DR SAMUEL DOCTORIANS VISION - SECOND ANGEL: MIDDLE EAST
Then

and the countries all the way to Iran."I saw those countries in a few
split seconds."All of Turkey and those [inaudible] countries that have
refused me and refused my message of love shall hate each other and kill
one another."I saw the angel raise the sickle and come down on all the
Middle East countries. I saw Iran, Persia, Armenia, Azerbaijan, all of
Georgia - Iraq, Syria, Lebanon, Jordan, Israel, all of Asia Minor - full
of blood. I saw blood all over these countries. And I saw fire; Nuclear
weapons used in many of those countries. Smoke rising from everywhere.
Sudden destruction – men destroying one another. I heard these
words:"Israel, Oh Israel, the great judgment has come." The angel said,
"The chosen, the church, the remnant, shall be purified. The Spirit of
God shall prepare the children of God."I saw fires rising to heaven. The
angel said: "This is the final judgment. My church shall be purified,
protected and ready for the final day. Men will die from thirst. Water
shall be scarce all over the Middle East. Rivers shall dry up, and men
will fight for water in those countries."The angel showed me that the
United Nations shall be broken in pieces because of the crisis in the
Middle East. There shall be no more United Nations. The angel with the
sickle shall reap the harvest.
Israel grants initial approval for
additional gas exports from Leviathan reservoir-Energy minister says
that more than doubling the quantity of natural gas exports will boost
state revenue and improve diplomatic ties, while domestic energy needs
will be secured
By Sharon Wrobel-Today, 5:01 pm-JUN 26,24
Israel
on Wednesday gave preliminary approval to increase natural gas exports
from the Leviathan reservoir off the country’s Mediterranean coast,
alongside an expansion of gas supply to the domestic market.NewMed
Energy, formerly Delek Drilling (part of Yitzhak Tshuva’s Delek Group),
which owns a 45.3 percent stake in Leviathan, said that the partners in
the gas field are now working to approve an investment of between $400
million to $500 million to expand production capacity at the
reservoir. That’s after Israel’s Energy Ministry gave a preliminary green
light for the export of an extra 118 billion cubic meters (BCM) of
natural gas from the Leviathan field, in addition to the current
quantity of 105 BCM allowed by the regulator for exports.Commenting on
the decision, Energy Minister Eli Cohen said that it marks another
important step for strengthening Israel’s diplomatic and international
ties, and expanding the supply of natural gas in the local economy to
advance energy security. The energy ministry said that the expansion will
generate additional revenues for the state estimated at billions of
shekels. The regulator emphasized that the partners in the Leviathan
field will still be required to obtain export licenses for the
additional export quantities.Leviathan, one of the world’s largest
deep-water gas discoveries, contains an estimated 22 trillion cubic feet
of gas located approximately 120 kilometers west of the port city of
Haifa at a water depth of 1.7 kilometers. Other partners in the gas
field are US energy giant Chevron with a 39.66% stake and Ratio Oil
Corp. with 15%.Currently, a maximum capacity of up to 1.2 billion cubic
feet of natural gas per day, or 12 BCM per year, is piped up from the
Leviathan reservoir for the supply and sale of gas to Israel, Egypt, and
Jordan. The partners in the field said they seek to boost production
output from the Leviathan reservoir to an annual quantity of about 21
BCM to meet the growing demand for natural gas for domestic market use,
alongside sales to neighboring countries, and other international
markets.“The Leviathan expansion is taking shape and heralds a major
development for the regional and global energy market in a period of
enormous demand for natural gas,” said NewMed Energy CEO Yossi Abu. “The
Leviathan reservoir is an energy hub containing a huge amount of
resources, ensuring energy security for Israel alongside export to the
regional market and, in the foreseeable future, also to the global
market.”A representative for Chevron in Israel said that the US energy
giant is “pleased to partner with Israel, and we look forward to
supporting the country’s strategy to develop its energy resources for
the benefit of the country and the region.”NewMed stated that the
partners in the Leviathan site are continuing negotiations at various
stages to ink agreements for the supply and sale of natural gas to the
Israeli market and for exports, based both on the current production
capacity and on the expanded future production output. As part of the
Plan B development plan for the Leviathan reservoir, the group is
seeking to sell gas to customers beyond the Eastern Mediterranean, to
Europe, and the Far East.In June 2022, Israel, Egypt and the European
Union signed a memorandum of understanding that will see Israel export
its natural gas to the bloc for the first time. According to the
agreement, Israeli gas will be supplied via Egypt’s liquefied natural
gas (LNG) plants to the European Union.Natural gas from Leviathan
started to flow to the Israeli domestic market in December 2019.
Israel’s natural gas operations have put the country on a path to energy
independence — and have shielded it from the worst of the energy crisis
sparked by the Russian war on Ukraine this year — in a region with few
natural resources. Both Israel and Egypt have emerged as gas exporters in
recent years following major offshore discoveries, as Europe is
determined to wean itself off dependence on Russian gas imports.
Ehud
Barak and other prominent Israelis urge PM be disinvited-Netanyahu said
set to offer new stance on Palestinian state in speech to Congress-PM’s
aides reportedly tell White House the address will enable Saudi-Israel
normalization to advance; his office stresses that his opposition to
Palestinian state hasn’t changed-By Lazar Berman-Today, 3:22 pm-JUN
26,24
Prime Minister Benjamin Netanyahu will present a new
position on Palestinian statehood during his speech in Washington in
July that will allow normalization with Saudi Arabia to progress,
according to a Tuesday evening report.Senior aides to the Israeli leader
have told the White House that Netanyahu’s address to a joint session
of Congress will contain elements that back United States President Joe
Biden’s grand vision for the Middle East, Channel 13 news reported. That
plan includes a ceasefire-for-hostages deal to end the fighting in Gaza,
a diplomatic solution for the Israel-Hezbollah conflict in Lebanon, a
pathway toward a Palestinian state, and diplomatic ties between Riyadh
and Jerusalem.Biden’s Middle East vision takes on additional urgency as
presidential elections loom in November. According to a Tuesday New York
Times poll, Republican challenger Donald Trump leads Biden in seven key
swing states, and would triumph by 312 electoral votes to Biden’s 226
according to the current polling.Engineering a Saudi-Israel
normalization deal would be a diplomatic masterstroke, one that could
blunt criticism of Biden’s policies in Gaza and in Ukraine. The Prime
Minister’s Office pushed back on the report in comments to The Times of
Israel, saying that Netanyahu “opposes a Palestinian state and will not
change his position in his address to Congress.”At the same time, the
PMO response did leave some maneuvering space for Netanyahu to offer
rhetorical support for a vague process that leads toward increased
Palestinian autonomy short of a state.Last month, the US and Saudi
Arabia discussed a “semi-final” version of wide-ranging security
agreements between the countries. The agreements are considered a major
part of Washington’s efforts to bring Riyadh around to recognizing
Israel for the first time. Saudi Arabia and the US have been clear that
movement toward Palestinian statehood is a condition for an agreement.A
bilateral deal between Saudi Arabia and the US that cuts Israel out is
seen as unlikely. The US Constitution demands a two-thirds Senate
majority for a formal defense pact, one that both parties have reason to
reject without the Israel element.Netanyahu’s July 24 speech is causing
consternation among many Democrats, many of whom are torn between their
long-standing support for Israel and dismay over the way Israel has
conducted military operations in Gaza. While some Democrats are saying
they will attend out of respect for Israel, a larger and growing faction
wants no part in it, creating an extraordinarily charged atmosphere at a
gathering that normally amounts to a ceremonial, bipartisan show of
support for an American ally. The invitation from House Speaker Mike
Johnson, a Louisiana Republican, to Netanyahu came after consultation
with the White House, according to a person familiar with the matter who
was granted anonymity to discuss the sensitive subject. As of now, no
meeting with Biden has been scheduled during Netanyahu’s Washington
visit, that person said.On Wednesday, a group of prominent Israeli
figures, including former prime minister Ehud Barak, called on
Washington to withdraw the invitation. In a New York Times opinion piece,
they cast the invitation as a “terrible mistake,” warning that the
prime minister’s speech “will not represent the State of Israel and its
citizens, and it will reward his scandalous and destructive conduct
toward our country.”“Inviting Mr. Netanyahu will reward his contempt for
US efforts to establish a peace plan, allow more aid to the beleaguered
people of Gaza and do a better job of sparing civilians,” the article
read. The piece was signed by Barak; David Harel, the president of
Israel’s Academy of Sciences and Humanities; Tamir Pardo, a former
Mossad spy agency director; Talia Sasson, a former prosecutor in the
State Attorney’s Office; Aaron Ciechanover, who won the Nobel Prize in
Chemistry in 2004; and writer David Grossman.Tensions between
Netanyahu’s office and the Biden administration re-emerged last week,
when the prime minister issued a video statement slamming the
“inconceivable” “bottlenecks” that the US had placed in transferring
shipments of weapons and ammunition and claiming that he had raised the
issue during his meeting the previous week with US Secretary of State
Antony Blinken, who assured him that Washington would address the
issue. The video shocked the Biden administration, which has insisted
that it had no idea what Netanyahu was talking about. There was one
shipment of high-payload bombs that was held up last month due to US
fears that it would be used in the then-crowded southern Gaza city of
Rafah, but all other transfers are continuing at a regular pace, the US
has insisted. Two days later, the White House went further, calling
Netanyahu’s video “deeply disappointing” given that “there’s no other
country that’s done more or will continue to do more than the United
States to help Israel.” Netanyahu retorted that he was prepared to incur
such criticism as long as Israel “receives the ammo it needs from the
US in an existential war.”There have also been strains over other
issues, including efforts to reach a ceasefire deal on which Biden’s
entire regional plan hinges. But US frustration with Hamas has grown in
recent weeks, and Washington blamed the terrorist group on Tuesday for
rejecting the proposal laid out by Biden and backed by Israel. An Israeli
official, speaking on condition of anonymity to The Times of Israel,
suggested that the shift in rhetoric out of Washington is part of an
effort to further isolate Hamas and the provide Iran-backed Hezbollah
terror group an “off-ramp” to taper off its cross-border attacks on
northern Israel that threaten to ignite a full-blown war.Jacob Magid

Erdogan accuses West of backing
‘Netanyahu’s plans to spread war’ throughout region-Turkish leader says
‘Western powers behind the scenes are patting Israel on the back and
even supporting them’ amid rising global fears of all-out war between
Israel, Hezbollah-By Agencies and ToI Staff Today, 2:16 pm-JUN 26,24
Turkish
President Recep Tayyip Erdogan on Wednesday accused Western powers of
backing what he charged were Israeli plans to attack Lebanon and “spread
war” throughout the region. His remarks came as concern soared over the
ongoing cross-border exchanges of fire between Lebanon’s Iran-backed
Hezbollah and Israeli forces, fueling fears it could descend into
fully-fledged war.“Israel is now setting its sights on Lebanon and we
see that Western powers behind the scenes are patting Israel on the back
and even supporting them,” Erdogan told lawmakers from his ruling AKP
party.Prime Minister Benjamin “Netanyahu’s plans to spread the war to
the region will lead to a great disaster,” he said.Iran-proxy Hezbollah
began firing rockets and launching drones at northern Israel on October
8, aiming to put pressure on Israel’s military in support of Hamas, but
has indicated that the attacks will stop should the fighting in Gaza
end. Near-daily skirmishes and cross-border fire on the northern border
halted during a week-long truce in November, but efforts to secure a
fresh deal have yet to bear fruit. So far, the skirmishes on the border
have resulted in 10 civilian deaths on the Israeli side, as well as the
deaths of 15 Israel Defense Forces soldiers and reservists. There have
also been several attacks from Syria, without any injuries. The
Hezbollah attacks have displaced tens of thousands of residents from
local towns and communities, and caused huge amounts of damage to homes
and national parks.Hezbollah has named 349 members who have been killed
by Israel during the ongoing skirmishes, mostly in Lebanon, but some
also in Syria. In Lebanon, another 64 operatives from other terror
groups, a Lebanese soldier, and dozens of civilians have been killed.
