For unknown reasons, Israeli authorities are keeping lid on an archaeological find that may turn out to be a royal castle from David's time, reports Makor Rishon newspaper. The newspaper did not give any details that might identify the exact location of the find.According to the paper, the site was identified by Binyamin Tropper, of the Kfar Etzion Field School. As he descended into a cave in the area of southern Jerusalem, he identified what professionals know as "a proto-aeolic capital" connected to a column.The capital – which is the decorated stone at the head of an ancient column – dates back to the Biblical era, according to Field School Director Yaron Rosental. Only 30 such capitals have been found in Israel so far, and only five of them were found in areas in which Biblical-era kings lived.Unlike all of the other proto-aeolic capitals found in Israel – this one is not separate from the column but connected to it. The weight of the column and capital are estimated to be about five tons."For reasons that are not completely clear," the newspaper writes, "several authorities in Israel have decided to silence the find, which may mark a breakthrough in the perception of the period of King David and his son, Shlomo [Solomon], and of the entire Judean kingdom."
The capital "apparently indicates that an entire temple of castle is buried beneath it," the newspaper adds. However, when Rosental contacted the Israel Antiquities Authority to inform them of the find, the person he spoke to simply said – "Yaron, good for you. You found it, but we already are aware of it. Now forget about the whole thing and keep your mouth shut."Rosental said that he later found out that the IAA had known about the side for 18 months. He said that no digging has taken place since then, and that even steps like cordoning off the area to prevent damage to the rare find, have not been taken.Rosental calls this "a scandal" but says that no less worrisome is that the state appears to have plans to move the separation fence between Israel and the PA in a way that will leave the site in the PA's hands. However, there is still time to alter the route of the fence by 100 yards and leave the cave in Israeli hands. He expressed the wish that the authorities cordon off the site and keep it in Israeli hands until it has been thoroughly excavated, whereas he would not mind Palestinian Arabs running the site later on and profitting from the fees charged to visit it.
According to Rosental, excavation of the site has potential for uncovering a complete castle and possibly an entire neighborhood from the Judean kings' period, for the first time ever. "We appear to have a complete castle here," he said. "Those who lived here after it did not know of its existence and thus, instead of using its stones to build a new building as was the usual practice, left it intact." The details found inside could be "amazing."The IAA confirmed to Makor Rishon that the find is an important one that appears to date to the period of Judean kings. However, the IAA added, the subject is "sensitive" and "requires serious and responsible handing." They added that they hope to be able to explore the findings.The IDF said that it offered the IAA "the full assistance needed" in order to remove the capital and column from the site.

Independent investigative journalist Dan Dicks of Press For Truth produced a video detailing his interview with the Boston bombing suspects’ aunt where she identifies a naked, cuffed, clearly alive and well detainee seen in video aired by CNN, as her nephew and Boston bombing suspect, Tamerlan Tsarnaev. Tamerlan Tsarnaev would later be announced “dead,” with injuries covering his body from “head to toe.” The aunt is reportedly in fear for her life.As an increasing number of inconsistencies and outright lies accumulate regarding the FBI’s handling of the case, protection must be provided to the suspects’ family. Members of the alternative media with the resources and the ability to provide protective watch over family members, seems a prudent measure to both protect innocent lives and to further pursue the truth.

The FBI Has Now Lied Big, TWICE
The FBI originally feigned ignorance over the identity of the two Boston bombing suspects, Tamerlan and Dzhokhar Tsarnaev, as they appealed to an unwitting public to help them “identify” and “find” the suspects.
The Tsarnaev brothers’ family, immediately after their identities were confirmed by Boston police and the FBI, claimed that the FBI had contacted the suspects years ago and had monitored their activity for years since. The mother of the suspects claimed to Russia Today that her sons were set up by the FBI. Russia Today, in an article titled, “‘They were set up, FBI followed them for years’- Tsarnaevs’ mother to RT,” stated of the suspects’ mother:But her biggest suspicion surrounding the case was the constant FBI surveillance she said her family was subjected to over the years. She is surprised that having been so stringent with the entire family, the FBI had no idea the sons were supposedly planning a terrorist act.She would say of the FBI to Russia Today:“They used to come [to our] home, they used to talk to me…they were telling me that he [the older, 26-y/o Tamerlan] was really an extremist leader and that they were afraid of him. They told me whatever information he is getting, he gets from these extremist sites… they were controlling him, they were controlling his every step…and now they say that this is a terrorist act! Never ever is this true, my sons are innocent!”Additionally, the suspects’ uncle, Ruslan Tsarni, told NBC news in an article titled, “Uncle: Mentors ‘radicalized’ older Boston bombing suspect,” that:“I strongly believe they were just puppets and executors of something of bigger scale.”“There certainly were mentors. I was shocked when I heard his words, his phrases, when every other word he starts sticking in words of God. I question what he’s doing for work, (and) he claimed he would just put everything in the will of God. It was a big concern to me. He called me ‘confused’ when I started explaining to him, make yourself useful to yourself and to your family and maybe you’ll have extra to share with everybody else.“It wasn’t devotion, it was something, as it’s called, being radicalized. Not understanding what he is talking (about). He is just using words for the sake of the words and not understanding the meaning of it.’’CBS would report that the FBI would initially deny having any prior contact with the suspects. In their report, “CBS News: FBI Interviewed Tamerlan Tsarnaev 2 Years Ago,” CBS claimed:CBS News reports although the FBI initially denied contacting Tsarnaev, the brothers’ mother said they had in an interview with Russia Today.The FBI would then be forced to concede that indeed it had interviewed the suspects, in 2011, two years before the Boston bombings. Finally disclosed on April 19, 2013 in an official statement that can be found on FBI.gov the FBI would state:The two individuals believed to be responsible for the Boston Marathon bombings on Monday have been positively identified as Tamerlan Tsarnaev, now deceased, and Dzhokar Tsarnaev, now in custody. These individuals are brothers and residents of Massachusetts. Tamerlan Tsarnaev was a legal permanent resident and Dzhokar Tsarnaev is a naturalized U.S. citizen. Charges have not yet been filed against Dzhokar Tsarnaev and he is presumed innocent.Tamerlan Tsarnaev, age 26, was previously designated as Suspect 1, wearing a black hat. Dzhokar A. Tsarnaev, age 19, was designated as Suspect 2, wearing a white hat. Both were born in Kyrgyzstan.Once the FBI learned the identities of the two brothers today, the FBI reviewed its records and determined that in early 2011, a foreign government asked the FBI for information about Tamerlan Tsarnaev. The request stated that it was based on information that he was a follower of radical Islam and a strong believer, and that he had changed drastically since 2010 as he prepared to leave the United States for travel to the country’s region to join unspecified underground groups.In response to this 2011 request, the FBI checked U.S. government databases and other information to look for such things as derogatory telephone communications, possible use of online sites associated with the promotion of radical activity, associations with other persons of interest, travel history and plans, and education history. The FBI also interviewed Tamerlan Tsarnaev and family members. The FBI did not find any terrorism activity, domestic or foreign, and those results were provided to the foreign government in the summer of 2011. The FBI requested but did not receive more specific or additional information from the foreign government.

