Dodd’s committee passed a 1,300-page bill in a 21-minute partisan markup, according to WebCPA.Morgan Stanley Chairman says the sky should be the limit on bankster bailouts.A 13-10 vote will now send the bill to the Senate floor where it will be debated by members of the Bankster Party.Dodd was under strict orders by Treasury Secretary Timothy Geithner not to weaken the bill by adding amendments proposed by Republicans on the committee. Geithner made the comments over at the American Enterprise Institute, the insider cabal responsible for such things as a million dead Iraqis. This is important to get right, but be careful whose voice you listen to,said Geithner.If passed the bill will create a Consumer Financial Protection Bureau within the Federal Reserve, rather than the standalone Consumer Financial Protection Agency that is in the version of the bill that was approved by the House last December.

During an interview with Atlantic magazine earlier this month, Ron Paul clarified things about the bill and the prospect of a Consumer Financial Protection Bureau run out of the Fed.I think that’s the main thing where they’re getting a lot more power. Van Rompuy and Barroso to both represent EU at G20

EUOBSERVER / BRUSSELS - European Commission President Jose Manuel Barroso and EU Council chief Herman Van Rompuy have decided who will speak on which subject when they both represent the union at international meetings such as the G20.The two presidents have decided that the EU delegation will be composed of both presidents in one single delegation. That's quite normal, as their roles are complementary, a spokeswoman for the European Commission said during a press briefing on Thursday (18 March).One of the novelties introduced by the EU's new treaty is that the permanent president of the EU Council, former Belgian premier Herman Van Rompuy, also represents the bloc abroad in foreign policy and security matters.But in other areas, such as climate change, President Barroso will speak on behalf of the 27-member club.In areas where the two overlap, for instance energy, which is both a security and a commission policy area, they will decide on a case-by-case basis who will take the floor. These practical arrangements will ensure full coherence, complementarity and clarity in the way we approach international gatherings, in reaching our objective that the EU should speak with one voice, Pia Ahrenskilde-Hansen, the commission's spokeswoman said.She rejected the suggestion that Mr Barroso's powers were being chipped away by Mr Van Rompuy, who has so far kept a low public profile, and pointed to the obligations set out by the EU treaty.

Mr Barroso however did manage to secure one little victory, as his personal sherpa - jargon for the personal representative of a head of state of government who prepares an international summit - to the G20, Joao Vale de Almeida, will continue to do the job on behalf of both EU leaders for the next meeting, set to take place in South Korea in November.After that, both Mr Van Rompuy and Mr Barroso will have their own sherpas ahead of G8 and G20 meetings, while Mr Vale de Almeida will move on to become the EU's ambassador in Washington.The commission's confidence that sending two representatives to speak with one voice at the G20 is a sensible solution is not shared by foreign policy experts.It's hard to see how other parties will interpret this. EUOBSERVER / BRUSSELS - European Parliament chief Jerzy Buzek has said EU commissioners should in future be directly elected rather than hand-picked by national governments.Speaking on Monday (22 March) at the Humboldt University in Berlin, a venue where politicians like to air new ideas, Mr Buzek said it is time for a parliamentarisation of the commission.Member states should be persuaded to increasingly put their candidates for a seat in the commission on the European election lists, where they could occupy first place.This would make the commissioners visible for EU citizens and give them a democratic mandate.This would not just be of symbolic importance. The commission would have stronger democratic legitimacy and would be strengthened as an institution,said Mr Buzek.At the moment, each member state nominates one candidate to be their EU commissioner.The process is a tangle of behind-the-scenes negotiating as each national capital tries to get the weightiest portfolio while not always having the purest EU community motives for sending their nominee to Brussels.In the most recent round, Berlin was widely reported as proposing Guenther Oettinger, now in charge of energy, to be its commissioner in order to remove him from the domestic political scene.

Speaking more generally about the effects of the Lisbon Treaty, the EU's new legal framework in place since 1 December last year, Mr Buzek said member states are still learning to accept the new balance of power:It is clear that for some politicians, also for those in leading positions, the consequences of the Lisbon Treaty are a big surprise.Member states are only now beginning to understand what they have actually agreed to with the ratification of the treaty, said the EP chief.The treaty greatly extends the legislative powers of the European Parliament, giving MEPs co-decision rights in virtually all areas of EU law-making.This has shifted the dynamics of power within the Brussels. EUOBSERVER / BRUSSELS - EU foreign affairs chief Catherine Ashton has accepted France's playful offer to teach her the language of diplomacy.But EU parliament President Jerzy Buzek has turned it down.Ms Ashton told The Times, the British daily , in Brussels on Monday (22 March) that she aims to take a course at the Millefeuille Provence language school near Avignon, in southern France, before the summer despite her packed schedule. I have just been talking to Pierre. I'm delighted. In fact I have already accepted,she said.The French EU affairs minister, Pierre Lellouche, wrote to Ms Ashton and to Mr Buzek with an offer of free lessons at the Millefeuille academy on Friday on the occasion of the 40th birthday of the Organisation internationale de la Francophonie, a Paris-based body which promotes ties between French-speaking countries.Ms Ashton, a Brit, speaks self-confessedly rusty French. But she takes press questions in English only, annoying French media.

The Lellouche letter carried a satiric sting in its tail, with the minister having in recent months led French criticism of Ms Ashton as lacking the right qualities for the top EU post.She speaks French: It isn't amazing, but she speaks it, French foreign minister Bernard Kouchner told EUobserver on Monday. It makes you laugh. But it was meant in a nice way,he added, speaking about Mr Lellouche's offer. Meanwhile, the European Parliament's Polish president has declined the invitation: He has too many other items on his agenda for now. Maybe it will be possible after the end of his term in office,Mr Buzek's spokeswoman said.Buzek already speaks fluent English, German and Russian as well as Polish. You don't hear [French President] Sarkozy speaking anything other than French, a parliament official added. The EU has 23 official languages, generating work of dubious value, such as translating a 1,500-page Syrian customs codex into Irish because it is to form part of an EU agreement. It also has three working languages - English, French and German - with EU officials required to speak at least one of the three.

English and French dominate life in the EU institutions in practice. French is by custom especially favoured in EU diplomats' foreign affairs meetings and in their electronic messaging system, Coreu. EUOBSERVER / BRUSSELS - EU capitals are calling for more money and clearer powers for the head of the bloc's diplomatic corps, as foreign ministers meet in Brussels on Monday (22 March) to review plans for the new institution. An internal paper drafted by the Spanish EU presidency on Friday set out the main lines of convergence shared by a great majority of delegations following three months of debate.The text strikes a blow against the European Commission by saying the European External Action Service (EEAS) should make the big decisions on how to spend the executive's €6 billion a year development budget. [Member states are] in favour of the EEAS leading on the two first stages of programming (country allocation and country strategy papers) and the commission leading on the third and subsequent stages (national indicative programmes, annual action programmes and implementation),it says. The paper also calls for the commission to stay out of EEAS head Catherine Ashton's management of foreign embassies. EU officials and EU diplomats should sit alongside her people on job interview panels for senior posts. But the final say on appointments should be left up to her, it says: The High Representative will be the sole appointing authority (AIPN) for EEAS staff, including in the EU delegations.

[Member states] insisted on the fact that the chain of command should be clear and straightforward. Instructions to delegations should come through the High Representative,it adds. The commission had said that decisions on top appointments should include the college of commissioners and that EU ambassadors should also take orders from the executive on the grounds that they are responsible for implementing commission programmes on top of their diplomatic duties. Member states conceded that existing commission staff will fill the bulk of EEAS posts in its start-up phase, however. The target of having one third of posts filled by member states' diplomats is to be left until the service has reached its full capacity,the Spanish paper says. EU states also converged on having the service run by a powerful secretary general, on the model of the French foreign ministry, despite some German concerns about the structure. The institutional power struggle comes after the Lisbon Treaty last year mandated the creation of the corps, but left out details on how it should work in practice.The commission moved early on planning by creating working groups back in autumn 2009. EU officials also took up nine out of the 13 places on a steering group designed to help Ms Ashton draw up her EEAS proposal, due in the coming days.The steering group has been sidelined by EU states, however. It met just three times as of mid-March, compared to nine EEAS discussions at member state-level.

Meanwhile, suspicion abounds inside the Brussels bubble.A commission suggestion, put forward last Thursday, that the corps should have just 851 senior staff, is seen by some as an attempt to ensure that battalions of commission trade or development officials work in the EU's foreign delegations. EUOBSERVER / BRUSSELS - EU foreign policy chief Catherine Ashton's proposed structure for the bloc's new diplomatic service has come under fire for being too French in its style.German liberal MEP Alexander Graf Lambsdorff, part of a group of deputies actively debating the diplomatic service, told press on Friday (19 March) that the proposal is a continuation of French policy by other means.The MEP, who hails from the same party as German foreign minister Guido Westerwelle and who says his concerns are largely shared by the German foreign ministry, identified two problems with the draft set-up.He said it accords too much power to the secretary general of the service, on the model of the French foreign ministry, and isolates the military (ESDP) part of the service away from political governance.The secretary general will have an absolutely all-powerful post, Mr Graf Lambsdorff explained, noting that the position will be in charge of all budget and personnel issues as well as overseeing EU missions, be they in Kosovo, Congo or Bosnia. The secretary general - the job is being tipped go to the French ambassador to the US, Pierre Vimont, or the secretary general of the French foreign ministry, Pierre Sellal - will also have unrivalled access to Ms Ashton and will control any communications sent up to her from the service.The second issue is that the civilian planning, crisis management and EU military staff units will not be in the chain of command that includes EU diplomats in the Political and Security Committee, but will also answer directly to the secretary general.European defence and security policy is not integrated into normal political co-ordination. According to this proposal, the ESDP section is living a separate life, the MEP said.

If the diplomatic service is strongly tilted toward the military and headed by a powerful civil servant, it would raise questions about accountability, he added. You lose out as a member state. And ultimately it is about German soldiers who will be sent on such missions, he said.A recent organisational diagram for the crisis management unit (CMPD), seen as a core part of the diplomatic service, would appear to lend weight to this idea: military experts far outnumber civilian capabilities experts, while French officials dominate key positions, including the deputy director general and the head of integrated strategic planning. The military weighting comes despite the fact that 21 of the 27 EU missions in conflict areas have in the past been civilian operations.A French diplomat dismissed the accusations and pointed out that the proposals have come from the EU foreign relations chief herself, rather than from Paris. Final phase

Although MEPs believe France, and to some extent Britain, have stolen a march on other member states, whether by accident or design, in the planning of the service, it is questionable how much can be changed at this late stage.The European Commission on Thursday told EU diplomats that the corps should have 570 senior staff in Brussels and 281 in its foreign delegations. Adding together assistants and other junior workers, the total number of personnel would not exceed 2,000 people.Ms Ashton is expected to put forward her formal proposal no later than 30 March, following a final debate by EU foreign ministers on Monday (22 March) and MEPs in the foreign affairs committee on Tuesday. Another element still up in the air concerns whether Ms Ashton, who is often double- or triple-booked for meetings, should have special envoys to attend events in her place.Some foreign ministers have been openly pushing the idea with an eye to taking up the post themselves. However, placing a foreign minister in the role in turn raises the question of whether Ms Ashton, or the relevant EU capital, would hold sway over her deputies.

Juncker concedes IMF role possible in Greek bail-out

EUOBSERVER / BRUSSELS - The possibility of a twin-track approach involving aid to Greece from both euro area governments and the International Monetary Fund appears to be gaining traction in Europe, with a key supporter of a eurozone-only solution conceding the international funding organisation may have a role to play. Speaking in front of the the European Parliament's economy committee on Monday (22 March), euro area chief Jean-Claude Juncker said a number of member states increasingly favoured the idea.My personal view is that it's better to have a solution that does not have an IMF component because the euro area needs to be able to solve its own problems. But I think mixing the two instruments would not be a major scandal, said Mr Juncker, provided euro area governments provided the lion's share of any financial aid.Any twin-track approach must respect eurozone rules, he added. Initially opposed to any IMF financing for debt-ridden Greece should it struggle to meet refinancing demands in the coming weeks, a number of key national capitals have recently warmed to the idea. In the case of such an emergency arising ... the financial assistance of the IMF is, for the chancellor and the government, definitely a point for discussion,German government spokesman Ulrich Wilhelm told a government news conference in Berlin on Monday. Comments from Finland's finance minister and domestic constraints in the Netherlands suggest Helsinki and the Hague would also support an IMF financing role.

