ceasefire, with some of its declared goals unmet. But one thing is
becoming clear: Israel’s friends in the US are disappearing fast.One
year ago, Israel’s poll numbers in the US looked pretty bad, with a
solid majority of American Democrats, and half of Republicans under 50,
expressing unfavorable views of the country, according to a Pew
survey.Since then, a few developments could have indicated sunnier days
ahead for Israel’s popularity among the citizens of its closest ally: A
US-brokered ceasefire has been in effect in Gaza for more than six
months; countries in the Middle East — from the Gulf to Lebanon — appear

Washington have jointly embarked on not one but two military operations

morning in one of several Hezbollah rocket barrages on northern Israel,
in which the Iran-backed terror group fired over 40 rockets.Magen David
Adom said the 61-year-old was hit by shrapnel near the city of Tamra.The
attacks came a day after Israel and Lebanon held a historic summit in
Washington, DC, with envoys for the two nations meeting with the hopes
of reaching a peace deal that would end decades of conflict.Hezbollah
has expressed fierce opposition to the talks. The Lebanese government
has distanced itself from the terror group and made efforts to disarm
it, though Israel is skeptical of its ability to do so.Hezbollah has
been firing hundreds of rockets per day, according to the Israel Defense
Forces. The vast majority of the daily rocket fire has been directed at
Israeli forces operating in southern Lebanon, with only a few dozen
projectiles crossing the border into Israel.The IDF believes Hezbollah

Thaabet Maslam was attacked by Israeli settlers while outside his home
with three others in the small hamlet of Khirbet al-Marajim, about
halfway between Jerusalem and Nablus.In security camera footage, Maslam
can be seen standing with his phone out, attempting to film three men
who had arrived there, one of whom is armed with a gun. When the armed
settler snatches the phone away, Maslam grabs it back and a minor
scuffle ensues, with both sides swinging sticks at each other for a few
seconds. The man with a gun points it at the Palestinians and then
quickly retreats with his two companions.The IDF responded to the
incident, saying that “a report was received of Israeli civilians who
attacked Palestinians in the area. A local security coordinator –
Ravshatz – who was nearby was dispatched and conducted a search, but
found no evidence.”In terms of settler violence, the incident is
relatively tame, especially as compared to the severe beatings, arson
attacks and deadly shootings carried out by Israelis against
Palestinians in the West Bank, which have grown more numerous and brazen
in recent months.But unlike other violent encounters, the one involving
Maslam took place in an area the Israel Defense Force had declared a
closed military zone, meaning entry is prohibited to anyone other than

60 small herding communities like Khirbet al-Marajim, according to
Israeli NGO B’Tselem.Maslam’s family has lived in Khirbet al-Marajim for
decades. He said that about two months after the October 7, 2023,
massacre, settlers began assaulting the village and neighboring
communities. “They beat us, burned equipment, burned a house, burned a
house with two children — my brother’s children, who survived — burned a
car, stole livestock,” he said.According to residents and activists
with Torat Tzedek, a faith-based Israeli group that seeks to protect
Palestinians from settler violence, the attacks have escalated in recent
months.Yotam, an Israeli activist who requested that his full name not
be published, said that starting in January, settlers from an outpost
established in the area over the summer began attacking area residents
and activists with pepper spray on a near-daily basis. Yael Rozmarin,
another activist, said club-wielding settlers had raided communities on
several occasions, damaging or stealing residents’ property.On March 3,
the IDF imposed a closed military zone order on all the communities
surrounding Duma, following a chaotic confrontation between settlers and

Israeli activist were arrested and then released later that evening

the incident that “troops were dispatched to the area following a report
that Palestinians had thrown stones at Israeli civilians present at the
scene. Upon arrival, the forces acted to disperse both the Israeli
civilians and the Palestinians from the area”.Closed to activists, open
to settlers-Within hours of the order being issued, three families left
the area and moved to Duma, citing the violence and fears that it would
now only intensify with the loss of assistance from friendly
Israelis.The families, consisting of 25 people, had only just arrived
from Ein Rashash, a village to the south that residents fled in late
2023 due to settler attacks.“Without the activists, we wouldn’t have
[lasted] five minutes,” said Raad Zuabra, one of the residents who
moved. “They documented [attacks] and protected us. The activists left,
and then we left.”Despite the closed military order, activists and
locals say settlers have continued to enter the area to carry out
attacks.Residents said that soon after the three families left, settlers
came back and ransacked one of their homes. Footage showed extensive
damage, including smashed solar panels.“The settlers came and destroyed

and conducted searches in the area, but no findings were
identified.Aside from the incident this month, Maslam’s security camera
also captured footage on March 14 of a settler attacking his father near

month, Maslam said he called the Palestinian District Coordination
Office, which is supposed to liaise between Palestinians and Israeli law
enforcement. He also called the police. But nobody showed up, he
said.The alleged double standard keeping activists but not settlers away
under the closed military zone was seemingly documented in another
video, this one recorded by activist Ofek Sivoni as he visited the area
on March 17.In the footage, soldiers are seen telling him to leave the
area due to the order, while in the background, a man identified as a
settler can be seen, prompting Sivoni to question the troops about the
uneven enforcement.“He is allowed to be here, and you are not,” the
soldier is heard telling Sivoni.According to the activist, the soldier
also told him, “That’s how it is, because I decide who stays and who

