President Barack Obama whose group Organizing America helped hand Egypt over to the Muslim Brotherhood feels the same way about Google, Mr. McCain.Fresh home from a trip to the middle east, McCain and Lieberman sang the praises of the social networks on recent developments in Tunisia, Egypt, Bahrain and Libya at the Brookings Institute.This social networking cannot be underestimated in how all of these events, really the driving force in how all of this transformed and took place, crowed McCain.Lieberman called the changes, Even more consequential than the collapse of the Soviet Union and suggested, It’s in our strategic interest at this moment to help history move in the right direction.Incredibly by further emphasizing the role technology has been playing in world revolution, McCain relayed a story from a young man he met with in Egypt, who held up his blackberry and said, I can get 200,000 people in the square in two hours. And it’s Egypt the two senators advised the Obama administration to keep an eye on.Young men with Blackberrys can also get dozens of young people into Chicago department stores for a flash mob collective shoplifting.And who knows if they’re not already using technology to bring illegals over the Arizona border? And how’s this for John Maverick McCain wisdom: Egypt is the heart and soul of the Arab world. What happens in Egypt will be vital to what happens in the rest of the region.

Lieberman feels that the Obama administration was a little slow in handling these events to date. Make that nine days slow, Joe.But McCain as an Obama booster could rival Nancy Pelosi. This administration came into power with an anti-Bush agenda, whether that was the right thing to do or not. I think history will judge. But I also think that this administration has come a long way, especially in this last year and I give them credit for that. And so I certainly like what Secretary Clinton has been saying. I certainly appreciate many of the things the administration has been saying.How can Obama lose with useful idiots like McCain and Lieberman in tow?

Supremes – How much more are you going to protect in the name of speech?

This week we saw the horror decision by the Supreme Court, voting 8-1 for the notorious Westboro Baptist Church. They are the church who has felt like it was God’s calling for them to go around the country and crash funerals of grieving families trying to bury their dead….you know, those who have died in our military defending our nation. How could we forget Westboro’s freedom of speech concerns over our souls when they protested at the funeral of Matthew Snyder, a brave Marine killed in Iraq.Interestingly Matthew wasn’t gay nor connected in anyway with Westboro yet they viciously picketed at his funeral so much so that his Father Albert Snyder sued Fred Phelps of the church to try and stop their picketing at military funerals around the country. I’ll never forget when they showed up in the Northwest to picket a funeral of one of our fallen war heroes, not an hour from my house. I thought I would lose my mind then.You may recall that Matthew’s Father, Albert Snyder was awarded $11 million in damages but later the award was cut in half, then the Fourth Circuit U.S. Court of Appeals threw the whole award out.
What does the Supreme Court have to say for itself?
They acknowledge in their ruling that the views of Westboro Baptist Church are hateful and inexplicable. However, they strongly feel that if they ruled differently it would slow down if not stop people speaking out on controversial issues. They even talked of this also creating liability for news media and the coverage of events and commentaries.Most of us cherish free speech and see the importance of protecting that right. However, our framers never meant for that Freedom of speech to be void of total decency, responsibility and screamed out in whatever setting you chose.Try yelling Fire in a crowded theatre and see what happens. What is the problem? I can yell Fire elsewhere and say whatever I want to. It is the people’s choice if they get up, cause a disturbance and run. I didn’t make them. Yet, this is not allowed due to creating a panicked mob reaction and danger for all. Nor should it be allowed.So, we can’t say anything, where ever we want if it causes potential danger to others. What if it causes emotional trauma and damage to the family of a fallen soldier to display signs such as God hates you Destruction is Imminent Fags are Beasts at a funeral for their son or daughter? Why is the potential of several emotional trauma, insult and violation any less painful than creating potential physical damage in a theatre? I believe it is ALL pain and ALL wrong.Our founding fathers never thought in their wildest dreams that our 1st Amendment rights for free speech would be contorted to allow a group calling themselves a church to exercise their freedom and evil displays anywhere they wanted, especially at someone’s funeral. What about the rights of the family to grieve and honor their dead?
Westboro has the perfect right to believe what they want and they believe God is punishing our nation for having Gays by killing soldiers in Iraq and Afghanistan. They are known to demonstrate all over the country, sometimes sharing their anti-Semitic and anti-gay message several times a week.I was listening to one of their members on the news this morning saying how loving they really are because they are trying to yell out the truth to keep us all out of hell. They wouldn’t picket at so many funerals if they didn’t love us. We apparently are all going to hell if we want to do anything but judge and or hate gays. You see, God hates gays. Westboro’s hatred isn’t satisfied with gays. They also hate Jews and Israel. A few other picket signs I’m looking at say The Jews killed Jesus Some Jews will repent God hates Israel Mourn for your sins. Naturally they have to go to Jewish institutions and places of worship to practice their 1st amendment rights there.Of course we don’t want a slippery slope away from freedom of speech. I’m aware people say things I don’t believe or like but they still have the right to say them. That is true, accept I and most of us believe those extreme speech expressions don’t have the right to be shared everywhere they want.

It is never acceptable, appropriate or part of freedom of speech in America to allow the Nazi party, KKK or neo Nazis to march in the streets or picket in public in America. They all have a history, not only of hate but violence and murder. We have seen what giving them power, speech and a bigger voice leads to….millions of murders. No thank you. They can keep their opinions in the living room of a house somewhere and out of the public square.Westboro Baptist Church, thinks we are all going to hell, especially if we support or love gays. I would go to hell accept I can’t get through the door and find a place to stand. There are too many of them in the way.Regardless of what anyone thinks of gays or gay behavior, as a conservative, Christian who does not believe in Gay Marriage, I will let my opinion be heard.The truth about what God says in the Bible is clear, spoken out and simple. God loves all people including gays. He identifies many sins that separate us from God, various attitudes of Judgment, hate, jealousy, gossip, rage and sexual acting out, outside of marriage, gay and straight. God lovingly calls us all back to him and offers healing to us all. Even those invested in Judgment and hatred like members of Westboro Baptist Church.I believe the Supreme Court aired in their judgment, allowing freedom of such hostile and insulting speech to be shared anywhere, violating the rights of the fallen heroes families. They could display their pickets all kinds of places. Why a funeral? That should have never been allowed.Let Freedom of speech reign BUT in appropriate locations and times.

The assaults, name calling and slander continues against those who dare to question and make comments about Obama’s eligibility and constitutional status to be President. We are distractions and we are racist, conspiratorial birthers.Let us look at some of the messiah level conservatives and what they have to say about this. First on our list of on high opinions is Karl Rove, a Fox News contributor and the former Senior Adviser and Deputy Chief of Staff under George W. Bush. I have respected and supported much of what he has said over the years, but he loses my respect and support on this issue. He said on Bill O’Reilly recently that the Republican Party has to focus on real issues, not non issues. The party should ignore the birther movement. Rove compared the birthers to the John Birch Society, a far-right group started in the 1950s. He compared the 9/11 deniers with the birthers, those who want Obama to prove his eligibility.Rove made these comments to an agreeing Bill O’Reilly who also has marginalized and insulted ‘birthers’ for the last two years (translation: A birther is anyone who looks at the sea of growing evidence that Obama was not born in Hawaii and wants him to come clean and show his long form birth certificate).Karl Rove was advising the GOP not to waste time on this non issue and certainly not give anyone who believes that way any profile or stature in the party. Worshiping and sold out Bill O’Reilly agreed.

