Setting the record straight on government-pharma conspiracies

With this recent admission firmly in mind, let’s set something straight on the issue of government-pharma collusion.It is now an admitted fact that the U.S. government conspired with the pharmaceutical industry to conduct medical experiments on innocent victims. (This has actually been known for a long, long time, but only now has the mainstream begun to admit to it.) Thus, the U.S. government really does engage in conspiracies with Big Pharma. And this means reports of such conspiracy theories can no longer be blown off as mere conspiracy theories — a term thrown around by skeptics who try to pretend there is no such thing as a conspiracy in our world.A conspiracy simply means two or more parties working together in secret to accomplish a particular agenda. Once you understand that, it becomes clear that virtually everything Big Pharma does these days involves a conspiracy of one kind or another… a conspiracy to manipulate the data, a conspiracy to achieve FDA approval, a conspiracy to hide the negative studies, a conspiracy to bribe doctors, and so on. Most of what is called modern science is actually made up of multiple layers of devious conspiracies that have yet to be fully uncovered and exposed.Now that we know the U.S. government has engaged in conspiracies with Big Pharma (because the Guatemala incident is just one of a great many such conspiracies), we can ask the question: Is the U.S. government still conspiring with Big Pharma today to achieve some particular agenda?

The medical science conspiracies continue

The answer to that seems obvious to those who are paying attention: YES it is! You see this quite blatantly on two significant issues:

#2) Public water fluoridation

In both of these cases, the government conspires to exploit the American people as if they were human guinea pigs. For both vaccines and fluoridation, there is absolutely no hard science to support these toxic chemical interventions as medically beneficial for the masses, and in fact both the fluoride suppliers and seasonal flu vaccine manufacturers will readily admit there have been no legitimate scientific studies conducted that show their products to be either safe or effective. Instead, they are being dumped onto the population as some sort of grand medical experiment to see what happens (and to make a buck).The U.S. government, as you well know, is fully behind this effort. So are most state and local governments. You see, not only does the U.S. government knowingly use the American people as guinea pigs for medical experiments; it now combines these medical experiments with outrageous propaganda campaigns to try to recruit more people into the experimental pool. Hurry and get vaccinated, everybody! We want to find out what happens when a hundred million gullible people allow themselves to be injected with viral DNA fragments grown in rotten eggs and diseased animals…Actually, they don’t seem to care much what happens to the test subjects (that would be you and me). What they really want to accomplish is the confiscation of obscene profits for the pharmaceutical companies and chemical companies that make such products. The experiment, you see, isn’t actually pointless. It has a purpose: To collect more money!

U.S. Economic, Political and Military Expansion in Asia-Pacific Region

The U.S. is stepping up efforts to gain more influence in Asia-Pacific through participation in more regional institutions and negotiations on the Trans-Pacific Partnership (TPP) trade deal. U.S. foreign policy seeks to shape the future of the region in an attempt to dominate economic, political and security issues.The Trans-Pacific Partnership is another building block for an integrated system of global governance managed by Western financial interests and their collaborators around the world.There are concerns over the rise of trade agreements in the Asia-Pacific by U.S. competitors that could greatly affect its interests. The TPP is seen by many as a key component of America’s trade strategy for further engagement in the region. A U.S. government fact sheet describes the TPP as a, potential platform for economic integration across the Asia Pacific region. The United States will engage with an initial group of seven like-minded countries, Singapore, Chile, New Zealand, Brunei, Australia, Peru, and Vietnam, to craft a platform for a high-standard, comprehensive agreement – one that reflects U.S. priorities and values – with these and additional Asia-Pacific partners.The TPP is open to other countries with Canada, Malaysia and the Philippines, among some of the nations that have shown interest in joining. It has been suggested that the U.S. may want the current eight partnership countries to reach an initial high-quality agreement before bringing others into the pact. In an effort to play a more dominant role, the TPP could be a means to address long-standing U.S. economic interests in Asia and be used to counter increasing Chinese trade in the region.In his article Obama Pledges U.S. Entry Into Pacific Trade Deal, Jim Capo characterized the true nature of the TPP and just how it relates to a world government system. He concluded that, The Trans-Pacific Partnership Agreement is the sister agreement to the Trans-Atlantic Agenda. Together with NAFTA and the North American Leaders Summit (new name for the discredited SPP), these deals are building blocks for an integrated system of global governance managed by Western financial interests and their collaborators around the world.Some remain hopeful that the TPP will be the beginning of a new U.S. trade model, but there are fears that it could be another NAFTA. A recent open letter to U.S. Trade Representative Ron Kirk signed by a number of activist groups is asking that any negotiated TPP restrict intellectual property provisions. In addition, they are urging that accession or adherence to the Anti-Counterfeiting Trade Agreement (ACTA) not be a requirement of the deal. If things are to change, the TPP will also need to include strong environmental and labour protections and exclude harmful NAFTA invest-to-state lawsuit provisions, as well as financial service deregulation.

