EU worried about decision to limit IDF cooperation over Green Line
Move to stop assistance to Union officials aiding Palestinians seen as retaliation to EU’s latest directive
July 27, 2013, 12:05 am
21-the times of israel
“The
EU is concerned over reports in the Israeli media that the defense
minister has announced a series of restrictions affecting the Union’s
actions to support the Palestinian people,” said a spokesperson for EU
High Representative for Foreign Affairs Catherine Ashton. The spokesperson went on to claim that the EU
had not received any official notice from Israeli authorities regarding
the planned measures.“A delegation is working [in Israel] to attain these urgent updates,” the spokesperson added.Ya’alon’s orders were an apparent response to
new EU guidelines published last week that explicitly ban the funding of
and cooperation with Israeli institutions operating beyond the Green
Line.A Western diplomat who requested anonymity
remarked that a number of EU humanitarian aid workers have already been
denied the necessary permits to enter the Gaza Strip, Channel 10
reported Friday.Earlier Friday, Reuters reported that an
Israeli official confirmed that the measures were ordered in reaction to
the EU’s issued guidelines.“From our side, we cannot just ignore it or
treat this spittle as though it were rain,” the official said of the
EU’s restrictions.Ya’alon’s directive includes orders to halt
any assistance that the IDF is providing to representatives of the EU
working on humanitarian projects in the West Bank’s Area C, which is
under full Israeli civilian and military control. In other parts of the
West Bank, Israel will continue to cooperate with EU officials as usual. The EU’s new restrictions
— set to take effect at the start of 2014 — require the EU and its
members to cease any joint activity or funding with Israeli entities
working over the Green Line in the West Bank, in East Jerusalem, or in
the Golan Heights. The guidelines also require any future
agreements between Israel and the European Union to include a clause in
which Israel accepts the EU’s position that all territory over the Green
Line does not belong to Israel.

Union expresses concern over Israeli directive to suspend contact with

Judea and Samaria-Flash 90
The European Union expressed concern on Friday over a directive by Defense Minister Moshe Yaalon to suspend contact with Europe on matters related to Judea, Samaria and Gaza.Maja Kocijancic, a spokeswoman for EU foreign
policy chief Catherine Ashton, responded to the decision by saying, "The
EU is concerned by reports in the Israeli media that the Israeli
Minister of Defense has announced a number of restrictions affecting EU
activities supporting the Palestinian people."Kocijancic stressed, however, "We have not received
any official communication from the Israeli authorities. Our
delegations on the spot are seeking urgent clarifications.”Israeli media
outlets reported on Thursday that Yaalon has ordered the Coordinator of
Government Activities in Judea, Samaria and Gaza, Maj. Gen. Eitan
Dangot, to turn down any request by the European Union which relates to
these regions.Yaalon’s directive is a direct response to the EU’s new guidelines
which forbid any contact with Israeli companies operating beyond the
1949 Armistice Lines, said the report. Last week the EU published these
guidelines despite Israeli efforts to dissuade it from doing so.
The Defense Minister reportedly instructed Dangot to make it difficult for the Europeans to operate in Judea, Samaria and Gaza.In the past
week, Israel has denied several European requests to fund projects in
the Palestinian Authority. In addition, eight requests by EU officials
to cross from Israel into PA-assigned areas were denied and meetings
between EU and Israelis officials were canceled.A Western diplomat, speaking on condition of anonymity, told Reuters on
Friday that several European humanitarian aid staff had had difficulty
obtaining permits to enter Gaza and some requests had gone unanswered.Israel met European envoys last Friday, warning them of a serious crisis between the European Union and Israel over the move.Hundreds of legal experts from Israel and around the world have appealed to European Union Foreign Affairs Commissioner Catherine Ashton to annul the EU's plan. The experts
are noting that the decision does not have a legal basis, because, they
argue, Judea and Samaria is not occupied territory in the legal sense of
the term.(Arutz Sheva’s North American Desk is keeping

Elkin: Netanyahu Would Give the PA 86% of Judea and Samaria
Deputy Foreign Minister: Netanyahu would give 86% of Judea and Samaria to the PA, but luckily they will never settle for that.-By Elad Benari, Canada-First Publish: 7/27/2013, 12:13 AM-israelnationalnews
Deputy Foreign Minister Zeev Elkin-Flash 90
Deputy
Foreign Minister Zeev Elkin (Likud) believes that Prime Minister
Binyamin Netanyahu would be willing to give more than 80% of Judea and
Samaria to the Palestinian Authority as part of a future peace
agreement.
