BRUSSELS - Germany's economy is doing well in its recovery, but the country should be more "active" in helping the rest of the eurozone cope with the crisis, the International Monetary Fund has said."As the euro area’s largest economy, Germany can play a pivotal role in addressing the challenges posed by the crisis. Articulating more clearly the Economic and Monetary Union’s shared vision of an appropriate post-crisis architecture will help in restoring market confidence," the Washington-based body said in a country report published on Tuesday (8 May).As exports are picking up again, "the conditions are in place in Germany for a domestic demand-led recovery," driven by consumption and investment.The IMF also said that the EU's economic powerhouse should allow for its workers to get higher wages. This is in line with France and other southern countries' criticism about Germany's well-performing economy: That it keeps its wages low to boost production and exports, at the expense of less "competitive" euro-states."Looking ahead, a pickup in wages and some asset prices would be part of the natural process of rebalancing the sources of growth. Allowing these developments to proceed, while adhering to Germany’s macroeconomic policy framework, will also help to appropriately further reduce Germany’s high current account surplus," the IMF suggested - with German finance minister Wolfgang Schauble recently indicating he is open to a hike in the country's wages.An intensification of the euro-crisis would hurt Germany as well, as it would "spill over directly through real and financial channels and indirectly through dampened business and consumer sentiment."So while southern states are implementing harsh austerity measures, which the IMF refers to as "ambitious structural reform agendas", Germany should rebalance its economy to alleviate some of the "imbalances in the euro area."The international lender suggests Berlin should accept a somewhat higher inflation rate to be pursued by the European Central Bank, which would help the "periphery economies" - meaning Spain, Italy, Greece, Portugal, Ireland - get out of recession.Meanwhile, Fitch ratings agency said that Germany's stake in the eurozone is so high that even a Greek exit would not derail the single currency.

BRUSSELS - The European Commission has indicated it is prepared to give struggling countries some leeway to bring their debt back in line with EU rules but continues to insist that member state cannot spend their way out their problems.

The issue is central to the EU's dance with the markets as the commission tries to find a balance between being credible with nervous investors by enforcing the rules underpinning the euro, while not pushing countries into a downward spiral of debt-reduction measures.Spain, the eurozone fourth largest economy, is the first country to really test the beefed-up rules. It is supposed to reduce its budget deficit from 8.5 percent of GDP to 5.3 percent next year. EU rules say the budget deficit must be no bigger than 3 percent of GDP.But next year's target, agreed with the commission, is in doubt with the already strong budget cuts seen as insufficient given the country's low growth prospects. Meanwhile, the social effects are becoming clearer. Unemployment among Spain's youth is hovering around 50 percent.Speaking less than a month before the commission is due to give its verdict on Spain and other member states' budget policies, president Jose Manuel Barroso suggested his institution will be less than dogmatic in applying the rules."The rulebook allows for adaptability while remaining firmly focussed on sustainability," he said.Flanked by economic affairs commissioner Olli Rehn for a "growth" pep-talk to mark Europe Day on 9 May, Barroso noted that the stability pact, governing the euro, is designed in an "intelligent way."For his part, Rehn said the pact implies "differentiation among the member states according to their fiscal space and macroeconomic conditions."But both were insistent that spending and greater debt is not the way out of the crisis.  Rain slows fieldwork in parts of Minnesota

(AP) — Rain and thunderstorms slowed fieldwork in some parts of Minnesota this past week.In its weekly crop weather report for Minnesota, the U.S. Department of Agriculture says only 11 percent of the state is now short or very short on topsoil moisture, compared with 20 percent a week earlier. But 18 percent of the state now has a topsoil moisture surplus, compared with 3 percent the previous week.

Corn planting is 73 percent complete, compared with 20 percent at this point last year and 53 percent for the five-year average. Nineteen percent of soybeans were planted, compared with 4 percent last year and a 13 percent average. Sugarbeet planting is nearly complete at 98 percent compared with a 53 percent average.Statewide, 3.4 days were suitable for fieldwork last week.