Glenn Beck has put down and minimized the eligibility issue all along. He has done this while talking passionately about our constitution, founding fathers, waging war against George Soros and more. Recently on the Peter Boyle show he was asked about eligibility. I was just interviewed myself on the Peter Boyle show and he rocks. Glenn is reported to have said the following: Where he was born? I don’t know?……then later He cares about the U.S. Constitution.He went on…..Our rights are being violated right now and I want to concentrate on that.OK Glenn, ignore the rights violating elephants stampeding through the room! So far we are wasting time, represent a non issue according to Karl Rove and Glenn thinks we should be focusing on our rights being violated, not the eligibility issue.
Who else has conservative wisdom to ad to this list?
Even the amazing Sarah Palin has strangely minimized this issue. She has stated on her Facebook postings: …….….at no point, not during the campaign, and not during recent interviews – have I asked the president to produce his birth certificate or suggested that he was not born in the United States.Why Sarah did you not ever suggest Obama come clean with this and show his birth certificate? You act as if that is a great thing that you didn’t ask Obama to show he was born in the US. I think it is a shame and missing the mark that you didn’t. Do you not think it odd that John McCain was asked to show his birth certificate to the media and left…he did. Obama has been asked, sued and begged to show his long form birth certificate and he has answered by spending over 2 million dollars hiding every record he has, while calling us names. According to a recent poll over 51% of Americans don’t believe he was born in the U.S. It is RATHER a big question mark.Regardless of all the suspicious behavior by Obama, fingers and signed affidavits pointing to him being born in Kenya www.obamacrimes.com, and even a former election official, Tim Adams of Hawaii signing an affidavit in 2008 saying Obama was not born in Hawaii, Rove, Beck, O’Reilly, Palin continue to ignore and betray this issue. Isn’t it most interesting that they all appear on Fox regularly and they either have their own shows or are regular guests? One thing is for sure. They refuse to honestly deal with this glaring issue of national concern and danger. Can you say, threats, intimidation, bribes and pay offs??? I think someone controlling and/or running Fox got to them and they are scared.
How is it that even with Dr. Jerry Corsi, the Governor of Hawaii, Neil Abercrombie, and former election official Tim Adams saying the birth certificate is not there, that the real story continues to be buried in most of radio and TV in America??? OBAMA LIED ABOUT WHERE HE WAS BORN. That is the real story. People don’t lie and spend money to hide info unless they have something to hide. This isn’t fringe and a waste of GOP time. I would like to start off by stressing the fact that I am NOT an economist. I am a working Joe that gets up and goes to work every day – as I have for thirty-five years – in order to pay my bills and feed my family. I do not profess to be an expert. However, I do know what my wallet is telling me – and it isn’t telling me anything good.I need not mention what we are seeing at the gas pump these days. The price of a gallon of gasoline has skyrocketed (in my home state of Florida) from just over $1.50 per gallon at the end of the Bush administration to close to $3.50 for that same gallon today.Anybody that believes that inflation is really 1.63 percent (as told to us by the federal government’s Bureau of Labor Statistics in its Consumer Price Index summary) is not living in the real world. If you shop for groceries, gasoline, insurance, or basically, ANYTHING (computers and other electronic goods notwithstanding) on a regular basis, you have seen a steady rise in prices for a number of years.There is a web site that offers an inflation calculator. This is very intriguing and allows one to determine the rate of inflation between any two dates from 1914 to the present. You can then enter that inflation rate and a dollar amount (such as the cost of goods or services) and determine what the inflated cost is. According to the information on this site, the inflation rate from January 2000 to today is 30.46 percent. This means that something that cost one dollar in 2000 costs $1.30 today.
I like to think of prices in terms of my personal price index. I do most of the grocery shopping in my family and I am keenly aware of the prices that I pay for the goods that I purchase regularly. Take, for instance, a popular national brand of orange juice that I was able to buy on sale (back in 2000) in half gallon cartons for three for $5.00. That same container of orange juice today will cost you $2.99 when you can find it on sale. But wait – the vendor recently reduced the package size from a half-gallon to 59 fluid ounces. This increase in price PLUS the decrease in package size yields a net increase in the per-ounce price from 2.61 cents to 5.07 cents, or 94 percent. And this has taken place since 2000.Granted, many factors can enter into the price of orange juice including freezes in Florida. But this is a steady long-term increase – not a seasonal trend. And how many other products can you name which have seen similar increases in price along with a decrease in package size? Ice cream and coffee are two that immediately come to mind. Or have you purchased a bag of sugar lately? A four pound bag that used to be five? If not, you are in for a shock.
My 82-year-old mother told me just the other day that the yogurt that she has been purchasing for quite some time for $2.49 just increased in price to $2.79. This sounds like a twelve percent increase to me - in one fell swoop; not over an extended period of time.We know that the Federal Reserve has been, for the past several months (and will continue doing through the third quarter of this year), increasing the money supply by a process euphemistically known as quantitative easing. The irony here is that they are not making it easier on the working people. Increasing the supply of money is the only real cause of inflation and this is precisely what the Fed is doing. The price of oil (as with the price of everything) is controlled by the laws of supply and demand. But with the Fed seemingly trying to destroy the dollar, investors are turning to commodities such as gold, silver, sugar, and OIL. Not only has oil seen a large run-up in price lately, but silver (from which, once upon a time, our coins were minted) has increased over twenty percent in the past month alone.I believe that we are seeing people eager to spend their dollars while there is still at least some value left to them, albeit not much. Hence the demand, and increasing prices, for the aforementioned commodities. It is a vicious cycle. The more the Fed devalues the dollar through forced inflation, the more investors try to unload their dollars by purchasing tangible assets with real value.
We have all heard stories about Germany in the 1920’s and the inflation that that country experienced. Stories abound of people using wheelbarrows full of money to purchase loaves of bread. Such stories may seem absurd to a majority of Americans today. But think about it in the context of such inflation taking place over a period of many years. This is precisely what we have seen in this country. The dollar has lost over 95 percent of its value since 1900. This means that, what once sold for less than five cents now costs a dollar – two 50-cent rolls of pennies – or more. A forty cent loaf of bread of a few decades ago now costs upwards of three dollars. Hence it is not difficult to spend a wheelbarrow full of pennies on a single trip to the grocery store.In my opinion, if it looks like a duck, waddles like a duck, and quacks like a duck – it’s a duck. Well, if it looks like inflation and feels like inflation, it IS inflation, regardless of what the government tries to tell us.Fed chairman Ben Bernanke is whispering,Don’t worry.But my wallet is screaming, Inflation!

The United States Intelligence Community (USIC) has just assessed, based upon direct knowledge of the Egyptian nuclear progam since the mid-1980s, that a nuclear weapons capability is well within the grasp of either the Egyptain armed forces or the Ikhwan in their ongoing power struggle in Egypt. The Ikhwan clearly have the upper-hand and the organizational edge in the struggle, and may well represent the coming power of a cruel master, and a fierce king will rule over them declared by the Lord Almighty in Isaiah 19:4. Of course, the Ikhwan covertly exist within the Egyptian armed forces, so the ultimate Egyptian power-broker could well be a combination of the two.The USIC has revealed that Egypt has quietly acquired nuclear weapons technology and material from China, North Korea and Pakistan, in addition to biological and chemical weapons capabilities, and Hosni Mubarak was the key factor in ensuring that an Egyptian nuclear breakout would not occur. Otherwise the United States would have been all over Egypt as we have been for over a decade regarding the Iranian nuclear weapons program. The key controlling factor of Hosni Mubarak no longer exists. However, even during his tenure between 1990 and 2003 Egypt is known to have conducted 16 secret nuclear experiments under the command of Brigadier General Ahmed Nashet. In this same period Egypt acquired a Russian-made cyclotron for advanced uranium enrichment, and the Argentines designed the Inshas nuclear reactor to produce weapons-grade plutonium.The bottom-line USIC assessments is that Egypt now has the resources to complete the production of nuclear warheads and a missile-borne delivery system of at least 1,000 kilometers (621 miles). How convenient! The distance between Cairo and Tel Aviv is less than half of that, and Cairo to Dimona is a mere stones throw. Worse, there’s a common border between Egyptian Sinai and the Israeli Negev were smuggling is rampant.

A computer expert at the influential TED Conference in California has confirmed what the New York Times already admitted in January – that the same governments calling for draconian cybersecurity powers in order to protect against cyber warfare were themselves the culprits behind an act of cyber warfare that could have triggered a new Chernobyl disaster in launching the Stuxnet worm attack against Iran.Ralph Langner, dubbed by his peers as one of the best technical minds working in the field of industrial control system security, said that the Stuxnet virus, which was used to attack Iranian computer systems that controlled water supplies, oil rigs, power plants and other critical infrastructure at the Bushehr nuclear reactor plant, was created by the United States with assistance from Israel.My opinion is that the Mossad is involved, Langner said while discussing his in-depth Stuxnet analysis at a prestigious TED conference in the Southern California city of Long Beach, reports AFP.But, the leading source is not Israel… There is only one leading source, and that is the United States, explained Langner.Langner’s conclusion only confirms what the New York Times already admitted in January, that the worm was created by the US and Israel as a weapon with which to sabotage Iran’s nuclear program.The fact that the effectiveness of the Stuxnet worm was tested at Israel’s Dimona nuclear facility strongly indicates that the virus was designed as an American-Israeli project to sabotage the Iranian program, the Times reported on January 15.
At the height of the Stuxnet attack last year, many cybersecurity advocates were citing the virus as a justification for giving President Obama a kill switch to shut down the Internet, despite the fact that the worm could only have infected computer systems by being inserted physically via a USB flash drive.The fact that the virus was created by the United States and Israel renders obsolete the entire cybersecurity agenda. Here we have the very culprits behind acts of cyber warfare telling us that we need to give them more power to counter the threat of cyber warfare.But this goes further than the Iranian nuclear program or cybersecurity. After it became apparent that the US and Israel were behind he virus, Russian officials called on NATO to launch a full investigation into Stuxnet, warning that the attack had caused centrifuges at the Bushehr to spin out of control, which could have triggered a new Chernobyl disaster.Langner said the Stuxnet code was designed to trick human operators by showing them recorded readings indicating machinery is running normally while behind the scenes they are heading for destruction.It’s definitely hard-core sabotage, Langner said of Stuxnet. It’s like in the movies where during a heist the security camera is running pre-recorded video showing nothing is wrong.Back in September 2010, we wrote several articles in which we identified Israel and the United States….as the prime suspects behind the Stuxnet worm attack, following the revelation that the virus was created by experts working for a country or a well-funded private group.At the time, debunkers labeled the claim that the US and Israel had launched the worm attack as a ridiculous conspiracy theory.

- A Jewish Chronicle article written by Miriam Shaviv labeled the claim a ridiculous conspiracy theory.

Unions could block all routes into Brussels to shut down EU summit

France's powerful CGT union is considering joining them.The General Workers Federation of Belgium (FGTB) has said it intends to mount barricades on the motorways coming into the city, close the train stations, bring the metro and trams to a halt and even shut down Brussels airport.We need to strike a blow,, said Nico Cue, secretary general of the metalworkers' section of the union, reported La Libre Belgique on Thursday. The Sarkozy-Merkel duo is trying to impose a competitiveness pact that could undermine automatic indexing of salaries and threaten the retirement age of 65. This subject will be found on the menu at the EU summit on 24 and 25 March to be held in Brussels, he continued.He said he did not want the union action to be a normal Brussels march through the city ending with everyone heading home with little achieved: While this could be a routine demonstration, starting from the Gare du Nord [the city's north train station] to Gare du Midi [its south train station], we believe that it takes some other action, more determined.Other unions are currently considering the proposal, including the country's Christian trade union, the CSC, which has also approached the European Trade Union Congress to organise a large-scale action the same day.France's powerful CGT union is also looking into backing the idea. The ETUC will take a decision on the matter on Tuesday.

MEPs vote themselves extra €1,500 allowance a month

EUOBSERVER / BRUSSELS - MEPs have elected to boost their monthly allowance for staff and office expenses by €1,500, mirroring a similar move last year despite a widespread austerity drive in EU member states.The decision by members of the European Parliament's budgetary committee on Thursday (3 March) will see the legislature's overall budget increase by almost €13.25 million in 2011.MEPs from parliament's Socialist and centre-right European Peoples Party groups supported the proposed raise, while other groups said the decision was unjustified.German Green MEP Helga Trupel said the move showed EU lawmakers were clearly out of touch with fiscal realities ...[and] sent completely the wrong signal to EU citizens. Portuguese far-left MEP Miguel Portas called the decision misconceived.Meanwhile, supporters say the extra allowance would enable the hiring of additional staff to tackle the growing workload under the EU's new Lisbon Treaty, in place since 1 December 2009.I cannot do the political or control work I have to do if I don't have more staff, said German centre-right MEP Ingeborg Grassle. Euro deputies are paid €7,956.87 per month before tax, and an additional €300 for the days they officially sign in to work in Brussels or Strasbourg.They also receive a monthly allowance of €19,709 for staff and other office expenses, with Thursday's decision set to increase this figure.The move is unlikely to be welcomed in several corners of Europe as EU governments embark on a wave of spending cuts and tax increases.

