UNITED NATIONS (AP) — Nearly two decades after embarking on historic peace talks with Israel, Palestinians prepared to sidestep that troubled route on Friday to seek U.N. recognition of an independent state — hoping to leverage this dramatic move on the world stage to realize their dream of an independent homeland.Earlier in the week, Palestinian President Mahmoud Abbas rebuffed an intense, U.S.-led effort to sway him from the statehood bid, saying he would submit the application to U.N. chief Ban Ki-moon as planned. A top aide, Mohammed Ishtayeh, said Thursday that Abbas asked Ban and the Council's Lebanese president this month to process the application without delay.We're going without any hesitation and continuing despite all the pressures, Abbas told members of the Palestinian diaspora at a hotel in New York on Thursday night. We seek to achieve our right and we want our independent state.To be sure, Abbas' appeal to the U.N. to recognize Palestinian independence in the West Bank, east Jerusalem and Gaza Strip would not deliver any immediate changes on the ground: Israel would remain an occupying force in those first two territories and continue to severely restrict access to Gaza, ruled by Palestinian Hamas militants.Beyond that, Security Council action on the membership request could take weeks or months.The strategy also put the Palestinians in direct confrontation with the U.S., which has threatened to veto their membership bid in the U.N. Security Council, reasoning, like Israel, that statehood can only be achieved through direct negotiations between the parties to the long and bloody conflict.Also hanging heavy in the air was the threat of renewed violence over frustrated Palestinian aspirations — perhaps not immediate, because Abbas has vowed to prevent unrest, but possibly down the road if negotiations continue to stall.
Yet by seeking approval at a world forum overwhelmingly sympathetic to their quest, Palestinians hope to make it harder for Israel to resist already heavy global pressure to negotiate the borders of a future Palestine based on lines Israel held before capturing the West Bank, east Jerusalem and Gaza in 1967.In recent weeks, international mediators have been furiously trying to piece together a formula that would let the Palestinians abandon their plan to ask the Security Council for full U.N. membership, and instead make do with the more modest goal of asking a sympathetic General Assembly to elevate their status from permanent observer to nonmember observer state. The other part of that formula would include the resumption of negotiations in short order.The U.S. and Israel have been pressuring council members to either vote against the plan or abstain when it comes up for a vote. The vote would require the support of nine of the council's 15 members to pass, but even if the Palestinians could line up that backing, a U.S. veto is assured.The resumption of talks seems an elusive goal, with both sides digging in to positions that have tripped up negotiations for years. Israel insists that negotiations go ahead without any preconditions. But Palestinians say they will not return to the bargaining table without assurances that Israel would halt settlement building and drop its opposition to basing negotiations on the borders it held before capturing the West Bank, east Jerusalem and the Gaza in 1967.
Israel has warned that the Palestinian appeal to the U.N. will have a disastrous effect on negotiations, which have been the cornerstone of international Mideast policy for the past two decades. Netanyahu, who is to address the General Assembly later Friday, shortly after Abbas makes his own address, opposes negotiations based on 1967 lines, saying a return to those frontiers would expose Israel's heartland to rocket fire from the West Bank.He also fears that if that principle becomes the baseline for negotiations, then Palestinians won't settle for anything less, despite previous understandings between the Palesitnians and previous Israeli governments to swap land where settlement blocs stand for Israeli territory.Talks for all intents and purposes broke down nearly three years ago after Israel went to war in the Gaza Strip and prepared to hold national elections that ultimately propelled Netanyahu to power for a second time. A last round was launched a year ago, with the ambitious aim of producing a framework accord for a peace deal, but broke down just three weeks later after an Israeli settlement construction slowdown expired.Palestinians say they turned to the U.N. in desperation over 18 failed years of peace talks. But Israelis say the Palestinians are to blame for their own predicament and accuse them of going to the United Nations precisely to avoid talks.

Palestinian Authority President Mahmoud Abbas today submitted an application for Palestine to become a United Nations Member State.Mr. Abbas handed over an application to Secretary-General Ban Ki-moon at UN Headquarters in New York this morning. Palestine currently has observer status at the UN.According to the provisions of the UN Charter, the Secretary-General is tasked with verifying any letter requesting UN membership, after which he sends it to the Security Council and the General Assembly.The application is considered by the Council, which decides whether or not to recommend admission to the 193-member Assembly, which has to adopt a resolution for the admission of any new Member State.Later, Mr. Abbas told the Assembly’s annual general debate that Palestine is applying for full membership of the UN, on the basis of the so-called 4 June 1967 borders.Palestine is being reborn. This is my message, he said, adding that he hoped it did not have to wait long for the application to be approved.I call upon Mr. Secretary-General to expedite transmittal of our request to the Security Council, and I call upon the distinguished members of the Security Council to vote in favour of our full membership. I also appeal to the States that have not yet done so to recognize the State of Palestine.In his address to the Assembly, Mr. Abbas said that Israeli Government policies were responsible for the continued failure of the successive international attempts to salvage the peace process.He cited the construction of settlements in the West Bank, the refusal of permits for Palestinians to build in East Jerusalem, and the extensive number of military checkpoints limiting Palestinian movement and the ongoing blockade of the Gaza Strip as examples of such policies.
All of these actions taken by Israel in our country are unilateral actions and are not based on any earlier agreements. Indeed, what we witness is a selective application of the agreements aimed at perpetuating the occupation.He stressed that over the past two years Palestinian authorities have worked hard to implement a programme of building up State institutions, as well as strengthening civil society, increasing government accountability and promoting the participation of women in public life.Meanwhile, the Middle East Quartet – a diplomatic grouping bringing together the UN, the European Union, Russia and the United States – is scheduled to hold a meeting at UN Headquarters later today to discuss the Israeli-Palestinian conflict.
West Bank Palestinians await their UN moment

Palestinians across the West Bank on Friday prepared to celebrate the formal submission of their bid to become a UN member state, despite opposition from Washington and Israel.In city centres, giant television screens were set up so residents could watch Palestinian president Mahmud Abbas deliver a historic address to the UN General Assembly, urging them to back the bid for membership.Palestinians were expected to begin gathering at around 1500 GMT, shortly before Abbas is scheduled to formally submit the bid to UN Secretary General Ban Ki-moon at 1535 GMT in New York.Abbas's address is expected at 1630 GMT, and the Palestinian religious affairs ministry has directed mosques across the West Bank to issue calls thanking Allah and asking him to help president Abbas to fulfil our people's dreams immediately afterwards.
Streets in most of the main towns and cities were strung with Palestinian flags and bunting carrying the logo of the campaign to push for Palestine becoming the UN's 194th member state.In Ramallah, the political capital of the West Bank, many had adorned their cars with the twin flags of Palestine and the 194 campaign, and posters of Abbas were pasted onto walls across the city.Near the Muqataa, the seat of the Palestinian presidency, the flags of the more than 125 nations that have recognised a Palestinian state flew on flagpoles arrayed in a circle around a central Palestinian flag.In the southern city of Hebron, the municipality building was draped with a three-metre (10-foot) poster of Abbas under the heading Palestine 194, and similar decorations were hung in the northern city of Nablus and in Jenin.
State television carried wall-to-wall coverage of the diplomatic drama playing out in New York, interviewing local officials and politicians and running a series of slick adverts backing the UN membership push.One featured a jigsaw puzzle of the globe as depicted in the UN logo -- with a missing piece. From the side of the screen, a piece in the colours of the Palestinian flag flies across and slots into place, completing the puzzle.
The three main Palestinian newspapers also dedicated their front pages to the bid, and the inside pages were dotted with paid adverts from individuals and businesses expressing their support for Abbas and the UN move.The president delivers his speech to the General Assembly and presents a request for recognition of the state of Palestine, read the headline in Al-Quds newspaper, emblazoned over pictures of pro-bid demonstrations.Another cartoon in the paper used the famous image of US soldiers raising their flag during the battle of Iwo Jima, replacing the US flag with the Palestinian one and the soldiers with Palestinians, some in traditional garb.Al-Ayyam's headline read: The president presents a request for full membership for Palestine in front of the world, while on the back, a cartoon showed Abbas at the UN podium shouting into a loudspeaker: Freedom for Palestine.In the Gaza Strip, however, life was continuing as normal with no sign of any activity to mark the UN bid, which has not been backed by the territory's Hamas rulers.

Old NASA satellite to tumble to Earth on Friday

LOS ANGELES (AP) — While North America appears to be off the hook, scientists are scrambling to pinpoint exactly where and when a dead NASA climate satellite will plummet back to Earth on Friday.The 6-ton, bus-sized satellite is expected to break into more than a hundred pieces as it plunges through the atmosphere, most of it burning up.But if you're hoping for a glimpse, the odds are slim. Most sightings occur by chance because the re-entry path can't be predicted early enough to alert people, said Canadian Ted Molczan, who tracks satellites for a hobby.In all his years of monitoring, Molczan has witnessed only one tumble back to Earth — the 2004 return of a Russian communications satellite.It looked like a brilliant star with a long glowing tail, he said in an email.The best guess so far is that the 20-year-old Upper Atmosphere Research Satellite will hit sometime Friday afternoon or early evening, Eastern time. The latest calculations indicate it will not be over the United States, Canada and Mexico during that time.
Until Thursday, every continent but Antarctic was a potential target. Predicting where and when the freefalling satellite will land is an imprecise science, but officials should be able to narrow it down a few hours ahead.While most of the satellite pieces will disintegrate, 26 large metal chunks — the largest about 300 pounds — are expected to survive, hit and scatter somewhere on the planet. With nearly three-quarters of the world covered in water, chances are that it will be a splashdown.If the re-entry is visible, it'll look like a long-lived meteor, said Jonathan McDowell of the Harvard-Smithsonian Center for Astrophysics in Cambridge, Mass.Since the dawn of the Space Age, no one has been injured by falling space debris. The only confirmed case of a person being hit by space junk was in 1997 when Lottie Williams of Tulsa, Okla., was grazed in the shoulder by a small bit of debris from a discarded piece of a Delta rocket.The odds of someone somewhere on Earth getting struck by the NASA satellite are 1 in 3,200. But any one person's odds are astronomically lower — 1 in 21 trillion.You're way more likely to be hit by lightning than by the satellite, McDowell said.NASA has warned people not to touch any satellite part they might chance upon. There are no hazardous chemicals on board, but people can get hurt by sharp edges, the space agency said.The U.S. tracks the roughly 22,000 pieces of satellites, rockets and other junk orbiting the Earth. Nowadays, the world is more eco-conscious about what it puts up in space. Modern satellites must be designed to disintegrate upon re-entry or have enough fuel to be nudged into a higher orbit or steered into the ocean.The satellite was launched in 1991 aboard the space shuttle Discovery to study the ozone layer, and back then there was no such rule. NASA used up the remaining fuel to put it into a lower orbit in 2005, setting the stage for its uncontrolled return. It will be the biggest NASA spacecraft to fall uncontrolled from the sky in 32 years.
It's not unusual for space debris to dive back to Earth. NASA's Orbital Debris Program Office estimates that medium-sized junk falls back once a week. Debris the size of the satellite due back Friday occurs less frequently, about once a year.
Harvard's McDowell noted that two massive Russian rocket stages have plunged back this year with little notice.The only reason this is getting attention is because NASA, as a matter of due diligence, put out a press release,he said.