However, the case was not “closed,” as the FBI claims. It is now revealed that the “foreign government” that asked the FBI for information on Tamerlan Tsarnaev was Russia, and that Russia again contacted the FBI 6 months ago after the suspect traveled to Russia’s Caucasus region and was apparently in contact with terrorists, long-revealed to be supported, funded, and coddled by the US.The British Daily Mail in their article titled, “Russia asked FBI to investigate bomber just 6 MONTHS ago after being spotted with ‘a militant’ on trip to Dagestan: Was it this known terrorist who Boston killer liked on YouTube?,” would state:

Speculation is growing that one of the Boston bombers met a known Jihadist terrorist in 2011 – as it emerged the FBI failed to follow up on a Russian tip that he was seen with an Islamic militant six times.The Daily Mail would also report that:The FBI has confirmed that Russia alerted the agency in 2011 that Tsarnaev had ties to ‘radical Islam’ groups in his homeland. Homeland Security sources have also revealed the agency received tips in 2012 about his ties to extremists connected to a Boston mosque.The FBI is confirmed to be serial liars engaged in a coverup, revealing information about its long-standing relationship with the Boston bombing suspects only when cornered by a mounting body of evidence. Inconceivable then, that the US government and the American public have entrusted the investigation of the Boston bombings to the FBI who is clearly obstructing justice.Now more than ever, crowd-sourced investigation must be conducting into photographs and video that may reveal the true events that transpired before and after the Boston Marathon bombings. Journalists across the alternative media must interview and draw public attention to the suspects’ family in order to protect them and bring to light any information that may reveal the true nature of the increasingly suspicious relationship the FBI had with the suspects for years prior to the bombings.Saving the Ship – Establishment Using “Double Agents,” “Islamophobia” to “Seal Off” Compromised Operation

Already the establishment, like a ship striking an iceberg and taking on water, is racing around to compartmentalize and seal off each agency and political faction involved to keep the rest of the establishment afloat. The FBI’s attempt to feign ignorance has failed, and it appears that at least Israeli sources are trying to prepare ahead of time for revelations that may indeed reveal the suspects were working directly for the FBI.
Israel’s Debka proposes in their report, “The Tsarnaev brothers were double agents who decoyed US into terror trap,” that:The conclusion reached by debkafile’s counterterrorism and intelligence sources is that the brothers were double agents, hired by US and Saudi intelligence to penetrate the Wahhabi jihadist networks which, helped by Saudi financial institutions, had spread across the restive Russian Caucasian. Instead, the two former Chechens betrayed their mission and went secretly over to the radical Islamist networks.A more likely explanation, however, is that the FBI led the suspects along in yet another manufactured terror attack that was allowed to go “live.” The FBI has an extensive history (see: NYT: FBI Hatches Terror Plots) of not only providing targets with weapons, explosives, vehicles and plans engineered from start to finish by undercover FBI agents, but has also allowed these operations to go “live,” as was seen in New York City in 1993 during the World Trade Center bombing.FBI agents, according to the New York Times, were indeed overseeing the bombers that detonated a device killing six and wounding many more at the World Trade Center. In their article, “Tapes Depict Proposal to Thwart Bomb Used in Trade Center Blast,” NYT reported:Law-enforcement officials were told that terrorists were building a bomb that was eventually used to blow up the World Trade Center, and they planned to thwart the plotters by secretly substituting harmless powder for the explosives, an informer said after the blast.The informer was to have helped the plotters build the bomb and supply the fake powder, but the plan was called off by an F.B.I. supervisor who had other ideas about how the informer, Emad A. Salem, should be used, the informer said.The account, which is given in the transcript of hundreds of hours of tape recordings Mr. Salem secretly made of his talks with law-enforcement agents, portrays the authorities as in a far better position than previously known to foil the Feb. 26 bombing of New York City’s tallest towers. The explosion left six people dead, more than 1,000 injured and damages in excess of half a billion dollars.Debka is attempting to preempt what would essentially be the revealing of the US-Saudi-Israeli international false-flag/terror racket, used to perpetuate a global hegemonic war that has produced for all those involved trillions of dollars in profits and unprecedented geopolitical preeminence. Operations where this true axis of terror is currently running, such as the ongoing sectarian bloodbath in Syria, would be endangered, if not entirely foiled, should the Boston bombings be traced directly back to an FBI false-flag operation.Failing to spin the FBI’s involvement as either an intelligence failure or explained away by “double agents,” the faux-right is preparing to pry off the the entire faux-left, using its Islamophobia-racket to play out the “Obama the Muslim” narrative (see: “”Obama the Muslim:” Ploy to Cover-up Years of US-Al Qaeda Support“). Saudi national questioned in Boston jihad bombings was allegedly flagged on terror watch list

