DBAYEH, Lebanon (AP) — Tucked away in the hills north of Beirut below a Maronite monastery, Lebanon’s only remaining Christian-majority Palestinian camp gives few outward clues to its identity. Unlike the country’s other Palestinian refugee camps, there are no flags or political slogans on display in Dbayeh camp.Behind closed doors, it’s a different story. At a recent community Christmas dinner for elderly residents, attendees wearing Santa hats danced the dabke to popular Palestinian songs like “Raise the Keffiyeh,” twirling the traditional Palestinian scarves or using napkins to simulate them. A speaker who toasted his hope of celebrating next year’s Christmas in Jerusalem in a “free Palestine” prompted ululations.The residents of the camp, founded in 1956 on land belonging to the monastery that overlooks it, have good reason to keep a low profile.During Lebanon’s 15-year civil war, the area was a stronghold of Lebanese Christian militias that battled the Palestine Liberation Organization. The other two Palestinian camps in Christian areas — Jisr al-Basha and Tel al-Zaatar — were razed during the war by the militias, their inhabitants killed or scattered.Dbayeh was invaded in 1973 by the Lebanese army and in 1976 by the Lebanese Phalangist militia. Many residents fled. Today, several million Palestinian refugees and their descendants are scattered across Jordan, Syria and Lebanon, as well as the West Bank and Gaza, lands Israel captured in 1967.Palestinians are separated by geographical and political barriers, but religious differences between Christians and Muslims are not generally a source of division.“We are one people,” said Antoine Helou, a member of the Higher Presidential Committee of Churches’ Affairs in Palestine and a former resident of Jisr al-Basha. “The misfortunes we have as Palestinians are bigger than thinking about this one is Muslim, this one is Christian.”But the sectarian divisions in Lebanese society made their mark on the Palestinian community.Retired teacher Youssef Nahme of Dbayeh, 84, originally from the now-destroyed village of al-Bassa in today’s Israel, recalled that as a young man in Lebanon, he had friends from Muslim-majority camps.But, he said, “after the Civil War, these connections were disturbed. Not because they don’t like to visit us or we don’t like to visit them, but because [of] Lebanese society.”Eid Haddad, 58, fled Dbayeh with his family after his brother was killed by Phalangist fighters and after the 1976 invasion of the camp. He said it was difficult to fit in anywhere.“In the Christian area we were rejected because we are Palestinians, and in…the Muslim area, we were rejected because we are Christians,” he said.Some of the Dbayeh residents who fled, like Nahme and his wife, returned after the fighting ended. Others, like Haddad, never came back. Today he lives in Denmark.“I wish I could go back, but every time I think about it, all [the memories] come back,” he said.Today, the camp is home to a population of about 2,000, a mix of Palestinians, Lebanese and Syrian refugees. Wissam Kassis, head of a civil committee that serves as a governing body of sorts, said of about 530 families living in the camp, some 230 are Palestinian.Palestinian residents said they maintain good relations with their Lebanese neighbors. Many have intermarried and some have been granted Lebanese citizenship. But some Lebanese continue to blame the Palestinians for the country’s civil war. Palestinians in Lebanon are barred from owning property and from working in many professions.“People say, ‘Go back to Palestine.’ I say, ‘Send us back,'” said Therese Semaan, who lives in the two-room house her family built, and then rebuilt in 1990, after it was bombed during fighting between rival Christian Lebanese factions.Still, Semaan said, “We’re living better than the other camps.”The camp receives limited services from the UN Relief and Works Agency, which was set up decades ago to assist Palestinian refugees. The agency runs a clinic and cleans the streets but does not operate a school in the camp. An UNRWA school in the nearby Beirut suburb of Bourj Hammoud was closed in 2013 due to low enrollment — a sore point among locals.Until recently, the relationship with Palestinian officials was even more limited. It was only in 2016 that Dbayeh formed its own committee to serve as a go-between with the UN agency and the Palestinian embassy and political factions.The factions themselves do not have an active presence in Dbayeh, Kassis said, and camp residents keep their political activities low-key.