Tens of thousands have also fled their homes in south Lebanon. An
escalation in the conflict could also trigger wider involvement by other
Iran-backed terror groups in the region or Tehran itself. The United
States has placed a major emphasis on keeping tensions on Israel’s
northern border from snowballing into all-out war, working to broker a
long-shot diplomatic deal while pinning its hopes on a ceasefire in Gaza
leading to the restoration of calm between Israel and
Hezbollah.Erdogan, a vocal critic of Israel’s war against Hamas in Gaza
following the terror group’s devastating attack on October 7, has often
expressed support for the Palestinian terrorist organization as
defenders of their homeland.Erdogan has also met with Hamas leader
Ismail Haniyeh in Istanbul, after which he encouraged Palestinians to
unite against Israel. He has also compared Israel to the Nazis and
Netanyahu to Nazi leader Adolf Hitler.Erdogan and Netanyahu have a long
history of public attacks on each other, which have ebbed and flowed
alongside Israel and Turkey’s on-again, off-again relations. The attacks
had halted as Jerusalem and Ankara ties warmed, but the détente has
seemingly fallen apart over the Israel-Hamas war.In May, Erdogan
announced that Turkey would halt all trade between his country and
Israel.

Prime Minister Benjamin Netanyahu and
President Isaac Herzog toured northern Israel on Wednesday, as months of
skirmishes with Lebanon’s Hezbollah were feared to be on the verge of
escalating to an all-out war the United Nations said would be
“apocalyptic.”Netanyahu, touring the Lebanese border on Wednesday,
observed a drill of the 55th Reserve Paratroopers Brigade, whose
soldiers he hailed for their “determination to defend the country,”
according to a statement from the Prime Minister’s Office.Flanked by his
military secretary, Roman Gofman, the head of the IDF’s Northern
Command Maj. Gen. Ori Gordin, and other lower-ranking commanders,
Netanyahu asserted that Israel would achieve “victory” in the north in
case of a full-blown war with Hezbollah. The visits came as the IDF
published footage of airstrikes it carried out on Hezbollah sites in
southern Lebanon’s Kfarchouba, Ayta ash-Shab and Khiam. The army said it
also shelled several more areas in south Lebanon with artillery.
Earlier in the day, the army published footage of overnight airstrikes
on Hezbollah targets in south Lebanon’s Shebaa and Matmoura.Meanwhile,
Israeli local authorities said several anti-tank guided missiles fired
by Hezbollah on Wednesday caused some damage. In the afternoon, at least
five missiles struck Metula, causing damage and sparking a fire. Later
in the day, a missile was fired at Avivim, striking a home. The same
home was hit by another missile several hours later.Hezbollah took
responsibility for a separate attack against the northern community of
Even Menachem. It also reported launching attacks against military
positions in northern Israel. There were no reports of injuries in the
attack.Forces aligned with Hezbollah have carried out near-daily attacks
on northern communities and military posts since October 8, a day after
thousands of Hamas-led terrorists stormed southern Israel to kill
nearly 1,200 people and take over 250 hostages, sparking the war in
Gaza. Hezbollah says it is attacking Israel in support of the
Palestinians.Early in the war, Israel evacuated communities along the
border with Lebanon, fearing Hezbollah would carry out an onslaught
similar to Hamas’s. Over eight months later, some 60,000 residents of
northern Israel remain displaced.Fears of an all-out war have increased
as displaced residents demand decisive action to remove Hezbollah from
the border, as the Iran-backed terror group has escalated attacks, and
as Israel has carried out a series of high-profile assassinations
against it.UN humanitarian coordinator Martin Griffiths told reporters
in Geneva on Wednesday that he saw Lebanon as “the flashpoint beyond all
flashpoints,” pointing to southern Lebanon in particular.Griffiths,
whose term ends this week, said he had been discussing with colleagues
in Jerusalem the prospects of what might happen there.“We are worried
about the potential for further tragedy and deaths,” he said, adding
that war in Lebanon could also draw in Syria and would be “potentially
apocalyptic.”Amid international concern, the foreign ministries of
Germany and the Netherlands on Wednesday both called on their countries’
citizens to leave Lebanon, saying flights out of Beirut may soon no
longer be available. The warnings, which came after German Foreign
Minister Annalena Baerbock visited the region, followed a similar
advisory issued by Canada’s foreign ministry on Tuesday.Diplomatic
efforts by the United States and, to a lesser extent, France, have so
far failed to make Hezbollah retreat beyond the Litani River, some 30
kilometers (19 miles) north of the border with Israel, in accord with UN
Resolution 1701 which ended the 2006 Israel-Hezbollah conflict.Herzog,
who on Wednesday concluded a two-day stay in northern Israel with his
wife Michal, accused the world of not doing enough to de-escalate
tensions there.“The international community should not be surprised if
the situation gets out of control, because the international community
is barely lifting a finger, barely doing anything to contribute to the
full security of Israeli residents, after repeated violations of
international treaties and agreements from Lebanon and from Hezbollah,”
Herzog said, according to a statement from his office. The statement said
the president and his wife stayed in Safed and toured several
communities and army bases in the region over their two-day trip.Despite
the bleak image conjured by the president, US officials have reportedly
assured their Israeli counterparts that Washington would give its “full
support” to Israel in case of a war with Hezbollah. On Tuesday, the
White House was also said to have told Hezbollah that the terror group
should not count on Washington to keep Israel from going to war.Defense
Minister Yoav Gallant, who has been in Washington since Sunday,
conferred on Wednesday with US National Security Adviser Jake Sullivan,
telling him that Israel was fighting only “those who seek to harm us,”
both in Lebanon and Gaza.“Let it be known that our war is not with the
people of Gaza. Our war is not with the people of Lebanon,” Gallant told
Sullivan, according to a transcript from the defense minister’s office.
“Our war is against Hamas, Hezbollah and their backer — the Iranian
regime.”Saudi-owned newspaper Al-Sharq Al-Awsat reported on Wednesday,
citing four unnamed sources, that Iran has expressed reservations about
plans by Iraqi militias, backed by the Islamic Republic, to fight
alongside Hezbollah against Israel.According to the sources, Iran was
interested in proposals to supply Hezbollah, which included redeploying
Iraqi militias in Syria and transferring weapons by a single truck,
instead of a convoy, so as to not attract Israeli strikes. However, it
was reportedly less enthusiastic about the Iraqi militias’ plan to
travel to Lebanon, and Hezbollah was said to have rejected their offer
of assistance.Meanwhile, Foreign Minister Israel Katz once again lashed
out at Recep Tayyip Erdogan on Wednesday after the Turkish president
accused Western powers of backing what he said were Israeli plans to
attack Lebanon and “spread war” throughout the region.“Israel is now
setting its sights on Lebanon and we see that Western powers behind the
scenes are patting Israel on the back and even supporting them,” he told
lawmakers from his ruling AKP party, adding that “Netanyahu’s plans to
spread the war to the region will lead to a great disaster.”Katz,
writing on X, accused Erdogan of “support for Hezbollah,” in the foreign
minister’s latest social media jab at the Turkish strongman, who has
harshly criticized Israel’s offensive in Gaza and hosted Hamas leader
Ismail Haniyeh in Istanbul.“Erdogan is a war criminal who slaughters
innocent Kurds across the Syrian border and tries to deny Israel its
right to self-defense against a terror organization attacking from
Lebanon under Iran’s orders,” wrote Katz. “Be quiet and shame on
you!”Skirmishes with Hezbollah along the border with Lebanon have so far
resulted in 10 civilian deaths on the Israeli side, as well as the
deaths of 15 IDF soldiers and reservists. There have also been several
attacks from Syria, without any injuriesHezbollah has named 349 members
who have been killed by Israel during the ongoing skirmishes, mostly in
Lebanon but some also in Syria. In Lebanon, another 64 operatives from
other terror groups, a Lebanese soldier, and dozens of civilians have
been killed.Lazar Berman contributed to this report.
Israel
responds to UN war crimes claim: ‘Large parts of Gaza converted to
combat sites’Document reacting to UN Human Rights office allegations
says report suffers from ‘hindsight and methodological biases,’ lacks
crucial information-By Jeremy Sharon-Today, 11:55 pm-JUN 26,24
Israel
has rejected a UN report accusing it of having “systematically
violated” key principles of the laws of armed conflict during the
ongoing war against Hamas in Gaza. The report was issued last week by the
UN Office of the High Commissioner for Human Rights (OHCHR). It
detailed in particular the IDF’s use of air-dropped bombs in densely
populated areas, and focused on six specific incidents with high
casualty counts as examples of how Israel has allegedly violated the
principles of distinction, proportionality, and precaution in its
campaign.A response compiled by the Israeli government to the document
has rejected the OHCHR’s claims, noting in particular that the agency
made its claims based on the outcomes of attacks instead of assessing
the decision making process behind them, as is required when assessing
the legality of an attack.Israel’s military campaign in Gaza in response
to Hamas’s October 7 invasion and mass atrocities has prompted numerous
allegations that the IDF has violated the laws of armed conflict laid
out by international law, in light of what appears to be the high number
of civilian casualties and the massive destruction of civilian
infrastructure. These claims have even been taken up by the International
Criminal Court, with its prosecutor Karim Khan now seeking arrest
warrants against Prime Minister Benjamin Netanyahu and Defense Minister
Yoav Gallant for, among other alleged crimes, “willful killing” and
“intentionally directing attacks against a civilian population.”OHCHR’s
report could likely be used by the ICC and other UN agencies to bolster
the legal accusations against Israel. The OHCHR report issued on June 19
was scant on the details of its methodology, saying only that
information was gathered from “multiple independent sources” including
“through interviews carried out by OHCHR with witnesses, military and
weapons experts,” but did not detail who those people were, or name the
report’s authors. And the Israeli response, authored by Israel’s
delegation to the UN in Geneva under the auspices of the Foreign
Ministry, took the OHCHR to task for what it said were serious
methodological failings. It insisted the organization did not have the
relevant information to determine what the expected harm to civilians
had been at the time of the attacks, and pointed out that Hamas’s
comprehensive use of civilian infrastructure in Gaza had turned a
multitude of previously civilian sites into military ones.Critically,
the response pointed out that Hamas’s “extensive and unprecedented” use
of the civilian environment for military purposes meant that broad
swaths of urban Gaza had become legitimate military targets.“Large parts
of neighborhoods in the Gaza Strip were converted, sometimes containing
substantial portions of the buildings in them, into combat complexes
that include ambushes, command and control apartments, weapons caches,
observation posts, firing positions, trap houses and explosives in the
streets and rocket launchers,” the response said. This was in addition to
“the extensive use of terror tunnels, going beneath neighborhoods,
schools, UN facilities, and other civilian objects, with thousands of
tunnels shafts inside and around such infrastructure, and containing the
presence of many military operatives inside these tunnels.”In many
circumstances, using aerial munitions, including those with “wide area
effects” were “the only type of weapon that can accomplish the military
objective.”Addressing what it described as methodological flaws in the
OHCHR report, the Israeli rebuttal pointed in particular to its reliance
on publicly available information which did not include information and
intelligence held by IDF commanders who carried out the strikes.“The
chosen methodology by which OHCHR analyzes these strikes, which includes
mainly relying on alleged results and media coverage, leads to an
inaccurate understanding of which targets were struck, the military
importance given to each target, and the operational constraints,” said
the Israeli response, and this flaw led to “unjust accusations of
violations.”It also noted that the OHCHR report relies on fatality
figures provided by the Hamas-run Gaza health ministry which have been
shown to be unreliable and potentially distorted, leading the UN itself
to reduce its fatality estimates. In particular, the Israeli response
observed that Hamas’s list of fatalities includes male combatants who
are listed as women, minors who have been identified as combatants, and
men who have been identified as combatants, which would potentially
change the calculations of proportionality when assessing a
strike.Hamas’s fatality list also includes deaths caused by Hamas and
other terror groups, including misfired munitions and explosives placed
in areas populated by civilians, the Israeli rebuttal said. The response
also asserted that in general, estimating expected civilian harm in Gaza
“can be very challenging” due to the fact that the IDF is operating in
“a complex and dense urban environment where civilian presence is
dynamic and often hard to ascertain.”And it observed that attacks cannot
be legally evaluated based on the outcome, but rather “only the harm
that could reasonably be anticipated at the time of the decision.”If the
outcome of the attack is higher than expected “this does not
