Atlanta police: ‘Sex addiction,’ not racism, may be motive in deadly shootings-Sheriff says investigators probing if killing of 8 people at massage parlors, most of them Asian Americans, was racially motivated, ‘but the indicators right now are it may not be’By Kate Brumback and Angie Wang-MAR 17,21-Today, 7:54 pm

ATLANTA (AP) — A white man accused of killing eight people, most of whom were of Asian descent, at massage parlors in the Atlanta area told police the attack was not racially motivated and that he potentially had a “sex addiction,” officials said Wednesday.Still, authorities said they were investigating whether the deaths were hate crimes amid concerns over a wave of attacks on Asian Americans. Six of the victims were identified as Asian and seven were women. It was not clear if Robert Aaron Long, 21, ever went to the parlors where the shootings occurred; one official said he had while another indicated he may have only visited businesses like them. Authorities also said he was planning to go to Florida in a plot to attack “some type of porn industry.”“He apparently has an issue, what he considers a sex addiction, and sees these locations as something that allows him to go to these places, and it’s a temptation for him that he wanted to eliminate,” Cherokee County Sheriff’s spokesman Capt. Jay Baker told reporters. This booking photo provided by the Crisp County Sheriff’s Office shows Robert Aaron Long on Tuesday, March 16, 2021 (Crisp County Sheriff’s Office via AP)-When asked by a reporter whether the businesses were a place where somebody could have sexual encounters, Atlanta Mayor Keisha Lance Bottoms did not answer, saying she did not want “to get into victim blaming, victim shaming here.”Sheriff Frank Reynolds said it was too early to tell if the attack was racially motivated — “but the indicators right now are it may not be.”The attack was the sixth mass killing this year in the US, and the deadliest since the August 2019 Dayton killing that took the lives of nine people, according to a database compiled by The Associated Press, USA Today and Northeastern University. It follows a lull during the pandemic in 2020 that had the smallest number mass killings in more than a decade. The database tracks mass killings defined as four or more dead, not including the shooter. Many suspects who commit mass shootings have a history of violence against women. Still, the attack haunted members of the Asian American community who saw the shootings as an attack on them, given a recent wave of assaults that coincided with the spread of the coronavirus across the United States. The virus was first identified in China, and then-President Donald Trump and others have used racially charged terms like “Chinese virus” to describe it.Georgia state Representative Bee Nguyen said the shootings appear to be at the “intersection of gender-based violence, misogyny and xenophobia.”Bottoms, Atlanta’s mayor, said that regardless of the shooter’s motivation, “it is unacceptable, it is hateful and it has to stop.”A police officer watches as a body is taken from the Gold Spa massage parlor after a shooting, March 16, 2021, in Atlanta. (AP Photo/Brynn Anderson)-The attacks began Tuesday evening, when five people were shot at Youngs Asian Massage Parlor near Woodstock, about 30 miles (50 kilometers) north of Atlanta, Baker, the sheriff’s spokesman, said. Two people died at the scene, and three were taken to a hospital where two died, he said.About an hour later, police responding to a call about a robbery found three women dead from apparent gunshot wounds at Gold Spa, along of strip of tattoo parlors and strip clubs in one of the last ungentrified holdouts in an upscale area of Atlanta. Officers then learned of a call reporting shots fired across the street, at Aromatherapy Spa, and found another woman apparently shot dead.White House press secretary Jen Psaki said President Joe Biden has been briefed on the “horrific shootings” and would receive an update later Wednesday from Attorney General Merrick Garland and FBI Director Christopher Wray. The FBI is assisting Atlanta and Cherokee County authorities in the investigation.Vice President Kamala Harris expressed support to the Asian American community, as she sent condolences to the victims’ families.“We’re not yet clear about the motive. But I do want to say to our Asian American community that we stand with you and understand how this has frightened and shocked and outraged all people,” said Harris, who is the first Black and South Asian woman to hold the office of vice president.Over the past year, thousands of cases of abuse have been reported to an anti-hate group that tracks incidents against Asian Americans, and hate crimes in general are at the highest level in more than a decade.“We are heartbroken by these acts of violence,” Asian Americans Advancing Justice — Atlanta said in a statement. “While the details of the shootings are still emerging, the broader context cannot be ignored. The shootings happened under the trauma of increasing violence against Asian Americans nationwide, fueled by white supremacy and systemic racism.”Police in Atlanta and other major cities deplored the killings. Seattle’s mayor said “the violence in Atlanta was an act of hate,” and San Francisco police tweeted #StopAsianHate. The New York City Police counterterrorism unit said it was on alert for similar attacks.

(AP Photo/Brynn Anderson)-Crisp County Sheriff Billy Hancock said in a video posted on Facebook that his deputies and state troopers were notified Tuesday night that a murder suspect out of north Georgia was headed their way. Deputies and troopers set up along the interstate and “made contact with the suspect,” he said.A state trooper performed a PIT, or pursuit intervention technique, maneuver, “which caused the vehicle to spin out of control,” Hancock said. Long, of Woodstock, was then taken into custody “without incident.”Crisp County sheriff’s spokeswoman Haley Wade said Wednesday morning that Long is no longer in their custody and that her office has turned over its information to the other Georgia agencies and the FBI.Rita Barron, the store manager of a business neighboring the massage parlor that was targeted in Cherokee County, said that security footage of the parking lot outside the stores showed the gunman had been sitting outside in his car for about an hour just watching.Nico Straughan, 21, who went to school with Long, described him as “super nice, super Christian, very quiet” and said that in high school Long brought a Bible to school every day and would walk around with it in his hands.“He went from one of the nicest kids I ever knew in high school to being on the news yesterday,” Straughan said.South Korea’s Foreign Ministry earlier said that its diplomats in Atlanta have confirmed with police that four of the victims who died were women of Korean descent. The ministry said its Consulate General in Atlanta is trying to confirm the nationality of the women.US Secretary of State Antony Blinken, who is in South Korea meeting with Foreign Minister Chung Eui-yong, mentioned the killings during an opening statement.“We are horrified by this violence which has no place in America or anywhere,” he said.

