Dear Friends,

Rising anti-Semitism, coupled with crippling poverty, continue to make life difficult for Jews in Argentina, home of the largest Jewish community in Latin America.There is a large Muslim population in this South American country, and the Hezbollah terrorist group is said to have training camps in the north.

Hezbollah is believed to be responsible for a 1992 bombing at the Israeli embassy in Argentina's capitol, Buenos Aires, which killed 29 people, as well as a devastating 1994 blast at a Jewish community center that killed 87 and injured hundreds more.Recent events have been less violent but no less disturbing. Anti-Semitic graffiti ,Be patriotic, kill Jews - has been appearing around the country. Two anti-Israel rallies in August drew thousands. An alliance between radical Muslims and the political far left seems to be developing. Understandably, Jews are ill at ease - and growing more so every day.

Can there be any doubt why so many Jews long to make aliyah (emigrate) to Israel, their biblical and spiritual homeland? In their countries of origin, their lives may be threatened for practicing their religion. But in Israel, whatever dangers they face, they at least face them in their own country, where they can practice their religion and live freely, as Jews.

Former Israeli Prime Minister Ariel Sharon often emphasized the critical importance of aliyah to Israel's strength and security, and I could not agree more. When you give to The Fellowship's On Wings of Eagles program, which helps Jews living in poverty and danger around the world make aliyah and supports their klitah (resettlement) in Israel, you're doing more than just giving individual Jews the chance at a better life you're strengthening the entire Jewish nation.The Psalmist said, Save us O Lord our God, and gather us from the nations (Psalm 106:47).

MIAMI (Reuters) - Tropical Storm Helene strengthened as it churned westward across the Atlantic on Thursday, while Hurricane Gordon remained a powerful Category 3 storm, but neither posed any immediate threat to land. By 11 a.m. EDT (1500 GMT),
Helene, the eighth tropical storm of the 2006 Atlantic hurricane season, had maximum sustained winds of 45 miles per hour (75 km per hour), the U.S. National Hurricane Center said.

The swirling mass of gusty thunderstorms was located around 835 miles west of the southernmost Cape Verde Islands and was moving west at 20 mph (32 kph), the Miami-based center said in an advisory.It was expected to strengthen in the coming days into a hurricane but would most likely start curving to the northwest well before approaching the U.S. East Coast, computer models showed.Gordon, meanwhile, the season's third hurricane and the first to become what meteorologists call a major storm with winds in excess of 111 mph (154 kph), was located around 560 miles east-southeast of the British mid-Atlantic territory of Bermuda and moving north-northeast at 12 mph (19 kph).With winds of 120 mph (195 kph), it was expected to keep well east of Bermuda, which was raked by Hurricane Florence on Monday, and eventually weaken over cooler waters.

While three hurricanes have formed in August and September, the 2006 season has been mild compared to 2005, when 28 named storms swept through the Atlantic and the Caribbean, 15 of which strengthened into hurricanes.Hurricane Katrina devastated New

Tropical Storm Lane heads toward Baja 1 hour, 25 minutes ago

MEXICO CITY - Tropical Storm Lane lashed Mexico's Pacific Coast with winds and rain Thursday, flooding streets in Acapulco before setting on a course to hit the hurricane-battered tip of the Baja California peninsula. The storm was centered about 95 miles south of Manzanillo and was moving parallel to the coast at 13 mph. It had maximum sustained winds of 45 mph.A tropical storm warning and hurricane watch were issued for a stretch of coast southeast of the resort of Puerta Vallarta. Forecasters said the storm was expected to strengthen to a hurricane on Friday, then hit land near Cabo San Lucas late Saturday.

Lane dumped rain and whipped up waves in Acapulco, where authorities closed the port to small boats. Streets were covered in up to 16 inches of water — including the beachside Costera Miguel Aleman, which runs past many of the resort's luxury hotels.There was also some flooding at the Acapulco airport, although service was not interrupted.Forecasters warned up to 10 inches of rain were possible.The storm was following the same path as Hurricane John, which raked Mexico's Pacific Coast early this month before slamming into Baja California, killing five people.

Eight killed by storm as floods continue to punish Ethiopia

ADDIS ABABA (AFP) - At least eight people, including a family of seven, were killed in a fierce rainstorm that pounded eastern Ethiopia as floods continued to ravage the country, officials said. The new fatalities brought the nationwide toll from unusually heavy seasonal rains and flash floods since last month to at least 647 and came in Dire Dawa, which is still recovering from deadly August flooding, they said.The seven-member family was killed when rains late on Wednesday collapsed their small shack in the town, about 500 kilometers (300 miles) east of Addis Ababa, regional police spokesman Biniam Fikru said.The house broke down because of the heavy brain and killed the whole family,he told AFP from Dire Dawa, adding that an eighth person, an 18-year-old boy died after being electrocuted by a fallen power line.

Dire Dawa was the first Ethiopian municipality to be hit by the fatal flash
floods in early August when two rivers burst their banks, killing at least 256 people, and displacing more than 10,000.No new inundations were reported from Wednesday's storm but the United Nations said this week devastating floods continued to wreak havoc across Ethiopia, affecting some 357,000 people.More than 136,000 of those have been left homeless, swamping temporary shelter sites and hampering aid deliveries, particularly in northern Amhara region, where nearly 100,000, 37,000 of them displaced, are affected, it said.The new figure represents a substantial rise in damage from the flash floods that had affected at least 118,000 people in in eastern, southern and northern Ethiopia as of August 25.In Amhara, 68,000 people are in need immediate food assistance, the UN Office for the Coordination of Humanitarian Affairs (OCHA) said in a report released on Tuesday.Large areas of cropped land are swamped by the flood,it said, noting that unusually heavy seasonal rains had expanded Lake Tana, the region's largest body of water, by 50 meters (yards).

This has increased the risk of further flood damage,it said, adding that a newly constructed bridge to a resettlement camp had been destroyed in the region, adding to inhabitants' woes and forcing deliveries to be made by boat.In the central and southern Oromiya region, OCHA reported a dramatic increase in the number of flood-affected people to 77,000, with a doubling and tripling of the figure, to nearly 75,000, in the southeastern Somali region.

The agency said water and sanitation facilities were urgently needed in camps for the displaced due to fears of the spread of waterborne diseases, like cholera, and malaria.Ethiopian authorities have appealed for 27 million dollars (21 million euros) in funds to deal with the disaster, which struck first in the east in early August and then hit the southwest.Forecasters have warned the country will likely face further flood threats from the rains that are expected to continue until the end of the wet season in September.Ethiopia, home to some 70 million people, has faced heavy floods and droughts in recent years along with other countries in the Horn of Africa which have endured cycles of deadly weather for decades.