VIENNA (Reuters) - A U.S. security institute says commercial satellite imagery shows new activity at an Iranian military site which raises concern that the Islamic state may be "washing" a building the United Nations' nuclear agency wants to inspect.The United Nations' International Atomic Energy Agency (IAEA) suspects nuclear weapons-related research may have taken place at the Parchin military complex southeast of Tehran.Iran has dismissed the allegations but has yet to allow the agency to visit the facility, despite repeated requests.IAEA chief Yukiya Amano said last week that the agency had recently noticed some "activities" there. He gave no details but Western diplomats suspect Iran may be cleaning the site before any inspection. JERUSALEM (AP) — The first rifts in Prime Minister Benjamin Netanyahu's expanded coalition emerged just a day after the Israeli leader brought the main opposition party into his government, with religious and secular parties exchanging threats Wednesday over draft exemptions for ultra-Orthodox Jews.

Israel's Supreme Court has ordered the government to halt the exemptions, which have allowed tens of thousands of ultra-religious men to skip compulsory military service and instead spend their days in subsidized religious studies. The government has a July 31 deadline to come up with a new arrangement.

The exemptions have infuriated secular Israelis, who say it is unfair that they have to risk their lives in the military while the religious study.The dispute was a key factor in Netanyahu's surprising decision Tuesday to shore up his coalition by bringing in the Kadima Party.Speaking to the Army Radio station, lawmaker Yitzhak Cohen of the religious Shas Party said Wednesday that "it's an illusion" to expect a court decision would force seminary students to serve in the military. Moshe Gafni, a leader in the ultra-Orthodox United Torah Judaism Party, warned of a brewing "cultural civil war."But Foreign Minister Avigdor Lieberman, leader of the fiercely secular Yisrael Beitenu Party, said there could be no "foot dragging" on the matter. Lieberman's plan to push legislation ending the exemptions helped spark the coalition crisis that resulted in Tuesday's deal.

Unable to bridge the differences over the draft exemptions, Netanyahu on Monday said he would call early parliamentary elections in September, more than a year ahead of schedule. But in a surprising turnaround, he subsequently reached a deal with Kadima overnight Tuesday that made elections unnecessary.Netanyahu now presides over a supermajority of 94 members in the 120-seat parliament, meaning that neither the ultra-Orthodox nor Yisrael Beitenu can rob him of his parliamentary majority any more. Both factions, each with about 15 lawmakers, remain in the coalition.At a news conference Tuesday, both Netanyahu and Kadima leader Shaul Mofaz, a former military chief, pledged to find a fair solution to the draft issue.The draft is just one of several contentious issues looming for the government. Another is the matter of Jewish settlements in territories Palestinians claim for their future state.The Supreme Court has ordered the government to dismantle a pair of settlement outposts found to be built illegally in the West Bank. Hard-liners in the coalition oppose any move against the settlers, and still hope to thwart the planned demolitions by passing new legislation that would legalize the outposts.Lieberman called the outpost issue a "test" for the government.

"I have no doubt the prime minister will do what all the elements of the coalition expect of him," he said.

UN envoy warns of civil war in Syria

DAMASCUS, Syria (AP) — International envoy Kofi Annan gave a bleak assessment of the crisis in Syria on Tuesday, saying violence remains at "unacceptable levels" and warning that his peace plan is the country's last chance to avert a disastrous civil war.Annan insisted there is still hope and said the presence of U.N. observers has had a calming effect on the crisis, which has killed at least 9,000 people since March 2011.

