AS OF AUGUST 28,20-THERE ARE 832,484 DEATHS OF THE 24,495,232 COVID-19 CASES WORLDWIDE.

With over 2,000 daily virus cases, Israel’s death toll reaches 891-Health Ministry tally shows highest infection rates since end of July, with 426 patients in serious condition; coronavirus cabinet to discuss ‘traffic light’ plan again on Sunday-By TOI staff-aug 28,20-Today, 12:55 pm

The Health Ministry said Friday that 2,068 people tested positive for the coronavirus on Thursday, with 10,777 new cases found in total over the course of the week. The daily infection rate was the highest seen in Israel since the end of July. The ministry reported eight more coronavirus deaths since Thursday evening, taking the total to 891.Of the 20,444 active cases in Israel, 426 patients were in serious condition with 118 of them on ventilators, and 178 people were in moderate condition. The remainder had mild or no symptoms.nThere have now been 111,493 cases of the coronavirus in Israel since the start of the pandemic. The new figures came as testing levels appeared to remain at high levels, passing the 30,000 mark for the third day in a row on Thursday, with 36,372 carried out returning a positive rate of 5.9%.Ministers are expected on Sunday to discuss coronavirus czar Ronni Gamzu’s “traffic light” plan, which last week they refused for a third time to approve, reportedly due to opposition from ultra-Orthodox ministers who oppose restrictions that could shutter synagogues in high-infection areas.Coronavirus czar Ronni Gamzu at an inauguration ceremony of a Health Ministry command center near Ben Gurion Airport, August 26, 2020. (GPO)Gamzu’s plan outlines restrictions to be imposed during the High Holiday period, which begins next month. The plan would only place restrictions on cities with high morbidity rates, where the rate of infection is not slowed by September 10. The restrictions would take effect starting from Rosh Hashanah until October 11, after the Sukkot holiday.Housing Minister Yaakov Litzman said in an interview published Friday that his United Torah Judaism party would consider leaving the coalition if a nationwide lockdown is imposed over the holiday period.“The approval for mass demonstrations [outside the Prime Minister’s Residence] alongside the opening of cultural centers, but with continued restrictions on synagogues and the prevention of travel to Uman, have destroyed public confidence in the system,” Litzman told the Hamodia daily. On Wednesday, Ukraine announced it would seal its borders to foreigners through September to curb rising coronavirus infections, blocking Israeli and Jewish pilgrims from traveling to the city of Uman. The city usually sees tens of thousands of Hasidic Jews visit the gravesite of Rabbi Nachman of Bratslav for the Rosh Hashanah holiday, which this year begins the evening of September 18.The announcement of the entry ban came after Gamzu asked Ukrainian President Volodymyr Zelensky to prevent the pilgrimage, fearing returning pilgrims could drive up infection rates in the Jewish state.

World-Iranian man sentenced to nine years in prison for beheading daughter while she slept in 'honour killing'-[The Telegraph]-Agence France-Presse-August 28, 2020

An Iranian has been sentenced to nine years in jail for beheading his teenaged daughter in her sleep, local media reported Friday, adding that the mother wants him executed. The so-called "honour" killing of 14-year-old Romina Ashrafi on May 21 sparked widespread outrage, with media condemning "institutionalised violence" in the Islamic republic.Media said Romina was decapitated at the family home in the village of Talesh in the northern province of Gilan."Despite the judicial authorities' insistence on a 'special handling' of the case, the verdict has terrified me and my family," Rana Dashti, the mother, told ILNA news agency."I don't want my husband to return to our village ever again," she said, calling for the verdict to be reviewed and changed to "execution".Having lived with the man for 15 years, Dashti said she now fears for the life of the rest of her family.Ebtekar newspaper said at the time of Romina's killing that Iran's "eye for an eye" retributive justice does not apply to a father who kills his child, for which the customary sentence is jail time and fines.Iran's President Hassan Rouhani has "expressed his regrets" following the girl's killing and called for the speedy passing of several anti-violence bills.Romina had reportedly run away after the father refused to give permission for her to marry a man 15 years her senior. But she was detained by authorities and taken home, despite having pleaded with a judge that she feared for her life if returned. The man she wanted to marry, Bahman Khavari, was sentenced to two years in prison, local media said, without specifying the charge. The legal age of marriage for women in Iran is 13.

Russian navy conducts major maneuvers near Alaska-[Associated Press]-VLADIMIR ISACHENKOV-August 28, 2020

