Trump back in Oval Office, six days after positive COVID-19 test-US president’s medical team reports he has been free of virus symptoms for 24 hours, with no fever in four days-By AFP-OCT 7,20-T

US President Donald Trump returned to work in the Oval Office Wednesday, six days after testing positive for COVID-19, the White House said.Trump spokesman Brian Morgenstern said the president was being briefed on economic stimulus negotiations and the progress of Hurricane Delta towards the US Gulf Coast. The behavior of the president — who was hospitalized on Friday with COVID-19 and discharged on Monday — is under scrutiny as the number of positive cases continues to rise among people working at the White House. His exit from the hospital, like much of his handling of the pandemic that has killed over 210,000 people in the US, sparked controversy.Just after stepping off a helicopter at the White House, he climbed the stairs of his residence and pulled off his face mask.“Don’t let it dominate you. Don’t be afraid of it,” he urged Americans in his homecoming speech, referring to the virus.US President Donald Trump gives thumbs up on the Blue Room Balcony upon returning to the White House Monday, Oct. 5, 2020, in Washington, after leaving Walter Reed National Military Medical Center, in Bethesda, Md. (AP Photo/Alex Brandon)-By Wednesday, his doctors reported the president had been free of COVID-19 symptoms for 24 hours and has not had a fever in four days.“The president this morning says ‘I feel great,'” doctor Sean Conley said in a brief update.Trump has vowed to return to campaigning shortly and to participate in the second presidential debate against opponent Joe Biden in Miami on October 15.The president is confronted by dire polling numbers ahead of the November 3 election, which comes as the economy struggles to recover from COVID-19 shutdowns that have left countless families and businesses struggling.

In US election to be won on margins, Modern Orthodox Jews may be key demographic-Subset represents rare group in American Judaism that doesn’t overwhelmingly vote for either party; residency in swing states could give it outsized influence come November-By Jacob Magid-OCT 7,20-Today, 10:30 pM

WASHINGTON — Dozens of black yarmulkas peppered the White House South Lawn at the September 15 signing of the normalization agreements between Israel and the United Arab Emirates and between Israel and Bahrain. After the historic peace deals were duly signed, the Orthodox witnesses there made fresh history by regathering for a minha afternoon prayer service. While previous Middle East peace-signing confabs that were hosted by Democratic administrations welcomed similar numbers of Jews, these Modern Orthodox men are arguably an apt representation of the currently COVID-afflicted US President Donald Trump’s Jewish supporters.Modern Orthodox Jews have outsized visibility not only in pro-Israel crowds at White House events, but also within the administration itself. Members of the community, whose religious orientation falls between the Conservative denomination and the more stringent traditional-Orthodox world, have been appointed to posts such as senior White House adviser, peace envoy and US ambassador to Israel.Despite the optics, however, those familiar with the small subset of roughly 300,000 US Jews caution against drawing conclusions from the South Lawn crowd regarding the movement’s broader voting patterns. Experts say Modern Orthodox voters are actually far more diverse than those Jews in denominations to the left and right.*HISTORIC:* Mincha now on the White House lawn. #HappeningNow pic.twitter.com/8DwfFHa0T2 — Rebbetzin Unplugged – Shachar Banin ?? (@RebtznUnplugged) September 15, 2020-If that weren’t enough, most of these Jews are concentrated in swing states such as Florida, Pennsylvania and Ohio. As a result, Modern Orthodox Jews become a demographic to watch in the runup to November, with both major US parties seeking to expand their support beyond traditional boundaries.‘The biggest little tent in Judaism' Studying the US Jewish vote at the macro level can very easily lead one to write off the demographic as comfortably tucked in the Democratic Party’s pocket. Trump lamented as much during a phone call with American Jewish leaders last month. “The Democrats get 75 percent [of the Jewish vote], sort of like habit. It’s automatic.”The large Reform and Conservative movements, as well as denominationally unaffiliated Jews, all overwhelmingly back Democrats. Meanwhile, ultra-Orthodox Americans largely support Republican politics. But where does this leave Modern Orthodoxy? A January 2020 survey regarding Orthodox political views from the Nishma Research institute found that 53% of Modern Orthodox Jews identify as Democrat, liberal, progressive or left-leaning compared to 37% who describe