BRUSSELS - The EU should have its own "currency commissioner," according to an ambitious new plan set out by German finance minister Wolfgang Schaeuble.Under Schaeuble's plan, which would include further changes to the EU treaties, a new European commissioner responsible for economic and currency affairs would need to sign off on national budgets before they could be implemented by governments.Outlining the proposals to journalists on his flight returning to Berlin from the annual meeting of the International Monetary Fund and World Bank in Tokyo on Tuesday (16 October), Germany's finance minister said that his leader, Angela Merkel, was fully behind him."When I put forward such proposals, you can take it as a given that the chancellor agrees," he said.Schaeuble also wants the currency commissioner to have similar status to the competition commissioner, who has a mandate to make decisions on EU competition policy without the agreement of the rest of the college of commissioners, arguing that this independence would "depoliticise" the role and improve decision making.It would also create two tiers of MEP within the European Parliament, with decisions relating to the eurozone being made only by MEPs from countries using the euro.The question of creating a special committee for the eurozone has support from some MEPs, and was suggested by the likes of Pervenche Beres, the French centre-left chairwoman of the employment committee, in 2011, but is widely seen as a divisive step by deputies.The plans would built on the six legislative files on economic governance agreed by the 17 eurozone countries in 2011 and came into force in January.They are now required to present national budgets to the commission to show how they intend to meet debt and deficit reduction targets.However, while the commission has the power to ask for additional tax rises or spending cuts to meet budget targets and to impose fines on countries which fail to deliver, it does not have formal veto powers.Schaeuble's salvo is the latest sign that Germany is prepared to deepen fiscal and political integration and builds on proposals already agreed by Merkel's governing Christian Democrat party (CDU).However, with Merkel finding it increasingly tough to force measures relaxing the terms of bailout conditions and increasing the firepower of the EU rescue fund, the ESM, through the Bundestag, her government is only offering the carrot of deeper European integration in exchange for strict supervision powers at EU level.
Schaeuble's suggestions come as EU leaders prepare for Thursday's summit in Brussels.Alongside discussions on the commission proposals to establish the European Central Bank as the single supervisor of the eurozone's banking sector, politicians are also expected to focus on Spain's solvency.Despite informally requesting up to €100 billion to support its private banks, Spain is widely expected to request a formal bailout before the end of 2012.Leaders will also discuss European Council President Herman Van Rompuy's "ideas paper" which was sent to national capitals last week.The Van Rompuy paper also raised the possibility of having a finance minister for the eurozone, as well as a special budget, alongside the prospect of establishing new EU-level instruments to ease debt financing.The mooted instruments include short-term eurobills and a "debt redemption fund" first proposed by a German advisory panel of economic experts.