necessarily indicate a violation,” the response noted, adding
“compliance is conduct-oriented, not result-oriented.”The OHCHR study
itself focused on six incidents during the war which resulted in heavy
Palestinian casualties, to illustrate what it said was a broader pattern
of Israeli violations of the laws of armed conflict. The first attack it
highlighted was a strike in the Jabaliya camp on October 9 which
resulted in the deaths of at least 42 people, including 14 children and
one woman, according to OHCHR.Another airstrike on the Taj3 Tower in
Gaza City on October 25 killed 105 people, including 32 women and 47
children, and leveled an area of 5,700 square meters, according to
OHCHR.The organization said that another strike on Jabaliya on October
31 killed 56 people including 12 women and 23 children and flattened
2,500 square meters, noting that Israel said it killed the Hamas
commander of the terror group’s Central Jabaliya Battalion in the
attack.A strike on the Al Bureij camp in central Gaza on November 2
resulted in the deaths of at least 15 people including five women and
nine children, OHCHR said, while an attack on the Al Buraq school on
November 10 resulted in the deaths of 34 people, including a Hamas
company commander named Ahmed Siam, along with other Hamas
combatants. The final strike analyzed by OHCHR was an attack on the
Shejaiya neighborhood in Gaza City on December 2, which it said resulted
in the deaths of 60 people, including the commander of Hamas’s Shejaiya
Battalion. In these various attacks, the report said Israel used guided
bombs of different sizes, including the GBU-31 2000lb munition, the
GBU-32 1000lb bomb, and the GBU-39 250lb bomb.Based on its analysis of
the six airstrikes, the OHCHR report accused Israel of violating the
principle of distinction, by which the laws of armed conflict require
armed forces to target combatants alone, alleging that Israel has
targeted “members of de facto civilian administration and Hamas
political structures not directly participating in hostilities.”OHCHR
said Israel had also violated the principle of proportionality, which
requires that the expected military advantage of a specific attack be
proportional to the damage done to civilians and civilian objects. The
report alleged in regard to the strikes on Jabaliya, the Taj3 Tower, Al
Buraq school and Shejayia that it was “hard to conceive” of a military
advantage that would justify what it said was the “predictable scale” of
harm to civilians in those strikes. It also alleged that there were
“hundreds” of similar strikes, which it said appear, to have been
committed “as part of a pattern of attacks” over several months.OHCHR
also accused Israel of failing to take sufficient precautions in its
attacks to avoid or minimize civilian casualties, another requirement of
international law.It said that in some attacks the IDF failed to issue
warnings of an impending strike, and said that the use of heavy bombs
with “wide area effects in densely populated area” also demonstrated a
violation of the principle of precaution.Additional Protocol I of the
1949 Geneva Conventions says that “effective advance warning” should be
given of attacks which might affect the civilian population, “unless
circumstances do not permit.”Addressing the specific strikes underlined
in OHCHR’s report, the Israeli response revealed several details not
known to the UN agency, which it said would have to be taken into
account when evaluating the legality of the attack.Israel said the
October 9 Jabaliya attack struck a terror tunnel with tunnel shafts
which themselves were part of a Hamas compound, and included a rocket
launcher and Hamas combatants.Any assessment of that strike would have
to take into account the military advantage to be gained in striking all
those targets, the response said, while pointing out at that early
stage of the war, a ground attack was not possible. The response provided
less specific information about the Taj3 Tower attack in which OHCHR
claimed some 79 women and children were killed, but stated that the IDF
struck “on that day” several “unique and high value Hamas military
assets and infrastructure, which were used by Hamas’ highest level of
military commanders, both above and underground.”The Foreign Ministry
document did not detail whether those targets were in, around, or under
the Taj3 Tower. The rebuttal made similar comments about the October 31
attack on Jabaliya and the Shejaiya attack, insisting that there had
been multiple targets in those attacks including high ranking commanders
and military infrastructure.“The notion that the expected incidental
damage of the strikes were weighed against a single Al Qassam commander
‘whether with or without other combatants,’ is factually wrong, and
leads to a flawed legal conclusion,” the response asserted. The document
also pointed out that five of the six strikes, excluding the October 9
Jabaliya attack, are currently under review by the Fact-Finding and
Assessment Mechanism (“FFA Mechanism”) of the IDF’s General Staff, which
is responsible for conducting factual assessments of the legality of
“exceptional incidents.”Once those are completed, the results are
submitted to the Military Advocate General (MAG) corps for a decision on
whether or not to open a criminal investigation.Israel’s rebuttal did
not contend with OHCHR’s contention that “extensive civilian losses and
damages” can never be justified. The OHCHR report, the Israeli response
nevertheless argued, lacked “many crucial facts and understandings that
are crucial for any sound legal discussion,” adding that, “It is
apparent that the document suffers from hindsight and methodological
biases which cast a shadow on the credibility of its legal assessment.”
Journalists
tour American aid pier in Gaza as it resumes operations-US says its
learning and improving as it launches another attempt to use the pier,
after sea conditions left structure unusable for weeks-By Leo Correa,
AMI BEN TOV and Julia Frankel Today, 6:44 pm-JUN 26,24
AP — With
US soldiers within shouting distance of Gaza’s coast, the American
military is taking another stab at delivering aid to hungry Palestinians
by sea. After several fits and starts, a $230 million pier is up and
running again. The US military invited reporters for a tour of it on
Tuesday, marking the first time international media has witnessed its
operations firsthand.International journalists have not been allowed to
enter Gaza independently since the Israel-Hamas war began on October 7,
when Hamas sent thousands of terrorists into Israel, where they killed
some 1,200 people, mostly civilians, and took 251 hostage. The project,
which first launched in mid-May, resumed operations last week after a
recent pause due to rough seas.As journalists looked on Tuesday, US
soldiers with machine guns directed the pier’s operations. US vessels
carrying trucks loaded with humanitarian aid docked at the pier.Israeli
and Cypriot drivers drove the trucks off the vessels and headed down the
400-meter (437-yard) causeway to the beach, where they unloaded pallets
of aid.The trucks then returned to the vessels to be ferried to large
cargo ships and reloaded. The cargo ships travel across the
Mediterranean Sea from Cyprus.Col. Samuel Miller, the commander of a
joint task force, US Army 7th Transportation Brigade, said the vessels
can ferry aid to the pier at least five times a day.“Our mission out
here is to receive those humanitarian assistance pallets offshore from a
larger vessel onto that floating pier,” he said, shouting over waves
crashing against the pier. “Over time, we are learning organization and
we’ve gotten better.”The floating pier was anchored back on Gaza’s
shoreline on June 19 after heavy seas and high winds led the military to
disconnect it from the beach. In May, similar conditions forced a
two-week pause in operations after the pier broke apart and four US Army
vessels ran aground, injuring three service members, one
critically.Since coming back online, the pier has been delivering
hundreds of pallets of aid a day to the shore, Miller said. From the
pier, Associated Press journalists could see aid piling up against a
backdrop of near-total destruction. Israeli army vehicles slowly moved
between blown-out buildings along the coast. Tents stood on beaches in
the distance. The US military said about 6,200 metric tons (6,800 tons)
of aid have so far been delivered from the project to Gaza’s shore. While
aid from the pier is reaching the beach, it’s still difficult to get it
to Palestinians in Gaza. The UN World Food Programme has suspended aid
delivery from the pier due to security concerns after the Israeli
military used a nearby area in a June 8 hostage rescue. Lawlessness
around the pier, with hungry Palestinians seizing aid off trucks headed
to delivery zones, is also a major concern. The US launched the project
to bring relief to Gaza, where Israel’s military offensive against Hamas
has displaced over 80% of the territory’s 2.3 million people and
unleashed a humanitarian disaster. International officials say hundreds
of thousands of people are at risk of famine.UN and other international
aid officials have voiced skepticism over the pier, saying its
effectiveness is limited and it is no substitute for Israeli-controlled
land crossings into the territory.Israel has said there is no shortage
of aid entering Gaza through crossings, and that the problem lies with
slow distribution by aid groups within Gaza. The latter blame chaotic
conditions caused by Israel’s offensive and a lack of security for aid
workers in the distribution delays.UN officials told the AP on Tuesday
that they are considering suspending all aid operations across Gaza
unless steps are taken to better protect humanitarian workers. That
would plunge Gaza into an even deeper humanitarian catastrophe.Still,
the soldiers operating the pier Tuesday were hopeful.“I talk to my
sailors on a daily basis,” said US Navy Capt. Joel Stewart. “They
understand that our aid is necessary for the people of Gaza who are
suffering under the conditions of war.”
Knesset moves toward
making ‘Al Jazeera Law’ permanent, allowing blocking of broadcasts-As
bill passes preliminary reading, sponsor Ariel Kallner says: ‘I am in
favor of freedom of the press, but not at the cost of the safety of our
soldiers and citizens’By Sam Sokol-Today, 6:44 pm-JUN 26,24
Lawmakers
voted 51-36 on Wednesday to approve a preliminary reading of a bill
turning the so-called Al Jazeera Law into permanent legislation. The law
gives the government powers to prevent foreign news networks from
operating in Israel under certain limited circumstances.Initially passed
by the Knesset in April, the current temporary measure provided the
prime minister and the communications minister with the authority to
order the closure of foreign networks operating in Israel and confiscate
their equipment if they have grounds to believe they are “doing real
harm to state security.”Such orders are valid for 45 days but can be
renewed for further 45-day periods. The current law expires on July 31.
If it makes it through the three readings in the Knesset required to
become law, the new bill would make it permanent and extend the ban’s
length to 90-day renewable periods. The current law was used to close
down Qatari news network Al Jazeera’s operations in Israel last month
and to temporarily seize equipment belonging to the Associated Press —
an act which sparked criticism both within Israel and abroad.Though
Israeli officials have long complained about Al Jazeera’s coverage,
which they say is heavily influenced by Hamas and endangers IDF troops
in Gaza, in the past they stopped short of taking action. Qatar
bankrolled Palestinian construction projects in the Gaza Strip prior to
the war, which were seen by all sides as a means of staving off
conflict. The law empowers the communications minister to order “content
providers” to cease broadcasting the channel in question, order the
channel’s Israeli offices to be shuttered, order the channel’s equipment
confiscated, and order the channel’s website to be blocked. It is the
communications minister who can issue such orders, with the approval of
the prime minister and the security cabinet, and after a professional
position paper has been presented to the prime minister and the
communications minister by security services detailing the “factual
foundations” of allegations that the outlet is causing damage to
Israel’s national security. In a tweet following the vote, Likud MK Ariel
Kallner, the bill’s sponsor, stated that his “goal first and foremost
is to protect our soldiers fighting in the field and at the front and to
prevent a hostile media body inside Israel.”“I am in favor of freedom
of the press and media but not at the cost of the safety of our dear
soldiers and citizens,” he stated. The new bill’s explanatory notes said
it would also give the communications minister “the authority to also
order the halting of the broadcasts of a foreign channel..if he
believes…that it is causing a real harm to the security of the state.”
It was unclear how this differed from current legislation. A spokesman
for Kallner did not immediately respond to a request for
comment.Speaking with The Times of Israel, Gil Gan-Mor, who runs the
Association for Civil Rights in Israel’s departments of Civil and Social
Rights, said that the new authority granted to the minister was likely
connected with efforts to block satellite signals, but that this change
would only become clear as the bill advances through the legislative
process.“Now its symbolic because you can watch [banned content] on
private satellite systems, YouTube or on social media. So they want
things that only totalitarian countries want — to block communications,”
he said.“It’s a very bad thing. This law, to our minds, is not
constitutional as a temporary order and clearly when it becomes a
permanent law the violation of freedom of speech becomes
permanent.”Reviewing petitions against the law, the High Court of
Justice released a conditional order earlier this month requiring a
government response, by August 5, to why the current law should not be
invalidated, Gan-Mor noted. He called it a “kind of gesture from the
court to the government not to extend the temporary order.”Jeremy Sharon
contributed to this report.
