Freescale Semiconductor's Malaysian branch is not able to reveal details of their staff members on board MH370, according to local news reports. However, Freescale's president and chief executive officer Gregg Lowe, in a statement, confirmed that "Twelve are from Malaysia and eight are from China.""At present, we are solely focused on our employees and their families," said Lowe. "Our thoughts and prayers are with those affected by this tragic event."Freescale Semiconductor's vice president, global communications and investor relations, Mitch Haws told media that: "The 20 employees were people with a lot of experience and technical background. It's definitely a loss for the company."The sole adult American, Philip Wood, 51, is an IBM technical storage executive who started working in Kuala Lumpur, Malaysia, just three months ago, according to his LinkedIn profile.

According to the New York Times, "the names of two passengers listed on the flight's manifest, passengers 63 and 101, match the names of two passports that were stolen in Asia a few years ago. The passports belonged to two men - one Austrian and one Italian - who authorities have confirmed were not on Malaysia Airlines flight MH370 and are in fact alive."

They are looking into all possible reasons for this around turn including the possibility of terrorism, he said. "Malaysia is working with foreign intelligence agencies including the FBI and counter-terrorism units on this."

The Laser Weapon System (LaWS), which will be used to protect vessels from drones and other small aircraft, will be deployed this summer with the USS Ponce, the technology website Ars Technica reported. LaWS accomplishes its task by causing a drone’s sensors to malfunction or, with enough energy, bursting it into flames.“The effects are scalable,” Navy Capt. Mike Ziv, the Naval Sea Systems Command’s program manager for directed energy and electric weapons, told Armed With Science, a Department of Defense blog. “In some cases [the weapon’s effects are] reversible, and in some cases it can be used for destruction.”In May 2013 the system successfully completed a test to target, blind, and then destroy a drone in flight from the deck of a ship, Ars Technica reported. The defence official said the Topol, a road-mobile missile, was last tested by Russia on December 28.The missile was first put into service in the 1980s and then repeatedly modified. It is referred to as the SS-25 Sickle by NATO and has a reported maximum range of 10,000km.The defence official provided no details of the missile's advanced features, saying only that it was launched from Russia's Kapustin Yar rocket launch site near the southern city of Volgograd, according to the Agence France Presse news agency.Russia has been testing warheads that could evade a missile defence shield the United States is deploying together with NATO in Europe over Russia's strong objections.The Russian defence official said the test was designed to check the warhead's ability to "penetrate missile defence systems".The test was conducted amid a fierce standoff between Russia and the West over Ukraine, whose Crimean peninsula has been taken under de facto control by Kremlin-backed troops since the February 22 ouster of Moscow-backed president Viktor Yanukovych.A US official said that Russia had notified Washington of the missile test in advance."We have been notified of this test earlier this week. In the absence of new information on the location and fate of the plane, there is no shortage of conspiracy theories.According to one of the newest the plane did not crash into the southern Indian Ocean but was captured. MH370 could have been kidnapped to get to the technical brain-trust on board – 20 Freescale Semiconductor employees travelling to China.Freescale attracted attention because it is a Texas-based technology firm that develops components for hi-tech weapons systems and aircraft navigation among other things.Interestingly, that leading innovative company has been oddly unwilling to provide information on the missing people. Only the nationalities of the employees were made public: 12 of them were from Malaysia and eight from China. However, Freescale has persistently declined to release their identities. “Out of respect for the families’ privacy during this difficult time, we will not be releasing the names of the employees who were on board the flight at this time,” Freescale spokeswoman Jacey Zuniga said.Nevertheless, Mitch Haws, Freescale’s vice president, described them as “people with a lot of experience and technical background,” adding that “they were very important.” According to Reuters, the vanished employees were engineers or specialists involved in projects to streamline and cut costs at key manufacturing facilities in China and Malaysia.Beforeitsnews.com alleged that “it is conceivable that the Malaysia Airlines Flight MH370 plane is “cloaked,” hiding with hi-tech electronic warfare weaponry that exists and is used. Where were the people taken? Conspiracy theorists believe the passengers of flight MH370 are being held at Diego Garcia, a strategically important and secret US base near the Maldives. It is a remote island in the middle of the Indian Ocean and it has a runway long enough to land a Boeing 777. Could it have been a coincidence that this destination was programmed into the home flight simulator of captain Zaharie Ahmad Shah, the pilot of the missing Malaysia Airlines plane? According to the Daily Mail, residents of the Kuda Huvadhoo island, the Maldives, reported seeing a plane on the morning of the disappearance of MH370. Eyewitness told the British tabloid: “I’ve never seen a jet flying so low over our island before. We’ve seen seaplanes, but I’m sure that this was not one of those. I could even make out the doors on the plane clearly. It’s not just me either, several other residents have reported seeing the exact same thing. Some people got out of their houses to see what was causing the tremendous noise too.” The Boeing 777 carrying 239 people was en route from Kuala Lumpur to Beijing when it went missing on March 8. Early in the investigation it was revealed that two passengers from Iran were travelling on stolen European passports. That fueled concern that the disappearance was linked to terrorism.

