Palestinian Authority President Mahmoud Abbas says the PA will ask the United Nations this week to grant full membership to the “State of Palestine.”
The comments, which Abbas makes during a meeting a meeting on Jerusalem held at the Arab League’s headquarters in Cairo, come as the US has urged both Israel and the Palestinians to refrain from unilateral moves amid a recent spike in violence that has included a number of deadly terror attacks on Israelis and gun battles between IDF troops and Palestinian gunmen in the West Bank.Abbas says the Palestinians will urge the UN to call on Israel to halt unilateral actions, specifically citing settlement construction, and to “adhere to the signed agreements and resolutions of international legitimacy,” according to a statement carried by the PA’s official Wafa news agency.“Supporting Jerusalem and strengthening the steadfastness of those staying there and in its environs is a religious duty and a humanitarian and national imperative,” he is quoted as saying.He continues: “The battle raging over Jerusalem did not only begin on the day of its occupation in 1967, but several decades prior to that, and even before the Balfour Declaration which was issued by the colonial powers, led by Britain and America.”Abbas claims the 1917 declaration, in which Britain’s government backed the establishment of a national home for the Jewish people in the Land of Israel, was aimed at “getting rid of the Jews in Europe and establishing the so-called Jewish national home in Palestine, to be an outpost to safeguard the interests of these colonial countries.”“Just as our people rejected the Balfour Declaration and its results, we also rejected all attempts to liquidate our cause or falsify the facts about it,” he says.

Prime Minister Benjamin Netanyahu said Sunday that ministers would decide on “broader action” against terrorists after three Israelis were killed in a ramming attack in Jerusalem on Friday.“The cabinet will convene today to prepare for even broader action against the perpetrators of terrorism and their supporters in East Jerusalem and Judea and Samaria, while avoiding harm to those not involved as much as possible,” Netanyahu said, using the biblical term for the West Bank.“Also today, the government will authorize the strengthening of settlements in our country, which the terrorists are trying to uproot,” he added, without giving further details.Netanyahu also said that legislation would be passed in the coming days that would revoke the citizenship or residency of convicted terrorists who are remunerated by the Palestinian Authority.“I say this again because this is our policy: The appropriate answer to terrorism is to strike it hard and deepen our roots in our country even more,” he said.The premier did not mention Gaza. In an unusual step, the military did not launch airstrikes on the Strip overnight in reaction to a projectile that was launched from the territory on Saturday, possibly indicating Israel is seeking to avoid an escalation of violence.Three people were killed on Friday when Hussein Qaraqa rammed his car into a group of people standing at a bus stop in Jerusalem’s Ramot neighborhood: 6-year-old Yaakov Yisrael Paley and 20-year-old Alter Shlomo Lederman, were killed on the spot, and Paley’s older brother Asher Menahem Paley, 8, was critically hurt and died Saturday of his wounds.Following the attack, far-right National Security Minister Itamar Ben Gvir released a statement saying he’d told police to gear up for a major operation Sunday, evoking a famous 2002 military campaign against West Bank terror groups.However, Ben Gvir lacks the authority to approve such a move on his own and his comments were dismissed by a senior government official who told multiple Hebrew media outlets anonymously that “decisions of such a scale are not made in statements by one minister or another on a sidewalk at the scene of an attack.”Channel 12 reported that Netanyahu and Defense Minister Yoav Gallant had been caught by surprise by Ben Gvir’s statements. But on Saturday night, Ben Gvir posted a tweet reiterating his initial statement, saying he was “determined” to launch a major operation.Eyewitnesses to Friday’s attack said Qaraqa accelerated into a group of Israelis waiting at a bus stop. Home demolitions are a controversial measure that the Israeli security establishment maintains can deter future terror attacks. Critics say that the tool is a form of collective punishment.Tensions have been high as the IDF has pressed on with an anti-terror offensive mostly focused on the northern West Bank to deal with a series of attacks that have left 31 people in Israel dead in 2022, and another 10 since the beginning of the year.The IDF’s operation has netted more than 2,500 arrests in near-nightly raids. It also left 171 Palestinians dead in 2022, and another 43 since the beginning of the year, many of them while carrying out attacks or during clashes with security forces, though some were uninvolved civilians.There has also been a rise in revenge attacks by Israelis against Palestinians following the two terror attacks.