BEIJING/TAIPEI, July 25 (Reuters) - Typhoon Gaemi roared into southeastern China on Thursday after churning across the Taiwan Strait, prompting warnings of swelling rivers, flash floods and waterlogging in cities and provinces that were hit by extreme rains just several weeks ago.Gaemi, the third and most powerful typhoon to hit China's eastern seaboard this year, made landfall in Fujian province at 7:50 p.m. (1150 GMT) after whipping Taiwan with gusts of up to 227 kph (141 mph), some of the strongest winds recorded in the Western Pacific Ocean.Ahead of its arrival, 240,800 people in Fujian were evacuated.Despite slightly weakening since its landfall in Fujian's Putian, a city of over 3 million, Gaemi and its giant cloud-bands are forecast to unleash intense rainfall in at least 10 Chinese provinces in the coming days.The arrival of Gaemi has drawn comparisons with Typhoon Doksuri last year, which triggered historic flooding as far north as Beijing and caused nationwide losses of nearly $30 billion.Authorities said water levels in the lower reaches of the Yangtze River as well as the vast freshwater lakes of Poyang and Dongting in central China could rise, returning to dangerous levels seen in early July after intense summer rains.Due to its high vapour content, Beijing cautioned that Gaemi could spawn strong rainfall in the Chinese capital, about 2,000 km (1,242 miles) north of Putian, even as the storm weakens into a tropical depression.Gaemi's rains could cause flash floods and waterlogging particularly in parts of northern China where the soil remains saturated after being lashed by a passing system of storms earlier this week, authorities warned.'STRONGEST IN YEARS' , In Taiwan, Gaemi killed three people, triggered flooding and sank a freighter after the strongest typhoon to hit the island in eight years made landfall on Wednesday night.Some parts of southern Taiwan are expected to have recorded rainfall of 2,200 mm (87 inches) since Tuesday. SINGAPORE, July 26 (Reuters) - Climate change is driving changes in rainfall patterns across the world, scientists said in a paper published on Friday, which could also be intensifying typhoons and other tropical storms.Taiwan, the Philippines and then China were lashed by the year's most powerful typhoon this week, with schools, businesses and financial markets shut as wind speeds surged up to 227 kph (141 mph). On China's eastern coast, hundreds of thousands of people were evacuated ahead of landfall on Thursday.Stronger tropical storms are part of a wider phenomenon of weather extremes driven by higher temperatures, scientists say.

July 25 (Reuters) - A raging wildfire has devastated the western Canadian tourist town of Jasper, potentially destroying up to 50% of structures, and firefighters were trying Thursday to save as many buildings as possible, authorities said.Jasper is in the middle of mountainous Jasper National Park, in the province of Alberta. The town and the park, which draw more than 2 million tourists a year, were evacuated on Monday, when officials estimated there were up to 10,000 people in the town and a further 15,000 visitors in the park."There is no denying that this is the worst nightmare for any community," Alberta premier Danielle Smith told reporters, while choking back tears."We're seeing potentially 30% to 50% structural damage ... that's going to be a significant rebuild," she said, adding the fire was still out of control.Parks Canada said there had been a "significant loss" of buildings inside the town but added it could not give specific details of the damage, or which areas had been burned and it urged residents not to return.Video from the town showed vehicles and entire blocks burned to the ground, including a historic Anglican church.Jasper resident Eva Korduliakova heard the news that her home was burning from thousands of kilometers (miles) away on Thursday morning, while visiting family in the Czech Republic with her seven-year-old son."I am a single mum who became homeless and jobless overnight," she wrote in an email. "Our house is gone. I didn't get a chance to grab any of my belongings."Jasper Mayor Richard Ireland said the town was beginning to come to terms with "the devastating impact" of the fire."Last night's wildfires have simply ravaged our small tight-knit mountain community, the destruction and the loss that so many of our residents are facing simply defies description," he told a press conference, his voice breaking.One major concern for responders is if the fire damages the Trans Mountain oil pipeline, which can carry 890,000 barrels per day (bpd) of oil from Edmonton to Vancouver."At this time there is no indication of damage to our infrastructure, and the pipelines continue to operate safely," pipeline operator Trans Mountain said in a statement.CN Rail (CNR.TO) said it suspended rail operations through the town on Wednesday afternoon as the wildfire conditions worsened.Wildfire burns in Jasper-The Port of Vancouver, Canada's largest, said it expected to see delays to the movement of goods through the port in the coming days due to the events in Jasper. The federal government and other cities in Alberta are sending emergency crews. July 25 (Reuters) - More than 97% of Windows sensors are back online, CrowdStrike's (CRWD.O)-, opens new tab CEO George Kurtz said on Thursday, nearly a week after a software update by the cybersecurity firm triggered a global outage.The company's Falcon platform sensor is a security agent installed on devices such as laptops and desktops that protects them from threats.The outage happened because the advanced platform contained a fault that forced computers running Microsoft's Windows operating system to crash and show the so-called blue screen of death.