"There is a profound concern that the country could otherwise descend into full civil war and the implications of that are frightening," Annan told reporters in Geneva after briefing a closed-door session of the U.N. Security Council in New York by videoconference. The observation mission, he said, "is the only remaining chance to stabilize the country."Syria has become one of the bloodiest conflicts of the Arab Spring, and world powers have been unable to stop the violence. Syrian President Bashar Assad still has a firm grip on power, and his regime portrays his opponents as terrorists out to weaken the country.Although the death toll mounts daily, the U.N. has ruled out any military intervention of the type that helped bring down Libya's Moammar Gadhafi, in part out of fears that it could make the conflict worse. Syria is an important geopolitical linchpin with a web of allegiances to powerful forces, including Lebanon's Hezbollah and close ally Iran.Annan said a civil war in Syria would bleed outside its borders."It will not affect only Syria," he said. "It will have an impact on the whole region and this is why we should all be so concerned for the Syrians, for Syria, and for a region that for geopolitical reasons we should all be concerned about."Annan has led diplomatic efforts to find a political solution to the crisis, promoting a plan that calls for a truce monitored by observers to lead the way to negotiations for a resolution. But his efforts have been troubled from the start. A truce that was to begin on April 12 has never really taken hold. About 60 U.N. observers are currently in Syria and Annan said Tuesday that a full deployment of 300 should be on the ground by the end of the month.He said even the small number of observers have had an effect so far."We've been small in numbers, but even where we've been able to place two or three observers, they've had a calming effect," he said. "And I think that when they are fully deployed and working as a team, establishing relations with the people, we will see much greater impact on the work that they are there to do."

On Tuesday, a cargo jet arrived in Damascus carrying 15 SUVs, computers and telecommunications equipment for the observers, a U.N. official said, speaking on condition of anonymity because he was not authorized to talk to the media. Also on board were dozens of helmets and flak jackets, a sign of the conflict's dangers.Although the uprising began with mostly peaceful protests, the deadly government crackdown led many opposition supporters to take up arms. Now, the regime is facing an armed insurgency targeting government installations, soldiers and security forces.Annan called on both sides to stop the violence, not only the government. He appealed to anybody carrying guns to "think of Syria, think of the region," and disarm."There have been worrying episodes of violence by the government, but we have also seen attacks against government forces, troops and installations," he said. "And there have been a spate of bombings that are really worrying and I'm sure creates incredible insecurity among the civilian population."
He said there has been "some decrease in the military activities, but there are still serious violations in the cessation of violence that was agreed and the level of violence and abuses are unacceptable." He noted that government troops are still present in and around cities and towns and human rights violations are extensive and may be increasing.After Annan's briefing, Syria's U.N. Ambassador Bashar Ja'afari said his country was committed to Annan's plan but accused "terrorists" along with members of al-Qaida of murdering civilians and military forces in Syria."This is the core issue we are facing right now and what we need to deal with urgently. As far as the Syrian government is concerned, we are still committed to guaranteeing the maximum success of the mission of Mr. Kofi Annan," Ja'afari said.Earlier Tuesday, Jakob Kellenberger, president of International Committee of the Red Cross, said the conflict is transforming into a guerrilla war with combatants carrying out more ambushes and bombings. He also said 1.5 million Syrians are struggling to meet basic needs for food, water and shelter.As the country struggles, the regime is pushing a reform agenda that the opposition says is little more than window dressing. On Monday, Syrians voted in parliamentary elections that the government praised as a milestone in promised political reforms. But the opposition boycotted the polls and said they were designed to strengthen Assad's grip on power.Counting was under way Tuesday, but it was unlikely the election for the 250-member parliament will change the trajectory of the revolt. Parliament is considered a rubber stamp in a country where the president holds the real power.

U.S. State Department spokesman Mark Toner said Monday that balloting in the current atmosphere in Syria "borders on ludicrous."On Tuesday, Annan acknowledged that his peace plan could fail.

MADRID (Reuters) - Spain will demand banks set aside another 35 billion euros ($45 billion) against loans to the ailing building sector, financial sources said, raising the possibility more public cash will be needed to rescue the country's lenders.The government and banks are belatedly recognizing a multi-billion funding gap in the financial system linked to a 2008 property crash that has heightened fears the country may need an international bailout.Lenders, already trying to write down 54 billion euros of losses on bad property investments, are unlikely to be able to find the extra funds without public help. Some also doubt whether the additional provisioning will be enough."There's no way we can meet these provisions by ourselves - the whole sector would fall into losses," said a source at one savings bank who declined to be named.
The demands - which another source said could be between 20 and 40 billion euros - are set to be announced after a weekly cabinet meeting on Friday and will form part of a wider banking reform which will include an estimated 10 billion euro injection of public cash into troubled lender Bankia .

