Walgreens corporate claims no awareness of any of this
I called Walgreens media relations department to ask whether this pushing of flu shots onto customers was a corporate policy. There, I spoke with Robert Elfinger, a media relations representative for Walgreens. He said he was unaware of any corporate policy asking employees to verbally promote vaccines. He also stated he was unaware of any complaints from customers about Walgreens employees wanting people to get flu shots. So this is neither a denial nor a confirmation of anything; it just says that the Walgreens media relations department isn’t aware of any of this.Let’s get em in the loop on this, shall we? A lot of people are not happy about how they are being treated at the Walgreens checkout counter. Some Walgreens stores are reportedly getting very aggressive with their pushing of vaccines onto customers, so we have decided to launch a public complaint campaign called Stop the Walgreens Flu Shot Harassment! Why do people go to Walgreens in the first place

Vaccines generate repeat business for pharmacies and drug companies

European Commission President Jose Manuel Barroso on Wednesday (12 October) outlined a five-point roadmap aimed at bringing an end to the eurozone crisis that has rattled world markets and threatened to drag the global economy into a second recession.The EU executive chief called for an urgent strengthening of the bloc’s banking sector, a massive recapitalisation that the International Monetary Fund has estimated will cost as much as €200 billion.Backing the German position in the debate between Berlin and Paris over how such recapitalisation should take place, the EU leader said that banks should first look to shoring up their balance sheets by attempting to access private sources of capital, with national governments providing support if this cannot be found.Only after these two avenues are exhausted, should banks look to funding via a loan from the European Financial Stability Facility (EFSF), he said in an address to the European Parliament.He added that once bailed out, these financial institutions should be prevented by national banking supervisors from issuing dividends and bonuses.Although Barroso himself did not place a figure on the levels of capital banks will be required to maintain, it is likely that the proposal will involve a speeding up of the implementation of rules already agreed at the international level.The amounts required - for a temporary period until the crisis has passed - would also be based on assessments by national supervisory authorities.
Barroso said that the piecemeal approach to specific responses to aspects of crisis had not worked and that now is the time for a full, comprehensive, credible response that must be implemented immediately.Reactive and piecemeal responses to different aspects of the crisis are no longer sufficient. We now need to get ahead of the curve, he said.The roadmap goes beyond bank bail-outs and calls for an acceleration of the creation of the eurozone’s permanent rescue fund, the European Stability Mechanism. He said the ESM should be up and running by the middle of 2012, a year ahead of its scheduled launch. The permanent fund involves forced writedowns on sovereign debt, unlike the current set-up.He also called for decisive action on Greece, including a disbursal of the country’s sixth tranche of bail-out cash, the provision of liquidity to financial institutions by the European Central Bank and urged Slovakia to rapidly adopt changes to the current rescue fund, the European Financial Stability Facility, agreed by EU leaders on the 21 July.He said that much more enhanced co-operation amongst EU states - a decision-making method in the EU that allows a majority of states to move forward with proposals they back even if other states remain opposed - in the areas of economic governance.This was necessary, he said so that those who want to move forward are not held back.The speed of the EU should not be the speed of its slowest member.Barroso said that existing growth-enhancing policies that have already been agreed must now be rapidly implemented, covering areas such as services, energy and free trade agreements. He also wants to see swift adoption of a series of commission legislative initiatives currently on the table but have yet to be approved, including pending proposals on taxation, the single market and the issuance of so-called European project bonds.He called for deeper economic integration and backed Dutch proposals for an expansion of the powers of the European commissioner for economic and monetary affairs, a plan that would give the commissioner the power to assume control over all economic decision-making in a heavily indebted eurozone member state.
Slovak parties reach deal on EU bail-out fund

The Slovak parliament is set to approve legislation backing a strengthening of the eurozone’s €440 billion rescue fund after the centre-left opposition said it would back a fresh version of the bill in return for early elections.Hours after the government fell in its attempt to pass a bill approving the changes to the European Financial Stability Facility (EFSF) when one of the four governing parties refused to support the law, former prime minister and leader of the opposition Smer party Robert Fico told reporters a deal had been reached that will see the legislation pass easily with his groups support.The agreement makes it possible that either tomorrow night or at the latest Friday morning the fund and the laws tied to it will be approved,he said.Slovakia will ratify the bail-out mechanism without any problems.
A vote is to take place as early as Thursday or Friday.But the price paid by the governing parties is steep and the country has been shaken as the wider eurozone economic crisis turned into a political crisis in the country.In return for Smer’s support, the three centre-right coaliion parties that backed the EFSF changes - the Slovak Democratic and Christian Union (SDKÚ), the Christian Democratic Movement (KDH) and Most-Híd - had to agree to elections that will take place on 10 March.The cabinet is set to propose a constitutional law to bring forward the election schedule, a bill that is to be passed via a fast-track procedure, according to local reports.
Once the election bill has been approved, Smer, which had abstained in the first vote on the EFSF changes on Tuesday evening, will now give its blessing to the alteration of the bail-out fund.Smer is the big winner of the tussle in the central European country, the last of 17 eurozone states who must approve the EFSF changes before they can take effect. New statistics released by European air controllers show the vast superiority of the US air force over EU countries and the density of US military traffic in European skies.The numbers, published by the Brussels-based Eurocontrol on Wednesday (12 October), note that the US has a total of 13,195 military and paramilitary air vehicles compared to 8,111 in the 27 EU countries combined. The EU's top air powers - France (1,339), the UK (1,296), Germany (1,096) and Italy (901) - come nowhere near.The difference is even bigger when it comes to combat aircraft. The US has 3,630 combat jets (not counting helicopters). France has 380, Germany 346, the UK 213 and Italy 164. Meanwhile, Greece is exposed as a mini-air-power - the small Balkan country has 304 combat jets. The deal between Israel and Hamas to release terrorists in exchange for Gilad Shalit will be implemented within 48 hours, the Cairo-based Al-Ahram newspaper reported on Wednesday.According to the report, which was unconfirmed elsewhere, the exchange will take place in Cairo or somewhere between Cairo and Berlin.A senior Egyptian security source told Al-Ahram that the Shalit deal was reached with Egyptian mediation and not with German mediation. The Egyptians, according to the report, hosted delegations from Israel and from Hamas that held indirect negotiations over the past three months.David Meidan, the prime minister’s special emissary for Gilad Shalit’s return, made similar comments in a press briefing on Tuesday.Until July we didn’t receive an answer from Hamas, he said.The turning point occurred in July 2011, when we received, for the first time, a letter from Hamas in which it was written: a proposal to close the deal. We saw hope, took the Egyptians as an intermediary and they entered the talks between us and Hamas.In a press conference on Wednesday, Israel Security Agency chief Yoram Cohen said that is not yet known to which countries the terrorists would be deported.Hamas has yet to arrange countries for the deportees,said Cohen.It would be better for them to be outside of Gaza.Cohen admitted that Israel will not be able to monitor whether one or more of the terrorists who will be released abroad will infiltrate into Gaza.
Under the first stage of the agreement, Israel will release 450 terrorists in exchange for Shalit. By the end of the second stage of the deal, to be completed by November, Israel will have released a total 1,027 terrorists in exchange for Shalit, whose physical and psychological condition remains unknown.At the same press conference, Cohen reluctantly told reporters the deal is the best deal possible.If there had been a better deal or viable military operation we would have chosen it, Cohen said. I think this is a tough and difficult deal but it is the best deal for Israel from a security perspective. It is not simple to release 280 murderers. Hamas will be strengthened by this and Fatah will likely be weakened and this might even increase motivation for more attacks and kidnappings.

