The Atlantic's Jeffrey Goldberg, writing in Bloomberg View, has revealed that U.S. President Barack Obama said repeatedly recently that Israel does not know what its own best interests are.When informed about the Israeli decision to approve construction plans in the E1 area, "Obama, who has a famously contentious relationship with the prime minister, didn’t even bother getting angry," wrote Goldberg. "He told several people that this sort of behavior on Netanyahu’s part is what he has come to expect, and he suggested that he has become inured to what he sees as self-defeating policies of his Israeli counterpart."In the weeks after the UN vote, Obama said privately and repeatedly, 'Israel doesn’t know what its own best interests are.' With each new settlement announcement, in Obama’s view, Netanyahu is moving his country down a path toward near-total isolation."
According to Goldberg, Obama "has become convinced that Netanyahu is so captive to the settler lobby, and so uninterested in making anything more than the slightest conciliatory gesture toward Palestinian moderates, that an investment of presidential interest in the peace process wouldn’t be a wise use of his time.""For Israel," Goldberg predicts, "the short-term consequences of Obama’s frustration are limited. The U.S. won’t cut off its aid to Israel, and Obama’s effort to thwart Iran’s nuclear ambitions will continue whether or not he’s fed up with Netanyahu."But it is in terms of American diplomatic protection – among the Europeans and especially at the UN – that Israel may one day soon notice a significant shift."Goldberg warns the U.S. may not support Israel in U.N. votes like the one that recently affirmed the PLO's nation status, and that Obama may eventually offer "a public vision of what a state of Palestine should look like," in which he will affirm that it should have its capital in East Jerusalem.

Israel has taken steps that appear to be aimed at restoring its relationship with the United Nations Human Rights Council, 10 months after Jerusalem cut ties with the body over a planned fact-finding mission into the West Bank settlement enterprise, The Times of Israel has learned.Israel’s permanent representative to the Geneva-based UNHRC, Ambassador Eviatar Manor, last Thursday spoke to the council’s president, Remigiusz Henczel, in what is believed to be the first senior-level official dealing between the two parties since Israel unilaterally severed ties and ceased cooperating with the body last March.In a meeting of the Human Rights Council Bureau, Manor asked Henczel to postpone a routine review of the human rights situation in Israel. Manor “also stated that Israel respected all human rights mechanisms, although it had a complex and difficult relation with the Council and OHCHR [Office of the High Commissioner for Human Rights],” according to the official minutes of the meeting.“Members of the Bureau took positive note of this development, a first in many months,” the minutes read, adding, however, that UNHRC officials believe Israel’s step “deserved to be complemented and clarified.”UNHRC officials also expressed hope that last week’s conversation “would soon be complemented by a written note,” which would explain why Israel requested a postponement of the review and for how long.Foreign Ministry spokesman Paul Hirschson said there is “no change in Israel’s policy regarding the Human Rights Council.” Yet he did not state whether Israel would participate in the routine review and declined to explain why Manor request a delay of the procedure.Israel’s relations with the UNHRC were never good, yet reached a nadir in March 2012, after the council decided to dispatch an independent international fact-finding mission to “investigate the implications of the Israeli settlements on the civil, political, economic, social and cultural rights of the Palestinian people” throughout the West Bank and East Jerusalem. Incensed about the council’s apparent obsession with Israel, the government in Jerusalem decided not to allow the council to carry out the probe and canceled any cooperation with it.“From now on, we will no longer work together in any way, shape or form with any officials from the council, including High Commissioner [Navi Pillay],” a top Foreign Ministry official said at the time. “If anyone from the council calls us, we just won’t answer the phone.”Analysts suggest last week’s apparent rapprochement could be linked to last month’s resignation of foreign minister Avigdor Liberman, who was behind Israel’s boycott of the UNHRC.The Israeli ambassador’s conversation with the UNHRC president last week centered around Israel’s participation in the so-called Universal Periodic Review (UPR), a standard assessment of the human rights records of all UN member states overseen by the council since its founding in 2006. Israel participated in the first round of reviews, which was concluded by October 2011, but has so far failed to indicate whether it would participate in the second round, which is currently ongoing.
Each country’s UPR is overseen by three nations, drawn from a lot by a representative of the country under review.But since Jerusalem did not send any delegate to a session Monday during which Israel’s so-called troika was to be selected, Henczel, the Council’s president, drew the countries to oversee Israel’s review: Maldives, Sierra Leone and Venezuela. Since the government in Caracas is known to be hostile toward Israel, cutting ties in 2009 in the wake of 2008-09 Operation Cast Lead, “commotion and laughter” erupted in the room when Venezuela was drawn, according to notes taken by UN Watch, a Geneva-based watchdog and human rights group.Pakistan’s representative slammed Israel over its failure to appear at the meeting, urging the council to do everything in its power not to let Israel skip the review, as this could compromise the entire UPR mechanism, which is based on universality. Representatives of other countries also urged Israel to return to the fold and comply with the UNHRC’s review processes, but refrained from calling for punitive action.“The member accusing Israel of violating the founding principles of the UN human rights system was newly elected Pakistan, a savage land where women are gang-raped by tribal edict,” said Hillel Neuer, UN Watch’s executive director. “And the one chosen, by a draw of lots, to be one of three overseers of Israel’s council review is another newly elected member, the Iranian-allied dictatorship of Venezuela. A jury of rapists and brigands is not justice, it’s a travesty.”After Manor’s conversation, the council decided to suspend the discussion of Israel’s participation until January 29. If by then Israel has not confirmed that it will comply with the review, the council will decide on a “course of action to be taken,” according to UN Watch notes.
“A chorus of reflexively pro-UN voices, from European diplomats to radical left NGOs… have lashed out at Israel’s apparent decision to skip the UPR, accusing the Jewish state of wreaking apocalyptic damage upon a supposedly precious world institution,” Neuer told The Times of Israel. “In reality the UPR is, for the most part, a mutual praise society. Qaddafi’s Libyan regime came out of its review with top marks. It’s not for nothing that despots walk into this court with confidence and ease.”The UNHCR did not respond to a query for comment before the article was posted.