Israeli officials believe ICC arrest
warrants to be issued within weeks – report-Prime Minister’s Office
said reexamining Netanyahu’s trip to US next month should warrants be
issued, as any emergency landing in a signatory country could result in
his arrest-By ToI Staff Today, 6:44 pm-JUN 26,24
Israel believes
that the International Criminal Court will issue arrest warrants for
Prime Minister Benjamin Netanyahu and Defense Minister Yoav Gallant in
the coming weeks, Channel 12 news reported Wednesday, after the court’s
chief prosecutor announced applying for the warrants back in May.The
expected warrants have been the subject of meetings at the Prime
Minister’s Office, the Foreign Ministry and the Justice Ministry in
recent weeks, the network said, and all have estimated that they will be
issued in the next few weeks.ICC Chief Prosecutor Karim Khan said in
May that he was seeking arrest warrants for Netanyahu and Gallant due to
suspected crimes of “causing extermination, causing starvation as a
method of war including the denial of humanitarian relief supplies,
deliberately targeting civilians in conflict.”At the same time, Khan
said he was also seeking warrants for top Hamas leaders Ismail Haniyeh,
Yahya Sinwar and Muhammad Deif on charges of extermination, murder,
hostage-taking, rape, and sexual assault. The decision was harshly
criticized by Israeli officials, both due to the charges leveled against
Netanyahu and Gallant, as well as the seeming comparison drawn between
Israeli leadership in a war they did not start, and the Hamas terror
group.United States President Joe Biden added his voice to the criticism
and said that the US rejected the accusations against Israel by the
international court.“What’s happening [in Gaza] is not genocide,” he
said at the time. The US is not a signatory to the Rome Treaty which
established the ICC, meaning it does not recognize the court’s
jurisdiction. It would not be required, therefore, to place Netanyahu or
Gallant under arrest should they be on US soil after a warrant is
issued, meaning that Netanyahu should not run into any issues when
traveling to the US next month for a July 24th address to a joint
session of Congress.Channel 12 reported, however, that his office does
not believe his visit will be risk-free. If his plane is required to
make an emergency landing, it could very well have to do so in a country
that recognizes the ICC’s jurisdiction, which could result in the
arrest warrant being implemented.According to the report, legal
officials have been conducting talks on the implications the warrant
could have on Netanyahu, and on his planned visit to the US.The Prime
Minister’s Office denied this, telling Channel 12 that “there is no
concern regarding the prime minister’s travels.”
Germany,
Netherlands urge citizens to leave Lebanon for fear of war-They join
growing list of countries urging people to leave while commercial

ToI Staff Today, 10:55 pm-JUN 26,24
Germany and the Netherlands
urged their citizens to leave Lebanon on Wednesday, a day after Canada
issued a similar warning in light of escalating tensions between Israel
and the Hezbollah terror group. In an updated travel warning on its
website, the German Foreign Ministry stated that “the security situation
in the region is highly volatile,” as clashes along the Israel-Lebanon
border have intensified in recent weeks.“A further escalation of the
situation and expansion of the conflict cannot be ruled out,” the travel
warning continued. “This applies in particular to the southern parts of
Lebanon, including the southern urban areas of Beirut, and the Bekaa
Valley, including the Baalbek-Hermel district.“A further escalation
could also lead to a complete suspension of air traffic from Rafiq
Hariri Airport. Leaving Lebanon by air would then no longer be
possible,” it added. The updated travel warning was issued amid a visit
by German Foreign Minister Annalena Baerbock to the region. In Jerusalem
on Tuesday, she said that Germany was “extremely concerned about the
increase in violence at the northern border,” and stressed that
international partners were “working hard on finding solutions that can
prevent more suffering. The risk of an unintended escalation and of
all-out war is growing by the day.”She added that she would be visiting
Beirut later in the week to impart the same message to the Lebanese
government.Deutsche in #Libanon werden dringend aufgefordert

foreign ministry urged them to “leave the country if it is safe to do
so,” and warned that the longer people wait, the more difficulty they
may have leaving. The two EU member states have joined a growing number
of countries urging their citizens to leave Lebanon as fears of all-out
war grow. While many countries have had travel warnings in place since
the start of the war between Israel and Hamas, they have reiterated them
in recent weeks.Canadian Foreign Minister Melanie Joly called on
Tuesday for Canadians to depart while commercial flights remain
operational, saying that the situation “could deteriorate further
without warning.”Meanwhile, Kuwait was reported to have started
evacuating its citizens from Lebanon earlier this week, a day after the
Gulf state’s foreign ministry renewed its call to avoid traveling to the
region due to “consecutive security developments.”In Europe, North
Macedonia similarly issued a call at the start of the week for its
citizens to return home from Lebanon, and advised all non-essential
travel there to be postponed.
Germany to advance bill to deport
foreigners who glorify terrorism-‘We are taking tough action against
Islamist and antisemitic hate,’ says minister. ‘Agitators living in the
Stone Age have no place in our country’By AFP Today, 11:39 pm-JUN 26,24
FRANKFURT
— The German government agreed to measures on Wednesday making it
easier to deport foreigners who glorify acts of terror after a surge in
online hate posts during the Gaza war.Under the new rules foreigners
could face deportation for “even a single comment that glorifies and
condones a terrorist offense on social media,” the interior ministry
said after the cabinet agreed on a draft law. After the October 7 Hamas
attack on Israel, which triggered the Gaza war, there was a surge in
hate posts on social media in Germany, with officials saying Islamists
in particular were responsible. The fatal stabbing last month of a police
officer by an Afghan asylum seeker in Mannheim also triggered a surge
of such posts, fueling the debate on deportations.“We are taking tough
action against Islamist and antisemitic hate crimes on the internet,”
said Interior Minister Nancy Faeser, after ministers agreed on the
measures.“It is clear that Islamist agitators who are mentally living in
the Stone Age have no place in our country. Anyone who does not have a
German passport and glorifies terrorist acts here must be
expelled.”Asked about the threshold for deporting foreigners, Faeser
offered assurances the changes would not target those who just made
“little clicks” on social media or simply liked others’ posts.“We are
talking here about real glorification of violence,” she said, adding
that online hate posts “fuel a climate of violence that can encourage
extremists to commit new acts of violence.”A ministry spokesman also
stressed that those ordered deported would be able to challenge
decisions in courts. The new law needs to be passed by parliament and
Faeser said she hoped lawmakers would adopt it after the summer
recess.Convictions have already been made over some social media posts. A
Munich imam was this month fined 4,500 euros ($4,800) for posting on
Facebook that “everyone has their own way of celebrating the month of
October,” on the day of the Hamas attack. In parliament following the
Mannheim attack, Chancellor Olaf Scholz also called for those who
celebrate acts of terror to face deportation.Glorifying terrorist
offenses amounted to a “slap in the face for the victims, their families
and our democratic order,” he said.
NATO picks Dutch PM Mark
Rutte as next chief, as alliance faces perilous times-Seen as safe pair
of hands amid threat posed by Putin, possible election of Trump;
predecessor Stoltenberg hails ‘true transatlanticist, strong leader,
consensus-builder’-By Max Delany Today, 1:29 pm-JUN 26,24
BRUSSELS
(AFP) — NATO’s 32 nations on Wednesday appointed outgoing Dutch Prime
Minister Mark Rutte as the alliance’s next head, handing him the job at a
crucial moment with Russia on the march in Ukraine and American
elections looming.Rutte will take over from Secretary General Jens
Stoltenberg on October 1 after major powers — spearheaded by the United
States — wrapped up his nomination ahead of a summit of NATO leaders in
Washington next month.“I warmly welcome NATO Allies’ choice of Mark
Rutte as my successor. Mark is a true transatlanticist, a strong leader
and a consensus-builder,” Stoltenberg said on social media after NATO
ambassadors approved the appointment.“I know I am leaving NATO in good
hands,” he added. The seasoned Dutch leader, whose 14-year tenure in
charge of the Netherlands is set to end within weeks, is seen as a safe
pair of hands capable of stewarding the 75-year-old alliance through
perilous times. While the 57-year-old faces the specter of a possible
return by former US president Donald Trump to the White House, Rutte
will also have to grapple with the threat posed by Russian leader
Vladimir Putin. After staking a claim for the NATO post following the
collapse of his coalition last year, Rutte had to use all his diplomatic
skills to win over reluctant allies Turkey and Hungary. He finally
clinched the race for the top job last week when sole challenger
Romanian President Klaus Iohannis dropped out.Back Ukraine, tame Trump? A
staunch supporter of Ukraine, the straight-talking Dutchman has
spearheaded a push to give Kyiv F-16 fighter jets to help fight off
Russia’s invasion. As NATO chief he will play a key role in marshaling
weary allies to keep backing the war-torn country — while treading a
fine line over Kyiv’s push to join. The Kremlin’s 2022 assault on Ukraine
has reinvigorated an alliance that often struggled for purpose after
the end of the Cold War, and pushed European nations to up their defense
spending.Rutte will now have to ensure NATO is fighting fit to deal
with the threat Moscow will pose for years to come, and also keep a keen
eye on the growing might of China. Most testing, however, could be the
challenge of keeping the alliance together if Trump reclaims the
presidency.Trump reportedly mulled pulling the military superpower out
of NATO during his first term — only to be talked down by world leaders,
including Rutte. On the campaign trail this time around, the volatile
former reality TV star has rattled allies by saying he’d encourage
Moscow to attack countries not spending enough on defense. It is not just
the US that is facing political uncertainty — with crunch polls also
coming up in other key countries like France.“From his many years in
Dutch politics and on the international stage, Rutte is an adroit
balancer of political relationships,” said Philippe Dickinson from the
Atlantic Council think tank.“This political savvy will be put to the
test to an unprecedented extent in the years ahead.”Rutte will look to
learn from his predecessor Stoltenberg, who has headed NATO through its
most consequential decade since the Cold War ended. The unflappable
former Norwegian prime minister won plaudits for maintaining unity and
strengthening NATO through a tumultuous period.Rutte will be the fourth
Dutchman to head the alliance since it was founded in the ashes of World
War II to face off against the Soviet Union.
Israeli delegation
said set to visit US for talks on Iran-In first, US describes Hamas
response to Israeli ceasefire offer as a ‘rejection’State Department
spokesperson says terror group’s response with a counter-proposal
amounted to ‘written rejection’ of deal that received strong
international backing-By Jacob Magid-Today, 11:37 am-JUN 26,24
WASHINGTON
— The United States characterized Hamas’s last response to Israel’s
proposal for a ceasefire and hostage deal in Gaza earlier this month as a
rejection of that offer for the first time Tuesday, as Washington
appeared to harden its rhetoric against the terror group.Hamas on June
11 said a proposal laid out by US President Joe Biden and backed by
Israel did not meet its demand for a complete end to the war in Gaza,
responding to the offer with significant amendments that mediators have
struggled to bridge. Israel has insisted it will fight till Hamas is
destroyed over its devastating October 7 attack on the country. The
terror group “came back several weeks ago and rejected the proposal that
was on the table,” US State Department spokesperson Matthew Miller said
during a press briefing Tuesday.“They gave us a written response that
rejected the proposal put forward by Israel, that President Biden had
outlined, that the United Nations Security Council and countries all
around the world had endorsed,” he added, calling it a “written
rejection and counter-proposal that came from Hamas.”The comment marked
the first time that a US official had publicly gone so far. To date,
only Jerusalem has branded the Hamas response as a rejection. US
Secretary of State Antony Blinken two weeks ago criticized Hamas’s
counter-proposal as including changes that are “not workable,” but
insisted the gaps were still bridgeable.Egyptian and Qatari mediators
have been in contact with Hamas over the past two weeks in an attempt to
bridge the gaps with Israel. An Israeli official, speaking on condition
of anonymity to The Times of Israel, suggested that the shift in
rhetoric out of Washington is part of an effort to further isolate Hamas
and provide Iran-backed Hezbollah an “off-ramp” to taper off its
cross-border attacks on northern Israel that threaten to ignite a
full-blown war.The US has placed a major emphasis on keeping tensions on
Israel’s northern border from snowballing into all-out war, working to
broker a long-shot diplomatic deal while pinning its hopes on a
ceasefire in Gaza leading to the restoration of calm between Israel and
Lebanon-based Hezbollah.Israel’s latest ceasefire and hostage deal
proposal, some of whose details were presented by US President Joe Biden
last month, reportedly provides for a temporary ceasefire in the first
phase of the deal, to be extended into “a sustainable calm (cessation of
military operations and hostilities permanently)” in the second phase.