Following Atlanta murders, Jewish groups voice support for Asians Americans-Jewish organizations express solidarity after shooting in Georgia kills eight people, including six of Asian origin-By Ron Kampeas-MAR 17,1-Today, 10:37 pm 0

JTA — Jewish groups are rallying in support of Asian Americans following a string of murders Tuesday at massage parlors in Atlanta left eight people dead, including six Asians.Police in Georgia say the 21-year-old suspect may have been motivated by hatred of women and not anti-Asian bigotry. But in the wake of reports of rising levels of anti-Asian harassment and violence amid the coronavirus pandemic, the attack is likely to exacerbate the community’s fear regardless of the alleged gunman’s motives.“It’s clearly going to have an effect on the psyche of the Asian-American community,” Dov Wilker, the regional director for the American Jewish Committee in Atlanta, said in an interview. “Anti-Asian hate crimes have been on the rise nationally, and this will put the community on edge.”Wilker said he was working with other local Jewish groups to put out a solidarity statement. He was also reaching out to Asian-American partners who joined local Jewish groups in pressing for the passage last year of a state law that would enhance penalties for hate crimes, as well as to the Japanese and Korean consulates in the city.Leslie Anderson, the director of the Atlanta-area Jewish Community Relations Council, said the Jewish community has worked with local Asian-American communities on a range of legislative and social justice issues.“We don’t know yet if it’s a hate crime,” she said. “Given the rise of violence against the Asian American-Pacific Islander community, it certainly fits in with that pattern.”Anderson said the Jewish community was also seeking to comfort Asian Americans within the Jewish community.“Our hearts go out to them, are concerned about them and making sure they’re OK,” she said.Georgia Sen. Jon Ossoff, who is Jewish, also cited the recent spike in anti-Asian violence.“While the motive for last night’s terrible violence remains under investigation, I express my love and support and stand in solidarity with the Asian American community, which has endured a shocking increase in violence and harassment over the last year,” he said in a statement. The Asian-American community has substantially increased in the Atlanta area in recent years, driven in part by the expansion of manufacturing plants owned by Asian corporations. Asian groceries and restaurants now dot suburbs that once were the domain of white conservatives.“Deeply disturbed by the horrific attack in Atlanta,” Jonathan Greenblatt, the Anti-Defamation League’s chief executive, said on Twitter. “While there is still much we don’t know, we do know this: alarm bells have been ringing, hate toward the #AAPI community has been rising — and it is our civic and moral duty to speak out to #StopAAPIHate.”David Harris, CEO of the American Jewish Committee, made a similar pledge.“As hate crimes targeting Asian Americans continue to rise, this Jew won’t be silent,” he said on Twitter. “As Asian Americans are attacked and, yes, killed, this Jew won’t be silent. As the larger fabric of our diverse society is threatened, this Jew won’t be silent.”In October, the ADL issued a study showing a dramatic increase in anti-Asian sentiment online following President Donald Trump’s tweet that he had tested positive for the coronavirus. Trump had repeatedly referred to COVID-19 as the “China virus” because of its origins in the Wuhan province.A leading progressive Jewish group, Bend the Arc, released a statement Wednesday echoing that charge.“This is a national crisis fomented by politicians who have chosen to point fingers and spread fear instead of taking action to keep everyone safe from the pandemic,” the group said. “Their words and rhetoric are once again echoing in gunshots, as they have in Pittsburgh, El Paso, and most recently in the halls of the Capitol building, and they must be held accountable. As Jews, we know that freedom and safety for any of us depends on the freedom and safety of all of us.”

Marine monitor urges Israel to step up surveillance or risk more oil spill woes-Head of Tel Aviv-based Windward, which helped ministry pin February leak on alleged smuggling ship, says he ‘won’t feel comfortable’ until Israel starts keeping a closer eye on sea-By Sue Surkes-MAR 17,21-Today, 7:22 pm