Microsoft (MSFT.O)-said on Saturday about 8.5 million Windows devices had been affected in the outage that had left flights grounded, forced broadcasters off air and left customers without access to services such as healthcare or banking. A major electricity industry reform entered into effect in Israel on Thursday, allowing all consumers, including those without smart meters, to choose between suppliers.Energy Minister Eli Cohen claimed the competition would reduce household energy bills by five to 20 percent, with electricity costs going down by NIS 2 billion to NIS 3 billion ($550 to 820 million) yearly.A smart meter records electricity use constantly, allowing a reading and remote transmission of consumption data at least every quarter of an hour.For the past few months, only smart meter owners have had the option of transitioning to a private supplier.The Electricity Authority is aiming to have smart meters installed everywhere by 2028.As of Thursday, however, any owner or renter of a residential property with an electricity meter can choose to leave the Israel Electric Corporation for  any of seven private suppliers.These include three companies already involved in energy and electricity-related fields (Pazgaz, Amisragaz, and Electra) and four working in telecommunications — Bezeq, HOT, Cellcom, and Partner. All offer the benefit of large customer service networks.Two additional private companies serve the business sector — Mashav Energy, which built one of the country’s first private power plants, and Shikun & Binui, a huge infrastructure and real estate company.The electricity suppliers offer various programs with different discounts depending on consumption hours, days of the week, and subscriptions to other company services such as TV, internet, and phone, in the case of telecommunications firms.Transitioning to a new supplier is done online, without disconnection or a technician’s visit.A customer applies to the chosen company, providing his or her Israel Electric Company contract number (which appears on all bills), electricity meter number, and name, ID, email, and telephone number to digitally sign a power of attorney for the company to implement the transition process.A contract can be stopped at any time without charge, although it is recommended that you read the contract before doing so.The regulations allow suppliers to buy energy directly from solar fields or the grid.Solar energy is not only cheaper to produce than fossil fuels; solar companies can offer long-term contracts with better prices per kilowatt than the grid managers can. The latter provides spot prices throughout the day and night based on a mix of fuels.Because of this, the market is seeing suppliers and solar field companies teaming up. The Cellcom telecommunications company, for example, has joined the kibbutz-owned solar company Meshek Energy to form Cellcom Energy. The Electra company, known for its air conditioners and elevators, has partnered with the renewable energy company Enlight to create Electra Power.This does not mean customers can order a particular amount of solar energy. All energy generated in Israel passes through the same single grid. If you use energy at midday in the summer, the mix of fossil fuel and renewable energy sent through the grid will likely contain more of the latter. The opposite is currently true at night.That said, the expected increasing demand for solar energy is making the construction of solar fields far more economically viable and attractive to investors.

WASHINGTON — The first time US President Joe Biden’s administration considered ordering the US military to build a floating pier off Gaza to deliver aid in late 2023, it was put on the back burner.The United States was under pressure to ease the humanitarian crisis in the war-torn Palestinian enclave, with Israel closing land border crossings following Hamas’s October 7 massacre, and sea deliveries were seen as a possible solution.US Admiral Christopher Grady, the vice chairman of the Joint Chiefs of Staff and a career Navy surface warfare officer, told a meeting that he was very concerned that the sea could become too rough for a pier to deliver humanitarian aid and laid out weather-related risks, a former US official and a current US official said.It wasn’t until early 2024 that the idea came up again as the situation in Gaza grew more desperate and aid organizations warned that mass famine among Palestinian civilians was looming.“We sort of reached a point where it seemed appropriate to take more risk because the need was so great,” a former senior Biden administration official said.The resulting pier mission did not go well.It involved 1,000 US troops, delivered only a fraction of the promised aid at a cost of nearly $230 million, and was from the start beset by bad luck and miscalculations, including fire, bad weather and dangers on shore from the fighting between Israel and Hamas.Biden, after promising a “massive increase” in aid, acknowledged that the pier had fallen short of his aspirations. “I was hopeful that would be more successful,” he told reporters on July 11.The internal discussions about the Gaza pier, including discarded options to briefly deploy troops to the enclave, have not been previously reported.The pier mission, which was formally ended last week, was the most controversial of the US military’s attempts to help contain the fallout from the Israel-Hamas war that erupted on October 7 with a Hamas-led massacre in Israel, and has drawn criticism from Biden’s Republican critics and many current and former aid workers.The effort also underscores the humanitarian crisis in Gaza and Prime Minister Benjamin Netanyahu’s struggle to achieve Israel’s war aims, both of which are in focus during his visit to Washington this week.The Pentagon referred questions about the pier to remarks made at a July 17 briefing with Vice Admiral Brad Cooper, the deputy commander of US Central Command. In it, Cooper said the mission was a success, delivering the largest amount of aid ever into the Middle East.Mike Rogers, the Republican who leads the Pentagon’s oversight committee in the House of Representatives, called the pier “an embarrassment.”“The pier was an ill-conceived political calculation by the Biden administration,” Rogers told Reuters.No boots on the ground-With alarm rising over the humanitarian crisis in Gaza in 2023, Curtis Reid, chief of staff at the White House National Security Council, was tasked with creating a working group with different government agencies to look at ways to increase aid into Gaza.“[It] was a request for agencies to put everything you got on the table,” the former senior official said. The Pentagon then started looking at options.Asked for comment, the NSC acknowledged inter-agency discussions on potential policy options.“Because of this work, we were able to advance the delivery of humanitarian assistance into Gaza, utilizing every tool possible,” said Adrienne Watson, an NSC spokesperson.When the head of the military’s Central Command, General Michael “Erik” Kurilla, initially briefed Defense Secretary Lloyd Austin about the pier mission, his first proposal included a limited number of US troops on the ground, temporarily, to attach the pier to the shore, the former official said.Austin was aware that the White House was opposed to deploying US forces to Gaza and asked Kurilla to go back and rework it, a current US official and the former official said.Kurilla created a plan to train Israeli forces to do the installation of the pier on the shore, the former official added. Israeli forces later carried out the plan. The Prime Minister’s Office and Defense Ministry referred Reuters’ questions about the pier to the US military.Kurilla’s Central Command declined to comment on the record. A US defense official, speaking on condition of anonymity, denied the account and said “boots on the ground was never a consideration.”Current and former officials described Central Command as extremely confident the pier project would succeed.