We’re hoping for the best. It was only a matter of time.When the Occupy Wall Street movement pitched its tent up in New York in mid September, their singularity of purpose seemed to be tangible enough- including actual real world issues and problems like mega banks ripping off the population, lobbyist running the US government and a severely injured democratic system.Occupy London LSX is due to kick off this weekend with its sights on the London Stock Exchange (LSX) at Paternoster Square. Similarly its agenda seems sensible thus far- banker bailouts at a time of austerity, a culture of taxation, a time of growing inequality and ridiculous unemployment.Laura Taylor, a supporter of OccupyLSX, echoed what’s on most people’s minds: Why are we paying for a crisis the banks caused? More than a million people have lost their jobs and tens of thousands of homes have been repossessed, while small businesses are struggling to survive. Yet bankers continue to make billions in profit and pay themselves enormous bonuses, even after we bailed them out with £850bn.So now that this global movement has gained some momentum and substantial recognition, it seems only fair that it makes room for other causes suffering from an attention deficit. If they do, they will need to hurry before the first snow falls on what looks to be the coldest winter in years. Yes, we’re talking here about the global warming and climate change crowd.
Climate action group 350.org have managed to book a front row seat on the Occupy London bandwagon, thanks in part to having Naomi Klein on their board of directors.
Aside from Michael Moore, few will argue that famed anti-capitalist Naomi Klein is probably the most recognizable name in the anti-globalization, anti-corporate criminal crusades. Her books and films are groundbreaking.But last week Klein issued an apocalyptic warning in New York stating, What climate change means is that we have to do this on a deadline. This time our movement cannot get distracted, divided, burned out or swept away by events. This time we have to succeed. And I’m not talking about regulating the banks and increasing taxes on the rich, though that’s important.Klein added to her climate gospel, I am talking about changing the underlying values that govern our society. That is hard to fit into a single media-friendly demand, and it’s also hard to figure out how to do it.Indeed, it’s very hard to figure out, especially if you have taken your vows to the IPCC’s official UN religion of global warming.Unfortunately, 350.org and Naomi Klein’s mission is based on the same pseudo-science that ruined the reputations of both the UN labs at East Anglia University and Penn State. Yet, they really believe that 350 means climate safety.In the last four years, scores of once true climate believers have defected over to the common sense camp, once they realized the powerful forces who have been driving the multi trillion dollar carbon economy plan. Once they learned that the whole hoax originated at the Club of Rome – the ultra elitist organization that openly admit how it invented the global warming- as a means to manipulate the world to accept a world government, they would have distanced themselves from Al Gore’s fundamentalist camp.Only last month, it was Nobel Laureate Prof Ivar Giaever who resigned from the American Physical Society, and who admited in his exiting environmental remarks,Global warming has become the new religion.350.org add here, To preserve our planet, scientists tell us we must reduce the amount of CO2 in the atmosphere from its current level of 392 parts per million to below 350 ppm. But 350 is more than a number—it’s a symbol of where we need to head as a planet.Klein, like every other respected and knowledgeable professional who innocently dived head-first down the global warming rabbit hole, probably did so with the most sincere intentions. No one can doubt that Klein’s anti-pollution and anti-corporate looting work is exemplary.
But the intellectual obstacle that most climate change true believers struggle to overcome- Klein included, is separating the real issue of pollution (which most reasonable people do not want), from the contrived issue of CO2 heating the atmosphere- which has been proven over, and over to be an invention of a few well-paid, crafty scientists affiliated with the IPCC.Just like the Titanic, most climate crusaders will not see the iceberg until long after their ship is sinking.
One of the challenges facing the Global Occupy movement is a challenge which faces every movement in its infancy. Success is often dependent on the movement’s ability to focus on a core set of issues, and draw up a list of real demands. After that, the movement will want to see some results, and will use their people power as leverage until some of these demands are actually met, or until some of these problems are addressed by government and society. OWS has made some progress in this area, but as the movement is only a few weeks old, it’s clear they have a lot of ground to cover before they arrive at a manifesto.The key is to identify real problems, which can be solved with real solutions- unlike man-made global warming and climate change, which are now proven to be not-so-real-world problems, and therefore do not have any real solutions.If global warming/climate change is injected into the global occupy movement, it will be the equivalent of throwing a massive party and then spiking the bunch bowl with some hallucinogenic drug. There goes your focus, there goes your balance… and there goes your chance at reality.It may be only a matter of days before the high priest of climate change himself, Al Gore, will peacock his way through Liberty Square, fawning for crowds on Wall Street in lower Manhattan, and later in London.Dear Naomi Klein: Let’s pool our resources and try to tackle the real problems first.

The Australian government has cleared the major hurdle towards bringing in one of the world's biggest carbon emissions trading schemes after MPs passed two bills that are expected to be voted into law by senators next month.The carbon tax aims to cut Australia's emissions by 5 per cent from year 2000 levels by the year 2020, and bring emissions down 80% by 2050. The prime minister, Julia Gillard, hailed the bills' passage through the lower house of parliament as a historic reform.This is a significant day for the Australian nation, not just for today but for the generations to come, she said.The carbon tax bill passed by 74-72 votes and now needs to go through the senate, where the Labor government has the numbers backed by the Green party.The Conservative opposition leader, Tony Abbott, a climate change sceptic, pledged in blood to repeal the tax if elected. I am giving you the most rock solid commitment any politician can give that this tax will go, he said.Debate over pricing carbon has been one of the most politically divisive in recent years, claiming the scalp of one prime minister and an opposition leader. The hung parliament and reliance on independents and a Greens MP to govern meant she had to cut a deal on pricing carbon to get into office.
This backflip has been in large part responsible for Gillard and her government plunging to record lows in the polls. Labor's primary vote is below 30%, which would spell electoral wipeout at the next election due in 2013.The successful passage of the carbon tax is welcome news for Labor. If it passes as expected next month in the senate Australia will join the EU and New Zealand in having national emissions trading schemes. Regional schemes exist in the United States and Japan.The tax will start in July 2012 and require the country's 500 biggest polluters to pay A$23 (£15) per tonne for their carbon emissions. From 2015 the price will be set by the market in a trading system.The legislation guarantees billions of dollars in compensation to trade-exposed and emissions-intensive industries.Households will be compensated for rising prices due to the carbon tax. The average impost is expected to be $9.90 per week and the average compensation $AUD10.10 per week for every home.Agriculture is exempt from the carbon price but farmers will be able to trade in carbon offsets.