In June, the second round of negotiations for the TPP were held in San Francisco. Significant progress was made as discussions examined goals for improving and expanding the partnership. This includes clarifying, the relationship between existing FTAs and the TPP by agreeing member economies would continue current FTA requirements while adhering to any higher TPP standards. That determination lays the foundation for how TPP economies will precede in future negotiations.Working groups also addressed a wide range of topics such as agricultural products, business mobility, cross-border services, intellectual property protection, financial services and technical barriers to trade, along with other issues. The next round of talks are scheduled to take place from October 4-9 in Brunei. Since the Obama administration recommitted to the TPP last year, negotiations have gained momentum and an agreement could be signed in 2012. Although the TPP is not technically part of the Asia-Pacific Economic Cooperation (APEC), it is seen as the potential foundation for creating one of its goals of a region-wide free trade area.In November 2011, APEC leaders will gather in Hawaii where the U.S. could plot a bolder vision for the forum. According to a Statement by the Press Secretary, The United States will use the opportunity of chairing APEC in 2011 to highlight the vast potential the Asia-Pacific region holds for American companies and workers, to help shape the future of Asia-Pacific’s regional architecture, and to promote APEC’s core mission of spurring mutually beneficial regional economic integration.This year’s APEC Leaders summit will take place in Yokohama, Japan this November. The Meeting of APEC Ministers Responsible for Trade which was held several months back, commended the work that had been undertaken in key areas of regional economic integration. This includes sectors such as standards and technical regulations, investment, trade facilitation, rules of origin, intellectual property rights, as well as environmental goods and services. They also welcomed progress made to explore possible pathways to achieve a Free Trade Area of the Asia-Pacific.

Earlier this year, Kurt M. Campbell Assistant Secretary, Bureau of East Asian and Pacific Affairs made it clear that the U.S. seeks to play a more prominent role in the region. In a Statement on Regional Overview of East Asia and the Pacific he emphasized, In every regard – geopolitically, militarily, diplomatically, and economically – Asia and the Pacific are indispensable to addressing the challenges and seizing the opportunities of the 21st century. As the Asia-Pacific century emerges, defining the new international environment, the United States must enhance and deepen its strategic engagement and leadership role in the region.Secretary of State Hillary Rodham Clinton’s recent Remarks on U.S. Foreign Policy before the Council on Foreign Relations also lays out America’s strategy. She stated,the Asia-Pacific currently has few robust institutions to foster effective cooperation and reduce the friction of competition, so we began building a more coherent regional architecture with the United States deeply involved.Clinton also added,the Asia-Pacific region will grow in importance and developing these institutions will establish habits of cooperation that will be vital to stability and prosperity.The Association of Southeast Asian Nations (ASEAN) has become one of the main vehicles for integration in the region. In a Statement By President Obama at the Opening Of the U.S.-ASEAN Leaders Meeting which took place in New York on September 24, he acknowledged that, Through APEC and initiatives like the Trans-Pacific Partnership, we’re pursuing trade relationships that benefit all our countries. And we will continue to support ASEAN’s goal of creating a more effective and integrated community by 2015.He went on to say, We’ll also focus on deepening our political and security cooperation.ASEAN has become a dominant group and is poised to play a crucial role in the vision for an Asia-Pacific Union. Further engagement in regards to evolving regional architecture is really the struggle for more influence. Gaining more control in Asia-Pacific is important from a geopolitical, economic and military standpoint. As it continues to grow, the U.S. seeks to play an active role in shaping the region.

During a trip to Asia last year, Obama proclaimed himself to be America’s first Pacific President and noted the importance of, multilateral organizations (that) can advance the security and prosperity of this region.He also asserted, As an Asia Pacific nation, the United States expects to be involved in the discussions that shape the future of this region, and to participate fully in appropriate organizations as they are established and evolve.American economic, political and military expansion in Asia-Pacific is being used to counter growing Chinese influence. The U.S. continues to strengthen old alliances and forge new partnerships. Through various joint security exercises, it has increased its military presence in the area. Wall Street Sees World Economy Decoupling From U.S.

Wall Street economists are reviving a bet that the global economy will withstand the U.S. slowdown. Just three years since America began dragging the world into its deepest recession in seven decades, Goldman Sachs Group Inc., Credit Suisse Holdings USA Inc. and BofA Merrill Lynch Global Research are forecasting that this time will be different. Goldman Sachs predicts worldwide growth will slow 0.2 percentage point to 4.6 percent in 2011, even as expansion in the U.S. falls to 1.8 percent from 2.6 percent. Underpinning their analysis is the view that international reliance on U.S. trade has diminished and is too small to spread the lingering effects of America’s housing bust. Providing the U.S. pain doesn’t roil financial markets as it did in the credit crisis, Goldman Sachs expects a weakening dollar, higher bond yields outside the U.S. and stronger emerging-market equities. So long as it doesn’t turn to flu, the world can withstand a cold from the U.S., Ethan Harris, head of developed-markets economic research in New York at BofA Merrill Lynch, said in a telephone interview. He predicts the U.S. will expand 1.8 percent next year, compared with 3.9 percent globally. That may provide comfort for some of the central bankers and finance ministers from 187 nations flocking to Washington for annual meetings of the International Monetary Fund and World Bank on Oct. 8-10. IMF chief economist Olivier Blanchard last month predicted positive but low growth in advanced countries, while developing nations expand at a very high rate. He will release revised forecasts on Oct. 6.

