Now, Tech Xplore reports that digital health pass credentials can also be stored on the subcutaneous chips.DSruptive Subdermals developed the chips, which can store electronic keys, business cards, public transport passes, and now proof of vaccination. A representative of the company demonstrated how it works, pulling up a PDF of his vaccination record on his smartphone after scanning a chip embedded in his arm.Managing Director Hannes Sjoblad says that advanced versions of the implants cost a hundred euros (roughly US$113), but can last for twenty or even forty years, compared to health wearables that can cost twice as much and then last for only a few years.Privacy is not jeopardized by the implants, according to the company. The chips are not powered, and cannot transmit any data by themselves, so Sjoblad says they should not be looked at as tracking devices.He also states a position firmly opposed to mandatory implants of the chips for anyone, including prisoners.A customer of the company tells Tech Xplore that she feels her personal data is better protected on the chip than elsewhere. The Tony Blair Institute for Global Change is calling for a change of course in the government’s digital ID program to provide a comprehensive digital identity, rather than approve various solutions under different schemes. The UK press is expressing confusion about the proposal.‘A New National Purpose: Innovation Can Power the Future of Britain’ is a joint report presented by the institute’s namesake and William Hague, who served as Leader of the Opposition while Blair was Prime Minister, as well as a former Cabinet Minister and Leader of the House of Commons. They are not named among the report’s seven authors, however.The BBC and Sky News are among outlets reporting that a new report calls for digital ID cards for all, invoking past controversies but without clearly referring to the report – which does not include the word “card.”What it does call for is a government-provided “secure, private, decentralised digital-ID system for the benefit of both citizens and businesses. A well-designed, decentralised digital-ID system would allow citizens to prove not only who they are, but also their right to live and work in the UK, their age and ownership of a driving licence. It could also accommodate credentials issued by other authorities, such as educational or vocational qualifications.”This sounds similar to what the UK government is already working on with systems like the DSIT Digital Identity Programme, crossed with the ideas proposed by Lord Christopher Holmes and others. The difference is that it would be a unified platform issued by the government.This could help clear up the massive amount of confusion among businesses trying to use the schemes in place today.An editorial in the Independent is not thrown off by debates from 15 years ago, but expresses doubt over the capability of the government to build or secure such a system.Silkie Carlo of Big Brother Watch likewise tells the BBC that the proposed digital ID system “would be one of the biggest assaults on privacy ever seen in the UK.”The word “privacy” appears only once in the document, which along with the predictable association with ID cards calls into question how aware the report’s authors and endorsers are of the context in which they are making the argument.When asked about people’s fears of ID systems and tech errors, Blair told the BBC: “If you look at the biometric technology that allows you to do digital ID today, it can overcome many of these problems. And by the way, the world is moving in that direction. I mean, countries as small as Estonia and as large as India are moving in that direction – or have moved.”What is actually proposed-The report largely focusses on how UK politics must recognize the potential of technology.“We’re in the fastest period of innovation in the history of human civilization,” said Lord Hague in the prime slot of the BBC’s flagship news show, Today (from 2hrs 15min 30 secs), alongside Sir Tony. “Artificial intelligence, climate tech, bio tech: the UK has to be one of the leaders in that field.”