Kerry: Israel, Palestinians must take hard decisions

US Secretary of State John Kerry urged Israeli and Palestinian leaders on Friday to take "hard decisions" to revive the Middle East peace process, which has stalled for almost three years."We're getting toward a time now when hard decisions need to be made," he told a news conference in Tel Aviv at the end of his fourth visit to theregion since he took office in February.Kerry has been pressing Israel and the Palestinians to resume peace talks that broke down in September 2010.He said there was "one way" to make peace a reality, "and that is through direct negotiations."Ultimately it is the Israeli and Palestinian people who both decide the outcome... and who will get the greatest benefits" from a resumption of talks, he said."I know this region well enough to know there is scepticism, in some quarters there is cynicism, and there are reasons for it. There have been bitter years of disappointment," he said.   But he insisted: "It is our hope that by being methodical, careful, patient, but detailed and tenacious, that we can lay on a path ahead that can
conceivably surprise people and certainly exhaust the possibilities for peace."   And in a powerful message to Palestinians, who are used to just seeingAmerican motorcades sweep by into Abbas's high-walled headquarters compound, Kerry went for a stroll along a Ramallah street. Despite public pronouncements of support, there is growing frustration that there has been little sign of a shift in the long-held positions of the two sides.  Complicating efforts is the new Israeli government, which has moved more towards the right and includes some ministers who oppose a two-state solution.Kerry also warned on Friday that there was a time limit on the possibility of peace, after Thursday comments from British Foreign Secretary William Hague -- also on a visit to the region -- that the prospects of a two-state solution "cannot be kept alive forever."
"It is clear that in the long run the status quo is not sustainable," Kerry said.    The secretary of state also touched on the sensitive issue of Jewish settlement building in the Palestinian territories, one of the principal issues over which the 2010 talks stalled.   "The US position on settlements is clear and has not changed... we believe they should stop," he said.

Submerged structure stumps Israeli archaeologists

TIBERIAS, Israel (AP) — The massive circular structure appears to be an archaeologists dream: a recently discovered antiquity that could reveal secrets of ancient life in the Middle East and is just waiting to be excavated.It's thousands of years old — a conical, manmade behemoth weighing hundreds of tons, practically begging to be explored.The problem is — it's at the bottom of the biblical Sea of Galilee. For now, at least, Israeli researchers are left stranded on dry land, wondering what finds lurk below.The monumental structure, made of boulders and stones with a diameter of 70 meters (230 feet), emerged from a routine sonar scan in 2003. Now archaeologists are trying to raise money to allow them access to the submerged stones."It's very enigmatic, it's very interesting, but the bottom line is we don't know when it's from, we don't know what it's connected to, we don't know its function," said Dani Nadel, an archaeologist at the University of Haifa who is one of several researchers studying the discovery. "We only know it is there, it is huge and it is unusual."Archaeologists said the only way they can properly assess the structure is through an underwater excavation, a painstakingly slow process that can cost hundreds of thousands of dollars. And if an excavation were to take place, archaeologists said they believed it would be the first in the Sea of Galilee, an ancient lake that boasts historical remnants spanning thousands of years and is the setting of many Bible scenes.In contrast, Israeli researchers have carried out many excavations in the Mediterranean and Red Seas.Much of the researchers' limited knowledge about this structure comes from the sonar scan a decade ago.Initial dives shortly after that revealed a few details. In an article in the International Journal of Nautical Archaeology published earlier this year, Nadel and fellow researchers disclosed it was asymmetrical, made of basalt boulders and that "fish teem around the structure and between its blocks."
The cone-shaped structure is found at a depth of between three and 12 meters (nine and 40 feet) beneath the surface, about half a kilometer (1,600 feet) from the sea's southwestern shore. Its base is buried under sediment.The authors conclude the structure is man-made, made of stones that originated nearby, and it weighs about 60,000 tons. The authors write it "is indicative of a complex, well-organized society, with planning skills and economic ability."The rest is a mystery.Yitzhak Paz, an archaeologist with the Israel Antiquities Authority who is involved in the project, said that based on sediment buildup, it is between 2,000 and 12,000 years old, a vast range that tells little about it. Based on other sites and artifacts found in the region, Paz places the site's origin some time during the 3rd millennium B.C., or about 5,000 years ago, although he admits the timeframe is just a guess."The period is hard for us to determine. No scientific work was carried out there, no excavations, no surveys. We have no artifacts from the structure," Paz said.
Archaeologists were also cautious about guessing the structure's purpose. They said possibilities include a burial site, a place of worship or even a fish nursery, which were common in the area, but they said they wanted to avoid speculation because they have so little information.It's not even clear if the structure was built on shore when the sea stood at a low level, or if it was constructed underwater. Paz reckons it was built on land, an indication of the sea's low level at the time.In order to fill in the blanks, archaeologists hope to inspect the site underwater, despite the expense and the complexities.Nadel noted that working underwater demands not only a skill such as scuba diving, but also labor-intensive excavations that are particularly difficult in the Sea of Galilee, which already has low visibility and where any digging can unleash a cloud of sediment and bury what's just been uncovered.Also, divers can remain under water only for a limited amount of time every day and must choose the best season that can provide optimal conditions for excavating.

