California adopts extensive cap-and-trade plan

SAN FRANCISCO (AP) — California formally adopted America's most comprehensive so-called cap-and-trade system Thursday, an experiment by the world's eighth-largest economy that is designed to provide financial incentives for polluters to reduce greenhouse gas emissions.State officials said they hoped other states would follow suit, calling the plan a capstone among the suite of tools California can use to reduce the pollution linked to climate change and cut dependence on foreign oil.For half a century every American president has been calling for America to move away from our dependence on foreign oil and become energy independent, said Mary Nichols, chairman of the California Air Resources Board.The reason we have not succeeded in addressing our addiction to petroleum is because we did not have the right set of policy tools, Nichols said. Now we do. Cap-and-trade provides a reward for doing the right thing.The board voted unanimously to approve the final draft of its plan, a key part of the state's landmark 2006 global warming law, AB 32, which seeks to reduce the emissions to 1990 levels by 2020.Some businesses regulated under the program argue it will increase the price of electricity for consumers and hurt job creation by raising the cost of doing business in the state. But the program's supporters expect cap-and-trade to spur economic recovery and innovation, by pushing business to invest in clean technologies.
While implementation of some parts of the program will begin in 2012, compliance for power plants and other of the worst polluting facilities actually starts in 2013, with others joining in 2015. In total, the plan will cover 85 percent of California's emissions.Former Gov. Arnold Schwarzenegger, who frequently promoted the law, called Thursday's vote a major milestone in the fight against climate change.I have always believed that we can create a world where economic growth, energy independence and environmental protection are all achieved, Schwarzenegger said.In general, the program will require pollution producers like refineries and cement manufacturers to buy permits, called allowances, from the state. Each permit allows for a specified amount of greenhouse gases each year, with the amount declining over time.Companies that cut emissions and have extra allowances can then sell the permits in a marketplace; greenhouse gas emitters could purchase those allowances if they failed to cut emissions.Polluters that reduce emissions could turn a profit if the market price for extra allowances rises above the initial cost of the permit.A company can also meet up to 8 percent of its emissions reduction obligations by purchasing carbon offsets, or investments in forestry or other projects that reduce greenhouse gases.The program, modeled on similar programs in Europe, is also designed to be able to link up with plans in other states and elsewhere to increase the size of its market for carbon allowance trading.Although other states and some Canadian provinces such as Quebec and British Columbia hope to link their caps to California's, a big factor in the state's success will be whether or not they have to go it alone, said Jan Mazurek, director of strategy and operations for the Nicholas Institute for Environmental Policy Solutions at Duke University.Small markets mean fewer trading opportunities — and so potentially higher costs, Mazurek said.

I do believe that we are getting very near the very end …
We’ve learned that there are a lot of things that we didn’t have quite right …
we would not have been able to be used of him to bring about the tremendous event that occurred on May 21 of this year, and which probably will be finished upon October 21 this coming — very shortly. That looks like it will be – at this point – it looks like it will be the final end of everything.
When we study the historical record of his application of vengeance … we must believe that probably there will be no pain suffered by anyone because of their rebellion against God.whereas the true believers will quietly receive the new heaven and the new earth. I really am beginning to think as I read/study these matters that there’s going to be no big display of any kind. The end is going to come very, very quietly, probably within the next month. It will happen, that is, by October 21.It’s been so good to hear about those who are continuing to be faithful. They undoubtedly are the elect of God. And we know absolutely that the elect will be saved. There is no question at all about that. And we know that there are in Family Radio many who have been so faithful and are remaining faithful right to the end.
So, he is still insisting that October 21, 2011, is the end. However, now he is adding probably and suggesting that the end will be quiet without any big display. He is also now suggesting that people can know that they are of the elect, something that I cannot recall him previously teaching. He is also comforting himself and his followers by suggesting that his and their loved ones won’t suffer any pain.Is Harold Camping ready to miss this latest and last deadline, does he plan to claim that the end actually came, or is he so self-deluded that he actually believes that October 21, 2011, will be the end? It is hard to say. Given the gargantuan scale of his failures with respect to 1994 and May 21, 2011, there is no reason to suppose that October 21, 2011, will have any significance for anyone outside Mr. Camping’s group (except for one of my friends who will be turning 40 that day).In fact, there’s no particular reason we ought to heed any of Mr. Camping’s teachings. It is sad that so many still do.Let us be clear, however. These failures are failures of Mr. Camping and his method of arbitrary exegesis. They are the result of failing to rightly divide the Word of Truth. May God have mercy on Mr. Camping and use October 22, 2011, to bring him to repentance together with his followers who have all abandoned the churches of our Lord and the communion of the saints.