Mr Juncker indicated any euro area aid would probably take the form of a bilateral system of co-ordinated aid, but that not all countries would contribute because one or two members have precluded a eurozone approach, something he is not very happy about.Greek Prime Minister George Papandreou indicated last week he expected EU leaders to give a clear signal when they meet in Brussels on 25-26 March, but Mr Juncker said a decision this week was not absolutely necessary.

Spain and others

As economists and politicians increasingly seek to explain the underlying causes of Greece's current difficulties, eurozone imbalances are coming in for increased scrutiny. French finance minister Christine Lagarde recently said Germany's export-driven economic model, built on holding down labour costs, was unsustainable. She suggested the government of Europe's largest economy should raise long-stagnant domestic consumption, helping weaker eurozone nations to boost exports and shore up their finances.Mr Juncker told MEPs the issue of such disparities within the eurozone was not the main issue at the moment, but would have to be tackled at some point. A paper published by Brussels-based think tank Bruegel on Monday draws attention to the subject however, pointing out that even countries that were fiscally virtuous before the financial crisis, such as Spain, are still suffering from market doubts and higher borrowing costs.The paper's authors highlight Spain's problems as originating in a domestic credit boom, which caused wages to rise and and the country's competitiveness to subsequently fall. The EU has instruments to help address such problems and correct internal imbalances, but in the first decade of the euro it was too often assumed that threats to stability could come from budgetary indiscipline only,says the document. Rather than striving for balanced eurozone current accounts, an idea that the report's authors describe as absurd, a system of greater systematic monitoring of wage and price developments should be implemented in eurozone states, allowing for a greater monitoring role and a tentative alert procedure for the European Commission.

Merkel continues go-slow rhetoric on Greece

EUOBSERVER / BRUSSELS - Europe's internal tussle over whether to provide financial aid to debt-ridden Greece continued over the weekend, with Germany's Angela Merkel playing down the chances of a political decision being taken at a summit of EU leaders in Brussels this week. I don't believe that Greece has need for money at the moment, and the Greek government will confirm that, Ms Merkel said on German radio on Sunday morning (21 March).That's why I advise against causing turbulence on the markets by raising false expectations about the European Council meeting this Thursday, she added. Aware of strong domestic opposition to the potential bail-out, and with crucial regional elections looming in May, Ms Merkel insisted the Greek question was not even on the agenda of this week's meeting. The results of a new FT/Harris poll, published on Sunday, highlighted the views of her constituents. They showed over 60 percent of Germans opposed their government helping Greece tackle its budget deficit, with 40 percent considering Europe's largest economy would be better off without the euro currency, weakened in recent months by eurozone turmoil.

Repeating comments that have already won her a number of rebukes, Ms Merkel said the currency area's rules needed tougher sanctions, including the possibility of expelling serial offenders. Analysts again pointed to the intended domestic audience of her remarks. The threat to remove a country from the euro club was purely for domestic consumption. It's an absurd suggestion, Daniel Gros, director of the Centre for European Policy Studies in Brussels, told AFP.

Barroso

The German leader's comments on Greece stand in marked contrast to those made by European Commission President Jose Manuel Barroso on Friday.The Portuguese politician called on the EU leaders to reach an explicit agreement this week and warned that the lack of clarity was adding to market jitters.Greek Prime Minister George Papandreou met with Mr Barroso just days before in Brussels, as part of his ongoing campaign to drum up support for a EU statement of intention on the matter.
While not currently asking for money, Mr Papandreou insists a clear signal from EU leaders, indicating the availability of aid and how it would be transferred, would help allay market doubts and bring down his country's high borrowing costs. The Greek centre-left leader has warned that failure to agree on a European solution could result in his government turning to the IMF for financial assistance, a move strongly opposed by a number of euro area figures, but seemingly gaining in support in Berlin.

Top EU officials push for agreement on Greek aid next week

It is essential that when we deal with a euro area country there is a European lead and a European responsibility, EU economy commissioner Olli Rehn said at a conference in Brussels on Friday (19 March).It is important that the EU in the course of next week comes to a more specific conclusion, specific political conclusion about the European framework for co-ordinated and conditional action, if needed and required, he told journalists afterwards. European Commission President Jose Manuel Barroso appears set to go further on Saturday, indicating the EU is ready to provide financial aid to Greece if it is requested, according to a leaked transcript of an interview with French radio, seen by Dow Jones Newswires.And despite recent suggestions that Germany is moving against the idea, Mr Barroso is set to include aid from Berlin in the potential package.Germany is ready in case Greece needs it, and so far Greece has not asked for financial support, the commission president will tell radio channel France 24, according to the document. All sides stress however that full implementation of the austerity measures announced by Athens in recent weeks is the best means to bring the country's borrowing costs down. Roughly €20 billion in Greek bonds are due to mature before the end of May, with Athens indicating its unwillingness to keep offering highly expensive interest rates that threaten to create future refinancing problems down the line. In the interview transcript however, Mr Barroso does not exclude the possibility of a financing role for the IMF, insisting there would be no shame in this for Europe.What I want to remind is that Greece and all the member states of the EU are members of the IMF ... EU member states are by far the biggest source of revenue for the IMF, says the text. So it's not a question of prestige. It's a question of seeing what is the best way to respond to the situation,he is set to say.

Commission set for limited role on 2020 targets

EUOBSERVER / BRUSSELS - Draft conclusions for this week's European Summit (25-26 March) suggest EU leaders are preparing to give the European Commission only a limited role in setting national targets under the bloc's 2020 economic strategy.The targets are intended to coax member states to spend more on research and development, reduce poverty and increase education and employment levels, as well as meeting international environmental commitments. With commentators largely disparaging about the new plan's chances of success, some have singled out the existence of national targets as key to helping member states take greater ownership of the initiative, and an important difference to the EU's former 10-year plan - the Lisbon Strategy.A commission communication on the EU 2020 earlier this month suggested five EU headline targets be set, with these subsequently broken down into differentiated and measurable national targets. Speaking at a think tank pow-wow in Brussels last week, Ann Mettler of the Lisbon Council said the existence of national targets constituted a qualitative change from the bloc's former plan, but warned they must be set by the commission and not national capitals. Otherwise member states would simply pencil in low and easily achievable national targets in order to avoid rebukes in the future, she said. However its appears that EU leaders are only prepared to give the commission a more limited role - one based on dialogue.In the light of the headline targets, Member States will set their national targets, taking account of their relative starting positions and national circumstances, say draft council conclusions, seen by EUobserver and dated 19 March.

They will do so according to their national decision-making procedures, in a dialogue with the commission in order to ensure consistency with the EU headline targets, they continue. As a result, Ms Mettler said it was highly unlikely that member states would agree to strong targets.It's not ambitious enough, it really should be the commission setting them, she told this website.

EU targets, implementation

As well as limiting the commission's role in setting national targets, the conclusions suggest member states have yet to agree on the five EU headline targets.
A meeting of EU finance ministers in Brussels earlier this month drew a question mark over the commission's proposal for the the EU to spend three percent of its GDP on research and development. The council [representing member states] considers that urgent consideration should be given to a wider indicator that would reflect R&D and innovation,said the ministers, conscious of their increasingly restricted budgets. They also expressed doubts about the commission's poverty reduction target. With business groups and MEPs calling for greater incentives for member states to reach their national targets, such as potentially offering a greater slice of EU structural fund money for those that do, the draft European Council conclusions are also noticeably lacking in any suggestions in this area. Critics of the soon-to-expire Lisbon Strategy say its deficit of tough implementation mechanisms was the primary reason for its failure.

Journalist attempts citizen's arrest of Blair in EU parliament

EUOBSERVER / BRUSSELS - A Brussels reporter attempted to place Tony Blair under a citizen's arrest on Monday (22 March) for his role in the invasion of Iraq, during a visit by the former UK prime minister to the European Parliament for a hearing on the Israeli-Palestinian conflict.On the seventh anniversary of the invasion almost to the day, late afternoon, David Cronin, an Irish journalist with the Inter Press Service news agency and a regular writer on European Union affairs for The Guardian, the British centre-left daily, approached Mr Blair, as he was due to discuss with MEPs his current work as a Middle East special envoy.Placing his hand on the former prime minister's arm, Mr Cronin said: Mr Blair, this is a citizens' arrest.The ex-Labour leader, in the parliament to speak as the special representative of the Quartet - the EU, US, Russia and the UN - momentarily flinched, but the 38-year-old reporter was quickly pushed away by a bodyguard.You are guilty of war crimes, he said, intending to invite Mr Blair to accompany him to the nearest police station to be charged with committing a a war of aggression - a military conflict waged without the justification of self-defense - in breach of customary international law, specifically the Nuremberg Principles under the rubric of the Rome Statute, which established the International Criminal Court, the legal body that exercises jurisdiction over the crime of aggression.

Both Belgium and the UK have ratified the Rome Statute, although all parties to the text have yet to adopt a definition of the crime of aggression. The parties are due to hold a review conference in the first half of 2010 where a definition is expected to be agreed.The reporter was not himself arrested or accosted by European Parliament security, but simply left the room of his own accord. Attempting to re-enter half an hour later, Mr Cronin was refused entry and guards later requested to see his press card.Speaking to EUobserver after the event, Mr Cronin said he had been inspired by the attempts to arrest Zimbabwean leader Robert Mugabe by UK human rights activist Peter Tatchell in London in 1999 and in Brussels in 2001. The campaign launched in January by Guardian columnist George Monbiot to repeat the attempt on Mr Blair also featured in his thinking.My motivation in trying to arrest Blair is entirely based on my contempt for the crimes he has committed and abetted in Iraq, Afghanistan, Palestine, Lebanon and Serbia, he told this website.Perhaps 1 million lives were lost in Iraq alone, he added, referring to the Lancet medical journal survey of war casualties. It is the second such attempted arrest of the former British leader. Abbas the Peacemaker Hints at Intifada

(IsraelNN.com) Palestinian Authority Chairman and Fatah leader Mahmoud Abbas hinted Monday during his meeting with United States Middle East envoy George Mitchell that a third intifada may be in the making. Salam Fayyad, the PA prime minister made similar remarks at a condolence visit with parents of two rioters and two would-be terrorists. On the other hand, at his weekly cabinet meeting on Monday,the cabinet said the PA would not allow for a return to violence, adding that the international community’s assistance is essential in ensuring that an armed conflict does not erupt.During the course of his conversation with Mitchell in Ramallah, Abbas condemned the killing of four PA teens in two separate incidents last week. Two died after being hit with rubber bullets during a massive riot in the village of Iraq-Burin and two were killed while attempting to attack IDF soldiers on patrol near Shechem.Abbas told Mitchell the Palestinians don’t want to be dragged into a discussion of why we don’t want this, and why they don’t want that, and hinted that a third intifada against Israel might be in the offing.

The PA chairman emphasized that the events near Shechem were serious and created a dangerous situation. He added that the PA Arab population is implementing its right to resistance in accordance with international law. Abbas also attacked the Israeli government, saying officials are protecting settlers who are taking over Palestinian lands and who he claimed are harming local residents.Fayyad, meanwhile, visited the families of the teens who died while rioting last week with a mob against Israeli soldiers in Iraq-Burin, and the two would-be terrorists from Awarta. Both villages are located near Shechem in Samaria. During the visits Fayyad said,The settler terror and the actions of the Israeli occupation forces and the repeated attacks won’t dissuade our people from our sticking to our position and the firmness to stand by it and to struggle against the occupation and the separation fence.Fayyad declared that the PA Arab population will continue to fight the occupation in order to bring about the establishment of a Palestinian state along the 1967 borders of Israel. He added that due to the present Israeli military escalation there is a need for international intervention in order to protect the Palestinian people.

Ketzaleh Invites Opponents to Present Plan

According to a Knesset committee headed by Ketzaleh on dealing with the foreign worker issue, establishing the city would reduce the motivation of economic refugees seeking to get into Israel.The plan has garnered sharp criticism among leftist Mks, rights groups, and the media. Speaking to Arutz 7 in an interview, Ketzaleh invited anyone opposed to present a better plan, if they have one.