In essence, the green police is a social movement to officially or unofficially enforce local environmental regulations. In its official capacity, the green police is a nickname to a branch of local law enforcement in charge of ensuring environmental protection laws are followed. In its unofficial capacity, the term green police is a term referring to private citizens who report environmental violations to their local law enforcement agency, or enforce environmental rules at special events. The term green police has also been co-opted by companies and groups to promote environmentally-themed agendas and ad campaigns.
Police and law enforcement department around the world have launched green police divisions exclusively in charge of enforcing environmental laws. However, these special units are rarely officially called green police, but rather have been given this nickname to make their mission clear to the general public. For example, New York City's Department of Environmental Conservation has commissioned a team of twenty special officers who are empowered to enforce environmental regulations, such as pulling over vehicles that are violating emission standards. This New York green police can also inspect food vendors to make sure conservation laws are being followed. In the UK, the Environment Agency has a similar special enforcement unit whose main task is enforce the provisions of the Carbon Reduction Commitment. This green police has been given wide powers to search company properties, examine energy use, and issue citations.Vietnam and Israel have also fielded government green police units. In Israel, the Ministry of Environmental Protection has a Green Police (literally named Green Police) to enforce green laws. The Israeli Green Police is charged with making sure water laws are followed, inspecting dairy farms, preventing hazardous waste from being dumped illegally, and ensuring asbestos is removed from buildings. In Vietnam, the Environment Police Department handles such tasks as stopping illegal wildlife trafficking and making sure companies do not violate green laws. For example, the Vietnamese green police prosecuted Vietnam Electricity for illegally selling oil from their transformers.The term green police also refers to anyone reporting environmental violations to local law enforcement. The green police can also refer to environmental watchdogs hired for public or private events. Like any other law enforcement agency, the official government green police rely on unofficial green police informants to let them know a law is being broken. At the Glastonbury Festival, festival organizers are hiring green police to spread environmental awareness and encourage environmentally responsible behavior. This Glastonbury Festival Green Police's duties include making sure festival goers dispose of their cigarettes properly, not urinate in the water and shrubbery, and pick up and recycle their trash. The IFS warned that the next two years will be dominated by a large decline in incomes, with median incomes set to fall by 7 per cent after inflation has been taken into account – the sharpest drop in 35 years.Robert Joyce, of the IFS, described it as the delayed effect of the recession. Real earnings didn’t fall for a while after the economy started contracting, partly because inflation was very low, he said. The reaction from scores of top scientists and professors in attendance was not one of shock or revulsion – they stood and applauded Pianka’s call for mass genocide.The current White House science czar John P. Holdren also advocates the most obscenely dictatorial, eco-fascist, and inhumane practices in the name of environmentalism. Here in Onondaga County New York we’ve been recycling for about as long as I’ve lived here. The county gives out free ugly blue bins, and everything recyclable gets placed in those bins and picked up at the curb. A few times they’ve slapped ugly bright orange stickers on our already ugly blue bins, but for the most part it’s been pain free. It’s a bit of a hassle, but our town limits how many trash cans they’ll pick up each week. We could get unlimited trash pickup, but that comes with a steeper property tax, so the bins help keep us under our limit. At least we still feel we have a choice, we don’t have to recycle if we don’t want to. That may come to an end our local eco-statists get wind of this.Fox News: Beware the green police. They don’t carry guns and there’s no police academy to train them, but if you don’t recycle your trash properly, they can walk up your driveway and give you a $100 ticket.They know what’s in your trash, they know what you eat, they know how often you bring your recycles to the curb — and they may be coming to your town soon. That is, if they’re not already there.In a growing number of cities across the U.S., local governments are placing computer chips in recycling bins to collect data on refuse disposal, and then fining residents who don’t participate in recycling efforts and forcing others into educational programs meant to instill respect for the environment.One city even received stimulus funds to pay for the recycling bin computer chips.These people are out of control.

This afternoon, the EPA is expected to announce new, more stringent fuel efficiency targets for automakers. The regulations are bad enough—they force people to buy smaller cars, which results in increased vehicular fatalities—but it gets worse. The EPA’s announcement will mark the first time that it has used its authority under the Clean Air Act to regulate greenhouse gas emissions. That’s a big deal, because the Clean Air Act is written such that regulation triggers more regulation. Thus, today’s announcement on fuel efficiency is like reaching critical mass in a regulatory chain reaction, and the result is a weapon of massive economic destruction.Here’s how it works. Once the Clean Air Act applies to mobile sources, like cars, it must also apply to stationary sources, like buildings. These regulations, in turn, engender stringent National Ambient Air Quality Standards. And so on and so forth. You get the idea.But the Clean Air Act was written in 1970 to fight smog, not global warming. Greenhouse gases are much more prevalent than smog forming emissions, so the thresholds for what constitutes a polluter are all out of whack. If the EPA adheres to the text of the legislation, then it would have to regulate everything larger than a mansion—your apartment building, your office complex, your small business. It would be a nightmare.Even the EPA admits that regulating greenhouse gases under the Clean Air Act is absurd. To avoid having to shackle the entire economy, the EPA wants to increase the threshold for the regulation of greenhouse gas pollution under the Clean Air Act, from 250 tons a year, to 25,000 tons a year. Otherwise, the EPA argues, it will be forced to regulate almost everything, which would be, the EPA concedes, absurd.
But it’s not that simple. The EPA is part of the executive branch of government, and it is unconstitutional for the executive to legislate. The EPA’s attempt to alter the text of the Clean Air Act flies in the face of the separation of powers, one of America’s founding political principles. Environmentalist litigation groups undoubtedly will sue to ensure the full implementation of the Clean Air Act, and if they win, then the EPA will be forced to impose an unprecedented regulatory straightjacket on the American economy.This is why the Congress never voted to subject greenhouse gases to the Clean Air Act. In fact, the Senate actually stripped greenhouse gas provisions from the 1990 Amendments to the Act. Michigan Rep. John Dingell, who authored the Clean Air Act, said that, This [regulating greenhouse gases] is not what was intended by the Congress. Despite this legislative history, the Supreme Court ruled in 2007 that the EPA could regulate greenhouse gases.The U.S. Supreme Court ruled that the EPA could regulate greenhouse gases, not that the EPA must regulate. Former President George W. Bush had the good sense to let sleeping dogs lie. President Obama, on the other hand, thinks he can leverage the Supreme Court’s decision into a political victory. He had campaigned for the presidency on a promise to deliver a cap-and-trade program to reduce greenhouse gas emissions, but he is having trouble getting it through Congress. So the President devised a high-stakes game of chicken. He is threatening to unleash the EPA in order to coerce climate legislation out of Congress. Today’s California waiver announcement is the consummation of Obama’s threat.These are hyper-partisan times, but both parties in Congress agree that they don’t like being pushed around by The White House. In the Senate, Republican Sen. Lisa Murkowski of Alaska has joined with Democratic colleagues Blanche Lincoln of Arkansas, Ben Nelson of Nebraska and Mary Landrieu of Louisiana to sponsor legislation, known as a Resolution of Disapproval, which would strip the EPA of the authority to regulate greenhouse gases under the Clean Air Act.Due to a procedural quirk, this Resolution of Disapproval (S.J. 26) cannot be filibustered, so it only needs a majority to pass in the Senate. There is a legally mandated time limit before which the bill must be considered, so the Senate will address S.J. 26 shortly after returning from the Easter recess. The vote is expected to be very close.If it fails, get ready for the green police.