themselves as Republican, conservative, right-leaning or libertarian.US President Donald Trump speaks during the Republican Jewish Coalition’s annual leadership meeting at The Venetian Las Vegas on April 6, 2019, in Las Vegas, Nevada. (Ethan Miller/Getty Images/AFP)-The numbers were starkly different for ultra-Orthodox or “Haredi” Americans, 65% of whom identified as right-leaning compared to 20% who preferred a left-leaning classification.Half a year later, Nishma’s June 2020 survey showed presidential voting preference among Modern Orthodox Jews slanted 70-30 in favor of Democratic nominee Joe Biden. However, the study was conducted before the signing of US-brokered normalization agreements, which Nishma Research president Mark Trencher speculated might have shifted some voters in Trump’s favor. As a possible explanation for the overall leftward lean of the Modern Orthodox, Trencher pointed to additional 2015 polling data from the Pew Research Institute that found roughly 40% of the subset’s members to be ba’alei teshuva — those who adopt a fully observant lifestyle after having been raised not religious.Nishma Research institute president Mark Trencher. (Nishma Research)“When [those ba’alei teshuva] are asked if there’s anything that they do hang on to [once they start leading a more religious lifestyle], they say ‘liberal political views,'” Trencher said. But the pollster cautioned against generalizing regarding Modern Orthodox political leaning“It’s the biggest little tent in Judaism. Ideologically it’s very wide, but in terms of size it’s rather small,” Trencher said. Those on the more liberal end of the movement share views similar to their non-Orthodox brethren, while people on the more conservative flank of the movement share more in common politically with ultra-Orthodox Jews, he said. However, that latter group of Modern Orthodox Jews “are more likely to leave” the “modern” movement for strands further to the right, Trencher added, perhaps helping explain the leftward tilt of the subset as a whole.Trencher, who is Modern Orthodox himself, said that while the movement may be more diverse as a whole, “the synagogues themselves tend to be rather homogenous.”“It would not surprise me to see an entire synagogue support a Republican presidential candidate even if it goes against the overall data, because we gravitate toward people with the same views,” Trencher said. This notion of synagogues voting along party lines met pushback elsewhere. Maharat Ruth Balinsky of the Ohev Shalom Modern Orthodox synagogue in Washington insisted that “you can’t assume a shul is completely Democrat or completely Republican. It speaks to the general identity of Modern Orthodoxy, whose members find themselves in both the religious and secular worlds. The female Orthodox religious leader acknowledged that this balancing act can make for complicated synagogue-wide conversations.Maharat Ruth Balinsky Friedman. (courtesy)-“It makes discussing politics in shul very difficult,” Balinsky said. She said that during the first Friday night service at her synagogue after the 2016 election, she decided to simply recognize the concerns felt by many of her members as a result of Trump’s victory.“A few people felt I was picking sides,” Balinksy said. “But it’s very hard knowing that you have so many people in your community who are in pain and shock and not addressing it. On the other hand, there are also those who feel differently.”Rabbi Efrem Goldberg of the Modern Orthodox Boca Raton Synagogue echoed Balinksy’s point regarding the sensitive role politics can play in the community.“Though we seem to say this with each election, this cycle seems to be polarizing more than ever. People are so adamant in their positions, they struggle to maintain relationships with people who think or vote differently,” he lamented.Still, the Florida rabbi has not sought to avoid the subject altogether.“We have hosted several presidential candidates at our shul in the past and while some question the wisdom or judgment of introducing politics into a shul, I believe that if we want our voices heard and we seek to influence policy, there is no greater way than inviting the discussion into the community itself,” Goldberg said. From macro to micro-Addressing the common assumption that Jews as a whole overwhelmingly vote Democrat, Brandeis University professor and American Jewish history scholar Jonathan Sarna said that those who subscribe to it are missing broader trends among Jewish voters, particularly Orthodox ones.Prof. Jonathan Sarna in an interview following a lecture hosted by the Jewish Federations of North America at Jerusalem’s Beit Avichai, on May 28, 2017. (Amanda Borschel-Dan/Times of Israel)“A very important change has taken place over the last half-century,” he said, comparing the 1964 presidential election, when Republican Barry Goldwater received roughly 10% of the Jewish vote, to more recent elections where Republican candidates have received between 25% and 35% of the Jewish vote.