The head of the company that helped Israel pinpoint a vessel it says is responsible for spilling oil that wound up polluting the country’s beaches is calling on Jerusalem to significantly bolster its monitoring capabilities, or risk being stricken again.“Until Israel, like every other country that respects its oceans, has the ability to monitor daily for oil spills and to find the perpetrators, this can happen again and again. It’s a decision away,” said Ami Daniel, co-founder and CEO of Tel Aviv-based marine intelligence firm Windward. With no satellite or other robust civilian monitoring, Israel was taken by surprise on February 18 when tar began washing onto its Mediterranean coastline, following stormy weather.During the following days, it became clear that beaches from Rosh Hanikra in the far north to Nitzanim in the south had been contaminated, leaving globs of tar all over the sand and shallows, along with dead or badly injured wildlife. On Wednesday, the Environmental Protection Ministry declared the state of emergency along the coast over, with almost all beaches mostly cleaned after more than 650 tons of tar had been collected by an army of volunteers, soldiers and others.Officials dealing with marine issues said they could not remember an incident with such a wide geographical spread. The long-term damage to ecosystems still remains to be seen.Israeli volunteers clean tar off a beach following an offshore oil spill that covered most of the Israeli Mediterranean coastline with tar, February 22, 2021. (Flash90)-It was not until early March that the ministry announced it had fingered a culprit for the leak: the Emerald, a 19-year-old ship sailing under a Panamanian flag allegedly smuggling crude oil, probably from Iran to Syria. Minister Gila Gamliel called the leak “environmental terror,” but has provided no evidence the spill was an intentional attack.(Though Gamliel claimed the ship had Libyan owners, a subsequent investigation by Israeli firm Black Cube, distributed by the ministry, concluded it was owned by a company controlled by a Syrian family and registered in Greece.)-The ministry leveled the accusation after getting pro bono help from Windward, set up 10 years ago to provide clients with intelligence and risk assessments for maritime activity. Among other things, the firm uses monitoring and artificial intelligence to find ships engaged in deceptive practices, include sanction-busting and smuggling.Daniel, who took part in the press conference pinning blame on the Emerald, said his company volunteered to help Israel find the boat because the government did not have the tools on its own.“This wasn’t charity, but Zionism. We are deeply committed to this subject and we won’t feel comfortable so long as Israel doesn’t have ongoing monitoring, whether it’s through us or another company. This is my perspective as a citizen and as a father,” he said.Pieces of tar from an oil spill in the Mediterranean Sea wash up on a beach in the Gdor Nature Reserve near Michmoret, Israel, Monday, March 1, 2021. The cleanup from the disastrous oil spill that has blackened most of the country’s shoreline is expected to take months. (AP Photo/Ariel Schalit)-Daniel said the breakthrough in the investigation of the February spill came when the fluid that was leaked was positively identified as crude oil. “There was only one full tanker [in the area],” he said.He added that the ministry was waiting for results that would provide further details on the exact type of crude oil. “With the right test, you can definitely say whether it was Iranian oil or not,” he said.Ami Daniel, Co-Founder and CEO of Windward. (Courtesy)-He stressed that the ministry needs access to a basket of services in order to be able to catch oil spills — and the perpetrators — in real time. These include access to multiple satellite arrays that can provide radar images, which pick up differences in the reflections on the water, and optical sensors, which can produce high-resolution images of large areas. It also needs a way to collect data from ships’ radar systems and from radiofrequency satellites.Having the right equipment is  “like having speed cameras for cars. If you don’t have them, the perpetrators are unlikely to get caught,” he said.Once the tar started to show up on Israel’s shores, Jerusalem scrambled to get data and images from the European Union, whose satellites pass over the area every couple of days. The EU’s Sentinel One satellites eventually provided the ministry with images of a suspicious blotch taken on February 11 some 50 kilometers (31 miles) out at sea, though the ministry, with Windward’s help, later concluded that the leak occurred between February 1 and 2 and was carried northwards with the tides before moving toward Israel’s beaches.Satellite image of a stain on the sea’s surface on February 11, 2021, that was 21 kilometers (13 miles) long and located 44 km (27 miles) off Israel’s Mediterranean coast. The white dots around the green line are ships. (Greenpeace)-While Windward does not currently provide environmental services, it is planning on soon rolling out an environmental risk program that will help governments and others to monitor for oil leaks and help shipping companies deal with new international maritime regulations on carbon emissions, among other things.“I care that this doesn’t happen again and that our kids will be able to walk along yellow beaches rather than black ones.”In 2008, the government decided to formulate a National Plan for Preparedness and Response to Marine Oil Pollution Incidents, but the plan never came to fruition and was never funded.Faithful Warrior, an oil tanker filling up at the EAPC terminal in Eilat, in southern Israel, from January 8 to 9. (Mori Hen, of the not-for-profit Desert and Sea Environment, Eilat)-In 2015, the Environmental Protection Ministry published proposals to integrate remote sensing technologies provided by the likes of satellites and drones into its work. In one example, it described how Canada had used satellite images and aerial photographs to identify 183 oil spills and impose fines on the perpetrators.Information of this kind would enable Israel to create models for oil distribution in real-time and in emergencies, the document said. But again, the proposals were never funded. The Environmental Protection Ministry did not respond to a request for comment.“I think that we as a country can’t live with the environment as a second or third priority,” Daniel said. “If things go awry, the country may not be able to recover.”

In breakthrough, Israelis grow hundreds of mouse embryos in artificial wombs-Scientists say groundbreaking method could lead to human gestation outside the womb; new insight into organ formation could spur other advances; fetuses have fully formed organs-By Nathan Jeffay-MAR 17,21-Today, 6:02 pm

