It covers Face and Touch ID authentication and automates many processes that involve a digital ID in the company’s digital wallet app. Earlier this year, Apple applied for a patent to capture face, finger and iris biometrics through a device’s display.The granted patent’s diagrams show how the owner of a phone, having enrolled in a state or federal ID program using their government ID and a selfie biometric check, would choose from a pick list of government ID agencies. That is where the person would link the identification data on the phone or other device to their state profile.That data could be called up automatically when approaching content or activity that is gated by age. An external reader would ping the phone for a yes or no response to a question about adulthood, for example.Encountering an unfamiliar reader would prompt the ID app to ask for direction. The device owner would have to tell the software that they want to transact with the reader regardless.People would set up profiles for organizations and situations that they can anticipate transacting with, including the Transportation Security Administration, banks, favored grocery or department stores, fuel stations, Uber and the like. Banking and identity are converging in Nigeria, where the government has told commercial banks to start issuing debit cards that can also serve as a national ID document.As reported by The Cable Nigeria, the move passed following a memo from the National Identity Management Commission (NIMC) giving banks permission to provide the combined banking and national identity cards. Approval from the federal executive council, and a partnership with the Central Bank of Nigeria (CBN), formalized the process.Nigeria’s Minister of Communications and Digital Economy, Isa Pantami, said the change is in response to increased demand for identity cards. Since 2007, it has been mandatory for Nigerian citizens to have a national identity number. Physical ID cards are optional, and a mobile digital ID card is available through an app. But Pantamia said that, especially in rural communities, people prefer physical cards.“To ease the difficulty, NIMC has partnered with the CBN so citizens who are interested in having a card at hand can easily go to the relevant banks,” Pantania said, during a media briefing. “The bank is permitted to print the card along with either a Mastercard or Visa card. So, when you apply for a card at your bank, you can indicate that ‘I want this card to serve multiple purposes where it will serve as my bank card and also my national identity card’.”The program comes with no additional costs for applicants, and a shared nondisclosure agreement to keep customers’ data private and secure.In tandem with the bank card announcement, Pantami confirmed that the federal executive council also agreed to a proposal for an automated system to unify national identity numbers with individual SIM cards. The idea has caused controversy in the past, and prior attempts have stalled.Like some other African nations, Nigeria has seen rapid and at times disruptive change in the personal and national ID and authentication space. Earlier this month, the Central Bank announced that any bank accounts not linked to a biometric Bank Verification Number (BVN) would be shut down within 30 days.

Population scale ID verification in focus at ID4Africa 2023-Important role of private sector, tips for identity authorities-May 30, 2023, 7:44 pm EDT- Ayang Macdonald