MIAMI - Tropical Storm Helene moved quickly in the open Atlantic early Thursday, and a powerful Hurricane Gordon held on to its Category 3 strength, but neither posed any threat to land, forecasters said. In Canada, where Hurricane Florence's remnants raked Newfoundland with 100 mph wind gusts and bands of rain on Wednesday, the winds were expected to drop as the storm moved eastward during the day, the Canadian Hurricane Center said.Helene, the eighth named storm of the Atlantic hurricane season, had top sustained winds near 45 mph Thursday morning, well below the 74 mph threshold for a hurricane. It formed late Wednesday night and was not expected to threaten land, National Hurricane Center forecasters said.We feel fairly confident that this thing could end up over the middle of the Atlantic,meteorologist Hugh Cobb said.At 11 a.m. EDT, it was centered 835 miles west of the southernmost Cape Verde Islands and moving west over warm Atlantic waters at 20 mph, forecasters said. A gradual strengthening and turn toward the west-northwest was expected Thursday and Friday morning.

While the storm's path was somewhat uncertain, forecasters expected the storm to eventually turn northward, Cobb said.Gordon was upgraded to a Category 3 hurricane late Wednesday when its top sustained winds jumped to 120 mph, up from 110 mph earlier in the day, forecasters said.The hurricane was moving out to sea and was no threat to land, according to the hurricane center. Gordon's clearly defined eye was centered about 560 miles east-southeast of Bermuda and moving north-northeast near 12 mph. Some gradual weakening was expected Thursday and Friday, forecasters said.Although Gordon's eye remains distinct, it has become smaller and a little less well-defined, said Richard Knabb, a senior hurricane specialist.Some waves could reach Bermuda, but the British territory should not feel tropical storm force winds, forecasters said.The Atlantic hurricane season began June 1 and ends Nov. 30. Federal scientists said Wednesday that the season hasn't been as busy because weak El Nino conditions have developed in the tropical Pacific. El Nino means higher ocean temperatures that inhibit hurricanes by increasing crosswinds over the Caribbean. This vertical wind shear can rip storms apart or even stop them from forming.But National Oceanic and Atmospheric Administration scientists warned that the El Nino impacts on hurricanes have been small so far.We are still in the peak months of the Atlantic hurricane season, and conditions remain generally conducive for hurricane formation,said Gerry Bell, the agency's lead seasonal hurricane forecaster.

TAIPEI (AFP) - Taiwan's Central Weather Bureau has issued an alert as Tyhoon Shanshan was approaching bringing with it the threat of strong winds and torrential rain. The center of Shanshan, which is a Chinese woman's name, was 470 kilometers (291 miles) east-southeast of Taiwan's southernmost tip Oluanpi at 17:30 pm (0930 GMT), the bureau said Thursday.With a radius of 200 kilometers, the typhoon was moving west-northwest at a speed of 10 kilometers an hour and packing winds gusting up to 144 kilometers per hour.Residents in eastern and northeastern Taiwan were urged to take precautions against the downpours and powerful winds and avoid activities near the sea. Those in mountainous regions were told to watch out for mudslides.In July, Tropical Storm Bilis killed three people on the island while Typhoon Kaemi injured four people. Both storms claimed hundreds of lives on the
Chinese mainland.

Foresters have some grave news about this year's wildfires. They say more U.S. land has been scorched in 2006 than in any year since at least 1960, blackening an area twice the size of New Jersey.And more acreage is still going up in smoke.

California firefighters are trying to protect a mobile home park from the erratic winds driving a fierce blaze across the Los Padres National Forest. Only Interstate Five separates the flames marching across 27,000 acres from the Paradise Ranch area. In Washington state, forest fire managers say more residents have been advised to flee the flames in the Stehekin Valley. And firefighters in Oregon are hoping that fall's first storm, and maybe even snow, will dampen 2 lightning-triggered fires there.

Islamic History Expert: Moslem Peace with Israel? Never!

Islam History Professor Moshe Sharon of Hebrew University told a counter-terrorism conference Thursday, There is no possibility of peace between Israel and the Palestinians whatsoever - ever. Sharon, speaking at the annual conference of Herzliya’s Counter Terrorism Institute, said that Iran is dead serious about obtaining and using nuclear weapons in order to bring about its vision of an
Islamic End of Days.The veteran expert on Islam says that Western officials fail to grasp that the Arab and Islamic world truly see Israel’s establishment as a reversal of history and are therefore unable to ever accept peaceful relations with it. From Moslems’ perspective, Islamic territory was taken away from Islam by Jews. You know by now that this can never be accepted, not even one meter. So everyone who thinks Tel Aviv is safe is making a grave mistake. Territory which at one time was dominated by Islamic rule, now has become non-Moslem. Non-Moslems are independent of Islamic rule and Jews have created their own independent state. It is anathema. Worse, Israel, a non-Moslem state, is ruling over Moslems. It is unthinkable that non-Moslems should rule over Moslems.

Sharon dismissed various peace treaties signed by Moslem and Arab officials over the years as pieces of paper, parts of tactics and strategies… with no meaning.Sharon’s assessment focused on the danger posed by Iran. From studying Iranian culture, literature, newspapers, broadcasts and interviews with major players in the Islamic regime, Sharon concludes that a deep belief in a Shiite messiah is at the root of Iran’s nuclear project.They truly believe that the Shiite messiah, the 12th Imam (also known as the Mahdi), is here, and that he will reveal himself… What moves the Iranian government and leadership today is first and foremost the wish to bring about the 12th Imam. Addressing the theological doctrine of how exactly the this Messiah will be revealed, Sharon explained:

How will they bring him? Through an apocalypse. He (the Mahdi) needs a war. He cannot come into this world without an Armageddon. He wants an Armageddon. The earlier we understand this the better. Ahmadinejad wants nuclear weapons for this!

Sharon has in the past insisted that the Western world was engaging in great folly by differentiating between radical and peaceful Islam. All of a sudden we see that the greatest interpreters of Islam are politicians in the Western world,he wrote sarcastically. They know better than all the speakers in the mosques, all those who deliver terrible sermons against anything that is either Christian or Jewish. These Western politicians know that there is good Islam and bad Islam. They know even how to differentiate between the two - except that none of them know how to read a word of Arabic.The difference between Judaism, Christianity and Islam is as follows: Judaism speaks about national salvation - namely, that at the end of the story, when the world becomes a better place, Israel will be in its own land, ruled by its own king and serving G-d. Christianity speaks about the idea that every single person in the world can be saved from his sins, while Islam speaks about ruling the world. I can quote here in Arabic, but there is no point in quoting Arabic, so let me quote a verse in English: ‘Allah sent Mohammed with the true religion so that it should rule over all the religions.

