Jerusalem (AFP) - Israel's top court was considering two Palestinian appeals on Wednesday against the planned route of its West Bank security barrier, which villagers say will cut them off from their land.During the morning, the Supreme Court heard a case lodged by residents of Beit Jala, southwest of Jerusalem, where the barrier threatens to separate them from their olive groves and divide the local Christian community.
Later in the day, the court began hearing an appeal lodged by the residents of the nearby village of Battir, who say the barrier will destroy an ancient irrigation system that they rely on to grow crops.Both cases were adjourned after the hearings, with no date set for a final ruling.Residents of Beit Jala say that if the defence ministry insists on building through the middle of the Cremisan Valley, it would split the Roman Catholic Salesian order by leaving the monastery on the Israeli side and the convent in Palestinian territory.The order runs the Cremisan valley's famous vineyards, which provide wine to churches throughout the Holy Land.
Father Ibrahim al-Shomali, parish priest of Beit Jala's Catholic church, said "we have little hope, but with diplomatic pressure and a strong local church presence we might be able to influence the court's decision."
The petition on behalf of Battir, which is seeking recognition as a UNESCO World Heritage Site, was presented by Friends of the Earth Middle East and supported by Israel's own Nature and Parks Authority.
The barrier, whose construction began in 2002 at the height of the second Palestinian uprising, stretches some 440 kilometres (273 miles) -- most of it inside the occupied West Bank.The defence ministry insists that the barrier -- a tangle of barbed wire and, in places, an eight metre-high (25-foot) concrete wall -- is essential for Israeli security.Only 15 percent is built along the Green Line -- the 1949 armistice line which is recognised by the international community as the border of Israel -- UN figures show, with most of it slicing through the West Bank.

EU envisages minimalist Russia talks on Ukraine trade pact

BRUSSELS - Low-level EU officials will hold two or three small meetings with Russian counterparts in a bid to convince the Kremlin that the bloc’s free trade pacts with former Soviet countries will not harm its economy.EU ambassadors fleshed out the details of the new “consultations” at a meeting in Brussels on Wednesday (30 January) after the bloc’s presidents, Herman Van Rompuy and Jose Manuel Barroso, came up with the scheme at a summit with Russian leader Vladimir Putin on Tuesday.The format is to see around five delegates from each side meet twice in Brussels and, possibly, once in Moscow, with the first event expected in February.The EU is to field “desk officers” from the European Commission’s trade department, one of the lowest grades in the EU hierarchy.The aim is to demonstrate that Georgia, Moldova, and Ukraine, can sign a free trade agreement with the EU without negatively impacting their existing trade arrangements - such as export tariffs or phytosanitary standards - with Russia.“It’s being done because the Russians, at the summit, raised some concerns that the EU leaders were not able to answer in detail on how it’s all compatible and that there is no problem,” an EU official told this website.The technical concerns are central to Putin’s justification of threats to impose a trade ban on Ukraine if it signs the EU pact.Amid prospects of a new opposition-led government in Kiev, he repeated the threat on Tuesday. “We would most likely fail to pursue the current preferential [trade] regime for Ukraine if it signed the [EU] association agreement,” he told press in the EU capital.But there is plenty of scepticism on his official line.A Ukrainian diplomatic source told EUobserver that in the run-up to President Viktor Yanukovych’s decision not to sign the treaty last November, Russian officials bombarded railway stock and car producers in eastern Ukraine with messages that they would be forced into bankruptcy if he went ahead.Voters in the region are his main hope for re-election in 2015.“What politician could ignore the threat of hundreds of thousands of people being made unemployed overnight in his home constituency?” the Ukrainian diplomat noted.The EU official added: “I am sure that the Kremlin has plenty of people who can read [the texts of the draft EU treaties] and who have already studied them in every detail. So it’s hard to see what these new consultations will add.”With Ukraine, in the words of its former prime minister, Leonid Kravchuk, on Wednesday, “on the brink of civil war,” the prospect of reviving the EU pact is slim for now.But in the meantime, the EU is hoping to clinch treaty signatures with Georgia and Moldova by the end of August.The two pro-EU governments initialed the texts in November.The accelerated procedure is designed to limit the time for potential Russian manoeuvres, for example, by the pro-Russian Communist Party in Moldova in elections in November.The process takes a long time because each treaty - thousands of pages, or, up to 5kg worth of documents - must be translated into all 24 of the EU’s “official” languages before the signing ceremony can take place.The EU official said there are enough lawyer-linguists to do major languages, such as English, French and German, quickly.
But he added that scant resources for “some of the small languages,” mean it “can take a long time,” raising the risk that not translating the papers into Maltese or Irish on time could have a major impact on Georgia and Moldova’s EU future.