“Other countries are forging ahead,” said Hague and in order for the UK to keep or get ahead, it “has to redesign the state around technology.”The country needs to be “using data as a competitive asset,” according to Hague, as the country looks at the bigger picture of embracing change: “This is what politics has to be about; not just small variations in tax and spending, it’s about gripping this future.”Most of the report is distantly or unrelated to digital ID. Principal recommendations include a government science and technology agenda, building foundational AI infrastructure, a specialized procurement body, public R&D spending, more tech in education, and stronger global partnerships.The proposed digital ID is one of the items under the AI infrastructure umbrella, and is confined to government interactions.The short section on digital identity contrasts typical online interactions with the state of government records, and makes the case for digital IDs to reside on “personal devices.” Not cards.It goes on to state that as the ground source of truth for identity documents, government should supply digital IDs, “(r)ather than creating a marketplace of private-sector providers to manage the government-issued identity credentials of citizens.”This would make access to goods and services easier, cheaper, and more secure, according to the report. A new study has revealed that the movements of an individual’s head and hands in a virtual reality (VR) application can identify them uniquely.The study, led by graduate researcher Vivek Nair at the University of California Berkeley and conducted at the Center for Responsible Decentralized Intelligence (RDI), examined data collected from tens of thousands of users who use the VR application Beat Saber. Over the past few years, Beat Saber has become a widely popular VR rhythm game. In 2019, its developer, Beat Games, was acquired by Meta.The findings show that many VR users can be uniquely identified across multiple sessions using their head and hand motion relative to virtual objects. With 5 minutes of data per person, the user can be uniquely identified with 94.33 percent accuracy from 100 seconds of motion and 73.20 percent accuracy from 10 seconds of movement, demonstrating the extent to which biomechanics can act as a unique identifier in VR, comparable to more widely used biometric modalities such as facial and fingerprint recognition.“This work is the first to truly demonstrate the extent to which biomechanics may serve as a unique identifier in VR, on par with widely used biometrics such as facial or fingerprint recognition,” states Kavya Pearlman, the founder and CEO of the XR Safety Initiative, a non-profit that promotes privacy, security, ethics and develop standards for Virtual and Augmented Reality.The study has implications for the security and privacy of virtual reality applications, which rely heavily on simple motion or telemetry data. The data collected from these platforms could reveal sensitive information about users. The pilot project is currently available at Vancouver International Airport (YVR) and at Toronto Pearson International Airport, with plans to expand digital identification options to other Canadian airports and Maple Leaf Lounges.A promotional video explains that the user takes a photo of a passport or driver’s license, scans the NFC chip, and submits a video selfie for biometric matching.“Air Canada’s pilot project will speed up processes at YVR, and other airports where it’s established, while respecting robust privacy measures and security standards. This project has great potential in making gate boarding easier and faster for Canadian passengers, while maintaining strong safety measures,” says Omar Alghabra, Canada’s Minister of Transport.According to Air Canada, eligible customers flying from Vancouver to Winnipeg and those using the Air Canada Café in Toronto will be invited to use digital identification for faster, more secure processing. Alternative options are available for those who wish to manually check-in or scan their boarding passes.Air Canada’s digital identification feature enables customers to securely store biometric data on their mobile phones. Indonesia is receiving US$250 million in funding from the World Bank Group’s International Bank for Reconstruction and Development (IBRD) to strengthen the country’s civil registration and increase the use of biometric digital identification for accessing public and private sector services.Indonesia already has very high levels of identity issuance. The project seeks to digitize identity to tackle geographical inequality and a gender divide in financial inclusion, and boost the digital economy by improving a wide range of factors from increasing birth registrations to creating a replacement automated biometric identification system (ABIS). Tender documents are being made available.Five components for digital identity-‘ID for Inclusive Service Delivery and Digital Transformation in Indonesia’ outlines the five components of an improved digital identity ecosystem for Indonesia. Part one is improving population and civil registration, particularly in lagging provinces and for vulnerable populations, to bring people into the system to then digitize them.It hopes to reform processes to make them more resilient and efficient and increase the issuance of legal identity documents such as national