The various options available when it comes to identity verification at population scale for access to services, the challenges as well as the strategies for more successful implementation were all examined in one of the sessions at the ID4Africa event in Nairobi last week.In a presentation on Day One of the 2013 AGM, the ID4Africa executive director Dr. Joseph Atick painted a panoramic picture of the identity verification situation and what identity authorities can do to build ID verification systems worth the salt.Atick’s presentation also focused on identity verification as a digital public infrastructure, and also emphasized the importance of adopting the right enabling regulatory and legal frameworks to allow the private sector to innovate and invest in the development of other more privacy friendly platforms, such as decentralized identity verification and verifiable credentials.“The private sector has a very important role to play in the ID verification chain. Do not move away from the possibility of working with them,” he advised.“The rapid growth in demand for ID is leading to a point where digital identity will become indispensable, and as such, will become a public infrastructure. That’s why we are talking about identity verification and identity as a digital public infrastructure. Verification is a crucial part in the identity journey.”Atick noted that although the identity journey in Africa has been advancing at pace over the years and as the momentum keeps building, the job is far from complete especially given the constant shifts aimed at enabling large scale identity use for cases like verification.Credentials for ID verification-The ID4Africa movement boss delved into the various options available for identity verification, which he said, include the electronic ID (eID) which can be carried along by the user and used either for KYC or for onboarding into programs, the mobile ID (mID) where credentials can be transferred to a secure digital wallet on a smartphone, the purely digital identity where services can be delivered to holders of unique identification numbers, as well as decentralised digital ID which has to do with the attribution of a unique identification number and a virtual credential in a format which can be received or downloaded securely from a trusted government site and stored in a secure digital wallet.For all of these options, Atick gave quick details about their functionalities, advantages and disadvantages and how they can be used for verification.The need to bind the credential to the owner is important and increasingly, biometrics are being used to do this, said Atick, who cited selfie and face biometrics as one of the most frequently used AI-based methods to carry out ID verification for one-to-one matching.What identity authorities need to know-Addressing identity authorities, Atick said it was important to take note of four things when it comes to building ID verification systems. For one thing, he said it is important to define the scope and know exactly what the role of government is in the identity verification process.While it is important to offer KYC identification services, he said it is also important to enable transaction authentication by third parties which could also include private entities. “If you are the only one doing transaction authentication, you will fail because you are not going to be able to respond to all the demands,” he said before adding that they also have to keep in mind the standards for collaboration and interoperability especially for the case of digital wallets.In all of this, the ID authorities must note that ID verification is not a standalone process as it has to integrate with other things such as data-sharing between entities, payments, and other social protection benefits, according to Atick, who also stated that “the discussion on digital ID verification cannot be complete without the need to digitize civil registration.”Country experiences-Meanwhile, in another segment of the discussion, representatives of ID authorities in some countries shared experiences on the different options that they have adopted for their identity verification infrastructure, including the use of smart cards, NFC-reliant tokens, centralized verification, and mobile authentication, just to mention these.The senior officials who spoke were from Ghana, Morocco, Nigeria, Indonesia, Pakistan, and Uganda.Prof Kenneth Attafuah, Executive Secretary, National Identification Authority (NIA), Ghana, spoke about the Ghana Card as a tool through which public and private services are delivered.  He said the process happens through a Public-Private Partnership initiative which is regulated by laws in force.He said there is a robust platform for the biometric verification of identities of persons carrying out transactions using the Ghana Card. This, he said, happens through the generation of unique codes for purposes of governance and compliance and verification services are offered in three categories.For the case of Morocco, the Director of the country’s eID project Mouhcine Yejjou explained how the system is used for identity verification and authentication including by digital government services, financial regulation platforms, and other private business entities. This happens in a decentralised manner where the user has control of their data and shares it when and how they want, the official said. ID verification can be done on and offline using the eID whose adoption, he said, keeps growing.Aliyu Aziz, Director General/CEO of the National Identity Management Commission (NIMC) of Nigeria talked about the various verification platforms which exist for verifying the NIN whose issuance in now above 100 million. He said there are approved verification sources for different uses of the ID including the NIMC mobile ID app which can be used to verify ‘Improved NIN Slips’. Aziz disclosed that they also have an enterprise management system for enterprises to enable them manage ID verification activities such as agent onboarding, credit purchases, and notifications, among other activities, as well as an enterprise mobile app which allows businesses to verify the identity of their customers. More than 330 million verifications and authentications have so far been done using the different NIMC platforms, he noted, adding that this is partly driven by the policy of mandatory use of the NIN for particular transactions.The Pakistan story was also shared. Sheharyar Ajmal Khan, the Head of Business Development at the National Database and Registration Authority (NADRA), who spoke on behalf of his principal, Tarik Maliq, explained how ID verification is done in the country. For example, he said a strong real time digital KYC verification system has been rolled out and almost all public and private entities in Pakistan depend on it. He said more than one billion verification transactions have been carried out so far using the platform. The latest of NADRA’s ID verification solutions is the Nishan Pakistan which is designed for small businesses to verify their customers.Representatives from Uganda and Indonesia also gave insights into their respective digital ID ecosystems which are at different stages of implementation.