Barnier launches EU bid to ban risky bank trades

BRUSSELS - The EU's biggest banks could be banned from speculative trading, under legislation proposed on Wednesday (29 January) by the European Commission.EU financial services commissioner Michel Barnier told reporters that so-called proprietary trading, where banks bet exclusively with their own money rather than customers, would be outlawed.The practice is often highly profitable for institutions but lawmakers say it serves neither clients or the health of the European economy.Although proprietary trading now only accounts for a small amount of banking activity, it was used to create the market in sub-prime mortgage loans which led to the financial crisis in 2008-9 and, consequently, publicly funded bank bailouts totalling around 13 percent of the EU's GDP.The rule, which is similar to the so-called 'Volcker rule' which now applies in the US, would apply to around 30 of the bloc's 8,000 banks which together cover around 65 percent of the total banking assets in the EU.It would also cover banks which have total assets exceeding €30 billion, and that have total trading activities exceeding either €70 billion or 10 percent of their total assets. Twenty-three EU-based banks are in the world's top 50 largest institutions according to Global Finance magazine.The rules were "the last component in a raft of new regulation," said Barnier, referring to a flow of legislation which has seen more than thirty EU bills aimed at financial markets adopted since 2009.
"We still have concern about some of Europe's largest banks," said Barnier, adding that the proposals were aimed at institutions he described as "too big to fail, too costly to save and too complex to resolve."However, the draft law steers away from requiring the separation of the standard deposit-based services and the riskier investment arms of banks as recommended in an advisory report for the commission published in 2012.
Instead, national supervisors would be given the power to transfer high-risk trading activities such as derivatives and mortgage securitisation by banks into separate subsidiary firms."Our proposal does not rule out the model of the universal bank," noted Barnier.The commission hopes the ban on proprietary trading could come into force in 2017 followed by the separation rules in 2018.However, the plans face opposition on a range of fronts, including from governments, and the banking sector, as well as a race against time.
Both France and Germany have warned that the proposals are weaker than reforms they have made at national level. "I consider the ideas he has proposed irresponsible and contrary to the interests of the European economy" said Christian Noyer, governor of the French central bank.For its part, the UK, which is opposed to a ban on proprietary trading, offered a more conciliatory response.Barnier's plans had "much in common with the banking reforms the UK has pioneered and have been designed to allow the UK to go ahead with full implementation of its reforms," a UK government spokesperson commented.Meanwhile, the timing of the proposal, just two months before the EU institutions close ahead of May's European elections, has also caused grumbling among MEPs.No deal is likely before 2015 and the commission proposal itself could yet be unpicked by Barnier's successor who will take office in the new EU executive in the autumn.
“It would be better to keep it for the new parliament,” said Sharon Bowles, who chairs the Parliament's economic affairs committee.For his part, Green finance spokesperson Philippe Lamberts said that the EU executive's plan was "some way short" of expectations."Despite recognising the problems with banks combining essential day-to-day banking activities and risky investment activities, the proposals will fail to ensure a true separation of these activities," he said, adding that the rules were "seriously undermined by a very restrictive definition of proprietary trading."

Inside is a long article on Pope Francis’ “gentle revolution”.The top-selling US magazine dedicated to music and youth culture has given Pope Francis real pop star cred in its February issue. The article’s author, Mark Binelli, emphasises how in less than a year, Francis has been able to re-launch the Church’s message across the world. Ever since his election as the 266^th Vicar of Christ on 13 March, attendance at papal events and audiences have more than triples, reaching a record of 6,6 million people.With his humble ways, his empathy, and above all the care he has shown for the poor, the “economically disenfranchised” and the destitute, the Pope “has come to feel perfectly suited to our times,” Rolling Stone magazine writes.

The Bishop of Rome’s messages and gestures to promote Christian unity

Andrea Tornielli vatican city Almost a year after Francis’ election and with the Week of Prayer for Christian Unity at an end, it is now possible to give a first overview of the Pope’s initiatives to promote ecumenism. “For me ecumenism is a priority” Francis told Vatican Insider and Italian newspaper La Stampa in last December’s interview.

Some of the choices he made even at the very start of his pontificate had a very positive impact of ecumenism.