EUOBSERVER / BRUSSELS – European governments are using wiretaps, the threat of large fines and the prospect of psychiatric testing to intimidate journalists and muzzle the region's free press, according to stakeholders and experts in the field. A shortage of funds and an over-concentration of media ownership are also key problems facing the sector, participants at a conference organised by the European Parliament's Socialist group said on Thursday (3 March).Traditionally seen as a 'fourth estate' charged with monitoring the holders of power, Europe's media freedom has recently come under greater scrutiny after Hungary's centre-right government introduced a widely–criticised media law on 1 January 2011.But other EU countries including Romania, Italy, Bulgaria and France have also witnessed rising tensions.Romanian broadcast laws have been subject to six amendments over the past year, with up to 40 percent of broadcast time now reserved for the national news agency, said Ioana Avadani, executive director of the Centre of Independent Journalism, a Bucharest-based NGO.The country's parliament is currently debating the idea of imposing annual psychiatric controls on journalists, while the government recently changed a public procurement law related to media contracts.
Basically the government can give public money to whoever it wants, Ms Avadani said, reserving her strongest criticism for the government's plan for a national defence strategy under which media groups would be listed as a vulnerability to the state.

Thousands march in India against EU trade deal

The rally of more than 2,000 demonstrators from India and other Asian countries coincided with the re-start of sensitive trade negotiations in Brussels, with officials suggesting an end to the 2007-initiated talks is in sight.But opponents of the deal say an EU request for a data exclusivity clause will drive the price of generic drugs made in India above an affordable level for people in poorer countries.More than 80 percent of the AIDS drugs our medical practitioners use to treat 175,000 people in developing countries are affordable generics from India, said Paul Cawthorne, a spokesman for Paris-based humanitarian group Medecins Sans Frontieres (MSF).Beyond AIDS, we rely on producers in India for drugs to treat other illnesses, such as tuberculosis and malaria. We cannot afford to let our patients lifeline be cut, Mr Cawthorne added, reports AFP.Medicines have proved a sticking point in the ongoing discussions, with the EU keen to secure India's commitment to a strong intellectual property rights regime with respect to drugs.European drug manufacturers complain that many of their patented products are frequently undercut by generics produced in India. EU customs officials have seized a number of containments bound for the 27-member state market over the past few years.
Until recently, Indian regulations allowed pharmaceutical companies to patent only drug-making processes and not the final products. Pressure from the World Trade Organisation has resulted in a tightening of those rules, but not as much as the EU would like.Critics of the FTA say Europe's demand for data exclusivity would mean that clinical trial data filed by one company could not be relied upon by other companies. As a result, the need for each firm to produce its own clinical trial tests would dramatically increase the price of medicines, they complain.The United Nations is among those who also fear data exclusivity provisions could act like a patent and block more affordable generic medicines from the market.It would be a colossal mistake to introduce data exclusivity in India, when millions of people across the globe depend on the country as the pharmacy of the developing world, said Anand Grover, the UN Special Rapporteur on the Right to Health.The EU is India's largest trading partner. Bilateral trade in goods and services between the two sides in 2009 was worth just under €69 billion, according to European Commission figures.
Another sensitive issue in the talks relates to the automobile sector, one of the subjects being discussed by commission and Indian negotiators this week. Here Europe is pushing for a reduction in Indian import tariffs on European cars, currently around 110 percent. Indian car manufacturers are against the move.We are aware of the position of the Indian car industry with respect to the negotiations, EU trade spokesman John Clancy told the Business Standard newspaper this week. But it is clear that in order for the EU to support this agreement, access to India's car market must be improved significantly.A compromise deal could revolve around the abolition of tariffs on high-end, luxury cars, while small models retain a degree of protection.

Canada and the U.S. have signed an agreement that paves the way for the militaries from either nation to send troops across each other’s borders during an emergency, but some are questioning why the Harper government has kept silent on the deal.
Neither the Canadian government nor the Canadian Forces announced the new agreement, which was signed Feb. 14 in Texas.The U.S. military’s Northern Command, however, publicized the agreement with a statement outlining how its top officer, Gen. Gene Renuart, and Canadian Lt.-Gen. Marc Dumais, head of Canada Command, signed the plan, which allows the military from one nation to support the armed forces of the other nation during a civil emergency.The new agreement has been greeted with suspicion by the left wing in Canada and the right wing in the U.S. The left-leaning Council of Canadians, which is campaigning against what it calls the increasing integration of the U.S. and Canadian militaries, is raising concerns about the deal.It’s kind of a trend when it comes to issues of Canada-U.S. relations and contentious issues like military integration. We see that this government is reluctant to disclose information to Canadians that is readily available on American and Mexican websites, said Stuart Trew, a researcher with the Council of Canadians.Trew said there is potential for the agreement to militarize civilian responses to emergency incidents. He noted that work is also underway for the two nations to put in place a joint plan to protect common infrastructure such as roadways and oil pipelines. Are we going to see (U.S.) troops on our soil for minor potential threats to a pipeline or a road? he asked.Trew also noted the U.S. military does not allow its soldiers to operate under foreign command so there are questions about who controls American forces if they are requested for service in Canada. We don’t know the answers because the government doesn’t want to even announce the plan, he said.
But Canada Command spokesman Commander David Scanlon said it will be up to civilian authorities in both countries on whether military assistance is requested or even used.He said the agreement is benign and simply sets the stage for military-to-military co-operation if the governments approve. But there’s no agreement to allow troops to come in, he said. It facilitates planning and co-ordination between the two militaries. The allow piece is entirely up to the two governments.If U.S. forces were to come into Canada they would be under tactical control of the Canadian Forces but still under the command of the U.S. military, Scanlon added.News of the deal, and the allegation it was kept secret in Canada, is already making the rounds on left-wing blogs and Internet sites as an example of the dangers of the growing integration between the two militaries.On right-wing blogs in the U.S. it is being used as evidence of a plan for a North American union where foreign troops, not bound by U.S. laws, could be used by the American federal government to override local authorities. Co-operative militaries on Home Soil! notes one website. The next time your town has a national emergency, don’t be surprised if Canadian soldiers respond. And remember — Canadian military aren’t bound by posse comitatus.Posse comitatus is a U.S. law that prohibits the use of federal troops from conducting law enforcement duties on domestic soil unless approved by Congress.Scanlon said there was no intent to keep the agreement secret on the Canadian side of the border. He noted it will be reported on in the Canadian Forces newspaper next week and that publication will be put on the Internet. Scanlon said the actual agreement hasn’t been released to the public as that requires approval from both nations. Baylor University welcomed President George W. Bush, Mexican President Vicente Fox and Canadian Prime Minister Paul Martin on March 23 for meetings the leaders said provide a framework for the next generation of trilateral relations between the North American countries. The meeting was followed by a working lunch at President Bush's ranch in Crawford, less than 25 minutes away from the Baylor campus.The leaders of the United States, Mexico and Canada arrived by motorcade at Baylor's Armstrong Browning Library, the location for the meetings on the Security and Prosperity Partnership of North America.
Renowned Library Provides Meeting Site
Baylor President Robert B. Sloan Jr. greeted President Bush and Secretary of State Condoleezza Rice at Armstrong Browning, the library world-renowned for its collection of book and mansucript holdings related to Victorian poets, Robert and Elizabeth Barrett Browning. The stately library was chosen by White House staff as the site of the meetings because of its impressive features, such as its bronze doors, stained glass windows, paneled walls, polished floors and antique furniture that reflect the lives and works of the two poets.Sloan said he spent about 20 minutes discussing various issues with the President and Secretary Rice, during which President Bush expressed great appreciation for Baylor University.By Mr. Bush's request, Sloan also welcomed the arrival of both President Fox and Prime Minister Martin. Other members of President Bush's cabinet that attended the meetings included Chief of Staff Andrew H. Card Jr., Secretary of Commerce Carlos M. Gutierrez, Secretary of the Department of Homeland Security Michael Chertoff, National Security Adviser Stephen Hadley, and Assistant to the President and Deputy Chief of Staff Joseph Hagin. It is an honor for Baylor University to host the leaders of the United States, Canada and Mexico, Sloan said. Here at Baylor, we want to teach our students to serve. Baylor today had the opportunity to serve on behalf of our country and the world, and it is a tremendous privilege for Baylor to host this trilateral meeting.Mr. Bush remembered very favorably, Sloan said, the President's Economic Forum, which was hosted by Baylor in August 2002, as well as the visit of Russian President Vladimir Putin, who was a guest at the President's ranch in Crawford in November 2001. For both events, Baylor hosted an array of special guests, including cabinet members, White House and State Department staff, Fortune 500 company CEOs and hundreds of journalists from all over the world, who filed their stories from a media center set up in the McLane Student Life Center.
Table A Work of Art
President Bush, President Fox and Prime Minister Martin held their high-level talks in Armstrong Browning's John Leddy-Jones Research Hall, an exquisite reading room for Browning scholars and students. However, the presidential meeting added an additional work of art to the room - a custom-built, 18-foot round table, with 18 chairs for the leaders, their cabinet members and ministers, and other staff. We searched all over the United States for a table, but when we couldn't find one to the president's specifications, we contacted a Waco company, C.M. Trautschold Millwork Co., who also did the cabinet work in Baylor Law School and the woodwork in the Baylor Sciences Building,said Rick Creel, associate vice president for operations and facilities at Baylor. Creel said Trautschold built the 19-piece, solid wood, stained table in 48 hours, with its center embossed with the meeting's logo design. Baylor carpenters also fashioned a plaque for the table that read, "For the exclusive use of the trilateral meeting.After the meeting, the table will be taken apart, crated and stored.But hopefully it will be on display someday here at Baylor,Creel said.
News Conference
The leaders also held a meeting on the other side of Armstrong Browning, in the library's Treasure Room, a dignified, dark-paneled room that displays some of the library's extraordinary collections of Browning items. At the conclusion of the meetings, President Bush, President Fox and Prime Minister Martin departed the library by motorcade and drove through the Baylor campus to the Bill Daniel Student Center for a news conference in Barfield Drawing Room.The elegant room was transformed into a working media center, with platforms and seating areas arranged to accommodate more than 120 television and print journalists and photographers, as well as several dignitaries from each country. White House staff members also spent the week searching for the right look for the staging and news conference background. In the end, designers covered the room's stylish archways with a mosaic of each country's flags that created a stained glass effect behind each leader. Baylor's been fantastic, said Scott Sforza, deputy assistant to the president/deputy director of communications. I have never worked with better people in my life.Once the news conference began, President Bush, President Fox and Prime Minister Martin appeared under a canopy of Mexican, American and Canadian flags, with Mr. Bush beginning with news conference with some gracious words for Baylor. The leaders then announced the establishment of the Security and Prosperity Partnership of North America and took questions from the media on the new accord, as well as the Terri Schiavo case in Florida and Secretary of State Rice's recent visit to Asia. President Bush, President Fox and Prime Minister Martin then exited the student center and traveled to Mr. Bush's Crawford ranch for a working lunch.
Baylor Student Body President Jeff Leach attended the news conference, although the high level of security surrounding the talks did not allow for much participation for Baylor faculty and students.To have our campus as the site for this meeting is both a blessing and a privilege, Leach said. Our students realize that colleges all over the country don't often have an opportunity to see the presidential motorcade, much less to hold a news conference with three world leaders in our Student Union Building.Just by holding this trilateral meeting on the Baylor campus has provided great energy for any discussions on current political affairs, said President Sloan. It has provided a tremendous academic experience simply by having President Bush, President Fox and Prime Minister Martin at Baylor.Sloan's comments were echoed by Dr. Joseph McKinney, professor of economics and The Ben H. Williams Professor of International Economics, and Dr. Victor Hinojosa, assistant professor of political science. Both faculty members attended the news conference as resources for reporters on the North American Free Trade Agreement and U.S./Mexico relations. Having three heads of state on campus provides a lot to talk about in class,said Hinojosa, who teaches Government and Politics of Mexico (PSC 4304), a survey of Mexican politics in the 20th century. Hinojosa's fluency in Spanish also provided the Baylor alum with several interview opportunities with members of the Mexican media, as well as American journalists.
Baylor Staff Steps Up
An event of this magnitude doesn't just happen overnight. Baylor staff members began meeting with the White House, the Secret Service and delegations from Mexico and Canada only a week ago to prepare for the trilateral meeting.More than 25 members of Baylor's facilities services staff, under manager Don Bagby, were responsible for taking care of a variety of needs, from providing electrical power and building staging to erecting security tents and moving furniture.We installed three generators and ran one-and-a-half miles of power cable, Bagby said. We built the staging for the media and the stage for leaders, and we even provided services like interior design, with Lois Ferguson getting holding rooms ready for the leaders and their delegations.Bob Hartland's staff in Internet networks and services installed 110 phone lines, 80 hard network lines and some wireless access for White House staff, each country's delegation and accompanying media in three separate venues - Armstrong Browning Library, Bill Daniel Student Center and Roxy Grove Hall.That was a real challenge, but I have some terrific people, such as Stacey Benningfield, (director of telecommunications operations) and his staff, Scott Day (manager of network services) and his group, and Bill Lechner (coordinator of network special projects) and his staff.The first floor of the student center was quickly turned into a media hub, with the CUB area a filing center for Mexico's press, the BEAR Food Court a temporary editing suite and studio for CNN, and the DEN student lounge a filing center for Canadian press.I am extraordinarily proud of the staff in operations and facilities, who dedicated many overtime hours away from their families and even from their spring break to make this meeting a success, Rick Creel said. Don Bagby, Chris Krause and their teams really stepped up and were instrumental in answering every request of the White House and the Secret Service. One agent said that they had not had this level of cooperation with another other venue, and they were very pleased.
Secret Banff Meeting of CEOs and the Defense Establishment : Militarization and the Deconstruction of North America by Michel Chossudovsky Global Research, September 19, 2006
Cabinet ministers, top military brass together with North America's top corporate executives mingle in the plush surroundings of the Fairmont Banff Springs Hotel. This secret venue on Continental Prosperity in the New Security Environment focused on Deep Integration, which largely consists in flushing national sovereignty in favor of Fortress North America. According to the draft program (see below), Defense Secretary Donald Rumsfeld traveled to Banff, Alberta to deliver the keynote address on military to military cooperation. Canada's Minister of Public Security Stockwell Day focused his address on issues of North American public security.Top brass from the US and Canada were in attendance. Canada's Minister of Defense Gordon O'Connor was present together with Chief of Defense Staff, General Rick Hellier.There was, however, no confirmation that Canada's Prime Minister Stephen Harper attended the meetings.On the US side, several of Rumsfeld's top policy advisers were present alongside a handful of researchers and consultants.The commander of US NorthCom Admiral Tim Keating was also in attendance with several of his senior staff members. Keating is also Commander of NORAD, which is slated to be merged with US NorthCom.
Deep Integration
Deep Integration was first enunciated by The Independent Task Force for North America, led on the Canadian side by former Liberal deputy prime minister, John Manley together with Tom Aquino, president of the Canadian Council of Chief Executives. The task force led by US, Canadian and Mexican officials was sponsored by the Council on Foreign Relations (CFR).D’Aquino and his partners in a corporate task force, former deputy prime minister John Manley and former finance minister Michael Wilson, tell us that by integrating ever more into the U.S. we will somehow guarantee our prosperity, creating fortress North America to compete with China, Europe, and other competitors.(Murray Dobbin, April 2005)In 2005, Manley’s task force released its Trinational Call for a North American Economic and Security Community by 2010.Both Aquino and Manley are participants in the Banff venue, which essentially constitutes a follow-up to the CFR sponsored initiative. Another central theme of the Banff conference is the integration of military command structures, which could eventually lead to the scrapping of NORAD and the integration of Canada into US Northern Command.(Chossudovsky, November 2004)The Banff venue was co-chaired by George Shultz, a staunch Republican, former Secretary of State to President Ronald Reagan who later became president and director of Bechtel corporation.