However, Netanyahu has repeatedly denied that the proposal provides for
ending the war before Israel achieves its two declared goals of
destroying Hamas and bringing home all the hostages. The IDF launched its
offensive in Gaza after thousands of Hamas-led terrorists rampaged
across southern Israel on October 7, killing some 1,200 people and
kidnapping 251. The government says the war will continue until Hamas is
completely destroyed and the hostages are freed or released.Iran-proxy
Hezbollah began firing rockets and launching drones at northern Israel
on October 8, aiming to put pressure on Israel’s military in support of
Hamas, but has indicated that the attacks will stop should the fighting
in Gaza end. Near-daily skirmishes and cross-border fire on the northern
border halted during a week-long truce in November, but efforts to
secure a fresh deal have yet to bear fruit. An Israeli delegation will
soon visit Washington for a meeting of the Strategic Consultative Group
on Iran, with the sides planning the talks after deliberations set for
last week were delayed, according to Hebrew media reports. The White
House has said the meeting set for last week was pushed off due to a
scheduling conflict, strongly denying it was canceled out of pique after
Prime Minister Benjamin Netanyahu publicly accused the Biden
administration of holding up arms deliveries to Israel.A new meeting
hasn’t been actually rescheduled, but the sides have agreed to meet in
the coming weeks, a US official told The Times of Israel. Senior Israeli
and US officials said a date is expected to be set for July before
Netanyahu is due in Washington where he will address a joint session of
Congress on July 24, the Axios website reported. The Israeli delegation
will be led by National Security Advisor Tzachi Hanegbi and Strategic
Affairs Minister Ron Dermer, according to Axios. Both were in Washington
last week for talks on the situation with Hezbollah. So far, the
skirmishes on the border have resulted in 10 civilian deaths on the
Israeli side, as well as the deaths of 15 Israel Defense Forces soldiers
and reservists. There have also been several attacks from Syria,
without any injuries. The Hezbollah attacks have displaced tens of
thousands of residents from local towns and communities, and caused huge
amounts of damage to homes and national parks.Hezbollah has named 349
members who have been killed by Israel during the ongoing skirmishes,
mostly in Lebanon but some also in Syria. In Lebanon, another 64
operatives from other terror groups, a Lebanese soldier, and dozens of
civilians have been killed.Israel is also worried about Iran’s nuclear
activities.Iran has been ratcheting up its enrichment of uranium in
recent months and barring International Atomic Energy Agency inspectors
from visiting its nuclear sites, drawing censure from the Group of Seven
as well as the IAEA’s 35-nation board of governors. On Tuesday, Defense
Minister Yoav Gallant told US Defense Secretary Lloyd Austin during a
meeting in Washington that “time is running out” to prevent Iran from
obtaining a nuclear weapon.
NYPD arrests anti-Israel protester
who called to eject ‘Zionists’ from subway car-Anas Saleh charged with
attempted coercion after widely circulated footage showed man matching
his description shouting, ‘Raise your hand if you’re a Zionist’ on
packed train car.-By Luke Tress Today, 6:16 am-JUN 27,24
JTA —
Police in New York have arrested a man who allegedly demanded that
“Zionists” identify themselves on a crowded subway car around the time
of a controversial protest earlier this month at a Manhattan exhibit
commemorating the Nova music festival massacre.Anas Saleh, 24, was
arrested on Wednesday morning, the NYPD told the New York Jewish
Week. The Staten Island resident was charged with attempted coercion in
the third degree. Under New York law, coercion involves a person forcing
another to do something against their will, usually under threat.Widely
circulated footage from the June 10 protest showed a man matching
Saleh’s description shouting, “Raise your hand if you’re a Zionist” on a
packed subway car.“This is your chance to get out,” the man shouted.
The call was repeated by other activists on the train, many of whom were
wearing keffiyehs, or Palestinian scarves frequently worn by activists,
that covered their faces.Last week, the NYPD released a photo of Saleh
wearing a keffiyeh, the colors of the Palestinian flag and sunglasses,
and urged the public to come forward with information. The New York Post
reported that Saleh had turned himself in.Anti-Zionism is a modern
manifestation of antisemitism.Example:An Anti-Zionist declaring on a NYC

(@RitchieTorres) June 12, 2024-The Manhattan District Attorney’s office
and the NYPD were actively investigating the incident since it occurred,
the district attorney’s office said, urging anyone with additional
information to come forward. The NYPD issued Saleh a desk appearance
ticket ordering him to appear in court on July 1.The incident occurred
surrounding an anti-Israel protest by the hardline group Within Our
Lifetime at an exhibition commemorating the victims of the Nova massacre
on October 7. The protest featured people wearing the insignia of
terror groups and was widely decried as antisemitic. Families of Nova
victims were at the exhibit during the protest. Before the incident, the
protesters had gathered at Union Square. Within Our Lifetime had
declared a “Day of Rage” in the city that featured stops at multiple
locations. At Union Square, demonstrators carried a sign that said “Long
live October 7,” bore symbols associated with terror groups, and
sparred with pro-Israel counter-protesters. Pro-Palestinian activists in
New York have increasingly espoused open support for terrorism in
recent weeks. One man told the pro-Israel group, “I wish Hitler was
still here. He would’ve wiped all you
out.”https://twitter.com/NYPDTransit/status/180349636136032274-When
Saleh allegedly called to target “Zionists,” the train was near the
Fulton St. subway station, between Union Square and the Nova exhibit,
police said. After coming under heavy fire for the protest, Within Our
Lifetime doubled down on targeting the exhibit. “We are proud to protest
one of the most egregious zionist propaganda projects in our city,” the
group tweeted. The American Jewish Medical Association, a nonprofit
representing Jewish healthcare workers, said Saleh had been identified
as a lab technician at the Weill Cornell Medicine Rhee Lab in Manhattan.
The medical group sent a letter to Gov. Kathy Hochul, Attorney General
Letitia James, and Manhattan District Attorney Alvin Bragg on Wednesday
urging them to prosecute Saleh “to the fullest extent of the law.”“We
believe this is truly a matter of safety for patients, students, and
medical professionals,” the letter said.Kind of ironic that Anas Saleh,
the guy who asked Zionists to identity themselves on a crowded subway,
got his cronies working so hard to hide his identity.

June 26, 2024-The New York Post reported that the dean of Weill Cornell
Medicine told employees on Wednesday that the school was investigating
and said, “If any employee is confirmed to be involved in this incident,
appropriate action will be taken.”Within Our Lifetime protested against
Weill Cornell, claiming the center had “marginalized its Palestinian
community members,” days before the Union Square rally. Video the group
posted online showed demonstrators chanting “Israel will fall” outside
the medical center. The group has also protested against the Memorial
Sloan Kettering Cancer Center.Antisemitism has surged in New York City
since October 7 and police data shows that Jews are targeted by hate
crimes far more than any other group.Following the arrest, Hochul
condemned the incident as a “shameful display of antisemitism.” She
tweeted, “We have zero tolerance for hate and this individual should be
prosecuted to the full extent of the law.”New York Mayor Eric Adams
said, “Threatening New Yorkers based on their beliefs is not only vile,
it’s illegal and will not be tolerated.”

Caught between plague and cholera’:
French Jews wary as extremes set to win votes-Snap election called by
Macron sees center lag as far-right, left parties tainted by
antisemitism expect parliament gains, amid soaring Jew-hatred post-Oct.
7-By Elizabeth Pineau Today, 8:46 pm-JUN 26,24
PARIS, France
(Reuters) — As French Jews, Maury and Alain Fischler feel trapped
between equally unpalatable extremes as France rushes into a snap
election with the far right ahead in the polls, followed by a left-wing
bloc that the Fischlers say harbors antisemites.French President
Emmanuel Macron called the parliamentary election on June 9 after his
centrist Together alliance was trounced in European elections by the
anti-immigrant National Rally (RN), which is now the frontrunner to form
France’s next government. This is profoundly worrying for the Fischlers,
who detest far-right ideology and see the RN’s transition from a party
that once flirted openly with antisemitism into one that denounces it as
a cynical ploy to create a veneer of respectability.“Just because
they’ve painted the door glossy and produced 10 good-looking people with
impeccable rhetoric, that doesn’t mean we should believe them,” said
Alain Fischler, 61, a furniture designer, speaking in the couple’s
apartment in Paris.RN leader Marine Le Pen has worked hard to detoxify
the party’s brand since taking the reins from her father Jean-Marie Le
Pen, the party founder, who was convicted of inciting racial hatred for
saying the gas chambers used to kill Jews in the Holocaust were “a
detail” of World War II.She joined protesters marching through Paris in
November to denounce a surge in antisemitic incidents after October 7,
when thousands of Hamas terrorists stormed southern Israel to kill
nearly 1,200 people and take over 250 hostages, sparking the war in
Gaza.Marine Le Pen, a leader of French far-right party National Rally
(RN) and member of the country’s parliament, attends a march against
antisemitism in Paris, France, November 12, 2023. The party’s president
and candidate for French prime minister, Jordan Bardella, is on the
right. (Geoffroy Van der Hasselt / AFP)The RN has adopted a strongly
pro-Israel stance.Marine Le Pen’s efforts have won over some French
Jews, including prominent lawyer and Nazi hunter Serge Klarsfeld, 88,
who said on June 15 that in a run-off between the RN and the left, he
would vote for the RN, which he described as “pro-Jewish.”But for
others, including Fischler — the son of a Holocaust survivor — this
doesn’t wash. He accused the RN of courting Jews as cover for
stigmatizing Muslims.‘Antisemitism is not residual’Just as frightening
to the Fischlers is the New Popular Front, a leftist coalition hastily
assembled to counter the far-right surge and currently in second place
in the polls, ahead of Macron’s centrist camp. The group includes La
France Insoumise (France Unbowed), a hard-left party led by Jean-Luc
Melenchon. Opponents say LFI has repeatedly crossed the line between
criticism of Israel and antisemitism, which the party denies.“I feel
like I’m caught between plague and cholera,” said Maury Fischler, 61, an
optician, using a colloquial expression to describe a choice between
equally unpleasant alternatives.Gaza was already a contentious issue in
France — home to Europe’s largest Jewish and Muslim communities — before
the unexpected election exacerbated political tensions.Antisemitic
incidents ranging from insults to vandalism and physical assaults rose
by 300% in the first quarter of 2024 compared with the same period last
year, according to figures released by French Prime Minister Gabriel
Attal, who is Jewish. The number of anti-Muslim incidents has also
risen, though less steeply.Melenchon, LFI’s leader, said earlier this
month that antisemitism was “residual” in France, one of a long list of
comments by him and others in his party that critics say have stoked and
normalized anti-Jewish hatred. After a group of teens was accused of
gang-raping a 12-year-old Jewish girl while hurling antisemitic slurs at
her earlier this month, protesters in Paris held placards with slogans
like “Antisemitism is not residual” and “Have you gotten used to
antisemitism? We haven’t.”Protester Sidney Azoulay, himself a Jew,
described the political stances of some parties as akin to “the
pyromaniac-turned-firefighter.”“It’s a shame that in the 21st century,
French Jews are still making headlines for reasons like this,” Azoulay
said.Melenchon, who denies being antisemitic, condemned the rape, as did
politicians from across the spectrum, including the RN.Taking part in a
protest after the incident, Yonathan Arfi, head of the CRIF umbrella
organization of French Jewish groups, called on voters to rally around
the values of the French Republic and reject both extremes.“Our
responsibility for now is to ensure that neither France Unbowed nor the
National Rally come to power,” he said.Times of Israel staff contributed

Parts of campus only open to those with palms
painted red-In Chile, a pro-Palestinian campus occupation turns witch
hunt for ‘Zionist’ faculty-Feeling abandoned by the university, at least
two pro-Israel lecturers are preparing to leave UMCE in Santiago over
fears for their safety amid student agitation-By Canaan Lidor-Today,
6:41 am-JUN 27,24
In April, Gladys Briceño removed a Palestinian
flag that had been affixed without permission to the façade of a
building in a public university where she teaches, near the Chilean
capital of Santiago.A musicology lecturer, who is not Jewish but who
believes Israel has a right to exist, Briceño did this because she
“didn’t think university facilities are the place to fly flags to make
statements about controversial geopolitical conflicts,” she told The
Times of Israel this week. But in Chile, which has one of the largest
Palestinian communities outside the Middle East, this action had major
consequences for Briceño’s career and the entire university. The flag
removal helped trigger an ongoing campus occupation by anti-Israel
activists seeking the dismissal of “Zionist professors,” as they call
Briceño and another faculty member, Noemi Grinspun, who is
Jewish.Occurring amid an uptick in violent antisemitism in Chile and
beyond, the standoff (Spanish-language article) at the Metropolitan
University of Educational Sciences (UMCE) stands out amid a global wave
of anti-Israel campus protests for its targeting of individual
lecturers, who feel abandoned by their university administration. The
campaign coincides with weeks-long harassment of Chilean Jews at their
community centers, a development that recently prompted the heads of
Chile’s Jewish schools to tell students not to walk outdoors in their
school uniforms for fear this would invite attacks against them.At her
home in Santiago, Briceño is preparing to retire from the Metropolitan
University, where her courses have been student favorites for many
years. She is retiring earlier than planned because she doesn’t feel
safe at the university. “Because, in fact, I wouldn’t be safe on
campus,” she said of her workplace of 24 years. In a list of demands that
the organizers of the May 29 occupation submitted to the
administration, they wrote that the university should “disconnect”
itself from “the Zionist lecturers Gladys Briceño and Noemi Grinspun.”