The eight day festival that consists of Sukkot and Shmini Atzeret/Simchat Torah comes to an end Thursday night, bringing an end to the holiday season and starting the regular year.In Israel, a popular expression is Acharei Hachagim - lets' wait till after the holidays - as the entire country seems to put off whatever it can from Rosh Hashanah until the day after Shmini Atzeret/Simchat Torah.With the Sukkot holiday marking the last of three yearly pilgrimage festivals to Jerusalem and the Holy Temple - preceded by Pesach and Shavuot - and also the end of the Tishrei holidays, Shmini Atzeret, which begins Wednesday evening, is mandated in the Torah as a final encore holiday.It is an extra day, celebrated on the day immediately following Hoshana Raba which is the last and seventh day of Sukkot.G-d feels for the Jewish people, who want just one more day of joy before returning home from Jerusalem for the winter season and grants it to them.In Israel, Shmini Atzeret and Simchat Torah are combined in a one day holiday. Outside of israel, they are separate and celebrated for two days - Shmini Atzeret on the first day, and Simchat Torah on the second.
On Shmini Atzeret, the solemn prayer for winter rains is said, as well as the Yizkor prayer for deceased parents.The Simchat Torah final holiday marks the conclusion - and starting again - of the annual public weekly readings of the Five Books of Moses, and commemorates the supreme Jewish idea of Torah study in general. Hours-long dancing with the Torah (known as hakafot) in synagogues, yeshivot, and even in the streets marks the day in Jewish communities around the world.Every male in the synagogue gets called to the Torah, necessitating, in large congregations, using several scrolls and repeating the reading several times. Taking advantage of the Occupy Wall Street protests that have hit the world in recent weeks, a group of about 40 people from the Jewish Women for Justice in Israel/Palestine joined together on Tuesday for an anti-Israel rally and march in Boston.The Daily Free Press, a student newspaper at Boston University, reported that the demonstration, entitled Occupy Boston — Not Palestine, protested U.S. support of Israeli military presence in Palestine.One of the organizers of the demonstration, Anna Shenk, told the Daily Free Press that she came to give presence and voice to the Palestinians.I lived in Jordan for two years, working to provide food and clothing to Palestinian refugees,Shenk said. I learned firsthand what being chased out of your home does to you, no matter who you are, and it’s outrageous.As an excuse for the protest, the group argued that the U.S. spends more than $8 million in taxes on military aid and support to Israel per day.Protest participant Nancy Murray said that the occupation of Palestine has gone on for far too long.
Americans, open your eyes, she said.It’s because of your tax dollars that Israel occupies Palestine. We pay $8 million in military aid for Israel to do whatever the hell it wants.Murray added, We need to build houses in the U.S. instead of destroying houses in Palestine. The occupation has gone on for so long because the U.S. vetoed 41 valid UN Security Council resolutions. They’ve given Israel the green light to abuse human rights.Some protesters at the demonstration said they were concerned with the issue of violating human rights. One demonstrator, Anne Glick, accused Israel of violating human rights by building a fence to keep in the Palestinian Authority Arabs.What the U.S. is doing is taking away human rights, Glick told the Daily Free Press. The U.S. has to stop giving aid to Israel. $8 million of our tax dollars every day go to stop the Palestinians from living correctly.Glick failed to mention the endless terror attacks originating from the Arab side, which is what forces Israel to build the fence in the first place.Earlier this week it was reported that the Occupy Wall Street protests were also used by some to bring up the age-old Jewish Conspiracy theme.One protester claimed that the people who run Wall Street are guilty of crimes against humanity. A small ethnic group consists of…almost all bankers on Wall Street are Jewish.There is a conspiracy in this country, and Jews control the media, the finances…. Brussels - The EU commission on Wednesday (19 October) proposed that project bonds worth €230 million be kicked off next year instead of in 2014, so as to help investments in transport, energy and broadband connections as national budgets are drained of cash.In anticipation of a Connecting Europe package of initiatives worth €50 billion from 2014 on - if member states agree - the project bonds will be loan guarantees managed by the European Investment Bank (EIB) to help construction companies or governments in financing large-scale infrastructure projects.What we are doing is advancing something foreseen only from 2014 on, precisely because in the current economic circumstances it's important to use some financial instruments at EU level,commission chief Jose Manuel Barroso said during a press conference.The pilot phase is supposed to focus on five-10 projects already at a relatively developed stage of bidding or requiring refinancing after the construction phase in the sectors of transport, energy and broadband. EIB and EU financing combined, the €230 million re-distributed from transport and innovation budgets are expected to mobilise investments of up to €4.6 billion,he said.Asked how he would ensure that member states do not push for their national pet projects to be funded under this scheme, Barroso said he trusted the EIB's long-standing expertise in selecting projects that make sense from a European point of views.
With a line-up of three commissioners each presenting the benefits of such large-scale investments in transport, energy and broadband, Barroso's call for investments and growth-oriented policies comes three days ahead of a key summit aimed at finding solutions to the deepening sovereign debt crisis and after worldwide protests against austerity and bank bail-outs.Today's project bonds launch is a welcome and overdue step in the right direction. It is right to start a pilot phase now rather than wait until 2014 to mobilise private investment, Guy Verhofstadt, the leader of the Liberal group in the European Parliament and a supporter of EU-driven investments said in a statement.Economists however poured some cold water on the initiative.It's the famous drop of water on a very hot stone, Carsten Brzeski, a senior economist with ING bank told this website. Even as investment-stimulating measures are a good thing in principle, they will never be big enough to restore growth, he said.Brzeski also dismissed Barroso's theory that EU funds can be used to ease up Greece's lending problems.These are such minor steps that they won't matter. In a reminder to jittery markets about how difficult decisions for the eurozone do not just need to be taken but also implemented, European Commission president Jose Manuel Barroso has said Sunday's (23 October) key summit will not necessarily draw the much-wanted line under the eurozone's sovereign debt crisis.Even if we do arrive at a political decision on everything that's on the table, which I hope we will, that doesn't necessarily mean that there will not then have to be an implementing phase, Barroso told reporters on Wednesday.You cannot hope that this will be the end of all our troubles, but I very much hope that important, long-term decisions which are important for the future of the European Union and the euro will come about, he said.The approaching summit, much like previous eurozone gatherings, has represented something of a boon for students of the art of political communication.With mounting global pressure to fix the problem, analysts were quick to assume that eurozone leaders would not dare to gather for yet another meeting only to emerge with stop-gap agreements.However Germany, as the continent's paymaster, was once again quick to lower expectations. German chancellor Angela Merkel said that those raising hopes about the big bang nature of the summit have either lost patience or don't understand the extent of the challenges.Eurozone leaders on Sunday have to agree on the losses that the private sector should be obliged to take on Greek debt - a major point of division between Paris and Berlin - decide on the extent to which European banks need to be recapitalised and take steps to prevent the crisis spreading to major eurozone economies such as Italy.But both France and the commission reacted to Berlin's reticence by upping the pressure once more. President Barroso's statement represents an acknowledgment of Berlin's pragmatism and an attempt to look beyond Sunday when whatever is agreed needs to be put in place.The last eurozone leader agreement from July only made it through the final national ratification process last week, and caused the Slovak government to fall on the way.The expectations game will continue all the way up to the summit but an assessment on the sustainability of Greece's debt by representatives from the EU, European Central Bank and IMF will largely influence the proceedings.Sunday's meeting will be preceeded by a flurry of other meetings. Eurozone finance ministers will meet in Brussels on Friday evening, followed by a meeting of all 27 ministers on Saturday morning. Centre-right leaders will meet on Saturday afternoon.On the day itself, all 27 EU leaders will meet at 10.30am for their regular autumn summit. They are due to wrap up at 3pm, although the contentious issue of bank recapitalisation could see the timetable stretched.Eurozone leaders are due to start their summit at 4pm. Diplomats are already wondering if they will still be negotiating the details when Asian markets open on Monday morning.