Timeline of the Progress Toward a North American Union
Canadian, U.S., and Mexican elites, including CEOS and politicians, have a plan to create common North American policies and further integrate our economies. This plan goes by various names and euphemisms, such as deep integration, NAFTA-plus,harmonization, the Big Idea, the Grand Bargain, and the North American Security and Prosperity Initiative. Regardless of which name your prefer, the end goal of all of these plans is to create a new political and economic entity named the North American Union (NAU) that would supercede the existing countries. Theoretically, it would be similar to and competetive with the European Union (EU). The individual currencies of each country would be replaced by a common currency called the Amero and everything from environmental regulations to security would be brought in line with a common standard.Vive le Canada.ca offers the following timeline as a resource to educate the general public about the progress of the three countries toward a new North American Union (NAU).
Vive le Canada.ca opposes the creation of the North American Union (NAU) because we believe it will mean the loss of Canadian sovereignty and democracy and hand over more power to giant, unelected corporations. We also believe that unlike the EU, the countries joining the NAU are not roughly equal in size and power and that this means the U.S. will most certainly be setting policy for all three countries. Considering the unpopularity of the Bush administration and its policies in the U.S., Canada, and around the world we believe that erasing the borders between our countries and adopting U.S. policies at this time is a bad idea and will create economic, political and military insecurity in this country. We hope that raising awareness about the plan to create a North American Union (NAU) will create opposition and encourage debate in all three countries, but especially in Canada.

