" to address concerns about the decentralization of powers to local governments in the country."That is a matter for Ukrainians to decide," the official said. "We have always and will continue to support an inclusive process."Earlier, U.S. officials stopped short of announcing a new set of sanctions against Russia but said they were in consultations with European partners about the prospect.The European Union agreed on Monday to step up sanctions against Moscow by expanding a list of people subjected to asset freezes and visa bans."Russia continues to engage in provocative actions in eastern Ukraine. The mere presence of the troops, in addition to what else they've done inside Ukraine, creates a threat of destabilization within Ukraine," White House spokesman Jay Carney told reporters."I can assure you that Russia's provocations - further transgressions and provocations will come with a cost. Ukraine struggles as east slips out of its control

HORLIVKA, Ukraine (AP) — The fuel is local, but the matches are Russian. That in a nutshell is how the insurgency threatening the survival of Ukraine as a unified state is increasingly unfolding.Over the past 10 days, more than a dozen government offices in eastern Ukraine have been taken over by pro-Russian forces, with most of the seizures following the same pattern. Aggressive gangs, sometimes carrying firearms and wearing military fatigues, storm the buildings. The Ukrainian flag is replaced with a Russian one. Then local men move in to hold them.Those capturing the buildings insist they are carrying out the will of the people and have demanded a referendum on autonomy for the eastern Donetsk region. Relatively small numbers have hit the streets in support, however, and it is increasingly evident the purported uprising is far from spontaneous and is being carried out with unerring coordination.Russia has tens of thousands of troops massed along Ukraine's eastern border. Western governments accuse Moscow of fueling the unrest and worry that the specter of bloodshed could be used as a pretext for a Russian invasion, in a repeat of events in Crimea a few weeks ago.The Ukrainian government's inability to quash the pro-Russian insurgency was highlighted by acting President Oleksandr Turchynov's call Monday for the deployment of United Nations peacekeeping troops in the east of his country. He said the presence of Russian meddling was clear in the unrest gripping his country."The Russian Federation is sending special units to the east of our country, which seize administrative buildings with the use of weapons and are putting the lives of hundreds of thousands of our citizens in danger," Turchynov said, according to the presidential web-site.Peacekeepers, however, would have to be authorized by the U.N. Security Council, where Russia holds a veto.Pro-Russian activists point to what they say is an aggressively nationalistic government as justification for their actions. The Cabinet in charge since the overthrow of President Viktor Yanukovych in February includes some nationalist figures, but there is no substantive evidence the Russian-speaking population has been subject to any widespread intimidation in recent weeks.The relative ease with which pro-Russian groups have been able to overwhelm resistance was in full display Monday in the Donetsk region city of Horlivka.Hundreds of local people gathered in a square in front of the local police station. Oleksandr Sapunov, who described himself as the head of a public self-defense unit in Horlivka, said the crowd was fighting against appointees of the Kiev government, including the local police chief."The people came to tell him that he is a puppet of the Kiev junta and they won't accept him," Sapunov said.Then came the moment for the switchover of the flag from Ukrainian to Russian. But in Horlivka, the head of the police force came to the ledge, chasing the man with Russian tricolor and knocking him 20 feet (6 meters) to the ground, where he banged his head.The crowd vented its fury. Within seconds, the people hurled stones. The police inside sought to disperse them with stun grenades and by firing guns into the air, but the building was taken within about an hour.Shortly afterward, men in fatigues marched the chief of police, blood gushing from his head, to an ambulance outside. The onlookers shouted "Donbass! Donbass!" the name of the Donetsk region, and "Ros-si-ya," or Russia.Details of another assault also followed a similar script.In the town of Slovyansk, a dozen armed men, many in new-looking military fatigues, swiftly and professionally secured control over the police station Saturday. A day later, local guys wearing regular clothes stood watch, using weapons raided from police stores.Beyond a barricade blocking the road to the police headquarters, a few hundred people chanted calls for a referendum on autonomy and gave renditions of the Russian anthem.These episodes have fed into accusations from the government in Kiev and Western officials that protests are being instigated by the Kremlin and that some of the insurgents are in fact Russian agents.Boris Grozovsky, a commentator with the independent Russian website Colta.ru, used the fuel and matches analogy to underscore the apparent involvement of outside agents."In all the cities in Ukraine where there have been disturbances, it is always outsiders that have acted as the armed attackers and provocateurs," he said.
Russian Foreign Minister Sergey Lavrov again denied Monday that Russian agents were operating in eastern Ukraine, saying it would contradict Moscow's interests. He challenged Ukraine "not to be shy" about backing its claims of capturing Russian security officers with facts.Eyewitnesses have reported multiple sightings of camouflaged militia similar to those seen in Crimea before that peninsula's annexation and which are widely believed to have been following order from Moscow."These armed units ... raised Russian and separatist flags over seized buildings and have called referendums and union with Russia," U.S. Ambassador Samantha Power said during a UN Security Council session Sunday. "We know who is behind this."Ever since Yanukovych fled to Russia in late February, the Kremlin has demanded constitutional reforms that would turn Ukraine into a loose federal state.Dmitry Peskov, the spokesman for Russian President Vladimir Putin, was quoted by Russian news agencies as saying Monday that Putin has received "numerous appeals" from eastern Ukraine "asking him to help and interfere in one way or another." Peskov added that Putin was "watching the developments in those regions with great concern" but wouldn't elaborate.Meanwhile, Putin urged President Barack Obama to discourage the Ukrainian government from using force against protesters in the country's east.The Kremlin said in a statement following Monday's conversation that the Russian leader rejected the claims of Russian agents' involvement in protests as "speculations based on unreliable information." Putin said the protests vented public anger about the Ukrainian government's reluctance to recognize the interests of Russian speakers in the east. In a development that could help fuel recurring Russian allegation of U.S. interference, White House press secretary Jay Carney confirmed Monday that CIA chief John Brennan had visited Ukraine over the weekend. The CIA denied Brennan had used his trip to advise Ukrainian authorities on tactical operations. After refusing demands for a referendum by breakaway supporters in the east, Turchynov indicated Monday that holding a nationwide referendum on the country's status was a possibility and that such a vote could be conducted on May 25, along with presidential elections.Turchynov expressed confidence that Ukrainians would vote against turning the country into a federation and against its break-up. VALPARAISO, Chile (AP) — Helicopters and airplanes dumped water on wildfires and the smoldering wreckage of hilltop neighborhoods around Valparaiso for a third straight day Monday as sailors in riot gear stood ready to evacuate 700 more families whose homes could be lost if the winds shifted.Already 8,000 people were homeless as wildfires sent burning embers flying from hilltop to hilltop. A 15th body was found, and the toll of destroyed homes rose to more than 2,150. As smoke rose from smoldering ruins all over the picturesque coastal city, many compared the scene to Dante's inferno.Some people made their way home after days without sleep, only to discover ruins. The fires, so hot they created their own fierce winds, consumed a few entire neighborhoods. In other districts, some houses stood unscathed but remained in danger from glowing embers carried by the shifting winds."We are looking at the largest air operation ever assembled against a fire like this," Chilean President Michelle Bachelet said. She said the blazes had grown to "dimensions never before seen."Chile's forestry agency predicted it would take three weeks to completely stamp out the fires, which began Saturday in a forested ravine and quickly spread into ramshackle housing on one of Valparaiso's 42 hills.Hot dry winds blowing out to sea whipped embers onto other neighborhoods on six densely populated hills where people live in poorly constructed homes without municipal water or sewer connections, fire hydrants or streets wide enough for emergency vehicles.On Monday, there was no end in sight.