The Economy Ministry declined to comment."The banking issue has been allowed to fester for three years. More public cash will raise funding costs for the government but it's worth the risk," said Gilles Moec, an analyst at Deutsche Bank.Spain's banks have around 300 billion euros in total exposure to the building sector, including property seized as collateral, equivalent to around 30 percent of the country's gross domestic product. Of that about 60 percent is problematic.Spain is suffering its second recession in three years and has the highest unemployment rate in the European Union at 24.4 percent, pushing more Spanish businesses and individuals to default on their debt.The government recognizes some banks will not be able to make the new provisions but is still working on a plan for those cases, a government source said.

The premium investors demand to hold Spanish over German debt rose to its highest level since November on Wednesday, up around 18 basis points from the close on Tuesday to 450 bps..

Bank shares plunged as investors anticipated more pressure piled on lenders to find the capital by booking against profits. Even Spain's large healthy banks have reported falls in profit as they write off losses on their real estate portfolios.Shares in Spain's fourth largest lender, Bankia, fell a further 6 percent on Wednesday before an expected formal transfer of power at the bank to Jose Ignacio Goirigolzarri from Rodrigo Rato, who resigned on Monday.The government wants Goirigolzarri to be in charge before it announces the details of the bank's rescue, the government source said.Shares in Bankia have fallen 15 percent since Monday when it emerged that Spain was readying a bailout for the bank, which holds 10 percent of the banking system's deposits.Spain's banks, even strong international lenders like Santander and BBVA , are already posting big falls in profit as they write off losses on bad property investments and increase capital to protect against sovereign default under European guidelines.Goldman Sachs estimates banks need a further 58 billion euros to cover future losses, beyond the 54 billion that the banks are already putting aside.

The government will demand banks raise provisions to a level equivalent to 30 percent of loans to housebuilders, one of the sources told Reuters late on Tuesday, up from a current 7 percent.The conservative government had said for months it would not put more public money into rescuing the banks, but Prime Minister Mariano Rajoy said on Monday he would consider putting state money into the sector.

The turnaround came after an International Monetary Fund report on Spain's banks last week warned of the vulnerability in the sector, and after auditors did not sign off on Bankia's 2011 accounts.($1 = 0.7695 euros)

Spain to announce clean-up plan for Bankia: sources

MADRID (Reuters) - Spain is set to announce a rescue plan for ailing bank Bankia SA as part of a wider reform of the deeply troubled banking sector, whose woes threaten Spain's financial stability and the euro zone as a whole, sources said on Monday.The reform of Bankia, saddled with huge toxic loans which put it at the heart of Spain's banking crisis, will include cash injections and a management shakeout, a government source and another source said. The lender is run by Rodrigo Rato, a former minister for the ruling centre-right People's Party.However the sources declined to confirm reports Bankia - an agglomeration of local banks or "cajas" - would need as much as 10 billion euros ($13 billion) in capital, and it was not clear how the government, struggling to reduce its deficit, will raise the money.Spanish Prime Minister Mariano Rajoy said on Monday his government will detail a fresh banking system reform on Friday, saying he would use state money to help lenders, but only as a last resort. He said the plan would not affect the public deficit.

"The plan is being finalized by the Economy Ministry and the Bank of Spain. It will include major changes in the management," one of the sources said.The Bankia rescue will dovetail with a wider plan to create a so-called bad bank to park and eventually sell off toxic real estate assets held by the banks.
The clean-up of Bankia's balance sheet, which holds around 10 percent of domestic deposits and is highly exposed to the collapsed property sector, would involve billions of euros in a state-backed loan at a rate near 8 percent, El Pais said.