The Australian government has cleared the major hurdle towards bringing in one of the world's biggest carbon emissions trading schemes after MPs passed two bills that are expected to be voted into law by senators next month.The carbon tax aims to cut Australia's emissions by 5 per cent from year 2000 levels by the year 2020, and bring emissions down 80% by 2050. The prime minister, Julia Gillard, hailed the bills' passage through the lower house of parliament as a historic reform.This is a significant day for the Australian nation, not just for today but for the generations to come, she said.The carbon tax bill passed by 74-72 votes and now needs to go through the senate, where the Labor government has the numbers backed by the Green party.The Conservative opposition leader, Tony Abbott, a climate change sceptic, pledged in blood to repeal the tax if elected. I am giving you the most rock solid commitment any politician can give that this tax will go, he said.Debate over pricing carbon has been one of the most politically divisive in recent years, claiming the scalp of one prime minister and an opposition leader. Labor's primary vote is below 30%, which would spell electoral wipeout at the next election due in 2013.The successful passage of the carbon tax is welcome news for Labor. If it passes as expected next month in the senate Australia will join the EU and New Zealand in having national emissions trading schemes. Regional schemes exist in the United States and Japan.The tax will start in July 2012 and require the country's 500 biggest polluters to pay A$23 (£15) per tonne for their carbon emissions. From 2015 the price will be set by the market in a trading system.The legislation guarantees billions of dollars in compensation to trade-exposed and emissions-intensive industries.Households will be compensated for rising prices due to the carbon tax. The average impost is expected to be $9.90 per week and the average compensation $AUD10.10 per week for every home.Agriculture is exempt from the carbon price but farmers will be able to trade in carbon offsets.

In Vietnam, the Environment Police Department handles such tasks as stopping illegal wildlife trafficking and making sure companies do not violate green laws. For example, the Vietnamese green police prosecuted Vietnam Electricity for illegally selling oil from their transformers.The term green police also refers to anyone reporting environmental violations to local law enforcement. The green police can also refer to environmental watchdogs hired for public or private events. Like any other law enforcement agency, the official government green police rely on unofficial green police informants to let them know a law is being broken. At the Glastonbury Festival, festival organizers are hiring green police to spread environmental awareness and encourage environmentally responsible behavior. This Glastonbury Festival Green Police's duties include making sure festival goers dispose of their cigarettes properly, not urinate in the water and shrubbery, and pick up and recycle their trash. The county gives out free ugly blue bins, and everything recyclable gets placed in those bins and picked up at the curb. A few times they’ve slapped ugly bright orange stickers on our already ugly blue bins, but for the most part it’s been pain free. It’s a bit of a hassle, but our town limits how many trash cans they’ll pick up each week. We could get unlimited trash pickup, but that comes with a steeper property tax, so the bins help keep us under our limit. At least we still feel we have a choice, we don’t have to recycle if we don’t want to. That may come to an end our local eco-statists get wind of this.Fox News: Beware the green police. They don’t carry guns and there’s no police academy to train them, but if you don’t recycle your trash properly, they can walk up your driveway and give you a $100 ticket.They know what’s in your trash, they know what you eat, they know how often you bring your recycles to the curb — and they may be coming to your town soon. That is, if they’re not already there.In a growing number of cities across the U.S., local governments are placing computer chips in recycling bins to collect data on refuse disposal, and then fining residents who don’t participate in recycling efforts and forcing others into educational programs meant to instill respect for the environment.One city even received stimulus funds to pay for the recycling bin computer chips.These people are out of control.

This afternoon, the EPA is expected to announce new, more stringent fuel efficiency targets for automakers. The regulations are bad enough—they force people to buy smaller cars, which results in increased vehicular fatalities—but it gets worse. The EPA’s announcement will mark the first time that it has used its authority under the Clean Air Act to regulate greenhouse gas emissions. That’s a big deal, because the Clean Air Act is written such that regulation triggers more regulation. Thus, today’s announcement on fuel efficiency is like reaching critical mass in a regulatory chain reaction, and the result is a weapon of massive economic destruction.Here’s how it works. Once the Clean Air Act applies to mobile sources, like cars, it must also apply to stationary sources, like buildings. These regulations, in turn, engender stringent National Ambient Air Quality Standards. And so on and so forth. You get the idea.But the Clean Air Act was written in 1970 to fight smog, not global warming. Greenhouse gases are much more prevalent than smog forming emissions, so the thresholds for what constitutes a polluter are all out of whack. If the EPA adheres to the text of the legislation, then it would have to regulate everything larger than a mansion—your apartment building, your office complex, your small business. It would be a nightmare.Even the EPA admits that regulating greenhouse gases under the Clean Air Act is absurd. To avoid having to shackle the entire economy, the EPA wants to increase the threshold for the regulation of greenhouse gas pollution under the Clean Air Act, from 250 tons a year, to 25,000 tons a year. Otherwise, the EPA argues, it will be forced to regulate almost everything, which would be, the EPA concedes, absurd.
But it’s not that simple. The EPA is part of the executive branch of government, and it is unconstitutional for the executive to legislate. The EPA’s attempt to alter the text of the Clean Air Act flies in the face of the separation of powers, one of America’s founding political principles. Environmentalist litigation groups undoubtedly will sue to ensure the full implementation of the Clean Air Act, and if they win, then the EPA will be forced to impose an unprecedented regulatory straightjacket on the American economy.This is why the Congress never voted to subject greenhouse gases to the Clean Air Act. In fact, the Senate actually stripped greenhouse gas provisions from the 1990 Amendments to the Act. Michigan Rep. John Dingell, who authored the Clean Air Act, said that, This [regulating greenhouse gases] is not what was intended by the Congress. Despite this legislative history, the Supreme Court ruled in 2007 that the EPA could regulate greenhouse gases.The U.S. Supreme Court ruled that the EPA could regulate greenhouse gases, not that the EPA must regulate. Former President George W. Bush had the good sense to let sleeping dogs lie. President Obama, on the other hand, thinks he can leverage the Supreme Court’s decision into a political victory. He had campaigned for the presidency on a promise to deliver a cap-and-trade program to reduce greenhouse gas emissions, but he is having trouble getting it through Congress. So the President devised a high-stakes game of chicken. He is threatening to unleash the EPA in order to coerce climate legislation out of Congress. Today’s California waiver announcement is the consummation of Obama’s threat.These are hyper-partisan times, but both parties in Congress agree that they don’t like being pushed around by The White House. In the Senate, Republican Sen. Lisa Murkowski of Alaska has joined with Democratic colleagues Blanche Lincoln of Arkansas, Ben Nelson of Nebraska and Mary Landrieu of Louisiana to sponsor legislation, known as a Resolution of Disapproval, which would strip the EPA of the authority to regulate greenhouse gases under the Clean Air Act.Due to a procedural quirk, this Resolution of Disapproval (S.J. 26) cannot be filibustered, so it only needs a majority to pass in the Senate. There is a legally mandated time limit before which the bill must be considered, so the Senate will address S.J. 26 shortly after returning from the Easter recess. The vote is expected to be very close.If it fails, get ready for the green police.