Bishop of Rome
Francis has given a special emphasis to his role as Bishop of Rome ever since he made his first appearance on the central Loggia of St. Peter’s Basilica after his election and wanted his Cardinal Vicar by his side; the morning after his election he went to pay tribute to the icon of Mary Salus Populi Romani in the Basilica of St. Mary Major (where he returned on a number of other occasions) and entrust the City of Rome to her; he has given great importance to his ties with his local diocese, the poor and his parishes, with visits to parishes on the outskirts of the city on various Sunday afternoons – a new practice introduced by Francis. These visits allow him to devote more time to meeting people who want to approach him. This is not such a new thing: The Pope is Pope because he is Bishop of the Church of Rome who “presides in charity over all the other Churches” as Ignatius of Antioch wrote. The fact that Francis has made this a priority and the willingness to convert the papacy – expressed in the Evangelii Gaudium and proven in his everyday ministry – are aspects that have been greatly welcomed by the Orthodox world.

St. Martha’s House
Francis’ decision not to live in the papal apartment but to remain in suite 201 in St. Martha’s House, has had a practical consequence for ecumenical relations too. Delegations of Churches and religious communities visiting Rome stay in the very same residence as him so the Pope is able to welcome these figures at the doorstep of his home, away from the public spotlight and share moments of friendship and conviviality with them under the same roof. One of these occasions was the Ecumenical Patriarch of Constantinople Bartholomew I’s visit to attend the mass for the inauguration of Francis’ pontificate.At the time, the Patriarch said: “When we met there, the fact we were both living in the Domus Sanctae Marthae meant we had the chance to have a few brotherly chats and sit down to table together. As you know, the Pope took the suite I usually stay in when I come to the Vatican. At one point he said to me: “I stole your room...” to which I replied: “You’re welcome to have it!”.”“Over the course of these first nine months, I have received visits from many Orthodox brothers: Bartholomew, Hilarion, the theologian Zizioulas, the Copt Tawadros. The latter is a mystic, he would enter the chapel, remove his shoes and go and pray. I felt like their brother. They have the apostolic succession; I received them as brother bishops. It is painful that we are not yet able to celebrate the Eucharist together, but there is friendship. I believe that the way forward is this: friendship, common work and prayer for unity. We blessed each other; one brother blesses the other, one brother is called Peter and the other Andrew, Mark, Thomas…”.

The Synod and the G8
One of the first decisions the new Pope took was to set up a group of eight cardinal advisors who were entrusted with carrying the plans for the reform of the Roman Curia forward and help in the government of the universal Church. Francis’ intention was to reform the way the Synod works in order to ensure more collegial and far-reaching consultations across the Church. Bartholomew said: “We are very glad he has given such focus to his role as “Bishop of Rome”. And we are also glad about his decision to nominate eight cardinals as advisors: this is similar to the synod system in our Church.”

Together towards Jerusalem
At the end of his homily at the Vesper celebration in the Basilica of St. Paul Outside the Walls for the Week of Prayer for Christian Unity, Francis said: “Unity will not come about as a miracle at the very end,” he said. “Rather unity comes about in journeying. If we do not walk together, if we do not pray for one another, if we do not collaborate in the many ways that we can in this world for the people of God,” the Pope said, “then unity will not come about.” Unity will not be the result of human effort, “but rather of the Holy Spirit, who sees our good will.” One leg of this journey will be completed next May when Francis will take up Bartholomew I’s invitation and visit the Holy Land for a brief pilgrimage of prayer. He will thus commemorate Paul VI’s historical meeting and embrace with the Patriarch of Constantinople Athenagoras fifty years ago. Paul VI was the first successor of Peter to set foot again on the land where Jesus once lived.

Ecumenism of blood
Finally, there is another kind of ecumenism Francis has spoken of. The ecumenism of blood. “In some countries they kill Christians for wearing a cross or having a Bible and before they kill them they do not ask them whether they are Anglican, Lutheran, Catholic or Orthodox. Their blood is mixed. To those who kill we are Christians. We are united in blood, even though we have not yet managed to take necessary steps towards unity between us and perhaps the time has not yet come. Unity is a gift that we need to ask for. I knew a parish priest in Hamburg who was dealing with the beatification cause of a Catholic priest guillotined by the Nazis for teaching children the catechism. After him, in the list of condemned individuals, was a Lutheran pastor who was killed for the same reason. Their blood was mixed. The parish priest told me he had gone to the bishop and said to him: “I will continue to deal with the cause, but both of their causes, not just the Catholic priest’s.” This is what ecumenism of blood is. It still exists today; you just need to read the newspapers. Those who kill Christians don’t ask for your identity card to see which Church you were baptised in. We need to take these facts into consideration.”