MOSCOW (AP) — The Russian navy conducted major war games near Alaska involving dozens of ships and aircraft, the military said Friday, the biggest such drills in the area since Soviet times.Russia's navy chief, Adm. Nikolai Yevmenov, said that more than 50 warships and about 40 aircraft were taking part in the exercise in the Bering Sea, which involved multiple practice missile launches.“We are holding such massive drills there for the first time ever,” Yevmenov said in a statement released by the Russian Defense Ministry. It wasn't immediately clear when the exercises began or if they had finished.Yevmenov emphasized that the war games are part of Russia’s efforts to boost its presence in the Arctic region and protect its resources.“We are building up our forces to ensure the economic development of the region,” he said. “We are getting used to the Arctic spaces.”The Russian military has rebuilt and expanded numerous facilities across the polar region in recent years, revamping runways and deploying additional air defense assets.Russia has prioritized boosting its military presence in the Arctic region, which is believed to hold up to one-quarter of the Earth’s undiscovered oil and gas. Russian President Vladimir Putin has cited estimates that put the value of Arctic mineral riches at $30 trillion.Russia's Pacific Fleet, whose assets were taking part in the maneuvers, said the Omsk nuclear submarine and the Varyag missile cruiser launched cruise missiles at a practice target in the Bering Sea as part of the exercise. The maneuvers also saw Onyx cruise missiles being fired at a practice target in the Gulf of Anadyr from the coast of the Chukchi Peninsula, it added. As the exercise was ongoing, U.S. military spotted a Russian submarine surfacing near Alaska on Thursday. U.S. Northern Command spokesman Bill Lewis noted that the Russian military exercise is taking place in international waters, well outside U.S. territory.Lewis said the North American Aerospace Defense Command and U.S. Northern Command were closely monitoring the submarine. He added that they haven't received any requests for assistance from the Russian navy but stand ready to assist those in distress.Russian state RIA Novosti news agency quoted Russia's Pacific Fleet sources as saying that the surfacing of the Omsk nuclear submarine was routine. It cited former Russian navy's chief of staff, retired Adm. Viktor Kravchenko, as saying that by having the submarine surface in the area the navy may have wanted to send a deliberate signal.“It's a signal that we aren't asleep and we are wherever we want,” RIA Novosti quoted Kravchenko as saying. The presence of Russian military assets in the area caused a stir for U.S. commercial fishing vessels in the Bering Sea on Wednesday.“We were notified by multiple fishing vessels that were operating out the Bering Sea that they had come across these vessels and were concerned,” U.S. Coast Guard spokesman Kip Wadlow said Thursday. The Coast Guard contacted the Alaskan Command at Joint Base Elmendorf-Richardson, which confirmed the ships were there as part of a pre-planned Russian military exercise that was known to some U.S. military officials, he said. The Russian military has expanded the number and the scope of its war games in recent years as Russia-West relations have sunk to their lowest level since the Cold War after Russia's 2014 annexation of Ukraine's Crimean Peninsula, and other crises.

Police largely silent as outrage builds over Blake shooting-[Associated Press]-LINDSAY WHITEHURST-,Associated Press•August 27, 2020

It took three days, an outpouring of anger in the streets and a NBA boycott before authorities investigating the police shooting of Jacob Blake in Kenosha, Wisconsin, started answering some of the most basic questions about what happened. And still, many key pieces of information have yet to be released, fueling speculation over why a white officer shot Blake in the back at close range Sunday as the Black man leaned into his SUV.Police maintain they are not hiding information but can't reveal other details while the case is under investigation. But the near-silence from the Kenosha department and state authorities is at odds with what an increasing number of American police forces are doing in the wake of high-profile shootings with the potential to cause unrest.“The times have changed. What you may have done even a year ago doesn’t work now. We need to recognize the public outcry that is taking place and the need for information,” said Chris Burbank, a former police chief in Salt Lake CityEven as new questions surfaced about the delayed arrest of a white teenager suspected in the shooting deaths of two protesters, police took no questions Thursday at a news conference where they focused on the response to the unrest.Investigators haven’t explained why police drew guns on Blake and why the officer opened fire. They say a knife was found in the SUV, but they have said nothing about what role it may have played. As for why officers came to the scene in the first place, the Wisconsin Department of Justice, which is investigating, said in a news release Wednesday that a woman had called about a boyfriend who wasn't supposed to be there. But investigators haven't said whether Blake was that boyfriend.Blake survived but is paralyzed, and it would “take a miracle” for him to walk again, family attorney Ben Crump said Tuesday.Crump has said Blake was trying to do the right thing by intervening in a domestic incident. And an onlooker who recorded the widely seen cellphone video of the shooting said that he saw a group of women shouting at one another on the sidewalk and soon afterward saw officers wrestling with Blake. Those accounts have not been confirmed by police.Meanwhile, authorities have also come under scrutiny over why Kyle Rittenhouse, the 17-year-old police enthusiast suspected in the shooting deaths of two people during a night of protests in Kenosha on Tuesday, wasn't arrested until the next day, in his home state of Illinois.Witness accounts and video footage show police apparently let the gunman walk past them and leave the scene with a rifle over his shoulder and his hands in the air as members of the crowd were yelling for him to be arrested because he had shot people.Kenosha County Sheriff David Beth explained that the scene was chaotic and stressful, with people shouting and running, and that may have caused “tunnel vision” among officers.Kenosha Police Chief Daniel Miskinis said Wednesday that his department has few details about the Blake shooting because another agency — the Wisconsin Department of Justice — is investigating, as required by state law. It was state officials who on Wednesday released the information about the knife and identified the police officer for the first time.“I can’t answer questions about the investigation. ... I wasn’t there, I’m not privy to those reports," Miskinis said, adding: “We’re not hiding behind a blue line of silence. It doesn’t exist."Still, outside investigations are required elsewhere, too, and many departments nevertheless release narratives within hours of a police shooting, a reflection of how authorities are adapting to escalating public scrutiny. When police speak to the public directly, especially early on, it can help calm the kind of unrest that Kenosha is seeing, said Burbank, who is now at the Center for Policing Equity, a think tank.“By doing nothing, you are allowing the aftermath that more people are being injured," he said. “This may be how they’ve always handled these, but you can’t do that now."Other departments are also more quickly releasing body camera and surveillance camera footage of police shootings, both to promote transparency and preempt rumors and unrest. Kenosha police do not have body cameras. In Atlanta, for example, after the shooting of Rayshard Brooks at a fast-food drive-thru on a Friday night in June, police released body camera video, identified the officers and disciplined or fired them before the weekend was over. Charges were filed a few days later. In the 2019 killing of Atatiana Jefferson, who was up late playing video games at home in Fort Worth, Texas, when an officer fired through her back window, police offered a detailed account of the shooting and partial body camera video the same day. The officer resigned and was charged with murder within two days. This week in Minneapolis, police released surveillance video within 90 minutes of a confrontation with police that ended with the death of a Black homicide suspect. While the case sparked protests, the video showed that the man himself fired the fatal shot.American law enforcement agencies vary widely on how much they release and how quickly, though. Other experts caution that airing too many details too soon can undermine a case.If details are released before all the witnesses have been interviewed, for example, that can influence what the others say, said David Klinger, a criminologist and former police officer.“We have to be very, very careful about protecting the integrity of the investigation,” said Klinger, a professor at the University of Missouri-St. Louis.Contracts with police unions can also affect how much information officers are required to give, and when. But even police unions sometimes favor more transparency. After a shooting that left a Black man, Tony Robinson, dead in Madison, Wisconsin, five years ago, the Wisconsin Professional Police Association released information ahead of official investigations to counter rumors and speculation on social media, said executive director Jim Palmer.Quickly releasing an initial account of a shooting, even if murky, can offer the public a basic framework of what happened — and it can also benefit the department by making its side of the story public, Burbank said. The New York Police Department sends a top official to the scene of every shooting by an officer and holds a news conference within hours. While some praise the department for getting information out, critics say the practice allows police to manage public expectations and shift any blame away from officers.___Associated Press writers Alanna Durkin Richer in Boston, Michael R. Sisak in New York, and Todd Richmond in Madison, Wisconsin, contributed to this report.