‘Nobody should force a strike’In his comments Sunday, Netanyahu also addressed the judicial overhaul being pushed by his hardline government in the face of mass public protests and criticism from leading jurists, economists and former security officials.A first reading of some of the controversial proposals is set for Monday; a bill must pass three readings to become law, and the coalition has indicated it seeks to blitz the legislation through the Knesset by April.“The government received the people’s trust in democratic elections and received a clear mandate from the citizens of Israel. No one here can dispute that,” Netanyahu said.“Nobody disputes the right to demonstrate either, but nobody should call for violence, to act with violence, to call for civil unrest, or to force a strike on many who do not want it,” he said.A nationwide strike is set to take place on Monday to coincide with the first rounds of voting on the legislation, an escalation in the demonstrations against the contentious proposals. There will also be a mass rally outside the Knesset in Jerusalem at midday, as well as concurrent protests in other cities.Netanyahu’s coalition has prioritized the dramatic judicial restructuring that would increase government control over the judiciary.According to a poll aired by Channel 12 news on Friday, just one in four Israelis support the government moving forward with the proposed overhaul legislation in its current form.As presented by Justice Minister Yariv Levin, the coalition’s proposals would severely restrict the High Court’s capacity to strike down laws and government decisions, with an “override clause” enabling the Knesset to re-legislate struck-down laws with a bare majority of 61; give the government complete control over the selection of judges; prevent the court from using a test of “reasonableness” to judge legislation and government decisions; and allow ministers to appoint their own legal advisers, instead of getting counsel from advisers operating under the aegis of the Justice Ministry.Critics say that along with other planned legislation, the sweeping reforms will impact Israel’s democratic character by upsetting its system of checks and balances, granting almost all power to the executive branch, and leaving individual rights unprotected and minorities undefended. Netanyahu has pushed back against the criticism.

The UN envoy in Jerusalem has warned that surging violence in Israel and the occupied Palestinian territories has brought the situation to "the brink".In a BBC interview, Tor Wennesland called for "firm" diplomatic intervention to stem the bloodshed.He also warned of further deterioration due to declining international support for the Palestinian Authority (PA)."The UN cannot take over this responsibility, we cannot govern Palestine," he said.In the last month, more than 35 Palestinians and seven Israelis have been killed, following a year of spiralling violence involving near-nightly Israeli military search and arrest raids and a spate of Palestinian attacks.It comes with the most radically nationalist government in Israel's history now in power, which has declared the principle of "exclusive" Jewish rights to all the land.Meanwhile, a crisis-gripped PA, which governs to a limited extent parts of the West Bank, has been losing control of the cities of Jenin and Nablus to a new generation of armed militants.Many observers fear a final demise of prospects for a so-called two-state solution - the long standing international formula for peace.Mr Wennesland is the UN's special co-ordinator for the Middle East peace process, a post created during the breakthrough Oslo agreements of the 1990s. It now sees him frequently shuttling between Israeli, Palestinian and regional officials, trying to de-escalate crises and violent flare-ups, while hopes of a longer-term peace are moribund.Mr Wennesland accepted there were "difficult" diplomatic conditions, given the "political situation… on the Israeli side" and the "complicated situation" with the Palestinian leadership.But the envoy dismissed the suggestion that the peace process was dead."Whatever government we have in Israel, whatever authority we have in Ramallah, this is the point of departure where this discussion needs to take place," he said."We are very well aware of the agreements made in the formation of the Israeli government. I mean, diplomacy cannot stop there.""The engagement we have seen over the last days and weeks is very good. It's high time and maybe it's even a little bit late. We should have started before."Mr Wennesland said the UN was shouldering increasing responsibility towards the