A U.S. court has ruled that the Palestinian Authority (PA) has the right to cover up a document linking it to a 2002 suicide bombing that killed two Americans and one Israeli teenager.The paper was mistakenly given to lawyers representing the teens' parents as plaintiffs in a $300 million lawsuit against the PA. The case is being tried in a Washington DC federal court, with plaintiffs represented by Nitsana Darshan-Leitner of Tel Aviv's Shurat HaDin-Israel Law Center, and New York attorneys Robert Tolchin and David Schoen.The secret memo, dated April 2012, uncovers a very close relationship between the terrorist and a PA security officer who planned the bombing.The document, written by Major Ziad Abu Hamid of the PA's intelligence service, additionally supports the alleged relationship between the defendants' material support and the bombing.
After the mistake was realized, the federal judge ruled that the memo be destroyed after PA lawyers stressed the information was protected.Media reports have underlined that the memo reveals a link between a member of the Popular Front for the Liberation of Palestine (PFLP) terrorist group and a salaried officer in the Palestinian Authority's security services.The terror victims' families have now filed for a stay of that order pending an appeal to the Court of Appeals in Washington, DC, as well as have written the Dept. of Justice, the FBI and several congressmen, asking them to intervene in the matter.The families contend that they have evidence that the PA provides funding to the PLO and PFLP, including paying the rent for the designated terrorist group's offices in the PA-assigned areas of Judea and Samaria.On February 16, 2002, a PFLP terrorist blew himself up in a packed pizzeria in the Israeli town of Karnei Shomron, killing American citizens Keren Shatsky, 15, and Rachel Thaler, 16 and Israeli teenager Nehemia Amar, 15.Scott Shatsky, the father of one of the victims, remarked following Monday's court decision, "This decision is incomprehensible. It makes me feel that justice is not being done. Maybe I'm missing something, but to me it's just outrageous."
According to Darshan-Leitner, "We are hopeful that the Court of Appeals will understand the importance of this document and will reverse the ruling and not allow the memo to be destroyed. It is hard proof of the defendants' role in this heinous suicide bombing that took the lives of three young teenagers. We are insisting that the truth be allowed to come out and the details of the Palestinian Authority's role in this murderous terrorist attack be presented to an American jury."In November, Shurat HaDin, representing 24 Americans living in Israel, filed a civil action against the State Department, claiming the latter was funding Arab terrorism in the Judea, Samaria and Gaza.The suit, filed in the district court for Washington, D.C., claims that the State Department has failed to observe congressional safeguards, transparency, and reporting requirements in its funding of the Palestinian Authority.In December, Shurat HaDin represented two families of American citizens in their successful $338 million lawsuit against the government of Syria.The decision found that the government of Syria was responsible for providing material support and resources to the Kurdish Workers Party ("PKK"), a terrorist organization designated by the U.S. State Department.Shurat HaDin-Israel Law Center is an Israeli based civil rights organization and world leader in combating the terrorist organizations and the regimes that support them through lawsuits litigated in courtrooms around the world. Established in 2003 and based in Tel-Aviv, Shurat HaDin works together with western intelligence agencies and volunteer lawyers around the world to file legal actions on behalf of victims of terror. It has succeeded in winning more than $1 billion in judgments, freezing more than $600 million in terrorist assets and in collecting $120 million in actual payments to the victims and their families.