The idea, then, is not that the whole world would necessarily become Moslem at this time, but that the whole world would be subdued under the rule of Islam. That, Sharon insists, is the plan, in black-and-white, of the Iranian regime. This is why [Iranian President Mahmoud] Ahmadinejad seeks nuclear weapons,he emphasized. The faster we realize this, the better.

He also referred to the growing spread of fundamentalist Islam in the Middle East, saying, Israel is the first Western target, but not the last.If I had to say one thing on college campuses, it is stand up, be armed with the truth,said Netanyahu, speaking before an audience of more than 900 area students at The Cooper Union’s Great Hall.

But some affiliated with NYU felt Netanyahu’s effort to urge students to type away at computers lacked sensitivity, especially given the burgeoning dialogue between Jewish and Muslim students at the university. Rabbi Yehuda Sarna, the Bronfman Center’s manager of Jewish religious life, said that conversation, rather than trigger-finger Internet postings, offered the best route toward discussing Israel’s role in the Middle East. We have a unique opportunity — an emergency — on campuses which are calmer, to develop deep relationships and friendships between Jewish and Muslim students,said Rabbi Sarna.Cindy Greenberg, executive director of the Bronfman Center, said: On any campus you need both the flag wavers and the bridge builders.

We knew Bibi would speak to flag wavers, but we also know there are other students on campus who are good at building bridges. We try to reach out to as broad a reach of people as possible.

She noted that after Netanyahu’s speech Sarna and NYU’s Muslim chaplain Khalid Latif would be holding a joint discussion session so students could voice their reactions and concerns.Still, Netanyahu continued to wave his flag. De Jesús -- who during a recent interview wore tinted glasses, a black polo T-shirt and a conspicuous gold pendant around his neck with the moniker SSS (short for the church's motto, Salvo Siempre Salvo, saved always saved) -- could more easily pass for a banker or lawyer than the messiah.Adherents call him Apostle, the Man Christ Jesus, God and Daddy and shower him with money and gifts.

I believe he's the lord,said Alvaro Albarracin, 37, a Miami businessman who oversees corporate donations to the church. I will be thankful to him in as many ways as I can, especially with money, because money is nothing.When De Jesús founded Creciendo en Gracia in a Hialeah warehouse 20 years ago, he claimed a few hundred followers. As his movement and reputation grew, so did his title. In 1988, he announced he was the reincarnation of the Apostle Paul. In 1999, he dubbed himself the Other,a spiritual super-being who would pave the way for Christ's second coming. In 2004, he proclaimed himself to be Jesus Christ and the sole interpreter of the gospel.His claim to divinity led to defections including his first wife, Nydia, and his son Jose Luis Jr., who started his own church in Puerto Rico.Thousands more, however, have flocked to the movement.Creciendo en Gracia now lists more than 300 education centers in 52 countries, 200 pastors, 225 radio programs and its own 24-hour Spanish language satellite network that's beamed into some 3 million homes.

Religious leaders in the United States and Latin America have criticized De Jesús, calling him a false prophet who deceives his followers.'They have really strange catchy phrases that are reflective of their bad theology,said Father Albert Cutié, pastor of St.Francis de Sales Catholic Church, a South Beach parish where De Jesús' followers protested a Good Friday procession this year.

When any rabbi, priest, pastor or minister presumes to be a divine being there's a serious problem. This is more of a cult.The church seems eager to court controversy. After The Miami New Times published an article last February that was critical of the movement, church members distributed copies during services and used the cover art -- an illustration of the historical Jesus with the headline He's Back! in a promotional film.

SIN ABOLISHED

Devotees say De Jesús -- who preaches that sin was abolished when Jesus died on the cross, that the devil doesn't exist and that God's chosen are predestined for salvation -- has brought them happiness and personal prosperity.Lucy Fuentes, a former Catholic who joined the movement in 1988, said she was tired of feeling like a sinner. De Jesús' message freed her from such ideas, she said.My life belongs to him,said Fuentes, who lives in Hollywood and works at a mortgage company. People say, You're brainwashed. I say, look, I'm happy. I didn't drink any poison.José Luis De Jesús Miranda was born in Ponce, Puerto Rico, in 1946.

He grew up in a poor neighborhood and says he became a heroin addict at age 14. After landing in jail for theft, De Jesús converted to a conservative Protestant movement through a faith-based juvenile justice program. He later moved to Lawrence, Mass., joined an evangelical church and became a pastor.

In 1986, De Jesús moved his wife and five children to a rented one-bedroom apartment in North Miami after, he says, God told him to found a Florida church. De Jesús rented a Hialeah warehouse to hold services and more than 500 people showed up the first Sunday.As the movement mushroomed, De Jesús retained tight control over the message. Today, only De Jesús and his right-hand man, Carlos Cestero, are allowed to preach. Followers repeat De Jesús' distinct religious vocabularly, calling other religions the system,and labeling his religious messages codes.I don't study the Bible,he said, chuckling. I don't go into rooms for prayer. Who am I going to pray to?In his quest to form God's government on earth,De Jesús has created a powerful financial and religious network.

De Jesús congregants run more than 450 businesses, including a Miami mortgage business, a massage parlor in Honduras and a Brazilian restaurant in the Dolphin Mall.Some of the companies bear the title Apos,short for apostle. Among them is Apos Mortgage in Hallandale Beach and Apos Health and Beauty in Miami. Many of the businesses give 10 percent or more of their proceeds to the church, said Alvaro Albarracin, a church member and enthusiastic donor who holds the title Entrepreneur of Entrepreneurs.De Jesús said all the money feeds into the ministry. The satellite network costs about some $40,000 a month, while the Doral headquarters costs about $1.4 million a year to maintain. He receives an annual salary of $98,000, he said.

WEALTH PRAISED

His followers reject the notion that religious leaders should live modestly. Albarracin,who heads MiamiLA Entertainment -- a film production company that lists De Jesús as its owner and chairman on its website credits De Jesús with his financial success, calling him his personal angel.When he joined the church more than a decade ago, Albarracin was working as a salesman at Rooms To Go. Within a few years, Albarracin started a website, and then a successful Web-hosting company. In 2002, he sold the company, Dialtone Internet, for more than $16 million. He said he gave 20 percent of the profits to Creciendo en Gracia.Albarracin said his parents used to belong to the movement but became suspicious when he started giving De Jesús so much money. He no longer speaks to his parents.Albarracin chooses to side with his prophet.This could be the truth, or this could be the biggest cult that ever existed, the said with a smile. I'm cashing in on the truth.

