Obama’s “Gun Safety” Executive Actions Create Snitch Culture

Following his scripted dog and pony show with a gaggle of stage prop children, the imperial president on Wednesday signed a number of “executive actions” he claims will reduce “gun violence” (the actions do not cover violence committed with hammers and clubs which outpace violence committed with rifles).The list includes an effort to turn doctors into stool pigeons for the state and encourages them to ask patients if they have guns at home and then ascertain if they are a threat to society. Mental health “professionals” will be obliged to rat out patients who might be suffering from paranoid delusions. So much for doctor-patient confidentiality.Expect more on “gun safety” and mental illness as Obamacare come fully online. It will be used to take the firearms of citizens who will be designated mentally ill much the same way veterans who suffer from PTSD are now having their guns confiscated.It is no mistake the feds are conflating “gun safety” and mental illness. In the not too distant future, the government will classify gun ownership as a “safety” issue that threatens family members and society as a whole. The establishment media is alreadyattempting to portray the so-called “gun culture” as a form of collective mental illness requiring “common sense” (as mandated by the state). It is also actively and aggressively demonizing advocates of the Second Amendment as “nutjobs” who need hospitalization.

1. Issue a Presidential Memorandum to require federal agencies to make relevant data available to the federal background check system.
2. Address unnecessary legal barriers, particularly relating to the Health Insurance Portability and Accountability Act, that may prevent states from making information available to the background check system.
3. Improve incentives for states to share information with the background check system.
4. Direct the Attorney General to review categories of individuals prohibited from having a gun to make sure dangerous people are not slipping through the cracks.
5. Propose rulemaking to give law enforcement the ability to run a full background check on an individual before returning a seized gun.
6. Publish a letter from ATF to federally licensed gun dealers providing guidance on how to run background checks for private sellers.
7. Launch a national safe and responsible gun ownership campaign.
8. Review safety standards for gun locks and gun safes (Consumer Product Safety Commission).
9. Issue a Presidential Memorandum to require federal law enforcement to trace guns recovered in criminal investigations.
10. Release a DOJ report analyzing information on lost and stolen guns and make it widely available to law enforcement.
11. Nominate an ATF director.
12. Provide law enforcement, first responders, and school officials with proper
training for active shooter situations.
13. Maximize enforcement efforts to prevent gun violence and prosecute gun crime.
14. Issue a Presidential Memorandum directing the Centers for Disease Control to research the causes and prevention of gun violence.
15. Direct the Attorney General to issue a report on the availability and most effective use of new gun safety technologies and challenge the private sector to develop innovative technologies.
16. Clarify that the Affordable Care Act does not prohibit doctors asking their patients about guns in their homes.
17. Release a letter to health care providers clarifying that no federal law prohibits them from reporting threats of violence to law enforcement authorities.
18. Provide incentives for schools to hire school resource officers.
19. Develop model emergency response plans for schools, houses of worship and institutions of higher education.
20. Release a letter to state health officials clarifying the scope of mental health services that Medicaid plans must cover.
21. Finalize regulations clarifying essential health benefits and parity requirements within ACA exchanges.
22. Commit to finalizing mental health parity regulations.
23. Launch a national dialogue led by Secretaries Sebelius and Duncan on mental health.

Obama unveils biggest gun-control push in generations

WASHINGTON (Reuters) - President Barack Obama proposed a new assault weapons ban and mandatory background checks for all gun buyers on Wednesday in a bid to channel national outrage over the Newtown school massacre into the biggest U.S. gun-control push in generations.Rolling out a wide-ranging plan for executive and legislative action to curb gun violence, Obama set up a fierce clash with the powerful U.S. gun lobby and its supporters in Congress, who are expected to resist what they see as an encroachment on constitutionally protected gun rights.Obama presented his agenda at a White House event in front of an audience that included children from around the country, a poignant reminder of the 20 first-graders who were killed along with six adults by a lone gunman on December 14 at Sandy Hook Elementary School in Newtown, Connecticut."While reducing gun violence is a complicated challenge, protecting our children from harm shouldn't be a divisive one," Obama said.Until now, Obama had done little to rein in America's weapons culture during his first four years in office. But just days before his second inauguration, he appears determined to champion gun control in his next term with a concerted drive for tighter laws and other steps aimed at preventing further tragedies like the one at Newtown.The proposals stem from a month-long review led by Vice President Joe Biden, who on orders from Obama met with advocates on both sides, including representatives from the weapons and entertainment industries.Obama's plan calls on Congress for a renewed prohibition on assault weapons sales that expired in 2004, a requirement for criminal background checks on all gun purchases, including closing a loophole for gun show sales, and a new federal gun trafficking law - long sought by big-city mayors to keep out-of-state guns off their streets.He also announced 23 steps he intends to take immediately without congressional approval. House Reads Out Constitution, Only 74 Members Show Up

Embarrassing display highlights disconnect of elected representatives

In what was supposed to be a symbolic gesture of the enduring greatness of the US Constitution, and the rights it outlines for all Americans, the House read the entire document out aloud on the chamber floor yesterday. However, the symbolism backfired somewhat when only a fraction of representatives bothered to show up.