“For example, if there is bombing [by Israeli forces] in Gaza, maximum we do a prayer vigil,” he said. “We don’t go out and protest in an aggressive way.”Many Muslim Palestinians in Lebanon are either unaware of the camp or view its residents with suspicion, believing them to be aligned with the right-wing Christian Lebanese parties that took control of the area during the war. Kassis acknowledged that in some cases that is true, but said it is a small minority.“There are people who love Palestine very much and there are people who don’t, but it’s a small percentage” of people who have aligned themselves with the other side, he said. “We are fighting to create more of a feeling of belonging.”In one new initiative, youth athletes from Dbayeh play basketball and soccer alongside those from other Palestinian camps. Norway’s sovereign wealth fund, a major global investor, is reviewing its investments in Israel and may halt them entirely due to Israeli banks’ involvement in West Bank settlements, according to multiple reports in Hebrew media outlets Thursday night.The fund, which manages and invests revenue from the country’s natural resources for the benefit of the government’s developmental budget, is worth some $1.3 trillion and is the largest of its kind in the world, owning some 1.3 percent of the world’s publicly traded companies.It is currently invested in some 80 Israeli stocks, including banks, industry and technology companies.The fund has in the past divested from numerous companies around the world for activities it deemed unethical, including a number of Israeli companies involved in settlements.
According to Haaretz, Jerusalem officials believe the latest move was influenced by the UN’s 2020 decision to issue a blacklist of more than 100 global companies that conduct business tied to Israeli settlements.Channel 12 reported that the fund has been considering halting investments in Israel for many months, but the issue has recently gained speed.The network, citing an unidentified Israeli official with knowledge of the matter, reported that the hard-right character of the incoming government has played a part.“Our efforts to dissuade the fund from this action will be difficult to bring to fruition in the face of the stated policies of the [new] government regarding the territories,” the official said.On Thursday Channel 12 reported that Benjamin Netanyahu’s Likud and far-right Religious Zionism have agreed to move toward annexing West Bank land under the new coalition.Though the commitment is vaguely worded, it openly states that the Jewish people “have a natural right over the Land of Israel” and therefore “the prime minister will lead the formulation and advancement of policies within the framework of applying sovereignty in [the West Bank].”The Foreign Ministry said in a terse statement on the fund’s potential divestment that “we are aware of this serious issue and handling it.”

In his speech, Zelenskyy stated that “De facto, we have already completed our path to NATO.... Today, Ukraine is applying to make it de jure...”. But Ukraine is still not in NATO. Out of its 30 member-states, only 9 backed Ukraine's admission. So what is the reason for Ukraine not being accepted, and what does it take to join the alliance? One of the most popular explanations mentioned in the press is that NATO does not want to be drawn into a war with Russia and therefore into a third world war. Member states, it is believed, are not ready to be responsible for sending their troops. “As a NATO member, fellow members would be compelled to actively defend it against Russia – a commitment that goes well beyond the supply of weapons,” wrote the Guardian. “In practice, the chances of Ukraine joining NATO have only grown slimmer in the course of the Russian invasion. Member countries, including the United States, have drawn clear lines: They arm Ukraine, but they don’t have their own troops on the ground out of concern for triggering a World War,” says The Washington Post.While some of these explanations are useful, they often remain simplistic and superficial, say international security experts Oleksiy Melnyk from the Razumkov Center and