Muslim anger grows at Pope speech


The Pope's comments came on a visit to Germany A statement from the Vatican has failed to quell criticism of Pope Benedict XVI from Muslim leaders, after he made a speech about the concept of holy war. Speaking in Germany, the Pope quoted a 14th Century Christian emperor who said the Prophet Muhammad had brought the world only evil and inhuman things. Pakistan's parliament passed a resolution on Friday criticising the Pope for making derogatory comments. The Vatican said the Pope had not intended to offend Muslims. It is clear that the Holy Father's intention is to cultivate a position of respect and dialogue towards other religions and cultures, and that clearly includes Islam,said chief Vatican spokesman Federico Lombardi in a statement.

But in spite of the statement, the pontiff returned to Rome to face a barrage of criticism, reports the BBC's David Willey in Rome. The head of the Muslim Brotherhood said the Pope's remarks aroused the anger of the whole Islamic world.

Violence and faith

The controversy comes on an important day for the Vatican, with Cardinal Tarcisio Bertone, former Archbishop of Genoa, taking over as secretary of state. Our correspondent says Pope Benedict, who has been closeted with his chief advisers at his summer residence near Rome, is upset at the way in which his remarks have been interpreted. But there is no sense of panic at the Vatican, he says, and preparation for the Pope's forthcoming visit to Turkey, a predominantly Muslim secular nation, next November, are going ahead as planned.In his speech at Regensburg University, the German-born Pope explored the historical and philosophical differences between Islam and Christianity, and the relationship between violence and faith. Stressing that they were not his own words, he quoted Emperor Manuel II Paleologos of the Byzantine Empire, the Orthodox Christian empire which had its capital in what is now the Turkish city of Istanbul.

The emperor's words were, he said: Show me just what Muhammad brought that was new and there you will find things only evil and inhuman, such as his command to spread by the sword the faith he preached. Benedict said I quote twice to stress the words were not his and added that violence was incompatible with the nature of God and the nature of the soul. The intention here is not one of retrenchment or negative criticism, but of broadening our concept of reason and its application,he added in the concluding part of his speech.Only thus do we become capable of that genuine dialogue of cultures and religions so urgently needed today.

Angry and hurt

Pakistan's parliament passed a resolution demanding that the Pope retract his remarks in the interest of harmony between religions. The derogatory remarks of the Pope about the philosophy of jihad and Prophet Mohammed have injured sentiments across the Muslim world and pose the danger of spreading acrimony among the religions,the AFP news agency quoted the resolution by the country's national assembly as saying. The remarks prompted fears of unrest in Indian-administered Kashmir, as a result of which two separatist leaders were put under house arrest. Meanwhile, the hostile remarks drew a demand for an apology from a top religious official in Turkey. Ali Bardakoglu recalled atrocities committed by Roman Catholic Crusaders against Orthodox Christians and Jews, as well as Muslims, in the Middle Ages.

In Egypt, Muslim Brotherhood head Mohammed Mahdi Akef said the Pope's words do not express correct understanding of Islam and are merely wrong and distorted beliefs being repeated in the West. The 57-nation Organisation of the Islamic Conference also said it regretted the Pope's remarks.

Woman killed in Montreal shooting, attacker gunned down by police

Scores of panicked students at Dawson College fled into the streets of Canada's second largest city after the shooting began around lunch time on Wednesday.

A young man in a black trench coat and a mohawk haircut opened fire at a Montreal college, killing a woman and wounding at least 19 other people before police shot and killed him, witnesses and authorities said.

Teachers ran through the halls, telling everyone to get out of the building.

Acting alone

Police were near the scene on an unrelated call and called for backup. Police hid behind a wall as they exchanged fire with the gunman, whose back was against a vending machine, said student Andrea Barone, who was in the cafeteria. Montreal Police Chief Yvan Delorme said the suspect had three weapons. He did not specify what, but said one may have been an automatic because of the rate of firing.Delorme said the attacker appeared to be acting alone and was shooting haphazardly. He then aimed at police before he was gunned down.Police with guns drawn stood behind a police cruiser as a SWAT team swarmed the 12-acre (nearly 5-hectare) campus.

Eight in critical condition

Montreal General Hospital said 11 people were admitted, including eight who were in critical condition. Nine others were taken to two other hospitals.One young woman later died, a police official said, speaking on condition of anonymity because the victim's next-of-kin had not yet been notified.The shooting recalled the 1999 attack at Columbine High School in the US state of Colorado, where two students wearing trench coats killed 13 people before killing themselves.Canada's worst mass shooting also happened in Montreal. Gunman Marc Lepine killed 14 women at the Ecole Polytechnic on Dec. 6, 1989, before shooting himself.

For God says, Do you hear and understand that this shall not be a time of labor. Labor is over.God says, This is a time of authority, where you will speak and the waters will come forth. This is a time of resurrection. Rejoice, for now you shall hear the sounds of abundance. For today, even as I sent you the rain and it was an outpouring, God says, This is symbolic of a rain that is coming of a kind you have never had. Do not say, We are the Bible belt. God says, I unbuckled the Bible belt, and I revealed your nakedness, and for a season you were naked and retched, but God says, now I have buckled you up and I am ready, says the Lord, to do what I said I would do in the late 1950's, in 1957, in '58, in 59, I said that I would do something in this region, now look at it.

For God says, Even as they are surrounded by houses and by land, this place shall once again venture forth, this place shall once again prosper. Let the prophet prophesy, for surely he is plowing in a soil that they said, is a soil that is hardened and it can never bring forth. Insurers Study Implanting RFID Chips in Patients

Hackensack University Medical Center and Horizon Blue Cross Blue Shield of New Jersey are recruiting volunteers to have an RFID device implanted under the skin. The chips, made by VeriChip Corporation, will contain a 16-digit identifying number that can be used to bring up medical and family contact information stored electronically in a database.The chips will be tested in patients with chronic conditions who are more likely to need care in hospital emergency rooms. In the two-year trial, the insurance company will pay about $200 for the chips to be implanted, plus $80 a month for a subscription fee, according to reports in the RFID Journal.

Horizon will then assess whether the devices lower health care costs by reducing duplicate lab tests, drug interactions or misdiagnoses.Horizon will invite patients with conditions like diabetes and heart disease to participate and hopes to enroll about 300 volunteers.Though non-implanted devices, like bracelets or dog tags, could also provide the identifying numbers, chip proponents said that the implanted tags are less likely to be removed or damaged and that scanning for implants will take less time than looking for other means of identification. Earlier this year, four hospitals in Puerto Rico announced plans to implant chips in patients with Alzheimer's Disease and other memory problems. VeriChip has given several New Jersey hospitals—Beth Israel, Clara Maass, Columbus, Hackensack, Kimball, Newark, Ocean and PBI Regional—equipment to read the chips and access the company's database.