BRUSSELS - Search-engine Google has been ordered to re-write its data collection rules after EU regulators found that they were in breach of EU data protection laws.A letter to Google CEO Larry Page signed by 24 of the EU's 27 national data protection regulators said that the software-giant had "not demonstrated that your company endorses the key data protection principles of purpose limitation, data quality, data minimisation, proportionality and right to object."The regulators, who collectively make up the Article 29 working party on data protection, also spelt out a 12-point plan for Google to comply with EU law on data protection and retention as well as the e-privacy directive.These include requirements to get explicit consent from users to use and combine their data and create a simple opt-out mechanism for users. Google should also publish how it uses and processes personal data. However, they have steered clear of accusing the software-giant of intentionally breaking the law and of possible fines or other sanctions.
The report concludes a long-running investigation into Google's practices led by French data regulator CNIL starting in March over the ways that Google collects personal data.Google changed its data collection practices in March after warning customers using its Gmail and Google+ network of the change. It had claimed that the new Privacy Policy, which allows the company to collect and combine data from any of its services, enabled it to improve the accuracy of its search results and targeted adverts and was not in breach of European law.Following the announcement, Auke Haagsma, director of ICOMP, a group of software companies including Microsoft that campaigns against Google's dominant market status, told this website that the "unprecedented action by close to 30 privacy enforcement agencies all over Europe shows the severity of Google’s violations.”“Google wants us to believe that enforcing the privacy laws will end the Internet as we know it, but the opposite is true. It is only if users’ trust that their personal data will not be collected and used against their wishes, that they feel confident enough to use all the important possibilities that the internet offers,” he said.MEPs also lined up to launch broadsides against Google with MEPs Angelika Niebler and Philippe Juvin, who chair the centre-right EPP's working group on Internet policy, commenting that "Google must change its standards and raise them."For his part, Belgian centre-left MEP Marc Tarabella, said that it was "unacceptable that European consumers are not clearly aware of what Google does with data inputted by them in good faith into the search engine."Monique Goyens, director general of the European Consumer Organisation (BEUC), said that the investigation confirmed "our concerns that Google's privacy policy sits on the wrong side of EU data protection rules".Google said it needs time to come with full response."We have received the report and are reviewing it now," said Peter Fleischer, Google's global privacy counsel.
"Our new privacy policy demonstrates our long-standing commitment to protecting our users' information and creating great products. Prime Minister Benjamin Netanyahu is seeking to implement sections of the Levy Report, which recommends the legalization of unauthorized Jewish settlements in the West Bank and declares Israel’s presence in the territory legal by international law, Israel Radio reported on Wednesday.The report on the settlements, written at Netanyahu’s behest and named for retired Supreme Court justice Edmund Levy, who led the three-person panel of experts that wrote it, was released in early July. It recommends easing restrictions on Jewish settlement in the West Bank by regulating zoning and planning, halting scheduled demolitions and planning building in accordance with population growth.The report also concludes that the establishment of settlements in the West Bank does not breach international law, and that Jews can legally make their homes there, because “Israel does not meet the criteria of ‘military occupation’ as defined under international law.”“A belligerent occupation is between two sovereigns,” panel member Alan Baker, a former Israeli Ambassador to Canada and a legal adviser to the Foreign Ministry, told The Times of Israel in a phone interview. “We could not accept the definition that this is a classic occupation. That is the novelty of this report.”In the report, Levy, Baker and retired justice Techiya Shapira wrote that ever since the 1917 Balfour Declaration, no sovereign state had formally annexed the West Bank territory and that, consequently, the Geneva Convention was not applicable.According to Wednesday’s report, Netanyahu and his staff have been preparing a draft resolution that would implement much of the Levy Report’s conclusions, while seeking to avoid the international and legal fallout of such a move.When the report was first released, it was roundly condemned by the Israeli left, and rejected by international allies such as the US.On Wednesday morning, opposition parliamentarians were quick to condemn the prime minister.Labor Party leader Shelly Yachimovich termed the decision “a transparent election ploy,” while Shaul Mofaz, the leader of the opposition Kadima party, said he would contact Israel’s attorney-general and request that he look into the legality of the initiative.Kadima MK Israel Hasson likened the proposal to “a flamethrower on a barrel of gasoline,” saying the Palestinians feel they have no political future and that the situation is very volatile. He said the government was attempting to prevent the future creation of a Palestinian state.Coming out in defense of the initiative, Transportation Minister Yisrael Katz of Netanyahu’s Likud party told Israel Radio that the prime minister did not intend to push for an extension of official Israeli sovereignty over West Bank settlements. Netanyahu’s purpose, he said, was merely to “settle some issues” and improve the daily lives of Jewish residentsof the West Bank.

Israel would consider a military option against Syria to ensure that the country’s chemical weapons do not reach the hands of extremists, Prime Minister Benjamin Netanyahu said on Tuesday.“Israel will do everything it takes to ensure Syria’s chemical weapons do not fall into the hands of terrorist organizations — and if such a situation arises, then Israel will weigh a military option,” Netanyahu told a group of European ambassadors in Jerusalem.The prime minister also noted that Iran and Hezbollah have assisted Syrian President Bashar Assad in his 19-month crackdown against opposition groups.The growing fear is that extremist fighters and other groups may get their hands on Syria’s vast chemical and biological weapons stockpiles if Assad falls. The threat of the weaponry falling into rebel hands has grown as the uprising has intensified in recent months, particularly after four members of Assad’s inner circle were killed in a Damascus suicide bombing in July. The US also reportedly recently sent a secret military task force to Jordan to prepare for possible scenarios in which the stockpiles get loose.Also on Tuesday, Turkey’s Prime Minister Recep Tayyip Erdoğan held surprise talks in Azerbaijan with Iranian President Mahmoud Ahmadinejad on the Syrian uprising, Today’s Zaman reported. The meeting came amid the countries’ growing discord over how to grapple with the escalating Syrian conflict.In an effort to end the bloodshed in Syria, the two leaders agreed to form new lines of communication and dialogue between their foreign ministries.“We have agreed to bolster communication at the level of the foreign ministries to bridge differences over the unfolding Syrian conflict. The constant deliberation and communication would help to reduce differences,” Erdoğan said in a press conference after returning from Baku late on Tuesday, the Turkish paper added.