Ratings agencies have downgraded Spanish debt and a raft of Italian banks, while Greece on Wednesday (19 October) expects a massive strike ahead of an EU summit on new anti-crisis measures.Moody's on Tuesday pulled Spanish debt down two notches from A1 to Aa2, putting the eurozone country in a similar bracket to Italy and non-euro states such as Botswana, Japan and Poland.It cited debt-laden banks and low growth prospects in its statement, noting: Since placing the ratings under review in late July 2011, no credible resolution of the current sovereign debt crisis has emerged and it will in any event take time for confidence in the area's political cohesion and growth prospects to be fully restored.The same day Standard & Poor's cut grades for three major Italian banks - Monte dei Paschi di Siena, Banco Popolare and UBI Banca - as well as 21 local-level lenders. Funding costs for Italian banks ... will remain noticeably higher than those in other eurozone countries unless the Italian government implements workable growth enhancing measures and achieves a faster reduction in the public sector debt burden,it said.The rating agencies' pressure on EU leaders to come out with a big bang solution at their meeting on Sunday follows an ultimatum from the G20 club of rich countries that Europe must take decisive action in order to fend off a global recession.
Two EU commissioners in separate statements on Tuesday added to the doomsday atmosphere.EU economic affairs commissioner Olli Rehn in a speech in Lisbon said Portugal is unlikely to meet its EU and IMF bail-out targets. There are risks to attaining the 2011 deficit target as specified in the programme,he said. EU trade commissioner Karel De Gucht said in Berlin the EU is at two minutes to midnight and that a failed summit would cause truly incalculable economic and political costs.
Pressure is also building from the ground up for solutions which do not involve slashing public sector wages, higher taxes and fewer services.The main private and public sector trade unions in Greece on Wednesday and Thursday plan to shut down air, road and train transport as well as various government departments, large and small businesses and most shops. The latest strike comes ahead of a vote in parliament on a new round of austerity measures designed to meet bail-out demands.

In an article which saw US markets rally, UK daily The Guardian on Tuesday reported that France and Germany have already reached agreement to boost from €440 billion to €2 trillion the effective firepower of the EFSF, the EU's Luxembourg-based rescue fund. It added that leaders will inject an extra €100 billion to €200 billion into vulnerable banks.In bad news for markets, it also said private bondholders will be asked to write off between 30 percent to 50 percent of Greek debt, instead of the 21 percent agreed in July.The Financial Times Deutschland said the EFSF will go up to €1 trillion.An EU official speaking to the Dow Jones financial newswire poured cold water on the reports, however. We may have a decision on the size by the summit or just a statement that firepower must be increased. But there is no talk about an amount around €2 trillion, the anonymous source said.For its part, Germany, which is to a large extent bankrolling the rescue measures and which expects lower than forecast growth at home next year, is trying to dampen expectations of an EU summit panacea.Chancellor Angela Merkel on Tuesday built on earlier comments by her finance minister Wolfgang Schaeuble that the G20 ultimatum is unrealistic. Op-Ed: What is Going on at the Temple Mount?

Isn't it about time the Temple Mount should be open for Jewish worshipers? I was detained by police for bowing down in prayer there. In what other democracy would a citizen be interrogated for praying? David Haivri-The Israeli government can and should allow Jews freedom of prayer on the Temple Mount.Yesterday I was detained by the Israeli police, and charged with disorderly conduct that might cause riots.What I had actually been suspected of was bowing down in prayer on the Temple Mount.The authorities are concerned that Jews praying on the Temple Mount could kick off local Muslims’ anger and that they might use this as an excuse for staging protests and riots. In their opinion, these fears are reason enough to strip law-abiding citizens of the very basic right of freedom of religion and prayer.It is simply unacceptable that such a policy exists at all and it’s even worse that it’s based on fear of a threat that might rise by a party who might choose violence as a tool to establish facts on the ground. This is a clear case of government policy being influenced by concern over threats.The State has a responsibility to protect its citizens’ rights and not to cave in to bullies. Ten of the eleven gates of the Temple Mount are closed to Jews and open to Muslims at all times. Jews are permitted to enter the site only via the Mugrabi Gate on the south side of the Western Wall - and only during four hours daily on weekdays.
Jews who wish to enter the Temple Mount must go through a security check and clearance that is not mandatory for other visitors. While non-Jews walk in freely with little or no security check, Jewish visitors are treated to pat-downs by police, who check their pockets and bags for prayer books and then warn them not to pray on the Mount. Once Jews get through all of this, they are followed by teams of police and Muslim Wakf guards who watch to see if they might be breaking the rules and praying without permission.These special regulations for Jews are degrading and should be stopped.A Jew who is suspected of breaking the rules by daring to whisper a prayer is likely to be arrested and brought in for questioning by the Israeli police.In what other country would you expect a citizen to be interrogated for praying? Can you imagine the police officer saying, You have the right to remain silent, anything you say can be used against you in a court of law... and then you are suspected of praying . . . ? This is no joke - I have personally have had the honor of going through this ordeal.Israel should apply its efforts to maintaining law and order by arresting and questioning those who present a threat of disorderly conduct or rioting - and not those law-abiding people who simply wish to pray.If the police would shift their focus from restricting Jewish visits and prayer on the Temple Mount towards monitoring those who pose a threat to that freedom, they would be able, in a few actions, to stabilize a workable reality on the Temple Mount in which Jews could have free access to pray on the holy mountain.
Instead of intimidating worshipers by patting them down for prayer books and warning them not to pray, they should be patting down those suspicious figures that might be inciting violence against the worshipers. Incitement coming out of the Mosque should be monitored if it becomes a platform for harassment of Jewish visitors to the site.
Reassignment of resources used to police the Temple Mount could easily bring changes that would allow Jews freedom of prayer at the holy site, as would be expected of the State of Israel as a Jewish and democratic country.It is time to bring about that change, and to stop the discrimination against Jews in our homeland and holy city, at our holiest site. Ed. Note: There are prominent rabbis, including Rabbi Zalman Baruch Melamed, head of Beit El yeshiva and the former Chief Rabbi, the late Rav Avraham Elkana Shapira of Merkaz Harav yeshiva, as well as many hareidi-religious rabbis, who oppose Jews ascending the Temple Mount for halakhic reasons, saying that the location of areas that are forbidden to Jews except for priests and the High Priest, are not unequivocally known. That has no bearing on the treatment of Jews whose rabbinic authorities feel differently and who do ascend the mount.

The Hamas terror organization has decided to reward the terrorists who were released as part of the deal to release Gilad Shalit.Israel’s Channel 10 News reported on Wednesday that Hamas’ government in Gaza, headed by Ismail Haniyeh, has decided to reward each terrorist who will be freed to Gaza with a sum of $2,000.Of the 477 terrorists Israel released on Tuesday in exchange for Shalit, 131 returned to their homes in Gaza.Overnight Tuesday, 11 freed terrorists arrived in Turkey. Among them is Amna Muna, the female terrorist who in January of 2001 lured 16-year-old Ophir Rachum to Ramallah, where he was shot to death by terrorists.Rachum met Muna, then 24 years old, on the internet. After gaining his confidence, Muna persuaded Rachum to come to Jerusalem to meet her.When Rachum arrived at the Jerusalem Central Bus Station, Muna drove him to the outskirts of Ramallah, where they were greeted by her two partners, both terrorists belonging to the Fatah organization. The two tried to get Rachum out of the car and when he refused, one of them shot him to death.After the murder, Palestinian Authority Arabs took Rachum’s body to Ramallah, where they buried it.15 other terrorists who were released arrived in Qatar overnight Tuesday. An additional 16 were taken to Syria. The terrorists were flown in from the airport in Cairo.