KUALA LUMPUR/PERTH (Reuters) - The last words from the cockpit of a missing Malaysian jet were a standard "Good night Malaysian three seven zero", Malaysian authorities said, changing their account of the critical last communication from a more casual "All right, good night".Malaysia on Tuesday released the full transcript of communications between the Boeing 777 and local air traffic control before it dropped from civilian radar in the early hours of March 8 as it flew from Kuala Lumpur to Beijing.The correction comes as Malaysian authorities face heavy criticism, particularly from China, for mismanaging the search, now in its fourth fruitless week, and holding back information. Most of the 239 people on board the flight were Chinese."There is no indication of anything abnormal in the transcript," Malaysian Acting Transport Minister Hishammuddin Hussein said in the statement, without giving explanation for the changes in the reported last communication."The transcript was initially held as part of the police investigation," he added.Minutes after the final radio transmission was received the plane's communications were cut off and it turned back across Peninsular Malaysia and headed towards the Indian Ocean, according to military radar and limited satellite data.The search is now focused on a vast, inhospitable swathe of the southern Indian Ocean west of the Australian city of Perth, but an international team of planes and ships have so far failed to spot any sign of the jetliner."In this case, the last known position was a long, long way from where the aircraft appears to have gone," retired Air Chief Marshal Angus Houston, the head of the Australian agency coordinating the operation, told reporters in Perth."It's very complex, it's very demanding and we don't have hard information like we might normally have," he said.Malaysia says the plane was likely diverted deliberately, probably by a skilled aviator, leading to speculation of involvement by one or more of the pilots. Nine ships and 10 aircraft resumed the hunt for wreckage from MH370 on Tuesday, hoping to recover more than the fishing gear and other flotsam found since Australian authorities moved the search 1,100 km (685 miles) north after new analysis of radar and satellite data.Houston said the challenging search, in an area the size of Ireland, would continue based on the imperfect information with which they had to work."But, inevitably, if we don't find any wreckage on the surface, we are eventually going to have to, probably in consultation with everybody who has a stake in this, review what to do next," he said.Using faint, hourly satellite signals gathered by British firm Inmarsat PLC and radar data from early in its flight, investigators have only estimates of the speed the aircraft was travelling and no certainty of its altitude, Houston said.Satellite imagery of the new search area had not given "anything better than low confidence of finding anything", said Mick Kinley, another search official in Perth.Malaysian Prime Minister Najib Razak will travel to Perth late on Wednesday to see the operation first hand. Malaysia Airlines has reviewed security procedures following the disappearance of MH370 and will now insist that an extra crew member steps inside the cockpit if one of a plane's two pilots takes a lavatory break.As the multinational search for the Boeing 777 in the Indian Ocean failed to produce evidence of debris, the airline confirmed it had introduced stricter measures for pilots in the week after its plane went missing on March 8.The rules, which follow measures to tighten security at Malaysian airports, reportedly require crew members to enter the cockpit whenever a pilot is alone and to stand guard at the cockpit door when it is opened during service of food.A spokeswoman told The Telegraph the airline had "increased security and enhanced monitoring procedures on-board all our aircraft" but said the details could not be released.The search for MH370 in the southern Indian Ocean continued on Monday but failed to find any confirmed wreckage. Three orange objects were retrieved and found to be fishing equipment.An Australian naval ship carrying a United States black box locator set off for the search area from Perth and will arrive on April 3, just days before the black box's pinger runs out of battery life. Give us our relatives back".However, in a lengthy editorial the English-language China Daily on Monday warned against directing "irrational words and behaviour" at the Malaysian government.Such actions could harm China's "national interests, making all Chinese people pay for the tragedy.""No matter how distressed we are and how many details that are not clear, it is certain that flight MH370 crashed in the Indian Ocean and no one on board survived.""Although the Malaysian government's handling of the crisis has been quite clumsy, we need to understand this is perhaps the most bizarre incident in Asian civil aviation history. And confronted with this unprecedented crisis, it is understandable that as a developing country, the Malaysia government felt completely at a loss," the China Daily added.There was further confusion about the flight on Monday after Malaysian authorities refused to confirm the precise wording of the final cockpit sign-off.The government initially said the co-pilot's send-off was "all right, good night", but a transcript reportedly shown to Chinese families said it was "good night Malaysia 370".An official source told The Telegraph the send-off was "a red herring", saying investigators found nothing strange about the wording or tone of voice but believe the disabling of the plane's communications and its strange route were deliberate actions.