PalestiniansInternational efforts towards a long-term solution have been stalled for nearly a decade. The Trump administration put forward a plan, now abandoned, which would have seen Palestinians given municipal control of pockets of the West Bank along with the Gaza Strip, with Israel given full security control.The fallout from the plan's announcement sparked violence on the ground and saw the Palestinians cut off nearly all ties with the US.Meanwhile, human rights groups increasingly call on the international community to acknowledge a "one-state" reality for Palestinians living under Israel's military occupation, now into its 56th year.Mr Wennesland's interview with the BBC follows this week's visit to the region by US Secretary of State Anthony Blinken, who called for a rapid de-escalation in violence.The UN envoy said there was now "active diplomacy" involving the Americans, the UN and Israeli and Palestinian officials.Asked whether this would lead to fewer Israeli military raids or a restoration of PA control in parts of the West Bank, he said: "The American side is in very specific discussions with [the Israelis]."There are plans that can be rolled out. So these paradigms may change. And I said there needs to be a space for the Palestinian security forces to operate."The key factor here is that the parties are not nursing their unilateral decisions… if we are going to keep the situation under control," he said.He called on Israel to "firmly deal" with the issue of expansion of Israeli settlements and settler violence in the West Bank. He also said that Palestinian security forces needed to be able to regain control in the cities of Jenin and Nablus.He urged a full resumption of so-called security co-ordination between Israel and the PA, which President Mahmoud Abbas last week announced he was cancelling."There are contacts, but we just had a discussion with the Palestinians on this yesterday. It is not happening in the way it has happened before. They have formally stopped it. It needs to get going again," he said.The envoy said stability was also threatened by the worsening situation of the Palestinian Authority, saying some governments who helped fund it had "checked out"."There is hardly any money coming in from donors to the PA and that needs to change."If you cannot pay salaries to public employees, if you cannot deliver health services, if you cannot buy medicine, if you cannot get the schools [funded], then we are in a very dire situation," he said, adding that UN funding was already about $1bn (£830m) alone in Gaza, which is controlled by the Palestinian militant group Hamas."We have significant programmes in the West Bank as well. But the UN cannot take over this responsibility. We cannot govern Palestine. We have no option or alternative to having a functional PA."
The Abraham Accords
The Abraham Accords are a series of treaties normalizing diplomatic relations between Israel, the United Arab Emirates (UAE), Bahrain, Sudan, and Morocco, facilitated by the U.S. Administration[1] between August and December, 2020. In the span of five short months, these four Arab states joined Egypt and Jordan in making peace with Israel. The agreements were called “The Abraham Accords” in honor of Abraham - the patriarch of Judaism, Christianity, and Islam[2].
The Abraham Accords began with the groundbreaking Israel-UAE agreement in August, 2020. The UAE and Israel have never fought militarily, but the UAE did participate in the Arab League boycott against Israel, which had been in place since Israel’s establishment in 1948[3]. The agreement was the result of shared interests regarding threats posed by Iran’s regime and years of quiet/secret cooperation. Israel opened an international diplomatic office in UAE in 2015[4], Mossad chief Yossi Cohen made several secret trips there, and the two governments cooperated to fight the coronavirus pandemic[5]. Both countries are interested in diversifying their economies and engaging with each other to achieve that goal.[6] Israel agreed to freeze its plans for annexation/application of sovereignty in the West Bank as part of the deal[7]. The agreement has led not only to diplomatic ties, but also cultural exchanges and grassroots cooperation between people in both countries. Since the accords were signed in September, 130,000 Israelis have visited Dubai[8] and trade between Israel and the UAE has reached 1 billion AED[9]. In a move widely seen as tied to the Abraham Accords, the U.S. agreed to sell advanced F35 warplanes to the UAE[10]. This raised concerns among Israeli security officials that these planes could be used to threaten Israel in the future. U.S. and Israeli officials have discussed the issue and seem to have reached an understanding about ensuring Israel can effectively defend itself.
Israel and Bahrain announced a similar agreement in September, 2020[11].