Kenyan officials have given insights on the work being done by the government to introduce a new secure digital ID system as India is also being cited as a potential partner in the process.Interior Cabinet Secretary Kithure Kindidki and the Principal Secretary at the Immigration Department Julius Bitok spoke on the digital ID plans at the 2023 ID4Africa meeting taking place in the country’s capital Nairobi, according to local media reports.During one meeting on Wednesday May 24, Kindiki shared the Kenyan government’s plans of rolling out a digital ID system that will link up all of the country’s databases and enable safe and seamless access to a wide range of government and event private sector services, writes Pulse.The new system will also give room for new possibilities of online ID authentication, including web-based authentication, which would mean lesser need for physical verification and more control over the sharing of personal data, said Kindiki.The official noted that as part of efforts to make the ID system reliable and robust enough for enhanced security, they are adding iris and facial biometrics to the already existing automated fingerprint identification system (AFIS) used in the current system.With this added layer of security, Kindi believes ID-related crimes in Kenya would be effectively brought under check.Also speaking on the issue during another ID4Africa session on Tuesday May 23, Bitok, who recently led a Kenyan delegation to Pakistan for partnership talks on the new ID project, said the system, which will issue Unique Personal Identifiers (UPI) including to new-borns, will be rolled out on September 16.The date, he said, is significant as September 16 has, since 2018, been celebrated by some countries around the world as International ID Day, a moment to evaluate strides recorded by nations in identity matters.Bitok added that the objective of the government is to put in place an ID system that will be secure enough for business transactions, including for Know Your Customer (KYC) checks.Pulse also quotes Kenya’s cabinet Secretary of ICT Eliud Owalo as saying during a recent meeting that the new ID system does not seek to replicate the Huduma Namba which has been heavily criticized by rights groups.According to Owalo, the new system will be rolled out in a manner that reflects the inputs of relevant stakeholders.Meanwhile, an article by ANI explains why a partnership with India would be useful in the implementation of Kenya’s digital ID.It highlights India huge digital experience and its digital stack which is based on the massive Aadhaar digital ID system.In the article, Owalo is quoted as citing countries such as Belgium, India and Pakistan when it comes to success stories of digital ID projects.The hope is that the new system Kenya wants to introduce will help the country in the same way India stack has helped in delivering financial inclusion and facilitating access to important government services.These developments come as nine rights groups, many of them based in Kenya, recently issued a statement calling on the government to take appropriate steps needed to make the new system more inclusive.

AFIS or Automated Fingerprint – A database of fingerprints used by law enforcement agencies. However, some civil or government agencies may also use the same database to verify identities.

Algorithm – A sequence of instructions that instructs a biometric system on how to solve a problem. It could have a finite number of steps in the instruction to use in computing whether the sample and the template are matched.

Application Program Interface (API) – A set of protocols use to standardize an application by a developer. For example, an API may be added or interchanged by an application developer into any biometric system.

Artificial Intelligence (AI) – In the context of identification systems, algorithms that adjust to new input to recognize patterns with increasing accuracy. Different models of AI systems, notably including convolutional neural networks (CNNs), are used to process large amounts of data to produce risk or trust scores, or to perform highly precise and accurate biometric matching.

Authentication – A method of proving the truth of a claim. Biometric data is considered to be correct and valid. Also known as “validation.”

Authorization – Authorization is permission granted by an authority to perform a given action. That permission is usually based on an understanding of what the individual or entity seeking to perform the action is allowed to do, and therefore requires that the identity of the individual or entity be authenticated.

Biometric – A physical trait or pattern which is unique to every individual. It often used to verify and authenticate a person’s identity who is enrolled into a system. Biometric patterns can be anything from fingerprints, iris scans, facial recognition or even voice recognition.

Blockchain – A distributed digital record of transactions or interactions, in which each “block” includes a cryptographic hash of the previous one. This makes it difficult or nearly impossible to tamper with records, which makes blockchain potentially useful for identification purposes, as well as cryptocurrencies.

Credential – A credential is an assertion about identity made by the entity that issues it. Identity documents such as birth certificates and passports, therefore, are credentials, as is a digital token which asserts that the user of a mobile device is a certain individual. Login information, such as a username and password, are knowledge-based credentials asserted by the user.

Deduplication – In identity systems deduplication is the search for and resolution of multiple claims to the same identity information, such as those made due to clerical processes or fraud. Biometric identifiers are often added to existing systems as a means of deduplication.

