Let’s get over with it and let’s start governing.”No speaker has ever been removed from office through such a move. In its response, the government has signaled its agreement with most of the 116 recommendations.Among the endorsements are the proposed establishment of stronger data protections for children, curbing the ability of companies to target children for marketing purposes, and the introduction of a Children’s Online Privacy Code.Additionally, the government has acknowledged that excessive reliance on consent can place an unrealistic burden on individuals to understand and manage their data privacy risks. It proposes shifting the burden from the consumer and, instead, requiring data-gathering entities to obtain informed consent for personal data handling and holding them accountable for the proper security and management of gathered data.Currently, most small businesses with an annual turnover of AU$3 million (roughly US$1.9 million) or less are exempt from the Privacy Act and have no obligation to keep personal data secure or to notify affected individuals in the event of a data breach. Curaçao announces pre-flight digital ID verification-The government of Curaçao, in conjunction with Curaçao Airport Holding, has announced that it has selected Airside, a privacy-based digital identity-sharing provider, and Vision-Box, a biometric-based travel technology company, to create the world’s first mobile-based, pre-enrollment border crossing system.By connecting travelers and the government ahead of time, this innovation will allow travelers to deliver their verified information before they cross the border. After the photo has been submitted, the traveler will receive a receipt on the app. Once the traveler arrives at the primary inspection area, they can bypass the Global Entry portals and go directly to the CBP officers to efficiently process their entry into the United States by showing their mobile receipt.The Global Entry mobile application will initially be available for use by travelers arriving at seven airports: Seattle Tacoma International, Los Angeles International, Miami International, Orlando International, Washington Dulles International, Pittsburgh International, and George Bush Intercontinental. The introduction of Entry-Exit Systems (EES) relying on biometric data collection on the United States and European Union borders will have wide-reaching effects on international travelers.A new webinar organized by the Border Security Report examined the implications of the new Entry-Exit System in these two regions, their similarities, and the lessons learned during their rollout.The U.S. has been trying to tackle the biometric exit mandate for years, struggling with challenges such as a lack of infrastructure, funding, resources, and sometimes stakeholder support, explains Jonathan Prescott, Program Manager of the Biometric Entry-Exit Strategic Transformation at the U.S. Customs and Border Protection (CBP).The agency has traditionally relied on fingerprint capture. But after witnessing vulnerabilities such as faded fingerprints due to work or age or missing fingers, the CBP switched to facial biometrics.“This facial biometrics has allowed us to drastically increase our ability to detect imposters,” says Prescott.The U.S. now has biometric checkpoints at 48 airports. By August this year, the system had identified 1851 impostors and 275,371 overstays. Biometric match rates have been high with 99 percent on entry and 98 percent on exit. The US Customs and Border Protection has been using a NEC algorithm and has partnered with the National Institute of Science Standards and Technology (NIST) to enhance its comparison process.“To ensure high accuracy rates as well as efficient processing we use a small gallery to match. Since it’s a smaller data set, we were able to get a higher quality on our match rates,” says Prescott.Last week, the agency also launched a new Global Entry Mobile Application which enables travelers enrolled in Global Entry to complete their arrival processing by taking a selfie which is processed through facial biometrics.The new European Entry-Exit System may be even more impactful than the US one since it is often a transit destination for international journeys.Europe’s plan for EES is to combine biometric and biometric data into a central database which will help it keep track of overstays. One of the elements of this project is the European Travel Information and Authorisation System (ETIAS).The EU-LISA project will have the task of introducing interoperability between different systems, including components such as the European search portal, shared biometric matching service, common identity repository and a multiple identity detector.“It will create a kind of backbone which connects all the system in a unique way and will make it much more easy and accessible for both the border guards and our authorized personnel to access data and cost check them to a search single search port,” says Luca Tagliaretti, Deputy Executive Director of EU-LISA.Mobile biometric identification and vehicle tracking could also be the EU’s alternative to reintroducing internal border controls, according to the European border agency Frontex.Countries on the continent, however, are still facing multiple challenges. Estonia is one of the countries that is trying to introduce the Entry-Exit System by equipping its border checks with biometric enrollment equipment while trying to keep visa processing time from increasing.“What we learned first is that face enrollment is much more complicated than expected,” says Rein Syld, Program Manager at the Information Technology and Development Center under the Estonian Ministry of the Interior.The country has been introducing mobile solutions at border crossings, including a tablet equipped with a fingerprint reader and document reader. Estonian border authorities, however, have struggled to find a tablet on the market with good enough cameras to capture faces that are compliant with ISO standards. and ended up working with the private sector to develop an app that is compliant with their requirements.Border crossings also need to think of whether their facilities are large enough to host self-registration terminals and even replace their lighting to ensure there are no shadows cast on the faces during biometric enrollment. The most challenging scenario has been outdoor environments on land and sea border checkpoints. Rain and snow have sometimes prevented capturing faces altogether, explains Syld.But border crossings are also facing other challenges, such as capturing biometric data from children.“If you were matching a three-year-old child with a passport with its picture as a newborn, there is probably going to be a failure from certain systems,” he says.