In the midst of the Obama administration’s ongoing efforts to eviscerate the Second Amendment by executive order, it was extremely telling that so few members of the House took the time to show their respect for the Constitution.The document was divided into 120 sections, with GOP House leaders believing that at least that many members would show up to each read a section.When all was said and done, however, only 74 members attended. The Washington Times notes that the House ran out of Democrats before they even got past Article IV, which is less than halfway through the document.Just 25 Democrats valued the idea enough to turn up for the reading, while a meager 49 Republicans attended. This meant that each reader had to take two or three sections.The entire reading took around 66 minutes.During the Preamble to the reading, Virginia Republican Bob Goodlatte, who organised the event, stated “We also hope that this will demonstrate to the American people that the House of Representatives is dedicated to the Constitution and the system it establishes for limited government and the protection of individual liberty.”
When two Democrats shuffled in as the final reader was speaking, Goodlatte attempted to put a brave face on the situation, stating “We ran out of Constitution before we ran out of readers,”.The Times also notes that Minority Leader Nancy Pelosi seemed embarrassed that so few Democrats showed up, at one point she “gestured with a shrug to the nearly empty chamber”. Her Republican counterpart, Speaker of the House John Boehner was initially present but left before the end of the reading and did not take part.The Second Amendment was read by Rep. Kevin Yoder, R-Kan., who also read the First and Third Amendments.
This was only the second time that the Constitution has been read in its entirety, without sections that were amended after the document was ratified in September 1787.The first occasion was just two years ago, when 137 lawmakers attended.It is to be expected that some members cannot always be present on the House floor, but with 435 representatives having sworn an oath to uphold the Constitution, it is pitiful, and a very telling sign of the times, that only around one sixth cared enough to participate in reading out the founding document.

- He has clearly communicated his intent to eviscerate the second amendment rights of American citizens by pursuing executive orders to curtail the right to keep and bear arms without congressional authorization and in violation of the second amendment.

- He has lied to the American people by overseeing a cover-up of the Benghazi attack which directly led to the deaths of four American citizens. The cover-up has been called “Obama’s Watergate,” yet four months after the incident, no one in the administration has been held accountable.

- He has brazenly undermined the power of Congress by insisting his authority came from the United Nations Security Council prior to the attack on Libya and that Congressional approval was not necessary. “I don’t even have to get to the Constitutional question,” said Obama. This is an act that “constitutes an impeachable high crime and misdemeanor under article II, section 4 of the Constitution,” according to Congressman Walter Jones.

- He has flagrantly violated article 1, section 9, clause 8 of the Constitution by accepting rotating status as chairman of the United Nations Security Council. The clause states, “No title of nobility shall be granted by the United States; and no person holding any office of profit or trust under them, shall without consent of Congress accept of any present, emolument, office, or title, of any kind whatever, from any King, Prince, or foreign State.”

- He has ignored Congressional rejection of the cybersecurity bill and instead indicated he will pursue an unconstitutional executive order.

- He has signed into law the National Defense Authorization Act which includes provisions that permit the abduction and military detention without trial of U.S. citizens, violating Habeas Corpus. Despite Obama claiming he would not use the provisions to incarcerate U.S. citizens, it was his administration that specifically demanded these powers be included in the final NDAA bill.

- He has enacted universal health care mandates that force Americans to buy health insurance, a clear violation of the Constitution in exceeding congressional power to regulate interstate commerce. Obama has also handed out preferential waivers to corporations friendly to his administration.

- He has declared war on America’s coal industry by promising to bankrupt any company that attempts to build a new coal plant while using unconstitutional EPA regulations to strangle competition, ensuring Americans see their energy costs rise year after year.

- He has violated the Constitution’s Takings and Due Process Clauses when he bullied the secured creditors of automaker Chrysler into accepting 30 cents on the dollar while politically connected labor unions and preferential others received better deals.

- He has violated Article II of the Constitution by using signing statements as part of his executive usurpation of power.

New York enacts gun-control law, first since Newtown attack

NEW YORK (Reuters) - New York Governor Andrew Cuomo on Tuesday signed into law one of the nation's toughest gun-control measures and the first to be enacted since the mass shooting last month at an elementary school in neighboring Connecticut.The bill passed the Democratic-led Assembly on Tuesday afternoon, a day after sprinting through the Republican-majority Senate. State lawmakers have been in session for just a matter of days.New York's legislation comes just a day before President Barack Obama is expected to propose a national assault weapons ban and improved background checks as part of a sweeping package of initiatives to curb gun violence in the wake of the Sandy Hook Elementary School massacre.Twenty 6- and 7-year-old schoolchildren and six educators were killed in the December 14 attack, when a man burst into their school in Newtown, about 70 miles northeast of New York City, and opened fire with a semi-automatic weapon.The Sandy Hook shooting plunged the nation into grief and reignited the gun-control debate.Cuomo acted swiftly following that attack and another 10 days later in Webster, New York, a suburb of Rochester, that claimed the lives of two volunteer firefighters. The new law mandates a life sentence without parole for anyone who murders a first responder, the so-called "Webster Provision."With some provisions due to take effect immediately, the legislation expands the state's ban on assault weapons, puts limits on ammunition capacity and has new measures to keep guns out of the hands of the mentally ill."People who are mentally ill should not have access to guns, that's common sense," Cuomo said at a signing ceremony in Albany. "That's probably the hallmark of this bill, coming up with a system that allows for mental-health screens."The measure limits magazine capacity to no more than seven cartridges - the current limit is 10 cartridges - and requires a statewide re-registration of all handguns and grandfathered assault weapons."Seven bullets in a gun, why? Because the high-capacity magazines that give you the capacity to kill a large number of human beings in a very short period of time is nonsensical to a civil society," Cuomo said.Police have said the gunman in Newtown, 20-year-old Adam Lanza, carried numerous high-capacity magazines and that he changed gun clips several times, allowing him to unleash at least 150 rounds in his 10-minute assault.Gun rights advocates lashed out at Cuomo and New York's law, decrying the speed at which the legislation moved through the statehouse."The National Rifle Association and our New York members are outraged at the draconian gun control bill that was rushed through the process late Monday evening," the NRA, the nation's most powerful gun rights lobby group, said in a statement.