He was also quoted as saying that Egypt has never been an ally of the United States.The Supreme Guide of the Muslim Brotherhood, the movement which Egypt's President Mohammed Morsi belongs to, called last Thursday for a jihad (holy war) to liberate Jerusalem from Israeli rule. Although Morsi has repeatedly said he would respect international treaties previously signed by Cairo, there have been multiple calls from his own Muslim Brotherhood backers, and others in the country, to "revise" the accords.

Two years ago, terror activists from the Turkish-based IHH organization clashed with Israeli Navy commandos who tried to stop their Mavi Mamara boat and five other ships from reaching Gaza.Three dozen IHH passengers viciously clubbed the commandoes as they boarded the boat by rope from a hovering helicopter. Three of the commandos were temporarily kidnapped until the Navy soldiers were able to overcome the attackers, nine of whom were killed in the ensuing clash.

Israel: Gaza militants fired anti-aircraft missile

JERUSALEM (AP) — Israeli defense officials say that Palestinian militants in the Gaza Strip have for the first time fired an anti-aircraft missile at Israeli aircraft.The officials say the militants fired the Strela shoulder-fired missile at an Israeli helicopter operating over Gaza last week, but missed their target.
The officials, speaking under condition of anonymity because they were discussing a military operation, said Israeli intelligence has long believed that Gaza militants possessed these weapons, but this was the first time they were fired. They said the air force has taken special precautions for several years assuming the threat existed.Israel believes the weapons originated in Libya and were smuggled through tunnels along the Egyptian border.Palestinian militant groups have never acknowledged possessing the weapons.

Iran claims 'dozens' of its drones reached Israel

An Israeli official rejected the account.The Iranian official declined to give further details on the purported missions or the capabilities of the drones, including whether they were similar to the unmanned aircraft launched last week by Lebanon's Hezbollah and downed by Israeli warplanes. It also was impossible to independently verify the claims from the official, who spoke on condition of anonymity because he was not authorized to brief the media.The Iranian assertions appear to be part of the Islamic Republic's widening strategy to boast about military advances — including warships and longer-range drones — that Tehran says could reorder the balance of power in the region as the West and its allies boost pressure over Iran's nuclear ambitions. Magnitude 4.5 quake strikes Maine, felt in Boston