Partially Decoupled

The world has already become partially decoupled, Nobel laureate Joseph Stiglitz, a professor at New York’s Columbia University, said in a Sept. 20 interview in Zurich. He will speak at an IMF event this week. Sixteen months after the world’s largest economy emerged from recession, the U.S. recovery is losing momentum, with factory orders falling 0.5 percent in August and unemployment forecast to increase to 9.7 percent in September from the previous month’s 9.6 percent, according to the median estimate of 78 economists in a Bloomberg News survey. Their predictions don’t include another contraction, with growth estimated at 2.7 percent this year and some indicators showing progress. Orders for capital goods rose 5.1 percent in August and the number of contracts to purchase previously owned homes increased 4.3 percent; both were higher than forecasts.

China Manufacturing Accelerates

Even so, emerging markets are showing more strength. Manufacturing in China accelerated for a second consecutive month in September, and industrial production in India jumped 13.8 percent in July from a year earlier, more than twice the June pace.It seems that recent economic data help to confirm the story of emerging-markets outperformance, said David Lubin, chief economist for emerging markets at Citigroup Inc. in London. The gap in growth rates between the developing and advanced worlds is widening, he said. Emerging economies will account for about 60 percent of global expansion this year and next, up from about 25 percent a decade ago, according to his estimates. The main reason for the divergence: Direct transmission from a U.S. slowdown to other economies through exports is just not large enough to spread a U.S. demand problem globally,Goldman Sachs economists Dominic Wilson and Stacy Carlson wrote in a Sept. 22 report entitled If the U.S. sneezes...

Limited Exposure

Take the so-called BRIC countries of Brazil, Russia, India and China. While exports account for almost 20 percent of their gross domestic product, sales to the U.S. compose less than 5 percent of GDP, according to their estimates. That means even if U.S. growth slowed 2 percent, the drag on these four countries would be about 0.1 percentage point, the economists reckon. Developed economies including the U.K., Germany and Japan also have limited exposure, they said. Economies outside the U.S. have room to grow that the U.S. doesn’t, partly because of its outsized slump in house prices, Wilson and Carlson said. The drop of almost 35 percent is more than twice as large as the worst declines in the rest of the Group of 10 industrial nations, they found. The risk to the decoupling wager is a repeat of 2008, when the U.S. property bubble burst and then morphed into a global credit and banking shock that ricocheted around the world. For now, Goldman Sachs’s index of U.S. financial conditions signals that bond and stock markets aren’t stressed by the U.S. outlook.

Weaker Dollar

The break with the U.S. will be reflected in a weaker dollar, with the Chinese yuan appreciating to 6.49 per dollar in a year from 6.685 on Oct. 1, according to Goldman Sachs forecasts. The bank is also betting that yields on U.S. 10-year debt will be lower by June than equivalent yields for Germany, the U.K., Canada, Australia and Norway. U.S. notes will rise to 2.8 percent from 2.52 percent, Germany’s will increase to 3 percent from 2.3 percent and Canada’s will grow to 3.8 percent from 2.76 percent on Oct. 1, Goldman Sachs projects. Goldman Sachs isn’t alone in making the case for decoupling. Harris at BofA Merrill Lynch said he didn’t buy the argument prior to the financial crisis. Now he believes global growth is strong enough to offer a handkerchief to the U.S. as it suffers a growth recession of weak expansion and rising unemployment, he said.Giving him confidence is his calculation that the U.S. share of global GDP has shrunk to about 24 percent from 31 percent in 2000. He also notes that, unlike the U.S., many countries avoided asset bubbles, kept their banking systems sound and improved their trade and budget positions.

Economic Locomotives

A book published last week by the World Bank backs him up. The Day After Tomorrow concludes that developing nations aren’t only decoupling, they also are undergoing a switchover that will make them such locomotives for the world economy, they can help rescue advanced nations. Among the reasons for the revolution are greater trade between emerging markets, the rise of the middle class and higher commodity prices, the book said. Investors are signaling they agree. The U.S. has fallen behind Brazil, China and India as the preferred place to invest, according to a quarterly survey conducted last month of 1,408 investors, analysts and traders who subscribe to Bloomberg. Emerging markets also attracted more money from share offerings than industrialized nations last quarter for the first time in at least a decade, Bloomberg data show.

Room to Ease

Indonesia, India, China and Poland are the developing economies least vulnerable to a U.S. slowdown, according to a Sept. 14 study based on trade ties by HSBC Holdings Plc economists. China, Russia and Brazil also are among nations with more room than industrial countries to ease policies if a U.S. slowdown does weigh on their growth, according to a policy- flexibility index designed by the economists, who include New York-based Pablo Goldberg.Emerging economies kept their powder relatively dry, and are, for the most part, in a position where they could act countercyclically if needed, the HSBC group said. Links to developing countries are helping insulate some companies against U.S. weakness. Swiss watch manufacturer Swatch Group AG and tire maker Nokian Renkaat of Finland are among the European businesses that should benefit from trade with nations such as Russia and China where consumer demand is growing, according to BlackRock Inc. portfolio manager Alister Hibbert.There’s a lot of life in the global economy, Hibbert, said at a Sept. 8 presentation to reporters in London.