"These gun control schemes have failed in the past and will have no impact on public safety and crime," the NRA said.Also on Tuesday in Danbury, Connecticut, not far from Newtown, gun control advocates gathered for a rally outside a Walmart store to demand Wal-Mart Stores Inc, the nation's largest gun retailer, stop selling assault weapons.Among those at the rally were Lori Haas, whose daughter was injured in the 2007 shooting at Virginia Tech, and Pam Simon, who was wounded in the 2011 shooting in Tucson, Arizona, that also critically injured former Congresswoman Gabrielle Giffords.The killings in Newtown, a rural New England town of 27,000, shocked the country and prompted Obama to form a task force headed by Vice President Joe Biden to find ways to curb gun violence. Opponents of the New York legislation argued it would not prevent an attack like Newtown from occurring in New York and also would not bring down the state's homicide rate because so few murders are committed with rifles of any kind.Assemblyman Raymond Walter, a Republican from upstate New York, said New York's violent crime statistics show the state has a murder rate of just four people per 100,000, but "rifles account for .03 of that."Were comparable legislation in place in Connecticut, "it would not have stopped that horrible and tragic crime," said Assemblyman Joseph Saladino, a Republican from Long Island.

Germany to bring back gold stored in US, France

FRANKFURT, Germany (AP) — Germany's central bank is hauling home tens of thousands of gold bars currently stored in the United States and France, in a high-security operation spread over eight years.

All 374 tons of German gold held in Paris vaults will be moved back to the Bundesbank's vaults in Frankfurt by 2020, the bank said Wednesday. A further 300 tons of gold stored in New York will also be brought back.In total, the shipments are worth $36 billion at current market prices and represent about 19 percent of Germany's gold reserves — the world's second-largest after the United States'.Once the shipment is complete, Frankfurt will hold half of Germany's 3,400 tons of reserve gold — currently worth about $183 billion — with New York retaining 37 percent and London storing 13 percent.But don't expect the Bundesbank to reveal how it's going to keep the valuable cargo safe on its way back to Germany — especially after the stunning raid of a Berlin bank earlier this week in which burglars tunneled 30 meters (100 feet) to reach the safety deposit room."For security reasons we can't discuss that, partly to protect the gold, partly to protect the staff that will be carrying out the transfer," said spokesman Moritz August Raasch.
"But of course since we transport large sums of money around Germany every day, we've got a certain amount of experience with this."During the Cold War, Germany kept most of its gold abroad for fear it could fall into the hands of the Soviet Union if the country was invaded. Another reason was that it's easier to swap the reserves for foreign currency in London, Paris and New York, where gold is traded.Since France, like Germany, switched to the euro more than a decade ago, storing gold in Paris was no longer necessary, the Bundesbank said.The move follows criticism last year from Germany's independent Federal Auditors' Office, which concluded that the central bank failed to properly oversee its gold. The auditor suggested the central bank should carry out regular inspections of the gold held abroad.The auditors' report stunned Germany, where the Bundesbank routinely tops polls of the nation's most trusted institutions. The central bank was taken aback and maintained it didn't see the need for more scrutiny in overseeing the reserves, saying "there is no doubt about the integrity of the foreign storage sites."But several politicians jumped on the issue and called for some of the reserves to be repatriated.The Bundesbank isn't taking any chances should anything happen to the gold on its way back to Frankfurt.."Of course the transports are insured," Raasch told The Associated Press.