Israeli scientists have grown 250-cell embryos into mouse fetuses with fully formed organs using artificial wombs, in a development they say could pave the way for gestating humans outside the womb.“We have grown hundreds of mice in this way, in a method that has taken seven years to develop, and I’m still captivated every time I see it,” stem cell biologist Prof. Jacob Hanna of the Weizmann Institute of Science told The Times of Israel.“This could be relevant to other mammals including humans, though we acknowledge that there are ethical issues related to growing humans outside the body,” he said.Hanna said that his research will advance understanding of organ formation in mammals — and could facilitate medical advances — as it allows unprecedented views of the process unfolding, unconstrained by the need to image the inside of the uterus. The Weizmann Institute of Science’s new artificial womb (courtesy of the Weizmann Institute of Science)-His breakthrough was revealed on Wednesday in the peer-reviewed journal Nature. While scientists have been trying for decades to grow mammals outside the body, success has been limited to either very early-stage embryos that are grown in a lab for a short period or fetuses that were removed from the womb once their organs are formed and then grown in a lab. When the Children’s Hospital of Philadelphia created an artificial womb in 2017 that successfully grew fetal lambs for over four weeks, the lambs already had their organs at the start of the experiment.Prof. Jacob Hanna (Courtesy)-But Hanna started with embryos consisting just of stem cells, and watched “with amazement” as the organs of the mice — animals that have a speedy gestation of just 19 days — grew in front of his eyes.Illustrative: Laboratory mice. (toeytoey2530/Istock via Getty Images)-“We took mouse embryos from the mother at day five of development, when they are just of 250 cells, and had them in the incubator from day five until day 11, by which point they had grown all their organs.“By day 11 they make their own blood and have a beating heart, a fully developed brain. Anybody would look at them and say, ‘this is clearly a mouse fetus with all the characteristics of a mouse.’ It’s gone from being a ball of cells to being an advanced fetus.”The fetuses were healthy but died at 11 days, as this is currently the longest they can develop in the artificial womb and they can’t be transplanted back into a mice uterus. But Hanna hopes to develop his technology to take mice to full term. His method involves placing the embryos in a special liquid to nourish embryo cells in a laboratory dish and getting them to float on the liquid. With this step, they succeeded in duplicating the first stage of embryonic development, in which the embryo grows tenfold.Embryo bottles spin in the Weizmann Institute of Science’s artificial womb (courtesy of the Weizmann Institute of Science)“The key to our success is that we have developed this special incubator system in which each embryo is in a bottle with liquid, and the bottle is spinning to ensure it doesn’t attach to the side. The incubator creates all the right conditions for its development.“What made this possible is the seven-year journey which has seen us develop the liquid, which really gives the embryo all the nutrients, hormones and sugars they need, and the incubator, a custom-made electronic device which controls gas concentration, pressure and temperature.”

Iran absolves armed forces in final report on downing of Ukrainian plane-Civil aviation agency withholds key details, again claims human error caused missiles to be fired at aircraft, killing 176; Ukraine derides ‘cynical attempt to hide true causes’By Agencies-MAR 17,21-Today

After a yearlong investigation, Iran’s civil aviation agency on Wednesday released its final report on the crash of a Ukrainian passenger plane that killed 176 people last year, revealing no new details about the shootdown that has provoked outrage from affected countries and concerns from UN investigators.Following three days of denial in January 2020 in the face of mounting evidence, Iran finally acknowledged that its forces mistakenly downed the Ukrainian jetliner with two surface-to-air missiles. In preliminary reports on the disaster last year, Iranian authorities blamed an air defense operator who they said mistook the Boeing 737-800 for an American cruise missile. At the time, the US and Iran were teetering on the edge of war. An American drone strike had killed a top Iranian general, Qassem Soleimani, in Baghdad and Iran retaliated with ballistic missiles at American bases in Iraq. Several hours after the missile strike, an air defense operator on high alert outside Tehran opened fire on the commercial plane shortly after take-off because of an error in his radar system, Iran said. The country’s long-awaited final report, which foreign governments and victims’ families hoped would shed more light on the mysterious downing, came to the same cryptic conclusion while absolving the armed forces.“The accident aircraft was misidentified by the air defense unit in the suburbs of Tehran and, consequently, two missiles were launched toward it,” the report said. “The operation of aircraft had not imposed any error to the air defense unit.”The 146-page investigation includes details about the timeline of events and analysis of aircraft debris, but does not identify culprits in the shootdown, explain how the chain of command broke down, answer why authorities decided to keep civilian airspace open as regional tensions soared or respond to other key questions.Ukraine, which lost 11 citizens in the disaster, immediately dismissed the report.“Ukraine has earlier sent Iran more than 90 pages of remarks and proposals to its draft final report and insisted on Iran including them into the final document,” Ukrainian Foreign Minister Dmytro Kuleba said in a statement.“However, what we saw published today is just a cynical attempt to hide true causes of the downing of our passenger aircraft.”Iran’s official explanation has left investigators and aviation experts unconvinced, with Canada’s special adviser to the prime minister calling Iran’s narrative “difficult to accept” and lacking in proof. Last month, Agnes Callamard, the UN special rapporteur on extrajudicial, summary or arbitrary executions, went further. She called the series of alleged mistakes “unreasonable” and said Iran’s “multiple claims and stories create a maximum of confusion.”In her report, the result of a six-month investigation, Callamard said she had not found concrete evidence that Iran had intentionally shot down the plane full of its own citizens. However, she said, the “reckless” nature of the mistakes and “inconsistencies” in Iran’s official explanation “have led many to question whether the downing of Flight PS752 was not intentional.”“One may even question whether there was an order or implicit encouragement by the chain of command,” she wrote, “to apply lethal force without going through standard procedures and precautionary steps.”People and rescue teams amid bodies and debris after a Ukrainian plane carrying 176 passengers that was accidentally shot down by Iranian forces near Imam Khomeini airport in the Iranian capital Tehran, January 8, 2020. (Rouhollah Vahdati/ISNA/AFP)-Iran swiftly pushed back, with foreign ministry spokesman Saeed Khatibzadeh lambasting Callamard’s report as “immature” and her input as “unwarranted.” Iran insists the downing was a tragic mistake.Compounding concerns over Iran’s credibility, outspoken families of victims in Canada have reported harassment by Iranian authorities, ranging from hateful messages and threatening phone calls to suspicious cars tailing them at vigils. Canada has confirmed its police are investigating cases of “harassment, intimidation and foreign interference” in the country.