Feds raid Massachusetts lab tied to meningitis outbreak

BOSTON/NEW YORK (Reuters) - Federal agents on Tuesday raided the Massachusetts pharmacy linked to a widespread meningitis outbreak that has killed 16 people and sickened more than 200 others, federal prosecutors said.Agents from the U.S. Food and Drug Administration searched the New England Compounding Center, or NECC, in the Boston suburb of Framingham, with officers from the local police department providing support, Framingham police said.The raid took place as calls came for an even wider probe into whether the once obscure pharmacy may have broken federal laws dealing with controlled substances, and as additional meningitis cases were announced.Carmen Ortiz, U.S. attorney for Massachusetts, said in a statement, "I can confirm that this office and our law enforcement partners are investigating allegations concerning the New England Compounding Center."Ortiz said it was "entirely premature" to speculate about what might be uncovered.A lawyer for NECC, said the raid was unnecessary and that "asking would have produced the same result.""It is difficult to understand the purpose of this search, since we have been clear that (NECC) would provide, and has provided, anything requested. We've been clear that warrants weren't needed," Paul Cirel, of the firm Collora LLP in Boston, said in a statement.
The entrance to NECC's headquarters - a squat, nondescript brown brick building - was cordoned off with yellow "caution" tape.An officer with the Framingham motorcycle unit guarded the front door. Lights were on inside, and a number of people, including uniformed agents, were seen moving around inside the facility into the night.The FDA's criminal unit, the Office of Criminal Investigations, is a team of agents with specialized knowledge and training to investigate violations of food and drug laws. It pursues about 1,200 criminal cases each year.The raid came as a leading U.S. lawmaker called for an investigation of whether the compounding pharmacy violated federal laws covering potentially addictive drugs.The U.S. meningitis outbreak is widening. A 16th death was announced on Tuesday, a patient from southwest Virginia, that state's Department of Health said in a statement.Overall, there are 231 confirmed meningitis cases, according to Tuesday's tally from the U.S. Centers for Disease Control and Prevention, an increase of 19 on the day.
"We will see more patients reporting in ill and we'll have to treat many more," Dr. William Schaffner, an infectious diseases expert at the Vanderbilt University Medical Center in Nashville, Tennessee, said on "CBS This Morning."The FDA on Monday widened its investigation of the cause of the fungal meningitis outbreak to other drugs made by NECC.Nearly 14,000 people nationwide are at risk of infection because they received injections from suspect steroid medications shipped to 76 facilities in 23 states.Besides the meningitis cases, two additional patients have a different type of fungal infection from injections in their joints (as opposed to back injections).Massachusetts Democratic Representative Edward Markey, a senior member of the committee that oversees business, called on the Justice Department to investigate whether NECC violated federal laws designed to stem illegal activity in controlled drugs.The company already faces multiple investigations by the FDA and several states, but Markey's request could launch an even more serious probe involving the Drug Enforcement Administration, which oversees sales of potentially addictive, or "controlled" drugs.
'CAN'T ASSURE THE STERILITY'
The FDA said on Monday it was looking into two other drugs made by NECC.
The agency said it had received reports of a patient with possible meningitis who received an injection of a different steroid from the one found to have caused the deaths. It said on Tuesday that one transplant patient was infected with a fungus after receiving a drug used in open heart surgery made by NECC. The FDA originally said two such patients were infected.Another patient identified by the FDA received an injection of the steroid triamcinolone, also supplied by NECC.During a conference call on Tuesday with doctors on the meningitis outbreak, FDA official Janet Woodcock stressed that the two additional products had not been linked to confirmed infections. She asked doctors to contact patients injected since May to make sure they had no signs of infection.NECC said in a statement that it was reviewing the new information from the FDA.
The FDA has been inspecting the NECC facilities. All but eight of the 23 states that received suspect medications from the Massachusetts specialist pharmacy have reported at least one case of fungal meningitis.Meningitis is an infection of the membranes covering the brain and spinal cord. Symptoms include headache, fever and nausea. Fungal meningitis is not contagious.

The outbreak has raised questions about how the pharmaceuticals industry operates. NECC engaged in a practice called drug compounding that is not regulated by the FDA, which generally oversees drug manufacturers.In compounding, pharmacies prepare specific doses of approved medications, based on guidance from a doctor, to meet an individual patient's need.A Reuters investigation found that NECC solicited bulk orders from physicians and failed to require proof of individual patient prescriptions as required under state regulations, emails to a customer showed.State pharmacy regulators have said that NECC violated its license in Massachusetts by not requiring patient prescriptions before shipping products.

The states reporting cases of meningitis are Tennessee, Michigan, Pennsylvania, New Hampshire, Illinois, Indiana, Minnesota, New Jersey, Texas, Idaho, Maryland, North Carolina, Virginia, Ohio and Florida.