France’s President - Nicolas Sarkozy - has made a mistake of historic proportions - possibly dashing any hope of the two-state solution between Israel and the Palestinian Arabs coming to fruition - after he told the French magazine Le Canard Enchaîne:It is silly to talk about a Jewish state,President Sarkozy made this comment while referring to the Israeli demand that the Palestinian Arabs recognize Israel as the Jewish state in any peace agreement.He compounded this act of gross political ineptness by continuing:It would be like saying that this table is Catholic. There are two million Arabs in Israel.On the figures alone - President Sarkozy is demonstrably wrong.Latest statistics show the Arab population of Israel is 1,610,000 (20.5%). The President also fails to mention that the Jewish population numbers 5,874,300 (75.3%) and there are 323,000 not identified as Jews or Arabs (4.2%).Tables cannot be offended - but people certainly can. President Sarkozy’s statement is extremely offensive to the overwhelming majority of Jews wherever they live - but no doubt will be met with resounding applause by Jew-haters world wide.

The EU on Tuesday (11 October) started collecting fingerprints of visa applicants in north African countries, as part of a new data base connecting all 25 countries that are part of the border-free Schengen zone. The system should be rolled out in all EU consulates around the world by 2014, but is already two years behind schedule.The Visa Information System (VIS) connects fingerprints to digital pictures and personal information of each applicant for a Schengen visa, so as to avoid fraud. Having a shared data base on visa applications will also allow governments to check if the person is not also applying for visas or has already been denied entry in another Schengen state - something that cannot be verified at the moment.From now on, foreigners wishing to visit the EU will benefit from clearer, more precise, transparent and fairer visa application rules. The new system will also allow visas to be issued and verified in a more efficient and secure way, home affairs commissioner Cecilia Malmstrom said in a statement.Fingerprinting will prevent identity theft or renting a passport, a practice that according to EU commission sources is quite frequent among Asian visitors. We have the problem of lookalikes, for instance from Asia. For €2,000, they can rent a passport with a multiple entry visa to the Schengen area, pretend they are that person and once they are here, mail it back to Asia so it can be used again,one EU official told journalists on Tuesday.
The European Commission admits, however, that for the new system to deliver on its advertised goals, some two more years have to pass until the system is rolled out in all the 2,500 Schengen consulates around the world. According to a decision taken by interior ministers in 2009, after the first countries where the new system is being rolled out - Algeria, Egypt, Libya, Mauritania, Morocco and Tunisia - the VIS will then be rolled out in the Gulf region and Asia, but an exact calendar has yet to be established.This after the France's Steria and the American giant HP which should have created the system by 2009 ran into technical difficulties and was fined by the commission €7.5 million for the delay. But member states too had problems in getting their national systems up and running, so it's not exclusively the fault of the external contractors,an EU source said.The total cost of the VIS system at a central level - not the national databases paid by local budgets - amounts to €91 million. Maintenance of the main data server in Strasbourg and its backup in the Austrian Alps will cost another €20 million. But with 13 million Schengen visas issued each year at a cost of €16 each, the revenue surpasses largely the cost of this data collection system which has already been put in place in the US, EU officials stress.
Unlike the US, however, VIS is not linked automatically with other data collection programs such as the Schengen Information System listing cross-border crime suspects and stolen goods. Police and intelligence services in Schengen states can access the data only if they have a specific case going on. British, Irish and Cypriot police are excluded, as their countries are not part of the Schengen area. Romanian and Bulgarian authorities have their national systems ready for VIS deployment, once they are accepted as Schengen members.British Liberal MEP Sarah Ludford, who drafted the European Parliament's position on the VIS system, said the roll-out was good news,but the two-year delay is dismaying.A staunch defender of privacy rights, the EU legislature managed to incorporate strong data safeguards in the system, given that personal details, including fingerprints of around 70 million visa applicants, will be stored at any one time. WASHINGTON — The United States on Tuesday accused Iranian officials of plotting to murder Saudi Arabia’s ambassador to the United States in a bizarre scheme involving an Iranian-American used-car salesman who believed he was hiring assassins from a Mexican drug cartel for $1.5 million.The alleged plot also included plans to pay the cartel, Los Zetas, to bomb the Israeli Embassy in Washington and the Saudi and Israeli Embassies in Argentina, according to a law enforcement official.The plotters also discussed a side deal between the Quds Force, part of Iran’s Islamic Revolutionary Guards Corps, and Los Zetas to funnel tons of opium from the Middle East to Mexico, the official said. The plans never progressed, though, because the two suspects — the Iranian-American and an Iranian Quds Force officer — unwittingly were dealing with an informant for the Drug Enforcement Administration, officials said.Attorney General Eric H. Holder Jr., who announced the murder plot at a news conference in Washington, said it was directed and approved by elements of the Iranian government and, specifically, senior members of the Quds Force. He added that high-up officials in those agencies, which is an integral part of the Iranian government, were responsible for this plot.The charges heightened tensions in an already fraught relationship between Iran and the United States.
The Iranian ambassador to the United Nations, Mohammad Khazaee, said his nation was outraged about the accusations. In a letter to Secretary General Ban Ki-moon, Mr. Khazaee said that Iran strongly and categorically rejects these fabricated and baseless allegations, based on the suspicious claims by an individual.Saudi Arabia and Iran are locked in a bitter regional rivalry, one that has intensified as they have jockeyed for influence since the political upheavals of the Arab Spring. He had been approached, he said, by an Iranian friend of his aunt’s in Corpus Christi — Mr. Arbabsiar — with a proposition to hire the cartel to carry out terrorist attacks inside the United States. Mr. Arbabsiar believed that the informant was an actual member of Los Zetas.
Over the next two months, Mr. Arbabsiar and the informant worked out a deal under which Mr. Arbabsiar would pay $1.5 million to Los Zetas to kill the Saudi ambassador at a restaurant in Washington, officials said. The complaint quotes Mr. Arbabsiar as making conflicting statements about the possibility of bystander deaths; at one point he is said to say that killing the ambassador alone would be preferable, but on another occasion he said it would be no big deal if many others at the restaurant — possibly including United States senators — died in any bombing.There was never any risk, officials said, because the informant was working for the drug agency, and their meetings in Mexico and telephone conversations, were being recorded by law enforcement authorities.In early August, on a visit to Iran, Mr. Arbabsiar wired nearly $100,000 to the informant’s bank account as a down payment, according to court documents. In late September, he flew to Mexico City from Iran, intending to serve as human collateral to ensure that Los Zetas would be paid the rest of their money after killing the ambassador.But the government of Mexico, at the request of the United States, denied entry to Mr. Arbabsiar and put him on a commercial flight with a stopover in New York, where he was arrested.On Tuesday, the Justice Department released a letter to the court saying Mr. Arbabsiar had repeatedly waived his right to be quickly brought before a judge and to have a lawyer present during questioning. The letter said he had confessed to his role in the plot and had provided extremely valuable intelligence.Mr. Holder said the United States is committed to holding Iran accountable for its actions but declined to answer a question about Iranian officials’ motivation for the alleged plot.Experts on Iran expressed astonishment at both the apparently clumsy tradecraft and the uncertain goal of the intended mayhem on United States soil.Rasool Nafisi, an Iranian-American scholar who studies the Islamic Revolutionary Guards Corps, said he thought it unlikely that the plot was approved at a high level by Iranian officials. It’s not typical of the Quds Force or the I.R.G.C. to operate in the U.S., for fear of retaliation, Mr. Nafisi said. Iran’s last lethal operation on American soil, he said, was in 1980, when a critic of the Islamic government was murdered at his Bethesda, Md., home.Mr. Nafisi said it was conceivable that elements of the Revolutionary Guards might have concocted the plot without top-level approval, perhaps to prevent reconciliation between Iran and the United States.But Iran’s Islamic government has a long history of attempts to eliminate enemies living overseas, said Roya Hakakian, author of Assassins of the Turquoise Palace, a book on the murder of four Iranians in a Berlin restaurant in 1992. A German court found that the murders were approved at the highest levels of the Iranian government.