The Atlantic's Jeffrey Goldberg, writing in Bloomberg View, has revealed that U.S. President Barack Obama said repeatedly recently that Israel does not know what its own best interests are.When informed about the Israeli decision to approve construction plans in the E1 area, "Obama, who has a famously contentious relationship with the prime minister, didn’t even bother getting angry," wrote Goldberg. Israel has taken steps that appear to be aimed at restoring its relationship with the United Nations Human Rights Council, 10 months after Jerusalem cut ties with the body over a planned fact-finding mission into the West Bank settlement enterprise, The Times of Israel has learned.Israel’s permanent representative to the Geneva-based UNHRC, Ambassador Eviatar Manor, last Thursday spoke to the council’s president, Remigiusz Henczel, in what is believed to be the first senior-level official dealing between the two parties since Israel unilaterally severed ties and ceased cooperating with the body last March.In a meeting of the Human Rights Council Bureau, Manor asked Henczel to postpone a routine review of the human rights situation in Israel. Manor “also stated that Israel respected all human rights mechanisms, although it had a complex and difficult relation with the Council and OHCHR [Office of the High Commissioner for Human Rights],” according to the official minutes of the meeting.“Members of the Bureau took positive note of this development, a first in many months,” the minutes read, adding, however, that UNHRC officials believe Israel’s step “deserved to be complemented and clarified.”UNHRC officials also expressed hope that last week’s conversation “would soon be complemented by a written note,” which would explain why Israel requested a postponement of the review and for how long.Foreign Ministry spokesman Paul Hirschson said there is “no change in Israel’s policy regarding the Human Rights Council.” Yet he did not state whether Israel would participate in the routine review and declined to explain why Manor request a delay of the procedure.Israel’s relations with the UNHRC were never good, yet reached a nadir in March 2012, after the council decided to dispatch an independent international fact-finding mission to “investigate the implications of the Israeli settlements on the civil, political, economic, social and cultural rights of the Palestinian people” throughout the West Bank and East Jerusalem. Incensed about the council’s apparent obsession with Israel, the government in Jerusalem decided not to allow the council to carry out the probe and canceled any cooperation with it.“From now on, we will no longer work together in any way, shape or form with any officials from the council, including High Commissioner [Navi Pillay],” a top Foreign Ministry official said at the time. “If anyone from the council calls us, we just won’t answer the phone.”Analysts suggest last week’s apparent rapprochement could be linked to last month’s resignation of foreign minister Avigdor Liberman, who was behind Israel’s boycott of the UNHRC.The Israeli ambassador’s conversation with the UNHRC president last week centered around Israel’s participation in the so-called Universal Periodic Review (UPR), a standard assessment of the human rights records of all UN member states overseen by the council since its founding in 2006. Israel participated in the first round of reviews, which was concluded by October 2011, but has so far failed to indicate whether it would participate in the second round, which is currently ongoing.

Each country’s UPR is overseen by three nations, drawn from a lot by a representative of the country under review.But since Jerusalem did not send any delegate to a session Monday during which Israel’s so-called troika was to be selected, Henczel, the Council’s president, drew the countries to oversee Israel’s review: Maldives, Sierra Leone and Venezuela. Since the government in Caracas is known to be hostile toward Israel, cutting ties in 2009 in the wake of 2008-09 Operation Cast Lead, “commotion and laughter” erupted in the room when Venezuela was drawn, according to notes taken by UN Watch, a Geneva-based watchdog and human rights group.Pakistan’s representative slammed Israel over its failure to appear at the meeting, urging the council to do everything in its power not to let Israel skip the review, as this could compromise the entire UPR mechanism, which is based on universality. Representatives of other countries also urged Israel to return to the fold and comply with the UNHRC’s review processes, but refrained from calling for punitive action.“The member accusing Israel of violating the founding principles of the UN human rights system was newly elected Pakistan, a savage land where women are gang-raped by tribal edict,” said Hillel Neuer, UN Watch’s executive director. “And the one chosen, by a draw of lots, to be one of three overseers of Israel’s council review is another newly elected member, the Iranian-allied dictatorship of Venezuela. A jury of rapists and brigands is not justice, it’s a travesty.”After Manor’s conversation, the council decided to suspend the discussion of Israel’s participation until January 29. If by then Israel has not confirmed that it will comply with the review, the council will decide on a “course of action to be taken,” according to UN Watch notes.

A U.S. court has ruled that the Palestinian Authority (PA) has the right to cover up a document linking it to a 2002 suicide bombing that killed two Americans and one Israeli teenager.The paper was mistakenly given to lawyers representing the teens' parents as plaintiffs in a $300 million lawsuit against the PA. The case is being tried in a Washington DC federal court, with plaintiffs represented by Nitsana Darshan-Leitner of Tel Aviv's Shurat HaDin-Israel Law Center, and New York attorneys Robert Tolchin and David Schoen.The secret memo, dated April 2012, uncovers a very close relationship between the terrorist and a PA security officer who planned the bombing.The document, written by Major Ziad Abu Hamid of the PA's intelligence service, additionally supports the alleged relationship between the defendants' material support and the bombing.
After the mistake was realized, the federal judge ruled that the memo be destroyed after PA lawyers stressed the information was protected.Media reports have underlined that the memo reveals a link between a member of the Popular Front for the Liberation of Palestine (PFLP) terrorist group and a salaried officer in the Palestinian Authority's security services.The terror victims' families have now filed for a stay of that order pending an appeal to the Court of Appeals in Washington, DC, as well as have written the Dept. of Justice, the FBI and several congressmen, asking them to intervene in the matter.The families contend that they have evidence that the PA provides funding to the PLO and PFLP, including paying the rent for the designated terrorist group's offices in the PA-assigned areas of Judea and Samaria.On February 16, 2002, a PFLP terrorist blew himself up in a packed pizzeria in the Israeli town of Karnei Shomron, killing American citizens Keren Shatsky, 15, and Rachel Thaler, 16 and Israeli teenager Nehemia Amar, 15.Scott Shatsky, the father of one of the victims, remarked following Monday's court decision, "This decision is incomprehensible. It makes me feel that justice is not being done. Maybe I'm missing something, but to me it's just outrageous."
According to Darshan-Leitner, "We are hopeful that the Court of Appeals will understand the importance of this document and will reverse the ruling and not allow the memo to be destroyed. It is hard proof of the defendants' role in this heinous suicide bombing that took the lives of three young teenagers. We are insisting that the truth be allowed to come out and the details of the Palestinian Authority's role in this murderous terrorist attack be presented to an American jury."In November, Shurat HaDin, representing 24 Americans living in Israel, filed a civil action against the State Department, claiming the latter was funding Arab terrorism in the Judea, Samaria and Gaza.The suit, filed in the district court for Washington, D.C., claims that the State Department has failed to observe congressional safeguards, transparency, and reporting requirements in its funding of the Palestinian Authority.In December, Shurat HaDin represented two families of American citizens in their successful $338 million lawsuit against the government of Syria.The decision found that the government of Syria was responsible for providing material support and resources to the Kurdish Workers Party ("PKK"), a terrorist organization designated by the U.S. State Department.Shurat HaDin-Israel Law Center is an Israeli based civil rights organization and world leader in combating the terrorist organizations and the regimes that support them through lawsuits litigated in courtrooms around the world. Explosions at Syria's Aleppo university kills 15: group