SEOUL, South Korea (AP) — North Korea's propaganda machine is churning out near-daily denunciations of the United States and South Korea for a series of soon-to-start military maneuvers, warning nuclear war could be imminent and saying it will take dramatic action of its own if further provoked.

North Korea's increasingly shrill opposition to the annual joint drills named Foal Eagle looks very similar to the kind of harsh language that preceded the start of the same exercises last year and led to a steep rise in tensions on the Korean Peninsula. That round of escalation culminated in threats of a nuclear strike on Washington and the flattening of Seoul before the maneuvers ended and both sides went back to their corners.It appears the first stages of this year's battle have already begun — though some experts say they don't think it will be as high-pitched as last year's.In the latest of North Korea's increasingly frequent salvos against the exercises, it said through its state-run media that the United States is building up its military forces in Asia so it can invade the country — formally called the Democratic People's Republic of Korea, or DPRK — and take control of the whole region."It is the strategic goal of the U.S. to invade the DPRK, bring its neighboring countries under its control with it as a stepping-stone and, furthermore, dominate the whole Asia-Pacific region," the ruling party's Rodong Sinmun said in an analysis on Monday. "The U.S. is working hard to kick off large-scale joint military drills this year, too, for the purpose of mounting a pre-emptive nuclear attack upon the DPRK."The invectives against the exercises began earlier this month, when North Korea's powerful National Defense Commission proposed the rivals halt military actions and "mutual vilification" to build better relations. The North, however, strongly hinted it would maintain its nuclear weapons program while urging South Korea to cancel the drills with the United States, set to begin in late February.North Korea's ambassador to key ally China offered a somewhat less caustic line at a rare news conference on Wednesday. Ji Jae Ryong told international media that North Korea wants to reduce tensions to allow steps toward reconciliation and eventual unification between North and South."First, we propose taking preparatory measures in response to the warm call for creating an atmosphere for improving North-South ties. In this regard, we officially propose the South Korean authorities take critical measures of halting acts of provoking and slandering the other side from Jan. 30," Ji said.But Ji reiterated that North Korea had no intention of abandoning its nuclear weapons program.Seoul-based analyst Daniel Pinkston, of the International Crisis Group, said that although some experts saw the proposal as an overture or part of a "charm offensive" by North Korea, it was intended more as a means of setting the stage for more heated actions ahead — since the North has no reason to expect that Washington and Seoul would seriously consider nixing Foal Eagle."It feeds into the propaganda cycle again," he said. "It's a way of showing the domestic audience that, 'we made a serious overture. We tried to bend over backwards. But they showed their true colors.' I don't see any cooperative measures or charm offensive at all."Seoul and Washington have essentially ignored North Korea's proposal.Seoul instead demanded that North Korea take "practical" action for nuclear disarmament if it truly wants peace on the peninsula. But Seoul has proposed working-level talks on Wednesday to discuss allowing Koreans separated by the 1950-53 Korean War to reunite. North Korea didn't immediately respond to Seoul's proposals.The fighting between North and South Korea ended six decades ago with an armistice, not a peace treaty, leaving the peninsula still technically in a state of war. (AP) — Seventeen rural communities in drought-stricken California are in danger of running out of water within four months, according to a list compiled by state officials.Wells are running dry or reservoirs are nearly empty in some communities. Others have long-running problems that predate the drought.The communities range from the area covered by the tiny Lompico County Water District in Santa Cruz County to the cities of Healdsburg and Cloverdale in Sonoma County, the San Jose Mercury News (http://bit.ly/LmgFL2 ) reported Tuesday.Most of the districts, which serve from 39 to 11,000 residents, have too few customers to collect enough revenue to pay for backup water supplies or repair failing equipment, the newspaper reported.A storm expected to drop light and moderate rains on Northern California on Wednesday and Thursday won't help much.The list of vulnerable communities was compiled by the state health department based on a survey last week of the more than 3,000 water agencies in California.
"As the drought goes on, there will be more that probably show up on the list," said Dave Mazzera, acting drinking-water division chief for the state Department of Public Health.He said state officials are discussing solutions such as trucking in water and providing funding to drill more wells or connect rural water systems to other water systems.Lompico County Water District, in the Santa Cruz Mountains near Felton, has just 500 customers and needs nearly $3 million in upgrades to its water system."We have been unable to take water out of the creek since August and well production is down, and we didn't have that much water to begin with," said Lois Henry, a Lompico water board member.Henry said the district may soon have to truck in water.In Cloverdale, where 9,000 get water from four wells, low flows in the Russian River have prompted the City Council to implement mandatory 25 percent rationing and ban lawn watering. The city raised water rates 50 percent to put in two new wells, which should be completed by July."Hopefully we'll be able to get through the summer and the development of this project will pay off." SNOWFALL-There were 2.6 inches of snow recorded in Atlanta, according to the National Weather Service. Macon, Ga., saw 2.1 inches of snowfall, while Columbus, Ga., reported 1.2 inches.
ICE, ICE BABY-Just north of Atlanta, a woman and her husband had to deliver their baby girl alongside Interstate 285 with help from a police officer who arrived just in time. The family was taken to a hospital, but the parents and infant were fine.
GRIDLOCK-Thousands of drivers were stranded for hours on gridlocked highways in the Atlanta and Birmingham areas, forced to either sleep in their cars or hike several miles to their destinations. Elsewhere, others gave up on the icy roadways and warmed up inside stores and restaurants offering shelter. Some even slept on the floor of stores like CVS pharmacies.
SLIPPERY HIGHWAYS-In Georgia, state troopers responded to more than 1,200 wrecks. More than 130 people were hurt, while at least five were killed across Georgia and Alabama.
ICEBREAKERS-On Wednesday, there were 70 snowplows clearing roads in metro Atlanta. A day earlier, many crews couldn't even get out because of the massive gridlock that crippled the region.