What could prove a historic deal to release hundreds of Palestinian prisoners in exchange for an Israeli soldier held captive in Gaza has been agreed between Israel and Hamas, concluding five years of negotiations that have repeatedly collapsed in acrimony and violence.The Israeli Prime Minister, Benjamin Netanyahu, said that he had telephoned the parents of Gilad Shalit, the soldier captured by Hamas in a cross-border raid in 2006, to tell them that their son would be home within days.Mr Netanyahu said that a deal with Hamas was initialled last Thursday and signed yesterday, adding that he got the best deal we could get. He had earlier been quoted by an Israeli television station as saying the window has been opened for a historic deal.

France’s President - Nicolas Sarkozy - has made a mistake of historic proportions - possibly dashing any hope of the two-state solution between Israel and the Palestinian Arabs coming to fruition - after he told the French magazine Le Canard Enchaîne:It is silly to talk about a Jewish state,President Sarkozy made this comment while referring to the Israeli demand that the Palestinian Arabs recognize Israel as the Jewish state in any peace agreement.He compounded this act of gross political ineptness by continuing:It would be like saying that this table is Catholic. There are two million Arabs in Israel.On the figures alone - President Sarkozy is demonstrably wrong.Latest statistics show the Arab population of Israel is 1,610,000 (20.5%). The President also fails to mention that the Jewish population numbers 5,874,300 (75.3%) and there are 323,000 not identified as Jews or Arabs (4.2%).Tables cannot be offended - but people certainly can. The EU on Tuesday (11 October) started collecting fingerprints of visa applicants in north African countries, as part of a new data base connecting all 25 countries that are part of the border-free Schengen zone. The system should be rolled out in all EU consulates around the world by 2014, but is already two years behind schedule.The Visa Information System (VIS) connects fingerprints to digital pictures and personal information of each applicant for a Schengen visa, so as to avoid fraud. Having a shared data base on visa applications will also allow governments to check if the person is not also applying for visas or has already been denied entry in another Schengen state - something that cannot be verified at the moment.From now on, foreigners wishing to visit the EU will benefit from clearer, more precise, transparent and fairer visa application rules. The new system will also allow visas to be issued and verified in a more efficient and secure way, home affairs commissioner Cecilia Malmstrom said in a statement.Fingerprinting will prevent identity theft or renting a passport, a practice that according to EU commission sources is quite frequent among Asian visitors. We have the problem of lookalikes, for instance from Asia. For €2,000, they can rent a passport with a multiple entry visa to the Schengen area, pretend they are that person and once they are here, mail it back to Asia so it can be used again,one EU official told journalists on Tuesday.
The European Commission admits, however, that for the new system to deliver on its advertised goals, some two more years have to pass until the system is rolled out in all the 2,500 Schengen consulates around the world. According to a decision taken by interior ministers in 2009, after the first countries where the new system is being rolled out - Algeria, Egypt, Libya, Mauritania, Morocco and Tunisia - the VIS will then be rolled out in the Gulf region and Asia, but an exact calendar has yet to be established.This after the France's Steria and the American giant HP which should have created the system by 2009 ran into technical difficulties and was fined by the commission €7.5 million for the delay. But member states too had problems in getting their national systems up and running, so it's not exclusively the fault of the external contractors,an EU source said.The total cost of the VIS system at a central level - not the national databases paid by local budgets - amounts to €91 million. Maintenance of the main data server in Strasbourg and its backup in the Austrian Alps will cost another €20 million. But with 13 million Schengen visas issued each year at a cost of €16 each, the revenue surpasses largely the cost of this data collection system which has already been put in place in the US, EU officials stress.
Unlike the US, however, VIS is not linked automatically with other data collection programs such as the Schengen Information System listing cross-border crime suspects and stolen goods. Police and intelligence services in Schengen states can access the data only if they have a specific case going on. British, Irish and Cypriot police are excluded, as their countries are not part of the Schengen area. Romanian and Bulgarian authorities have their national systems ready for VIS deployment, once they are accepted as Schengen members.British Liberal MEP Sarah Ludford, who drafted the European Parliament's position on the VIS system, said the roll-out was good news,but the two-year delay is dismaying.A staunch defender of privacy rights, the EU legislature managed to incorporate strong data safeguards in the system, given that personal details, including fingerprints of around 70 million visa applicants, will be stored at any one time. The judge - believed by EU institutions to take orders from the president - said she exceeded her powers in signing a gas contract with Russia in 2009.The 27 EU countries in a formal statement added that plans to sign an EU-Ukraine trade and association pact in December are in jeopardy.The way the Ukrainian authorities will generally respect universal values and rule of law, and specifically how they will handle these cases, risks having profound implications for the EU-Ukraine bilateral relationship, including for the conclusion of the Association Agreement,they said.
Yanukovych is due to come to Brussels to meet with European Commission head Jose Manuel Barroso and EU Council chief Herman Van Rompuy on 20 October to discuss final details of the treaty.He will have a chance to repair damage on 18 October, when the Ukrainian parliament considers changing the law to decriminalise the charges against Tymoshenko. If the Verkhovna Rada passes the legal amendments, Yanukovych could sign them into life the same day or up to 15 days later, letting Tymoshenko walk free.The Ukrainian foreign ministry could not immediately be reached for comment. Egyptian authorities committed a heinous crime against Coptic Christians this week. Where is the UN? Elias Bejjani-The Military Egyptian authorities with no mercy and in cold blood committed a heinous and barbaric massacre against unarmed Coptic Christian civilians who were just protesting in a peaceful and civilized manner the shameful atrocity of burning one of their churches by fundamentalists in the village of Elmarinab in Edfu, Aswan.This is a shame and disgrace for the civilized world.On Sunday, Egyptian military forces attacked the Coptic demonstrators savagely using all kinds of weapons including armored vehicles, tanks and tear gas.Initial reports indicated that at least 35 Copts were killed and more than 300 injured. The number of the victims could rise dramatically as many bodies are still unidentified and disfigured beyond recognition.We strongly condemn this savage crime of hatred and barbarism and call upon the Egyptian authorities to assume their full responsibilities and once and forever stop justifying their anti-Copt crimes with false fabrications and empty accusations of foreign conspiracies.An immediate and thorough judicial investigation must be carried out without any delay under international supervision.All officials and military personnel who instigated and executed the criminal attack must be held responsible and put on trial.Apparently, the ruling Egyptian Military Council has completely abandoned its governing responsibilities, negated its security obligations and together with the Salafist fundementalists, is openly persecuting and murdering the Copts.The last crime is a huge insult to the military Egyptian rulers and to all the Arab countries .
It has become a must that the persecuted, threatened, scared and abandoned Copts call on the UN and Free World countries to step in and protect them from their own rulers, army and people.The Free World countries and UN have a moral obligation to intervene by all available means and on all levels in a bid to protect the Egyptian Copts and to condemn the escalating anti-Copt stances that the military rulers of Egypt are taking, while the fanatical Muslim Salafists are attacking the Copts, invading their homes, killing them, burning their churches and threatening to kill their clergy.We offer our heartily felt condolences to the families and friends of those who lost their lives in Egypt and wish a quick recovery to those who were injured. Iran ready to equip Lebanese Army