Rabbi Algaze: Jerusalem is Not the City of 3 Religions

(IsraelNN.com) Rabbi David Algaze, founder and spiritual leader of the Havurat Yisrael synagogue in Queens, New York, says the disappearance of Israel would not horrify the U.S. government unduly.Rabbi Algaze (pronounced Al-gahzi), Chairman of the World Committee for the Land of Israel, spoke with Israel National Radio’s Yishai Fleisher this week, as part of an official visit to Israel. Rabbi Algaze says it is a mistake to call Jerusalem the City of Three Religions and to glorify the Moslem claim to Jerusalem, that Obama’s objective is to change the relationship between the U.S. and Israel, and that the Arabs apparently do not want peace with either Israel or the world. He says the two-state solution should be banned.

Excerpts from the interview:

On anti-Semitism:
The Jewish People is always going to be hated around the world in one way or another. We had a small lull in anti-Semitic activity following the discovery of the atrocities of the Holocaust, but it is now reawakening. Today’s version is of a new kind, masked as anti-Israel. The world doesn't condone hating Jews, but feels free to hate Israelis and Israel, which is really the same thing.

On what can be done about rising anti-Israel sentiment:
We have to appeal to the millions of good people around the world, those who want what is right – but the problem is that we are not presenting our case well, and certainly not as effectively as the Arab side.He explained that when Israel first heroically liberated Jerusalem in the Six Day War, the world largely applauded – and the anti-Semites were silent. But when we started to give it away – in negotiations, or in innuendoes - then people began to believe that maybe it’s not ours. We have to make it clear that there is nothing wrong with the Jewish People’s return to its homeland. The government has made its message mostly one of security – somewhat to our detriment.

On Jerusalem:
Jerusalem is known romantically as the City of Three Religions – but this is a serious mistake. Yes, there are many religions here, and Israel has been very tolerant towards them and protects the rights of all – but this doesn’t make this a city of three religions, any more than New York is a city of ten religions! The only religion that has always claimed Jerusalem as its central city throughout history is Judaism. For Islam to claim this city in any sense is totally absurd; they came to Jerusalem as invaders, just as they invaded other parts of the world – this is a ridiculous claim and yet we glorify it. We must emphasize that this is our city; we welcome others, but we will never divide it. This foolish claim of a universal city is the planting of the seeds of the division of Jerusalem.

On the Obama Administration and Israel:
Most American Jews have coasted along, never seeing American commitments to Israel diminish; they have taken this for granted - and now might be an important time for American Jewry to recognize that there might be people like Obama and those in his Administration who will take advantage of any mistake made by Israel. Their agenda is to change the relationship with Israel and the Arabs. If Israel would, Heaven forbid, disappear or be seriously harmed, they would certainly not be horrified; the State Department, after all, considered the creation of Israel a major sin.

On Israel advocacy:
It is quite unusual in history for a nation to arise from the dust after 2,000 years and return to its original homeland. So we must explain this to the world: Just like the Scottish would not be relocated to Poland, the Jews belong in Israel and we do not have to share our land. By offering to share it, we weaken our claim, and this weakens us altogether.

On the World Committee for the Land of Israel:
We express our nation’s historical, legal, and Biblical claims to this land, without equivocation. We’re not here because we built kibbutzim 100 years ago or because of the Holocaust. We’re here because our forefathers have never forgotten this place ever since they were forcibly thrown out 2,000 years ago, and because we mourn it every year and every day, and because it is fundamental to Jewish Law and practice.

The issue is not peace, because it doesn’t even look like the Arabs want peace, based on the way they’re talking and acting. They apparently want to conquer the entire world. So it could be that there won’t be peace. We have to talk instead about rights.If a non-Jew wants to live in this Land, he will have rights, but not sovereignty… The two-state solution should be banned from our vocabulary.

Polls: Israelis View Obama as Pro-Arab

(IsraelNN.com) A lopsided plurality of 42 percent of Israelis view U.S. President Barack Obama as pro-Arab, and only seven percent see him as pro-Israel, according to a new Brain Base (Maagar Mochot) poll released on Monday. Thirty-four percent of the respondents are reserving judgment, with a neutral view.Results of the survey point to clear support for Prime Minister Binyamin Netanyahu and criticism of the Obama administration’s reaction to Israeli plans to continue building for Jews in parts of united Jerusalem that the United States and the international community refuse to recognize as being under Israeli sovereignty.Nearly two-thirds said they support Prime Minister Netanyahu’s decision to continue to build in all of the capital city, while only 26 percent oppose it even though the majority also expressed the opinion that it will lead to more pressure from the United States.A similar percentage of respondents believe that the Obama administration over-reacted to the announcement of progress in plans to build 1,600 new housing units in the Jewish neighborhood of Ramat Shlomo. Only five percent of the respondents said that the American criticism of the project would help the diplomatic process, while 59 percent said the criticism will hurt the peace initiative.

The survey also covered the subjects of a nuclear Iran and the issue of whether to cede the Golan Heights to Syria. A plurality of one-third expressed dissatisfaction with the American efforts to deal with the nuclear threat, and only 26 percent were satisfied. An overwhelming 82 percent of those surveyed said it is naïve or simplistic to think that Israel and Syria would conclude a lasting peace if Israel were to surrender the Golan Heights. Similar sentiment was registered in the United States in a recent Israel Project poll, which showed an 8 to 1 margin of Americans saying that their government should side with Israel in the conflict with the Palestinian Authority. Those favoring support for Israel cited the Jewish State’s being the only democracy in the Middle East, and others emphasized the alliance with the United States.

Jerusalem Mayor: Build 50,000, not 1,600, New Jerusalem Homes

(IsraelNN.com) Jerusalem mayor Nir Barkat said that the recent announcement of progress towards building 1,600 new homes in Ramat Shlomo, which the United States opposes, is only a small part of a projected 50,000 new homes for Jews and Arabs.

Barkat told Britain’s Sky News that he will not accept any American-pressured move to halt construction in parts of the city that the United States does not recognize as being under Israeli sovereignty. The concept of freezing building for Jews is one I don't accept,he stated.I will never accept it.He spokes with Sky News the same day U.S. Secretary of State Hillary Clinton told the pro-Israel lobby American Israel Public Affairs Committee (AIPAC) that building the 1,600 units in the Jewish neighborhood of Ramat Shlomo undermines U.S. policy.Mayor Barkat said a 20-year plan for united Jerusalem calls for 50,000 more housing units, including areas of the city that were restored to Israel in the Six-Day War in 1967, two-thirds for Jews and one-third for Arabs. About a third of the 50,000 homes - 17,000 - is for growth in Arab neighborhoods, but I don't support this splitting the city east and west, the mayor declared.Jerusalem is a united city, one capital under Israeli sovereignty.
We can negotiate a deal with the Palestinians and there is flexibility in other areas, but not on Jerusalem.

(IsraelNN.com) Prime Minister Binyamin Netanyahu challenged U.S. Secretary of State Hillary Clinton’s strong anti-united Jerusalem stand and told a cheering American Israel Public Affairs Committee (AIPAC) crowd Monday night, Jerusalem is not a settlement; it’s our capital.He pointed out that Israel has made constant to the concessions to the United States and Palestinian Authority but drew the red line at Jerusalem, reasoning that building houses for Jews in all of united Jerusalem in no way precludes the possibility of a two-state solution.More than half of the American Congressmen were among the more than 7,000 people listening to the speech at the annual conference of the pro-Israel lobby group in Washington. The speech was delayed in order to allow people to enter the packed convention hall.The Prime Minister spoke several hours after Secretary Clinton charged that Israel’s building in parts of Jerusalem that the United States does not recognize as being under Israeli sovereignty undermines U.S. policy.

The United States the past two years has rapidly moved towards including Jerusalem as an issue to be discussed with the Palestinian Authority even before the subjects of Arab terrorism and incitement and the Jewish presence in Judea and Samaria are settled. Secretary Clinton’s stand inherently backs PA Chairman Mahmoud Abbas’ claim that Jerusalem must be the capital of a future PA state, leaving little room for negotiations in the talks.Prime Minister Netanyahu, receiving a standing ovation, said that Jewish neighborhoods where Clinton and the PA oppose further building for Jews are an integral and inextricable part of modern Jerusalem. Everyone knows that these neighborhoods will be part of Israel in any peace settlement.His and Secretary Clinton's speech made it clear that the two allies have agreed to make their differences public and not to compromise. However, behind the scenes, it is generally assumed that Israel will keep a lower profile on new building in united Jerusalem in order to allow the continuation or American-mediated talks between Israel and the Palestinian Authority.Before his speech to AIPAC, the Prime Minister met with Clinton and U.S. Vice President Joe Biden and outlined the complicated and long process before houses can be built in Israel. The Obama administration sharply protested and even condemned Israel’s announcement earlier this month that it is building 1,600 new homes in the totally Jewish neighborhood of Ramat Shlomo, located across the road from a large industrial park that includes offices of Teva Pharmaceuticals, Intel and dozens of other high-tech firms.The PA and the Obama government seized the building project to condemn Israel for building even though the announcement only referred to the fourth of seven steps before construction begins in at least two more years.

Let's face it, things are getting worse in the news, and it sure looks like the stage is being set for the war of Gog and Magog.Obama wants to split Jerusalem, divide the Holy Land of Israel and give it to the Arabs for a new terror state called Palestine.U.N. head Bank Ki-Moon wants to split Jerusalem and give it to the Arabs for a new terror state called Palestine and he says Jews can't build in liberated Jerusalem. This Two State Solution they are pushing for, is really the Final Solution, as the state of Israel cannot exist with a terror state embedded in it's belly. It means the end of Israel.Iran is more truthful, and its leader Ahamdinejad doesn't want to wait for a PA terror state to eat Israel for breakfast or eat it away like a cancer. He wants to see the end of Israel in one fell swoop. He will try to use his proxies like the Hamas and the Hezbollah to directly wipe us off the map with missile and other direct attacks, and when he can, he will try to attack us with nuclear weapons/bombs to finish the job.

Our own Prime Minister is weak (or worse) and though he says no to some of the demands by the International community, he may very well keep appeasing them and the Arabs until it is too late. He has done this thus far already with his support of ceding Hebron when he was first Prime Minister back in the 90's, voting as a minister under Sharon's government for the expulsion of Jews from Gush katif, implementing a building freeze in Judea & Samaria (and now Jerusalem) and being the first Prime Minister to proclaim his support for a Palestinian State (though demilitarized). Any Palestinian state that is set up with the help of the International community would be, in the words of U.S. Vice-President Biden (on his visit to Israel several days ago) an independent state that is viable and contiguous.Contiguous means that Israel is split into two. And independent means that this Palestinian state can choose not to be de-militarized.So, what can we do? Or on a more specific, individual note so we can focus...

What can YOU do?

You will argue that you cannot do much, because you are not the Prime Minister of Israel.
You will argue that you cannot do much, because the IDF does not take its command from you and you cannot send them out to the defense of Israel.
You will argue that you cannot do much, because you are not rich or wealthy.
You will argue that you cannot do much, because maybe you don't live here.
You will argue that you cannot do much, because even though you live here, you are just a pawn, a little person.

So again, what CAN you do?

G-d gives us all a certain potential, and we need to use that potential and strengths and learning to better ourselves and fix the world. You are correct, you are NOT the Prime Minister of Israel, You may NOT be wealthy, but you CAN do certain things, no matter how small. Because sometimes it only takes a small deed to tip the scales.There is the famous story that I personally love and connect to, about the Torah Sage, Reb Zusha of Anipoli. Before his death, his students came to him and were surprised to find him trembling with fear. They said to him, Why are you afraid of death? You have lived a good, righteous life. To which Reb Zusha replied, In the coming world, if G‑d asks me why I was not like Moses, I can say, because you did not give me the leadership capabilities of Moses. And if G-d asks me why I was not like Abraham, I can say because you did not give me the same charachter traits of Abraham, but if he asks me, Zusha, why were you not like Zusha? Then what will I say?