IDF concludes November training plane crash likely due to low altitude stall-Military says that unspecified circumstances preceding the fatal crash were never experienced before, rules out technical failure-By TOI staff    -MAR 17,21-Today, 10:44 pm

The Israel Defense Forces on Wednesday released a final report on the fatal crash of a military training plane in November, finding a “very high probability” the aircraft stalled during a low altitude maneuver, causing the pilots to lose control. The stall likely did not result from a technical failure but rather a set of circumstances that the pilots had not trained for, according to the military. The November 24 crash killed Cpl. Lihu Ben-Bassa, 19, and his trainer, Maj. (res.) Itay Zayden, 42, when the small Grob G 120 “Snunit” trainer plane hit the ground near Kibbutz Mishmar Hanegev in southern Israel. They also said the plane had been well-maintained prior to the flight.“The findings indicate that in very high probability the crash did not result from a technical problem and the plane was usable throughout the flight,” the statement said.Air Force chief Maj. Gen. Israeli officials said pleased with talks with US on Iran nuclear program-First round of bilateral strategic talks described as ‘very positive’; second meeting on Iranian regional activities, missiles to be held soon-By TOI staff-MAR 17,21-Today, 10:11 pm

Israeli and US officials agreed to set up a joint team for sharing intelligence about Iran’s nuclear program during recent strategic talks, according to a report Wednesday.Last week’s talks were the first held by a bilateral group for cooperating in the effort to prevent Iran from acquiring nuclear arms. The meeting was led by US National Security Adviser Jake Sullivan and his Israeli counterpart Meir Ben-Shabbat.Citing three senior Israeli officials, the Axios news site reported that Israel’s initial objective was to get on the same page with the Biden administration concerning intelligence on Iran. The officials said they were satisfied by the first round of discussions.“We are on the same page on the intelligence. There are small nuances but overall, they see data the same way. It was very positive, but it is only the beginning of a process. It will be a rollercoaster,” one of the officials was quoted saying.Sullivan pledged to the Israelis the US would be transparent about any decisions regarding Iran and said he expects transparency in return, according to the officials, who also said the American national security adviser was upfront about the difficulties of engaging in diplomacy with Iran. The Israeli officials also said they hoped Iran would continue to rebuff US entreaties and that the pain of American sanctions would lead the Iranians to first offer concessions.A second meeting dealing with Iran’s regional activities and missile program will be held in the coming weeks, the officials added.Then-US vice president Joe Biden, left, and Prime Minister Benjamin Netanyahu, right, talk before a dinner at the Prime Minister’s Residence in Jerusalem, March 9, 2010. (AP Photo/Baz Ratner, Pool)-A similar working group convened during former US president Barack Obama’s first term in office. Its existence was not public, and the sides used the meetings to share intelligence on Iran. However, the group ceased meeting as the Obama administration ramped up efforts to reach an agreement with Iran to curb its nuclear program in exchange for sanctions relief.Prime Minister Benjamin Netanyahu fiercely and publicly opposed that deal — which was signed in 2015, when President Joe Biden was vice president — contributing to a famously acrimonious relationship between himself and Obama.Former US president Donald Trump withdrew from the deal in 2018 and put punishing sanctions on Iran. Trump’s Middle East policies were largely in line with Netanyahu’s. Biden and his administration have repeatedly said they will return to the JCPOA if Tehran first returns to compliance. Iran has insisted the US remove sanctions before it returns to the deal’s terms, putting the two sides at a stalemate.Seeking to avoid public spats this time around, Washington offered to reestablish the working group with Israel, which, after deliberation by Netanyahu with other senior officials, agreed to it, an official familiar with the matter told The Times of Israel.

(Atomic Energy Organization of Iran via AP)-In recent months, Iran has repeatedly taken steps to violate the deal and turn up the heat on the US, including by enriching uranium past the accord’s limits and barring UN inspections of its nuclear facilities.Israeli officials, including Netanyahu, have already begun voicing opposition to the Biden administration’s desire to rejoin the deal, putting Jerusalem and Washington at odds on the issue. Some leading Israeli officials in recent months have warned of military action to halt Iran’s nuclear program.