UN votes on extending mandate of peacekeepers in southern Lebanon-Resolution, which would cut size of UNIFIL force as demanded by US, calls on Lebanese government to allow ‘prompt and full access’ to suspicious sites, including Hezbollah tunnels-By Agencies-aug 28,20-Today, 11:31 am

UNITED NATIONS — The UN Security Council is voting on a resolution that would extend the mandate of the UN peacekeeping mission in southern Lebanon for a year but reduce its troop ceiling from 15,000 to 13,000 in response to US pressure. The French-drafted resolution also makes another concession to the Trump administration and its close ally Israel. It calls on the Lebanese government to facilitate “prompt and full access” to sites requested by UN peacekeepers for investigation, including Hezbollah tunnels crossing the UN-drawn Blue Line between Lebanon and Israel. The draft urges freedom of movement for UNIFIL and unimpeded access to all parts of the Blue Line, and condemns “in the strongest terms” all attempts to restrict UN troop movements and attacks on mission personnel. The resolution, if approved, would give the United States a symbolic victory, but it would also almost certainly be welcomed by many countries that view UNIFIL as critical to maintaining peace in the volatile region and strongly support its current mandate which is largely maintained.Secretary-General Antonio Guterres wrote to the council on July 29 recommending a 12-month renewal of UNIFIL’s mandate, stressing the importance of maintaining high troop strength. While the resolution’s adoption would reduce the troop ceiling from 15,000 to 13,000, it would not require any cuts in the current peacekeeping force. That’s because UNIFIL’s current strength is about 10,250 troops, well below the ceiling.UNIFIL peacekeepers hold their flag, as they observe Israeli excavators attempt to destroy cross-border tunnels dug by Hezbollah, near the southern Lebanese-Israeli border village of Mays al-Jabal, Lebanon, December 13, 2019. (Hussein Malla/AP)-Because of the COVID-19 pandemic, the 15 members of the council are voting on the resolution by email. Voting began Thursday afternoon and ends Friday afternoon. The Security Council president, Indonesia’s UN Ambassador Dian Triansyah Djani, said results will be announced Friday evening. The vote began a day after Israel’s envoy to the United Nations Gilad Erdan told the international body that a shooting attack carried out earlier in the week by a Hezbollah cell toward IDF troops, took place between two UN posts, barely 110 yards from the closer one.The Israeli military fires flares into the sky over the Lebanese border on August 25, 2020. (Courtesy)-UNIFIL said it was launching an investigation into the incident.UNIFIL was created to oversee the withdrawal of Israeli troops from southern Lebanon after a 1978 invasion. The mission was expanded after a 2006 war between Israel and Hezbollah so that peacekeepers could deploy along the Lebanon-Israel border to help Lebanese troops extend their authority into their country’s south for the first time in decades.Israel has repeatedly accused Hezbollah, which is backed by its greatest foe Iran, of impeding the peacekeepers from carrying out their mandate, a view strongly backed by the Trump administration. In 2019, Israel destroyed a series of what it said were attack tunnels, dug under the border by Hezbollah. The terror group battled Israel to a stalemate in a month-long war in 2006.Israel’s then-ambassador to the UN Danny Danon said in May that Israel would insist that peacekeepers have access to all sites, that they have freedom of movement and that any time they are being blocked the Security Council must be immediately informed.United States ambassador to the United Nations Kelly Craft speaks during a Security Council meeting at United Nations headquarters, February 11, 2020. (AP Photo/Seth Wenig)-US Ambassador Kelly Craft tweeted at the time that UNIFIL has been “prevented from fulfilling its mandate” and “Hezbollah has been able to arm itself and expand operations, putting the Lebanese people at risk.”She said the Security Council “must either pursue serious change to empower UNIFIL or realign its staffing and resources with tasks it can actually accomplish.”The resolution being voted on recognizes “that UNIFIL has successfully implemented its mandate since 2006 and has allowed for maintaining peace and security since then,” and therefore the Security Council would authorize the reduction of the troop ceiling from 15,000 to 13,000The draft resolution states that the force strength can be increased in the future in the event of “a degraded security situation.”According to UNIFIL, it currently has about 10,250 troops including more than 9,400 ground troops and over 850 naval personnel assigned to its Maritime Task Force. In addition, the mission has about 900 civilian staff, both international and national.A UNIFIL patrol drives past a billboard showing the faces of slain Iraqi Popular Mobilization Forces commander Abu Mahdi al-Muhandis, Iranian Quds Force commander Qassem Soleimani and Hezbollah military commander Imad Mughniyeh, in the southern Lebanese village of Adaisseh on the border with Israel, August 26, 2020. (Mahmoud Zayyat/AFP)-The draft resolution would affirm the Security Council’s “strong continuing commitment to the existing UNIFIL mandate.” And it would reaffirm the necessity that Lebanon’s armed forces deploy in southern Lebanon and its territorial water “at an accelerated pace” to implement a key mandate provision. The draft asks UN Secretary-General Antonio Guterres to present the first elements of a plan to improve UNIFIL’s “efficiency and effectiveness” within 60 days.On another US and Israeli issue, the resolution would reiterate the council’s call for “the rapid finalization” of investigations into all attacks against UNIFIL in order to bring the perpetrators to justice. And it would request the secretary-general “to report to the Council, within a reasonable time frame, when such incidents occur.”Times of Israel staff contributed to this report.

