Human Rights Council as special rapporteur on extreme poverty and human rights.“These current measures are generally short-term, the funding is insufficient and many people will inevitably fall between the cracks,” De Schutter said.His message was directed to world leaders meeting this month for the U.N. General Assembly. JERUSALEM (AP) — For the first time in more than a quarter-century, a U.S. president will host a signing ceremony between Israelis and Arabs at the White House, billing it as an "historic breakthrough" in a region long known for its stubborn conflicts.But while the optics of Tuesday's event will evoke the groundbreaking agreements that ended decades of war between Israel and neighboring Egypt and Jordan, and that launched the peace process with the Palestinians, the reality is quite different.The United Arab Emirates will establish diplomatic relations with Israel, a fellow U.S. ally it has never gone to war with, formalizing ties that go back several years. The agreement cements an informal alliance against Iran and could pave the way for the UAE to acquire advanced U.S. weapons, while leaving the far more contentious Israeli-Palestinian conflict as intractable as ever.That hasn't stopped President Donald Trump from referring to the UAE deal, which was announced last month, as heralding a “previously unthinkable regional transformation.”A similar agreement announced Friday with Bahrain, which welcomed a visiting Israeli Cabinet minister as early as 1994, also formalizes longstanding ties.The agreement with Bahrain has raised the possibility that Saudi Arabia — the ultimate prize in Israel's normalization drive — could follow suit. Bahrain's Sunni monarchy is closely allied with Saudi Arabia, which helped quash a popular uprising among the island nation's Shiite majority in 2011. Saudi Arabia has quietly acquiesced to the UAE deal, opening its airspace to commercial flights between Israel and the Emirates.But it's debatable whether agreements like these, among already friendly countries, do much to advance regional peace.The region's main conflict pits Israel and the Gulf Arab countries against Iran and its proxies. The Palestinians have rejected the UAE and Bahrain deals as a betrayal of their cause and insist no other country has the right to negotiate on their behalf.“Normalization of states in the region with Israel will not change the essence of this conflict, which is the systemic denial of the Palestinian people's inalienable right to freedom and sovereignty,” said Hanan Ashrawi, a senior Palestinian official.Daniel Shapiro, who served as U.S. ambassador to Israel during the Obama administration, said normalization is a positive step that could potentially improve the prospects for peace.“If it’s used effectively it can be a basis for a renewed effort to generate momentum for two states," said Shapiro, who is now a visiting fellow at Israel’s Institute for National Security Studies. "But it has to be led by a U.S. administration that is committed to a two-state solution, and that’s very different from the Trump plan.”Aaron David Miller, a veteran American peace negotiator, said anyone hoping to resolve the Israeli-Palestinian conflict "would not have behaved the way this administration has behaved for the last four years.”“I don’t think this is going to make it any easier or in real time bring us any closer to serious negotiations, but I would have argued that before the UAE-Israel deal," said Miller, who is now at the Carnegie Endowment for International Peace.;while Trump's approach has pushed the Palestinians into a corner, it has also vindicated Israeli Prime Minister Benjamin Netanyahu's longstanding belief that his country can secure its future and avoid international isolation without making any concessions to the Palestinians.For more than three decades, the Palestinians have sought an independent state in east Jerusalem, the West Bank and the Gaza Strip, territories seized by Israel in the 1967 war with Arab states. Tropical Storm Sally's to strength to hurricane, forecaster says-[Reuters]-September 14, 2020