Rafael expected to brush Bermuda; Hurricane Paul headed towards Baja

Tropical Storm Rafael is intensifying as it pulls away from the Lesser Antilles Islands. Data from the Hurricane Hunters and satellite loops show that Rafael has gotten more organized this morning, with a blow-up of very heavy thunderstorms near the center that have created a large Central Dense Overcast (CDO), the hallmark of an intensifying tropical storm that is near hurricane strength. Rafael is experiencing high wind shear near 20 knots, and this shear is expected to remain constant through Tuesday, which should allow Rafael to intensify into a Category 1 hurricane. Sporadic heavy rains from Rafael will gradually diminish today over the Leeward Islands, Puerto Rico, and the Virgin Islands. A tropical storm warning has been posted for Bermuda, but if Rafael follows the official NHC forecast track, tropical storm-force winds will remain just offshore from Bermuda as Rafael makes its closest pass by the island on Tuesday evening. The 11 am EDT wind probability forecast from NHC gave Bermuda a 29% chance of experiencing tropical storm-force winds between Monday night and Wednesday morning, and a 1% chance of experiencing hurricane-force winds. The models are pretty tightly clustered showing a track for Rafael to the east of Bermuda, putting the island on the weaker (left front) side of the storm.

Hurricane Paul forms in the Eastern Pacific
Hurricane Paul is putting on a burst of rapid intensification, and is a strong Category 1 hurricane with 90 mph as it heads northwards towards Mexico's Baja Peninsula. Paul will have favorable conditions for intensification through Tuesday morning, when wind shear is predicted to rise to the high range, above 20 knots. Paul should be weakening quickly as it approaches the coast of Baja Tuesday night and Wednesday morning, but heavy rains from the storm will spread over Baja beginning on Tuesday night, and these rains will be capable of causing flooding problems. Paul's formation brings this year's tally of named storms in the East Pacific to sixteen, making 2012 just the third year since records began in 1949 that both the Eastern Pacific and Atlantic have had at least sixteen named storms. The other years were 2003 and 2008. On average, the Eastern Pacific experiences one named storm after October 15, which would bring this season's total activity to 17 named storms, 10 hurricanes, and 4 major hurricanes. An average Eastern Pacific season has 15 named storms, 8 hurricanes, and 3 major hurricanes.

A rare early-season major tropical cyclone in the Southwest Pacific
It's springtime in the Southern Hemisphere, where Category 3 Tropical Cyclone Anais is churning southwestwards towards Madgascar. According to Meteo France in La Reunion Island, Anais is the earliest major hurricane to form during the Southwest Indian Ocean's tropical cyclone season, which typically runs from November to May. Anais' formation in mid-October is akin to getting a major hurricane in the Atlantic during April--something which has never occurred (the earliest major hurricane on record in the Atlantic occurred on May 21, 1951.) Anais is the second earliest hurricane of any kind to form so early in the Southwest Indian Ocean tropical cyclone season, after Tropical Cyclone Blanche of October 10, 1969. Anais has moved over cooler waters, and has weakened slightly to 115 mph winds, down from the peak 120 mph it had on Sunday. Further weakening is expected over the next few days as wind shear increases and the waters beneath continue to cool, and Anais is not expected to directly impact any land areas.

McGuinty vs. Trudeau: Draft federal Liberal leadership campaign already in the works for Ontario premier

OTTAWA — Less than a day after Dalton McGuinty made the shock announcement he was quitting as Ontario Premier, a campaign is building to send the Ottawa South MPP to Parliament Hill.With Monday’s resignation McGuinty is suddenly free to run for the federal Liberal leadership, and if he does, he’ll have a ready-made campaign team all set to go.For the past month, a draft campaign has been in the works to persuade McGuinty to jump into the federal fray.Some of his closest campaign advisers have been involved, including brother Brendan McGuinty — who was on hand for McGuinty’s news conference Monday — and Don Guy, campaign director for each of McGuinty’s three winning provincial campaigns.Deputy chief of staff Dave Gene, former chief of staff Chris Morley and former operations director Charlie Angelakos are also part of the group.Sources say a leadership campaign road map has already been sketched out.“The core nucleus of the team that he’s been able to build around him, that took him through three election campaigns, is a proven team … It would be a ready-made team that would be able to focus on this (leadership) as well,” said one insider close to McGuinty.McGuinty has not yet decided whether to take the plunge, those close to him insist, but he is feeling the pressure.“I don’t think he’s changed his mind yet,” said one close associate. “But I can tell you that some of this is getting to him.”For his part, McGuinty is leaving the door wide open.