3 fires in southern Israel sparked by arson balloons-Hamas: ‘We will exact a heavy price from anyone who lays siege to Gaza’ Terror group issues warning after 6 projectiles launched at south in apparent response to earlier Israeli bombing of terror group’s sites, followed by 2nd wave of strikes-By TOI staff and Judah Ari Gross-aug 28,20-Today, 11:29 am

The Hamas terror group warned on Friday morning that it would exact a “heavy price” from anyone who threatened the Gaza Strip, after overnight violence saw a volley of rockets launched toward southern Israel and two rounds of airstrikes on the enclave.“Whoever lays siege to our people will pay a heavy price in their security and stability,” said Hamas spokesman Fawzi Barhoum, according to Channel 12 news.“We will not hesitate in our national mission and in our commitment to our people.” Barhoum said, adding that Hamas was committed to “protecting the people from all aggression and fighting the occupation if there is an escalation and the siege continues.”Three fires were sparked in southern Israel on Friday, apparently caused by balloon-borne incendiary devices launched from the Gaza Strip.Israel Defense Forces conducted a second round of airstrikes on Hamas targets in the Gaza Strip on Friday morning after terrorists in the enclave fired six rockets at southern Israel overnight, the military said. The rockets appeared to strike open fields, causing neither injury nor damage. There were no immediate reports of Palestinian casualties.pic.twitter.com/OXD2l0TDj2 — almog boker (@bokeralmog) August 28, 2020-The early morning rocket attack, which triggered sirens in communities near the Strip, came after the military’s initial bombing raid against Hamas facilities in Gaza in response to the balloon-borne incendiary and explosive devices launched across the border into Israel throughout Thursday.According to the IDF, the six rockets were fired shortly after 5 a.m., triggering sirens in the communities of Nahal Oz and Alumim, east of the northern Gaza Strip, sending hundreds of residents rushing to bomb shelters.Balloons carrying an incendiary device float in the air upon release by Palestinians near Gaza’s Bureij refugee camp, by the Israel-Gaza border fence, on August 12, 2020. (Mohammed Abed/AFP)-In response, the military said its warplanes and other aircraft bombed Hamas sites in the Palestinian enclave, including a weapons manufacturing facility. Palestinian media reported that the target was located near Gaza City.Throughout the day on Thursday, Palestinian terrorists in the Strip launched dozens of balloons carrying arson devices and small explosives across the border, causing at least 26 fires in southern Israel, according to the fire department.Shortly before 4:30 a.m., the IDF retaliated to these airborne attacks with strikes on Hamas targets. The IDF said warplanes, tanks and other aircraft carried out Friday morning’s first round of airstrikes, hitting Hamas underground infrastructure and observation posts. This latest exchange in the south came amid weeks of mounting tensions between Israel and terrorist organizations in the Strip, notably Hamas, which rules Gaza.Palestinians in the Strip have in recent weeks sent waves of arson balloons across the border, sparking scores of wildfires in southern Israel, launched rockets across the border, and held violent protests along the security fence.Israel, in retaliation, has carried out near-nightly airstrikes against Hamas targets, limited imports to the Strip, and restricted its fishing zone.A fireman seeks to put out a blaze caused by an arson balloon lofted from Gaza toward Israeli border communities on August 26, 2020. (Eshkol Regional Council)On Thursday, Hamas reportedly said that efforts to reach a ceasefire with Israel had failed, warning Israel of “messages” to be sent within hours.A source in the group was quoted by Lebanese Hezbollah-affiliated TV al-Mayadeen as saying Qatari envoy Mohammed al-Emadi had left the territory after two days in which he brought cash to the Strip and tried to broker a ceasefire amid weeks of mutual attacks. The source said the failure to reach a deal was due to Israel’s insistence on the equation of “calm in return for calm,” rather than “calm in return for an end to the blockade” of the Strip. The Qatari envoy to the Gaza Strip, Mohammed al-Emadi, speaks during a press conference in Gaza City on May 14, 2019. (Mohammed Abed/AFP)-Gaza terror groups won’t let Israel “use the pretext of the balloons to bomb posts in the Strip,” the source was quoted as saying. He added that “the coming hours will see messages to the Israeli occupation from the youth groups in the field.”He said “the occupation should read these messages before things roll and slide into something broader than that.”Al-Emadi arrived in Gaza late Tuesday night, bringing $30 million in cash, seeking to ease the Israel-Hamas tensions that have led to the daily and reprisal strikes. The money is earmarked to assist the territory’s two million people, half of whom live under the poverty line, sources close to the envoy told AFP.On Monday, the London-based Arabic-language daily Asharq al-Awsat reported that the head of the IDF Southern Command, Maj. Gen. Herzi Halevi, visited Qatar this week in a bid to secure a ceasefire agreement with Hamas. The terror group is under immense international pressure from Qatar, Egypt and UN envoy Nickolay Mladenov to halt its attacks, alongside pressure from the Gazan public, which is getting only three to four hours of electricity per day after becoming used to more than three times that amount. The power shortages are a result of Israel stopping fuel imports in response to the violence, which caused a Gaza power plant to shut down. The uptick in violence along the border is thought to be linked to demands for increased cash transfers from Qatar to the Strip, where around 60 percent of the population is unemployed.Hamas is also contending with Gaza’s first outbreak of the coronavirus, which health officials in the Strip worry could overwhelm the territory’s fragile health care system.