human error stemming from the soldier’s lack of familiarity with the

activists are no longer blocked from assisting them.Longer orders,
higher fears-The army typically issues closed military zone orders
during times when Palestinians or settlers undertake activities liable
to bring them into increased contact, raising the chances of
friction.Though the army does not publish information about where and
when such orders are issued, they appear to be most common during the
olive harvest season, when Palestinians enter groves that might bring
them closer to settlements or outposts than normal. Such orders rarely
last beyond a few months.Aside from the order affecting the villages
around Duma, the army has only issued year-long closed military orders
zone two other times in recent years, according to experts.In mid-2024,
the army imposed such an order on a small area between the Palestinian
town of Jaba and the settlement of Geva Binyamin, just north of
Jerusalem. And late last year in imposed a year-long order a few
kilometers further north, near the Palestinian town of Mukhmas.In both
cases, the orders came after violence occurred on a scale well beyond
what is happening in Duma, including repeated arson attacks on
Palestinians’ homes.Yotam, who is also active in the Mukhmas area, said
that there, too, he had seen the order only being enforced against
activists, and not against settlers.Attorney Roni Pelli of the left-wing
Yesh Din NGO said she had witnessed the same phenomenon in an
agricultural area around the Palestinian town of al-Mughayyir, where an
order issued during the olive harvest in October is only set to expire
in July.“The one-sided enforcement prevents Palestinians — if they do
not live in the area — and also those assisting them from entering,”
said Pelli, who is seeking a court injunction to lift the order. “But
settlers are not prevented from entering. So in effect, it transfers the
use of the land from the Palestinian owners to settlers.”Rabbi Arik
Ascherman, who heads Torat Tzedek, told The Times of Israel that the
group is not opposed to the military order, as long as it is enforced
against settlers as well.He said Torat Tzedek may petition the High
Court to lift the order near Duma over the lack of enforcement against
settlers entering the area. The decision is dependent on whether the
Civil Administration, the Defense Ministry unit that governs Area C,
agrees to a request filed last week for three activists to be exempted
from the military closure.No response has yet been received.Though the
violence in areas around Duma has not reached the level of other places,
residents and activists who spoke to The Times of Israel worry that the
longer the military order lasts, the more dangerous the situation will
become, with activists unable to act as a check on settler
violence.There is “a great, immense and terrible fear among residents,”
Rozmarin said.“In Khirbet al-Marajim, threats have risen sharply
recently — with pepper spray and clubs. They aren’t used to this,” she
added.To Maslam, the situation underlines the degree to which those in

country’s Supreme Court to take up the case of an Orthodox Jewish man
ordered by officials in University Heights, Ohio, to stop hosting prayer
services in his home without a permit.The amicus brief, which was filed
Friday by the National Jewish Advocacy Center alongside the Orthodox
Union and the National Council of Young Israel, comes years after Daniel
Grand, a resident of the suburb of Cleveland, invited a group of Jewish
men to his home for Shabbat services starting in January 2021.At the
time, University Heights, citing zoning laws, issued a cease-and-desist
order blocking Grand from using his home for prayer.Grand initially
applied for a special use permit to use his home as “a place of
religious assembly” in 2021, but later withdrew the application, saying
he did not “wish to operate a house of worship as is defined under the
zoning ordinance.”According to the NJAC, the former mayor of University
Heights, Michael Dylan Brennan, then encouraged Grand’s “neighbors to
watch his home and report any sign of Jewish worship to the
authorities.”“What happened to Daniel Grand is not an isolated
incident,” Rabbi Mark Goldfeder, the CEO of NJAC, said in a statement.
“It is the latest chapter in a long and documented history of
municipalities using zoning laws to suppress Orthodox Jewish religious
practice.”The city’s current mayor, Michele Weiss, who was elected last
fall, told JTA that there was currently one residence in the city that
had obtained a special permit to host worship gatherings and that
another was currently in the middle of applying for one.“My perspective
is that everyone has a right to worship in their home with a small group
of people (a minyan) without city involvement, just like a book club
might do,” Weiss, who is the first female Orthodox Jewish mayor in the
United States, wrote in an email to JTA. “If a congregation wants to
worship in a residence with a proper congregation then each city should

city and Brennan, alleging that the former mayor was motivated by
“animus against Orthodox Jews.” He maintained that the actions blocking
him from conducting services in his home were part of a “systematic
campaign” to prevent the Orthodox community from growing in University
Heights, according to the Cleveland Jewish News.In January, Weiss told
JTA that University Heights’ Jewish community had grown a “tremendous
amount” in recent years, and was the “largest Orthodox contingency of
residents in the state of Ohio.”Brennan, who was twice censured by the
city council for “inappropriate language,” had previously faced
criticism from the city’s Jewish community during his tenure. In
November 2024, he drew backlash for criticizing voters in a heavily
Jewish neighborhood who supported Donald Trump, and in April 2025, he
accused the volunteer-run Jewish ambulance service Hatzalah of
“jeopardizing public safety.”In October 2024, the US District Court of
Northern Ohio ruled in favor of University Heights, and the Ohio 6th
District Court of Appeals later upheld the ruling in November 2025.A