More and more Israelis living in Judea and Samaria (Shomron) have come under attack as Palestinian Authority terrorist groups increase the frequency of assaults on drivers in the region. One of the victims is Michal Weisel, who shared her post-attack thoughts with Arutz Sheva.Israelis need to take advantage of technology that can reinforce car windows against attack, she said, and not to rely on the IDF to stop attacks.Weisel was attacked by three young Arab men hurling heavy stones. “It’s lucky that the car was a reinforced car owned by the Regional Council – the rocks bounced off the frame of the car,” she recalled.
“I hope the IDF will take strong action against rock throwers, but for my part, I’m going to reinforce my car, because it saves lives,” she said. “A rock can kill, no less so than gunfire.”“We’re in an Intifada, even if they media hasn’t said so yet,” she warned. The Palestinian Authority has launched two past “Intifada” terrorism wars targeting Israeli civilians in a variety of attacks including rock and firebomb attacks on passing cars, stabbings and shootings in civilian homes, and suicide bombings.The IDF has reportedly started preparing for a third round of “Intifada” attacks. Kerry, Lavrov to meet on Syria in Paris on Monday

Syria opposition struggles to forge transition plan before talks

ISTANBUL (Reuters) - Syria's divided opposition leaders have failed to back a plan by their outgoing leader for President Bashar al-Assad to cede power gradually to end the country's civil war, highlighting the obstacles to international peace talks expected next month.The 16-point plan proposed by Moaz Alkhatib, who resigned as head of the Western-backed opposition National Coalition in March, urges Assad to hand power to his deputy or prime minister and then go abroad with 500 members of his entourage.Alkhatib's proposal appeared to win little support from other Syrian opposition figures at a three-day meeting in Istanbul to decide how to respond to a U.S.-Russian proposal to convene peace talks involving Assad's government next month.The coalition is under international pressure to resolve internal divisions ahead of a conference Washington and Moscow see as crucial to hopes of ending two years of civil war which has allowed al-Qaeda linked militants a growing role in Syria.Looming large over the Istanbul meeting, which began on Thursday, is the shadow of Saudi Arabia, the main Arab backer of the opposition, which according to coalition sources is pushing to have the transfer of power in Syria top the agenda in Geneva."Saudi Arabia is not happy that Geneva does not look like it will lead with the exit of Assad on day one," a senior coalition source said.Opposition leaders said the coalition was likely to attend the planned peace conference, which could take part in Geneva in the coming weeks, but doubted it would produce any immediate deal on Assad's departure.Coalition spokesman Khaled Saleh said the 60-member body supports "any conference that helps transition the situation into an elective government away from the dictatorship" but would not go without indications Assad is on his way out.Assad, who has defied Western and Arab calls for him to go, has not confirmed his government would attend the peace talks, although Russia said on Friday his administration had agreed in principle to attend.

NEW LEADERSHIP
Syria's opposition in exile also aims to elect a coherent leadership during the talks in Istanbul.It has been rudderless since the resignation in March of Alkhatib, a respected Damascene cleric, who had floated two initiatives for Assad to leave power peacefully.His latest plan, posted on his Facebook page, calls on Assad to step down in favor of Prime Minister Wael al-Halki or Vice-President Farouq al-Shara, a veteran politician who has kept a low profile since the revolt began in March 2011, prompting opposition claims last year that he planned to defect.Alkhatib said Assad should respond within 20 days and that he should then be given a month to dissolve parliament. Once Assad had ceded power, his government should stay in office for 100 days and restructure the military before handing over to a transitional government "which should be agreed upon and negotiated within the framework of international assurances".Opposition figures in Istanbul were dismissive."He has the right to submit papers to the meeting like any other member but his paper is heading directly to the dustbin of history. It is a repeat of his previous initiative which went nowhere," a senior coalition official said.Assad and his father before him have ruled Syria for four decades. He has vowed to defeat what he calls the "terrorists" behind an uprising that began with months of peaceful protests. His violent response eventually ignited an armed revolt.More than 80,000 people have been killed in what is now a full-scale civil war that has dragged in Lebanon's Hezbollah guerrillas and is spilling into other neighboring countries.Washington has pressured the opposition coalition to resolve its divisions and to expand to include more liberals who can act independently of Islamists."The international community is walking a little faster than the opposition. Magnitude 5.7 quake strikes Northern California

(Reuters) - A magnitude 5.7 earthquake struck Northern California on Thursday, according to the U.S. Geological Survey.The epicenter of the quake was 6 miles northwest of the town of Greenville, and near the smaller community of Canyondam, the USGS said.There were no immediate reports of injuries.Allen Shephard, a hunting and fishing guide at Quail Lodge at Lake Almanor in Canyondam, said the quake knocked him "right off the couch and onto the floor."The floor of the lodge was littered with broken dishware, and cabinets were in disarray, said Shephard, 62.An initial report had said the quake was magnitude 5.9.A 5.7 magnitude quake is considered moderate, but has the potential to cause considerable damage.(Writing by the Americas Desk; Editing by John Stonestreet)