16 Therefore thus saith the Lord GOD, Behold, I lay in Zion for a foundation a stone, a tried stone, a precious corner stone, a sure foundation: he that believeth shall not make haste.17 Judgment also will I lay to the line, and righteousness to the plummet: and the hail shall sweep away the refuge of lies, and the waters shall overflow the hiding place.
18 And your covenant with death shall be disannulled, and your agreement with hell shall not stand; when the overflowing scourge shall pass through, then ye shall be trodden down by it.

'If someone harms a hair on our head the PA is responsible'-Suha Arafat says under attack by PA after UAE deal, will ‘open gates of hell’ Former chief’s widow says she’s been branded a traitor for defending Abu Dhabi after accord with Israel, indicates she has dirt on top officials which she won’t hesitate to expose-By TOI staff-aug 28,20-Today, 6:52 pm

The widow of late Palestinian leader Yasser Arafat says she is under attack by Palestinian Authority leadership for friendly overtures to the United Arab Emirates, after it announced its normalization of ties with Israel, and has warned she could “open the gates of hell” on PA chiefs if those attacks do not stop, indicating she has dirt on top officials.Suha Arafat, currently living in Malta, wrote an Instagram post on August 21, after the decision to normalize ties between Jerusalem and Abu Dhabi was announced. In it, she said she wished to apologize “in the name of the Palestinian people” for Palestinians’ burning of UAE flags and other insults made against the Emirates in the wake of the deal.“This is not of our morals, nor our customs, nor our traditions,” she wrote. She urged Palestinians to “study history well to learn how the UAE, past and present, supported the Palestinian people and the cause.” She said the people of the Emirates were a “generous and kind people who have always welcomed us with every bit of graciousness.”Saeb Erekat tells Palestinians not to burn UAE flags:   A most interesting tweet from PLO negotiator Saeb Erekat: We should respect the national symbols of the UAE. (Nasser Nasser/Pool/AFP)-“There are instructions to turn me into a traitor and these instructions come from the head of the president’s office,” Arafat said, referring to PA President Mahmoud Abbas’s private secretary Intisar Abu Amara, who she claimed was “feeding the president false information” and “is the one controlling Palestine through the president.”She also criticized the PA’s official response to the UAE’s move, which Ramallah deemed a “despicable decision” and a betrayal. For its part, the UAE says it compelled Israel to call off planned partial West Bank annexation plans as part of the normalization deal, and that this gives Israel and the Palestinians a new opportunity to negotiate. The PA called for the UAE to “immediately retract” its agreement with Israel, a call Abu Dhabi so far appears to have ignored. It also recalled its ambassador to the UAE in protest over the agreement.Arafat said instead of hurling accusations, the PA should have appealed to the UAE’s crown prince and de facto leader Mohammed bin Zayed for understanding.“If Yasser Arafat were alive he’d go to Mohammed bin Zayed and say ‘Come Mohammed Ben Zayed, help me with [Israeli Prime Minister Benjamin] Netanyahu, I can’t deal with them.’ But to go and say an Arab country is a betrayer? Enough with the slogans. We collaborate with Israel, with the Shin Bet and Mossad. Who are you kidding?”She was apparently referring to the PA’s regular security coordination with Israel, which was halted in recent months over Israel’s annexation plans.Arafat said her brother Ghabi al-Tawil was being harassed as well. Al-Tawil is currently the PA’s ambassador to Cyprus, but according to Kan he was summoned in recent days for questioning in Ramallah after refusing to organize action against the UAE at the embassy.“They think they’re a superpower. I demand of Abu Mazen protection,” she told Kan, using Abbas’s nom de guerre. “Protection from those who surround him. What do they want to do to my brother? Put him in jail?”She also appeared concerned by potential attempts to remove the monthly stipends she receives from the PA as Abbas’s widow, which she said stood at a sum of €10,000 ($12,000)“If [someone] harms a hair upon our head I will hold the PA fully responsible,” she said.Arafat stressed she did not believe Abbas was responsible but rather a cadre of politicians and advisers surrounding him.“He has nothing to do with this, but they’re leading him on. I love Abu Mazen but those around him want to destroy the Arafat family,” she said.Arafat ended the interview with a threat.“We are strong. The Arafat family is strong,” she said. “If they want to open the gates of hell on me, I’ll open the gates of hell on them too. And I have Yasser’s personal diary. He wrote about every one of them. If I publish a tiny piece of paper of what Yasser wrote about them, it will expose them to their people.”