-November 13, 1979: While officially declaring his candidacy for U.S. President, Ronald Reagan proposes a North American Agreement which will produce a North American continent in which the goods and people of the three countries will cross boundaries more freely.
-January 1981: U.S. President Ronald Reagan proposes a North American common market.
-September 4, 1984: Conservative Brian Mulroney is elected Prime Minister of Canada after opposing free trade during the campaign.
-September 25, 1984: Canadian Prime Minister Brian Mulroney meets President Reagan in Washington and promises closer relations with the US.
-October 9, 1984: The US Congress adopts the Trade and Tariff Act, an omnibus trade act that notably extends the powers of the president to concede trade benefits and enter into bilateral free trade agreements. The Act would be passed on October 30, 1984.
-1985: A Canadian Royal Commission on the economy chaired by former Liberal Minister of Finance Donald S. Macdonald issues a report to the Government of Canada recommending free trade with the United States.
-St. Patrick's Day, 1985: Prime Minister Brian Mulroney and President Ronald Reagan sing When Irish Eyes Are Smiling together to cap off the Shamrock Summit, a 24-hour meeting in Quebec City that opened the door to future free trade talks between the countries. Commentator Eric Kierans observed that The general impression you get, is that our prime minister invited his boss home for dinner. Canadian historian Jack Granatstein said that this public display of sucking up to Reagan may have been the single most demeaning moment in the entire political history of Canada's relations with the United States.
-September 26, 1985: Canadian Prime Minister Brian Mulroney announces that Canada will try to reach a free trade agreement with the US.
-December 10, 1985: U.S. President Reagan officially informs Congress about his intention to negotiate a free trade agreement with Canada under the authority of trade promotion. Referred to as fast track, trade promotion authority is an accelerated legislative procedure which obliges the House of Representatives and the Senate to decide within 90 days whether or not to establish a trade trade unit. No amendments are permitted.
-May 1986: Canadian and American negotiators begin to work out a free trade deal. The Canadian team is led by former deputy Minister of Finance Simon Reisman and the American side by Peter O. Murphy, the former deputy United States trade representative in Geneva.
-October 3, 1987: The 20-chapter Canada–United States Free Trade Agreement (CUSFTA or FTA) is finalized.
-November 6, 1987: Signing of a framework agreement between the US and Mexico.
-January 2, 1988: Prime Minister Mulroney and President Reagan sign the FTA.
-January 1, 1989: The Canada US Free Trade Agreement (CUSFTA or FTA) goes into effect.
-June 10, 1990: Presidents Bush (U.S.) and Salinas (Mexico) announce that they will begin discussions aimed at liberalizing trade between their countries.
-August 21, 1990: Mexican President Salinas officially proposes to the US president the negotiation of a free trade agreement between Mexico and the US.
-February 5, 1991: Negotiations between the US and Mexico aimed at liberalizing trade between the two countries officially become trilateral at the request of the Canadian government under Brian Mulroney.
-April 7 to 10, 1991: Cooperation agreements are signed between Mexico and Canada covering taxation, cultural production and exports.
-May 24, 1991: The American Senate endorses the extension of fast track authority in order to facilitate the negotiation of free trade with Mexico.
-June 12, 1991: Start of trade negotiations between Canada, the US and Mexico.
-April 4, 1992 Signing in Mexico by Canada and Mexico of a protocol agreement on cooperation projects regarding labour.
-August 12, 1992: Signing of an agreement in principle on NAFTA.
-September 17, 1992: Creation of a trilateral commission responsible for examining cooperation in the area of the environment.
-October 7, 1992: Official signing of NAFTA by Michael Wilson of Canada (minister), American ambassador Carla Hills and Mexican secretary Jaime Serra Puche, in San Antonio (Texas).
-December 17, 1992: Official signing of NAFTA by Canadian Prime Minister Brian Mulroney, US president George Bush, and Mexican president Carlos Salinas de Gortari, subject to its final approval by the federal Parliaments of the three countries.
-March 17 and 18, 1993: Start of tripartite discussions in Washington aimed at reaching subsidiary agreements covering labor and the environment.
-September 14, 1993: Official signing of parallel agreements covering labor and the environment in the capitals of the three countries.
-1993: The Liberal Party under Jean Chretien promises to renegotiate NAFTA in its campaign platform, titled Creating Opportunity: the Liberal Plan for Canada and also known as The Red Book.
-December 1993: Newly elected Canadian Prime Minister Jean Chretien signs NAFTA without changes, breaking his promise to renegotiate NAFTA. U.S. President Bill Clinton signs NAFTA for the U.S.
-January 1, 1994: NAFTA and the two agreements on labour and the environment go into effect, replacing CUSFTA.
-November 16, 1994: Canada and Mexico sign a cooperation agreement regarding the peaceful use of nuclear energy.
-December 1994: The Summit of the Americas is held in Miami. The three signatories of NAFTA officially invite Chile to become a contractual party of the agreement. The Free Trade Area of the Americas or FTAA is initiated. According to the offical FTAA website, the Heads of State and Government of the 34 democracies in the region agreed to construct a Free Trade Area of the Americas, or FTAA, in which barriers to trade and investment will be progressively eliminated. They agreed to complete negotiations towards this agreement by the year 2005 and to achieve substantial progress toward building the FTAA by 2000. See: FTAA
-December 22, 1994: Mexican monetary authorities decide to let the Peso float. The US and Canada open a US$6 billion line of credit for Mexico.
-January 3, 1995: Mexican president Ernesto Zedillo presents an emergency plan.
-January 1995: President Clinton announces an aid plan for Mexico.
-February 9, 1995: Mickey Kantor, the US Foreign Trade representative, announces Washington’s intention to include the provisions of NAFTA regarding labor and the environment in negotiations with Chile.
-February 21, 1995: Signing in Washington of an agreement regarding the financial assistance given to Mexico. Mexico in turn promises to pay Mexican oil export revenue as a guarantee into an account at the Federal Reserve in New York.
-February 28, 1995: Mexico announces the increase of its customs duties on a number of imports from countries with which it does not have a free trade agreement.
-March 9, 1995: President Zedillo presents austerity measures. The plan envisages a 50% increase in value added taxes, a 10% reduction of government expenditure, a 35% increase in gas prices, a 20% increase in electricity prices and a 100% increase in transportation prices. The minimum wage is increased by 10%. The private sector can benefit from government assistance. The inter-bank rate that is reduced to 74% will be increased to 109% on March 15.
-March 29, 1995: Statistical data on US foreign trade confirms the sharp increase in Mexican exports to the US.
-April 10, 1995: The US dollar reaches its lowest level in history on the international market. It depreciated by 50% relative to the Japanese yen in only four years.
-June 7, 1995: First meeting of the ministers of Foreign Trade of Canada (Roy MacLaren), the US (Mickey Kantor), Mexico (Herminio Blanco) and Chile (Eduardo Aninat) to start negotiations.
-December 29, 1995: Chile and Canada commit to negotiate a bilateral free trade agreement.
-June 3, 1996: Chile and Canada start negotiating the reciprocal opening of markets in Santiago.
-November 18, 1996: Signing in Ottawa of the Canada-Chile free trade agreement by Jean Chrétien, Prime Minister of Canada and Eduardo Frei, President of Chile. The agreement frees 80% of trade between the two countries. It is the first free trade agreement signed between Chile and a member of the G 7.
-July 4, 1997: The Canada-Chile free trade agreement comes into effect.
-1997: The US presidency proposes applying NAFTA parity to Caribbean countries.
-April 17, 1998: Signing in Santiago, Chile of the free trade agreement between Chile and Mexico by President Ernesto Zedillo Ponce de León of Mexico, and President Eduardo Frei of Chile.
-August 1, 1999: The Chile-Mexico free trade agreement comes into effect.
-September, 1999: The Canadian right-wing think tank the Fraser Institute publishes a paper by Herbert G. Grubel titled The Case for the Amero: The Economics and Politics of a North American Monetary Union. In the paper Grubel argues that a common currency is not inevitable but it is desirable. -July 2, 2000: Vicente Fox Quesada of the National Action Party (PAN), is elected president of Mexico, thus ending the reign of the Revolutionary Institutional Party (RIP) that had held power for 71 years. Mr. Fox is sworn in on 1 December 2000.
-July 4, 2000: Mexican president Vicente Fox proposes a 20 to 30 year timeline for the creation of a common North American market. President Fox’s 20/20 vision as it is commonly called, includes the following: a customs union, a common external tariff, greater coordination of policies, common monetary policies, free flow of labor, and fiscal transfers for the development of poor Mexican regions. With the model of the European Fund in mind, President Fox suggests that US$10 to 30 billion be invested in NAFTA to support underdeveloped regions. The fund could be administered by an international financial institution such as the Inter-American Development Bank.
-November 27, 2000: Trade negotiations resume between the US and Chile for Chile’s possible entry into NAFTA.
-2001: Robert Pastor's 2001 book Toward a North American Community is published. The book calls for the creation of a North American Union (NAU).
-April 2001: Canadian Prime Minister Jean Chretien and US President George W. Bush sign the Declaration of Quebec City at the third Summit of the Americas: This is a commitment to hemispheric integration. See: Declaration of Quebec City
-September 11, 2001: A series of coordinated suicide terrorist attacks upon the United States, predominantly targeting civilians, are carried out on Tuesday, September 11, 2001. Two planes (United Airlines Flight 175 and American Airlines Flight 11) crashed into the World Trade Center in New York City, one plane into each tower (One and Two). Both towers collapsed within two hours. The pilot of the third team crashed a plane into the Pentagon in Arlington County, Virginia. Passengers and members of the flight crew on the fourth aircraft attempted to retake control of their plane from the hijackers; that plane crashed into a field near the town of Shanksville in rural Somerset County, Pennsylvania. Excluding the 19 hijackers, a confirmed 2,973 people died and another 24 remain listed as missing as a result of these attacks. In response, the Bush administration launches the war on terror and becomes very concerned with security.
-December 2001: New U.S. Ambassador to Canada Paul Cellucci publicly advocates NAFTA-plus. See: The Emergence of a North American Community?
-December 2001: U.S. Governor Tom Ridge and Canadian Deputy Prime Minister John Manley sign the Smart Border Declaration and Associated 30-Point Action Plan to Enhance the Security of Our Shared Border While Facilitating the Legitimate Flow of People and Goods. The Action Plan has four pillars: the secure flow of people, the secure flow of goods, secure infrastructure, and information. It includes shared customs data, a safe third-country agreement, harmonized commercial processing, etc.
-April 2002: The Canadian right-wing think tank the C.D. Howe Institute publishes the first paper in the Border Papers series, which they have described as a project on Canada's choices regarding North American integration. The Border Papers were published with the financial backing of the Donner Canadian Foundation. Generally the border papers advocate deep integration between Canada and the U.S., and the first border paper Shaping the Future of the North American Economic Space: A Framework for Action by Wendy Dobson popularized the term the Big Idea as one euphemism for deep integration. -September 9, 2002: President Bush and Prime Minister Chrétien meet to discuss progress on the Smart Border Action Plan and ask that they be updated regularly on the work being done to harmonize our common border.
-December 5, 2002: The text of the Safe Third Country Agreement is signed by officials of Canada and the United States as part of the Smart Border Action Plan. See the final text here: Final Text of the Safe Third Country Agreement Refugee support groups on both sides of the Canadian-U.S. border criticize the new agreement dealing with refugees for stipulating that refugees must seek asylum in whichever of the two countries they reach first. Critics say that preventing individuals who first set foot in the U.S. from making a claim in Canada will increase cases of human smuggling, and that other refugees will be forced to live without any kind of legal status in the U.S. See for example: 10 Reasons Why Safe Third Country is a Bad Deal
-September 11, 2002: The National Post publishes an article by Alan Gotlieb, the chairman of the Donner Canadian Foundation and Canada's ambassador to the United States from 1981 to 1989, titled Why not a grand bargain with the U.S.? In the article, Gotlieb asks Rather than eschewing further integration with the United States, shouldn't we be building on NAFTA to create new rules, new tribunals, new institutions to secure our trade? Wouldn't this legal integration be superior to ad hoc responses and largely ineffective lobbying to prevent harm from Congressional protectionist sorties? Wouldn't our economic security be enhanced by establishing a single North American competitive market without anti-dumping and countervail rules? Are there not elements of a grand bargain to be struck, combining North American economic, defence and security arrangements within a common perimeter? See: Why not a grand bargain with the U.S.?

-December, 2002: US Secretary Colin Powell signs an agreement between the United States and Canada to establish a new bi-national planning group at the North American Aerospace Defense Command (NORAD) headquarters in Colorado Springs. The new bi-national planning group is expected to release a report recommending how the militaries of U.S. and Canada can work together more effectively to counter land-based and maritime threats. -January 2003: The Canadian Council of Chief Executives headed by Tom D'Aquino (also a member of the trinational Task Force on the Future of North America) launches the North American Security and Prosperity Initiative (NASPI) in January 2003 in response to an alleged need for a comprehensive North American strategy integrating economic and security issues. NASPI has five main elements, which include: Reinventing borders, Maximizing regulatory efficiencies, Negotiation of a comprehensive resource security pact, Reinvigorating the North American defence alliance, and Creating a new institutional framework.
-January 2004: NAFTA celebrates its tenth anniversary with controversy, as it is both praised and criticized.
-January/February 2004: The Council on Foreign Relations publishes Robert Pastor's paper North America's Second Decade, which advocates further North American integration. Read it at: North America's Second Decade
-April 2004: The Canadian Council of Chief Exectuives (CCCE) publishes a major discussion paper titled New Frontiers: Building a 21st Century Canada-United States Partnership in North America. Some of the paper’s 15 recommendations expand on the NASPI framework in areas such as tariff harmonization, rules of origin, trade remedies, energy strategy, core defence priorities and the need to strengthen Canada-United States institutions, including the North American Aerospace Defence Command (NORAD). Other recommendations focus on the process for developing and executing a comprehensive strategy, including the need for greater coordination across government departments, between federal and provincial governments and between the public and private sectors.
-October 2004: The Canada-Mexico Partnership (CMP) is launched during the visit of President Vicente Fox to Ottawa. See: Canada-Mexico Partnership (CMP)
-November 1, 2004: The Independent Task Force on the Future of North America is formed. The task force is a trilateral task force charged with developing a roadmap to promote North American security and advance the well-being of citizens of all three countries. The task force is chaired by former Liberal Deputy Prime Minister John Manley. It is sponsored by the Council on Foreign Relations (CFR) in association with the Canadian Council of Chief Executives (CCCE) and the Consejo Mexicano de Asuntos Internacionales.