“That would mean bedrock Republicanism has tripled over the last 50-60 years,” he added, crediting the shift to Haredi and Modern Orthodox Jews in particular.Republican Jewish Coalition executive director Matt Brooks said that his group is realistic in recognizing that Trump won’t be able to receive the vast majority of the Jewish vote come November. But he is confident that Trump would be able to build on the 24% of the Jewish vote that he won in 2016, asserting that crossing the 30% mark may prove key to victory in a close election.Matt Brooks, executive director of the Republican Jewish Coalition (Courtesy)“We don’t need a majority. [Republican Florida Governor Ron] Desantis won [the 2018 election] by less than 40,000 votes, thanks in no small part to the Jewish community,” Brooks said.“Because we see a clear correlation between the level of one’s religious observance with the likelihood that they’ll vote Republican, Orthodox Jews are absolutely among those we’ll be targeting to come out for the president,” Brooks said.He did not differentiate between strands of Orthodoxy, but said that the propensity of the movement’s members to live in swing states such as Florida, along with their tendency to vote in higher numbers than other subgroups, gives them outsized influence on election day.Building on that point, Nathan Diament, executive director of the Orthodox Union Advocacy Center, told AFP in an interview last week that the coming election is “about margins, and it’s about margins in key swing states.”As OU-affiliated synagogues overwhelmingly identify as Modern Orthodox, Diament said the denomination is the most swing-prone in the faith.Illustrative: Children sitting at the Park East Synagogue, a Modern Orthodox congregation in New York City, March 3, 2017. (Drew Angerer/Getty Images, via JTA)-One-issue voters? Diament said that views of Biden among Orthodox Jews tend to skew more positive than those on Hillary Clinton in 2016. However, “on the other hand, Trump has a record to run on” when it comes to the specific issues that appeal to the Jewish voters the president’s team wants to court. At the top of those issues is Israel.Officials from both parties insisted to The Times of Israel that the Orthodox voting bloc is not a monolith, and that a variety of matters can sway its members’ decision at the polls. These include the economy, school choice, the rise of anti-Semitism, and the recent protests against racial injustice. However, Modern Orthodox community leaders said that Israel still carries outsized importance for their members.“In the Modern Orthodox world, Israel is the prime issue that people vote on more than anything else, so people will generally vote for who they think will be the most supportive of Israel,” said Rabbi Menachem Genack, the CEO of the OU kosher certification agency.Prime Minister Benjamin Netanyahu (R) and then-US president Barack Obama reach out to shake hands during a joint press conference at the Prime Minister’s Residence in Jerusalem, March 20, 2013. (Saul LOEB/AFP)-This is likely due to the fact that Zionism is seen as a central part of the faith. Seventy-nine percent of Modern Orthodox view caring about Israel as an essential part of being Jewish, according to the 2015 Pew survey. This attachment is significantly stronger than what was expressed by Conservative Jews (58%), ultra-Orthodox Jews (45%) and Reform Jews (32%).But Genack clarified that caring about Israel does not automatically lead Modern Orthodox Jews to vote Republican“Many believe that what Israel needs is a strong America that is respected around the world, and if they think basic alliances are being harmed by this president, they may choose to vote Democrat,” he said.Biden can make the case for his own record on US-Israel relations, which has included personal relationships with every Israeli prime minister since Golda Meir. The former vice president has steered clear of the proposals critical of the Jewish state that some of his Democratic primary rivals had offered. But even for those who still see Israel as the primary issue, it may not be the “deciding” factor at the ballot “if both of the candidates are seen to have relatively strong records” on the Jewish state, Genack argued.Halie Soifer heads the Jewish Democratic Council of America. (Courtesy of JDCA)-And, according to Jewish Democratic Council of America’s executive director Halie Soifer, that may just be the case. She claimed that “there’s not a huge disparity between the two candidates when it comes to Israel.”