Laura's leftovers move east, leaving a disaster in Louisiana-[Associated Press]-MELINDA DESLATTE, STACEY PLAISANCE and GERALD HERBERT-August 28, 2020

LAKE CHARLES, La. (AP) — The remnants of Hurricane Laura unleashed heavy rain and twisters hundreds of miles inland from a path of death and mangled buildings along the Gulf Coast, and forecasters warn of new dangers as the tropical weather blows toward the Eastern Seaboard this weekend.Flooding and more tornadoes were possible Friday as the leftovers of the once fearsome Category 4 hurricane, now a tropical depression, move eastward. Already, an apparent tornado tore through a church and homes in Arkansas. Forecasters said it could become a tropical storm again when it moves off the mid-Atlantic coast.More than 750,000 homes and businesses were without power in Louisiana, Texas and Arkansas in the storm's wake, according to poweroutage.us, which tracks utility reports. One of the strongest hurricanes ever to strike the United States, Laura was blamed for six deaths as it barreled ashore near the Louisiana-Texas state line.A sense of relief prevailed that Laura was not the annihilating menace forecasters had feared, but a full assessment of the damage could take days.Entire neighborhoods were submerged and ruined along and near the coast. Twisted sheets of metal and debris, downed trees and power lines littered nearly every street. Caravans of utility trucks were met Friday by thunderstorms in the sizzling heat, complicating recovery efforts.“It is clear that we did not sustain and suffer the absolute, catastrophic damage that we thought was likely,” Louisiana Gov. John Bel Edwards said. “But we have sustained a tremendous amount of damage.”Finishing search and rescue efforts was a top priority, Edwards said, followed by efforts to find hotel or motel rooms for those unable to stay in their homes. Officials in Texas and Louisiana both sought to avoid traditional mass shelters to avoid spreading COVID-19.Edwards called Laura the most powerful hurricane to strike Louisiana, meaning it surpassed even Katrina, which was a Category 3 storm when it hit in 2005.The hurricane’s top wind speed of 150 mph (241 kph) put it among the strongest systems on record in the U.S. Not until 11 hours after landfall did Laura finally lose hurricane status as it plowed north and thrashed Arkansas. It remained a tropical storm Thursday night, sustaining winds of 40 mph (65 kph), flooding roads and spawning tornadoes.Pastor Steve Hinkle surveyed the damage after a tornado gutted his Refuge Church in Lake City, Arkansas: An outdoor pavilion was reduced to rubble. A brick shed was shredded. The fellowship and family life center was a tangle of bent metal beams. Yellow insulation littered the churchyard.“It skipped right over the house and hit every other building that the church has other than us,” said Hinkle, who huddled with his family in the parsonage bathroom after they saw transformers blow out in the distance. “We’re blessed.”The storm crashed ashore in low-lying Louisiana and clobbered Lake Charles, an industrial and casino city of 80,000 people. On Broad Street, many buildings partially collapsed. Windows were blown out, awnings ripped away and trees split in eerily misshapen ways. A floating casino came unmoored and hit a bridge, and small planes were thrown atop each other at the airport. A television station's tower toppled.Laura also felled a Confederate statue that local officials voted to keep in front of a courthouse just days earlier.“It looks like 1,000 tornadoes went through here. It’s just destruction everywhere,” said Brett Geymann, who rode out the storm with three relatives in Moss Bluff, near Lake Charles. He described a roar like a jet engine as Laura passed over his house around 2 a.m.“There are houses that are totally gone,” he said. The extent of the damage was just coming into focus when a massive plume of smoke began rising from a chemical plant outside Lake Charles. Police said the leak was at a facility run by Biolab, which manufactures chemicals used in household cleaners and chlorine powder for pools. Nearby residents were told to close their doors and windows, and the fire smoldered into the night.Four people were killed by falling trees in Louisiana, including a 14-year-old girl and a 68-year-old man. A 24-year-old man died of carbon monoxide poisoning from a generator inside his residence. Another man drowned in a boat that sank during the storm, authorities said. No deaths were confirmed in Texas, which Gov. Greg Abbott called “a miracle.”A lower-than-expected storm surge also helped save lives. Edwards said ocean water rose as much as 12 feet (4 meters) rather than the 20 feet (6 meters) that was predicted.Chevellce Dunn considers herself fortunate. She spent the night huddling on a sofa with her son, daughter and four nieces and nephews as winds rocked their home in Orange, Texas. Now she's without power in the sweltering heat.“It ain’t going to be easy. As long as my kids are fine, I’m fine,” Dunn said.More than 580,000 coastal residents evacuated despite fears of coronavirus infections. It's unclear when their journeys might end. There's no electricity or running water in many places, and the coastal towns of Cameron and Holly Beach were swamped. Restoring essential services could take weeks.“People who are outside of Lake Charles, thinking about coming back, they need to be really blunt with themselves about the harsh reality of what they’re coming back to,” Mayor Nic Hunter told NBC’s Today show Friday. “I’m sorry about that, but we just got hit with the largest hurricane to hit Louisiana in the last 150 years.”Bucky Millet, 78, of Lake Arthur, Louisiana, considered evacuating but decided because of the coronavirus to ride out the storm with family. He thought the roof of his house would disappear at one point when a small tornado blew the cover off the bed of his pickup.“You’d hear a crack and a boom and everything shaking,” he said.Laura’s winds blew out every living room window in the Lake Charles house where Bethany Agosto huddled in a closet with her sister and two others. “It was like a jigsaw puzzle ... we were on top of each other, just holding each other and crying.”Laura was the seventh named storm to strike the U.S. this year, setting a new record for U.S. landfalls by the end of August. Laura hit the U.S. after killing nearly two dozen people in Haiti and the Dominican Republic.President Donald Trump planned to visit the Gulf Coast this weekend to tour the damage.___Associated Press contributors include Jeff Martin in Marietta, Georgia; Kevin McGill in New Orleans; John L. Uganda lightning strike kills 10 children playing football in Arua-[BBC]-August 28, 2020