Across the country, about 100 hospitals have the appropriate scanning equipment, according to VeriChip. The chip, about the size of a grain of rice, was approved by the FDA as a medical device in 2004. But critics, including the authors of SpyChips, argue against the technology, citing everything from loss of privacy to signs of the apocalypse. Once implanted, people cannot control who reads the identifying number from the chip, and critics worry the chips could be used to track people's movements and behavior.

That ability is limited, however, because the chips can only be read from a distance of a few centimeters. However, VeriChip itself has said that the chips could be used to control access to secure areas. And news reports state that the Department of Homeland Security has considered using the chips to track people. According to the New Jersey study, patients will be able to approve information that is stored in the database that medical workers would access using the chip. Critics also argue against the chips on technical grounds, saying that they could be useless if computers crash, too many radio signals confuse readers, and even that the chips are vulnerable to viruses. However, some health IT advocates have come out strongly in favor of the chips. CIO of Harvard Medical School John Halamka had one implanted last year.

At a morning mass, he rejected the use of God's name to justify hatred and fanaticism. Historically, he said, spreading the faith through violence is something unreasonable and therefore, ungodly.

The pope said violence is incompatible with the nature of God and the nature of the soul. God is not pleased by blood, he added, and not acting reasonably is contrary to God's nature.The pope said reason and faith must come together in a new way in order to achieve that genuine dialogue of cultures and religions that is so urgently needed today. The world's deeply religious cultures, he added, see the exclusion of the divine from the universality of reason as an attack on their most profound convictions. A reason, the pope said, which is deaf to the divine and relegates religion into the realm of subcultures, is incapable of entering into the dialogue of cultures.

Earlier Tuesday, the pope celebrated an outdoor mass outside of Regensburg attended by over 250,000 people. He rejected the use of God's name to justify hatred and fanaticism.Benedict also restated his position that science could not provide an explanation of the origins of the world that would exclude God's role. He dismissed the notion that man and reason could be nothing more than a chance result of evolution.

Speaking of the relationship between science and religion, the pope said that since the enlightenment in the 18th century, some sectors of the scientific world had tried to seek an explanation of the world in which God would be unnecessary.But he said, When God is subtracted, something does not add up for man, the world, the whole vast universe.

U.S. seeks Iran sanctions now, EU stress talks first

VIENNA (Reuters) - The United States said on Wednesday Iran was aggressively pursuing atom bombs and should face sanctions now, but EU allies stressed it was not too late for talks on a negotiated solution to its disputed nuclear work. The Western partners in a big power group of six dealing with Iran appeared to differ over the urgency for sanctions in statements to the U.N. nuclear watchdog's board of governors on the eve of crunch talks between Iran and the European Union.

European Union foreign policy chief Javier Solana was likely to try to pin down Iranian negotiator Ali Larijani on what EU diplomats said was a tentative offer from him to consider temporarily halting enrichment of uranium for nuclear fuel and a British minister suggested sanctions would not work.

The United States, Iran's arch-adversary and spearheading efforts to draw up punitive U.N. sanctions against Tehran over suspicions it is secretly trying to build atom bombs, has said it has no knowledge of any such offer. Solana's spokeswoman, Cristina Gallach, said the meeting would be held on Thursday and was intended to prepare the conditions in order if possible to start negotiations.
An EU diplomat said the talks would be in Paris. The last round of talks was in Vienna on Saturday and Sunday. Western leaders condemned Iran's disregard of an Aug. 31 U.N. Security Council deadline to suspend its uranium enrichment programme, which Iran insists is meant only to make electricity. The Islamic Republic, while indicating openness to negotiate on a timing and duration of suspension, refuses to take that step before negotiations on a big power offer of trade incentives not to develop nuclear fuel.

Washington made clear to the IAEA board that Iran's defiance should trigger steps to sanctions but EU3 allies Britain, France and Germany omitted mention of punitive action and championed last-ditch talks despite the violated deadline. Given Iran's history of deception, lack of transparency, provocative behaviour and disregard for its international obligations, we must take further steps to persuade Iran to abandon its nuclear weapons ambitions,U.S. envoy Gregory Schulte told the 35-nation board in Vienna.

U.S. SAYS SANCTIONS NOT BAR TO DIPLOMACY

We are convinced that Iran is aggressively pursuing the technology, material and know-how to build nuclear weapons. The time has come for the (U.N.) Security Council to back international diplomacy with international sanctions,he said. Sanctions will not signal an end to diplomacy aimed at getting Iran to stop enriching uranium in exchange for trade incentives meant to further persuade Iran not to pursue a nuclear fuel programme, he said. (But) Iran's leaders must understand that their choices have consequences..., Schulte added. But Washington's fellow veto-holders on the Council, China and Russia, as well as Germany and France and other EU nations are wary of cornering the world's No. 4 oil exporter and, to varying degrees, want more time to find a diplomatic compromise. A foreign office minister from Washington's staunchest ally Britain said Tehran probably had the resources to endure United Nations sanctions.

I can't see a military way through this and I'm not sure that even there's an easy way for the U.N. to impose sanctions,Kim Howells told his parliament's Foreign Affairs Committee. The EU3 statement said that although Iran had not suspended enrichment activity by the deadline, it is still not too late to do so. We continue to extend an open hand to Iran. It said the EU3 welcomed the recent Larijani-Solana meetings that helped clarify misunderstandings impeding negotiations and looked forward to the next one, expected to be held in Paris.

The U.S., British, French, German, Russian and Chinese foreign ministers will meet on the fringes of the U.N. General Assembly in New York next week to discuss proceeding to sanctions if there has been no diplomatic breakthrough by then.

We want to hear one very clear message coming back through the line of communications, and that is that Iran is suspending... If we don't hear that, we are moving forward with the sanctions resolution,Schulte told Reuters earlier. Big power divisions over how to handle Iran has spurred its plans to expand the pilot enrichment operation and has hindered IAEA probes into the programme.

Diplomats said the six major powers could not agree on a joint statement to the board, pointing to continued divergences between Washington's sanctions push and those keen on dialogue. Prodi proposes to chop down EU constitution

Italy's prime minister Romano Prodi has called for a slimmed-down version of the EU constitution, echoing proposals for a mini treaty made by French presidential hopeful Nicolas Sarkozy.