Asset Bubbles

The increasing focus on emerging markets may present challenges for their policy makers as the flow of money into their economies risks fanning inflation, asset bubbles and currency appreciation. Countries from South Korea to Thailand have already intervened to weaken their currencies, along with taking steps to restrict capital inflows.Stephen Roach, nonexecutive Asia chairman for Morgan Stanley, remains skeptical of decoupling. He links the optimism to a snapback in global trade from a record 11 percent slide in 2009. As that fades amid sluggish demand from advanced economies, emerging markets that rely on exports for strength will face renewed and formidable headwinds,he said. Decoupling is still a dream in much of the developing world, said Roach, who also teaches at Yale University in New Haven, Connecticut.

Year of Recoupling

The Goldman Sachs economists argue history is on their side. The U.K., Australia and Canada all continued growing amid the U.S. recession of 2001 as the technology-stock bust passed them by, while America’s 2006-2007 housing slowdown inflicted little pain outside its borders, they said. The shift came when the latter morphed into a financial crisis, prompting Goldman Sachs to declare in December 2007 that 2008 would be the year of recoupling.The argument finds favor with Neal Soss, New York-based chief economist at Credit Suisse. While the supply of dollars and letters of credit that fuel international commerce dried up during the turmoil, that isn’t a problem now, so the rest of the world can cope with a weaker U.S., he said. Decoupling was a good idea then and is a good idea now, Soss said. What part will Gold Bullion play for investors as the race to debase speeds up...? In the LAST TWO WEEKS we have seen the US Dollar move from $1.2751 to $1.3450 against the Euro, notes Julian Phillips of the Gold Forecaster.The Dollar has also fallen against the Pound, the Yen and the Swiss Franc. In response, the Japanese government via the Bank of Japan is weakening the Yen as we write this. The trade-weighted Dollar Index of its value against a basket of competitors has fallen to 0.79(a 4% drop), and points to a further major drop still. The breakdown through support is critical and will incite arguments that the US itself going to weaken the Dollar via coming Quantitative Easing.And meanwhile, the Gold Price is nudging the record price of $1300 and promising much more.The argument from the US Treasury that China should let the Yuan rise is now losing weight in line with the weakening of the US Dollar. All eyes are on the Fed after the issue of its statement this week. These pointed downward to deflation for the economy, despite the general belief that the US still has a recovery underway.

This is a major step forward for us in the gold and silver world. The Fed has indicated that deflation may have to be fought. If this is correct then the Quantitative Easing we have seen to date is more than inadequate. More than that, the Fed is aware it may have to inflate, to give the right financial environment for a real recovery to take place. This means that the value of the Dollar both inside and outside the US will be lowered, in future. Markets are discounting deflation expectations right now. Once inflation appears, only then do we expect equity markets to rise, as the Dollar cheapens.The boom-bust history of the last three decades is now over and we are moving to and into new territory for global economies. The new ground is dangerous, requiring and facing extreme economic and currency conditions. We doubt whether the tools in the Fed's hands are sufficient to cope with future situations. This is when government should step in, as President Roosevelt did in the 1930's with huge quantitative easing and heavy, ground-level, employment stimuli.Unfortunately we are approaching a time when the US government will be emasculated with the Administration unable to appoint people to high places, let alone pass critical legislation to really boost the economy. Global foreign exchanges have been the first to reflect the true picture on the Dollar by sending it down through critical support levels.As inflation (which may not be visible for another couple of months) debauches debt itself, repayment of debt will make it easier to repay. This could well propel the consumer from saving into spending.

Consumers will then turn to durables and other hard assets to protect their savings boosting the economy, but not in a good way (unless employment takes off to cope with the demand). It worked in the 1930s, but industrial production was boosted by a supportive Second World War effort. No such future exists for us though. Manufacturing will only revive if protectionism is employed. In fact, the future appears fraught with potential changes on such a scale that a complete re-vamp of the global monetary system is needed. That can only happen once the global pecking order of nations has been re-worked. That won't happen without economic strife. We are really watching the rise of China and the decline of the US.In such an environment gold is the only common denominator of value, accepted globally. As we saw in the huge gold/foreign currency swaps which the Bank of International Settlements conducted earlier this year gold can be harnessed to guarantee international currency transactions. Having said this, the problem is, How do you slot it into a fragmented global economy in such a way as to back currencies officially...? Not for one moment do we think Gold Bullion will be used in isolation as international money. It can only work with paper currencies, with international governmental approval, for it to be part of the global monetary system again.As you can see from the above, the entire future global monetary game plan is changing. -This article has quite a bit of technical economic jargon. It is an interesting perspective using Purchasing Power Parity (PPP) and Interest Rate Parity (IRP). Excerpts:

Why Quantitative Easing is Likely to Trigger a Collapse of the U.S. Dollar
….In contrast, quantitative easing can be expected to create a remarkably different situation. The Fed’s purchase of Treasury securities and creation of base money is occurring in an environment where fiscal deficits are already out of control, while two-thirds of the Fed’s balance sheet already represents Fannie and Freddie Mac securities that need to be bailed out by the Treasury. This makes it enormously difficult to reverse the Fed’s transactions – because the Fed is not simply determining whether a given stock of government liabilities will take the form of Treasury bonds or currency. It is instead effectively printing new money to finance ongoing spending for fiscal deficits and the bailout of the GSEs. At the same time, the fact that it is operating in a weak economy and a near-term deflationary environment means that nominal interest rates are being pressed down at the same time that long-term inflationary prospects are escalating.

From the standpoint of the two parity conditions, the very long-term implication of quantitative easing is a gradual devaluation of the U.S. dollar (an increase in the dollar price $/FC of foreign currency). If this increased inflation risk was reflected in interest rates (so that real interest rates were held constant), the U.S. dollar would simply move along that gradually sloped PPP line, and likewise, foreign currencies would gradually appreciate against the dollar.

However, because of economic weakness and credit strains, coupled with the demand for Treasuries by the Fed, quantitative easing instead moves U.S. interest rates in the opposite direction, falling rather than rising. From the standpoint of interest rate parity, capital market equilibrium then requires the U.S. dollar to depreciate immediately, by a sufficient amount to set up the expectation of future appreciation in order to offset the shortfall of U.S. interest rate returns.

In short, quantitative easing is likely to induce what the late MIT economist Rudiger Dornbusch described as exchange rate overshooting – a large and abrupt shift in the spot exchange rate that occurs in order to align long-term equilibrium in the market for goods and services with short-term equilibrium in the capital markets.

My impression is that Ben Bernanke has little sense of the damage he is about to provoke. A central banker who talks about throwing money from helicopters is not only arrogant but foolish. Nearly a century ago, the great economist Ludwig von Mises observed that massive central bank easing is invariably a form of cowardice that attempts to avoid the need to restructure debt or correct fiscal deficits, avoiding wiser but more difficult choices by instead destroying the value of the currency.

Von Mises wrote, A government always finds itself obliged to resort to inflationary measures when it cannot negotiate loans and dare not levy taxes, because it has reason to fear that it will forfeit approval of the policy it is following if it reveals too soon the financial and general economic consequences of that policy. Thus inflation becomes the most important psychological resource of any economic policy whose consequences have to be concealed; and so in this sense it can be called an instrument of unpopular, that is, of antidemocratic policy, since by misleading public opinion it makes possible the continued existence of a system of government that would have no hope of the consent of the people if the circumstances were clearly laid before them. That is the political function of inflation. When governments do not think it necessary to accommodate their expenditure and arrogate to themselves the right of making up the deficit by issuing notes, their ideology is merely a disguised absolutism.

Good policy is not rocket science. It begins with the refusal to make people pay for mistakes that are not their own. This economy continues to struggle with a fundamental problem, which is that debt obligations exceed the ability to service them. While policy makers have done everything to preserve the patterns of spending and consumption that created the problem in the first place, we have done nothing to restructure those obligations.

To the extent that we observe fresh credit problems, we should not pursue the same policies. Instead, we should focus on restructuring debt. Let the bank bondholders fail, and defend depositors and customers through the standard procedures that the FDIC has followed for decades. Deal with the debt of Fannie Mae and Freddie Mac by asserting that there is no explicit government guarantee, and let the holders of the mortgage pools receive precisely what they are entitled to receive without public funds. At the same time, expand the role of the FHA to provide explicit government guarantees for future mortgages in return for actuarily fair risk-based premiums, and require mortgage originators to retain a piece of the mortgage loan, along with appropriate capital requirements, and the stipulation that this retained portion bears the first loss if the mortgage goes bad. Finally, refuse to trot self-interested bank and Wall Street executives in front of the public to extort the nation through fear of the word failure. Banks fail all the time and customers don’t lose a cent. The only implication of failure is that stock and bondholders of reckless institutions aren’t rewarded for their malinvestment at public expense.

EUOBSERVER / BRUSSELS - EU foreign affairs chief Catherine Ashton has called off plans for EU ambassadors to hold hearings in the European Parliament in a serious rift with MEPs over the set-up of the European External Action Service (EEAS).Ms Ashton announced the move late on Monday (4 October) on the eve of the first hearing with the new EU envoy to Japan, Austrian diplomat Hans Dietmar Schweisgut, which was due to have taken place in the parliament's foreign affairs committee on Tuesday morning.The decision comes after MEPs opted to hold the hearings in public and before the nominees have been formally installed in their posts, raising the risk that if one of them tripped up in questioning it could cost them their new job.The High Representative and Vice President [HRVP] intends to live up to her commitment that the new heads of delegation will appear before the European Parliament's foreign affairs committee prior to moving to their posts. However, this has to be done in a fit and proper manner, her spokesman Darren Ennis said.It is the HRVP's wish that if these hearings eventually take place, they should take place as previously agreed with parliament, in camera. The HRVP reminds everybody that these hearings are in no way so-called Congressional-style hearings, he added, referring to the US Congress, which has the legal power to veto the State Department's diplomatic nominations.The HRVP holds the European Parliament in high regard and she has committed to this process. For their part, she hopes the foreign affairs committee will live up to its responsibilities.The Ashton move comes at a sensitive time in the EEAS launch process.