The Boston bombing suspect allegedly killed by police last week, Tamerlan Tsarnaev, travelled to Russia where he underwent “some radicalization,” the chair of the House Intelligence Committee, Rep. Mike Rogers, told NBC’s Meet the Press on Sunday.“It would lead one to believe that’s probably where he got that final radicalization to push him to commit acts of violence and where he may have received training on what we ultimately saw last Monday,” Rogers said.Rogers said the FBI stopped tracking Tsarnaev after an unnamed foreign intelligence service failed to cooperate with the agency’s investigation.Members of Congress have criticized the FBI for not placing Tsarnaev on a terror watch list after it was allegedly discovered that he had embraced radical Islam. South Carolina Senator Lindsey Graham, an outspoken supporter of the war on terror, accused the FBI of failing to follow up on Tsarnaev.“Once you’re brought to attention by a foreign government, I think you should have a red flag put then, to be taken off later,” Graham told CNN on Sunday. “The ball was dropped in one of two ways — the FBI missed a lot of things, [or] there’s one potential answer [that] our laws do not allow to follow up in a sound solid way. There was a lot to be learned from this guy. He was on websites talking about killing Americans. He went overseas… he was clearly talking about radical ideas. He was visiting radical areas.”Graham later provided the FBI with an excuse for its supposed failure to track the alleged terrorist. On Monday, he said the FBI did not know Tsarnaev went on a six-month overseas trip in 2011 because of a clerical error – his name was supposedly misspelled.The “radical areas” in question undoubtedly include Dagestan, the Russian republic located in the North Caucasus region. The impoverished country was invaded in 1999 by Muslims from Chechnya led by warlords Shamil Basayev and Ibn Al-Khattab. The two warlords were U.S. intelligence assets trained and indoctrinated in CIA sponsored camps in Afghanistan and Pakistan. The Chechnya jihad also has links to British intelligence. They have decided to fall back on the old “intelligence failure” canard to explain why the FBI allowed Tsarnaev to visit Chechen terrorists with documented links to the CIA and British intelligence.TIME Magazine, however, argues that Tsarnaev did not visit a CIA sponsored terror camp in Dagestan. “So far there appears to be no evidence that links Tamerlan Tsarnaev to any of the Islamist militant groups that have long fought Russia in Dagestan and neighboring Chechnya, but his time there last year is coming under increasing scrutiny, as investigators try to piece together what motivated the brothers,” the magazine reports. TIME says Tsarnaev was in the country to help his father fix his home.Graham and Rogers, of course, did not mention that the FBI is at the forefront of creating terrorist plots. Due to this, the agency’s role in events surrounding the terror attack should be rigorously examined.Moreover, numerous past terror events have suspicious connections to intelligence services that are completely ignored by the establishment media.For instance, a mountain of evidence, virtually ignored by the corporate media, revealed that the 2005 terror attack in London was a staged event like the Boston attack. The London bombing occurred at the same time a terrorist bombing drill was occurring. It was later discovered that the alleged terrorists were associated with a Muslim cleric who worked as an informer for British intelligence. The alleged mastermind of the attack, Haroon Rashid Aswat, also worked for British intelligence.The 2004 Madrid, Spain train bombing that killed over 190 people was a government-run false flag event. Like the Tsarnaev brothers, the Madrid bombers were under surveillance. Hagel: US committed to Israel's military edge

TEL AVIV, Israel (AP) — U.S. Defense Secretary Chuck Hagel assured Israel on Monday that the Obama administration is committed to preserving and improving the Jewish state's military edge in the Middle East.

Hagel, on his first visit to Israel as Pentagon chief, also declared that it is Israel's right to decide for itself whether to attack Iran to stop it from building a nuclear bomb.Those two messages appeared to form the foundation of Hagel's effort to improve U.S. relations with Israel, which have been strained in recent years by obstacles to reviving Israeli-Palestinian peace talks and by the threat of an Iranian bomb.Later, Hagel was flown in an Israeli Army UH-60 Black Hawk helicopter over northern Israel to view the Golan Heights, an area along the Syrian border that Israel captured during the 1967 Six-Day War.The flight appeared to be aimed in part at impressing upon Hagel the narrow reaches of Israel and its vulnerability to troubled areas like Syria, which is in the midst of civil war.An Israeli Defense Forces information packet provided to those who took the flight with Hagel noted that "the State of Nebraska is nine times the State of Israel." Defense Minister Moshe Yaalon on Monday implicitly confirmed that Israel was behind a January strike on a weapons convoy in Syria, saying the Jewish state had acted to stop advanced weaponry reaching Hizbullah terrorists.Speaking at a news conference with US Defiance Secretary Chuck Hagel, Yaalon said Israel would not allow "sophisticated weapons" to fall into the hands of "Hizbullah or other rogue elements."
"When they crossed this red line, we acted," he said, in what was widely understood to refer to the air strike which a US official told AFP had targeted surface-to-air missiles that Israel suspected were en route to Hizbullah.On January 30, Syrian officials reported a strike on a military centre near Damascus, with regional security officials confirming the Israel was responsible.According to a US official, the raid struck an area in the Damascus suburbs targeting vehicles loaded with surface-to-air missiles, which Israel believed were destined for the terrorist entity.The planes also bombed an adjacent military complex of buildings suspected of housing chemical agents, he said.Yaalon noted that the transfer of Syrian chemical weapons into the hands of terrorists would constitute crossing a red line, but one which so far "has not been tested yet."Last month, Syrian rebels and the regime traded accusations of chemical weapons use for the first time in the two-year conflict, with similar allegations made by European diplomats in recent weeks.Although Washington is investigating such claims, it has yet to reach a definitive conclusion."Currently our intelligence agencies are assessing what happened and what did not happen," Hagel told reporters in Tel Aviv.The White House has warned that use of chemical agents in the Syrian civil war would constitute a "game changer" but Hagel refused to be drawn on any possible US response."I'm not going to discuss contingency options," he said, according to AFP.Hagel arrived in Israel on Sunday at the start of a six-day regional tour, his first since taking over the Pentagon two months ago.The trip is likely to be dominated by concerns over Syria's civil war and the nuclear standoff with Iran.

Frustration rises from rubble of China's deadly quake

LUSHAN, China (Reuters) - Hundreds of survivors of a 6.6 magnitude earthquake that hit southwest China, killing nearly 200 people, pushed into traffic along a main road on Monday, waving protest signs, demanding help and shouting at police."We are in the open air here. No place to sleep, nothing to eat. No one is paying any attention to us," said Peng Qiong, 45, a farmer in Chaoyang village on the outskirts of Lushan, near the epicenter.China has poured resources into Sichuan since the early Saturday quake, including 1 billion yuan ($161.9 million) from central coffers for disaster relief and compensation. About 18,000 troops are in the area.The earthquake killed at least 186 people and injured more than 11,000, state media said.But while many have praised the government for its swift response, growing anger among some underscores the government's challenge, magnified by the fact that Sichuan bore the brunt of a 7.9 earthquake in 2008 that killed nearly 70,000 people.In some cases, roads closed to non-emergency traffic have been clogged with all kinds of government vehicles.On the way to Baoxing, a heavily damaged area about 40 km (25 miles) from Lushan, idling ambulances, troop transporters, construction vehicles and tour buses for relief workers blocked both lanes of the road, making access possible only on foot or by weaving motorcycles.