World Population Close to Reaching 7 Billion

The United Nations Population Fund announced this week that the world's count of human inhabitants on the planet will surpass 7 billion this month, but there are few celebrations, even though the U.N. entitles its report, People and Possibilities. This is because scientists in the environmental and social realms long have warned of overpopulation challenges that include hunger, pollution, global warming and in the extreme the conflicts of warfare and genocide.America's Public Broadcasting Service has explored the issue in a series of reports under the moniker of Our Changing Planet. The reports describe how the world's population has skyrocketed from an estimated 300 million during the time of Christ to 1 billion at the time of the American Revolution to today's 7 billion figure. Furthermore, experts predict that unless current trends are impacted, another 1 billion people will be added every dozen years or so.One main cause is improved modern medicine such as the advent of antibiotics, which has extended the average lifespan to 68 years, up from 48 in 1960. Another cause is tied to cultures in which birth control and contraception are either ignored, frowned upon, or considered as outright evil.
Our Changing Planet reports signs of progress. A typical woman in Kenya gives birth to 4.4 children during her lifetime, compared to 8.1 as recently as near the turn of the millennium. In Iran, the average is 2.8, down from 6.8. In Bangladesh, it's 3.1, compared to the previous 6.4. Communal education is credited, along with increased availability of safe, humane contraceptives and steps away from traditions of child marriages.The United Nations is scheduled to release a report on further action steps on Oct. 26. Meanwhile, a group known as Population Connection is protesting an early October vote by the U.S. House Foreign Affairs Committee to defund the U.N. Population Fund. The vote was along political party lines, with Republicans protesting that the U.N. is promoting abortion. Democrats and U.N. officials deny this is the case.

NASA on Wednesday set October 28 for its planned launch of a satellite to help weather forecasters predict extreme storms and offer scientists a better view of climate change.The 1.5 billion dollar National Polar-orbiting Operational Environmental Satellite System Preparatory Project (NPP) is the first to measure both short and long term changes in weather and climate, the US space agency said.The launch, initially set for October 27, has been retargeted for Oct 28, NASA said in a message on the micro-blogging site Twitter.The satellite will launch from Vandenberg Air Force Base in California between 5:48 am Eastern time (0948 GMT) and 5:57 am (0957 GMT).The SUV-sized satellite will carry five instruments to study temperature and water in the atmosphere, how clouds and aerosols affect temperature, and how plants on land and in the ocean respond to environmental changes.This is really the first mission that is designed to provide observations for both weather forecasters and climate researchers,Jim Gleason, NPP project scientist, told reporters earlier this month.NPP's observations will help scientists better predict the future environment and these prediction are incredibly valuable for economic, security and humanitarian reasons.The satellite is one of 14 Earth observation missions currently being managed by NASA. How could the story of an exotic animal farm owner letting loose all of his wild beasts before killing himself get any stranger? With the help of a herpes-infected monkey.By Wednesday afternoon Ohio authorities hunted down and killed almost all of the 56 animals who were turned loose Tuesday evening. The Columbus Dispatch has a tragic photo of the slain animals here.But two of the beasts eluded capture: a wolf and a monkey who may be infected with Herpes B, according to CBS. Another monkey from the Muskingum County Animal Farm was eaten by an escaped lion who has since been killed, ABC reported.The escaped monkey has inspired a fake Twitter account.
People who live in the mostly rural area stayed indoors Wednesday as deputies used rifles to hunt down lions, tigers, bears, leopards, cheetahs and other exotic animals apparently let loose by their owner, Terry Thompson. Police say that Thompson, who had served time on weapons charges, committed suicide.Authorities said they had no choice but to shoot the animals, since animals hit with tranquilizer darts could run away and hide. Ohio Gov. John Kasich let a ban on owning exotic pets expire last April, to the dismay of the Humane Society.

I learned firsthand what being chased out of your home does to you, no matter who you are, and it’s outrageous.As an excuse for the protest, the group argued that the U.S. spends more than $8 million in taxes on military aid and support to Israel per day.Protest participant Nancy Murray said that the occupation of Palestine has gone on for far too long.

Brussels - The EU commission on Wednesday (19 October) proposed that project bonds worth €230 million be kicked off next year instead of in 2014, so as to help investments in transport, energy and broadband connections as national budgets are drained of cash.In anticipation of a Connecting Europe package of initiatives worth €50 billion from 2014 on - if member states agree - the project bonds will be loan guarantees managed by the European Investment Bank (EIB) to help construction companies or governments in financing large-scale infrastructure projects.What we are doing is advancing something foreseen only from 2014 on, precisely because in the current economic circumstances it's important to use some financial instruments at EU level,commission chief Jose Manuel Barroso said during a press conference.The pilot phase is supposed to focus on five-10 projects already at a relatively developed stage of bidding or requiring refinancing after the construction phase in the sectors of transport, energy and broadband. EIB and EU financing combined, the €230 million re-distributed from transport and innovation budgets are expected to mobilise investments of up to €4.6 billion,he said.Asked how he would ensure that member states do not push for their national pet projects to be funded under this scheme, Barroso said he trusted the EIB's long-standing expertise in selecting projects that make sense from a European point of views.
With a line-up of three commissioners each presenting the benefits of such large-scale investments in transport, energy and broadband, Barroso's call for investments and growth-oriented policies comes three days ahead of a key summit aimed at finding solutions to the deepening sovereign debt crisis and after worldwide protests against austerity and bank bail-outs.Today's project bonds launch is a welcome and overdue step in the right direction. It is right to start a pilot phase now rather than wait until 2014 to mobilise private investment, Guy Verhofstadt, the leader of the Liberal group in the European Parliament and a supporter of EU-driven investments said in a statement.Economists however poured some cold water on the initiative.It's the famous drop of water on a very hot stone, Carsten Brzeski, a senior economist with ING bank told this website. Even as investment-stimulating measures are a good thing in principle, they will never be big enough to restore growth, he said.Brzeski also dismissed Barroso's theory that EU funds can be used to ease up Greece's lending problems.These are such minor steps that they won't matter. In a reminder to jittery markets about how difficult decisions for the eurozone do not just need to be taken but also implemented, European Commission president Jose Manuel Barroso has said Sunday's (23 October) key summit will not necessarily draw the much-wanted line under the eurozone's sovereign debt crisis.Even if we do arrive at a political decision on everything that's on the table, which I hope we will, that doesn't necessarily mean that there will not then have to be an implementing phase, Barroso told reporters on Wednesday.You cannot hope that this will be the end of all our troubles, but I very much hope that important, long-term decisions which are important for the future of the European Union and the euro will come about, he said.The approaching summit, much like previous eurozone gatherings, has represented something of a boon for students of the art of political communication.With mounting global pressure to fix the problem, analysts were quick to assume that eurozone leaders would not dare to gather for yet another meeting only to emerge with stop-gap agreements.However Germany, as the continent's paymaster, was once again quick to lower expectations. German chancellor Angela Merkel said that those raising hopes about the big bang nature of the summit have either lost patience or don't understand the extent of the challenges.Eurozone leaders on Sunday have to agree on the losses that the private sector should be obliged to take on Greek debt - a major point of division between Paris and Berlin - decide on the extent to which European banks need to be recapitalised and take steps to prevent the crisis spreading to major eurozone economies such as Italy.But both France and the commission reacted to Berlin's reticence by upping the pressure once more. Allowing the destruction of the euro is to take the risk of the destruction of Europe, said French president Nicolas Sarkozy on Tuesday while a commission spokesperson called for an end to a piecemeal approach.
President Barroso's statement represents an acknowledgment of Berlin's pragmatism and an attempt to look beyond Sunday when whatever is agreed needs to be put in place.The last eurozone leader agreement from July only made it through the final national ratification process last week, and caused the Slovak government to fall on the way.The expectations game will continue all the way up to the summit but an assessment on the sustainability of Greece's debt by representatives from the EU, European Central Bank and IMF will largely influence the proceedings.Sunday's meeting will be preceeded by a flurry of other meetings. Eurozone finance ministers will meet in Brussels on Friday evening, followed by a meeting of all 27 ministers on Saturday morning. Centre-right leaders will meet on Saturday afternoon.On the day itself, all 27 EU leaders will meet at 10.30am for their regular autumn summit. They are due to wrap up at 3pm, although the contentious issue of bank recapitalisation could see the timetable stretched.Eurozone leaders are due to start their summit at 4pm. Diplomats are already wondering if they will still be negotiating the details when Asian markets open on Monday morning.