The Bank of Spain and Bankia declined to comment.
Bankia's shares fell 3.3 percent to 2.373 euros shortly after they opened. Spain's country risk, as measured by the spread between yields on Spanish and German benchmark bonds, spiked up to about 429 basis points before coming back to 427 bp.
POTENTIAL COST
The euro zone's fourth-largest economy is widely considered the next weak link in the bloc's debt crisis after the rescue of Portugal, Greece and Ireland, and Bankia is at the core of market concerns over the potential cost of a Spanish bank bailout.The government has passed austerity measures worth more than 40 billion euros ($52.5 billion) for this year, in an effort to reduce a public deficit of 8.5 percent of gross domestic product last year to 5.3 percent of GDP by the end of 2012.The government has already spent 18 billion euros to clean up the country's financial sector, has forced the banks into dozens of mergers (including those which created Bankia) and to recognize more than 50 billion euros of losses on property loans and assets.
"If it were necessary to get the credit to save the Spanish financial system I would not hold back from doing what other European Union countries have done, loan them public money, but it would only be as a last resort," Rajoy said on Onda Cero radio in an interview on Monday.Rajoy's first banks reform, announced in February, has failed to convince markets that the banks have recognized sufficient losses after the bursting of a 10-year real estate bubble.Spain's banks recently presented plans to the Bank of Spain on how they would raise capital and increase provisioning against potential bad loans.Bankia told the central bank it can meet requirements for provisions against real estate losses without public money or merging with another entity, sticking with its standalone strategy.But investors have doubts about whether the strategy will work, doubts which were heightened after Bankia released 2011 accounts last week without being audited.
"Bankia is under pressure to present a recapitalization plan with disposals, and the fact that it hasn't published its 2011 audited accounts isn't helping the situation," Madrid brokerage Renta4 said in a note to clients.El Pais said the government would refinance Bankia through a hybrid form of debt known as contingent capital, which converts to equity in times of stress.Bankia and its parent company Banco Financiero y de Ahorros (BFA) could need between 5 billion euros and 10 billion, the paper said.

ATHENS (Reuters) - Greek voters enraged by economic hardship caused by the terms of an international bailout turned on ruling parties in an election on Sunday, putting the country's future in the euro zone at risk and threatening to revive Europe's debt crisis.The latest official results, with over 61 percent of the vote counted, showed the only two major parties supporting an EU/IMF program that keeps Greece from bankruptcy would be hard pressed to form a lasting coalition.Conservative New Democracy and Socialist PASOK, who have dominated Greece for decades, were holding less than 35 percent of the vote. That would mean they might only scrape the 151-seat threshold needed for even the most fragile majority in parliament.Once mighty PASOK looked set to be pushed into third place by the anti-bailout Left Coalition party, in a stunning vote against austerity policies that have caused deep hardship in one of Europe's worst postwar recessions.New Democracy was polling just under 20 percent and PASOK a humiliating 13.6 percent with the Left Coalition on 16.2.In the last election in 2009, PASOK won a landslide victory with 44 percent and the Left Coalition had just 5 percent."I cannot take it anymore, living as beggars in our own country. The Left Coalition can shake them up, and wake them up," said Kate Savvidou, 65, a pensioner who deserted PASOK.Left Coalition leader Alexis Tsipras, at 37 Greece's youngest political leader, hailed a peaceful revolution and said German Chancellor Angela Merkel should understand that austerity policies had been defeated."Greek people gave a mandate for a new dawn with solidarity and justice instead of barbaric bailout measures," he said.In another indication of the extent of public anger, the extreme right Golden Dawn party was poised to take nearly 7 percent of the vote. This would allow such a party to enter parliament for the first time since the fall of a military dictatorship in 1974.New Democracy leader Antonis Samaras called for a pro-European national salvation government that would keep Greece in the euro zone. PASOK leader Evangelos Venizelos also called for a unity government, saying his party had paid the price for handling the sovereign debt crisis.But the small parties who gained in the election are all against the bailout, while being too divided to form an alternative coalition.If the results are confirmed, the election could plunge Greece into new political turmoil, reigniting a euro zone debt crisis first detonated by Athens in 2009, and starting it down a path that could take it out of the euro.The Greek electoral shock coincided with the victory of Socialist Francois Hollande in France's presidential election and was likely to add to pressure for resistance to German-led austerity policies.Italian technocrat Prime Minister Mario Monti, who faces increasing resistance to austerity at home, phoned Hollande and other European leaders after the election results to push for pro-growth policies.