US Senate voted down a pair of resolutions to prevent sales of weapons
and bulldozer to Israel on Wednesday, but the vast majority of Democrats
joined the minority, demonstrating a substantive shift in the party’s
approach toward Israel.Forty out of 47 Senate Democrats voted in favor
of one of the resolutions to block a $295 million sale of bulldozers,
which the initiative’s author, Senator Bernie Sanders, claimed would be
used to demolish homes in the West Bank, Gaza and Lebanon. Fifty-nine
senators — mostly Republicans — voted against blocking the
sale.Thirty-six Democrats backed another resolution aimed at blocking a
$152 million sale of 1,000-pound bombs to the IDF, which Sanders argued
would be used in Gaza and Lebanon. Sixty-three senators voted against
blocking the sale.“The United States must use the leverage we have —
tens of billions in arms and military aid — to demand that Israel ends
these atrocities,” Sanders said, urging support for the
resolutions.Israel says it does not intentionally target civilians, and

Some
2,900 years ago, the Upper Galilee region in modern-day northern Israel
was in upheaval, caught between the warring kingdoms of Israel and
Aram.Yet, the shepherds of Tel Hazor continued to herd their sheep and
goats on rolling hills and green pastures as distant as the Golan
Heights, apparently undisturbed by the conflict, a new study published
in the prestigious journal PLOS ONE last week has suggested.The authors,
most of whom are affiliated with the University of Haifa, performed
isotope analysis on sheep and goat teeth dating to the eighth to 10th
centuries BCE found at the site during decades of excavations by the
Hebrew University. They found no change in the areas where the animals
grazed, despite evolving geopolitical scenarios.According to the study,
this suggests that the line between Israel and Aram never turned into a
hard, impenetrable border and did not affect the simple people and
communities living in the area.“Studies on the Iron Age [1200-586 BCE]
usually ask the questions about the top of society, the leaders, the
army, the kingdoms; [researchers] don’t usually look at the common
people,” said senior lecturer Shlomit Bechar of the University of Haifa,
one of the authors of the PLOS ONE paper. “We wanted to see how the
wars between Israel and Aram affected common people, and we thought we
could do so by examining their sheep and goats.”Hazor has been excavated
since the 1950s, when the first expedition was led by legendary Israeli
archaeologist Yigael Yadin. Since the end of the 1990s, archaeologists
have been returning to the site to continue exploring it almost every
year. Bechar has been excavating there since 2007.A prominent biblical
site-Hazor features prominently in the Hebrew Bible.“Joshua then turned
back and captured Hazor and put its king to the sword —Hazor was
formerly the head of all those kingdoms,” reads the book of Joshua
(11:10; translation JPS).The site was a prominent Canaanite city in the
second millennium BCE until it was completely destroyed around 1250
BCE.“We know when and how, but we do not know by whom or why,” Bechar
noted, saying that most scholars do not believe the documented
archaeological destruction was connected to the biblical narrative of
Joshua’s conquest of the land, as the chronology does not match.A small
settlement was rebuilt in Hazor around 1100 BCE.In the 10th century,
Hazor expanded again, with new fortifications built and houses probably
associated with the elites. The remains also show that, at that point,
the settlement was Israelite.“The material culture becomes very much
like what you find in the rest of the country,” Bechar said.In the ninth
century, the city doubled its size, according to the archaeologist,
featuring public buildings, storage houses, a citadel, and a very
impressive fortification system. The same period witnessed the wars
between Israel and Aram.The conflict is mentioned in both the Bible and
the Tel Dan Stele, a ninth-century BCE stone fragment that features the
earliest archaeological mention of the House of David, in the context of
celebrating the victories of Aramean King Hazael.The first book of
Kings describes a war between the kingdoms of Judah and Israel, where
King Asa of Judah asked Aramean King Ben-Hadad for help against King
Baasha of Israel.“Ben-Hadad responded to King Asa’s request; he sent his
army officers against the towns of Israel and captured Ijon, Dan,
Abel-beth-maacah and all Chinneroth, as well as all the land of
Naphtali,” reads I Kings 15:20 (translation JPS), referring to the
portion of the land Israel assigned to the Israelite tribe of Naphtali,
where Hazor stood.The stele speaks about Aramean king Hazael conquering
the area.In the eighth century BCE, the conflict between Aram and Israel
subsided.Following the isotopes’ trail-The authors hypothesized that if
the wars had affected the daily lives of the shepherds of Hazor, it
would have changed the grazing patterns of their herds, as it would be
difficult for them to reach the same areas whose control was shifting
between Israel and Aram.On the contrary, consistent grazing patterns
across the centuries would likely mean that simple people continued to
have access to the same pastures, regardless of shifts in political or
military control over them.Grazing patterns were assessed through
isotopic analysis, which is conducted on teeth (or bones) to investigate
strontium, carbon, and oxygen isotopes. The three types of isotopes are
found in soil, vegetation, and water. Animals and humans absorb these
elements through their diet, and they are encapsulated in their teeth or
bones, providing scientists with a “fingerprint” of the locations where
they lived.The authors of the study examined how the isotopes reflected
the different environments in the Hula Valley, where Hazor stands, and
found no significant changes over the centuries. Herds continued to
graze around the settlement and in more distant areas, such as the Golan
Heights, even during times of conflict, suggesting the absence of a
hard border between the rival polities.“The common people, these
herders, were able to go around contested areas between Israel and Aram
without any problem,” Bechar said.The archaeologist explained that the
animals’ teeth were dated based on the archaeological context in which
they were found.“To this date, there is no radiocarbon dating from Hazor
in the Iron Age,” she said.Asked whether archaeological evidence also
provides insights into how the conflict between Israel and Aram, as
described in written sources, affected the elites of Hazor, Bechar said
that “I don’t know of anything that shows that their lives changed, but
as we say that a picture is worth 1,000 words, a written source is worth
1,000 sherds.”“When you have the actual words of people who lived
during this time, you don’t need to imagine what was going on,” she
added, referring to the Tel Dan Stele. “The text is the strongest
evidence.”While this specific study is concluded, Bechar said that there
are several ongoing research projects focusing on findings from
Hazor.The archaeologist plans to return to the site to dig in the summer
to excavate.“We have not been able to do so since the summer of 2023
because of the war,” she said, referring to the conflict sparked by the
bloody Hamas onslaught against Israel in October 2023. “We will see if
this year the situation will allow us to go back.”