Russia recalls US envoy after Biden calls Putin a ‘killer’-Moscow says it wants to avoid an ‘irreversible deterioration’ in relations, accuses Washington of having driven ties ‘into a dead end in recent years’-By AFP-MAR 17,21-Today, 8PM

MOSCOW — Russia said Wednesday it had summoned its Washington ambassador to Moscow for consultations on its ties with the United States, but stressed it wanted to prevent an “irreversible deterioration” in relations. The announcement from the Russian foreign ministry came after US President Joe Biden said Russia would “pay a price” for meddling in US elections and he agreed with the assessment that his Russian counterpart Vladimir Putin is a “killer.”“The Russian ambassador in Washington, Anatoly Antonov, has been invited to come to Moscow for consultations conducted with the aim of analyzing what should be done and where to go in the context of ties with the United States,” Russian foreign ministry spokeswoman Maria Zakharova said in a statement.Zakharova said the most important thing for Moscow was to determine how to mend Russian-US ties “that have essentially been driven by Washington into a dead end in recent years.”She said Russia was interested in preventing the bilateral relations’ “irreversible deterioration if Americans understand the risks associated with it.”The foreign ministry did not reference Biden’s remarks on Putin, but said Moscow wanted to analyze the results of Biden’s first 100 days in office.Anatoly Antonov, Russian ambassador to the US, gestures while speaking during a round-table discussion in Moscow on the Trump-Putin summit in Helsinki, July 20, 2018. (AP Photo/Alexander Zemlianichenko)-In an interview with ABC News broadcast on Wednesday, Biden was asked about a declassified US intelligence report that said Putin tried to harm his candidacy in the November 2020 election and promote that of his rival Donald Trump.“He will pay a price,” the 78-year-old Biden said.Asked if he thought Putin, who has been accused of poisoning political opponents, is a “killer,” Biden said: “I do.”The statement marked a stark contrast with Trump’s steadfast refusal to say anything negative about the Russian president. Also on Wednesday, the US government announced that it would expand the export restrictions imposed on Russia earlier this month as punishment for the poisoning of jailed opposition leader Alexei Navalny. The new measures, effective Thursday, prevent export to Russia of more items controlled for national security reasons, including some technology, software and parts, the Commerce Department said.

Associated Press-China blasts US 'evil past of genocide' at UN rights body-JAMEY KEATEN-Wed, March 17, 2021, 2:35 PM

GENEVA (AP) — China on Wednesday blasted the United States' human rights record, citing what it called U.S. failures against COVID-19 that cost “hundreds of thousands of lives,” as well as racial discrimination, police brutality, and an “evil past of genocide.”Jiang Duan, a counsellor at the Chinese mission in Geneva, voiced the criticism at the end of an examination of the U.S. rights record at the Human Rights Council, part of a regular review faced by all countries at the United Nations' top human rights body. The comments testified to growing outspokenness of Chinese diplomats, and the swelling rivalry between the world’s top two economic powers. The U.S. has repeatedly criticized China’s rights record on issues like the rights of protesters in Hong Kong and the detention of Muslim Uyghurs in the Xinjiang region. In a brief but sharp statement, Jiang criticized U.S. military interventions abroad that had resulted in “tremendous deaths of civilians” and faulted U.S. forces for having “slaughtered innocent civilians and conducted torture” in other countries.“The U.S. neither apologizes for its evil past of genocide nor provides reparation to the victims,” he said, without elaborating. “The U.S. has failed to take effective measures to control the COVID-19 pandemic, resulting in the loss of hundreds of thousands of lives.”Jiang said the U.S. didn’t accept most of China’s recommendations during the review.Lisa Peterson, the U.S. acting assistant secretary for democracy, human rights and labor, said the U.S. was “very proud” that it had accepted more than four-fifths of 347 recommendations put up by other countries on ways the U.S. could improve its rights record. She outlined U.S. support for some recommendations and pointed to U.S. efforts on issues such as the rights of migrants and indigenous peoples, climate change, and improving Americans’ access to health care during the pandemic.Peterson said “no issue is more central to the goals and policies” of the Biden administration than “addressing systematic racism —- forthrightly, honestly and powerfully — and the legacy of discrimination in our country.”“We’re not perfect — far from it — but we are going to keep striving to live up to our highest ideals and principles,” she said, shortly before Jiang and other diplomats spoke. The new administration has resumed U.S. participation at the Geneva-based council after a 2-1/2-year absence under former President Donald Trump. Washington is now seeking a seat on the 47-member council for a three-year term starting in 2022.Secretary of State Antony Blinken said the completion of the review showed a U.S. “commitment to openness, transparency and self-reflection, and a return to leadership with confidence, respect and humility.”

UPDATE 1-N.Korea says U.S. attempted to initiate contact in 'cheap trick' -KCNA-Josh Smith-Wed, March 17, 2021, 5:39 PM-(Adds details and quotes)

SEOUL, March 18 (Reuters) - A top North Korean diplomat confirmed that the United States had recently tried to initiate contact, but blasted the attempts as a "cheap trick" that would never be answered until Washington drops hostile policies. The statement by Choe Son Hui, first vice minister of foreign affairs for North Korea, is the first detailed rebuttle of tentative approaches by the new U.S. administration under President Joe Biden, who took office in January. It came as U.S. Secretary of State Antony Blinken was visiting South Korea alongside Defense Secretary Lloyd Austin, in a first overseas trip by top-level members of Biden's administration. The attempts at contact were made by sending e-mails and telephone messages via various routes, including by a third country, she said in a statement carried by state news agency KCNA.Choe said North Korea had already made clear it would not talk while the United States maintains hostile policies such as military drills and sanctions, and that the attempts at contact were a "cheap trick" for gaining time and building up public opinion."What has been heard from the U.S. since the emergence of the new regime is only lunatic theory of 'threat from North Korea' and groundless rhetoric about 'complete denuclearization,' she said.Speaking in Seoul on Wednesday, Blinken accused North Korea of committing "systemic and widespread abuses" against its own people and said the United States and its allies were comitted to the denuclearisation of North Korea. Associated Press-UN atomic watchdog confirms details of new Iran centrifuges-FILE - In this March 1, 2021 file photo, Director General of International Atomic Energy Agency, IAEA, Rafael Mariano Grossi addresses the media during a news conference at the International Center in Vienna, Austria. An American return to the 2015 nuclear deal with Iran remains possible, but both sides need to be prepared to negotiate, the head of the United Nations' nuclear watchdog suggested to European Parliamentarians on Tuesday. Asked about Iran's insistence that the U.S. take the first step, International Atomic Energy Agency Director General Rafael Grossi said in a video appearance before three European Parliament committees that “it takes two to tango.” (AP Photo/Ronald Zak, File)-DAVID RISING-Wed, March 17, 2021, 10:24 AM