-March 2005: The Independent Task Force on the Future of North America releases Creating a North American Community - Chairmen’s Statement. Three former high-ranking government officials from Canada, Mexico, and the United States call for a North American economic and security community by 2010 to address shared security threats, challenges to competitiveness, and interest in broad-based development across the three countries. -March 23, 2005: The leaders of Canada, the United States and Mexico sign the Security and Prosperity Partnership (SPP) of North America at the trilateral summit in Waco, Texas. Canada is signed on by Prime Minister Paul Martin. See: www.spp.gov.
-March 24, 2005: The 40 Point Smart Regulation Plan is launched as part of the SPP agreement. It is a far-reaching plan to introduce huge changes to Canada's regulatory system in order to eliminate some regulations and harmonize other regulations with the U.S. Reg Alcock, President of the Treasury Board and Minister responsible for the Canadian Wheat Board, launches the Government of Canada's implementation plan for Smart Regulation at a Newsmaker Breakfast at the National Press Club. -March 2005: Agreement to build the Texas NAFTA Superhighway: A Comprehensive Development Agreement [is] signed by the Texas Department of Transportation (TxDOT) to build the TTC-35 High Priority Corridor parallel to Interstate 35. The contracting party involved a limited partnership formed between Cintra Concesiones de Infraestructuras de Transporte, S.A., a publically listed company headquartered in Spain, owned by the Madrid-based Groupo Ferrovial, and a San Antonio-based construction company, Zachry Construction Corp. -April 2005: U.S. Senate Bill 853 is introduced by Senator Richard G. Lugar (IN) and six cosponsors.The North American Security Cooperative Act (NASCA) is touted as a bill to protect the American public from terrorists by creating the North American Union. The North American Union consists of three countries, U.S., Canada, and Mexico, with open borders, something that is proposed to be in effect by 2010. -June 2005: A U.S. Senate Republican Policy Committee policy paper is released: The CFR did not mention the Central America Free Trade Agreement (CAFTA), but it is obvious that it is part of the scheme. This was made clear by the Senate Republican Policy Committee policy paper released in June 2005. It argued that Congress should pass CAFTA … The Senate Republican policy paper argued that CAFTA will promote democratic governance. -January 2006: Conservative Stephen Harper is elected Prime Minister of Canada with a minority government.
-March 31, 2006: At the Summit of the Americas in Cancun, Canada (under new Prime Minister Stephen Harper) along with the U.S. and Mexico release the Leaders' Joint Statement. The statement presents six action points to insure that the North American Union be in place by 2007. Canada and the U.S. have signed an agreement that paves the way for the militaries from either nation to send troops across each other’s borders during an emergency, but some are questioning why the Harper government has kept silent on the deal.
Neither the Canadian government nor the Canadian Forces announced the new agreement, which was signed Feb. 14 in Texas.The U.S. military’s Northern Command, however, publicized the agreement with a statement outlining how its top officer, Gen. Gene Renuart, and Canadian Lt.-Gen. Marc Dumais, head of Canada Command, signed the plan, which allows the military from one nation to support the armed forces of the other nation during a civil emergency.The new agreement has been greeted with suspicion by the left wing in Canada and the right wing in the U.S. The left-leaning Council of Canadians, which is campaigning against what it calls the increasing integration of the U.S. and Canadian militaries, is raising concerns about the deal.It’s kind of a trend when it comes to issues of Canada-U.S. relations and contentious issues like military integration. We see that this government is reluctant to disclose information to Canadians that is readily available on American and Mexican websites, said Stuart Trew, a researcher with the Council of Canadians.Trew said there is potential for the agreement to militarize civilian responses to emergency incidents. He noted that work is also underway for the two nations to put in place a joint plan to protect common infrastructure such as roadways and oil pipelines. Are we going to see (U.S.) troops on our soil for minor potential threats to a pipeline or a road? he asked.Trew also noted the U.S. military does not allow its soldiers to operate under foreign command so there are questions about who controls American forces if they are requested for service in Canada. We don’t know the answers because the government doesn’t want to even announce the plan, he said.
But Canada Command spokesman Commander David Scanlon said it will be up to civilian authorities in both countries on whether military assistance is requested or even used.He said the agreement is benign and simply sets the stage for military-to-military co-operation if the governments approve. But there’s no agreement to allow troops to come in, he said. It facilitates planning and co-ordination between the two militaries. The allow piece is entirely up to the two governments.If U.S. forces were to come into Canada they would be under tactical control of the Canadian Forces but still under the command of the U.S. military, Scanlon added.News of the deal, and the allegation it was kept secret in Canada, is already making the rounds on left-wing blogs and Internet sites as an example of the dangers of the growing integration between the two militaries.On right-wing blogs in the U.S. it is being used as evidence of a plan for a North American union where foreign troops, not bound by U.S. laws, could be used by the American federal government to override local authorities. Co-operative militaries on Home Soil! notes one website. The next time your town has a national emergency, don’t be surprised if Canadian soldiers respond. And remember — Canadian military aren’t bound by posse comitatus.Posse comitatus is a U.S. law that prohibits the use of federal troops from conducting law enforcement duties on domestic soil unless approved by Congress.Scanlon said there was no intent to keep the agreement secret on the Canadian side of the border. He noted it will be reported on in the Canadian Forces newspaper next week and that publication will be put on the Internet. Scanlon said the actual agreement hasn’t been released to the public as that requires approval from both nations. Baylor University welcomed President George W. Bush, Mexican President Vicente Fox and Canadian Prime Minister Paul Martin on March 23 for meetings the leaders said provide a framework for the next generation of trilateral relations between the North American countries. The meeting was followed by a working lunch at President Bush's ranch in Crawford, less than 25 minutes away from the Baylor campus.The leaders of the United States, Mexico and Canada arrived by motorcade at Baylor's Armstrong Browning Library, the location for the meetings on the Security and Prosperity Partnership of North America.
Renowned Library Provides Meeting Site
Baylor President Robert B. Sloan Jr. greeted President Bush and Secretary of State Condoleezza Rice at Armstrong Browning, the library world-renowned for its collection of book and mansucript holdings related to Victorian poets, Robert and Elizabeth Barrett Browning. The stately library was chosen by White House staff as the site of the meetings because of its impressive features, such as its bronze doors, stained glass windows, paneled walls, polished floors and antique furniture that reflect the lives and works of the two poets.Sloan said he spent about 20 minutes discussing various issues with the President and Secretary Rice, during which President Bush expressed great appreciation for Baylor University.By Mr. Bush's request, Sloan also welcomed the arrival of both President Fox and Prime Minister Martin. Other members of President Bush's cabinet that attended the meetings included Chief of Staff Andrew H. Card Jr., Secretary of Commerce Carlos M. Gutierrez, Secretary of the Department of Homeland Security Michael Chertoff, National Security Adviser Stephen Hadley, and Assistant to the President and Deputy Chief of Staff Joseph Hagin. It is an honor for Baylor University to host the leaders of the United States, Canada and Mexico, Sloan said. Here at Baylor, we want to teach our students to serve. Baylor today had the opportunity to serve on behalf of our country and the world, and it is a tremendous privilege for Baylor to host this trilateral meeting.Mr. Bush remembered very favorably, Sloan said, the President's Economic Forum, which was hosted by Baylor in August 2002, as well as the visit of Russian President Vladimir Putin, who was a guest at the President's ranch in Crawford in November 2001. For both events, Baylor hosted an array of special guests, including cabinet members, White House and State Department staff, Fortune 500 company CEOs and hundreds of journalists from all over the world, who filed their stories from a media center set up in the McLane Student Life Center.
Table A Work of Art
President Bush, President Fox and Prime Minister Martin held their high-level talks in Armstrong Browning's John Leddy-Jones Research Hall, an exquisite reading room for Browning scholars and students. However, the presidential meeting added an additional work of art to the room - a custom-built, 18-foot round table, with 18 chairs for the leaders, their cabinet members and ministers, and other staff. We searched all over the United States for a table, but when we couldn't find one to the president's specifications, we contacted a Waco company, C.M. Trautschold Millwork Co., who also did the cabinet work in Baylor Law School and the woodwork in the Baylor Sciences Building,said Rick Creel, associate vice president for operations and facilities at Baylor. Creel said Trautschold built the 19-piece, solid wood, stained table in 48 hours, with its center embossed with the meeting's logo design. Baylor carpenters also fashioned a plaque for the table that read, "For the exclusive use of the trilateral meeting.After the meeting, the table will be taken apart, crated and stored.But hopefully it will be on display someday here at Baylor,Creel said.
News Conference
The leaders also held a meeting on the other side of Armstrong Browning, in the library's Treasure Room, a dignified, dark-paneled room that displays some of the library's extraordinary collections of Browning items. At the conclusion of the meetings, President Bush, President Fox and Prime Minister Martin departed the library by motorcade and drove through the Baylor campus to the Bill Daniel Student Center for a news conference in Barfield Drawing Room.The elegant room was transformed into a working media center, with platforms and seating areas arranged to accommodate more than 120 television and print journalists and photographers, as well as several dignitaries from each country. White House staff members also spent the week searching for the right look for the staging and news conference background. In the end, designers covered the room's stylish archways with a mosaic of each country's flags that created a stained glass effect behind each leader. Baylor's been fantastic, said Scott Sforza, deputy assistant to the president/deputy director of communications. I have never worked with better people in my life.Once the news conference began, President Bush, President Fox and Prime Minister Martin appeared under a canopy of Mexican, American and Canadian flags, with Mr. Bush beginning with news conference with some gracious words for Baylor. The leaders then announced the establishment of the Security and Prosperity Partnership of North America and took questions from the media on the new accord, as well as the Terri Schiavo case in Florida and Secretary of State Rice's recent visit to Asia. President Bush, President Fox and Prime Minister Martin then exited the student center and traveled to Mr. Bush's Crawford ranch for a working lunch.
Baylor Student Body President Jeff Leach attended the news conference, although the high level of security surrounding the talks did not allow for much participation for Baylor faculty and students.To have our campus as the site for this meeting is both a blessing and a privilege, Leach said. Our students realize that colleges all over the country don't often have an opportunity to see the presidential motorcade, much less to hold a news conference with three world leaders in our Student Union Building.Just by holding this trilateral meeting on the Baylor campus has provided great energy for any discussions on current political affairs, said President Sloan. It has provided a tremendous academic experience simply by having President Bush, President Fox and Prime Minister Martin at Baylor.Sloan's comments were echoed by Dr. Joseph McKinney, professor of economics and The Ben H. Williams Professor of International Economics, and Dr. Victor Hinojosa, assistant professor of political science. Both faculty members attended the news conference as resources for reporters on the North American Free Trade Agreement and U.S./Mexico relations. Having three heads of state on campus provides a lot to talk about in class,said Hinojosa, who teaches Government and Politics of Mexico (PSC 4304), a survey of Mexican politics in the 20th century. Hinojosa's fluency in Spanish also provided the Baylor alum with several interview opportunities with members of the Mexican media, as well as American journalists.
Baylor Staff Steps Up
An event of this magnitude doesn't just happen overnight. Baylor staff members began meeting with the White House, the Secret Service and delegations from Mexico and Canada only a week ago to prepare for the trilateral meeting.More than 25 members of Baylor's facilities services staff, under manager Don Bagby, were responsible for taking care of a variety of needs, from providing electrical power and building staging to erecting security tents and moving furniture.We installed three generators and ran one-and-a-half miles of power cable, Bagby said. We built the staging for the media and the stage for leaders, and we even provided services like interior design, with Lois Ferguson getting holding rooms ready for the leaders and their delegations.Bob Hartland's staff in Internet networks and services installed 110 phone lines, 80 hard network lines and some wireless access for White House staff, each country's delegation and accompanying media in three separate venues - Armstrong Browning Library, Bill Daniel Student Center and Roxy Grove Hall.That was a real challenge, but I have some terrific people, such as Stacey Benningfield, (director of telecommunications operations) and his staff, Scott Day (manager of network services) and his group, and Bill Lechner (coordinator of network special projects) and his staff.The first floor of the student center was quickly turned into a media hub, with the CUB area a filing center for Mexico's press, the BEAR Food Court a temporary editing suite and studio for CNN, and the DEN student lounge a filing center for Canadian press.I am extraordinarily proud of the staff in operations and facilities, who dedicated many overtime hours away from their families and even from their spring break to make this meeting a success, Rick Creel said. Don Bagby, Chris Krause and their teams really stepped up and were instrumental in answering every request of the White House and the Secret Service. One agent said that they had not had this level of cooperation with another other venue, and they were very pleased.
Secret Banff Meeting of CEOs and the Defense Establishment : Militarization and the Deconstruction of North America by Michel Chossudovsky Global Research, September 19, 2006
Cabinet ministers, top military brass together with North America's top corporate executives mingle in the plush surroundings of the Fairmont Banff Springs Hotel. This secret venue on Continental Prosperity in the New Security Environment focused on Deep Integration, which largely consists in flushing national sovereignty in favor of Fortress North America. According to the draft program (see below), Defense Secretary Donald Rumsfeld traveled to Banff, Alberta to deliver the keynote address on military to military cooperation. Canada's Minister of Public Security Stockwell Day focused his address on issues of North American public security.Top brass from the US and Canada were in attendance. Canada's Minister of Defense Gordon O'Connor was present together with Chief of Defense Staff, General Rick Hellier.There was, however, no confirmation that Canada's Prime Minister Stephen Harper attended the meetings.On the US side, several of Rumsfeld's top policy advisers were present alongside a handful of researchers and consultants.The commander of US NorthCom Admiral Tim Keating was also in attendance with several of his senior staff members. Keating is also Commander of NORAD, which is slated to be merged with US NorthCom.
Deep Integration
Deep Integration was first enunciated by The Independent Task Force for North America, led on the Canadian side by former Liberal deputy prime minister, John Manley together with Tom Aquino, president of the Canadian Council of Chief Executives. The task force led by US, Canadian and Mexican officials was sponsored by the Council on Foreign Relations (CFR).D’Aquino and his partners in a corporate task force, former deputy prime minister John Manley and former finance minister Michael Wilson, tell us that by integrating ever more into the U.S. we will somehow guarantee our prosperity, creating fortress North America to compete with China, Europe, and other competitors.(Murray Dobbin, April 2005)In 2005, Manley’s task force released its Trinational Call for a North American Economic and Security Community by 2010.Both Aquino and Manley are participants in the Banff venue, which essentially constitutes a follow-up to the CFR sponsored initiative. Another central theme of the Banff conference is the integration of military command structures, which could eventually lead to the scrapping of NORAD and the integration of Canada into US Northern Command.(Chossudovsky, November 2004)The Banff venue was co-chaired by George Shultz, a staunch Republican, former Secretary of State to President Ronald Reagan who later became president and director of Bechtel corporation.