Dr Taras Zhovtenko, member of MFA of Ukraine Public Advisory Board, who provided comments for this article.An attentive reader will notice that Article 5 of the North Atlantic Treaty, so often cited in the press, is rather vague and does not oblige members to do everything possible to counter the threat.That is, it does not oblige them to send troops or close the sky at the request of the member being attacked. It is a de facto member of NATO.Why is Ukraine officially not in NATO? The West, terrorized by the nuclear arsenal and the possibility of further Russian escalation, is not interested in officially accepting Ukraine into the alliance. The admission of Ukraine would only put a spotlight on the weakness of the Putin regime, making it obvious to Russian and international audiences. Though the humiliation of Russia is certainly warranted, it can have several consequences. First, it may encourage Putin to use chemical or nuclear weapons. Putin did not write an essay on Russia’s historic unity with Sweden or Finland, and it could be why he let go of them so easily. Russia’s full scale invasion is not only about the sovereignty of Ukraine, it's about undermining the stability of the current security order.NATO members have gotten it right this time by supporting Ukraine. After the war, it is highly likely that the national, regional, and global security orders will be reformed and updated, and Ukraine will probably be recognised as a close ally.So why do Ukrainians need to stand their ground, and continue striving for NATO? Over the past 8 months, the leaders of NATO member countries have spoken out about the courage of Ukraine and the banditry of Russia. This rhetoric makes Western support irreversible in the short term.But staying out of the alliance can be too risky. As the 2016 general elections in the United States showed, foreign policy decisions can change with the country’s leader. A country can also withdraw its support despite previous long-term commitments, such as President Biden’s decision to leave Afghanistan, which led to the collapse of the democratic regime.Ukraine can choose three ways to seek security guarantees: neutrality; guarantees from individual countries; and NATO.Option 1. Neutrality-I often hear fellow Ukrainians question why we cannot be like Switzerland, a neutral state that benefits from playing all sides. Can we not be left alone? Ukraine is not suffering because it is stuck between Russia and the West. It suffers because its neighbour is an authoritarian state that uses dirty tactics and manipulation to achieve its goals. “...the first thing you learn from Russian history is that it always comes back, ready for more” says Professor Neil MacFarlane, International Relations and Russia expert from Oxford University. Ukrainians know what it is like to make deals with Russia like no other. In 1994 it gave up its nuclear weapons in return for security guarantees.Option 2. Guarantees of individual countries-It is often argued that Ukraine could seek Israeli-style security guarantees: bilateral support outside any alliance. The problem with security guarantees is that individual countries are unlikely to provide them. In 2016, Donald Trump said that America was tired of paying the collective security bills and that Europeans were free riders. In a 2019 interview, Emmanuel Macron said that America was showing signs of "turning its back on us", and that Europe would have to develop strategic autonomy. Countries are increasingly signaling that they do not want to pay for free riders.Option 3. NATO-Today, it may be too risky for Ukraine to join NATO, as it may give Russia impetus to further escalate its violence. But this option should always be on the table. Ukraine is de-facto part of the alliance and must continue to hold on to it. Ukraine's accession would be beneficial to both. NATO would have a strong regional player, and Ukraine would continue to receive NATO support, without which victory over Russia would be extremely difficult if not impossible. This would be a guarantee of security regardless of the elected leaders in NATO member countries. Ukraine must be ready to use its chance.It is important to emphasize to our western counterparts that Ukraine is an integral part of Euro-Atlantic security. Ukraine joining NATO would not consume more security but help to continue providing it.