They “inhabit and transgress on our university space, actively teaching
hate speech in the classroom and through their social networks,” the
organizers wrote.Briceño and Grinspun, who both deny having ever engaged
in hate speech, said the campaign against them featured antisemitic
overtones. During a discussion with students in an early attempt at
de-escalation, “several of them told me that the Jewish people are
trying to exterminate Palestinians,” Briceño recalled.“I think it’s an
antisemitic campaign. They’re targeting Noemi and me because they
identified us as Jews, mistakenly in my case, correctly in hers,” said
Briceño, whose husband — who is also not Jewish — has family in
IsraelThe campus occupation organizers also demanded their university
sever ties with the Gordon Academic College in Haifa and all other
Israeli institutions.“Above everything else, what pains me most is that
there was no attempt at a defense by the administration, by the rector.
Nothing. They abandoned us, Noemi and me. They left us in the lurch,”
Briceño said. (The Metropolitan University did not respond to a request
for comment by The Times of Israel.) Feeling unsafe and
abandoned-Grinspun has lived in Israel since 2021 as a guest researcher
at the University of Haifa, while still teaching at the Metropolitan
University remotely via video link. Since the agitation against her
began, the administration asked her to return to Chile and resume
physical teaching. Like Briceño, she doesn’t feel safe enough to do so.
Grinspun also thinks the demand is meant to make her quit.“I don’t have
any security, and they [the protesters] are very violent,” Grinspun told
The Times of Israel. “They wrote about me on social media with my name,
picture and everything.”While Grinspun is distressed by the
developments at her university, she is not shocked.“It didn’t come by
surprise. I knew something like this could happen. And also we thought
about our son because I didn’t want him to go to university in Chile and
to have those experiences. It’s very hard for Jewish students now. For
adults, too, but we can manage. For students it’s more complicated,” she
said.At the University of Chile, another Santiago-based public
institution that is the country’s oldest and most prestigious, students
and lecturers have had to paint their palms red as a display of
solidarity with Palestinians to be allowed into some parts of the campus
by occupying protesters. That university suspended (link in Spanish)
its ties with Israeli counterpart institutions earlier this month to
appease the protesters.Grinspun is leaning toward staying in Israel
permanently following the incident at UMCE, she said.A climate of
intimidation-The campaign against Grinspun and Briceño is part of a
broader pattern of anti-Israel harassment that escalated on October 7
following the Hamas onslaught on southern Israel that saw some 1,200
people murdered and 251 taken hostage to Gaza. The public outcry against
the ensuing war with Hamas has bled over to antisemitism on several
notable occasions, according to Ariela Agosin, the president of the
Jewish Community of Chile organization, which represents the country’s
20,000-odd Jews.“Some people who wear a kippah receive screams or other
forms of intimidation on the street. So the atmosphere is not easy,” she
said. Students of Chile’s three Jewish schools have been instructed to
change out of their school uniforms, which feature logos with Jewish
symbols, on their way to and from school, she said, adding this was
“very terrible.”Last month, an angry crowd gathered with Palestinian
flags outside a Jewish community center in Santiago, later moving to
demonstrate outside the nearby synagogue where a wedding was taking
place (link in Spanish). Some protesters accosted the guests, and “some
stones were thrown,” Agosin said. About half of Santiago’s dozen or so
synagogues have been vandalized since October 7, she added. On campuses,
“Jewish lecturers keep a low profile,” said Gabriel Colodro, the head of
the Chilean Community in Israel, a nonprofit that assists immigrants
from Chile.“It’s their livelihood, the money that feeds their children.
Of course, they just keep quiet and wait it out,” Colodro said. His
confidence in the long-term viability of Chilean Jewry decreased
dramatically after October 7, he said.Part of the problem, many Chilean
Jews believe, is that protesters feel emboldened by the government led
by Gabriel Boric, a far-left politician who became president of Chile in
2021.In 2019, he spurned a Rosh Hashanah gift, a small pot of honey,
that the Jewish Community of Chile had sent lawmakers.“I appreciate the
gesture but they could start by asking Israel to return the illegally
occupied Palestinian territory,” Boric wrote on X (then Twitter) about
Chilean Jews, many of whom cited this post as proof that he is
antisemitic. Boric is the only Chilean president who has declined to
meet with representatives of Chilean Jews, Agosin said. His government
has recalled its ambassador to Israel, as have several other Latin
American countries after October 7. Some 37,000 Palestinians have died
as a result of the operation, according to the Hamas-run health ministry
in Gaza, which does not distinguish between civilians and combatants,
of whom Israel says it has killed at least 15,000.Keeping Judaism
vibrant-Despite the difficulties posed by the anti-Israel agitation in
Chile, the community still maintains a vibrant existence, Agosin, the
Jewish community leader, said. Some major university administrations have
resisted pressure to sever ties with Israel, she noted, and Israeli and
Chilean Jews have many friends and allies in Chile. Immigration to
Israel, or aliyah, from Chile has been low, with only about several
dozen making the move annually in recent years.Agosin, a lawyer who has
three children living in Chile, paused before replying to a question on
whether she believed the community would be able to maintain its
vibrancy in the coming 20 years.“That’s a tough question,” she said.
“But I feel like things will change. First of all, in two years we’ll
have a new government and the war will have ended. So hopefully things
will be easier then.”
Suspected North Korean hypersonic missile explodes in mid-flight, Seoul says-by Thomas Maresca.
Washington
DC (UPI) Jun 26, 2024-North Korea test-fired a suspected hypersonic
missile on Wednesday morning, but it appeared to explode in mid-flight,
South Korea's military said."Around 5:30 a.m. today, North Korea
launched an unknown ballistic missile from the Pyongyang area toward the
East Sea but it is presumed to have failed," Seoul's Joint Chiefs of
Staff said in a text message to reporters. "Further analysis is being
conducted by South Korean and U.S. intelligence authorities."A JCS
official later told reporters that the missile flew around 155 miles and
exploded in the air off the east coast of the country, spreading debris
into the sea over a radius of several miles. The official, who spoke
under the condition of anonymity, speculated that the North was
attempting to refine the development of a solid-fuel hypersonic missile
it had test-fired earlier this year.More smoke than usual appeared to
emanate from the missile, suggesting the possibility of combustion
issues, the official added. In April, North Korea claimed it successfully
launched a new solid-fuel intermediate-range hypersonic missile, a
nuclear-capable weapon with a range that could place U.S. military
installations in Guam -- around 2,100 miles away -- within reach.Such a
weapon represents challenges for missile detection and interception
systems. Missiles using solid-fuel propellants can be transported and
launched more quickly than liquid-fuel models, while hypersonic weapons
travel at least five times the speed of sound and are maneuverable
mid-flight.The launch comes amid international concerns over a mutual
defense treaty signed by North Korea and Russia during Russian President
Vladimir Putin's visit to Pyongyang last week.It also follows North
Korea's condemnation of a port call by an American nuclear-powered
aircraft carrier to the South Korean city of Busan. In a statement
carried by state-run Korean Central News Agency on Monday, the North's
Vice Defense Minister Kim Kang Il called the arrival of the USS Theodore
Roosevelt a "provocative action" and warned that North Korea may
respond by "demonstrating its overwhelming and new deterrent
force."North Korea sent trash-filled balloons over the border with the
South for a second day in a row, the JCS also said Wednesday, continuing
back-and-forth provocations that have raised tensions near the
demilitarized zone that separates the two Koreas. The North launched more
than 250 balloons carrying scrap paper overnight, the JCS said in a
message to reporters, with around 100 landing in Seoul and the northern
part of neighboring Gyeonggi Province. The latest launch marked the sixth
time in the last month that North Korea has sent balloons filled with
debris and even excrement, according to South Korean officials.South
Korea briefly resumed anti-Pyongyang loudspeaker broadcasts at the
border earlier this month in response to the launches. On Tuesday, the
military said it was prepared to begin the transmissions again at any
time. The North's balloon launches appear to be a response to the
longstanding practice of North Korean defectors floating balloons with
anti-Pyongyang messages across the border.Activist group Fighters for a
Free North Korea said it sent 20 balloons carrying some 300,000
leaflets, USB drives containing South Korean media and U.S. dollars
across the border last week. The DMZ has been the site of multiple border
incursions in recent weeks, with North Korean troops crossing the
military demarcation line three times since June 9.On each occasion, the
South Korean military fired warning shots and the North's soldiers
returned to their side of the border.JCS officials said the crossings
appear unintentional, as the North has been ramping up construction
activity in frontline areas of the DMZ since withdrawing from an
inter-Korean military agreement in November.

Robots integrate biometrics for parcel delivery, security, and military operations-Jun 24, 2024, 10:48 am EDT| Abhishek Jadhav
Tech
firms have announced the development and testing of robotic systems
with biometric capabilities aimed at enhancing operational efficiency
and security surveillance.Hyundai Motor Group, for instance, has created
robotics that integrate facial recognition for smart buildings.
Similarly, Kody Technolab has deployed surveillance and service robots
at the Tuneland Music Festival in India. In addition, countries like the
United States and China are incorporating rifle-armed robot dogs into
their militaries.Hyundai develops intra-building delivery robot for
smart office-Hyundai Motor Group has designed the DAL-e Delivery, an
autonomous robot for intra-building delivery. It is equipped with an AI
face identification system for navigation within the smart office
environment of Factorial Seongsu in Seoul. The biometric integration
allows the robot to enhance security and efficiency by identifying
delivery recipients. For autonomous navigation, the DAL-e Delivery robot
is synced with the building’s elevator and door control system, enabling
it to move freely across different floors and rooms. It is equipped
with an 11.6-inch high-resolution display that provides detailed
information about the service status to operators and recipients.“With
DAL-e’s full-fledged delivery service, we aim to make Factorial Seongsu
the first building to apply our Robot Total Solution,” says Dong Jin
Hyun, vice president and head of Robotics Lab at Hyundai Motor Company
and Kia Corporation. In its efforts to provide comprehensive robotic
solutions integrating various robotic services and facial recognition
systems within smart buildings, Hyundai also developed a parking robot.