The shekel on
Wednesday crossed below the threshold of NIS 3 per dollar, its strongest
level in more than 30 years, fueled by growing optimism over an end to
the war with Iran and a ceasefire in Lebanon. But manufacturers and
exporters warned that the strength of the currency presented a risk to
the economy.The shekel was trading at 2.993 to the dollar at one point
on Wednesday, its strongest showing since October 1995. The local
currency has appreciated more than 5 percent against the dollar so far
in 2026, and more than 20% over the past year, despite an economy
strained by military campaigns with Iran and ballooning war costs.“A
dollar exchange rate below NIS 3 is a death blow to export
profitability,” warned Israel Manufacturers’ Association President
Avraham Novogrocki. “A cumulative change of about 20% in the exchange
rate completely erases profit margins and pushes factories to the brink
of closure.”The overly strong shekel has a deflationary force as it
makes imports cheaper, restrains price rises and credit costs for
consumers, and enables the Bank of Israel to lower interest rates.
However, it also erodes the competitiveness of Israeli manufacturers,
especially businesses reliant on exports and earning in dollars, while
paying expenses including salaries in shekels.Novogrocki cautioned that
the industry is grappling with “collapsing dollar revenues and rising
shekel expenses,” which will have broader consequences, including
reduced activity and investments, and layoffs.“High-tech and
multinational companies are also already considering relocation to shift
operations from Israel,” said Novogrocki. “This will dramatically harm
state revenues, and raises real concerns about tax revenues.”“Without
immediate action, the entire economy will pay the price,” he
said.Exports make up as much as 40% of Israeli economic activity.
Exports of goods were down 7.4% in 2025 in shekel terms, according to
Central Bureau of Statistics data.So far, the Bank of Israel has not
rushed to intervene in the market by buying tens of billions of dollars
to moderate the shekel’s gains, as it has done in the past, or by
cutting interest rates.“When the shekel strengthens, the consumer is
able to import and travel abroad cheaply, but exporters face the brunt,”
said Leader Capital Markets chief economist Jonathan Katz. “It’s an
erosion of their competitiveness, which at some point impacts our export
performance.”“However, the Bank of Israel is not likely to intervene as
this is not a bubble, the economy has been resilient, and there is no
threat to inflation,” said Katz.The Bank of Israel has previously
indicated that it will act in the foreign exchange market in the event
of unusual movements in the exchange rate that are inconsistent with
underlying economic conditions, or when there is a market failure.“The
Bank of Israel will consider intervening in the foreign exchange market
if there are sharp shekel fluctuations during a short period of time
that are not reflective of the economic and geopolitical reality,” said

that mainly local market forces and economic fundamentals are continuing
to drive strong demand for the shekel.“The market anticipates a
reduction in geopolitical risk amid optimism for an end of war in the

including Saudi Arabia, which will further boost the growth potential of
the Israeli economy,” said Menahem.“The optimistic scenario is
attracting foreign investors to the local stock market and direct
investments from abroad into the high-tech sector, alongside increased
defense export sales, which are all factors driving demand for the