A T-72B Russian tank manouvers shortly after Russian tanks arrived at a train station in the Crimean settlement of Gvardeiskoye-BRUSSELS (Reuters) - NATO will decide new steps on Tuesday to reinforce eastern European countries worried by Russia's annexation of Crimea, and on how to bolster Ukraine's armed forces.Diplomats said NATO foreign ministers will look at options ranging from stepped-up military exercises and sending more forces to eastern members states, to the permanent basing of alliance forces there - a step Moscow would view as provocative.Ministers from the 28 alliance members are meeting in Brussels for the first time since Russia's military occupation and annexation of Ukraine's Crimea region caused the worst East-West crisis since the Cold War.While the United States and its allies have made clear they will not intervene militarily in Ukraine, which does not belong to NATO, they have scrambled to reassure anxious NATO members in eastern Europe, particularly ex-Soviet republics in the Baltics, that they are sheltered by the alliance's security umbrella.The United States has increased the number of U.S. aircraft in regular NATO air patrols over the Baltic States and beefed up a previously planned training exercise with the Polish air force.U.S. Ambassador to NATO Douglas Lute said the ministers, including Secretary of State John Kerry, would discuss further measures to reassure the eastern European allies."They will talk about ... what more can be done to amplify the measures that have been taken already and to sustain them over time so that these measures are not simply short-term gestures," Lute told a news conference.Since 1999, when it began admitting former members of the Soviet- led Warsaw Pact, NATO has had a self-imposed restriction on permanently basing alliance forces in eastern Europe. However, Poland and Romania have agreed to host parts of the U.S. anti-ballistic missile shield and NATO air forces take turns to provide air cover over the Baltic states.A senior NATO diplomat said the Crimean crisis would probably lead to the issue of permanent bases being discussed. "I think that these are the sorts of things that ministers are likely to talk about in the next couple of days," he said.The ministers' meeting continues on Wednesday, although it is due to discuss Afghanistan then.

FLAUNTING RUSSIA'S GRIP

Prime Minister Dmitry Medvedev flaunted Russia's grip on Crimea by flying to the region and holding a government meeting there on Monday. But in a gesture that could ease tension, Moscow said it had pulled some troops back from near Ukraine's eastern border.Ben Rhodes, White House deputy national security adviser, told reporters last week that the United States would increase temporary deployments of ground and naval forces to NATO allies in eastern Europe. "We expect other European partners to step up and join us in doing so," he said.U.S. forces in Europe have fallen from just over 300,000 in the final years of the Cold War to about 100,000 in 2005. The number is estimated at about 80,000 in 2014, including 14,000 civilians, according to the U.S. military's European Command.Many European allies have slashed military spending in response to the financial crisis and the United States also recently unveiled cuts. Washington is pressing European allies to reverse the cuts, but is likely to face an uphill struggle.Ministers will review NATO's cooperation with Russia, but it was unclear if they would announce further steps on Tuesday.NATO announced soon after the Crimean crisis broke that it would no longer hold lower-level meetings with Russian counterparts and would suspend planning for a joint mission linked to Syrian chemical weapons. Leiden - The European Union’s awkward efforts to shape events in Ukraine and to deter Russia from taking actions that threaten the EU’s interests and values there, like the EU’s massive failures in the former Yugoslavia two decades ago, yield one undeniable lesson: the European Union must learn to think and act strategically.Given Russia’s new assertiveness and the inevitability of the United States’ ‘pivot to Asia’ over the next few decades, the urgency of this challenge cannot be overestimated.Some observers of EU foreign and security policy argue that the EU is condemned to strategic irrelevance as long as it remains a union of states rather than a single state.There is undoubtedly some truth here: 28 (or more) governments, foreign ministries, defense ministries, and national electorates do not facilitate easy consensus in policy-formation or consistent policy-implementation, not to mention rapid reaction to fast-moving crises.And treaty change to give the EU a single foreign policy identity is simply not on the agenda for the foreseeable future.But the Lisbon Treaty and the EU’s External Action Service would enable the Union to be a far more effective strategic actor if its member states were truly committed to this goal. The first step in this direction is being clear about what the EU’s institutions and member states could do, within current treaty conditions, to make the Union a more effective strategic actor.