This smart parking control system can simultaneously manage up to 50
parking robots, coordinating movements in tight spaces.Crowdfunding for
personal AI companion robot-After two successful robotic crowdfunding
campaigns, Luwu Intelligence has introduced another project: XGO-Rider, a
desktop wheel-legged robot. The module integrates image-based AI
features such as gesture recognition, face detection, and skeleton
recognition using the TensorFlow-based MediaPipe framework.The XGO-Rider
robot leverages the Raspberry Pi CM4 core module to improve personal AI
companionship and mobility. The open-sourced robotic platform uses
OpenAI’s API for voice-based AI functionalities. “With XGO-Rider, we aim
to redefine personal robotics, empowering users to explore new
possibilities and interactions in their everyday lives,” says PengFei
Liu, chief executive officer of Luwu Intelligence.Robot with facial
recognition at music festival in India-During the recent Tuneland Music
Festival in Gandhinagar, India, Kody Technolab deployed two of its
robotics -– known as Athena and Dasher — to handle security and service
tasks, ensuring the safety of more than 35,000 attendees.Athena is
equipped with 360-degree cameras that provide high-definition recording
coverage of the festival grounds. Its advanced computer vision
capabilities enable the robot to capture vehicle plate numbers and
associate them with specific locations, facilitating vehicle plate
recognition and monitoring of vehicles within its operational
area.Athena also incorporates a facial recognition system, according to a
post on the Interesting Engineering blog. The lack of clarity on the
specific databases used for this purpose is raising privacy and security
concerns.“The deployment of Athena and Dasher at the Tuneland Music
Festival is a testament to the vast possibilities that robotics holds
for improving both security and service in public spaces,” says Manav
Patel, founder of Kody Technolab Limited.Chinese, US militaries add new
robotic weapons to their arsenal-The Chinese military unveiled the Go2
robotic weapon, a gun-wielding robotic dog, during joint military
exercises with Cambodia, as reported by CNN. This robot dog is armed
with an automatic rifle mounted on its back and is accompanied by a
similarly equipped quadcopter. In a YouTube video showcasing the Chinese
Go2 robot dog, a soldier can be seen controlling it with a handheld
device, indicating that human oversight is still required for its
operation. Despite their advanced capabilities, both the robotic dog and
drone appear to have been modified for consumer products. The idea of
robotic dogs has evolved over time. Boston Dynamics developed the first
well-known robotic quadruped, BigDog. This robot was initially created
as a mechanical pack animal for the U.S. military, designed to carry
heavy loads over challenging terrain. It is reported that the United
States Marine Forces Special Operations Command (MARSOC) is currently
testing a robotic dog equipped with rifles. This robotic dog is designed
to autonomously identify targets with person recognition, if not
biometrics, and await human confirmation before engaging.Onyx Industries
supplies these robotic dogs and has confirmed their deployment to The
War Zone. At present, MARSOC has two robotic dogs equipped with SENTRY
gun systems, which are designed to improve situational awareness and
assist in combat by detecting and engaging targets.Eric Shell, the head
of business development at Onyx Industries, informed The War Zone that
these robotic dogs are being utilized in tunnel operations. The model
employed for these tasks is the Vision 60 quadrupedal unmanned ground
vehicle (Q-UGV) developed by Ghost Robotics.

provide water for 1 million people-Israel said preparing to increase
Gaza’s water supply, but final approvals needed-Under pressure from
allies to ease humanitarian crisis, Netanyahu government planning to
directly supply electricity from Israel to large water desalination
plant in Khan Yunis-By Emily Rose and Jonathan Landay Today, 6:55 am-JUN
27,24
REUTERS — Israel, under pressure from Western allies to
ease a humanitarian crisis in Gaza, is preparing to boost electricity to
a desalination plant so it can produce more water for people in the
enclave, an Israeli security official and a western official told
Reuters on Wednesday. An Israeli offensive against Hamas in Gaza in
response to the terror group massacring some 1,200 Israelis and taking
251 hostages on October 7 has left millions in Gaza with little food,
scarce water and failing sanitation, Western aid agencies say.The
Israeli plan, the details of which were shown to Reuters, is to directly
supply electricity from Israel to a large water desalination facility
in Khan Yunis, the two sources said. The facility was established with
United Nations funding in 2017 to provide drinking water to areas in
Deir al-Balah, Khan Yunis and the Mawasi area, where many Gazans have
fled due to the fighting. The facility has a production capacity of about
20,000 cubic meters of water per day, while today the facility provides
only some 1,500 cubic meters due to the lack of electricity. Gaza
depends on Israel for much of its electricity supply. That power has
been cut since the fighting started. The Israeli source, speaking on
condition of anonymity, said the planned supply of electricity to the
water plant could provide water for just under a million people. The
source did not give a deadline for when the power supply would come on
line. Current power is coming from generators and solar. The source said
the plan has been approved by both Netanyahu and Defense Minister Yoav
Gallant but still requires approval from other ministers in the
government.“There are parties who are trying to cancel the process,” the
source said without providing details.Netanyahu’s office declined a
request for comment.A Western official familiar with the plan, speaking
on condition of anonymity, also said preparations were being made to
restore the power to the plant. The official said that Gallant approved
the reopening of the power line when US Secretary of State Antony
Blinken met with him in Israel earlier this month.“The Israelis are
ready on their side,” said the official. “Right now, Palestinian
engineers are inside the strip checking the integrity of the line.”The
official said restoring power to the line that feeds the desalination
plant was a crucial element in alleviating the water crisis in Gaza but
would not solve the issue. There was still a need to get in equipment to
fix the sanitation system, and this was hampered by the fighting, the
official said.
US hoping Saudi Arabia will lead reconstruction
effort-Egypt, UAE prepared to participate in post-war Gaza security
force — officials-Blinken informs counterparts that Cairo and Abu Dhabi
are conditionally on board, as US seeks to recruit other allies before
rolling out plans for post-war management of Strip-By Jacob Magid-Today,
4:42 am-JUN 27,24
WASHINGTON — Egypt and the United Arab
Emirates are prepared to participate in a post-war Gaza security force,
US Secretary of State Antony Blinken informed counterparts during his
recent visit to the region, three officials familiar with the matter
told The Times of Israel on Tuesday. The US has been looking to recruit
Arab allies for the initiative, as it readies to roll out its vision for
the post-war management of Gaza, even though a ceasefire between Israel
and Hamas remains elusive.During visits to Qatar, Egypt, Israel and
Jordan two weeks ago, Blinken informed interlocutors that the US has
made progress on the issue, receiving support from Cairo and Abu Dhabi
for the creation of a force who would work alongside local Palestinian
officers, according to an Arab official, a US official and a third
source familiar with the matter. However, the officials said that Egypt
and the UAE both stipulated conditions for their involvement, including a
demand that the initiative be linked to the establishment of a pathway
to a future Palestinian state — an outcome Prime Minister Benjamin
Netanyahu has vowed to block. The third source familiar with the matter
said that Egypt is also demanding the complete withdrawal of Israeli
forces from Gaza — a condition likely to clash with Netanyahu’s pledge
to maintain overall security control of the Strip after the war, with
the ability to re-enter as necessary in order to prevent the revival of
Hamas.Meanwhile, the UAE has demanded US involvement in the post-war
Gaza security force, an Arab official said.Blinken told counterparts
that the US would help establish and train the security force and ensure
that it would have a temporary mandate, so that it could eventually be
replaced by a fully Palestinian body, the third source said, adding that
the goal is for the Palestinian Authority to eventually take over Gaza.
Reuniting the Strip and the West Bank under a single governing entity
is seen as an integral step toward an eventual two-state solution. The
secretary clarified, though, that the US would not be contributing
troops of its own, the source said.During a June 12 press conference in
Doha, Blinken said the US and its partners would soon release its plans
for the post-war management of Gaza. “In the coming weeks, we will put
forward proposals for key elements of the day-after — planning that
includes concrete ideas for how to manage governance, security,
reconstruction.”The officials speaking to The Times of Israel said the
US is working on three concept notes on each of those issues, adding
that Washington is hoping that Saudi Arabia will lead reconstruction
efforts. As for governance, Blinken privately told counterparts that the
goal would be to establish a transitional government in Gaza, which
would work closely with countries in the region, the officials
said.Blinken has held talks for months with a contact group of
counterparts from Saudi Arabia, the UAE, Qatar, Jordan, Egypt and the
PA. He has also looped in Morocco, Bahrain, Turkey, Indonesia and others
in an effort to galvanize broad international support for the post-war
stabilization of Gaza. The secretary acknowledged at the Doha press
conference that Hamas will determine whether or not the war will
continue, but later insisted that the terror group “cannot and will not
be allowed to decide the future for this region.”The US has also
implored Israel to advance “day after” planning of its own, warning that
failure to do so will either result in Israel permanently occupying the
Strip or ushering in a period of chaos where Hamas will be able to
regain control.Netanyahu for months resisted holding high-level talks on
the post-war management of Gaza, not wanting to confront his far-right
coalition partners who want Israel to occupy Gaza and re-establish
settlements there.National Unity chairman Benny Gantz cited Netanyahu’s
ducking of the issue in explaining his decision to pull out of the
wartime government. While Defense Minister Yoav Gallant has not followed
Gantz, he has similarly criticized the premier’s conduct on the
matter.Gallant told reporters on Tuesday that he discussed his own “day
after” plans during his meetings this week with top US officials in
Washington, saying Gaza should be managed by a combination of “local
Palestinians,” regional partners and the US, while acknowledging that it
would be “a long and complex process.”Responding to this report, a
State Department spokesperson told The Times of Israel, “We are
continuing discussions with the PA, key partners, and the Israelis on
day after planning for Gaza, to include governance, security and
reconstruction.”“A day after plan for Gaza will be key to building an
enduring end to the conflict, but also turning an end of the war into a
just and durable peace, and using that peace as a foundation for
building a more integrated, a more stable, a more prosperous region,”
the spokesperson added. The Egyptian embassy did not respond to a request
for comment.
GlobalPlatform to drive EUDI wallet adoption across EU under eIDAS 2.0 regulation-Jun 26, 2024, 10:00 am EDT | Abigail Opiah
GlobalPlatform
is pushing its efforts to support the European Digital Identity (EUDI)
Wallet with an initiative aimed at facilitating the adoption of a
digital identity scheme across European Union (EU) member states. In line
with the newly approved eIDAS 2.0 regulation, which mandates the
establishment of a cross-border digital identity framework starting in
2026, the EUDI Wallet will serve as a centralized application for
storing and managing identity documents such as passports, driving
licenses, and health records. The EU’s goal is to equip 80 percent of its
citizens with an eID Wallet by 2030, to ultimately ensure seamless use
across all 27 member states regardless of where it is issued. The
initiative aims to enhance online transactions, access government
services, and enable digital signatures with security.Ana Tavares
Lattibeaudiere, executive director of GlobalPlatform, emphasizes the
organization’s commitment to supporting EU member states in safeguarding
citizens’ identities and personal data.“The GlobalPlatform SE is the
leading solution for meeting the high level of assurance required in the
EUDI Wallet as defined by the upcoming ENISA certification scheme.
Built on common technical standards, the GlobalPlatform SE leverages the
technology already used in billions of smartphones today,” she adds.“We
continue to introduce new capabilities that will make it seamless for
governments to deploy eID Wallet schemes and for smartphone vendors and
software developers to support a new era of digital services.”To meet
the stringent security requirements set by eIDAS, the EU mandates the
use of a secure element (SE) within devices, typically smartphones.
GlobalPlatform, leveraging its SE specifications widely implemented in
various smartphone form factors (such as UICC, eSE, eUICC, and iSIM), is
optimizing these specifications to support EUDI Wallet schemes,
according to the company.Currently, pilot programs for eID Wallets are
underway in several EU countries, with additional trials expected to
commence in the near future. GlobalPlatform is enhancing its support
through initiatives such as defining Secure Application for Mobile (SAM)
configurations and driving the development of Cryptographic Service
Provider (CSP) specifications. These efforts aim to facilitate the
secure deployment of digital ID applets and ensure compatibility across
certified platforms.Recently, the non-profit go.eIDAS-Association,
focused on promoting interoperability and trust in digital identities,
partnered with several German companies and foundations to introduce the
eIDAS-Testbed.