European Commission’s white label age verification app is technically
ready – but what does it do? Day two of the 2026 Global Age Assurance
Standards Summit sees representatives from Scytáles and T-Systems, which
together won the contract to develop the app, try and answer the
question in a deep dive presentation.Just hours after European
Commission President Ursula von der Leyden announced the white label AV
app’s public debut, representatives from the two companies explained
that the project is intended to provide a flexible privacy-preserving
age verification option for nations, operating within a harmonized EU
framework. “A uniform AV solution ensures that age proofs are issued,
verified and used consistently across Europe while still allowing member
states to adapt the implementation to their national needs.”Four key
principles underlie the age verification app. The need for strong user
identification at issuance disqualifies age estimation; this is a true
age verification tool. The app is meant to provide a single integration
for online services, and is privacy preserving by design. And it exists
within that single, shared EU trust framework.Per Riitta Partala, senior
project manager for Scytáles, the vision is “one integration for online
services, where there is only one implementation needed by sharing the
same specifications, sharing the same standards and not making it
necessary to really implement a different solution for each member
state.”For deployment, nations can choose which age thresholds are
supported, out of a selection of 15 and over, 16 and over or 18 and
over. It can be delivered as a standalone app or integrated into an
existing national app or wallet – meaning it will be compatible with the
European Digital Identity (EUDI) wallet each EU member state is
mandated to offer their citizens by the end of 2026 under the eIDAS 2.0
regulation.A demo showcases how the app creates an age proof from a
passport scan combined with biometric identity verification via a video
selfie. The app completes matching on-device, and no data is sent to an
external server. In addition to passports, age credentials can be
derived from EU ID cards, a third-party application such as a banking
app that has access to a date of birth, or created over the counter at a
service point.The app uses the W3C Digital Credentials API, which it
selected for security and user experience, and has OID4VP as a
fallback.ZKPs for iOS still pending-While EC has deemed the app ready
for prime time, it is still working toward implementing Zero Knowledge
Proofs on the iOS version. ZKPs are ready to activate in Android, but
for now, Apple users will be issued a batch of single-use age tokens – a
measure intended to eliminate the possibility of tracking where a
credential is used over time. Once the tokens are spent, users will have
to re-verify. However, ZKPs allow the app to generate a single proof
per instance, so once that’s implemented in iOS, the batch token option
will likely be less attractive.Because age credentials do not grow or
change with an individual, users will need to verify at ages 15, 16 and

indicate that the largest online pornography platforms and Snapchat are
not compliant with the Digital Services Act.The statement begins with an
acknowledgement of the “incredible opportunities” the online world can
hold for children. It moves quickly on to the familiar litany of harms –
bullying, addiction, reduced time spent outside, and exposure to
predators.A special panel on children’s safety online was formed by the
EC in March to consider the challenge, and will hold its second meeting
on Wednesday, and plans to deliver recommendations by summer.A blueprint
for the EU’s age verification app, developed by Scytáles and T-Systems,
was originally released last July, and then updated in October to

government wants to enable citizens to use Public Services Cards (PSC),
currently distributed by the Department of Social Protection (DSP) to
welfare recipients, as a valid form of identification for financial
services. Critics, however, say that the move would introduce a “de
facto national identity card” without providing a proper legislative
framework or considering data protection implications.A proposal to use
Public Services Cards for identification was brought to the Irish
Cabinet on Tuesday as part of the proposed Social Welfare and Other
Matters Bill 2026. According to the proposal,the card could be used for
identity verification at credit unions, banks and utility
providers.Cardholders would also be able to add their date of birth,
allowing them to use the card for age verification, The Irish Times
reports. Unlike most EU members, Ireland does not issue national ID
cards.Critics, however, say that using the card in this way would only
compound legal issues rather than resolve them.“The PSC was originally

debate about introducing a national identity card and no proper

isn’t more tech, it’s designing with and for people-A human-centered
design approach seems like an easy choice. Why aren’t more teams using