Ten children have been killed by lightning in the north-western Uganda city of Arua after sheltering in a hut during a storm. The children were playing football when heavy rain forced them to take a break in a nearby grass-thatched structure which was struck by lightning.Nine children, aged 13 to 15, were killed on the spot while another died on the way to hospital.Three survivors are receiving treatment at the regional hospital.Uganda's north-western region has been experiencing severe rains coupled with thunder and lightning. This is the worst accident of its kind in Uganda since 2011, when 18 children were killed at a school in the mid-western region. That year, 28 people also died from lightning strikes in a single week.

Monsoon rains wreak havoc across Pakistan, killing 36 people[Associated Press]-MUHAMMAD FAROOQ-August 28, 2020 default view.

KARACHI, Pakistan (AP) — Heavy rains hit parts of Pakistan including the financial capital Karachi for a fifth straight night bringing more flooding to towns and villages and leaving at least 36 people dead, officials said Friday. Rescuers evacuated people from flooded neighborhoods.About 30 inches (76 centimeters) of rain have fallen in Karachi since Sunday, when monsoon rains began lashing the city, forcing authorities to use boats to evacuate people trapped in flooded streets.Twenty people were killed in Karachi in rain-related incidents and 16 others died in the northwestern province of Khyber Pakhtunkhwa because of flash flooding overnight, according to government officials.Downed power lines caused widespread electrical outages, adding misery to the lives of many of the city's 15 million residents. Some workers stayed at their offices and others spent the night in open areas because there was no transportation to get home in many parts of the city.Hundreds of vehicles were dragged along city streets by powerful flood waters. At least eight people were killed when a wall fell on them in a residential area. They included children, who were playing at the time. Other casualties were also reported in various parts of Karachi in the past 24 hours, bringing the death toll from rain-related incidents to more than 40 in recent weeks. At least 136 people have died in various parts of Pakistan since June in rain-related incidents and many residents were angry with authorities for not helping them.Monsoon rains are lashing Pakistan at a time when authorities are trying to contain the spread of the coronovirus, which has caused more than 6,283 deaths since February when the country reported its first case. Pakistan reported nine more deaths Friday from COVID-19, the illness caused by the virus.Every year, many cities in Pakistan struggle to cope with the annual monsoon deluge, drawing criticism about poor planning. The monsoon season runs from July through September.

Kim Jong-un inspects the damage as North Korea reels from floods and Typhoon Bavi-[The Telegraph]-Nicola Smith-August 28, 2020

North Korean leader Kim Jong-un has visited a rice-growing area devastated by a typhoon on Thursday, as the reclusive country reels from back-to-back natural and manmade catastrophes. Photos released by state media of the authoritarian leader inspecting fields alongside mask-wearing officials appeared to be framed to convey his benevolence as citizens struggle to cope with the impact of severe monsoon flooding, and the economic toll of the pandemic and ongoing global sanctions. Typhoon Bavi slammed into the country’s southwestern province of Hwanghae, dealing a damaging blow to its corn stalks, rice paddies and other crops, and raising fears of increased hunger among an already malnourished population. Ten million people are reported by the United Nations to be suffering from food insecurity, living from harvest to harvest. The country also suffers from years of neglected infrastructure, which exacerbates the effects of natural disasters.North Korean has exceptionally been on air all night, I believe the first time ever. Movies routinely interrupted with typhoon updates. Typhoon 8 will skirt the west coast over the next 9 hours. It's a clear sign of fear for loss of life and destruction. This clip just before 5am pic.twitter.com/yCRxIiZ8am— Martyn Williams (@martyn_williams) August 26, 2020-According to the Rodong Sinmun, the official newspaper of the North's ruling party, the typhoon hit hundreds of acres of farming land, felled trees and flooded houses and roads. During his visit Kim stressed the need to "direct efforts to minimise the damage in the agricultural field in particular and reduction in the harvest," reported Yonhap, the South Korean newswire, citing the North’s state media.  "It is one of top-priority tasks to be surely carried out by our party to go among the people and encourage and sincerely help them when they are in trouble and feel difficult,” he said. Last week Kim made an unusually frank admission that North Korea’s economic progress has been “seriously delayed,” pledging to unveil a new five-year economic development plan by this coming January. North Korea reports real-time typhoon damage in rare overnight broadcasts https://t.co/GEMYdTCpDX pic.twitter.com/RLzgqj3WnS — Chad O'Carroll (@chadocl) August 27, 2020It was the latest indication that his regime is feeling the pressure of crippling international sanctions to curb its nuclear weapons ambitions, which have collided with one of the longest monsoon seasons on record and the lockdown of remaining trade routes in an effort to keep the coronavirus at bay. Officially the hermit kingdom has only had one suspected case of Covid-19 but it was never confirmed. However, earlier this week, in a rare display of urgency, Kim publicly lamented unspecified "defects" and "shortcomings" in the country's' anti-virus campaign and urged that they be corrected swiftly. He also  raised the alarm about the incoming typhoon and urged adequate preparation. This was followed by country's state TV network providing unprecedented rare real-time coverage of damage caused by wind gusts and rainfalls. South Korea's weather agency said the typhoon had a maximum wind speed of 96 mph and was forecast as one of the strongest to hit the peninsula this year.