ID number (NIK), electronic national ID card (e-KTP) and birth certificates. Improvements here should generate better vital statistics for planning. Civil society will be consulted throughout.The second component is to develop an identity verification and eKYC platform for both in-person and, through a mobile app, online transactions. This stage would upgrade the ICT of Ditjen Dukcapil, the population and civil registration authority, and build its “internal capacity for effective and responsible use of biometric technologies, including to strengthen personal data protection and to reduce exclusion and vendor and technology lock-in.”Third is to bring public and private services into the system, including 5,400 institutional users. This would create a secure and transparent data exchange and the new ABIS “to ensure greater inclusivity, data protection, efficiency, and transparency of the deduplication process, as well as reduce vendor and technology lock-in.”This phase is already seeing progress as the institutional users which have cooperation agreements with Ditjen Dukcapil have carried out more than 7 billion real-time verification requests as of September 2022, according to the report: “For example, financial services providers have used this service to comply with know-your-customer (KYC) requirements in anti-money laundering (AML) regulations more efficiently, and the Ministry of Social Affairs has used this service to ‘seed’ NIKs in the Integrated Social Welfare Database (DTKS) and thus clean it of ghost, duplicate, and deceased beneficiary records.”The fourth component addresses legal and regulatory reform and improving human capital. It would assess the current legal landscape in the area. Project management as well as monitoring and evaluation are the fifth part.Indicators of success-The Proposed Development Objectives include measuring rates of NIK issuance in 11 priority provinces, measuring the proportion of children up to the age of 4 who have been issued a birth certificate, digital ID app installations and authentications, eKYC usage at the individual and institutional levels and the gender balance of bank account ownership.Data from the 2021 National Financial Inclusion Survey reveal what the report calls a “small but significant gender gap” between 37 percent of adult women being unbanked, compared to 32.3 percent of adult men.Why Indonesia? The country is already ticking a lot of boxes, but has yet to give the digital, financial and online sectors the benefits of digitized identities. Indonesia boasts 97 percent coverage for the national ID (NIK) and e-KTP (or earlier KTP version), and 88.4 percent of those aged 17 and under have birth certificates.The documentation details how Indonesia has recorded strong economic growth, but the poor who are concentrated in rural and remote areas are more adversely affected by crises. Indonesia is also subject to climate change risks and is prone to flooding.It is the fifth most internet-engaged country in the world after the Philippines, Brazil, Thailand, and Colombia. The percentage of households online doubled from 42 to 82 percent between 2015 and 2021. The rural/urban access gap halved from 30 to 15 percent and the average Indonesian internet user is online for more than eight hours a day, the ninth longest in the world.“These high rates of use highlight the potential user base for a digital ID for online transactions,” states the report, as the trend of increasing penetration and falling internet inequality “creates a key enabling environment for reducing inequities in access to services and economic opportunities through increased online transactions with the public and private sectors.”As the report points out, having ID does not necessarily mean there is good access to services. The upgrades would allow authorities to facilitate institutional users to carry out digital onboarding, including via biometrics (but not limited to them), to allow cheaper access to services whether in person or remote.Indonesia enacted its Personal Data Protection law (PDP, modelled on GDPR) in October 2022, but does not yet have an official digital ID system or framework, which “hinders digital trust and the transition to an effective digital government and vibrant digital economy and digital society.”The World Bank is funding and supporting multiple digital identity projects around the world, such as in the Philippines and Nigeria as well as the WURI project for foundational identity across West Africa’s ECOWAS states.The World Bank emailed Biometric Update in response to this article, offering the following clarification:“As the article was based on a World Bank’s project ‘ID for Inclusive Service Delivery andDigital Transformation in Indonesia,’ and as