around the world are pouring resources into digital health and data
systems, hoping that better technology will lead to better decisions.
From electronic birth registration to real-time mortality dashboards,
the promise is appealing: faster data leads to clearer insights and
smarter public health policy.Yet despite major investments, many of
these systems remain underused, mistrusted, or disconnected from
day-to-day reality and decision making. The problem is rarely technical.
It’s that too many systems were designed without considering the people
expected to use them.That lesson became clear last year when eight
countries participating in the Bloomberg Philanthropies Data for Health
Global Grants Program came together to share experiences strengthening
civil registration and vital statistics (CRVS) systems and improving
data use for planning and policy making. Conversations focused on
interoperability, governance, and digital transformation, but a simpler
reality emerged through the technical language: digital systems only
succeed when they align with how people actually work.This is where
human-centered design (HCD) becomes essential. Long embraced in consumer
technology, HCD remains rarely and inconsistently applied in public
health systems. It starts by understanding the lived experiences of
parents registering births, health workers reporting deaths, civil
servants managing systems, and policymakers using data. Without that
grounding, even the most sophisticated digital platforms can
fail.Digital CRVS and data use systems – promises and limits-Digital
tools are reshaping CRVS systems worldwide. Electronic registration
platforms, mobile applications, and data sharing between health and
civil registration agencies have made it easier to record births and
deaths. When they work well, these systems can produce more timely,
complete, and accurate data, which is critical for public health
surveillance, legal identity documentation, and sound policymaking.In
Rwanda, engagement with policymakers and district health managers helped
shape a national CRVS dashboard that made data more accessible for
planning and resource allocation. Elsewhere, countries are investing in
dashboards, data warehouses, and analytics to improve data use. Ecuador
linked data across government agencies to identify people eligible for
nutrition and cash transfer programs and connect them with nearby
services. Sierra Leone is integrating mortality data from multiple
sources so decision-makers can see a more complete picture of deaths
nationwide.Digital tools hold incredible promise and introduce risk.
Systems that ignore real-world constraints, including limited
connectivity, heavy workloads, or unclear incentives, can entrench
inequities, frustrate frontline workers, or quietly fall into disuse.
Too often, governments discover after rollout that a system works in
theory but not in practice.Why human-centered design changes
outcomes-Human-centered design is not about fancy interfaces or more
training sessions (though training is certainly key to optimization). It
is a methodological approach to understanding people’s needs,
constraints, and motivations that involves co-creating solutions with
them rather than imposing tools and processes from above. Think of it as
the ultimate form of stakeholder partnership.HCD helps identify
practical barriers that technical teams may often overlook, such as
unreliable electricity, low digital literacy, low expectations of data
quality, or gender-based obstacles to registration.It forces essential
questions: Why does a mother delay registering her child? Why does a
health worker skip data entry during a busy shift? What information does
a local official actually trust? When systems reflect these realities,
adoption improves. Workflows become smoother, data quality improves, and
confidence in the system grows. The most sustainable digital systems
are those to which people are sensitized and make their jobs easier, not
harder.Human-centered design also helps ensure that digital reforms do
not leave behind populations already underrepresented in official data,
including rural communities, certain ethnic groups, women, and groups
that have been socially and economically marginalized. Partners in the
Data for Health Initiative have worked with governments to identify who
is undercounted and why, to ensure systems are designed to close gaps
rather than widen them.Just as importantly, HCD is dynamic and at its
core promotes iteration. Instead of treating systems as fixed, it
encourages continuous feedback and adaptation. In fast-changing public
health environments, static systems quickly become obsolete—those built
on principles of continuous improvement survive and thrive.Lessons from
the field-Countries working with the Data for Health Initiative show
what happens when human-centered design is overlooked and what changes
when it is embraced.Cameroon has been developing an interoperable system
linking the health and civil registration sectors to improve birth and
death notification. Although technically functional, the system has
struggled with adoption and efficiency. Many frontline workers report
difficulty understanding its value or integrating it into existing
routines. Interoperability alone did not translate into better
data.Cameroon is now reassessing the system using a human-centered
design lens, engaging health workers and civil registrars to identify
bottlenecks and redesign workflows. The goal is not just a functioning
platform, but one that people trust and use consistently.Mexico offers a
contrasting example. When the National Institute of Public Health
developed a digital dashboard for its national health and behavioral
risk factor survey, it involved government and civil society
stakeholders in deciding which indicators mattered and how results
should be displayed. The process took time. It also made the data far
more likely to inform policy, and by translating the dashboard into
Nahuatl, more far-reaching.From systems thinking to human
thinking-Strengthening CRVS and data systems is often framed as a
technical challenge. In reality, it is a human one as well. Data systems
are only as effective as the people who operate them, contribute to
them, and rely on them to make decisions.As governments and donors
continue to invest in digital health, they should ask a basic question
before funding or deploying new tools: Who was this designed for? Were
they involved in development? Human-centered design should not be an
optional add-on, but a core requirement of digital health
investments.Designing with people at the center will improve outcomes by
preventing costly failures, improving equity, and ensuring that digital
systems deliver what they promise: reliable data that can be trusted

Idaho law limits use of digital ID, bans compelled
adoption-New law bars agencies from requiring digital credentials or
accessing personal devices, but drops statutory damages in final

Brad Little has signed into law Senate Bill 1299, which limits how
public entities can use digital identification while stopping short of
some of the stronger remedies included in the bill’s original
version.The result is a law that still places meaningful limits on
mandatory digital ID and related device access, but with enforcement
mechanisms that are more restrained than what lawmakers first proposed.
The act takes effect July 1.The new law adds a new section to Idaho code
defining digital identification as an electronic credential issued by a
public entity and stored or displayed on a personal electronic device
to establish a person’s identity, age, or legal status.It defines
“public entity” broadly to include the state, agencies, political
subdivisions, and contractors acting on the state’s behalf.At the heart
of the measure is a ban on compelled use. Public entities may not
require anyone to obtain, maintain, present, or use digital
identification, and they may not deny, delay, condition or reduce any
service, benefit, license, employment, education, or access because a
person refuses or is unable to use it.The law also states that physical,
non-digital identification authorized under Idaho law remains valid for
all governmental purposes.The statute also includes device privacy
protections. A public entity may not require a person to surrender,
unlock, or relinquish control of a personal electronic device for
identity verification, and presenting digital identification does not
constitute consent to search or access any other contents of the
device.It further limits digital identification to immediate identity
verification and bars public entities from tracking individuals,
retaining identity data beyond a transaction, or using digital
identification as a universal or shared credential across agencies.But
the final law is narrower on remedies than the introduced bill. The
original version said information incidentally observed on a device
could not be used to establish probable cause or justification for
further search or seizure, and it allowed statutory damages of $500 to
$2,500 per violation along with civil penalties of up to $5,000 for
knowing violations after notice and an opportunity to cure.A Senate
amendment stripped those provisions out. In their place, the final law
gives the Idaho attorney general authority to enforce the statute after
written notice and a 15-day cure period.If a violation is not cured, the
attorney general may seek injunctive relief in district court.Aggrieved
individuals may still bring actions for declaratory or injunctive
relief, and prevailing plaintiffs may recover attorney’s fees and costs,
but the specific statutory damages and civil penalty provisions from
the introduced bill are gone.The amendment also says no public employee
is personally liable for actions taken within the scope of employment.