AMSTERDAM (Reuters) - Syria has given up less than 5 percent of its chemical weapons arsenal and will miss next week's deadline to send all toxic agents abroad for destruction, sources familiar with the matter said on Wednesday.The deliveries, in two shipments this month to the northern Syrian port of Latakia, totalled 4.1 percent of the roughly 1,300 tonnes of toxic agents reported by Damascus to the Organisation for the Prohibition of Chemical Weapons (OPCW), said the sources, who spoke on condition of anonymity.
"It's not enough and there is no sign of more," one source briefed on the situation said.The internationally backed operation, overseen by a joint OPCW-United Nations mission, is now 6-8 weeks behind schedule. Damascus needs to show it is still serious about relinquishing its chemical weapons, the sources told Reuters.
The issue is to be discussed at a meeting of the OPCW's executive council on Thursday in The Hague, a senior U.S. State Department official told Reuters.The meeting will focus on the lack of progress and confirm that no more than 5 percent of the chemical weapons material has been removed from Syria, the official said, speaking on condition of anonymity.Failure to eliminate its chemical weapons could expose Syria to sanctions, although these would have to be supported in the U.N. Security Council by Russia and China, which have so far refused to back such measures against President Bashar al-Assad.The deal under which Syria undertook to eliminate its chemical arsenal stopped the United States and its allies from launching bombing raids to punish Assad for a chemical attack last August and made clear the limits to international action against him.U.N. Secretary-General Ban Ki-moon suggested in a report to the Security Council this week that shipments had been unnecessarily delayed and urged the Syrian government to speed up the process.U.S. Secretary of State John Kerry urged his Russian counterpart Sergei Lavrov during a phone call on Wednesday to "press the (Syrian) regime to move forward with the necessary steps on the chemical weapons process," State Department spokeswoman Jen Psaki told a briefing.
MESSAGE TO SYRIA
A senior Western diplomat, speaking on condition of anonymity, said that the U.N. Security Council will be briefed on the issue by mission head Sigrid Kaag next week."All the indications are, and the secretary-general's report makes clear, that actually the regime has been sort of stalling on the implementation of the agreement," the diplomat said."It will be important what Sigrid Kaag says about whether she thinks these delays are deliberately politically motivated and why or whether there's any truth in the weather, the security and those more technical aspects," he said.Another senior Western diplomat said the Syrian government is "teasing us" by dragging its heels but doing enough to avoid being declared in non-compliance with its obligation to destroy its chemical weapons program.The second diplomat added that Russia would never permit the U.N. Security Council to declare Assad's government in non-compliance with its duty to eliminate its poison gas program."The Russians will never accept it," the second diplomat said, adding that Western powers were also reluctant to do anything that could be seen as undermining the Geneva peace talks between Assad's government and the opposition."Our impression is that they (Assad's government) are managing this issue in parallel with the Geneva discussion," he said. "Everything is blocked so they are blocking on the chemical weapons to remind us" of their power on this issue.Syria, where civil war has killed well over 100,000 people and forced millions to flee, has blamed delays on security obstacles. It said the mission could not be safely carried out unless it received armored vehicles and communications equipment.