CAPE CANAVERAL, Florida (Reuters) - A six-ton NASA science satellite pierced the atmosphere over the Pacific Ocean and fell back to Earth, the U.S. space agency said on Saturday, but it was not yet known where the remains landed.NASA said its decommissioned Upper Atmosphere Research Satellite, which took an unpredictable course as it tumbled through the upper atmosphere, fell to Earth sometime between 11:23 p.m. EDT on Friday and 1:09 a.m. EDT on Saturday.The precise re-entry time and location are not yet known with certainty, NASA said of the 20-year-old satellite.
There were reports on Twitter of debris falling over Okotoks, a town south of Calgary in western Canada, most likely satellite remains.Stretching 35 feet long and 15 feet in diameter, UARS was among the largest spacecraft to plummet uncontrollably through the atmosphere, although it is a slim cousin to NASA's 75-tonnes Skylab station, which crashed to Earth in 1979.Russia's last space station, the 135-tonnes Mir, crashed into the Pacific Ocean in 2001, but it was a guided descent.NASA now plans for the controlled re-entry of large spacecraft, but it did not when UARS was designed.The 13,000-pound (5,897 kg) satellite was dispatched into orbit by a space shuttle crew in 1991 to study ozone and other chemicals in Earth's atmosphere. It completed its mission in 2005 and had been slowly losing altitude ever since, pulled by the planet's gravity.Most of the spacecraft burned up during the fiery plunge through the atmosphere, but about 26 individual pieces, weighing a total of about 1,100 pounds (500 kg) could have survived the incineration.The debris field spans about 500 miles, but exactly where it is located depends on when UARS descended.
With most of the planet covered in water and vast uninhabited deserts and other land directly beneath the satellite's flight path, the chance that someone would be hit by falling debris was 1-in-3,200, NASA said.The risk to public safety is very remote,it said.The satellite flew over most of the planet, traveling between 57 degrees north and 57 degrees south of the equator.UARS was one of about 20,000 pieces of space debris in orbit around Earth. A decommissioned NASA satellite, the biggest piece of US space junk to fall in 30 years, has crash-landed but the precise location is not yet known, the US space agency said early Saturday.NASA has repeatedly said there is only a very remote risk to the public from the 26 fragments of the Upper Atmosphere Research Satellite (UARS) which were expected to survive the fiery re-entry into the atmosphere.The satellite fell back to Earth between 11:23 pm Friday and 1:09 am Saturday (0323-0509 GMT Saturday), but the precise re-entry time and location are not yet known with certainty, NASA said.The Joint Space Operations Center at Vandenberg Air Force Base in California said the satellite penetrated the atmosphere over the Pacific Ocean, it later said, noting the landing site was still not confirmed.On its Twitter feed, NASA said, If debris fell on land (and that's still a BIG if), Canada is most likely area.The two dozen parts of the UARS that may have survived re-entry could weigh anything from two to 350 pounds (1-158 kilograms), the space agency said, and the debris field is expected to span 500 miles (800 kilometers).Earlier, Canada, Africa and Australia had all been named as possible sites for touchdown of debris from the tour-bus-sized UARS.
The tumbling motion of the satellite has made it difficult to narrow down the location. And given that the world is 70 percent water, an ocean landing was considered likely.In the entire 50 plus year history of the space program, no person has ever been injured by a piece of re-entering space debris, said Mark Matney, an orbital debris scientist at NASA.Keep in mind we have bits of debris re-entering the atmosphere every single day.On Friday, a NASA spokeswoman said the US Department of Defense and the space agency were busy tracking the debris and keeping all federal disaster agencies informed.The Federal Aviation Administration issued a notice Thursday to pilots and flight crews of the potential hazard, and urged them to report any falling space debris and take note of its position and time.On Friday, Italy's civil protection agency warned that the probability of a crash in its northern territory had risen from 0.6 to 1.5 percent, and urged residents to stay indoors, on lower floors, preferably near load-bearing walls.Orbital debris experts say space junk of this size from broken-down satellites and spent rockets tends to fall back to Earth about once a year, though this is the biggest NASA satellite to fall in three decades.NASA's 85-ton Skylab crashed into western Australia in 1979.
The surviving chunks of the UARS, which launched in 1991 and was decommissioned in 2005, will likely include titanium fuel tanks, beryllium housing and stainless steel batteries and wheel rims.No consideration ever was given to shooting it down, NASA spokeswoman Beth Dickey said.The craft contains no fuel and so is not expected to explode on impact, and NASA also said on Twitter that talk of flaming space debris was a myth.Pieces of UARS landing on Earth will not be very hot. Heating stops 20 miles up, cools after that, NASA said, adding that UARS contains nothing radioactive but its metal fragments could be sharp.The US space agency has warned anyone who comes across what they believe may be UARS debris not to touch it but to contact authorities for assistance.Space law professor Frans von der Dunk from the University of Nebraska-Lincoln told AFP that the United States will likely have to pay damages to any country where the debris falls.The damage to be compensated is essentially without limit, von der Dunk said, referring to the 1972 Liability Convention to which the United States is one of 80 state signatories.

Operation Mountain Guardian is a terrorism-based, full-scale emergency exercise scheduled to take place in numerous locations in the Denver metro area on Friday, September 23, 2011.The exercise will involve first responders from 81 different agencies**, will be conducted at ten separate locations and will include loud noises, simulated weapons, smoke, emergency vehicles and other equipment that will be audible and visible throughout the day.The purpose of this advisory is to provide information that can be disseminated to the public ahead of time to avoid confusion or concern on exercise day, as well as to invite media coverage of the event.

Martial Law Drill Commences as Economy Begins Descent

A massive terror drill – remarkably ignored by all but local media – is now underway in Denver, Colorado.
More than 100 government agencies are taking part in Operation Mountain Guardian, made possible due to a grant from the Department of Homeland Security through FEMA Region VIII and the State of Colorado Governor’s Office of Homeland Security, according to KDVR in Denver.Mock terror drills will be staged at a mall, an elementary school, a community college, a hospital, and transportation hubs, including the Denver airport.
The exercise is scheduled to begin at 5 a.m. and end by 4:30 p.m., according to ABC 7 News in Denver.KDVR reports that the media will be allowed to report on the events, but a news advisory PDF released by officialdom states media coverage will be restricted to outside areas.Terror drills are of particular concern due to the fact that several were staged on September 11, 2001, and July 7, 2005, during attacks attributed to Muslim cave dwellers and associated patsies.On the morning of September 11, 2001, the CIA was conducting a terror exercise and several days earlier, on September 6, NORAD simulated two hijackings as part of Vigilant Guardian. According to the government’s 9/11 report, one military scenario included terrorists hijacking a London to New York flight and blowing it up with explosives over New York.The previous year, in October of 2000, a military exercise was conducted which consisted of a scenario simulating a passenger plane crashing into the Pentagon.
Drills were also held during the London terror bombings of July 7, 2005.Peter Power, Managing Director of Visor Consultants, a private firm on contract to the London Metropolitan Police, described in a BBC interview how he had organized and conducted the anti-terror drill. The fictional scenario was based on simultaneous bombs going off at exactly the same time at the underground stations where the real attacks occurred.The possibility of an actual terror event going live during the Operation Mountain Guardian is minimal, however, and the massive coordinated event in Colorado is designed as part of a larger effort to federalize local officials for the eventual implementation of martial law, likely in response to economic conditions, not false flag terror per se.

EU Council President Herman Van Rompuy has in a ground-breaking speech in New York described the EU as a force for good in the world and said it is managing the euro crisis in a spirit of solidarity.Addressing the UN General Assembly on Thursday (22 September) for the first time as the EU's top official rather than as a leader of an EU presidency country, he said: This institutional innovation gives our union more continuity and consistency vis-a-vis other world leaders.The EU has observer status at the UN and its officials sit in the wings of the plenary chamber alongside entities like the Arab League or the Vatican. But in July it won the right to address the world body as if it was a country in recognition of the greater powers given to EU institutions by the Lisbon Treaty.Speaking in a mixture of English and French, but French first, Van Rompuy used the occasion to depict the union as a champion of human rights, poverty eradication and the fight against global warming.
He concentrated on its handling of the Arab Spring.For us, the Arab Spring is one of the most momentous political developments since the end of the Cold War. It also glosses over that Germany did not back Nato air strikes in Libya and that the EU's only military contribution, the so-called Eufor aid mission, was rejected by the UN.On the euro crisis, Van Rompuy's words do not fit the current climate of fear and loathing in the eurozone. With markets sure that Greece will soon default, the serious test risks unravelling not just the single currency but the EU itself.Van Rompuy took a predictable line on the hottest topic at the UN meeting - Palestinian independence.
He repeated the EU position that the best thing would be if Arabs and Israelis resumed peace talks. But he gave away nothing on how EU countries will vote if Palestine instead seeks full UN membership or to become a non-member state.Like US President Barack Obama earlier in the week, he excluded the Palestinians from his general praise of Arab Spring revolutionaries.He used the word occupation disliked by Israeli diplomats. But he depicted the Arab-Israeli conflict as a conflict of equals with equal responsibilities rather than as the Arab world sees it - the frequently brutal oppression of native people by a foreign-backed superpower.