has invested in Mettis AI, a Spanish startup developing AI-based driver
monitoring systems (DMS).The investment firm highlights Mettis AI’s
integration of behavioral analytics with biometric identity
verification.The startup analyzes driving behavior in real time,
detecting dangerous maneuvers, violations, and risk patterns. It also
uses facial recognition technology to ensure that driver behavior data
is attributed to the correct individual. This capability is particularly
important in cases where multiple people operate the same vehicle, such
as the logistics industry.“In logistics, where drivers rotate across a
single fleet vehicle, it is essential to track performance at the
individual level rather than per vehicle,” says Vojta Diatka, CEO of
Biometric Ventures.The technology also has applications in ride-hailing,
where the combination of behavioral monitoring and identity
verification can help platforms confirm that the registered driver is
behind the wheel. Mettis AI pairs real-time identity verification with
liveness detection to prevent spoofing.Another offering from Mettis AI
is driver-monitoring software that evaluates the performance of driving
school students and provides personalized advice.The two companies did
not release the value of the investment but said they plan to target
driving schools, fleet operators, mobility platforms and carpooling
services.Innovatrics established Czechia-based Biometric Ventures in
late-2023, focusing on early-stage startups that develop or leverage
biometric technology. One of the first projects it backed was age
verification provider Ageaware.In March 2025, the fund participated in a
£1 million (approximately $1.3 million) pre-seed funding round for
Vouchsafe, a UK-based biometric vouching service certified for the UK’s
Digital Identity and Attributes Trust Framework (DIATF).Biometric
Ventures is also investing in the European fintech industry.

new study has identified specific gait patterns that directly shape how
people perceive emotion, which could translate into potential
commercial applications in security, healthcare, gaming, robotics and
digital animation.Researchers used motion‑capture data and principal
component analysis to break walking movements into core components and
found that one pattern in particular — a coordinated arm‑ and leg‑swing
signature — strongly influenced whether observers judged a gait as
angry, sad or fearful.When the team manipulated this movement pattern in
otherwise neutral walks, participants’ emotional interpretations
shifted predictably, providing rare causal evidence that subtle
biomechanical cues drive emotion recognition.The findings give
researchers a method for isolating and modifying dynamic features within
natural movement. The study “Identifying and manipulating gait patterns
that influence emotion recognition” was published in the Royal Society
Open Science.This could potentially open the door to more precise
emotional signalling in digital characters, improved behavioral analysis
tools for security and surveillance, and more expressive motion design
in robotics and virtual environments.One small step towards footstep
biometrics-Researchers are also making advances in another emerging area
of movement‑based biometrics: footstep recognition. The technology
analyzes the unique pressure patterns a person produces underfoot while
walking, and is being explored for security and safety applications.
This is a slightly different modality from gait biometrics, which
analyze body movement, and combined with body structure analysis was
accepted as forensic evidence in a European court for the first time
last year.Until now, however, progress on footstep biometrics has been
slowed by a lack of large, diverse datasets capable of training systems
to recognize new users or cope with real‑world variations such as
different footwear or walking speeds.That gap has begun to close with
the release of the UNB StepUP‑P150 dataset, the largest high‑resolution
collection of footstep‑pressure recordings assembled to date. Its launch
prompted the First International StepUP Competition for Biometric
Footstep Recognition, which challenged teams to build models that could
perform reliably under difficult conditions using only limited,
relatively uniform reference data.The competition drew 23 teams from
industry and academia. The winning group, Saeid_UCC, achieved an equal
error rate of 10.77 percent using a generative reward machine
optimization method. This result shows both the promise of the field and
the hurdles that remain. Many systems still struggle to generalize when
users change shoes, a key obstacle for commercial deployment.The
release of the dataset and the global interest in the competition reveal
growth in gait biometrics. As with gait‑based emotion analysis, the
technology could open new commercial opportunities in access control,
continuous authentication, smart home safety systems and surveillance.In
2021, Stepscan Technologies deployed a pressure-based gait biometric
access control system. Stepscan Secure was designed to capture the
movement of multiple subjects as well as analyze their unique under-foot
and gait features for biometric identification. The gait biometric
system has now been deployed in the new $39 million Cyber Centre in
Fredericton, Canada.
FPC CEO expects biometrics growth,
efficiency, capital gains from Precise merger-'Six or seven' further