1. Be far-sighted and realistic about the EU’s interests and values. This requires sustained collective reflection on what principles the EU believes should underlie the world order of the twenty-first century, the concrete international conditions that are necessary to ensure the well-being of European citizens and society in the decades to come, and how tensions between these values and interests are to be managed. This means overcoming the EU’s long-standing reluctance to supplement normative discourse with the language of (collective) self-interest when discussing its role in the world.

2. Don’t confuse foreign policy and enlargement policy. While the lure of accession was for many years the EU’s most successful technique for managing relations with its nearest neighbors, this policy has its limits. Offering membership to additional states may still be advisable in some cases, but most of the EU’s international challenges cannot be addressed this way, either because enlargement often just pushes the problems to the next border or because the problems exist so far beyond Europe that membership is on nobody’s agenda. In addition, whereas public support for further enlargement is wearing thin, there is still considerable public support for using the EU to address major international challenges.

3. Be realistic about the adversaries that the EU faces abroad. It’s an uncertain and often hostile world out there. Despite the EU’s success at creating a non-competitive, post-territorial order among its members, many other states rely on domestic practices that threaten the EU’s values and/or readily pursue commercial and territorial gains that compromise the EU’s interests. Cooperation with these states is often possible, but it must be pursued in a pragmatic spirit focused on the conditional pursuit of overlapping interests, rather than by any idealistic expectation that adversaries can easily be converted into partners.

4. Be realistic about the foreign partners whose cooperation the EU needs to achieve its aims. Even states that share many of the EU’s core values and are not inclined to act in ways that compromise the EU’s core interests make choices based on their own international aims and domestic constraints. As seen in the EU’s weak response to the Bush Administration’s challenge to the International Criminal Court and the EU’s poor preparation for the Obama Administration’s approach to climate change negotiations in Copenhagen, the EU needs to be more strategic in its approach to even its closest partners.

5. Don’t over-estimate Europe’s appeal abroad. European governments and EU officials are rightfully impressed by the accomplishments of European integration, but leaders and publics elsewhere in the world are keenly aware of the EU’s institutional shortcomings and policy contradictions, and thus respond pragmatically to its declarations, offers and threats. The more the EU assumes that everybody admires Europe, or even wants to remake their region in its image, the less effective its foreign policy will be.

6. Be pragmatic about the EU’s resources and capabilities. The EU cannot be effective abroad if it is weak at home: restoring economic growth and competitiveness is essential to the EU’s international authority and to mustering the resources needed for international effectiveness. In addition, the EU must stop wasting scarce resources on unnecessary duplication in military hardware and impeding greater efficiency in its defence industry, as seen in Germany’s veto of the proposed BAE-EADS merger.

7. Be less didactic in the application of EU power. Strategic action requires more than taking (what the EU considers) a moral stance and then encouraging others to follow suit. The EU’s tendency to lecture others often undermines its legitimacy and distracts the Union from making the hard choices needed for effective action. Moral suasion has its place, but the EU must be far more willing to make costly investments of diplomatic, economic and occasionally military resources in pursuit of its aims, even when doing so compromises narrow commercial interests or contradicts the preferences of one or several member states.

