March 5 (UPI) -- A train derailed in Ohio on Saturday afternoon, requiring hazardous materials crews to respond, just weeks after another train carrying toxic chemicals derailed and ignited a fire near the town of East Palestine.More than 20 cars in the 212-car train derailed at 4:45 p.m. Saturday in Springfield Township, located near Cincinnati, while carrying tankers with "residual amounts" of diesel exhaust fluid and polyacrylamide water solution, officials in Clark County said in a statement.Officials said that those four tankers had "non-hazardous materials" but that the hazmat team was deployed "out of an abundance of caution.""There is no indication of any injuries or risk to public health at this time," the statement reads."A crew from the owner/operator of the railway Norfolk Southern, the Clark County Hazmat team and Ohio Environmental Protection Agency each independently examined the crash site and verified there was no evidence of spillage at the site."Officials in Ohio noted that the derailment did not occur in an area with a protected water source, which means that "there is no risk to public water systems or private wells at this time."During a press conference Sunday, Springfield Township fire chief Dave Nangle told reporters there was no hazardous material spill or leak from the derailed trains."We got up there ... and made the determination that it was safe, so there's no hazards, both ground water and air," he said. "Nothing like that."Ohio Environment Protection Agency Director Ann Vogel confirmed there was no release of any chemical or hazardous material to the soil, air or water.

New Zealand’s immigration department is changing the way it conducts biometric checks to crack down on fraudulent applications, according to Radio New Zealand.Dubbed the biometric capability update (BCU), the overhaul will employ biometric data to identify fraud more efficiently and is designed to reduce manual interventions.“The biometric capability update project will deliver a significant upgrade to the department’s existing biometrics management, capture and matching solution,” said Richard Owen, general manager of verification and compliance for Immigration New Zealand (INZ), adding that “the solution ensures that the person presenting at the border and/or applying to enter is who they claim to be.”INZ was careful to point out that “the vast majority of people who come to New Zealand to live, work and play have good intentions.” On its site, the agency states that immigration fraud displaces “genuine immigrants” and raises costs. It also specifies that INZ already collects and stories biometric data in the form of fingerprints and face photos, and, in certain circumstances, DNA sampling.New Zealand is a signatory to the Five Country Conference (FCC), an international agreement on the exchange of biometric data for immigration purposes. The ID card issuing authority in Côte d’Ivoire – the National Civil Status Registration and Identification Office (ONECI) – has for the past week been running a campaign intended to distribute 50,000 biometric national ID cards to their owners.The special exercise which authorities call a ‘proximity campaign’ started on 1 March and rounds off on 7 March, according to a note from ONECI.The body explains that the campaign intends to enable thousands of Ivorians whose ID cards have already been produced but not yet collected, to do so. It said the exercise will also allow applicants who have specific complaints about their ID card to submit them for appropriate action.The distribution point for the IDs during this campaign has been the Jesse Jackson sports complex in Yopougon – a large, generally deprived suburb in the commercial capital Abidjan. It concerns applicants whose ID cards had been produced and were stockpiled at the Yopougon town hall, indicates ONECI.Before the start of the exercise, ONECI said it would send SMS alerts to all those concerned.The mass distribution of ID Cards in Yopougon comes days after the Minister of Interior and Security, Vagondo Diomandé, announced at a workshop organised by ONECI that more than 5.5 million new biometric national ID cards had been produced, and that 400,000 of them were yet to be collected by their owners, as of 24 February.The seminar, which brought together representatives from the 32 government ministries, the prime minister’s office and the government information and communication center, was meant to examine the stakes and challenges of the country’s civil status registration and identification reform project, as reports the privately-owned Linfodrome.“Today, we have reached a good rate of issuance of national identity cards. “Co-appearance” sounds like a movie credit, but, in this case, you might not have signed up for the role. Also called “correlation analysis,” this new branch of AI-powered biometric surveillance technology can analyze and track who a person has been with over time, measure the frequency of their interactions, and cross-reference this with other data, such as calendar info. The government of China has already put it to use, tracking protestors and political dissidents.Now, says the Los Angeles Times, Vintra, an AI content analysis firm based in San Jose, is offering co-appearance services to the U.S. market. It has already secured big-name clients, with NFL teams and police departments among its customer base. And while some critics frame co-appearance in dire terms, there are currently no federal laws in place to regulate or restrict co-appearance.Senator Edward J. Markey, a Democrat from Massachusetts, compared it to “the Orwellian future come to life—a deeply alarming surveillance state where you’re tracked, marked and categorized for use by public- and private-sector entities that you have no knowledge of.” Markey has plans to reintroduce a bill aimed at stopping the use of facial recognition and biometric solutions by law enforcement at all levels.Vintra’s website frames its services as a matter of public and workplace safety, and