In an interview with French daily Le Monde on Wednesday (13 September), Mr Prodi said the lengthy text of the EU constitution which was rejected by French and Dutch voters last year should be trimmed down in order for it to have a second chance. In my opinion it is possible to restart the constitutional project, but in a greatly simplified form, the Italian leader stated. The third chapter cannot be approved in its current state,he said, referring to Part III of the document which is a detailed description of EU policies and decision-making methods.

The third part of the EU constitution is seen by experts as a major reason why the French referendum on the charter failed, with the no campaign arguing the Part III provisions cemented a free market economic course for the union. One of France's top presidential candidates, interior minister Nicolas Sarkozy, last week also proposed to ditch the whole third part of the constitution, pleading for a mini treaty instead. Mr Sarkozy's mini treaty would include key provisions of Part I of the constitution such as member states' voting weights provisions and plans to create an EU foreign minister, on which there is a large consensus.But simply skipping Part III of the constitution is seen by experts as problematic, as this chapter also includes a list of policies where the constitution proposes to improve decision-making in the EU by lifting the national veto.

We have to take another look at operational aspects too, said Mr Prodi. In a Europe of 25, and then 27, unanimity means a complete blockade.

Debate re-opened

On top of this, not all member states are likely to be happy with a simple sizing-down of the current text to parts I and II, defining the EU's institutions and values. Polish prime minister Jaroslaw Kaczynski suggested in August that Warsaw will re-open the debate on Poland's voting weights in Part I. Warsaw plans to present detailed proposals for a new charter to the upcoming German EU presidency early next year, Mr Kaczynski explained, predicting that the federalist-sounding text will probably need to change its name.Mr Prodi said that the political debate especially with basic proposals - could be relaunched on the occasion of the 50th
anniversary of the Treaty of Rome on 25 March 2007. But he added that nothing can happen until the French elections in May 2007.

Three earthquakes hit Russia's Far East

PETROPAVLOVSK-KAMCHATSKY, September 13 (RIA Novosti) - Three powerful earthquakes have been registered off Russia's Pacific coast, local officials said Wednesday. Two quakes measuring 4.7 and 4.8 on the Richter scale were registered at 6:54 p.m.

local time Tuesday (5:35 a.m. GMT) and 11:59 p.m. (10:59 GMT), respectively, 220 kilometers (140 miles) to the east of the Kamchatka Peninsula at a depth of 33km (21 miles), seismologists said.

Another quake, with a magnitude of 4.6 was registered at 1:39 p.m. local time (2:39 a.m. GMT) in the Sea of Japan 125km (78 miles) to the northeast of the city of Nakhodka in the Primorye Territory, a spokesman for local emergency services said. A 4.6-magnitude earthquake occurred at a depth of the 450km (280 miles), he said.No tremors were felt in the territory's coastal regions. No casualties, destruction or threat of tsunamis have been reported. Powerful quakes have hit Russia's Pacific for years.

Over 2,000 people were killed when a devastating earthquake destroyed the town of Neftegorsk on the island of Sakhalin on May 28, 1995. This year more than 1,200 people, including 542 children, were evacuated from the north of the Kamchatka peninsula after a series of major earthquakes. The first 7.8-magnitude quake, the strongest in the Koryak Autonomous Area since 1900, injured 31 people on April 21 and had an epicenter about 30 kilometers (18 miles) from the town of Khailino. It also damaged about 380 houses and 25 administrative facilities in four other towns.

MANILA, Philippines - A strong undersea earthquake shook the southern Philippines Tuesday, close to an area struck by a stronger tremor last week, the government's earthquake monitoring agency said. No damage or injuries were reported. The magnitude 5.3 quake occurred at 11:56 p.m. Tuesday and was centered about 36 miles under the sea, according to he Philippine Institute of Volcanology and Seismology.The tremor, which struck about 65 miles east of the town of Prosperidad, was felt in Bislig and Butuan in the east of the main southern island of Mindanao, the institute said.

Seismologist Romy Tabanlar said the earthquake was caused by the movement of the Philippine Trench, a major fault line that runs along the east of the country.A week ago Tuesday, a magnitude 5.4 earthquake struck about 120 miles south of Tuesday's tremor without causing any damage or injuries.The Philippines is part of the Pacific Ring of Fire,where volcanic activities and earthquakes are common.

ST. JOHN'S, N.L. (CP) - Tropical storm Florence walloped southeastern Newfoundland on Wednesday, lashing the south and east coasts with sheets of heavy rain, high tides and hurricane-strength winds. Early in the day, the storm was blamed for causing power outages in the west end of St. John's and the Burin Peninsula along the province's south coast, affecting 1,600 customers. By noon local time, the sprawling storm was about 172 kilometres southwest of Cape Race, which is near the southern tip of eastern Newfoundland's Avalon Peninsula - the most populated part of the province. Satellite imagery indicated the storm centre would come very close to the peninsula, bringing more heavy weather.

In the waters off southern Newfoundland, two weather buoys recorded peak gusts at 122 kilometres per hour amid 10-metre waves. In Fortune Bay, on the west side of the Burin Peninsula, the wind hit 133 kilometres per hour on Sagona Island. The storm, downgraded from hurricane status, was blamed for forcing David Wilkins, the U.S. ambassador to Canada, to cancel a trip to Gander, N.L., where he was expected to take part in an ecumenical service commemorating the 9-11 terrorist attacks. Meanwhile, tropical storm warnings were issued for the island's south coast and along its east coast from Cape Race to Bonavista. Those areas were warned to expect sustained gale-force winds at 65 kilometres per hour. This will be quite a significant storm for southeastern Newfoundland,said Chris Fogarty, a meteorologist at the Canadian Hurricane Centre in Dartmouth, N.S.The heavy sea and surf and swell ahead of the storm could cause havoc for some southern communities People should be prepared for very high, dangerous

Rainstorms claim second victim in Spain

Madrid/Rainstorms claimed a second life in Spain on Wednesday when a homeless man was swept away by a current near Barcelona, news reports said.

The previous day, a 83-year-old woman was killed on the Balearic Island of Majorca when a rainstorm caused a wall of her home to collapse. Heavy rains hit especially the northeastern region of Catalonia, where a whirling storm knocked parked cars over, uprooted trees and tore roofs off houses. No injuries were reported. Local and long-distance train services suffered interruptions or delays, and roads were under water in several places. Some Barcelona underground stations were inundated, and power cuts extinguished traffic lights in parts of the city. Storms piling up in Atlantic

As Florence becomes extratropical and the National Weather Service reports it will give no more updates on the storm, one other has become a 90-mph hurricane and a depression behind it is churning its way westward. Florence is expected to bring rain to eastern Canada as it moves northeast at about 20 mph. Maximum winds are about 75 mph and little change is expected over the next day as it becomes an extratropical cyclone. Winds extend about 105 miles from the storm’s center. Gordon, located about 600 miles southeast of Bermuda at 11 a.m., is moving about 9 mph with sustained winds of 90 mph, making it a Category 1 hurricane.