Israel strikes Gaza after Palestinian militants fire rockets-[Associated Press]-FARES AKRAM-August 28, 2020

GAZA CITY, Gaza Strip (AP) — The Israeli military says it struck militant targets in Gaza, including a weapons manufacturing site, after six rockets were fired from the territory early Friday. There were no immediate reports of casualties or major damage on either side. But the U.N.'s Mideast envoy warned that the situation was “rapidly deteriorating" and that life inside the blockaded Palestinian territory had become “unbearable.”Israel and Hamas, the Islamic militant group that rules Gaza, have traded fire on a number of occasions in recent weeks, and Hamas-linked groups have launched a wave of incendiary balloons across the frontier that have torched wide swathes of farmland.Hamas is pressing Israel to ease its blockade on Gaza and allow large-scale development projects. Egypt and Qatar are trying to shore up an informal cease-fire.Those efforts have grown more urgent in recent days as authorities in Gaza have detected the first cases of local transmission of the coronavirus. Hamas has imposed a lockdown in the coastal territory bordering Israel and Egypt, which is home to 2 million Palestinians.Bassem Naim, a Hamas official, warned of further escalation, saying the “catastrophic conditions the Gaza Strip is experiencing are unprecedented.” He said the situation could lead to an “explosion in which things get out of control.”Israel and Egypt imposed a blockade on Gaza after Hamas seized power from rival Palestinian forces in 2007. Israel says the blockade is needed to keep Hamas from building up its arsenal, but critics view it as a form of collective punishment. Israel and Hamas have fought three wars and several smaller battles since the closure was imposed. The restrictions have pushed the local economy to the brink of collapse, leaving more than half the population unemployed, and years of war and isolation have left the health care system ill-equipped to cope with a major outbreak. In response to the recent attacks, Israel closed Gaza's sole commercial crossing, forcing its only power station to shut down for lack of fuel and leaving Gazans with just a few hours of electricity a day. Israel has also closed the coastal territory's fishing zone.“The situation in and around Gaza is rapidly deteriorating,” U.N. envoy Nickolay Mladenov tweeted. “Militants continue to launch projectiles and incendiary devices. The tightening of closures is making life inside the Strip unbearable. Electricity is down to 3 hours, hospitals barely functioning.”"I am VERY concerned that escalation is imminent," he added.

Israel to send firefighters to help battle California blazes-Israeli team set to spend 2 weeks in the San Francisco Bay Area, where some of the largest fires in the US state’s recent history are raging-By TOI staff and AP-AUG 28,20-Today, 10:35 am

Israel will dispatch a team of firefighters to California to help the US state battle the largest fires in its recent history, the Foreign Ministry announced Friday. The Israeli delegation, organized together with the Public Security Ministry, is set to depart Sunday and will be in California for two weeks.Alongside the firefighters, experts on rescue and forest fires, as well as a Foreign Ministry representative, will make the trip, according to a ministry statement. The Foreign Ministry said the decision to dispatch the firefighters came after “intensive contacts” with the US embassy in Jerusalem and the Israeli consulate in San Francisco on what assistance local authorities needed to battle the blazes.Foreign Minister Gabi Ashkenazi touted the delegation as as “an expression of the deep friendship between the peoples” and said it underlined the “excellent relations” between the countries.“I praise the members of the delegation and wish them success on their mission,” he was quoted saying in the ministry statement. The announcement came as more than 50,000 people, forced to flee their homes, were allowed to return as firefighters made progress in their effort to put out massive and deadly wildfires in Northern California.Officials were working on plans to repopulate other evacuated areas. Cooler weather and higher humidity, along with an influx of equipment and firefighters, continued to help hard-pressed crews fighting the fires burning in and around the San Francisco Bay Area.Evacuation orders for more than 20,000 people were lifted over the past 24 hours in San Mateo and Santa Cruz counties, where a massive blaze caused by lightning was 24% surrounded, fire officials announced. In heavily damaged areas, crews were working to restore electricity and water so more people can return to their homes, Santa Cruz County Chief Deputy Chris Clark said. The fire has burned at least 516 homes but the tally could rise. Inspection teams were struggling to get into remote areas because bridges were damaged and roads blocked by fallen trees and power lines, fire officials said.Workers with Davey Resource Group survey the damage to the trees in a neighborhood in Boulder Creek, California, on August 25, 2020, after the the CZU August Lightning Complex Fire passed by. In the heart of wine country, evacuation orders in Napa and Sonoma counties were lifted Wednesday for about 35,000 people who had been told to leave after lightning ignited dozens of blazes last week.Firefighters and utility workers were clearing areas for returning residents after crews increased containment of the massive cluster of fires north of San Francisco to about 33%.That fire, the site of five of the deaths, still threatened 30,500 homes and other buildings after destroying more than 1,000.In the eastern San Francisco Bay Area, a fire that has burned in seven counties gained a relatively modest amount of ground — less than 1.6 square miles (4.1 square kilometers) — and was 25% surrounded.Around the state, hundreds of wildfires — coming months earlier in the season than expected — have already burned more than 2,000 square miles (5,200 square kilometers) and pushed firefighter resources to the breaking point, prompting some residents to form crews and fight them on their own.