Ratings agencies have downgraded Spanish debt and a raft of Italian banks, while Greece on Wednesday (19 October) expects a massive strike ahead of an EU summit on new anti-crisis measures.Moody's on Tuesday pulled Spanish debt down two notches from A1 to Aa2, putting the eurozone country in a similar bracket to Italy and non-euro states such as Botswana, Japan and Poland.It cited debt-laden banks and low growth prospects in its statement, noting: Since placing the ratings under review in late July 2011, no credible resolution of the current sovereign debt crisis has emerged and it will in any event take time for confidence in the area's political cohesion and growth prospects to be fully restored.The same day Standard & Poor's cut grades for three major Italian banks - Monte dei Paschi di Siena, Banco Popolare and UBI Banca - as well as 21 local-level lenders. Funding costs for Italian banks ... will remain noticeably higher than those in other eurozone countries unless the Italian government implements workable growth enhancing measures and achieves a faster reduction in the public sector debt burden,it said.The rating agencies' pressure on EU leaders to come out with a big bang solution at their meeting on Sunday follows an ultimatum from the G20 club of rich countries that Europe must take decisive action in order to fend off a global recession.
Two EU commissioners in separate statements on Tuesday added to the doomsday atmosphere.EU economic affairs commissioner Olli Rehn in a speech in Lisbon said Portugal is unlikely to meet its EU and IMF bail-out targets. There are risks to attaining the 2011 deficit target as specified in the programme,he said. EU trade commissioner Karel De Gucht said in Berlin the EU is at two minutes to midnight and that a failed summit would cause truly incalculable economic and political costs.
Pressure is also building from the ground up for solutions which do not involve slashing public sector wages, higher taxes and fewer services.The main private and public sector trade unions in Greece on Wednesday and Thursday plan to shut down air, road and train transport as well as various government departments, large and small businesses and most shops. The latest strike comes ahead of a vote in parliament on a new round of austerity measures designed to meet bail-out demands.

In an article which saw US markets rally, UK daily The Guardian on Tuesday reported that France and Germany have already reached agreement to boost from €440 billion to €2 trillion the effective firepower of the EFSF, the EU's Luxembourg-based rescue fund. It added that leaders will inject an extra €100 billion to €200 billion into vulnerable banks.In bad news for markets, it also said private bondholders will be asked to write off between 30 percent to 50 percent of Greek debt, instead of the 21 percent agreed in July.The Financial Times Deutschland said the EFSF will go up to €1 trillion.An EU official speaking to the Dow Jones financial newswire poured cold water on the reports, however. We may have a decision on the size by the summit or just a statement that firepower must be increased. But there is no talk about an amount around €2 trillion, the anonymous source said.For its part, Germany, which is to a large extent bankrolling the rescue measures and which expects lower than forecast growth at home next year, is trying to dampen expectations of an EU summit panacea.Chancellor Angela Merkel on Tuesday built on earlier comments by her finance minister Wolfgang Schaeuble that the G20 ultimatum is unrealistic. Op-Ed: What is Going on at the Temple Mount?

Isn't it about time the Temple Mount should be open for Jewish worshipers? I was detained by police for bowing down in prayer there. In what other democracy would a citizen be interrogated for praying? David Haivri-The Israeli government can and should allow Jews freedom of prayer on the Temple Mount.Yesterday I was detained by the Israeli police, and charged with disorderly conduct that might cause riots.What I had actually been suspected of was bowing down in prayer on the Temple Mount.The authorities are concerned that Jews praying on the Temple Mount could kick off local Muslims’ anger and that they might use this as an excuse for staging protests and riots. In their opinion, these fears are reason enough to strip law-abiding citizens of the very basic right of freedom of religion and prayer.It is simply unacceptable that such a policy exists at all and it’s even worse that it’s based on fear of a threat that might rise by a party who might choose violence as a tool to establish facts on the ground. This is a clear case of government policy being influenced by concern over threats.The State has a responsibility to protect its citizens’ rights and not to cave in to bullies. Ten of the eleven gates of the Temple Mount are closed to Jews and open to Muslims at all times. Jews are permitted to enter the site only via the Mugrabi Gate on the south side of the Western Wall - and only during four hours daily on weekdays.
Jews who wish to enter the Temple Mount must go through a security check and clearance that is not mandatory for other visitors. While non-Jews walk in freely with little or no security check, Jewish visitors are treated to pat-downs by police, who check their pockets and bags for prayer books and then warn them not to pray on the Mount. Once Jews get through all of this, they are followed by teams of police and Muslim Wakf guards who watch to see if they might be breaking the rules and praying without permission.These special regulations for Jews are degrading and should be stopped.A Jew who is suspected of breaking the rules by daring to whisper a prayer is likely to be arrested and brought in for questioning by the Israeli police.In what other country would you expect a citizen to be interrogated for praying? Can you imagine the police officer saying, You have the right to remain silent, anything you say can be used against you in a court of law... and then you are suspected of praying . . . ? This is no joke - I have personally have had the honor of going through this ordeal.Israel should apply its efforts to maintaining law and order by arresting and questioning those who present a threat of disorderly conduct or rioting - and not those law-abiding people who simply wish to pray.If the police would shift their focus from restricting Jewish visits and prayer on the Temple Mount towards monitoring those who pose a threat to that freedom, they would be able, in a few actions, to stabilize a workable reality on the Temple Mount in which Jews could have free access to pray on the holy mountain.
Instead of intimidating worshipers by patting them down for prayer books and warning them not to pray, they should be patting down those suspicious figures that might be inciting violence against the worshipers. Incitement coming out of the Mosque should be monitored if it becomes a platform for harassment of Jewish visitors to the site.
Reassignment of resources used to police the Temple Mount could easily bring changes that would allow Jews freedom of prayer at the holy site, as would be expected of the State of Israel as a Jewish and democratic country.It is time to bring about that change, and to stop the discrimination against Jews in our homeland and holy city, at our holiest site. Ed. Note: There are prominent rabbis, including Rabbi Zalman Baruch Melamed, head of Beit El yeshiva and the former Chief Rabbi, the late Rav Avraham Elkana Shapira of Merkaz Harav yeshiva, as well as many hareidi-religious rabbis, who oppose Jews ascending the Temple Mount for halakhic reasons, saying that the location of areas that are forbidden to Jews except for priests and the High Priest, are not unequivocally known. That has no bearing on the treatment of Jews whose rabbinic authorities feel differently and who do ascend the mount.