"NO CHOICE BUT PROTEST"
Tian Kuanqian surveyed a winding fissure that split the upper level of his house. For more than two days, the 40-year-old farmer has watched as emergency vehicles passed their wrecked village by."If they continue to ignore us like we are trivial, we will have no choice but to protest," he said.The back room hung of Tian's house was torn from the building and perched on a steep slope. Inside, a poster of former revolutionary leader Mao Zedong hung above a collapsed wall. Tian's family including elderly parents sleep on the ground.
"It's been three days and we haven't seen noodles or water. What we need are tents," Tian said.A police officer in Chaoyang trying to clam protesters on the road said the authorities were doing all they could.
"Our leaders have visited and we're working getting these people food and water," said the officer, who declined to give his name.Mountainous terrain and poor infrastructure have made reaching victims difficult. The Xinhua news agency said aftershocks had triggered landslides that blocked a main road.The damage to listed businesses in the area appeared limited. Toll road operator Sichuan Expressway said none of its roads were damaged, while motor-maker Dongfeng Electric said the quake did not cause any losses.China Lumena New Materials Corp said none of its equipment in Sichuan had been damaged, while department store owner Maoye International said its subsidiary, Chengshang Group, whose principal business is in Sichuan, said all stores were operating normally.In Zhongba village, part of Baoxing, residents said it took two days for help to arrive. Syrian activists fear heavy toll near Damascus

BEIRUT (AP) — Six days of fighting in a Damascus suburb has killed more than a hundred people and possibly many more, activists said Monday, in what the government also acknowledged may be a dramatic spike in the rising death toll in Syria.The reports came as President Bashar Assad's forces pressed on with a major offensive against rebels closing in on parts of the Syrian capital, and while government troops moved to encircle the contested town of Qusair near the Lebanese border.The precise number of those killed in the latest fighting in the Jdaidet Artouz and Jdaidet al-Fadel districts could not be immediately confirmed. The two adjacent neighborhoods are around 15 kilometers (10 miles) southwest of Damascus.The Britain-based Syrian Observatory for Human Rights said the death toll, mostly due to shelling, could be as high as 250. Rami Abdul-Rahman, who heads the Observatory, said the group has documented 101 names of those killed, including three children, 10 women and 88 men, but he fears a much higher toll. The dead included 24 rebels, he added.The Local Coordination Committees, another activist group, put the death toll at 483. It said most of the victims were killed in Jdaidet Artouz. State-run news agency SANA said Syrian troops had "inflicted heavy losses" on the rebels in the suburbs.A government official in Damascus told The Associated Press that rebels were behind the "massacre" in Jdaidet al-Fadel, saying they sought to blame government forces who entered the area after the killings occurred."The army discovered the massacre after entering the area," the official said on condition of anonymity in line with regulations. The corpses were already decomposed, he added.Jdaidet al-Fadel is mostly inhabited by Syrians who fled the Golan Heights after the area was captured by Israel in 1967. Jdaidet Artouz has a large Christian and Druse population.Mohammed Saeed, an activist based near Damascus, said rebels withdrew as soon as the government offensive began last week. After that, he said via Skype, troops and pro-government gunmen stormed the area and killed some 250 people."The situation is very tense," Saeed said, adding that the area has no electricity, water, or mobile phone service. "There is widespread destruction in Jdaidet al-Fadel including its only bakery."
Reports of death tolls in Syria's civil war often conflict, especially in areas that are difficult to access because of the fighting. The government also bars many foreign journalists from covering the conflict. Both activist groups, the Observatory and the LCC, rely on a network of activists on the ground in different parts of Syria.In August, activists said days of shelling and a killing spree by government troops left 300 to 600 dead in the Damascus suburb of Daraya, just north of Jdaidet al-Fadel.The main opposition group, the Cairo-based Syrian National Coalition described the killings as "the latest heinous crime committed by the Assad regime." It added in a statement that "the deafening silence of the international community over these crimes against humanity is shameful."British Foreign Secretary William Hague said the reports of the massacre underline the urgent need to bring Syria's war to an end."I am appalled by the reports of the killing by Syrian Government forces of dozens of people, including women and children, in the town of Jdaidet Al-Fadel, a suburb of Damascus," Hague said in a statement. China says new bird flu case found in northeast

BEIJING (Reuters) - A man in the northeastern Chinese province of Shandong has been infected by a new strain of bird flu, the first case found in the province, state news agency Xinhua said on Monday, bringing the total number of victims in China to 105.The H7N9 virus has killed 20 people in China. Although it is not clear how people are becoming infected, the World Health Organization (WHO) says there is no evidence of the most worrying scenario - sustained transmission between people.A 36-year-old man from the city of Zaozhuang in Shandong was being treated in hospital, while two more people were infected in eastern Zhejiang province, Xinhua said.A total of nine people in close contact with the victim in Shandong were under observation but were showing no signs of infection, Xinhua said.An international team of experts led by the WHO has carried out field investigations into the response to the virus in Shaghai, where many of the cases have occurred, said Keiji Fukuda, WHO's assistant director-general for health, security and the environment."Right now we are in the middle of our work. We have not come up with any final conclusions, and I think it is too early to say," Fukuda told reporters.Other bird flu strains, such as H5N1, have been circulating for many years and can be transmitted from bird to bird and bird to human, but do not generally pass from human to human.But Ho Pak-leung, an associate professor in the Department of Microbiology at the University of Hong Kong, noted in the British Medical Journal (BMJ) that in the two months since it was first detected, the H7N9 flu has already resulted in almost twice as many confirmed infections in China as H5N1 caused there in a decade."H7N9 is much more transmissible to humans, and it's much more difficult to track down," he told the BMJ, adding: "We don't understand why it's so difficult to find."He said he did not believe the difficulties were related to sampling techniques or testing levels, but thought it could be that virus can only be detected in infected animals for a few days, meaning the timing of tests could be important.
"It (also) might be that they are not sampling enough animal species, and they may have to take a look at the less common species of birds being sold in Chinese markets," he said.The WHO's China representative, Michael O'Leary, issued data on Friday showing that half of the patients analyzed had no known contact with poultry, the most obvious potential source, but he said it appeared human-to-human transmission was rare.