BERLIN (AP) — The United Nations' nuclear watchdog said Wednesday it has confirmed that Iran has begun operating a cascade of advanced centrifuges at an underground site.International Atomic Energy Agency Director General Rafael Grossi told member delegations on Monday that Iran has “begun feeding a newly installed cascade of 174 IR-4 centrifuges" to enrich uranium hexafluoride gas up to 5% U-235 uranium, the Vienna-based organization said. The use of the advanced centrifuges in the Natanz facility is another violation of the nuclear deal Iran signed with world powers in 2015, which allows it only to enrich with first-generation IR-1 centrifuges. The deal was meant to prevent Iran from building a nuclear weapon, which the country insists it does not intend to do. Tehran has said its nuclear program is only for peaceful purposes. In his report to member nations, Grossi said an additional cascade of IR4 centrifuges has been installed in the Pilot Fuel Enrichment Plant near Natanz. Tehran also has indicated it plans to install a second cascade in the Natanz facility, although installation has yet to begin, Grossi said. After an explosion at the Natanz nuclear site in July which Iran said resulted from sabotage, Tehran said it would build a more secure, structure in the mountains around the area and has been moving its centrifuges below ground.Grossi confirmed in November that Iran had began enriching with IR-2m type centrifuges at the Natanz site. Iran announced last month that it had installed two cascades of IR-4 centrifuges, but it did not say where.Since the United States unilaterally withdrew in 2018 from the nuclear deal, Iran has steadily violated the restrictions set out in the agreement to put pressure on the remaining signatories - China, Russia, Germany, France and Britain — to provide economic incentives to offset new U.S. sanctions. As part of the ongoing violations, Iran last month began restricting IAEA inspections of its nuclear facilities. Under a last-minute deal worked out during a trip by Grossi to Tehran, some access was preserved.President Joe Biden has indicated that the U.S. is interested in rejoining the accord, known as the Joint Comprehensive Plan of Action, or JCPOA, but the Iranian breaches of the deal complicate the matter. Tehran has insisted that American sanctions be dropped before it rolls back its violations._____Isabel DeBre in Dubai contributed to this report.

Internal Biden memo said to back 2-state solution along 1967 lines-Plans for ‘reset’ of PA ties include rollback of Trump policies legitimizing settlements, $15 million in COVID-related aid to Palestinians-By Jacob Magid-MAR 17,21-Today, 9:28 pm