They initially signed a declaration of peace, agreeing to normalize diplomatic relations, negotiate a formal peace treaty, and not antagonize each other. Officials from the two countries then began working together on the details of how they would cooperate in various areas. Similar to the UAE, there was longtime quiet cooperation between Israel and Bahrain. The King of Bahrain denounced the Arab League boycott of Israel in 2017[12]. In 2020, Bahrain hosted the “peace to prosperity” conference[13], which was led by the U.S. Administration and boycotted by Palestinian leaders. The UAE and Bahrain have since announced they would cooperate with Israel to present a unified front to the U.S. regarding the Iran nuclear deal and the Iranian regime’s ballistic missile program[14].Israel and Sudan signed a normalization agreement in October, 2020. This agreement is more complicated than the others because Sudan's government is going through a transition with the stated goal of becoming more democratic[15]. There are some difficulties in implementing a normalization agreement, namely that Sudan must first repeal a domestic law that prohibits relations with Israel. Progress has also been slowed by opposition from some groups in Sudan and a precarious transition in the government[16].Israel and Morocco announced a normalization agreement in December, 2020[17]. Morocco had quiet diplomatic relations with Israel prior to open normalization[18]. This was partly based on the long history of Jews in Morocco, many of whom fled the country to Israel[19]. The Moroccan government has made efforts to preserve Jewish history and welcome Moroccan Jews who visit the country. The U.S. recognized Morocco’s claims to the disputed territory of Western Sahara, as an incentive for the Moroccan government to normalize relations with Israel[20]. This was a controversial decision and it is unclear if the Biden Administration will adopt the same stance.Palestinian leaders strongly condemned the Abraham Accords. The Palestinian Authority called the UAE-Israel agreement a total betrayal and attacked the UAE[21]. Hamas reacted as expected, saying the agreement “served the Zionist narrative” and that Arab states should continue to engage in anti-normalization[22]. These statements led to backlash in the Arab world, including a lengthy interview by former Saudi Ambassador to the U.S., Prince Bandar bin Sultan, levelling unprecedent and harsh public criticism of against the Palestinian leadership[23]. According to a poll by the Palestinian Center for Policy and Survey Research, 80 percent of Palestinians “describe their feelings towards [the Abraham Accords] as: treason, abandonment, and insult.” [24]Dennis Ross, a former Middle East peace envoy for the U.S., wrote that the UAE’s move “should also signal to Palestinians that others are not going to wait for them” to make peace with Israel[25].Other Arab and Muslim states such as Oman, Indonesia, and Saudi Arabia are rumored to be considering normalization with Israel as well.

Israel on Tuesday signed separate bilateral normalization agreements with the United Arab Emirates and Bahrain. All three countries also signed a trilateral document, dubbed the “Abraham Accords” after the patriarch of the world’s three major monotheistic religions. WASHINGTON D.C.: Two years ago this week, the UAE and Bahrain formalized the peace deals they had reached with Israel the previous month by signing the Abraham Accords at the White House, in a ceremony overseen by then US President Donald Trump.As Sheikh Abdullah bin Zayed and Abdullatif Al-Zayani, respectively the UAE and Bahrain’s foreign ministers, and former Israeli Prime Minister Benjamin Netanyahu put their signatures on the document on Sept. 15, 2020, the moment was hailed as the beginning of a new era of Middle East diplomacy.As part of the agreement, Israel said it would suspend its plans to annex occupied Palestinian territories. Sheikh Abdullah said that the UAE remained committed to a two-state solution and that its support for the Palestinian cause was “unshakable.”The prospect of immediate economic and diplomatic benefits prompted Sudan to normalize relations with Israel in October 2020. The North African country became a signatory to the Abraham Accords in January 2021, around the same time it was removed from the US State Sponsors of Terrorism list.Morocco normalized its relations with Israel two months after Sudan did, with Israeli Defense Minister Benny Gantz signing a security agreement with his Moroccan counterpart in November 2021. Israel recognised Moroccan sovereignty over Western Sahara in exchange for establishing ties.Two years on from the Abraham Accords signing ceremony on the White House lawn, it is now possible to assess some of the outcomes of the agreement, such as how it has affected bilateral ties and who stands to benefit most from them, in a logical and dispassionate manner.Apart from diplomatic engagement and economic cooperation, Israel and the Abraham Accords signatories were expected to collaborate on a number of shared interests, including energy, agriculture, tourism, security and technological innovation.Israeli and Bahraini government officials have been interacting with each other publicly since the signing of the accords. Israel began importing aluminum from Bahrain, and the two countries are planning to sign an agreement that allows the transshipment of goods arriving by sea in Bahrain onto planes heading to Israel.Last year Israel’s Prime Minister Yair Lapid, the foreign minister at the time, made the first ministerial visit to Bahrain, where he inaugurated the Embassy of Israel in Manama. In February this year, Gantz became the first Israeli defense minister to ever officially visit the Gulf country. He was accompanied by several top military and security officials, including the Israeli navy chief.Gantz signed a memorandum of understanding with his Bahraini counterpart, formalizing a security relationship that his office claimed would “help advance intelligence cooperation, a framework for exercises, and cooperation between the countries’ defense industries.” Gantz’ visit came as the US Navy’s 5th Fleet, based in Bahrain, launched its biennial International Maritime Exercise 2022. The Israeli Navy took part in the drill, for the first time publicly joining Arab and Muslim countries with which Israel does not have diplomatic relations.With regard to Morocco and Israel, today the two countries cooperate in such areas as education, tourism, cross-border