A source briefed on the situation said: "Yes, it's true there is a war, but have you ever heard of a civil war without security issues? They have all the necessary means they need for transportation. Now they need to start shipping the chemicals out."Under a deal agreed by Russia and the United States after the August 21 sarin gas attack, Syria vowed to give up its entire stockpile by mid-2014. The rocket attacks in the outskirts of Damascus killed hundreds, including women and children.Eradicating Syria's chemical weapons stockpile, including sarin, mustard gas and VX, requires massive foreign funding and logistical support.The bulk of the most toxic substances are to be destroyed on the Cape Ray, a U.S. cargo ship now en route to the Mediterranean that will be loaded with the chemicals at an Italian port. The head of Israel’s most powerful intelligence agency depicted Wednesday a changing battlefield in which offensive cyber capabilities will, in the near future, represent the greatest shift in combat doctrine in over 1,000 years. For now, though, he said, the 170,000 rockets and missiles pointed by enemy states at Israel represented the most pressing threat, a danger he placed even above Iran’s rogue nuclear program.“Cyber, in my humble opinion, and you don’t have to agree with me, will be revealed in a not very long time as a revolution greater than the creation of gunpowder or the usage of the aerial space at the start of the past century,” said Maj. Gen. Aviv Kochavi, the head of the IDF’s Military Intelligence Directorate. Kochavi, a former infantry officer, called the possibilities inherent in cyber warfare “nearly limitless, and that is not a metaphor.”He revealed that the IDF’s Military Intelligence Directorate, already the largest of the army’s corps, has recently expanded further and shifted both its methodology and, more significantly, its approach. Where once, he said, a state’s intelligence service was expected to describe reality, today it must also “take part” and alter it.Like his predecessor Amos Yadlin, Kochavi, speaking at the INSS think tank’s annual conference in Tel Aviv, described a Middle East in a historic flux, producing an array of challenges and opportunities.He listed four central challenges. The first, notably listed ahead of Iran’s nuclear program, are rockets, he said. Kochavi asserted that Israel faces 170,000 rockets and missiles, and that, “for the first time in many decades, the enemy has the ability to drop considerable amounts of munitions on the cities of Israel.” In the past the threat was countered by the IAF, he said; today it is Israel’s enemies’ primary weapon and it represents an enormous intelligence challenge to counter.Kochavi, who has reportedly voiced opinions that did not dovetail with the political leadership’s interpretation of the changes in Iran, for instance highlighting the potential significance of Hassan Rouhani’s election to the presidency, steered clear of that topic in this address. He said only that the Iranian military nuclear program continues in a manner that enables Supreme Leader Ayatollah Ali Khamenei, should he decide to give the order, to sprint ahead “to one bomb or more.”

He revealed that the cyber threats facing Israel are growing “exponentially” and said that during the past year the state has faced hundreds of attacks and the intelligence community has faced dozens of attacks, “the vast majority of which were thankfully unsuccessful.”And finally, he noted the “near 360 degree” presence of Jihadist elements along Israel’s borders. A slide depicting areas under the control of militant, Salafist elements covered what looked like half of Syria and had a presence in nearly every country in the region, including Turkey, he noted. Aside from creating friction along the border regions and melting the traditional state lines, he said that the rise of sub-state groups also mean that today “90 percent of Israel’s future battlefields are in urban areas.”In the sort of wide-ranging presentation that the head of military intelligence typically gives once a year, Kochavi also focused on positive developments. The decline in the popularity and legitimacy of the radical axis of Hezbollah and Bashar Assad, alongside “the erosion” in the Muslim Brotherhood’s popularity in the Middle East, was a positive development. Additionally, he said, “the moderate Sunni states, represent a significant opportunity.”Saudi Arabia, Jordan, Egypt and the Gulf states, “when you look in depth,” all share priorities that “are in confluence” with Israel’s most pressing interests.This new reality in the Middle East, he said several times, has dictated significant changes in the way Israel’s intelligence community operates. Without being overly specific, he said that intelligence had to move faster and farther out into the battlefield, so that what is known in HQ in Tel Aviv also “appears on the computers of the company commanders” in the field and at sea, and the collection of the material has to increase and grow more diverse.He repeatedly stressed the role of cyber war, both offensive and defensive, but concluded with the soldiers. “All of the good intelligence we have is because of them,” he said, showing a slide of several soldiers’ backs, hunched over computers. “They work a lot, work hard, and have extraordinary achievements.”