In an interview with the Maariv daily
newspaper which was published on Friday, Elkin said that former Prime
Minister Ariel Sharon had spoken with the PA about Israel keeping 14% of
the so-called “settlement blocs” and handing the remaining 86%. The PA
refused, he noted, but that is in fact what saved Israel because, he
predicted, if they would ever agree to such an arrangement, Netanyahu
would go for it.
"Ariel Sharon
spoke about 14 percent of the blocs remaining with us," said Elkin.
"The Palestinians did not agree and will never give up [on having
everything]. The only agreement they would be willing to accept is the map offered by Ehud Barak and Ehud Olmert. Netanyahu cannot sign this map. It’s impossible to be Olmert or Barak and lead the Likud. They’re not the Likud.”If, however,
the PA would be willing to agree to Sharon's formula, Elkin said, "Then I
would be worried. Netanyahu would go for it, forming a Palestinian
state in 86% of Judea and Samaria.”Such an
agreement, said Elkin, would mean evicting some 70,000 Jews who reside
beyond the “settlement blocs” from their homes. “Isolated communities
like Yitzhar, Itamar or Tapuach will face a difficult choice in such a
case," he added."I say that
if the Palestinians, G-d forbid, will become flexible and go for it, we
will get the worst agreement possible. Upon receiving 86% of the land,
they will establish a terrorist state," said Elkin. He added that he does not trust the Arabs that their Palestinian state, under such an agreement, would be demilitarized, since the PA cannot be trusted to keep their part of an agreement."Agreement?
What agreement? They have agreements? They pledged not to unilaterally
turn to the United Nations. It is enshrined in the Oslo Accords. Did
that stop them?" Elkin told Maariv, rejecting the notion that
Israel would be safe from a Palestinian state in Judea and Samaria
because it would be surrounding this state.“We also surround Gaza. Kfar Saba will become Sderot [under such an agreement],” he said.Asked how he
thinks the upcoming negotiations will go, Elkin responded, "There are
three possibilities: the two sides advance towards each other; one side
insists and the other surrenders; the third option is that the talks
will explode.”"There will
be no real compromise,” he predicted. “The Palestinians will insist on
getting everything, and then either we’ll give up or everything will
blow up."The Arabs
“will not move an inch. Half of them, that’s Hamas, want to throw you
into the sea. The other half is ready to talk to you under the
conditions of the pre-1967 borders with minor modifications, threads of
Jewish settlement, a division of Jerusalem and the right of return. None
of them would be willing to give you 14 percent of the land,” noted
Elkin."I'll accept
an interim agreement based on today’s status quo,” he added. “If the
Palestinian Authority is upgraded to statehood, then I'm against.”Asked whether
he supports a referendum on any agreement, Elkin responded, "I am in
favor for three reasons: First, the people will decide and we will not
sign an agreement over some political trick; Second, the referendum
gives the public a good feeling and may prevent rifts in society; Third,
the referendum will affect the people sitting in the negotiating room.
They will not offer far-reaching suggestions that the public will not
support. They will not make fools of themselves.”(Arutz

Diskin: Israel Approaching the 'Point of No Return'
Israel will need to promote peace or risk becoming a minority in the region, warns former Shin Bet head.
Yuval Diskin-Flash 90
Former Israel Security Authority (Shin Bet) head Yuval Diskin said Friday that Israel was approaching the “point of no return” when it came to achieving peace in the region.
Speaking to Channel 10 News, Diskin warned that soon the point will come when it will be impossible to make any changes in the area."Our leaders
on both sides, both us and the Palestinians, are deep in the mud with
very little energy and ability to move forward," said Diskin."There are
some things that are very painful which might have to happen in order to
get the ball rolling,” he added. "If we do not try, then we will never
know. Not doing anything and saying, 'Let's wait and see what happens’
is what we’ve been doing for many years, unfortunately. I do not believe
in this approach.”Hinting that
he was a supporter of territorial concessions on the part of Israel as
part of a peace agreement, Diskin warned that unless Israel did
something, it would turn into “an apartheid state.”"The region,
life, demography, geography - everything is changing all the time and I
think we are likely to get to the point, and we are very close to it
already, that it would be impossible to change anything anymore,” he
said. “We really are close to the point of no return. We’ll be there
soon and there will be no warning, no one will ring the bells. One day
we will see that it is impossible to do it. In such a situation we’ll
have to either annex the territory or give the Palestinian people equal
rights here. Otherwise we will be an apartheid state. That's why I think
that in this situation there is no choice but to try to give this thing
a chance.”When asked
how long before the point of no return, DIskin replied, "I do not know.