The European Union's president urged Israel and the Palestinians to resume direct talks in an address to the United Nations on Thursday on the eve of a Palestinian bid for UN state membership.Now, the resumption of direct talks between Israel and the Palestinian Authority is the top priority, EU President Herman Van Rompuy said in his address to the UN General Assembly.As a member of the Quartet seeking a negotiated resolution of the Middle East conflict -- alongside the UN, the United States and Russia -- the European Union is deeply engaged in the peace process, he said.Van Rompuy did not mention the proposal offered by French President Nicolas Sarkozy the previous day as a way to head off the diplomatic crisis caused by the Palestinians' UN bid.Under Sarkozy's plan, the Palestinians would be given an intermediate observer status at the United Nations, while the two sides would return to negotiations and have one year to reach a definitive agreement.Now is the time for politics: for dialogue and negotiations. Populations have lived in fear and suffering for too long, Van Rompuy said.That's why I say to the leaders on both sides: the time to act is now. As French banks come under increased pressure from all quarters, the European Commission is rowing back on comments by its competition chief that more EU lenders than previously expected need to be recapitalised.Brussels maintains most of the bloc's banks are sound, following July's stress tests (andres rueda)His spokesman, Amelia Torres, criticised the press for taking his words out of context and said that he had only meant that the existing support measures for those banks that failed stress tests in July should be carried out.[Competition commissioner Almunia] said he thought we needed to continue with crisis regime if necessary, she told reporters in Brussels.Stress tests of EU banks in July revealed that nine banks, mainly smaller institutions, were undercapitalised and would be unable to withstand further financial shocks, while an additional sixteen were in a grey zone.In response, these banks must submit plans to the EU banking regulator by 15 October on how they plan to boost their capital base. They then have until mid-2012 to raise cash either from markets or submit requests for aid from their governments.
Commissioner Almunia however had said that other banks than those identified by the stress tests were also in difficult waters. His spokesman on Wednesday insisted his intent was more subtle than what had been reported.It is possible he didn’t say all banks or which banks possibly other than those identified by the stress tests that might need to be helped in the light of the crisis situation and that’s all he said. And that’s very different from what some of you [reporters] tried to say, she said.
On Tuesday, speaking in Warsaw, Almunia said as a result of the deteriorating economy, banks were in a worse situation than when the tests took place.The worsening of the sovereign debt crisis, its impact on a fragile banking system and the continuing tensions in funding markets, all point to the possible need for further recapitalisation of banks on top of the nine that failed the stress tests earlier this year, he said.It was the first time a senior EU official had suggested that the European banking sector was in worse trouble than has been admitted.As a result, he would be asking his colleagues in the commission to allow the currently relaxed rules on state aid for banks to be extended beyond the end of this year.He also criticised some banks for dragging their feet on making known the true state of their finances and conceded that French banks, none of which failed the stress tests or were in the grey zone, are being hit by some liquidity tensions that we hope can be solved.Last week, Moody's cut the rating on two major French banks, Credit Agricole, one of the biggest in financial institutions in Europe, and Societe Generale, over their exposure to Greek sovereign debt.The Bank of China has also decided to halt foreign exchange forwards and pulled swap lines with Societe Generale, Credit Agricole and a third French Bank, BNP Paribas.
The banks have also been bludgeoned by large falls in their share prices off the back of their Greek exposure.Additionally, German industrial conglomerate Siemens, which itself has a banking licence, has withdrawn some €500m from an undisclosed French bank and placed the sum with the European Central Bank for safe keeping and a higher rate of interest.A series of French banks have put up for sale large portfolios of asset sales in an attempt to shore up their capital cushion.The banks and the French government have said that they are capitalised sufficiently to withstand eurozone debt shocks.Standard & Poor’s on Wednesday also downgraded seven Italian banks as a result of related sovereign debt risk, and adjusted the outlook on eight others from stable to negative.Regarding the wider European situation, Fitch credit ratings agency has also warned pressure on liquidity, profitability and eventually capital positions will negatively affect banks' credit profiles and ratings.Until now, EU officials have insisted that European banks are better capitalised than a year ago and that French bank finances in particular were sound, stressing that they have held higher ratings than most other banks and that if there are any worries, they relate solely to liquidity issues rather than those of solvency.
Trouble could quickly spread around the world
But the pressure is mounting globally on European banks to act quickly to prevent a domino effect hitting other financial institutions.Central banks from around the world last week moved to inject dollars into European banks who are having trouble raising funds in the US currency.On the weekend, Swedish finance minister Anders Borg and his Spanish counterpart, Elena Salgado, both called for banking recapitalisation.And the International Monetary Fund on Tuesday in its World Economic Outlook report, warned that European banks were heavily exposed to countries with debt servicing issues.The next day, Jose Vinais, the head of the IMF's monetary and capital markets department, warned that the level of EU bank exposure to sovereign debt has soared to €300 billion.A concern is that capitalisation of euro area banks is relatively low, and they rely heavily on wholesale funding, which is prone to freezing during financial turmoil, the report read.Trouble in a few sovereigns could thus quickly spread across Europe. From there it could move to the United States - by way of US institutional investors' holdings of European assets - and to the rest of the world.The global lender’s new chief, former French finance minister Christine Lagarde has also called for an urgent, substantial and mandatory recapitalisation.Without such moves, we could easily see the further spread of economic weakness to core countries, or even a debilitating liquidity crisis, she said.Former UK prime minister Gordon Brown, speaking at the World Economic Forum in Dailan, China, said that the EU is being hit by a banking crisis, not the debt crisis that leaders believe is ailing their economies.The European banks as a whole are grossly under-capitalised: they have liabilities far in excess of American banks. We have now got the inter-play with sovereign debt because we socialised the liabilities,he said, according to the Daily Telegraph.It has morphed into a sovereign debt crisis, and is more serious than 2008 because governments then could intervene to sort of out banks. Now both banks and governments have problems, he said.
French bail-out of banks?
Speaking to EUobserver, Costas Lapavitsas a Greek economist at the University of London explained why the crisis has returned back to the banking sector.European banks have significant exposure, both private sector and public sector debt, and so the more Europe goes into recession, the worse their situation gets, he said.They know their peers are in the same situation, hence the difficulties of obtaining liquidity in the interbank market. They also have trouble meeting their dollar obligations and hence the so-called dollar funding gap among banks.It is a combined liquidity and solvency problem, he continued.This is why central banks around the world last week offered support to banks, which lessened the pressure, but did not deal with the underlying solvency problem.He said that if Paris were forced to bail out its banks, the results could be very dangerous for the single currency.A French state bail out of its banks would probably result in the country losing its Triple-A rating as public debt would escalate. If France were downgraded, the pressures from financial markets on the country would be very heavy.

NEW YORK (Reuters) – Europe's debt crisis looks more intractable than ever. The Federal Reserve appears to be shooting blanks when it comes to firing up the U.S. economy.Add in signs that Chinese growth is slowing by the day, and it explains why financial markets took a hammering on Thursday, with global stock markets, oil, metals and even gold sliding.And investors now fear there isn't much that authorities can do to stop the slide: central banks are running out of ammunition and political will among U.S. and European leaders is in short supply.Even as central bankers and finance ministers from the world's largest economies met in Washington, few were holding out hope for a miracle solution.People are losing confidence in policymakers altogether, said Kathy Lien, director of research at GFT Forex, an online retail currency platform. If they keep failing to boost growth and confidence, we may see the kind of deep global crisis we saw three years ago.In 2008, investment bank Lehman Brothers' collapse nearly brought down the entire American banking system and pushed much of the world economy into recession.This time, the main fault lines are in Europe, where officials have struggled to come up with decisive plans to address a possible Greek default and drum up resources to support other troubled countries and banks.But U.S. officials have hardly been more inspiring. Fed policies look increasingly impotent, and political bickering ahead of the 2012 election has reached a fever pitch.
Popular trust in the agencies of government is declining everywhere, said Robert Madsen, senior fellow at the MIT Center for International Studies. The pattern of a crisis followed two or three years later by a stark deterioration in political power is exactly what occurred in most of the major economies other than the United States in the early 1930s.That left governments grasping at bad policies such as protectionism, which halted world trade and deepened the depression in most economies. In Germany, Madsen noted, economic privation and distrust in leaders enabled the rise of Hitler.I don't see anything like Nazism happening now,he said, but the gradual erosion of centrist power seems almost inevitable.

Markets are already flashing signs of distress.The S&P 500 tumbled 3.2 percent Thursday, its fourth straight decline, and European shares hit a 26-month low. FED OUT OF AMMO?
Many have taken the ECB to task for being slow to cut interest rates. The Fed, meanwhile, appears to be all out of bullets -- and markets know it.In 2008, the U.S. central bank cut rates sharply to zero and recently pledged to hold them there until at least 2013. It has also poured $2.3 trillion into the financial system through asset purchases, a policy that helped boost stock prices but did little for an economy where growth has slowed to a crawl and the jobless rate remains stuck above 9 percent.But the Fed's latest move on Wednesday -- targeting lower long-term interest rates by selling Treasuries with short maturities to buy longer-dated ones -- was met with a sharp stock market selloff and widespread doubts about its ability to boost growth.It was a terrible omen, because the stock market had rallied like clockwork after previous Fed policy moves as if it were Christmas day, said Michael Cheah, who helps oversee $1.5 billion at SunAmerica Asset Management. This was the first time the market reacted very badly. It shows they are out of magic dust.Bill Gross, manager of PIMCO, the world's largest bond fund, told Reuters in August, It is increasingly apparent to us that policy options are limited and that economic growth is slowing down.With consumers not willing to spend and businesses wary of hiring, some investors have called for the government to step up spending to keep the economy afloat.Without it, at best, we muddle along. At worst, we double dip," Doug Kass, who runs hedge fund Seabreeze Partners in Palm Beach, Florida, wrote in a note to clients.