FRAGMENTATION
Several analysts said the unprecedented fragmentation of the vote could bode weeks of instability and force another election.But a New Democracy source said the party would not ask for repeat elections if it finished up as the largest party. Samaras is likely to be invited to try to form a government on Monday.
"This election was suppose to punish major parties and if they didn't manage to get a majority it was a punishment vote indeed," said Blanka Kolenikova of IHS Global Insight.Greeks angry at record unemployment, collapsing businesses and steep wage cuts ignored warnings that a vote against the harsh terms of the bailout would push Greece towards bankruptcy."The exit polls confirm what has been patently clear for some time: there's no political consensus for the kind of reforms that Greece must implement if it wants to remain in the euro zone," said Nicholas Spiros of Spiro Sovereign Strategy.Othon Anastasakis, director of southeast European studies at Oxford University told Reuters: "Greeks are sending a very strong message abroad, which is enough with austerity."

DARPA is at it again. This time, the Defense Advanced Research Projects Agency has announced plans to create nanochips for monitoring troops health on the battlefield.

Kate Knibbs at Mobiledia reports the sensors are targeted at preventing illness and disease, the two causes of most troops medical evacuations.
What seems like a simple way of cutting costs and increasing efficiency has some people concerned that this is the first step in a “computer chips for all” scenario.
Bob Unruh at WND reports one of those opponents, Katherine Albrecht, co-author of Spychips says “It’s never going to happen that the government at gunpoint says, ‘You’re going to have a tracking chip. It’s always in incremental steps. If you can put a microchip in someone that doesn’t track them … everybody looks and says, ‘Come on, it’ll be interesting seeing where we go.’”

Putin sworn in as Russia's president for 6 years

MOSCOW (AP) — Vladimir Putin took the oath of office in a brief but regal Kremlin ceremony on Monday, while on the streets outside thousands of helmeted riot police prevented hundreds of demonstrators from protesting his return to the presidency.Putin, 59, has ruled Russia since 2000, first as president and then during the past four years as prime minister. The new, now six-year term will keep him in power until 2018, with the option of running for a fourth term."I consider service to the fatherland and our nation to be the meaning of my life," Putin said in addressing 3,000 guests in a glittering Kremlin hall.Despite unprecedented security measures in the center of Moscow, where streets were closed to traffic and passengers prevented from exiting subway stations, at least 1,000 opposition activists tried to protest along the route Putin's motorcade took to the Kremlin. Many wore the white ribbons that are the symbol of the anti-Putin protest movement.The demonstrators, separated into several groups, were met by helmeted riot police. A total of 120 were detained, including opposition leader Boris Nemtsov.Putin's inauguration came a day after an opposition protest drew more than 20,000 people, fewer than the mass demonstrations in the months that preceded his March election but still a sign that the anger over Putin's heavy-handed return to the Kremlin has not faded.

Sunday's protest turned violent when some demonstrators tried to march toward the Kremlin and riot police beat back the crowds with batons and detained more than 400 people. The use of force after the winter's peaceful rallies indicates that Putin may take a harder line toward the protesters now that he is once again president.After taking the oath of office with his right hand on a red copy of Russia's constitution, which had been carried into the hall by goose-stepping Kremlin guards, Putin stated his commitment to democracy.

