JTA — A State Department report on the UN agency that delivers relief and education to Palestinian refugees uncovered cases of anti-Israel and other bias in 3.1 percent of Palestinian textbooks.The April 2018 State Department report on UNRWA, covering the 2015-17 period, faults the agency and a previous State Department report for saying that UNRWA had successfully disseminated complementary materials and had completed teacher training.The report was declassified this week at the request of two Republican congressmen, Representatives Scott Perry of Pennsylvania and Lee Zeldin of New York.It cites a review by the UN agency itself, identifying 203 issues covering a total of 229 pages out of 7,498 pages reviewed, or 3.1%. The issues are examples of material that did not comport with UN values of tolerance, neutrality, equality and nondiscrimination, and human rights relating to race, gender language and religion.An annex detailing the problematic passages did not appear in the report posted by Zeldin and Perry, but the report said that “more than half of the neutrality/bias issues it found” were related to maps, the status of Jerusalem and other cities, “for example, regional maps that exclude Israel, and refer to Israeli cities as Palestinians.” Other neutrality issues had to do with gender.The UNRWA review did not find any cases of incitement, the report said.UNRWA, whose duties include running a school system, developed alternate materials and training to counter the biased material, but it was not extensively used, in part because of Palestinian objections to the UNRWA corrective measures.Palestinian teachers also refused to attend training sessions during a strike because of teacher union reactions to the material and the Palestinian Authority suspending ties with UNRWA over its issuance of the complementary materials. This was also aimed at the Shiite terrorist group.The council statement issued Friday night welcomed the January 31 announcement of a national unity government in Lebanon, which broke a nine-month deadlock.Council members encouraged all political leaders to build on the momentum of the new government’s formation “to address the pressing security, economic, social and humanitarian challenges facing the country” and called on the new government to urgently implement reforms, fight corruption and strengthen accountability.Rival political groups had been locked in disagreement over the makeup of a new government since May, after the country’s first parliamentary elections in nine years. JTA — A State Department report on the UN agency that delivers relief and education to Palestinian refugees uncovered cases of anti-Israel and other bias in 3.1 percent of Palestinian textbooks.The April 2018 State Department report on UNRWA, covering the 2015-17 period, faults the agency and a previous State Department report for saying that UNRWA had successfully disseminated complementary materials and had completed teacher training.The report was declassified this week at the request of two Republican congressmen, Representatives Scott Perry of Pennsylvania and Lee Zeldin of New York.It cites a review by the UN agency itself, identifying 203 issues covering a total of 229 pages out of 7,498 pages reviewed, or 3.1%. The issues are examples of material that did not comport with UN values of tolerance, neutrality, equality and nondiscrimination, and human rights relating to race, gender language and religion.An annex detailing the problematic passages did not appear in the report posted by Zeldin and Perry, but the report said that “more than half of the neutrality/bias issues it found” were related to maps, the status of Jerusalem and other cities, “for example, regional maps that exclude Israel, and refer to Israeli cities as Palestinians.” Other neutrality issues had to do with gender.The UNRWA review did not find any cases of incitement, the report said.UNRWA, whose duties include running a school system, developed alternate materials and training to counter the biased material, but it was not extensively used, in part because of Palestinian objections to the UNRWA corrective measures.Palestinian teachers also refused to attend training sessions during a strike because of teacher union reactions to the material and the Palestinian Authority suspending ties with UNRWA over its issuance of the complementary materials. Human Rights Watch has condemned the hangings in Egypt of three young “political detainees” convicted of murdering the son of a judge, charging they had been tortured to confess.The three men were executed in the northern city of Alexandria on Thursday, a security source told AFP, following a trial in which they stood accused of the 2014 murder and of having formed a “terrorist group.”The confessions of university students Ahmed Maher Hindawi, Almotaz Ghanem and Abdel Hamid Metwalli, a computer shop owner, all members of the outlawed Muslim Brotherhood, were “extracted under torture, one of the defendants alleged in a leaked letter” to human rights lawyers and activists, HRW said.“The letter indicates that the men were tortured by electric shock and beatings in detention,” it added.HRW’s deputy Middle East and North Africa director, Michael Page, accused Egyptian authorities of having committed “a glaring injustice by executing three men who apparently gave ‘confessions’ extracted through electric shock and other torture.”He urged the government in Cairo to “immediately impose a moratorium on executions, which magnify the cruelty of unfair trials.”Human rights groups have repeatedly criticized President Abdel-Fattah el-Sissi’s government for cracking down on secular and left-wing activists, as well as Islamists close to the Muslim Brotherhood.The crackdown was launched in 2013 after Sissi, then army chief, overthrew Egypt’s first freely elected president, Mohamed Morsi, following street protests against the Islamist’s turbulent one-year rule.