BEIRUT (Reuters) - At least 15 people were killed and dozens wounded in two explosions that rocked the University of Aleppo in Syria's second largest city on Tuesday, the Syrian Observatory for Human Rights said.State television said there had been one explosion at the university, which lies in the government-controlled area, describing it as a "terrorist attack".Rebels have used car bombs and suicide attacks in fighting government forces and attacking government-controlled areas.Fighting between rebels and government forces has reached a stalemate in Aleppo and left the city divided. Rebels say they control more than half the province.State television footage showed at least one body lying on the street and several cars burning.The second explosion reported by the Observatory, a British-based opposition monitoring group, may have been caused by a burning car, but there was no independent confirmation.One of the university buildings was damaged. The state news agency said the explosion occurred on the first day of exams.

The revival of past video interviews given by Egypt's President, in which the leader calls Jews "blood-suckers," and "the descendants of apes and pigs" and calls on Palestinian-Arabs to drive Israeli-Jews out of their land, has enforced the position that Israel’s Arab neighbors are unwilling to agree to peace with a Jewish state and has raised questions from those abroad about the stability of peace as the country's new leadership only begins to take form."The Palestinian Authority was created by the Zionist and American enemies for the sole purpose of opposing the will of the Palestinian people and its interests…Either (you accept) the zionists and everything they want, or else it is war…these blood-suckers who attack the palestinians, these warmongers, the descendants of apes and pigs…None of the arab regimes should have dealings with them. They should be driven out of this country."These are just some of the statements made by the Muslim Brotherhood leader which have been circulating recently in a Youtube video that aims to expose the truth behind the apparent claims of democratic values and peace with Israel bellowed by Mohamed Morsi since the beginning of his campaign for president.For many, the revival of the videos has confirmed the position of those who believe the Arab countries surrounding Israel have been and will always be unwilling to agree to the existence of a Jewish state, despite concessions or negotiations on the part of Israel.“When the leader of a country has a history of statements demonizing Jews, and he does not do anything to correct it, it makes sense that many people in Israel would conclude that he cannot be trusted as a partner for peace,” Kenneth Jacobson, deputy national director of the Anti-Defamation League, told the New York Times.

Although many of the comments made by Morsi about Zionists, such as, “They have been fanning the flames of civil strife wherever they were throughout their history. They are hostile by nature,” may be considered common throughout the Arab world, they are seen as a great liability abroad and only time will tell if the true sentiments of the new Egyptian leader will rear its head again.

Cameron EU speech brought forward to avoid diplomatic row

China's space activities raising U.S. satellite security concerns

WASHINGTON (Reuters) - The United States is concerned about China's expanding ability to disrupt the most sensitive U.S. military and intelligence satellites, as Beijing pursues its expanded ambitions in space, according to multiple sources in the U.S. government and outside space experts.A classified U.S. intelligence assessment completed late last year analyzed China's increasing activities in space and mapped out the growing vulnerability of U.S. satellites that provide secure military communications, warn about enemy missile launches and provide precise targeting coordinates, said the sources, who were not authorized to speak publicly."It was a very credible and sobering assessment that is now provoking a lot of activities in different quarters," said one former government official who is familiar with U.S. national security satellite programs.
The intelligence report raised red flags about Beijing's ability to disrupt satellites in higher orbits, which could put the most sensitive U.S. spacecraft at risk, according to the sources. China has already conducted several anti-satellite tests at lower orbital levels in recent years.Given the heightened concerns, Washington is keeping a watchful eye on Chinese activities that could be used to disrupt U.S. satellites. It is also urging Beijing to avoid a repeat of its January 2007 test that created an enormous amount of "space junk," said one senior defense official.Details of the latest Chinese moves that have raised U.S. concerns remain classified.
U.S. officials charge that China's anti-satellite activities are part of a major military modernization that has seen Beijing test two new stealth fighters; step up cyber attacks on foreign computer networks; and launch more commercial and military satellites in 2012 than the United States.China still lags behind the United States in most military fields."What we're seeing is a heightened sense in the United States that China is a potential threat and that it has the technology to be a threat if it wishes to," said Jonathan McDowell, with the Harvard-Smithsonian Center for Astrophysics."As China becomes a space superpower, and given that it does have a significant military component to its space program, it is inevitable that the U.S. will be concerned about threats to its most valued satellite systems, whether or not China actually intends to deploy such aggressive systems," he said.
CREATING SPACE DEBRIS
Six years ago, on January 11, 2007, China destroyed one of its own defunct weather satellites in low-earth orbit, which created over 10,000 pieces of debris that pose a threat to other spacecraft. A less-destructive test followed on January 11, 2010.Space experts and U.S. officials say they expect China to continue testing anti-satellite technologies, although they doubt it would repeat the 2007 test, given the massive international outcry it triggered.Gregory Kulacki, a respected researcher with the Union of Concerned Scientists, reported earlier this month on the group's website that there was "a strong possibility" of a new anti-satellite test by China within the next few weeks.He said Chinese sources had told him in November that an announcement about an upcoming anti-satellite test had been circulated within the Chinese government, and a high-ranking U.S. defense official confirmed in December that Washington was "very concerned" about an imminent Chinese anti-satellite test.The Chinese Defense Ministry did not respond to emailed queries by Reuters' Beijing office on the question.The Pentagon said it was aware of reports predicting another test, but declined comment on what it called "intelligence matters.""We monitor carefully China's military developments and urge China to exhibit greater transparency regarding its capabilities and intentions," said Lieutenant Colonel Monica Matoush.Sources within the U.S. government and outside experts said there was no immediate evidence pointing to the preparations for the type of satellite or rocket launches used by China for past anti-satellite tests at lower orbits.But they said Beijing could test its anti-satellite weapons in other ways that would be harder to detect, such as by jamming a satellite's signals from the ground or issuing a powerful electromagnetic pulse from one satellite to disable another.China could also maneuver two satellites very close together at higher orbits, replicating actions it has already taken in lower orbits in August 2010 and November 2010. In February 2008, a missile fired from a U.S. Navy cruiser in the north Pacific destroyed an ailing American satellite in orbit.The U.S. government said the satellite's toxic fuel posed a risk upon re-entry of the earth's atmosphere. Skeptics said the test was a message to China.Any further anti-satellite test by China would be troubling, especially if it occurred at higher altitudes, said Bruce MacDonald, a former White House official who is now a senior director at the U.S. Institute of Peace.The United States operates its fleet of Global Positioning System (GPS) satellites in medium earth orbit about 11,000 miles above the surface of the earth, while U.S. military communications and early missile warning satellites are located in geostationary orbit 22,000 miles above the equator.