The big questions buzzing over Boston Bombers Tamerlan and Dzhokhar Tsarnaev have a single answer: It emerged in the 102 tense hours between the twin Boston Marathon bombings Monday, April 15 – which left three dead, 180 injured and a police officer killed at MIT - and Dzohkhar’s capture Friday, April 19 in Watertown.The conclusion reached by debkafile’s counterterrorism and intelligence sources is that the brothers were double agents, hired by US and Saudi intelligence to penetrate the Wahhabi jihadist networks which, helped by Saudi financial institutions, had spread across the restive Russian Caucasian.Instead, the two former Chechens betrayed their mission and went secretly over to the radical Islamist networks.By this tortuous path, the brothers earned the dubious distinction of being the first terrorist operatives to import al Qaeda terror to the United States through a winding route outside the Middle East – the Caucasus.This broad region encompasses the autonomous or semi-autonomous Muslim republics of Dagestan, Ingushetia, Kabardino-Balkaria, Chechnya, North Ossetia and Karachyevo-Cherkesiya, most of which the West has never heard of.Moscow however keeps these republics on a tight military and intelligence leash, constantly putting down violent resistance by the Wahhabist cells, which draw support from certain Saudi sources and funds from the Riyadh government for building Wahhabist mosques and schools to disseminate the state religion of Saudi Arabia. The Saudis feared that their convoluted involvement in the Caucasus would come embarrassingly to light when a Saudi student was questioned about his involvement in the bombng attacks while in a Boston hospital with badly burned hands.They were concerned to enough to send Saudi Foreign Minister Prince Saudi al-Faisal to Washington Wednesday, April 17, in the middle of the Boston Marathon bombing crisis, for a private conversation with President Barack Obama and his national security adviser Tom Donilon on how to handle the Saudi angle of the bombing attack. That day too, official Saudi domestic media launched an extraordinary three-day campaign. National and religious figures stood up and maintained that authentic Saudi Wahhabism does not espouse any form of terrorism or suicide jihadism and the national Saudi religion had nothing to do with the violence in Boston.  “No matter what the nationality and religious of the perpetrators, they are terrorists and deviants who represent no one but themselves.”Prince Saud was on a mission to clear the 30,000 Saudi students in America of suspicion of engaging in terrorism for their country or religion, a taint which still lingers twelve years after 9/11. He was concerned that exposure of the Tsarnaev brothers’ connections with Wahhabist groups in the Caucasus would revive the stigma.The Tsarnaevs' recruitment by US intelligence as penetration agents against terrorist networks in southern Russia explains some otherwise baffling features of the event: 1.  An elite American college in Cambridge admitted younger brother Dzhokhar and granted him a $2,500 scholarship, without subjecting him to the exceptionally stiff standard conditions of admission. This may be explained by his older brother Tamerlan demanding this privilege for his kid brother in part payment for recruitment. 2.  When in 2011, a “foreign government” (Russian intelligence) asked the FBI to screen Tamerlan for suspected ties to Caucasian Wahhabist cells during a period in which they had begun pledging allegiance to al Qaeda, the agency, it was officially revealed, found nothing incriminating against him and let him go after a short interview.He was not placed under surveillance. Neither was there any attempt to hide the fact that he paid a long visit to Russia last year and on his return began promoting radical Islam on social media. Yet even after the Boston marathon bombings, when law enforcement agencies, heavily reinforced by federal and state personnel, desperately hunted the perpetrators, Tamerlan Tsarnaev was never mentioned as a possible suspect 3.  Friday, four days after the twin explosions at the marathon finishing line, the FBI released footage of Suspect No. 1 in a black hat and Suspect No. 2 in a white hat walking briskly away from the crime scene, and appealed to the public to help the authorities identify the pair. We now know this was a charade. The authorities knew exactly who they were. Suddenly, during the police pursuit of their getaway car from the MIT campus on Friday, they were fully identified. The brother who was killed in the chase was named Tamerlan, aged 26, and the one who escaped, only to be hunted down Saturday night hiding in a boat, was 19-year old Dzhokhar.Our intelligence sources say that we may never know more than we do today about the Boston terrorist outrage which shook America – and most strikingly, Washington - this week. We may not have the full story of when and how the Chechen brothers were recruited by US intelligence as penetration agents – any more than we have got to the bottom of tales of other American double agents who turned coat and bit their recruiters. Here is just a short list of some of the Chechen brothers’ two-faced predecessors:In the 1980s, an Egyptian called Ali Abdul Saoud Mohamed offered his services as a spy to the CIA residence in Cairo. He was hired, even though he was at the time the official interpreter of Ayman al-Zuwahiri, then Osama bin Laden’s senior lieutenant and currently his successor.He accounted for this by posing as a defector. Almost immediately following the Boston bombings, radio and former Fox News host Glenn Beck’s news site The Blaze chimed in attempting to ridicule Alex Jones and Infowars for labeling the events a false flag attack, running articles like, “With Absolutely No Evidence, Alex Jones Calls Boston Marathon Explosions a ‘False Flag’ Operation Conducted by the Gov’t.”However, Beck himself now seems to be the “conspiracy theorist,” saying he knows something “those at the highest echelons of government” don’t want unearthed. TODAY thousands of runners and hundreds of thousands of spectators are unwittingly taking part in a planned disaster. Yet, they are not just safe from harm (except for the variety brought on by running 26.2 miles), they also are participants in an event that will make the citizens of Greater Boston safer in case of a natural catastrophe or terrorist attack.Primary responsibility for the health and well-being of both runners and spectators in Boston rests with Boston Emergency Medical Service (BEMS), along with the Massachusetts Department of Public Health and Emergency Management Agency. According to BEMS chief Richard Serino, his department considers events like the marathon and the Fourth of July celebration as "planned disasters" - safe, controlled environments that present "an opportunity to test some things you would never want to test in a real disaster."Although the principal goal during such events remains the safety of everyone involved, organizers have realized that these annual gatherings of hundreds of thousands of people present the perfect opportunity to evaluate new technologies, exercise disaster plans, and build vital relationships between public safety agencies and the private sector.For example, a tracking system that utilizes barcodes and hand scanners to log a patient's condition and location has been tested during past races. During a real disaster, this technology could provide authorities quick access to the location and condition of casualties, information that currently takes hours, if not days, for friends and families of the injured to ascertain.
This year, as always, even more important than testing new technologies is the development of relationships between various public safety and medical communities, as well as with the private sector. Homeland security specialists often talk about the importance of not waiting to "exchange business cards at the scene of a disaster." This means that counterparts from different agencies meet each other before a disaster thrusts them together for the first time.Treating these large, annual events as opportunities to test the disaster response system accomplishes exactly that. Personnel from public safety and health departments meet regularly during the year to plan these events. New officials will quickly meet their counterparts in other agencies. As described in a recent Globe story about how close the 2007 race came to being cancelled due to weather, a unified command is established where all the relevant organizations can monitor the event and react together if something goes wrong.This cooperation extends beyond Boston. Thousands of runners pass through eight different towns on their way to the finish line. Coordinating medical care and security for the runners and spectators strengthens connections that will be relied upon when Boston requires mutual aid to deal with a crisis such as a natural disaster or terrorist attack.To successfully manage the marathon, BEMS and other public safety agencies must have relationships not just with the Boston Athletic Association, which organizes the race, but also with a diverse set of private organizations. These include, but are not limited to, private ambulance services that back up BEMS, and hotels and other businesses along the route that help make the behind-the-scenes operation of the marathon run smoothly. When a real disaster strikes, these contacts can be called upon to lend needed supplies and other assistance.This type of innovation is not limited to Massachusetts. In Washington,D.C., the city's evacuation plan is tested during the mass exodus of people after the fireworks finale at the Fourth of July festivities. California has developed medical surge plans to be used after catastrophes such as an earthquake in San Francisco or a nuclear terrorist attack in Los Angeles. The New York Police Department has created robust intelligence and counter-terrorism divisions to protect its residents.Massachusetts is better prepared for a real disaster because every Patriot's Day and Fourth of July is treated as a "disaster." Instead of constant warnings about the inevitability of another terrorist attack or natural catastrophe, the public would be better served if this type of local homeland security innovation were promoted and adopted elsewhere.Arnold Bogis is a research fellow at the Belfer Center for Science and International Affairs at Harvard's John F. Brzezinski: EU-US trade pact can halt West's decline