But with the United States already running one of the largest budget deficits as a share of output since World War Two, political opposition to such spending is high.
President Barack Obama proposed a $447 billion job package this month but is facing stiff resistance from Republicans, who object to tax hikes on the rich to pay for it.
In the past 24 hours, markets even had the specter of a government shutdown to contend with after the House of Representatives defeated a bill Wednesday that would fund federal operations past September 30.Republicans said the issue will be sorted out, but the flap conjured bad memories of a summer battle over the debt ceiling that ended with the United States losing its top AAA credit rating.What's more, a bipartisan group of U.S. senators is pushing a bill that would crack down on China for keeping its currency undervalued against the dollar. Economists fear that may spark a trade war, another threat to a healthy world economy and another echo of the 1930s.
ROOM FOR OPTIMISM
There could be a silver lining to all the turmoil, though. Policymakers -- be they in the U.S. Congress or Europe -- often need a crisis to act, said Jack Ablin, chief investment officer at Harris Private Bank, with $55 billion under management. Maybe watching the stock market plunge in the last 24 hours will light a fire under them.
For the bold, the latest market swoon may be a golden opportunity to buy on the cheap.David Kotok, chairman and chief investment officer at Cumberland Advisors, said guaranteed S&P 500 index yields as a percentage of stock prices still look set to outpace yields on government bonds, calling it an extraordinarily high reward for anyone willing to invest in stocks.But Cheah said investors should play it safe for now.When driving into a thunderstorm, you slow down and, if possible, stop the car. This is not the time to say the stock market is cheap, I want to buy or the bond market's overvalued, I'm going to short it,he said. Warnings mount on euro crisis, BRICS mull more aid

WASHINGTON (Reuters) – World leaders and finance chiefs on Thursday pushed Europe to quell its debt crisis and big emerging economies said they might provide more money to help stop the chaos from spreading.As finance ministers and central bankers gathered for talks amid growing concern about sharply slowing growth and plunging stock markets, the leaders of seven big economies stressed the need to contain the euro zone crisis.Euro zone governments and institutions must act swiftly to resolve the euro crisis and all European economies must confront the debt overhang to prevent contagion to the wider global economy, the leaders of Australia, Canada, Indonesia, Britain, Mexico, South Africa and South Korea wrote in an open letter to France, chair of the Group of 20 leading economies.Separately, officials from the so-called BRICS countries, including heavyweights China, Brazil and India, said they would consider giving more funds to the International Monetary Fund to boost global stability.But India issued a reminder that developing countries were not in a position to bail out richer economies.We represent a group of countries where there is (an) enormous amount of demand for resources at home for poverty reduction, Reserve Bank of India Governor Duvvuri Subbarao said at a joint BRICS news conference in Washington.The euro area crisis, centered on a fiscal meltdown in Greece, has put a strain on the IMF's resources. With key economies teetering on the edge of recession, more countries could seek emergency loans, quickly depleting its capital.An internal IMF staff report obtained by Reuters last week showed that the fund could comfortably lend out another $390 billion without endangering its balance sheet. But in a worst-case scenario, it may face demands for $840 billion -- an increase of $200 billion from staff estimates made in June.China's central bank chief Zhou Xiaochuan said any talks about giving the IMF more funds should include other countries beyond the BRICS such as the Group of Seven rich nations.

ECB WARNS EURO IN DANGER
In Frankfurt, a European Central Bank study warned the entire euro currency project was now in peril.The study, perhaps the most stern warning about the euro's future from a central banker, was a parting shot from ECB chief economist Juergen Stark, who resigned this month after opposing the bank's purchases of troubled countries' bonds.Greatly increased fiscal imbalances in the euro area as a whole and the dire situation in individual member countries risk undermining stability, growth and employment, as well as the sustainability of (Europe's Economic and Monetary Union) itself, said the research paper, which was published by the ECB but not endorsed by it.G20 finance ministers will meet for dinner in Washington on Thursday to discuss the crisis, but they have no plans to issue a communique to outline a response.
Financial markets were disappointed that a coordinated game plan to arrest Europe's woes was not at hand. World stocks plunged as investors worried about the the grim global growth outlook, including data pointing to a slowdown in China, one of the world's key economic engines.European stocks fell more than 4.5 percent and, in the United States, the Dow Jones industrial average closed down about 3.5 percent.

Analysis: Abbas stands to gain from UN gambit

RAMALLAH, West Bank (AP) — The drama over the Palestinians' bid for U.N. recognition is still unfolding, but President Mahmoud Abbas appears to have won new respect at home for standing up to the United States and moving their decades-long quest for statehood back to the center of the world stage.Recognition of Palestine — even in a possible watered-down form, since full U.N. membership is blocked by a certain U.S. veto — won't bring the Palestinians true independence anytime soon. It might not even be enough to improve their hoped-for leverage in future border talks with Israel.But despite such uncertainties and the risk of a serious rift with Washington, Abbas and his aides say they had to try to break the diplomatic impasse of recent years with a bold move.Abbas was losing domestic credibility — as well as political ground against militant rival Hamas — by sticking to the old formula of U.S.-brokered negotiations with Israel.Israelis and Palestinians tend to blame the other side for the failure to reach a deal. Despite several far-reaching efforts, gaps could ultimately not be bridged, and Israel's military occupation of the West Bank continues.And the Arab Spring — a wave of anti-government protests sweeping the region since the start of the year — has made it more difficult for the Palestinian leadership to appear to accept the status quo.In the revolutionary atmosphere of the region, when the Palestinian leadership is unable to deliver anything, they have to be worried about their public standing, said Ghassan Khatib, spokesman for Abbas' West Bank-based Palestinian Authority. With this approach (of seeking U.N. recognition), I think it will a little bit defuse public pressure.A poll published this week yielded stunning support for Abbas' gambit, suggesting he had tapped into a hunger for taking a stand.
The poll of 1,200 Palestinians indicated that more than 80 percent support the bid to win U.N. recognition for a Palestinian state encompassing the West Bank, Gaza and east Jerusalem, areas Israel captured in 1967.That backing comes despite widespread expectations of greater hardships as a result, including a possible cut in U.S. aid. Last week's survey by the Palestinian Center for Policy and Survey Research, with an error margin of 3 percentage points, also cited a five-point increase, to 59 percent, in Abbas' popularity in the past three months.Abbas — who never enjoyed the crowd appeal of his late predecessor, Yasser Arafat — might now also be better able to deflect claims by Hamas militants that he has been serving the interests of the West at the expense of Palestinian aspirations.Such charges might have stuck more easily had Abbas not held his stance. Palestinians seem angry and even surprised at the support by President Barack Obama's administration for Israel at the United Nations.On Thursday, several dozen protesters held up anti-Obama banners outside Abbas' government compound. It's unclear why Abbas didn't turn directly to the General Assembly, where the Palestinians enjoy broad support and the U.S. has no veto. The General Assembly could make Palestine a nonmember observer state — a lesser option but one that was widely expected and seen as still valuable to the Palestinians because of the implicit recognition of the pre-1967 borders.Some speculated that by turning to the Security Council, the Palestinians were trying to ramp up pressure on the Obama administration to try harder to create an acceptable negotiating framework; they want negotiations to be based on the pre-1967 frontiers and demand that Israel halt all settlement construction on occupied land.The U.S. has said it would veto the Palestinian membership request in the Security Council — but it would clearly prefer to see the application either not be submitted or not get the required votes. A veto would hurt Washington's image among Arabs, which had just recovered a bit because of its support for the region's pro-democracy movements.A Security Council vote could only be held after a committee review of the membership request, which could take weeks.Abbas aides dismissed speculation that the Palestinians were willing to let the application languish in a committee as a way of giving the U.S. and other mediators more time to restart negotiations.The normal procedures should take place immediately, Abu Rdeneh said.Any delay is unacceptable.If the Palestinians suspect foot-dragging in the Security Council, they will consider their options, Abbas advisers said. Handing the keys to the Israeli side has become a very realistic option, said Azzam Ahmed, a leader of Abbas' Fatah movement.This week, Israeli Prime Minister Benjamin Netanyahu won strong backing from Obama for his position that a Palestinian state can only be created through negotiations.Israel has complained that the true aim of the Palestinians' U.N. bid is to isolate and delegitimize the Jewish state — a charge Abbas has denied.Netanyahu — a longtime hard-liner who reluctantly accepted the idea of a Palestinian state in 2009 — called again this week for direct talks. However, he has rejected the Palestinian demand that all settlement construction be halted while talks on the future of the territories are held. Netanyahu has also said Israel will keep east Jerusalem and significant chunks of the West Bank, citing concerns that any territory Israel relinquishes might be used to launch attacks on the Jewish state.While Netanyahu is enjoying Washington's backing at the U.N., he may soon face increased pressure from the U.S. and Europe to accept terms for negotiations that are acceptable to the Palestinians, said Moty Cristal, a former Israeli negotiator.The strategic goal of the Palestinians (at the U.N.) was to bring Israel to the negotiating table in a much weaker position, Cristal said.They will to some extent achieve this goal. Palestinians show support for Abbas' statehood bid