UrbanID consultant roots for tokenization as key digital ID security option-Jun 25, 2024, 4:41 pm EDT | Ayang Macdonald
As
concerns about identity theft and data misuse fill out following the
fast adoption of digital identity especially in Africa, it is imperative
for governments, businesses and enterprises to consider
privacy-preserving identity management choices including
tokenization. This is the take of technology expert and consultant with
UrbanID, a disruptive personal identity ecosystem company, Mannie
Oyewole.Oyewole shared his thoughts in an interview with Biometric
Update on the margins of the 2024 ID4Africa AGM which took place in
South Africa last month.UrbanID had its PocketOne product on display at
the event. This is a digital wallet built on a zero-knowledge
architecture, which facilitates identity verification and authentication
using decentralized technology. In the interview, Oyewole speaks on a
wide range of issues including the importance of decentralised ID and
tokenization, the critical nature of data protection especially with the
growing adoption of digital ID, and how Africa can better embrace
generative AI, just to mention this.Oyewole notes with satisfaction the
fast pace of the transition to digital identity systems in Africa,
saying it is the very foundation of every digital society. However, the
way digital identity is managed to engender trust and transparency is
where the focus should be, he says.In this regard, he explains the work
which UrbanID has done over the years with the Nigerian government to
enable a system where ID verification happens in a decentralized manner,
including with the use of tokens. This, he says, makes it possible for
individuals to share only the exact amount of data that is needed by any
entity for a specific purpose or service.“In 2018 or thereabout, there
were several problems and challenges that revolved around data
protection in Nigeria. So, there was a federal government policy which
directed every third party such as telcos, bank, enterprises and
organizations dealing with citizen data to comply with data protection
regulations. This means these entities needed to put in place
infrastructure to ensure that every data collected from citizens is
secure and not shared with anyone else,” he recalls.“This was a
challenge as there was no technology to manage that entire process. So,
UrbanID came into the scene, and later created a new product called
PocketOne which was on exhibition at the ID4Africa AGM.”Limiting data
shared with third parties is vital-Oyewole says their product was
designed to enable limited data sharing. To illustrate the importance of
this practice, he paints a scenario of a citizen who goes to a telco to
purchase a SIM card. The telco asks for the individual’s ID card which
contains a lot of information including their father’s and mother’s
name.“They get all sort of information about you. They take it and offer
you the service. Now, whatever they do with your data, you don’t know.
Who is privy to it, you don’t know,” he says.In order to limit the
amount of dada shared either through physical or remote identity
verification processes, Oyewole says UrbanID uses tokenization.“What we
have done digitally is we have been able to tokenize the ID. We worked
with the [Nigerian] government to ensure that all government-issued IDs
should be tokenized and then developed in an app.”“This app has multiple
features. Once citizens are enrolled and their biometric data captured,
the information is stored as the NIN, which is the detail that any
enterprise can deal with during any transactions,” says Oyewole.“With
our digital ID framework, we were able to build an ecosystem where the
enterprise can have a presence on the platform, the individual can also
have a presence on the platform, and documents such as IDs can be
verified in a secure, and controlled environment.”For a scenario such as
buying a SIM card which he painted earlier, Oyewole says the telco
“doesn’t really need your mother’s or father’s name.”“They don’t need
all the information on your ID card to sell you a SIM card. All they
need to know is that you are a registered and valid citizen of the
country. So, once the government has already registered your biometrics
in its database and you have been able to successfully upload your
digital ID, you can begin to access government services or third-party
services digitally without having to compromise your identity.”He adds
that what UrbanID helps to do is that “you don’t need to send all of
your details to the service provider, which could be MTN for
example.”“Rather than send all the details, you generate a virtual NIN
which is specific only to MTN. Once this is generated, it is on MTN’s
account and they are the only ones who can use it. If a third party
intercepts that, they cannot use it. And once MTN has used it, it
expires in about three days.”Apart from this, he mentions that “the
transaction is recorded and registered on the blockchain,” which is one
of the most secure technologies. This makes it possible that “for
forensic purposes, as a user or ID holder, you are able to tell where
and who checked your ID, what time did they check it, and what purposes
they checked your ID for. In the digital space, this has given power
and ownership back to the ID holders.”To Oyewole, “tokenization is now
becoming a new adoption for digital ID verification solution providers
because tokenization, in its own form, is a cyber security aspect by
design.”As an example of how vital tokenization is for digital ID,
Mastercard said recently that it plans to tokenize all digital
transaction in Europe by 2030.Digital ID, first framework for digital
governance-According to the expert, efforts by African governments to
embrace tech generally, including digital ID and generative AI, is
laudable, but it is crucial to go a step further in ensuring these
digital systems sufficiently earn the trust of those who are supposed to
use to interact with them.“Digital ID, or even basic identification
where governments can be able to identify their citizens, is the first
framework for digital governance,” he notes.“When you are able to know
the demography of the people, this can help you better distribute
government services or grants, and better interact with your people.
With a digital identity layer, you are able to get data-driven visuals
for decision-making.”Oyewole says while he cannot over-emphasize the
pressing need for countries to begin to digitize their national IDs, the
issue however is trust.“How do you trust a digital document? How do you
trust the digital space? You have to be sure of who you are discussing
with, or sharing information with, so that your information is not
proliferated for the wrong purpose.”Notwithstanding, he opines: “The
adoption of digital ID is so important that we cannot circumvent it. My
take is that governments across Africa should begin to look at
compliance and controls especially when it comes to data privacy,
ownership and user consent management. They can do this by partnering up
with ID solution providers.”Understand AI first, embrace with
caution-Talking about AI which is increasingly gaining a prominent place
in the global digital identity discourse, Oyewole says while it comes
with huge rewards, there are risks that belie it.“Before you embrace
anything, you need to know about it. I can call ten people now at random
and ask them to explain what generative AI is, and they may not
know.”“As much as governments are encouraging people to embrace AI, they
should also encourage symposiums to teach people about what AI does,
what AI is, how it can be used, its risks and rewards. In understanding
that, they can better build frameworks that will guide the adoption and
use of the technology,” says Oyewole.Speaking about technology adoption
generally, the consultant says “Africa is doing great,” although “there
are still many gaps to be filled.”“In the western world, the ease and
adoption of technology is so fast. Although the pace is slow in Africa,
the continent is making huge jumps into the technological space through
creating hubs like sandboxes, hubs for tech startups, and so on. There
is a wide range of problems which technology can solve across
Africa.”“We still have challenges in agriculture, power generation and
power distribution. There’s an abundance of renewable energy we are not
even tapping into. There are so many natural minerals we have that when
you integrate with technology, you will be able to provide services that
will benefit the citizens and benefit the state.”
McDonald’s
pauses AI voice ordering system developed with IBM-Fast food giant plans
to relaunch broader service soon-Jun 25, 2024, 2:13 pm EDT | Joel R.
McConvey
Despite claims that AI is infiltrating every corner of
our lives, it will not be at the McDonald’s drive-through for the time
being. The fast food chain has called off its two-year test of
algorithmic, voice-activated automated order taking (AOT), which it ran
in partnership with IBM. CNBC reports on an email memo sent to
franchisees announcing its plan to halt AOT at all 100 McDonald’s
drive-throughs using it by July 26, 2024.Despite the shuttering of the
IBM initiative, a statement from McDonald’s to CNBC makes it clear that
voice-based ordering technology will be back under the golden arches
soon enough.“As we move forward, our work with IBM has given us the
confidence that a voice ordering solution for drive-thru will be part of
our restaurants’ future,” says the statement. “We see tremendous
opportunity in advancing our restaurant technology and will continue to
evaluate long-term, scalable solutions that will help us make an
informed decision on a future voice ordering solution by the end of the
year.”As such, the cancellation of AOT looks more like a pause to
evaluate and re-arm ahead of a broader launch of automated AI ordering
technology. IBM also indicates that it will take its AOT system to other
interested parties in the quick-serve sector. But performance issues
with IBM’s tech may have been part of the problem: CNBC quotes unnamed
sources who say the system had trouble getting orders right when spoken
in different accents and dialects. Problems with accuracy and high
operating costs have caused frustration among franchisees. In December
2023, McDonald’s announced a new strategic partnership with Google
Cloud, which is likely to figure into its future plans for
voice-activated AI ordering systems. In a statement released at the
time, McDonald’s Executive Vice President and Global Chief Information
Officer Brian Rice says “connecting our restaurants worldwide to
millions of data points across our digital ecosystem means tools get
sharper, models get smarter, restaurants become easier to operate, and
most importantly, the overall experience for our customers and crew gets
even better.”The Google deal could easily eclipse any previous
development in terms of scale and capacity. That said, McDonald’s CEO
Chris Kempczinski has said IBM’s AOT will continue to be integrated into
its technology systems in some form.Having bought and rebranded
AI-based voice recognition firm Apprente in 2019, McDonald’s sold its
McD Tech Labs to IBM in 2021, as part of the deal to accelerate the
deployment of AI voice ordering at its restaurants. That year also saw
McDonald’s sell its Dynamic Yield dynamic ordering technology to
Mastercard.Following the sale of McD Labs to IBM, Kempczinski told
investors that the fast food company did not have the capacity to
innovate at the leading edge of technology while also selling billions
of cheeseburgers.Previous run-ins with BIPA over voice biometrics and
consent-Regulatory pains may have played a role in the decision to kill
AOT at McDonald’s drive-throughs. The company, which is based in
Chicago, has run afoul of Illinois’ Biometric Information Privacy Act
(BIPA) before. In 2021, it faced a $5 million class action alleging that
it violated BIPA by deploying voice recognition software that collected
user’s orders without their express consent. That suit accused
McDonald’s of planning to monetize the data collected by identifying
repeat customers and offering them special deals or upsells.Another BIPA
class action suit followed in 2023, with similar complaints about the
lack of consent to collect data in McDonald’s’ system. In response, the
chain denied collecting identifying demographic data to attach to
biometric data, and said no voiceprint was involved in its automated
transactions. The question is likely to resurface in the future, as a
gaggle of fast food chains integrates AI and voice recognition into
their ordering systems. Panera, Del Taco, Checkers and Rally’s,
Hardee’s, Carl’s Jr., Krystal, Wendy’s, Steak n Shake, Dunkin, Chipotle,
and Taco Johns have all tested AI technology in their drive-throughs,
as has Yum Brands, which owns KFC, Taco Bell, Pizza Hut and The Habit
Burger Grill.
China protests EU sanctions on firms with Russian war links-by AFP Staff Writers
Beijing
(AFP) June 25, 2024-China on Tuesday said it had protested to the
European Union after the bloc imposed sanctions on 19 Chinese companies
for abetting what the West believes is Beijing's support for Russia's
war in Ukraine.A list published in the EU's Official Journal on Monday
includes several companies located in Hong Kong as well as two global
satellite giants. The firms are now subject to drastic restrictions over
sales of "dual-use goods and technology" that could be used for the
"enhancement of Russia's defence and security sector".Beijing hit back
on Tuesday, saying it opposed "unilateral sanctions with no basis in
international law" and had lodged "stern representations" with the
EU."The development of normal exchanges and cooperation between Chinese
and Russian businesses does not target any third party," foreign
ministry spokeswoman Mao Ning said at a regular press briefing in
Beijing."We urge the European side to revoke the sanctions, and will
take necessary measures to resolutely uphold the legitimate rights and
interests of Chinese enterprises," she added. The EU's 14th package of
sanctions against Russia added 61 new companies to the list of entities
accused of directly "supporting Russia's military-industrial complex" in
the war in Ukraine, bringing the total to 675 firms.Among the newly
added companies are two major players in the Chinese satellite industry
involved in the sale of satellites and satellite imagery to Russia's
Wagner mercenary group. In October, an AFP investigation revealed that
Wagner in 2022 signed a contract worth more than $30 million with
Chinese firm Beijing Yunze Technology Co Ltd to acquire two satellites
and use their images. The contract was signed in November 2022, more than
half a year into Moscow's invasion of Ukraine in which the Wagner group
under its founder Yevgeny Prigozhin was playing a key role on the
battlefield. The two high-resolution satellites belonged to Chang Guang
Satellite Technology, a leading global satellite company which was the
unit to be added to the EU's sanctions list.Another company named Monday
was Head Aerospace Technology, which sells satellite images and was
placed on a US sanctions list in 2023 for supplying the Wagner
Group.Even if China does not deliver weapons directly to Russia, the
United States and Europe accuse it of selling components and equipment
to Moscow's military industry -- allegations Beijing strenuously
denies.Russia-based companies make up about half of the 61 entities
added to the EU's list Monday. In addition to the 19 Chinese companies,
it also added nine from Turkey, two in Kyrgyzstan, one in India, one in
Kazakhstan, and one in the United Arab Emirates.burs-mjw/je/mtp