“Jews trust Joe Biden when it comes to Israel, so they’re voting on other matters where there’s the biggest discrepancy between the two candidates,” she said. She highlighted Trump’s handling of the coronavirus pandemic and the rise of anti-Semitism as other decisive issues for Jewish voters. For Republican Jewish Coalition head Brooks, there is no equivalency. He asserted Trump’s record on Israel — recognizing Jerusalem as Israel capital, moving the US embassy there, recognizing Israeli sovereignty over the Golan Heights and unveiling an Israeli-Palestinian peace plan widely regarded as more sympathetic to the Jewish state than any previous proposal — places him in a league above Biden. Moreover, Brooks argued, the president’s brokering of normalization deals between Israel and two of its Arab neighbors “chips away at a broader Democratic narrative that paints Trump as incapable.”But while not diminishing the importance of Israel to Modern Orthodox voters, Boca Raton Rabbi Goldberg suggested that for those in his community and others like it, the calculus might be slightly different.Boca Raton Synagogue Rabbi Efrem Goldberg. (Twitter)-“For those for whom Torah is the ultimate guide and authority, it is extremely challenging to try to reconcile what feels like Torah values in policies with anti-Torah behaviors in character,” he said without specifying either candidate by name.“For some, this election comes down to which they think the Torah cares more about. In some ways that is an oversimplification as character impacts policy, but I do believe that tension and conflict are there, even for those who are prepared to pinch their nose and vote in either direction in this election,” Goldberg added.

After UAE, Qatar also said to submit request for F-35 jets-Gulf state’s ties with Hamas could make bid a non-starter for Americans, who are committed to maintaining Israeli military edge in the region-By TOI staff-OCT 7,20-Today, 11:51 pm

Qatar has reportedly asked the United States to buy advanced F-35 stealth fighters, in another test to America’s commitment to maintaining Israel’s military edge in the region in the face of wealthy Gulf states seeking advanced military hardware.According to a Wednesday report by Reuters, which cited three people familiar with the matter, the Qataris submitted their request in recent weeks and no American response would be forthcoming until the details were handed over to Congress.Under US law, Congress is tasked with vetting sales of arms to Middle Eastern countries and weighing them against America’s commitments to Israeli military superiority, with a determination usually made following consultations between the Pentagon and Israeli defense officials. While Israel cannot veto a sale, it can raise concerns that could make it more difficult to seal a deal. The Qatari embassy in Washington did not immediately respond to a request for comment, according to the report. The US and Qatar enjoy a close military relationship based on their shared animosity toward Iran. The gulf state hosts some 8,000 US military personnel at the Al-Udeid Air Base, the US’s largest in the region.Despite that relationship, Qatar’s ties with the Palestinian Hamas terror group could mean any request of stealth fighters would be dead on arrival, the report assessed. The Qatari request comes after reports in September that the US and the United Arab Emirates were likely to seal an arms deal for the sale of the aircraft following the Washington-brokered Abraham Accords between the UAE, Bahrain and Israel.Since the announcement of the normalization accords, Abu Dhabi has been open about its desire to acquire F-35 warplanes and other advanced US-made weaponry, and senior Emirati officials have also said that ties with Israel should lift any remaining barriers to such a sale.Prime Minister Benjamin Netanyahu initially said he opposed the sale of the planes to any other nation in the region, even an Arab country at peace with Israel. But since then, he has softened his line, signaling he will trust the US to honor its commitment to ensure Israel’s military edge in the Middle East.An unsourced Hebrew-language media report last month said Israel hoped to convince the US to “downgrade” the weaponry provided to Abu Dhabi, as preventing a sale altogether was seen as unlikely. The report further said that with more normalization deals on the horizon between Israel and Arab states following the Abraham Accords, Jerusalem believed the US administration could push for more American weapons deals with regional powers. In September US President Donald Trump said he has “absolutely no problem” with selling advanced F-35 fighters to the United Arab Emirates and other Gulf states.“They’re very wealthy countries for the most part. Some are extraordinarily [wealthy] like the UAE, and they would like to buy some fighter jets and I personally would have no problem with it,” Trump said.Judah Ari Gross and AFP contributed to this report.