Timeline of the Progress Toward a North American Union
Canadian, U.S., and Mexican elites, including CEOS and politicians, have a plan to create common North American policies and further integrate our economies. This plan goes by various names and euphemisms, such as deep integration, NAFTA-plus,harmonization, the Big Idea, the Grand Bargain, and the North American Security and Prosperity Initiative. Regardless of which name your prefer, the end goal of all of these plans is to create a new political and economic entity named the North American Union (NAU) that would supercede the existing countries. Theoretically, it would be similar to and competetive with the European Union (EU). The individual currencies of each country would be replaced by a common currency called the Amero and everything from environmental regulations to security would be brought in line with a common standard.Vive le Canada.ca offers the following timeline as a resource to educate the general public about the progress of the three countries toward a new North American Union (NAU).
Vive le Canada.ca opposes the creation of the North American Union (NAU) because we believe it will mean the loss of Canadian sovereignty and democracy and hand over more power to giant, unelected corporations. We also believe that unlike the EU, the countries joining the NAU are not roughly equal in size and power and that this means the U.S. will most certainly be setting policy for all three countries. Considering the unpopularity of the Bush administration and its policies in the U.S., Canada, and around the world we believe that erasing the borders between our countries and adopting U.S. policies at this time is a bad idea and will create economic, political and military insecurity in this country. We hope that raising awareness about the plan to create a North American Union (NAU) will create opposition and encourage debate in all three countries, but especially in Canada.

-November 13, 1979: While officially declaring his candidacy for U.S. President, Ronald Reagan proposes a North American Agreement which will produce a North American continent in which the goods and people of the three countries will cross boundaries more freely.
-January 1981: U.S. President Ronald Reagan proposes a North American common market.
-September 4, 1984: Conservative Brian Mulroney is elected Prime Minister of Canada after opposing free trade during the campaign.
-September 25, 1984: Canadian Prime Minister Brian Mulroney meets President Reagan in Washington and promises closer relations with the US.
-October 9, 1984: The US Congress adopts the Trade and Tariff Act, an omnibus trade act that notably extends the powers of the president to concede trade benefits and enter into bilateral free trade agreements. The Act would be passed on October 30, 1984.
-1985: A Canadian Royal Commission on the economy chaired by former Liberal Minister of Finance Donald S. Macdonald issues a report to the Government of Canada recommending free trade with the United States.
-St. Patrick's Day, 1985: Prime Minister Brian Mulroney and President Ronald Reagan sing When Irish Eyes Are Smiling together to cap off the Shamrock Summit, a 24-hour meeting in Quebec City that opened the door to future free trade talks between the countries. Commentator Eric Kierans observed that The general impression you get, is that our prime minister invited his boss home for dinner. Canadian historian Jack Granatstein said that this public display of sucking up to Reagan may have been the single most demeaning moment in the entire political history of Canada's relations with the United States.
-September 26, 1985: Canadian Prime Minister Brian Mulroney announces that Canada will try to reach a free trade agreement with the US.
-December 10, 1985: U.S. President Reagan officially informs Congress about his intention to negotiate a free trade agreement with Canada under the authority of trade promotion. Referred to as fast track, trade promotion authority is an accelerated legislative procedure which obliges the House of Representatives and the Senate to decide within 90 days whether or not to establish a trade trade unit. No amendments are permitted.
-May 1986: Canadian and American negotiators begin to work out a free trade deal. The Canadian team is led by former deputy Minister of Finance Simon Reisman and the American side by Peter O. Murphy, the former deputy United States trade representative in Geneva.
-October 3, 1987: The 20-chapter Canada–United States Free Trade Agreement (CUSFTA or FTA) is finalized.
-November 6, 1987: Signing of a framework agreement between the US and Mexico.
-January 2, 1988: Prime Minister Mulroney and President Reagan sign the FTA.
-January 1, 1989: The Canada US Free Trade Agreement (CUSFTA or FTA) goes into effect.
-June 10, 1990: Presidents Bush (U.S.) and Salinas (Mexico) announce that they will begin discussions aimed at liberalizing trade between their countries.
-August 21, 1990: Mexican President Salinas officially proposes to the US president the negotiation of a free trade agreement between Mexico and the US.
-February 5, 1991: Negotiations between the US and Mexico aimed at liberalizing trade between the two countries officially become trilateral at the request of the Canadian government under Brian Mulroney.
-April 7 to 10, 1991: Cooperation agreements are signed between Mexico and Canada covering taxation, cultural production and exports.
-May 24, 1991: The American Senate endorses the extension of fast track authority in order to facilitate the negotiation of free trade with Mexico.
-June 12, 1991: Start of trade negotiations between Canada, the US and Mexico.
-April 4, 1992 Signing in Mexico by Canada and Mexico of a protocol agreement on cooperation projects regarding labour.
-August 12, 1992: Signing of an agreement in principle on NAFTA.