Two Palestinian teens, including a 14-year-old boy, were shot and killed during mass protests along the Gaza border, where 17 others were wounded by live fire, according to the Hamas-run health ministry in the Strip.Some 8,000 Palestinians gathered along the border for the weekly demonstrations and riots, throwing rocks, fire bombs and explosives at soldiers, who responded with tear gas and occasional live fire.The health ministry said that the 14-year-old, identified as Hassan Shalabi, was shot in the chest in a protest near Khan Younis in southern Gaza. Saudi Arabia will not normalize ties with Israel or support the Trump administration’s peace plan without significant Israeli concessions to the Palestinians, according to a classified Foreign Ministry document reported by Israeli television Friday.Israel in recent years has worked to improve ties with Gulf states such as Saudi Arabia, the United Arab Emirates and Bahrain, which, despite having no diplomatic relations with Jerusalem, share a common foe in Iran.Though Saudi Arabia has stated it will not establish ties with Jerusalem in the absence of a Palestinian state, Prime Minister Benjamin Netanyahu has said improved relations with the Arab world could better the chances of reaching a peace agreement with the Palestinians.Citing an unnamed Foreign Ministry official familiar with the document, Channel 13 news reported that the memo, drawn up in mid-December, contradicts Netanyahu’s position, arguing the chances of such an “inside-out” formula resolving the Israeli-Palestinian conflict were remote.According to the official who spoke with Channel 13, the Foreign Ministry document, written by the ministry’s Center for Political Research, also noted that management of the Palestinian portfolio was shifted from Saudi Crown Prince Mohammed bin Salman to King Salman, who is considered to have more hawkish stances on the Israeli-Palestinian conflict.The paper was distributed to the Prime Minister’s Office, the National Security Council, and selected ambassadors and ministry diplomats.“It appeared there was a window of opportunity to bring about a breakthrough with Saudi Arabia, but even if there was, it is likely already closed at this point,” the official was quoted saying.Though the TV report did not say what the nature of a significant concession by Israel to the Palestinians would be, the network cited a US official saying King Salman told Secretary of State Mike Pompeo in January that he would not support the White House’s coming peace plan if it did not provide for a Palestinian capital in East Jerusalem.Israel captured East Jerusalem, which includes the Old City and holy sites such as the Western Wall and Dome of the Rock, from Jordan in the 1967 Six Day War. A group of Kuwaiti businessmen visited Israel last week in a trip approved by Prime Minister Benjamin Netanyahu’s office, in another sign of warming ties between Israel and Gulf states, Israeli television reported Thursday.According to the Kan public broadcaster, the group spent a few days in Israel and toured mostly religious, educational and cultural sites, including the Mahmood Mosque in Haifa, the University of Haifa and the Al-Aqsa Mosque in Jerusalem’s Old City.The group arrived in a private capacity in order to learn about Israel from up close, according to the broadcaster, and received special permission to enter the country from the Prime Minister’s Office.Kuwait maintains a hostile relationship with Israel.