8. Minimize dependencies that limit the EU’s freedom of action, particularly dependencies on states that are not trustworthy partners. The EU’s current dependence on Russian energy supplies has constrained the EU’s choices in the Ukraine crisis and previously in responding to Putin’s crackdown on protesters and NGOs, and it could be an even more unwelcome factor if Russia’s territorial ambitions extend beyond Crimea. Reducing and diversifying the EU’s dependency on foreign energy supplies is therefore an urgent priority. But a similar point could be made about dependence on US military assets: the link to NATO remains essential, but as long as European states depend on the US for transport aircraft and advanced munitions, to cite just two examples evident in recent conflicts, the EU will never be able to make its own decisions about where and when military force is needed to protect its interests and values.

9. Avoid self-inflicted injuries. The EU must be vigilant to ensure that its internal decision-making processes and policy trade-offs not undermine its ability to act strategically abroad. For example, the EU’s decision to accept Cyprus as a member state after it rejected the UN’s Annan Plan for reunification of the island was a major strategic blunder, contradicting the EU’s commitment that candidate states must resolve their border disputes before accession and complicating the EU’s relationship with Turkey, an essential regional partner and candidate state. The British government’s continued flirtation with exiting the Union, which would be bad for the EU and even worse for the UK, threatens another major self-inflicted injury.

10. Be pro-active about building and maintaining internal support for EU action abroad. As was done during the Cold War, Europe’s leaders must work tirelessly to ensure that voters, political parties and opinion leaders understand the importance of strategic action at the EU level and support the resource allocations and policy compromises that this requires. Failing to invest in public support for EU action while taking national credit for EU successes and blaming Brussels for EU failures is simply unsustainable. This is just as true in foreign policy as we now know it to be true with regard to the single market and common currency

He said he, too, is against the release of “murderers” for Pollard.Talk of the possibility of Pollard’s early release has arisen as an incentive in the troubled Mideast peace negotiations. A tripartite deal between the US, Israel and the Palestinians which would see Israeli spy Jonathan Pollard freed in exchange for a partial settlement construction freeze and the release of hundreds of Palestinian prisoners was nearing completion on Tuesday afternoon, officials said.Under the proposed deal peace, talks between Israel and the Palestinians would be extended into 2015 and Pollard would be released in the next two weeks, a source close to the talks said.Israel would also commit to put an unofficial moratorium on settlement building for the next eight months under the agreement, though it would not extend to East Jerusalem.“Israel did not accept the Palestinian demand for total and complete settlement freeze but agreed to adopt a policy of restraint concerning government tenders” in the West Bank, the source told The Times of Israel.Under the terms, Israel will soon release the last 27 prisoners from the 104 agreed to when peace talks began in July.In addition, another 400 low-level prisoners, not convicted of violent crimes, would be set free. This group would include women, children and inmates with only a few months of incarceration left, the source said.The identity of the prisoners would be decided partly by Israel and partly by the Palestinian Authority.According to Israel Radio, the agreement was waiting for approval from Ramallah.Prime Minister Benjamin Netanyahu met with senior Likud party members on Tuesday to elaborate on the details of the plan and enlist their support.  MALAYSIA (INTELLIHUB) — Sarah Bajc, a 48-year-old American teacher recently appeared on BBC News to discuss the disappearance of her partner Phillip Wood.Phillip Wood is one of the 277 passengers aboard the missing Malaysian flight.  Sarah Bajc is among a large number of friends of family members who don’t believe official reports that the plane crashed and killed everyone inside.The many governments involved in this investigation are not putting forward any evidence to the theories that they are suggesting, and to make matters even more confusing, the apparent evidence continues to change by the day.During her interview on the BBC, Sarah Bajc not only said that the governments involved in the investigation were intentionally misleading the world, but she also called attention to the suspicious number of high-profile people aboard the plane, many of whom had connections with defense contractors.As we reported earlier this week, there were at least 20 passengers on the plane who were “extremely talented and valuable” employees of Freescale Semiconductor Ltd., a Rothschild front group currently researching highly sensitive technology.During the interview Sarah Bajc also said that there is no evidence that the plane crashed at all.  She believes that the plane was stolen and taken somewhere, in order to kidnap the high-profile people who were on it.