Tremors felt in Moscow as 8.2 quake rattles Russia's Sakhalin region

Tremors have been felt all across Russia and in Europe, following a major 8.2 earthquake in the Sakhalin region. Panicking Muscovites began calling security services, and some decided to leave their homes.
The residents informed security services of vibration and tremors that caused furniture and kitchen utensils to move. The magnitude of the tremors felt in Moscow was no higher than 1 on the Richter scale, the Agency of Hydrometeorological and Environmental monitoring indicated.Moscow residents wrote on Twitter about the tremors: “wasn’t really strong, but things hanging on the walls were shaking,” “the fourteenth floor of the Smolensky Passage [a large market in the city center] was noticeably shaking!” and “a house was shaking in the center of Moscow on Tverskaya street.”“The aftershocks occurred in Nizhny Novgorod, Moscow, in Europe – for instance, in Romania. Almost the entire continent was shaken,” Anatoly Tsygankov, the head of the Situation Center for Agency of Hydrometeorological and Environmental monitoring told Interfax news agency.An employee at news website NEWSru.com recounted the Moscow tremor: “I have a flat on the 7th floor. At 9:43am I was sitting at my desk in front of the computer when the desk started shaking. We have a metro station underground, so I thought that something happened there. But the vibrations continued, and it became clear that everything was shaking like during an earthquake." The witness says there were at least three tremors; two strong ones, and another, weaker one. Then he started calling Emergency. When the operator answered, the reporter heard someone telling another operator their address, and he understood that the vibrations were happening all over Moscow. 
The scientists, however, are sure that there is nothing outstanding in the quake, but it's “deep – around 600 kilometers, in this situation tremors can be felt at long distances from the epicenter,” academic and scientist Alexander Soloviev explained.

In its 2013 Atlantic hurricane season outlook issued today, NOAA’s Climate Prediction Center is forecasting an active or extremely active season this year..For the six-month hurricane season, which begins June 1, NOAA’s Atlantic Hurricane Season Outlook says there is a 70 percent likelihood of 13 to 20 named storms (winds of 39 mph or higher), of which 7 to 11 could become hurricanes (winds of 74 mph or higher), including 3 to 6 major hurricanes (Category 3, 4 or 5; winds of 111 mph or higher). These ranges are well above the seasonal average of 12 named storms, 6 hurricanes and 3 major hurricanes.“With the devastation of Sandy fresh in our minds, and another active season predicted, everyone at NOAA is committed to providing life-saving forecasts in the face of these storms and ensuring that Americans are prepared and ready ahead of time.” said Kathryn Sullivan, Ph.D., NOAA acting administrator. “As we saw first-hand with Sandy, it’s important to remember that tropical storm and hurricane impacts are not limited to the coastline. Strong winds, torrential rain, flooding, and tornadoes often threaten inland areas far from where the storm first makes landfall.”

Three climate factors that strongly control Atlantic hurricane activity are expected to come together to produce an active or extremely active 2013 hurricane season. These are:

• A continuation of the atmospheric climate pattern, which includes a strong west African monsoon, that is responsible for the ongoing era of high activity for Atlantic hurricanes that began in 1995;
  
  
• Warmer-than-average water temperatures in the tropical Atlantic Ocean and Caribbean Sea; and
  
  
• El Niño is not expected to develop and suppress hurricane formation.

“This year, oceanic and atmospheric conditions in the Atlantic basin are expected to produce more and stronger hurricanes,” said Gerry Bell, Ph.D., lead seasonal hurricane forecaster with NOAA’s Climate Prediction Center. “These conditions include weaker wind shear, warmer Atlantic waters and conducive winds patterns coming from Africa." NOAA’s seasonal hurricane outlook is not a hurricane landfall forecast; it does not predict how many storms will hit land or where a storm will strike. Forecasts for individual storms and their impacts will be provided throughout the season by NOAA’s National Hurricane Center.
New for this hurricane season are improvements to forecast models, data gathering, and the National Hurricane Center communication procedure for post-tropical cyclones. In July, NOAA plans to bring online a new supercomputer that will run an upgraded Hurricane Weather Research and Forecasting (HWRF) model that provides significantly enhanced depiction of storm structure and improved storm intensity forecast guidance.Also this year, Doppler radar data will be transmitted in real time from NOAA’s Hurricane Hunter aircraft. This will help forecasters better analyze rapidly evolving storm conditions, and these data could further improve the HWRF model forecasts by 10 to 15 percent.The National Weather Service has also made changes to allow for hurricane warnings to remain in effect, or to be newly issued, for storms like Sandy that have become post-tropical. This flexibility allows forecasters to provide a continuous flow of forecast and warning information for evolving or continuing threats.“The start of hurricane season is a reminder that our families, businesses and communities need to be ready for the next big storm,” said Joe Nimmich, FEMA associate administrator for Response and Recovery. “Preparedness today can make a big difference down the line, so update your family emergency plan and make sure your emergency kit is stocked. Tornado insured losses estimated at $2 billion-$5 billion