BRUSSELS - The European Commission is refusing to be precise about the potential EU future of separatist-minded regions, as Flemish nationalists made gains in Belgian local elections and Scotland formally agreed an independence referendum deal.Rolling back on previously more definite statements about new states being obliged to apply for EU membership, the commission on Monday (15 October) said it would express an opinion only if asked by a member state and only if it concerned a specific situation."Concerning certain scenarios, such as the separation of one part of a member state or the creation of a new state, these would not be neutral as regards the EU treaties," said a spokesperson.The commission would express its opinion on the legal consequences under EU law on request of a member state "detailing a precise scenario."
The new state question has been simmering for some time but has been slowing moving up the political agenda as regionalist and separatist voices in different parts of the EU get louder.Last month, 1.5 million took to the streets in favour of Catalonia's independence. Newly revealed miniFlame virus targets Iranian and Lebanese computers

Security experts say bug has infected only a few dozen high-profile users

A new computer virus reportedly targeting systems in Iran and Lebanon aims to build upon the capabilities of two previously released superbugs suspected of being state-sponsored attempts at spying on Iran’s nuclear program.Computer security experts Kaspersky Labs released a report Monday on what they dubbed “miniFlame,” a virus which they say works in tandem with the Flame and Gauss viruses to give controllers remote access to infected computers.Kaspersky Labs has called Flame and Gauss, both discovered over the last several months, “massive spy operations.”The report described miniFlame as a “small, fully functional espionage module designed for data theft and direct access to infected system… a high precision, surgical attack tool.”The viruses are part of a family of bugs widely believed to have been created by a combination of US and Israeli programmers to engage in cyber warfare against Iran and their proxies, likeLebanon-based Hezbollah. In addition to Flame and Gauss, which have targeted sites in Iran, in 2010 Stuxnet played havoc with Iran’s nuclear program.In June, New York Times correspondent David Sanger reported that a secret White House program, code-named “Olympic Games,” had created super-viruses to battle Iran’s nuclear activities.In a Monday press release, Kaspersky security director Alexander Gostev called miniFlame a second-wave, “targeted cyber weapon.” He said that Flame and Gauss are used to collect massive amounts of information, but miniFlame is “installed in order to conduct more in-depth surveillance and cyber-espionage” on a “potentially interesting victim.”First discovered in June, miniFlame is estimated to have infected only a few dozen computer systems, perhaps as few as 10-20. Unlike Flame, which just collects information, miniFlame allows an operator to have direct access to the infected system.

TEHRAN, Iran (AP) — Iran on Tuesday denounced the new European Union sanctions as “inhuman,” vowing they will not force any retreat on the country’s suspect nuclear program.The remarks by Foreign Ministry spokesman Ramin Mehmanparast amplify Iran’s insistence that it can ride out Western economic pressures aimed at reining in Tehran’s uranium enrichment.The West and its allies fear the process could lead to nuclear weapons development, a charge Iran denies, saying its nuclear ambitions are only for peaceful purposes.The 27-nation on bloc Monday banned imports of Iranian natural gas and imposed other restrictions on trade and financial dealings. Previous Western sanctions have targeted Iran’s critical oil exports and access to international banking networks.Mehmanparast told reporters Tuesday the new EU measures will not bring any rollback from Iran on its ability to enrich uranium to make nuclear fuel. He called the sanctions “illegal, unwise and inhuman.”“They cannot force the Iranian nation to surrender and withdraw,” said Mehmanparast. “This sort of acts will encourage the Iranian nation to continue on its way, strongly.”

He said the nuclear issue is merely a pretext since the West had imposed various sanctions for decades on Iran.“It is pretty clear that Iran’s persistence on its independence is the main problem” for the West, he said.

In its lead editorial Monday, private Syrian daily Al-Watan called Erdogan a “hypocritical Ottoman,” referring to the Turkish Ottoman empire which dominated Syria until the early 20th century.“Erdogan’s policy of lying will surely lead him toward political death in the near future,” read the Al-Watan editorial. “Then, this hypocritical Ottoman will grasp the meaning of the phrase ‘Syria is a graveyard for its invaders.’ So it was and so it will remain.”