We all have a certain amount of potential and certain character traits that G-d has given us. Some of us were blessed with a little more of this, a little less of that, and these talents we were given in the measurement given, make us special individuals. Are we being the BEST (fill in your name) we can be?
All God asks of us is that we do our best according to our own potential.
When we are called to the next world and are put on trial for how we lived our life, you will not be asked why you didn't send the army to release kidnapped IDF soldier Gilad Shalit, or why you did not send the air force to bomb the Iranian nuclear reactor. Because you could reply. But G-d, you did not make me the Prime Minister of Israel with the power to give these commands.But if you are asked why you didn't do more of whatever you COULD do, what will you say?

What will you say if you are asked, Your brother Gilad Shalit has been held captive by terrorists for 4 years, FOUR YEARS, and you went about your day as usual, without even a daily remembrance of him and a short morning or evening prayer that he be released. What will you say?

What will you say when you are asked why you didn't pray for the release of Jonathan Pollard, held in an American prison? What will you say when you made sure to grab a coffee and go to work and maybe see a movie, or take your kids to the park, or watch your favorite Dextor episode, but you didn't take the time to remember your brothers still being held captive? There are other IDF soldiers still missing in Arab countries; Ron Arad, Zecharya Baumel, Zvi Feldman, Yehuda Katz, Guy Hever, and Majdy Halabi all who fought to keep us safe here in israel. We can at least take a moment each day to pray for them and their loved ones who suffer pain everyday at their loss. If we don't, what will we say?

All of us CAN say a daily prayer, Please, G-d, have our boys released immediately to their homes, their families, safe and sound.That is something we all CAN do. Otherwise, what will you say 'up there' when asked why you could not even do that small effort?

What will you say when you are asked if you gave 10% of your income to charity? We know that all the money we make in this world is not through our doing, but by HaShem's will. The money He gives us is HIS, not ours, and we are commanded to give 10% to charity. It is not a choice, it is a commandment. What will you say if asked why you kept it for yourself when it was G-d's money He gave you? Money is something to help us live, to live good lives, and improve the world, not to (all) be hoarded away for a rainy day or to make our accounts bigger, or feed our insecurities. The money G-d blesses us with should be used wisely, and not selfishly. THIS we CAN do, and make sure we fulfill the commandment of giving our ten per cent due.

Did we study Torah everyday? When we learned, did we dedicate our learning to those less fortunate than us, those who may be sick, or again, dedicate it for the release of our captured brothers being held? Did we support other places of learning, or arrange an evening (maybe in our home) where other people could learn Torah? This we CAN do.

And what will we say when we are asked why we didn't make a serious, SERIOUS effort to keep one more mitzvah, or work on improving one more mitzvah, or try to be kinder or more loving even though we didn't feel like it, or give the benefit of the doubt or not accuse another person of things we imagined they did or jumped to conclusions to?

We are not perfect, but we have to strive to be the best individual we can be. We can lie in this world, put on a facade, make excuses that sound believable, but in the world of TRUTH, all of our actions will be plain to see. G-d tells us what we need to do.When we repent, we read in the High Holiday machzor (prayer book) that repentance comes through Teshuvah (returning to G-d), tefillah (actual prayer and mediation) and tzedakah (giving charity, or helping the poor). The Jewish people, and the world for that matter, are entering a very dangerous period in history, a possible WWIII, and it is very likely that nuclear weapons will be employed. We all need to humble ourselves (in a good, positive way) and recognize our Creator, let go of our egos, and do His will, as written to us in the divine book that He gave us, the Torah. We all need to better ourselves, even just a little. Picking something specific to improve ourselves on is usually more effective then biting off a too-big piece to chew and sawy This year I will be better. Because, what does THAT mean? This is why specific targets or baby steps are usually more effecitive in improving our character traits and mitzvoth that we do.If we make the effort, we are taught that G-d will then bring us results. The results are up to G-d, the efforts are up to us. This is what we CAN do, and we don't need to be wealthy, or the head of a country to do so.

Western Wall Plaza Preparing for Pesach

Obamacare: Taxing The American People Into Oblivion

H.R. 3590, The Patient Protection and Affordable Care Act, to give it its full title, is rammed full of tax increases which will further economically cripple Americans already laboring under the worst financial crisis since the great depression.The partnering Reconciliation Act, currently in the Senate, also contains a raft of pork barrel and tax hikes, there to fund the trillion dollar cost of nationalizing medicine.As reported by Bloomberg News today, analysis by the nonpartisan congressional Joint Committee on Taxation reveals that the bill will generate $409.2 billion in additional taxes by 2019.In addition, the Congressional Budget Office states that the bill also levies almost $69 billion more in penalties for those who fail to meet mandates to buy insurance.The Journal of Accountancy boils down some of the tax hikes and penalty fees in H.R. 3590 and the Reconciliation Act – the highlights include:Excise Tax on Uninsured Individuals – Individuals who fail to maintain minimum essential coverage will be subject to a penalty equal to $750. The fee for an uninsured individual under age 18 is one-half of the adult fee.Excise Tax on High-Cost Employer Plans – The federal government would impose a 40% tax on the value of employer-sponsored health coverage exceeding certain thresholds. Those levels are projected to be $8,500 for self only and $23,000 for any other level by the year 2013. This excise was announced with fanfare by the White House and labor unions in January and remains in the final bill.

Increase in additional tax on distributions from Health Savings Accounts and Archer Medical Savings Accounts not used for qualified medical expenses – An increase from 10% to 20% on taxes of money in a health savings account not used for qualified medical expenses. For Archer medical savings accounts, an increase from 15% to 20%.

Additional Hospital Insurance Tax on High-Income Taxpayers – High income tax payers, making on a joint return over $250,000 and a standard return over $200,000, are required to pay an additional 0.5% of wages. This applies to both self-employed, and regularly employed individuals.

Fees on Health Plans – A fee applied to all health insurance providers based upon net premiums and any third party fees associated with the administration of those programs. The fees will total $6.7 billion annually. This figure begins at $8 billion in the Reconciliation Act and rises to $14.3 billion by 2018.

Tax on Indoor Tanning Services – The act imposes a 10% tax on amounts paid for indoor tanning services. Like a sales tax, the tax will be collected from the person tanning when payment for the tanning services is made.

Business Insider boils down 15 more tax hikes here – highlights include:

Tax on individuals without acceptable health care coverage – A 2.5% income tax on individuals who do not have health care coverage, limited to a cost less than the average national health care premium.

Excise tax on elective cosmetic medical procedures – A tax of 5% is levied upon the am mount paid for any cosmetic surgery. This does not include the need for such surgeries created by trauma or a disfiguring disease. If the tax is not collected by that professional completing the procedure, their business is still liable for the requirement.

The Reconciliation Act also legislates for the following surcharges: 1% surcharge on individuals making more than $350,000, 1.5% surcharge on individuals making more than $500,000, 5.4% surcharge on individuals making more than $1 million.

Yet more tax provisions in the bill are highlighted by INvestors Business Daily in their piece titled 20 Ways ObamaCare Will Take Away Our Freedoms – highlights include:

Taxes On Employers – If you are a large employer (defined as at least 101 employees) and you do not want to provide health insurance to your employee, then you will pay a $750 fine per employee (It could be $2,000 to $3,000 under the reconciliation changes) (Section 1513).

Taxes on Pharmaceutical Companies – The government will extract a fee of $2.3 billion annually from the pharmaceutical industry (Section 9008 (b)).

Taxes on medical device manufacturers – The government will extract a fee of $2 billion annually from medical device makers (Section 1405).

And in the 12th state, Idaho, Republican Gov. C.L. Butch Otter signed a measure last week requiring the state's attorney general to file a suit challenging the mandate as soon as the health-care overhaul becomes law. At the heart of the constitutional objections to Obamacare is the belief that a federal takeover of health care violates the Tenth Amendment of the U.S. Constitution, which specifically says any powers not granted the federal government (like establishing health care) are reserved as the sovereign area of the states. The Tenth Amendment reads, The powers not delegated to the United States by the Constitution, nor prohibited by it to the States, are reserved to the States respectively, or to the people.A constitutional think tank called the Tenth Amendment Center explains, A reading of the Constitution through the original understanding of the Founders and Ratifiers makes it quite clear that any national health-care plan, or national public option, is not something that was delegated by the people to the federal government. The courts, politicians and many commentators have interpreted (and re-interpreted) the Commerce Clause, the general Welfare Clause and Necessary and Proper Clause in ways not intended by the Founders so as to justify such programs under the Constitution,the Center continues.They are most certainly wrong.The argument has found proponents among the states' attorneys general. 2. You are young and healthy and want to pay for insurance that reflects that status? Tough. You’ll have to pay for premiums that cover not only you, but also the guy who smokes three packs a day, drink a gallon of whiskey and eats chicken fat off the floor. That’s because insurance companies will no longer be able to underwrite on the basis of a person’s health status. (Section 2701).

3. You would like to pay less in premiums by buying insurance with lifetime or annual limits on coverage? Tough. Health insurers will no longer be able to offer such policies, even if that is what customers prefer. (Section 2711).

4. Think you’d like a policy that is cheaper because it doesn’t cover preventive care or requires cost-sharing for such care? Tough. Health insurers will no longer be able to offer policies that do not cover preventive services or offer them with cost-sharing, even if that’s what the customer wants. (Section 2712).

5. You are an employer and you would like to offer coverage that doesn’t allow your employers’ slacker children to stay on the policy until age 26? Tough. (Section 2714).

6. You must buy a policy that covers ambulatory patient services, emergency services, hospitalization, maternity and newborn care, mental health and substance use disorder services, including behavioral health treatment; prescription drugs; rehabilitative and habilitative services and devices; laboratory services; preventive and wellness services; chronic disease management; and pediatric services, including oral and vision care.

You’re a single guy without children? Tough, your policy must cover pediatric services. You’re a woman who can’t have children? Tough, your policy must cover maternity services. You’re a teetotaler? Tough, your policy must cover substance abuse treatment. (Add your own violation of personal freedom here.) (Section 1302).

7. Do you want a plan with lots of cost-sharing and low premiums? Well, the best you can do is a Bronze plan, which has benefits that provide benefits that are actuarially equivalent to 60% of the full actuarial value of the benefits provided under the plan. Anything lower than that, tough. (Section 1302 (d) (1) (A))

8. You are an employer in the small-group insurance market and you’d like to offer policies with deductibles higher than $2,000 for individuals and $4,000 for families? Tough. (Section 1302 (c) (2) (A).

9. If you are a large employer (defined as at least 101 employees) and you do not want to provide health insurance to your employee, then you will pay a $750 fine per employee (It could be $2,000 to $3,000 under the reconciliation changes). Think you know how to better spend that money? Tough. (Section 1513).

10. You are an employer who offers health flexible spending arrangements and your employees want to deduct more than $2,500 from their salaries for it? Sorry, can’t do that. (Section 9005 (i)).

11. If you are a physician and you don’t want the government looking over your shoulder? Tough. The Secretary of Health and Human Services is authorized to use your claims data to issue you reports that measure the resources you use, provide information on the quality of care you provide, and compare the resources you use to those used by other physicians. Of course, this will all be just for informational purposes. It’s not like the government will ever use it to intervene in your practice and patients’ care. Of course not. (Section 3003 (i))

12. If you are a physician and you want to own your own hospital, you must be an owner and have a Medicare provider agreement by Feb. 1, 2010. (Dec. 31, 2010 in the reconciliation changes.) If you didn’t have those by then, you are out of luck. (Section 6001 (i) (1) (A))

13. If you are a physician owner and you want to expand your hospital? Well, you can’t (Section 6001 (i) (1) (B). Unless, it is located in a country where, over the last five years, population growth has been 150% of what it has been in the state (Section 6601 (i) (3) ( E)). And then you cannot increase your capacity by more than 200% (Section 6001 (i) (3) (C)).