(Reuters) - Tornadoes that struck the United States from May 18 to May 20 caused between $2 billion to $5 billion of insured losses, disaster modeling company Eqecat said late Thursday.At the high end of the range, the tornado outbreak may rank as the second-worst ever in terms of insured losses, behind the late-April 2011 twisters that devastated Tuscaloosa, Alabama, and other communities.Eqecat said most of the losses were attributed to the tornado that devastated Moore, Oklahoma, on Monday. That storm, with winds that exceeded 200 miles per hour, killed 24 and flattened two elementary schools.Some 76 tornadoes struck across 10 states over a three-day period, said Eqecat, whose models are used by the insurance industry to forecast losses. The worst of it was in Moore, where the firm said about 13,000 structures were damaged.Oklahoma's insurance commissioner, John Doak, said earlier this week he expected damage from the Moore tornado to exceed $3 billion on its own.The brunt of those losses is likely to fall on insurers State Farm and Farmers Insurance Group, which together have an aggregate market share of nearly 29 percent in the state, according to SNL Financial.Over the last two years, tornadoes have become a huge loss driver for the insurance industry. Martella was recently received by the Pope on the occasion of his ad limina visit to Rome.But although Vatican spokesman, Fr. Federico Lombardi, confirmed that Francis will be publishing the encyclical on faith, he denied the bishops’ claim about Benedict XVI’s involvement. “The news about Benedict XVI finishing off the text, is completely unfounded.”Mgr. Martella outlined what he and Francis talked about during the audience, saying that the Pope “wanted to let him in on a secret, almost like a revelation.” “Benedict XVI is finishing off his encyclical on faith and Francis will be signing it,” the bishop wrote. “He intends to write his own – first - encyclical on poverty soon. It will be titled “Beati pauperes!”, poverty intended in an evangelical not in an ideological or political sense,” he pointed out.According to the Bishop of Molfetta, Ratzinger is apparently working on the faith encyclical himself. Work on the text began months ago and the aim was to have the text published by 2013, the year Benedict XVI chose as the Year of Faith. Until now, however, it was thought that the Pope was not working on the text himself, but that it was being prepared by the Congregation for the Doctrine of the Faith, under his guidance.The day after Ratzinger announced his resignation, Lombardi confirmed a document did indeed exist but it would not be published before Benedict XVI’s resignation was official. Some thought the encyclical on faith – the last in the faith, hope and charity trilogy (the latter two themes were the focus of Ratzinger’s encyclicals “Spe salvi” and “Deus caritas est”) – would be turned into a book or at any rate a “private” text by the former Pope.But from what Mgr. Martella says, it seems Francis has decided to make the project his own. Something similar happened the day after Benedict XVI’s election. In his fist encyclical, “Deus caritas est” he used some of the material which John Paul II had gathered, to prepare a draft, which was then put away in a drawer until a later date.

First of all, I must identify myself as an employee of Ontario Power Generation, and declare that the views and opinions expressed in this statement are my own and do not represent OPG in any way. After reading Bill Scollie’s letter concerning the high cost of wind power (Wind Farm — We All Pay, May 16), I did a little research. The weekend of May 11-12 was very windy in most of Ontario, from 7 p.m. on Friday, May 10 through to midnight of May 12. The Independent Electricity System Operator (IESO) showed wind produced 58,165 megawatts of power, beating the old production record several times. This power cost taxpayers $135 per megawatt, totalling $7,852,276. At the same time, because wind power has priority over cheaper forms of electricity production, Ontario had to export 127,361 megawatt hours at $20.40 per megawatt. But by far the worst fact about that weekend is that OPG spilled (or wasted) clean renewable hydro power because of wind priority on the grid. Here in the Northwest, where 90 per cent or more of our power comes from water, you can be sure we were spilling water here too. We could have generated the same amount of power from water for $1,186,500. The auditor general has stated that wind power is produced out of sync with demand and that the government did not do a business case study for its renewable energy program. If they had, would it make any difference?  Most people understand dollars and cents. Norfolk declares itself unwilling to host new wind farms