MEPs in the legal affairs committee are on Thursday set to vote whether or not to include soft quotas, dubbed indicative recruitment targets, for Central and Eastern European personnel in EEAS staff regulations. The budgetary affairs committee last week voted to give parliament oversight on details of EEAS military spending in what Ms Ashton already saw as overstepping the mark of an informal agreement on parliament's EEAS role.The heads of the foreign affairs committee were not available for comment on Monday. But if the dispute is not resolved swiftly the original idea of getting the EEAS up and running by 1 December will go up in smoke.Ms Ashton's office is ploughing ahead with recruitment for other senior diplomatic postings and the top administrative jobs in her service regardless of the parliamentary problem.
EUobserver understands that German European Commission official Gunnar Wiegand is the favourite candidate to take the influential post of Managing Director for Russia, the Eastern Neighbourhood and the Western Balkans.Mr Wiegand, just like the current EU envoys to Moscow and Ukraine, does not speak Russian despite the post requiring frequent travel to the region. But a contact in Ms Ashton's office brushed off the issue, saying: If we have a manager for Russia and the Western Balkans, do you know how many languages he would have to speak? Sticking to the Union's eastern front, the upcoming nomination for EU ambassador to Belarus has attracted intense interest with 45 applicants for the post. The new envoy is unlikely to be in place for Belarus' elections on 19 December. EUOBSERVER / BRUSSELS - France, Germany and Sweden are at the centre of official warnings by the US and the UK on the risk of a terrorist attack by Islamist groups in the run-up to Christmas. The US State Department on Saturday (3 October) published a blanket Travel Alert for US citizens in Europe valid until 31 January based on current information about al-Qaeda and affiliated organisations and mentioning subway and rail systems, as well as aviation and maritime services. Speaking at a conference call with press on Sunday, senior State Department official Patrick Kennedy advised US travelers to register their whereabouts with US consulates, to avoid putting US stickers on their bags and to ensure that people do not overhear their conversations about holiday plans. We're not saying don't travel to Europe. We're not saying don't visit tourist, major tourist attractions or historic sites or monuments, he added, amid concern about potential flight and hotel cancellations in the run-up to the vacation season.State Department spokesman Philip J Crowley told EUobserver the same day that the alert is linked to previous warnings in Germany and Sweden.We are issuing a caution to American citizens that is consistent with what European countries have done, he explained. We have been in close co-ordination with European countries regarding this threat and advised them before we issued our travel alert.The UK at the weekend also upgraded its terrorist threat level for Germany and France from general to high while leaving its domestic setting unchanged on severe.I would urge the public to report any suspicious activity to the police, foreign minister William Hague said in a statement.Sweden officially raised its domestic threat level on Friday. EU appears to back down on Canada's tar sands

EUOBSERVER /BRUSSELS - EU climate commissioner Connie Hedegaard appears to have backed down from plans to make reference to Canada's controversial tar sands in the EU's upcoming directive on fuel quality. As recently as June, the commission's climate directorate had suggested that figures estimating the energy efficiency of the fuel would be included in this December's proposal, along with an array of data on other fuels such as petrol and hydrogen.But a leaked a draft seen by Reuters on Monday (4 October) appears to confirm earlier reports that tar oil will be left out of the list, with angry environmentalists blaming pressures within the commission, as well as from Canada.Canada had feared that inclusion of the tar sands in the EU's forthcoming fuel quality directive would amount to a prohibitive barrier against trade, with the two sides currently negotiating a free-trade agreement. Sources say Canada's mission to the European Union has been active in lobbying on the issue, with the tar sands in North American country's Alberta region estimated to be the second largest reserve in the world after those under Saudi Arabia.The commission's trade department is also thought to have been unhappy with the inclusion of tar oils on the list.Environmental groups point to the large amount of energy needed to extract the oil from the sediment in which it lies, arguing that future imports would go against the EU's plans to reduce transport CO2 emissions by 10 percent on 1990 levels over the next decade.Instead, the draft text suggests the tar sands will be evaluated at some point before December 2011, a year later than previously anticipated, with the commission justifying the decision to leave the fuel out on the basis of a lack of scientific data.

The omission has produced alarm however.We see the commission as unwilling to include a value on oil sands, even though they have a value, Greenpeace transport policy advisor Franziska Achterberg told this website. We think the value should be included and if it needs to be renewed in a year then it can be.Although almost no tar oil is imported into the EU at present, environmental lobbies say this is set to change with the building of a pipeline from Canada's Alberta region to the Gulf of Mexico.