BRATISLAVA - US academic and former statesman, Zbigniew Brzezinski, has said Western democracies should create a trans-Atlantic trade bloc to counterbalance Chinese power.The 85-year-old, who was a US national security advisor at the height of the Cold War, spoke at the Globsec conference in Bratislava on Thursday (18 April) to an audience of central European VIPs.He recalled drinking a beer in the Slovak capital with Czech artist-politician Vaclav Havel shortly after the fall of the Iron Curtain and having "a kind of exuberant feeling" about the future of Europe and the emergence of the US as a benign superpower.But he said Europe failed to fulfil its promise, while the US weakened itself by invading Iraq."Europe's main problem is that today's European Union is a Europe more of banks than of people, more of commercial convenience than an emotional commitment of the European peoples," he said.He criticised the UK for putting the interests of The City above all else. He said some eastern countries treat the EU as "a piggy bank" of subsidies, while "complacent" and "self-indulgent" southern countries' top priority is to get bailouts from the north."In Western Europe today, there is a dearth of historical imagination and of global ambition. There is no Churchill, no De Gaulle, no Adenauer. Current political discourse is dominated by narrow perspectives," he noted, referring to Europe's post-WWII political giants."Europe's lack of global ambition makes for excessive reliance on America [as a security provider] and makes the American public more sceptical of Europe," he added.On the US side, he said the $3 trillion Iraq war hobbled its economy and delegitimised its authority."Just think of the recent UN vote on Palestine's status … The Americans organised a worldwide diplomatic effort to prevent it from happening and out of 190 countries, it gained seven supporters," he said.
In the context of China's growing economic and military power, he said the creation of an EU-US free trade zone could revive trans-Atlantic relations and create a new geopolitical equilibrium."There is enormous promise in that concept," he said."It can create additional trans-Atlantic bonds … It can shape a new balance between the Pacific and the Atlantic oceanic regions, while at the same time generating in the West a new vitality, more security and greater cohesion," he added.For his part, Estonian President Toomas Ilves, speaking at the same event on Friday, shared Brzezinski's concerns."If the US is becoming less interested in Europe [in terms of providing security] … it means we have to slap our faces, to wake up and say 'What are we going to do?' It's still a Hobbesian world out there," he said, referring to the 17th century British philosopher Thomas Hobbes and his vision of a dog-eat-dog world.The EU commissioner for administrative affairs, Maros Sefcovic, also placed great hope in the potential EU-US trade deal.He noted that it would give the two sides an economic advantage in terms of de facto control of global industrial standards. "If the Americans and the Europeans agree that this is the standard [for a given product] then that automatically becomes the world standard," he said.He urged EU countries to adopt a negotiating mandate before July and said parts of the pact could be "initialled" before mid-2014.Looking inwardly into the Union, he echoed Brzezinski's concern that EU institutions, national governments and average Europeans lack joint political will.Noting that the European Commission will in future be able to veto member states' national budgets under the so-called European Semester laws, he said: "The commission in its history never had more power than it has now."But he wondered what will happen when Brussels tries to wield its new instruments."In September or October, the commission will send letters to Estonia or to France saying: 'Show us your budgets. We want to see them first to see if they're sustainable.' Rescuers struggle to reach China quake zone as toll climbs

LUSHAN, China (Reuters) - Rescuers struggled to reach a remote, rural corner of southwestern China on Sunday as the toll of the dead and missing from the country's worst earthquake in three years climbed to 208 with almost 1,000 serious injuries.The 6.6 magnitude quake struck in Lushan county, near the city of Ya'an in the southwestern province of Sichuan, close to where a devastating 7.9 quake hit in May 2008, killing 70,000.Most of the deaths were concentrated in Lushan, a short drive up the valley from Ya'an, but rescuers' progress was hampered by the narrowness of the road and landslides, as well as government controls restricting access to avoid traffic jams."The Lushan county center is getting back to normal, but the need is still considerable in terms of shelter and materials," said Kevin Xia of the International Federation of Red Cross and Red Crescent Societies."Supplies have had difficulty getting into the region because of the traffic jams. Most of our supplies are still on the way."In Ya'an, relief workers from across China expressed frustration with gaining access to Lushan and the villages beyond, up in the mountains."We're in a hurry. There are people that need help and we have supplies in the back (of the car)," said one man from the Shandong Province Earthquake Emergency Response Team, who declined to give his name.The Ministry of Civil Affairs put the number of dead at 184 and missing at 24, with more than 11,800 injured.Hundreds of armed police were blocked from using roads that were wrecked by landslides and marched in single file with shovels en route to Baoxing, one of the hardest hit areas. Xinhua news agency said 18,000 troops were in the area.The Foreign Ministry thanked foreign governments for offers of help, but said the country was able to cope.In Lushan, doctors and nurses tended to people in the open or under tents in the grounds of the main hospital, surrounded by shattered glass, plaster and concrete. Water and electricity were cut off by the quake, but the spring weather is warm."I was scared. I've never seen an earthquake this big before," said farmer Chen Tianxiong, 37, lying on a stretcher between tents, his family looking on.In another tent, Zhou Lin sat tending to his wife and three-day-old son who were evacuated from a Lushan hospital soon after the quake struck on Saturday."I was worried the child or his mother would be hurt. The buildings were all shaking. I was extremely scared. But now I don't feel afraid any more," said Zhou, looking at his child who was wrapped in a blanket on a makeshift bed.Premier Li Keqiang flew into the disaster zone by helicopter to comfort the injured and displaced, chatting to rescuers and clambering over rubble."Treat and heal your wounds with peace of mind," Xinhua quoted Li as telling patients at a hospital. "The government will take care of all the costs for those severely wounded."Chen Yong, the vice director of the Ya'an city government earthquake response office, told reporters on Saturday that the death toll was unlikely to rise dramatically.
Already poor, many of the earthquake victims said the government was their only hope.Cao Bangying, 36, whose family had set up mattresses and makeshift cots under a dump truck, said her house had been destroyed."Being without a home while having a child of this age is difficult," Cao said, cradling her nine-month-old baby. "We can only rely on the government to help us."No schools had collapsed, unlike in 2008 when many poorly constructed schools crumpled causing huge public anger, prompting a nationwide campaign of re-building.Ya'an is a city of 1.5 million people and is considered one of the birthplaces of Chinese tea culture. It is also the home to one of China's main centers for protecting the giant panda.