Norfolk County has declared itself unwilling to host new industrial wind farms.County council voted 8-1 last Tuesday to notify the provincial government that it wants no more wind turbines approved for Norfolk.
The message by itself will not stop the province from approving the proposed Port Ryerse Wind Farm or other projects.But councillors hope the province will take heed of the growing chorus of municipalities asking to put the brakes on Ontario’s push for wind energy.Premier Kathleen Wynne has said her government will not impose wind turbines on areas that aren’t willing hosts. In response, Norfolk has joined 17 municipalities that have declared themselves unwilling hosts.When wind turbines first came to Norfolk about a decade ago, Ontario needed more electricity, Port Dover Coun. John Wells told county council during debate on May 14.
But times have changed.Back then Coun. Wells supported green energy. Now he’s not so sure it’s a good thing.Ontario now has more power than it knows what to do with, he told council.And residents want to know more about possible health effects.“I support the citizens of Norfolk County and what they’re saying is ‘John, let’s wait for more information,’” Coun. Wells said.“What’s the hurry to build more (turbines) when there is not a need?”Port Rowan Coun. Betty Chanyi said turbines in her Houghton neighbourhood have not affected her health.But the neighbourhood is changing, she said. All but one neighbour has moved since turbines arrived.Roads have been “totally destroyed” by large equipment bringing in parts for the turbines, she said.Becoming an unwilling host is worth a try, Simcoe Coun. Charlie Luke said.“If we don’t complain, we will miss our chance and let our residents down,” he said.Coun. Luke said his son-in-law recently saw a steel graveyard of thousands of abandoned wind turbines in California.Dotting Norfolk’s forest, shoreline, small villages and rural setting with steel structures poking out of the natural beauty is “not what I envision this county is about,” Coun. Harold Sonnenberg said continuing to subsidize wind farms is insanity.County council twice has called for a provincewide moratorium on new wind farms until health effects are known.It also has called for provincial and federal health studies, which are now underway.
Council also is refusing to endorse any new wind projects. SOUTH HURON — The Municipality of South Huron has officially declared itself an “unwilling host” to industrial wind turbines.Council passed a motion at its May 13 meeting declaring itself an unwilling host to wind turbines, while also requesting the province give more say to municipalities regarding municipal planning and site plan control for future wind and solar projects.As reported in last week’s Times-Advocate, council declined at its May 6 meeting to declare itself an unwilling host to wind turbines, but at its May 13 meeting, in front of about 25 anti-wind turbine protesters, council unanimously declared itself an unwilling host.The audience applauded council for its decision.Coun. Tom Tomes put forth the original motion that council requested greater say on future turbine projects, explaining that many concerns about turbines have been raised. He also expressed concern over the province’s Green Energy Act which took away municipal planning powers regarding wind and solar projects.“I think the premier made a mistake,” Tomes said.Coun. Bill Francis requested that the motion include the fact that South Huron is an unwilling host to turbine projects. HAMILTON TOWNSHIP - Hamilton Township municipal councillors have voted unanimously to declare the township an "unwilling host" for any future large, green-energy, solar and wind projects.It joins Alnwick/Haldimand which took similar action last February. Alnwick/Haldimand council's motion addresses only industrial wind turbine farms located on the Oak Ridges Moraine. It also requests a moratorium on all industrial wind installations until such time as low frequency noise and infrasound study is reviewed “and mitigated through the Renewable Energy Approval process” along with “conclusive and independent clinical health studies that eliminate the potential of adverse impacts to health, safety and well-being of the public.
Hamilton Township declared itself an “unwilling host” during Tuesday's council session even before holding a much-promised public meeting to ascertain what its citizens actually want. But it has already received criticism about on-going construction of a private, mega-solar farm near Community Centre and Payne roads.The provincial government's Green Energy Act means the ultimate decisions still remain with the government, Deputy Mayor Isobel Hie said, drawing attention to the reality of the power of the motion.
Despite comments made by Ontario Premier Kathleen Wynne shortly after assuming office, that people would be consulted first about future infrastructure, no new regulations have been put specifically in place, although municipal "support" for a project now provides a greater score on applications that receive it.
If township residents say at the upcoming public information meeting that they want large solar and wind projects, "we can rescind" the motion about being an "unwilling host," said Councillor Donna Cole who introduced the motion and has been pushing for the designation for months.Cole argued council needs to make its intentions known now before any other contracts are signed.There was significant discussion about whether all solar and wind projects would be unacceptable, even small solar rooftop and small field installations, but Cole finally identified those larger megawatt projects as the ones the township wants to avoid (the exact number was estimated at 10 megawatts – but is to be checked and changed, if necessary).
Mayor Mark Lovshin pointed out that policing small installations, about which council gets no notification, would be impossible."It's showing our due diligence" in letting developers and the provincial government know "our point of view" in passing the motion now, Councillor John Davidson said in supporting Cole's motion.Deputy Mayor Isobel Hie noted that proposals for mega solar and wind projects have already pitted families and neighbours against one another.She was referring to Clean Breeze's now defunct wind tower projects near Grafton and Centreton which a grassroots organization has fought for the past several years, including filing a lawsuit over potential property devaluation due to the proposals."What would it mean to our project here?" asked Councillor Gary Woods, referring to the 2,000-square-foot, $450,000 municipal office expansion at Camborne. Its building committee is examining the installation of solar panels as a way of reducing energy costs and staff are evaluating different options. The solar options for the municipal expansion would not be affected because of the size involved, councillors were told.Cole called for a recorded vote which meant the mayor, who was chairing the meeting and normally only votes in a tie situation, had to vote. Mayor Lovshin joined the rest of council in supporting the "unwilling host" designation.Asked if this motion would impede the township's deal with Northumberland Community Power Co-Operative INC to install a rooftop solar project on the Baltimore Recreation Centre and rent the space for it, chief administrative officer John Baird said this was already in progress and the motion addresses only future projects. The Co-Operative project is expected to generate 217 kilowatts of power and the lease will bring the township $9,796 annually.At the moment, the Co-Operative's board of directors is not contemplating large green energy projects, said one of its spokesmen, Richard Tyssen. There are no other projects proposed in the township at this time, he said.Like Baird, Tyssen did not see the township's "unwilling host" designation by its council as impeding the Baltimore Recreation Centre rooftop project that has received initial notification from the Ontario Power Authority that it is eligible. TORONTO -- The best approach to dealing with Premier Kathleen Wynne's first -- and, let us hope, last Liberal budget -- is to treat it as a work of fiction.It promises not to raise taxes -- for now -- but makes it clear new "revenue tools" (taxes and tolls) are on their way, allegedly to pay for transit infrastructure.
It promises the Liberals will balance the budget by 2017-18, but projects the current $9.8-billion provincial deficit will increase by almost 20%, to $11.7 billion, this year.It promises fiscal responsibility, but projects Ontario's total debt will increase by $42 billion, to $323 billion, a 15% increase over the next three years.
It promises to invest in public services, but projects paying interest on debt will be the government's fastest-growing expense, at 5.5% annually, rising to $12.2 billion annually by 2015-16. That will be the government's largest single expenditure, outside of funding health care and education.

It "proposes" an average 15% cut on auto insurance rates for good drivers, but provides no timeline, other than the Liberals' hope premiums will start to fall within a year to 18 months.It promises to listen "to people's ideas and (act) on their concerns," while the Liberals ram industrial wind turbines down the throats of rural Ontarians.It comes from a leader of the Liberal party, Wynne, who claims to know nothing about why her party's political decision to cancel two natural gas plants has cost the public at least $585 million.
If Wynne doesn't know what happened, it's because she chose not to know, to be able to claim "plausible deniability."That's the oldest political trick in the book.What it isn't, is leadership.Finance Minister Charles Sousa told the legislature his first budget "speaks to the priorities and values of our new government and of Ontario's new premier."But Wynne's first budget could have been written by former Liberal premier Dalton McGuinty, who came to power in 2003 by lying to voters, promising not to raise taxes and then imposing the largest single tax grab in Ontario's history.