investment, renewable energy and security. Morocco has a strong Jewish tradition with many historic Jewish buildings, monuments and cemeteries, as well as the largest Jewish community in an Arab country. Israel, meanwhile, is home to one of the largest Moroccan expatriate communities.An 84 percent year-on-year growth in Morocco’s trade with Israel to $41.6 million is viewed by the two countries as the beginning of a valuable new trading relationship. Israeli technical know-how combined with capital from the Abraham Accord partners, Bahrain and the UAE, could turbocharge Morocco’s moves to diversify away from fossil fuels .By contrast, the full agreement between Israel and Sudan has yet to come to full fruition because of instability and the October 2021 coup. In May the Biden administration suspended development, trade and investment assistance to Sudan, including food aid related to its normalization deal with Israel, such as wheat shipments.Predictably, trade and commerce between Israel and the UAE has flourished since the normalization of relations two years ago. In May this year, the two countries signed a Comprehensive Economic Partnership Agreement that is expected to increase bilateral trade to more than $10 billion within five years, and add $1.9 billion to the UAE’s gross domestic product by 2030.On June 27, Amir Hayek, Israel’s ambassador to the UAE, said in a message posted on Twitter that total trade volume between the two countries for the first five months of the year reached a value of $912.1 million, compared with $399.5 million during the same period last year.Palestinian and other activists raise national flags as they face Israeli security forces, during a demonstration against Jewish settlements. (AFP)Israel and the UAE have also signed multi-billion-dollar deals in the fields of medicine, bilateral investment and space travel over the past two years.In July, the US, Israel, the UAE and India announced the formation of a new bloc, I2U2, with the aim of enhancing technological collaboration in the region and tackling transnational challenges in six main areas: Water, energy, transportation, space, health and food security.Tourism between the UAE and Israel has also expanded rapidly since 2020. Commercial flights between the two nations began in November 2020, with daily flights introduced the following year. Tourism websites aimed at attracting Arab visitors to Israel encourage them to visit Al-Aqsa Mosque and Jerusalem’s Muslim Quarter, in addition to the Museum of Islamic Art.The flow of tourists in the opposite direction has been even more substantial. Between 2020 and 2021, about 230,000 Israelis visited the UAE, despite pandemic restrictions.The increase in tourism between Israel and the UAE has, however, exposed the wide gulf that separates the two societies. In August many Arab and Israeli news outlets reported that Israeli police had briefly arrested two Emirati tourists after a shooting in Tel Aviv.Though the pair were released and received an apology from the officers who arrested them, many social media users suggested that the Israeli police had racially profiled the tourists, mistaking them for Palestinians. One Twitter user said that “if you are Arab, Israel will always treat you like a suspect.”The alleged arrest of the Emiratis is not the only reason Arabs worldwide have questioned whether normalization agreements will encourage the hardliners in positions of power in Israel to adopt a more reasonable stance toward Palestinians and the holy sites in Jerusalem.Prince Turki Al-Faisal, Saudi Arabia’s former intelligence chief and a former ambassador to London and Washington, has expressed doubts that Arab normalization efforts with Israel will lead to improved rights for Palestinians.“The Palestinian people are still occupied; they are still being imprisoned by the Israeli government. Attacks and assassinations of Palestinian individuals take place almost on a daily basis,” he told the Arab News talk show “Frankly Speaking” in May.“The stealing of Palestinian land by Israel continues despite assurances that Israel gave to the signatories of the peace (accord) between the UAE and Israel. So, there is no sign whatsoever that appeasing Israel is going to change their attitude.”In July, citing a poll carried out by the Washington Institute for Near East Policy, which asked residents of Arab countries about their views on Arab-Israeli normalization, UAE academic Abdulkhaleq Abdulla said Emiratis view the normalization process in a negative light. The 2022 poll found that only one in four Emiratis surveyed considered the improved ties to be a positive development.In the lead-up to the signing of the Abraham Accords, Yousef Al-Otaiba, the UAE ambassador to the US, writing in the Israeli news website Ynetnews, said: “In the UAE and across much of the Arab world, we would like to believe Israel is an opportunity, not an enemy. We face too many common dangers and see the great potential of warmer ties. Israel’s decision on annexation will be an unmistakable signal of whether it sees it the same way.”Two years on, following two military offensives against Gaza, few Arabs are probably under the illusion that the normalization initiatives under the Abraham Accords have changed Israel’s behavior, much less ended its policy on the annexation of Palestinian land.Repeated calls by the Arab League for an end to Israeli violations of the sanctity of the holy sites in Jerusalem, a halt to the violence and the restoration of calm appear to have fallen on deaf ears.Attacks by Israeli security forces on Muslim worshippers in Al-Aqsa Mosque and permission for Jewish prayers at the holy site are viewed by the Arab League as a flagrant provocation to Muslims everywhere.Participating in a discussion on Sept. 8 organized by the Atlantic Council think tank to mark the two-year anniversary of the Abraham Accords, Al-Otaiba appealed for more to be done to advance a two-state solution to the Israeli-Palestinian conflict.“All the stuff that we’re talking about is great, but we can’t avoid talking about the two-state solution. We really can’t,” he said at the virtual event, during which he described the Palestinians as “the elephant in the room.”Referring to the Abraham Accords, Al-Otaiba said: “I don’t think it was meant to solve — I think it was meant to buy space and time to create room for diplomacy to address the two-state solution. I still believe the two-state solution is the only game in town. I think we need to pursue it.”