Explosions at Syria's Aleppo university kills 15: group

BEIRUT (Reuters) - At least 15 people were killed and dozens wounded in two explosions that rocked the University of Aleppo in Syria's second largest city on Tuesday, the Syrian Observatory for Human Rights said.State television said there had been one explosion at the university, which lies in the government-controlled area, describing it as a "terrorist attack".Rebels have used car bombs and suicide attacks in fighting government forces and attacking government-controlled areas.Fighting between rebels and government forces has reached a stalemate in Aleppo and left the city divided. Rebels say they control more than half the province.State television footage showed at least one body lying on the street and several cars burning.The second explosion reported by the Observatory, a British-based opposition monitoring group, may have been caused by a burning car, but there was no independent confirmation.One of the university buildings was damaged. The state news agency said the explosion occurred on the first day of exams.

The revival of past video interviews given by Egypt's President, in which the leader calls Jews "blood-suckers," and "the descendants of apes and pigs" and calls on Palestinian-Arabs to drive Israeli-Jews out of their land, has enforced the position that Israel’s Arab neighbors are unwilling to agree to peace with a Jewish state and has raised questions from those abroad about the stability of peace as the country's new leadership only begins to take form."The Palestinian Authority was created by the Zionist and American enemies for the sole purpose of opposing the will of the Palestinian people and its interests…Either (you accept) the zionists and everything they want, or else it is war…these blood-suckers who attack the palestinians, these warmongers, the descendants of apes and pigs…None of the arab regimes should have dealings with them. They should be driven out of this country."These are just some of the statements made by the Muslim Brotherhood leader which have been circulating recently in a Youtube video that aims to expose the truth behind the apparent claims of democratic values and peace with Israel bellowed by Mohamed Morsi since the beginning of his campaign for president.For many, the revival of the videos has confirmed the position of those who believe the Arab countries surrounding Israel have been and will always be unwilling to agree to the existence of a Jewish state, despite concessions or negotiations on the part of Israel.“When the leader of a country has a history of statements demonizing Jews, and he does not do anything to correct it, it makes sense that many people in Israel would conclude that he cannot be trusted as a partner for peace,” Kenneth Jacobson, deputy national director of the Anti-Defamation League, told the New York Times.
Although many of the comments made by Morsi about Zionists, such as, “They have been fanning the flames of civil strife wherever they were throughout their history. They are hostile by nature,” may be considered common throughout the Arab world, they are seen as a great liability abroad and only time will tell if the true sentiments of the new Egyptian leader will rear its head again.