“CENTCOM and General Kurilla, from Day 1, they were consistent in saying: ‘We can do this,'” the former US official said.The first turn of bad luck came on April 11, when a fire broke out in the engine room of the USNS 2nd Lt. John P. Bobo, a Navy ship transporting part of the pier system to the Mediterranean.The crew put out the fire but the ship had to turn back to the United States.Waves batter the pier-Weather was an even bigger problem.An early warning of the challenges from rough seas came last summer when US troops attempted to install the pier on an Australian shore during a military exercise.The sea was too rough, a military officer who directly worked on the pier exercise told Reuters.In the end, the soldiers couldn’t connect the pier to the beach itself and instead brought supplies ashore using boats to bridge the gap between the end of the floating pier and the beach.US officials acknowledge that the Mediterranean weather was a worry. But they were unprepared for how bad the sea conditions turned out to be.“The forecast that they had [was] basically that the sea state was going to be three or less up until around September,” said one senior US defense official, referring to sea state three, when waves do not exceed three feet (91 centimeters).Instead, waves broke the pier just nine days after it became operational on May 16. The damage was so bad that it had to be moved to the Israeli port of Ashdod for repairs.The incident would prove to be the norm, with bad weather keeping the pier inoperative for all but 20 days — half as long as it took to bring the system across the sea to Gaza.While there were no deaths or known direct attacks on the pier, three US troops suffered non-combat injuries in support of the pier in May, with one medically evacuated in critical condition.-Over-estimating distributionDelivering the food, shelter and medical care that was brought onshore through the pier also proved harder than expected.The US military aimed to ramp up to as many as 150 trucks a day of aid coming off the pier.But because the pier was only operational for a total of 20 days, the military says it moved a total of only 19.4 million pounds (8.8 million kilograms) of aid into Gaza. That would be about 480 trucks of aid delivered in total from the pier, based on estimates by the World Food Programme from earlier this year of weight carried by a truck.The United Nations says about 500 truckloads of aid are needed daily to address the needs of Palestinians in Gaza.Just days after the first shipments of aid rolled off the pier in Gaza, crowds overwhelmed trucks and took some of it.Israel’s mistaken killing of seven World Central Kitchen workers in April and its use of an area near the pier as it staged a hostage rescue recovery mission in June also dented the confidence of aid organizations, on whom the US was relying to carry the supplies from the shore and distribute to residents.A senior US defense official acknowledged that aid delivery “proved to be perhaps more challenging than the planners anticipated.”One former official said Kurilla had raised distribution as a concern early on.“General Kurilla was also very clear about that: ‘I can do my piece of this, and I can do distribution if you task me to do it,'” the former official said.“But that was explicitly scoped out of what the task was. And so we were reliant on these international organizations.”Current and former US officials told Reuters that the United Nations and aid organizations themselves were always cool to the pier.At a closed-door meeting of US officials and aid organizations in Cyprus in March, Sigrid Kaag, the UN humanitarian and reconstruction coordinator for Gaza, offered tacit support for Biden’s pier project.But Kaag stressed the UN preference was for “land, land, land,” according to two people familiar with the discussions.The United Nations declined to comment on the meeting. It referred to a briefing on Monday where a spokesperson for the organization said that the UN appreciated every way of getting aid into Gaza, including the pier, but more access through land routes is needed.The underlying concern for aid organizations was that Biden, under pressure from fellow Democrats over Israel’s killing of civilians in Gaza, was pushing a solution that would at best be a temporary fix and at worst would take pressure off Netanyahu’s government to open up land routes into Gaza.Dave Harden, a former USAID mission director to the West Bank and Gaza, described the pier project as “humanitarian theater.”“It did relieve the pressure, unfortunately, on having the [land border] crossings work more effectively.”

Archaeologists have uncovered parts of the floor of the Great Synagogue in Vilnius, Lithuania, illustrating the extent of the 17th-century synagogue’s destruction by successive Nazi and Soviet oppressors last century, the Israel Antiquities Authority (IAA) said Thursday.Findings dated to the 17th and 18th centuries included parts of the synagogue’s women’s section, huge water basins used to ensure the purity of the synagogue’s ritual bath, or mikveh, and a giant pillar, now collapsed on its side, that stood near the synagogue’s bimah, a podium for Torah reading, the IAA said in a statement.“The architectural wealth and vitality we encounter — alongside the destruction of impressive giant columns that collapsed during the destruction of the synagogue by the Nazis and the Soviets — tell the tragic story of a community that lived here, that is no more,” said the excavation’s directors, Jon Seligman and Justinas Rakas.The excavations, held on behalf of the IAA, the Association of Lithuanian Archaeology, the Good Will Foundation and the Lithuanian Jewish community, were the fifth since 2015 at Vilnius’ Great Synagogue, the beating heart of one of the most important Jewish communities of the early modern era. Previous excavations have uncovered the synagogue’s bimah and holy ark.The new section uncovered by the archaeologists showed that the synagogue’s floor had been decorated with patterns of red, white and black flowers.The synagogue was burned during the Nazi occupation of Lithuania, between 1941 and 1944, and razed by Soviet authorities, who ruled Lithuania from the end of World War II until 1990.At its height, the Great Synagogue stood at the center of a complex of community institutions, known as Shulhoyf, which included other smaller synagogues, a community council building, mikvehs, study houses, a library and the home of Rabbi Eliyahu of Vilna — the Yiddish name for Vilnius — who is better known as the Vilna Gaon.The illustrious Gaon — literally “genius,” the title of heads of the classic Babylonian yeshivas — was the premier figure of 18th-century European Jewry. A man of unparalleled scientific, Talmudic and Kabbalistic erudition, the Gaon cemented Vilnius’s position as a center of Jewish learning, earning it the moniker “Jerusalem of Lithuania.”The Gaon’s intellectual rigor gave rise to the modern European yeshiva. He also spearheaded the translation into Hebrew of classic scientific texts, including Euclid’s Elements.The Gaon is also remembered for his backlash to the nascent Hasidic movement, whom he and his followers accused of flouting serious Torah study. A large cohort of the Gaon’s disciples came to the Land of Israel, in part to counter the growing Hasidic presence there.By the 19th century, Vilnius was incorporated into Imperial Russia. It was part of the Pale of Settlement, the sliver of the empire where Jews were permitted to settle.After World War I, the city was briefly the capital of Lithuania, before the Soviets conquered parts of the newly independent republic. While fighting the Soviets, Polish troops entered the city and carried out the first pogrom in its modern history.In World War II, Vilnius was conquered by the Germans during their push into Russia in 1941. The city’s Jews — some 55,000 out of a total population of 200,000 — were forced into a ghetto, whose final inhabitants were deported to labor and death camps in 1943. The Nazis also looted and burned the Great Synagogue.Vilnius was liberated by the Red Army in 1944. The communist regime’s antagonism toward religion weighed greatly on Soviet Jews. The Soviet attitude toward Judaism, rooted in centuries of Russian blood libels and tinted with antagonism toward “reactionary” Zionism, made it near-impossible to practice the religion.Under the Soviets, the Great Synagogue of Vilnius, like almost all the country’s roughly 5,000 synagogues, was closed. It was demolished in the mid-1950s. A school was built on its ruins.“In the face of rising antisemitism and attempts to deceive and deny, there is one undeniable truth, both simple and tragic, which tells us about an entire magnificent community that was destroyed due to hatred of Jews: Never Again,” said Eli Escusido, director of the IAA.