The National Weather Serivce predicts there will be some strengthening, possibly making it a Category storm later today or tonight.

That is a storm with 105 mph sustained winds.

Hurricane force winds come out about 25 miles from the center and tropical storm forc winds extend 90 miles from the center. The next forecast on this storm is expected at abut 5 p.m. from the National Weather Service. The third active Atantic storm Tropical Storm 8 -does not have a name as it moves with 35 mph sustained winds behind Gordon. At 11 a.m. the NWS was predicting some slow strengthening and expects it to become a tropical storm in the next 24 hours. That happens when sustained wins reach 39 mph. It is still far from the east side of the ocean, about 335 miles southwest of the southernmost Cape Verde Islands.The NWS expects to give its next update on that storm at 5 p.m.

700 leave homes as Ontario forest fires burn

Hundreds of people have left their homes in bone-dry northwestern Ontario, where fire crews are struggling to control more than 300 fires burning in the region.

Ontario Thunder Bay Deer Lake Sandy Lake Lightning strikes have caused most of the fires burning in the area northwest of Thunder Bay, including the 60 new fires that started on Tuesday, said Debbie MacLean, with the Ontario Ministry
of Natural Resources.

Currently, there are about 300 fires burning,she said of the region north of Lake Superior, stretching from Thunder Bay to Rainy River.About 700 people have left their homes in the northern communities of Deer Lake, Sandy Lake and Keewaywin because of heavy smoke from the fires.

The evacuees, who include children, seniors and people with respiratory problems, are being housed in various communities in the municipality of Greenstone, said its mayor, Michael Power.It's a terrible thing to say but we're old hands at this,said Power.For many years the community of Geraldton in Greenstone has been doing this, acting as a host to people who flee their homes from fires.Power said nurses from the various communities travelled to Greenstone with the evacuees to look after their daily needs.

The influx is a challenge for Greenstone's resources and public employees, he said, but it's something they feel they have to do.You can't stand by and see your fellow human being in a time of need not being welcomed and not do everything you possibly can to ease the stress they face when they flee their home and they don’t know what they're going back to,said Power.

Power said the municipality is expecting additional evacuees as emergencies are called in other communities.MacLean said fire crews are working long hours to battle the dozens of small blazes popping up daily. Europe seen easing, not ending Palestinian embargo

JERUSALEM, Sept 13 (Reuters)European states are willing to begin loosening an embargo of the Hamas led Palestinian government if a new unity administration takes steps toward meeting international demands, diplomats said on Wednesday.

But the new government would need to be far more explicit in renouncing violence, recognising Israel and abiding by interim peace deals if it hoped to restore full diplomatic and economic ties with Europe, they said.Resuming some diplomatic contacts would be the first step toward easing an embargo now that Hamas and moderate President Mahmoud Abbas have agreed to set up the unity government.

But the diplomats cast doubt on prospects for a quick resumption in direct aid to the Palestinian Authority that might ease the crippling economic damage the embargo has brought.

They said EU states would first need to assess the new cabinet and its policies, a process that could be delayed by objections by the United States and Israel as well as the time it takes the Palestinians to put together a government.We can't go all the way, but we can go part of the way,said one senior European diplomat based in the region.Little immediate change is expected in the economic situation, but one interim measure could be to channel increased funds from European and Arab donors through Abbas's office or a European aid mechanism set up to bypass Hamas.

European willingness to loosen the embargo reflects public sentiment at home and fears the embargo, spearheaded by Washington, has pushed the Palestinian Authority near collapse blocking salary payments to 165,000 government workers.

A World Bank report said on Wednesday that the crisis risked reversing all the economic gains since Palestinians gained a measure of self-rule 13 years ago.Diplomats said European policymakers intend to draw a distinction between the new government and Hamas, giving the Islamic militant group room to deny changing its policies.

COMPLICATIONS

But this could create political complications over diplomatic contacts with Hamas ministers if their group has not renounced violence. Hamas advocates destroying Israel.

Nils Eliasson, Sweden's consul-general in Jerusalem, said renewed diplomatic
contacts were the most likely starting point for a change in policy, but it was still early to say exactly what would happen.

It depends on the composition of the government and the programme of the government,he said, adding that it would also take time for any countries to resume direct budgetary support for the Palestinians.Such support from European and Arab donors was vital for the Palestinian Authority before Hamas took office in March.Although the United States would rather that Abbas had sacked the Hamas government than joined with it, diplomats said it was unlikely the Bush administration would try to force the Europeans to maintain the embargo as-is.

Abbas wants to revive road map peace talks at UN

Palestinian Authority Chairman Mahmoud Abbas said Wednesday that he planned to send a Palestinian delegation to the United Nations General Assembly session next week to revive the long-stalled road map peace plan.

The internationally backed road map, a staged plan that calls for the creation of a Palestinian state alongside Israel, was launched by US President George W. Bush with great fanfare at a summit in Aqaba, Jordan, in June 2003. We want to revive the road map at the United Nations,Abbas said during a televised news conference with Polish President Lech Kaczynski in the West Bank city of Ramallah.

We're all for the restarting of the road map,Israeli government spokeswoman Miri Eisin said, adding that Prime Minister Ehud Olmert spoke about revitalizing the peace plan over the weekend with visiting British Prime Minister Tony Blair.

German cabinet backs historic Mideast force

Berlin - The German government approved plans on Wednesday to send up to 2 400 naval and air force troops to Lebanon, underscoring Germany's increasingly prominent role in foreign peace-keeping missions.The German contingent will help enforce a truce between Israel and Hezbollah after a month-long war that killed nearly 1 200 people in Lebanon, mostly civilians, and 157 Israelis, mainly soldiers.The question of dispatching German troops to the Middle East nearly 60 years after the Nazis wiped out six million Jews has divided a country which only recently shed its post-war reluctance to participate in foreign combat missions.

The mission must now be approved by the Bundestag

I am always careful about using grand words, but I think we can say that this mission is not like any other,Merkel told a news conference. Sending troops to the Middle East is for us a historic decision.Partly out of concern that German soldiers might be drawn into battle with Israeli forces, the government refused to send ground troops. Instead, the Germans will focus on patrolling the Lebanese coast to prevent arms from reaching Hezbollah.The German contribution is the second largest for the so-called UNIFIL II force after Italy, which is sending 3 000.The mission must now be approved by the Bundestag lower house of parliament in a vote which is likely to take place at the end of next week.The governing coalition of conservatives and Social Democrats (SPD) enjoys an overwhelming majority in the Bundestag and approval is not in doubt.