PERTH (Reuters) - Australian Prime Minister Tony Abbott said on Monday the hunt for Malaysia Airlines Flight MH370 had no time limit, despite the failure of an international operation to find any sign of the plane in three weeks of fruitless searching.A total of 20 aircraft and ships were again scouring a massive area in the Indian Ocean some 2,000 km (1,200 miles) west of Perth, where investigators believe the Boeing 777 carrying 239 people came down."I'm certainly not putting a time limit on it," Abbott told reporters after meeting flight crews at Pearce airbase in Perth."The intensity of our search and the magnitude of our operations is increasing, not decreasing," he said, adding that searchers owed it to grieving families of passengers to continue the hunt.Some families have strongly criticized Malaysia's handling of the search and investigation, including the decision last week to say that, based on satellite evidence, the plane had crashed in the southern Indian Ocean on March 8.Abbott rejected suggestions his Malaysian counterpart, Najib Razak, had been too hasty to break that news, given that no confirmed wreckage from the plane has been found and its last sighting on radar was northwest of Malaysia heading towards India."No, the accumulation of evidence is that the aircraft has been lost and it has been lost somewhere in the south of the Indian Ocean," he said.Najib will travel to the western Australian city of Perth, the base for the search, on Wednesday to see the operations first hand, Malaysia's government said.Malaysia says the plane, which disappeared less than an hour into a flight from Kuala Lumpur to Beijing, was likely diverted deliberately far off course. BERLIN - Germany has said its air force is ready to increase security on Nato’s border with Russia, despite Moscow’s promise not to escalate the crisis in Ukraine.A German defence ministry spokeswoman told the Reuters news agency on Sunday (30 March) “the army could take part in flights to patrol airspace with Awacs machines [surveillance planes] over Romania and Poland as well as training flights in the framework of a Nato air policing mission over Baltic states”.The statement comes after Denmark and the US in the past few weeks agreed to send more than a dozen extra F-16 fighter jets to the region.It also comes after the Pentagon, on Friday, told Nato’s military chief, US general Philip Breedlove, to return from Washington to the Nato HQ in Brussels.Its spokesman said the move “does not foreshadow imminent military action in Ukraine”. But he added that “lack of transparency” and “growing uncertainty” over Russia’s mobilisation of tens of thousands of troops on Ukrainian borders merits caution.Russia has not made any explicit threats to former Communist or former Soviet countries in the Nato alliance.But Russian leader Vladimir Putin’s speech on 18 March, in which he promised to protect ethnic Russians abroad, has raised concerns he could stir up trouble among Russian minorities in Baltic states.He said in a phone call to the White House on Friday that the Russian-occupied region of Transniestria, in EU-aspirant country Moldova, is also in his sights. “[He] pointed out that Transniestria is essentially experiencing a blockade, which significantly complicates the living conditions for the region’s residents, impeding their movement and normal trade and economic activities,” a Kremlin statement on the phone call said.High-level Russia-US diplomacy continued on Sunday when US secretary of state John Kerry held a snap meeting with his Russian counterpart, Sergei Lavrov, in Paris.Lavrov told Russian TV ahead of the event that Ukraine should become a federation of autonomous regions, each of which is free to conduct its own “external economic and cultural connections with neighbouring countries”.
He added: “Given the proportion of native Russians [in Ukraine], we propose this and we are sure there is no other way [to solve the crisis].”Kerry told press after the meeting: “It’s not up to us to make any decision or any agreement regarding federalisation. We talked about it. But it’s up to Ukrainians, and Ukrainians will decide their future for themselves.”He noted that Russia has the legal right to amass forces near Ukraine because “the troops are in Russia on Russian soil”.He also said, however: “The question is one of strategic appropriateness and whether it’s smart at this moment in time to have that number of troops massed on a border when you’re trying to send a message conceivably that you want to de-escalate and begin to move in the other direction.”Lavrov in his TV address also scoffed at EU and US blacklists of Russian MPs, officials, and military chiefs. “We find little joy in that, but there are no painful sensations. We have lived through tougher times,” he noted.The EU has threatened to impose broader sanctions on Russian energy firms and banks if Putin invades Ukraine.But for the time being it is business as usual, with Russian oligarch Mikhail Fridman proceeding with his acquisition of German energy firm Dea in a deal worth €5.2 billion, and with Russia’s state-owned Gazprom continuing to swap assets with Wintershall, a subsidiary of German company Basf.