currently stated on the Project’s Detail Page, we would like to reiterate that the Project is currently not yet final. An airstrike in Damascus over the weekend that was attributed to Israel targeted a meeting of Syrian and Iranian experts in producing drones, according to a report Wednesday.Syria has said five people were killed and 15 wounded in the attack on Saturday night. The Israeli military has not commented on the strike, per its policy of not generally commenting on air raids in Syria. Israeli officials have previously said the IDF does not target civilians and seeks to avoid damage to residential areas as much as possible.Citing an unnamed source close to the Syrian government, Reuters said the strike hit the meeting of experts in a residential neighborhood of Damascus.“The strike hit the center where they were meeting as well as an apartment in a residential building. CAPE CANAVERAL, Florida (AP) — Astronomers have discovered what appear to be massive galaxies dating back to within 600 million years of the Big Bang, suggesting the early universe may have had a stellar fast-track that produced these “monsters.”While the new James Webb Space Telescope has spotted even older galaxies, dating to within a mere 300 million years of the beginning of the universe, it’s the size and maturity of these six apparent mega-galaxies that stun scientists. They reported their findings Wednesday.Lead researcher Ivo Labbe of Australia’s Swinburne University of Technology and his team expected to find little baby galaxies this close to the dawn of the universe — not these whoppers.“While most galaxies in this era are still small and only gradually growing larger over time,” he said in an email, “there are a few monsters that fast-track to maturity. Why this is the case or how this would work is unknown.”Each of the six objects looks to weigh billions of times more than our sun. In one of them, the total weight of all its stars may be as much as 100 billion times greater than our sun, according to the scientists, who published their findings in the journal Nature.Yet these galaxies are believed to be extremely compact, squeezing in as many stars as our own Milky Way, but in a relatively tiny slice of space, according to Labbe.Labbe said he and his team didn’t think the results were real at first — that there couldn’t be galaxies as mature as the Milky Way so early in time — and they still need to be confirmed. The objects appeared so big and bright that some members of the team thought they had made a mistake.“We were mind-blown, kind of incredulous,” Labbe said.The Pennsylvania State University’s Joel Leja, who took part in the study, calls them “universe breakers.”“The revelation that massive galaxy formation began extremely early in the history of the universe upends what many of us had thought was settled science,” Leja said in a statement. “It turns out we found something so unexpected it actually creates problems for science. It calls the whole picture of early galaxy formation into question.”These galaxy observations were among the first data set that came from the $10 billion Webb telescope, launched just over a year ago. NASA and the European Space Agency’s Webb is considered the successor to the Hubble Space Telescope, coming up on the 33rd anniversary of its launch.Unlike Hubble, the bigger and more powerful Webb can peer through clouds of dust with its infrared vision and discover galaxies previously unseen. Scientists hope to eventually observe the first stars and galaxies formed following the creation of the universe 13.8 billion years ago.The researchers still are awaiting official confirmation through sensitive spectroscopy, careful to call these candidate massive galaxies for now. ANTAKYA, Turkey (AP) — For nearly two weeks, Mehmet Ismet has lived in the ruins of Antakya’s most beloved historic mosque, a landmark in a now-devastated city that was famed for thousands of years as a meeting place of civilizations and revered by Christians, Muslims and Jews.The 74-year-old took refuge in the Habib Najjar mosque after a 7.8-magnitude earthquake killed tens of thousands in Turkey and Syria on Feb. 6. He has slept and prayed under the few arches still standing, mourning the future of a city renowned for its past.The destruction in Antakya was nearly total. Much of the city is rubble. What’s still standing is too unsafe to live in. Almost everyone has left. On Monday, a new 6.4 magnitude earthquake, centered in Hatay province where Antakya is located, struck again, killing people, injuring more than 200 and causing more buildings to collapse, in some cases trapping people.