Three Chilean municipalities are currently hosting Worldcoin and its parent company, Tools for Humanity: the coastal cities of Concepción and Viña del Mar, and the capital, Santiago.People in Chile “are much more sensitive and much more understanding of the fundamental principles of crypto,” says Tools for Humanity’s CEO, Alex Blania. “It’s a combination of having a very technologically advanced country in general and then also a crypto-forward country specifically, which makes it an explosive building ground for the next wave of innovation in this space.”As the Worldcoin team scales up across the globe, adding to the more than two million users that have already registered their iris scans for a digital ID, they find themselves a little lacking in the orbs department. A bidding process has been opened for the supply of 6,000 biometric registration kits as Lot 1 for Ethiopia’s National ID Program (NIDP) implementation.According to a tender announcement, the bidding process, which is to be done via the Ethiopian Bankers Association, opens on September 28 and closes on November 10 at 2:00 pm, local time.Interested eligible bidders have been told to purchase the complete set of bidding documents upon the submission of a handwritten application, and to obtain useful information from the physical office of the Ethiopian Bankers Association in Addis Ababa or via an email provided for that purpose.Bidders are also expected to pay a non-refundable fee of 1,000 Ethiopian birr (US$18), and a deposit of $450,000 which shall be returnable once the bid results have been announced to all bidders.Bid results will be unveiled at 2:30pm on November 10 in the presence of representatives of bidding companies who choose to attend in person, the announcement notes.The rollout of Ethiopia’s digital ID has been gaining steam in the last couple of months.Last month, Indian company Madras Security Printing won a bid to print one million digital ID cards for the North African country in a contract worth $300,000.The NIDP also singed a partnership this month with the Ethiopian federal civil service commission to make digital ID the main credential for civil servants, months after it said it was making the ID also mandatory for banking operations.

The U.S. state of Illinois’ Supreme Court is hearing another biometric privacy case, this one brought by health care workers who feel their employers forced them to use fingerprint sensors without consent.The plaintiffs, who have worked for two Chicago-area hospitals, say that the state’s Biometric Information Privacy Act protects them from being forced to submit their biometric data the same as any private-sector employees in the state are protected.The defendants include University of Chicago’s Ingalls Memorial Hospital, Northwestern Memorial Healthcare and medical device maker Becton, Dickinson.They claim that they are not covered by BIPA because the law exempts health care workers. In this case, employees were required to use fingerprints to access automatic medicine-dispensing cabinets.Lawmakers crafting BIPA created protection exclusions for some classes of biometric data, including data related to the federal Health Insurance Portability and Accountability Act. HIPPA is one of the very few U.S. laws protecting a broad and vital vein of information, a person’s health data.The question is, does HIPPA allow a health care company to require employees’ fingerprints because doing so falls under the BIPA exclusion for health care data involved in treatment, payment or operations? The plaintiffs say HIPPA protects patient data and health care workers as a class were not explicitly mentioned as being exempted from protection under BIPA. They argue that according to the defense’s logic, a hospital garage fee taker cannot be protected at work by BIPA, according to coverage by trade publication Law360.