believes the company’s planned merger with Precise Biometrics will
create a far more competitive Scandinavian biometrics player.Lund-based
Precise Biometrics and Gothenburg-headquartered FPC will hold a pair of
Extraordinary General Meetings on April 30 to finalize shareholder votes
on the proposed merger.Speaking to Biometric Update, Philpott argues
the companies face the same structural challenge. “We’re sub‑scale,
we’re small, we don’t have the dollars to invest on our own,” he says.
“As you put the companies together it becomes, from an economic
perspective, a much more efficient entity because you can remove
duplicate costs.”The proposed merger will create a “Nordic biometric
powerhouse,” according to Philpott, which will unlock enhanced
profitability, new investment capacity and a platform for further
consolidation in the sector.Both firms are listed on Nasdaq Stockholm —
with Precise in the Small Cap segment — and have separate executive
teams, back‑office functions and overlapping product groups. Philpott
said eliminating this duplication will free capital for growth rather
than administration.The companies estimate 45 million Swedish kronor
(approximately US$4.8 million) in cost synergies annually, enough to
make the combined business EBITDA‑positive on a pro‑forma basis. “You
unlock organic growth, you unlock inorganic investment, and you deliver
returns to shareholders,” he says.Philpott says they’ve scouted other
possible acquisition targets. “We’ve identified six or seven other
companies that would be really good roll-up plays to both improve
profitability but also increase capability,” he says.The merger would
set them up for this greater inorganic growth potential, with a view to
creating “a more integrated stack, this one-stop shop, if you like, of
potential.”Philpott says both boards unanimously support the merger, and
early conversations with shareholders and customers have been
“incredibly positive.”Asked about geographic reach, Philpott says the
two companies fill gaps in each other’s coverage. Precise is stronger in
the Nordics, both have solid positions in Europe, and FPC has a more
developed go‑to‑market presence in the U.S. — a market both see as a
major growth opportunity following recent investments in 2025.He says
the merged company will be selective in Asia, focusing on high efficacy,
easy‑to‑use biometric solutions rather than commoditized offerings.
This is something of a strategic departure for FPC, which once made 98
percent of its revenue in China from products like smartphones and door
locks.Philpott says this mix of geographic overlap and complementarity
creates “real commercial synergies” in global sales coverage.A broader
biometric stack-The merger brings together Precise’s cloud‑based,
decentralized biometric software with FPC’s on‑device hardware and
sensor systems. Both companies offer fingerprint recognition, but each
brings additional modalities. FPC has iris technology used in automotive
applications, while Precise offers palm and facial recognition.
Philpott said the combined portfolio will allow customers to choose the
modality that fits their use case, or combine several for stronger
authentication.He also sees long‑term potential in bridging physical and
digital identity systems. “Biometrics for the workplace, then logging
into your PC — if we can combine that, we know you’re physically in that
location,” he says. “That starts to converge physical and digital
security for a much more positive outcome. That’s not a short-term play,
that’s a longer-term play, but it has a high potential for improved
security outcomes.”Philpott said the merged company will be able to
offer a more complete solution to major global customers already working
with either Precise or FPC. Cross‑selling opportunities, a stronger
balance sheet and a unified product roadmap will, he argues, create a
more resilient business with greater wallet share.“The main opportunity
here is to create a Nordic biometric powerhouse,” he says. “These two
businesses make more sense together than they do separately. When you
combine them, you get much more focused capital on growth outcomes and
customer outcomes. This is a really exciting development in the
biometric market.”Precise will absorb FPC, with shareholders in the
latter receiving 9 new shares in Precise for each Fingerprint Cards
share, irrespective of share class. In their last day of trading on the
Nasdaq Stockholm, Precise shares closed at SEK 2, representing a premium
of approximately 12 percent on FPC class B shares, which closed at SEK
16. The deal values FPC at approximately SEK 135.7 million ($14.5
million). The boards of directors at both companies have approved the
joint merger plan.The merging companies expect cost synergies of 45
million Swedish kronor (approximately US$4.8 million) annually, which is
equivalent to 29 percent of their combined 2025 pro forma revenue.
Realizing those synergies will take SEK 12 million ($1.3 million) in
restructuring costs.Once merged, Precise and FPC plan a share rights
issue to raise SEK 110 million ($11.8 million) to invest in accelerating
growth, take advantage of identified synergies and support continued
global expansion. Fingerprint Cards has also secured SEK 20 million
($2.2 million) in bridge financing.At the end of the merger, Fingerprint
Cards’ shareholders will own a 47 percent stake in the combined
company. The companies expect to register the merged entity around the
beginning of the third fiscal quarter of 2026.Precise CEO Joakim
Nydemark noted the fragmentation in the biometrics and identity
management market and increasing demand for scalable solutions. He said
the combined company will be able to offer “a stronger commercial
offering for existing customers and new market segments” when the merger
was announced.