A Carrefour Market in Paris is implementing palm vein biometrics for payment in partnership with Ingenico, just in time for the 2024 Summer Olympics, The Connexion reports.The Carrefour Market in Paris’ 6th arrondissement will launch on July 29. Customers can link their palm biometrics to a payment card at a dedicated terminal from Ingenico. After that, they simply hold the registered palm over the payment terminal to perform authentication.The supermarket chain says the biometric payment system enhances the security of customers’ banking data while making the checkout experience smoother. It chose the launch to coincide with the Paris Olympics and Paralympics, when huge volumes of tourists are expected to visit the city.The system appears to be the same as the one recently launched by Tienda Inglesa’s Red Expres stores in Uruguay by Mastercard’s Biometric Checkout Program partners including Ingenico, under Mastercard’s Biometric Checkout Program. Fulcrum Biometrics, Fujitsu Frontech and Scanntech are also partners in the deployment in Uruguay.Adoption of palm biometrics for payments are a growing trend in the retail industry, with J.P. Morgan currently carrying out a trial with PopID in the U.S. and planning more deployments next year, and Visa showcasing similar technology at its Singapore Innovation Center. Amazon has rolled out its palm biometrics scanners at all Whole Foods locations, and WeChat has a system called Palm Pay deployed to convenience stores and other retailers in China.This post was updated at 4:43pm Eastern on July 25, 2024 to clarify that Mastercard’s Biometric Checkout Program is not involved in the Carrefour deployment.

A study published in the International Research Journal on Advanced Engineering and Management has proposed a new fingerprint biometric system to authenticate and identify beneficiaries of food ration in India.The research has introduced what it calls the Smart Ration Distribution System (SRDS), a user-friendly and highly secure system which aims to improve and streamline the way food ration distribution is done in the country. It is a new approach that integrates RFID and biometric technologies which can bring many benefits to both shop owners and ration recipients.Food rations have been distributed to millions of people in India since 2013 when a parliamentary Act on the subject came into force. Since then, efforts by the government, private sector and development partners have multiplied on how to make the food distribution process painless and transparent.According to the abstract of the study, the new ration distribution system “offers several benefits including reducing customer wait times, ensuring reliable authentication and identification of eligible individuals, real-time tracking and monitoring of the distribution process, enabling timely interventions and resource allocation based on demand patterns, and reducing administrative burdens.”The researchers believe the new system will be more efficient and capable of responding to the multiplicity of challenges such as misallocation or inequity, distribution delays, and fraud which have plagued other traditional food ration distribution systems across the country. The study presents the designed prototype of the system as well as other technical functionalities, and notes that a trial worked “seamlessly without any issues.”The study, the researchers say, aims to “reveal how technological advancements can notably improve the integrity and performance of ration distribution systems in India,” and the “potential to transform the public distribution landscape, ensuring a more equitable and transparent allocation of resources.”In the state of Odisha, meanwhile, the government, last month, announced plans to set up rice ATMs across the state to facilitate ration distribution. The Minister of Food Supplies and Consumer Welfare, Krushna Candra Patra, said at the time that one ATM will be set up in the state capital, Bhubaneswar, before being extended to other districts, according to The New Indian Express.India has been setting up biometric grain ATMs across the country as an alternative for traditional ration shops.In March, the World Food Program (WFP) introduced a GrainATM, Annapurti, which can dispense different commodities once a beneficiary completes a biometric authentication.

The collaborative payment solution aims to enhance security measures and minimize the risk of fraud and unauthorized transactions by using biometric technology.PayEye has developed a biometric eyePOS payment terminal, which enables users to complete transactions with a “single glance.” By utilizing a combination of iris and facial biometrics, this payment system offers a secure and user-friendly payment experience, the company says.“Putting together our potentials will help us go down in history as innovators setting new trends in the global payment markets, from which – thanks to even greater convenience and security in the payment process – our customers stand to benefit the most,” says Artur Żymańczyk, country manager at Worldline.The operation of the payment terminal involves real time generation of a unique code based on the user’s biometric data, which is then cross-referenced with the user’s original biometric template stored in the database. Customers can register for the PayEye Global application and link their payment card.The eyePOS 3 terminal, which received its Payment Card Industry (PCI) certification last year, supports a wide range of payment methods, including NFC technology, QR codes, and traditional payment cards. The payment terminal features a 5.5-inch screen and runs on the Android 11 operating system, the company says.In a recent development, Mastercard launched a pilot program for its biometric retail payment system in collaboration with PayEye, using iris and face biometrics. Identification of foreign nationals is becoming important to prevent identity fraud, where. The Knesset Plenum in Israel has passed a bill mandating the collection of biometric data from foreign nationals to prevent individuals from entering the country under assumed identities.The bill received approval in both the second and third readings with the support of 17 Members of Knesset, and there was no recorded opposition or abstentions. Additionally, the bill includes provisions for the creation and management of a biometric database for identification and verification processes.An increasing number of visitors to Israel means the country must adapt its handling of visas, residence permits and border control procedures, the announcement of the legislation says.“The State of Israel does not have a great deal of information about foreign nationals who enter and stay in it, unlike the information that is available routinely with regard to the citizens and residents of the state,” according to the explanatory notes accompanying the bill.The government says it lacks information on an estimated 30,000 foreign nationals who have entered Israel without utilizing authorized border entry points and do not possess appropriate identification credentials. Foreign nationals entering the country to work and reside illegally, commit crimes and support terrorism violate Israel’s sovereignty and undermine the democratic rule of law.The Knesset gave the government and security forces greater access to the country’s National Biometric Database towards the end of 2023, triggering data protection concerns from the EU over a data-sharing arrangement.