Cameron EU speech brought forward to avoid diplomatic row

BRUSSELS - David Cameron is to give his long-awaited speech on Britain's place in the EU on Friday (18 January), four days earlier than planned to avoid the anniversary of a Franco-German friendship treaty.
The prime minister had planned to lay out his thoughts on Europe on 22 January but it clashed with the 50th anniversary of the Elysee treaty, which established the European Coal and Steel Community making the date a diplomatic no-go.The run-up to the speech has been beset by other PR problems too. It will be held in the Netherlands but Dutch liberal Prime Minister Mark Rutte - thought to share some of London's thinking on EU issues - is not planning on attending.Meanwhile details of the speech are likely to be circulated to other European capitals in advance of Friday.The Tory leader is expected to promise that he will use any further revision of the EU treaties, including plans to increase the economic and fiscal integration of the eurozone, to rewrite Britain's membership terms.Although Cameron does not favour an 'in/out' referendum, he is expected to announce that renegotiating Britain's membership terms will form part of the Conservative party's election manifesto for the next parliamentary elections in 2015.However, this is unlikely to appease his party's supporters.A survey by the Conservative Home website found that 48 percent of Conservative members wanted a referendum on EU membership either before or on the same day as the 2014 European Parliament elections in June.Meanwhile, only 16 percent of those surveyed backed Cameron's strategy to repatriate powers, with 40 percent wanting Britain's membership to be restricted just to access to the single market and 38 percent wanting to leave the bloc.Cameron is also coming under pressure from his own MPs. The 'Fresh Start' group of over 100 backbench Conservative MPs is expected to publish a paper this week demanding the repatriation of a wide range of EU laws, including crime and policing and social policy.Several cabinet ministers, including Chancellor George Osborne, have also broken ranks, claiming that Britain would have to leave the EU if other countries refused to agree to their demands.Pro-Europeans have also entered the debate. Last week the cross-party Centre for British Influence in Europe, including veteran Conservative minister Ken Clarke and former EU Trade Commissioner Peter Mandelson, was launched, promising to make a "patriotic case" for Britain's EU membership.The opposition Labour party has so far refused to promise a referendum. Opposition leader Ed Miliband described Cameron's strategy as "an incredible gamble" with Britain's future and accused Cameron of "sleepwalking" Britain to exit the EU.Cameron's coalition partners, the Liberal Democrats, led by former MEP Nick Clegg, also oppose any changes to Britain's status.

Schaeuble: Greece has 'no alternative' to austerity

BERLIN - German finance minister Wolfgang Schaeuble on Monday (14 January) urged Greek opposition leader Alexis Tsipras to drop his opposition to bailout-linked austerity measures, saying there is "no alternative" if Greece wants to stay in the eurozone.It was the first time the veteran minister and ally of Chancellor Angela Merkel received the young leftist leader, who has blamed Germany for the hardships which Greek people are enduring."If there are disagreements, it is good to have a dialogue," Schaeuble's spokeswoman Silke Bruns told a press briefing on Monday morning.After the meeting, the positions of the two men did not appear to have moved any closer, however.According to one official, Schaeuble told Tsipras "unequivocally that there is no alternative to the path already taken, the implementation of an economic adjustment programme."The German minister urged Tsipras to back the programme, which includes recently-passed changes on income tax which Tsipras' party, Syriza, voted against.A recent upgrade by six notches in Standard & Poor's rating of Greek debt is proof the reforms are working, Schaeuble said.
For Tsipras, what matters more are the legions of unemployed people and hospital patients with inadequate care, whose situation, he said, is getting tougher each day as government slashes expenditure to please creditors and markets."Austerity is like a bad medicine for the patient. We have to stop austerity," he told this website on the eve of the meeting.It was the same message he repeated in his talks with Schaeuble, he said afterwards.Greece is currently in its sixth year of recession.It has had two bailouts and a partial reduction of its debt. Unemployment is at almost 27 percent, suicide rates have gone up and the neo-Nazi "Golden Dawn" party is growing in popularity.