Netanyahu: Israel not obligated by US peace plan

Prime minister refrains from directly responding to Naftali Bennett on the prospect of settlers remaining in future Palestine

Israel is not bound to agree to all points of an imminent US proposal for a peace agreement with the Palestinians, Prime Minister Benjamin Netanyahu said in a speech Tuesday night.“The Americans are working to solidify American positions,” he said at the Institute for National Security Studies conference. “Israel does not have to accept every American position.” He said the American proposal would be presented soon.Netanyahu also reiterated his position that he does not “want a bi-national state and… this reflects the desires of most Israelis.” However, he qualified, neither does he want another “state sponsored by Iran” next door to Israel — a reference to the Hamas-ruled Gaza Strip and Lebanon — so “the Palestinian state must be demilitarized, and therefore some symbols of [its] sovereignty must be limited.”

Netanyahu also expressed some doubt as to “whether the Palestinians are really ready to grapple with the concessions they will have to make” in order to reach a peace agreement. He did give some grudging praise to the Palestinian Authority, however, saying it does not use terrorism in pursuit of its goals, unlike Hamas.

“We stand on two basic principles [that we require of the Palestinians],” he said. “The first is recognition of the State of Israel as the national state of the Jewish people. This is the root of the conflict. The conflict is not about the settlements, its not about the settlers, and it’s not about a Palestinian state. The Zionist movement agreed to recognize a Palestinian state.“The conflict is over the Jewish state… We are asked to recognize a national Palestinian state, so can we not also demand [that they] recognize a national Jewish state?” he said.

The second principle, Netanyahu said, was demilitarization. Elaborating, he said, constant incitement against Israel among the Palestinians had created a climate in which Israel required a substantial “security presence” in order to protect itself. That included a “long-term” presence in the Jordan Valley and other areas. (In a filmed address to the conference broadcast earlier Tuesday, Palestinian Authority President Mahmoud Abbas said all Israeli troops would have to leave Palestinian territory within years after a permanent accord was signed.) The best formulation to summarize Israel’s vision for a viable two-state solution, said the prime minister, was that the Palestinians establish “a demilitarized Palestinian state that recognizes the Jewish state.”

Despite speaking about two states for two peoples, the prime minister refrained from directly broaching the hot topic of allowing West Bank settlers to choose whether they want to relocate to sovereign Israeli territory or remain under Palestinian rule under a future peace agreement. Economy and Trade Minister Naftali Bennett had continued his campaign against the proposal in an earlier speech he made at the same conference.“Do you know why? Why Jews cannot live under Palestinian rule? Do you know why? Why Palestinians can’t rule over Jews?” Bennett said, reiterating a point he’d made on Facebook earlier in the day. “Because they will kill them. And do you know how I know this? Because it has already happened.”

Netanyahu did say that Israel did not want to make the Palestinians citizens of Israel — as Bennett suggests for 70,000 Palestinians in West Bank areas he would annex — and that Israel does not want “to rule over” the Palestinians.Bennett has been caught up in a war of words with the Prime Minister’s Office since a PMO official, elaborating on a statement Netanyahu made in Switzerland Friday, told The Times of Israel on Sunday that the prime minister does not intend to uproot Jewish settlements anywhere in the West Bank as part of a permanent peace deal with the Palestinians, and wants to allow settlers the choice of remaining under Palestinian rule.That comment elicited a flurry of criticism from right-wing politicians, including Bennett and many members of the prime minister’s own Likud party.An unnamed PMO official told Israel Radio on Monday that Likud MKs who spoke out against Netanyahu’s proposal were welcome to relinquish their posts. Another official took Bennett to task for behaving in a “nationally irresponsible” manner for the sake of making headlines, and hindering the prime minister’s effort “to reveal the true face of the Palestinian Authority” as an unwilling peace partner.The proposal was roundly dismissed by the Palestinian Authority, prompting a sharp condemnation from the PMO.“Nothing shows the Palestinian Authority’s unwillingness to reach an accord with Israel more than their extreme and reckless reaction to an unofficial report,” Netanyahu’s office said late Sunday. “An accord will only be reached when the Palestinians recognize the Jewish state and when the essential interests to the security of Israeli citizens are guaranteed.”In the wake of that exchange, Israel’s chief negotiator, Justice Minister Tzipi Livni, implied that, rather than pursue a peace agreement in earnest, some Israeli officials have been baiting the Palestinians so as to elicit responses that could be construed as rejectionist.Times of Israel staff contributed to this report.

Hundreds of dead Olive Ridley Turtles are getting washed ashore along the Krishna district coastline of Bay of Bengal after getting trapped in the nets of fishermen.The 115-km coast of the district serves as an ideal nesting ground for turtles. The dead turtles can be found in large numbers between Gilakaladindi Harbour and Manginapudi.