RAMALLAH, West Bank (AP) — Thousands of flag-waving Palestinians rallied Wednesday in towns across the West Bank to show support for their president's bid to win U.N. recognition of a Palestinian state.The gatherings were carefully orchestrated, with civil servants and schoolchildren given time off to participate. Despite the largely low-key mood, a new poll indicated an overwhelming majority supports President Mahmoud Abbas' quest for U.N. recognition of a state in the West Bank, Gaza and east Jerusalem, the areas Israel captured in the 1967 Mideast War.Some said they were dismayed by the U.S. pledge to block the Palestinians, if necessary by a veto in the U.N. Security Council. In Ramallah, the crowd cheered when a masked youth on a stage burned a U.S. flag before being led away by Palestinian security forces.
We want to live in dignity, said Atallah Wahbeh, a 60-year-old shopkeeper in Ramallah. He said it was important that the U.N. recognize a Palestinian state, even if there are repercussions, such as a possible cut in American aid.We don't need the Americans to buy us with money, he said.Near Karnei Shomron, a Jewish settlement in the northern West Bank, an assailant fired on an Israeli car, causing damage but no injuries, the Israeli military said.Nearby, Palestinians threw rocks at an Israeli car, injuring a baby girl, the military said.The rallies were held far from possible friction points with Israeli troops, though in two locations small groups of young men broke away and threw rocks and firebombs at Israeli troops.Israeli soldiers responded by firing tear gas and sending undercover forces into the crowd. The new poll found that 83 percent of Palestinians believe Abbas' recognition quest is a good idea, even though nearly as many — 78 percent — expect it will make their daily lives more difficult. The survey, conducted last week by the independent Palestinian Center for Policy and Survey Research, included 1,200 respondents and had an error margin of 3 percentage points.The U.N. bid is seen by many Palestinians as a last option after two uprisings and two decades of on-and-off negotiations with Israel failed to produce a state, said pollster Khalil Shikaki.Two-thirds of Palestinians favor peaceful protests, while one-third says the Palestinians should resume armed struggle, according to Shikaki's poll.Still, some worried about possible repercussions from the U.S. or Israel. Israeli Ambassador to the United Nations Ron Prosor said Thursday he is working to create a bloc of seven votes against PA chairman Mahmoud Abbas' statehood bid in the Security Council on Friday.We're still trying to get a block of seven countries, Prosor told the Hebrew-language Walla! Prosor said he was working with US diplomats to create a bloc against the PA bid in order to render the promised US veto of Abbas' move moot, thereby saving Washington political capital.The purpose of building the bloc is to allow space for political maneuvering, Prosor explained.For PA chairman Mahmoud Abbas' statehood gambit to pass it must gain nine affirmative votes in the 15-member Security Council with no permanent members exercising their veto.Israel only needs seven votes in the council to defeat the measure without the US exercising its veto because Nigeria has said it will abstain.Several Security Council members, notably veto-wielding England and France, have not announced their votes hoping Abbas can be persuaded to drop his bid and return to negotiations as the clock runs out.
According to Prosor, the Security Council is not expected to vote on Abbas' resolution until Friday afternoon.After all of the speeches, Abu Mazen must submit his request to the Security Council, Prosor explained.I hope I have enough time to build the bloc and put the United Nations back on the path of direct negotiations. The Palestinians need to stop speech making, Prosor told Arutz Sheva during an interview on Thursday, and come back to peace making.

Those who are in power in Israel must understand that true security comes with a genuine peace. French President Nicolas Sarkozy suggested on Wednesday that the United Nations admit Palestine as a non-member state and upgrade its status to simple observer while opposing the Palestinian Authority’s bid for full membership.Sarkozy made the suggestion during a speech to the UN General Assembly, in which he also called for one year to reach a definitive agreement between Israel and the PA, AFP reported.
Sarkozy’s suggestion is aimed to avoid a showdown on Friday, when PA Chairman Mahmoud Abbas plans to present his unilateral statehood bid to the UN. His suggestion would be a middle ground between Abbas’ bid the U.S. determination to block the effort by using its veto power.Each of us knows that Palestine cannot immediately obtain full and complete recognition of the status of United Nations member state, AFP quoted Sarkozy as saying. The first reason for this is the lack of trust between the main parties.He added, But who could doubt that a veto at the Security Council risks engendering a cycle of violence in the Middle East? Must we therefore exclude an intermediate stage? Why not envisage offering Palestine the status of United Nations observer state? This would be an important step forward.
Under UN rules, noted AFP, non-member status would require only a straight majority in the General Assembly where no veto is possible. Such a move would give the PA access to international organizations such as the World Health Organization and perhaps the International Criminal Court.According to the report, Sarkozy also called for greater involvement of the international community in the peace process, suggesting the process led by the United States was leading nowhere.Let us stop believing that a single country or a small group of countries can resolve so complex a problem, Sarkozy said. Too many crucial players have been sidelined for our efforts to succeed. After so many failures, who still believes that the peace process can succeed without Europe? Who still believes that it can succeed without the involvement of all the permanent members of the Security Council? Who still believes that it can succeed without the involvement of the Arab states that have already chosen peace? Hurricane Hilary, in the Pacific Ocean, was upgraded from tropical storm to Category 2, when she reached sustained 105 mph winds off the south-southeastern coast of Acapulco, Mexico, Thursday. Hurricane warnings are in effect for Lagunas de Chacahua to Punta San Telmo, in Mexico.A storm watch is in effect from Punta San Telmo to Manzanillo in Mexico. Hurricane Hilary is moving 10 miles an hour north-northwest and is 90 miles away from Acapulco. Hurricane Hilary at a Category 2, is still a moderate storm, but is predicted to become a major storm. A major hurricane has winds over 110 mph. Originally Hilary was expected to become a major storm by Friday, but has been bumped up to Thursday night.Unlike Hurricane Irene, which was an Atlantic Basin storm, Hilary is an Eastern Pacific storm. Hurricane season for the Pacific storms is May 15-November 30. These storms are sometimes referred to as tropical cyclones. Currently, in the Atlantic, Tropical Storm Ophelia off the coast of Florida, is weak and disorganized. Top wind speeds are 65 mph and expected to dissipate in the next 48 hours.

Deadly typhoon leaves Japan; nuclear plant intact

TOKYO – The second major typhoon in a month made its way out of Japan on Thursday after triggering landslides and floods that left at least 16 people dead or missing but sparing a crippled nuclear plant from major damage.There had been concerns that Typhoon Roke could pose more problems for the Fukushima Dai-ichi nuclear power plant, which was sent into meltdown by the March 11 earthquake and tsunami, but officials said the plant weathered the storm without major incident.Hiroki Kawamata, spokesman for plant operator Tokyo Electric Power Co., said several cameras set up to monitor the plant were damaged, but there had been no further leaks of radioactive water or material into the environment.We are seeing no problems so far, he said.Police and local media reported 16 people dead or missing because of the storm, most swept away by rivers swollen with rains in the southern and central regions. One person died in a landslide in northern Iwate prefecture and two people were swept away in Sendai in the northeast.The typhoon made landfall Wednesday afternoon near the city of Hamamatsu, about 125 miles (200 kilometers) west of Tokyo, and then cut a path to the northeast and through the capital before bringing new misery to the tsunami zone. It dumped up to 17 inches (42 centimeters) of rain in some areas, triggering landslides and flooding.By midafternoon Thursday, the system had weakened to a tropical storm and had moved out to sea past Japan's northern island of Hokkaido, which was not hit as hard as the main island of Honshu the day before.

A massive terror drill – remarkably ignored by all but local media – is now underway in Denver, Colorado.
More than 100 government agencies are taking part in Operation Mountain Guardian, made possible due to a grant from the Department of Homeland Security through FEMA Region VIII and the State of Colorado Governor’s Office of Homeland Security, according to KDVR in Denver.Mock terror drills will be staged at a mall, an elementary school, a community college, a hospital, and transportation hubs, including the Denver airport.
The exercise is scheduled to begin at 5 a.m. and end by 4:30 p.m., according to ABC 7 News in Denver.KDVR reports that the media will be allowed to report on the events, but a news advisory PDF released by officialdom states media coverage will be restricted to outside areas.Terror drills are of particular concern due to the fact that several were staged on September 11, 2001, and July 7, 2005, during attacks attributed to Muslim cave dwellers and associated patsies.On the morning of September 11, 2001, the CIA was conducting a terror exercise and several days earlier, on September 6, NORAD simulated two hijackings as part of Vigilant Guardian. According to the government’s 9/11 report, one military scenario included terrorists hijacking a London to New York flight and blowing it up with explosives over New York.The previous year, in October of 2000, a military exercise was conducted which consisted of a scenario simulating a passenger plane crashing into the Pentagon.
Drills were also held during the London terror bombings of July 7, 2005.Peter Power, Managing Director of Visor Consultants, a private firm on contract to the London Metropolitan Police, described in a BBC interview how he had organized and conducted the anti-terror drill. The fictional scenario was based on simultaneous bombs going off at exactly the same time at the underground stations where the real attacks occurred.The possibility of an actual terror event going live during the Operation Mountain Guardian is minimal, however, and the massive coordinated event in Colorado is designed as part of a larger effort to federalize local officials for the eventual implementation of martial law, likely in response to economic conditions, not false flag terror per se.