Brian Weeden, technical adviser for the nonprofit Secure World Foundation and a former Air Force space and missile expert, said a Chinese anti-satellite test at those higher orbits would put U.S. satellites at risk.

"Some critical U.S. assets in that region have been assumed for the most part to be safe from those kind of attacks," he said. EU reportedly to offer new Middle East peace plan

Israeli sources fear European initiative for a two-state solution will force Israel ‘into a corner’

The European Union is reportedly formulating a detailed peace plan to re-energize dormant Israeli-Palestinian negotiations.According to Israeli diplomatic sources cited by the Israeli daily Yedioth Ahronoth, the goal of the EU plan is to bring about the establishment of an independent Palestinian state based on the 1967 borders, with its capital in East Jerusalem. The report said the EU intends to set a clear timetable for negotiations between the two sides in 2013.The plan is reportedly to be presented in March, once a new Israeli government is in place following the January 22 elections. Sources said that the plan will include land swaps between Israel and the Palestinian Authority as well as a complete freeze on all Israeli construction in the settlements.The new plan has been initiated by the British and French foreign ministers, according to the report, with the support of Germany. Additionally, European Union foreign policy chief Catherine Ashton was said to be considering the option of adopting the plan as the official European stance. The Europeans have apparently already initiated contact with US President Barack Obama and incoming secretary of state John Kerry regarding the plan as well.Diplomats cited in the report said that it would be difficult for Obama to oppose the plan, which was said to closely mirror his own stated views on the Israeli-Palestinian peace process.At a meeting last week in Amman of the Middle East Quartet, which consists of the US, the UN, the EU and Russia, the EU reportedly wanted to begin deciding on the parameters of the new peace proposal, but US representatives said that they should wait until after the Obama inauguration on January 21 and the Israeli general elections the following day.Israeli sources received reports that the EU would like to use the plan as the basis for a regional discussion, which would include the participation of Egypt, Jordan and the Gulf states. Such a move would force Israel to join a pan-Middle East conference or risk being seen as an obstacle to peace, the report said.“The Europeans cannot force an agreement on us, but they certainly have the ability to embarrass us,” a senior Israeli diplomat was quoted as saying. “They are formulating a policy of parameters that will set forth the principles of a future peace agreement, and they will put it on the table.”

Rabbi Shai Piron, number two on Yesh Atid's Knesset list and a resident of the Judea and Samaria town of Oranit, clarified his policy stance in regards to a possible two state solution and land swaps in Judea and Samaria an interview on the Knesset Channel, taking time to also attack Bayit Yehudi's Naftali Bennett for what he called a "delusional" plan.During the interview, Rabbi Piron said that a two state solution would be best for both sides, claiming, "There is a solution that speaks about two states for two peoples -- that is the future of the State of Israel, two states for two people which includes the settlement blocs and Jerusalem."
However, in response to a question posed to him, Rabbi Piron added that he wasn't opposed to land swaps, even if it meant kicking Jews out of their homes. "If true peace would require moving the isolated settlements I would vote to do it," said Piron, while at the same time adding that at this stage the chances for real peace in the foreseeable future were not high.Rabbi Piron also used the media exposure to attack the policy positions of Bayit Yehudi (Jewish Home) and the annexation planned outlined by its chairman Naftali Bennett. Rabbi Piron called the plan a "delusional agenda which denies international assumptions regarding a two-state solution and which leads us to danger."Bennett's plan includes the annexation of Area C, which is under complete Israeli control as per the Oslo Accords document. Area C contains a vast majority of the Jewish population living in Judea and Samaria and is made up of a Palestinian-Arab population of only 4%.
Bennett has made the idea of annexing Area C part of the Jewish Home party platform, pointing out that there are more than 300,000 Jews living there and only 55,000 Arabs. As part of his plan he would extend Israeli citizenship to the 55,000 Arabs living in Area C.Rabbi Piron added that in his opinion the best solution would be a land swap, similar to the proposal Yisrael Beytenu chairman Avigdor Lieberman has touted in the past.