Unsafe practices

Unfriendly fishing practices are posing a major threat to Olive Ridley Turtles, which are classified as ‘vulnerable’ according to the International Union for Conservation of Nature and Natural Resources.

Around 250 boats, including 150 small engine boats, are operating from Gilakaladindi harbour and not even 10 per cent of them are equipped with Turtle Excluder Device (TED), despite repeated appeals by the authorities.The TED allows the turtle that get trapped in the fishing net to escape safely.Appeals to use the TED is falling on deaf ears of boat operators, leading to sharp rise in death toll of turtles.

The Fisheries Department officials are not bothered about turtles and never insisted on use of TED by the boat operators, operating from Gilakaladindi harbour.When asked about the number of boats equipped with TED, Harbour Fisheries Development Officer B. Raj Kumar told The Hindu that the department had no data and did not moot the issue with fishermen till date. Many boat operators said that they were releasing the turtles into sea when they were found in their nets .

Rookeries

The Wildlife Management Division, Eluru, in support of Yanadi tribal people set up four rookeries for the conservation of the turtles at Jinakapalem, Sangameswaram, Lighthouse area and Eelachetladibba, which is heart of the Krishna Wildlife Sanctuary, in Krishna district.

Thousands of dead fish wash up in Grainger County, Tennessee

They can be seen washed up on shore and floating in the Holston River below the Cherokee Dam.

Tens of thousands of dead fish are now washing up on the shores of the Holston River in Grainger County. 6 News has been investigating this since viewer Chris Joyce first alerted us Monday morning by posting this photo on our Facebook page.The white spots in the picture are the fish. They are scattered downstream from Cherokee Lake, just off Tampico Road in rural Grainger County.

"It's just a shock to see it in your own backyard," Joyce said. After seeing thousands of dead fish near his home, Joyce turned to 6 News for answers. "I got to looking. There was a lot on the water, a lot on the banks. I took pictures of it and sent it in. This is the first time I've ever seen anything like this," Joyce said.

We took Joyce's concerns to TWRA spokesman Matt Cameron, who came out to investigate. He says the dead fish are all the same type, called threadfin shad. "From what the biologists are telling me, these are reservoir species, meaning these didn't originate from the river. They had to come from the lake above the dam," Cameron said. They can be seen washed up on shore and floating in the Holston River below the Cherokee Dam. "We're about four miles below the dam here, and we've got reports of at least two miles downstream this location," Cameron said. He says it's the unusually cold weather killing the small fish. "They only tolerate a lower temperature of about 40 degrees. Once the water gets that cold or colder, and stays that cold, they can't survive," Cameron said. While the dead fish are shocking to look out, Cameron says it's not really an environmental concern because it's only one type of fish that are dying. "Which is a good sign, because if we had multiple species of fish we would have a real problem here," Cameron said. Because of the cold temperatures, it could be awhile before the fish decompose, but Cameron says many of them will be eaten by birds and other fish before that happens. They do see similar cases like this when it gets cold.

16 dead in fire at Quebec seniors' home

Authorities say 16 people are now confirmed dead and that 16 remain missing after the fire that ripped through a seniors' residence in eastern Quebec last week.Thursday's blaze destroyed the residence in L'Isle-Verte, about 240 kilometres northeast of Quebec City.Only three people have been formally identified by the coroner's office thus far.Quebec provincial police spokeswoman Ann Mathieu says the searches are progressing well and about 50 people are combing the rubble of the building in teams.Earlier today, media were granted increased access to the remnants of the Residence du Havre to see the efforts.Prime Minister Stephen Harper is among those who are expected to attend a commemorative ceremony in L'Isle-Verte this coming Saturday.

Turkish Prime Minister gives speech as a 10-foot hologram

Turkish Prime Minister Recep Tayyip Erdoğan delivered a speech in the city of Izmir last Sunday by way of giant hologram. Erdoğan, unable to make the trip to a party meeting in the western Turkish city, recorded his message against a green screen. In Izmir, a full-body hologram of the Prime Minister roughly 10-feet tall appeared from a coil of blue light, waving to the cheering crowd.The Turkish Prime Minister used his ethereal form to talk about upcoming municipal elections, and an ongoing corruption scandal in the country that has led to a purge of high-level officials across his government. While holograms have been used or entertainment purposes — perhaps most notably to project images of Nate Dogg and Tupac at Coachella festival in 2012 — politicians across the world have also tried to harness the technology. In 2012, Indian politician Narendra Modi broadcast 26 holograms of himself to crowds across the state of Gujarat. Modi said the use of holograms showed that India was a world leader in technology.