14. You are a health insurer and you want to raise premiums to meet costs? Well, if that increase is deemed unreasonable by the Secretary of Health and Human Services it will be subject to review and can be denied. (Section 1003)

15. The government will extract a fee of $2.3 billion annually from the pharmaceutical industry. If you are a pharmaceutical company what you will pay depends on the ratio of the number of brand-name drugs you sell to the total number of brand-name drugs sold in the U.S. So, if you sell 10% of the brand-name drugs in the U.S., what you pay will be 10% multiplied by $2.3 billion, or $230,000,000. (Under reconciliation, it starts at $2.55 billion, jumps to $3 billion in 2012, then to $3.5 billion in 2017 and $4.2 billion in 2018, before settling at $2.8 billion in 2019 (Section 1404)). Think you, as a pharmaceutical executive, know how to better use that money, say for research and development? Tough. (Section 9008 (b)).

16. The government will extract a fee of $2 billion annually from medical device makers. If you are a medical device maker what you will pay depends on your share of medical device sales in the U.S. So, if you sell 10% of the medical devices in the U.S., what you pay will be 10% multiplied by $2 billion, or $200,000,000. Think you, as a medical device maker, know how to better use that money, say for R&D? Tough. (Section 9009 (b)).

The reconciliation package turns that into a 2.9% excise tax for medical device makers. Think you, as a medical device maker, know how to better use that money, say for research and development? Tough. (Section 1405).

17. The government will extract a fee of $6.7 billion annually from insurance companies. If you are an insurer, what you will pay depends on your share of net premiums plus 200% of your administrative costs. So, if your net premiums and administrative costs are equal to 10% of the total, you will pay 10% of $6.7 billion, or $670,000,000. In the reconciliation bill, the fee will start at $8 billion in 2014, $11.3 billion in 2015, $1.9 billion in 2017, and $14.3 billion in 2018 (Section 1406).Think you, as an insurance executive, know how to better spend that money? 18. If an insurance company board or its stockholders think the CEO is worth more than $500,000 in deferred compensation? Tough.(Section 9014).

In 2008, Obama admitted that a carbon tax would impose a heavy burden on the American people.

Studies reveal that if implemented the Waxman-Markey bill would cost the economy $161 billion in 2020, which is $1,870 for a family of four. As the bill’s restrictions kick in, that number rises to $6,800 for a family of four by 2035.An earlier bill proposed by Lieberman and former senator John Warner would have established annual targets to reduce emissions to 1990 levels by 2020 and reduce them another 80 percent by 2050. As more focus is placed on global warming, the solutions which are being presented to the world often have nothing to do with what many are saying is the root cause of the problem. Scientific evidence has emerged, highlighted in the documentary The Great Global Warming Swindle,which supports the theory that the sun is in fact a major driving force behind global warming. Ice core samples show that CO2 levels (which are blamed by many to be the initiating force behind a rise in global temperature) rise 800 years after an initial rise in temperature. Other data gathered regarding solar activity show a clear connection between fluctuations in the sun's activity and temperature variations on earth. If the sun is in fact the culprit for changes in the earth's temperature, world taxes, global government and other solutions we are being given are not cutting to the root cause of climate change. In response to the conventional explanation of global warming, several calls have been made by various individuals to create a system of world government, and put into place rigid controls over the lives of millions across the world. Richard Haass, the current president of the Council on Foreign Relations, stated in his article State sovereignty must be altered in globalized era, that a system of world government must be created and sovereignty eliminated in order to fight global warming, as well as terrorism. Moreover, states must be prepared to cede some sovereignty to world bodies if the international system is to function,says Haass. Globalization thus implies that sovereignty is not only becoming weaker in reality, but that it needs to become weaker. States would be wise to weaken sovereignty in order to protect themselves..

Gordon Brown, the potential future Prime Minister of the UK, stated recently that a new world order must be created in order to combat global warming.Dr. Eric R. Pianka, a professor at the University of Texas who has a following of dedicated environmentalists, made startling comments regarding population reduction to a group of students and other scientists in April of 2006. Because of the negative effects of overpopulation on the earth, Pianka proposed that the Ebola virus be used as a tool of population reduction. Pianka also praised China's one child policy, saying that, China was able to turn the corner and become the leading world super power because they have a police state and they are able to force people to stop re-producing.Everyone, regardless of your position on global warming or the environment, must take into consideration the solutions that we are being given, as well as the forces behind them which seek to create a global system of domination and control.

Senate climate bill to give free permits: sources

WASHINGTON (Reuters) - U.S. power generating companies would get free pollution permits, at least initially, as part of a compromise climate change bill being written in the Senate that also would give the coal industry $10 billion to develop clean technology, sources said on Friday.Democratic Senator John Kerry is trying to push a bill through a skeptical Senate this year that would address global warming by reducing the 6.4 billion tons of greenhouse gas emissions the U.S. puts into the atmosphere annually, mostly by burning fossil fuels.While the bill is not yet ready to be introduced in the Senate, Kerry has held a series of briefings for lawmakers, industry groups and environmentalists to preview the proposal.Power companies, which emit 40 percent of U.S. greenhouse gases, would be the first to face pollution limits. In return, the industry has demanded breaks claiming that otherwise it would have to shut down plants.Those breaks include some free permits to pollute and offsets that give them the option to invest in clean energy projects that preserve lands and forests in the United States and abroad.A coalition of 20 environmental groups on Friday praised Kerry's effort, saying the pollution-reduction goals provided the leadership needed by the U.S. Senate to create jobs, increase energy security, reduce carbon pollution and protect public health.

Kerry, working with Republican Senator Lindsey Graham and independent Senator Joseph Lieberman, is weighing a climate change bill that would impose a cap-and-trade system in 2012 on electric utilities, many of which burn large amounts of coal, the fuel that emits the most greenhouse gas.According to trade industry sources, the power companies would initially be given many of the required pollution permits for free, similar to the bill passed last June by the House of Representatives. But the House bill calls for an economy-wide cap-and-trade program starting in 2012, not just utilities.When he ran for president in 2008, Barack Obama called for selling all of those permits to industry under cap-and-trade, in which carbon dioxide emissions fall as fewer and fewer permits are allowed over 40 years. Once companies obtain the permits, they could be traded on a regulated market.The House's cap-and-trade provision has been reduced to apply only to utilities at first in the compromise bill. In 2016, factories would begin to be covered as well. Other elements likely to be in the bill, according to industry and environmental sources, are:

-- $1 billion a year over 10 years from the federal government to help the coal industry develop green technology such as carbon capture and sequestration of emissions. Such a provision could be crucial to West Virginia Senator John Rockefeller and others from states that mine and use coal.

-- A new carbon tax on oil, possibly at the refinery level, which would filter down to consumers. The taxes would be linked to the price of carbon stemming from the utility industry cap and trade program. The goal is to encourage consumers to buy more fuel- efficient cars. Some of the revenues could go back to consumers.

-- $54 billion in new loan guarantees to encourage an expansion of the domestic nuclear power industry, whose plants do not emit greenhouse gases, but face big problems with storage of waste and the cost of building new plants. There would be new tax breaks for the nuclear industry too. It's unclear how the bill would fix the nuclear waste problem or speed up regulatory review of new construction permits.

-- The establishment of a clean energy standard that would expand a Senate Energy Committee renewable energy standard to allow more fuels to participate, including nuclear. The committee plan focuses on wind, solar and other renewable sources. While it's nearly emissions-free, nuclear is technically not a renewable power source.

-- New incentives to encourage heavy-duty trucks to transition from diesel fuel to natural gas.

Other elements of the bill previously reported include:

-- A price collar to protect against fluctuations in the price of carbon traded under the power company cap-and-trade. It would keep prices in the range of $10-$30 per ton.

-- The legislation would aim to bring carbon emissions down by 17 percent by 2020, from 2005 levels.

-- Firms with smokestack emissions below 25,000 tons would not face new pollution restrictions.

-- Controls on smokestack emissions from factories, including steel, chemical, paper and cement, would be phased in beginning in 2016 under a cap and trade program.

-- The EPA would be prohibited from regulating factory greenhouse gas emissions.

-- A border tax to be triggered in future years to protect U.S. manufacturers from cheaper goods from countries that do not have as strict environmental controls in place. Ohio Democratic Senator Sherrod Brown has been insisting on this. It could offend some free-trade senators though.

-- New incentives for offshore oil drilling.

Lawmakers are proposing a national identification card — what they’re calling high-tech, fraud-proof Social Security cards required for all employees in the United States.

The proposal by Sen. Charles Schumer (D-New York) and Sen. Lindsay Graham (R-South Carolina) comes as the states are grappling with producing another national identification card at the behest of the Department of Homeland Security. Virtually none of the states are in compliance with this Real ID program — adopted in 2005 — requiring state motor vehicle bureaus to obtain and internally scan and store personal information like Social Security cards and birth certificates for a national database.

Now comes a bid for a second card.Graham-Homeland Security officials pointed to the 9/11 hijackers’ ability to get driver’s licenses in Virginia using false information as justification for the proposed $24 billion Real ID program. Schumer and Graham point to illegal immigration as cause for their plan.We would require all U.S. citizens and legal immigrants who want jobs to obtain a high-tech, fraud-proof Social Security card. Each card’s unique biometric identifier would be stored only on the card; no government database would house everyone’s information, they said. The cards would not contain any private information, medical information or tracking devices. The card would be a high-tech version of the Social Security card that citizens already have.Jim Harper, director of information policy studies at the Cato Institute, suggests the plan would undoubtedly lead to a national database. He added that there is no practical way of making a national identity document fraud-proof.

What’s more, Richard Esguerra, the Electronic Frontier Foundation’s in-house activist, notes that a national ID card likely would expand from its stated purpose.
Because of the ID card’s proposed universality, it will likely be requested and required by airlines, insurance agencies, health care providers, mortgage lenders, credit card companies, and so forth,he said.And this so-called mission creep is no fantasy.A recent and clear example of this is the Adam Walsh Child Protection and Safety Act. The 2007 law requires the the states to have statutes demanding sex-offender registration for those convicted of the non-sex-related offenses.Graham and Schumer said they have discussed the immigration plan with President Barack Obama, but that apparently is as far it has gone. Regarding Real ID, beginning Jan.1 the law was supposed to have blocked anybody from boarding a plane using their driver’s license as ID if their resident state did not comport with the Real ID program.But the Department of Homeland Security extended the deadline for another year.

Google has cleverly decided to get around Chinese Internet censors by routing all traffic through its Hong Kong-based site. The company isn’t going to play anymore with a government that won’t let people find information about democracy, dictatorship or Tiananmen Square.But as a few people have pointed out, Google isn’t completely consistent in its outrage. It has censored search results in one way or another all over the globe. CNN lists the countries: Bahrain, Bangladesh, Belarus, Brazil, Burma, Cuba, Ethiopia, Fiji, Indonesia, India, Iran, Morocco, North Korea, Pakistan, Saudi Arabia, Spain, Syria, Thailand, Tunisia, Turkey, Turkmenistan, the UAE, Uzbekistan and Vietnam.

Yes, there’s a little hypocrisy here. But it’s mostly forgivable. Decisions about what to censor in different countries always involve complicated judgment calls. Thailand censors information making fun of the king. Complying with that is lame, but it doesn’t cause active social harm. Censoring pro-Nazi search results in Germany, as ordered by democratically elected governments, may do some social good. So a blanket no-censorship policy is extreme and unworkable.But here’s an idea: Google should adopt the proposals laid out in a 2007 shareholder’s resolution. Along with points about data retention, that resolution declared that Google’s policy would be as follows.

1) The company will not engage in pro-active censorship.

2) The company will use all legal means to resist demands for censorship. The company will only comply with such demands if required to do so through legally binding procedures.

3) Users will be clearly informed when the company has acceded to legally binding government requests to filter or otherwise censor content that the user is trying to access.

4) The company will document all cases where legally-binding censorship requests have been complied with, and that information will be publicly available.

The proposals are clear and sensible. Three years ago, the company shot down the proposal in large part because it would have forced the company to pull out of China. According to David Drummond, its chief legal officer, We oppose the proposal because we don’t think that at the end of the day it advances the causes of free expression and access to information … Pulling out of China, shutting down google.cn is, to us, not the right thing to do at this point.OK. But as of today the company has more or less pulled search out of China and shut down google.cn. So is it now the right thing to do?