The Biden administration will reportedly push for a two-state solution based on the pre-1967 lines, with mutually agreed upon land swaps, reinstating US policy on the Israeli-Palestinian conflict to more traditionally held positions than those by former president Donald Trump.A memo titled “The US Palestinian Reset and the Path Forward,” which was revealed Wednesday to the Abu Dhabi-based The National, showed that the Biden administration is planning on announcing a $15 million aid package in coronavirus-related humanitarian assistance for the Palestinians as early as this month. The memo drafted by Deputy Assistant Secretary for Israeli and Palestinian Affairs Hady Amr also details plans to roll back various Trump policies that Washington believes made reaching a two-state solution more difficult, such as US legitimization of the settlement enterprise.Amr recommends in the memo that the White House back a two-state framework “based on the 1967 lines with mutually agreed land swaps and agreements on security and refugees.”Hady Amr, now US Deputy Assistant Secretary of State for Israeli and Palestinian Affairs, speaks at the Brookings Institute, where he was a fellow, on December 3, 2018. (Screen capture/YouTube)-While behind closed doors, Prime Minister Benjamin Netanyahu has participated in peace negotiations based on the 1967 lines, publicly the formula is not very popular in Israel, particularly among the right wing, which is expected to further expand in the Knesset after next week’s election. The letter discusses “rolling back certain steps by the prior administration that bring into question our commitment or pose real barriers to a two-state solution, such as country of origin labeling.”The memo was referring to a last-minute policy change announced by Trump’s secretary of state Mike Pompeo, which requires all US exports from the settlements to be labeled as having been “made in Israel.”Since 1995, US policy has required products made in the West Bank and Gaza to be labeled as such. That directive was republished in 2016 by the Obama administration, which warned that labeling goods as “made in Israel” could lead to fines. Prior to the Oslo Accords, however, all products manufactured in these areas were required to mention Israel in their label when exporting to the United States. The order went into effect in December, but manufacturers were given a 90-day grace period, until March 23, to implement the change.“As we reset US relations with the Palestinians, the Palestinian body politic is at an inflection point as it moves towards its first elections in 15 years,” the memo reads. “At the same time, we [the US] suffer from a lack of connective tissue following the 2018 closure of the PLO office in Washington and refusal of Palestinian Authority leadership to directly engage with our embassy to Israel.”The Washington office of the Palestine Liberation Organization, pictured in 2017. (AP Photo/Alex Brandon)-Trump closed the Palestinian Liberation Organization’s diplomatic mission in Washington in 2018, against the backdrop of the PA’s boycott of his administration following the US recognition of Jerusalem as Israel’s capital. In 2019, the Trump administration shuttered the US consulate in Jerusalem, which served as the de facto embassy to the Palestinians in East Jerusalem, the West Bank and Gaza. The mission was folded into the US embassy to Israel in Jerusalem and the previous position of consul-general was dissolved. Before the Trump administration began tightening the screws on the PA in 2018 for refusing to engage with its peace efforts, the United States was the single largest donor country to the PA.The US paid hundreds of millions of dollars a year to the PA’s creditors, such as the Israeli state utility companies from which the Palestinians purchase water and electricity. They paid for training for the PA’s security forces and numerous infrastructure projects.Washington also gave hundreds of millions a year in funding for the United Nations Works and Relief Agency — known as UNWRA — which is in charge of administering the daily needs of hundreds of thousands of Palestinian refugees and their descendants across the Middle East. The memo, which was passed along to US Secretary of State Antony Blinken, highlights UNRWA in particular as one of the organizations the Biden administration plans to back in order to aid the Palestinians.Israel accuses UNRWA of perpetuating the Israeli-Palestinian conflict, criticizing the agency’s practice of extending refugee status to millions of descendants, rather than only to the original refugees as is the norm with most refugee populations worldwide.Then-US president Donald Trump (L) and PA President Mahmoud Abbas leave following a joint press conference at the presidential palace in the West Bank city of Bethlehem on May 23, 2017. (AFP/Mandel Ngan)-Noting major economic disparities between Israelis and Palestinians, the memo states that the Biden administration is “planning a full range of economic, security and humanitarian assistance programs [for Palestinians], including through UN Relief and World Agency for Palestine Refugees in the Near East (UNRWA).”“State and USAID are working towards a restart of US assistance to the Palestinians in late March or early April,” the memo says, adding that the COVID-related humanitarian relief package will be announced beforehand. The memo reveals the administration’s plans to “take a two-fold approach of maintaining and ideally improving the US relationship with Israel by deepening its integration into the region while resetting the US relationship with the Palestinian people and leadership.”It notes Amr’s “listening sessions” with senior officials in the Israeli Foreign Ministry and Defense Ministry who “welcomed the restart of US-Palestinian relations.”Notably, those two offices are controlled by Blue and White ministers Benny Gantz and Gabi Ashkenazi who hold more moderate public stances on the Palestinian issue than Netanyahu and his Likud party. Gantz and Ashkenazi have taken pride in their efforts to block Netanyahu’s West Bank annexation plans last year. But one section of the memo likely to please both sides of the political spectrum in Israel is its support for expanding the normalization agreements brokered by the Trump administration between Israel and its Arab and Muslim neighbors. However, Amr also writes of using such agreements “to support Israeli-Palestinian peace efforts and improve the quality of life for the Palestinian people.” Netanyahu has sought to divorce the normalization deals from the Palestinian issue, arguing that the peace deals prove that Israel can expand its diplomatic ties in the region without making concessions to the Palestinians. As previously pledged by Biden officials, the memo floats the idea of reopening an independent consulate akin to the one that served as the de facto mission to the Palestinians and operated out of the western part of Jerusalem until 2019. Doing so would signal US recommitment to a two-state solution, the document says. However, no final decisions have been made yet on the matter.Benny Gantz (left) and Gabi Ashkenazi of the Blue and White party arrive to give a joint a statement in Tel Aviv on February 21, 2019. (Noam Revkin Fenton/Flash90)-The memo notes the Biden administration’s commitment to engaging the international community via the UN and the Middle East Quartet, which consists of the United Nations, United States, European Union and Russia. The document notes the upcoming Palestinian legislative elections in May and presidential elections in July, adding that it has been 15 years since Palestinians have been able to elect their representatives.“But the implications of an election remain uncertain: the collapse of a power-sharing agreement after the prior elections led to the Hamas takeover of Gaza [in 2007],” the memo says, noting the PA request that the US push Jerusalem to allow elections to take place in Israeli-annexed East Jerusalem, but not stating Washington’s position on the matter.“We are analyzing the evolving situation and will propose a US posture together with the inter-agency,” the memo reads. The lack of position on elections is likely to disappoint Ramallah as Palestinian officials have been lobbying Washington in recent weeks to come out in support of the democratic process, sources familiar with the matter told The Times of Israel.Amr recommends the Biden administration push the PA to clamp down on incitement while also calling out Israeli settlement expansion on land that Palestinians hope will be part of their future state. The memo reveals that talks are underway with the PA leadership aimed at altering Ramallah’s controversial payment of stipends to Palestinian security prisoners, including those convicted of terror attacks against Israeli civilians. The altered policy currently being discussed in Ramallah would base the stipends on prisoners’ financial need rather than the length of their sentence, senior Palestinian officials told The Times of Israel in January. The Biden administration will also seek to boost Palestinian institutions. “This includes strengthening civil society, media watchdogs and other elements of the fourth estate, such as emphasizing to the [Palestinian Authority] the need to protect civil society through the reductions of arrests of bloggers and dissidents,” the memo reads.