US Supreme Court nominee served as ‘handmaid’ in religious group-Old directory pages for South Bend branch of People of Praise lists Amy Coney Barrett, who has refused to discuss her ties to the Christian group-By Michelle R. Smith and Michael Biesecker-OCT 7,20-Today, 11:11 pm

WASHINGTON (AP) — US Supreme Court nominee Amy Coney Barrett served as a “handmaid,” the term then used for high-ranking female leaders in the People of Praise religious community, an old directory for the group’s members shows.Barrett has thus far refused to discuss her membership in the Christian organization, which opposes abortion and, according to former members, holds that men are divinely ordained as the “head” of both the family and faith, while it is the duty of wives to obey them.Portions of two People of Praise directory pages for the South Bend, Indiana, branch were shared with The Associated Press by a former member of the community on condition of anonymity because of the sensitivity of the issue and because this person still has family members in People of Praise. A second former member, Gene Stowe, who left the South Bend branch on good terms several years ago, confirmed the authenticity of the directory pages. He said he could not say precisely what year the directory was from, but that it had to be 2013 or earlier because one of the people listed had by then moved to another state. All the top leaders within People of Praise are male, but in each of the group’s 22 regional branches a select group of women is entrusted with mentoring and offering spiritual guidance to other female members. Until recently, these female leaders were called “handmaids,” a reference to Jesus’ mother Mary, who according to the Bible called herself “the handmaid of the Lord.” The organization recently changed the terminology to “woman leader” because it had newly negative connotations after Margaret Atwood’s dystopian novel “The Handmaid’s Tale” was turned into a popular television show. The leaders run weekly mens’ or womens’ groups of about half a dozen people where they pray and talk together, and where the leaders offer advice and guidance. They will also organize to help others in the community, such as providing meals when someone gets sick. Under the organization’s rules, no female leader can provide pastoral supervision to a man, former members said.People of Praise’s belief system is rooted in the Catholic Pentecostal movement, which emphasizes a personal relationship with Jesus and can include baptism in the Holy Spirit. As practiced by People of Praise, that can include praying in tongues to receive divine prophecies, heal the sick and cast out evil spirits, according to documents and former members.Founded in 1971, the nonprofit organization has 22 branches across North America. It is not a church, but a faith community that includes people from several Christian denominations, though most of its roughly 1,800 adult members are Roman Catholic.US President Donald Trump adjusts the microphone after he announced Judge Amy Coney Barrett as his nominee to the Supreme Court, in the Rose Garden at the White House, September 26, 2020, in Washington. (AP Photo/Alex Brandon)-The existence of the directory listing Barrett’s name as a handmaid was first reported by The Washington Post late Tuesday. The AP reported last week that a 2006 issue of the group’s internal magazine, Vine & Branches, included a photograph showing that Barrett had attended a national conference reserved for top female leaders in People of Praise. The group had deleted copies of that magazine and other back issues mentioning Barrett and her family from its website in 2017, when her name first emerged on President Donald Trump’s shortlist for potential nomination to the Supreme Court.Back issues of the magazine, tax returns and other documents showed Barrett’s father served as the principal leader of People of Praise’s New Orleans branch and was on the group’s all-male Board of Governors as recently as 2017. Her mother also served in the branch as a handmaid.Other records uncovered this week also showed that both Barrett and her husband, lawyer Jesse M. Barrett, had lived in the home of two of the group’s co-founders while they were young law students at Notre Dame in the 1990s.Barrett did not disclose her decades-long affiliation with People of Praise on her voluminous Senate judiciary Committee questionnaires filed last month and three years ago, when the Notre Dame law professor was appointed by Trump to a seat on the 7th US Circuit Court of Appeals in Chicago-Barrett, 48, did not respond