Germany mulls military support for NATO's eastern European states

BERLIN (Reuters) - Germany is considering offering military support to some eastern European members of the NATO defense alliance in response to Russia's seizure of Crimea, news magazine Der Spiegel reported at the weekend.Germany, whose diplomatic clout falls far short of its economic might on the world stage, has said it wants to take a more active international role and Chancellor Angela Merkel and her foreign minister have been active in trying to resolve the Ukraine crisis.However, Germany's Nazi past makes military missions overseas a very sensitive subject.Der Spiegel said the defense ministry was ready to make available up to six aircraft for a strengthened air patrolling mission in parts of eastern Europe. The number of NATO aircraft would be at least doubled, said the magazine.NATO is expanding its air patrolling mission to reassure eastern members of the alliance following events in Ukraine. Russian prime minister flaunts grip on Crimea with visit

SIMFEROPOL, Crimea (Reuters) - Prime Minister Dmitry Medvedev flaunted Russia's grip on Crimea on Monday by flying to the region and announcing plans to turn it into a special economic zone, defying Western demands to hand the region back to Ukraine.The visit, hours after Russia held talks on Ukraine with the United States, is likely to anger Kiev and the West, which accuse president Vladimir Putin of illegally seizing the Black Sea peninsula after a March 16 referendum they say was a sham.Shortly after landing in Crimea's main city of Simferopol with many members of his cabinet, Medvedev chaired a Russian government meeting attended by Crimean leaders and outlined moves to revive the region's struggling economy."Our aim is to make the peninsula as attractive as possible to investors, so that it can generate sufficient income for its own development. There are opportunities for this - we have taken everything into consideration," he told the televised meeting, sitting at a large desk with Russian flags behind him."And so we have decided to create a special economic zone here. This will allow for the use of special tax and customs regimes in Crimea, and also minimize administrative procedures."In comments that made clear Russia had no plans to give back Crimea, he set out moves to increase wages for some 140,000 state workers in Crimea, boost pensions, turn the region into a tourism hub, protect energy links with the peninsula and improve its roads, railways and airports.Russia's swift takeover of Crimea, following the ouster of Moscow ally Viktor Yanukovich as Ukraine's president in late February, has caused the biggest crisis in East-West relations since the Cold War.Medvedev's visit underlined the impotence of the West and Ukraine to force Russia out following the formal annexation of Crimea, signed by Putin, on March 21.Medvedev arrived in Simferopol hours after U.S. Secretary of State John Kerry met Russian Foreign Minister Sergei Lavrov in Paris late on Sunday and reiterated that Washington considered Russia's actions in Crimea "illegal and illegitimate".The United States and European Union have imposed sanctions on Russian officials, lawmakers and allies of Putin. HEAVY FINANCIAL BURDEN

The absorption of Crimea and its 2 million residents creates an additional financial burden on Russia, which is struggling with slow growth, rising inflation, a weak currency and unusually high capital flight this year.But Medvedev's remarks indicated the Kremlin hopes Crimea, which he said had "colossal prospects" for tourism income, will become quickly self-sufficient.Finance minister Anton Siluanov said last week that Russia would spend up to 243 billion roubles ($6.82 billion) in Crimea this year, to be financed from the budget reserve.The ultimate cost of its action in Crimea is likely to be far higher: analysts in a Reuters poll last week slashed their forecasts for Russian economic growth.The region has an estimated 55 billion rouble budget deficit, and the peninsula has been dependent on Ukraine for 85 percent of its electricity, 90 percent of its drinking water and much of its food.The reliability of those supplies is now in question. The local authorities have said they will nationalize Ukrainian state-owned business, including energy producer Chernomorneftegaz which is exploring for oil and gas offshore.Apart from hosting a Russian naval base, Crimea's biggest industry is tourism as one of the former Soviet Union's few warm seaside resorts. But until now, 60 percent of visitors arrived from other parts of Ukraine, mostly by train.Making it an attractive destination for Russians will be more difficult, since they mainly arrive by air and have a wider choice of holiday destinations. Crimea would have to compete with Bulgaria, Turkey, Greece and Egypt, as well as Russia's own brand new $50 billion Black Sea Olympic resort in Sochi.Kerry said after talks with Lavrov in Paris on Sunday that progress on resolving the crisis over Ukraine depended on a Russian troop pullback from Ukraine's borders.Moscow has said the buildup is part of Russian military exercises.