EU Council President Herman Van Rompuy has in a ground-breaking speech in New York described the EU as a force for good in the world and said it is managing the euro crisis in a spirit of solidarity.Addressing the UN General Assembly on Thursday (22 September) for the first time as the EU's top official rather than as a leader of an EU presidency country, he said: This institutional innovation gives our union more continuity and consistency vis-a-vis other world leaders.The EU has observer status at the UN and its officials sit in the wings of the plenary chamber alongside entities like the Arab League or the Vatican. But in July it won the right to address the world body as if it was a country in recognition of the greater powers given to EU institutions by the Lisbon Treaty.Speaking in a mixture of English and French, but French first, Van Rompuy used the occasion to depict the union as a champion of human rights, poverty eradication and the fight against global warming.
He concentrated on its handling of the Arab Spring.For us, the Arab Spring is one of the most momentous political developments since the end of the Cold War. We Europeans, so close to the Arab world by the bonds of history and geography, we wish this Spring to blossom, he said.When, earlier this year, there was the risk of a bloodbath in Benghazi, European leaders, together with others, acted with swiftness and determination, he added. It also glosses over that Germany did not back Nato air strikes in Libya and that the EU's only military contribution, the so-called Eufor aid mission, was rejected by the UN.On the euro crisis, Van Rompuy's words do not fit the current climate of fear and loathing in the eurozone. With markets sure that Greece will soon default, the serious test risks unravelling not just the single currency but the EU itself.Van Rompuy took a predictable line on the hottest topic at the UN meeting - Palestinian independence.
He repeated the EU position that the best thing would be if Arabs and Israelis resumed peace talks. But he gave away nothing on how EU countries will vote if Palestine instead seeks full UN membership or to become a non-member state.Like US President Barack Obama earlier in the week, he excluded the Palestinians from his general praise of Arab Spring revolutionaries.He used the word occupation disliked by Israeli diplomats. As French banks come under increased pressure from all quarters, the European Commission is rowing back on comments by its competition chief that more EU lenders than previously expected need to be recapitalised.Brussels maintains most of the bloc's banks are sound, following July's stress tests (andres rueda)His spokesman, Amelia Torres, criticised the press for taking his words out of context and said that he had only meant that the existing support measures for those banks that failed stress tests in July should be carried out.[Competition commissioner Almunia] said he thought we needed to continue with crisis regime if necessary, she told reporters in Brussels.Stress tests of EU banks in July revealed that nine banks, mainly smaller institutions, were undercapitalised and would be unable to withstand further financial shocks, while an additional sixteen were in a grey zone.In response, these banks must submit plans to the EU banking regulator by 15 October on how they plan to boost their capital base. They then have until mid-2012 to raise cash either from markets or submit requests for aid from their governments.
Commissioner Almunia however had said that other banks than those identified by the stress tests were also in difficult waters. His spokesman on Wednesday insisted his intent was more subtle than what had been reported.It is possible he didn’t say all banks or which banks possibly other than those identified by the stress tests that might need to be helped in the light of the crisis situation and that’s all he said. And that’s very different from what some of you [reporters] tried to say, she said.
On Tuesday, speaking in Warsaw, Almunia said as a result of the deteriorating economy, banks were in a worse situation than when the tests took place.The worsening of the sovereign debt crisis, its impact on a fragile banking system and the continuing tensions in funding markets, all point to the possible need for further recapitalisation of banks on top of the nine that failed the stress tests earlier this year, he said.It was the first time a senior EU official had suggested that the European banking sector was in worse trouble than has been admitted.As a result, he would be asking his colleagues in the commission to allow the currently relaxed rules on state aid for banks to be extended beyond the end of this year.He also criticised some banks for dragging their feet on making known the true state of their finances and conceded that French banks, none of which failed the stress tests or were in the grey zone, are being hit by some liquidity tensions that we hope can be solved.Last week, Moody's cut the rating on two major French banks, Credit Agricole, one of the biggest in financial institutions in Europe, and Societe Generale, over their exposure to Greek sovereign debt.The Bank of China has also decided to halt foreign exchange forwards and pulled swap lines with Societe Generale, Credit Agricole and a third French Bank, BNP Paribas.
The banks have also been bludgeoned by large falls in their share prices off the back of their Greek exposure.Additionally, German industrial conglomerate Siemens, which itself has a banking licence, has withdrawn some €500m from an undisclosed French bank and placed the sum with the European Central Bank for safe keeping and a higher rate of interest.A series of French banks have put up for sale large portfolios of asset sales in an attempt to shore up their capital cushion.The banks and the French government have said that they are capitalised sufficiently to withstand eurozone debt shocks.Standard & Poor’s on Wednesday also downgraded seven Italian banks as a result of related sovereign debt risk, and adjusted the outlook on eight others from stable to negative.Regarding the wider European situation, Fitch credit ratings agency has also warned pressure on liquidity, profitability and eventually capital positions will negatively affect banks' credit profiles and ratings.Until now, EU officials have insisted that European banks are better capitalised than a year ago and that French bank finances in particular were sound, stressing that they have held higher ratings than most other banks and that if there are any worries, they relate solely to liquidity issues rather than those of solvency.
Trouble could quickly spread around the world
But the pressure is mounting globally on European banks to act quickly to prevent a domino effect hitting other financial institutions.Central banks from around the world last week moved to inject dollars into European banks who are having trouble raising funds in the US currency.On the weekend, Swedish finance minister Anders Borg and his Spanish counterpart, Elena Salgado, both called for banking recapitalisation.And the International Monetary Fund on Tuesday in its World Economic Outlook report, warned that European banks were heavily exposed to countries with debt servicing issues.The next day, Jose Vinais, the head of the IMF's monetary and capital markets department, warned that the level of EU bank exposure to sovereign debt has soared to €300 billion.A concern is that capitalisation of euro area banks is relatively low, and they rely heavily on wholesale funding, which is prone to freezing during financial turmoil, the report read.Trouble in a few sovereigns could thus quickly spread across Europe. From there it could move to the United States - by way of US institutional investors' holdings of European assets - and to the rest of the world.The global lender’s new chief, former French finance minister Christine Lagarde has also called for an urgent, substantial and mandatory recapitalisation.Without such moves, we could easily see the further spread of economic weakness to core countries, or even a debilitating liquidity crisis, she said.Former UK prime minister Gordon Brown, speaking at the World Economic Forum in Dailan, China, said that the EU is being hit by a banking crisis, not the debt crisis that leaders believe is ailing their economies.The European banks as a whole are grossly under-capitalised: they have liabilities far in excess of American banks. We have now got the inter-play with sovereign debt because we socialised the liabilities,he said, according to the Daily Telegraph.It has morphed into a sovereign debt crisis, and is more serious than 2008 because governments then could intervene to sort of out banks. Now both banks and governments have problems, he said.
French bail-out of banks?
Speaking to EUobserver, Costas Lapavitsas a Greek economist at the University of London explained why the crisis has returned back to the banking sector.European banks have significant exposure, both private sector and public sector debt, and so the more Europe goes into recession, the worse their situation gets, he said.They know their peers are in the same situation, hence the difficulties of obtaining liquidity in the interbank market. They also have trouble meeting their dollar obligations and hence the so-called dollar funding gap among banks.It is a combined liquidity and solvency problem, he continued.This is why central banks around the world last week offered support to banks, which lessened the pressure, but did not deal with the underlying solvency problem.He said that if Paris were forced to bail out its banks, the results could be very dangerous for the single currency.A French state bail out of its banks would probably result in the country losing its Triple-A rating as public debt would escalate. If France were downgraded, the pressures from financial markets on the country would be very heavy.