to a telephone message seeking comment. The White House press office did not immediately respond to an email seeking comment about why the mother of seven elected not to disclose her membership in People of Praise to the Senate.Anti-abortion activists with “Bound 4 Life” demonstrate at the Supreme Court in Washington, October 5, 2020, as the justices begin a new term without the late Justice Ruth Bader Ginsburg. (AP Photo/J. Scott Applewhite)Barrett also did not disclose that she had signed a 2006 newspaper ad sponsored by an anti-abortion group indicating she opposed “abortion on demand” and defended “the right to life from fertilization to the end of natural life.”On Tuesday, all 10 Democrats on the Senate Judiciary Committee issued a letter asking the Justice Department to explain the omissions and confirm whether any other materials have been left out from Barrett’s Senate questionnaires. If so, the department should immediately provide the materials for committee review, the senators said.Barrett’s confirmation hearings are set to begin Monday as Republicans rush to approve her ascension to the Supreme Court before the Nov. 3 election.

Analysis-Despite flurry of fresh promises, Palestinians skeptical elections will happenA national vote has not been held for 14 years, and public pledges by senior Hamas and Fatah officials won’t bring them any closer without concrete steps-By Aaron Boxerman-OCT 7,20-Today, 9:01 pM

After numerous public pledges to bring about the first Palestinian national elections in 14 years, the possibility that residents of the West Bank and the Gaza Strip will head to the ballot boxes appears to have petered out, again.A meeting of Palestinian faction heads last Saturday at which Palestinian Authority President Mahmoud Abbas was scheduled to issue a decree calling for elections never took place. As of Wednesday afternoon, a new date for the meeting has yet to be set.Palestinian legislative elections have not been held since 2006, when a Hamas victory over Abbas’s Fatah movement led to a bloody struggle for control of the Gaza Strip. The terror group expelled Fatah from the territory in 2007, after which the Palestinian legislature essentially ceased to function.Several attempts to resolve the gaps between the two sides in the intervening years — to hold national elections and establish a new unity government — have failed. Many Palestinians feel that a unified, elected national leadership would have more legitimacy than the current stalemate: two Palestinian governments bitterly at odds with one another, whose mandates expired in 2010-Both parties have maintained, as usual, that they are truly committed this time to go to elections within six months, followed by a unity government, with senior officials remarking that the dire Palestinian political situation has changed the game. Both sides have been dealt numerous blows over the past few months: the decision by the United Arab Emirates and Bahrain to normalize ties with Israel despite Palestinian demands, an economy in tatters, and a raging pandemic in both the West Bank and Gaza.“Everyone feels the danger of the phase the Palestinian cause is going through,” Hamas deputy political chief Hussam Badran said last week. “That is what brought about the current rapprochement [between Fatah and Hamas].”Palestinians in the West Bank city of Ramallah burn pictures of Emirati Crown Prince Sheikh Mohammed bin Zayed Al Nahyan (top) and Saudi Crown Prince Mohammed bin Salman, during a demonstration against the UAE-Israeli agreement to normalize diplomatic ties, August 15, 2020. (Abbas Momani/AFP)-But the Palestinian public, frustrated by endless promises of unity between the two factions, remain incredulous. Only 11 percent of Palestinians surveyed in mid-September said they believe a unity government will happen soon; another 58% said that the current PA government is incapable of successfully organizing elections.“This is merely a maneuver by Abbas to buy time before November 3, the American elections,” said Mukhaymar Abu Saada, a professor at Al-Azhar University in Gaza.