The Ten Principles of the UN Global Compact
Corporate sustainability starts with a company’s value system and a principles-based approach to doing business. This means operating in ways that, at a minimum, meet fundamental responsibilities in the areas of human rights, labour, environment and anti-corruption. Responsible businesses enact the same values and principles wherever they have a presence, and know that good practices in one area do not offset harm in another. By incorporating the Ten Principles of the UN Global Compact into strategies, policies and procedures, and establishing a culture of integrity, companies are not only upholding their basic responsibilities to people and planet, but also setting the stage for long-term success.
The Ten Principles of the United Nations Global Compact are derived from: the Universal Declaration of Human Rights, the International Labour Organization’s Declaration on Fundamental Principles and Rights at Work, the Rio Declaration on Environment and Development, and the United Nations Convention Against Corruption.
Human Rights
Principle 1: Businesses should support and respect the protection of internationally proclaimed human rights; and
Principle 2: make sure that they are not complicit in human rights abuses.
Labour
Principle 3: Businesses should uphold the freedom of association and the effective recognition of the right to collective bargaining;
Principle 4: the elimination of all forms of forced and compulsory labour;
Principle 5: the effective abolition of child labour; and

Serhii Lysak reported. The shelling damaged four residential buildings, a vocational school and a water treatment facility.In Kharkiv, Ukraine’s second-largest city, one person was wounded after three Russian S-300 missiles hit infrastructure facilities overnight, regional Gov. Oleh Syniehubov said.Ukrainian forces also downed five drones — four Shahed killer drones and one Orlan-10 reconnaissance drone — over the partially occupied Zaporizhzhia and Donetsk regions on Saturday evening, Kyiv’s military reported.The attacks come as Russian forces push to take over more land in the eastern industrial heartland of Donbas, comprising the Donetsk and Luhansk regions. ANTAKYA, Turkey — As rescuers still pull a lucky few from the rubble six days after a pair of earthquakes devastated southeast Turkey and northern Syria, Turkish officials detain or issue arrest warrants for some 130 people allegedly involved in the construction of buildings that toppled down and crushed their occupants.The death toll from Monday’s quakes stood at 28,191 — with another 80,000-plus injured — as of this morning and was certain to rise as bodies kept emerging.As despair also bred rage at the agonizingly slow rescue efforts, the focus has turned to who was to blame for not better preparing people in the earthquake-prone region that includes an area of Syria that was already suffering from years of civil war.Even though Turkey has, on paper, construction codes that meet current earthquake-engineering standards, they are too rarely enforced, explaining why thousands of buildings slumped onto their side or pancaked downward onto residents.Turkish Vice President Fuat Oktay says that warrants have been issued for the detention of 131 people suspected to being responsible for collapsed buildings.Turkey’s justice minister has vowed to punish anyone responsible, and prosecutors have begun gathering samples of buildings for evidence on materials used in constructions. ANTAKYA, Turkey (AP) — Six days after a massive earthquake devastated Syria and Turkey, and as the confirmed death toll has risen above 33,000, sorrow and disbelief are turning to anger and tension over a sense that there has been an ineffective, unfair and disproportionate response to the historic disaster.Many in Turkey express frustration that rescue operations have proceeded painfully slowly, and that valuable time has been lost during the narrow window for finding people alive beneath the rubble.Others, particularly in the southern Hatay province near the Syrian border, say that Turkey’s government was late in delivering assistance to the hardest-hit region for what they suspect are both political and religious reasons.In Adiyaman, southeastern Turkey, Elif Busra Ozturk waited outside the wreckage of a building on Saturday where her uncle and aunt were trapped — believed dead — and where the bodies of two of her cousins had already been found.