NEW YORK (Reuters) – Europe's debt crisis looks more intractable than ever. The Federal Reserve appears to be shooting blanks when it comes to firing up the U.S. economy.Add in signs that Chinese growth is slowing by the day, and it explains why financial markets took a hammering on Thursday, with global stock markets, oil, metals and even gold sliding.And investors now fear there isn't much that authorities can do to stop the slide: central banks are running out of ammunition and political will among U.S. and European leaders is in short supply.Even as central bankers and finance ministers from the world's largest economies met in Washington, few were holding out hope for a miracle solution.People are losing confidence in policymakers altogether, said Kathy Lien, director of research at GFT Forex, an online retail currency platform. If they keep failing to boost growth and confidence, we may see the kind of deep global crisis we saw three years ago.In 2008, investment bank Lehman Brothers' collapse nearly brought down the entire American banking system and pushed much of the world economy into recession.This time, the main fault lines are in Europe, where officials have struggled to come up with decisive plans to address a possible Greek default and drum up resources to support other troubled countries and banks.But U.S. officials have hardly been more inspiring. Fed policies look increasingly impotent, and political bickering ahead of the 2012 election has reached a fever pitch.
Popular trust in the agencies of government is declining everywhere, said Robert Madsen, senior fellow at the MIT Center for International Studies. The pattern of a crisis followed two or three years later by a stark deterioration in political power is exactly what occurred in most of the major economies other than the United States in the early 1930s.That left governments grasping at bad policies such as protectionism, which halted world trade and deepened the depression in most economies. In Germany, Madsen noted, economic privation and distrust in leaders enabled the rise of Hitler.I don't see anything like Nazism happening now,he said, but the gradual erosion of centrist power seems almost inevitable.
EYE OF THE STORM
Markets are already flashing signs of distress.The S&P 500 tumbled 3.2 percent Thursday, its fourth straight decline, and European shares hit a 26-month low. Copper crashed 7.5 percent to its lowest price in a year, benchmark Brent crude oil fell more than 5 percent, while the 10-year Treasury yield fell to 1.71 percent, its lowest in at least 60 years, as investors sought safety.Investors worry a default in Greece or elsewhere could spark a crisis for euro zone banks with a lot of troubled government debt on their balance sheets.David Gilmore, principal of currency advisory firm Foreign Exchange Solutions, said the lack of a common fiscal policy and bickering among national leaders does not inspire hope.I can't see how Europe avoids a major crash in asset prices, the euro and the banking system, and I can't see how anywhere else on the planet avoids serious contagion, he said.Seven world leaders urged Europe on Thursday to confront the debt overhang to prevent contagion to the wider global economy.Possible remedies, such as recapitalizing European banks so they can cope with sovereign defaults or adopting a common eurobond for member states, have so far gained little traction.A European Central Bank study, co-authored by an outgoing executive board member, said the euro project is in danger due to runaway spending and the ongoing sovereign debt crisis.The euro hit an eight-month low beneath $1.34 Thursday, and there are predictions that it will fall further. Barclays Capital sees the euro falling to $1.25 in three months.
FED OUT OF AMMO?
Many have taken the ECB to task for being slow to cut interest rates. The Fed, meanwhile, appears to be all out of bullets -- and markets know it.In 2008, the U.S. central bank cut rates sharply to zero and recently pledged to hold them there until at least 2013. It has also poured $2.3 trillion into the financial system through asset purchases, a policy that helped boost stock prices but did little for an economy where growth has slowed to a crawl and the jobless rate remains stuck above 9 percent.But the Fed's latest move on Wednesday -- targeting lower long-term interest rates by selling Treasuries with short maturities to buy longer-dated ones -- was met with a sharp stock market selloff and widespread doubts about its ability to boost growth.It was a terrible omen, because the stock market had rallied like clockwork after previous Fed policy moves as if it were Christmas day, said Michael Cheah, who helps oversee $1.5 billion at SunAmerica Asset Management. This was the first time the market reacted very badly. It shows they are out of magic dust.Bill Gross, manager of PIMCO, the world's largest bond fund, told Reuters in August, It is increasingly apparent to us that policy options are limited and that economic growth is slowing down.With consumers not willing to spend and businesses wary of hiring, some investors have called for the government to step up spending to keep the economy afloat.Without it, at best, we muddle along. At worst, we double dip," Doug Kass, who runs hedge fund Seabreeze Partners in Palm Beach, Florida, wrote in a note to clients.
POLICY PARALYSIS
But with the United States already running one of the largest budget deficits as a share of output since World War Two, political opposition to such spending is high.
President Barack Obama proposed a $447 billion job package this month but is facing stiff resistance from Republicans, who object to tax hikes on the rich to pay for it.
In the past 24 hours, markets even had the specter of a government shutdown to contend with after the House of Representatives defeated a bill Wednesday that would fund federal operations past September 30.Republicans said the issue will be sorted out, but the flap conjured bad memories of a summer battle over the debt ceiling that ended with the United States losing its top AAA credit rating.What's more, a bipartisan group of U.S. senators is pushing a bill that would crack down on China for keeping its currency undervalued against the dollar. Economists fear that may spark a trade war, another threat to a healthy world economy and another echo of the 1930s.
ROOM FOR OPTIMISM
There could be a silver lining to all the turmoil, though. Policymakers -- be they in the U.S. Congress or Europe -- often need a crisis to act, said Jack Ablin, chief investment officer at Harris Private Bank, with $55 billion under management. Maybe watching the stock market plunge in the last 24 hours will light a fire under them.
For the bold, the latest market swoon may be a golden opportunity to buy on the cheap.David Kotok, chairman and chief investment officer at Cumberland Advisors, said guaranteed S&P 500 index yields as a percentage of stock prices still look set to outpace yields on government bonds, calling it an extraordinarily high reward for anyone willing to invest in stocks.But Cheah said investors should play it safe for now.When driving into a thunderstorm, you slow down and, if possible, stop the car. This is not the time to say the stock market is cheap, I want to buy or the bond market's overvalued, I'm going to short it,he said. WASHINGTON (Reuters) – World leaders and finance chiefs on Thursday pushed Europe to quell its debt crisis and big emerging economies said they might provide more money to help stop the chaos from spreading.As finance ministers and central bankers gathered for talks amid growing concern about sharply slowing growth and plunging stock markets, the leaders of seven big economies stressed the need to contain the euro zone crisis.Euro zone governments and institutions must act swiftly to resolve the euro crisis and all European economies must confront the debt overhang to prevent contagion to the wider global economy, the leaders of Australia, Canada, Indonesia, Britain, Mexico, South Africa and South Korea wrote in an open letter to France, chair of the Group of 20 leading economies.Separately, officials from the so-called BRICS countries, including heavyweights China, Brazil and India, said they would consider giving more funds to the International Monetary Fund to boost global stability.But India issued a reminder that developing countries were not in a position to bail out richer economies.We represent a group of countries where there is (an) enormous amount of demand for resources at home for poverty reduction, Reserve Bank of India Governor Duvvuri Subbarao said at a joint BRICS news conference in Washington.The euro area crisis, centered on a fiscal meltdown in Greece, has put a strain on the IMF's resources. With key economies teetering on the edge of recession, more countries could seek emergency loans, quickly depleting its capital.An internal IMF staff report obtained by Reuters last week showed that the fund could comfortably lend out another $390 billion without endangering its balance sheet. But in a worst-case scenario, it may face demands for $840 billion -- an increase of $200 billion from staff estimates made in June.China's central bank chief Zhou Xiaochuan said any talks about giving the IMF more funds should include other countries beyond the BRICS such as the Group of Seven rich nations.
Highlighting the growing role of the BRICS in the world, Zhou said major emerging markets should boost domestic demand to take up some of the slack caused by weakness in the United States and Europe.In today's crisis period, internal demand of each economy is important, and we should find a way to enlarge internal demand in our economy, he said.But Zhou made no mention of repeated U.S. calls for Beijing to let its yuan currency rise faster.As stock prices around the world fell on fears of a new economic slump, U.S. Treasury Secretary Timothy Geithner voiced optimism that Europe would devote more of its own resources to backstop euro area governments and banks under stress.I am very confident they're going to move in the direction of expanding (their) effective financial capacity, he said.They're just trying to figure out how to get there in a way that is politically attractive.Europeans showed little sign of bowing to the pressure. ECB WARNS EURO IN DANGER
In Frankfurt, a European Central Bank study warned the entire euro currency project was now in peril.The study, perhaps the most stern warning about the euro's future from a central banker, was a parting shot from ECB chief economist Juergen Stark, who resigned this month after opposing the bank's purchases of troubled countries' bonds.Greatly increased fiscal imbalances in the euro area as a whole and the dire situation in individual member countries risk undermining stability, growth and employment, as well as the sustainability of (Europe's Economic and Monetary Union) itself, said the research paper, which was published by the ECB but not endorsed by it.G20 finance ministers will meet for dinner in Washington on Thursday to discuss the crisis, but they have no plans to issue a communique to outline a response.
Financial markets were disappointed that a coordinated game plan to arrest Europe's woes was not at hand. World stocks plunged as investors worried about the the grim global growth outlook, including data pointing to a slowdown in China, one of the world's key economic engines.European stocks fell more than 4.5 percent and, in the United States, the Dow Jones industrial average closed down about 3.5 percent.