(a) In General- Section 8(b)(3) of the North American Wetlands Conservation Act (16 U.S.C. 4407(b)(3)) is amended to read as follows:

`(3) The non-Federal share of the United States contribution to the costs of such projects may not be derived from Federal grant programs. In the case of a project carried out in Canada or Mexico, the non-Federal share of the costs of the project may include cash contributions from non-United States sources that are used to pay costs of the project. In the case of a project carried out in Canada, funds from Canadian sources may comprise up to 50 percent of the non-Federal share of the costs of the project.

(b) Application- The amendment made by subsection (a) shall apply with respect to any approved and active wetlands conservation project (as that term is used in section 8(b)(1) of such Act) carried out with assistance provided under such Act, including such a project approved before the date of the enactment of this Act.

The Internal Revenue Service (IRS) will see its largest expansion since withholding taxes were first enacted during WWII to enforce the glut of new tax mandates and penalties included in the Democrats’ latest health care plan, according to Rep. Kevin Brady (R-TX)A new analysis by the Joint Economic Committee and the House Ways & Means Committee minority staff estimates up to 16,500 new IRS personnel will be needed to collect, examine and audit new tax information mandated on families and small businesses in the reconciliation bill being taken up by the U.S. House of Representatives this weekend, according to Brady. When most people think of health care reform they think of more doctors exams, not more IRS exams,says U.S. Congressman Kevin Brady, the top House Republican on the Joint Economic Committee. Isn’t the federal government already intruding enough into our lives? We need thousands of new doctors and nurses in America, not thousands more IRS agents.

Under the current program, collectors are awarded as much as 25 cents of every dollar they collect, in addition to a $100 bonus for every account they close.The Internal Revenue Service strategy of paying private debt collectors a 25 percent commission to collect unpaid tax debt originally met with bipartisan resistance from Congress. They claimed that the proposal jeopardized the rights and privacy of American taxpayers. Several organizations voiced their objections to the IRS proposal and have expressed their strong support for the consumer protection legislation Rep. Chris Van Hollen introduced: Citizens for Tax Justice, Consumer Federation of America, Consumers Union, National Consumer Law Center, National Consumers League.

The very nature of the program provides incentives for collectors to push the limits of legality to extract a little more revenue from their targets. As part of the IRS Restructuring and Reform Act of 1998, Congress, fearing overly aggressive collection practices, explicitly prohibited the IRS from compensating its own collectors based on the amount of money they collect. If Congress believes that incentive-based pay will cause official IRS collectors to cross the line, why would they think private collectors would behave any differently? Although IRS officials indicated that the purpose of the limited implementation phase was to assure readiness for full implementation using up to 12 private collection agencies, the IRS has not documented how it will identify and use the lessons learned to ensure that each critical success factor is addressed before expanding the program even further during the current atmosphere of extraordinary government spending.Because program’s success will be affected by how well IRS makes adjustments, assessing the lessons learned in limited implementation is critical. Also, IRS has not documented criteria that it will use to determine whether the limited implementation performance warrants program expansion.IRS officials indicated that they are considering criteria that could trigger a go/no go decision, such as the amount of penalties collected from Americans unwilling or unable to purchase health care insurance and there are some indications of PCAs abusing taxpayers or misusing taxpayer data.

Paying private debt collectors on a commission basis is costly and threatens the rights and privacy of the American taxpayers. Congress must ensure, as this resolution seeks to do, that federal tax collection functions will not be handed over to private sector bounty hunters.Critics of the private collection agency program say that, compared with private debt collectors, whose bad apples star in countless horror stories of debtor abuse and intimidation, the IRS’s customer-service-based approach may start looking pretty good to taxpayers.A recent Center for American Progress report noted that 19% of all complaints received by the Federal Trade Commission (FTC) in 2005 were related to debt collectors, up from 10.5% in 1999. The FTC received more complaints about debt collection in 2005 than about any other industry—66,627, a 560% increase over the last six years.The report’s writers claim this will likely occur with private agencies working on behalf of the IRS.IRS officials say they will have a little more than a half year to identify the lessons learned before incorporating them into the next contract solicitation, which IRS intends to release in March 2007.Related to such decisions on expansion is IRS’s planned comparative study of using PCAs. That study is to compare using PCAs to investing IRS’s operating costs into having IRS staff work IRS’s next best collection cases. Under the documented study design, IRS would exclude the fees paid to PCAs from the costs and subtract those fees from the tax debts and health care penalties collected by PCAs.While such a study might produce useful information, it will not compare the results of using PCAs with the results IRS could get if given the same amount of resources, including the fees to be paid to PCAs, to use in what IRS officials would judge to be the best way to meet tax collection goals.Adequately designing and implementing the study is important to ensure policymakers are aware of the true costs of contracting with PCAs and know whether PCAs offer the best use of federal funds, while using the least abusive and intrusive tactics to collect tax money owed.But taxpayer advocate Nina Olsen says that collecting tax revenue is the core job of the IRS, and it should continue to bear that responsibility while protecting taxpayer rights. IRS employees cost only 3 cents for every dollar they collect, making them many times more cost-effective than private collectors.

One that neither a power drunk House Speaker Nancy Pelosi or a shallow President Barack Obama could stop from dawning. Even the most downcast among us on March 22, 2010 will recognize that Mother Nature and all new days to come in Life on Earth are Gifts from God and not the political realm.It was a long day yesterday. While Americans and their freedom loving supporters everywhere were holding watch, the President was watching basketball (marginally better than watching the bio pic of himself when his Stimulus Bill was being passed, and his Mrs. was off to see a Broadway show with the girls.Overnight the slogan became Remember in November.

Rather than hope being an empty promise of yet another career politician, hope is something that springs eternal in the human heart.Down through the ages, no politician; no demagogue no matter how powerful has ever been able to stamp it out.
Demagogues throughout the ages have left darkness where there was light. But even they had characteristics that drove them in their wickedness. All that’s driving Obama is a hatred for his own country, not a a trait guaranteed to find success.

The Health Care Bill passed the Congress but not without a sort of mordant humor. Most of the belly laughs come as Obama's representatives in the Congress try to sell the package to the public by appearing on television and telling why ObamaCare, high taxes, congressional bribery, exploding deficits, health care rationing, death panels, different rules for different states, and a bunch of hidden bomblets which have yet to explode are so good for America. So where's the funny part? The funny part always comes when Obama's mandarin of the moment introduces the topic, as Claire McCaskill did this morning on Fox News, by talking about the previous administration. This funny part can be recited first, or in the middle, or it can be recited last, but it will ALWAYS be recited. Senator John Kerry recited almost verbatim the same thing when he appeared on the Fox Business Channel today with Don Imus. The question as to when the Obama administration and its unctuous mouthpieces will take accountability for anything can be answered in this way: Never.Democratic Party shills and talking heads are not even embarrassed to recite this Sesame-street level ditty of indictment of the previous administration.Is this a case of pervasive and widespread p---- envy (as Sigmund Freund would call it) that Obama and his staunchest supporters always measure their every action (or lack thereof) against those of George Bush? Democrats have seized the opportunity of open field running to jam a one-party bill down America's throat, even while the majority of Americans don't like the way it's been written, and even less the way it's been done.

Don't these glorified sock puppets who rationalize a poor and boilerplate-ridden offering realize that the public is angry—or will be after they stop laughing, that is? When are the ObamaCare nanny-statists going to cut the Minister of Propaganda routine and realize that people are not as stupid as the Democrats presume them to be and that they do not like to be misled.You lie! said Joe Wilson. A better choice of words might have been: You fib! Or perhaps: You propagandize! Or maybe You play politics with human life! Or how about You do not believe in representative
democracy! Well, some of those won't fit on a bumper sticker. What the Congress passed was a tangle of legislation which will strangle any attempts at clarity or focus upon the aspects of the health care system which really do need reform. But to call this reform is to call Pol Pot a social engineer for moving urban Cambodians to the country. How can reform not apply to doctors hit by extortionist tort insurance payments? How can reform prohibit buying insurance across state lines? How can reform prohibit buying medications from Canada? How can reform involve cutting 500 billion dollars from Medicare benefits just as millions of baby boomers are retiring after paying for it for all their working lives? How can reform guarantee profits to insurance and drug companies and their lobbies in perpetuity as a sop to obtain their silence if not their support?

There were about two provisions of the health care which could have been amended under true health care reform and which are in the current bill. Insurance companies will not be able to set maximum limits on coverage of the insured and they will not be able to reject persons with pre-existing conditions from coverage. What we needed was a reform of the catastrophic health care provisions, free market health care, tort reform, and the ability to buy medications from Canada. That could have been done without descending into the labyrinth of Congressional Democrats' version of health care pork and bribery. The fact that best illustrates Democrats' self-doubt is that, even with complete control of congress, they still leave 26 to 30 milllions of Americans uninsured. Unfortunately, those will not be the ones paying the new budget busting taxes. What Congress needs to do now is summon the genius of Dante so that this bill, and the people who shoved it down our throats, may be consigned to yet another of his famous Circles of Hell.

Lobbyists are working behind the scenes to kill the public option in the healthcare bill. And they're succeeding.By Robert Reich

Robert ReichI poked around Washington Friday, talking with friends on the Hill who confirmed the worst: Big Pharma and Big Insurance are gaining ground in their campaign to kill the public option in the emerging healthcare bill.You know why, of course. They don't want a public option that would compete with private insurers and use its bargaining power to negotiate better rates with drug companies. They argue that would be unfair. Unfair? Unfair to give more people better healthcare at lower cost? To Pharma and Insurance, unfair is anything that undermines their profits.So they're pulling out all the stops -- pushing Democrats and a handful of so-called moderate Republicans who say they're in favor of a public option to support legislation that would include it in name only. One of their proposals is to break up the public option into small pieces under multiple regional third-party administrators that would have little or no bargaining leverage. A second is to give the public option to states where Big Pharma and Big Insurance can easily buy off legislators and officials, as they've been doing for years. A third is to bind the public plan to the same rules that private insurers have already wangled, thereby making it impossible for the public plan to put competitive pressure on the insurers.

Max Baucus, chair of Senate Finance (now exactly why does the Senate Finance Committee have so much say over healthcare?) hasn't shown his cards, but staffers tell me he's more than happy to sign on to any one of those. But Baucus is waiting for more support from his colleagues, and none of the three proposals has emerged as the leading candidate for those who want to kill the public option without showing they're killing it. Meanwhile, Ted Kennedy and his staff are still pushing for a full public option, but with Kennedy ailing, he might not be able to round up the votes. (Kennedy's health committee just released a draft of a bill, which contains the full public option.)Enter Olympia Snowe. Her move is important, not because she's Republican (the Senate needs only 51 votes to pass this) but because she's well-respected and considered nonpartisan, and therefore offers some cover to Democrats who may need it. Thursday night Snowe hosted a private meeting between members and staffers about a new proposal that Pharma and Insurance are floating, and apparently she's already gained the tentative support of several Democrats (including Ron Wyden and Thomas Carper). Under Snowe's proposal, the public option would kick in years from now, but it would be triggered only if insurance companies fail to bring down healthcare costs and expand coverage in the meantime.What's the catch? First, these conditions are likely to be achieved by other pieces of the emerging legislation; for example, computerized records will bring down costs a tad, and a mandate requiring everyone to have coverage will automatically expand coverage. If it ever comes to it, Pharma and Insurance can argue that their mere participation fulfills their part of the bargain, so no public option will need to be triggered. Second, as Pharma and Insurance well know, years from now in legislative terms means never. There will never be a better time than now to enact a public option. If it's not included, in a few years the public's attention will be elsewhere.Much the same dynamic is occurring in the House. Two members who had originally supported single-payer healthcare told me that Pharma and Insurance have launched the same strategy there, and many House members are looking to see what happens in the Senate. Snowe's trigger is already buzzing among members.

All this will be decided within days or weeks. And once those who want to kill the public option without their fingerprints on the murder weapon begin to agree on a proposal -- Snowe's trigger or any other -- the public option will be very hard to revive. The White House must now insist on a genuine public option. And you, dear reader, must insist as well.This is it, folks. The concrete is being mixed and about to be poured. And after it's poured and hardens, universal healthcare will be with us for years to come in whatever form it now takes. Let your representative and senators know you want a public option without conditions or triggers -- one that gives the public insurer bargaining leverage over drug companies and that pushes insurers to do what they've promised to do. Don't wait until the concrete hardens and we've lost this battle.