At least 20 dead in Nepal flood, 44 missing

A torrent of water swept away scores of houses, vehicles and a bridge near the resort town of Pokhara, about 125 km (80 miles) west of Kathmandu, after an avalanche which had blocked the Seti River gave way.Forty-four people, including three Ukrainian tourists, were still missing after the flood hit on Saturday, police said.Pokhara is the second-biggest city of Nepal after Kathmandu and is the gateway to Mount Annapurna, the world's 10th-highest peak. The major powers - the United States, France, Britain, China, Russia and Germany - and Iran are to meet again on May 23 in Baghdad."We remain concerned by Iran's persistent failure to comply with its nonproliferation obligations," U.S. envoy Robert Wood told an international nuclear conference in Vienna, attended also by Iran."We seek a sustained process that produces concrete results, and call on Iran to take urgent practical steps to build confidence and lead to compliance with all its international obligations," Wood added.At the same meeting, the 27-nation European Union said in a joint statement that Iran "must suspend" its uranium enrichment activities - something Tehran has repeatedly refused to do.The West says Iran's nuclear work is a cover for developing atomic bombs and wants verifiable assurances to the contrary from Tehran - for example, by accepting much more intrusive U.N. inspections and curbing its enrichment capacity.

Syria holds elections as violence rages

DAMASCUS (Reuters) - Syrians voted in a parliamentary election on Monday touted by authorities as a milestone of political reform but dismissed by the opposition as a facade while people are killed every day in an anti-government uprising.Violence persisted across the country between forces loyal to President Bashar al-Assad and rebels fighting to end four decades of dynastic rule by his family."All of this is a theatre show. The candidates are businessmen and pawns of strong people in power," one man, who asked to remain anonymous, told Reuters near a polling station in the capital.In northern Idlib province, residents reported gunfire and explosions and in the city of Hama rebels and soldiers clashed early on Monday, the British-based Syrian Observatory for Human Rights said.In the eastern province of Deir al-Zor, three dissidents were killed in a dawn raid by government troops, the Observatory added, underlining the challenge of holding a credible poll and complicating the task of U.N. observers monitoring a ceasefire declared on April 12.

BOYCOTTING THE VOTE
Unlike autocratic leaders in Tunisia, Egypt, Libya and Yemen who were toppled by the Arab Spring, Assad has kept enough support among the military and his Alawite sect, which dominates the army and security apparatus, to withstand the 14-month-old revolt.Assad dismisses the uprising as the work of foreign-backed "terrorists" and, counting on the diplomatic support of longtime ally Russia, says he will carry out his own reform program. But the ferocity of the crackdown has appalled people across the globe and many foreign governments have urged him to step down.Since succeeding his father Hafez al-Assad in 2000, Assad has relied on a pliant parliament to rubber-stamp the will of the ruling family in the majority Sunni Muslim country.The assembly currently does not have a single opposition member and official media said half the seats would be reserved for "representatives of workers and peasants," whose unions are controlled by Assad's Baath Party.Opposition figures are boycotting the vote, saying Syria's revised constitution - which allowed new political parties to be set up this year - has changed nothing.Activist Musaab al-Hamadee said people were striking in Hama - a city with a bloody history of opposition to the Assads - and that activists were burning tires in the streets.In Qalaat al-Madeeq, a village in Hama province, video which activists say was filmed on Monday showed the streets completely deserted and shops shuttered."Today is the Syrian parliamentary poll and we say to you Bashar al-Assad that there are no people in Qalaat al-Madeeq voting. You've displaced people and killed women and children. We are on strike," a man filming in Hama said off-camera.Election posters, mostly of pro-Assad candidates, hung in central Damascus and regions where Assad still retains strong authority but there appeared to be fewer in outlying areas that form the bedrock of the revolt.State television channels aired footage from polling centers across the country, showing people ticking boxes on ballot papers and slipping them into plastic boxes. Despite heavy media coverage in recent days, there has been little discussion of candidate policies or political leanings.In one Damascus polling station 137 people voted in the first three hours, authorities told Reuters. But reporters only observed three people voting there during 40 minutes.Reem al-Homsi, a recent university graduate, said she voted because she wants what is best for her country."I want a normal life and I want a job," she said.