The Hamas terror organization has decided to reward the terrorists who were released as part of the deal to release Gilad Shalit.Israel’s Channel 10 News reported on Wednesday that Hamas’ government in Gaza, headed by Ismail Haniyeh, has decided to reward each terrorist who will be freed to Gaza with a sum of $2,000.Of the 477 terrorists Israel released on Tuesday in exchange for Shalit, 131 returned to their homes in Gaza.Overnight Tuesday, 11 freed terrorists arrived in Turkey. Among them is Amna Muna, the female terrorist who in January of 2001 lured 16-year-old Ophir Rachum to Ramallah, where he was shot to death by terrorists.Rachum met Muna, then 24 years old, on the internet. After gaining his confidence, Muna persuaded Rachum to come to Jerusalem to meet her.When Rachum arrived at the Jerusalem Central Bus Station, Muna drove him to the outskirts of Ramallah, where they were greeted by her two partners, both terrorists belonging to the Fatah organization. The two tried to get Rachum out of the car and when he refused, one of them shot him to death.After the murder, Palestinian Authority Arabs took Rachum’s body to Ramallah, where they buried it.15 other terrorists who were released arrived in Qatar overnight Tuesday. An additional 16 were taken to Syria. The terrorists were flown in from the airport in Cairo.

The United Nations Population Fund announced this week that the world's count of human inhabitants on the planet will surpass 7 billion this month, but there are few celebrations, even though the U.N. entitles its report, People and Possibilities. This is because scientists in the environmental and social realms long have warned of overpopulation challenges that include hunger, pollution, global warming and in the extreme the conflicts of warfare and genocide.America's Public Broadcasting Service has explored the issue in a series of reports under the moniker of Our Changing Planet. The reports describe how the world's population has skyrocketed from an estimated 300 million during the time of Christ to 1 billion at the time of the American Revolution to today's 7 billion figure. Furthermore, experts predict that unless current trends are impacted, another 1 billion people will be added every dozen years or so.One main cause is improved modern medicine such as the advent of antibiotics, which has extended the average lifespan to 68 years, up from 48 in 1960. Another cause is tied to cultures in which birth control and contraception are either ignored, frowned upon, or considered as outright evil.
Our Changing Planet reports signs of progress. A typical woman in Kenya gives birth to 4.4 children during her lifetime, compared to 8.1 as recently as near the turn of the millennium. In Iran, the average is 2.8, down from 6.8. In Bangladesh, it's 3.1, compared to the previous 6.4. Communal education is credited, along with increased availability of safe, humane contraceptives and steps away from traditions of child marriages.The United Nations is scheduled to release a report on further action steps on Oct. 26. Meanwhile, a group known as Population Connection is protesting an early October vote by the U.S. House Foreign Affairs Committee to defund the U.N. Population Fund. The vote was along political party lines, with Republicans protesting that the U.N. is promoting abortion. Democrats and U.N. officials deny this is the case.

NASA on Wednesday set October 28 for its planned launch of a satellite to help weather forecasters predict extreme storms and offer scientists a better view of climate change.The 1.5 billion dollar National Polar-orbiting Operational Environmental Satellite System Preparatory Project (NPP) is the first to measure both short and long term changes in weather and climate, the US space agency said.The launch, initially set for October 27, has been retargeted for Oct 28, NASA said in a message on the micro-blogging site Twitter.The satellite will launch from Vandenberg Air Force Base in California between 5:48 am Eastern time (0948 GMT) and 5:57 am (0957 GMT).The SUV-sized satellite will carry five instruments to study temperature and water in the atmosphere, how clouds and aerosols affect temperature, and how plants on land and in the ocean respond to environmental changes.This is really the first mission that is designed to provide observations for both weather forecasters and climate researchers,Jim Gleason, NPP project scientist, told reporters earlier this month.NPP's observations will help scientists better predict the future environment and these prediction are incredibly valuable for economic, security and humanitarian reasons.The satellite is one of 14 Earth observation missions currently being managed by NASA. With the help of a herpes-infected monkey.By Wednesday afternoon Ohio authorities hunted down and killed almost all of the 56 animals who were turned loose Tuesday evening. The Columbus Dispatch has a tragic photo of the slain animals here.But two of the beasts eluded capture: a wolf and a monkey who may be infected with Herpes B, according to CBS. Another monkey from the Muskingum County Animal Farm was eaten by an escaped lion who has since been killed, ABC reported.The escaped monkey has inspired a fake Twitter account.
People who live in the mostly rural area stayed indoors Wednesday as deputies used rifles to hunt down lions, tigers, bears, leopards, cheetahs and other exotic animals apparently let loose by their owner, Terry Thompson. Police say that Thompson, who had served time on weapons charges, committed suicide.Authorities said they had no choice but to shoot the animals, since animals hit with tranquilizer darts could run away and hide. Ohio Gov. John Kasich let a ban on owning exotic pets expire last April, to the dismay of the Humane Society.