The already controversial American Privacy Rights Act of 2024 (APRA), which was originally introduced in April by U.S. Senate Commerce Committee Chair, Sen. Maria Cantwell, and House Energy and Commerce Committee Chair, Rep. Cathy Rodgers, was reintroduced by Rodgers in the House on June 25 as H.R. 8818, and both expands and compromises on the comprehensive federal consumer privacy framework that was outlined in the first draft of the legislation.Significant are the special requirements for biometric and genetic data, which are further refined. Collecting such data would now require express consent, without exception.Noticeably absent is the “civil rights and algorithms” section that would have prohibited the use of personal data in a manner that discriminates based on protected characteristics, and the “opt-out rights for consequential decisions.”A subsequent draft of the bill had been circulated on June 20 proceeding a scheduled June 27 markup by the House Committee on Energy and Commerce. But that meeting which was unceremoniously cancelled at the last-minute following stakeholder pushback and Republican disagreement over the June 20 draft.Rodgers told Axios following the cancellation that the committee isn’t done with the bill, and that they needed to “regroup.”“There’s been a lot of confusion and misrepresentation of what the bill does, unfortunately,” Rodgers said. “We’re gonna need some more time to provide that clarity.” She added: “Everyone knows someone who has suffered because of the current state of the online ecosystem. We cannot continue down this path. The American people are asking Congress to step up and pass a privacy bill. It is foundational to our future and the next generation.”Rodgers comments followed her pre-markup statements, in which she declared that, “At its core, the massive commercial surveillance of data is fueling the problem. Nearly every data point imaginable is being collected on us with no accountability. They are using our data against us, sowing division, manipulating truth, and diminishing our personal identities.”The path forward for the bill, though, is murky, as the current draft – the one Rodgers introduced on June 25 – proves to be just as contentious. The House Committee on Energy and Commerce faces a time crunch with Congress’ August recess looming and the undoubtedly consequential elections in November that could change the balance of power, and with it, legislative priorities and thinking.“Unfortunately, the fact that the American Privacy Rights Act is both bipartisan and bicameral does not ensure smooth sailing through the legislative process. We don’t like to be privacy pessimists, but the congressional summer recess is looming, and the fact that it’s an election year makes it that much more difficult to get any legislation, much less a groundbreaking privacy bill, passed,” commented the New York-based law firm, Loeb & Loeb LLP.Still, with co-sponsorship of HR 8818 by Ranking Committee member Rep. Frank Pallone (D-NJ), Rep. Gus Bilirakis (R-FL), and Rep. Janice Schakowsky (D-IL), all four major players on the relevant committees are onboard to at least “give the bill a fighting chance,” said Cobun Zweifel-Keegan with the International Association of Privacy Professionals.The July 22 summary of the bill says it “sets clear, national data privacy rights and protections for Americans,” and “eliminates the existing patchwork of state comprehensive data privacy laws and establishes robust enforcement mechanisms to hold violators accountable, including a private right of action for individuals.”But, as a Congressional Research Service (CRS) Legal Sidebar prepared for members and committees of Congress pointed out in late May, should APRA become law, “there may be litigation over its constitutionality and scope,” noting that “the U.S. Supreme Court has said that ‘the creation and dissemination of information are speech within the meaning of the First Amendment.’”The CRS Legal Sidebar said, “litigants have challenged laws that restrict the sale or use of data collected from customers and laws that restrict certain targeted advertisements under the First Amendment,” and thus it’s possible, if not likely, “that similar challenges may be raised against some of the APRA’s provisions that restrict the dissemination of customer data or the targeting of advertisements.”“There may also be litigation over the scope of the APRA’s preemption provisions,” the CRS Legal Sidebar said. “For instance, questions may arise as to whether the APRA preempts state privacy laws that regulate entities not covered by the APRA.” And “the expansive reach of the APRA’s savings clauses, too, may give rise to litigation, as potential challengers of the law might seek to clarify whether various state laws qualify as one of the categories of statutes exempt from preemption.”Opposition to various provisions of the bill has been far and wide, and includes the U.S. Chamber of Commerce, Small Business and Entrepreneurial Council’s Main Street Privacy Coalition, California Privacy Protection Agency, American Bankers Association, America’s Credit Unions, Bank Policy Institute, Consumer Bankers Association, Independent Community Bankers of America, Mortgage Bankers Association, and the Securities Industry and Financial Markets Association.Praise for the bill, though, has been equally as widespread, and has garnered bipartisan support from various interest groups, commentators, and technology companies such as the Center for Democracy and Technology, the Washington Post’s editorial board, and Microsoft.The current version of the bill would require covered entities to be transparent about how they use consumer data, and would give consumers the right to access, correct, delete, and export their data, as well as to opt out of targeted advertising and data transfers.The measure also would establish standards for data minimization that would allow companies to collect and use data only for necessary and limited purposes and would prohibit the transfer of sensitive covered data to third parties without the consumer’s affirmative express consent.Under the bill, when covered entities seek “affirmative express consent” for the collection, processing, retention, or transfer of biometric information or genetic information, the request must include the length of time the covered entity or service provider intends to retain  biometric and genetic information, or, if it is not possible to identify the length of time, then the criteria used to determine the length of time the covered entity or service provider intends to retain the biometric information or genetic information must be clear.The bill also provides protections for the use of biometric and genetic information. A covered entity may not collect biometric or genetic information or direct a service provider to collect biometric information or genetic information without the affirmative express consent of the individual to whom such information pertains.A covered entity may not process biometric or genetic information or direct a service provider to process biometric information or genetic information without the affirmative express consent of the individual to whom such information pertains, except as provided for in other portions of the bill.A covered entity also cannot retain biometric information or direct a service provider to retain biometric information beyond the point at which the purpose for which an individual provided affirmative express consent has been satisfied or beyond the date that is three