Development – In the context of the United Nations Sustainable Development Goals, “development” is meant in the economic sense of improving living standards and socio-economic participation. The World Commission on Environment and Development in 1987 defined sustainable development as “development that meets the needs of the present without compromising the ability of future generations to meet their own needs.”

Device ID (Device Fingerprinting) – As opposed to scanning a user fingerprint as a biometric for authentication of the individual, device fingerprinting is the use of publicly available data, such as device type and geolocation, to create device identifiers (the “fingerprint”) in environments where the existing device ID is not supported, or not shared by the user.

Digital Identity – A representation of an individual used for online or networked interactions. The representation is functional if it is distinct, continuous, and verifiable. Accounts are assigned to digital identities, after which they can be sometimes be used as a part of that identity.

EMV – A technical standard for digital payment cards and terminals. Named for the companies that developed it; Europay, Mastercard, and Visa. Effectively a global standard for chip-card payments.

Encryption — The conversion of any biometric data into a code which cannot be easily read. A password may be used to decrypt or decode the data.

Enroll — The user who has their biometric template entered into the system.

Failure to Acquire – A biometric system fails to capture, extract and store the data.

False Acceptance – The biometric system accepts either a false identity or incorrectly identifies a wrong identity against a claimed one.

False Match Rate — The moment a match between enrollee and submitted data is done which in turn results to a rejection.

False Rejection – Occurs when an enrolled identity is rejected by the system or when it fails to verify a legitimate identity.

False Rejection Rate – The probability that a biometric system will fail to identify a legitimate identity.

Federated – In identity, federation refers to the use of a token from one authentication process to authenticate the same user for a different system or systems. Federated identity systems, therefore, can be used to minimize the storage and transmission of sensitive personal information.

Foundational ID – An identity established within a system meant to be used by other entities. State’s often operate foundational ID systems through Civil Registration and Vital Statistics (CRVS) agencies with centralized databases. India’s Aadhaar and Social Security Number in the U.S. are examples of foundational ID, and in some cases birth certificates, passports, and other government-issued credentials are used as foundational IDs.

Functional ID – An identity established within a system for a specific purpose, such as to access services from a particular government department or financial institution.

Identification – The recognition of an individual out of a class or group of people, sometimes expressed as “1 to N.” Answers the question; “who are you?”

International Standards Organization (ISO) – ISO is a leading global standards body made up of representatives from national standards bodies. It maintains a set of standards related to identity systems in general, as well as specific standards for biometrics. In describing a healthy and harmonized identity system in the ID4Africa 2018 Almanac, Dr. Joseph Atick identifies 10 different important ISO standards, along with several others.

KYC/AML – Know your customer and anti-money laundering refer to requirements and related processes for determining the identity of customers to comply with industry regulations. KYC requirements commonly apply to telecom network operators or SIM vendors, and AML requirements commonly apply to banks and other financial institutions.

Multi-factor/MFA – A system in which two or more different credentials are required for authentication. The credentials can be based on knowledge, possession, and inherence (something you are), and multi-factor systems usually require users to present evidence from at least two of those categories.

National Institute of Standards and Technology (NIST) – Officially a part of the U.S. Department of Commerce, but provides non-partisan standards and guidelines used internationally. NIST produces resources for cybersecurity and biometric systems, and tests the accuracy of commercial biometric algorithms.

NFC – Near-field communication (NFC) is a set of protocols for a method of wireless data transfer between two devices. The technology is evolved from radio frequency identification (RFID) chips, and typically works up to about 10 cm. NFC chips are sometimes embedded in smartphones, ID cards, and passports.

OTP – A one-time password (OTP) is a knowledge-based authenticator valid for only a single log-in session or transaction on a digital service, within a limited time. The OTP is usually generated by the service and transmitted to the user by email or SMS message. Often used as part of two-factor authentication (2FA).

Personal Identification Number (PIN) — Usually a four-digit number is entered into a system to gain access.

Protocol – In computer science, a protocol is a set of procedures or rules for transmitting data between devices. Important protocols in networking include TCP/IP, which connects devices in a network or on the internet, and HTTP, which governs interactions between web servers and browsers. There are also protocols for particular types of communication, such as FIDO protocols, which define public key cryptography techniques for user authentication.