China's space activities raising U.S. satellite security concerns

WASHINGTON (Reuters) - The United States is concerned about China's expanding ability to disrupt the most sensitive U.S. military and intelligence satellites, as Beijing pursues its expanded ambitions in space, according to multiple sources in the U.S. government and outside space experts.A classified U.S. intelligence assessment completed late last year analyzed China's increasing activities in space and mapped out the growing vulnerability of U.S. satellites that provide secure military communications, warn about enemy missile launches and provide precise targeting coordinates, said the sources, who were not authorized to speak publicly."It was a very credible and sobering assessment that is now provoking a lot of activities in different quarters," said one former government official who is familiar with U.S. national security satellite programs.
The intelligence report raised red flags about Beijing's ability to disrupt satellites in higher orbits, which could put the most sensitive U.S. spacecraft at risk, according to the sources. China has already conducted several anti-satellite tests at lower orbital levels in recent years.Given the heightened concerns, Washington is keeping a watchful eye on Chinese activities that could be used to disrupt U.S. satellites. It is also urging Beijing to avoid a repeat of its January 2007 test that created an enormous amount of "space junk," said one senior defense official.Details of the latest Chinese moves that have raised U.S. concerns remain classified.
U.S. officials charge that China's anti-satellite activities are part of a major military modernization that has seen Beijing test two new stealth fighters; step up cyber attacks on foreign computer networks; and launch more commercial and military satellites in 2012 than the United States.China still lags behind the United States in most military fields."What we're seeing is a heightened sense in the United States that China is a potential threat and that it has the technology to be a threat if it wishes to," said Jonathan McDowell, with the Harvard-Smithsonian Center for Astrophysics."As China becomes a space superpower, and given that it does have a significant military component to its space program, it is inevitable that the U.S. will be concerned about threats to its most valued satellite systems, whether or not China actually intends to deploy such aggressive systems," he said.
CREATING SPACE DEBRIS
Six years ago, on January 11, 2007, China destroyed one of its own defunct weather satellites in low-earth orbit, which created over 10,000 pieces of debris that pose a threat to other spacecraft. A less-destructive test followed on January 11, 2010.Space experts and U.S. officials say they expect China to continue testing anti-satellite technologies, although they doubt it would repeat the 2007 test, given the massive international outcry it triggered.Gregory Kulacki, a respected researcher with the Union of Concerned Scientists, reported earlier this month on the group's website that there was "a strong possibility" of a new anti-satellite test by China within the next few weeks.He said Chinese sources had told him in November that an announcement about an upcoming anti-satellite test had been circulated within the Chinese government, and a high-ranking U.S. defense official confirmed in December that Washington was "very concerned" about an imminent Chinese anti-satellite test.The Chinese Defense Ministry did not respond to emailed queries by Reuters' Beijing office on the question.The Pentagon said it was aware of reports predicting another test, but declined comment on what it called "intelligence matters.""We monitor carefully China's military developments and urge China to exhibit greater transparency regarding its capabilities and intentions," said Lieutenant Colonel Monica Matoush.Sources within the U.S. government and outside experts said there was no immediate evidence pointing to the preparations for the type of satellite or rocket launches used by China for past anti-satellite tests at lower orbits.But they said Beijing could test its anti-satellite weapons in other ways that would be harder to detect, such as by jamming a satellite's signals from the ground or issuing a powerful electromagnetic pulse from one satellite to disable another.China could also maneuver two satellites very close together at higher orbits, replicating actions it has already taken in lower orbits in August 2010 and November 2010. Such activities could be used to perform maintenance or test docking capabilities for human spaceflight, but could clearly be used for more destructive purposes as well, they said.The United States has continued to test its own anti-satellite capabilities. In February 2008, a missile fired from a U.S. Navy cruiser in the north Pacific destroyed an ailing American satellite in orbit.The U.S. government said the satellite's toxic fuel posed a risk upon re-entry of the earth's atmosphere. Skeptics said the test was a message to China.Any further anti-satellite test by China would be troubling, especially if it occurred at higher altitudes, said Bruce MacDonald, a former White House official who is now a senior director at the U.S. Institute of Peace.The United States operates its fleet of Global Positioning System (GPS) satellites in medium earth orbit about 11,000 miles above the surface of the earth, while U.S. military communications and early missile warning satellites are located in geostationary orbit 22,000 miles above the equator.
Brian Weeden, technical adviser for the nonprofit Secure World Foundation and a former Air Force space and missile expert, said a Chinese anti-satellite test at those higher orbits would put U.S. satellites at risk.
"Some critical U.S. assets in that region have been assumed for the most part to be safe from those kind of attacks," he said. Snow forces 3,400 to spend night at Tokyo airport

TOKYO (AP) — Tokyo's Narita International Airport operator says 3,400 travelers spent the night in the terminal after snow caused airlines to cancel 71 flights.In the season's first snowfall in the Japanese capital, about 8 centimeters (3 inches) of snow fell in central Tokyo and around Narita on Monday — a national holiday in Japan. The snow snarled traffic and caused train delays.Airport officials distributed sleeping bags, water and crackers to stranded travelers. Normal flight operations at Narita resumed Tuesday, except for a few delays.Major train operator JR East said trains were running on schedule Tuesday.Sections of several highways around Tokyo were still closed Tuesday as workers cleared away snow and ice.