Euro crisis to smother growth in eastern Europe

The current troubles in the eurozone are slowing down growth in eastern European countries, particularly Romania, Albania and Serbia, where Greek banks are an important part of the financial sector, according to a study by the European Bank of Reconstruction and Development (EBRD) published on Tuesday (18 October).Barely out of the recession following the 2009 financial and economic crisis, many countries in eastern Europe will have to cope with slowdown in growth next year compared to what was projected just six months ago.Referring to the 2009 crisis, the report said: increased stress in the eurozone could have an even more severe impact on emerging Europe this time around with recovery in this area thrown off track.Growth forecasts in central Europe and the Baltic states for next year are now projected at 1.7 percent, down from the 3.4 percent in July, with Hungary and Slovakia slowing down the most. Both are EU members, the latter being also a eurozone country.Further to the south-east, Romania, Serbia and Albania are expected to grow only a little over one percent, primarily due to exposure to Greek banks, which face a shaky future as the EU prepares for a partial default of Athens' sovereign debt.Turkey's growth is also slowing down, but is still set to cruise at a comfortable rate of 2.5 percent, according to the EBRD predictions. Russia, meanwhile, seems little affected by the euro-turmoil: output there is expected to grow by 4 percent in 2011 and by 4.2 percent in 2012.Shortly after Germany warned markets on Monday not to expect a comprehensive solution to the eurozone debt crisis at a summit on Sunday, the EBRD notes that lack of a resolution of the eurozone turmoil and a US recession would pose additional risks to growth across the region and increased risks to cross border banking relationships in emerging European countries.
Until the resolution of the eurozone crisis, a period of continued market instability, constrained credit as well as the resulting near standstill in western Europe is expected to seriously affect the outlook for the [eastern European] region.
The London-based bank also predicts that if the crisis is not stopped before spreading to core euro-countries, recession will hit the global economy again. For the eastern European countries, it would also mean that any help to eurozone banks would not go to the subsidiaries in the non-euro region.EU member Romania, for instance, whose growth rate has been slashed from 3.4 to 1.1 percent next year, has most of its banking sector in foreign hands. Austrian banks are the strongest presence and form almost 40 percent of the financial sector, while Greek subsidiaries account for 15.5 percent. The local central bank has urged international banks to inject more capital into their Romanian subsidiaries to weather the fallout of a potential Greek default.

Russian President Dmitry Medvedev has told Ukrainian leader Viktor Yanukovych he can jail his political rivals as far as Moscow is concerned after the EU made him persona non grata.Speaking to press after talks on gas in Yanukovych's home town of Donetsk in eastern Ukraine on Tuesday (18 October), Medvedev said that the decision to jail former prime minister Yulia Tymoshenko last week is Ukraine's internal affair.He voiced respect for Ukrainian sovereignty and its independent courts, while indicating that EU criticism of the verdict is bad manners. I was taught at university to try not to comment on court rulings, whether Russian or foreign, until they take effect, he noted.The Russian dignitary did warn his host not to put in question a gas supply contract agreed by Tymoshenko in 2009.But following the Donetsk event, which also involved energy ministers and the CEOs of gas companies Naftogaz and Gazprom, officials from both sides said Moscow and Kiev are close to reaching a new deal on prices.For his part, Yanukovych kept cool after the EU embarrassed him earlier the same day by saying he is not welcome in Brussels on 20 October as planned because of Tymoshenko. We will always do everything that agrees with our national interests, he told press when asked if he is still open to future talks.

So we’re not, per se, saying that tracing weapons is a bad idea.Based out of Arizona, the Bush-era program ran from 2006 to the end of 2007 and was dubbed Operation Wide Receiver. Similarly to Fast and Furious, the Bureau of Alcohol, Tobacco, Firearms and Explosives allowed firearms to walk to suspected gun traffickers without them being interdicted.Democrats will obviously cite the fact that an almost identical program was up and running during the Bush administration as a way to try and absolve the Obama administration and particularly Attorney General Eric Holder of blame for Fast and Furious.Indeed, Maryland Democrat Elijah Cummings immediately highlighted Issa’s comments to claim that Fast and Furious was a local issue that never got to higher-ups, and that AG Holder was unaware of its existence.
However, contrary to his Congressional testimony, records show that Holder was sent briefings on Fast and Furious by both Assistant Attorney General Lanny Breuer and the National Drug Intelligence Center in July 2010, almost a year before he told a Judiciary Committee hearing, I’m not sure of the exact date, but I probably heard about Fast and Furious for the first time over the last few weeks.However, what this really tells us is that there was a continuation of policy and a mere passing of the baton, with the ATF not letting a presidential election get in the way of business as usual.The only real difference under the Obama administration is that prior to the program being publicly exposed, Obama exploited it as a method through which to demonize the second amendment by claiming that Mexican drug lords were sourcing their guns from the United States, while hiding the fact that this was a result of the federal government delivering truck loads to drug gangs directly.This was likely what Obama was referring to during a March 30 meeting between Jim and Sarah Brady and White House Press Secretary Jay Carney, at which Obama dropped in, when he told Brady that the administration was working on gun control under the radar.

Among the questions Amin asked Shalit were whether, after knowing what it was like to be held captive, if he would campaign for the release of terrorists held in Israeli prisons for long periods, and whether the experience had made him stronger.During the interview, it even appeared that Shalit was having difficulty breathing, many viewers said. Adding to the confusion was the fact that the interview was conducted in three languages: Amin asked questions in English, and they were translated into Hebrew for Gilad to answer, and into Arabic for the Egyptian audience. (Photo: EUobserver)French Socialist MEP Pervenche Beres, head of the European Parliament's employment committee, believes it is time to set up a sub-committee on the eurozone where only euro members would vote to reflect the general trend in the EU towards a political and policy-making split between euro and non-euro member states.She made the suggestion in an amendment to her own report on European Semesters, a new system that sees member states submit budgetary plans to the European Commission for comment, one of a series of innovations designed to improve economic governance in the eurozone.Beres admits the idea is controversial but says the issue needs raising as parliament otherwise risks getting left behind in the fast-moving discussions on economic governance in the 17-member eurozone.The democratic debate and the public debate on economic policy is the essence of a democracy. And if you only have it at the member states level and behind closed doors in the eurogroup, then you have a lack of democracy.She indicated that if the EU assembly does not seize the initiative, then national parliaments will get there first.Beres, who was previously head of the Economic and Monetary Affairs Committee, also suggested her colleagues should be pragmatic in their approach to the taboo topic.