There are those who I’ve heard, good friends of mine, they say we are
past that point. I think we’re getting close to it quickly, but I do not
think we’ve crossed it yet. But I believe that within two-three years,
unless a dramatic decision is made, we’ll be past that point.”Diskin said
that this is largely a moment of truth for Prime Minister Binyamin
Netanyahu and Palestinian Authority Chairman Mahmoud Abbas as
negotiations between the sides are set to resume.“We are entering a process where, within an X number of decades we will become a minority here. Now the question is - do we want to live in this situation?” he said.Asked whether
he supports the release of terrorist prisoners to meet the PA’s
condition to renew negotiations, Diskin replied, "I am opposed to the
release of prisoners, definitely to the disproportionate release of
prisoners under the dictates of a terrorist organization. I objected to
this in the past, I opposed it even in the Shalit deal, but I see a
significant difference when a government wants to advance the diplomatic
process and it initiates a gesture of a release of prisoners to produce
negotiations.”

Poll: Israelis Oppose Releasing Terrorists
Almost 85% of Israelis oppose the release of terrorists in order to restart peace talks, finds new poll.
terrorist prisoner release-Flash 90
The vast majority of Israeli Jews are against the release of terrorists "with blood on their hands" as a means of restarting peace talks with the Palestinian Authority, a poll commissioned by the Israel Hayom daily newspaper has found.
Almost 85
percent of Israeli Jews are against the release of terrorists who have
committed deadly attacks as a means of facilitating the upcoming peace
talks, the poll shows (9.4% said they would support such a move and 5.7%
had no opinion).A smaller
proportion (78.1%) said such terrorists should not be released even
after the talks resumed and even if such a move was contingent on
progress in the peace process (13.7% support this, with 8.2% having no
opinion). The poll was conducted by New Wave Research on Wednesday and published in Israel Hayom’s
Friday edition. Five hundred adult respondents comprising a random and
representative sample of Israel's Hebrew-speaking Jewish population were
polled.In addition,
61.6% said that should an agreement with the PA be reached, a national
referendum must be held on its merits (29.9% were either against a
plebiscite or said a cabinet decision would suffice and 8.5% had no
opinion). A majority of respondents (54.5%) said they would vote against
a deal in which Israel makes territorial concessions and essentially
withdraws to the borders that existed before the 1967 Six Day War (26.7%
said they would support such a deal and 18.8% had no opinion).According to the poll, 52.7% agree "in principle" for a two-state solution, while 36.8% are opposed (10.5% had no opinion).Almost two
thirds (62.7%) were in favor of resuming the peace talks (28.1% were
opposed and 9.2% had no opinion), although an overwhelming majority --
73.1% -- said negotiations would not lead to a permanent accord that
would resolve the conflict (only 5.3% said the talks would conclude with
a peace deal, while 21.6% had no opinion). As for the
likelihood of an agreement passing a referendum, 55.1% of those polled
said such a prospect was unlikely (24.8% said the referendum would pass
and 20.1% had no opinion).Reports this week indicated that Prime Minister Binyamin Netanyahu intends to free 82 terrorist prisoners in the course of negotiations with the Palestinian Authority. Most if not all of the terrorists were convicted of murder.