Results of a study carried out between February 2022 and June 2023 have highlighted that the use of biometrics in humanitarian programming must be done in a holistic and responsible manner, taking into account the inherent risks of collecting biometric data from vulnerable populations.Conducted by The Engine Room, a non-profit organization rooting for the safe use of technology and data, the study delves into the risks and benefits of biometrics in the humanitarian sector as well as organizational policies related thereto.It notes, among other things, that the harms involved in the practice must be assessed holistically including issues such as function creep. Function creep is a situation whereby information is used for a purpose different from what it was initially intended for.According to the research, for biometrics use in such settings to make more meaning, there is need to establish the full evidence of its benefits to the target population. This means “a deeper investigation into the potential benefits of biometric technology,” the report indicates.Among other problems identified during the study, the researchers note the lack of coherence in the approach to deploying biometrics across humanitarian sectors, the poor implementation of policies guiding the process, prevalence of technical literacy among the key decision makers which inhibits proper decision making, as well as the fact that donors fail to provide full support to ensure the safe and responsible use of the biometric systems they fund.For things to change for the better, the study proposes a couple of things that must be considered by different stakeholders involved in biometrics for the humanitarian sector, following up on recommendations made after a similar study by The Engine Room back in 2018.“Our research showed a clear need to develop a more coherent and responsible approach to the use of biometrics in the sector, and that in order for humanitarian organizations to uphold their commitment and responsibility to impacted communities, it is vital that a shared standard is established in the sector,” reads part of the executive summary.Per the study, deploying biometrics in the a more responsible and less harmful manner for humanitarian activities would require five things: the continued interrogation of the necessity of biometrics in the first place, a more nuanced policy design and implementation, the need to put in place a community-based standard of practice, strengthening efforts on data protection impact assessments, and ensuring a more thorough and ecosystem-wide appraisal of the technologies used in the sector.The use of biometrics in the humanitarian sector has always been greeted with mixed reactions. However, sector players like the International Organization for Migration believe the technology can help streamline humanitarian response efforts as seen in places like South Sudan, a country struggling with thousands of forcibly displaced persons.

Danes living in other Nordic or Baltic countries could soon be able to use their national digital ID as valid identification, according to a report in The Local.Denmarks’ MitID digital identity system is used to access public services and some commercial applications. The decision by the Nordic Council of Ministers means Danes will be able to use their MitID to sign in to services requiring a digital identity in Norway, Sweden, and other Nordic and Baltic nations. Facial recognition is about to get totally epic – or, rather, Epic is about to get facial recognition. Epic Universe, the new Universal theme park scheduled to open in Orlando, Florida in mid-2025, will use a patented biometric facial recognition tool at its entry gates, according to reports from Orlando ParkStop and the Hollywood Reporter.Nor will face biometrics be exclusive to the new park, as was previously reported. What Universal executives are calling a “facial recognition/photo validation” process for frictionless entry will be deployed in Universal’s existing theme parks, including its flagship, Universal Studios.According to ParkStop, Universal has patented a system for capturing a guest’s photo on entry, then using face scanners across the park to moderate or customize their experience based on paired biometric ID credentials. Data is erased when the guest leaves the park. Diagrams included in the patent show potential activations and operational flow charts for attaching face images that are registered in databases to specific areas in the park.It is this system that observers believe will be deployed at Epic Universe as “Photo Validation” – in part to distance it from stigmas attached to “facial recognition.”Biometrics could unlock open hub concept-Mark Woodbury, CEO of Universal Epic Destinations & Experiences, says the new park is the company’s most technologically advanced across the entire guest experience. Centred around a landscaped hub, Epic Universe’s four themed lands will deploy advanced robotics and drone tech to showcase what Woodbury calls “powerful, trip-driving intellectual property.”There are rumours that the central hub area may be free, and that only the themed lands will require ticketed entry. To illustrate how this system might make use of facial recognition, ParkStop references the only themed world that has been made public so far, in suggesting that long lines to access Super Nintendo World could be alleviated by installing facial recognition scanners at the warp pipe themed entry.Diagrams in a recent permit filing also suggest the placement of overhead sensors in the park, which could also be used for access control.