“Hamas knows that Abbas’s political project is failing, that the whole project of the Palestinian Authority seems to have reached a dead end. Hamas believes elections at the very least won’t hurt them, especially in the [Fatah-controlled] West Bank,” Abu Saada said. “But they also know this is all posturing, and they’ll go along with it so as not to get blamed for the failure to have elections. While Abbas promised an election in his speech to the United Nations General Assembly, according to Palestinian law the president has to sign on the dotted line before the process can commence. He can endorse elections, he can make public pledges, but without a presidential decree, there’s no reason to believe elections will actually happen. The gaps between the two factions are enormous, and an independent election court needs to be established to adjudicate between all the parties. There’s also the thorny question of whose security forces will monitor the elections, especially in the Hamas-run Gaza Strip. No solutions to these tough questions have been broached in public. Thus, despite the headlines, no on-the-ground work for the promised round of elections has begun. Palestinian Central Elections Committee spokesperson Farid Ta’amullah confirmed to The Times of Israel that officials were still waiting for a presidential order before beginning to organize elections. When election talk filled the Palestinian airwaves in late 2019, Abbas refused to issue a decree before Israel guaranteed East Jerusalem Palestinians the right to cast ballots. The Palestinian Authority has long viewed East Jerusalem as the capital of its future state.Israel reportedly ignored the request, as it has banned the PA from operating within East Jerusalem. As a result, political chatter circulated for months without any kind of formal process being initiated-Palestinian President Mahmoud Abbas shows his ink-stained finger after casting his vote during local elections at a polling station in the West Bank city of Ramallah, October 20, 2012. (photo credit: AP/Majdi Mohammed)-Palestinian Authority President Mahmoud Abbas shows his ink-stained finger after casting his vote during local elections at a polling station in the West Bank city of Ramallah, October 20, 2012. (AP/Majdi Mohammed)-Last Thursday, Fatah Central Committee member Azzam Al-Ahmad told the Turkish Anadolu News Agency that no elections would be held without East Jerusalem. The insistence on East Jerusalem could be seen either as a principled stand by Palestinian officials or as a creative stalling tactic. After all, the real issues that divide Fatah and Hamas are far deeper, more intractable, and carry less popular appeal than a rhetorical defense of what many Palestinians hope will one day be their capital.According to Palestinian political analyst Jihad Harb, there are ways to ensure East Jerusalemites can vote without requiring full Israeli approval. They can vote by mail, or cast their ballots in Palestinian towns such as Abu Dis and A-Ram, which — while the PA considers them parts of greater Jerusalem — are not part of the Jerusalem municipality.“These are technical problems, for which Palestinian civil society has proposed solutions,” Harb said. There has been some movement on one major issue, though: Fatah and Hamas have reportedly agreed to follow a proportional voting system far more favorable to Fatah, rather than the current system, which favors Hamas.Instead of the current system, which allocates half the seats based on voting for district candidates, the Fatah system would treat all Palestinian areas as a single district, and voters would cast their ballots for one party slate, much like in Israel.Palestinian Authority President Mahmud Abbas casts his vote in Fatah elections at the Muqataa, the Palestinian Authority headquarters, in the city of Ramallah, on December 3, 2016. (AFP PHOTO / AHMAD GHARABLI)-The current voting system helped Hamas deal Fatah a colossal defeat in 2006. At the time, Fatah was popular but deeply divided: Fatah candidates competed with one another in district after district. Its primary rival Hamas was well-organized and exercised tight internal discipline. While Hamas beat Fatah by only 3% in the overall popular vote, the Islamist movement took 74 out of 132 seats in the Palestinian legislative parliament to Fatah’s 45.“This is even more clear when we look at the popular vote and the districts. In the seats given by the popular vote, the difference between Fatah and Hamas was only one mandate,” Harb saidAccording to Harb, if Hamas has really agreed to follow proportional representation, Fatah would feel far more secure in allowing elections to take place.“There is concern about internal divides [within Fatah]. But proportional voting diminishes this concern,” Harb said, who said that the adoption of the new voting system made him more optimistic that elections could happen. There is still time  for decisions and revisions, but without a presidential decree, both Harb and Abu Saada emphasized, there is no reason to believe that elections will actually happen.