A decade later, we know this is how Liberals govern.They will say anything, including things they know are untrue when they say them, to get elected and, when caught in their own lies, refuse to take responsibility for them.Now that they need NDP Leader Andrea Horwath's support to ensure their political survival, nothing they say can be trusted.When Horwath first floated her idea of a 15% rate cut on auto insurance rates over one year, Wynne rejected it, claiming the best way to reduce rates was the old insurance industry dodge of reducing fraud, which hasn't worked.But that was then and this is now.Now Wynne is for the very thing she was against a few months ago, provided it wins the support of the NDP, who accuse the minority Liberal government of political corruption every day, while continuing to support it.Simply put, the Liberals are liars and their pants are on fire.Nothing they promise can, or should, be trusted by anyone with a modicum of common sense.After 10 years in power, the Liberals have become so politically corrupt and are trailing so much political baggage -- eHealth, Ornge, cancelled gas plants, skyrocketing hydro bills due to their reckless green energy policies -- that voters need to send them on a long trip.Back to the opposition benches.
And while it will cost us $92 million for an election, it will be well worth it.After all, the Liberals can spill that much over lunch.

Senate Resolution 65, introduced by Senator Lindsey Graham (R-SC) and U.S. Sen. Robert Menendez (D-NJ), Chairman of the Senate Foreign Relations Committee, condemns Iran’s pursuit of nuclear capability.

The resolution supports Israel’s right to self-defense and reaffirms the close security cooperation between the United States and Israel.It states that the United States has a vital national interest in and unbreakable commitment to, ensuring the existence, survival, and security of the State of Israel; reaffirms the United States support for Israel’s right to self-defense; and urges that if Israel is compelled to take military action in self-defense, the United States will stand with Israel and provide diplomatic, military, and economic support in its defense of its territory, people, and existence.It also states that U.S. policy is to halt Iranian nuclear ambitions “to take such action as may be necessary to implement this policy”.Resolution 65 was adopted last month by the Senate Foreign Relations Committee.“Iran’s provocative actions threaten not just regional stability, but pose an existential threat to our ally Israel, and clearly are a very real threat to U.S. national security,” Menendez said in a statement after Wednesday’s vote. “Iran’s leaders must understand, that unless they change course their situation will only get worse. Kerry meets Israelis, Palestinians in bid to revive talks

JERUSALEM (Reuters) - U.S. Secretary of State John Kerry held separate talks with Israeli and Palestinian officials on Thursday and acknowledged there was considerable skepticism that the two sides would resume peace negotiations.There were no signs of any breakthrough as Kerry visited Israel for the fourth time in his four months in office to try to revive a peace process that has been moribund for more than two years.
Israeli-Palestinian negotiations broke down in late 2010 in a dispute over Israeli construction of Jewish settlements on occupied West Bank land that the Palestinians want for a state."I know this region well enough to know that there is skepticism. In some quarters there is cynicism and there are reasons for it. There have been bitter years of disappointment," Kerry said as he and Israeli Prime Minister Benjamin Netanyahu posed for pictures."It is our hope that by being methodical, careful, patient, but detailed and tenacious, that we can lay out a path ahead that can conceivably surprise people but certainly exhaust the possibilities of peace."Kerry met Palestinian President Mahmoud Abbas for lunch in the West Bank city of Ramallah and was to return to Jerusalem to see Shimon Peres, who holds Israel's largely ceremonial post of president, and have breakfast on Friday with Netanyahu.Before their meeting on Thursday morning, Netanyahu said he wanted to restart peace talks."It's something I hope the Palestinians want as well and we ought to be successful for a simple reason - when there's a will, we'll find a way," Netanyahu said.The two men discussed ways to advance peace, Kerry's ideas for an economic plan to boost Palestinian growth and the "escalating violence" in neighboring Syria's civil war, a senior U.S. State Department official told reporters after the meeting.
SETTLEMENTS

Last week, Kerry telephoned Netanyahu to voice U.S. concern at Israel's plan to declare legal four unauthorized West Bank settler outposts.Most of the world deems all Israeli settlements in the West Bank as illegal. Israel, which captured the land in the 1967 Middle East War, disputes this and distinguishes between about 120 government-authorized settlements and dozens of outposts built by settlers without official sanction.The main issues that would have to be resolved in a peace agreement include the borders between Israel and a Palestinian state, the future of Jewish settlements, the fate of Palestinian refugees and the status of Jerusalem.In his visits to the region, Kerry is also trying to put together an economic package for the Palestinians to go alongside the U.S. political initiative. European diplomats, in meetings with Palestinian leaders, have been trying to steer them away from any notion the European Union might present a peace plan of its own. A sketched map of Israeli prime minister Ehud Olmert’s land-for-peace offer to Palestinian Authority President Mahmoud Abbas in 2008 — hurriedly drawn up by Abbas after a meeting with Olmert that December, and made public for the first time on Thursday — suggests that Israel was prepared to withdraw to borders very similar to the pre-1967 lines and swap areas of northern and southern Israel in return for maintaining the larger settlement blocs.The map, published by Walla news, was based on an offer Olmert made to Abbas on December 16, 2008, during a meeting in Jerusalem. Olmert presented Abbas with a large formal map showing his territorial compromise proposal for the contours of a Palestinian state as part of a permanent peace accord, and demanded that Abbas initial the proposal before taking it back to Ramallah for consideration by the Palestinians. Abbas refused to do so, but on his return to his headquarters, he gathered his officials and asked them to remain silent while he hastily recreated the offer on a sheet of official Palestinian Authority notepaper.The sketch, which includes no place names, indicates that Olmert was apparently willing to more or less return to the pre-1967 lines, while maintaining the Gush Etzion settlement bloc south of Jerusalem, the settlement city of Ma’ale Adumin to the east, and a slice of territory that apparently would encompass the large settlement of Ariel in Samaria. In exchange for expanding Israeli sovereignty to those areas, Israel would have given up some of its own land to the new Palestinian state.