Speaking in a meeting with Lebanon’s Defense Minister Fayez Ghusn in Beirut on Monday, Ghazanfar Roknabadi added that developing stronger defense cooperation was necessary given the daily violations of Lebanese airspace by the Israeli fighter jets.Ghusn, for his part, praised Iran’s support for Lebanon and its defense of the rights of the Arab and Muslim world and said Lebanon is proud of having Iran’s support.The Lebanese minister also expressed readiness to travel to Iran in the near future.Lebanon’s President Michel Suleiman recently announced the country was awaiting Iran’s official response to Beirut’s request for the expansion of bilateral defense cooperation.This comes as Iranian Defense Minister Brigadier General Ahmad Vahidi had said on February 5, 2011 that Tehran was ready to start defense cooperation with Beirut upon the Lebanese side’s request.Whenever the Lebanese side is ready to start this cooperation it will submit its request, IRNA quoted him as saying.

WASHINGTON — The United States on Tuesday accused Iranian officials of plotting to murder Saudi Arabia’s ambassador to the United States in a bizarre scheme involving an Iranian-American used-car salesman who believed he was hiring assassins from a Mexican drug cartel for $1.5 million.The alleged plot also included plans to pay the cartel, Los Zetas, to bomb the Israeli Embassy in Washington and the Saudi and Israeli Embassies in Argentina, according to a law enforcement official.The plotters also discussed a side deal between the Quds Force, part of Iran’s Islamic Revolutionary Guards Corps, and Los Zetas to funnel tons of opium from the Middle East to Mexico, the official said. The plans never progressed, though, because the two suspects — the Iranian-American and an Iranian Quds Force officer — unwittingly were dealing with an informant for the Drug Enforcement Administration, officials said.Attorney General Eric H. Holder Jr., who announced the murder plot at a news conference in Washington, said it was directed and approved by elements of the Iranian government and, specifically, senior members of the Quds Force. He added that high-up officials in those agencies, which is an integral part of the Iranian government, were responsible for this plot.The charges heightened tensions in an already fraught relationship between Iran and the United States.
The Iranian ambassador to the United Nations, Mohammad Khazaee, said his nation was outraged about the accusations. In a letter to Secretary General Ban Ki-moon, Mr. Khazaee said that Iran strongly and categorically rejects these fabricated and baseless allegations, based on the suspicious claims by an individual.Saudi Arabia and Iran are locked in a bitter regional rivalry, one that has intensified as they have jockeyed for influence since the political upheavals of the Arab Spring. The Saudi Embassy in Washington denounced the plot against the ambassador, Adel al-Jubeir, as a despicable violation of international norms, standards and conventions.Mr. Holder’s assertion and the F.B.I.’s account of official Iranian involvement in the plot, reportedly code-named Chevrolet, provoked puzzlement from specialists on Iran, who said it seemed unlikely that the government would back a brazen murder and bombing plan on American soil.Investigators, too, were initially skeptical about ties to Iran, officials said. They said, though, that the F.B.I. monitored calls to Iran about the plot and found money had been wired from a Quds Force bank account. In addition, the Iranian-American accused in the scheme, Mansour J. Arbabsiar, correctly identified a known Quds Force officer from a photo array, and his cousin — who he said recruited him for the plot — is another Quds official.It remained unclear, though, whether the plot was conceived by a rogue element or had approval from top officials of the Revolutionary Guards or the Iranian government.It’s so outside their normal track of activity, said a senior law enforcement official who had been involved in the investigation and would speak only on the condition of anonymity. The State Department issued an alert on Tuesday for Americans traveling or living abroad regarding the potential for anti-U.S. actions following the disruption of the plot, which it said may indicate a more aggressive focus by the Iranian government on terrorist activity.Mr. Arbabsiar, 56, a naturalized American citizen who lives in Corpus Christi, Tex., was named in a federal criminal complaint in New York along with Gholam Shakuri, whom the Justice Department identified as a member of the Quds Force.Mr. Arbabsiar, who one official said sold used cars for a living, was arrested Sept. 29 at Kennedy International Airport in New York; Mr. Shakuri remains at large and is believed to be in Iran.Minutes after the Justice Department laid out the charges, the Treasury Department announced sanctions against five people — including four senior members of the Quds Force, which the United States designated as a terrorist group in 2007.White House officials said President Obama called the Saudi ambassador on Tuesday to express solidarity, saying the president underscored that the United States believes this plot to be a flagrant violation of U.S. and international law, and reiterated our commitment to meet our responsibilities to ensure the security of diplomats serving in our country.Mr. Arbabsiar, who has lived in Texas for many years, made a brief appearance in federal court in Manhattan on Tuesday afternoon, dressed in a blue checked shirt and with a pronounced scar on his left cheek. He did not enter a plea, but his lawyer, Sabrina Shroff, said after the hearing that if he is indicted, he will plead not guilty.The case began in May, when a Drug Enforcement Administration informant with ties to high-level leaders of Los Zetas told agents of a bizarre conversation. He had been approached, he said, by an Iranian friend of his aunt’s in Corpus Christi — Mr. Arbabsiar — with a proposition to hire the cartel to carry out terrorist attacks inside the United States. Mr. Arbabsiar believed that the informant was an actual member of Los Zetas.