Rally Against Synagogue Sealing: Selective Enforcement is Racism

Hundreds of demonstrators from Samaria as well as from cities such as Jerusalem, Netanya, Bat Yam, gathered at the Yitzhar Junction, across from the Arab village of Burin on Monday, where they demanded that construction of an illegal mosque being built in the area be stopped.The protest was organized by the Shomron (Samaria) Residents Council and was entitled A Synagogue is Sealed – A Mosque is Renovated. The demonstrators protested the selective enforcement by the State Attorney’s Office and the Defense Minister, backed by the Prime Minister. As part of this enforcement, a synagogue built within the community of El Matan is under a threat of being sealed in the coming days simply because the Defense Minister will not sign the master plan for the community. At the same time, the Burin mosque continues to be built on state-owned lands without any legal permits.Taking part in the protest were Shomron Regional Council Mayor Gershon Mesika, MKs Danny Danon (Likud), Aryeh Eldad (National Union), Nissim Ze’ev (Shas), Michael Ben-Ari (National Union), Rabbi Elyakim Levanon of Elon Moreh, and Yitzhar’s Rabbi David Dudkevich.Sagit and Tomer Mor, who represented El Matan at the protest, were the first to speak and said: El Matan is growing. As a result of this a synagogue was built. Extreme left organizations immediately began a political persecution, despite the fact that the synagogue does not bother anyone. There is a simple solution - a political decision that will approve the structure. The hand that signed the demolition is the hand that will sign the permit. Prime Minister, let us pray in our synagogue as you pray with your children.

Mesika said: We say loud and clear - the land of Israel belongs to the people of Israel. Not because of a decision or anything else, but because G-d gave it to us. If such a thing would happen anywhere else except Israel, everyone would cry out all at once, and rightly so. The El Matan synagogue is located on state-owned land within the approved master plan of the community. On the one hand Defense Minister Ehud Barak does not sign the plan, while on the other he wants to close the synagogue. Why? Because he himself will not sign. We cannot allow this grave injustice.MK Danon said that while he favors religious freedom by Muslims to build mosques, synagogues should be built first in Israel.I appeal to the Prime Minister, since I do not expect anything from Ehud Barak. I call on the Prime Minister to stop the bulldozers and not to allow the destruction of synagogues, said Danon.Other speakers included MK Ze’ev, who said that the destruction of the synagogue goes against a 2001 UN decision which does not allow religious sites to be violated. Western Wall Prepares for 15 Million Visitors a Year

Jerusalem approved on Monday a new comprehensive plan to improve facilities for an expected 15 million visitors to the Western Wall (Kotel) in the coming years.The number of visitors has increased five times in the last several years and will continue to grow, Western Wall Rabbi Shmuel Rabinowitz said.The new project is aimed at providing better facilities—especially for women—and will include an information center and a stations for police and first aid.Secular Jewish visitors, as well as non-Jewish tourists, have become more numerous at the Western Wall, which stands at the exterior end of the area that includes the Temple Mount, Judaism’s most sacred site. The Wall is not part of the Temple Mount itself.Teachers bring their classes to the Wall, not only to pray but also to pass on a meaningful experience, according to the Western Wall Heritage Foundation. Parents of Bar and Bat Mitzvah children want to connect them with Jewish history, and groups of Israeli army soldiers and officers come to learn and discuss Jewish values,it added.The new project is designed to provide visitors with facilities where they can sit, discuss topics and learn during their visit.The tourist center, which will not encroach on the prayer area, reflects the approach that archaeology is not dead stone. Indonesian flood toll rises to 26

JAKARTA (AFP) – The death toll from flash floods that smashed through a remote area of eastern Indonesia's West Papua province has risen to 26 with many victims still missing, an official said Tuesday.At least 26 people were killed. There is still hope that some of them are still alive,he said.The floods were unleashed early on Monday after torrential downpours that began late Sunday in West Papua's Teluk Wondama district.

Red sludge floods towns in western Hungary, 2 dead

Two people died, seven were missing and several dozen were injured, rescue services said.The spill of an estimated 600,000-700,000 cubic meters (yards) of sludge affected seven localities near the Ajkai Timfoldgyar plant in the town of Ajka, 160 kilometers (100 miles) southwest of Budapest, the capital.In Devecser, the sludge flooded some 400 homes, and 40 people had to be rescued in the neighboring town of Somlovasarhely. In Kolontar, the rushing sludge reached a height of two meters (6.5 feet).The sludge, a waste product in aluminum production, contains heavy metals and is toxic if ingested, the National Disaster Management Directorate said.Some 120 people, including six who were seriously hurt, were treated by medical staff. Two of the injured were in life threatening condition. The most common injuries caused by the caustic sludge were burns on the skin and eyes, said Jozsef Czirner, the regional rescue service director.The disaster agency said 390 residents had to be temporarily relocated and 110 were rescued from the flooded towns.Army vehicles, two helicopters and some 40 soldiers were sent to assist with rescue efforts, state news wire MTI reported citing the defense ministry.Police were also investigating the cause of the incident, MTI said.