HOUSTON (Reuters) - Tropical storm Sally will move over the north-central Gulf of Mexico on Monday before becoming a hurricane as it heads toward southeastern Louisiana, the U.S. National Hurricane Center (NHC) said."Strengthening is expected over the next day or so, and Sally is forecast to become a hurricane by tonight, with additional strengthening possible before the center crosses the northern Gulf Coast," the Miami-based weather forecaster added.The second storm in less than a month to threaten the region, Sally is forecast to strengthen on Monday and bring heavy rains and winds of up to 85 miles per hour (137 km/h).Mississippi and Louisiana issued mandatory evacuation orders to residents of low-lying areas, and Louisiana Governor John Bel Edwards appealed for a federal disaster declaration and advised people living in Sally's path to flee.Residents of southwest Louisiana are still clearing debris and tens of thousands of homes are without power after Hurricane Laura left a trail of destruction.Energy companies scrambled to pull workers from offshore oil and gas production platforms. The Gulf Coast is on alert for Sally this morning.Sally is a tropical storm this morning with winds of 60 mph and is about 120 miles east-southeast of the mouth of the Mississippi River.Sally does not look very symmetrical at the moment with most of the heavy rain and wind on the right side of the storm.A Hurricane Warning has been issued from Morgan City, Louisiana to the Mississippi and Alabama border.The latest path takes Sally just near the Mouth of the Mississippi River sometime on Tuesday morning as a Category 1 hurricane but, at this time, it’s hard to say if it will make landfall there.The storm is expected to slow down and move toward the Mississippi coastline on Tuesday afternoon and then, possibly, make landfall. This could all change depending on how much it slows down and its turn to the north.Storm surge still remains a big threat even though it will be only a Category 1 storm as it makes landfall.Because of its slow motion, more water could pile up in the bays and inlets along the Gulf Coast so the storm could seem like it is more than Category 1 because of that.Flooding from rainfall is another major threat with Sally because of its slow motion and some areas could see 15 to 20 inches of rain in the next several days with locally some areas seeing even more than 20 inches.Elsewhere, Hurricane Paulette is hitting Bermuda now and the island is small enough that it even fits inside Paulette’s eye.After this morning, Paulette will move quickly away from the island of Bermuda and not threaten any land.Elsewhere in the tropics, we have a new tropical storm and its name is Teddy.Teddy is forecast to become a major hurricane by this weekend as it moves in the general direction of Bermuda but it is too early to say if Bermuda will get hit again.Sally expected to become hurricane Monday night, Paulette slams Bermuda originally appeared on abcnews.go.com

A huge piece of ice broke off the Arctic's largest shelf, Nioghalvfjerdsfjorden, in northeast Greenland, this year.The broken section, known as the Spalte Glacier, now floats in pieces.The event has been connected to climate change and record temperature rises in the region in the last couple of years.Satellite images show how the Spalte Glacier shrank and weakened at alarming rates since at least 2013.A 42-square-mile slab of glacier has split off from an ice shelf in Greenland and is breaking into pieces.The dramatic split took place this summer, and represents a huge loss to the world's largest remaining ice shelf.Satellite images show where the huge chunk of ice has left the Nioghalvfjerdsfjorden shelf in northeast Greenland.According to the Geological Survey of Denmark and Greenland (GEUS), the process is part of a progressive disintegration following several unusually warm years. 79N is a "tongue" of glacier around 50 miles long by 12.5 miles wide.It is the floating tip of the Northeast Greenland Ice Stream, where it flows off the edge of the land and onto the sea. A northern offshoot from the stream, known as the Spalte Glacier, is the part that has broken off. PromiceThe once-solid ice now floats in pieces. According to Prof Jason Box of GEUS, it will become a hotspot for the future warming of Greenland. "What makes 79N so important is the way it's attached to the interior ice sheet, and that means that one day — if the climate warms as we expect — this region will probably become one of the major centres of action for the deglaciation of Greenland."Scientists are connecting the event to climate change. Dr Jenny Turton, a researcher into the 79N glacier at the University of Erlangen-Nuremberg, said that the region's atmosphere has warmed by around 3 degrees Celsius (5.4 degrees Fahrenheit) since 1980. There were record-breaking temperatures in the area in both 2019 and 2020, Dr Turton said. Since 1999, the 79N ice shelf has lost an area twice the size of Manhattan, according to GEUS.Dr Turton said the warmer summers accelerate the melting, as run-off water from the ice sheet causes rivers and pools on the surface of the "tongue" of the glacier.As they re-freeze in winter, they create additional pressure on the glacier. Warmer sea temperatures below the glacier also contribute to the effect, according to the BBC.

(AP) — With crews battling wildfires that have killed at least 35 people, destroyed neighborhoods and enveloped the West Coast in smoke, another fight has emerged: leaders in the Democratic-led states and President Donald Trump have clashed over the role of climate change ahead of his visit Monday to California.California, Oregon and Washington state have seen historic wildfires that have burned faster and farther than ever before. Numerous studies in recent years have linked bigger wildfires in the U.S. to global warming from the burning of coal, oil and gas.The Democratic governors say the fires are a consequence of climate change, while the Trump administration has blamed poor forest management for the flames that have raced through the region and made the air in places like Portland, Oregon, Seattle and San Francisco some of the worst in the world.Scientists say the wildfires are all but inevitable, but that the main drivers are plants and trees drying out due to climate change and more people living closer to areas that burn. Forest thinning and controlled burns have proven challenging to implement on the scale needed to combat those threats.Trump is headed to McClellan Park, a former air base just outside Sacramento, California, White House spokesman Judd Deere said.