This is particularly resented by newer member states not yet in the euro but legally obliged to join it.Under Beres' idea, which she says is mainly to designed to kickstart a debate, the sub-committee would be open to all members of the parliament but only eurozone MEPs would be allowed to vote.She said that while there have not been many complaints yet, she can see that they are coming.UK Liberal MEP Andrew Duff was one of the first off the mark saying the committee idea causes very great concern.There is no precedent for excluding MEPs elected in any one state from participation in all parliamentary activities,he wrote in a letter to Beres.The idea will will get its first public test on Monday when the constitutional affairs committee gives its opinion on the French MEP's report.
Euro crisis to smother growth in eastern Europe

The current troubles in the eurozone are slowing down growth in eastern European countries, particularly Romania, Albania and Serbia, where Greek banks are an important part of the financial sector, according to a study by the European Bank of Reconstruction and Development (EBRD) published on Tuesday (18 October).Barely out of the recession following the 2009 financial and economic crisis, many countries in eastern Europe will have to cope with slowdown in growth next year compared to what was projected just six months ago.Referring to the 2009 crisis, the report said: increased stress in the eurozone could have an even more severe impact on emerging Europe this time around with recovery in this area thrown off track.Growth forecasts in central Europe and the Baltic states for next year are now projected at 1.7 percent, down from the 3.4 percent in July, with Hungary and Slovakia slowing down the most. Both are EU members, the latter being also a eurozone country.Further to the south-east, Romania, Serbia and Albania are expected to grow only a little over one percent, primarily due to exposure to Greek banks, which face a shaky future as the EU prepares for a partial default of Athens' sovereign debt.Turkey's growth is also slowing down, but is still set to cruise at a comfortable rate of 2.5 percent, according to the EBRD predictions. Russia, meanwhile, seems little affected by the euro-turmoil: output there is expected to grow by 4 percent in 2011 and by 4.2 percent in 2012.Shortly after Germany warned markets on Monday not to expect a comprehensive solution to the eurozone debt crisis at a summit on Sunday, the EBRD notes that lack of a resolution of the eurozone turmoil and a US recession would pose additional risks to growth across the region and increased risks to cross border banking relationships in emerging European countries.
Until the resolution of the eurozone crisis, a period of continued market instability, constrained credit as well as the resulting near standstill in western Europe is expected to seriously affect the outlook for the [eastern European] region.
The London-based bank also predicts that if the crisis is not stopped before spreading to core euro-countries, recession will hit the global economy again. For the eastern European countries, it would also mean that any help to eurozone banks would not go to the subsidiaries in the non-euro region.EU member Romania, for instance, whose growth rate has been slashed from 3.4 to 1.1 percent next year, has most of its banking sector in foreign hands. Austrian banks are the strongest presence and form almost 40 percent of the financial sector, while Greek subsidiaries account for 15.5 percent. The local central bank has urged international banks to inject more capital into their Romanian subsidiaries to weather the fallout of a potential Greek default.

Real protests are clouded by the Van Jones crowd, Code Pink and sloths who don’t want to work at all but want big money given to them from the Government. That way we are forced to listen to their demands and practically ignore the right on anger and protests of many who have lost or are losing practically everything. Let’s start with what we really know to figure out who the bad guys are, the angry mobs in the street or Wall Street and their like. Which is it?

Many of our Founders and leaders, some who were Masons at first, saw the evil and destructive goals and spoke out against them. Russia and Ukraine make nice after EU snub

Russian President Dmitry Medvedev has told Ukrainian leader Viktor Yanukovych he can jail his political rivals as far as Moscow is concerned after the EU made him persona non grata.Speaking to press after talks on gas in Yanukovych's home town of Donetsk in eastern Ukraine on Tuesday (18 October), Medvedev said that the decision to jail former prime minister Yulia Tymoshenko last week is Ukraine's internal affair.He voiced respect for Ukrainian sovereignty and its independent courts, while indicating that EU criticism of the verdict is bad manners. I was taught at university to try not to comment on court rulings, whether Russian or foreign, until they take effect, he noted.The Russian dignitary did warn his host not to put in question a gas supply contract agreed by Tymoshenko in 2009.But following the Donetsk event, which also involved energy ministers and the CEOs of gas companies Naftogaz and Gazprom, officials from both sides said Moscow and Kiev are close to reaching a new deal on prices.For his part, Yanukovych kept cool after the EU embarrassed him earlier the same day by saying he is not welcome in Brussels on 20 October as planned because of Tymoshenko. We will always do everything that agrees with our national interests, he told press when asked if he is still open to future talks.
His deputy prime minister, Sergiy Tigipko, was more outspoken.If the European Union gives an absolutely clear No, the possibility of reorientation to the Customs Union is very high, he told the Den newspaper, referring to the Belarus-Kazakhstan-Russia alternative to EU integration.The Tigipko scenario is a nightmare for the US and Poland, which have in recent years endeavoured to pull Ukraine out of Russia's old sphere of influence. During an appearance on CBS News’ Face the Nation on Sunday, House Oversight and Government Reform Committee Chairman Rep. Darrell Issa acknowledged that an almost identical program to Fast and Furious, in which the federal government trafficked guns directly to suspected criminals, existed under the Bush administration.Issa’s comments about a similar program being operational under the Bush administration appear at the 3:50 mark.We know that, under the Bush administration, there were similar operations, but they were coordinated with Mexico, Issa, R-Calif., said. They made every effort to keep their eyes on the weapons the whole time. So we’re not, per se, saying that tracing weapons is a bad idea.Based out of Arizona, the Bush-era program ran from 2006 to the end of 2007 and was dubbed Operation Wide Receiver. Similarly to Fast and Furious, the Bureau of Alcohol, Tobacco, Firearms and Explosives allowed firearms to walk to suspected gun traffickers without them being interdicted.Democrats will obviously cite the fact that an almost identical program was up and running during the Bush administration as a way to try and absolve the Obama administration and particularly Attorney General Eric Holder of blame for Fast and Furious.Indeed, Maryland Democrat Elijah Cummings immediately highlighted Issa’s comments to claim that Fast and Furious was a local issue that never got to higher-ups, and that AG Holder was unaware of its existence.
However, contrary to his Congressional testimony, records show that Holder was sent briefings on Fast and Furious by both Assistant Attorney General Lanny Breuer and the National Drug Intelligence Center in July 2010, almost a year before he told a Judiciary Committee hearing, I’m not sure of the exact date, but I probably heard about Fast and Furious for the first time over the last few weeks.However, what this really tells us is that there was a continuation of policy and a mere passing of the baton, with the ATF not letting a presidential election get in the way of business as usual.The only real difference under the Obama administration is that prior to the program being publicly exposed, Obama exploited it as a method through which to demonize the second amendment by claiming that Mexican drug lords were sourcing their guns from the United States, while hiding the fact that this was a result of the federal government delivering truck loads to drug gangs directly.This was likely what Obama was referring to during a March 30 meeting between Jim and Sarah Brady and White House Press Secretary Jay Carney, at which Obama dropped in, when he told Brady that the administration was working on gun control under the radar.