The prisoners are reportedly to be released in four waves, once every two or four months, as the negotiations advance.Abbas has told U.S. officials that releasing the murderers is a “top priority” for his administration. The Obama administration is eager to restart talks between Netanyahu
and the PA with the goal of creating a PA-led Arab state in Judea,
Samaria and Gaza. Abbas is to represent the PA in the negotiations,
despite his term in office having expired in 2009.(Arutz

At least 38 Morsi supporters killed in Egypt, medic says
Health Ministry spokesman says hospital near clashes received 21 dead and 180 wounded; difference in death tolls couldn’t be reconciled immediately
July 27, 2013, 2:48 pm
0-the times of israel
Health
Ministry spokesman Khaled el-Khateeb told The Associated Press that a
government hospital near the clashes has received 21 dead and 180
wounded so far. The difference in death tolls could not be immediately
reconciled. The carnage overnight near the month-old
sit-in held by Morsi’s supporters is likely to harden the resolve of the
deposed leader’s camp, who described the latest bloodshed as a
“massacre.” On the other side of the political divide, the
military-backed interim leadership appears to feel emboldened to move
against Morsi’s Muslim Brotherhood following mass rallies on Friday in
support of a crackdown against the ousted president and his Islamist
allies. The clashes began after hundreds of Morsi
supporters moved out of their sit-in outside of the Rabaah al-Adawiyah
Mosque in east Cairo late Friday. One group began to set up tents on an
adjoining boulevard, where they planned to stay for at least three days,
said Mahmoud Zaqzouq, a Brotherhood spokesman. At the same time,
another group of protesters marched toward a nearby overpass, where they
were met by volleys of tear gas from the police. The demonstrators
responded by hurling rocks and stones at the security forces. The confrontation quickly turned bloody. At
first, doctors said half a dozen were killed in the clashes, mostly by
birdshots and some live ammunition. At the crack of dawn, the pace of
casualties picked up and a nearby field hospital was unable to cope with
the influx, according to Yehia Mikkia, a doctor at the makeshift
facility. He said hundreds were wounded.
Mikkia, the field hospital doctor, said 38
people had been killed, and that most of the casualties had wounds to
the upper part of the body. He said the number of dead is likely to be
higher because other casualties were transported to different hospitals. At the makeshift morgue at the sit-in,
supporters chanted “The people want to execute the butcher,” referring
to army chief and Defense Minster Gen. Abdel-Fattah el-Sissi, as they
ushered the dead out to the hospitals. In footage broadcast on Al-Jazeera Mubashir
Misr TV, the bodies of more than 12 men shrouded in white cloth were
laid out on the floor of the field hospital. Pools of blood colored the
floor red.Interior Ministry spokesman Maj. Gen. Hani
Abdel-Latif said 14 policemen and 37 army troops were wounded in the
violence. He said that two of the policemen had gunshot wounds to the
head. He claimed that the police only used tear gas against the
protesters. The state news agency MENA quoted an unnamed
senior security official saying security forces tried to prevent
fighting between residents of the area and the protesters.MENA said minor clashes continued into the
morning. It said Morsi supporters pelted security forces with rocks and
firebombs, while security closed off the road with barbed wire and
responded with tear gas.The bloodshed is one of the deadliest bouts of
violence in Egypt since the military deposed Morsi on July 3 after days
of massive street protests calling for his ouster. It also comes almost
three weeks after more than 50 people, mostly Brotherhood supporters,
died in a similar outbreak of violence outside a military installation
near the same sit-in.Since the military coup, Egypt’s political
standoff has deepened as both sides have dug in. Morsi’s supporters
reject the new political order, and say the military illegally ousted
the country’s first democratically elected leader. They have kept their
sit-in and held near daily rallies elsewhere in the capital to demand
Morsi be reinstated. While the main sit-in has been peaceful,
protests elsewhere have turned violent at times, and some 180 people
have been killed in clashes nationwide since June 30 when the
demonstrations against Morsi began. The unrest, as well as claims that Islamist
groups are stockpiling weapons and escalating attacks against troops in
the Sinai, were used by the country’s new military-backed rulers as a
basis for demanding popular support. On Wednesday, el-Sissi called for
mass rallies to give the military a mandate to fight “violence and
terrorism,” raising speculation that he may be planning a crackdown on
the toppled president’s allies. On Friday, massive crowds turned out to voice
their support for a tough hand against Morsi’s backers and the Muslim
Brotherhood group from which he hails. The ousted president’s supporters
also held large rallies, although smaller than those of the
pro-military camp. The rival demonstrations in Cairo were mostly
peaceful into the evening, but clashes between supporters and opponents
of Morsi left seven killed in the coastal city of Alexandria. As crowds gathered on Friday afternoon,
authorities announced that Morsi was formally placed under investigation
on a host of allegations including murder and conspiracy with the
Palestinian militant group Hamas. Morsi has been held incommunicado
since being taken into military custody on July 3.Interim President Adly Mansour told the
private TV station al-Hayat that his government seeks to include
everyone, but it will not accept lawlessness, blocked roads and attacks
on state institutions. He urged the pro-Morsi protesters to go home,
promising they won’t be pursued or arrested.“I can’t negotiate with whoever has committed a
crime. But those who were duped or those who want to belong to Egyptian
society, we welcome them,” he said. But he added: “The state must
interfere (against lawlessness) firmly.”