The North blew up the tower in June 2008 in front of foreign media to dramatise its commitment to nuclear disarmament.The institute said the purpose of the work is unclear but bears watching.Yongbyon was the source of plutonium for an atomic weapons programme. The country's stockpile is believed to be enough for six to eight bombs.North Korean Vice Foreign Minister Pak Kil-Yon told the United Nations last week his country must strengthen its nuclear deterrent in the face of what he called threats from the United States.The North shut down Yongbyon in July 2007 under a six-nation aid-for-disarmament accord. During a washing process prior to loading the actual nuclear fuel, a small leak was observed in a pool next to the reactor and was fixed. This leak delayed activities for a few days, IRNA quoted Salehi as saying.At the plant's inauguration on Aug. 21, Salehi had said loading the fuel into the reactor core would take place over two weeks and the plant would then produce electricity two months later in November.Now, he says, fuel will be transferred to the core in mid-October and that the plant will produce electricity in early 2011.Iran's Intelligence Minister Heidar Moslehi said Saturday that experts in the country have determined how to fight off the Stuxnet computer worm. In the same statement, he announced the arrests of several nuclear spies but he gave no details and did not clearly link them to the investigation into Stuxnet.Who created the Stuxnet code and what its precise target is, if any, remains a mystery. Some foreign experts have speculated it was designed to target Tehran's nuclear program.The web security firm Symantec Corp. says the computer worm was likely spawned by a government or a well-funded private group. It was apparently constructed by a small team of as many as five to 10 highly educated and well-funded hackers, Symantec says.The Bushehr plant has stood outside the current controversy over Iran's nuclear program since Russia will be providing the fuel for the plant and supervising its disposal.But other aspects of Iran's nuclear work, especially its enrichment of uranium, are of concern to the United States and other world powers. There's good news for any extraterrestrials intercepting Earth's Internet and reading this article: the United Nations is expected to appoint a space ambassador to communicate with alien visitors to our planet. In a statement reported by the Telegraph, she said:The continued search for extraterrestrial communication, by several entities, sustains the hope that someday human kind will receive signals from extraterrestrials. When we do, we should have in place a coordinated response that takes into account all the sensitivities related to the subject. The UN is a ready-made mechanism for such coordination.Her colleagues agree that is she the best person for the space ambassador position. But is a space ambassador really necessary? In March, what was supposed to be a scenic photograph of London revealed strange shapes in the sky above the UK capital. According to Telegraph reporter Sarah Knapton, the shapes, which looked like flying saucers from a science fiction film, were invisible to the photographer, Derek Burdon, when he originally shot the photo. It wasn't until after the film's development that he noticed the strange objects. Later in August, a strange shape in the sky was once again captured on film, this time by a camera owned by the BBC.

While things may have eased up in the UK extraterrestrially-speaking, 2010 hasn't been alien free. According to Xinhuanet News, on July 8, in eastern China, a UFO was detected over Hangzhou, capital of China's Zhejiang Province. The object created a disruption in air traffic, causing flights to be rerouted to other airports. The event is still unexplained, though further information is set to be released after an investigation.Given these occurrences, the idea of a space ambassador doesn't sound so terrible. UN to appoint space ambassador to greet alien visitors-A space ambassador could be appointed by the United Nations to act as the first point of contact for aliens trying to communicate with Earth.By Heidi Blake

Aliens who landed on earth and asked: Take me to your leader would be directed to Mrs Othman.Aliens staring us in the face She will set out the details of her proposed new role at a Royal Society conference in Buckinghamshire next week.The 58-year-old is expected to tell delegates that the proposal has been prompted by the recent discovery of hundreds of planets orbiting other starts, which is thought to make the discovery of extraterrestrial life more probable than ever before.Mrs Othman is currently head of the UN’s little known Office for Outer Space Affairs (Unoosa).In a recent talk to fellow scientists, she said: The continued search for extraterrestrial communication, by several entities, sustains the hope that some day human kind will received signals from extraterrestrials.

When we do, we should have in place a coordinated response that takes into account all the sensitivities related to the subject. The UN is a ready-made mechanism for such coordination.Professor Richard Crowther, an expert in space law at the UK space agency who leads delegations to the UN, said: Othman is absolutely the nearest thing we have to a take me to your leader person. The plan to make Unoosa the co-ordinating body for dealing with alien encounters will be debated by UN scientific advisory committees and should eventually reach the body’s general assembly.
Opinion is divided about how future extraterrestrial visitors should be greeted. Under the Outer Space Treaty on 1967, which Unoosa oversees, UN members agreed to protect Earth against contamination by alien species by sterilising them. Mrs Othman is understood to support a more tolerant approach.But Professor Stephen Hawking has warned that alien interlopers should be treated with caution.He said: I imagine they might exist in massive ships, having used up all the resources from their home planet. The outcome for us would be much as when Christopher Columbus first landed in America, which didn’t turn out very well for the Native Americans.