North Korea moves two more missile launchers: report

SEOUL (Reuters) - North Korea has moved two short-range missile launchers to its east coast, apparently indicating it is pushing ahead with preparations for a test launch, a South Korean news agency reported on Sunday.South Korea and its allies have been expecting some sort of North Korean missile launch during weeks of heightened hostility on the Korean peninsula.An unidentified South Korean military source told the South's Yonhap news agency that satellite imagery showed that North Korean forces had moved two mobile missile launchers for short-range Scud missiles to South Hamgyeong province."The military is closely watching the North's latest preparations for a missile launch," the source said.The North moved two mid-range Musudan missiles in early April and placed seven mobile launchers in the same area, Yonhap said. A North Korean show of force could be staged to coincide with the anniversary of the founding of its army on April 25.A South Korean Defense Ministry official said he could not confirm the news report and said there had been no sign of unusual activity in North Korea. North Korea fairly regularly test-fires short-range missiles in the sea off its east coast.North Korea stepped up its defiance of U.N. Security Council resolutions in December when it launched a rocket that it said had put a scientific satellite into orbit. Critics said the launch was aimed at developing technology to deliver a nuclear warhead mounted on a long-range missile.
The North followed that in February with its third test of a nuclear weapon. That brought new U.N. sanctions which in turn led to a dramatic intensification of North Korea's threats of nuclear strikes against South Korea and the United States.The tension has eased over recent days with the North at least talking about dialogue in response to calls for talks from both the United States and South Korea.On Saturday, North Korea reiterated that it would not give up its nuclear weapons, rejecting a U.S. condition for talks although it said it was willing to discuss disarmament.(Editing by Robert Birsel and Sanjeev Miglani)

Hagel: Israel, US see 'exactly same' Iran threat

TEL AVIV, Israel (AP) — U.S. Defense Secretary Chuck Hagel said Sunday the United States and Israel see "exactly the same" threat from Iran, but differ on when it may reach the point of requiring U.S. or Israeli military action.Hagel used his first visit to Israel as Pentagon chief to highlight his view that Israel must decide for itself whether and when to pre-emptively attack its neighbor."Israel will make the decision that Israel must make to protect itself, to defend itself," Hagel told reporters before arriving here on Sunday to begin a weeklong tour of the Middle East.Hagel acknowledged that while Israel and the U.S. share a commitment to ensuring that Iran does not acquire a nuclear weapon, there "may well be some differences" between the two allies on the question of when Iran's leaders might decide to go for a bomb.He said there is "no daylight at all" between Israel and the U.S. on the central goal of preventing a nuclear-armed Iran.But he added, "When you back down into the specifics of the timing of when and if Iran decides to pursue a nuclear weapon, there may well be some differences."Israeli Prime Minister Benjamin Netanyahu tends to see more urgency, reflecting in part the fact that certain Iranian technological advances toward a nuclear weapon could put the program beyond the ability of the Israeli military to destroy it with airstrikes. U.S. forces have greater reach.
The first thing Hagel did upon arrival in Jerusalem was take a guided tour of the Yad Vashem Holocaust history museum, participate in a ceremony at the Hall of Remembrance and write an inscription in the guest book at a memorial for the 1.5 million Jewish children who perished in the Holocaust."There is no more poignant, more touching, more effective way to tell the story than this reality, as painful as it is, but it is a reality," he said after completing his visit. "It did happen, and we must prepare our future generations ... for a clear understanding that we must never allow this to happen again."In an interview on an overnight flight from Washington, Hagel repeatedly emphasized Israel's right of self-defense and stressed that military force — by implication, Israeli or American — remains an option of last resort."In dealing with Iran, every option must be on the table," he said.Hagel, 66, came under intense fire from Republican critics, prior to his February Senate confirmation hearing, for some of his past statements on Israel. His critics painted him as insufficiently supportive of the Jewish state.In choosing to make Israel one of his first overseas stops, Hagel sought to put that controversy behind him — with serious words and a touch of humor. The February confirmation hearing, which Republicans used to hammer him on Israel and other subjects, "was years ago," he deadpanned.
During his two-day visit to Israel, Hagel is expected to put the final touches on a U.S. arms deal that would provide Israel with missiles for its fighter aircraft, plus KC-135 refueling planes that could be used in a long-range strike on a country like Iran, as well as V-22 Osprey transport planes. He called the proposed sale a "very clear signal" to Iran."The bottom line is, Iran is a threat — a real threat," he said, not only for its nuclear ambitions and its stated goal of destroying Israel but also for its alleged sponsoring of terrorism.
Hagel said U.S. and international economic sanctions are "hurting Iran significantly," but he said they do not guarantee that Iranian leaders will be persuaded to stop what the West sees as their ambition to become a nuclear power. Iran asserts that its nuclear program is designed entirely for non-military purposes.
Hagel suggested he holds hope that Iran's presidential election in June might change the trajectory of its nuclear drive.He asserted that there is still time for diplomacy and international sanctions to resolve the Iran problem."These other tracks do have some time to continue to try to influence the outcome in Iran," he said.
In the interview en route to Tel Aviv, Hagel was asked whether the Obama administration has determined whether the Syrian government has used chemical weapons against opposition rebels. He said intelligences analysts are still assessing the evidence and have not reached a conclusion.After his talks in Israel, Hagel is scheduled to visit Jordan, Saudi Arabia, Egypt and the United Arab Emirates. Each of those four is an important American ally in the Middle East, and each is worried by Syria's civil war.Saudi Arabia and the UAE are part of a $10 billion proposed US arms sale that includes Israel. The UAE would get about 26 F-16 fighters and it and Saudi Arabia would get advanced air-launched missiles.U.S. Secretary of State John Kerry is also in the region. He is working to mend the strained relationship between Turkey and Israel and on Sunday he announced the White House is doubling its non-lethal assistance to the Syrian opposition to $250 million.

Surviving Boston Marathon bombing suspect awaits charges

BOSTON (Reuters) - Investigators were seeking a motive for the Boston Marathon bombings and whether others were involved as they awaited a chance on Sunday to interview the surviving ethnic Chechen suspect.