years after the date of the last interaction of the individual with the covered entity or service provider, whichever occurs first, unless for a purpose permitted under other segments of the legislation.Further, a covered entity may not transfer biometric information or genetic information to a third party or direct a service provider to transfer biometric or genetic information to a third party without the affirmative express consent of the individual to whom such information pertains, unless for a purpose permitted elsewhere in the bill, and, a covered cannot transfer biometric or genetic information to a third party, or direct a service provider to transfer biometric or genetic information to a third party for payment or other valuable consideration regardless of the purpose of the transfer, and as stipulated elsewhere in the legislation.The bill is very clear that “affirmative express consent” to an act or practice by covered entities “may not be inferred from the inaction of an individual or the continued use by an individual of a service or product provided by” a covered entity.A “covered entity” is conditioned as “any entity that determines the purpose and means of collecting, processing, retaining, or transferring covered data and which is subject to the FTC Act, including common carriers and certain nonprofits. As the European Union readies the implementation of the new Schengen Entry/Exit System (EES) and the European Travel Information System (ETIAS), the government of Gibraltar has issued a technical notice to inform residents and visitors about the impending changes aimed at enhancing border security and streamlining the travel process.Until an agreement is reached and implemented, Spanish authorities at the Gibraltar-Spain land border, as well as Schengen authorities at other entry points into the Schengen area, are required to treat all non-EU nationals, including Gibraltarians and other British citizens residing in Gibraltar, as third-country nationals under Schengen border control rules.Both the EES and ETIAS are slated to be operational by November 2024, likely preceding any EU treaty agreement. Spanish border authorities have already begun installing the necessary infrastructure to comply with Schengen obligations.According to a recent press release, the government of Gibraltar is preparing for all outcomes, including the possibility of a non-negotiated outcome. Should an agreement with the EU not be reached, Gibraltar plans to enhance its border control infrastructure by implementing e-gates and automated systems that process biometric data, similar to systems being adopted globally.Additionally, the government reminds the public of the Schengen Borders Code requirements for non-EU citizens, including Gibraltarians and British citizens, crossing into the Schengen Area. These requirements were detailed in a technical notice issued in 2020.The EES is an automated system that will register travelers from outside the Schengen Area at each crossing of its external borders, recording their names, biometric data (fingerprints and facial images), and entry and exit dates.First-time travelers after the EES launch will need to register their biometric data at an automated kiosk. This initial registration is expected to cause some delays, although subsequent crossings should be faster due to facial recognition technology.ETIAS will require non-EU citizens not needing a visa to obtain travel pre-authorization to enter the Schengen area. Once issued, ETIAS authorization will be valid for three years or until the passport expires.Should a treaty with the EU be established, Gibraltarians, British citizens, and other non-EU citizens residing in Gibraltar may be exempt from both the EES and ETIAS once the agreement is in effect.

Biometrics have become a part of consumers’ everyday lives. Long celebrated for its many advantages, this technology adds convenience, speed, and ease to a wide variety of uses. In light of the ongoing evolution of newer, savvier cyber threats, it’s becoming increasingly clear that relying solely on biometrics for payments may not offer sufficient protection and calls for additional sophisticated solutions.Cyber criminals are using technology designed to manipulate or generate fake images, videos, and audio with increasing sophistication, bypassing systems’ security with ease. In fact, the problem is so pervasive that Gartner research predicts 30% of enterprise companies will no longer rely on face biometrics and similar technology as reliable, standalone identity verification and authentication methods by 2026. Deepfakes and digital injection attacks are particularly problematic.Navigating new dangers: deepfakes and digital injection attacks-As bad actors deploy increasingly sophisticated threat tactics, including deepfakes and digital injection attacks, the financial industry’s go-to cybersecurity solutions will also need to evolve. It’s time to alter the industry’s current reliance on biometrics when it comes to online payments.Deepfakes are images, live videos, or sound files that have been altered, manipulated, or produced by artificial intelligence (AI). Fraudsters are deploying this generated or manipulated content to attack remote identity verification systems, and they’re escalating in quality, scale, and complexity. There are a number of ways fraudsters submit this data — from video replay to digital injection attacks. While the former generally involves high-quality video/audio replay from a secondary source, the latter is much more nuanced.Video/audio injection uses access to applications and website APIs, exposing vulnerabilities in their code to inject AI-generated content into the application or website. This fools the system, masquerading as content originating from a known source. Systems that rely on media capture for remote onboarding are uniquely vulnerable to deepfakes because they require the capture of such data from devices outside of the onboarding entity’s control. What’s more, remote onboarding systems that rely on image capture, such as document authentication and selfie capture, are inherently full of user friction.When biometrics are used for remote payments, cyber criminals can trick these systems with deepfakes and wreak havoc with large-scale, remote attacks. According to the aforementioned Gartner research, in 2023, digital injection attacks increased by 200%.Reducing fraud with safer, user-friendly authentication-Fortunately, there are newer low-friction, low-fraud options available that can bolster biometric security measures.Device trust is key in preventing image and audio-based attacks. Customers’ identities may be verified with their phones without the need for document scans or such biometrics as selfies. Instead, device intelligence combines smart personal information verification and real-time risk scoring for more trustworthy results. For example, phone signals can be analyzed during transactions to detect such concerns as phone takeovers, SIM swaps, and synthetic identity fraud. By simply ensuring that the onboarding user is actually in possession of the device, that the device is trusted, and that the onboarding user owns that device, financial institutions can ensure a secure capture for more dependable identity verification and authentication.There is also great potential in AI, cybersecurity’s double-edged sword. For example, the previously mentioned vulnerabilities could one day be addressed by using techniques being pioneered by D-CAPTCHA to augment liveness detection, using machine