Revocation – The termination of the validity of a credential or token, often based on a time limit.

SDK — A software development kit (SDK) is a collection of resources for developers to extend the functionality of an application to work with something else, usually another application, service, or platform. An SDK typically consists of one or more application programming interfaces (APIs), and programming tools (such as debugging), sample code, and technical and support documents to enable the API’s implementation.

Sustainable Development Goals (SDGs) – The UN Sustainable Development Goals are a set of 17 goals, each including several of 169 specific targets, intended to transform the world for the better by 2030. They were adopted as a 15-year action plan for the betterment of “people, planet, and prosperity,” which also emphasizes peace and individual freedoms. SDG 16.9 is the establishment of legal identity for all people worldwide, beginning with birth registration.

Template – In biometrics, a template is the digital representation of the features or characteristics used for matching, rather than the original captured image. Entered in a database to be used for online authentication or stored locally on a device for user verification. Should be stored in encrypted form.

Token/Tokenization – Tokenization in data security is the conversion of a sensitive data element into a digital token, which can then be transmitted with a significantly lower security risk.

Trust Score – An assessment performed by an authentication service of the reliability of information about a particular service user, usually aggregated from device or application usage and other information sources. Also used to combine the probability of a correct match in multi-factor identification systems.

Verification – The recognition of an individual as matching given identity data. Verification is sometimes expressed as “1 to 1” matching, and answers the question “are you who you claim to be?”

Five members of a Palestinian terror group in Lebanon were killed in a mysterious blast blamed on Israel on Wednesday morning, Arabic-language media reported. Israeli officials denied any involvement and a Lebanese security source said the explosion was accidental.According to reports by Al Jazeera and other networks, the blast occurred at a base belonging to the Popular Front for the Liberation of Palestine – General Command (PFLP-GC), near the town of Qousaya in the Bekaa Valley in eastern Lebanon, near the border with Syria.PFLP-GC accused Israel of carrying out a strike at the base. The efforts to evacuate Fort Chipewyan were ramped up Wednesday when the phased evacuation was changed to a widespread push to get people out of the remote community with no road access.A wildfire north of Fort McMurray is threatening Fort Chipewyan, a community of around 1,000 people only accessible by plane or boat in the summer and by a winter road in the winter.Athabasca Chipewyan First Nation, Mikisew Cree First Nation, Fort Chipewyan Métis Nation and the Regional Municipality of Wood Buffalo issued a joint evacuation order for the entire Fort Chipewyan community Tuesday night.At that time, the priority for evacuation was vulnerable and elderly people and it would be done in stages, but that changed Wednesday.Just before noon, an Alberta emergency alert was updated to tell people they no longer had to wait for someone to knock on their door to be told to leave.“Evacuate today,” people were told.The remote, isolated nature of the community means people can’t just pack up their belongings and drive to safety.Air transportation to Fort McMurray is being arranged, as well as temporary accommodations in Fort McMurray and Fort McKay.All evacuees are told to report to Archie Simpson Arena in Fort Chip to register as an evacuee, receive a wristband and be assigned a flight.People with pets were told to bring them to the arena as well, with a leash and crate if possible, as plans are in place to keep animals safe.“We work very closely with the local authorities in this community all year round to prep for this type of thing and to have plans in place,” said Bre Hutchinson, with the Alberta Emergency Management Agency.She said Wednesday afternoon 630 people had been helped out of the area, 96 by boat and 537 by air, including 108 taken out on a Canadian Armed Forces Hercules aircraft.“Because we recognize this is such a remote community, with only those two options to evacuate, we do work closely and early on with officials to ensure we can get people out as quickly and safely as possible,” Hutchinson said.

We’ve got quite the crew here that will stand and protect the community,” Adam said.“We’ve got over 800 people that left the community that depend on us to defend our community. We’re going to do what we can, in all efforts to do that, myself included.”He said the fire is about 4.5 kilometres from the airport and a bit over five kilometres from Allison Bay.“I’m quite nervous,” Adam said. “I feel kind of scared in some way.