EU countries back France on Mali air strikes

BRUSSELS - Fellow EU countries and the US have backed France's decision to bomb rebels in north Mali.
The French attacks began on Friday (11 January) when Mali appealed to France, the former colonial power in the region, for help after hostile forces surged toward the town of Mopti, a regional capital.French Rafale jets and Gazelle helicopters stopped the rebel advance before striking bases behind the front line in Aghabo, Douentza, Gao, Kidal and Lere.The operation - codenamed "Serval," the name of a sub-Saharan wildcat - saw the death of one French helicopter pilot, lieutenant Damien Boiteux, with a French presidential aide telling French press that the rebels have high-tech weapons taken from Libya after the fall of Muammar Gaddafi.France also deployed 500-or-so ground troops in the capital city Bamako to protect the 6,000 French citizens who live there.Its defence minister, Jean-Yves Le Drian, said over the weekend: "There was a spectacular acceleration since Wednesday ... Bamako would have fallen. We had to act very quickly. It would have been the total destruction of the Malian state."He added: "The threat is that a terrorist state will be created near Europe and France."He noted that the operation could last "a matter of weeks" and that French ground troops might act as a "back-up" to local forces later on.The French ambassador to the UN, Gerard Araud, said in a letter to the chief of the UN Security Council (UNSC): "This operation, which resides within the bounds of international legality, will last as long as necessary."For its part, the UK has lent two C17 cargo planes to fly armoured vehicles from France to Mali, but it said British soldiers will not take part in fighting."The northern part of Mali is controlled by Al Qaeda and other terrorist organisations and that poses a potential direct threat to the UK and regional stability," foreign office junior minister Mark Simmonds said.Danish foreign minister Villy Sovndal noted that the French action is in line with UNSC resolution 2085. "I fully support France's attempt to secure stability in the region," he said.The US is sending unarmed surveillance drones and has offered "logistical" support.The sudden escalation pre-empted regional countries' and EU-level plans to build and train an international force to recapture rebel-held areas.But Burkina Faso, Niger, Nigeria and Togo over the weekend pledged to quickly send some 500 troops each to help Mali's war effort, while Algeria opened its airspace for French jets.EU foreign service chief Catherine Ashton also said in a statement on Friday she "will accelerate preparations for the deployment of a military mission to Mali to provide training and advice to the Malian forces."Meanwhile, a rebel commander in Gao - Oumar Ould Hamaha - told US news agency AP: "France is going to reap the worst consequences possible from this. Now no French person can feel safe anywhere in the world. Every French national is a target."
The rebel forces are a mixed bag of religious extremists and secularist fighters.The MNLA, a Toureg group, wants to rule an independent north Mali, which it calls Azawad.It has itself clashed with elements from Islamic extremist groups - Ansar Dine, Al Qaeda in the Islamic Maghreb and The Movement for Oneness and Jihad in West Africa (Mujao) - which also operate in north Mali.

Syrian President Bashar Assad and his family have been living on a warship, with security provided by Russia, intelligence sources told Saudi newspaper Al Watan.
The report has not been confirmed by other news sources.According to the report, the family and Assad's aides live on the ship, which is floating in the Mediterranean Sea, and Assad travels to Syria by helicopter to attend official meetings and receptions.When he flies to Syria, he lands at secret locations and is transported to the presidential palace under heavy guard, the sources said.Assad's presence on the warship suggests he has been granted political asylum by Russia but there has been no official comment from Moscow, Al Watan added."It is necessary to make everybody, including the opposition, which is still categorically refusing any dialogue, to sit down at the negotiating table," Radio Free Europe Radio Liberty recently quoted Russian Foreign Minister Sergei Lavrov as saying.

Activists say 13 killed in airstrike near Damascus

BEIRUT (AP) — A Syrian airstrike slammed into a house in a rebellious suburb of Damascus early Monday, killing at least 13 people including eight children, activists said, as President Bashar Assad's regime ramped up its operations against the opposition strongholds ringing the capital.Government forces have used warplanes and multiple rocket launchers over the past 24 hours in what activists described as some of the heaviest barrages of the Damascus region since the government launched an offensive in November to dislodge rebels from the capital's outskirts. At least 45 people were killed in a government barrage on Sunday, opposition groups said.The air raid early Monday struck a home in the southern suburb of Maadamiyeh when residents were still inside, the Britain-based Syrian Observatory for Human rights and other activists said. Locals pulled 13 bodies — including those of eight children — from the rubble, the Observatory said, adding that at least seven more people remain trapped.Syrian state media, however, refuted that account, and blamed rebels for the deaths in Maadamiyeh. The official SANA news agency said "terrorist" fired a shell at the neighborhood from nearby Daraya, hitting a residential building and causing casualties."The noise from the bombardment is astounding today," a fighter who identified himself as Iyad said by satellite phone from an area near Maadamiyeh."The regime is using all kinds of weaponry, they are shelling Maadamiyeh from nearby mountains and we are hearing that there are a lot of casualties,' he said, adding that telephone lines to the area have been cut.An amateur video posted online by activists showed young men walking over piles of rubble, searching for people as women, apparently trapped inside buildings, could be heard wailing and crying for help. A voice in the background said the video is of Maadamiyeh.