learning techniques to change up the liveness prompts in real time. This challenges the deepfake model to generate content on the fly, which exceeds its capabilities. Such technology is still nascent and not yet available for commercial use, however, they shed light on new avenues the industry could one day explore.While biometric technology alone might be appropriate for certain uses, when it comes to online payments, today’s high-tech attacks call for the additional support of alternative, sophisticated solutions. Unfortunately, incidents involving AI-generated media are only expected to increase. This is the time to act — before a cyber criminal or cyber-criminal organization has the opportunity to victimize more customers or financial institutions. Indonesia has successfully digitized its government assistance programs, aiding poverty reduction inside the Asian-Pacific country. One of the next crucial steps will be incorporating digital ID and data analytics to improve the performance of public welfare, according to a new analysis from the Lowy Insititute.The international policy think tank details how social assistance programs such as subsidies for energy and food have developed hand in hand with the national ID program. The report, titled Digitising the social safety net: Lessons from Indonesia, notes that digitizing welfare offers huge spill-over gain and that Indonesia’s experience offers important lessons for other countries in increasing inclusion and reducing poverty.“The key observation from Indonesia’s experience is that there is no one-size-fits-all approach. However, with the requisite policy focus and careful design, leapfrogging past the analog delivery of social benefits is possible,” says the report’s author and Lowy Institute Research Fellow Hilman Palaon.Palaon notes that the government required identification documents to enroll in social assistance programs which spurred individuals to obtain national IDs. The expansion of national IDs and digital financial services have, in turn, paved the way towards better digitized social safety nets.Digital ID databases, electronic and biometric identification and data analytics ensure that assistance reaches the beneficiaries of social programs. At the same time, it reduces the risks of fraud.Indonesia’s inspiration for digitizing its social welfare system came from India’s Aardhaar system while it found its development partners in the likes of Australia and the World Bank.During 2018 and 2019, the country started piloting a biometric authentication using fingerprint and face recognition and a digital ID program to distribute a cooking gas subsidy. The goal of the pilot is for the government to stop subsidizing goods and start providing funds directly to beneficiaries. In 2023, it started verifying beneficiary data to distribute cooking gas subsidies while the following year, it introduced a digital beneficiary logbook.At the beginning of 2019, Indonesia also kicked off the modernization of its social registry database to include eligible beneficiaries, linking it with the national ID database to speed up verification.To allow beneficiaries to choose how to receive assistance, the government is encouraging the inclusion of financial institutions such as banks and fintechs through an “advanced digital disbursement system roadmap” – Indonesia Government-to-Person (G2P) Payment 4.0.Palaon, however, warns that frequent data breaches continue to be a risk for beneficiaries and for digitized welfare programs.“Strengthening cybersecurity and data protection will also be critical,” the report notes.Indonesia has also recently launched a new platform called INA Digital which offers access to public services such as driver’s licenses, healthcare, education, social aid and more. The government is planning to launch a digital ID system for accessing public services as part of its digital transformation agenda. In June, the Ministry of Communications announced it was working on regulating data collection for digital IDs.Last week, the country issued a call related to a digital identification project to companies company providing consulting services in digital ID, electronic know your customer (e-KYC), biometrics and data exchange.

A document which defines the trajectory Africa intends to take regarding the development, use and regulation of generative artificial intelligence (AI) has been adopted.The African Union’s Executive Council endorsed the strategy during its 45th ordinary session which took place in the Ghanaian capital Accra last week.According to reports, the AI strategy was adopted alongside the Digital Compact for Africa to guide African countries in the way they embrace AI technologies in their push for socio-economic development. Both blueprints align with the AU’s 2030 Digital Transformation Strategy and its Agenda 2063.The AU Executive Council adopted the AI strategy and Digital Compact just days after African ICT and Communication Ministers gave their nod on the document. This was during the 2nd extraordinary session of the Specialised Technical Committee on ICT and Communication attended virtually by over 130 government representatives and experts, according to an AU news release.The Commissioner for Energy, Infrastructure and Digitization of the African Union, Dr Abou Zeid Amani, who spoke during the specialized technical meeting, said the strategy will help African nations pursue their development undertakings while preserving their identity and culture. He explained that the document, which had also been sent to the UN for appraisal, will equally help countries better deal with the risks associated with the technology.“AI systems should be able to reflect our diversity, languages, culture, history, and geographical contexts,” said Amani. “As we aim to create an inclusive AI ecosystem and a competitive African AI market that is adapted to our realities and meets our ambitions, we believe examining and approving this strategy will provide a common vision and path to accelerate responsible AI innovation and adoption in Africa.”The AU believes the AI strategy is useful for African countries hoping to integrate AI solutions in different sectors including “education and skills, health, agriculture, infrastructure, peace and security and good governance,” as well as research and innovation. It also highlights the need to for the global AI discourse to factor in Africa’s realities, problems and needs.Amani also commented on the Digital Compact, saying it reflects the AU’s commitment to guide countries on the path to “inclusive progress and sustainable development.”The AI strategy and Digital Compact were drafted after wide-ranging consultations with stakeholders across the board.Early in the year, policy experts proposed a collaboration between the African Union and the European Union to boost interoperability and support the latter’s continental trade integration plans. UK Member of Parliament Peter Kyle, the new Secretary of State for Science, Innovation and Technology, is getting a lot of mail. An open letter from Yoti CEO Robin Tombs calls on the new UK government to support digital ID and online safety measures like age assurance with legislation.A letter on similar themes was addressed to Kyle by OIX yesterday, like Tombs suggesting there is an economic benefit that can be gained from a more mature digital ID ecosystem.Tombs writes that the government should update licensing requirements for retailers so they can take advantage of age estimation and verification technologies. He cites Home Office sandbox trials from 2022, which showed 7 in 10 shoppers prefer digital age verification at self-checkouts. It should codify the proposed Digital Verification Services in law as part of the new Digital Information and Smart Data Bill to support digital ID use.