-December 1993: Newly elected Canadian Prime Minister Jean Chretien signs NAFTA without changes, breaking his promise to renegotiate NAFTA. U.S. President Bill Clinton signs NAFTA for the U.S.
-January 1, 1994: NAFTA and the two agreements on labour and the environment go into effect, replacing CUSFTA.
-November 16, 1994: Canada and Mexico sign a cooperation agreement regarding the peaceful use of nuclear energy.
-December 1994: The Summit of the Americas is held in Miami. The three signatories of NAFTA officially invite Chile to become a contractual party of the agreement. The Free Trade Area of the Americas or FTAA is initiated. According to the offical FTAA website, the Heads of State and Government of the 34 democracies in the region agreed to construct a Free Trade Area of the Americas, or FTAA, in which barriers to trade and investment will be progressively eliminated. -December 22, 1994: Mexican monetary authorities decide to let the Peso float. The US and Canada open a US$6 billion line of credit for Mexico.
-January 3, 1995: Mexican president Ernesto Zedillo presents an emergency plan.
-January 1995: President Clinton announces an aid plan for Mexico.
-February 9, 1995: Mickey Kantor, the US Foreign Trade representative, announces Washington’s intention to include the provisions of NAFTA regarding labor and the environment in negotiations with Chile.
-February 21, 1995: Signing in Washington of an agreement regarding the financial assistance given to Mexico. Mexico in turn promises to pay Mexican oil export revenue as a guarantee into an account at the Federal Reserve in New York.
-February 28, 1995: Mexico announces the increase of its customs duties on a number of imports from countries with which it does not have a free trade agreement.
-March 9, 1995: President Zedillo presents austerity measures. The plan envisages a 50% increase in value added taxes, a 10% reduction of government expenditure, a 35% increase in gas prices, a 20% increase in electricity prices and a 100% increase in transportation prices. The minimum wage is increased by 10%. The private sector can benefit from government assistance. The inter-bank rate that is reduced to 74% will be increased to 109% on March 15.
-March 29, 1995: Statistical data on US foreign trade confirms the sharp increase in Mexican exports to the US.
-April 10, 1995: The US dollar reaches its lowest level in history on the international market. It depreciated by 50% relative to the Japanese yen in only four years.
-June 7, 1995: First meeting of the ministers of Foreign Trade of Canada (Roy MacLaren), the US (Mickey Kantor), Mexico (Herminio Blanco) and Chile (Eduardo Aninat) to start negotiations.
-December 29, 1995: Chile and Canada commit to negotiate a bilateral free trade agreement.
-June 3, 1996: Chile and Canada start negotiating the reciprocal opening of markets in Santiago.
-November 18, 1996: Signing in Ottawa of the Canada-Chile free trade agreement by Jean Chrétien, Prime Minister of Canada and Eduardo Frei, President of Chile. The agreement frees 80% of trade between the two countries. It is the first free trade agreement signed between Chile and a member of the G 7.
-July 4, 1997: The Canada-Chile free trade agreement comes into effect.
-1997: The US presidency proposes applying NAFTA parity to Caribbean countries.
-April 17, 1998: Signing in Santiago, Chile of the free trade agreement between Chile and Mexico by President Ernesto Zedillo Ponce de León of Mexico, and President Eduardo Frei of Chile.
-August 1, 1999: The Chile-Mexico free trade agreement comes into effect.
-September, 1999: The Canadian right-wing think tank the Fraser Institute publishes a paper by Herbert G. Grubel titled The Case for the Amero: The Economics and Politics of a North American Monetary Union. In the paper Grubel argues that a common currency is not inevitable but it is desirable. -July 2, 2000: Vicente Fox Quesada of the National Action Party (PAN), is elected president of Mexico, thus ending the reign of the Revolutionary Institutional Party (RIP) that had held power for 71 years. Mr. Fox is sworn in on 1 December 2000.
-July 4, 2000: Mexican president Vicente Fox proposes a 20 to 30 year timeline for the creation of a common North American market. President Fox’s 20/20 vision as it is commonly called, includes the following: a customs union, a common external tariff, greater coordination of policies, common monetary policies, free flow of labor, and fiscal transfers for the development of poor Mexican regions. With the model of the European Fund in mind, President Fox suggests that US$10 to 30 billion be invested in NAFTA to support underdeveloped regions. The fund could be administered by an international financial institution such as the Inter-American Development Bank.
-November 27, 2000: Trade negotiations resume between the US and Chile for Chile’s possible entry into NAFTA.
-2001: Robert Pastor's 2001 book Toward a North American Community is published. The book calls for the creation of a North American Union (NAU).
-April 2001: Canadian Prime Minister Jean Chretien and US President George W. Bush sign the Declaration of Quebec City at the third Summit of the Americas: This is a commitment to hemispheric integration. See: Declaration of Quebec City
-September 11, 2001: A series of coordinated suicide terrorist attacks upon the United States, predominantly targeting civilians, are carried out on Tuesday, September 11, 2001. Two planes (United Airlines Flight 175 and American Airlines Flight 11) crashed into the World Trade Center in New York City, one plane into each tower (One and Two). Both towers collapsed within two hours. The pilot of the third team crashed a plane into the Pentagon in Arlington County, Virginia. Passengers and members of the flight crew on the fourth aircraft attempted to retake control of their plane from the hijackers; that plane crashed into a field near the town of Shanksville in rural Somerset County, Pennsylvania. Excluding the 19 hijackers, a confirmed 2,973 people died and another 24 remain listed as missing as a result of these attacks. In response, the Bush administration launches the war on terror and becomes very concerned with security.
-December 2001: New U.S. Ambassador to Canada Paul Cellucci publicly advocates NAFTA-plus. See: The Emergence of a North American Community?
-December 2001: U.S. Governor Tom Ridge and Canadian Deputy Prime Minister John Manley sign the Smart Border Declaration and Associated 30-Point Action Plan to Enhance the Security of Our Shared Border While Facilitating the Legitimate Flow of People and Goods. The Action Plan has four pillars: the secure flow of people, the secure flow of goods, secure infrastructure, and information. It includes shared customs data, a safe third-country agreement, harmonized commercial processing, etc.
-April 2002: The Canadian right-wing think tank the C.D. Howe Institute publishes the first paper in the Border Papers series, which they have described as a project on Canada's choices regarding North American integration. The Border Papers were published with the financial backing of the Donner Canadian Foundation. Generally the border papers advocate deep integration between Canada and the U.S., and the first border paper Shaping the Future of the North American Economic Space: A Framework for Action by Wendy Dobson popularized the term the Big Idea as one euphemism for deep integration. -September 9, 2002: President Bush and Prime Minister Chrétien meet to discuss progress on the Smart Border Action Plan and ask that they be updated regularly on the work being done to harmonize our common border.
-December 5, 2002: The text of the Safe Third Country Agreement is signed by officials of Canada and the United States as part of the Smart Border Action Plan. See the final text here: Final Text of the Safe Third Country Agreement Refugee support groups on both sides of the Canadian-U.S. border criticize the new agreement dealing with refugees for stipulating that refugees must seek asylum in whichever of the two countries they reach first. -September 11, 2002: The National Post publishes an article by Alan Gotlieb, the chairman of the Donner Canadian Foundation and Canada's ambassador to the United States from 1981 to 1989, titled Why not a grand bargain with the U.S.? In the article, Gotlieb asks Rather than eschewing further integration with the United States, shouldn't we be building on NAFTA to create new rules, new tribunals, new institutions to secure our trade? Wouldn't this legal integration be superior to ad hoc responses and largely ineffective lobbying to prevent harm from Congressional protectionist sorties? Wouldn't our economic security be enhanced by establishing a single North American competitive market without anti-dumping and countervail rules? -December, 2002: US Secretary Colin Powell signs an agreement between the United States and Canada to establish a new bi-national planning group at the North American Aerospace Defense Command (NORAD) headquarters in Colorado Springs. The new bi-national planning group is expected to release a report recommending how the militaries of U.S. and Canada can work together more effectively to counter land-based and maritime threats. -January 2003: The Canadian Council of Chief Executives headed by Tom D'Aquino (also a member of the trinational Task Force on the Future of North America) launches the North American Security and Prosperity Initiative (NASPI) in January 2003 in response to an alleged need for a comprehensive North American strategy integrating economic and security issues. NASPI has five main elements, which include: Reinventing borders, Maximizing regulatory efficiencies, Negotiation of a comprehensive resource security pact, Reinvigorating the North American defence alliance, and Creating a new institutional framework.
-January 2004: NAFTA celebrates its tenth anniversary with controversy, as it is both praised and criticized.
-January/February 2004: The Council on Foreign Relations publishes Robert Pastor's paper North America's Second Decade, which advocates further North American integration. Read it at: North America's Second Decade
-April 2004: The Canadian Council of Chief Exectuives (CCCE) publishes a major discussion paper titled New Frontiers: Building a 21st Century Canada-United States Partnership in North America. Some of the paper’s 15 recommendations expand on the NASPI framework in areas such as tariff harmonization, rules of origin, trade remedies, energy strategy, core defence priorities and the need to strengthen Canada-United States institutions, including the North American Aerospace Defence Command (NORAD). Other recommendations focus on the process for developing and executing a comprehensive strategy, including the need for greater coordination across government departments, between federal and provincial governments and between the public and private sectors.
-October 2004: The Canada-Mexico Partnership (CMP) is launched during the visit of President Vicente Fox to Ottawa. See: Canada-Mexico Partnership (CMP)
-November 1, 2004: The Independent Task Force on the Future of North America is formed. The task force is a trilateral task force charged with developing a roadmap to promote North American security and advance the well-being of citizens of all three countries. The task force is chaired by former Liberal Deputy Prime Minister John Manley. It is sponsored by the Council on Foreign Relations (CFR) in association with the Canadian Council of Chief Executives (CCCE) and the Consejo Mexicano de Asuntos Internacionales.

-March 2005: The Independent Task Force on the Future of North America releases Creating a North American Community - Chairmen’s Statement. Three former high-ranking government officials from Canada, Mexico, and the United States call for a North American economic and security community by 2010 to address shared security threats, challenges to competitiveness, and interest in broad-based development across the three countries. -March 24, 2005: The 40 Point Smart Regulation Plan is launched as part of the SPP agreement. -March 2005: Agreement to build the Texas NAFTA Superhighway: A Comprehensive Development Agreement [is] signed by the Texas Department of Transportation (TxDOT) to build the TTC-35 High Priority Corridor parallel to Interstate 35. -April 2005: U.S. Senate Bill 853 is introduced by Senator Richard G. Lugar (IN) and six cosponsors.The North American Security Cooperative Act (NASCA) is touted as a bill to protect the American public from terrorists by creating the North American Union. The North American Union consists of three countries, U.S., Canada, and Mexico, with open borders, something that is proposed to be in effect by 2010. -March 31, 2006: At the Summit of the Americas in Cancun, Canada (under new Prime Minister Stephen Harper) along with the U.S. and Mexico release the Leaders' Joint Statement. The statement presents six action points to insure that the North American Union be in place by 2007.