A man cried "God is great" as the camera closed in on what appeared to be a child's body covered in rubble. The child is face down on the ground next to another body, with a hand sticking out from under the rubble.In another video, the bodies of at least two children could be seen, their faces bloodied from what appear to be wounds to the head. One of the two children, a toddler, was lying on a gurney partially covered in green blankets as a woman is heard crying and screaming : "Why? Why, oh God, why?" The caption says the children were less than a year old and were killed in the Maadamiyeh attack Monday.The videos appeared consistent with activist reports from the area.Fighter jets also carried out fresh airstrikes on the suburb of Daraya, a strategic suburb close to a key military air base. Last week, the government said it has regained control over more than half of the suburb.Iyad, the fighter outside Damascus, said the regime on Sunday dispatched reinforcements to Daraya. The fresh troops were trying to advance and hold the territory, but have been unsuccessful.Monday's attacks come a day after airstrikes and heavy shelling killed at least 45 people in the Damascus area.The deadliest attack was reported in eastern Ghouta district, where 24 people, including eight children, were killed by government air and artillery strikes. The rest of the casualties, including 13 rebels killed in clashes, were in other neighborhoods outside the capital.Regime warplanes also bombed targets in the north Monday, hitting rebel positions inside a sprawling air base in Idlib province in an effort to regain control of the facility.Rebels captured the Taftanaz helicopter base, which includes an airstrip, on Friday, dealing a major blow to Assad's forces that have relied on its airpower in the fight against the opposition.The Observatory said the rebels retained control of the Taftanaz base that had been used by the Syrian government to carry out airstrikes nationwide and transports troops and supplies around the country.

A shell fired from Syria landed on an empty field near the Turkish border village of Akcabaglar, in Kilis province late Sunday, damaging an olive tree, the state-run Anadolu Agency reported. No one was hurt.

NATO has begun deploying Patriot missiles along Turkey's southern border with Syria to protect the NATO ally country from any possible spillover from the civil war in Syria. The six Patriot anti-missile systems are scheduled to become operational later this month.In recent months, Turkey fired artillery across the frontier to retaliate for Syrian shells hitting Turkish soil, after five civilians were injured in October.It was not clear however, whether Turkish troops had retaliated to Sunday's shelling.The fighting has rage in Syria at a relentless pace despite a recent diplomatic push to try to secure a peaceful settlement to the nearly 2-year-old conflict, which the U.N. estimates has killed more than 60,000 people.In a speech earlier this month, Assad dismissed international calls to relinquish power and vowed to continue fighting rebels.
The speech was condemned by the U.S. and its Western and Gulf Arab allies, while Assad's backers in Russia and Iran said his proposal should be considered.Those fighting to topple the regime, including rebels on the ground, have repeatedly said they will accept nothing less than the president's departure, dismissing any kind of settlement that leaves him in the picture.Russia's Foreign Minister Sergey Lavrov criticized Western demands that Assad step down. Hamas Tests Improved Long-Range Missiles

Hamas recently test fired improved long-range missiles from a training base in what was once Gush Katif, PA media reported.

Hamas is already preparing for the next clash with Israel and its military wing recently test fired improved long-range missiles, the Yisrael Hayom daily reported on Sunday.The report in the Israeli newspaper was based on sources in the Palestinian Authority media.According to the reports, based on information from senior sources in Hamas's military wing, the tests included the launching of two rockets with a range of dozens of kilometers.The rockets were launched toward the Mediterranean Sea off the Gazan coast from a Hamas training base which is located in areas vacated by Israel during the 2005 expulsion from Gush Katif.
Hamas' rocket unit expressed satisfaction with the results of the test launches, Yisrael Hayom reported. The improved rockets were reportedly manufactured and assembled in Gaza using Iranian know-how.This is not the first time that Hamas has used what was once the thriving Israeli communities in Gush Katif to carry out attacks against in Israel. Hamas has fired many of its rockets at southern Israel from areas that were once Jewish communities. One of Hamas's training bases is located on what was once the synagogue of the Gaza Jewish community of Atzmona.In 2005, when the expulsion from Gush Katif was up for the decisive Knesset vote, MKs whose parties were in then Prime Minister Ariel Sharon's coalition rejected claims by those opposed to the move that leaving Gush Katif would leave southern Israel under the threat of rocket attacks.
On the seventh anniversary of the expulsion from Gush Katif, which was marked this past summer, statistics indicated that Gaza terrorists had fired 9,393 rockets and missiles at Israeli civilians living on the other side of the border with Gaza.Those numbers have since grown, particularly during several rounds of escalation, in which hundreds of additional rockets were fired at Israel. 1,506 rockets were fired at Israel during the recent Operation Pillar of Defense alone.A special report by the Intelligence and Terrorism Information Center released this week shows that Iran, which has been supplying Hamas with weapons and rockets to use against Israel, is continuing to assist its terror proxy in Gaza and is expected to play a key role in rebuilding the weapons stockpile of the Gaza terror groups.