But the debate on the mission is likely to be fierce with the liberal Free Democrats (FDP) and Left Party opposing it. If a large number of governing party MPs defect and vote against the deployment, it would reflect badly on Merkel's government, which is already suffering from declining popularity.Ahead of the vote, Foreign Minister Frank-Walter Steinmeier warned against misusing Germany's historic responsibility towards Israel to justify opposition to the mission.The conflict in the Middle East is not a distant one. It lies on our doorstep, in our neighbourhood,he said.

Germany currently has about 7 700 soldiers in global hotspots, most of them concentrated in Afghanistan and Kosovo. Just seven years ago Germany engaged in its first combat operations since World War 2, taking part in Nato air strikes in Yugoslavia.The cabinet decision was delayed while German and Lebanese officials haggled over the details of the naval mission.

The German government has called repeatedly for a robust mandate that would allow its troops to effectively monitor the coast and engage opposing forces if attacked. Berlin successfully resisted a Lebanese proposal for it to keep its frigates six miles from the coast at all times.Israel invaded south Lebanon after Hezbollah fighters captured two Israeli soldiers in a cross border raid on July 12. A UN-brokered truce halted the war on August 14.Separately on Wednesday, the government agreed to extend its 2 900-strong mission in northern Afghanistan by another year. The extension must also be voted on by the Bundestag next week.

Pakistani President seeks closer economic ties with EU


Pakistani President Pervez Musharraf on Tuesday called on the European Union (EU) to allow more market access for Pakistani goods and invest more in his country, saying this will help Pakistan better fight terrorism. More investment and trade with Pakistan would help eradicate poverty and create new jobs, which will eventually contribute to the battle against terrorism, Musharraf told reporters after meeting European Commission President Jose Manuel Barroso in Brussels. With trade our industry expands and creates jobs and when it creates jobs it strikes at the root of poverty and also strikes at the root of extremism and terrorism,said the president, who is on his first visit to the EU headquarters.

Barroso said the EU greatly appreciates Pakistan's role in acting against terrorist networks,such as Pakistan's role in helping foil the British airline bomb plot in August. He said the two sides had agreed to step up ties and the EU's executive arm pledged a substantial increase in development funds for Pakistan's education and rural development from next year. On Tuesday, Musharraf also spoke to EU parliamentarians about the fight against terrorism in his country. He said Pakistan had not created any terrorist group but that terrorism had been imported to our country" by regional conflicts in the last 26 years. He described Taliban as a
threat more dangerous than Al-Qaeda as the former has regrouped in the south of Afghanistan and gained strength.

Al-Qaeda is not rooted in the masses but some Afghan people are sympathetic with Taliban, he said. Musharraf said Al-Qaeda leader Osama Bin Laden could be hiding in either Pakistan or Afghanistan. We will continue our search for Mr. Bin Laden, he said.

A spokesman for the Hamas-led Palestinian government said on Tuesday that the European Union (EU) and Arab nations had promised to support the new national unity government when it is formed.

Calling the news as good and assuring,government spokesman Ghazi Hamad said that it would be the beginning of breaking the siege on the Palestinian people. He disclosed that the new coalition government would be announced in a short period. Although it has not been confirmed whether all Palestinian factions would join the new government, the talks between Palestinian President Mahmoud Abbas and the factions indicate seriousness, Hamad told local radio Voice of Palestine. On Monday, Abbas and Hamas agreed on a new moderate political program, which called for forming a new national unity coalition government to replace the incumbent Hamas-led government.

As for the formation of new coalition government, the spokesman said that the ministers would come from Hamas, Fatah and Palestinian private sectors. However, he dismissed the reports saying that the names and portfolios of the new government has
been decided.

So far only incumbent Prime Minister Ismail Haneya had been nominated as the prime minister of the coming government, said Hamad. Mustafa Barghouti, a well-known lawmaker representing the National Initiative party, welcomed the agreement on the coalition government in an interview with Voice of Palestine,saying that the new government could establish a united Palestinian leadership for the first time in years.

Barghouti voiced hope that the new government would be able to break the siege imposed on the Palestinians by accepting the Arab peace initiative and formulating it as a Palestinian political model. Earlier, Abbas called on the international community to lift the siege on the Palestinian people. We call on the entire world to lift the blockade, so our people would find their daily food,said Abbas after meeting with Haneya and leaders of Palestinian factions.

Abbas termed the siege as oppressive and unjustifiable, saying that the Palestinian people have suffered a lot. Ivory Coast poisoning cases rocket to 16 000

Abidjan - The number of people in Ivory Coast seeking treatment for toxic waste poisoning has risen from 10 000 to nearly 16 000, with six fatalities, a health ministry spokesperson said on Wednesday.There were a total of 15 749 consultations by yesterday (Tuesday) evening,spokesperson Simeon N'Da told AFP.Of these, 23 have been hospitalised and six have died.On Tuesday the authorities said 10 000 people had gone to doctors fearing health problems, nearly one month after a Panamanian-registered ship dumped hundreds of tonnes of toxic sludge on open-air sites in the economic capital Abidjan.Ten people had been taken to hospital by Tuesday.The Ivory Coast government - already struggling to revive a moribund peace process and meet a United Nations deadline for nationwide elections - resigned en masse on September 6 over the pollution scandal. - Sapa-AFP

Over 47 pct of Cambodian hookers suffer from sexual diseases


Some 47.1 percent of Cambodia's prostitutes were contaminated with sexual diseases mainly because they only asked 80 percent of their clients to wear condoms while rarely adopting any protective measures when they had sex with lovers or husbands, a local media reported here on Wednesday. Around 90 percent of the hookers with STD (sexually transmitted diseases) had been hospitalized and 47 percent of them still provided service to hustlers after they had STD, the Huanshang Dailu quoted a census as saying. Prostitutes from 20 to 24 years old were the most vulnerable ones to STD, as they had much more active sexual lives than other age groups, said the census conducted by the Cambodian government.

The ratio of STD spread among this specific group of women was almost the same as that of 2000, said the census, for which 1081 hookers, 623 policemen and 547 gays were interviewed. Meanwhile, 25 percent of the policemen had the experience of visiting prostitutes and only 49 percent of those contaminated with STD dared to go to hospital, said the census conducted in eight provinces.In addition, around 50 percent of the gay people had more than one sexual partners and 63 percent of them were in the business of selling their bodies, it said.