“This framework would enable UK residents to use digital IDs with the same confidence as paper documents in more situations, which would improve the accessibility of services provided by organisations in the public and private sectors,” Tombs writes. He says demand for digital ID is growing among UK consumers, with more than 4.5 million people downloading one of Yoti’s apps.Ofcom should set thresholds for the ages biometric age estimation should be used for, in line with those issued by the German regulator. Tombs notes that the AVPA has also called on Ofcom to take this step.Tombs also notes that the science backing biometric facial age estimation has increased dramatically, with for example an evaluation by NIST.AI and digital ID are stronger together: iProov and Blair Institute-Similar points about digital ID are made in a commentary co-authored by Yiannis Theodorou, The Tony Blair Institute for Global Change’s senior advisor and global lead for digital ID, Campbell Cowie and Ryley Charlwood of iProov.Like Tombs, they touch on the economic benefits of digital ID, but their focus is more international.Their main point, however, is that AI and digital ID can be mutually beneficial.“Where verifying a user’s identity (or identity-linked credentials) is important in the context of an AI-powered service, digital ID can enhance the quality of data fed into AI systems, ensuring more reliable and accurate AI outputs across all contexts. By mitigating the risk of “garbage in, garbage out”, digital ID acts as an enabler of more trusted and reliable data.”AI chatbots can make using digital ID easier, iProov and the Blair Institute argue. AI and digital ID can be used together to improve personalized and targeted services. Trusted data can inform trustworthy automated decisions, they claim. And automated identity verification and fraud detection can help mitigate cyber-attacks.The paper recommends governments invest in AI research and development, implement comprehensive frameworks for digital ID, and promote public awareness and education. They should put strong security protocols in place, including AI threat detection and digital identity verification, and prioritize accessibility and inclusion. They should set up sandboxes and take other steps to encourage innovation, and also foster international collaboration.“By addressing the challenges of deepfakes, remote transaction manipulation and data protection head on,” the commentary states, “nations can harness digital-ID innovation and AI capabilities responsibly and unlock extensive benefits: personalised education, improved health care, seamless access to services and data-driven policymaking.”

A 10-year-old child hospitalized at Ziv Medical Center in Safed suffering from encephalitis caused by a rare “brain-eating” amoeba is in critical condition, said a hospital spokesperson on Thursday.The boy was exposed to the very rare amoeba, Naegleria fowleri, at Gai Beach water park in Tiberias.This is the same location visited by a 25-year-old man contracted the disease and died in early July.The Health Ministry ordered the park closed on Wednesday.Environmental health inspectors had examined the beach after the first case was reported, but no initial evidence of amoeba contamination was found.The amoeba, known as Naegleria fowleri, lives in soil and warm freshwater, such as lakes, rivers, and hot springs. It is commonly called the “brain-eating amoeba” due to the brain infection it can cause if water containing the amoeba goes up the nose, according to the US Centers for Disease Control.Dr. Hillel Frankental, a senior specialist in the pediatric intensive care unit at Ziv said that the pediatric team “quickly suspected” the boy had contracted the Naegleria fowleri infection and began a comprehensive antibiotic treatment even before receiving definitive lab identification.The ministry urges anyone who has been at the Gai Beach water park in recent weeks and is suffering from fever, headache, blurred vision, or vomiting to go to the emergency room.Anyone without these symptoms does not need to seek medical attention, even if they were at the park, the ministry said. It asks people to contact their health maintenance organization to get a referral before going to the emergency room.After the ministry’s announcement, 19 children with mild symptoms arrived overnight at the emergency department at Ziv. Out of these, five were hospitalized for further tests and observation. The bodies of five Israelis killed and taken hostage by terrorists on October 7, and brought back to Israel in a special operation on Wednesday, were recovered from a tunnel located in the Israeli-designated humanitarian zone in the southern Gaza Strip, the military said Thursday.The Israel Defense Forces adjusted the zone ahead of the operation in southern Gaza’s Khan Younis and ordered Palestinian civilians in part of it, where the tunnel was located, to temporarily evacuate.In the operation on Wednesday, the bodies of Ravid Katz, 51, Oren Goldin, 33, Maya Goren, 56, Sgt. Kiril Brodski, 19, and Staff Sgt. Tomer Yaakov Ahimas, 20, were recovered by IDF special forces and members of the Shin Bet security agency.All five were previously declared dead by the IDF. They were all killed on October 7 and their bodies were dragged into Gaza by Hamas-led terrorists.The IDF said that in recent weeks it obtained intelligence, including from Shin Bet interrogations of detained terrorists in Gaza, on the location of the tunnel where Hamas was holding the bodies of the hostages.The tunnel was 200 meters long and about 20 meters deep and featured several rooms, according to the military. It took combat engineers several hours to dig down to reach the tunnel.IDF Spokesman Rear Adm. Daniel Hagari in a press conference said the “complex” operation to recover the bodies took place in “the heart of Khan Younis,” where the military had operated and withdrawn from earlier this year.“The troops raided the area and reached an underground site based on accurate intelligence, from several sources… where they found the five hostages hidden behind a wall in the tunnel,” Hagari said.To enable the operation, the IDF’s 98th Division launched a new offensive in Khan Younis earlier this week. Brown, chairman of the Joint Chiefs of Staff, followed a speech to Congress on Wednesday by Prime Minister Benjamin Netanyahu that sketched only a vague outline for a “deradicalized” post-war Gaza.“There’s not a lot of detail that I’ve been able to see from a plan from them,” Brown told a Pentagon press conference. “This is something that we’ll continue to work with them on.”For months, Washington has repeatedly urged Israel to craft a realistic post-war plan for Gaza and warned that the absence of it could trigger lawlessness and chaos as well as a comeback by Hamas in the Palestinian territory.“As far as the day after, we have talked to the Israelis about this, how to make a transition. The UN later suspended investigations into several of the accused, claiming that Israel had provided insufficient evidence.According to Defense Minister Yoav Gallant, of the 13,000 UNRWA employees in Gaza, at least 12 percent are affiliated with the Hamas or Palestinian Islamic Jihad (PIJ) terror groups, including 1,468 employees active in Hamas and PIJ.