Terrorists in Hamas-controlled Gaza last week fired a missile, smuggled from Libya, at an Israeli aircraft but missed its target, the Hebrew-language newspaper Yediot Aharonot reported Tuesday.Military intelligence previously has said that Hamas and other terrorist organizations have stockpiled a large number of anti-aircraft missiles but have not used them in order not to spark an escalation in IDF retaliation.Last Friday, unidentified terrorists reportedly fired a Russian made Strela-2 missile, one of many that have been smuggled into Gaza and the Sinai Peninsula since the fall of Muammar Qaddafi earlier this year. Intelligence officials estimate that approximately 1,000 of the missiles are missing from the Libyan army’s arsenal, and many of them found their way into the hands of terrorists in Gaza and the Sinai.Commercial aircraft already have been warned to sאeer clear of the Gaza region, and military sources see the use of anti-aircraft missiles as a sigמ that Hamas is ready to force an escalation of violence with Israel, possibly including a massive rocket barrage within a short period of time.The Strela-2 surface-to-air missile system is shoulder-fired and has a high explosive warhead and passive infrared homing guidance. Egypt's top court criticizes constitution draft

CAIRO (AP) — Egypt's most prestigious court has lashed out at an Islamist-led panel tasked with writing the country's new constitution, saying proposed provisions undercut its mandate and keep it under the president's power.Supreme Constitutional Court member Tahani el-Gibaly says the provisions are "disastrous." She says the panel ignored proposals to allow courts, rather than the country's president, to choose the members and head.She spoke after judges held a rare news conference Tuesday denouncing the proposals.SCC head Maher el-Behiri told reporters the court is in permanent session in protest.

Another court is set to rule on challenges to the panel drafting the constitution, which is dominated by Islamists.Tensions between Islamists and top courts have risen in the past year over rulings dissolving Islamist-dominated bodies and otherwise curbing their power.

Israel's ambassador to the United Nations, Ron Prosor, called the Security Council on Monday to take strong measures against the Hizbullah terror group, after it launched a drone into Israel.“Some countries that are sitting around the Council’s table continue to provide free rein to Hizbullah to raise money as if it were the Red Cross, not a terrorist group which threatens to plunge the region into bloodshed,” said Prosor, according to Army Radio.He added that by providing Hizbullah with sophisticated arms, Iran is turning Lebanon into an “outpost for terror.”The unmanned drone that infiltrated into Israel was eventually shot down by the Israeli Air Force.Hizbullah’s television network later aired a video simulation of the drone’s path, which clearly showed that the drone had a camera which photographed the targets over which it flew.
The video said that the drone took off from Lebanon and flew over the Mediterranean Sea, along the Israeli coastline. It claimed that the drone managed to avoid all Israeli radars as it advanced towards the southern Israeli coastline. Taliban says its attack on Pakistani schoolgirl justified

VATICAN CITY (Reuters) - A Roman Catholic cardinal has caused an uproar at the Vatican by screening a spurious YouTube video that makes alarmist predictions about the growth of Islam in Europe.The seven-minute clip, called "Muslim Demographics," was the talk of an international gathering of bishops on Monday, two days after Cardinal Peter Turkson screened it during a free discussion period.Turkson, a Ghanaian who is based in the Vatican and is president of its Council for Justice and Peace, sparked consternation among his fellow bishops over the clip."As we were arriving this morning I was asked several times 'Who planned it? Whose was it? Who is behind it?" Father Thomas Rosica said at a briefing for journalists, who are not allowed to attend the synod sessions, the first since the screening.He said the clip had sparked "the most animated" discussion so far at the three-week conference, and one bishop said he would rebut Turkson by presenting a report with contrary data.The clip has brought Islam to the top of the agenda at the synod, attended by 262 bishops. In 2006 Pope Benedict gave a speech in Regensburg which was perceived by some Muslims as an attack on Islam.
Asked about his reaction to the cardinal showing the video at the Vatican, Yahya Pallavicini, vice president of the Islamic Religious Community of Italy, warned against a numbers war based on scare tactics by any side.