“It can be rebuilt. But it will not be like the old one,” said Ismet, pointing to the destruction of the mosque, where he sat in the courtyard with a friend by a wood-burning heater. “The old is gone. Only the name remains.”Antakya, known as Antioch in ancient times, has been repeatedly destroyed by earthquakes and rebuilt over history. But residents fear it will be a long time before it recovers from this one, and that its unique historical identity may never be fully restored. The destruction is so great, and they say the government cares little for this area.Antioch, built in 300 B.C. by a general of Alexander the Great in the Orontes River valley, was one of the biggest cities of the Greco-Roman world, rivaling Alexandria and Constantinople. Saints Peter and Paul are said to have founded one of the oldest Christian communities here, and it’s here that the word “Christian” first came into use. It later drew Muslim and Christian Crusader invaders.The melding of faiths is part of the city’s character.A parable from the Quran kept running through Ismet’s mind. Three messengers from God came to a town, urging its sinful people to follow his word. They refused, and God destroyed the city with a mighty blast. The Quran doesn’t name the town, but many traditions say it was ancient Antioch.Ismet saw a new lesson from the present-day devastation.“All religions are here. We were living well. Then politics and hypocrisy prevailed, and disagreement followed,” Ismet said. “People… have disagreed and are robbing each other. God is punishing them.”The mosque can now be reached only by clambering over heaps of concrete and old stones that were once Antakya’s old city. It traces Antakya’s many histories: The site originally held an ancient pagan temple, then a church, before finally settling as a mosque, built in the 13th century. The mosque was destroyed in an earthquake in 1853 and rebuilt four years later by the Ottomans.Even the legends surrounding Habib Najjar, the mosque’s unknown namesake, are intertwined with multiple faiths.Ismet recounted one popular story: Najjar was a resident of Antioch who urged locals to believe God’s messengers referred to in the Quran. They beheaded him, and his head rolled down the mountain to the spot where the mosque now stands. Another version of the legend says Najjar was a believer in Jesus, whose disciples cured his son of leprosy, and was killed for promoting the new Christian faith.Modern Antakya was already a shadow of its ancient self.In recent years, it witnessed steep economic decline and growing emigration to Europe and the Gulf. Tension had been growing between the shrinking local population, which included Christian and Alevi communities, and a growing Syrian population that fled its country’s civil war.Some city residents complain of neglect from a central government busy with helping other provinces where it has a stronger voting base. With little evidence, locals accused Syrian refugees of stealing from stores and the government of downplaying the death toll. Many worry more people could leave if Antakya is not rebuilt quickly.In the face of rising criticism from several quake-hit cities, President Recep Tayyip Erdogan and other officials have recognized delays in the response. No one addressed Antakya’s woes in particular.“Maybe in one month, we will start the renovation or organization,” Yahya Coskun, deputy director general of Turkey’s museums and cultural heritage, said about the destruction to the city’s landmarks.“Antakya’s destruction is a loss to humanity,” said Jan Estefan, a silversmith and one of the city’s few remaining Christians. “We still want to live here. We have no intention of leaving.”Antakya’s Greek Orthodox Church was destroyed. The church, which was the seat of the Greek Orthodox patriarch up until the 14th century, was leveled in an 1872 earthquake and rebuilt.“History has once again been wiped out,” said Fadi Hurigil, chairman of the board of directors of Antakya Greek Orthodox Church Foundation.Old mosques were cut off by mountains of rubble. The old bazaar lay in ruins. Crushed buildings line Kurtulus Street, said to have been the world’s first illuminated street when it was lit with torches at night in Roman times. Parts of the archaeological museum have been damaged.Outside the city center, Mount Starius protected one of Christianity’s earliest churches — St. Pierre — which is built in a cave in the mountain and has sections dating to the 4th century. A set of stairs leading to it was damaged.There were cracks in the walls of the Synagogue of Antakya, home to the area’s 2,500-year-old Jewish community. The president of the city’s Jewish community and his wife, Saul and Fortuna Cenudioglu, didn’t survive. About a dozen Jewish residents and the synagogue’s Torah scrolls were temporarily relocated to Istanbul, said Rabbi Mendy Chitrik, chairman of the Alliance of Rabbis in Islamic States.Chitrik said it will hard for the small, elderly community, whittled down by years of emigration, to rebuild. “However, I am certain that it will come back.”Many residents seem to have accepted it is their city’s fate to return from disaster.