Louay Hussein a centrist activist who heads the Movement for Building a State, said the elections were "window-dressing" and would not shift the balance of power in Syria."It does not matter who votes. It is a forged election -against the will of Syrians with no popular participation. The Syrian parliament has no authority over a single intelligence officer. It has no power in the country at all," he said.Independent politician Qadri Jameel said he was running "because we believe we can turn the election into a starting point of a political process, and to decrease the level of violence so as to reach dialogue."Authorities say 14 million people are eligible to vote, including expatriates, and 7,195 candidates are fighting for a 250-seat parliament.In the Sunni Muslim town of Madaya, a rural centre of the revolt 30 km (20 miles) north of Damascus, there was no sign of an election campaign. In the nearby town of Zabadani, there were a few pictures of one candidate."He is the only one running and he will win of course, even if we do not vote for him," said a Zabadani resident called Yasser.More prominent were pictures of young men killed by Assad's forces, plastered on shuttered shops and facades of buildings. Israeli PM Netanyahu to push for Sept 4 vote

Israel's Prime Minister Benjamin Netanyahu said on Monday he will push for September 4 as the date for early elections, as he moved to have a bill passed to dissolve parliament."We are proposing September 4," Netanyahu told a cabinet meeting, stressing that the target was to hold elections in four months' time.

A draft of the agenda for Monday's meeting of the ministerial Committee for Legislation includes a vote on a bill to dissolve the 18th Knesset, and a proposal "to bring forth the date of the elections for the 19th Knesset to Tuesday, September 4, 2012."The bill is expected to easily pass the ministerial vote, but could face opposition when it comes before the Knesset later on Monday from the ultra-nationalist Yisrael Beitenu, the centre-right Kadima party and the centrist Independence party.All three parties would like to delay dissolving the Knesset until MPs have voted on a new law governing military service for ultra-Orthodox Jews.On Sunday night, Netanyahu announced his intention to bring forward the elections from the scheduled date of October 2013, but he didn't give an exact date."I don't want there to be a year-and-a-half of political instability accompanied by blackmail and populism. I'd prefer a short electoral campaign of four months that will ensure political stability," he told a meeting of his rightwing Likud party in Tel Aviv.

Netanyahu's speech on Sunday ended months of speculation about whether he would seek to bring forward the elections in a bid to bolster his position and capitalise on his popularity.Polls show he could hardly have picked a better time to seek re-election, with surveys showing he easily outstrips his rivals for the office of prime minister.

Canada pipeline delays won't stop China investment

CALGARY, Alberta (Reuters) - Delays in building pipelines to carry oil from the oil sands of Alberta to Canada's West Coast for shipment to Asia should not squelch a boom in investments in the country's energy resources by Chinese companies, China's ambassador to Canada said on Friday.Spending by Chinese state-owned enterprises in Canadian oil sands and shale gas companies and projects has hit roughly C$20 billion ($20.1 billion), with the first priorities to learn about the business and show a profit, Zhang Junsai told reporters after speaking to a conference on Chinese investment in Canada.China imports oil and gas from Australia, Qatar, Russia and elsewhere, so supplies from Canada can wait, Zhang said."There's investment opportunity because Canada's open for international investment. If there's opportunity, Chinese companies will come to take some shares, as I say, to learn from Canada," he told reporters."We can buy our resources, our energy, from other channels. There are a lot of channels. But we'll work on Canada's exports to China of oil and gas. That will happen in the next few years."The government of Canadian Prime Minister Stephen Harper has made diversifying exports of Canadian oil to Asian markets a major initiative, but pipeline capacity is limited for transporting crude to port on the West Coast.Enbridge Inc and Kinder Morgan Energy Partners are proposing multibillion-dollar pipeline projects to move the crude to the Pacific Ocean from Alberta, but both face opposition from environmental groups and aboriginal communities.

Enbridge's C$5.5 billion Northern Gateway project is currently the subject of public hearing process that is not expected to be completed before the end of 2013.

Still, Sinopec, PetroChina and other Chinese companies have been among the most enthusiastic investors in Canada's oil patch.The current lack of pipeline capacity may not hinder investment, but the addition of such infrastructure will likely multiply it, said Gordon Houlden, director of the University of Alberta's China Institute, which hosted the conference."Those big firms, they want to make a profit. They don't have to have a direct means of carrying oil to China," said Houlden, a former Canadian diplomat in China."But I think when that means exists you'll see even greater interest, partly because China's got strategic concerns about the Middle East, which aren't going to go away."