lists the San Francisco 49ers, Moderna and the Lee County Sheriff’s Office as clients. To receive these Editor’s Notes as they’re released, join the ToI Community here.It’s crunch time for Israeli democracy.Simcha Rothman, the chairman of the Knesset’s Constitution, Law and Justice Committee, has scheduled sessions from Sunday through Wednesday of next week to finalize legislation that will let the governing majority choose Israel’s High Court justices and render Israel’s quasi-constitutional Basic Laws immune to judicial oversight.That legislation, supplemented by other bills working their way through parliament, neuters Israel’s judiciary, giving all governing power to the political majority and leaving our most fundamental rights — to equality, the rule of law, freedom of speech, religious freedoms, elections and more — vulnerable to abuse by the coalition.By arranging hearings through next Wednesday, Rothman is indicating that the legislation, which passed its first Knesset reading two weeks ago, will not be brought to the plenum for its final (second and third) readings next week. (The plenum rarely convenes on Thursdays, and a minimum 48-hour break is usually required between approval of a bill in committee and a vote in the Knesset). But in theory, Rothman could steamroll the bill to a vote on Sunday, and bring it to the Knesset to be enacted into law almost immediately.Crunch time indeed.Amid this unhinged dash to destroy Israel’s foundational democratic system of government and tolerantly Jewish values, Rothman and Justice Minister Yariv Levin claimed in a joint statement on Tuesday that “broad agreement is within arms reach” on judicial reform — a beyond bizarre assertion given that Israel is deep in the process of tearing itself apart over the revolution they are spearheading on behalf of Prime Minister Benjamin Netanyahu.Public protests are escalating, the tech sector that drives our economy is convulsing, and the Israel Defense Forces that ensure our day-to-day survival are at risk of disintegration in an orgy of partisan fury and despair.In one set of leaks to Tuesday night’s primetime news programs, those around Netanyahu let it be known that the prime minister had met Levin three times in the past five days to urge him to immediately soften the terms of the legislation, and had cited the devastating consequences the process is already causing for Israeli diplomacy, security, economy, social cohesion, and the coalition’s political support.Yet it was, of course, Netanyahu who appointed Levin as justice minister in the first place barely two months ago, who knew exactly which “reforms” Levin intended to impose in order to shackle the High Court, who has consistently publicly backed this fundamental change in Israel’s governance as the legislation has advanced, who has derided protesters as anarchists, who has accused bank chiefs of creating the financial crises they have desperately warned against, and who ignored President Isaac Herzog’s plea to enable a good-faith debate on judicial reform by postponing last month’s first reading of the core legislation.In a second set of leaks on Tuesday night, those “close to Levin” were reported to be hailing as a “breakthrough” a compromise proposal drawn up by former justice minister Daniel Friedmann, former national security adviser Giora Eiland and others, which those in the Levin entourage were said to describe as the “first framework that could serve as a basis for genuine dialogue.”Eiland asserted this morning that Levin and Rothman “know they have to give ground,” and that it might be easier for them to do so when a compromise route is offered by a group including Friedmann, whom they respect.Eiland said he and his colleagues sought to address all of the main principles in the coalition’s legislative package, and present more widely acceptable alternatives. Their document indeed offers various less radical formulas — notably offering two frameworks for remaking the Judicial Selection Committee in a manner that does not give the coalition the majority it seeks to choose our justices.Unfortunately, if unsurprisingly, the brief, two-page text is no panacea — its suggested protections for Basic Laws, for example, are less than hermetic — meaning Netanyahu and his enablers could in theory assert that they were indeed changing course, accept and legislate the Friedmann framework or something like it, but then exploit its weaknesses to revert to their original plans.As things stand, there is simply no reason to believe that Netanyahu, Levin and Rothman would be ready to cut out the very heart of the overhaul program and consent to a Friedmann-style formula for choosing justices that is essentially no different from the one in use today — the one that Levin claims leaves vast masses of the Israeli public feeling unheard and unrepresented on the bench; the one under which compromise and cooperation is required for candidates to be approved.At the very least, however, any ostensible preparedness for compromise will first be tested by a readiness on the part of Rothman and Levin, and by extension Netanyahu, to do what they signally refused to do barely two weeks ago: Stop the advance of their current brutal legislation.As of this writing, they are doing the opposite.Rothman’s committee is scheduled to resume its demolition work on Sunday.And the enactment of the Netanyahu coalition’s revolutionary change in the governance of Israel — from liberal democracy to a tyranny of the majority under an all-powerful prime minister — can follow at any time after that.

Police are searching for a mob of masked vandals who barged in and trashed a seafood restaurant in Queens, New York.On March 4, a group of teenagers took an elevator to the third floor of a corner mall in College Point and stormed into the Fish Village restaurant, wildly flipping tables and chairs while customers were eating at around 8:20 p.m.The teens, who wore masks and hoodie sweatshirts, smashed dishes, shattered utensils and broke a window.