WASHINGTON – Summoned to success by President Barack Obama, the Democratic-controlled Congress approved historic legislation Sunday night extending health care to tens of millions of uninsured Americans and cracking down on insurance company abuses, a climactic chapter in the century-long quest for near universal coverage.

Widely viewed as dead two months ago, the Senate-passed bill cleared the House on a 219-212 vote, with Republicans unanimous in opposition.Congressional officials said they expected Obama to sign the bill as early as Tuesday.A second measure — making changes in the first — was lined up for passage later in the evening. It would then go to the Senate, where Democratic leaders said they had the votes to pass it.Crowds of protesters outside the Capitol shouted just vote no in a futile attempt to stop the inevitable taking place inside a House packed with lawmakers and ringed with spectators in the galleries above.Across hours of debate, House Democrats predicted the major bill, costing $940 billion over a decade, would rank with other great social legislation of recent decades.We will be joining those who established Social Security, Medicare and now, tonight, health care for all Americans, said Speaker Nancy Pelosi, partner to Obama and Senate Majority Leader Harry Reid, D-Nev., in the grueling campaign to pass the legislation.This is the civil rights act of the 21st century, added Rep. Jim Clyburn of South Carolina, the top-ranking black member of the House.

Republicans readily agreed the bill would affect everyone in America, but warned repeatedly of the burden imposed by more than $900 billion in tax increases and Medicare cuts combined.We have failed to listen to America, said Rep. John Boehner of Ohio, leader of a party that has vowed to carry the fight into the fall's midterm elections for control of Congress.The nonpartisan Congressional Budget Office said the legislation would extend coverage to 32 million Americans who lack it, ban insurers from denying coverage on the basis of pre-existing medical conditions and cut deficits by an estimated $138 billion over a decade. If realized, the expansion of coverage would include 95 percent of all eligible individuals under age 65.Far beyond the political ramifications — a concern the president repeatedly insisted he paid no mind — were the sweeping changes the bill held in store for millions of individuals, the insurance companies that would come under tougher control and the health care providers, many of whom would face higher taxes.For the first time, most Americans would be required to purchase insurance, and face penalties if they refused. Much of the money in the bill would be devoted to subsidies to help families at incomes of up to $88,000 a year pay their premiums.The measure would also usher in a significant expansion of Medicaid, the federal-state health care program for the poor. Coverage would be required for incomes up to 133 percent of the federal poverty level, $29,327 a year for a family of four. Childless adults would be covered for the first time, starting in 2014.The insurance industry, which spent millions on advertising trying to block the bill, would come under new federal regulation. They would be forbidden from placing lifetime dollar limits on policies, from denying coverage to children because of pre-existing conditions and from canceling policies when a policyholder becomes ill.

Parents would be able to keep children up to age 26 on their family insurance plans, three years longer than is now the case.A new high-risk pool would offer coverage to uninsured people with medical problems until 2014, when the coverage expansion would go into high gear.The final obstacle to passage was cleared a few hours before the vote, when Obama and Democratic leaders reached a compromise with anti-abortion lawmakers whose rebellion had left the outcome in doubt. The president issued an executive order pledging that no federal funds would be used for elective abortion, satisfying Rep. Bart Stupak of Michigan and a handful of like-minded lawmakers. A spokesman for the U.S. Conference of Catholic Bishops expressed skepticism that the presidential order would satisfy the church's objections. For the president, the events capped an 18-day stretch in which he traveled to four states and lobbied more than 60 wavering lawmakers in person or by phone to secure passage of his signature domestic issue. According to some who met with him, he warned that the bill's demise could cripple his still-young presidency. After more than a year of political combat, Democrats piled superlative upon superlative across several hours of House debate. Rep. Louise Slaughter of New York read a message President Franklin Roosevelt sent Congress in 1939 urging lawmakers to address the needs of those without health care, and said Democrat Harry Truman and Republican Richard Nixon had also sought to broaden insurance coverage. Republicans attacked the bill without let-up, warning it would harm the economy while mandating a government takeover of the health care system.

The American people know you can't reduce health care costs by spending $1 trillion or raising taxes by more than one-half trillion dollars. The American people know that you cannot cut Medicare by over one-half trillion dollars without hurting seniors, said Rep. Dave Camp, R-Mich. And, the American people know that you can't create an entirely new government entitlement program without exploding spending and the deficit.Obama has said often that presidents of both parties have tried without success to achieve national health insurance, beginning with Theodore Roosevelt early in the 20th century. The 44th president's quest to succeed where others have failed seemed at a dead end two months ago, when Republicans won a special election for a Massachusetts Senate seat, and with it, the votes to prevent a final vote. But the White House, Pelosi and Reid soon came up with a rescue plan that required the House to approve the Senate-passed measure despite opposition to many of its provisions, then have both houses pass a fix-it measure incorporating numerous changes. To pay for the changes, the legislation includes more than $400 billion in higher taxes over a decade, roughly half of it from a new Medicare payroll tax on individuals with incomes over $200,000 and couples over $250,000. A new excise tax on high-cost insurance policies was significantly scaled back in deference to complaints from organized labor. In addition, the bills cut more than $500 billion from planned payments to hospitals, nursing homes, hospices and other providers that treat Medicare patients. An estimated $200 billion would reduce planned subsidies to insurance companies that offer a private alternative to traditional Medicare. The insurance industry warned that seniors would face sharply higher premiums as a result, and the Congressional Budget Office said many would return to traditional Medicare as a result. The subsidies are higher than those for seniors on traditional Medicare, a difference that critics complain is wasteful, but insurance industry officials argue goes into expanded benefits. Sadly, those politicians who would rewrite our health care laws do not live in the same universe as do the doctors and health care professionals who must practice it.Imagine if, like physicians, politicians were personally held to the incredibly high level of scrutiny that includes civil and financial liability for any unintended consequence of their decisions. Imagine if they were forced to spend tens of thousands of dollars each year on malpractice insurance and still faced the threat of multimillion-dollar lawsuits with every single decision they made. If so, a government takeover of health care would be the furthest thing from their minds.

Obamacare proponents would have us believe that we will add 30 million patients to the system without adding providers, we will see no decline in the quality of care for the millions of Americans currently happy with the system, and -if you act now!- we will save money in the process. But why stop there? Why not promise it will no longer rain on weekends and every day will be a great hair day? America has the finest health care delivery system in the world. Let’s not forget that and put it at risk in the name of reform. Desperate souls across the globe flock to our shores and cross our borders every day to seek our care. Why? Our system provides cures while the government-run systems from which they flee do not. Compare Europe’s common cancer mortality rates to America’s: breast cancer – 52 percent higher in Germany and 88 percent higher in the United Kingdom; prostate cancer – a staggering 604 percent higher in the United Kingdom and 457 percent higher in Norway; colon cancer –40 percent higher in the United Kingdom.

Look closer at the United Kingdom. Britain’s higher cancer mortality rate results in 25,000 more cancer deaths per year compared to a similar population size in the United States. But because the U.S. population is roughly five times larger than the United Kingdom’s, that would translate into 125,000 unnecessary American cancer deaths every year. This is more than all the mothers and fathers, aunts and uncles, cousins and children in Topeka, Kan. And keep in mind, these numbers are for cancer alone. America also has better survival rates for other major killers, such as heart attacks and strokes. Whatever we do, let us not surrender the great gains we have made. First, do no harm. Lives are at stake.

Obamacare: Fixing price at any cost

The justification for Obamacare has been to control costs, but the problem is there is little in Obamacare that will do that. Instead, there are provisions that will ration care and artificially set price. This is a confusion of costs and price.

As one example, consider the implications of Obamacare’s financial penalty aimed at your doctor if he seeks the expert care he has determined you need. If your doctor is in the top 10 percent of primary care physicians who refer patients to specialists most frequently – no matter how valid the reasons – he will face a 5 percent penalty on all their Medicare reimbursements for the entire year. This scheme is specifically designed to deny you the chance to see a specialist. Each year, the insidious nature of that arbitrary 10 percent rule will make things even worse as 100 percent of doctors try to stay off that list. Many doctors will try to avoid the sickest patients, and others will simply refuse to accept Medicare. Already, 42 percent of doctors have chosen that route, and it will get worse. Your mother’s shiny government-issued Medicare health card is meaningless without doctors who will accept it.Obamacare will further diminish access to health care by lowering reimbursements for medical care without regard to the costs of that care. Price controls have failed spectacularly wherever they’ve been tried. They have turned neighborhoods into slums and have caused supply chains to dry up when producers can no longer profit from providing their goods. Remember the Carter-era gas lines? Medical care is not immune from this economic reality. We cannot hope that our best and brightest will pursue a career in medicine, setting aside years of their lives – for me, 13 years of school and training – to enter a field that might not even pay for the student loans it took to get there.

Giving power back to people

I believe there is a better way. The problems in the American health care system are not caused by a shortage of government intrusion. They will not be solved by more government intrusion. In fact, our current problems were precisely, though unintentionally, created by government.World War II-era wage-control measures – a form of price controls – ushered in a perverted system in which we turn to our employers for insurance and the government penalizes us if we choose to purchase insurance for ourselves. You are not given the opportunity to be a wise consumer of health care and compare prices as well as quality in any meaningful way. Worse still, your insurance company is not answerable to you because you are not its customer. It is answerable to your employer, whose interests differ from your own.

Insurance companies have been vilified for following the perverse rules that government has created for them. But it gets worse. The government, always knowing best, deploys insurance commissioners across the land to dictate what the insurance companies must provide, whether you want it or not, and each time, your premiums increase. Obamacare will make all of this worse, not better.One of America’s founding principles is our trust in the people and their economic freedom to rule their own lives. We should decouple health insurance from employers and empower patients to be consumers once again. Allow them to determine the insurance plan that best meets their families’ needs and which company will provide it. This will unleash a wave of competition that will drive costs down in a way that price controls never have. Eliminate the artificial state boundary rules that protect insurance companies from true competition and watch as voters demand that their state insurance commissioners get the heck out of the way. Innovative companies will drive down costs similar to how Geico and Progressive have worked for automobile insurance. And it won’t cost taxpayers a trillion dollars in the process.

This free-market approach has worked for everything from high-definition TVs to breakfast cereals, but will it work for medicine? It already is. Take Lasik eye surgery, for example. Because patients are allowed to be informed consumers and can shop anywhere, doctors work hard for their business. Services, availability and expertise have all increased, and costs have decreased. Should consumers demand it, insurance companies – now answerable to you rather than your employer – would cover it.

Between Barack and a hard place

I have personally trained and practiced in both the government-run and free-market segments of American medicine. The difference is vast. Patients see this for themselves, and this may be why, according to a recent CNN poll, they oppose Obamacare nearly 3 to 1. I am with them. It is difficult for me to speak publicly against the president on his central issue, but too much is at stake.I wish my cousin Barack the greatest of success in office. But I feel duty-bound to rise in opposition to Obamacare. I must take a stand for my patients, my profession and, ultimately, my country. The problems caused by government will not be solved by growing government. Now that this new era of big-government takeovers has spread to our health care system, it’s not just our freedoms or our wallets that are at stake. It’s our lives.

(AP photo) Would House Speaker Nancy Pelosi and her fellow House Democratic leaders try to cram the Senate version of Obamacare through the House without actually having a recorded vote on the bill? Not only is the answer yes, they would, they have figured out a way to do it, according to National Journal's Congress Daily:House Rules Chairwoman Louise Slaughter is prepping to help usher the healthcare overhaul through the House and potentially avoid a direct vote on the Senate overhaul bill, the chairwoman said Tuesday.Slaughter is weighing preparing a rule that would consider the Senate bill passed once the House approves a corrections bill that would make changes to the Senate version.

Slaughter has not taken the plan to Speaker Pelosi as Democrats await CBO scores on the corrections bill. Once the CBO gives us the score, we'll spring right on it, she said.Each bill that comes before the House for a vote on final passage must be given a rule that determines things like whether the minority would be able to offer amendments to it from the floor.In the Slaughter Solution, the rule would declare that the House deems the Senate version of Obamacare to have been passed by the House. House members would still have to vote on whether to accept the rule, but they would then be able to say they only voted for a rule, not for the bill itself.