Analysis: Abbas stands to gain from UN gambit

RAMALLAH, West Bank (AP) — The drama over the Palestinians' bid for U.N. recognition is still unfolding, but President Mahmoud Abbas appears to have won new respect at home for standing up to the United States and moving their decades-long quest for statehood back to the center of the world stage.Recognition of Palestine — even in a possible watered-down form, since full U.N. membership is blocked by a certain U.S. veto — won't bring the Palestinians true independence anytime soon. It might not even be enough to improve their hoped-for leverage in future border talks with Israel.But despite such uncertainties and the risk of a serious rift with Washington, Abbas and his aides say they had to try to break the diplomatic impasse of recent years with a bold move.Abbas was losing domestic credibility — as well as political ground against militant rival Hamas — by sticking to the old formula of U.S.-brokered negotiations with Israel.Israelis and Palestinians tend to blame the other side for the failure to reach a deal. Despite several far-reaching efforts, gaps could ultimately not be bridged, and Israel's military occupation of the West Bank continues.And the Arab Spring — a wave of anti-government protests sweeping the region since the start of the year — has made it more difficult for the Palestinian leadership to appear to accept the status quo.In the revolutionary atmosphere of the region, when the Palestinian leadership is unable to deliver anything, they have to be worried about their public standing, said Ghassan Khatib, spokesman for Abbas' West Bank-based Palestinian Authority. With this approach (of seeking U.N. recognition), I think it will a little bit defuse public pressure.A poll published this week yielded stunning support for Abbas' gambit, suggesting he had tapped into a hunger for taking a stand.
The poll of 1,200 Palestinians indicated that more than 80 percent support the bid to win U.N. recognition for a Palestinian state encompassing the West Bank, Gaza and east Jerusalem, areas Israel captured in 1967.That backing comes despite widespread expectations of greater hardships as a result, including a possible cut in U.S. aid. Last week's survey by the Palestinian Center for Policy and Survey Research, with an error margin of 3 percentage points, also cited a five-point increase, to 59 percent, in Abbas' popularity in the past three months.Abbas — who never enjoyed the crowd appeal of his late predecessor, Yasser Arafat — might now also be better able to deflect claims by Hamas militants that he has been serving the interests of the West at the expense of Palestinian aspirations.Such charges might have stuck more easily had Abbas not held his stance. Palestinians seem angry and even surprised at the support by President Barack Obama's administration for Israel at the United Nations.On Thursday, several dozen protesters held up anti-Obama banners outside Abbas' government compound. A day earlier, a masked youth burned a U.S. flag at a pro-Abbas rally.Abbas will formally request U.N. membership for Palestine on Friday in a speech to the General Assembly, despite great pressure from the United States and others, said a senior aide, Nabil Abu Rdeneh. Palestinian officials say they believe Obama is siding with Israel at the U.N. largely because of domestic considerations as he seeks re-election next year.Full membership can only be bestowed by the U.N. Security Council, where Abbas' quest is sure to be derailed, either by failing to get the required support of at least nine of 15 members or — if a necessary majority is obtained — by a U.S. veto.
It's unclear why Abbas didn't turn directly to the General Assembly, where the Palestinians enjoy broad support and the U.S. has no veto. The General Assembly could make Palestine a nonmember observer state — a lesser option but one that was widely expected and seen as still valuable to the Palestinians because of the implicit recognition of the pre-1967 borders.Some speculated that by turning to the Security Council, the Palestinians were trying to ramp up pressure on the Obama administration to try harder to create an acceptable negotiating framework; they want negotiations to be based on the pre-1967 frontiers and demand that Israel halt all settlement construction on occupied land.The U.S. has said it would veto the Palestinian membership request in the Security Council — but it would clearly prefer to see the application either not be submitted or not get the required votes. A veto would hurt Washington's image among Arabs, which had just recovered a bit because of its support for the region's pro-democracy movements.A Security Council vote could only be held after a committee review of the membership request, which could take weeks.Abbas aides dismissed speculation that the Palestinians were willing to let the application languish in a committee as a way of giving the U.S. and other mediators more time to restart negotiations.The normal procedures should take place immediately, Abu Rdeneh said.Any delay is unacceptable.If the Palestinians suspect foot-dragging in the Security Council, they will consider their options, Abbas advisers said. This might include going to the General Assembly or dissolving the Palestinian Authority, the self-rule government established in the mid-1990s as part of interim agreements with IsraelDissolving the Palestinian Authority and effectively stepping down has been Abbas' doomsday weapon. It would spell the collapse of two decades of U.S. policy in the region and would force Israel, as occupying power, to assume responsibility for nearly 4 million Palestinians, a costly task now largely funded by the international community.
Handing the keys to the Israeli side has become a very realistic option, said Azzam Ahmed, a leader of Abbas' Fatah movement.This week, Israeli Prime Minister Benjamin Netanyahu won strong backing from Obama for his position that a Palestinian state can only be created through negotiations.Israel has complained that the true aim of the Palestinians' U.N. bid is to isolate and delegitimize the Jewish state — a charge Abbas has denied.Netanyahu — a longtime hard-liner who reluctantly accepted the idea of a Palestinian state in 2009 — called again this week for direct talks. However, he has rejected the Palestinian demand that all settlement construction be halted while talks on the future of the territories are held. Netanyahu has also said Israel will keep east Jerusalem and significant chunks of the West Bank, citing concerns that any territory Israel relinquishes might be used to launch attacks on the Jewish state.While Netanyahu is enjoying Washington's backing at the U.N., he may soon face increased pressure from the U.S. and Europe to accept terms for negotiations that are acceptable to the Palestinians, said Moty Cristal, a former Israeli negotiator.The strategic goal of the Palestinians (at the U.N.) was to bring Israel to the negotiating table in a much weaker position, Cristal said.They will to some extent achieve this goal. RAMALLAH, West Bank (AP) — Thousands of flag-waving Palestinians rallied Wednesday in towns across the West Bank to show support for their president's bid to win U.N. recognition of a Palestinian state.The gatherings were carefully orchestrated, with civil servants and schoolchildren given time off to participate. Despite the largely low-key mood, a new poll indicated an overwhelming majority supports President Mahmoud Abbas' quest for U.N. recognition of a state in the West Bank, Gaza and east Jerusalem, the areas Israel captured in the 1967 Mideast War.Some said they were dismayed by the U.S. pledge to block the Palestinians, if necessary by a veto in the U.N. Security Council. In Ramallah, the crowd cheered when a masked youth on a stage burned a U.S. flag before being led away by Palestinian security forces.
We want to live in dignity, said Atallah Wahbeh, a 60-year-old shopkeeper in Ramallah. He said it was important that the U.N. recognize a Palestinian state, even if there are repercussions, such as a possible cut in American aid.We don't need the Americans to buy us with money, he said.Near Karnei Shomron, a Jewish settlement in the northern West Bank, an assailant fired on an Israeli car, causing damage but no injuries, the Israeli military said.Nearby, Palestinians threw rocks at an Israeli car, injuring a baby girl, the military said.The rallies were held far from possible friction points with Israeli troops, though in two locations small groups of young men broke away and threw rocks and firebombs at Israeli troops.Israeli soldiers responded by firing tear gas and sending undercover forces into the crowd. The new poll found that 83 percent of Palestinians believe Abbas' recognition quest is a good idea, even though nearly as many — 78 percent — expect it will make their daily lives more difficult. The survey, conducted last week by the independent Palestinian Center for Policy and Survey Research, included 1,200 respondents and had an error margin of 3 percentage points.The U.N. bid is seen by many Palestinians as a last option after two uprisings and two decades of on-and-off negotiations with Israel failed to produce a state, said pollster Khalil Shikaki.Two-thirds of Palestinians favor peaceful protests, while one-third says the Palestinians should resume armed struggle, according to Shikaki's poll.Still, some worried about possible repercussions from the U.S. or Israel. Israeli Ambassador to the United Nations Ron Prosor said Thursday he is working to create a bloc of seven votes against PA chairman Mahmoud Abbas' statehood bid in the Security Council on Friday.We're still trying to get a block of seven countries, Prosor told the Hebrew-language Walla! Prosor said he was working with US diplomats to create a bloc against the PA bid in order to render the promised US veto of Abbas' move moot, thereby saving Washington political capital.The purpose of building the bloc is to allow space for political maneuvering, Prosor explained.For PA chairman Mahmoud Abbas' statehood gambit to pass it must gain nine affirmative votes in the 15-member Security Council with no permanent members exercising their veto.Israel only needs seven votes in the council to defeat the measure without the US exercising its veto because Nigeria has said it will abstain.Several Security Council members, notably veto-wielding England and France, have not announced their votes hoping Abbas can be persuaded to drop his bid and return to negotiations as the clock runs out.
According to Prosor, the Security Council is not expected to vote on Abbas' resolution until Friday afternoon.After all of the speeches, Abu Mazen must submit his request to the Security Council, Prosor explained.I hope I have enough time to build the bloc and put the United Nations back on the path of direct negotiations. Those who are in power in Israel must understand that true security comes with a genuine peace. French President Nicolas Sarkozy suggested on Wednesday that the United Nations admit Palestine as a non-member state and upgrade its status to simple observer while opposing the Palestinian Authority’s bid for full membership.Sarkozy made the suggestion during a speech to the UN General Assembly, in which he also called for one year to reach a definitive agreement between Israel and the PA, AFP reported.
Sarkozy’s suggestion is aimed to avoid a showdown on Friday, when PA Chairman Mahmoud Abbas plans to present his unilateral statehood bid to the UN. His suggestion would be a middle ground between Abbas’ bid the U.S. determination to block the effort by using its veto power.Each of us knows that Palestine cannot immediately obtain full and complete recognition of the status of United Nations member state, AFP quoted Sarkozy as saying. The first reason for this is the lack of trust between the main parties.He added, But who could doubt that a veto at the Security Council risks engendering a cycle of violence in the Middle East? Must we therefore exclude an intermediate stage? Why not envisage offering Palestine the status of United Nations observer state? This would be an important step forward.
Under UN rules, noted AFP, non-member status would require only a straight majority in the General Assembly where no veto is possible. Such a move would give the PA access to international organizations such as the World Health Organization and perhaps the International Criminal Court.According to the report, Sarkozy also called for greater involvement of the international community in the peace process, suggesting the process led by the United States was leading nowhere.Let us stop believing that a single country or a small group of countries can resolve so complex a problem, Sarkozy said. Too many crucial players have been sidelined for our efforts to succeed. After so many failures, who still believes that the peace process can succeed without Europe? Who still believes that it can succeed without the involvement of all the permanent members of the Security Council? Who still believes that it can succeed without the involvement of the Arab states that have already chosen peace? Hurricane Hilary, in the Pacific Ocean, was upgraded from tropical storm to Category 2, when she reached sustained 105 mph winds off the south-southeastern coast of Acapulco, Mexico, Thursday. Hurricane warnings are in effect for Lagunas de Chacahua to Punta San Telmo, in Mexico.A storm watch is in effect from Punta San Telmo to Manzanillo in Mexico. Hurricane Hilary is moving 10 miles an hour north-northwest and is 90 miles away from Acapulco. Hurricane Hilary at a Category 2, is still a moderate storm, but is predicted to become a major storm. A major hurricane has winds over 110 mph. Originally Hilary was expected to become a major storm by Friday, but has been bumped up to Thursday night.Unlike Hurricane Irene, which was an Atlantic Basin storm, Hilary is an Eastern Pacific storm. Hurricane season for the Pacific storms is May 15-November 30. These storms are sometimes referred to as tropical cyclones. Currently, in the Atlantic, Tropical Storm Ophelia off the coast of Florida, is weak and disorganized. Top wind speeds are 65 mph and expected to dissipate in the next 48 hours.
Storms are categorized using the Saffir-Simpson Scale on internal atmospheric pressure and wind speed. Storms begin as tropical depressions (atmospheric lows). The lower the pressure, measured in millibars, the more potential for damage the storm has. Hurricane Hilary has a internal pressure of 973 mbs. Deadly typhoon leaves Japan; nuclear plant intact

TOKYO – The second major typhoon in a month made its way out of Japan on Thursday after triggering landslides and floods that left at least 16 people dead or missing but sparing a crippled nuclear plant from major damage.There had been concerns that Typhoon Roke could pose more problems for the Fukushima Dai-ichi nuclear power plant, which was sent into meltdown by the March 11 earthquake and tsunami, but officials said the plant weathered the storm without major incident.Hiroki Kawamata, spokesman for plant operator Tokyo Electric Power Co., said several cameras set up to monitor the plant were damaged, but there had been no further leaks of radioactive water or material into the environment.We are seeing no problems so far, he said.Police and local media reported 16 people dead or missing because of the storm, most swept away by rivers swollen with rains in the southern and central regions. One person died in a landslide in northern Iwate prefecture and two people were swept away in Sendai in the northeast.The typhoon made landfall Wednesday afternoon near the city of Hamamatsu, about 125 miles (200 kilometers) west of Tokyo, and then cut a path to the northeast and through the capital before bringing new misery to the tsunami zone. It dumped up to 17 inches (42 centimeters) of rain in some areas, triggering landslides and flooding.By midafternoon Thursday, the system had weakened to a tropical storm and had moved out to sea past Japan's northern island of Hokkaido, which was not hit as hard as the main island of Honshu the day before.
On Wednesday, hundreds of tsunami survivors in government shelters in the Miyagi state town of Onagawa were forced to evacuate for fear of flooding. The storm set off landslides in parts of Miyagi that already were hit by the March disasters.