Dzhokhar Tsarnaev, 19, was in a Boston hospital seriously wounded and unable to speak, after he was captured late on Friday at the end of a huge manhunt that shut down Boston.His brother, Tamerlan, 26, was killed in a firefight with police earlier on Friday.Investigators are trying to establish whether others may have had a role in the detonation of bombs made in pressure cookers and packed with ball bearings and nails that exploded at the Boston Marathon on Monday, killing three people and injuring 176.Tamerlan traveled to Moscow in January 2012 and spent six months in the region, a law enforcement source said. But it was unclear what he did while he was there and if he could have had contact with militant Islamist groups in southern Russia's restive Caucasus region.Authorities have yet to charge Dzhokhar, who will be defended by the Federal Public Defender Office that represents criminal suspects who cannot afford a lawyer.Sources had suggested he would face charges on Saturday but late in the evening officials from the U.S. Attorneys' Office and the Department of Justice indicated no statements would be issued before Sunday.The role of the FBI is also being questioned after the agency said it had interviewed Tamerlan in 2011 after Russian security services raised concerns he followed radical Islam. The FBI said it did not find any "terrorism activity" at that time.But the suspect's mother, Zubeidat Tsarnaeva, who now lives in Russia, told a Russian television station that Tamerlan had been under FBI surveillance for years.The New York Times, citing unnamed federal officials, reported authorities had held up Tamerlan's application for U.S. citizenship because of the FBI's 2011 interview.Records show that Tamerlan was arrested when police were called to a report of domestic violence in 2009.The FBI believes the older brother was the leader of the pair, although investigators were checking on people who had contact with both brothers to see if anyone else was involved, a senior U.S. law enforcement source said.Early indications are the brothers acted alone, Watertown Police Chief Edward Deveau told CNN on Saturday. "From what I know right now, these two acted together and alone," he said.
Still, the bombings prompted contact between the United States and Russia, and the Kremlin said on Saturday the presidents of both countries agreed by telephone to increase cooperation on counterterrorism.
Ruslan Tsarni, who said he was an uncle of the brothers, told CNN on Saturday he first noticed a change in Tamerlan's religious views in 2009. He suggested the radicalization of his nephew happened while he was in the United States "in the streets of Cambridge (Massachusetts)."More details of the brothers' seemingly contradictory lives continued to emerge on Saturday.Tamerlan was married to Katherine Russell, whose family lives in an upper middle-class neighborhood in North Kingstown, Rhode Island. Her father is licensed as an emergency room physician. The couple had a young child.A statement on the door of the family's home read: "Our daughter has lost her husband today, the father of her child. We cannot begin to comprehend how this horrible tragedy occurred."
'NOT YET ABLE TO SPEAK'
Dzhokhar, a student at the University of Massachusetts Dartmouth, was shot in the throat and could not speak because of injuries to his tongue, said a source close to the investigation. It was unclear when he would be able to talk."We have a million questions and those questions need to be answered," assachusetts Governor Deval Patrick told reporters on Saturday.Dzhokhar had been hiding in a boat parked in the backyard of a house in the suburb of Watertown and was captured after a resident spotted blood on the boat and called police. He was being treated at Beth Israel Deaconess Medical Center in Boston.After combing through a mass of pictures and video from the site in the minutes before the Boston Marathon bombing, the FBI released video of the two men on Thursday and asked the public for help in identifying them.Just hours later, events began to unfold with the fatal shooting of police officer Sean Collier, 26, on the Massachusetts Institute of Technology campus and finally a massive firefight in Watertown, during which police say the brothers threw bombs at officers. Tamerlan suffered fatal wounds, while Dzhokhar escaped on foot.The family emigrated to the United States about a decade ago. The brothers spent their early years in a small community of Chechens in the central Asian country of Kyrgyzstan, a mainly Muslim nation of 5.5 million. Residents return for look at Texas homes after blast

WEST, Texas (Reuters) - Officials began allowing some residents to return to their homes on Saturday for their first look at the damage three days after a deadly blast at a Texas fertilizer plant flattened sections of a small town.JoAnn Nors, 70, worried about her cat, Princess, who had gone unfed since Nors and her husband, 77-year-old Ernest, fled after the explosion Wednesday night in West, about 80 miles south of Dallas."I left a pot of stew on the stove," she said as she waited in a line of cars for 1-1/2 hours to get inside the evacuated area. "I'm sure it smells bad now."Authorities set a 7 p.m. CDT curfew for anyone who chose to stay overnight. They warned of broken nails and glass as potential hazards and a limited access to water and electricity.The announcement came on a day when officials released few new details about the explosion that left a devastated landscape in West, known locally for its Czech heritage and kolache pastries.Authorities said the death toll remained at 14 in a community of some 2,700 people, with 200 people injured."We do not know where the fire started (or) how the fire started, (and) we're looking at time lines to see when the fire started," said Assistant State Fire Marshal Kelly Kistner.The blaze and ensuing explosion at West Fertilizer Co, a privately owned retail facility, gutted a 50-unit apartment complex, demolished about 50 houses and battered a nursing home and several schools. Dozens more homes were reported to have been damaged.Most of the confirmed dead were emergency personnel who responded to the fire and likely were killed by the blast, which was so powerful it registered as a magnitude 2.1 earthquake.Officials cautioned it would take time to restore normality."This is going to be a marathon, not a sprint," West Mayor Tommy Muska told several hundred people gathered for a town hall meeting.

NO FOUL PLAY

Authorities have said there was no indication of foul play, although the investigation continues.

The plant was last inspected for safety in 2011, according to a risk management plan filed with the federal Environmental Protection Agency.The company, which has fewer than 10 employees, had provided no contingency plan to the EPA for a major explosion or fire at the site.Last year the fertilizer plant stored 1,350 times the amount of ammonium nitrate that would normally trigger safety oversight by the U.S. Department of Homeland Security.A person familiar with DHS operations said the company that owned the West plant did not tell the agency about the potentially explosive fertilizer as required, leaving one of the principal regulators of ammonium nitrate - which can also be used to make bombs - unaware of any danger there."I know a lot of people are putting the blame on it," Danny Mynar, who farms about 2,000 acres outside West, said of the plant. "But it served a lot of ranchers and farmers."Mynar's cousin is married to one of the plant operators who is presumed dead. The employee, Cody Dragoo, mixed the ammonium nitrate at the plant, said Mynar.
When the fire started, Dragoo, a volunteer firefighter, rushed to try to put it out. He has not been seen since, said Mynar."He was my best friend," Mynar said.