“After seven times, they rebuilt and brought it to life again. Now is the eighth time, and God willing … we will live in it again,” said Bulent Cifcifli. His mother was killed in the quake, and it took a week to dig her body out.In one shape or another, Antakya will survive, he said.“Death is unavoidable. AFP — Yael Rashlin holds on to her Jewish practices, but as a transgender woman in Israel, she struggles to find acceptance in her Orthodox community — a feeling exacerbated by the country’s new right-wing government.Along with her partner, Rashlin is busy wrestling with piles of clothes and toys that have been scattered around by their children, ahead of the Shabbat day of rest.“I can no longer pray to the same God as people who today are trying to destroy my community and destroy our lives,” she said, referring to the anti-LGBTQ agenda espoused by some cabinet members.She has undergone a social transition, which included changing her first name and clothing.But unlike other Orthodox women, she recently decided to stop covering her hair as a way of distancing herself from the community.“Religious (heterosexual) couples can walk in the street holding hands, but if I’m wearing my headscarf, I cannot hold another woman’s hand because it raises questions,” she said.Rashlin, a 43-year-old computer engineer, stopped wearing her scarf a few months ago because she was bothered by the looks and comments people from her community made.Israel has the most progressive LGBTQ legislation in the Middle East and over the past decade there has been more openness about same-sex relationships, even among religious people.But discussions around gender identities remain taboo in the Orthodox community, and disquiet has grown among LGBTQ people since the government took office in late December.Rashlin and her wife Hadar had a wedding ceremony in Israel a few years ago which was not recognized by religious authorities and the state.Conducting same-sex marriages is banned in Israel, which instead legally recognizes such unions officiated abroad.“The price to pay has become too heavy to manage this conflict between being an LGBTQ couple and part of the Orthodox community,” said Hadar Rashlin, 30.Yael Rashlin has five children, including three from a previous marriage before she transitioned.Suicide risk-“There’s a fear among rabbinical authorities saying that transgender (people) exist, that it’s not a sickness or a fad,” she said.Many of her transgender friends have killed themselves in recent years. Across Israel, 40 percent of the transgender community has attempted suicide, according to a 2020 health ministry report.This figure is even higher among the Orthodox community, according to Rotem Sorek, who heads the Maavarim association supporting transgender people.“Their distress is even greater. They often have to face rejection not only from their loved ones, but also from their community. With preparations for the second Negev Summit at a standstill amid violence in the West Bank and Gaza, National Security Adviser Tzachi Hanegbi is planning a trip to Abu Dhabi in the coming weeks to address concerns among Emirati officials.A Western diplomatic official told The Times of Israel that the visit is expected to take place in early March. However, the Prime Minister’s Office said that there was no date set.The 2023 Negev Summit — bringing together Israel, its Abraham Accords partners, Egypt and the US — had been slated to take place in Morocco in March.But the confab will not take place in Morocco in March, officials told The Times of Israel.Morocco’s Foreign Ministry told The Times of Israel that it had no updates on planning for the summit.The inaugural Negev Summit in Sde Boker took place in March 2022, initiated and hosted by then-foreign minister Yair Lapid.Only weeks ago, it seemed that the March summit was on track. The Negev Forum steering committee met in person for the first time in January, bringing together dozens of officials in Abu Dhabi to plan the second meeting of the six foreign ministers.A Western diplomatic official said that the proximity of Ramadan, which will begin around March 22, is making Arab members of the Negev Forum nervous about holding the meeting then. Tensions have spiked in Jerusalem and across Israel during Ramadan in recent years, including an outbreak of violence in 2021 that resulted in a 11-day conflict between Israel and Gaza-based terror groups.That was before the Israeli arrest operation in Nablus Wednesday, in which 11 