North Korea is denying it sold munitions to Russia after the United States and a Japanese media report said Pyongyang has completed at least two weapons deliveries to the Kremlin.  North Korea’s foreign ministry on Friday called the accusations “groundless,” and slammed the United States for “bringing bloodshed and destruction to Ukraine by providing it with various kinds of lethal weapons,” according to the North Korea’s state-run KCNA news agency, as reported by Reuters.  Japan’s Tokyo Shimbun outlet earlier had reported that Pyongyang last month shipped aboard a train munitions including artillery shells to Russia. Additional shipments were expected in the coming weeks, according to the report. “The Japanese media’s false report that the DPRK offered munitions to Russia is the most absurd red herring, which is not worth any comment or interpretation,” a ministry spokesperson said in a statement published by KCNA. White House national security spokesman John Kirby told reporters Thursday that the North had completed an initial arms delivery to Russian mercenary group Wagner, paid for by the organization. WASHINGTON (AP) — The drawn-out saga of Title 42, the set of emergency powers that allows border officials to quickly turn away migrants, has been chaotic at the U.S.-Mexico border. In Washington, it hasn't unfolded much better.The Supreme Court is weighing whether to keep the powers in place following months of legal battles brought on by Republican-led states after President Joe Biden's administration moved to end the Trump-era policy, which was set to lapse this week until the court agreed to take it up.The administration has yet to lay out any systemic changes to manage an expected surge of migrants if the restrictions end. And a bipartisan immigration bill in Congress has been buried just as Republicans are set to take control of the House.In short, America is right back where it has been. A divided nation is unable to agree on what a longer-term fix to the immigration system should look like. Basic questions — for example, should more immigrants be allowed in, or fewer? — are unanswered. Meantime the asylum system continues to strain under increasing numbers of migrants.The Biden administration has been reluctant to take hardline measures that would resemble those of his predecessor. That's resulted in a barrage of criticism from Republicans who are using Title 42 to hammer the president as ineffective on border security. The rules were introduced as an emergency health measure to prevent the spread of COVID-19.“The Democrats have lost the messaging war on this," said Charles Foster, a longtime immigration attorney in Texas who served as an immigration policy adviser to Republican George W. Bush but now considers himself independent. "The tragedy is, Democrats more than anyone should focus on this issue, because unless and until it can be fixed, and the perception changes, we’ll get nothing ever through Congress."Anyone who comes to the U.S. has the right to ask for asylum, but laws are narrow on who actually gets it. When the worst flooding in more than 50 years engulfed communities along the River Nile in South Sudan last year, thousands of people fled to higher ground, seeking refuge in an old army barracks.Known as Canal Village, it had been a strategic military position decades ago in northern Jonglei state, with the city of Malakal further along the Nile. But its new residents discovered, to their dismay, that within its confines lay an old minefield.Their predicament encapsulates the impact of a climate crisis on a country which is yet to recover from a brutal five-year civil war. A peace deal signed in 2018 has done little to stop endemic violence.Those who had already been forced from their homes because of the conflict are again fleeing, with flooding, seen above near the town of Bentiu in Unity state, over the last four years becoming an increasing problem.It is estimated that 2.2 million people, nearly 20% of the population, are internally displaced - with the UN warning that up to 10 million will need food aid in 2023.In order to help her family escape the waters that engulfed her village, Mary Nyantey (pictured above) tied her five children up in sheets of plastic usually used to cover homes from the rain. She swam and floated down river for a day dragging her precious sack behind her until she reached Bentiu.The family are now in a camp there, but have no food and go to the river to harvest a plant called "yell", which is what they are eating to survive.The camp in Bentiu shelters more than 112,000 people and is erected on raised dykes. According to Joshua Kanyara, from the UN's International Organization for Migration (IOM), the area is unique in that any dry land there, is thanks to these dykes, which are about 2.5m (8ft 2in) high and built by humanitarian groups.Gatkuoth Makal Kuir (above) was 19 years old when he arrived at the camp in 2014 after a four-day journey on foot, fleeing government troops who believed his village was supporting the opposition.Now aged 27 he would like to go home, but does not feel he can support his wife and child if they go back because of the flooding. We will speak out against their participation in other fora across our communities. We will encourage the boards of our congregations and organizations to join us in this protest as a demonstration of our commitment to our Jewish and democratic values.”
Netanyahu announced his new government including the far-right Religious Zionism, Otzma Yehudit and Noam factions late Wednesday, although he has yet to finalize coalition agreements with his political partners.Israeli government ministers sometimes speak at American synagogues to drum up support for their initiatives and ideas.