“For three days, I waited outside for help. No one came. There were so few rescue teams that they could only intervene in places they were sure there were people alive,” she said.At the same building complex, Abdullah Tas, 66, said he had been sleeping inside a car near the building where his son, daughter-in-law, and four grandchildren were buried. He said that rescuers had first arrived four days after the earthquake struck. The Associated Press could not independently verify his claim.“What good is that for the people under the debris?” he asked.The sentiment that not enough is being done to free people’s buried family members has taken hold in other parts of the earthquake zone as well. In the ancient city of Antakya, a crush of onlookers stood behind police tape on Saturday to watch as bulldozers clawed at a high-rise luxury apartment building that had toppled onto its side.Over 1,000 residents had been in the 12-story building when the quake struck, according to family members who were watching the recovery effort. Hundreds were still inside, they said, but complained that the effort to free them had been slow and unserious.“This is an atrocity, I don’t know what to say,” said Bediha Kanmaz, 60, whose son and 7-month-old grandson had already been pulled dead out of the building — locked in an embrace — and whose daughter-in-law was still inside.“We open body bags to see if they’re ours, we’re checking if they’re our children. We’re even checking the ones that are torn to pieces,” she said of herself and other grief-stricken family members.Kanmaz blamed Turkey’s government for the slow response and accused the national rescue service of failing to do enough to recover people alive.She and others in Antakya expressed the belief that the presence of a large minority of Alevi — an Anatolian Islamic tradition that differs from Sunni and Shia Islam and Alawites in Syria — had made them a low priority for the government because traditionally, few Alevis vote for Turkish President Recep Tayyip Erdogan’s ruling party. There was no evidence, however, that the region was overlooked for sectarian reasons.Erdogan said on Wednesday post-quake efforts were ongoing across the 10 provinces hit by the quake and called allegations of no help from state institutions like the military “lies, fake slander.” He has acknowledged shortcomings. Officials said rescue efforts in Hatay were initially complicated by the destruction of the local airport’s runway and bad road conditions.Anger over the extent of the destruction, however, is not limited to individuals. Turkish authorities have been detaining or issuing detention warrants for dozens of people who were allegedly involved in the construction of buildings that collapsed, and the justice minister has vowed to punish anyone responsible.Kanmaz blamed negligence on the part of the developer of the apartment building where her family had been killed.“If I could wrap my hands around the contractor’s neck, I would tear him to shreds,” she said.That contractor, who oversaw the construction of the 250-unit building, was detained at Istanbul Airport Friday before boarding a flight out of the country, Turkey’s official Anadolu news agency reported. On Saturday, he was formally arrested. His lawyer suggested the public was looking for a scapegoat.In multiethnic southern Turkey, other tensions are arising. Some expressed frustration that Syrian refugees who have lived in the region after fleeing a devastating civil war in their own country are burdening the sparse welfare system and competing for resources with Turkish people.“There are many poor people in Hatay but they don’t offer us any welfare, they give it to the Syrians. They give so much to the Syrians,” Kanmaz said. “There are more Syrians than Turks here.”There were signs on Saturday that the tensions could be boiling over.Two German aid groups and the Austrian Armed Forces temporarily interrupted their rescue work in the Hatay region citing the tense situation and fear for the safety of their staff. They resumed work after the Turkish army secured the area, the Austrian defense ministry spokesman tweeted.“There is increasing tension between different groups in Turkey,” Lt. Col. Pierre Kugelweis of the Austrian Armed Forces told the APA news agency. “Shots have reportedly been fired.”German news agency dpa reported that chief of operations of the aid group I.S.A.R Germany, Steven Berger, said that “it can be seen that grief is slowly giving way to anger” in Turkey’s quake-struck regions.For Kanmaz, it is both grief and anger.“I’m angry. Life is over,” she said. “We live for our children; what matters most to us is our children. We exist if they exist. Now we are over. Everything you see here is over.”