According to Walla, Olmert envisaged relinquishing Israeli territory on a one-for-one basis to the Palestinians in areas including near Afula; near Tirat Zvi south of Beit She’an; north of Jerusalem; in the Judean Desert, and in the Lachish area. He also endorsed a tunnel route to link Gaza and the West Bank.Olmert, as he has subsequently confirmed, was also prepared to divide Jerusalem into Israeli- and Palestinian-controlled neighborhoods, and to relinquish Israeli sovereignty at the Temple Mount and the entire Old City. He proposed that the “Holy Basin” be overseen instead by a five-member, non-sovereign international trusteeship, comprising Israel, the PA, Jordan, the US and Saudi Arabia.

According to Walla, Olmert has confirmed that Abbas’s sketched map is similar to that depicted in his proposal, and reconfirmed his readiness to have relinquished sovereignty at the Temple Mount.

The map shows no Israeli presence in the Jordan Valley. Walla said Olmert confirmed he was ready to forgo an Israeli presence in the Jordan Valley — a key strategic area, control of which Prime Minister Benjamin Netanyahu has defined as vital to Israel’s security. In return, Walla cited Olmert as saying, Israel expected full security cooperation with Jordan.In March, the New Republic reported that in September 2008 Abbas was close to signing an agreement that would have seen him give up on the so-called “right of return” for Palestinian refugees and their descendants beyond a symbolic number of several thousand.

Overall in recent years, Olmert has been widely reported to have proposed that Israel annex some 6.3 percent of the West Bank to encompass the key settlements, and compensate the Palestinians with a corresponding 5.8% of territory from within Israel, plus the corridor linking Gaza to the West Bank. The Palestinians have been reported to have countered with a proposal for a far smaller, 1.9% land swap. Abbas told the Washington Post in 2009 that Olmert’s offer was insufficient. “The gaps were wide,” he said.

Some analysts suggest Abbas backed out at the time in large part because he believed that Olmert, who had announced that he planned to resign in order to fight corruption allegations, did not have the political clout to see the deal through. Others see Abbas’s failure to seize the most far-reaching offer even made by an Israeli prime minister as proof that no offer that Israel might reasonably make would be accepted by the Palestinian leadership.Publication of the map Thursday drew a sharp response from Deputy Minister Ofir Akunis (Likud), a staunch Netanyahu loyalist who acts as a liaison between the government and the Knesset. Akunis said that what he called the PA’s rejection of the Olmert offer shows that the Palestinians are not really interested in peace.“It is further proof that the argument is not about Judea and Samaria [the West Bank] but on the very existence of Israel,” Akunis told Walla. “Even though Olmert sold out on everything, gave in, for nothing in return, the Palestinians didn’t accept the offer. Their continued refusal of even the most generous offer should present a warning sign to the whole world: The Palestinians are the obstacle to peace.”

Olmert has said that Abbas did not accept the offer but also did not specifically reject it. Rather, according to Olmert, Abbas failed to respond to it.

Russia wary of deeper nuclear arms cuts

Israeli air force chief warns of Syrian attacks

Another witness, who gave his name only as James, told London’s LBC 97.3 radio station that he saw two men standing by the victim on the floor.At first he thought they were trying to help the man but then saw two meat cleavers, like a butcher would have.“They were hacking at this poor guy, literally,” he told the radio station, as if they were trying to remove his organs.
“These two guys were crazed. They were just not there. They were just animals.”

The video came as terrified eyewitnesses saw two men shot by police marksmen after the machete attack in Woolwich, south-east London.The two men are thought to have waited around for 20 minutes until Metropolitan Police officers arrived and then tried to attack them – but were swiftly shot by armed policemen, including a woman.They apparently shouted ‘Allahu Akbar’, which means ‘God is great’ in Arabic, and tried to film the attack, the BBC’s political editor Nick Robinson said.This afternoon the area’s MP, Nick Raynsford, told BBC Radio 5 Live he believed the victim, a man aged in his 20s, was a serving soldier.The man is believed to have been hacked to death after a car crash. The scene of the attack is just 200 yards from Woolwich Barracks.Mr Raynsford said: ‘We think a serving soldier was the victim. We don’t know the circumstances surrounding the incident. We do know a number of weapons have been seized.‘They include a gun, various knives, and a machete, apparently. The police clearly had to take action in order to try and arrest these individuals.’He also told Channel 4 News: ‘It is my understanding this man was a serving soldier based at the barracks. He had been on duty in central London and was making his way back to the barracks.’