"I think that we should focus, Muslims and Christians, on our common challenges, rather than challenging each other in scary attitudes on who is going to increase or decrease in numbers," Pallavicini told Reuters.

September tied global heat record - U.S. government scientists

WASHINGTON (Reuters) - Last month tied for the warmest September in the global modern record, scientists at the U.S. government's National Oceanic and Atmospheric Administration reported on Monday.

This September tied with the same month in 2005 for the record. The land-and-sea global average temperature was 60.21 F (15.67 C), or 1.21 F (.67 C) above the 20th century average.In addition to being hottest since 1880, the month was the 36th consecutive September and 331st consecutive month with a global temperature above the 20th century average.The last time September temperatures were below that average was 1976, and the last time any month was below that average was February 1985, NOAA scientists said in a statement.September's globally averaged temperature on land was third-warmest for that month. The average combined global land and ocean surface temperature so far this year was the eighth-warmest first nine months of a year on record.Central Russia, Japan, western Australia, northern Argentina, Paraguay, western Canada and southern Greenland had higher-than-average temperatures in September, while eastern Russia, western Alaska, southern Africa, much of China and parts of the upper Midwest and southeast United States were notably below average."The irony of this is that we (in the United States) finally did get a little relief from breaking and threatening heat records for months," said Deke Arndt, chief of climate monitoring at NOAA's National Climatic Data Center. "The thing is, the United States takes up about 2 percent of the globe."Arndt noted that September in the continental United States was still the 23rd warmest on record, out of 118 years in the U.S. record. "It's nothing to sneeze at," he said by telephone. "It's very close to the front of the line."

Arctic ice cover shrank to its lowest extent ever last month, far eclipsing a record set in 2007, while Antarctic sea ice had its all-time high ice extend on September 26.Arndt cautioned against equating these two polar records."The magnitude of the records in each (Arctic and Antarctic) are vastly different," he said. "The Arctic is plumbing new depths, completely leaving the rest of the record behind ... there kind of aren't enough superlatives to describe what has gone on there over the last five or six years."To put 2012's Arctic sea ice record in context, compare it to the previous record set five years ago, when U.S. ice experts called the drop in ice cover around the North Pole "astounding" and a sign of the accelerating impact of human-caused global warming.This year, that "astounding" low level of sea ice in the Arctic was equaled or surpassed every day in September, and on some days in August and October as well, Arndt said.So if the record-large amount of sea ice in the Antarctic is "king of the hill," Arndt said, "the Arctic record is just building an entirely different hill and an entirely different neighborhood. The change is bigger, the change is more rapid, it is establishing a new characteristic there."Conditions in the Arctic are important, since the Arctic is sometimes called "Earth's air conditioner" for its ability to influence weather around the globe.
Temperatures were near average over Antarctica in the southern winter. Hurricane Paul forms in Pacific off Mexico's coast; TS Rafael near hurricane strength

MIAMI - Hurricane Paul has formed in the Pacific off Mexico's coast and a tropical storm watch has been issued for a portion of Baja California.Paul's maximum sustained winds early Monday are near 75 mph (120 kph). Some additional strengthening is forecast during the day but the U.S. National Hurricane Center says weakening is expected to begin by Tuesday.The hurricane is centred about 565 miles (910 kilometres) southwest of the southern tip of the Baja California peninsula and is moving north near 7 mph (11 kph).
Meanwhile, Tropical Storm Rafael is expected to reach hurricane strength in the Atlantic later in the day.
Rafael's maximum sustained winds are near 70 mph (110 kph). The storm is centred about 290 miles (465 kilometres) north of San Juan, Puerto Rico, and is moving north-northwest near 10 mph (17 kph).

Some 72 million living as refugees around globe in 2011: Red Cross

GENEVA (Reuters) - Some 72 million people around the world had been driven from their homes by conflict, natural disasters or big development projects at the end of last year, the Red Cross reported on Tuesday.Nearly 16.4 million had fled abroad and were officially classified as refugees, while 41.4 million more were living in their own country as "internally displaced persons", according to the International Federation of Red Cross and Red Crescent Societies (IFRC), the world's largest disaster relief network.