Over the next two months, Mr. Arbabsiar and the informant worked out a deal under which Mr. Arbabsiar would pay $1.5 million to Los Zetas to kill the Saudi ambassador at a restaurant in Washington, officials said. The complaint quotes Mr. Arbabsiar as making conflicting statements about the possibility of bystander deaths; at one point he is said to say that killing the ambassador alone would be preferable, but on another occasion he said it would be no big deal if many others at the restaurant — possibly including United States senators — died in any bombing.There was never any risk, officials said, because the informant was working for the drug agency, and their meetings in Mexico and telephone conversations, were being recorded by law enforcement authorities.In early August, on a visit to Iran, Mr. Arbabsiar wired nearly $100,000 to the informant’s bank account as a down payment, according to court documents. In late September, he flew to Mexico City from Iran, intending to serve as human collateral to ensure that Los Zetas would be paid the rest of their money after killing the ambassador.But the government of Mexico, at the request of the United States, denied entry to Mr. Arbabsiar and put him on a commercial flight with a stopover in New York, where he was arrested.On Tuesday, the Justice Department released a letter to the court saying Mr. Arbabsiar had repeatedly waived his right to be quickly brought before a judge and to have a lawyer present during questioning. The letter said he had confessed to his role in the plot and had provided extremely valuable intelligence.Mr. Holder said the United States is committed to holding Iran accountable for its actions but declined to answer a question about Iranian officials’ motivation for the alleged plot.Experts on Iran expressed astonishment at both the apparently clumsy tradecraft and the uncertain goal of the intended mayhem on United States soil.Rasool Nafisi, an Iranian-American scholar who studies the Islamic Revolutionary Guards Corps, said he thought it unlikely that the plot was approved at a high level by Iranian officials. It’s not typical of the Quds Force or the I.R.G.C. to operate in the U.S., for fear of retaliation, Mr. Nafisi said. Iran’s last lethal operation on American soil, he said, was in 1980, when a critic of the Islamic government was murdered at his Bethesda, Md., home.Mr. Nafisi said it was conceivable that elements of the Revolutionary Guards might have concocted the plot without top-level approval, perhaps to prevent reconciliation between Iran and the United States.But Iran’s Islamic government has a long history of attempts to eliminate enemies living overseas, said Roya Hakakian, author of Assassins of the Turquoise Palace, a book on the murder of four Iranians in a Berlin restaurant in 1992. A German court found that the murders were approved at the highest levels of the Iranian government.

What could prove a historic deal to release hundreds of Palestinian prisoners in exchange for an Israeli soldier held captive in Gaza has been agreed between Israel and Hamas, concluding five years of negotiations that have repeatedly collapsed in acrimony and violence.The Israeli Prime Minister, Benjamin Netanyahu, said that he had telephoned the parents of Gilad Shalit, the soldier captured by Hamas in a cross-border raid in 2006, to tell them that their son would be home within days.Mr Netanyahu said that a deal with Hamas was initialled last Thursday and signed yesterday, adding that he got the best deal we could get. He had earlier been quoted by an Israeli television station as saying the window has been opened for a historic deal.
Hamas leader Khalad Meshal confirmed the deal and said that it would see 1,000 Palestinian prisoners released in two stages, the first 450 within a week. The group would include 315 serving life sentences and all Palestinian women in Israeli prisons, he said, hailing the deal as a national accomplishment and declaring those to be released were heroes who would come back to freedom and struggle against occupation.A delegation led by a top Hamas official, Mahmoud Zahar, had arrived in Cairo on Monday night from the group's headquarters in Syria. A source involved in the talks said the deal had been mediated by Egypt.There were conflicting reports last night over whether Marwan Barghouti, a former top local commander of Fatah, would be part of the deal. If so, it would be a hugely significant step as the release of Barghouti, the most prominent imprisoned Palestinian who is serving multiple life terms for his role in deadly attacks against Israelis, has long been a sticking point in negotiations.German and Egyptian mediators have tried to broker deals between Israel and Hamas over the past five years. Those talks have repeatedly broken down, and Israel has carried out a number of military strikes and imposed a blockade on the Gaza Strip, partly to pressure Hamas over the case of the soldier. In 2009, it was reported that an exchange was close on similar terms to those which have now reportedly been agreed.The deal collapsed, however, after disagreements over the release of a number of heavyweight prisoners held by Israel, who were accused of planning terrorist attacks on the country. Other sticking points have been whether prisoners would be allowed to return to the West Bank and Gaza Strip, or be sent into exile.
If agreed, the deal would see the release of Sergeant Shalit, 25, after five years in captivity in the Gaza Strip.He was 19 when he was captured in June 2006 by Palestinian militants who burrowed into Israel and took him into Gaza. His prolonged captivity has been an emotive issue in Israel, where military service is mandatory for Jewish citizens, and many Israelis have identified with the Shalit family's predicament.

Israel's long fight: How prisoners triggered a campaign
With conscription a fact of life in Israel and with a perception that the country is surrounded by enemies fuelling a strong sense of the need for national solidarity, the government in Jerusalem always faces a difficult calculus when determining how far to go to bring back a captured soldier.That Israel is prepared to go to extreme lengths to bring back its young conscripts alive is indicated by the numbers of Palestinian prisoners that Benjamin Netanyahu was prepared to release for Gilad Shalit. But if Mr Netanyahu and his cabinet were seen to be reluctant to make the necessary sacrifices for the soldier's freedom, the political costs could be significant.In the past, limits on Israel's willingness to bargain have been defined by whether those up for exchange have blood on their hands. The steps soldiers are instructed to take to prevent a snatch are also unusual.