A mother-of-two described tonight how she put her own life on the line by trying to persuade the soldier’s murderers to hand over their weapons.Cub scout leader Ingrid Loyau-Kennett selflessly engaged the terrorists in conversation and kept her nerve as one of them told her: “We want to start a war in London tonight.”Mrs Loyau-Kennett, 48, from Cornwall, was one of the first people on the scene after the two Islamic extremists butchered a soldier in Woolwich, south east London.She was photographed by onlookers confronting one of the attackers who was holding a bloodied knife.“Being a cub leader I have my first aid so when I saw this guy on the floor I thought it was an accident then I saw the guy was dead and I could not feel any pulse.“And then when I went up there was this black guy with a revolver and a kitchen knife, he had what looked like butcher’s tools and he had a little axe, to cut the bones, and two large knives and he said ‘move off the body’.“I asked him if he did it and he said yes and I said why? And he said because he has killed Muslim people in Muslim countries, he said he was a British soldier and I said really and he said ‘I killed him because he killed Muslims and I am fed up with people killing Muslims in Afghanistan they have nothing to do there.” [...]

A military court in the Gaza Strip has sentenced a Palestinian Authority resident to death for collaborating with Israel and another to life with hard labor, the Hamas interior ministry said on Thursday, according to the AFP news agency,The 43-year-old, identified only by his initials AH, "has been sentenced to capital punishment for acts of collaboration wit the occupation", a ministry statement said.It said the life term was handed down to the second man, a 53-year-old identified as FM.It was the third death sentence announced this year by the Islamist terrorist movement.Two Palestinian Authority Arabs were hanged in April 2010 for collaboration with Israel in the first executions carried out by Hamas, which seized Gaza in June 2007 from the secular Fatah movement.Under Palestinian law, collaborators, murderers and drugs traffickers all face the death penalty, according to AFP.

(AP) — All that is left of Shayne Patteson's three-bedroom home is the tiny area where his wife hunkered down under a mattress to protect their three children when a tornado packing winds of at least 200 mph slammed through his neighborhood.Patteson vowed to rebuild, likely in the same place, but said next time he will have an underground storm shelter."That is the first thing that will be going into the design of the house, is the storm shelter and the garage," he said as he looked around piles of bricks and plywood where their home once stood.Patteson's home was among as many as 13,000 homes damaged or destroyed Monday when the twister plowed through the Oklahoma City suburb of Moore. About 33,000 people were affected, officials said, though the number left homeless was still unknown because most of the displaced were believed to be staying with friends or relatives; only two dozen or so have stayed overnight at Red Cross shelters.Officials estimated the damage could top $2 billion.At the same time, more details emerged on the human toll, including heartbreaking stories about the final moments of some of the children who were among the 24 people killed. One elementary school was reduced to rubble when the tornado hit. Another was heavily damaged.While anguish over the deaths was palpable as residents began to pick up their shattered neighborhoods, many remained stunned that the twister didn't take a higher human toll during its 40 minutes on the ground."The tornado that we're talking about is the 1 or 2 percent tornado," Oklahoma Department of Emergency Management Director Albert Ashwood said of the twister, which measured a top-of-the-scale EF5 with winds of at least 200 mph. "This is the anomaly that flattens everything to the ground."The medical examiner reported that six of the children who died at the Plaza Towers Elementary School suffocated after being buried under a mass of bricks, steel and other materials as the building collapsed. A seventh child who perished there, 8-year-old Kyle Davis, was killed instantly by an object — perhaps a large piece of stone or a beam — that fell on the back of his neck.The first of the funerals is to take place Thursday morning, for 9-year-old Antonia Candelaria, who also died at the school.With all of the missing now accounted for, response teams transitioned into cleanup and recovery, and authorities formally allowed residents back into the damage zone Wednesday to start the monumental task of rebuilding their lives.Moore Mayor Glenn Lewis said Wednesday he would propose an ordinance in the next couple of days to require all new homes to have storm shelters.The city already has some. After a massive tornado tore a near-identical path in 1999, city authorities provided incentives such as federal grant dollars to help residents cover the costs of safe rooms. This time, though, Lewis thinks it is necessary to compel people to include them in all new construction.The scale of the destruction is also bound to lead to higher insurance premiums for homeowners, said Dan Ramsey, president of the Independent Insurance Agents of Oklahoma."Three years of hail bombardments of apocalyptic proportions, and then this? It has to result in some give someplace," Ramsey said.Residents clearing massive piles of debris were trying to get hold of essentials such as mobile phones and prescription drugs lost in the destruction. Cellular service providers set up mobile retail outlets and charging stations. At least one was offering free phone calls and loaner phones.Insurance companies have also set up emergency operation centers to take calls from people trying to get prescriptions filled and handle other health care needs.Elsewhere in town, several hundred volunteers took it upon themselves to clean the city cemetery, which was covered in debris, so it would be ready for Memorial Day. National Post – “LONDON — One person has died and at least two people were wounded in a violent attack near a military training barracks in London, British officials said Wednesday, as Prime Minister David Cameron called an emergency meeting in response.While details were scant, Cameron called the killing ‘truly shocking’ and said he had asked Home Secretary Theresa May to call an urgent meeting of the government’s emergency committee.The Daily Telegraph reported that a solider had been beheaded by a machete.The series of events described by the paper had a black car crashing into a poll on the side of the road followed by two men coming out of the car with machetes. The two men then allegedly attacked the people around the car killing one and injuring others before they were subdued.After allegedly killing the first man, the two attackers apparently walked around the body calling on onlookers to take photographs, according to witnesses.Police would not comment immediately on whether the incident appeared to be terror-related.