Would that rationale fly with the public? Is it logical? Of course not. But remember, these folks have persuaded themselves that a majority of the American people really want Obamacare. A blog post on House Minority Leader John Boehner's blog described the approach as a twisted scheme.How much fun will it be for Democrats representing congressional districts carried by John McCain in 2008 to be constantly reminded about the Cornhusker Kickback, the Louisiana Purchase, the Slaughter Solution, the death panels, $500 billion in cuts to Medicare, individual mandates, etc.

Landmark Legal Foundation president and Talk Radio powerhouse Mark Levin promised today that his foundation will file suit in federal court challenging the constitutionality of Obamacare if it is approved in the House using the Slaughter Solution.Landmark has already prepared a lawsuit that will be filed in federal court the moment the House acts. Such a brazen violation of the core functions of Congress simply cannot be ignored. Article I, Section 7 of the Constitution is clear respecting the manner in which a bill becomes law. Members are required to vote on this bill, not claim they did when they didn’t. The Speaker of the House and her lieutenants are temporary custodians of congressional authority. They are not empowered to do permanent violence to our Constitution, Levin said.

Health care reform means more power for the IRS

The Health Choices Administration, the Health Benefits Advisory Committee, the Health Insurance Exchange — there are dozens in all.But if the plan envisioned by President Barack Obama and Congressional Democrats is enacted, the primary federal bureaucracy responsible for implementing and enforcing national health care will be an old and familiar one: the Internal Revenue Service. Under the Democrats' health care proposals, the already powerful — and already feared — IRS would wield even more power and extend its reach even farther into the lives of ordinary Americans, and the presidentially-appointed head of the new health care bureaucracy would have access to confidential IRS information about millions of individual taxpayers.In short, health care reform, as currently envisioned by Democratic leaders, would be built on the foundation of an expanded and more intrusive IRS.

Under the various proposals now on the table, the IRS would become the main agency for determining who has an acceptable health insurance plan; for finding and punishing those who don't have such a plan; for subsidizing individual health insurance costs through the issuance of a tax credits; and for enforcing the rules on those who attempt to opt out, abuse, or game the system. A substantial portion of H.R. 3200, the House health care bill, is devoted to amending the Internal Revenue Code of 1986 in order to give the IRS the authority to perform these new duties.The Democrats' plan would require all Americans to have acceptable insurance coverage (the legislation includes long and complex definitions of acceptable) and would designate the IRS as the agency charged with enforcing that requirement. On your yearly 1040 tax return, you would be required to attest that you have acceptable coverage. Of course, you might be lying, or simply confused about whether or not you are covered, so the IRS would need a way to check your claim for accuracy. Under current plans, insurers would be required to submit to the IRS something like the 1099 form in which taxpayers report outside income. The IRS would then check the information it receives from the insurers against what you have submitted on your tax form.If it all matches up, you're fine. If it doesn't, you will hear from the IRS. And if you don't have acceptable coverage, you will be subject to substantial fines — fines that will be administered by the IRS.Under some versions of health reform now circulating on Capitol Hill, the IRS would also be intimately involved in how you pay for insurance. Everyone would be required to buy coverage. The millions of Americans who can't afford it would receive a subsidy to pay for it. Under the version of the plan currently under negotiation in the Senate Finance Committee, that subsidy would come through the IRS in the form of a refundable tax credit. Under the House plan, the subsidy would come directly from the Health Choices Administration.

In either scenario, the IRS would be the key to making the system work. Before you could receive any subsidy, whether through the IRS or not, the Health Choices Administration would have to determine whether you are eligible for it. To do so, the bills under consideration would give the Health Choices Commissioner the authority to demand sensitive, confidential information from the IRS about individual taxpayers. The IRS would have to provide it.Under current law, it is a felony for a government official to release taxpayer information in all but the most limited of circumstances. One such exception is for law enforcement; the IRS is allowed to give taxpayer information to prosecutors in criminal cases. The information can also, in some instances, be released to the Social Security Administration and the Veterans' Administration for the determination of benefits. The health care bills would change the Internal Revenue Code to permit the IRS to give similar information to the vast, new health care bureaucracy. That means the personal tax information of millions of Americans would enter the system whether they want it to or not. There's a mandate to buy insurance, says one Republican House aide. You have to buy it. You have millions of people who can't buy it without a subsidy, so they will have no choice but to accept the subsidy in order to buy insurance, and then the Health Choices Commissioner will have access to their tax records.How many hands would this information go through? asks a GOP source in the Senate.What are the quality controls? This increases the risk of misusing this information.

Some versions of the bill even permit the release of confidential taxpayer information for decidedly less pressing reasons. In H.R. 3200, the IRS would be required to provide taxpayer information to the Social Security Administration for the purpose of helping Social Security officials find qualifying seniors who can then be encouraged to enroll in the prescription drug program. There is no precedent for using taxpayer information for the purpose of identifying people to go out and advertise to them, says the House expert.So far, there has been little substantive public debate about the integral role of the IRS in nearly every aspect of the various national health care proposals. But people who are closely involved with the process are deeply concerned about what they view as a massive, and in some senses unprecedented, expansion of the Internal Revenue Service.First, they wonder whether the IRS can handle the new demands.There is a sense at the IRS that their purpose is to collect revenue and not to implement all sorts of other programs,says a second Senate GOP aide. Also, the IRS isn't necessarily great at doing what it does already. How is it going to determine whether 300 million people have health insurance? Second, they are concerned about anticipated abuse of the system.You're going to have lots of fraud, says the House source.People claiming lots of affordability credits or refundable tax credits. The IRS is not going to have the resources and expertise to police this stuff.Finally, there is a third concern, more fundamental than questions of whether the IRS can handle the job: Should the IRS be involved in health care enforcement in the first place? As seen in the town halls across the country in August, many Americans are concerned about the coercive nature of the proposed national health care system. Handing the IRS the power to monitor every American's place in the system worries them even more.

Backers of the Democratic bills are betting that the handouts involved — giving people money to buy health insurance — will outweigh concerns about privacy and coercive government. Perhaps. But before Congress makes any decision on national health care, voters should know just what it will involve.

Q&A: Abortion & the health care bill MAR 17,10

Pro-life groups are busy urging their constituents to call the House of Representatives and urge a no vote on the Senate health care bill. Following are some common questions, along with answers, about the bill's abortion provisions:

-- Why are most pro-lifers opposed to the Senate health care bill?

Pro-lifers argue that the health care bill 1) changes longstanding policy on coverage of abortion in federally subsidized insurance plans, 2) would lead to a drastic expansion of abortion coverage and 3) could result in federal tax dollars being directly used for abortions.

-- What is the current federal policy on abortion coverage within federally subsidized insurance plans?

Current law prohibits the federal government from funding insurance plans covering elective abortions. The Medicaid program for lower income people is prohibited from covering elective abortions, as are insurance plans for federal employees. Congress' own insurance plans, for instance, cannot by law cover elective abortions.

-- How would the Senate health care bill change current policy?

The Senate bill allows federal subsidies -- that is, federal assistance for lower income people -- to be used to purchase health insurance plans that cover elective abortions. Enrollees would have to make two payments: one for abortion coverage and one for the rest of the premium, and the company would be required to segregate the funds. Sen. Barbara Boxer, D.-Calif., a strong supporter of the bill and of abortion rights, calls it an accounting procedure. The bill requires insurance exchanges in each state to offer at least one insurance plan that covers abortion and one insurance plan that does not, although states would be allowed to opt out and not offer the abortion plan.

-- How would this lead to an expansion of abortion coverage?

Because more women would have abortion coverage as part of their insurance plans, the procedure would become far more accessible and affordable. In other words, women who for various reasons (for instance, financial) currently don't have abortion coverage will have it if the Senate bill becomes law. Planned Parenthood, the nation's largest abortion provider, said the bill would significantly increase access to reproductive health care.

-- But doesn't the writing of separate checks prevent federal dollars from going toward funding elective abortions?

Pro-lifers have several objections to this section of the bill. First, anyone in an insurance plan that covers abortion -- even men and elderly women -- must write a separate check for abortion coverage, making them direct contributors to elective abortions. This becomes even more significant if a person's employer offers only this one plan. Second, the federal government would be mandating abortion coverage by requiring not only that at least one plan cover abortion, but that people write a check specifically for it. The U.S. Conference of Catholic Bishops argues, Saying that this payment is not a tax dollar is no help if it is required by the government.Third, the bill includes a loophole (on page 123) stating that separate checks would not be required and that direct federal subsidies would be allowed for elective abortions if the Hyde Amendment -- which prevents Medicaid from covering elective abortions -- is ever reversed. House Speaker Nancy Pelosi opposes the Hyde Amendment.

-- So, does the Hyde Amendment apply to the Senate bill?

No, although the explanation is somewhat complicated. The Hyde Amendment -- which must be renewed annually -- applies only to Medicaid and a handful of other Health and Human Services Department funding streams and prevents abortion coverage except in the cases of rape, incest and to save the mother's life. The health care bill references the Hyde Amendment only as a way to ensure that federal policy is standard across the board. If the Hyde Amendment is overturned and Medicaid is allowed to cover elective abortions, then federal subsidies for insurance plans would be allowed to cover them as well. In reporting about the issue March 5, the Associated Press said, The Democratic bills created a new stream of federal money to help working households afford health insurance premiums. And those funds were not subject to the Hyde restrictions.

-- Do pro-lifers have any other concerns about the bills?

Yes, especially as it relates to the bill's $7 billion in funding of the nation's 1,200-plus community health centers. There is nothing in the bill, the National Right to Life argues, to prevent the centers from using tax dollars to pay directly for elective abortions. (The bill's limited abortion funding restrictions apply only to the issue of federal subsidies for enrollee insurance plans, the organization says.) The Senate bill also lacks language protecting health care workers who refuse to participate in providing abortions. National Right to Life calls the entire bill the most pro-abortion single piece of legislation that has ever come to the House floor for a vote, since Roe v. Advocates for establishing a national health care information technology network had hoped to attend a Rose Garden bill signing this summer.Instead, legislation that would promote electronic medical records and other uses of IT at hospitals and doctor’s offices must overcome privacy concerns raised by members of Congress and interest groups.In the House, ideas from a number of health IT bills have been melded into discussion draft legislation in the Energy and Commerce Committee. In the Senate, a bill has been approved by the Health, Education, Labor and Pensions Committee but is being amended in further negotiations.Although it could speed up at any moment, final health IT legislation is some distance from the finish line. With the number of days remaining in the congressional session dwindling, supporters are urging faster action. They tout health IT as a way to improve care and reduce costs.

Under the House bill, a patient would have the right to know when his or her medical information has been compromised. Businesses that work with health care providers would be penalized for improper use of records. A House Energy and Commerce Committee hearing in early June focused exclusively on privacy, with watchdogs calling for patient control of their medical history.While legislative details are negotiated, corporate officials and experts assert that it is essential to move beyond handwritten medical records and enhance communication between patients, providers and insurers.Health IT would make health data more transparent and improve standards of care and disease management, according to Felicia Fields, group vice president for human resource and corporate services at Ford Motor Co.It allows us to be more patient-centric than organization-centric in how we provide care, Fields said in an interview after an early-June Senate Finance Committee hearing on health care reform.

Forget the danger of losing credibility. Congress is already looking up to the swirling toilet water. The American people are in the process of flushing the brown stuff right down the toilet to the globally warmed sewage treatment plant! Our congress might be asleep, BUT THE AMERICAN PEOPLE ARE NOT ASLEEP AT ALL.

It is nothing but a sea of busy signals. That is fabulous pressure and we need to continue but, more directed and fruitful pressure is also needed. Frank Salvato, editor of www.newmediajournal.us said just yesterday on my radio show that we must swamp calls to our local media in our cities as well. We must have thousands of calls going to them saying the following: We are 100% against this congress deeming a national health care bill into existence without a vote. It is totally unconstitutional and we are most angry at the thought of it. Whoever votes for this bill or for a deem tactic will be voted out of office in the midterms.We must keep the pressure up on this runaway congress by continuing on with our attempted calls, emails and faxes, BUT, also slam our media in our various cities and states with so many calls that they will have to cover it.Media people wake up before you too are swirling down the toilet with brown stuff and politicians!