14 Wherefore hear the word of the LORD, ye scornful men, that rule this people which is in Jerusalem.
15 Because ye have said, We have made a covenant with death, and with hell are we at agreement; when the overflowing scourge shall pass through, it shall not come unto us: for we have made lies our refuge, and under falsehood have we hid ourselves:
16 Therefore thus saith the Lord GOD, Behold, I lay in Zion for a foundation a stone, a tried stone, a precious corner stone, a sure foundation: he that believeth shall not make haste.17 Judgment also will I lay to the line, and righteousness to the plummet: and the hail shall sweep away the refuge of lies, and the waters shall overflow the hiding place.
18 And your covenant with death shall be disannulled, and your agreement with hell shall not stand; when the overflowing scourge shall pass through, then ye shall be trodden down by it.

EU said to condition expanding aid on PA’s acceptance of tax funds from Israel-Report says European countries told Abbas to take the money Israel is holding on the Palestinians’ behalf, but he refused without written commitment annexation won’t happen-By TOI staff-OCT 7,20-Today, 10:44 pm

The European Union will not expand aid to the Palestinian Authority until the PA accepts tax revenues collected on its behalf by Israel, according to a report Wednesday. The Palestinians have refused to take hundreds of millions of dollars worth of tax revenues Israel is holding for it over Prime Minister Benjamin Netanyahu’s pledge to annex parts of the West Bank, which was shelved as part of the normalization deal inked last month with the United Arab Emirates. The Palestinians have also severed security and civilian coordination in protest.Citing European diplomats and Israeli officials, the Axios news site said the Palestinians have requested loans from the EU and several unspecified European countries in recent weeks to help pay salaries, as the Ramallah-based PA faces a financial crunch from its refusal to accept the tax dollars and the coronavirus pandemic. The EU, France, Germany, Britain and Norway told Abbas that they now view annexation as being off the table and that he should therefore accept the $750 million held by Israel’s Finance Ministry. But the PA leader refused to do so unless he receives a written commitment that Netanyahu won’t move forward with extending sovereignty over West Bank lands, the report said.European Union foreign policy chief Josep Borrell speaks during a media conference in Brussels, June 30, 2020. (AP Photo/Virginia Mayo, Pool)-EU foreign policy chief Josef Borrell also phoned Abbas and told him Europe would not offer financial assistance or loans until the PA accepts the taxes, according to the report, and urged him to resume cooperation with Israel. Diplomats quoted by the news site said Abbas was evasive on this point.Jordan and Egypt conveyed similar messages, Israeli officials said.In July, the EU announced a €23 million ($27 million) grant to the PA, helping it to partially pay salaries from the month before. The EU, which is the Palestinian Authority’s largest donor, has sent some €2.8 billion ($3.3 billion) in direct aid to the PA since 2008. Counting additional financial commitments to Palestinian civil society and to the United Nations Relief Works Agency (UNWRA), which also benefit Palestinians, the European Union has committed over €1.11 billion ($1.3 billion) between 2017 and 2020 alone.Tax revenues collected by Israel have always constituted a large percentage of the PA budget. Since the coronavirus pandemic began, however, they have become even more essential: The domestic tax base has vanished, with businesses closed and much of the population unemployed and at home. Meanwhile, foreign donors have been busy tending to the crisis in their own countries. The PA was unable to pay its employees for months, finally mustering enough money to pay parts of May salaries in early July.