Palestinians were killed and 102 were injured, followed by Palestinians in the Gaza Strip firing six rockets into southern Israel.Israeli planes bombed two Hamas sites in Gaza early Thursday morning in response to the rocket attacks.Egypt and Jordan, both of which have longstanding treaties with Israel, condemned the Nablus operation on Wednesday, as did Saudi Arabia and Qatar, which do not recognize Israel.Prime Minister Benjamin Netanyahu has said that he believes he can bring Riyadh into the Abraham Accords by the end of the year.Bahrain, one of the signers of the 2020 agreement, released a statement on Thursday saying it “strongly condemns Israeli forces storming of the Palestinian city of Nablus.” However, Israeli officials told The Times of Israel that they did not see the language as particularly problematic, and noted that Manama waited till the day after other Arab countries issued their condemnations.Jordan is the only Arab country with full diplomatic relations with Israel that has not participated in the Negev Forum, though it was invited. Ahmed Qurei, a former Palestinian Authority prime minister and one of the architects of interim peace deals with Israel, has died at age 85.A key player in the 1993 Oslo peace accords, Qurei witnessed the rise of the dream of Palestinian statehood that surged during the negotiations. But he also saw those hopes recede, with the prospect of a two-state solution to the Israeli-Palestinian conflict drifting further than ever. Domestically, Qurei was riddled with corruption charges that tainted his reputation.Palestinian Authority President Mahmoud Abbas confirmed Qurei’s death on Wednesday. The cause of death was not immediately made public, but Qurei had been ill for some time with a heart condition.“Abu Alaa stood in the lead defending the causes of his home and people,” Abbas said in a statement carried by the official Wafa news agency, using Qurei’s nickname.Israel’s former foreign minister Tzipi Livni, who in 2013-2014 was also minister in charge of negotiations with the Palestinians, tweeted her condolences to Qurei’s family.“I was sad to hear about the passing away of Ahmed Qurei,” she wrote. “Together we’ve tried to bring peace to our peoples in an understanding that it’s our responsibility to make a better future for our children.”Born in 1937 in Abu Dis, suburb of East Jerusalem in the West Bank, Qurei joined the Fatah movement in 1968.He rose quickly through the ranks under the leadership of its founder, the late Palestinian leader Yasser Arafat, and became a member of its decision-making body, the Central Committee, in 1989. He was also a member of the PLO Executive Committee.Qurei headed the Palestinian delegation to Oslo, where intensive talks with Israel led to the peace accords in 1993, which created the Palestinian Authority and set up self-rule areas in the Palestinian territories. During ensuing rounds of negotiations with Israelis, he met all Israeli prime ministers who were in office before 2004, including Yitzhak Rabin, Ariel Sharon, Shimon Peres, Benjamin Netanyahu and Ehud Olmert, and US presidents Bill Clinton and George W. Bush.Peace talks have collapsed in the three decades since the accords. In a 2013 interview with the Associated Press marking two decades since the Oslo agreements, Qurei said that if he knew then what he knows now he wouldn’t have agreed to the accords.“With such kinds of blocs of settlements? No. With the closure of Jerusalem? No. Not at all,” Qurei said at his office in Abu Dis.After the establishment of the PA, Qurei won a seat in the first parliamentary elections in 1996 and chaired the Palestinian Legislative Council.After Abbas resigned as the PA’s first prime minister in 2003, Arafat replaced him with Qurei. He held the post until 2006, when the terrorist Hamas group scored a landslide victory in the second Palestinian elections.During his tenure as prime minister, Qurei was the subject of controversy after reports accused his family of having financial interest in a company that sold Egyptian cement to Israel, which the latter used to build the West Bank separation barrier.Qurei was seen to have opposed the violence of the 2000-2005 Second Intifada that saw over 1,000 Israelis and 3,000 Palestinians killed. Though he did not publicly express his opinion, he worked with Israel’s then-foreign minister Shimon Peres on a failed attempt reach an agreement to end the violence.In the past he was considered a possible successor to Abbas, who is 87.In 2012, he expressed his belief that a single state for Israelis and Palestinians may be the only viable solution to the conflict, rather then the two-state solution that is the core principle backed by the Palestinian Authority, the Arab world and Western countries.
